ey West High School’s new, $15 million football stadium shouldn’t be built at the expense of its adjacent baseball complex, school board member Mindy Conn said on April 12, as the board reviewed and ultimately approved a conceptual master plan for the new Tommy Roberts Memorial Stadium on Kennedy Drive. Conn was the only dissenting vote.

Pat Lefere, the school district’s director of operations and planning, presented a conceptual master plan for the new football stadium, which backs into the baseball team’s Rex Weech Field.

Long in need of replacement, and with bleachers deemed unsafe for use, the new football stadium will feature new bleachers, with a concession stand and restrooms underneath, and a new press box. Plans also include new locker rooms and a possible bunk room for visiting teams to stay overnight. A new turf field will replace the current grass, Lefere said, emphasizing that the conceptual plan “is still in the very early stages and can be adjusted.”

In response to questions from Conn, Lefere acknowledged that the positioning of the new football bleach-

ers will shorten the baseball outfield by 20 to 40 feet. The centerfield fence is currently 360 feet from home plate, while the new plans would move the fence to 342 feet. The outfield fences in left and right field are currently 406 and 409 feet from home plate, and would be shortened to a maximum distance of 390 feet, Lefere said.

“My concern is that we already have kids hitting beyond 400 feet,” Conn said. “A shorter field screws up everyone’s numbers. Right now, the centerfield fence is at 360 feet and our outfielders are already running into that fence.”

School board chair John Dick shared Conn’s concerns about a shorter outfield.

“Do whatever you can not to shorten those fields,” Dick told Lefere.

“If you can somehow get it to what we have now, do it.”

Lefere said the new football bleachers must be placed farther from the road and closer to the baseball field “because of the city’s setback requirements.”

“Well, have you asked the city for a variance to change that?” Conn asked.

The answer was no. “We can certainly ask,” Lefere told her.

owners regularly ask for fewer parking spaces than are required, or shorter setbacks from a property line to make more room for a deck, a pool or an addition.

Such requests start with the city’s planning department. If denied by the planning board, the applicant can, and often does, file an appeal that’s decided by the city commission.

“Then it would become a political issue, right?” asked board member Andy Griffiths, meaning the city’s elected officials, some of whom are seeking re-election, would have to support or oppose a variance request that would help the local baseball team.

“Yes, a negative answer from the city’s planning board would make it a political issue for the city commission,” school board attorney Dirk Smits answered.

Lefere again promised to seek a variance to the setback requirement for the new bleachers.

Conn also pointed out that the conceptual plan did not include some features that the baseball team currently has, such as a double bullpen so two pitchers can warm up at once.

Lefere assured her such things could be added in the design phase, but not until the board approved the conceptual plan.

“It sounds like we need a new design that takes into account more than just seating for football,” Conn said.

“This is all because the new football bleachers can’t be set farther back. I don’t want to see us taking anything away from baseball. In my opinion, baseball is not getting what it needs.”

ilmmaker Michael Kirk and his family found themselves at home in the Florida Keys when they first visited during an RV trip a few years ago.

“We loved it and always said we’d come back,” said Kirk, who had been working on films and television productions in Nashville and Central Florida.

When COVID hit, a job in Charlotte, North Carolina fell through, and the Florida Keys called the Kirks back, as the island chain tends to do to those who know they belong here.

“We made the decision a little over a year ago that this is where we want to be,” said Kirk, who quickly “got hooked” on the community, its culture and, yes, its characters.

Kirk met and began working on Big Pine with radio host and podcaster Matt Asher.

The thought of directing a documentary about Key West’s storied history hadn’t occurred to him until Tom Greenwood, a historical consultant, invited Kirk to tour the Key West Museum of Art & History at the Custom House with curator Cori Convertito.

“I was so impressed exploring their private collections and just absorbing everything about this island,” he recalled. “Then I asked, ‘Didn’t I hear something about a 200th anniversary or bicentennial event?’”

Greenwood and Convertito detailed the plans for the year-long celebration commemorating the 200th anniversary of Key West becoming a U.S. territory. (The city was actually incorporated a few years later.)

“So they’re walking me through all these plans to honor the island’s history, and my first question was, ‘That sounds amazing. Who’s handling the film portion of it?’ Cori and Tom looked at each other, then at me, and said, ‘No one. You should do it.’ I didn’t hesitate and instantly said, ‘I will.’”

The film, “Key West: 200 Years of History & Culture,” was born. It wasn’t yet funded, but the seed was planted.

Kirk’s two-word answer sealed his fate for the next four and a half months as he set to work researching, interviewing, producing and directing a feature-length documentary film.

“I wanted to do this for the community that made us feel so welcome,” Kirk said. “It’s the first true and honest documentation of Key West’s full history. I felt excited, honored and obligated to do it.”

The film is the first ever to dive deep into the diverse history of a fiercely independent island that’s unlike any other.

Kirk partnered with the KWAHS and worked with Convertito, Greenwood and Key Wester extraordinaire George Fernandez.

“We formed a small task force, and I said, ‘We’re going to need to raise money.’ Jean Carper and Blake Hunter were the first two people to step and make this happen. Then we added more and more great sponsors — businesses and individuals. We worked our butts off and got it done in four and a half months.”

Documentaries of this scope — 1 hour 42 minutes — typically take eight to 12 months to produce, Kirk said, adding that he’s thrilled to have partnered also with the Monroe County School District. “The superintendent has a team of folks who will break down each segment for third, eighth and 11th graders and turn them into

history lessons so students can really see their island’s visual history instead of just reading about it somewhere.”

A shortened version of the film will also live for the next decade or so at the Custom House, where tourists will be able to view it and gain a better understanding of where they and where it came from.

Key West’s annual Fantasy Fest is about to change.

City leaders decided at a December 2021 Leadership Retreat they want to “transform the event into a positive, clean festival enjoyed by both residents and visitors.”

More recently, at the April 5 city commission meeting, officials authorized City Manager Patti McLauchlin to negotiate a new contract with the Tourist Development Association, which produces Fantasy Fest. (The TDA is the association that produces Fantasy Fest.

It is not to be confused with the Monroe County Tourist Development Council, or TDC, a county government agency that uses bed tax dollars collected by hotels and lodging establishments to promote Key West tourism and fund large-scale projects and improvements that will benefit tourism.)

The April 5 agenda item initially directed McLauchlin to negotiate a one-year contract with the TDA, but TDA president Steve Robbins, and Key West Chamber of Commerce director Robert Goltz told the commission that events the size and scale of Fantasy Fest require multi-year contracts because producers negotiate multi-year agreements with sponsors.

The commission voted unanimously on April 5 to leave the contract length up to McLauchlin.

Goltz had suggested a three-year contract with two one-year renewal options, but no details have been finalized.

Festival Director Nadene Grossman Orr met on April 12 with McLauchlin, and said the city manager understands the TDA’s need for a multi-year contract.

“There will be some changes to Fantasy Fest and we’re amenable to that,” Grossman Orr told the Keys Weekly.

“There will definitely be a parade and a Masquerade March. Canceling the street fair on Duval Street is under consideration, but has not been officially voted on yet by the TDA board.”

The street fair was canceled last year due to COVID concerns, and many Duval Street business owners said they appreciated its absence, as it tends to keep people off the sidewalks and out of their businesses while they peruse the vendor booths in the street.

As for nudity, “Nudity is illegal. We always emphasize creative costuming.

As usual, it boils down to enforcement,” Grossman Orr said, adding that there’s “an unusual perception out there” that the TDA markets Fantasy Fest as a nudity-welcome event to people who participate in such events elsewhere.

“There is zero marketing to target that market,” Grossman Orr said. “All of our materials emphasize Fantasy Fest as a creative, costumed event. We market to next-generation festival goers, and to like-minded, affluent people who like music, art and costuming events.”

She said what the event really needs in order to bring about the desired transformation is participation.

“We challenge the city and the county and any individuals, businesses and government agencies with the means and the space to build floats and participate in the parade,” she said.

he new Frederick Douglass Community Center in Bahama Village took a giant step forward on April 5, when Key West leaders unanimously approved plans for the new 9,500-square-foot building at 111 Olivia St. The current building, known as The Annex, is directly behind the large, green Frederick Douglass Gymnasium on Emma and Olivia streets. The existing annex building will be demolished and the new community center will include a commercial kitchen, computer lab, music room, sound studio, a main hall assembly space, classrooms and offices.

“This city-owned site is home to the Frederick Douglass Gym/Roosevelt Sands Center and formerly included the historically black school building, which was in use until after desegregation,” states the city’s planning department report. “The gym’s namesake, Frederick Douglass, was a renowned abolitionist, orator, statesman and former slave. Many of Key West’s black leaders attended the school,

including current Key West City Commissioner Clayton Lopez.”

The Frederick Douglass Gym Expansion Project is a priority for the city commission as well as community leaders in Bahama Village.

“The intent of this project is to provide deeply needed community services, including youth education, job training, and meal services to those in need,” state the planning documents, which add that the new construction will start once the existing 6,100-square-foot music and tutoring program building that’s attached to the gym is demolished.

The existing gym will remain intact. “The new courtyard and rear covered entry area of the proposed community center will allow the gym and the center to function more cohesively and offer more benefits to neighbors and residents citywide.

New construction will include a 9,587-square-foot onestory building, expanding opportunities relative to the existing Annex building, and will include a new parking lot and landscaping.”

Key West and Monroe County officials are talking very tentatively about swapping properties and partnering on the redevelopment of the old diesel plant at Truman Waterfront.

“The county could potentially trade Higgs Beach to the city in return for a portion of the city’s HAWK missile property near Government Road, which the county-owned airport needs for mitigation,” County Commissioner Craig Cates told the Keys Weekly on April 12. “The county doesn’t need to own a beach that’s in the center of the city.”

He emphasized that all discussions are very preliminary and no decisions are even close to being made. “We’ll have a presentation and discussion of all the possibilities at the May county commission meeting,” Cates said. “County Administrator Roman Gastesi is pulling all the numbers together.”

Key West City Manager Patti McLauchlin said she has long had a vision for a cohesive community space around Higgs Beach, Knight Pier and Indigenous Park. “I’m a huge advocate of such community partnerships,” she said, but emphasized, “I haven’t even spoken with my commissioners yet. These are just ideas and there’s a lot to discuss.”

Those ideas include much more than the Higgs Beach/HAWK missile trade.

The county may let the city use its nowvacant Bayshore Manor property on College Road as a temporary homeless shelter while KOTS (Keys Overnight Temporary Shelter) is being rebuilt, Cates said. Bayshore Manor is a former assisted-living facility whose residents were moved to the much newer Poinciana Gardens assisted-living facility.

“We haven’t started using Bayshore for anything else yet, and the city will need a place to temporarily move KOTS residents for 18 months or so while rebuilding KOTS,” Cates said.

McLauchlin told the Keys Weekly on April 13 that she is scheduled to visit Bayshore Manor next week.

The final piece of the potential property puzzle could be a new city-county partnership to redevelop the historic diesel plant at Truman Waterfront to include a new senior center in part of the building.

“The county has $5 million in the bank to replace the senior center that used to be next to the Harvey Government Center on Truman Avenue,” Cates said. “What if the county goes in with the city to help restore the diesel plant and then use part of it as a senior center?”

Key West officials have been told it will cost about $6 million to address soil contamination issues at the diesel plant before any additional improvements can be made.

The city has drafted, but not yet issued, a Request for Proposals seeking private partners in the diesel plant who could develop part of it for commercial use and part for public benefit.

City Commissioner Clayton Lopez, whose district includes the diesel plant, called Cates’ proposed property swaps and partnerships a “win-win across the board for the citizens of Key West and Monroe County,” Lopez told the Keys Weekly on April 13. “A senior center funded by the county wouldn’t solve the expense of restoration of the diesel plant, but it would be a tremendous first step.” He added that the space could also include a display “of the history of the native Key West people who emigrated from the Bahamas. The possibilities are many. And I have wanted (the city) to have greater input into the county-owned Higgs Beach for some time.”

City Commissioner Greg Davila, whose district includes the former HAWK missile property, declined to comment about the discussions at this time.

‘YUMMY AND HAPPINESS’ Keys Jewish community’s holiday cookbook crammed with ‘delicious’ comfort food CHARLOTTE TWINE

L

ast Sunday, longtime Keys Jewish Community Center members Susan Gordon and Erica Lieberman Garrett attended an organizational meeting for the synagogue. However, with the productive meeting clocking in at three hours and ending just in time for lunch, the friends were hungry. Or to be completely honest: They were starving. And they drooled while talking about the Jewish comfort food in their “Recipes from the Rock” cookbook.

“My brisket,” Gordon said with a moan.

“I’m salivating for my beef brisket. I learned the recipe from my Bubbe.” (Bubbe is the Yiddish word for grandmother.)

“Oy, are we talking about dessert?” Garrett said. “Linda Perloff’s cheesecake. Shout-out to Linda Perloff.”

They spontaneously burst into a rendition of “Tradition” from “Fiddler on the Roof.”

Hungry yet? We are too. And that beef brisket recipe is on page 42 of the cookbook.

The friends say that their Jewish comfort food is “yummy and delicious,” the kind that you and your family tuck into with no remorse during the holidays. For example, chicken soup with matzo balls, lovingly prepared and gently simmered for two to three days. Tangy beef borscht with a generous helping of boiled potatoes. Crunchy caramel matzo cookies. And don’t forget: Make at least six to eight appetizers for your guests when organizing holiday meals. It’s only proper, after all.

Lucky for us, all recipes are in the KJCC Cookbook “Recipes from the Rock,” just in time for Passover this weekend. (See final paragraph for how to order the cookbook.)

During the depths of the pandemic, the KJCC Sisterhood found themselves at wit’s end.

With no way to meet in person for their regular monthly group meals, the women decided to create the cookbook together. Based in Tavernier, they are the only synagogue between Homestead and Key West. And the sisterhood craved community. The cookbook was a labor of love created to keep them engaged while the world shut down. Many recipes incorporated in this cookbook are from their Shabbat and holiday dinners.

“When we sit down together it feels like home,” said Garrett. “In the Keys we don’t have our immediate family. Many in our Sisterhood have become widows, and we’re here for each other. We’re a very close knit group. We encourage women to come.”

“It’s a true sisterhood,” added Gordon.

A special section in their cookbook is devoted to Passover, the holiday honoring God and celebrating the Hebrews' liberation from slavery in Egypt.

“And this year, Passover has a special meaning,” said Gordon. “We feel for the sadness of the people in the Ukraine. We have a lot of family ancestors originally from Poland and Russia. More than ever, we are thinking of peace.”

“But the regular dinners throughout the year are important for us because we have no access to Jewish food in most of the Keys – no takeout,” said Garrett. “And all who are hungry are welcome to come and eat at our dinners.”

Meanwhile, this weekend, we’ll be cooking the chicken with matzo ball soup. B’tayavon (good appetite), everyone.

Key West United Methodist Church holds its sunrise service at 6:30 a.m. Sunday, April 17 at Smathers Beach (No. 11 steps). Bring a beach chair or blanket.

The Marriott Beachside Hotel will host an egg hunt at 11 a.m. Sunday, and the Hard Rock Cafe on Duval Street has invited the Easter Bunny to brunch from 11 a.m. to 1 p.m.

The Reach Resort has a full day of Easter events, starting with breakfast at Four Marlins restaurant from 7 to 11 a.m. Brunch follows from 11:30 a.m. to 3 p.m. with live music by Bria Ansara. Photos with the Easter Bunny are available at 1 p.m.

SCHOOL BOARD HEARS FROM PARENTS WHO BACK NEW LEGISLATION RULES REQUIRE AUDITS OF ALL INSTRUCTIONAL MATERIALS MANDY MILES

even Florida Keys parents on April 12 put the county school board and administration on notice that they will be monitoring the school district’s implementation of two new education bills that will become law on July 1.

Representing the Keys chapter of Moms for Liberty, Tia Kollars told the board that she is a “big proponent” of Gov. Ron DeSantis and the two bills, including the Parental Rights in Education bill, which its critics nicknamed the “Don’t Say Gay” bill. Kollars and others also spoke in support of the bill that requires school districts to audit all instructional materials available to students, and to allow parents to object to any of those materials.

“I’m excited to see how the district handles this monumental task by July,” Kollars said.

“Our first step is to audit all schools to see where we stand in each location. Schools often interpret policies differently and individual school administrators make different decisions, often with no oversight.

We need to ensure that teachers aren’t sharing personal opinions. We need someone watching all the schools to avoid lawsuits.”

The Parental Rights in Education bill does not ban the word “gay,” and the word gay does not appear in the bill text.

Instead, the bill bans “classroom disscussion about sexual orientation or gender identity in primary grade levels or in a manner that is not age-appropriate or developmentally appropriate for students.” It allows parents to sue a school district for violating the bill.

Another speaker criticized the school district for airing CNN10, a news program targeting middle school students, during homeroom each morning.

“Are you just taking the word of CNN 10 that it’s age appropriate?” the speaker asked the board. “On March 30, there was a selection of subjects that ranged from the war in Ukraine to a wardrobe malfunction of Katy Perry. The nature of the malfunction was a rip in the derriere of her extremely tight pants.”

The speaker’s phone call was then disconnected and attempts to reconnect were unsuccessful.

Another speaker told the board “the bills are wonderful because they address a real issue.” She praised the new transparency rules that “allow parents to make choices about whether they’re comfortable having their child attend public school at all. Now is a very tumultuous time and parents don’t trust schools.”

Multiple speakers suggested the Monroe County School District consider assembling school-based committees with parental advisers and watchdogs.

Following the public comment period, board member Andy Griffiths told his colleagues, “I’m sensing in this, my 30th year on the school board, that we’ve got a group forming that’s very interested in what we’re doing. They don’t always have their facts right because they don’t always know much about what we do, but we’d better listen to them, because this is a movement that’s starting Keyswide. I think this is an opportunity for us.”

This was the victorious Tiger, but not based on his four-day score at the Augusta National Golf Club.

Rather, this was the Tiger of survival. Fourteen months ago, he was in a horrific automobile accident, from which it was said that his professional golf career would not recover. That he might not walk again. That his injuries were so serious he might even lose a leg. But none of those occurred.

Instead, he worked and worked and worked on his body and decided on the morning of Thursday, April 7, that he would enter the Masters, an event he has won five times. His next goal was to make the cut, which narrows the field of players after the second round of golf to the top 50 (including tie scores), so he could play Saturday and Sunday. And that he did. Then, of course, reality set in. As I watched him on television over the weekend, it was obvious his body had not fully recovered. He limped. He was hurting. His shots and putts did not remind viewers of the old Tiger. But he soldiered on. His four-day scores were 71-7478-78. Of the 52 golfers who made the cut, he finished in 47th place at 13 over par. He made $43,500.

Woods will need a lot of ice and time to recuperate. The next major golf tournament is the PGA Championship May 16-22 in Tulsa, Oklahoma.

It’s probable that he won’t play on the tour until then — if even then. After that, the U.S. Open is June 13-19 at the Country Club in Brookline, Massachusetts. After the Masters, Woods said he would prepare and decide on those tournaments as he did the Masters.

But he said he would play in the British Open July 11-17 at St. Andrews in Scotland.

His schedule might resemble that of another great golfer who was in a car wreck, Ben Hogan, who suffered a broken collarbone, pelvis, rib and ankle in his accident in 1949. The next year, Hogan won the U.S. Open and

I have not been a Woods fan, possibly because I am (or was) such a super fan of Jack Nicklaus, the player I have followed since his days as a teenager. But this past week, I could not have been more in favor of Tiger Woods. I particularly liked the way he talked about his “team.” I hadn’t heard him talk that way before. Have you?

Woods’ presence in the Masters took away some of the excitement of the tournament itself, won by Scottie Scheffler at 11 under par. Sunday’s fourth round started with Scheffler four strokes ahead of Cameron Smith and after Smith birdied the first two holes and Scheffler struggled to make pars, it appeared there would be a contest.

Both Scheffler and Smith put their third-hole drives in the woods, then down a hill from the hole with bogies in view. Scheffler pitched first and the ball went right in the hole for a birdie, probably the most important shot of the day. Smith made the expected bogie and the duo were four strokes apart again. Scheffler never let up while Smith faded and Rory McIlroy exploded, making up eight strokes and finishing runner-up to Scheffler by three while the winner was losing ground on his final hole – taking four putts.

In this calendar year, Scheffler has won four tournaments for $9 million, including $2.7 million for the major. All in 57 days. Not bad, huh?

ver the weekend the Key West Conchs squared off against the West Broward Bobcats. It was a losing battle for the Conchs. On Friday night, the Conchs were no-hit and shut out 2-0 by the Bobcats. Andris Barroso was on the mound for the Conchs, giving up only three hits and one earned run. The second run came from a collection of errors made by Key West.

Saturday night started with a bang for the Bobcats when the Conchs gave up a home run to the leadoff batter. The Conchs’ bats came back after Barroso hit a line drive triple to left field, scoring two runs to put Key West on top.

But it was all downhill from there. The Conchs’ pitching struggled in the fourth inning, with the Bobcats scoring 8 runs, 6 of which were walked home. Key West went through four pitchers in seven innings, giving up a total of 7 hits and 14 walks with 5 strikeouts. The Conchs were able to manage 5 hits and 4 runs during the contest, including 2 hits from Preston Herce and 3 runs batted in from Barroso.

Things turned around on Tuesday night as Key West faced its Keys rival, the Marathon Dolphins. Marathon began the game by scoring one run off a collection of hits. That’s where the Dolphins’ dominance ended. In the bottom of the second inning, the Conchs’ bats came alive scoring them eight runs, which was just the beginning for Key West. The first run for the Conchs came on a fielder’s choice, scoring Wyatt Kuhn. Key West scored three more runs after Trevor Zuelch doubled, scoring Barroso, Noah Burnham and Herce. Zuelch went on to score on a line drive double from Kai Smith.

The Conchs didn’t slow down, as the next at-bat came to Kuhn, who hit a deep home run to straightaway centerfield, scoring Smith. The Conchs were ahead 8-1 going into the third inning. Key West did minimal damage in the bottom of the third as Noah Burnham doubled, scoring Jose Perdigon. The Conchs picked it

back up in the bottom of the fourth inning, scoring an additional nine runs. The majority of runs in the inning came on hard-hit singles from Sam Holland, Perdigon, Herce and Smith, as well as a double from Jack Haggard, scoring two runs. The Conchs’ bats were healthy and put the game out of reach for the Dolphins as they defeated them 18-1 in five innings. Key West banged out 15 hits including multiple hits from Noah Burnham, Herce, Smith, Anden Rady, Holland, and Perdigon. The 18 runs came on 17 runs batted in, including Zuelch leading the way with four.

Felix Ong started on the mound for the Conchs. He pounded the strike zone, throwing a total of 47 pitches, 40 of which were for strikes. He allowed the lone run on three hits and totaled eight strikeouts over four innings pitched.

Haggard came in to close out the game in the top of the fifth. He struck out two of the three batters he faced after Noah Burnham caught a Dolphin stealing second to end the game.

LAWMAKERS LET DESANTIS REDRAW CONGRESSIONAL MAP SPECIAL SESSION SET FOR APRIL 19

G

ov. Ron DeSantis’ veto on a new Florida congressional map is bringing lawmakers back to the state’s capital for a special session on Tuesday, April 19.

Legislators approved the map well before the session concluded, despite statements by DeSantis that he’d likely reject what they proposed. Leaders in the Florida House and Senate say they’re now deferring the map redraw to DeSantis as they prepare for a short session.

In a joint statement reGov. Ron leased on April 11, Senate DeSantis President Wilton Simpson and House Speaker Chris Sprowls said legislative reapportionment staff won’t be drafting or producing a map for introduction during special session. Instead, the two say they’ll wait for communication from the governor’s office with a map that he will support.

“Our intention is to provide the governor’s office opportunities to present that information before House and Senate redistricting committees,” the two said in the joint statement. “We look forward to working with you next week as we complete our constitutional obligation for the 2022 redistricting process.”

Following each decennial census, the legislature redraws districts by which Florida voters elect their state representatives, senators and members of the U.S. House. Through the redistricting process, legislators redraw congressional and legislative districts to adjust for uneven growth rates in different parts of the state.

They also redistribute seats in the U.S. House based on the census. Florida’s population grew from 18.8 million in 2010 to 21.5 million in 2020. As a result, Florida gets one more representative to the U.S. House, for a total of 28.

Florida’s 26th Congressional District currently includes all of Monroe County and a portion of south-west Miami Dade County. Per the legislative-approved Congressional map, those boundary lines largely remain the same, but it would become the 28th Congressional District. U.S. Rep. Carlos Gimenez would continue representing residents within the district. Elected in 2020, his two-year term is up this year.

The main issue leading to DeSantis’ veto of the map on March 29 surrounded Florida’s 5th Congressional District in north Florida. A sevenpage memorandum by DeSantis and Ryan Newman, general counsel, states that Florida’s 5th Congressional District, in primary and secondary maps enacted by the legislature, violates the Equal Protection clause of the 14th Amendment.

“It assigns voters primarily on the basis of race,” the memorandum says, “but is not narrowly tailored to achieve a compelling state interest.”

Per Politico, the ​​ governor took aim at the seat held by U.S. Rep. Al Lawson, a black Democrat from Tallahassee.

Lawson’s north Florida district traverses roughly 200 miles and connects minority neighborhoods in Jacksonville with those in the state capital and in Rep. Al Lawson neighboring Gadsden County, the state’s only majority black county.

“The court has interpreted the Equal Protection clause of the 14th Amendment to the U.S. Constitution to prohibit state legislatures from using race as the ‘predominant’ factor motivating (their) decision to place a significant number of voters within or without a particular district … unless they can prove that their ‘race-based sorting of voters’ serves a ‘compelling interest’ and is ‘narrowly tailored to that end,’” Newman wrote.

DeSantis said in an April 12 press conference in Miami-Dade that the map will have north Florida drawn in a neutral manner.

“We are not doing a 200-mile gerrymander that divvies up people based on the color of their skin. That is wrong,” he said. “That’s not the way we govern in the state of Florida. That will be litigated, but I can tell you the original district would absolutely have been litigated.”

In a statement on April 11, Lawson said the Florida legislature is caving to the intimidation of DeSantis and his desire to create additional Republican seats in Congress by eliminating minority-access districts.

“Previously, the Florida Supreme Court scolded the Florida legislature for injecting partisan politics into the reapportionment process. Florida voters were hopeful that legislators would have learned their lesson. They did not,” he said.

“Again, I am not surprised, but disappointed with the legislature’s inability to fulfill their constitutional duties as elected officials without political interference from DeSantis.”

Time is ticking for state officials to get a new map in place to accommodate the additional congressional district in Florida. June 17 is the final day for a congressional candidate to qualify.

The primary election is set for Aug. 23.

As state lawmakers prepare for a return to Tallahassee, many are seeking a special session to deal with Florida’s property insurance crisis.

Letters from Republicans and Democrats were sent to DeSantis in the past few days calling for the House and Senate to convene.

“Florida is nearing a tipping point, and our neighborhoods are in danger of losing their viability,” said state Sen. Lauren Book, minority Democratic leader. Some insurance companies have been unable to reissue policies, are ceasing operations or are pricing renewals at unaffordable rates, leaving thousands of Floridians with the unsettling surprise that they’ve lost coverage and must scramble to protect their most valuable asset. All of these issues are clearly creating an affordability crisis for our constituents.”

State Rep. Jim Mooney said he expects a special session on insurance.

“I’m not sure when it’ll be, but my thoughts are prior to the election,” he said.

THE ART OF BACKCOUNTRY LOAFING

Y

ou could see them from a couple miles away, a thin ribbon of white over a thin ribbon of beige over a thin ribbon of azure. The azure was the MARK edge of the Atlantic. The beige was the low HEDDEN line of the sandbar. The white was a flock of American white pelicans, though “flock” implies some sort of ... is a photograambition, as if they were doing something, or at least pher, writer, and semi-professional considering it. But really it was midday and hot, and birdwatcher. He even from that distance I was pretty sure they were has lived in Key engaged in what ornithologists’ never-ending science West for more than 25 years and jargon labels “loafing.”

They don’t seem to buy into the belief that idle time is wasted time. So why not spend a few hours a day, wings tucked, staring blankly into space?

I didn’t really care that the birds weren’t up to much. I was out in my boat and suddenly had a strong urge to see American white pelicans. It wasn’t a quest, more of a low-grade spiritual imperative, driven by the fact that I was about to head out of town for two weeks, and the knowledge that when I get back, they will most likely be gone.

So I throttled up and headed toward them, paying more attention to the depth finder the closer I got.

You tend to think of American white pelicans as middle-ofthe-country birds; seabirds that have decided to branch out and specialize in lakes. (This idea may not hold up in an evolutionary sense.)

Their breeding range is a little more northerly than the one in my mind, with large, spotty patches of California, Oregon, Nevada, Colorado and Wyoming. The biggest one starts in the Dakotas and spreads north into a couple of Canadian provinces, which, according to my map, are called Alberta, Saskatchewan and Manitoba.

They tend to winter in Texas, Mexico and Florida.

My memory of seeing them for the first time is still tack sharp.

My wife and I were hiking on Snake Bight Trail in the Everglades on an early camping trip. We were moving rather briskly lest the swarms of mosquitoes would catch up and land on us.

But then, in the middle of an open section of coastal prairie, amidst all the coastal mud, the glasswort and the saltwort, we saw them, just overhead at first, an air wing of about 30 birds, all in a straight line. They were huge – wingspans about a third longer than the brown pelicans we see every day, and nearly twice the body mass. And they were all white, save for a thick, black trailing edge on their wing that gave them a kind of a formal air, as if they’d overdressed for an occasion, right there in the middle of all that nature.

They flew overhead in a straight line, then began to spin like a rotor, the inside bird moving the slowest, the outside bird the fastest, like skaters trying to crack the whip. They must have hit a thermal because the whole spinning lot of them spun up into a cornflower blue sky and disappeared like an apparition.

It was such a stunning sight that my wife and I both stopped slapping at the mosquitos and gave in to the anemia that was soon to come from the imminent blood loss.

I’ve seen them quite a few times since then, flying in high flocks over the beach at Curry Hammock State Park, or in a low line just over the water in the Lakes, or in a chaotic swirl above Barracouta Key. There is also, quite often, a lone bird hanging out by one of the ponds on the Key West Golf Course.

But the most reliable place to see them is on that sandbar, sometimes known as Bruce Key, between Woman Key and Boca Grande.

I got the boat as close as I could, anchoring in about 2 feet of water with an incoming tide. I put my binoculars and camera into a dry bag, then dropped over the side and started wading. The birds appeared closer than they were, and it was about a quarter mile of slow motion hiking across the sand. (Shoes might have helped.)

When I arrived, Bruce Key was empty. The American white pelicans, those tricksters, were actually on a further sand bar.

I thought about going closer, but the baybottom on the other side was starting to get that soft mucky feel that’ll swallow you up to your knees. And there was a deeper water channel running between me and them.

American white pelicans used to be rare in the Keys, but their numbers have increased steadily in recent years, to the point that they can now be considered regular wintering birds, though we’re not sure why.

Unlike their cousin, the brown pelican, they don’t plunge dive to feed, but instead hunt in packs. Forming organized lines, they collectively chase fish into the shallows, making them easier to gobble up. (They must also do this in the Keys, though I’ve only seen the behavior on the mainland.)

In a month or two, the adults would all grow these knobs in the shape of bell curves on the upper mandibles of their beaks, as well Mohawk-looking plumes on the backs of their heads. They would pair up to spend the summer raising small clutches of more white pelicans. And feeding would take up a much larger part of their day.

But at the time, they were simply standing, still as a group of statues.

I spent a while trying to get an interesting photo, but with all the distance and inaction, I gave up. (The photo here is from a different trip.)

Finally I just sat down in the sand and watched them blankly, joining them in their loafing.

ne hour a week makes a huge difference, and volunteers are always welcome every Friday morning, when teams clean up a designated area of the island.

Thirty-six volunteers spent an hour on April 8 collecting 140 pounds of trash, 29 pounds of recycling and 1.5 gallons of cigarette butts.

Visiting naval personnel from California were in Key West for three days and said they always find time to give back to each community they visit.

Here is the schedule for the next cleanup. All are invited to join the Friday morning cleanups from 8 to 9 a.m.

Parking is provided and all volunteers receive a 24-hour bus pass in exchange for their time.

Early Bird Cleanups take place from 8 to 9 a.m. Fridays in the following locations for April: Friday, April 15 — Custom House on Front Street.

Friday, April 22 — Venetian Drive/Airport Blvd.

Friday, April 29 — Simonton Beach.

Sunday, April 24 Join the 2nd Annual Tunaskin Beach Keepers Beach Club Island Clean Up from 9 a.m. to noon on Sunday, April 24. he College of the Florida Keys is accepting applications and registering students for its summer semester. CFK is offering three summer term options. Students can complete courses quickly in the six-week summer term, May 16 - June 24. This term will include on-campus, online and hybrid courses, which combine both on-campus and online coursework. There is also a 12-week summer term offered completely online, allowing students the flexibility and convenience of learning virtually.

This summer term will run May 16 - Aug. 8. New students must apply by May 1. Scholarships,

financial aid, and payment plans are available.

Additionally, CFK is offering a new summer kickstart semester from June 6 - Aug. 8.

The two classes offered in this nine-week semester are English Composition 1 and Preparing for Student Success. Applications are due by May 10. This semester may be of special interest to graduating high school students.

THE EDISON MIRACLE VINE Inventor’s visit to small Key Inn ends with a gift

T

homas Edison is best remembered for his groundbreaking work with electricity and the phonograph. He is not so well remembered as an early Florida snowbird, which he was.

Edison first ventured down from New Jersey and into Monroe County in 1885, when he purchased more than 13 acres along the banks of the Caloosahatchee River near the small community of Fort Myers.

Two things happened the following year. First, Edison's home on the banks of the river finished construction. Second, on Aug. 12, Fort Myers and its 349 residents chose to incorporate, becoming only the second town in Monroe County to do so. In 1828, the county’s first city to incorporate was Key West.

Monroe County became a little smaller the following year, in 1887 when Lee County was carved out of a southwest portion of the county.

Fort Myers, the new county’s largest community, was named the county seat.

After his home was built, Edison made Fort Myers his winter retreat for the next 60 years. Buying property in Fort Myers was not his only Monroe County dalliance.

At the tail end of World War I, in 1918, he spent six months living at the Key West Naval Station, working to develop more than 40 weapons. Years later, when roads were built, and a bridge connecting the mainland to Key Largo opened to automobile traffic, he drove down to the Florida Keys. He came in search of rubber.

Hoping to discover a viable domestic source of natural rubber, Edison, Henry Ford and Henry Firestone (namesake of Firestone Tires) formed the Edison Botanic Research Corporation of Fort Myers. There, experiments on more than 15,000 plants were conducted to determine the quantity and quality of the rubber they produced.

Plant experimentation was also conducted with another partner, John Kunkel Small, at the New York Botanical Garden.

Between 1927 and 1929, investigators searched for plants to collect and bring back to test at the lab. Some of those researchers ventured down into the Florida Keys, and Edison, then in his early 80s, was among them. Accompany-

Edison, his wife, and friends were frequent visitors to the small hotel and restaurant where Mr. Edison took 90-minute naps whenever the group stopped. Mrs. Edison would take off his shoes and rub his tired and achy feet. Fern Butters admired his silk socks.

On one of Mr. Edison’s trips down the dirty, bumpy State Road 4A, he brought a gift for Fern Butters. After arriving for a nap and some of Fern’s fabulous cooking, he presented her with a root that resembled a sweet potato. “Plant this,” he said. “It will grow and has limescented flowers.”

Fern planted the root at the edge of her small garden near the wall of a Spanish-style bungalow Captain Ed had built. According to

Edison, the root would grow into a vine and begin flowering within months. The vine did its job and broke through the soil, and crept up the building’s wall. Eventually, it covered much of the rest of the building. What Mr. Edison’s vine failed to do, however, was bloom.

In the meantime, as word spread about the superior fishing grounds accessible from the Florida Keys and the traffic driving past The Key Inn increased, demand began to exceed the limited facilities the Key Inn offered. Ed and Fern started talking about selling the inn and buying something bigger – that is a story for another day.

All the while, Mr. Edison’s vine continued to grow and cover the building. What it never did, however, was bloom. And then, after a couple of years had passed, something remarkable happened. On Oct. 18, 1931, the day that Thomas Edison died, the vine erupted in lime-scented blooms for the first time since Fern had planted it.

Because Fern never knew what kind of vine it was, she called it the Edison Miracle Vine, and that is what it has been remembered as ever since.

n April 7, three FWC officers on routine water patrol in Boot Key Harbor saw a twin engine 32-foot Glasstream Marine in the area with two men on board. Officers also saw fishing poles in the upright position in the stern rod holders. The officers decided to stop the boat for a marine resource and boating safety check. They discovered about 210 gallons of fuel in 14 separate 15-gallon containers located in the berthing area. The berthing area had no means of ventilation and had a strong odor of fuel emitting from it.

Other items on the vessel included two console GPS units, a handheld GPS, a satellite phone, a fuel transfer pump and a large quantity of water and electrolyte beverages. FWC officers notified Customs and Border Protection, Homeland Security and the Coast Guard. The vessel and belongings were turned over to Homeland Security. The two men,

both of whom live in Hialeah, were placed under arrest by FWC for transportation of fuel in a compartment without proper ventilation and cited for littering. The incident is being investigated by Homeland Security and more possible charges are pending.

usic has been a significant part of Key West culture for over a century and is a huge part of what makes Key West BEN an attractive place for tourists SOLOVE and locals.

We can’t overlook Jimmy Buffett, who established himself here in Key West and went on to create an entire genre known today as Trop Rock. And of course, there’s bluesman Bill Blue who spent four decades dazzling crowds with his phenomenal slide guitar work and high energy live performances.

The scene today still features iconic musicians and a massive pool of younger talent that promises to keep Key West at the top of the list of great music cities in the world.

Larry Baeder, who began his career in his early teens in Kansas City and went on to have international success as both a touring and session musician, has lived, taught and performed in Key West for decades.

Born and raised in Key West, Caffeine Carl Wagoner is one of the finest guitar players in the world. Tourists plan their Key West itineraries around Carl’s performance schedule. And locals show up nightly at the Smokin’ Tuna Saloon to watch Carl perform with his band, The Buzz.

Other longtime Key West music icons such as Ericson Holt, Claire Finley, Michael McCloud, Zack Seemiller, Gary Hempsey and Sir C.W. Colt have been performing on stages in Key West for several decades.

On any given day, live music fans can enjoy great shows at any number of local venues. The world-famous Green Parrot has an international reputation for its live music performances. John Vagnoni does an exceptional job of booking great local and touring bands that play daily at the famous bar. The Hog’s Breath Saloon features three sets of music daily. The late set at Hog’s Breath never disappoints, with its mix of local and touring bands.

The contemporary scene continues to make its mark. Happy Dog is a talented band with a loyal following. Bands and artists such as Tony Baltimore and the Wilde Awake, the Andy Westcott Band, the Swerves, Cayo Ritmo, Nick Brownell, Jason Lamson, and the Durtbags are prime examples of the current foundation of musicianship here in Key West.

Some younger musicians have begun to rise to the top of the scene. Marshall Morlock, a talented young guitarist and vocalist in his mid-20s, has been turning heads among the loyal local music fanbase. Glass Cats, who have only been together for a few months, has started to develop its own following.

The inaugural Key West Music Awards, aka the Iggys, drew a sold-out crowd in January at The Key West Theater. The awards show was assembled to celebrate the incomparable local music scene in Key West, a town that boasts its own local record label, Conch Town Records, with an impressive stable of musicians.

The Key West music scene is second to none and its future is extremely bright. Being the music junkie that I am, I cannot help but be filled with excitement. My apologies to anyone I left out of this column. It was not intentional. It would take an entire issue to cover all the amazing talent we have here in Key West. Perhaps I will author a book someday.

he Small Business Development Center (SBDC) at Florida International University helps small businesses learn and make changes so they can grow, leverage best practices, expertise, and data they have. As a consultant with SBDC in the Florida Keys, Margie Smith, business consultant with SBDC, advocates for diversifying the economy and taking on economic development that works for a fragile ecosystem. She considers herself a change agent supporting our small businesses.

My vast experience provides me with the tools to have a business development slant. My husband, Cale, and I moved to The Keys from Washington, D.C. in 2005 with my first child, Corley. I have a bachelor’s in aviation management and a master’s in public administration with an aviation concentration.

Cale received a new opportunity, which led us to move to the Keys, and his father lives in Key West. Cale is now the owner of Islamorada Investment Management.

Being a new mom in a new place, and especially after our second child Layne, I plugged into Keys Kids Play Group, which contributed to helping me connect with this wonderful community of women.

FIU took over the SBDC in 2014 in Miami first and then the Keys in 2018. I started with the SBDC at FIU in October 2018; shortly after that is when we expanded into the Keys and continued to grow our team. So now, we cover both the Keys and Miami.

My work experience here in the Keys with United Way, Center State Bank, and being involved in local organizations such as BPW, the Chambers and the Rotaries, help with getting the word out about SBDC at FIU. The SBDC is a non-profit partner of the Small Business Administration (SBA) and is a partner with the FIU

College of Business. The SBDC was created as a free resource to provide boots on the ground for the SBA. The SBA doesn’t have the bandwidth to provide one-on-one assistance to the small businesses. Other areas of the country have other partners like veterans centers and women’s centers in addition to the SBDC; we don’t have that currently. Nationwide, there are 1,300 small business development centers.

SBDC at FIU has 26 consultants who cover the Keys and Miami. Our financial management team alone has six to seven consultants. We’ve never had as much capacity to help as many businesses as we do now.

The businesses we help vary in size and how long they have existed.

They can be anywhere from a startup to one that has been around for 10 years. Some of the areas we help businesses with are social media, branding, capital, federal contracting, 8a, import export, financial planning and business continuity. The service is free and it’s convenient to go to the SBDC at FIU website and use the request for consultation button on the home page. All consultations are kept confidential.

Business continuity is something I have been specifically trained in and it has been essential for business owners in the Keys. It covers the critical, timesensitive functions in the middle of a disaster. We help businesses come up with a plan to make sure they are able to keep their critical functions going in the middle of a disaster — hurricane, scandal and other situations — that can keep a business from scrambling or stopping. Businesses need to have a plan in place — back-up vendors, plans for essential functions. Unfortunately, a lot of businesses fail because they don’t have a plan.

People also look to us for advice in selling their business. It’s important to be prepared to have something to

sell besides your name. Your business needs to be self-contained — in other words it can run without you.

For example, there needs to be clear branding and a standard operating procedure. These aspects increase the value of the business.

Most commonly people say to us, “I need to understand my finances.

I am getting bigger but not more profitable, so I need to understand how to improve.” And sometimes it’s marketing but it could end up being they need help in their financials. Therefore, being a consultant with SBDC at FIU is a very flexible and intuitive role.

Another thing when it comes to business development is social capital.

It’s important to build social capital as part of your brand. You often have to be actively involved in your business and the community to get the word out.

In addition to my role as an SBDC consultant, I work on encompassing marketing and training; all the things to get the word out about the services we offer. And the biggest opportunity continues to be letting people know what we offer.

For the Keys, from October 2018 thru the end of 2021 we provided 3,461 hours of consulting, assisted 356 businesses, launched 14 new businesses, accessed $19.1M in capital and secured $2.2M in government contracts.

I have found it super motivating to be part of something that is providing help for dire circumstances and provide support on so many levels.

There is a need in our community and our goal is to make you smarter.
