CONSIDERING FARMERS MARKET REGULATIONS Alcoholic beverage permit for distillery sees opposition JIM McCARTHY

A

draft with proposed regulations on farmers markets in the village of Islamorada will go before council members at the Thursday, April 21 meeting. The village’s planning department says the new rules strike a balance between promoting such events and safeguarding the community.

Organizers of a farmers market running for the past five years believe the proposal will end the event, hurting local vendors who come every Sunday.

Proposed changes to the village’s regulations for farmer market operations outline types of products sold. Per Village Planning Director Dan Gulizio, farmers markets constitute farm produce and items such as local food, drinks and plants made in Florida and not a processed product distributed widely outside the state.

An initial proposal originally stated 51% of items at farmers markets must be local produce, but members of the Local Planning Agency at a March 28 meeting reduced the figure to 40%.

Andrea Segovia spends every Sunday running the Florida Keys Farmers Market, located at MM 81 in Islamorada. She said the event affords a living for families who set up tents to showcase and sell their local goods. Segovia said a 40% local produce requirement diminishes the ability to successfully run a market.

“There’s no sense in being open and wasting our time with the proposed ordinance,” Segovia told Keys Weekly. “The 51% would have been impossible, but 40% still won’t cut it.”

Per a staff analysis, a farmers market does not include private garage sales, flea markets, fairs and similar activities held by places of worship. Gulizio told LPA members at the meeting last month that regulations come from similar ordinances in Florida municipalities.

Farmers markets are allowed in village center, highway and neighborhood commercial districts. Farmers markets can operate one day a week between 9 a.m. and 4 p.m., but they can’t be within one mile of one another. Gulizio said that provision can be modified by the village

manager or council, but the intent was to ensure there isn’t a concentration of farmers markets that cause traffic, safety hazards along the road and impacts to residents’ quiet enjoyment.

Vendors are capped at 30 for farmers markets, but the village manager or the village council can reduce the vendor number based on individual lot size, parking availability and traffic safety concerns.

Those producing farmers markets are required to submit a site plan application and must obtain a temporary use permit. Gulizio said the permit would be good for the year.

Jae Jans, operator of the Florida Keys Farmers Market, said he feels the public and farmers market operators should be given enough time to provide counterpoints to what the village is proposing.

Segovia added that she hopes the Florida Keys Farmers Market is grandfathered in, as she said issues such as parking aren’t coming from her event.

“We have parking attendants and everything is under control,” she said.

In addition to proposed rules for farmers markets, council members will consider a resolution considering the request of CBT Construction & Development Inc. for an alcoholic beverage use permit for property located at 90184 Overseas Highway. The former BB&T Bank facility, located in a village center, consists of vacant space on the first floor and seven deed-restricted affordable housing units on the second floor. With plans for a brewery, distillery and tasting room, to be called Crooked Palm Distillery, a license is sought for on-premises consumption only.

Eighteen letters were sent to the village expressing opposition to approving the request.

A few came from neighboring residents and those residing in Plantation Key Colony who say it would negatively affect quality of life.

“We feel this property at 90184 Overseas Highway is better suited as business for medical professional offices, additional apartments or retail store,” a letter reads.

UPDATED RESTORATION BLUEPRINT NEARS Sanctuary seeks to curb resource decline JIM McCARTHY

lorida Keys National Marine Sanctuary resources are under threat and facing continued deterioration. With threats of hurricanes and a stony coral tissue loss disease also came a boating boom during the COVID-19 pandemic that’s bringing more human interaction with the marine environment.

In a bid to counteract further resource decline, sanctuary officials are preparing to release an updated version of regulatory and management measures — through what’s known as the Restoration Blueprint — in June.

Florida Keys National Marine Sanctuary Advisory Council members received an update on the blueprint during a virtual meeting on April 19. Beth Dieveney, policy analyst for the sanctuary, said proposed boundaries and sanctuarywide regulations are under review by agencies, including the National Oceanic and Atmospheric Administration (NOAA) and Offices of the National Marine Sanctuaries. Once that’s complete, a proposal will go out to the public for review and comment for a period of 90 days.

“We still do not have a definite date for release,” Dieveney said. “Our intent is to release it at a Sanctuary Advisory Council meeting.”

Sanctuary Superintendent Sarah Fangman said other agencies are reviewing the proposals relative to their own activities and regulations.

She said the sanctuary is basically in a “waitand-see” mode, but there’s hope that proposed rule changes will be released at the June 21 SAC meeting.

“They can raise questions or make suggestions. What they do or do not choose to offer at this stage is totally out of our control,” Fangman said regarding the current review by other agencies. “That is why we are unable to be more explicit about timing. We have no idea what they may raise and what kind of consequences that could have to the timeline.”

Once updated regulations are released, sanctuary officials say they will host additional meetings, in-person and virtual — similar to a process that saw public input from the blueprint’s release in August 2019 to a public comment deadline in January 2020. There also will be opportunities to email input through regulations.gov.

In addition, Fangman said there will be some interactive tools on the sanctuary’s website to further understand what’s proposed.

Once released to the public, Fangman said nothing within the updated proposal will be changed during the feedback period.

“There’s no opportunity to slide something in while someone is out of town and not looking,” she said. “It is static and will stay exactly the same.”

Congress designated the Florida Keys National Marine Sanctuary on Nov. 16, 1990.

Encompassing 3,800 square miles, the sanctuary protects open ocean, offshore reef tract and nearshore patch reefs, as well as seagrass meadows and fringing mangroves. The sanctuary is also home to maritime heritage resources that encompass a broad historical period.

A 2011 condition report on the sanctuary detailed declining water quality, habitats and key species due to coastal development, overfishing, vessel groundings and marine debris, among other factors. Since that report, the Keys experienced Hurricane Irma and an increase in boaters.

A recent study by Bonefish & Tarpon Trust analyzed 93 South Florida bonefish for an average of seven pharmaceuticals in their systems. One fish had 17 pharmaceuticals.

It’s the first in-depth review of Florida Keys National Marine Sanctuary's regulations and marine zoning approach since they were established in 1997. In the two decades since, the sanctuary said a lot has been learned about what management tools work and where improvements can be made.

With the release of the Restoration Blueprint in 2019 came a document with four alternatives.

They proposed expanding several protected areas and revising restrictions for several others.

Several new marine zones were also included in the proposals.

Concerns were relayed over some proposed regulations and boundaries following the blueprint’s release. In Key West, concerns were raised during an October 2019 forum regarding changes to popular recreational areas such as Snipe Point and Marvin Key. The sanctuary emphasized in an informational brochure that “NOAA is not proposing to limit access to backcountry shallows and sandbars where there is historical recreational use, such as at Snipe Point and Marvin Key.”

Residential concerns were raised over proposed no-motor zones on the oceanside of Marathon, which runs from Vaca Cut to Tingler Island and is bisected by 10 channels.

In the Upper Keys, boaters expressed their displeasure during a forum over the idea of closing Carysfort and Sombrero reefs. Fangman admitted in her presentation that the original proposal was not clear about what “limited entry” meant with regard to local access. She said the absence of that language led people to conclude that “we meant to ban local people. And that’s not what we want at all. That’s not our intention.”

In addition to regulations and boundaries, there’s the sanctuary’s non-regulatory management plan. A separate document that’s independent of the proposals relative to boundaries, zones and regulations, Fangman said, the management plan contains a suite of activities from research to stewardship. She noted, however, that the plan is dependent on resources — namely funding — to make it happen.

In her remarks to the SAC, Fangman expressed excitement over President Joe Biden’s budget proposal, which includes $86.7 million for the Office of Marine Sanctuaries. That’s up from the $61 million the office received during the current fiscal year.

“The president is recognizing that the sanctuary system has been underfunded for some time now and additional resources are needed,” she said. “It goes a long way to make up for the shortfall we’ve had for many years.”

Fangman said priorities within the management plan represent some comments they heard time and time again during public input sessions after the blueprint’s release. They include enhancing law enforcement capabilities and tackling water quality issues.

Restoration, visitor use management, stewardship and engagement and management effectiveness were among the other priorities within the management plan.

Following comments from Fangman on the non-regulatory management plan, Capt. Will Benson, SAC member, said the management plan reflects “some good, careful listening” from comments made in previous meetings with the public.

he April 20 meeting of the Monroe County Board of County Commissioners in Marathon saw what some expected to be a brief agenda point morph into a much larger conversation about property rights and land use.

The bulk of the meeting’s morning session was dominated by a discussion of various possible accessory uses for vacant shoreline parcels from which development rights have been removed. Such uses may include docking facilities; vehicle and trailer parking; water and electrical utilities; storage structures like sheds and garages; pools; gardens; homeowners’ parks; play structures and sitting areas; or accessory workshops, bedrooms or habitable spaces.

Under the current Land Development Code, most accessory structures may be placed on vacant lots sharing an entire property line with a principal structure such as the owner’s home (contiguous lots). However, docking facilities may also be placed on lots or parcels across the street from, or corner-to-corner with, residences (adjacent lots).

Discussion revolved around the use of vacant lots owned by residents living further down the street or on dry lots in nearby neighborhoods. The vacant lots would be used primarily for dockage, parking and storage.

“We don’t want to create situations under people’s noses who don’t own that property, but they’re next door and it detracts from their quality of life,” said Monroe County mayor David Rice. “I have far less concern about how far away a person’s home may be than what activity takes place on that property.”

Mayor Pro Tem Craig Cates suggested that accessory uses be allowed on vacant parcels within the neighborhood of a resident’s primary home, while allowing for requests for variances on a case-by-case basis.

Commissioner Holly Raschein similarly advocated a “relatively narrow” approach to initial accessory use permissions, to be broadened later as needed. “I don’t know that (a distance requirement) is unreasonable,” she said. “It is kind of a slippery slope, and I think we need to be diligent on what happens.”

The board eventually thanked and directed the county’s senior director of planning and environmental resources, Emily Schemper, to pursue a draft of changes to the Land Development Code allowing for docking facilities as well as active parking, electric and water utilities, and non-habitable storage spaces to be used for this purpose.

Under the proposed draft, the vacant lot must be located on the same island as the primary residence, clearing of habitat would not be permitted, and accessory use would only be allowed on land that is less environmentally sensitive than the lot of the primary residence. All components of the proposed draft will be subject to further discussion and change as well as eventual public hearings.

In other news: • The board directed county attorney Bob Shillinger to pursue an update to the county’s Nonconsensual Private Towing Services Ordinance, increasing the rates paid to towing companies for services for the first time since 2006.

• The county was presented with a plaque to commemorate its Class 3 status in the National Flood Insurance Program Community Rating System.

Under this status, residents of unincorporated Monroe County enjoy a 35% discount on flood insurance premiums.

• The Monroe County Fire Rescue celebrated a badge pinning and oath presentation for 27 new firefighter EMTs and firefighter paramedics.

• The board unanimously voted to observe the Juneteenth federal holiday.

HISTORIC FISHING BRIDGES FALLING DOWN SHARK CHANNEL BRIDGE CLOSED AFTER PARTIAL COLLAPSE

or 112 years, time, tide and travel have taken their toll on the 23 historic bridges that make up the Florida Keys Overseas Heritage Trail. Once crucial to Henry Flagler’s Overseas Railway, but long closed to all vehicles, the bridges that exist alongside U.S. 1 have been used for decades by pedestrians, cyclists and fishermen.

They’re listed on the National Register of Historic Places, but they’re falling apart, quite literally.

A large chunk of the historic Shark Channel Bridge at MM 11 fell into the ocean on April 15, one day after officials had closed it and implored people to heed the barricades and stay away. Dean Richardson, a field inspector for the Florida Department of Transportation, put up the barricades and secured both ends of the bridge on April 14, after confirming reports of significant safety and structural issues. He immediately notified the U.S. Coast Guard, the Monroe

County Sheriff’s Office and the Keys Weekly to publicize the safety alert.

The very next day, Facebook users posted photos of the bridge with a large segment of railing and bridge deck having fallen into the ocean below.

FDOT contracts with a company to handle safety inspections for the road and bridges of U.S. 1 that are used by vehicles.

The Florida Department of Environmental Protection and its Office of Greenways and Trails manages the car-free Florida Keys Overseas Heritage Trail and its 23 historic bridges as part of a 2001 agreement between the state and Monroe County.

U.S. Coast Guard Sector Key West began on April 14 issuing a broadcast notice to mariners regarding the Shark Channel Bridge, said USCG Lt. Christopher Papas, chief of the inspections division. “The notice will continue to be broadcast for the foreseeable future. Additionally, all pedestrian bridges running parallel to U.S. 1 in the area have signage warning boaters of potential falling debris. While these signs are not posted or maintained by the Coast Guard,

we encourage boaters to heed all warnings regarding hazards on the water,” Papas added.

The Keys Weekly has requested inspection reports for the 23 historic Keys bridges from the FDEP press office and is awaiting further information.

COSTLY REPAIRS In 2016, a DEP report estimated that restoring all 23 historic bridges would cost $184 million. The report said portions of deck overhangs threatened to collapse into the water, and that that already had happened to the Niles Channel Bridge in 2011.

Following the 2011 closure of Niles Channel Bridge, the FDEP in March 2014 announced the closure of four more historic fishing bridges for safety purposes: the OhioMissouri, Ohio-Bahia Honda, Missouri-Little Duck and Lower Sugarloaf.

The department noted that the bridges were part of the Florida East Coast Railway, built around the turn of the last century.

While not used for transportation, they are evaluated for safety concerns based on a 2001 memorandum between the state and Monroe County.

Key West’s annual Fantasy Fest is about to change.

City leaders decided at a December 2021 Leadership Retreat they want to “transform the event into a positive, clean festival enjoyed by both residents and visitors.”

More recently, at the April 5 city commission meeting, officials authorized City Manager Patti McLauchlin to negotiate a new contract with the Tourist Development Association, which produces Fantasy Fest. (The TDA is the association that produces Fantasy Fest. It is not to be confused with the Monroe County Tourist Development Council, or TDC, a county government agency that uses bed tax dollars collected by hotels and lodging establishments to promote Key West tourism and fund large-scale projects and improvements that will benefit tourism.)

The April 5 agenda item initially directed McLauchlin to negotiate a one-year contract with the TDA, but TDA president Steve Robbins, and Key West Chamber of Commerce director Robert Goltz told the commission that events the size and scale of Fantasy Fest require multi-year contracts because producers negotiate multi-year agreements with sponsors.

The commission voted unanimously on April 5 to leave the contract length up to McLauchlin.

Goltz had suggested a three-year contract with two one-year renewal

options, but no details have been finalized.

Festival Director Nadene Grossman Orr met on April 12 with McLauchlin, and said the city manager understands the TDA’s need for a multi-year contract.

“There will be some changes to Fantasy Fest and we’re amenable to that,” Grossman Orr told the Keys Weekly. “There will definitely be a parade and a Masquerade March. Canceling the street fair on Duval Street is under consideration, but has not been officially voted on yet by the TDA board.”

The street fair was canceled last year due to COVID concerns, and many Duval Street business owners said they appreciated its absence, as it tends to keep people off the sidewalks and out of their businesses while they peruse the vendor booths in the street.

As for nudity, “Nudity is illegal. We always emphasize creative costuming.

As usual, it boils down to enforcement,” Grossman Orr said, adding that there’s “an unusual perception out there” that the TDA markets Fantasy Fest as a nudity-welcome event to people who participate in such events elsewhere.

“There is zero marketing to target that market,” Grossman Orr said. “All of our materials emphasize Fantasy Fest as a creative, costumed event.

We market to next-generation festival goers, and to like-minded, affluent people who like music, art and costuming events.”

She said what the event really needs in order to bring about the desired transformation is participation.

“We challenge the city and the county and any individuals, businesses and government agencies with the means and the space to build floats and participate in the parade,” she said.

HELPING SURVIVORS BEGIN AGAIN

Domestic Abuse Shelter begins fundraising rampup to rebuild its Marathon campus ALEX RICKERT

I

t’s been a long and slow road to rebuild, literally and figuratively, for the Domestic Abuse Shelter.

Since 1983, the nonprofit organization has served all of Monroe County in an effort to provide emergency shelter and support for adults and children suffering from domestic violence. The private group is the only state-certified domestic violence center in Monroe County with specific services for victims of domestic violence. Its routine offerings include, but are not limited to, emergency food and clothing, transportation, legal advocacy, crisis counseling and financial assistance.

For years, the group operated with two shelters: its main 25-bed facility in Marathon, along with a smaller 15-bed shelter in the Lower Keys. When Hurricane Irma ripped through the Middle

Keys in 2017, however, the larger shelter was torn apart, leaving only the smaller Lower Keys shelter to serve the entire county.

“The structure was unusable,” said DAS board president Jennifer Powell.

“You could see daylight through the cracks in the concrete supports.”

Insurance payments were enough to cover the DAS’ outstanding mortgage. But once the building was razed and the shelter site was cleared, the remaining funds were nowhere near sufficient to raise a new building.

In the years since, DAS has managed to raise about $500,000, including significant contributions from Leadership Monroe County and the Holly Given Fund. Powell and DAS executive director Sheryl Schwab said that competing with other large capital fundraisers in Marathon such as the Fishermen’s Community Hospital campaign has understandably slowed the shelter’s efforts. Meanwhile, state funding proves inadequate to grow the organization’s offerings.

A $2.5 million funding request for Monroe County’s DAS approved

by Florida’s House and Senate appropriations committees made its way to Gov. Ron DeSantis’ desk for the state’s 2022-2023 budget, but the funds were absent in the final version of the $112 billion budget approved earlier this month.

Schwab and Powell also acknowledge that the shelter is still partially rebuilding its image after a brief suspension of its certification in 2016 by the state Department of Children and Families. Now recertified, one of the organization’s biggest struggles is starting a conversation about fundraising for a topic most would rather avoid.

“People don’t want to admit it or talk

about it,” said Powell. “It’s uncomfortable and messy for the survivors, so it’s very hard to get a face to come up and say, ‘I’m here today because these people were here for me.’”

Lexi Bourcier is one of those courageous individuals. As a new DAS board member and survivor of domestic violence, she is uniquely qualified to speak on the importance of the shelter’s services. “I was once that scared woman coming out of a situation with two young children,” she said.

“You don’t really want to reach out for help, and you almost have this sense of shame. When the shelter offers that help without you having to ask, it makes it easier on the survivors. You have a sense of security having advocates who are strictly on your side.”

Donations to the shelter range from funding something as simple as a $50 pizza and movie night for a child to sponsoring entire rooms in the new Marathon shelter facility, which the organization hopes to build by 2023.

“We’ve recently entered a partnership with the National Development Institute to develop a five-year comprehensive campaign to rebuild the Middle Keys shelter, grow operations and serve more victims throughout the Keys,” said Schwab. High-priority additional programming will include financial education initiatives, rental assistance for victims ready to leave the shelter and teen prevention programs.

HISTORY: THE MORE YOU LEARN, THE LESS YOU KNOW One island doesn’t contain the whole story

moved to the Florida Keys in 2001, so I could live on an island, sip rum and finish my great Florida novel. It seems like a lifetime ago.

When I was researching my first book, “Snorkeling Florida,” every dive captain had their own story about how this reef or that reef was named.

Curious about the facts and the real stories, I began doing a little research, which became the catalyst that forked the road down which I had been traveling. Except for last year’s “The Florida Keys Skunk Ape Files,” my world has been history, history, history ever BRAD since.

BERTELLI It was not until 2010 that I started to get serious about the local history. It was not some fleeting interest and has blossomed into is an author, something of a job, if not a career. Because of these conduits, these links that connect one island, one community, and one family to another, it is difficult to tell a Key West, Marathon, Islamorada, Key Largo, or even Elliott Key story without telling a larger Florida Keys story.

As someone who spends an excessive amount of time researching, reading and learning about these islands, what becomes clear over and over again is that the more I learn, the less I know about the local history. The legendary pirate Black Caesar has become the latest example.

I knew nothing but the usual stories often told between sips of rum or other adult beverages 10 years ago. Black Caesar was an escaped slave who used Elliott Key as his pirate lair, and that is why Caesars Creek is still called Caesars Creek on modern charts. I have learned that the Black Caesar legend is bigger and more fantastic than I could have ever imagined. In fact, I have been working on a new book called “The Black Caesar Files” to make sense of all the stories about his remarkable life.

Like every other great Florida Keys story, a single island cannot contain the legend of Black Caesar. While his story is primarily focused on Elliott Key, it extends as far down the island chain as Key West and as far west as the barrier islands of Southwest Florida.

According to the article “Pirates and Treasure Trove of South Florida,” written by David O. True and published in Tequesta Number VI, 1946: “Caesar was an escaped negro slave, half Scotch from his father and a negro mother. Escaped and joined the pirates, and worked himself up. He moved to San Carlos Bay on the west coast when settlers began to settle along the east coast. Was finally whipped and captured and taken to Key West

by U.S. Sailors where he was burned to death tied to a tree, fire lit by the widow of the preacher from Baltimore whose eyes he had burned out and who engineered his capture on Sanibel Island.”

No matter what the author wrote, none of it is true. Even though it is entirely legend, the Black Caesar story is fascinating and deserves more attention, and it has also become one of my favorites. At this point, I might know more about the many lives of Black Caesar than just about anyone.

When I moved to the Florida Keys in 2001, I had never heard of him. Now, I consider myself an expert. Still, I am continually surprised by new historical facts revealed about him. Included in this is the fact that five Black Caesars have been identified so far, and who knows what tomorrow might reveal?

Thankfully, I moved to the Florida Keys in 2001, so I could live on an island and write.

I never thought I would be writing my own column for a newspaper or books about the local history, especially pirates, but then sometimes roads fork, and instead of going left, you go right. Fortunately, nothing goes better with a legendary pirate story than rum.

‘EVERYONE IS VAPING’ KEYS OFFICIALS AND PARENTS CONCERNED ABOUT HIGH TEEN USE

T

he national trend of teens vaping nicotine or marijuana has hit the Keys en masse, officials say. Monroe County children have some of the highest rates of vaping in the state. And many parents are concerned. Students as young as 10 have tried vaping, according to state statistics.

However, when Keys Weekly reached out to local parents and officials to discuss this issue, many refused to go on the record.

The high prevalence of Keys children concealing and vaping on the sly, even on school district property, is a very delicate topic.

The use of e-cigarettes is often called “vaping,” per CDC.gov. The website states that e-cigarettes may contain either nicotine or marijuana and “The use of e-cigarettes is unsafe for kids, teens, and young adults. …

(It) can harm adolescent brain development.”

Alison Kerr, public information officer for the Florida Department of Health in Monroe County, provided 2020 statistics proving the high local student vaping rate.

“In 2020, 9.8% of (Monroe County) youth used (tobacco) electronic vapors on school property,” she said. “The state’s average for this was 6.6%.”

These numbers are from the Florida Youth Tobacco Survey, which tracks tobacco use among public middle and high school students for the Florida Department of Health’s Bureau of Tobacco Prevention and Control.

According to this data, Monroe County’s youth aged 11-17 scored consistently higher than the state average for the following

factors in the latest available data (2014, 2016, 2018 and 2020): youth who have ever tried electronic vaping, youth who currently use electronic vaping and youth who are exposed to secondhand electronic vapor smoke.

The 2020 Florida Youth Substance Abuse Survey stated that the proportion of Monroe County youth — as young as age 10 — who reported having vaped marijuana is 5.7 percent of middle schoolers and 17.5 percent of high schoolers.

A concerned mom of students who are attending schools in the Monroe County School District said — on condition of anonymity — that teens have told her, “Everybody vapes. You can tell when you go in the school bathrooms by the smell.”

“Parents are concerned,” she continued.

“And the school district is in a hard position.

They don’t know how to stop it. It’s an uphill battle.”

One of the reasons it’s an “uphill battle” for the schools is that students are able to hide their vaping very easily on school property. Amazon sells vaping paraphernalia, such as a container designed to look like a thick black Sharpie.

But Keys officials have been working on solutions for the teen vaping problem in the Keys. “Teen vaping is a deeply concerning problem for the school district,” said superintendent Theresa Axford. “We are using a three-pronged approach to combat it. First, we have installed vaping sensors in bathrooms that are used most frequently. With these sensors, we can determine how ex-

tensive vaping is and discover students who are using vapes. Next, we are giving consequences to students who are caught vaping.

Lastly, we are making education regarding the harmful effects of vaping as part of the consequence. Education of students on the hazards of vaping is the most important part of our work. Schools are also doing a public service announcement on the serious health threats that vaping causes and having a proactive stance on getting the word out that vaping is not good for anyone.”

Maureen Dunleavy, regional vice president of Monroe County’s Guidance/Care Center, said her organization is providing vaping prevention services at high schools and middle schools. “We are working with several local agencies in partnership, including the school district, Department of Health, Tobacco-free Florida and the Monroe County Coalition,” she said. “It is truly a group effort.”

Champions for Change, a drug and alcohol prevention club for students based out of Marathon High School, has gotten creative with educating parents about the issue.

The club conducted an educational event, called “Hidden in Plain Sight,” to teach where children are potentially hiding evidence of substance abuse. A typical teen bedroom was recreated at MHS, and parents were invited to look around the faux room display for clues.

Tina said her students explained to her the reason that vaping may be so popular among Keys youth. “They say they grew up in a culture where drinking, drugging, vaping and smoking is the social norm,” she said. “‘It’s 5 o’clock somewhere.’”

Gas prices down, but potential action

by Europe could mean an increase Florida gas prices dropped another 7 cents last week. The state average has now declined nearly 25 cents per gallon over the course of a little more than two weeks.

On April 17, the average price for gasoline in Florida was $4.01 per gallon. That's 27 cents less than a month ago, and the lowest price since Russia invaded Ukraine.

"Gas prices have mostly declined through the past two weeks, but don't be surprised if they rebound soon," said Mark Jenkins, spokesman, AAA - The Auto Club Group. "The price of oil jumped 8% last week, on reports that the European Union is preparing to ban Russian oil imports, which fuels ongoing concerns about global oil supplies. The crude increase could ultimately lead to an increase of 10 cents or more at the pump."

DOH advises on meningococcal disease The Florida Department of Health (FDOH) is responding to an outbreak of meningococcal disease. Getting vaccinated is the best way to protect against meningococcal disease. The number of cases identified in 2022 surpasses the 5-year average of meningococcal disease cases in Florida.

FDOH epidemiologists are investigating each case as well as contacting people with potential or direct exposure to known cases to provide them with information and treatment options.

A suite rented by Griffin at the plaza building at MM 80.9 once served as an office for the photographer, who’s widely known for her calendars filled with jaw-dropping Keys sunsets and unique air plants. Griffin couldn’t think of a better artist to partner with than Nagel, who only recently began painting.

“We’re happy to be on this journey together,” Griffin said. “It makes perfect sense to team up with another artist who deserves all the exposure for her amazing work.”

Originally from Upstate New York, Griffin moved to the Keys in 2011. She

recalls a time roughly two years ago when Nagel waltzed into her office.

There, an artist friendship bloomed.

Seeking to purchase a calendar, Nagel was also curious about starting her own business. Having spent time at numerous art shows and farmers markets, Griffin was more than happy to get Nagel connected to the arts scene.

“She likes to be here during the day to paint. I like to go out and do photography,” Griffin said. “She has the business mindset being here, and then we both have creative mindsets.”

Born at the Jersey Shore, Nagel spent her life at the beach watching the seas and admiring the beauty of the sunflower fields and green pastures of the Garden State. Her appreciation of local color stems from the ever-changing seasons of New Jersey.

Nagel draws inspiration from her grandmother who was creative and a teacher of all things cooking, crafts, gardening and painting. Nagel remembers finding her grandmother’s art box containing paintings. It propelled her to try her hand at painting.

Nagel moved to the Keys in 2015 and had aspirations to become a photographer. But she couldn’t find

anyone to teach her. Nagel’s first painting came from a photo of a white heron she took on her husband’s charter boat.

“I brought it over to BJ Royster and asked for her opinion,” Nagel said. “She said, ‘Don’t stop painting.’”

Like Nagel, Griffin’s inspiration comes from her grandmother. While working at Cheeca, Griffin would shoot some pictures on the side.

“I’d be out every day doing sunsets and sunrises,” Griffin said. “I taught myself with the help of some other professional photographers. I started learning photography and became obsessed with it. It’s an amazing dream.”

Then plants fell into Griffin’s lap in 2017 after Hurricane Irma. While out of work, Griffin would collect sea urchins to bring a bit of the ocean into her home. Thinking of a way to create a product to sell for people to enjoy, one of her artist friends suggested Griffin give air plants a shot. Out of it came Griffin’s new venture in Air Plant Jellyfish.

Nagel and Griffin’s artwork is regularly on display at Art Walk in the Morada Arts & Cultural District. Now, there’s a gallery for people to view beautiful paintings and photographs of unforgettable Keys scenes.

“I love having people come to see my artwork in a gallery situation,” Nagel said. “I love being at Art Walk, but this brings my dream to a new level.”

The artists say they are looking to host art shows, classes and other events with fellow local artists. The gallery is open Tuesday to Saturday from 11 a.m. to 3 p.m. and Sunday from 9 a.m. to 3 p.m.

THIS WEEK’S DIVE REPORT Conditions this past week were a little "sporty."

That pesky wind seems to be hanging in there and keeping us from being on the water 24/7. We still did manage to get out and, coincidentally, also sold a bunch of motion sickness medicine. Ha! The shallow reefs were "mucked up" due to the wind. It can cause currents and churn up sediment, making our normally-clear waters look milky. While still pretty, it makes it pretty hard to see anything while scuba diving.

Therefore, our hearty divers did visit a couple deeper reefs where the churn wasn’t as bad and the visibility was better. Victory reef just off the coast of Islamorada was especially beautiful.

NEXT WEEK’S DIVE REPORT Same old, same old. This week, the winds will die down for just a couple days. Then, they’ll pick right back up for almost a week straight. I’d suggest availing yourself of some fun land-based activities. Just because you can’t be out on the boats doesn’t mean you can’t still enjoy some water-focused activities here in the Keys.

For example, when I am asked, "What do divers do when the wind blows?," I have a few go-to suggestions. This is because there are so many amazing alternatives to do in the Keys. Ever try kiteboarding? Visit our friends at Otherside Boardsports to take a kiteboarding lesson.

You into history? Go see Lisa at the History of Diving Museum in Islamorada. Give yourself a couple of hours to walk through this museum

CONSERVATION UPDATE Victory reef is our deep site for coral restoration. Because the currents and visibility were favorable, we were able to go and plant a few endangered corals with I.CARE. We also helped maintain other outplants by removing snails and cleaning.

Monitoring and maintenance are critical phases of coral restoration. If you’re a local diver, you can help us in these efforts for free. Thanks to new funding, I.CARE can take out a certain number of local divers for free each Friday and Saturday to participate in outplanting, monitoring and maintenance. Sign up today.

he backdrop was stunning, the action exhilarating and the atmosphere competitive, yet festive.

On April 16, 39 women from the Upper Keys Sailing Club hoisted their sails for the 4th annual Cris Sandifer Women's Regatta. Sandifer was a local artist and an avid sailor who encouraged women to get out on the water and become comfortable at the helm.

She was known for organizing sailing events for women during her 30 years as a member of the Upper Keys Sailing Club. Sandifer passed away in 2017 at the age of 83, but her legacy lives on through this women's regatta named in her honor.

"It was amazing. Every year we have more women come out for this event," said regatta chair Ginette Hughes.

"It's very important because a lot of women on the boat are out with their husbands or their partner and they sometimes don't even get a chance to put their hand on the wheel or on the tiller and when you're out there with a bunch of women, and Cris was very strong about this, it's all positive and encouragement and learning how to do it and gaining that confidence."

The regatta day started with a skippers' meeting at noon, laying out the two courses on Buttonwood Sound. Two classes competed, the Performance Handicap Racing Fleet (PHRF) boats, which were the bigger boats, and the Portsmouth boats, the smaller ones. The sailors ranged in age from women in their early 20s to some

in their 70s. A catamaran provided and operated by Paul Keever of the Key Lime Sailing Club and Cottages brought spectators close to the action.

Some of the sailors were highly experienced, others were new to the sport, taking the opportunity to navigate outside their comfort zones.

After pushing off from the dock, it was race time for the female skippers and their crews. A few dozen men volunteered to help run the regatta.

After a long and challenging day on the water, Sandifer's husband Bob, 93, proudly looked on as awards were handed out. Sailing requires stamina and a lot of strategy. "She loved to try to figure things out and she did. It's not pushing the button and having the motor take you there. Cris loved it. What she loved was women's participation and this is a women's race. She would like that," said Sandifer.

The regatta had been postponed twice because of excessive winds. But on this day, the winds cooperated and the women showed up in force and ready to compete. Regatta chair Ginette Hughes and her crew aboard a 26-foot Hunter named Jibsea took home top honors in the PHRF category. Hughes suspects she had a little help from up above.

“I think she was riding my shoulder today in the race, I really do. She'd love it, she'd love it."

THE FOX I have another treat Reef is a red fox for you all that was saved this week. I from a fur farm. sat down with He now lives in my favorite Key Largo with veterinarian, his human, Nicole Navarro.

Dr. Michael Claudio, for a very serious interview and I cannot wait to share it with you all now.

So here we go.

Reef: Hi, Dr. Claudio. Let's start. What is your favorite part of being a vet?

Dr. Claudio: I would say helping animals and their people, restoring hope where it was lost and helping rescue animals gain a second chance at life are all my favorite parts of the job.

Reef: What is the coolest animal you’ve ever worked with?

Dr Claudio: They're all so cool in different ways. I've really enjoyed my time working with wild "lesser" cats, including a clouded leopard, Asian fishing cat, serval and caracal. Most of these cats had been FWC illegal confiscations, whereby I rehabilitated them from varied states of disease. I've also enjoyed working with other mammals, such as coatimundi and jerboa.

Reef: So what are the com-

mon issues you’ve noticed working with fur farm foxes like me and my friends?

Dr. Claudio: The majority of illness that I've seen in farmed foxes is all relegated to poor genetics and poor animal husbandry within the farm. Fur farm breeders select for a superior coat quality, paying little mind to the other criteria necessary to creating a stealthy/ healthy beast. Lots of immune related disease is unfortunately commonplace, as are disfiguring injuries sustained by many fox kits resultant of animal overcrowding at the farms.

Reef: So, what is the most unique case you’ve ever had?

Dr. Claudio: Every day brings me unique cases, second and third opinions. Being big on internal medicine cases, I frequently encounter cases that require the ultimate in thinking outside the box and utilizing my training and knowledge base to solve. I would say that the most unusual case, because of its rarity, was a case of confirmed urinary bladder lymphoma, which has only been documented in the literature less than a handful of times.

Reef: Most important question, what is your favorite thing about me?

Dr. Claudio: My favorite things about you are your goofy, defiant and dramatic nature. You make me laugh.

TESTIMONY TO GET YOUR PROSTATE TESTED In September 1999, I went for my normal physical checkup at the Key Largo VA Clinic. Everything looked fine on my blood work. But Dr. Rommel said, “You’ve been on cholesterol medicine for many years, so stop taking it for three months.”

After three months, my cholesterol had gone up. But my PSA score that checks for prostate cancer had changed dramatically. My score has always been a 4. It was now 11.65! Above 6 or higher is a problem.

God must have a plan for me. If the doctor had not stopped the “statin” drug, I would not be here today, as prostate cancer will expand, usually to bones first. The statin was masking the PSA score.

With prostate problems, a man never feels anything. I certainly didn’t. After tests at the VA in Miami, I had a major problem. In 2020, I had my prostate removed, took hormone pills for 30 days, had hormone treatments, then 34 straight weekdays of radiation. I drove from Key Largo to Miami all those days. Other than the surgery, I never felt a thing.

I was asked by the Miami VA doctor about a digital finger prostate exam. I said it had been years. If I had the finger exam several years before, the problem would have been detected and treated before it was Stage 4 cancer.

Most doctors, including the VA, say that the digital exam isn’t necessary as they rely on the PSA score. I am living proof that isn’t true. Certain drugs, especially a statin, can cover up that score.

My blood tests prove this.

Now my plan that God has for me is: Save someone’s life by letting men who are over 45 years old get the finger test. Men don’t like it and it hurts. Just grin and bear it. Say, like the country song that my friend wrote, “Some Beach, Somewhere!”

Doctors, do the digital exam. Men, get the digital exam. If your doctor won’t do it, get one who will.

Stop the silent killer.

I still feel good, lead a normal active life, and get monitored and tested frequently, since I still show a low PSA score.

I am willing to talk to anyone, including medical doctors or organizations who deal with prostate cancer. If I can help, please let me know.

dith Zewadski-Bricker is a fifth-generation Floridian. As a young adult she and her first husband, now deceased, lived on a boat traveling the Bahamas.

As Zewadski-Bricker tells it, “When it came time to settle down, we chose the Keys because they closely resembled the Bahamas and still had the advantages of the United States – like grocery stores.”

For 20 years she was the Monroe County Social Services supervisor in the Upper Keys, and the Senior Center in the Plantation Key Government Center was one of her responsibilities. It was there that she met Denise Downing, Terry Tainow and Betsy Baste.

“Downing and Tainow volunteered time and resources to hold holiday parties and Baste conducted weekly technology classes,” Zewadski-Bricker said.

At the time she had no idea the impact the three women would have in her life. First, their experience at the Senior Center served as inspiration for Just Older Youth Inc. and the JOY Center. She became a board member, and worked alongside Baste, Downing, Tainow and many others to implement the Pearl Street Church pilot program — eventually she became a student in Baste’s technology class, which later provided a major lifeline for ZewadskiBricker and her family.

Outside Zewadski-Bricker’s home sits “Annabelle’s Awesome Airstream.”

The renovated Airstream was crafted by the Bricker family as a safe place for the youngest, Annabelle. Annabelle was diagnosed with a severe mental illness five years ago and her family surrounds her with acceptance and love.

At the time of Annabelle’s diagnosis, Zewadski-Bricker retired and her husband, Tim Bricker – founder of Habitat for Humanity in the Keys – began to work from home, providing Annabelle with support to live with her illness.

connections with United Women of Faith (UWF), Burton Memorial Church, JOY Inc., and acquiring mental health services to meet her daughter’s needs.

Zewadski-Bricker serves as social action liaison to the UWF Florida Conference Leadership Team, giving her a venue to speak about the need for improved mental health services. The UWF venue dovetails with her service on Advocates for Mental Health South Florida. With support from her sisters in UWF, JOY Inc., and Susie Anderson, she and another advocate held the first virtual National Alliance on Mental Illness (NAMI) Friends and Family Class in the Upper Keys with 27 participants completing the class.

A vibrant sense of appreciation permeates the room when ZewadskiBricker talks about her experiences of the past five years. There is also a sense of awe that technology has opened the door to a larger audience for Annabelle’s story. And there is hope that Monroe County officials will help sustain the JOY Center in a permanent, full-time location and provide funding to continue JOY Center’s profound, positive impact on the lives of the county’s seniors and the larger community.

Touring the Bricker home and visiting Annabelle’s childhood bedroom saw a young girl’s life and 20 plus Easter baskets. If you see ZewadskiBricker, ask her about the Easter trip from Key Largo to the frozen north; it’s a good one.

CHILDREN’S BOOK EXPLORES ENVIRONMENT Author set for signings in the Upper Keys

A

new children’s book is aimed at immersing young readers into the blue waters of John Pennekamp Coral Reef State Park.

With colorful aquatic scenes and a poetic narrative, “Dinosaurs Living in My Hair!3 An Underwater Adventure” delves into the human influence on marine life.

Author Jayne Rose-Vallee teams up with illustrator Bonnie Helen Hawkins to weave a tale of four friends plus the pint-sized dinos that live in their curly hair, as they discover marine life difficulties with mankind’s waste.

While attending summer camp, the kids dive into the blue waters of the state park in Key Largo to explore oceanic wonders. The breathtaking beauty of their surroundings is interrupted by pieces of trash — both in the ocean and on the beach. And when they spot a shark entangled in a discarded fishing net, the four friends and their heroic dinosaur sidekicks are compelled to take action.

With gentle messages of biodiversity, the importance of balanced ecosystems and the responsibility of humans to care for the world around them, “Dinosaurs Living in My Hair!3” can serve as a conversation starter for parents, teachers and children.

where they used to have all those detailed drawings,” Rose-Vallee said. “Details, no matter how small, matter. I also think my books are relevant and have messages which start conversations with parents. Self-esteem, bullying, friendship and keeping our oceans clean are topics which, in my opinion, need to be discussed.”

Rose-Vallee is an author and publisher of many award-winning picture books. She grew up on a farm in Battle Creek, Michigan, where her

mother’s love of poetry and quick-witted humor sparked an early appreciation for good rhymes.

In 2018, she founded Literacy for Kids Inc. (LFK), a nonprofit that takes her vision and unites it with a collaborative group of participants, donors and partners. LFK stretches the definition of literacy to encompass how we interact with the world and how we communicate with others through reading and writing; it includes speaking, listening and creating in this process. All proceeds from book sales and events directly fund Literacy for Kids.

“There is an inherent enthusiasm when young people share their stories about themselves and the world; they love being listened to,” Rose-Vallee said. “Finding their voice and having the opportunity to express it clearly provides hope.”

Rose-Vallee read the book to students at Ocean Academy on April 19 and 20. She will be at Art Walk at Morada Way Arts & Cultural District in Islamorada on Thursday, April 21 for a book signing. On Friday, April 22, she will be reading to Treasure Village Montessori students and signing books at Sandbar Books in Tavernier.

M

ay 1 marks the opening of hogfish and grouper fishing season here in the Florida Keys. For the last two years, it’s also been the date of the Jeff Leonia Reel & Steel Classic, a fishing tournament dedicated to a local captain lost too soon.

Leonia grew up on Marco Island in Naples and spent his weekends, summers and holidays in the Keys. In our waters, he found his home, his friends and his community. As an adult, he chose to make the Keys his permanent home, moving to Islamorada to dive, spearfish, captain and live a life immersed in the sea.

On Nov. 18, 2019, Leonia passed away suddenly in a car accident. He was just 24. Since then, the Keys community that welcomed him has grieved for him, remembered him and honored him by “living like Jeff.” To those who knew Leonia best, that phrase means living each day to the fullest, helping everyone you can and enjoying every possible moment on our beautiful waters.

In 2020, Leonia’s good friend and fellow captain Tony Young created a fishing tournament to make good on his mission to embody his fallen friend’s spirit. The annual event falls on hogfish and grouper opening day because it was always one of Leonia’s favorites.

“Grouper/hogfish opener is a busy day on the water,” Young said. “Jeff loved this day. Everyone looks forward to hunting these fish on the season opening day.

My best advice is to get out early and set up where you want to fish or dive.”

You can fish by scuba, freediving or fishing rod/reel.

There are different categories of prizes for each, as there are for men vs. women and for each fish type. Prizes are awarded for 1st through 3rd. Registration is $200.

Kickoff is on Apr. 30 at 6 p.m. at Angler House Marina in Islamorada.

House rules will be shared at 7 p.m.

Hunting/fishing happens the next day, May 1. Tournament weigh in is from 4 to 5:30 p.m, with tournament dinner at 6 p.m. and awards at 7 p.m.

MORE BLUE STARS & CLEAN SEAS Sanctuary adds more dive partners

lorida Keys National Marine Sanctuary is expanding its lineup of Blue Star and Goal: Clean Seas Florida Keys dive operators with the addition of RED Hospitality at the Bungalows Key Largo.

The Blue Star designation requires extensive staff training and a commitment to responsible tourism. Find a complete list of Blue Star operators at sanctuaries.noaa. gov/bluestar.

In addition, RED Hospitality has joined the family of operators selected to take part in debris-removal dives as part of Goal: Clean Seas Florida Keys, which is underwritten by the National Marine Sanctuary Foundation. Also joining the list of newcomers to Goal: Clean Seas are Amoray Dive Center, Quiescence and Sea Dwellers, all of Key Largo, and Florida Keys Dive Center of Tavernier.

Returning dive operators awarded for the current round of funding include The Dive Shop at Ocean Reef; DiveN2Life of Big Torch Key; Finz Dive Center of Key West; Key Dives and Sea Base of Islamorada; and Sail Fish Scuba and Rainbow Reef Dive Center of Key Largo.

Since the program began in 2018, almost 37,000 pounds of debris has been removed from Keys waters.
