n a surprisingly short meeting lasting barely an hour and a half, several of the most impactful items for Marathon citizens consumed mere minutes of discussion or were added to the consent agenda.

Perhaps most consequential was the approval of a new Memorandum of Understanding (MOU) between the city and the Florida Department of Economic Opportunity (DEO) specifying which development orders must be rendered to the state by the city, hopefully shortening wait times for less significant building permits.

The new memorandum became a necessity following the state’s revocation of the previous 17-year MOU. On Feb. 25, the DEO issued a Notice of Violation (NOV) concerning a devel-

opment at the end of 39th Street in Marathon, commonly known as the Boatworks project.

Though the Boatworks project had obtained a conditional use permit for the site, the state appealed a revision to the development agreement that allowed previous live-aboard units to become upland residential units when determining the number of market rate units allowed.

DEO then contended that the city’s decision to issue building permits for four units in the project during the pending appeal violated the appeals process.

Received by the city on Friday, April 8, the newly drafted memorandum serves as a response to the city’s draft sent to Tallahassee almost exactly one month earlier. While the new document provides redundancy and outlines several practices already provided for by the city’s code, the language is more specific than in the previous MOU and names several types of development orders not specifically mentioned in prior iterations.

Added language specifically mentions: subdivisions and plats of existing parcels; authorization of accessory uses including swimming pools, tiki huts and caretaker cottages; any development activity that provides temporary or permanent transient

residential uses; and any development order recommended for denial by the Local Planning Commission that is subsequently approved by the City Commission.

Where the previous MOU required conditional use permits to be rendered to the state, but not their subsequent building permits, the new agreement requires all subsequent permits, plats and approvals to be sent to the DEO. The new draft also contains language specifically clarifying that “no development order issued by the City shall take effect or be acted upon by any developer until the City’s appeal period has expired” and “for all development orders rendered to the Department … no development order shall take effect or be acted upon by the developer unless the Department’s 45-day review period has expired or the Department has waived its right to appeal, or until the conclusion of any administrative appeal brought by the Department.”

LAWMAKERS LET DESANTIS REDRAW CONGRESSIONAL MAP SPECIAL SESSION SET FOR APRIL 19

ov. Ron DeSantis’ veto on a new Florida congressional map is bringing lawmakers back to the state’s capital for a special session on Tuesday, April 19.

Legislators approved the map well before the session concluded, despite statements by DeSantis that he’d likely reject what they proposed. Leaders in the Florida House and Senate say they’re now deferring the map redraw to DeSantis as they prepare for a short session.

In a joint statement reGov. Ron leased on April 11, Senate DeSantis President Wilton Simpson and House Speaker Chris Sprowls said legislative reapportionment staff won’t be drafting or producing a map for introduction during special session. Instead, the two say they’ll wait for communication from the governor’s office with a map that he will support.

“Our intention is to provide the governor’s office opportunities to present that information before House and Senate redistricting committees,” the two said in the joint statement. “We look forward to working with you next week as we complete our constitutional obligation for the 2022 redistricting process.”

Following each decennial census, the legislature redraws districts by which Florida voters elect their state representatives, senators and members of the U.S. House. Through the redistricting process, legislators redraw congressional and legislative districts to adjust for uneven growth rates in different parts of the state.

They also redistribute seats in the U.S. House based on the census. Florida’s population grew from 18.8 million in 2010 to 21.5 million in 2020. As a result, Florida gets one more representative to the U.S. House, for a total of 28.

Florida’s 26th Congressional District currently includes all of Monroe County and a portion of south-west Miami Dade County. Per the legislative-approved Congressional map, those boundary lines largely remain the same, but it would become the 28th Congressional District. U.S. Rep. Carlos Gimenez would continue representing residents within the district. Elected in 2020, his two-year term is up this year.

The main issue leading to DeSantis’ veto of the map on March 29 surrounded Florida’s 5th Congressional District in north Florida. A sevenpage memorandum by DeSantis and Ryan Newman, general counsel, states that Florida’s 5th Congressional District, in primary and secondary maps enacted by the legislature, violates the Equal Protection clause of the 14th Amendment.

“It assigns voters primarily on the basis of race,” the memorandum says, “but is not narrowly tailored to achieve a compelling state interest.”

Per Politico, ​​the governor took aim at the seat held by U.S. Rep. Al Lawson, a black Democrat from Tallahassee.

Lawson’s north Florida district traverses roughly 200 miles and connects minority neighborhoods in Jacksonville with those in the state capital and in Rep. Al Lawson neighboring Gadsden County, the state’s only majority black county.

“The court has interpreted the Equal Protection clause of the 14th Amendment to the U.S. Constitution to prohibit state legislatures from using race as the ‘predominant’ factor motivating (their) decision to place a significant number of voters within or without a particular district … unless they can prove that their ‘race-based sorting of voters’ serves a ‘compelling interest’ and is ‘narrowly tailored to that end,’” Newman wrote.

DeSantis said in an April 12 press conference in Miami-Dade that the map will have north Florida drawn in a neutral manner.

“We are not doing a 200-mile gerrymander that divvies up people based on the color of their skin. That is wrong,” he said. “That’s not the way we govern in the state of Florida. That will be litigated, but I can tell you the original district would absolutely have been litigated.”

In a statement on April 11, Lawson said the Florida legislature is caving to the intimidation of DeSantis and his desire to create additional Republican seats in Congress by eliminating minority-access districts.

“Previously, the Florida Supreme Court scolded the Florida legislature for injecting partisan politics into the reapportionment process. Florida voters were hopeful that legislators would have learned their lesson. They did not,” he said.

“Again, I am not surprised, but disappointed with the legislature’s inability to fulfill their constitutional duties as elected officials without political interference from DeSantis.”

Time is ticking for state officials to get a new map in place to accommodate the additional congressional district in Florida. June 17 is the final day for a congressional candidate to qualify.

The primary election is set for Aug. 23.

As state lawmakers prepare for a return to Tallahassee, many are seeking a special session to deal with Florida’s property insurance crisis.

Letters from Republicans and Democrats were sent to DeSantis in the past few days calling for the House and Senate to convene.

“Florida is nearing a tipping point, and our neighborhoods are in danger of losing their viability,” said state Sen. Lauren Book, minority Democratic leader. Some insurance companies have been unable to reissue policies, are ceasing operations or are pricing renewals at unaffordable rates, leaving thousands of Floridians with the unsettling surprise that they’ve lost coverage and must scramble to protect their most valuable asset. All of these issues are clearly creating an affordability crisis for our constituents.”

State Rep. Jim Mooney said he expects a special session on insurance.

“I’m not sure when it’ll be, but my thoughts are prior to the election,” he said.

arathon’s local Boy Scout Troop 901 held its annual fundraiser during the Marathon Seafood Festival with the help of the folks at Beachcomber Marina and Storage.

With parking in high demand this year, some establishments blocked their parking lots to prevent eager festivalgoers from overstaying their welcome, while others attempted to rely on signs to turn away the crowds.

Beachcomber Marina and Storage used the opportunity to help the local Scouts raise money, generously donating parking space and allowing Troop 901 to keep the proceeds. The Scouts passed along the favor and gave back to the community by also raising donations for Grace Jones Community Day Care, a day care and early learning organization for working-class families.

“It’s our biggest fundraiser of the year,” said assistant scoutmaster Justin Sifford. “We make most of our money there, and we use that money throughout the year to go to summer camp.

We’re so grateful to the people at Beachcomber Marina and Storage.”

Unique opportunities like camping are critical for keeping Scouts engaged, but for Troop 901, these camps are farther away, and more expensive,

than for mainland troops. This year the Boy Scout troop has nine members, but several will age out of the program soon.

The younger Cub Scout pack has around 50 members, and Sifford hopes that many of them will stay with the Scouts. “Maintaining interest in Scouts is tough,” he said. “They’re competing with things like video games, and there’s less interest now in the outdoors.”

To keep the boys engaged, the Scouts beat the heat with trips to camps that are a little cooler than a Keys summer. Most years, the troop visits North Carolina, but this year they’ve raised enough to go for the first time to a new site in Wisconsin, in addition to supporting Grace Jones.

“We’re grateful to all the Scout parents who volunteer their time to the planning of these events,” said Sifford. “The Senmartins always go the extra mile, whether making signs or hosting events. Jeff Tipsword, our former Scoutmaster, was a big help this year by donating his time. Willy Gonzales also let the boys use safety vests during the parking event. He was concerned about the boys being near the street and not visible.”

“We allow the Boy Scouts to use the facility to park cars during the Seafood Fest and share the profits with Grace Jones, but we don’t do it for recognition,” said a spokesperson for Beachcomber Marina and Storage who wished to remain anonymous. “You do something like this because it’s the right thing to do.”

even Florida Keys parents on April 12 put the county school board and administration on notice that they will be monitoring the school district’s implementation of two new education bills that will become law on July 1.

Representing the Keys chapter of Moms for Liberty, Tia Kollars told the board that she is a “big proponent” of Gov. Ron DeSantis and the two bills, including the Parental Rights in Education bill, which its critics nicknamed the “Don’t Say Gay” bill. Kollars and others also spoke in support of the bill that requires school districts to audit all instructional materials available to students, and to allow parents to object to any of those materials.

“I’m excited to see how the district handles this monumental task by July,” Kollars said.

“Our first step is to audit all schools to see where we stand in each location. Schools often interpret policies differently and individual school administrators make different decisions, often with no oversight.

We need to ensure that teachers aren’t sharing personal opinions. We need someone watching all the schools to avoid lawsuits.”

The Parental Rights in Education bill does not ban the word “gay,” and the word gay does not appear in the bill text.

Instead, the bill bans “classroom disscussion about sexual orientation or gender identity in primary grade levels or in a manner that is not age-appropriate or developmentally appropriate for students.” It allows parents to sue a school district for violating the bill.

Another speaker criticized the school district for airing CNN10, a news program targeting middle school students, during homeroom each morning.

“Are you just taking the word of CNN 10 that it’s age appropriate?” the speaker asked the board. “On March 30, there was a selection of subjects that ranged from the war in Ukraine to a wardrobe malfunction of Katy Perry. The nature of the malfunction was a rip in the derriere of her extremely tight pants.”

The speaker’s phone call was then disconnected and attempts to reconnect were unsuccessful.

Another speaker told the board “the bills are wonderful because they address a real issue.” She praised the new transparency rules that “allow parents to make choices about whether they’re comfortable having their child attend public school at all. Now is a very tumultuous time and parents don’t trust schools.”

Multiple speakers suggested the Monroe County School District consider assembling school-based committees with parental advisers and watchdogs.

Following the public comment period, board member Andy Griffiths told his colleagues, “I’m sensing in this, my 30th year on the school board, that we’ve got a group forming that’s very interested in what we’re doing. They don’t always have their facts right because they don’t always know much about what we do, but we’d better listen to them, because this is a movement that’s starting Keyswide. I think this is an opportunity for us.”

T

he Marathon High School community lost one of its finest on April 4 with the sudden and unexpected passing of English teacher Rebecca Thacker. Known as the school’s authority on all things Disney and described as “a mother” by many of her students, her impact on MHS reached far beyond the grades and lessons she imparted in the classroom.

“Mrs. Thacker has been an integral part of our staff for the past seven years, especially with the juniors and seniors who had her for English,” wrote MHS principal Wendy McPherson in an email to students and families.

“Her impact on our school was widespread and I know her loss will be great. … We will miss her and want to recognize all that she meant to our MHS Dolphin community.”

Upon learning of the tragic news on the morning of April 5, the MHS baseball team faced a difficult decision with an away game against conference rival Palmer Trinity later in the day. When head coach Joey Gonzalez turned the choice to play or skip the game over to his team, the players’ decision was clear.

“We went forward with the game because the boys wanted to play in honor of her,” said Gonzalez.

With a 2-1 win against their conference rivals, the team elected to dedicate the remainder of their season to Thacker’s memory. Three days later, in front of a packed house of nearly 300 attendees, the team again defeated Palmer Trinity at home – but not without a proper tribute to their beloved teacher first.

With “R.T.” spray painted in the grass behind home plate, the Dolphins individually added flowers to a memorial table dedicated to Thacker before gathering at the pitcher’s mound for a moment of silence. Addresses

by McPherson, city councilman and assistant baseball coach Luis Gonzalez, and school board chair John Dick paid tribute to Thacker’s mark on MHS’ culture and community.

“In our years as coaches, it’s the biggest crowd we ever had at the field,” said Joey. “I know our boys’ emotions were running high. But being able to take those emotions and know that the game we were playing was first and foremost for Mrs. Thacker and secondly to put us in a position to be in first place in the conference going into the postseason was just awesome.”

In light of her passing, Keys Weekly checked in with just a few of the many students and faculty touched by Rebecca Thacker’s compassion and giving spirit. Here’s what they had to say:

Mrs. Thacker was the most giving person in gifts, time and love. She truly cared for every single person in her class and would find something to bond over. For me it was Texas and Star Wars. She loved Buccees and Whataburger, and we bought each other many gifts from both places. We talked about Star Wars and the shows that came out recently. She was the type of person you just had to hug and say hi to if you saw her, even if it meant talking for 10 minutes when you had places to be. She was the mom for these kids at school. So many of them desperately needed that consistency and support in their lives, and she literally bent over backwards for everybody around her. She opened up her classroom every day to a lunch group that would come to hang out and tell stories about life. It was just such a family-friendly atmosphere any time she was around, and that’s going to be the toughest thing to get used to.”

She will always be my best friend.”

She was one of the most helpful teachers when it came to helping students graduate. She did anything and everything to help her students pass, even when we didn't always deserve her help.”

Mrs. Thacker was a very unique teacher. She connected with her students on a personal level. If there was something that you had an interest in, she probably shared it with you. If there was something going on in your personal life, she would be the one to help you because she would listen. She would talk about the new Marvel movies and shows that came out, and she’d tell us about her mom, her husband, how her break was and where they went.

Mrs. Thacker noticed when we were not okay, and that’s what we all appreciated about her the most. She dressed up for every Marathon High School occasion, and she always had a smile on her face. Mrs.Thacker put her students before herself, no matter the circumstance. She was the biggest Harry Potter and Disney fan and never failed to make it known.

She was amazing, she was beautiful and she was so sweet. I know the students, staff and her family will always honor her memory.”

T

This was the victorious Tiger, but not based on his four-day score at the Augusta National Golf Club.

Rather, this was the Tiger of survival. Fourteen months ago, he was in a horrific automobile accident, from which it was said that his professional golf career would not recover. That he might not walk again. That his injuries were so serious he might even lose a leg. But none of those occurred.

Instead, he worked and worked and worked on his body and decided on the morning of Thursday, April 7, that he would enter the Masters, an event he has won five times. His next goal was to make the cut, which narrows the field of players after the second round of golf to the top 50 (including tie scores), so he could play Saturday and Sunday. And that he did. Then, of course, reality set in. As I watched him on television over the weekend, it was obvious his body had not fully recovered. He limped. He was hurting. His shots and putts did not remind viewers of the old Tiger. But he soldiered on. His four-day scores were 71-7478-78. Of the 52 golfers who made the cut, he finished in 47th place at 13 over par. He made $43,500.

Woods will need a lot of ice and time to recuperate. The next major golf tournament is the PGA Championship May 16-22 in Tulsa, Oklahoma.

It’s probable that he won’t play on the tour until then — if even then. After that, the U.S. Open is June 13-19 at the Country Club in Brookline, Massachusetts. After the Masters, Woods said he would prepare and decide on those tournaments as he did the Masters.

But he said he would play in the British Open July 11-17 at St. Andrews in Scotland.

His schedule might resemble that of another great golfer who was in a car wreck, Ben Hogan, who suffered a broken collarbone, pelvis, rib and ankle in his accident in 1949. The next

year, Hogan won the U.S. Open and two other major tournaments in 1951.

But Hogan played infrequently after his accident.

I have not been a Woods fan, possibly because I am (or was) such a super fan of Jack Nicklaus, the player I have followed since his days as a teenager. But this past week, I could not have been more in favor of Tiger Woods. I particularly liked the way he talked about his “team.” I hadn’t heard him talk that way before. Have you?

Woods’ presence in the Masters took away some of the excitement of the tournament itself, won by Scottie Scheffler at 11 under par. Sunday’s fourth round started with Scheffler four strokes ahead of Cameron Smith and after Smith birdied the first two holes and Scheffler struggled to make pars, it appeared there would be a contest.

Both Scheffler and Smith put their third-hole drives in the woods, then down a hill from the hole with bogies in view. Scheffler pitched first and the ball went right in the hole for a birdie, probably the most important shot of the day. Smith made the expected bogie and the duo were four strokes apart again. Scheffler never let up while Smith faded and Rory McIlroy exploded, making up eight strokes and finishing runner-up to Scheffler by three while the winner was losing ground on his final hole – taking four putts.

In this calendar year, Scheffler has won four tournaments for $9 million, including $2.7 million for the major. All in 57 days. Not bad, huh?

MIKELE ROCAFORT CARCIANI Senior Marathon High School‘s number two tennis player, Mikele Rocafort Carciani, just played his final matches as an MHS tennis player. Over the weekend of April 9, the team traveled up to Kendall to play in the district tournament.

Rocafort says that although his results were not what he wished for, “I am still really proud of my successes this season overall. I met my goals.”

Rocafort grew up on tennis, but drifted away from the sport for a few years. He started playing at the age of 6 with his dad, Jose Miguel Rocafort.

This past year, Mikele decided he wanted to break out his racket for one last season. “I wish that I had joined sooner,” he said. “I didn’t realize how much I missed playing tennis.”

After moving to the United States from Italy two years ago, Rocafort became a multisport athlete, joining the cross country, football, baseball and tennis teams. “I’ve been involved in sports my whole life, and I grew up being an athlete. Moving here opened the door to opportunity,” he said.

Mikele said sports have educated him beyond the lessons he learns in a classroom. “You learn respect for others, how to be responsible, and lessons about consistency and never giving up,” said Rocafort.

“The game of tennis is all about consistency. You need to consistently get your serve in, you have to consistently hit the ball back, and you need your entire focus to be locked in. If you make a mistake you need to move on.”

Mikele’s younger sister Malena is also a member of the MHS tennis team. “My brother is very competitive,” she said. “He’s someone who comes back and tries even harder when he’s losing than when he’s winning. His game can be fueled by that anger.”

Big Pine Key’s Bursa family dominates Seven Mile Bridge Run

At mile 5, I thought Jakub, 17, and Antonian (“Tony”), 12, claiming four of the top I was going to die. I made it to the finish, but I almost fell and 33 spots. ou could see them from a couple miles away, a thin ribbon of white over a thin ribbon of beige over a thin ribbon of azure. The azure was the MARK HEDDEN edge of the Atlantic. I didn’t really care that the birds weren’t up to much. I was out in my boat and suddenly had a strong urge to see American white pelicans. It wasn’t a quest, more of a low-grade spiritual imperative, driven by the fact that I was about to head out of town for two weeks, and the knowledge that when I get back, they will most likely be gone.

So I throttled up and headed toward them, paying more attention to the depth finder the closer I got.

You tend to think of American white pelicans as middle-ofthe-country birds; seabirds that have decided to branch out and specialize in lakes. (This idea may not hold up in an evolutionary sense.)

Their breeding range is a little more northerly than the one in my mind, with large, spotty patches of California, Oregon, Nevada, Colorado and Wyoming. The biggest one starts in the Dakotas and spreads north into a couple of Canadian provinces, which, according to my map, are called Alberta, Saskatchewan and Manitoba.

They tend to winter in Texas, Mexico and Florida.

My memory of seeing them for the first time is still tack sharp.

My wife and I were hiking on Snake Bight Trail in the Everglades on an early camping trip. We were moving rather briskly lest the swarms of mosquitoes would catch up and land on us.

But then, in the middle of an open section of coastal prairie, amidst all the coastal mud, the glasswort and the saltwort, we saw them, just overhead at first, an air wing of about 30 birds, all in a straight line. They were huge – wingspans about a third longer than the brown pelicans we see every day, and nearly twice the body mass. And they were all white, save for a thick, black trailing edge on their wing that gave them a kind of a formal air, as if they’d overdressed for an occasion, right there in the middle of all that nature.

They flew overhead in a straight line, then began to spin like a rotor, the inside bird moving the slowest, the outside bird the fastest, like skaters trying to crack the whip. They must have hit a thermal because the whole spinning lot of them spun up into a cornflower blue sky and disappeared like an apparition.

It was such a stunning sight that my wife and I both stopped slapping at the mosquitos and gave in to the anemia that was soon

to come from the imminent blood loss.

I’ve seen them quite a few times since then, flying in high flocks over the beach at Curry Hammock State Park, or in a low line just over the water in the Lakes, or in a chaotic swirl above Barracouta Key. There is also, quite often, a lone bird hanging out by one of the ponds on the Key West Golf Course.

But the most reliable place to see them is on that sandbar, sometimes known as Bruce Key, between Woman Key and Boca Grande.

I got the boat as close as I could, anchoring in about 2 feet of water with an incoming tide. I put my binoculars and camera into a dry bag, then dropped over the side and started wading. The birds appeared closer than they were, and it was about a quarter mile of slow motion hiking across the sand. (Shoes might have helped.)

When I arrived, Bruce Key was empty. The American white pelicans, those tricksters, were actually on a further sand bar.

I thought about going closer, but the baybottom on the other side was starting to get that soft mucky feel that’ll swallow you up to your knees. And there was a deeper water channel running between me and them.

American white pelicans used to be rare in the Keys, but their numbers have increased steadily in recent years, to the point that they can now be considered regular wintering birds, though we’re not sure why.

Unlike their cousin, the brown pelican, they don’t plunge dive to feed, but instead hunt in packs. Forming organized lines, they collectively chase fish into the shallows, making them easier to gobble up. (They must also do this in the Keys, though I’ve only seen the behavior on the mainland.)

In a month or two, the adults would all grow these knobs in the shape of bell curves on the upper mandibles of their beaks, as well Mohawk-looking plumes on the backs of their heads. They would pair up to spend the summer raising small clutches of more white pelicans. And feeding would take up a much larger part of their day.

But at the time, they were simply standing, still as a group of statues.

I spent a while trying to get an interesting photo, but with all the distance and inaction, I gave up. (The photo here is from a different trip.)

Finally I just sat down in the sand and watched them blankly, joining them in their loafing.

pril 11 marked the official beginning of youth baseball in Marathon, as teams and families gathered at the Marathon Community Park for an opening ceremony to kick off the season. Emceed by the Weekly Newspapers’ Jason Koler, 15 tee ball, baseball and softball teams graced the diamond for player and coach introductions, along with the national anthem sung by Stacey Pillari.

“I think everyone had a wonderful time, and we raised a good amount of money for Marathon youth sports through concession sales,” said Marathon Youth Club president Cate Worden. “We had so many parents and people from the community work together to help things run as smoothly as possible, and that was amazing to see. I'm excited to grow our partnership with the City of Marathon Parks and Recreation department to make a great youth sports program for the kids here in Marathon.”

T

he Small Business Development Center (SBDC) at Florida International University helps small businesses learn and make changes so they can grow, leverage best practices, expertise, and data they have. As a consultant with SBDC in the Florida Keys, Margie Smith, business consultant with SBDC, advocates for diversifying the economy and taking on economic development that works for a fragile ecosystem. She considers herself a change agent supporting our small businesses.

My vast experience provides me with the tools to have a business development slant. My husband, Cale, and I moved to The Keys from Washington, D.C. in 2005 with my first child, Corley. I have a bachelor’s in aviation management and a master’s in public administration with an aviation concentration. Cale received a new opportunity, which led us to move to the Keys, and his father lives in Key West. Cale is now the owner of Islamorada Investment Management.

Being a new mom in a new place, and especially after our second child Layne, I plugged into Keys Kids Play Group, which contributed to helping me connect with this wonderful community of women.

FIU took over the SBDC in 2014 in Miami first and then the Keys in 2018. I started with the SBDC at FIU in October 2018; shortly after that is when we expanded into the Keys and continued to grow our team. So now, we cover both the Keys and Miami.

My work experience here in the Keys with United Way, Center State Bank, and being involved in local organizations such as BPW, the Chambers and the Rotaries, help with getting the word out about SBDC at FIU. The SBDC is a non-profit partner of the Small Business Administration

(SBA) and is a partner with the FIU College of Business. The SBDC was created as a free resource to provide boots on the ground for the SBA. The SBA doesn’t have the bandwidth to provide one-on-one assistance to the small businesses. Other areas of the country have other partners like veterans centers and women’s centers in addition to the SBDC; we don’t have that currently. Nationwide, there are 1,300 small business development centers.

SBDC at FIU has 26 consultants who cover the Keys and Miami. Our financial management team alone has six to seven consultants. We’ve never had as much capacity to help as many businesses as we do now.

The businesses we help vary in size and how long they have existed.

They can be anywhere from a startup to one that has been around for 10 years. Some of the areas we help businesses with are social media, branding, capital, federal contracting, 8a, import export, financial planning and business continuity. The service is free and it’s convenient to go to the SBDC at FIU website and use the request for consultation button on the home page. All consultations are kept confidential.

Business continuity is something I have been specifically trained in and it has been essential for business owners in the Keys. It covers the critical, timesensitive functions in the middle of a disaster. We help businesses come up with a plan to make sure they are able to keep their critical functions going in the middle of a disaster — hurricane, scandal and other situations — that can keep a business from scrambling or stopping. Businesses need to have a plan in place — back-up vendors, plans for essential functions. Unfortunately, a lot of businesses fail because they don’t have a plan.

People also look to us for advice

in selling their business. It’s important to be prepared to have something to sell besides your name. Your business needs to be self-contained — in other words it can run without you.

For example, there needs to be clear branding and a standard operating procedure. These aspects increase the value of the business.

Most commonly people say to us, “I need to understand my finances.

I am getting bigger but not more profitable, so I need to understand how to improve.” And sometimes it’s marketing but it could end up being they need help in their financials. Therefore, being a consultant with SBDC at FIU is a very flexible and intuitive role.

Another thing when it comes to business development is social capital.

It’s important to build social capital as part of your brand. You often have to be actively involved in your business and the community to get the word out.

In addition to my role as an SBDC consultant, I work on encompassing marketing and training; all the things to get the word out about the services we offer. And the biggest opportunity continues to be letting people know what we offer.

For the Keys, from October 2018 thru the end of 2021 we provided 3,461 hours of consulting, assisted 356 businesses, launched 14 new businesses, accessed $19.1M in capital and secured $2.2M in government contracts.

I have found it super motivating to be part of something that is providing help for dire circumstances and provide support on so many levels.

There is a need in our community and our goal is to make you smarter.

white heron first spotted last summer with a blow gun dart through its body is finally flying free. Rehabilitators at the Florida Keys Wild Bird Center are crediting a local marine mammal facility for capturing the elusive bird to provide the necessary care.

Bayleigh MacHaffie, assistant director and rehabilitation manager, recalls a phone call on Aug. 7 from a man who witnessed a white heron with what initially appeared to be a spear through its chest. Pictures sent to MacHaffie confirmed an object impaled the bird’s body. The man who spotted the heron, however, was unable to approach the bird.

Miraculously, the heron wasn’t fazed as it remained fully flighted. Bird rehabbers later learned that the heron was hit by a blow gun dart.

“It was incredible the fact that he was flying,” MacHaffie said.

Months followed and more calls came into the Wild Bird Rehabilitation Center in Tavernier regarding the heron by residents between MM 96 and MM 98. Some spotted the bird at Buttonwood Bay. “He was hanging out in the water and would come up when people were fishing,” MacHaffie said. “They couldn’t get close enough. He was otherwise healthy and was flying around and was eating OK.” Bird rehabbers went out hoping to spot the bird and administer care.

But like many others, they couldn’t get close to the heron. At that point, bird rehabilitators instructed people spotting the bird to monitor for signs of sluggishness.

Eventually, calls regarding the heron stopped. MacHaffie said they assumed either something happened to the heron or he left the area. But a few weeks ago, calls came in spotting the heron with a dart through its chest

— this time at Dolphins Plus Marine Mammal Responder in Key Largo.

Staff members at the dolphin facility spent weeks trying to contain the bird. Leading the effort was Jacky Orkiz, marine mammal trainer who’s had experience working with birds.

She said they first noticed him several weeks ago and believed the wound was fresh.

“He kept hanging around us more and more. We joked that it seemed like he was looking for help because he was getting more comfortable with us,” she said. “He was getting closer to our lagoons. He started hanging outside our fish kitchen area.”

Orkiz said the heron kept returning. Overnight security said when everyone left for the day, the heron would hang out in an outdoor hallway near the fish kitchen. Orkiz said they slowly closed off the area. One morning, she was preparing fish when they spotted the heron. She managed to close off the hallway enough to safely restrained him.

“He was like ‘OK, you got me.’ He was actually very calm,” she said. “We had a spare crate nearby. He didn’t fight much at all. He kind of accepted that was going to happen. We played a long, slow game of just kind of hanging around and not quickly jumping at him to scare him away.”

Jordan Budnik, executive director at the Wild Bird Rehabilitation Center, expressed her gratitude to Orkiz and the DPMMR team for their rescue efforts.

“More than anything, we are so grateful to Jacky for caring enough to take the initiative in capturing this bird.

We could not have done it without her.”

Upon the heron’s arrival, MacHaffie was astonished at the bird’s health.

“He was at a really good weight. He

was standing. He was alert. Of course, he had this blow gun dart through his chest,” she said. “But it wasn’t infected nor actively bleeding. It was very old at this point.”

An X-ray found the dart didn’t hit any bones or major muscles, but it was located a couple centimeters near his collarbone. And it could have done damage, MacHaffie said.

“That’s a long healing process. He would not have been able to fly,” she said.

The blow gun dart arrow was completely rubbing against the heron’s wing. But the bird maneuvered its wing with no problem and no further injury.

MacHaffie said the blow gun dart was pretty loose in the heron’s body. Bird rehabbers were able to snip the top of the dart and pull it out of the bird with no problems.

“Myself and our rehabbers, we were thinking it was going to probably be euthanasia when we were first hearing about him because you have a great white heron with what looks like a spear through his chest,” MacHaffie said. “We assumed there was some damage.”

MacHaffie said a report was filed with Florida Fish & Wildlife Conservation Commission. She hopes it wasn’t an intentional act, but more a “wrong place at the wrong time situation.”

Jason Rafter, public information officer with FWC, said anyone with information regarding the white heron can call the Marathon field office at 305-2892320.

As for the heron, MacHaffie said he passed his flight test. Now, he’s blending in with the rest of the birds.

“He’s doing what he needs to do and he’s living his life,” she said.

Orkiz said the heron’s still flying by the facility.

“It’s kind of cool,” she said.

NO-MAYO TUNA SALAD Skip the mayo, but not the flavor. The secret ingredient behind this creamy tuna fish is plain Greek yogurt.

Canned tuna fish is a convenient and fast lean protein to keep in stock in your kitchen. Naturally lean, tuna fish is a heart-healthy option since it is low in saturated fat and provides a good source of omega-3 fatty acids.

Current dietary guidelines advise adults to consume at least eight ounces of seafood per week. This breaks down to two 4-ounce servings of fish. Oily or fatty fish, such as salmon, albacore tuna, mackerel, herring, sardines and trout, are good catches with omega-3s.

Depending on your preference, either white tuna (chunk or solid) or light tuna can be used for any recipe.

White tuna is usually from larger albacore tuna, while light tuna is usually sourced from smaller fish such as yellowfin or big-eye tuna.

No-Mayo Tuna Salad Makes 3 servings Ingredients: 2 5-ounce cans albacore tuna fish, packed in water 1/3 cup low fat Greek yogurt Juice of ½ a lemon 1 celery stalk, finely minced 2 tablespoons scallions, finely minced 1 teaspoon Dijon mustard ¼ teaspoon garlic powder 1/8 teaspoon salt and 1/8 teaspoon pepper (optional) 1 tablespoon olive oil, if using fat-free Greek yogurt Preparation: 1. Combine Greek yogurt, lemon juice, celery, scallion, mustard, and garlic powder in a medium bowl and mix.

2. Drain tuna and add to bowl. Mix well with fork.

Adjust taste and add additional seasonings if desired.

3. Refrigerate for at least one hour for better taste.

4. Serve with whole grain toast or crackers.

Now that the community weight loss challenge is officially underway, here is a reminder of the most important rules: ALWAYS CONSULT YOUR HEALTH CARE PROFESSIONAL BEFORE MAKING ANY SIGNIFICANT CHANGES TO YOUR DIETARY HABITS OR YOUR PHYSICAL ACTIVITY ROUTINES. • Weigh-ins are private and confidential. Each team’s weight loss will only be shared as a percentage.

• Contestants must weigh in with a photo I.D. every Monday at Fishermen’s Hospital from 4 to 6 p.m. If a contestant misses a weigh-in, his or her most recent previous weight will be recorded again for that week. Consecutive missed weigh-ins may result in disqualification.

• No disrobing or “loading up” is allowed during weigh-ins.

‘NEWSIES’ TAKES THE STAGE AT MARATHON HIGH SCHOOL THIS WEEKEND

he Marathon High School drama club’s shows have never lacked star power in lead roles. In “Newsies,” the club’s latest musical, that power extends across the entire cast.

“It’s not just one or two standouts.

We have a lot of talent in this show,” said director Carrollyn Cox when asked about her choice of the musical. A large male-dominated cast would typically present a challenge for the club, but as Cox said, “I had the cast for it this year, so we just went for it.

“We were able to take the Thespian group up to Fort Lauderdale to see it on tour four or five years ago. Two of the Newsies talked to the kids about how they got into Broadway and gave their personal stories. On the spot, we loved it so much.”

Though rehearsals for the show have ramped up in the new year, initial preparations began more than nine months ago with choreographer Cami Holdinga. “She pretty much taught this entire cast how to tap dance,” said Cox. “She’s getting paid zero for this, and she has been rehearsing the dancers two days a week since August.”

Inspired by the Newsboys Strike of 1899 in New York City, “Newsies” follows a group of homeless newsboys led by 17-year-old Jack Kelly (Joseph Cabrera) as they unionize and protest price increases decreed by New York World publisher Joseph Pulitzer (Sawyer Bisson).

Enlisting the help of reporter Katherine Plumber (Rylee Seligson) to publicize their strike and recruit the rest of the city’s newsies, Jack and Lower Manhattan gang wage war against Pulitzer and other publishers’ treatment of poor child laborers.

“It’s a lot of boys being boys, even though we’re not all boys,” said Cabrera. “That’s one of the most fun parts for me personally, doing guy stuff.”

With such a massive cast and crew featuring more than a dozen seniors, several of the under- and upperclassmen are taking the stage at MHS for the first or second time after years of backstage involvement with the club. Even so, audiences would never know.

Take, for instance, Raymond Paul, a long time stalwart spotlight operator. “He’s tearing it up,” said Cox, laughing as she watched Paul chew on a prop cigar during a post-rehearsal dance tune-up session. “He’s even in character sitting there now, just taking instructions from Cami.”

Preserving their on-stage characters is a strength of the entire cast, as there is always plenty to watch on stage even outside of the principal action. When asked about the importance of their “background acting,” the show’s seniors had a simple mantra.

“Always do more.”

A beautifully lit three-story set impressively recreating city scaffolding provides a backdrop for high-octane fight scenes and dance numbers, including the popular tunes “Carrying the Banner,” “Seize the Day” and “King of New York.” Once again, the cast shows off the depth of their talents as they handle multilayered harmonies with ease. Quick scene changes preserve the pace of the two-and-a-half-hour show that is sure to have audiences cheering for the enraged union by the end.

“Newsies” runs for one weekend only, on Friday and Saturday, April 15-16 at 7 p.m.. Tickets are $10 at the door.

he Marathon Dolphins baseball team made a long-awaited trip south on April 12 to Rex Weech Field to take on the Key West Conchs, renewing a rivalry that lay dormant for more than 10 years. Though Key West emerged victorious in a sound 18-1 win, the Dolphins gained valuable experience for an impending postseason run.

“Key West is a non-district opponent, so this was a friendly county rivalry,” said head coach Joey Gonzalez.

“We looked forward to the opportunity of going down there against a really competitive ball club. Win, lose or draw, it was an awesome experience for the boys to be able to get down to Rex Weech Field and play in a large, almost college-style environment.”

With one week remaining in the team’s regular season, the Dolphins sit atop the standings in the South Florida Baseball Conference. “We lost a couple of really close games that should have gone our way, but the boys have really figured it out and turned the corner going into the final stretch of games,” said Gonzalez. “If we can control what we know we can control in the next couple of weeks, it looks like maybe in two weeks when we head up to Miami Country Day for the conference tournament, we can go in as the regular season champions and get that first-place spot.”

The Dolphins will defend home turf on Friday, April 22 against Westwood Christian. The first pitch is scheduled for 6 p.m.

THE EDISON MIRACLE VINE

Inventor’s visit to small Key Inn ends with a gift

T

homas Edison is best remembered for his groundbreaking work with electricity and the phonograph. He is not so well remembered as an early Florida snowbird, which he was.

Edison first ventured down from New Jersey and into Monroe County in 1885, when he purchased more than 13 acres along the banks of the Caloosahatchee River near the small community of Fort Myers.

Two things happened the following year. First, Edison's home on the banks of the river finished construction. Second, on Aug. 12, Fort Myers and its 349 residents chose to incorporate, becoming only the second town in Monroe County to do so. In 1828, the county’s first city to incorporate was Key West.

Monroe County became a little smaller the following year, in 1887 when Lee County was carved out of a southwest portion of the county.

Fort Myers, the new county’s largest community, was named the county seat.

After his home was built, Edison made Fort Myers his winter retreat for the next 60 years. Buying property in Fort Myers was not his only Monroe County dalliance.

At the tail end of World War I, in 1918, he spent six months living at the Key West Naval Station, working to develop more than 40 weapons. Years later, when roads were built, and a bridge connecting the mainland to Key Largo opened to automobile traffic, he drove down to the Florida Keys. He came in search of rubber.

Hoping to discover a viable domestic source of natural rubber, Edison, Henry Ford and Henry Firestone (namesake of Firestone Tires) formed the Edison Botanic Research Corporation of Fort Myers. There, experiments on more than 15,000 plants were conducted to determine the quantity and quality of the rubber they produced.

Plant experimentation was also conducted with another partner, John Kunkel Small, at the New York Botanical Garden.

Between 1927 and 1929, investigators searched for plants to collect and bring back to test at the lab. Some of those researchers ventured down into the Florida Keys, and Edison, then in his early 80s, was among them. Accompany-

Captain Ed had built. According to Edison, the root would grow into a vine and begin flowering within months. The vine did its job and broke through the soil, and crept up the building’s wall. Eventually, it covered much of the rest of the building. What Mr. Edison’s vine failed to do, however, was bloom.

In the meantime, as word spread about the superior fishing grounds accessible from the Florida Keys and the traffic driving past The Key Inn increased, demand began to exceed the limited facilities the Key Inn offered. Ed and Fern started talking about selling the inn and buying something bigger – that is a story for another day.

All the while, Mr. Edison’s vine continued to grow and cover the building. What it never did, however, was bloom. And then, after a couple of years had passed, something remarkable happened. On Oct. 18, 1931, the day that Thomas Edison died, the vine erupted in lime-scented blooms for the first time since Fern had planted it.

Because Fern never knew what kind of vine it was, she called it the Edison Miracle Vine, and that is what it has been remembered as ever since.

he early decades of the 21st century may be looked back upon as the time when the English language finally met its demise. Grammar and spelling violations have become as common as shirtless photos of evil despot and war criminal Vladimir Putin. It’s bad when punctuation rules are totally forgotten (“Let’s eat Grandpa” vs. “Let’s eat, Grandpa”).

It’s not good when no one can figure out when to use – and not use – an apostrophe. It’s a problem when people confuse “lose” and “loose.” It’s unfortunate that many don’t realize the word “alot” doesn’t exist. It saddens me whenever I see what texting is doing to the once proud and mighty English language (ur hot 2 trott).

But the saddest of all is when I see actual newspaper articles and headlines, written and edited by “professional” writers and editors, that contain egregious errors and should never have been allowed to go to press.

Case in point: a local daily newspaper once wrote about a potential property-taking issue between two local government bodies. This article was the headline story, top of page one. And the headline screamed out, in bold large point type: “Imminent domain proposal rejected.”

Um … could the writer possibly have been referring to “eminent domain?” Imminent refers to something that will happen in a short period of time, as in, “The setting sun revealed that nightfall was imminent.” The word “eminent” refers to having standing above others in either position or quality – as in one government’s ability to take the property of another, or eminent domain. This is not a new legal concept or some strange new language construct that should be unknown to an experienced government writer or professional editor. Governments go through eminent domain proceedings all the time. Sometimes while reading print publications, one gets the constant feeling that the next grammatical error is imminent.

Case in point 2: a local semiweekly newspaper (on its official website, not sure about the print edition) actually used the non-word “syphoned” in both the headline and text of the story.

The downside to all this grammatical ignorance is that the English language really is a wonderful language, chock-full of multiple incredibly nuanced ways to write. Just as important to newspaper writing as The AP Stylebook is Strunk & White’s The Elements of Style. (They’re both valuable resources every writer should have — and Elements gets it right on the Oxford comma!) I just hope that there are more than a few upcoming eminent young writers who will respect and cherish the English language, or its demise truly may be imminent.

‘YUMMY AND HAPPINESS’ Keys Jewish community’s holiday cookbook crammed with ‘delicious’ comfort food CHARLOTTE TWINE charlotte@keysweekly.com

L

ast Sunday, longtime Keys Jewish Community Center members Susan Gordon and Erica Lieberman Garrett attended an organizational meeting for the synagogue.

However, with the productive meeting clocking in at three hours and ending just in time for lunch, the friends were hungry. Or to be completely honest: They were starving. And they drooled while talking about the Jewish comfort food in their “Recipes from the Rock” cookbook.

“My brisket,” Gordon said with a moan. “I’m salivating for my beef brisket. I learned the recipe from my Bubbe.” (Bubbe is the Yiddish word for grandmother.)

“Oy, are we talking about dessert?” Garrett said. “Linda Perloff’s cheesecake. Shout-out to Linda Perloff.”

They spontaneously burst into a rendition of “Tradition” from “Fiddler on the Roof.”

Hungry yet? We are too. And that beef brisket recipe is on page 42 of the cookbook.

The friends say that their Jewish comfort food is “yummy and delicious,” the kind that you and your family tuck into with no remorse during the holidays. For example, chicken soup with matzo balls, lovingly prepared and gently simmered for two to three days. Tangy beef borscht with a generous helping of boiled potatoes. Crunchy caramel matzo cookies. And don’t forget: Make at least six to eight appetizers for your guests when organizing holiday meals. It’s only proper, after all.

Lucky for us, all recipes are in the KJCC Cookbook “Recipes from the Rock,” just in time for Passover this weekend. (See final paragraph for how to order the cookbook.)

During the depths of the pandemic, the KJCC Sisterhood found themselves at wit’s end.

With no way to meet in person for their regular monthly group meals, the women decided to create the cookbook together. Based in Tavernier, they are the only synagogue between Homestead and Key West. And the sisterhood craved community. The cookbook was a labor of love created to keep them engaged while the world shut down.

Many recipes incorporated in this cookbook are from their Shabbat and holiday dinners.

“When we sit down together it feels like home,” said Garrett. “In the Keys we don’t have our immediate family. Many in our Sisterhood have become widows, and we’re here for each other. We’re a very close knit group. We encourage women to come.”

“It’s a true sisterhood,” added Gordon.

A special section in their cookbook is devoted to Passover, the holiday honoring God and celebrating the Hebrews' liberation from slavery in Egypt.

“And this year, Passover has a special meaning,” said Gordon. “We feel for the sadness of the people in the Ukraine. We have a lot of family ancestors originally from Poland and Russia. More than ever, we are thinking of peace.”

“But the regular dinners throughout the year are important for us because we have no access to Jewish food in most of the Keys – no takeout,” said Garrett. “And all who are hungry are welcome to come and eat at our dinners.”

Meanwhile, this weekend, we’ll be cooking the chicken with matzo ball soup. B’tayavon (good appetite), everyone.

Botanical Society speaker to focus on composting The Big Pine Key Botanical Society will hold its monthly meeting on Thursday, April 21 at 7:30 p.m. at the Big Pine United Methodist Church, 280 Key Deer Blvd. on Big Pine Key. College of the Florida Keys accepting applications for summer semester The College of the Florida Keys is accepting applications and registering students for its summer semester. CFK is offering three summer term options. Students can complete courses quickly in the six-week summer term from May 16 to June 24. This term will include on-campus, online, and hybrid courses, which combine both on-campus and online coursework. There is also a 12-week summer term offered completely online, allowing students the flexibility and convenience of learning virtually. The online summer term will run from May 16 through Aug. 8. New students must apply by May 1. Scholarships, financial aid, and payment plans are available.

Additionally, CFK is offering a new summer kickstart semester beginning June 6 and running through Aug. 8. The two classes offered in this nine-week semester are English Composition 1 and Preparing for Student Success. Applications are due by May 10.

FKEC to conduct distribution pole inspection Over the next four months, Florida Keys Electric Cooperative is conducting an inspection of all distribution poles in the Middle Keys from MM 60 to the Seven Mile Bridge.

During the project, people may see contract crews from Clearsight, a company specializing in utility pole inspection, treatment and reinforcement, visually inspecting structures throughout neighborhoods. All inspectors will be in marked vehicles and carry proper FKEC credentials.

The contract crews are surveying all poles, calculating the structures' life spans, and performing any necessary treatment. Any pole replacements deemed necessary will follow.

The inspection is part of FKEC's commitment to ensuring 99.99% reliable power service through preventative maintenance. FKEC members with questions can call member service at 305-852-2431.

The money is a product of the American Rescue Plan of 2021 , which allows for funds to be used as revenue replacement for government services affected by the COVID-19 pandemic – including investments in infrastructure.

The support structure of the bridge is in good condition, according to recent appraisals, but the $1 million will be put toward the replacement of the bridge’s decking.

“The good news is that we have already started the process,” said Solis. “Our consultants are already under contract.”

In other news: • With its mission now complete upon the opening of the renovated Old Seven Mile Bridge, the nonprofit organization Friends of Old Seven presented an $18,000 check to the City of Marathon prior to its dissolution.

The check, representing the organization’s last remaining funds, will be earmarked for improvements to Sunset Park at the base of the bridge’s east end, including a future restroom facility.

“We believe we have accomplished our mission,” said Bernard Spinrad, board president of the organization. “I want to express to you the level of satisfaction I’ve had for close to 10 years.”

• The council discussed a possible change to the city’s First Time Homebuyer Assistance Program. Concerns largely revolved around a potential increase of the loan amount from $10,000 to $20,000 for home purchases of $525,000 or more, as well as language specifying that applicants must have 70% of their income derived in Monroe County. The council heard input from Brian Tewes of Tewes Mortgage and Realtor Josh Mothner concerning income requirements, the purchase threshold for applicants to qualify for the increased loan, and the potential for the loan increase to result in loan-to-value ratios of more than 100%. Following this discussion, the council instructed planning director Brian Shea to move forward with the drafting of a new ordinance for approval at a future council meeting.

• In response to severe congestion and numerous parking-related incidents on private properties adjacent to Sombrero Beach, the council discussed a future resolution identifying areas of Sombrero Beach Road and surrounding neighborhood road rightof-ways as no-parking or potential tow-away zones.

• The council unanimously approved a pay increase for City Attorney Steve Williams in order to bring his salary closer in line with other municipal attorneys in Monroe County.

• The council granted final approval to adjust the zoning and Future Land Use Map (FLUM) of a property at 765 107th Street to Mixed Use and Mixed Use Commercial, respectively. At its first public hearing, the council also approved a zoning and FLUM change to Mixed Use and Mixed Use-Commercial, respectively, for a parcel near U.S. 1 between 69th and 70th Street Ocean.

OBITUARY

DONALD ALLEN WAGNER SR. 1940-2022 Donald Allen Wagner Sr., 81, passed away on Friday, April 8. He was born in Durham, North Carolina, on Sept. 2, 1940 to the late John Allen Wagner and Mary Elizabeth Myers Wagner. He was preceded in death by his daughter, Johna Wagner Potts, and son, John Michael Wagner.

Mr. Wagner was the owner of Wagner’s Auto Salvage Inc. for 49 years. He was a pilot and flew his plane for many years. He loved fishing and was the proud owner and captain of the “Patricia Ann,” which he chartered for many years.

Surviving are his wife of 52 years, Patricia Walker Wagner; son, Donald Allen Wagner Jr.; daughter, Pam Wilson; grandsons, Kevin Curtis Potts and fiancée Magee Hite, Jacob Wilson and Josh Wilson; son-in-law, John Curtis Potts; special friends, Deborah McCrea, Robbi Badgett, Naomi Wagner, Jeanette Walker, Lisa Hernly, Susie McBroom and Sandy Brown; and a host of close friends in the Florida Keys and dedicated employees.

A funeral service was held on April 13 at 2 p.m. at Clements Funeral Chapel in Durham with Rev. Woody Freeze officiating. Burial was in Oak Grove Memorial Gardens.

n April 7, three FWC officers on routine water patrol in Boot Key Harbor saw a twin engine 32-foot Glasstream Marine in the area with two men on board. Officers also saw fishing poles in the upright position in the stern rod holders. The officers decided to stop the boat for a marine resource and boating safety check. They discovered about 210 gallons of fuel in 14 separate 15-gallon containers located in the berthing area. The berthing area had no means of ventilation and had a strong odor of fuel emitting from it.

Other items on the vessel included two console GPS units, a handheld GPS, a satellite phone, a fuel transfer pump and a large quantity of water and electrolyte beverages. FWC officers notified Customs and Border Protection, Homeland Security and the Coast Guard. The vessel and belongings were turned over to Homeland Security. The two men, both of whom live in Hialeah, were placed under arrest by FWC for transportation of fuel in a compartment without proper ventilation and cited for littering. The incident is being investigated by Homeland Security and more possible charges are pending.
