or 112 years, time, tide and travel have taken their toll on the 23 historic bridges that make up the Florida Keys Overseas Heritage Trail. Once crucial to Henry Flagler’s Overseas Railway, but long closed to all vehicles, the bridges that exist alongside U.S. 1 have been used for decades by pedestrians, cyclists and fishermen.

They’re listed on the National Register of Historic Places, but they’re falling apart, quite literally.

A large chunk of the historic Shark Channel Bridge at MM 11 fell into the ocean on April 15, one day after officials had closed it and implored people to heed the barricades and stay away. Dean Richardson, a field inspector for the Florida Department of Transportation, put up the barricades and secured both ends of the bridge on April 14, after confirm-

ing reports of significant cracks in the concrete. He notified the U.S. Coast Guard, the Monroe County Sheriff’s Office and the Keys Weekly to publicize the safety alert.

The very next day, Facebook users posted photos of the bridge with a large segment of railing and bridge deck having fallen into the ocean below — damage that was not present the day before.

The Florida Department of Environmental Protection and its Office of Greenways and Trails manages the car-free Florida Keys Overseas Heritage Trail and its 23 historic bridges as part of a 2001 agreement between the state and Monroe County. The FDEP announced the closure of Shark Channel Bridge on its website Monday, April 18.

U.S. Coast Guard Sector Key West began on April 14 issuing a broadcast notice to mariners regarding the Shark Channel Bridge, said USCG Lt. Christopher Papas, chief of

the inspections division. “The notice will continue to be broadcast for the foreseeable future. Additionally, all pedestrian bridges running parallel to U.S. 1 in the area have signage warning boaters of potential falling debris. While these signs are not posted or maintained by the Coast Guard, we encourage boaters to heed all warnings regarding hazards on the water,” Papas added.

The Keys Weekly has requested inspection reports for all 23 historic Keys bridges from the FDEP press office, but had not received them as of presstime Wednesday.

COSTLY REPAIRS In 2016, a DEP report estimated that restoring all 23 historic bridges would cost $184 million. The report said portions of deck overhangs threatened to collapse into the water, and that that already had happened to the Niles Channel Bridge in 2011.

Following the 2011 closure of Niles Channel Bridge, the FDEP in March 2014 announced the closure of four more historic fishing bridges for safety purposes: the Ohio-Missouri, Ohio-Bahia Honda, MissouriLittle Duck and Lower Sugarloaf.

The department noted that the bridges were part of the Florida East Coast Railway, built around the turn of the last century. While not used for transportation, they are evaluated for safety concerns based on a 2001 memorandum between the state and Monroe County.

f you’ve simply categorized Adam Lambert into a box labeled “former reality competition stars,” you owe yourself an apology. The 2009 “American Idol” runner-up didn’t just cash in on a few minutes of fame with a one-and-done record deal and some random reunion tours.

Instead, he conquered the world with passion, courage and a humble approach to his craft, and we have the interview to prove it — right before Lambert’s arrival and performance in Key West on Thursday, April 28.

For starters, imagine launching just your second album in 2011, and having it land atop Billboard’s Top 200. That feat alone signaled Lambert’s lasting star power, but he was also the first openly gay artist to do it.

The first. Ever. Let that sink in for a moment.

Of all the musicians, singers and performers, ever. He was first.

A.L.: “When that happened, when I was told that milestone had been reached, I thought surely someone had done it before, and I was so shocked that they hadn’t,” Lambert said. “I was honored, and right after I was finished with the TV show and started doing my own music and touring, I very quickly came to find out how many amazing people out there were looking for some sort of inspiration, some guidance and bravery. When I first got into the music industry, it was selfish, but I just wanted to sing and perform. Once this all happened, I realized what opportunity there was to make a change in the world and to help people. All of a sudden, the whole career meant more to me than I had thought.”

In addition, by the time Rami Malek reminded the world of Freddie Mercury’s genius in 2018 with the hit film “Bohemian Rhapsody,” Lambert had been living the dream, performing and touring with Queen since 2011. He contributed lead vocals in the

coveted position that the late Mercury once commanded. Not only was Mercury an idol to Lambert, the role allowed the world to see another side of Lambert’s talented prism.

A.L.: “Pardon the cliche, but it’s a dream come true. I auditioned for ‘American Idol’ with ‘Bohemian Rhapsody.’ Then the movie got people excited again and shifted the people we have in the audience at the shows. … When I get on stage with them, in the arenas, it’s such a rush. The music is so fun to sing.”

Touring with Queen took Lambert across the globe, injecting his stardom into diverse pockets of fans spanning many ages and genres. In 2012, he and Queen performed in Kyiv, Ukraine, resulting in an estimated 400,000 fans watching live from Ukraine’s main square — a moment that has become increasingly surreal for him, given today’s events in that city and country.

A.L.: “There’s definitely a soft spot in my heart for that show and that place. … We split the bill with Elton John, and I was so nervous.

But the audience was so warm … and to see what’s going on there now, and what else has happened there, even before now, but since that show, my heart goes out to anyone who’s affected by this senseless violence. … The world is a tricky place and nothing is permanent. I hope it ends very soon and I hope we can all keep raising awareness and humanitarian aid.”

Lambert is so much more than the front man for Queen, a runner-up in “American Idol” or a 2009 Grammy nominee for Best Male Pop Vocal Performance for his song, “Whataya Want from Me.” He is self-aware in the moment, able to remain grounded on the grinding wave of stardom.

His approach to his craft remains humble, which he attributes to finding commercial success later in life.

t’s time again for one of the more spectacular natural events in the Keys — turtle nesting season.

The City of Key West reminds all residents and visitors to keep the lights out near the beaches so turtles can lay their eggs in peace and so the hatchlings can find their way safely to the water.

Hatchlings naturally head toward light, thinking it’s the moonlight on the ocean, which is where they need to be. Artificial light from street lamps, porch lights, parking lots and interior lights can draw them away from the water and into the street on South Roosevelt Boulevard, where the fragile hatchlings will perish. Porch lights can be fatal.

Anyone living near the beach is required to turn off the outdoor lighting and close their shades or curtains at night. If the lights cannot be completely doused, shield or turn them so they don’t shine toward the beach.

Key West’s beaches are closed to the public each night at 11 p.m. It’s vital for people to heed the law this time of year.

Turtle nesting season is April 15 through Oct. 31, when these magnificent creatures crawl out of the sea and return to the same beach again and again to deposit their eggs in a sandy nest.

The nonprofit organization Save-A-Turtle has, in past years, seen evidence that females have crawled up on the beach, but returned to the water without laying any eggs. Turtle watchers suspect these “false crawls” are the result of human interference and artificial light.

Although it’s tempting to try to witness this rare and wonderful aspect of our ocean environment, the consequences are devastating. Nesting beaches have diminished as development has increased over the past several decades.

It’s crucial that we do all we can to ensure safe nesting beaches in Key West for our sea turtles.

he April 20 meeting of the Monroe County Board of County Commissioners in Marathon saw what some expected to be a brief agenda point morph into a much larger conversation about property rights and land use.

The bulk of the meeting’s morning session was dominated by a discussion of various possible accessory uses for vacant shoreline parcels from which development rights have been removed. Such uses may include docking facilities; vehicle and trailer parking; water and electrical utilities; storage structures like sheds and garages; pools; gardens; homeowners’ parks; play structures and sitting areas; or accessory workshops, bedrooms or habitable spaces.

Under the current Land Development Code, most accessory structures may be placed on vacant lots sharing an entire property line with a principal structure such as the owner’s home (contiguous lots). However, docking facilities may also be placed on lots or parcels across the street from, or corner-to-corner with, residences (adjacent lots).

Discussion revolved around the use of vacant lots owned by residents living further down the street or on dry lots in nearby neighborhoods. The vacant lots would be used primarily for dockage, parking and storage.

“We don’t want to create situations under people’s noses who don’t own that property, but they’re next door and it detracts from their quality of life,” said Monroe County mayor David Rice. “I have far less concern about how far away a person’s home may be than what activity takes place on that property.”

Mayor Pro Tem Craig Cates suggested that accessory uses be allowed on vacant parcels within the neighborhood of a resident’s primary home, while allowing for requests for variances on a case-by-case basis.

Commissioner Holly Raschein similarly advocated a “relatively narrow” approach to initial accessory use permissions, to be broadened later as needed. “I don’t know that (a distance requirement) is unreasonable,” she said. “It is kind of a slippery slope, and I think we need to be diligent on what happens.”

The board eventually thanked and directed the county’s senior director of planning and environmental resources, Emily Schemper, to pursue a draft of changes to the Land Development Code allowing for docking facilities as well as active parking, electric and water utilities, and non-habitable storage spaces to be used for this purpose.

Under the proposed draft, the vacant lot must be located on the same island as the primary residence, clearing of habitat would not be permitted, and accessory use would only be allowed on land that is less environmentally sensitive than the lot of the primary residence. All components of the proposed draft will be subject to further discussion and change as well as eventual public hearings.

In other news: • The board directed county attorney Bob Shillinger to pursue an update to the county’s Nonconsensual Private Towing Services Ordinance, increasing the rates paid to towing companies for services for the first time since 2006.

• The county was presented with a plaque to commemorate its Class 3 status in the National Flood Insurance Program Community Rating System.

Under this status, residents of unincorporated Monroe County enjoy a 35% discount on flood insurance premiums.

• The Monroe County Fire Rescue celebrated a badge pinning and oath presentation for 27 new firefighter EMTs and firefighter paramedics.

• The board unanimously voted to observe the Juneteenth federal holiday.

WITH AUTISM ON THE RISE, KEYS COMMUNITY RISES TO THE OCCASION LOCAL LAW ENFORCEMENT EMBRACES TRAINING & TOOL BOXES

Donations from local organizations and individuals have enabled the Autism Society of the Keys to provide sensory boxes to all law enforcement, fire departments, schools and day care centers in the Keys. The boxes contain items that can comfort kids and adults on the autism spectrum and help people establish a rapport with them. CONTRIBUTED

hen Jill Campbell first started speaking about autism to Keys community groups, only one or two people in the audience knew someone with the spectrum disorder. Today, the spectrum disorder is familiar to nearly everyone in a Rotary club or business organization, said Campbell, who founded the Autism Society of the Keys (ASK) with her husband, Craig, when their 2½-year-old son was diagnosed 17 years ago.

“We knew nothing about autism, other than the movie, ‘Rain Man,’” Campbell recalls. “The diagnosis was devastating and the prognosis was no better. We were told our son would never speak, play with other children or be potty trained. The doctor told us to be prepared for institutionalization.”

When the shock wore off and reality set in, the Campbells, who live in Tavernier, turned to prayer, research — and other parents of autistic children. The support they found among those with shared experiences prompted them to form ASK as a local resource, sounding board and community education program.

Increased awareness, research and early intervention strategies have vastly improved outcomes for millions of kids with autism. The Campbells’ son was never institutionalized. He drives a car, is in typical

high school classes, speaks as much as anyone and has a girlfriend. “Despite some hiccups and a quirkiness about him, he’s leaps and bounds ahead of everything we were told to expect,” she said.

But there’s still work to be done, and the famously generous Florida Keys community has helped, she said.

Key West Police Chief Sean Brandenburg’s support has been unwavering and “amazing,” said Campbell, who is partners in ASK with Key West parents Hope and Key West police detective Matt Haley, whose daughter is autistic.

Brandenburg ensures that all his officers are equipped and trained to respond effectively and sensitively to situations involving people with autism. Sheriff Rick Ramsay also fully supports ASK and ensures training for all deputies, Campbell said.

ASK has been assembling and distributing “sensory boxes” to help officers, teachers, firefighters and others establish a rapport with autistic people and calm a situation.

The boxes contain headphones to muffle loud noises and dry-erase boards so non-verbal people can communicate their name, phone number or other information. There are also fidget and squishy toys for stress relief and weighted stuffed animals known to soothe anxiety and other items.

“The boxes can be useful for all kids and for anyone with special needs, but each item is also hand picked by ASK as a tool for autistic children,” Campbell said.

Donations by local individuals, Rotary clubs, Home Depot and other local businesses, the Community Foundation of the Florida Keys, the Key West Business Guild and others have funded 250 boxes in the Florida Keys for the police department, sheriff’s office, fire departments, EMTs, schools and day care centers. A recent Key West Business Guild lunch raised enough money to sponsor 32 boxes, Campbell said.

“This community and our law enforcement are amazing. KWPD has 60 or so boxes, and I’d love to give the sheriff’s office enough boxes to ensure there’s always one in a patrol car nearby, as spread out as those deputies have to be.”

The law enforcement training teaches officers to recognize behaviors of people on the autism spectrum, which often include unexpected, repetitive movements known as stimming. Officers also learn that many autistic kids bolt to escape stressful scenarios and very often seek out water.

“Drowning is the No. 1 cause of death for kids with autism, and our island chain is surrounded by water,” Campbell said, so it’s a huge relief to know local law enforcement officers understand that tendency.

“Stimming behaviors — repetitive rocking, flailing or hitting themselves or others — can often be mistaken by police as drug-induced behavior,” Hope Haley told the Keys Weekly last year, which is why the police training is so essential and appreciated by ASK members.

Campbell recalled a police incident years ago, when an officer encountered an autistic person who kept saying he was stimming.

“Just the recognition of that one word could have de-escalated a situation,” Campbell said. “Our officers are also trained to realize that strobe lights can cause panic or even seizures in some people with autism.”

Brandenburg last year created a system in which parents can register their address and alert police to the presence of an autistic child or special-needs person at an address.

“It’s entirely voluntary,” Brandenburg said, but for parents who want to participate, the KWPD can “flag” their address in its dispatch software and include notes about a child’s triggers. “That way, if a 911 call comes for that address, the responding officers will see specific notes about the child, and the police can perhaps approach without sirens and flashing lights.”

The sheriff’s office is now offering the same service, Campbell said.

‘EVERYONE IS VAPING’ KEYS OFFICIALS AND PARENTS CONCERNED ABOUT HIGH TEEN USE

T

he national trend of teens vaping nicotine or marijuana has hit the Keys en masse, officials say. Monroe County children have some of the highest rates of vaping in the state. And many parents are concerned. Students as young as 10 have tried vaping, according to state statistics.

However, when Keys Weekly reached out to local parents and officials to discuss this issue, many refused to go on the record.

The high prevalence of Keys children concealing and vaping on the sly, even on school district property, is a very delicate topic.

The use of e-cigarettes is often called “vaping,” per CDC.gov. The website states that e-cigarettes may contain either nicotine or marijuana and “The use of e-cigarettes is unsafe for kids, teens, and young adults. … (It) can harm adolescent brain development.”

Alison Kerr, public information officer for the Florida Department of Health in Monroe County, provided 2020 statistics proving the high local student vaping rate.

“In 2020, 9.8% of (Monroe County) youth used (tobacco) electronic vapors on school property,” she said. “The state’s average for this was 6.6%.”

These numbers are from the Florida Youth Tobacco Survey, which tracks tobacco use among public middle and high school students for the Florida Department of Health’s Bureau of Tobacco Prevention and Control.

According to this data, Monroe County’s youth aged 11-17 scored consistently higher

than the state average for the following factors in the latest available data (2014, 2016, 2018 and 2020): youth who have ever tried electronic vaping, youth who currently use electronic vaping and youth who are exposed to secondhand electronic vapor smoke.

The 2020 Florida Youth Substance Abuse Survey stated that the proportion of Monroe County youth — as young as age 10 — who reported having vaped marijuana is 5.7 percent of middle schoolers and 17.5 percent of high schoolers.

A concerned mom of students who are attending schools in the Monroe County School District said — on condition of anonymity — that teens have told her, “Everybody vapes. You can tell when you go in the school bathrooms by the smell.”

“Parents are concerned,” she continued.

“And the school district is in a hard position.

They don’t know how to stop it. It’s an uphill battle.”

One of the reasons it’s an “uphill battle” for the schools is that students are able to hide their vaping very easily on school property. Amazon sells vaping paraphernalia, such as a container designed to look like a thick black Sharpie.

But Keys officials have been working on solutions for the teen vaping problem in the Keys. “Teen vaping is a deeply concerning problem for the school district,” said superintendent Theresa Axford. “We are using a three-pronged approach to combat it. First, we have installed vaping sensors in bathrooms that are used most frequently. With

these sensors, we can determine how extensive vaping is and discover students who are using vapes. Next, we are giving consequences to students who are caught vaping.

Lastly, we are making education regarding the harmful effects of vaping as part of the consequence. Education of students on the hazards of vaping is the most important part of our work. Schools are also doing a public service announcement on the serious health threats that vaping causes and having a proactive stance on getting the word out that vaping is not good for anyone.”

Maureen Dunleavy, regional vice president of Monroe County’s Guidance/Care Center, said her organization is providing vaping prevention services at high schools and middle schools. “We are working with several local agencies in partnership, including the school district, Department of Health, Tobacco-free Florida and the Monroe County Coalition,” she said. “It is truly a group effort.”

Champions for Change, a drug and alcohol prevention club for students based out of Marathon High School, has gotten creative with educating parents about the issue.

The club conducted an educational event, called “Hidden in Plain Sight,” to teach where children are potentially hiding evidence of substance abuse. A typical teen bedroom was recreated at MHS, and parents were invited to look around the faux room display for clues.

MHS educators Christina Belotti and Tina Belotti spearhead Champions for Change. Tina said her students explained to her the reason that vaping may be so popular among Keys youth. “They say they grew up in a culture where drinking, drugging, vaping and smoking is the social norm,” she said. “‘It’s 5 o’clock somewhere.’”

n April 14, the Key West Lady Conchs softball team took on the Lake Placid Dragons for senior night in the Backyard of Key West High School, where senior Marina Goins pitched a shutout, giving up just two hits while striking out two in five innings. Goins also had two hits herself and led Key West in runs batted in with three as the Lady Conchs won 10-0.

Senior Isabella Perez was behind the plate, and also hit two singles, scoring one run. In center field was senior Yaharia Williams, who went 3 for 3 with a double and a run batted in. At first base, senior Madison Gonzalez had one hit and two RBIs. Next to her at second base was senior Chloe Knowles, who had one hit and one RBI as well as a hit by pitch that brought her total to 7 hits by pitch for the season. Senior Montunique Van Staden was in right field and laid a beautiful bunt down the first-base line to score a run. The seventh senior, Emily Bracher, got a pinch-hit appearance on the night. Overall the Lady Conchs hit very well with a combined nine hits and 10 runs scored to beat Lake Placid in five quick innings.

The Lady Conchs travel to Marathon on Friday, April 22 to take on the Dolphins. Key West softball is an impressive 14-3-1 on the season, with only two games remaining before the playoffs begin.

On April 15, the Key West Conchs baseball team faced the Rockledge Raiders and won 5-4. The Conchs took an early lead in the first inning on a two-run home run to left field by Trevor Zuelch. In the bottom of the fourth, Key West added to their lead when Jason Yarbrough singled, scoring Kai Smith.

The Conchs continued to have one-run innings. In the fifth, they scored one run on a home run by Preston Herce, the Conchs’ second home run of the game.

In the top of the sixth, the Conchs’ pitching and defense struggled, allowing four runs on two hits which tied the game 4-4 going into the bottom of the sixth.

Key West kept up their one-run innings after Jose Perdigon singled on a line drive to right field, scoring Smith. The Conchs had nine hits with both Perdigon and Yarbrough having a multi-hit game.

Zuelch led the Conchs in runs-batted-in with 2.

Andris Barroso started on the mound for the Conchs and threw five solid innings before things began to unravel in the top of the sixth. He was charged with the only four runs of the game scored against Key West. Barroso only gave up six hits, striking out four in his five innings of work. Felix Ong came in for the Conchs in the middle of the sixth inning, allowing three inherited runners to score. However, he did strike out three and allowed only one hit in picking up the win over the last two innings of the game.

On April 16, the Conchs faced Rockledge again and again got off to a quick start, scoring their only three runs of the game in the first inning, two of which were walked in by Rockledge pitching.

Jack Haggard knocked in the first run of the game on a single to left field. Key West struggled offensively with only four hits in the game. Haggard claimed two of them, adding a triple to right field in the bottom of the fifth.

Key West’s pitching was strong in the second contest. Jacob Burnham started on the mound. He threw 6.2 innings, picking up four strikeouts while giving up seven hits and allowing the only run of the game for Rockledge. Anthony Lariz came to the mound for the Conchs in the middle of the seventh. Lariz allowed one hit and hit two batters before giving way to Haggard. Haggard came in to close the game in only three pitches, getting the final batter for Rockledge to ground out.

The final score was 3-1 for the Conchs.

The weekend series moved the Conchs to 14-6 on the season. They next take on Key Gate at Rex Weech field this Friday, April 22 at 7:30 p.m. and again on Saturday, with a 2 p.m. first pitch.

FANTASY FEST CHANGES NEED MORE SPECIFICITY Dear Editor, I read Keys Weekly paper every week. I am a fan. I am writing this opinion piece because the headline emphasis is on nudity at Fantasy Fest. My wish is that everyone read the article completely and not get sidetracked by the nudity.

I do agree that instances of nudity are not acceptable. Why can’t city leaders set the rules for costumes and what body parts need to be covered? A simple poster and handouts showing what needs to be covered with the threat of a ticket and fine of $250 or $500. Money is a great incentive.

I am sure people will have many reasons this can’t be done. But you had a leadership conference, so figure it out.

Now to my concern that maybe we missed the message.

“We market to next-generation festival goers, and to like-minded, affluent people who like music, art and costuming events,” says the festival director in the recent article.

I am not sure how to interpret “next generation.” I searched for the definition, and most pertain to products, such as next-gen cars and cell phones. The latest named generation is Gen Z, which includes 9- to 25-year-olds. Does that mean other generations are no longer relevant? Or do their opinions on what Fantasy Fest is and means not matter. I hope that’s not what it means. Does it mean children? “‘Family hours’ during which inappropriate costumes are prohibited.” I’m all in on the no nudity, but who decides what’s inappropriate? Is it a bloody vampire, scary skeleton, ugly costumes of Trump or Biden? Who are the costume police?

And what does ‘like-minded” mean? Webster’s dictionary defines it as “of the same mind or habit of thought.” This quote surprised me.

Key West is known for diversity and inclusion. So, if we don’t agree, do our thoughts not matter? Or is “like-minded” whatever the “city leaders” decided at their December Leadership Retreat?

And now I get to the real issue in the quote — “affluent.” This is an easy one. Webster defines it in one word, “wealthy.” No doubt that’s what is meant. They want ‘likeminded,’ wealthy people here.

The many 20-, 30-, 40- and 50-year-olds who spend $1,000 a night for lodging, $1,000 on plane tickets, eat out every day, shop at stores and attend the nightly parties are not what the “like-minded” want? Tell that to the restaurants, servers, bartenders, shop owners, hotels and guest houses. I don’t think you will like the answer.

If the intended goal is to promote a family venue, then trying to integrate into Fantasy Fest is not a good idea. You may lose both.

Here’s a thought: We have many festivals: Songwriters, art festivals, food festivals and boat races. Why not try to start a major family or children’s festival? Make a major production out of it. Hold it once or twice a year. The venues are limitless and our local families would love the idea.

The TDA is hired to promote and produce Fantasy Fest. They have to take the direction from the city leaders. I sincerely wish you luck and support.

I’ll close with a history story.

In the early 1980s our country was facing high inflation, high interest rates, businesses were failing, bankruptcy was high. Sound familiar?

Las Vegas was struggling to bring people to their city. They decided to promote Las Vegas as a destination for family vacations.

They built amusement parks, family incentive packages and so on. But they learned that parents no longer had time to gamble, go to shows or eat expensive dinners. They had to watch the kids.

Occupancy went up, but revenues went down.

My first visit to Key West was in 1990. I came at least once a year until I moved here in 2008. It’s my home; I love the weather, people, art, ocean and the diversity.

When I encounter a group of lost visitors looking at a map or their phone, I ask if they need help, usually they ask, “Can you tell us how to get to the Southernmost Point?” or someplace else.

Their next question is, “Do you live here?”

“Yes.” “Oh really, you are so lucky.”

Yes I am. It’s OK for Fantasy Fest to be an adult venue.

ne hour a week makes a huge difference, and volunteers are always welcome every Friday morning, when teams clean up a designated area of the island.

Nineteen volunteers spent an hour on Friday, April 15 cleaning the area around the historic Custom House. Guest ploggers this week included a family of seven from New York and a gentleman visiting from Wisconsin. The group collected 45 pounds of trash, 10 pounds of recycling and 2 gallons of cigarette butts.

All are invited to join the Friday morning cleanups from 8 to 9 a.m. Parking is provided and all volunteers receive a 24hour bus pass in exchange for their time.

EARTH DAY CLEANUPS Friday, April 22 — 8 a.m. to 2 p.m., 2610 Flagler Ave. Earth Day base camp for the City of Key West will be in the parking lot of Peace Covenant Presbyterian Church, 2610 Flagler Ave. Look for the tent. The ploggers will be doing an extended cleanup from

8 to 10 a.m. in the area and other spots will be assigned as volunteers show up. Anyone can join in or do a cleanup in any location around town and bring the bags of trash to the parking lot at the church for the weigh-in so it can be logged for the collection report. There will be giveaways for everyone who returns with their collections.

he Bahama Village Music Program presents its annual Chicken and Waffles Jazz Brunch and Fats Navarro Tribute on Sunday, April 24 from noon to 5 p.m. at The Green Parrot Bar, 601 Whitehead St. The tasty fundraiser is the organization’s first live event since the COVID shutdown. It features a local roster of live music, a 50/50 raffle, and finger-licking $20 fried-chickenand-waffle platters that directly benefit the Bahama Village Music Program, a free music education program that offers lessons to any local child interested.

Live music starts at noon with the St. James Praise Team’s “Gospel Hour,” followed by King of Soul Robert Albury and Cliff Sawyer at 1 p.m. The Green Parrot House Band performs at 2 p.m. At 3:30 p.m, Larry Baeder will lead BVMP music students in a tribute to the late, great Key West jazz legend Theodor “Fats” Navarro.

The young musicians will perform material written or made popular by the Key West native who was considered one of the seminal figures of bebop jazz improvisation. Despite his untimely death at age 27, Navarro enjoyed a meteoric career and his style became synonymous with modern jazz. Navarro was considered by

many, including Dizzy Gillespie, to be the best bebop trumpeter of all time. Baeder instituted the annual tribute in 2006 when he realized the local jazz giant was not honored with a statue, plaque or formal recognition despite having grown up on the island.

The Chicken and Waffle Jazz Brunch and Fats Navarro Tribute is sponsored in part by the Green Parrot and Dion’s Chicken, and supports the BVMP, which for 22 years has fostered important mentor relationships between local teenage musicians and their students, offers free summer camps for BVMP students, collaborates with Dance Key West to offer free dance lessons to BVMP students, offers yearly full-tuition scholarships and grants to student teachers to attend a fiveweek program at Berklee College of Music and facilitates full-scale musical theater productions, inspiring children island-wide to discover the musician within.

WHY DO BIRDS SUDDENLY APPEAR? — Mr. Big Year Just like me, they long to be. Also, it may be that long trail of breadcrumbs that falls out of your pant leg wherever you go.

WHICH BIRDS ARE MONOGAMOUS? — Jane, the Golden Retriever Lady I don’t want to get all Bill Clinton about it, but it depends on how you define monogamous. Monogamy in the bird world is not the same as monogamy in the human world. Bird monogamy is closer to human serial monogamy. Think of the song “Summer Nights” from “Grease.” Though instead of “Summer fling / don’t mean a thing” it’s “Summer fling / means our genetic material is carried on to breed future generations and to share the workload of raising young in the immediate future…” (Is this the wrong time to point out that the line from that song, “Tell me more, tell me more / did she put up a fight?” has not aged well?) But basically, there is a lot of monogamy in the bird world, just of the serial sort.

That being said, some bird species do, in fact, mate for life. Swans are famous for it, and most species of swans do breed for life. Also bald eagles, black vultures, Atlantic puffins and scarlet macaws. But keep in mind that after, say, a failed breeding season, a lot of bird couples will break up and seek new partners. And there is a lot of extra pair copulation, or what the Eagles (the band, not the birds) refer to as “headin’ for the cheatin’ side of town.”

Also, lifetime monogamous species are usually only together in their breeding territories during the breeding season. The rest of the year they go their separate ways. And if a mate doesn’t return in time come spring, they will often tip their cap at another bird pretty quickly.

Have you ever seen baby hummingbirds? I have a strong memory of once seeing them, like a cluster of beaky bumblebees, when swimming in a pond in rural Northern California.

However, I had just emerged from a sweat lodge, and was wholly tripping, and never spotted them again despite living lots of places since then with regular hummingbird sightings.

Baby birds can basically be divided into two categories: precocial and altricial. Precocial chicks can walk or swim almost as soon as they hatch. They also tend to have a thick layer of downy feathers already. They are born toddlers. Precocial species tend to build their nests on the ground in open spaces, making them vulnerable to predators, so the ability to move and find shelter is crucial to the chicks’ survival.

Altricial species generally hatch their young in what we humans tend to think of as traditional nests: cups of sticks hidden away in the tree canopy. The chicks are born blind, featherless and helpless. Unless you’re good at climbing trees or figuring out where their nests are, or unless the bird parents decide to forgo stealth and build their nest in a manmade structure or a more exposed tree, you generally won’t see them until they are full grown and ready to fly. Other than plumage patterns, the young look much like adults. (In a lot of cases, especially with passerines, juveniles look very similar to females.)

There is a bit of a spectrum among the world’s 10,000 bird species between precocial and altricial, but all hummingbird species fall heavily into the altricial camp. They are born tiny and nearly bald with translucent bluish to pinkish skin and stubby, inelegant bills. They don’t look like the gleaming metallic micro-gods that they are until they are fully grown. So, sorry, it’s unlikely you saw a cluster of baby hummingbirds.

TL;DR: You were tripping balls.

here ... a veteran sports were columnist, says four the only sport NBA he doesn’t follow is cricket. That playoff games leaves plenty on Easter of others to fill Sunday. Some his time. people would ralphmoro1936 say that’s one, @gmail.com two, three or four games too many. Others, like me, would say that’s just about right. I didn’t watch every minute of every game. But I did watch a lot of each game.

In the first game, Atlanta at Miami, much to my pleasure, the Heat beat up on the Hawks to the tune of 115-95. Only at the very beginning was it close.

Then Duncan Robinson came in off the Heat bench and went to work on three-point shots, making 8 of 9 for a point total of 27 and was joined by five of his teammates beyond the arc: Jimmy Buffett made 1 of 2 three pointers and scored 21 points; P.J. Tucker, 4 of 4 and 16 points; Kyle Lowry, 2 of 4 and 10; Gabe Vincent, 2 of 7 and 8; and Max Strus, 1 of 5 and 9. The usually reliable Tyler Herro missed all four of his three-point attempts.

Miami’s largest margin was 32 points. Atlanta’s was 3.

Atlanta played again at 7:30 p.m. April 19 at Miami, the Heat winning again, 115-105. The two teams will play at 7 p.m. Friday and Sunday at Atlanta. The first team to win four games will advance to the next round.

The next game on Easter was Brooklyn at Boston and by that time I was dining out. With the score very close and the game near its conclusion, our hostess gave the call for dinner to be pleasantly served outdoors – and away from televisions. My host made the brilliant suggestion that we turn off the TV, but tape the end of the game for later viewing so as not to miss the ending.

The host and I did watch the taped finish so we caught Jayson Tatum driving to the basket and scoring two points just as the game ended and the Celtics the 115-114 winners. It was still exciting even if we knew how the game would conclude.

Two more games were to be played Sunday evening. Milwaukee defeated Chicago, 93-86, and Phoenix beat New Orleans, 11699. And we were only halfway through day two of the tournament, which will take 16 games to determine a champion.

That’s a lot of basketball, though not enough for some of us.

im Dunn has been a popular Key West bartender for the past decade and currently slings drinks at Off the Hook Grill, 920 Caroline St. On March 29, Dunn had a sudden and unprecedented seizure and was rushed to the hospital, where doctors found a brain tumor.

The tumor was removed successfully, but the biopsy revealed Stage 3 cancer called glioblastoma. Dunn, who is originally from Philadelphia, will start chemotherapy and radiation treatments soon.

Off the Hook will host a Tim Dunn Cancer-Fighting Fun-

draiser from 4 to 10 p.m. on Tuesday, April 26. A $20 donation at the door will help Dunn pay for cancer treatments, along with a 50/50 raffle and silent auction. The event will include live music, free food and a cash bar.

Other local businesses are planning events to help with Dunn’s medical costs.

Mary Ellen’s Bar & Restaurant, 420 Appelrouth Lane, will donate the proceeds from its weekly charity vibrator races to the Tim Dunn Fund on May 12.

Bingo at The Green Parrot on May 30 will also benefit Dunn.

UPDATED RESTORATION BLUEPRINT NEARS SANCTUARY SEEKS TO CURB RESOURCE DECLINE JIM McCARTHY jim@keysweekly.com

F

lorida Keys National Marine Sanctuary resources are under threat and facing continued deterioration. With threats of hurricanes and a stony coral tissue loss disease also came a boating boom during the COVID-19 pandemic that’s bringing more human interaction with the marine environment.

In a bid to counteract further resource decline, sanctuary officials are preparing to release an updated version of regulatory and management measures — through what’s known as the Restoration Blueprint — in June.

Florida Keys National Marine Sanctuary Advisory Council members received an update on the blueprint during a virtual meeting on April 19. Beth Dieveney, policy analyst for the sanctuary, said proposed boundaries and sanctuary-wide regulations are under review by agencies, including the National Oceanic and Atmospheric Administration (NOAA) and Offices of the National Marine Sanctuaries. Once that’s complete, a proposal will go out to the public for review and comment for a period of 90 days.

“We still do not have a definite date for release,” Dieveney said. “Our intent is to release it at a Sanctuary Advisory Council meeting.”

Sanctuary Superintendent Sarah Fangman said other agencies are reviewing the proposals relative to their own activities and regulations.

She said the sanctuary is basically in a “waitand-see” mode, but there’s hope that proposed rule changes will be released at the June 21 SAC meeting.

“They can raise questions or make suggestions. What they do or do not choose to offer at this stage is totally out of our control,” Fangman said regarding the current review by other agencies. “That is why we are unable to be more explicit about timing. We have no idea what they may raise and what kind of consequences that could have to the timeline.”

Once updated regulations are released, sanctuary officials say they will host additional meetings, in-person and virtual — similar to a process that saw public input from the blueprint’s release in August 2019 to a public comment deadline in January 2020. There also will be opportunities to email input through regulations.gov.

In addition, Fangman said there will be some interactive tools on the sanctuary’s website to further understand what’s proposed.

Once released to the public, Fangman said nothing within the updated proposal will be changed during the feedback period.

“There’s no opportunity to slide something in while someone is out of town and not looking,” she said. “It is static and will stay exactly the same.”

Congress designated the Florida Keys National Marine Sanctuary on Nov. 16, 1990.

Encompassing 3,800 square miles, the sanctuary protects open ocean, offshore reef tract and nearshore patch reefs, as well as seagrass meadows and fringing mangroves. The sanctuary is also home to maritime heritage resources that encompass a broad historical period.

A 2011 condition report on the sanctuary detailed declining water quality, habitats and key species due to coastal development, overfishing, vessel groundings and marine debris, among other factors. Since that report, the Keys experienced Hurricane Irma and an increase in boaters. A recent study by Bonefish & Tarpon Trust analyzed 93 South Florida bonefish for an average of seven pharmaceuticals in their systems. One fish had 17 pharmaceuticals.

It’s the first in-depth review of Florida Keys National Marine Sanctuary's regulations and marine zoning approach since they were established in 1997. In the two decades since, the sanctuary said a lot has been learned about what management tools work and where improvements can be made.

With the release of the Restoration Blueprint in 2019 came a document with four alternatives. They proposed expanding several protected areas and revising restrictions for several others. Several new marine zones were also included in the proposals.

Concerns were relayed over some proposed regulations and boundaries following the blueprint’s release. In Key West, concerns were raised during an October 2019 forum regarding changes to popular recreational areas such as Snipe Point and Marvin Key. The

sanctuary emphasized in an informational brochure that “NOAA is not proposing to limit access to backcountry shallows and sandbars where there is historical recreational use, such as at Snipe Point and Marvin Key.” Residential concerns were raised over proposed no-motor zones on the oceanside of Marathon, which runs from Vaca Cut to Tingler Island and is bisected by 10 channels.

In the Upper Keys, boaters expressed their displeasure during a forum over the idea of closing Carysfort and Sombrero reefs. Fangman admitted in her presentation that the original proposal was not clear about what “limited entry” meant with regard to local access. She said the absence of that language led people to conclude that “we meant to ban local people.

And that’s not what we want at all. That’s not our intention.”

In addition to regulations and boundaries, there’s the sanctuary’s non-regulatory management plan. A separate document that’s independent of the proposals relative to boundaries, zones and regulations, Fangman said, the management plan contains a suite of activities from research to stewardship. She noted, however, that the plan is dependent on resources — namely funding — to make it happen.

In her remarks to the SAC, Fangman expressed excitement over President Joe Biden’s budget proposal, which includes $86.7 million for the Office of Marine Sanctuaries. That’s up from the $61 million the office received during the current fiscal year.

“The president is recognizing that the sanctuary system has been underfunded for some time now and additional resources are needed,” she said. “It goes a long way to make up for the shortfall we’ve had for many years.”

Fangman said priorities within the management plan represent some comments they heard time and time again during public input sessions after the blueprint’s release. They include enhancing law enforcement capabilities and tackling water quality issues.

Restoration, visitor use management, stewardship and engagement and management effectiveness were among the other priorities within the management plan.

Following comments from Fangman on the non-regulatory management plan, Capt. Will Benson, SAC member, said the management plan reflects “some good, careful listening” from comments made in previous meetings with the public.

H

ow many Taste of Key West commemorative wine glasses are in your collection?

As ubiquitous as beads and beach towels in Key West homes, the trial-size wine glasses date back 27 years, to when the charity event first started.

While its location has changed a few times over the years, the generosity and compassion behind Taste of Key West and the organization it benefits never have wavered.

Attendees know the event as a great place to meet friends while sampling wines, beers and top-notch cuisine from everyone’s favorite local restaurants.

But for the organization behind it, AH Monroe, Taste of Key West means so much more.

Founded in 1990 as AIDS Help Inc., the nonprofit started in response to the AIDS epidemic that was ravaging Key West and the entire nation. AIDS Help worked to provide case management, access to medical care and eventually testing and prevention services for people living with HIV and AIDS. But as the epidemic, the disease, its treatments and prognosis advanced, so did the mission of AIDS Help, which adjusted its name a few years ago to reflect its expanding role in the community.

AH Monroe continues to provide hundreds of HIV-positive clients with medical case management, but Executive Director Scott Pridgen firmly believes that adequate and affordable housing is crucial to the health of all people, including those living with HIV. AH Monroe now focuses on affordable housing, affordable and accessible health care and, as always, AIDS Help.

“Some people still associate us as only serving people with HIV and AIDS, but that’s no longer the case at all,” Pridgen said. “Anybody can come to us and we can help direct them to services, or we can help them navigate the Medicaid and Medicare systems.”

Taste of Key West is one of the organization’s largest and longest-running fundraisers, bringing in $80,000 to $100,000 a year, he said.

“For this year, one of the critical programs that will be supported by Taste of Key West is our rental housing assistance program and our food voucher program,” Pridgen said. “The event proceeds also will help support our HIV prevention programs, because

oddly enough, there’s limited government money and grants for prevention.

The money, such as Ryan White Cares Act funding, comes after people contract HIV. Monies allocated to our prevention programs pay for public service announcements and outreach efforts to identify the best ways to reach people with our safer sex messaging. With the ever-increasing use of social media and various apps, we always have to be creative about how we’re getting our messaging out.”

And finally, Taste of Key West also benefits the annual SMART Ride, the Miami-to-Key-West charity bike ride that raises money for six South Florida HIV/ AIDS support organizations.

“Taste of Key West, for me, is a perfect way for us to highlight the services we provide, including housing, health care and HIV support,” Pridgen said. “But the truth is, we could never do it without the restaurants and the wine suppliers, all of whom donate all of the food, labor costs, prep time and staff time to set up the booths and serve the food at the event.”

At Taste of Key West, there’s no distinction between “gross and net proceeds.” All money raised through the sale of food and beverage tickets goes directly to AH Monroe.

here is no fine print when it comes to Taste of Key West. No need to wonder how much of your donation actually reaches the intended recipient, no calculations of gross and net proceeds after expenses because the expenses are nearly nonexistent.

The generosity of all participating restaurants and beverage purveyors is what has made Taste of Key West so successful for nearly 30 years. Attendees buy tickets at the door that are then traded for samples of food, wines and beers once inside the venue, which is lined with booths offering mouth-watering options.

But here’s where the Key West community, and specifically AH Monroe, win — all food, wine, beer, prep time, labor costs and set-up time is donated by the food and drink providers. All of it.

“We couldn’t do this without them and their generosity,” said AH Monroe Executive Director Scott Pridgen. “The amount of food, drinks, preparation and staff time that these companies donate is really unparalleled and we couldn’t be more grateful.”

The 280 or so options for wine and beer all are provided by Republic National Distributing Co., which has been the main beverage sponsor for Taste of Key West since its inception 27 years ago, said Roxi Garciga, who handles public relations and special events for RNDC in Florida.

“I’ve personally been involved with Taste of Key West for the past 17 years, but Republic National has been donating the wine and beer for the past 27 years, since the beginning. Each year, I ask our suppliers and the brands we represent who wants to donated and participate, and there’s never a shortage of willing participants,” Garciga said. “The companies are really happy to do it, knowing it’s going to such a good and worthy cause. And really, who’s not happy to come to Key West for a few days while taking part in a great charity event?

It’s really not a tough sell.”

Community involvement and volunteerism is one of the tenets of RNDC. “We are committed to serving and enabling the positive wellbeing and success of our many communities and stakeholders,” states the family-owned company’s website. “Republic National Distributing Co.’s commitment to corporate social responsibility is part of our DNA….We participate in charitable and advocacy efforts that strengthen the social character, well-being, and growth of the many communities where we live and operate.”

Nowhere is that philosophy more apparent than at Taste of Key West. Let’s raise a glass together at Taste of Key West on Monday, April 25 at Truman Waterfront.

The annual Conch Republic parade down Duval Street takes place at 8 p.m. Thursday, April 21. HISTORY: THE MORE YOU LEARN, THE LESS YOU KNOW One island doesn’t contain the whole story

I

moved to the Florida Keys in 2001, so I could live on an island, sip rum and finish my great Florida novel. It seems like a lifetime ago.

When I was researching my first book, “Snorkeling Florida,” every dive captain had their own story about how this reef or that reef was named.

Curious about the facts and the real stories, I began doing a little research, which became the catalyst that forked the road down which I had been traveling. Except for last year’s “The Florida Keys Skunk Ape Files,” my world has been history, history, history ever since.

BRAD It was not until 2010 that I started to get serious about the local BERTELLI history. It was not some fleeting interest and has blossomed into something of a job, if not a career. I have learned a thing or two since is an author, taking those first steps. One of those things I have come to recognize speaker, and Florida Keys historian. is the interconnectedness of the islands. Another is the importance of the conduits that have linked the islands, the communities and the His latest book, “The Florida Keys pioneer families.

Skunk Ape Files,” For the early pioneers, water was the conduit – the Atlantic is a fun blend of Ocean, Florida Bay and the Gulf of Mexico provided the only link betwo of his favorite tween the islands and the outpost communities that developed upon subjects — Florida Keys history and them. Later it would be Henry Flagler’s Over-Sea Railroad and then the Skunk Ape. State Road 4A, better known as the Overseas Highway. Because of these conduits, these links that connect one island, one community, and one family to another, it is difficult to tell a Key West, Marathon, Islamorada, Key Largo, or even Elliott Key story without telling a larger Florida Keys story.

As someone who spends an excessive amount of time researching, reading and learning about these islands, what becomes clear over and over again is that the more I learn, the less I know about the local history. The legendary pirate Black Caesar has become the latest example.

I knew nothing but the usual stories often told between sips of rum or other adult beverages 10 years ago. Black Caesar was an escaped slave who used Elliott Key as his pirate lair, and that is why Caesars Creek is still called Caesars Creek on modern charts. I have learned that the Black Caesar legend is bigger and more fantastic than I could have ever imagined. In fact, I have been working on a new book called “The Black Caesar Files” to make sense of all the stories about his remarkable life.

Like every other great Florida Keys story, a single island cannot contain the legend of Black Caesar. While his story is primarily focused on Elliott Key, it extends as far down the island chain as Key West and as far west as the barrier islands of Southwest Florida.

According to the article “Pirates and Treasure Trove of South Florida,” written by David O. True and published in Tequesta Number VI, 1946: “Caesar was an escaped negro slave, half Scotch from his father and a negro mother. Escaped and joined the pirates, and worked himself up. He moved to San Carlos Bay on the west coast when settlers began to settle along the east coast. Was finally whipped and captured and taken to Key West

by U.S. Sailors where he was burned to death tied to a tree, fire lit by the widow of the preacher from Baltimore whose eyes he had burned out and who engineered his capture on Sanibel Island.”

No matter what the author wrote, none of it is true. Even though it is entirely legend, the Black Caesar story is fascinating and deserves more attention, and it has also become one of my favorites. At this point, I might know more about the many lives of Black Caesar than just about anyone.

When I moved to the Florida Keys in 2001, I had never heard of him. Now, I consider myself an expert. Still, I am continually surprised by new historical facts revealed about him. Included in this is the fact that five Black Caesars have been identified so far, and who knows what tomorrow might reveal?

Thankfully, I moved to the Florida Keys in 2001, so I could live on an island and write.

I never thought I would be writing my own column for a newspaper or books about the local history, especially pirates, but then sometimes roads fork, and instead of going left, you go right. Fortunately, nothing goes better with a legendary pirate story than rum.

For more than 100 years, beloved English author Agatha Christie has filled us with thrills and chills. Over her successful career she wrote 75 novels, 28 collections, three poems, 16 plays, seven radio broadcasts and two autobiographies. She even lived a mystery of her own.

THE MYSTERY OF MRS. CHRISTIE

By Marie Benedict In 1926, Agatha Christie is a 36-yearold mystery writer on the cusp of becoming a household name. Things with her husband Archie are extremely tenuous, and against Agatha’s wishes, he announces that they are to spend the weekend apart. Late on this freezing December night, Agatha kisses her 7-year-old daughter Rosalind and gets behind the wheel of her fancy new car. The following day, the car is found abandoned by a gloomy lake with Agatha’s things in the back seat, but Agatha is nowhere to be found. The woman who would one day become the world’s most famous mystery writer becomes the focus of her very own 11-day mystery. Only a few months after releasing her latest novel, Agatha has disappeared. She returns with absolutely no memory of the time that has just passed, wondering why everyone is in such a panic. “The Mystery of Mrs. Christie” is narrated in alternate timelines by Agatha before her disappearance, and her husband Archie’s view after she goes missing.

The couple quarrels terribly after he makes this devastating announcement and leaves to spend the weekend with his mistress. During this time, Archie appears shocked while the household staff is thoroughly investigated. His girlfriend quietly leaves town. The police begin a massive search for the famed author.

MURDER ON THE ORIENT EXPRESS

By Agatha Christie A fully booked luxurious train, with a murderer among the passegers, is traveling from Istanbul to London. Forced to a standstill due to the snowy weather, it is up to private detective Hercule Poirot, a retired Belgian police officer, to solve the case before panic ensues. The deceased is an American tycoon named Ratchett, found dead in his compartment after he was stabbed 12 times. His door is suspiciously locked from the inside. Only the day before, this curious character had offered Poirot a large sum of money to protect him, which the detective declined.

It turns out that Ratchett was a dangerous gangster with a criminal history. As is his nature, Poirot has already quietly assessed each and every person he met.

He meets with the conductor in the dining car to investigate each clue and every passenger to try to solve the murder on the famous Orient Express. Published in 1934, this classic crime whodunit was one of Agatha Christie’s greatest, later becoming an award-winning film.

FAN TIP: The phenomenal movie “Death on the Nile,” originally filmed in 1978, was recently remade with an all-star cast and is now streaming on HBO Max and Hulu.
