ew guidance in Florida is advising against masking requirements from corporate headquarters and recommending less isolation for those who are positive with COVID-19. Gov. Ron DeSantis and state Surgeon General Joseph Ladapo announced the measures in a 10-minute video titled “Buck the CDC” on Feb. 24. Within the video, DeSantis said guidance by the U.S. Centers for Disease Control and Prevention isn’t “the best guidance.” A day after the release of the video, the CDC released a new tool that outlines a county’s COVID-19 transmission level of “low,” “medium” or “high” and provides recommendations based on that designation. For instance, Monroe County’s COVID-19 transmission level is deemed “medium,” per the CDC. Recommendations under the medium designation include staying up to date on COVID-19 vaccines, getting tested if people have symptoms and consulting a health care provider on whether to wear a mask. Transmission levels are determined based on the number of hospital beds used, hospital admissions and the total number of new COVID-19 cases.

WAITING FOR ANSWERS Displaced Coco Plum apartment tenants still facing housing crisis ALEX RICKERT

ith days until the deadline to vacate their building, many residents of Mariner’s Place apartments on Coco Plum Drive are still searching for answers. The building is the first domino to fall in the wake of an ordinance passed in September 2021 requiring multistory buildings more than 17 years old to be inspected and recertified. The aim of the ordinance is to prevent a tragedy like Miami’s Surfside condominium collapse in June 2021 that killed 98 people. In a Feb. 15 letter to Marathon building official Noe Martinez, Nestor Cueto of Miami-based Cueto Engineering declared the building unfit for occupancy, stating, “It is my professional opinion, due to the extent of structural damage to the building, the building is not considered safe for occupancy until repairs are completed.” The letter was paired with nearly 80 pages of photo reports detailing electrical and structural concerns in the building found during a Jan. 7 inspection. In light of such blunt reports, the city said it had no choice but to order a cessation of the building’s use due to life safety concerns. And while tenants’ ire was understandably aimed at the city following the order to vacate, subsequent meetings between tenants and city officials on Feb. 18 and 24 focused on the condition of the building and role of the owners, Mariners Place Land Corporation, in the situation. “(The building is) in poor condition with widespread cracking and spalling,” inspectors wrote. “Electrically, the building has had no or very little maintenance throughout the years.” “(The owners) should have maintained their building, and we’re going to try to alleviate pain to those people who live in that building,” said George Garrett, Marathon city manager. “But, we can’t pay the bill. That’s not our job to do.” Owners met with city staff on Feb. 22 to discuss next steps, but have not provided solutions to tenants or the city as the deadline to vacate approaches. An initial memo sent from ownership to tenants indicated that displaced residents would be welcomed back to the property upon completion of repairs. However, Garrett said the

owners have not yet indicated whether they will demolish the structure entirely. Garrett said the city is willing to let the building’s owners place temporary trailers on the property as repairs are completed, and that multiple individuals have come forward who are willing to allow trailers on their private properties to help displaced tenants. So far, however, the building’s owners have not offered to offset tenants’ expenses for relocation, stating only that “We will be returning security deposits in full as normal … as long as everything is normal in your unit,” in a letter to residents. “Everybody’s pointing fingers at each other, and then at the end of the day, we’re in the middle, and we’re paying the price,” one 16-year resident of the building told Keys Weekly. “I’m pretty sure there is blame. Maybe (the owners) didn’t do enough, but at the same time, how did the building go without any inspection for so long? We’re just trying to find a solution, and that’s what we should be focusing on.” The logistics of acquiring, paying for, and connecting the trailers to basic utilities have yet to be determined, and tenants say they have received little concrete communication about their options for relocation. While some have been lucky enough to find alternative arrangements, relying on friends and family for temporary measures while waiting for openings in late March or early April, others have had no such luck. “My belongings are pretty much scattered all over town,” said one resident on Feb. 28. “I’m grateful for my friends and everyone who stepped up, because I was actually ready to just leave the Keys. There are some people who still have no idea where they’re going to go.” An email to Keys Weekly from a concerned friend of a Mariner’s Place resident on Feb. 25 summarized the plight of many in the building: “A resident I spoke to today is contemplating buying an RV based on hearsay. The purchase would deplete her life savings. … These folks really need some answers.” As of press time, Mariners Place Land Corporation had not responded to Keys Weekly’s inquiry regarding the ownership group’s plans for the building.

With scarce buildable land, strict height restrictions, sky-high property values, second homes that sit empty most of the year and a proliferation of vacation rentals, many full-time workers no longer can afford to live or rent in the island chain, much less buy a home. Over the next three weeks, Keys Weekly tackles the housing crisis by identifying the problem, examining its causes and seeking solutions.

hat happens to a tourist town when local workers can’t afford to live there? The Florida Keys are learning the answer the hard way. It’s not the only U.S. community facing a housing crisis, but the Keys have been dealing with it for longer than most other communities, given the scarcity of available land here. Suburban sprawl can’t happen, because there’s nowhere to spread to. The sky-high housing market makes home ownership impossible for most workers and the proliferation of vacation rentals has eliminated thousands of longterm leases. Landlords realize they can get $2,400 a month renting their apartment to a working resident, or triple that by renting it for a month to a tourist. They do the math, then take some photos and post their Keys home on a vacation rental website like AirBnB or VRBO.
Add to that the state legislature’s refusal to allow cities and counties to regulate their own vacation rentals, and the municipalities’ refusal to consistently punish rental law violators with penalties harsh enough to be a deterrent. “Personally, I believe in draconian enforcement,” Marathon Realtor Josh Mothner said. “Enforcement of (vacation rental) rules with real impact. And that’s something that we seem to refuse to do, for whatever reason. The point is that you have to make it painful to break the rules. Right now, it’s not.” Sam Holland, a Key West native who owns a popular guesthouse and several other businesses, agreed with Mothner. “Right now, the fines being levied against rental violators aren’t a deterrent; they’re just a cost of doing business. “I really don’t know where this all ends up. It’s just going to get tougher and tougher for people to live here,” Holland said.

And tougher and tougher for employers to find workers. “I’m very, very, very concerned. I’m also disappointed that we, collectively, didn’t do more sooner to alleviate the situation we’re facing. Now the problem seems almost insurmountable,” said Key West vice mayor Sam Kaufman. His statements summarize what many workers, employers and elected officials are now feeling. For thousands of permanent, working Keys residents, an annual lease is a lifeline, a one-year stay of execution. It’s often all that stands between a continued life in the Keys community they love and a reluctant departure to places unknown. Renters live in fear of getting “the call”: a 50% rent hike; the property’s being sold; or, as is increasingly common, the property’s becoming a vacation rental through AirBnB, VRBO or any other rental platform.

HOUSING CRISIS W H AT ’ S T H E P R O B L E M ? Not all landlords are trying to suck every dollar out of their properties. Increases in insurance, maintenance repairs, property taxes, interest and taxes have some well-meaning landlords in a tough position, too. And that leaves them no option but to increase rent. The mass exodus of year-round working residents, most of whom rent a house, apartment, mobile home or even a boat, has serious implications for local businesses, because no one is replacing the workers who leave the Keys. Once an out-of-town applicant is offered a job in the Keys, they search online to find a place to live and quickly realize the salary they’ve been offered isn’t sufficient to pay rent, much less a mortgage. “We’ve had employees who are very interested in coming to work for us, but then they realize they can’t find a place to live,” said Rita Irwin, CEO of Dolphin Research Center and chair of the Tourist Development Council board. Jason and Dawn Basler owned Island Time Day Spa in Tavernier. They said they’d get roughly 30 calls a day from clients wanting to book a massage. The problem? They couldn’t find a massage therapist. “We had been looking for a massage therapist for eight weeks and (had) zero applications,” the Baslers said. Island Time Day Spa ended up closing. The Baslers put their Key Largo home up for sale, bought 60 acres of property in east Tennessee,
built a new house and started a food truck business. “We’re crushing it up here,” Jason Basler said. In Key West, a Circle K gas station and convenience store that’s typically open 24 hours a day was recently closed before 7 p.m. A sign on the door read, “Closed because we have no staff.” Several Florida Keys restaurants are no longer serving breakfast due to the staffing issues, and many businesses are closing early or altogether. At the Monroe County Sheriff’s Office, Sheriff Rick Ramsay has taken staffing matters into his own hands by installing a bunkhouse on sheriff’s office property on Stock Island in the Lower Keys. Several patrol deputies and jail deputies live in more affordable housing on the mainland in Homestead or Florida City. They’ll commute to the Lower Keys, work for three or four days while sleeping in the bunkhouse, then return home for their days off, Ramsay has said. Clearly, the Florida Keys are facing a daunting problem. Next week, the Keys Weekly will take an in-depth look at the causes of our housing crisis: empty second homes, the profitability and proliferation of vacation rentals, ineffective enforcement of rental law violators and state preemption of local regulations. Is there a light at the end of the tunnel, or is it an oncoming train? That’ll be examined in week 3.

At the Southernmost City, city officials plan to fly the Ukrainian flag, and perhaps light City Hall with blue and yellow spotlights. “What Russia is doing in Ukraine is tragic, inexcusable and unacceptable,” Commissioner Sam Kaufman said on March 1. “Today they bombed the historic Holocaust site in that country. It is not OK. My father-in-law is a Holocaust survivor who’s from Kyiv. It’s outrageous and I’m all for any show of solidarity that we do. Plus, we have a lot of Ukrainians living in Key West.” Since Feb. 24, Ukrainian citizens have taken up arms in a battle to defend their country’s freedom from Russian adversaries continuing to come from various fronts. President Volodymyr Zelensky, in an address to the European Parliament on March 1, said the country is now dealing with the fallout from Russia’s attack. “We’re dealing with killed people, real life. And, you know, I believe that we today we’re giving lives for the rights, for freedom, for the desire to be equal as much as you are. We are giving away our best people, the strongest ones, the most value based ones,” he said. Islamorada resident Frank Derfler is a retired Air Force officer. He graduated from the Air War College and spent eight years in the Pentagon in plans and policy, and in the office of the Secretary of the Air Force. Early in his career, he worked on joint plans with the staff of the 82nd Airborne Division. The 82nd is now deployed on the Polish border. Derfler, in an interview with Keys Weekly, said the first rule of the war in Ukraine is “don’t believe 90% of what you hear.” “All sides are experts at producing false information. While Vladimir Putin plays chess, the Western powers play … not checkers, but bingo. Western Europe depends on Russia for about 40% of its natural gas and 30% of its oil.
Putin controls Europe’s heat and light. As the prices of natural gas and oil rise, Russia becomes wealthier.” Derfler said Western powers have no good moves on Ukraine. The economic sanctions are practically as “inconvenient for the West as they are for Russia.” “Let’s put ourselves in Putin’s shoes. Of the original 15 states of the USSR, three are now part of NATO along with several other countries that were USSR satellites,” he said. “NATO countries hold military exercises only a few hundred miles from the Russian border. Imagine that Russia was rotating 5th generation fighters, drones, and advanced ground weapons system through Mexico and Cuba. That’s how it looks to Putin.” The reasonable response of the U.S. has been to reassure Poland, Defler said. The 82nd Airborne is playing the role of tripwire on the Polish border. “They can help process refugees, but so can the Red Cross. They are there as a failsafe point. Speaking of failsafe, the U.S. flew high altitude B-52 missions with orbits over Poland well before the Russian nuclear forces went on high alert.” Keys resident Abe Conn retired from the Army as a full colonel. He was deployed to various parts of Afghanistan in 2002-03, 2006-07 and finally in 2012-13. Conn’s received the Bronze Star Medal 2nd Award, Meritorious Service 2nd Award, Army Commendation Medal 2nd Award and the Global War on Terrorism Service Medal. As the youngest Army colonel in the history of Florida, Conn completed three one-year deployments to Afghanistan under Operation Enduring Freedom. In a recent Keys Weekly podcast, Conn gave some insight into world affairs and the ongoing war between Ukraine and Russia. “They say history repeats itself. What happened is very similar to what happened in the Cuban missile crisis,” he said. “Cuba went ahead and told Russians go ahead and put missiles on soil here. We went ahead and almost
went to World War III with that. But at the last minute calmer minds prevailed and that didn’t happen. “Now, they’re (Russia) looking at us becoming so friendly like a place like the Ukraine, or where we’ve gone ahead and put interceptor missiles in Poland. That’s a little too close for comfort for them,” Conn continued. “If the U.S. and NATO attack, which I don’t think would ever happen, all nuclear capabilities would be moot because we can take them down in Europe before they even made it to U.S. airspace.” Conn added that he doesn’t feel Ukraine will become a part of NATO because “we don’t want to get into a political quagmire of ticking off Russia.” Mariam Tvaliashvili, who owns Key West Soaps and handcrafts each clean creation in her studio and store in The Shops at Mallory, is from the country of Georgia. “My country is also occupied by Russia, so I know what that’s like, and when my country fought against Russia, Ukraine fought with us on our side.” On Monday, she was creating handmade soaps in the blue and yellow colors of the Ukrainian flag. She plans to donate a portion of the proceeds from their sale to humanitarian aid organizations for Ukrainians. Fish House in Key Largo announced on its Facebook earlier in the week that it would no longer be serving Russian vodka. “We will serve quality Ukrainian vodka instead.” The post received some 700 likes. Key West resident Paul Menta, who owns Key West’s First Legal Rum Distillery, told the commission that his business now makes vodka and will use it as a fundraiser for Ukrainian support efforts. On March 1, U.S. Rep. Carlos Gimenez said he’s filing legislation in the House of Representatives to ban Russian aviation companies, such as Aeroflot, from operating in U.S. airspace. In addition, he’s pushing to ban Russian oligarchs from flying personal aircraft within American airspace. “President Biden should have closed the U.S. airspace to Russian aircraft weeks ago and kept in line with the similar move made by Canada, the United Kingdom and the European Union,” he said in a statement.

CHAMPIONS FOR CHANGE HOST NATIONAL DATING VIOLENCE PREVENTION ADVOCATE February is Teen Dating Violence Awareness Month. On Feb. 23, Marathon High School 8th through 12th grade students had the opportunity to listen to Ashley Bendiksen, a national speaker and award-winning teen dating violence prevention advocate, tell her story. Parents had the opportunity to hear Bendiksen’s story along with dating violence prevention tips during an evening Love is Respect Family Fest. This event was hosted by Champions for Change and funded by the Domestic Abuse Shelter, the Ocean Reef Foundation, and the Zonta Club of Marathon. L
ongtime Key West attorney Albert Kelley, who is campaigning for Monroe County court judge, is the kind of guy who is just as happy hunkering down and reading a legal textbook as he is breezing through a John Lennon biography. Between his off-hours activities of writing local legal columns (“for fun,” he told Keys Weekly) and his work as an attorney and a magistrate, the man lives and breathes the law. “It sounds weird, but when I was working toward medical school, I found I really enjoyed sitting down and reading about legal issues. Some lawyer friends kind of look at me strange when I say that,” he said with a laugh. Since 2015, Kelley has been the magistrate for the 16th Judicial Circuit for Involuntary Cases. “‘Magistrate’ means ‘finder of facts,’” he said. “We listen to the evidence of a case, then evaluate and make recommendations for the judge.” He is often focused on cases regarding the Baker Act, under which people may be detained against their will for mental issues. Kelley said he is passionate about educating the public when it comes to legal issues.
“The law should not be a mystery,” he said. “When judges don’t say why they’ve ruled against the people involved in a case, they’ve done a disservice. They leave the lawyers in a blind area. But the judges in the Keys here are fantastic — they have explained their rulings to me.” If elected to county judge — the election is on Nov. 8 — Kelley promises to always tell plaintiffs and defendants why he ruled a certain way in their cases. “I promise to be fair, impartial and follow the law.” He is not originally from the Keys. A military kid who was born in Bethesda, Maryland, Kelley and his family moved around the country a bit before settling in Fort Myers Beach, Florida, with his grandparents. In his early adulthood, when he wasn’t skydiving or mountain climbing, Kelley kept busy by gathering degrees — he got an associate’s degree in general studies and a bachelor’s degree in political science before settling into law school. He’s also certified to be a paramedic through Tampa General Hospital, to boot. During his time as an attorney, he has handled a wide range of cases. “Anything that could possibly appear to me as a judge, I probably have some experience in,” he said. Kelley graduated with honors from Florida State University College of Law in 1989 after interning at the state attorney’s office in Lee County, where he prosecuted criminal cases. In 1989, he moved to Monroe County and worked in a four-lawyer firm, taking on criminal defense, family and civil cases. In 1995, he opened his office in Key West, where he specializes in business/contracts, landlord/tenant, small claims, collections, real estate, probate and foreclosure issues. In addition to adding the role as magistrate to his duties, in 2008, he was certified by the Florida supreme court to be a circuit civil mediator. Kelley’s down time from his job (or, should we say, “jobs”) is currently occupied with campaigning. But when he can, he spends time with his wife of 30 years, Angie, two children, two grandchildren and two dogs. However, he’s just fine with campaigning. “I love meeting people and helping them understand the legal system,” he said.

appy birthday, Key Colony Beach. Sunday, March 6 will mark the city’s 65th birthday as it celebrates the highly anticipated annual Key Colony Beach Day. Sponsored by the Key Colony Beach Community Association, the free event will run from 9 a.m. to 4 p.m. in a new location at the 7th Street Park in Key Colony Beach. The day will be filled with nearly 100 vendors, food and drink, 50-50 drawings and the ever popular barracuda races provided by the KCB Boating and Fishing Club – yes, those are exactly what they sound like. Music from Papa Pete will entertain visitors from 9 to 11 a.m., followed by Michael J from 11 a.m. to 1 p.m. and Rick Quick from 1 to 3 p.m. “It’s a great event, and I want to make sure everyone knows about it and enjoys themselves,” said Key Colony Beach city administrator David Turner. “It’s been two years of craziness that we haven’t had it.” “KCB Day is one of the primary funding sources which supports the KCB Community Association’s ability to provide charitable donations to our community,” said KCB Community Association board member Ted Fischer. “At the beginning of the coronavirus pandemic, when most restaurants serving Key Colony were shut down, we were able to offer the workers who were least capable of sustaining a sudden loss of income $300 each, for a total donation of $30,000. This initiative was enabled by years of generosity from KCB Day attendees and vendors, as well as our KCB Community Association members.” Throughout the year, the association supports popular events like the KCB lighted boat parade, free Sunday concerts at Sunset Park, an annual Coconut Crawl and more. Beyond the advertised “Old Fashioned Fun,” the event serves to commemorate Key Colony becoming only the second incorporated city in the Florida Keys in 1957. he Marathon City Council will gather for its next public meeting on Tuesday, March 8 at 5:30 p.m. at Marathon City Hall. All interested persons are welcome to attend. Topics of particular interest to the community slated for discussion include: • Recognition for Rylan Chapa, Marathon High School’s state champion weightlifter. • Discussion of Mariners Place apartments and displaced residents, scheduled to be vacated by Friday, March 5 after inspections found the building unsafe for occupancy. See page 7. • Discussion of the special taxing district in support of Fishermen’s Community Hospital and Baptist Health South Florida. • Consideration of a request for a conditional use permit to authorize a development at the end of 41st Street Gulf. Unanimously approved by the city’s planning commission at its Feb. 28 meeting, the permit would allow for the eventual development of 14 residential units as well as additional parking spaces. • A second reading, discussion and possible final approval of Marathon’s newly proposed sign code. Read for the first time in its original form at February’s city council meeting, the new ordinance entirely replaces Marathon’s current sign code, rendered unconstitutional by a 2015 Supreme Court case that outlawed content-based restrictions on signs. • Approval of the market rate and affordable allocations for the current Building Permit Allocation System (BPAS) period, as well as approval of a resolution to extend the remaining BPAS allocations to 2024 by providing fewer allocations per six-month period.

What one word describes you? Outgoing What clubs, teams or other extracurricular activities were you involved in during high school? Mu Alpha Theta, Weightlifting, Drama Club, International Thespian Society, Interact, Chess, Computer Science Honors Society. What do you see yourself accomplishing in five years? Obtaining a communications degree and becoming head of marketing for major businesses, or auditioning for shows and different commercials. Which athlete inspires you the most, and why? Rylan Chapa, a friend of mine from school who is also on the weightlifting team, can lift way more than her body weight. I am working hard to be like that. What is the best part about competing? Watching myself succeed, but also watching myself fail. It gives me something to constantly work on. Why are you so passionate about playing sports? Weightlifting in itself is very rewarding; you can get so much out of it. At the same time, it can be very humbling, so it makes the perfect combination. What is your favorite food to eat the night before a big competition? I don't have a favorite food before a meet, but tacos in general are amazing. Describe your major highlights and achievements in sports in the past. Weightlifting is my only sport. This was my first year on the team, and I have had some amazing growth. How do you keep your teammates feeling positive and motivated during a loss? I’m always sure to let my teammates know that even after they don’t succeed on their first attempt, they can accomplish so much more with practice for future competitions.

TEAM SPOTLIGHT Co-ed Tennis The tiny but mighty co-ed MHS tennis team has played a total of 6 matches so far. On March 1, the team went up against the rival Coral Shores Hurricanes. MHS’ top-ranked Lilian Guo came out with a win against Coral Shores’ number one player, Harmony Holmquist, by a score of 8-3, improving Guo’s season record to 5-1. She continued playing that same afternoon with her doubles partner, Malena Rocafort. They collected another win for the team, notching an 8-6 victory. “My confidence level has really gone up since last year, which has led me to play stronger, more competitive games,” said Guo. She also has quite the unconventional season goal. "In seasons past, I have ended up with really bad tan lines, so my goal is to win each match as fast as possible to avoid this issue.” Guo has been named Monroe County Player of the Year for girls tennis for the past four years. She is hoping to secure a clean sweep in her fifth and final year. Adrien Holdinga, who is only a freshman, is the top-ranked boy on the team, but said that playing doubles is what makes each tennis meet so much fun. “My partner, Mikele Rocafort, makes game days so much more interesting,” said Holdinga. “Even if I Iose to my opponent earlier that day, I am excited to walk back on the court and make a comeback with Mikele.” This is the first year that head coach Kevin Freeman will transition from swinging softball bats to tennis rackets. So far, Freeman said, he enjoys the good kids on the team and the organized, laidback game of tennis. “It's the first of my sports that doesn't involve throwing clipboards and yelling at the other team,” he said. “A lot of our team is young. Four of the 12 team members are middle schoolers, but each and every player is out on the court working hard to get better.” The Fins have four more matches this season with the potential of an additional match against Coral Shores. The District tournament is scheduled for the week of April 11. Be sure to come watch the tennis crew in action at Marathon Community Park.
TRACK & FIELD In a competitive matchup against Key West and Coral Shores, Marathon took 2nd place in its first meet of the season on Feb. 22. Twelve MHS runners placed in the top three of their respective events, with four taking home the gold. Marathon Middle School baseball takes on Miami Country Day in doubleheader Feb. 26 saw Marathon Middle School’s baseball team host Miami Country Day for a Saturday doubleheader. T
ake the cuisines from every continent touching the Pacific Ocean, blend them together and put them on a plate. That’s the idea at Mahina, Isla Bella Beach Resort’s new take on fine dining. Helmed by executive chef Pavy Keomaniboth, Mahina’s culinary experience is rare in the state of Florida. “We did our homework, and we say this with the utmost respect: we believe that there is no other true Pacific Rim restaurant (in the state),” said Keomaniboth. “It means we’re taking all cultural cuisines and tying them into a melting pot. Any continent that touches the Pacific Ocean, that’s the Ring of Fire. On my menu, we have Japanese, Korean, Polynesian and Micronesian influences. You name it and it’s there, tied into one specific dish that makes sense.” Keomaniboth’s upbringing and extensive culinary experience lend authenticity to the menu’s offerings. Originally from Hawaii, he attended the Western Culinary Institute of America before spending years as a Hyatt chef in Bellevue, Washington, Columbus, Ohio, and Green Bay, Wisconsin before being displaced by COVID-19 layoffs. As an executive chef with multiple offers from competitors, Keomaniboth said the Keys environment and belief in Mahina’s concept ultimately drove him to the islands. “At the end of the day, it’s not about money,” he said. “It’s about how happy I am and how happy our customers are, and I truly believe that sunshine is one of the key ingredients for happiness. Everybody is born to be outside. Because

otherwise, you’re going to live under a rock, and life is going to pass you by.” Mahina’s dishes are designed for an educated palate, but thanks to the rise of culinary content in multiple media forms, diners are more equipped to understand the unique blends of flavors, textures and colors. “There are so many more educated diners now, because there’s the Food Network and people reading more books and articles,” said Keomaniboth. “There’s a science behind it all.” He cites influences from renowned chefs Gordon Ramsay, Thomas Keller and Hiroyuki Sakai as he crafts each dish with contributions from the Pacific Rim and beyond. “Some people say, ‘it’s an Asian restaurant,’ but it’s Asian influence with Portuguese, Italian, French, you name it.” Since launching the restaurant in December, Keomaniboth said he was surprised by an unusually even sales report across the menu. “There is no favorite,” he said. “It caught me off guard, because typically in a Pacific Rim restaurant, a pasta dish won’t sell as much as a protein or seafood dish. But our squid ink linguine is unique. Not everyone uses that ingredient, and people want to try it because they’ve seen it on TV.” Though no one dish stands head and shoulders above the other, Keomaniboth pointed to the Hawaiian style Ahi tuna poke, lobster crusted mahi-mahi with macadamia nut orange brown butter, and a 14-ounce Kurabota pork chop marinated for 24 hours in Thai herbs as some of his personal highlights. EMILY PACENTA Bongos Botanical Beer Garden, Marathon This four-year Marathon resident is a dolphin trainer by day before spending her nights slinging drinks at Bongos, one of the fastest-growing local hangouts in the Middle Keys. Hailing from Kettering, Ohio, Emily says the best part of her second job is listening to sage life advice from her many patrons. Naturally, we had some completely nonwork-related questions for her: What’s the dumbest thing you’ve ever done? I once had to Google what the date was. It was my birthday. What’s the best (or worst) prank you’ve ever played? Santa came to my house to drop off presents for my siblings and I. There was a train track nearby, so I went to grab coal and put it in the top of my siblings’ stockings to hide their gifts. They started sobbing. I wasn’t allowed to open a few of my presents on Christmas Day because of that one. How many people try to slide you their phone number on a receipt? An unfortunate number. Favorite and least favorite drinks to make? Beer is nice and easy, because all I have to do is open the tap. But when I make a mojito, there are so many things to muddle, and once you start making it, everyone wants one. MARK HEDDEN ... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.
I
was pedaling past the sexton’s office at the cemetery when I heard the shriek. Like a just folded poker hand, I can’t recall its exact details. But it was high and piercing, and my only thought was: hawk. It came from beyond the tree line, somewhere above the Harris School. I stopped my bike to look around. A short-tailed hawk popped up above all that green leafiness, turning a half circle before disappearing again. Ah, I thought. Then a broad-winged hawk popped up, and did pretty much the same thing. Not so ah, I thought. Birds of prey are not particularly good singers and they don’t have deep repertoires. Broad-wings tend to make high, clear single-note vocalizations. Short-tailed hawks, which call much less frequently, tend to make arcing, two-note vocal slides, kind of like a gray catbird if it was trying to not sound like a cat. (That last description may not make any sense outside the confines of my skull. But I’m sticking with it.) The shriek had neither’s familiar ring. As if cued by a backstage manager with a headset, clipboard and black turtleneck, the birds emerged into the air again, the broadwing first, then the short-tail, flying straight for a bit, then circling, the leader and chaser alternating. The birds, which were about the same size, whirled above in a kind of obverse pas de deux, each the other’s opposite, down to the fact of the broad-wing being light-plumed and the short-tail being dark-plumed. They spun in a thermal over the house where Carolyn Gorton Fuller’s bottle wall used to be, then slid off to spin for a while over the obelisque-marked plot of Los Martires de Cuba, then came back closer and spun above the green soldier with the oar who watches solemnly over the USS Maine plot. In traditional notions of choreography this could maybe be seen as early moments of romantic entanglement, the two potential paramours circling one another as they work up to their inevitable coming together. Or it could have been seen as two friends out on a lark, enjoying each other’s company. But a more realistic model would likely be seen in “West Side Story,” where the two adversaries in a knife fight would square off with an overly-refined balletic movement you would not necessarily expect from street ruffians. Or maybe that episode in the original “Star Trek” series where Kirk and Spock try to kill each other with those giant cheese knife-looking things in the Vulcan kal-if-fee ritual. I was waiting for one to take a dive at the other, razor-sharp talons out. It was only a matter of time. Birds of prey don’t really do the whole friendship thing. Or the whole colonial thing. Or the generally-tolerate-the-presence-of-otherbirds-of-prey-in-their-immediate-presence thing. Other than mating and rearing young, they generally prefer to be alone.
During migration I’ve seen 19 peregrine falcons perched on a single radio tower. But they were spread out as much as possible, at all different levels, and each seemed intent on pretending the other 18 didn’t exist. Birds tend to get most aggressive over issues of territory during breeding season, when there are vulnerable nests and eggs or fledglings at stake. Things tend to be a little more relaxed in winter habitats, especially in Key West when there are enough chickens, pigeons, doves and other birds around that a hawk in good health is not going to starve. You see birds of prey in the same airspace over Key West on a pretty regular basis, but these tend to be passing moments, like running into someone you’ve been avoiding at Fausto’s. Everybody tends to go their own way quickly. But these two seemed to be following each other around. Or at least one was following the other and biding his time. I started to wonder, who was on whose turf? I thought a little about local ospreys in the fall, how when the migrant ospreys flew too low, they would come up and escort them to the edge of their territory, like an old-timey sheriff. And then I started thinking about this one afternoon years ago at the Green Parrot, when a pretty large guy had over-imbibed and was kind of getting out of control, and the staff decided to 86 him. John Vagnoni, the manager, came out to do it. And the guy just seemed so huge and John seemed so … the opposite of huge. And the guy was angrily making his pretty incoherent case about how he was being wronged, how he was misunderstood, how he had rights. And Vagnoni nodded and looked sympathetic, and took an easy step forward with his hands out at his sides and gently said, “Yeah, I know buddy. But you gotta go.” And how the big drunk guy took a step backwards and started pleading his case again, and John took another step forward and repeated, “Yeah, I know buddy. But you gotta go.” This went on past the pinball machine, the pool table, the popcorn machine and the cigarette machine, until the guy found himself out on the sidewalk, without really understanding how it happened. Maybe this was what was going on with the hawks. One of them was being escorted out of the other’s territory so subtly and deftly that it was impossible to tell who was 86-ing whom. Even after they slid out of the cemetery toward St. Mary Star of the Sea, and then caught a thermal, and rose so high up you couldn’t keep track of either one of them.

elcome to my first high season (well, my first not affected by COVID to any great extent). It’s busy, and it takes more time to do things – check out at the grocery, get across U.S. 1, etc. The point is, I have been a little busier and am lucky to get an article written right now. In January, I wrote an article on the suicide rate in Monroe County and gave some national resources that folks can use if they or someone they know needs help. What I didn’t mention was all of the great work our own county health folks do and how accessible they are. After reading my article, the regional vice president for the Guidance/Care Center reached out and gave me some resources that her group and others in the county have available. The center is a local mental health center, but that really doesn’t come close to what it does; it offers a comprehensive array of services with sites in Key Largo, Marathon and Key West. It offers inpatient and outpatient services, crisis care and support, detox, inmate mental health and addiction services, school support, psychiatric services and preventative services. Most importantly in regard to suicide prevention and care, there is a Mobile Crisis Response Team (MRT). This team offers 24-hour triage for all Monroe County residents and provides crisis response in order to avoid the need for psychiatric hospitalization, emergency room utilization or jail. It also serves as a link to community-based behavioral health services. The MRT hotline is 305-434-7660, option #8. People can also walk into any Guidance/Care Center site for help. The event will take place at St. Columba Under the Abbey, 451 W. 52nd St., Marathon. FWC asks locals to report horseshoe crab sightings Spring is the peak mating season for horseshoe crabs. Locals can help biologists with the Florida Fish and
Wildlife Conservation Commission (FWC) gather information about the creatures by reporting sightings on an online survey. Horseshoe crabs mate year-round, but it is most common to see mating groups along the shore of sandy, lower-wave-action beaches in March and April as well as September and October. Beachgoers will have the most luck spotting horseshoe crabs around high tide within a few days of a new or full moon. In addition, if a horseshoe crab is on its back, it can be helped by flipping it back over by gently picking it up (holding both sides of the shell), turning it over and releasing it back into the water. The FWC asks the public to report sightings by visiting MyFWC.com/research and clicking on “Crustaceans” then “Horseshoe Crabs” and selecting “Report Your Nesting Horseshoe Crab Sighting.” Keys artists can apply for grants of up to $2,000 The Anne McKee Artists Fund (AMAF) is offering grants to visual, performing and literary artists who reside in Key West and the Florida Keys. Grant funding is provided by proceeds from the Anne McKee Art Auction recently held in February and are awarded at the sole discretion of the AMAF Board of Directors. The Anne McKee Fund grants up to $2,000 per artist for as many as 20 artists for project-based work. In addition, there are three youth-based scholarships.
