CITY SHOOTS DOWN PIER B PROPOSAL

1999 CONTRACT REMAINS IN EFFECT WITH NO SHIP LIMITS AT PIER B

A

fter nearly four hours of public input and discussion, Key West officials voted to support the wishes of Safer Cleaner Ships and shoot down a proposal from the owners of Pier B cruise ship dock that would have placed some limits on the size and number of ships where no limits currently exist, other than the 1,005foot maximum ship length dictated by the navy to allow harbor access for military ships.

With Tuesday night’s denial of the proposal, the city’s longstanding contract with Pier B remains in effect and nothing changes. Pier B can bring in up to seven ships per week of any size, including more than one ship per day, according to the existing agreement.

Commissioners Clayton Lopez and Billy Wardlow were in favor of approving the new proposal, reminding their colleagues that the current contract contains no limits, and at least the new proposal included a $1-per-passenger donation to help coral reef restoration.

“This is at least better than what was in place before,” Lopez said.

“This is far from what I’d like to see, but I don’t know if we’re going to get another bite at the apple.”

Commissioner Jimmy Weekley expressed surprise and disappointment that the multimillion-dollar business of Pier B didn’t exhibit more of a “good-neighbor policy” and offer more concessions to ap-

pease the city and Safer Cleaner Ships.

Commissioner Sam Kaufman said he, too, wanted to see more of a good-neighbor approach from Pier B owner Mark Walsh. “Some of us thought we’d have more success in mediation and the negotiations,” Kaufman said. “I believed Pier B would give up more than they would.”

Kaufman ultimately moved to deny the proposal. “Let’s let some time pass; let them come to us,” Kaufman said.

But City Attorney Shawn Smith, outside counsel Ed Pozzuoli and an attorney for Pier B, Frank Zacherl, all cautioned the commission that Walsh and Pier B don’t have to do anything and have no incentive to come back to the city’s negotiating table. “They don’t have to renegotiate. They didn’t have to negotiate the first time or offer any concessions, Pozzuoli said.

“If you don’t approve this tonight, the status quo will remain in effect. You’ll simply be left with the existing agreement exactly where you found it as it is today,” Pozzuoli said, after more than 10 speakers personally attacked Smith and Pozzuoli and called for Smith’s resignation. “This proposal at least creates limits that did not exist before. Pier B came to the table. This was the best we could do, so we presented it for your consideration. Negotiation requires two hands to clap.

There’s a lot of armchair attorneys out there tonight. This agreement at least gives Mote Marine coral reef donations and raises the disembarkation fees that will provide more money to the city. I appreciate all the emotion shown here tonight; it’s democracy at work. But in the end there’s a contract in place, the existing agreement. This new proposed agreement provides what the existing agreement does not.”

Dozens of people spoke in support of Safer Cleaner Ships and urged the commission to vote on the proposal, but many seemed to think the new proposal would replace the existing one that has been in effect since 1994, when it was drafted by the late attorney Jim Hendrick on behalf of Pier B. “This so-called agreement is outrageous,” Roger Kostmayer told the commission. “I’m asking politely that you vote no. The city attorneys sabotaged your instructions at every step.”

Mark Schulte said, “The proposed agreement, in my opinion, is a shameful power grab by Mark Walsh (owner of Pier B). … Our welfare must not be controlled by campaign contributions.” He then called on the city attorney and Walsh to resign.

“Why are you elected officials continuing to accommodate SCS?” Romero said.

“Why does SCS cloak itself as a 501(c)4? Why hide their contributors and where money is spent? Yet they accuse others of dark money?

Another elephant in the room is, are people really local residents that support SCS activities? Why didn’t SCS do their homework and understand the city’s financial numbers, existing contracts and various laws pertaining to ports before putting out their disingenuous information – or was that a part of a plan?”

When asked by commissioners about the legal memo Safer Cleaner Ships had

submitted last week, claiming the city never authorized cruise ship operations at the modern-day Pier B, which was expanded in 1999, Pozzuoli told the commission, “I don’t put a lot of merit in that legal argument.” The commission did not discuss the legal memo by attorneys Linda Wheeler and Ralf Brookes any further.

In an email newsletter to supporters the day after Tuesday’s meeting and vote, Safer Cleaner Ships wrote, “We are gratified with these recent victories, which have allowed us to regain some of what we lost when the state overturned our local election, but there will

surely be more struggles to come. We realize it may only be a short time before Pier B tries to strike a new deal, now that they know what we know about the flaws in their contract history with the City. We will continue to need your moral and financial support as we think through our next steps.” The group also thanked the five officials who voted against the Pier B proposal and commended the commission for establishing a water quality monitoring program that is in the planning stages.

ongeniality and good humor filled city hall Tuesday, before the cruise ship contention consumed the evening’s Key West commission meeting.

More than two dozen people gathered at the front podium to celebrate longtime resident, photographer and community activist Peter Arnow, who was honored with a proclamation declaring April 5, 2022 as Peter Arnow Day in Key West.

Coordinated by Edie Hambright and Julia Davis, the proclamation includes the long list of events and organizations that have received the support of Arnow since he arrived in Key West in 1993 with his late partner Bob Linder.

He has coordinated the iconic Headdress Ball, one of Fantasy Fest’s original events, for more than two decades. Arnow has also worked in media, marketing, theater and promotions. He has supported AH Monroe (formerly AIDS Help), Sister Season Fund, the Key West AIDS Memorial, the Key West Symphony Orchestra, Key West Pride and the enchanting Pride Follies variety show.

Attention then turned to Police Chief Sean Brandenburg, who has served the Key West Police Department for 20 years, with no plans to slow down, he said.

“Now is not the time to hit cruise control,” he said following City Manager Patti McLauchlin’s introduction and brief history of his long resume. “We still have a lot to get done.”

Brandenburg also thanked his everpatient wife, Julia, who endured his years of night-shift work as a narcotics officer with a beloved K-9 partner as well as his patrol officer, sergeant, lieutenant, captain and then chief responsibilities.

In addition to his departmental duties, Brandenburg is an active supporter of Special Olympics, the Autism Society of the Keys, the Key West Business Guild, rotary and every other worthy organization that seeks his help and support.

STATE HOUSE RACE HEATS UP Lopez critical of no AHEC funding; Mooney responds

O

nly 148 votes separated 2020 Republican primary winner for the Florida State House, Jim Mooney, and second-place finisher Rhonda Rebman Lopez. A resident of North Key Largo, Rebman Lopez announced another run for state representative on April 4.

“I just think we deserve better,” Rebman Lopez told the Keys Weekly. “Our current rep let us down on AHEC funding. I wouldn’t leave money on the table with AHEC, which I got a million complaints about.”

Rebman Lopez alludes to a $650,000 request by Keys Area Health Education Center (AHEC) that wasn’t approved in the budget by the time legislators left Tallahassee. The appropriations bill was filed by Mooney last November. It went to the House Health Care Appropriations Subcommittee on Jan. 18. The request received no traction after that.

Mooney said he did his part to get the request in.

From there, it’s up to the lobbying team that’s representing the organization seeking the funds to get in front of committee chairs, like Health Care Appropriations chair Brian Avila. In this case, lobbyist Andrew Palmer, of Metz Husband & Daughton, was assigned to AHEC’s funding request.

“It’s the lobby firm. They’re being paid to lobby the committee chairs,” Mooney said. “I’m not a paid lobbyist. If I was a paid lobbyist, I would have been in front of Brian’s face 24/7 for my customer.

“The fact is, the (Florida Keys) aqueduct asked for $1 million but their lobby team got them $20 million,” he continued. “I’m not saying Metz (Husband & Daughton) aren’t great lobbyists, I’m just saying I don’t know what happened. I can tell you whatever happened wasn’t any fault of House District 120’s leadership. That’s a guarantee.”

A little more than $51 million in the approved 2022-23 budget supports projects and programs in the Florida Keys. The other section of House District 120, namely Homestead, didn’t get as much. Rebman Lopez took issue with that.

“Very little money was brought back to Homestead. It’s a big part of the district,” she said.

Mooney said he was particularly surprised Homestead didn’t receive funds for infrastructure requests, including an ask of $150,000 to purchase and install flow meters and automatic flushing units. The city also sought $750,000 to obtain electrical backup infrastructure.

“I’m really surprised they weren’t approved because they were for infrastructure. They weren't really big asks,” he said. “But you certainly cannot run a business assuming you’re going to get an appropriation from the state of Florida. There are some people who got nothing.”

Alexandria Suarez, who’s running for Monroe County School Board this year, was the subject of controversy over a text attack against Mooney from a PAC that appeared to support her. Suarez said her camp didn’t send anything out, and that the disclaimer in the text was inaccurate and fraudulent to make it look like she was the one behind it.

When all was said and done, Mooney secured the primary victory on Aug. 18 with 44% of the vote in Monroe County and 18% of the vote in Miami-Dade. Mooney went on to beat Democrat Clint Barras in the Nov. 3 general election, with 57% of the vote in Monroe County and 52% of the vote in Miami-Dade.

Joining Mooney and Rebman Lopez on the Republican side this year is Robert Allen, of Big Pine Key. He filed paperwork last December to run for the seat.

Adam Gentle, lawyer from Big Coppitt Key, and Daniel Horton-Diaz, former district chief of staff for U.S. Rep Debbie Mucarsel-Powell, are running for state representative on the Democratic side. A resident of Cutler Bay, Horton-Diaz lost in a 2020 Democratic primary in the Senate District 39 race to Rep. Javier Fernandez. Gentle said in a statement when he announced his run that he’s fighting for local business owners, veterans, the environment and anyone trying to get ahead.

A primary is set for Aug. 23 to determine who gets the Republican and Democratic nods.

Golf tournament helps the Autism Society of the Keys serve deserving members of the autism community ALEX RICKERT

n Saturday, April 30, golfers will take to the greens at the Florida Keys Country Club for the Light It Up Blue Autism Awareness Golf Tournament.

With all proceeds benefiting the nonprofit Autism Society of the Keys (ASK), the four-person scramble tournament will include breakfast and lunch, raffles including $1,000 in Keys restaurant gift cards, prizes and two chances to win $10,000 for a Hole in One. Playing a round with friends is always a good time. But long after the clubs are put away, money raised by the tournament will go directly to places any donor can feel good about: Keys individuals and families affected by autism and in need of support or financial aid.

Jill Campbell is the founder and executive director of ASK. With a son of her own diagnosed with autism, she is uniquely positioned to understand the needs of the individuals and families who apply to the nonprofit for help – and she knows just how widely varied those needs may be.

“Our board votes on each application individually based on need,” said Campbell. “If it’s a 2-year-old, maybe the family needs help getting them diagnosed and there’s a deductible that’s not covered under their insurance. We just bought a bicycle for an adult who can’t drive, but can be employed and go to school and do activities otherwise. We’ve covered swimming lessons, car seats, anything.”

Rather than distributing funds to parents, ASK pays medical providers directly or purchases the items in need, ensuring that donations go exactly where they are intended. Just ask Yani Hernandez and her husband Alex, Marathon residents and proud parents of twin 5-year-old boys, David and Daniel, both diagnosed with autism in 2019. Though the twins received the same diagnosis, David’s case is significantly more severe, and until earlier this year he was almost entirely nonverbal.

“He used to get so frustrated because he couldn’t communicate what he wanted,” said Hernandez. “He would bang his head against the floor, the wall or whoever was standing in front of him.”

The Hernandez family’s lives changed after a donation from ASK provided David with an iPad outfitted with Proloquo, a communication application designed for those who cannot speak or need assistance being understood.

“It’s made such a difference, I can’t even tell you,” said Hernandez. “We just found out with his iPad that he knows how to read. He has his evaluation tomorrow to determine his grade level, and we’re going to be able to do it with his iPad because he will be able to communicate what he knows.”

Having an avenue to express his desires and basic needs, particularly in settings outside of his own home, has made David a “completely different child,” according to Yani.

“I really do hope that this inspires someone to reach out to ASK, because I know how hard it is to admit that your child has a problem and that you need help. They really do provide such support.”

“He’s gone from hitting everything and throwing things to saying, ‘I want my iPad’ or ‘I’m hungry’ or ‘I feel sad,’” she said. In the months since the donated tablet gave David the ability to express his wants, he has not had a single repeat of his prior behavioral outbursts.

His meteoric improvement has even carried over into the classroom.

“Academically, in the last few months that he’s had his iPad, he went from a D student to an A and B student,” said Hernandez. “He’s going to be getting the honor roll when it rolls around, and I am just so proud.”

And though an expensive iPad was a generous donation to the Hernandez family, Yani’s gratitude to ASK extends beyond the fancy electronics.

“They were a godsend,” she said.

“Because Jill has a child on the spectrum, she’s been where we are, so she understands me when I tell her about the issues we’re having. It’s unbelievable.”

“I really do hope that this inspires someone to reach out to ASK, because I know how hard it is to admit that your child has a problem and that you need help. They really do provide such support.”

he Key West Police and Fire departments kicked off National Autism Awareness Month with a colorful gathering of all things awareness: blue badges, puzzle patches, wrapped cars, and even autism awareness horse blankets.

The departments support the Autism Society of the Keys (ASK) to help advocate, educate and support their mission of helping families affected by autism.

The Key West Fire Department is also wearing specially designed blue shirts with the fire department emblem on the back combined with the autism puzzle piece logo.

It’s vital for first responders to be well versed in working with autistic individuals in order to provide the highest level of care, Fire Chief Alan Averette said.

“Probably everyone in this city has a loved one or knows someone whose loved one has this condition,” he added. “It’s important that we, as fire and rescue workers, know the best way to read a situation and provide the best response.”

he Key West Conchs baseball team swept the Coral Shores Hurricanes on March 31 and April 1. The bats were alive and well for the Conchs as they tallied 17 hits over both games.

The Conchs got off to a quick-hitting start on Thursday night at Coral Shores in Tavernier. Their first run came in the top of the first inning on a double from Jack Haggard, which scored Noah Burnham. Coral Shores matched the score in the bottom of the first, tying the game 1-1 on a double from J. Gonzales, scoring S. Mientkiewicz.

The game was tied going into the second and would stay that way until the top of the fifth when Anden Rady hit a line drive, tworbi single, to right field, scoring Kai Smith and Preston Herce, putting the Conchs back on top.

The Hurricanes went on to score one run in the bottom of the fifth inning. The Hurricanes’ defense began to struggle in the top of the sixth. Two of the first three runs scored by the Conchs were on errors by the Hurricanes. The final Conch run of the sixth came from Haggard with his second hit of the game, scoring Herce. In the bottom of the sixth, Coral Shores scored two runs, still falling short of the Conchs’ 6-5 lead going into the seventh, when the Conchs kept the hits coming, scoring two more runs. Smith singled, scoring Kuhn and Jose Perdigon on a fielder’s choice. In addition to the timely hitting, the Conchs showed their speed on the basepaths Thursday night, stealing four bags.

Felix Ong started on the mound for the Conchs, pitching 5.1 innings. He scattered 4 hits and 3 runs with 8 strikeouts. In a relief for the Conchs was Marlin Tokovich, finishing the game and giving up no hits and 2 unearned runs while striking out 3.

On Friday night, Key West played Coral Shores at home. Coming off a win from the night before, they were eager to keep the streak going. A strong pitching performance from Jacob Burnham led the Conchs to shut

out the Hurricanes 9-0. Burnham faced 23 batters, striking out five, and allowed only two hits in seven innings of work. His complete-game shutout was aided by a strong Conch defense behind him. The Conchs did not commit any errors and catcher Noah Burnham caught one runner stealing in the top of the third.

During the second game, the Conchs got off to a slow offensive start, scoring the first of their nine runs in the third inning on a single to right field from N. Burnham, which scored Jason Yarbrough. Noah Burnham advanced to second on a passed ball, putting him in scoring position with Herce up to bat.

Herce tripled on a line drive to deep right field, scoring Burnham to make the game 2-0 in the bottom of the third. Two more runs came in the bottom of the fifth for the Conchs on yet another hit from Herce, scoring Sam Holland and Smith. Key West put the game out of reach in the bottom of the

sixth inning by scoring five runs. The first run of the inning came on a double from Perdigon, scoring Wyatt Kuhn. Perdigon was later walked home and Noah Burnham grounded into a fielder’s choice, scoring Yarbrough. As the Hurricanes’ defense got sloppy, Key West capitalized by scoring two more runs on a costly error on a ground ball from Herce, making the game 9-0 after the sixth inning.

Conch head coach Ralph Henriquez noted Coral Shores played very tough on Thursday night, but Key West pitchers did well throughout the series. The Conchs now have 11 wins on the season.

And the other day, standing on the edge of an outof-the-way salt pond, I was both of those things.

Initially I thought I was tracking a pair of barn swallows, because 98% of the swallows you see in Florida are barn swallows.

They are awesome birds. Small – about 7 inches long and about 1/36th the weight of a coconut – but also sleek and vivacious, with silky blue feathers on their topside that gleam in the sun. But they are one of the most common birds in the world, with a range of about 100 million square miles, and found not only all over North America, but also most of South America, Europe, Asia, Africa, and a small slice of northern Australia. (They tend to spend the summer months in the Northern Hemisphere and the winter months in the Southern Hemisphere.)

It is relatively easy to track a swallow naked-eyed, but you generally don’t get enough detail to figure out what they are. Following them with the narrow field of view that comes with binoculars, it is far more difficult to stay on them. You’ll only get small, limited bits of information at a time, quick flashes that frustrate you until you learn to get Zen about it. You get the shape of their head, then their belly color, then maybe their wing shape, then a glimpse of their tail, and eventually, after a surfeit of such flashes, you can draw a conclusion, make an I.D., put a name to the thing you see ripping around in front of you. But you have to be patient.

Though the path they follow is an unpredictable tangle, it helps that the tangle will often stay contained, with the birds passing through the same bit of airspace over and over – repeatedly working the same cloud of bugs – though at a different angle, speed and attitude each time. So when you get a brief glimpse in your binocular field, then lose them when they do a hard turn near the palm tree, you might be able to find them again when they start to turn around again about 20 yards beyond that crooked stick midway down the edge of the salt pond.

Following these two birds, I picked up a little orangey-red warmth in their face, but after a few dozen glimpses in my bin-

oculars, there weren’t any streamer-like extensions on their tail, and their wings weren’t in much of a slung-back deltoid shape, and when they fanned their tails, there were no rows of white dots near the trailing edge that looked like strings of pearls. Also, both birds had these ruddy, contrasting rump patches. Meaning they were not barn swallows.

With the blue backs and the rusty faces and the rump patches, there are two other options for swallows in these parts, both very similar looking – cave swallows or cliff swallows. The difference between the two can be a pretty hard distinction, one I am periodically capable of, then less and less capable of as time passes. It depends on how recently I’ve had to differentiate them. It doesn’t help that they are both named after geographical features that begin with the letter C. Cave swallows tend to live only in southern Texas and northern Mexico, except for a few small colonies of them that live under bridges in Homestead. Cliff swallows are far more common, but breed in every state in the continental U.S. except for Florida. But both species are known to roam, and either could migrate through the Keys.

Some cliff swallows have bright white patches on their foreheads, which is a good field mark. Though some cave swallows have sort of ecru patches on their foreheads. Cave swallows have darker rump patches than cliff swallows. And cave swallows tend to look like they have a dark cap, as opposed to cliff swallows, which tend to look more like they have a dark hood.

It’s a muddy path, but with enough persistence it will eventually get you there. And after watching these swallows perform a few hundred circuits, and catching what fleeting impressions I could, I came to the conclusion that I was seeing cave swallows.

To be sure, I lifted my camera with its 400mm lens and started trying to catch photos of them. With twice the magnification, and however many times the barrel length, and the autofocus hunting and seeking in a bright blue sky during those brief instances when a bird was actually in frame, it was several magnitudes more difficult. And after several hundred frames, most of which were empty of birds of any sort, I managed to come up with a solid dozen where the birds were in frame and kind of in focus and exposed correctly.

Even though this whole column may seem like a long walk to rationalize why the accompanying photos are of such poor quality, I’m happy to report that I was, in fact, seeing cave swallows. At least I’m pretty sure I was.

he Key West Art & Historical Society, filmmaker Michael J. Kirk and Tropic Cinema will host a free, picnic-style world premiere of the first-ever documentary on the history of Key West on Friday, April 15 at 7 p.m. at the new Parade Grounds at Fort East Martello Museum, 3501 S. Roosevelt Boulevard. “Key West: 200 Years of History & Culture” is an important component of the island’s bicentennial and will form part of the Monroe County education curriculum when it is donated to the Monroe County School District.

Gates open at 7 p.m. and the free world premiere will begin at 8 p.m. The society encourages attendees to bring blankets, lawn chairs and coolers while they relax under the stars and enjoy the film.

No public parking is available at the venue, and it is urged that attendees ride bicycles, use ride share or plan alternative transportation.

Key West musician Nick Norman will take the stage at 7:30 p.m. to perform select original songs before the film. The audience will then be treated to the 90-minute documentary that explores the rich and valuable history of the island

olice and government vehicles filled the plaza at the top of Duval Street around 5 p.m. on April 3, after a fishing boat pulled up to the pier there and dropped off a dozen or so Eastern Europeans who said they had been in Cuba.

“We’re still determining what’s going on. This isn’t a typical Cuban or Haitian migrant landing,” Key West Police Sgt. Pablo Rodriguez said, while a federal agent worked with other officers sorting the people’s passports. “We’re going to take them to the police station so they’re not sitting out here in the heat. They’re very nice people.”

The Keys Weekly spoke briefly with one of the Eastern Europeans, all of whom were seated at tables inside the Southernmost Beach Cafe with luggage and duffel bags next to them. They were well-

dressed and their clothes were not wet as if they had waded ashore.

Most of them had smartphones they were using while awaiting further instructions.

“We are from Uzbekistan and other former Soviet republics,” the man, who spoke fluent English, said. “We were in Cuba for a few days, and then we took a boat here to Key West.”

At that point a Key West police officer instructed the Keys Weekly, “These people are technically in custody and you are not allowed to speak with them.”

The man apologized and shrugged his shoulders.

The boat, called Just Right, which apparently brought the travelers to Key West, was still docked at the South Street pier while its passengers were being questioned inside the restaurant.

ne hour a week makes a huge difference, and volunteers are always welcome every Friday morning, when teams clean up a designated area of

the island.

Twenty-two volunteers on April 1 gathered 40 pounds of trash, 11 pounds of recycling and two gallons of cigarette butts in an hour. Please see the schedule here for the next cleanup – and remember, Earth Day is April 22 and full details of the events for that day are coming soon.

All are invited to join the Friday morning cleanups from 8 to 9 a.m.

Parking is provided and all volunteers receive a 24-hour bus pass in exchange for their time.

By virtually closing our historic Mallory Dock to small cruise ships the city is making a huge mistake. Currently there are 15 small ships scheduled to dock at Mallory this year. The revenue lost by excluding them is $121,000 in port disembarkation fees plus approximately $40,000 in attraction, retail and ticket sales revenue-percentage that’s paid to the city.

This loss will have to be made up dollar-for-dollar in increased taxes.

If the Safer Cleaner Ships group is correct, future dockage of these smaller ships will grow to 60 ships with ever-increasing revenue to the city. These are supposedly the higher-end customers, visitors we all want.

Your previous resolution virtually excluded these people and their subsequent revenue stream.

The merchants on Duval and Front streets are all negatively impacted and they pay the highest taxes to our city government.

Removing our historic Mallory Dock from full use will put pressure on you to increase our commercial taxes. You need to rescind that previous resolution and restore Mallory Dock to its full use.

all them pennants. Call them flags. But if you really want to sound like a seasoned and prudent mariner, call them burgees.

“It’s a posh name for a sailing flag,” said Key West resident and business owner Amy Culver, who has amassed quite the collection of burgees during her years of sailing, visiting yacht clubs and doing international boat deliveries.

About a year ago, “while in the throes of delirium COVID,” Culver found herself staring at her growing pile of burgees and wondered what would happen if she started attaching them to clothes and bags instead of hanging them on her walls.

For years she’d given away the colorful triangular pennants, “but they were always received with tepid enthusiasm,” she said. “It seemed like people felt they were similar to those T-shirts that say, ‘My parents went traveling and all I got was this lousy T-shirt.’”

“I dusted off my minimal sewing skills and started experiment-

ing,” she said, adding that she started attaching the burgees to Oxford shirts, canvas bags, polo shirts and tees.

“The first run of burgees uses the Kilo Whiskey moniker for Key West,” she said laughing. “Contrary to popular lore, that does not mean we’ve run through our kilo of cocaine and have resorted to whiskey.

Burgeez is a drug-free workplace.”

Culver sent several of her prototypes to family and friends. “This time, they loved them,’’ she said.”In fact, they had the audacity to request more. Orders started pouring in faster than I could fill them on my own.”

No longer able to meet the demand from her personal stock of burgees, Culver reached out to her longtime sailing buddy, Blaise Besant. Together they designed a custom line of burgees and broadened their line of products to include waterproof, foldover dry bags, quick-dry shirts, hats and other items.

“Burgeez LLC was born,” she said.

p to 20 outstanding teachers and librarians from around the country will be invited to join the 2023 Key West Literary Seminar, Jan. 12-15. Seminar coordinators seek a diverse group of individuals who are making positive impacts upon readers in their communities, and hope that participation in the Key West literary community will inspire fresh engagement with literature in schools and libraries.

Scholarships cover the entire $675 registration fee and offset the cost of lodging, as needed. Upon request, the seminar will also provide a letter to employers encouraging financial support for travel expenses.

Each year’s seminar explores a particular literary theme. The 40th annual event’s theme is “Singing America: A Celebration of Black Literature.”

It will feature some of the most

dynamic writers of our time for a celebration of contemporary black literature and AfricanAmerican literary history. The seminar will take place in the Coffee Butler Amphitheater at the Truman Waterfront Park in Key West. Confirmed speakers include Hilton Als, Jericho Brown, Victor La Valle, Rowan Ricardo Phillips, Deesha Philyaw, Emily Raboteau and Kevin Young. Additional presenters will be announced in the coming weeks.

The 2023 class of scholarship recipients will gain exposure to contemporary authors and texts; expand their professional network of teachers, librarians and writers; and may be inspired to bring new ideas to the institutions and communities they serve. t was worth the wait. The 16th annual Florida Keys Seafood Festival cooked its catch for all of Key West on April 2-3 at Bayview Park.

Sponsored by the Florida Keys Commercial Fishermen’s Association, the festival had to be postponed from its usual January schedule due to COVID. But the April date didn’t diminish the hungry crowds.

Food booths lined the park serving peel-and-eat shrimp, conch chowder, conch fritters, stone crab claws, lobster tails, ceviche, smoked fish dip and fresh local fish. Attendees washed it all down with cold beers and margaritas, then finished up with gelato, Italian ice and acai bowls.

Burgers and hot dogs were also available for landlubbers.

Nonstop music filled the festival grounds, with Majesty of Rock, a Journey tribute band, sounding as if a DJ was playing songs by the popular ’70s group. Vendor booths sold everything from beachwear and sunglasses to perfume, handmade artwork and jewelry.

The Keys Weekly and Overseas Media Group proudly produced and distributed the festival guide from its booth at the event, where more than 2,000 attendees placed a pin in a giant map to mark their hometown, and had their “front-page photo” taken behind our mock newspaper cover.

41st annual Seven Mile Bridge Run aces a full-fledged return

F

or the first time in three years, a full field of 1,500 runners pounded the pavement before sunrise in Marathon’s 41st annual Seven Mile Bridge Run on April 2.

An early start and overcast skies for the first 40 minutes of the race provided temporary relief for runners battling otherwise hot and humid conditions to cross the Keys’ longest overseas span.

For the second year in a row, the run began on the bridge’s west end, challenging racers to run facing the rising sun and conserve energy to conquer the bridge’s 65-foot-high half-mile hill later in the race.

The overall leaderboard saw both familiar and fresh faces as local athletes made a strong showing. 26-year-old Springfield, Pennsylvania resident Collin Wainwright was the first to break the tape as he captured his second consecutive overall title in 38 minutes, 6 seconds, followed by Derek Morgan of Davie, Florida (39:51) and Marathon High School student Vaclav Bursa (41:29).

In the women’s division, Marathon triathlete Holly Smith, 37, crossed the line in 43 minutes, 23 seconds followed by Tavernier’s Anne DenOtter (43:29) and Fort Lauderdale’s Alice Henley (43:34).

“The race always turns out to be a fantastic event,” said former race director and current registration coordinator Bobbie Bayles, noting that this year’s race overcame logistical challenges to run a full field of contestants in a new direction and move the race’s afterparty from its former location at the 33rd Street boat ramp in Marathon. “It doesn’t matter how many walls we run into. Somehow there’s always a little hole that we get through. The race was great.”

ELEVATED BACTERIA LEVELS AT KEYS BEACHES DROP SIGNIFICANTLY IN LATEST DOH WATER QUALITY TESTS

H

igh levels of bacteria found in nearshore waters off several Keys beaches during water quality tests throughout the month of March have significantly subsided, according to new samples collected on March 30.

Conducted by the Florida Department of Health in Monroe County, the routine biweekly tests look for the presence of enteric bacteria (enterococci) in the waters off 11 Keys beaches. Typically inhabiting the intestinal tracts of humans and animals, the presence of enteric bacteria generally indicates fecal pollution caused by a variety of potential factors including runoff, pets, wildlife and human sewage. When present in high numbers, the bacteria have the potential to cause infections, rashes and other diseases in humans.

The U.S. EPA’s recommended standards classify water containing 0-35 enterococcus bacteria per 100 milliliters of water as “good,” 36-70 as “moderate” and 71 or greater as “poor.” Though a “poor” water quality test may not close a beach, the department issues an advisory for potential health risks in areas with water in the “poor” range.

During the March 16 tests, five Keys beaches tested with “poor” water quality, triggering or continuing warnings at Key Largo’s Harry Harris County Park (150), Islamorada’s Founders Park (124), Big Pine Key’s Bahia Honda Oceanside (87) and Key West’s South Beach (99).

Marathon’s Sombrero Beach, with a count of 1184 – more than 16 times the threshold for “poor” water quality, and nearly eight times higher than any other Keys beach – drew the ire of local residents on social media, with some suggesting that overuse of Marathon’s beaches and Boot Key Harbor were to blame for the high bacterial counts. Sombrero’s water earned a “moderate” rating on Feb. 1 and progressed to “poor” ratings during the Feb. 15 and March 1 tests. Other than a single test in October 2021, it was the first time the beach had earned a “poor” rating since July 2020.

The story was largely the same at other beaches, several of which were labeled as “poor” throughout March.

But just two weeks later, tests on March 30 revealed “good” water quality at 10 of 11 Keys beaches, including all five previously labeled as “poor.” Five of the 11 beaches tested with a bacterial count of 1, including Sombrero Beach. Only Smathers Beach in Key West (42) earned a “moderate” rating.

James Rachal is the environmental manager for the DOH in Monroe County. While he said the bacterial counts like Sombrero’s made him do “a double take,” he would be far more concerned if other Keys beaches hadn’t had elevated counts all at the same time. He noted that the simultaneous decline in water quality for Upper Keys beaches, which typically yield cleaner samples,

is an indicator that environmental factors throughout the island chain might be at play.

“It would be more typical this time of year, just because you have more opportunities when the water is warming up, which is conducive to bacterial growth,” said Rachal.

“At this time last year, I didn’t see any of these kinds of numbers. … But there’s no way to say that it wasn’t birds, that it wasn’t entirely natural, or that it wasn’t a boat that just happened to dump.”

Cold and windy stretches, as well as heavy human traffic in the water, may stir up sediment on the seafloor where bacteria live and multiply. Rachal says this turbid water may yield high counts, but so could several other chance events, including something as simple as a flock of birds vacating the area before a sampling team’s arrival.

“We try to be very pristine and collect our sample with good clear water if it’s there,” Rachal said. “But as far as what happened before we got there, we can’t say. You’ll have people that have all kinds of theories, and I have theories too, but nothing I can officially point my finger at. There’s just no way to pinpoint it.”

Nine minutes into the second half, Kansas’ All-American, Olhai Ajbaji, tied the score at 50 with a basket and ensuing free throw, then Remy Martin fired in a 3-pointer to give Kansas its first lead since the score was 20-18. From there, the lead went back and forth, with each team leading for 18 minutes, 32 seconds in the game.

With 1:42 left, Brady Manek rebounded his own miss and made a short shot to put North Carolina up, 69-68. It was the Tar Heels’ last lead.

Shortly after, a confident Armando Bacot was dribbling down court when he apparently slipped on a wet spot and lost the ball as he fell. Kansas recovered and got the ball to David McCormack. He missed a short shot, but rebounded and made his second attempt to put the Jayhawks back in front, 70-69 with 1:16 to play. With 38 seconds left, Bacot twisted his ankle – as he had done late in Saturday’s 81-77 victory over Duke – a game that was supposed to be the highlight of this tournament.

After a turnaround jumper by McCormack gave Kansas a threepoint lead, coach Bill Self’s team got the ball back, but the player touched the sideline as he was attempting to dribble away from his basket.

After a lengthy review, the clock was adjusted to 4.3 seconds and North Carolina had the ball at midcourt. Puff Johnson tossed the ball in to Caleb Love, who got close to the three-point lane and heaved what could have been a three-point tying basket. He missed by a foot.

Then the buzzer went off and Kan-

sas had won the championship.

It was Kansas’s fourth national title and Self’s second. His other was in 2008.

Bacot and R.J. Davis scored 15 each for North Carolina, Manek and Love 13 and Johnson 11.

For Kansas, Jalen Wilson and McCormack had 15 apiece, Martin 14 and Christian Braun and Ajbaji 12 each.

On April 2, in the first game of the Final Four, Kansas methodically defeated Villanova, 81-65.

IN SUNDAY’S WOMEN’S Championship, I thought Connecticut’s Paige Buecker, the best shooter on the floor at Minneapolis, was much too hesitant early as South Carolina rode off to an impressive victory, 64-49. She led her team with 14 points on 16 shots.

It was the second title for South Carolina and its coach, Dawn Staley, And, yes, the Gamecocks would have won even if Buecker, who missed 19 games with a leg injury, had been at her best.

South Carolina outplayed UConn throughout the game after leading 22-8 after the first quarter.

At that point, Connecticut coach Geno Auriemma told telecaster Holly Rowe, “They’re overwhelming us right now.” That they were and that they did.

The Gamecocks’ Alijah Boston was by far the best player in this foursome and won all the national awards as the best collegiate women’s player. Sunday, she recorded her 30th double double with 11 points and 16 rebounds. And she’ll be returning for her senior season next year. Destanni Henderson of South Carolina led both teams in scoring with 26 points.

South Carolina defeated Louisville, 72-59, in Friday’s first game of the Final Four, while Connecticut defeated Stanford, 54-48, in the close second game.

And now, on Thursday, April 7, the Masters golf tournament begins its four-day run at Augusta National in Georgia. And next week, the NBA tournament kicks off with the play-in.

NEW IRISH PUB IN FAMILIAR LOCATION SALLY O’BRIEN’S IS ALREADY A HIT WITH REGULARS MANDY MILES

hange can be tricky, especially when it affects a longtime neighborhood bar in Key West, where regulars long ago settled into “their seats” to enjoy “their

usual.”

But Sally O’Brien’s Irish pub has stepped seemingly seamlessly into a familiar spot at the corner of Flagler Avenue and Bertha Street.

“It’s the neighborhood pub, and it looks like that’s what it will continue to be — good food, great service and a frosty cold glass if you care for a pint,” local CPA Jeff Allen said of the new gathering spot.

The once green and yellow building that housed Shanna Key pub for about 18 years is now red and white and awaiting the sign that will officially christen it Sally O’Brien’s (SOB’s as a wry shorthand version.)

Owners Joe Donagher and Scottie Jahn have also spruced up and brightened the pub’s interior with a new floor, fresh paint and newly visible walls, no longer covered in all manner of memorabilia.

But as veterans of the bar business, Donagher and Jahn knew better than to change the most important part of their operation — the folks behind the bar.

“We have the same bar staff; no one has to worry about that,” Donagher said, adding that the kitchen has new chefs, but only because the former Shanna Key chef was leaving the Keys.

The menu still features the requisite potato leek soup. There’s also warm spinach and artichoke dip, nachos made with soft pretzel bites, personal pizzas, tacos, buffalo chicken dip, wings, burgers, a killer reuben, corned beef and cabbage, shepherd’s pie, meatloaf, chicken vindaloo, pork loin, pasta and more.

“We’ll bring back the daily lunch food specials in a few weeks, once the kitchen staff gets their feet under them,” Donagher said on March 31, four days after Sally O’Brien’s opened. “Everyone understands if things are a little crazy the first couple weeks, but after that, you’d better have your s--t together, or people won’t come back,” Donagher said.

Shane Briening, a former Shanna Key regular, quickly made himself comfortable in the new pub.

“Any time you hear your favorite bar is being sold, of course you get worried,” Briening said. “But after meeting Joe and knowing

Donagher, who came to the U.S. from Donegal, Ireland when he was 20, owned several bars in New York City for years before moving to Key West about four years ago.

“Nobody’s a stranger here; they’re just friends you haven’t yet met,” he said.

Jahn has been a familiar face behind several Key West bars for the past 11 years, including Fogarty’s, The Porch, Bourbon Street Pub and Rumor Lounge.

“We want people to start their night here with dinner and drinks, end their night here or spend most of their night here,” Jahn said. “Really, once you get past White Street, there’s not much in the way of local neighborhood pubs,

other than chain restaurants on the boulevard.

I really want to make this a true Irish sports pub, where everyone knows your name and everyone feels comfortable immediately.”

Sally O’Brien’s still features several televisions and the satellite dishes on the roof make it apparent that all American — and European — sporting events will continue to satisfy sports fans.

The bar was closed for about six weeks during the renovations, Donagher said, adding that people regularly poked their heads in to see what was taking shape.

Key West native and local Realtor Bascom Grooms was thrilled to see one of the interior changes.

“I was happy to see all the Pittsburgh Steelers stuff come off the walls,” Grooms said, laughing. “Now let’s see if we can replace it with the Miami Dolphins.”

Donagher and Jahn also have made the bar completely non-smoking, even after midnight, when Shanna Key used to allow smoking inside. “I think it will please more people than it bothers,” Donagher said. “We’re not here to completely change a popular, local bar. We just want to make it better, make it a place where everyone feels welcome and comfortable as soon as they walk in.”

Sally O’Brien’s is open daily from 11 a.m. to 4 a.m. “or until the party’s over,” Donagher said.

The bar’s name, Sally O’Brien’s, is a reference to a dark-haired, blue-eyed woman in an iconic ’80s commercial for Harp, the Irish lager.

Describing what he misses about home, an Irishman yearns for pints of Harp, his friends at the pub and “Sally O’Brien, and the way she might look at you.”

“I always thought it’d be a cool name for a bar,” said Donagher, quoting the commercial perfectly in his own Irish brogue.

CAPTURING THE KEYS THROUGH WATERCOLOR Hermit Artist finds gallery, but catches fire again This is the second in a two-part series on the Hermit Artist of Key Largo

I

t seemed that Harry Sonntag, the Hermit Artist of Key Largo, found his peace when he arrived on Key Largo. In 1952, Sonntag strolled into the office at the Key West Citizen and told his story to reporters. The impression he left behind was that “he has found greater happiness and satisfaction than he has ever known.” According to the newspaper story, Harry planned to “stop his wanderings.”

When his Manhattan studio went up in flames, reportedly taking all his art with it, Sonntag left New York and hitchhiked down to the Florida Keys. In the late 1940s, circa 1949, he found a picturesque piece of oceanfront Key Largo property, set up camp, and built a shack from driftwood and tar paper. It overlooked a clear Atlantic cove where Harry bathed, fished, and soaked up the lights and colors of the sub-tropical mornings and sunsets. Sonntag used his watercolors to capture what he saw.

At first, he displayed his growing collection on the walls of his oceanside shack, but as his collection of watercolors grew, his desire to show them outgrew the wall space of his tarpaper shack. Just up the highway a bit, in the area of MM 99, there was an abandoned fruit packing house.

Back when Flagler’s train was still steaming up and down the island chain, farmers brought their produce to packing houses built near the train’s right-of-way so that it could be crated, loaded into train cars and shipped to northern markets. The 1935 Labor Day Hurricane put an end to train service in the Florida Keys and, apparently, the usefulness of the packing house that once stood at MM 99.

By the time Sonntag arrived in the Florida Keys, the structure had fallen into disrepair. He approached the building’s owner and asked what he thought about the space being used as an art gallery. The owner either thought it was a great idea, or he could not have cared less. Either way, he agreed to let Sonntag use the old packing house free of charge.

Sonntag’s Key Largo Art Gallery opened in 1951 and was advertised with two roadside signs. The hand- painted sign that read “Open” appeared at the front door when Harry was at the gallery. The second hand-painted sign read “Key Largo Art Gallery” and was displayed atop the old wooden roof of the packing BRAD house in hopes of capturing the eyes BERTELLI of passing motorists.

The entire contents of the structure, including his paintings, were destroyed. Shortly after that, the Hermit Artist of Key Largo disappeared from the Florida Keys.

Sonntag passed away in St. Petersburg, Florida, just a year before his collection was rediscovered in 1992.

Frank McNall happened to be driving past a Kissimmee storage unit when he stopped to talk with a woman clearing out one of the units. He bought a couple of items from her, and before he drove away in his truck, she said, “You can take this old bag of art my husband and I found on St. Thomas if you want.”

The old bag of art was saved twice that day. Later that afternoon, Frank’s friend Chuck Faulkner was visiting and suggested that Frank get the bag out of his truck in case it started to rain. A Florida afternoon deluge poured down an hour later. Thankfully, the bag filled with the lost collection of Harry Sonntag, including 170 original watercolors, photographs and newspaper articles that would have been otherwise destroyed in the shower and likely tossed into a Dumpster, was moved inside.

Faulkner has worked to keep the Harry Sonntag Collection intact for three decades. He has always believed that the collection would become something lesser if it was sold off one painting at a time, and, for the last 30 years, Chuck has worked to keep the collection whole.

The collection has not lived in the Florida Keys since 1955 and deserves to come home to stay.

he Silverliners are retired flight attendants who raise money and conduct endless charity work in their communities. The Key West group is bringing back its annual Fantasy Flight to the North Pole, which was stymied by COVID for the past two years.

But before that, the Silverliners joined forces to make Easter special for five local foster children.

The Silverliners work with Deborah Bailey, who calls herself a fairy godmother for local kids in foster care.

“I guess I’m the Mother Goosetype,” Bailey said.

And she’s right. Ask the scores of local foster kids she mentors, tutors and showers with the compassionate attention many have never received.

A combination of comfort, fun and accountability, Bailey is the adult with whom the kids want to share a good report card, an aced test or a teen-aged heartbreak.

“I have kids from years ago still calling to tell me about a good grade they got, and that feels amazing,” she said. “They’re just kids; they want to be seen and heard, but unfortunately a lot of them have been invisible.

“And most of these kids have probably never had a visit from the Easter bunny, so we’re going to change that for them this year.”

The Silverliners stocked giant Easter baskets with toys, candy, gifts and baby clothes for the little ones.

“We also got them passes to the Key West Butterfly & Nature Conservatory and ice cream certificates at Kilwin’s,” said Silverliner Joyce Benavides.

PUBLIC NOTICE Early Notice and Public Review of a Proposed Activity in a 100-Year/500-year Floodplain or Wetland To: All interested Agencies, Groups, and Individuals This is to give notice that under 24 CFR Part 58 Monroe County has determined that the following proposed action under Community Development Block Grant Program- Disaster Recovery - MIT, Rebuild Florida: Infrastructure Repair Program (Round 2) - HUD grant IR026; is located in the 100-year/500-year floodplain, and Monroe County will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required

by Executive Order 11988 and/ or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.

This project will repair damage from Hurricane Irma which made landfall on September 10, 2017 and is located on Father Tony Way from the intersections of Avenues C thru J, and a portion of Avenue G, in the Sands subdivision on Big Pine Key, Monroe County, Florida.

The project comprises roadway and drainage improvements and includes the installation of a gravity collection system, underground wet wells, pump station and treatment device and raising the road elevation based on 2040 Sea Level Rise Projections. This project is designed to protect a major access road to a low-lying, low-income subdivision that is subject to frequent and persistent flooding due to storms, tides, and sea level rise. It will maintain access to 190 homes in a low-income residential neighborhood of which 115 homes sustained substantial damage due to Hurricane Irma. The stormwater management (SWM) system is serving 1.94 acres of roadway development on Father Tony Way, Sands Subdivision, Big Pine Key, Monroe County.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas.
