ey West’s attorney was limited in what he could say to the city commission Tuesday night about the afternoon’s cruise ship mediation session with Judge Sandra Taylor, but the parties did agree, Smith said, that he could describe the talks as “extremely productive.” The commission will hold a special meeting on Thursday, March 10 to discuss the cruise ship issue.

Smith said the commissioners and the public should have some additional information by Thursday, March 3 to review before the special meeting. “We’re looking at a revised resolution (about ships at the city-controlled piers), a revised cruise ship ordinance and a revised agreement with Pier B,” Smith said. DEVELOPING THE DIESEL PLANT The old brick diesel plant at Truman Waterfront is and in dire need of repairs and development, City

Manager Patti McLauchlin told the commissioners. She has hosted two public workshops with two more scheduled to see what residents want to see in the historic, but failing, building. Following the four workshops, the city will issue a Request for Proposals from groups that want to develop the property. McLauchlin pointed out that many of the public’s requests for the property will be included in continued on page 10

ARTISTIC PEOPLE AND THEIR SPACES THE STUDIOS PRESENTS ART SHOWS AND STUDIO TOURS

A

s part of Key West’s bicentennial celebration this month, artists from the Florida Keys and beyond will join Reynerio Tamayo, Cuba’s preeminent baseball artist, in an exhibit celebrating America’s favorite pastime. “Play Ball!” is a multi-artist tribute to baseball on view from March 3-31, featuring a new body of work by Tamayo, as well as over 100 baseball bats transformed into works of art. “On the eve of Key West’s 200th anniversary, it makes sense to celebrate two of the ingredients in our island’s secret sauce: our cultural roots in Cuba, and our love of baseball,” said Jed Dodds, executive director of The Studios. “We put out a call to artists to pick up a bat and to use their imagination and any materials they wanted to turn it into a unique artwork.” The resulting collection runs the gamut, from brightly painted scenes to ornate sculptural objects. Some bats have been transformed entirely, one into a fully functional lamp and another into a didgeridoo that can be played. A handful have been carved or hollowed out and put back together, and a few others elevate the bat into a tribute to Conch culture and women’s baseball. The centerpiece of the exhibit is a new body of paintings by Tamayo, an artist known for his good-natured but sharply drawn commentaries on pop culture, history and politics. “The Cuban people’s passion for the sport is connected to their identity,” Tamayo said, and his portrait of baseball’s Major League star Bronson Arroyo, who was born and raised in Key West, is a true celebration of a homegrown hero. Also on view in March in The Studios’ Sanger Gallery is “Journey to the Great Round” by Marlene Koenig, whose meticulous and fantastical works are inspired by her close study of eastern spirituality and Jungian philosophy. The Zabar Project Gallery will feature “Facades” by Pamela Kostmayer, whose latest abstract work consists of mixed media including encaustic, paper, wood,1 metal objects and oil stick. All three exhibits will be on view from 10 a.m. to 4 p.m. Tuesday through Saturday at The Studios, 533 Eaton St. More information is at tskw.org. Studio and home tours on March 12 Hop on a bike or carpool with friends to spend an art-filled afternoon exploring the homes and studios of Key West artists. Produced by The Studios of Key West, the annual Artist Studio Tours take participants on a self-guided journey through the secret lanes and hidden alleys of Old Town. On Saturday, March 12 from 11 a.m. to 3 p.m., The Studios provides an all-access pass to the creative studios of painters, musicians, sculptors and writers. “The Studio Tours offer a unique opportunity to peek into the workspaces and gardens of Old Town, and to experience the island art community in a new way,” said Elena Devers, deputy director. “You’ll bump elbows with art aficionados, discover a new artist or fall in love with a painting, and perhaps find a unique art piece or souvenir.” A highlight of the 2022 tour is Stop #2, the Dey Street Artist Studios. The former home of the late, legendary artist Suzie dePoo, the space is now a creative hive of activity for artists, writers and musicians. An integral piece of Key West’s artistic history, dePoo left her mark on the island with her imaginative glass sculptures and colorful textile designs. Her sprawling home and garden has changed very little since her passing, and has become a haven for local artists. Other stops include the studio of John Martini and Carol Munder, which is as instantly recognizable as the bright blue former movie theater in Bahama Village; the studio and gardens of Eric Anfinson, whose stylized portraits and luminous scene studies are widely collected; and the outdoor studio of sculptor Sally Wernicoff. Also on the tour is The Studios’ Carriage Trade Guesthouse. Built in 1938, the classic conch-style building at 529 Eaton St. has a long and storied history as a

Housing is the largest single challenge facing Florida Keys residents and has been for decades. With scarce buildable land, strict height restrictions, sky-high property values, second homes that sit empty most of the year and a proliferation of vacation rentals, many full-time workers no longer can afford to live or rent in the island chain, much less buy a home. Over the next three weeks, Keys Weekly tackles the housing crisis by identifying the problem, examining its causes and seeking solutions.

hat happens to a tourist town when local workers can’t afford to live there? The Florida Keys are learning the answer the hard way. It’s not the only U.S. community facing a housing crisis, but the Keys have been dealing with it for longer than most other communities, given the scarcity of available land here. Suburban sprawl can’t happen, because there’s nowhere to spread to. The sky-high housing market makes home ownership impossible for most workers and the proliferation of vacation rentals has eliminated thousands of longterm leases. Landlords realize they can get $2,400 a month renting their apartment to a working resident, or triple that by renting it for a month to a tourist. They do the math, then take some photos and post their Keys home on a vacation rental website like AirBnB or VRBO.

Add to that the state legislature’s refusal to allow cities and counties to regulate their own vacation rentals, and the municipalities’ refusal to consistently punish rental law violators with penalties harsh enough to be a deterrent. “Personally, I believe in draconian enforcement,” Marathon Realtor Josh Mothner said. “Enforcement of (vacation rental) rules with real impact. And that’s something that we seem to refuse to do, for whatever reason. The point is that you have to make it painful to break the rules. Right now, it’s not.” Sam Holland, a Key West native who owns a popular guesthouse and several other businesses, agreed with Mothner. “Right now, the fines being levied against rental violators aren’t a deterrent; they’re just a cost of doing business. “I really don’t know where this all ends up. It’s just going to get tougher and tougher for people to live here,” Holland said.

And tougher and tougher for employers to find workers. “I’m very, very, very concerned. I’m also disappointed that we, collectively, didn’t do more sooner to alleviate the situation we’re facing. Now the problem seems almost insurmountable,” said Key West vice mayor Sam Kaufman. His statements summarize what many workers, employers and elected officials are now feeling. For thousands of permanent, working Keys residents, an annual lease is a lifeline, a one-year stay of execution. It’s often all that stands between a continued life in the Keys community they love and a reluctant departure to places unknown. Renters live in fear of getting “the call”: a 50% rent hike; the property’s being sold; or, as is increasingly common, the property’s becoming a vacation rental through AirBnB, VRBO or any other rental platform.

HOUSING CRISIS W H AT ’ S T H E P R O B L E M ? Not all landlords are trying to suck every dollar out of their properties. Increases in insurance, maintenance repairs, property taxes, interest and taxes have some well-meaning landlords in a tough position, too. And that leaves them no option but to increase rent. The mass exodus of year-round working residents, most of whom rent a house, apartment, mobile home or even a boat, has serious implications for local businesses, because no one is replacing the workers who leave the Keys. Once an out-of-town applicant is offered a job in the Keys, they search online to find a place to live and quickly realize the salary they’ve been offered isn’t sufficient to pay rent, much less a mortgage. “We’ve had employees who are very interested in coming to work for us, but then they realize they can’t find a place to live,” said Rita Irwin, CEO of Dolphin Research Center and chair of the Tourist Development Council board. Jason and Dawn Basler owned Island Time Day Spa in Tavernier. They said they’d get roughly 30 calls a day from clients wanting to book a massage. The problem? They couldn’t find a massage therapist. “We had been looking for a massage therapist for eight weeks and (had) zero applications,” the Baslers said. Island Time Day Spa ended up closing. The Baslers put their Key Largo home up for sale, bought 60 acres of property in east Tennessee,

built a new house and started a food truck business. “We’re crushing it up here,” Jason Basler said. In Key West, a Circle K gas station and convenience store that’s typically open 24 hours a day was recently closed before 7 p.m. A sign on the door read, “Closed because we have no staff.” Several Florida Keys restaurants are no longer serving breakfast due to the staffing issues, and many businesses are closing early or altogether. At the Monroe County Sheriff’s Office, Sheriff Rick Ramsay has taken staffing matters into his own hands by installing a bunkhouse on sheriff’s office property on Stock Island in the Lower Keys. Several patrol deputies and jail deputies live in more affordable housing on the mainland in Homestead or Florida City. They’ll commute to the Lower Keys, work for three or four days while sleeping in the bunkhouse, then return home for their days off, Ramsay has said. Clearly, the Florida Keys are facing a daunting problem. Next week, the Keys Weekly will take an in-depth look at the causes of our housing crisis: empty second homes, the profitability and proliferation of vacation rentals, ineffective enforcement of rental law violators and state preemption of local regulations. Is there a light at the end of the tunnel, or is it an oncoming train? That’ll be examined in week 3.

the renovations of the nearby Frederick Douglass Gym, which will fulfill a lot of the public’s requests, she said, adding that commercial operation will have to take place at the diesel plant in order to fund anything else that’s put there. “But I’m not sure we’ll be able to save those buildings after too much time. Those buildings are in terrible shape.” Commissioner Jimmy Weekley said, “We’ve been talking about this for a long time and the property is deteriorating. We need to move quickly and shore up whatever we can do on our own in the meantime. It’s important to recognize that there has to be some commercial activity allowed down there.” Commissioner Wardlow agreed, and urged McLauchlin to send out the RFP immediately after the fourth public workshop. “If not, another commission will still be talking about this in two years.” KEY WEST SUPPORTS UKRAINE Commissioner Sam Kaufman called the attacks on Ukraine, particularly a historic Holocaust site there, “tragic, unacceptable, no good and inexcusable. This is not OK. It’s outrageous.” McLauchlin said the city could fly the blue and yellow Ukrainian flag in solidarity. Mayor Teri Johnston said other cities are also lighting up public buildings in blue and yellow and suggested the same be done at City Hall. $10K OFFER NOT ENOUGH TO MITIGATE $585K IN FINES A code compliance case and resulting fines have left a Key West property owner, Robert Janicki, with a $585,000 lien against his property at 1205 11th St. Janicki was not present at Tuesday’s meeting, but was represented by his attorney, Van Fischer. At the meeting, Fischer proposed a $10,000 payment to release the lien.

“Ridiculous,” Johnston called the offer. “Your client got caught. He built three structures without permits, and he got caught. It’s fascinating that we continue to get these ridiculous mitigation amounts when it took the property owner more than 500 days to come into compliance. The private sector and construction industry did not slow down during COVID. $585,000 would fund five code officers and five police officers. A message must be given to the community that you don’t do work without a permit.” Weekley agreed and moved to deny the $10,000 offer. “I’d like to deny this and make the process start all over.” The commission agreed unanimously. MALLORY SQUARE MAKEOVER TO START WITH PUBLIC INPUT Commissioners voted unanimously to uphold a ranking committee’s suggestion that the city begin negotiations with the Sasaki group to reinvent the underused waterfront plaza at Mallory Square. As of now, the area is not shaded and used only two hours a day for the Sunset Celebration. The Sasaki group told the commission Tuesday that they’ll listen to the public before coming up with specific ideas. “Mallory Square is the exclamation point of Key West,” the group told the commission. “It’s the southernmost public park and we need to start infusing it with community comforts and increasing its connectivity to the rest of the waterfront. We’ll listen first, then come up with ideas.”

L

ongtime Key West attorney Albert Kelley, who is campaigning for Monroe County court judge, is the kind of guy who is just as happy hunkering down and reading a legal textbook as he is breezing through a John Lennon biography. Between his off-hours activities of writing local legal columns (“for fun,” he told Keys Weekly) and his work as an attorney and a magistrate, the man lives and breathes the law. “It sounds weird, but when I was working toward medical school, I found I really enjoyed sitting down and reading about legal issues. Some lawyer friends kind of look at me strange when I say that,” he said with a laugh. Since 2015, Kelley has been the magistrate for the 16th Judicial Circuit for Involuntary Cases. “‘Magistrate’ means ‘finder of facts,’” he said. “We listen to the evidence of a case, then evaluate and make recommendations for the judge.” He is often focused on cases regarding the Baker Act, under which people may be detained against their will for mental issues. Kelley said he is passionate about educating the public when it comes to legal issues. “The law should not be a mystery,” he said. “When judges don’t say why they’ve ruled against the people involved in a case, they’ve

done a disservice. They leave the lawyers in a blind area. But the judges in the Keys here are fantastic — they have explained their rulings to me.” If elected to county judge — the election is on Nov. 8 — Kelley promises to always tell plaintiffs and defendants why he ruled a certain way in their cases. “I promise to be fair, impartial and follow the law.” He is not originally from the Keys. A military kid who was born in Bethesda, Maryland, Kelley and his family moved around the country a bit before settling in Fort Myers Beach, Florida, with his grandparents. In his early adulthood, when he wasn’t sky-diving or mountain climbing, Kelley kept busy by gathering degrees — he got an associate’s degree in general studies and a bachelor’s degree in political science before settling into law school. He’s also certified to be a paramedic through Tampa General Hospital, to boot. During his time as an attorney, he has handled a wide range of cases. “Anything that could possibly appear to me as a judge, I probably have some experience in,” he said. Kelley graduated with honors from Florida State University College of Law in 1989 after interning at the state attorney’s office in Lee County, where he prosecuted criminal cases. In 1989, he moved to Monroe County and worked in a four-lawyer firm, taking on criminal defense, family and civil cases. In 1995, he opened his office in Key West, where he specializes in business/contracts, landlord/tenant, small claims, collections, real estate, probate and foreclosure issues. In addition to adding the role as magistrate to his duties, in 2008, he was certified by the Florida supreme court to be a circuit civil mediator. Kelley’s down time from his job (or, should we say, “jobs”) is currently occupied with campaigning. But when he can, he spends time with his wife of 30 years, Angie, two children, two grandchildren and two dogs. However, he’s just fine with campaigning. “I love meeting people and helping them understand the legal system,” he said.

3 KEY WEST HOTELS NOW OFFER E-SCOOTER RENTALS

ut it back where you found it. One of the first rules we learn as kids is now at the center of Lama Mobility, a new e-scooter rental company that launched this week at three Key West hotels. You’ve seen the Bird and Lime-branded stand-up scooters in nearly 200 cities and college towns. They’re rented remotely with a phone app, deposited wherever the rider leaves them, then collected nightly for charging. But the free-floating business model is facing increasingly harsh criticism in those cities. Discarded scooters clutter sidewalks, parks and other areas, while pedestrians complain the larger, faster, inaudible scooters claim too much sidewalk space. “The free-floating scooters, like Birds and Limes, are left all over the place; it’s like the Wild West with no rules,” said Key West hotelier Marc Meisel, who instead developed Lama Mobility as a round-trip rental platform. “Key West is the first location for the round-trip rental model as a proof-of-concept test, with plans to expand nationwide.” Lama-branded e-scooters are now available for rent at the Meisel family’s three Key West hotels — Santa Maria Suites, Southwinds Hotel and H20 Suites. Key West city officials had implemented a moratorium on new recreational rental vehicle companies while they drafted regulations to govern the proliferation of electric scooters, electric bikes and other vehicles. There is no moratorium on the sale of e-scooters and e-bikes, and an increasing number of Key West residents have purchased them. But as of now, Lama Mobility is the only company allowed to rent the e-scooters. “While the city was drafting their ordinance for these recreational rental vehicles, they passed a moratorium on them to give themselves time. But I got my approvals

before the moratorium started,” Meisel told the Keys Weekly last week. While some city officials have referred to Lama Mobility as a pilot project for roundtrip e-scooter rentals, Meisel said, “It’s not really a pilot program. I’m working with the city and sharing data regarding usage and locations. I don’t have the right to expand it beyond our initial three hotel locations, but the city can’t cancel or remove it.” Rentals cost $8.50 per hour or $35 for the whole day, Meisel said. An electronic locking mechanism allows a user to stop and park the scooter at a bike rack while having lunch or shopping without the concern that it will be taken and used by a different rider, such as happens with the free-floating business model. “Traditional dockless rideshare programs operate on a first-come, first-served basis and do not provide the rider the ability to pause the ride or reserve the scooter for when they are not riding,” states the Lama Mobility website. “Hotel and marina guests and cruise ship passengers want to explore their surroundings, often pausing throughout the day to stop for a meal, go shopping, sightseeing or visit an attraction. They need the ability to ensure their transportation is not subject to someone else taking the scooter when they pause to enjoy their surroundings. Lama Mobility provides this while organizing scooters instead of cluttering up sidewalks with abandoned scooters.” Lama Mobility customers are instructed to park the scooters at bike racks, not on sidewalks, and are told not to ride on sidewalks. Meisel acknowledged the concerns and criticism free-floating scooter rental companies face in hundreds of cities. “I know there has been some resistance to these types of e-scooter programs due to

their perceived dangers,” he said. “However, I can’t stress enough that due to the safety measures we have taken, unlike a free-floating program (like Bird and Lime), we require age verification, helmets, and safety and educational training throughout the experience via the docking stations and the cell phone app. This type of persistent education will assist with rider safety and will keep riders off sidewalks.” The Lama scooters go up to 34 miles on a single charge, so riders can use them all day — then put them back at the hotel charging rack where they started. The scooters’ top speed is 15.5 mph, and geo-fencing technology prevents them from crossing the Cow Key Bridge. Helmets are required and provided at the hotel front desks. The Lama Mobility phone app requires the user to upload a photo of their ID to show they’re at least 18. They must enter a credit card number and watch a safety video before their ride can start, Meisel said. “Lama Mobility is a very exciting project for me,” he said, adding that the company name is a combination of his two kids’ first names. “I hope I can do my part in assisting with alternative transportation in Key West that reduces cars on the road and parking congestion while promoting an eco-friendly, fun way for tourists to explore our island.”

NEW GUIDANCE IN FLORIDA PUSHES BACK AGAINST CORPORATE MASKING

ew guidance in Florida is advising against masking requirements from corporate headquarters and recommending less isolation for those who are positive with COVID-19. Gov. Ron DeSantis and state Surgeon General Joseph Ladapo announced the measures in a 10-minute video titled “Buck the CDC” on Feb. 24. Within the video, DeSantis said guidance by the U.S. Centers for Disease Control and Prevention isn’t “the best guidance.” A day after the release of the video, the CDC released a new tool that outlines a county’s COVID-19 transmission level of “low,” “medium” or “high” and provides recommendations based on that designation. For instance, Monroe County’s COVID-19 transmission level is deemed “medium,” per the CDC. Recommendations under the medium designation include staying up to date on COVID-19 vaccines, getting tested if people have symptoms and consulting a health care provider on whether to wear a mask. Transmission levels are determined based on the number of hospital beds used, hospital admissions and the total number of new COVID-19 cases. As of March 1, Lower Keys Medical Center had one COVID-19-positive patient. Mariners Hospital, too, had one patient in-house with COVID-19. The Baptist Health South Florida system had 52 COVID-19 patients receiving treatment. “We continue to see a steady and significant decline in cases. As always, we encourage eligible members of the community to get vaccinated and remain vigilant,” said Gina Halley-Wright, spokeswoman. Per the Florida Department of Health’s latest report, 79 positive COVID-19 cases were reported in Monroe County between Feb. 18 and Feb. 24. Statewide, new cases are decreasing each week. A total of 25,640 new cases of COVID-19 were reported between Feb. 11 and Feb. 18. The week before, Feb. 4 to Feb. 11, 42,406 confirmed cases were reported to the health department. Bob Eadie, administrator and health officer for the Florida Department of Health in Monroe County, said it’s important to continue taking precautions — remain vigilant, wash hands with soap and water, and cover your mouth when you sneeze. “These things will help protect you as much from cold and flu as well,” he said. New state guidance updates the school isolation rule to five days and maintains the parents’ right in determining whether their children should wear a mask. The Monroe County School District’s dashboard showed three students and two staff members with COVID-19 as of March 1. Two cases came out of Coral Shores High School and one from Key West High School, while one staff member from Plantation Key School and another from Horace O’Bryant School were out with COVID-19. That’s down from seven weeks ago, when 183 students, 40 teachers and 26 staff members were confirmed positive with COVID-19. New state guidance also gives practitioners the flexibility to make the decision to treat patients with off-label prescriptions if they determine it to be in the patient’s best interest. Ladapo said doctors who receive pushback from hospitals have an avenue to file a complaint through the state Agency for Healthcare Administration if they interfere in their ability to treat their patient. “We want people to be able to have a right to access these medications, especially if they’re in a situation if nothing else has worked,” DeSantis said. n 2000, there were 27 state troopers assigned to patrol U.S. 1 in the Florida Keys, which is a state road. Today, there are 16 troopers, yet traffic and crashes on the busy highway have more than doubled. “We at the Monroe County Sheriff’s Office end up doing the state’s job when it comes to writing tickets, stopping drunks and securing accident scenes on that road,” Sheriff Rick Ramsay told the Keys Weekly on March 2. Ramsay on March 1 sent a letter to Gov. Ron DeSantis, asking him to restore state trooper staffing levels to where they were 22 years ago. “We have been experiencing a continuous upsurge of traffic crashes and traffic-related matters of concern, yet we have seen a constant reduction in the number of Florida Highway Troopers assigned to Monroe,” Ramsay wrote. “In the year 2000, Monroe had 27 FHP troopers assigned to the county. This year the number has fallen to 16 and four of those positions are currently vacant… “My office is working at capacity handling our existing duties, yet we find ourselves having to do FHP’s work as well. This is not a reflection on the troopers assigned here; there are simply not enough of them to accomplish their mission… “Attached you will see the crash data report from the state showing my agency handles 60% of all crashes on State Road 5 (U.S. 1). This is a state road and under the responsibility of (the state). There are constantly no troopers available, thus I have to pull resources from police work to handle the state’s responsibilities, which include crash investigations, reckless drivers, drunk drivers, disabled vehicles, traffic obstruction and so on.

“Approximately half of the assigned troopers live in another county and travel nearly two hours a day as they drive to and from their homes on the clock. This results in just over 2,000 hours a year of scheduled work time spent commuting to Monroe County. Troopers are not available while on scheduled work time and, therefore, of no value to me. With most of the troopers living in Dade County or the upper part of Monroe County, Monroe is forced to handle 69% of the crashes in the south end and 68% of the crashes in the central part of the county. U.S. 1 is the only road connecting all of the Florida Keys; hence when a crash occurs, the flow of traffic becomes gridlocked for miles. Even worse, when there is a traffic homicide investigation in the south end of the county it takes literally hours for a traffic homicide investigator to arrive. During the long wait the road is shut down and I again have to have deputies pulled from calls for service to wait and secure the crime scene for FHP. “Our traffic and its impacts on State Road 5 (U.S. 1) have more than doubled since 2000. In the year 2000 we had three full-time traffic homicide investigators assigned to Monroe; now there are none. They are assigned to Dade/Monroe and the vast majority of their time is spent in Dade, not Monroe. In addition, there is now one less sergeant, eight fewer patrol troopers and one fewer clerk. “This situation is not sustainable. Monroe County has been taken advantage of and left to carry almost all of the water when it comes to highway safety. I ask you to please restore our assigned 27 troopers we had in the year 2000 as a matter of public safety and fairness.”

I

was pedaling past the sexton’s office at the cemetery when I heard the shriek. Like a just folded poker hand, I can’t recall its exact details. But it was high and piercing, and my only thought was: hawk. It came from beyond the tree line, somewhere above the Harris School. I stopped my bike to look around. A short-tailed hawk popped up above all that green leafiness, turning a half circle before disappearing again. Ah, I thought. Then a broad-winged hawk popped up, and did pretty much the same thing. Not so ah, I thought. Birds of prey are not particularly good singers and they don’t have deep repertoires. Broad-wings tend to make high, clear single-note vocalizations. Short-tailed hawks, which call much less frequently, tend to make arcing, two-note vocal slides, kind of like a gray catbird if it was trying to not sound like a cat. (That last description may not make any sense outside the confines of my skull. But I’m sticking with it.) The shriek had neither’s familiar ring. As if cued by a backstage manager with a headset, clipboard and black turtleneck, the birds emerged into the air again, the broadwing first, then the short-tail, flying straight for a bit, then circling, the leader and chaser alternating. The birds, which were about the same size, whirled above in a kind of obverse pas de deux, each the other’s opposite, down to the fact of the broad-wing being light-plumed and the short-tail being dark-plumed. They spun in a thermal over the house where Carolyn Gorton Fuller’s bottle wall used to be, then slid off to spin for a while over the obelisque-marked plot of Los Martires de Cuba, then came back closer and spun above the green soldier with the oar who watches solemnly over the USS Maine plot. In traditional notions of choreography this could maybe be seen as early moments of romantic entanglement, the two potential paramours circling one another as they work up to their inevitable coming together. Or it could have been seen as two friends out on a lark, enjoying each other’s company. But a more realistic model would likely be seen in “West Side Story,” where the two adversaries in a knife fight would square off with an overly-refined balletic movement you would not necessarily expect from street ruffians. Or maybe that episode in the original “Star Trek” series where Kirk and Spock try to kill each other with those giant cheese knife-looking things in the Vulcan kal-if-fee ritual. I was waiting for one to take a dive at the other, razor-sharp talons out. It was only a matter of time. Birds of prey don’t really do the whole friendship thing. Or the whole colonial thing. Or the generally-tolerate-the-presence-of-otherbirds-of-prey-in-their-immediate-presence thing. Other than mating and rearing young, they generally prefer to be alone.

During migration I’ve seen 19 peregrine falcons perched on a single radio tower. But they were spread out as much as possible, at all different levels, and each seemed intent on pretending the other 18 didn’t exist. Birds tend to get most aggressive over issues of territory during breeding season, when there are vulnerable nests and eggs or fledglings at stake. Things tend to be a little more relaxed in winter habitats, especially in Key West when there are enough chickens, pigeons, doves and other birds around that a hawk in good health is not going to starve. You see birds of prey in the same airspace over Key West on a pretty regular basis, but these tend to be passing moments, like running into someone you’ve been avoiding at Fausto’s. Everybody tends to go their own way quickly. But these two seemed to be following each other around. Or at least one was following the other and biding his time. I started to wonder, who was on whose turf? I thought a little about local ospreys in the fall, how when the migrant ospreys flew too low, they would come up and escort them to the edge of their territory, like an old-timey sheriff. And then I started thinking about this one afternoon years ago at the Green Parrot, when a pretty large guy had over-imbibed and was kind of getting out of control, and the staff decided to 86 him. John Vagnoni, the manager, came out to do it. And the guy just seemed so huge and John seemed so … the opposite of huge. And the guy was angrily making his pretty incoherent case about how he was being wronged, how he was misunderstood, how he had rights. And Vagnoni nodded and looked sympathetic, and took an easy step forward with his hands out at his sides and gently said, “Yeah, I know buddy. But you gotta go.” And how the big drunk guy took a step backwards and started pleading his case again, and John took another step forward and repeated, “Yeah, I know buddy. But you gotta go.” This went on past the pinball machine, the pool table, the popcorn machine and the cigarette machine, until the guy found himself out on the sidewalk, without really understanding how it happened. Maybe this was what was going on with the hawks. One of them was being escorted out of the other’s territory so subtly and deftly that it was impossible to tell who was 86-ing whom. Even after they slid out of the cemetery toward St. Mary Star of the Sea, and then caught a thermal, and rose so high up you couldn’t keep track of either one of them.

She was elected in 2018 to her first four-year term, and said she wants to see some ongoing initiatives through to fruition. Hoover hosted a well-attended Meet the Candidate happy hour on Feb. 24 at the Casa Marina Resort that included several prominent business owners, philanthropists and activists, as well as Police Chief Sean Brandenburg and Sheriff Rick Ramsay.

KEYS BEHIND UKRAINE Vodka off the shelves, buildings lit in blue and yellow JIM McCARTHY

ussian vodkas are being replaced by Ukrainian products at the Fish House in Key Largo. At the Southernmost City, city officials plan to fly the Ukrainian flag, and perhaps light City Hall with blue and yellow spotlights. “What Russia is doing in Ukraine is tragic, inexcusable and unacceptable,” Commissioner Sam Kaufman said on March 1. “Today they bombed the historic Holocaust site in that country. It is not OK. My father-in-law is a Holocaust survivor who’s from Kyiv. It’s outrageous and I’m all for any show of solidarity that we do. Plus, we have a lot of Ukrainians living in Key West.” Since Feb. 24, Ukrainian citizens have taken up arms in a battle to defend their country’s freedom from Russian adversaries continuing to come from various fronts. President Volodymyr Zelensky, in an address to the European Parliament on March 1, said the country is now dealing with the fallout from Russia’s attack. “We’re dealing with killed people, real life. And, you know, I believe that we today we’re giving lives for the rights, for freedom, for the desire to be equal as much as you are. We are giving away our best people, the strongest ones, the most value based ones,” he said. Islamorada resident Frank Derfler is a retired Air Force officer. He graduated from the Air War College and spent eight years in the Pentagon in plans and policy, and in the office of the Secretary of the Air Force. Early in his career, he worked on joint plans with the staff of the 82nd Airborne Division. The 82nd is now deployed on the Polish border. Derfler, in an interview with Keys Weekly, said the first rule of the war in Ukraine is “don’t believe 90% of what you hear.” “All sides are experts at producing false information. While Vladimir Putin plays chess, the Western powers play … not checkers, but bingo. Western Europe depends on Russia for about 40% of its natural gas and 30% of its oil.

Putin controls Europe’s heat and light. As the prices of natural gas and oil rise, Russia becomes wealthier.” Derfler said Western powers have no good moves on Ukraine. The economic sanctions are practically as “inconvenient for the West as they are for Russia.” “Let’s put ourselves in Putin’s shoes. Of the original 15 states of the USSR, three are now part of NATO along with several other countries that were USSR satellites,” he said. “NATO countries hold military exercises only a few hundred miles from the Russian border. Imagine that Russia was rotating 5th generation fighters, drones, and advanced ground weapons system through Mexico and Cuba. That’s how it looks to Putin.” The reasonable response of the U.S. has been to reassure Poland, Defler said. The 82nd Airborne is playing the role of tripwire on the Polish border. “They can help process refugees, but so can the Red Cross. They are there as a failsafe point. Speaking of failsafe, the U.S. flew high altitude B-52 missions with orbits over Poland well before the Russian nuclear forces went on high alert.” Keys resident Abe Conn retired from the Army as a full colonel. He was deployed to various parts of Afghanistan in 2002-03, 2006-07 and finally in 2012-13. Conn’s received the Bronze Star Medal 2nd Award, Meritorious Service 2nd Award, Army Commendation Medal 2nd Award and the Global War on Terrorism Service Medal. As the youngest Army colonel in the history of Florida, Conn completed three one-year deployments to Afghanistan under Operation Enduring Freedom. In a recent Keys Weekly podcast, Conn gave some insight into world affairs and the ongoing war between Ukraine and Russia. “They say history repeats itself. What happened is very similar to what happened in the Cuban missile crisis,” he said. “Cuba went ahead and told Russians go ahead and put missiles on soil here. We went ahead and almost

went to World War III with that. But at the last minute calmer minds prevailed and that didn’t happen. “Now, they’re (Russia) looking at us becoming so friendly like a place like the Ukraine, or where we’ve gone ahead and put interceptor missiles in Poland. That’s a little too close for comfort for them,” Conn continued. “If the U.S. and NATO attack, which I don’t think would ever happen, all nuclear capabilities would be moot because we can take them down in Europe before they even made it to U.S. airspace.” Conn added that he doesn’t feel Ukraine will become a part of NATO because “we don’t want to get into a political quagmire of ticking off Russia.” Mariam Tvaliashvili, who owns Key West Soaps and handcrafts each clean creation in her studio and store in The Shops at Mallory, is from the country of Georgia. “My country is also occupied by Russia, so I know what that’s like, and when my country fought against Russia, Ukraine fought with us on our side.” On Monday, she was creating handmade soaps in the blue and yellow colors of the Ukrainian flag. She plans to donate a portion of the proceeds from their sale to humanitarian aid organizations for Ukrainians. Fish House in Key Largo announced on its Facebook earlier in the week that it would no longer be serving Russian vodka. “We will serve quality Ukrainian vodka instead.” The post received some 700 likes. Key West resident Paul Menta, who owns Key West’s First Legal Rum Distillery, told the commission that his business now makes vodka and will use it as a fundraiser for Ukrainian support efforts. On March 1, U.S. Rep. Carlos Gimenez said he’s filing legislation in the House of Representatives to ban Russian aviation companies, such as Aeroflot, from operating in U.S. airspace. In addition, he’s pushing to ban Russian oligarchs from flying personal aircraft within American airspace. “President Biden should have closed the U.S. airspace to Russian aircraft weeks ago and kept in line with the similar move made by Canada, the United Kingdom and the European Union,” he said in a statement.

T

he massive new Wreckers Cay apartment compound is taking shape on Stock Island, where contractors and developers celebrated a roof-topping milestone last week and thanked the crews for their hard work. Key West City Commissioner Mary Lou Hoover was present, along with County Commissioners Craig Cates and Michelle Coldiron and U.S. Rep. Carlo Gimenez’s legislative aide Nicole Rapanos. The eight-building compound of 280 units will all be deed-restricted as affordable at varying income levels. The new development will include 96 one-bedroom units, 160 two-bedroom units and 24 three-bedroom units. Mike Marino of Marino Construction estimated the first building will be open by June, with others to follow in August, although current material supply shortages make completion estimates difficult. Residents who were displaced from the former trailer park on the property will have priority for the units, which will then be leased to qualified applicants.

THE SHOPS AT MALLORY SQUARE ARE STORES AND STUDIOS

F

orget everything you knew about the former Clinton Square Mall at 291 Front St., near Mallory Square, and go back inside. Historic Tours of America bought the historic building a few years back and has completely transformed it into The Shops at Mallory Square. The company’s director of real estate, Joyce Unke, has handpicked the tenants of the indoor mall and is encouraging local artists to use their stores as both working studios and retail shops. The building has a new identity and an exciting energy among its tenants. “Many of our tenants had started by selling their products at local artisan and farmers markets, and I wanted to give them a retail venue and workspace that they could use at affordable rents,” Unke said. “I don’t advertise the spaces. I’m carefully handpicking our tenants and so far it’s going really, really well. Nearly every shop in here is also a working studio.” Artists Jasmine Jones and Katlin Spain were the first to take the leap of faith and move into the new spaces, Unke said. Their Ocean Blue Studio is drenched in color from their resin artwork and original paintings, along with handmade jewelry. Emily Shipman, whose handmade Bella Laine candles are found all over town, was the first second-floor tenant. “I just love it up here,” she said on Monday.

Mariam Tvaliashvili creates handmade soaps and skin care products inside Key West Soaps shop, where on Monday she was making blue and yellow soaps to resemble the Ukrainian flag. Canan Dilek, a native of Turkey, has filled her Pera Co. shop with handwoven, ethically made Turkish towels and blankets, while artists Stuart Damon of Damon Designs and Rafael Medina share a vibrant art studio space. Linda McCall makes bags and accessories from old canvas sails and Wesley Belland has his potter’s wheel inside Wello Art Studio, which sells handmade ceramics and pottery. There’s also Twisted Tinsel Christmas shop and Bespoke Floral, where Natalie McIntyre was arranging flowers on Monday. “I’ve been doing flowers in Key West since I was 16 with a shop at Lazy Way,” she said. Cristina Velardi of Cocky KW has moved her screen printing equipment into the new space. There’s also Cuban Coffee Queen, Blue Hibiscus Jewelry & Handbags, Pop-up Greeting Cards, Blue Cat pet gifts, Nature’s Treasures, Washed Up woodworking studios, Native Colors, Concrete Ship Mercantile and Backyards of Key West. Whit’s Frozen Custard is soon moving into the Shops at Mallory. The Shops at Mallory Square are open seven days a week, and stores inside often have varying hours as they’re all owner operated, Unke said.

SANTA CLARA CONDOMINIUMS HIRES NEW MANAGER Dear Editor, On Jan. 24, 2022, Santa Clara Condominiums hired a new CAM-certified manager, Dustin Bass of Key West. This change in management has brought a breath of fresh air to Santa Clara in all aspects of management. Dustin has hit the ground running since day one and hasn’t stopped yet. We now have solid management, and our finances in order. Thank you, Dustin, for your knowledge and professionalism. We also thank our many owners who voluntarily serve on our banking and finance committee. On Feb. 28, 2022, the city of Key West confirmed receiving our construction permit application. Upon approval, construction contractor Star Group plans to assemble its crew and get the scaffolding up, along with a construction boom, and get started on schedule by mid-March 2022. On March 19, 2022, there will be an election of new board members at Santa Clara. Three of the five current board members will be running for another term. Owners will vote for five out of eight total candidates. This is a big change from years past. The interest of owners getting involved and running for a board position is a welcomed change. It is clear Santa Clara owners care and want to be a part of a positive change and direction. Safety and the repair of the building will still be of the highest priority following the elections. KEY LIME PIE IS ISLAND’S OFFICIAL DESSERT PUSH ELSEWHERE IN FLORIDA WOULD HONOR STRAWBERRY SHORTCAKE

T

he Key West City Commission has designated Key lime pie as the official dessert of the City of Key West. During its March 1 meeting, the commission voted unanimously to make a stand for what has long been the island’s treasure. The recipe originated in the Florida Keys and was named the official state pie in 2006. Currently, there is a move in Tallahassee to make strawberry shortcake the official state dessert. Key West entrepreneurs David Sloan and Paul Menta have been rallying support to keep Key lime pie as the signature sweet of the state.

At the meeting, pie chef Kermit Carpenter, in appreciation of the move, presented each of the commissioners with a slice of the unequaled culinary delight. “Key lime pie reminds people of sun, sand, tropical breezes,” reads the resolution the commission approved. “Designating Key lime pie as the official dessert of the city of Key West enhances the welfare of pie lovers in the city of Key West and affirms the cultural and historical significance of this beloved dessert.” — Contributed

The other seniors are second baseman Chloe Knowles, first baseman Madie Gonzales and designated player Emily Bracher, who will also play right field. “Marina is very competitive,” said Garcia. “She hates to lose and challenges players on the field – both her teammates and our opponents.” The coach, who works during the day with Mosquito Control, says he is still looking for a college for Goins to attend. Williams, he said, is interested in playing at Florida Atlantic University. Garcia, 48, coached baseball from 1994 until 2007, while his daughter, Madison, was playing softball. Madison is now a senior at Florida State, where she has been a cheerleader for both football and basketball. The coach played at Key West High, then at Seminole College and Northwood University, which is now Keiser University. Erik Snow is the Key West assistant coach, while Jewls Castillo is the pitching coach. The other players are juniors Ty Cervantes, a shortstop; DP-1B Dharma Murray and left fielder Miesha Hernandez and sophomore third baseman Scarlet Niles. Montique Vanstaden is a utility player as is junior Madelyn Perusse. Sophomore Chloe Gilday pitched a complete game against Palmetto, despite giving up a two-out, seventh-inning home run. The Lady Conchs are in District 16-4A with St. Brendan, which will host the season-ending tournament, and Killian.

On Saturday, Feb. 26, Key West had its first district game and first home game, defeating St. Brendan, 10-2, as the visitors made seven errors. Sophomore Nevaeh Arnold allowed but four hits for Key West. Hernandez homered and singled for Key West and Gonzalez had a pair of hits. Niles, Perez, Goins and Knowles had one hit each. Key West is a perennial Region 4 participant, but has yet to make the state finals. “It’s our goal every year,” said Garcia. THE KWHS boys baseball team, after splitting a preseason double dip, took a pair last Friday and Saturday from University, 10-3 and 3-2. Gabe Williams had a home run and a triple for three runs batted in on Friday, while Kai Smith had a pair of hits in the same game. Jack Haggard had one hit in each game, as did Preston Herce and Anden Rady. Wyatt Kuhn and Anthony Lariz singled in the Friday night game, while Jacob Burham did likewise Saturday. Burham went six innings on the mound Friday night, allowing one run, while University got two earned runs off Marlin Takovich. In Saturday’s thriller, University got one run over four innings off starter Andris Barroso and one unearned run in the top of the fifth off Felix Ong, who claimed the victory. This Friday and Saturday, March 4 and 5, Barron Collier will face the Conchs, both nights at 7:30 p.m., at Rex Weech Field. Earlier in the day, the Key West junior varsity will oppose Calvary Christian in a doubleheader that starts at noon at Rex Weech.

A

t a ceremony last month, Lower Keys Medical Center CEO David Clay presented several awards to employees who were nominated by their colleagues. Holly Boyer, patient concierge, was named the 2021 Employee of the Year. Colleagues recognized Boyer’s composure, critical thinking and daily care and compassion as she welcomes patients, guests and staff to the facility. “Holly arrives at work each day with a smile,” said a co-worker’s nomination. “She treats everyone with kindness and respect. She performs the essential duties of welcoming and screening all that enter our facility, directing and guiding patients and visitors. She never complains and is the epitome of a team player. She’s invaluable.” Sean Dillon, a registered nurse in surgical services, received the 2021 Nursing Excellence Award for his dedication to his profession, connection with patients, honesty, authenticity and trustworthiness. His co-workers said, “Sean goes above and beyond in modeling our compassionate care culture. He is a highly competent and skilled nurse. His professionalism is well-balanced with a great sense of humor and an incredible amount of empathy for those around him. When thanked for his efforts, Sean simply replies, ‘That’s what we’re here for … to take care of our patients.’” Zuki Figueroa, a certified medical assistant with Keys Medical Group Obstetrics and Gynecology, received the 2021 Keys Medical Group Excellence Award in recognition of her experience, insight and compassion. Colleagues commended her work ethic, mentorship and ability to implement new processes in a positive manner. “Zuki is warm and welcoming to patients and addresses them as a familiar friend when they come in,” her nomination said.

“She is compassionate when patients are sad or afraid and shows the same compassion with her co-workers. You can really count on her.” Yodis Fuentes Flores, nursing assistant in emergency services received the 2021 Clinical (Nonnursing) Excellence Award, for which he received eight separate nominations from colleagues, who said, “Yodis is always willing to go the extra mile for patients. He always helps patients to feel comfortable in the ER. He calmly talks to people in distress until they feel better. Yodis is very positive and extremely helpful. There is never a moment where he is rude to another human. He shows his compassion through his kind words and shows he cares with a smile.” Tara Lowson, registrar in the physical, occupational and speech therapy rehabilitation department, was recognized with the 2021 Non-Clinical Excellence Award. Coworkers noted, “Tara provides compassionate care and enhances the patient experience by taking extra time to sit with patients, face-to-face, to explain their insurance, make calls to insurance companies, and talk through their benefits. Patients time and again have expressed how grateful they were to have Tara walk them through the confusing world of insurance. She is an active listener and can tell when someone needs a little extra help, attention, or needs space. She serves as a mentor to others in the department.” Eddie Bushey, human resources business partner, received the 2021 Frank Houtman Award, named in honor of a long-serving volunteer at the hospital who wanted to give back to patients and employees as a tribute to his late wife. Bushey was commended for his willingness to help out wherever he can and for organizing events and activities to keep the staff in good spirits. “He visits the floors to

give out candy or pens, telling his ‘Eddie jokes’ and making everyone laugh. He treats everyone the same, is always outgoing, and knows staff by name,” colleagues noted. Angelina Ashler, a registered nurse, director of the intensive care unit and patient experience champion, was honored as the 2021 Clinical Manager of the Year, for her compassion, leadership, and ability to adapt quickly. “Angelina quickly responded to reconfigure services to meet pandemic concerns,” said her nomination, “ensuring quality patient care and safety of staff amid constant change and imperfect information. She and her team demonstrated extraordinary compassion for patients and families. She was also very aware of the impact on her team, providing compassion and ongoing frontline support.” Lisa Noss, director of human resources, was named the 2021 Non-Clinical Manager of the Year for her unwavering drive to improve the hospital environment. “Lisa has the ability to multitask at a high level, which was paramount this year,” coworkers said. “She always looks for opportunities to improve the organization. She is fair, calm and can explain the ‘why’ behind policies while making individuals feel at ease. Lisa was instrumental in timely implementation of new COVID policies. KEYS SCHOOLS ‘LEAD THE WAY’ NEW PROGRAM FOCUSES ON CRITICAL THINKING SKILLS

S

uperintendent Theresa Axford has initiated the expansion of Project Lead the Way in schools with the support of the Monroe County Educational Foundation and other donations to the program. Project Lead the Way (PLTW) engages students in hands-on learning and develops critical thinking skills. It taps into the exploratory nature of students and encourages them to keep discovering now and for years to come. Students engage in activities in computer science, engineering, biomedical science and more. “I am dedicated to being sure that students have opportunities to collaborate, to communicate, to use creativity and critical thinking skills in their work each day,” said Axford. “Project Lead the Way enlists all these skills using intriguing materials and content. It’s an amazing program that will prepare students for the future no matter what pathway the student chooses.” The Project Lead the Way mindset applies to other areas of learning as well. Students are applying skills to writing through revising and editing their work and discussing it with a partner and in reading, they are practicing reading fluently and setting reflective goals of how they can improve. “The curriculum uses the engineering and design process that teaches students problem solving skills that they can apply to other classes and real life,” said PLTW teacher Robert Driscoll. “The labs and activities allow students to learn together and have fun at the same time. I really enjoy the diversity of modules for all age groups because it allows students to find something they may be passionate about and delve deeper into it over multiple years.” — Contributed

KEY WEST HIGH SCHOOL OPENS SCHOLARSHIP SEASON MORE THAN $300K AVAILABLE TO HELP GRADUATES

K

ey West High School students have begun applying for the first batch of scholarships that will be awarded this spring. The school’s college & career office says more than $300,000 in scholarships will be awarded to graduating students through local donors and non-profit organizations. Final awards will be announced and presented at Class Night to be held on May 25, 2022. A running list of scholarships and applications is rolled out every Friday through the college counseling office from February through April. The list is also at keysschools.com/ domain/1044. Seniors are notified of new scholarships via text messages, emails and social media posts. To sign up for text reminders, see Lydia Estenoz in the guidance office at KWHS. The most common criteria for scholarships are grade point average, community service hours, proof of college acceptance and moderate financial need. Scholarships are offered for specific college majors or careers such as firefighting, nursing, marine biology, aviation, hospitality management, construction and law studies. Students may also qualify for scholarships based on special criteria such as

overcoming a hardship, being of a certain race or heritage, sports participation and having parents who work in the commercial fishing industry. Scholarship applications have varying deadlines and may require interviews. Students may also have to provide additional documents such as transcripts, teacher recommendation letters, proof of college acceptance or copies of their Federal Student Aid Report. Estenoz is available to meet with seniors to help them navigate the application process. She offers help with essays, transcripts, student resumes, preparing for interviews and accurately reporting financial information. Seniors are welcomed to walk in during lunch, during their free period or after school. The pandemic affected the fundraising efforts of a few scholarships, which could benefit from additional funding. ven before Florida became a U.S. territory, Spain’s government tried to give away the largely uninhabited frontier land. This land survey on North Key Largo and Pumpkin Key, part of Township 59 South of Range 40 East, was conducted between April 22 and April 30, 1872. The following steps were taken to make a homestead claim. First, a claimant went to the nearest Land Office and filed a claim. The agent then checked the records for any prior claims of ownership. Providing no claims existed, a $10 filing

fee was paid to secure the rights to the land. The land agent was paid a $2 commission. From that point forward, it was up to the homesteader to chip in with the sweat equity end of the deal. The homesteader’s job was to improve the property by clearing the land, producing some kind of crop through farming, and building a home or other dwelling that measured at least 12 feet by 14 feet. Time also had to be spent living on the property. After clearing the land, building a home and spending five years living on the property, the homesteader could file a claim for the land’s title. In order to receive clear title to the land, an affidavit was filed stating that the homesteader had spent five years living on the property. The document was a standardized, fill-in-the-blank, piece of paper that read, in part: “That the said __ entered upon and made settlement on said land on the __ day of __, 18__ and has built a house thereon __ and has lived in the said house and made it his exclusive home from the __ day of __, 18__ to the present time, and that he has since said settlement ploughed, fenced, and cultivated about __ acres of said land, and has made the following improvements thereon to wit.” The affidavit was then signed by two neighbors or friends willing to vouch that the homesteader had fulfilled the obligations. Once both witnesses had signed and dated the document, there was one last piece of business. A final $6 payment to the land agent had to be made. However, this was not the only way to make a homestead claim. For those individuals that did not want to live on the land for the full five years, the acquisition process could be expedited by paying a fee of $1.25 per acre. A clear title could be procured by living on the land for only six months for those choosing to go this route. The affidavit, signed by two neighbors willing to vouch for the homesteader’s residency, still had to be filled out and filed. In either case, for the homesteader’s effort, he received a clear deed, or land patent, to his property that the president of the United States signed. While it is sometimes hard to imagine the island chain’s early pioneers as farmers, many Florida Keys homesteaders produced crops to help feed their families and neighbors. They also produced cash crops. The Key West column of the Dec. 27, 1884 Fort Myers Press stated: “Many of the leading merchants own tracts of land on the Keys which are entirely devoted to the culture of pineapples, tomatoes, Irish potatoes, sweet potatoes, cabbage, cassava, tapias, beets, carrots, turnips and various tropical fruits which flourish in abundance. The average shipments of pineapples alone will reach more than $200,000 per annum.” On June 20, 1885, the newspaper again stated: “The best melons for this season come from Key Largo.”

UNLIKELY PARTNERS UNITE TO SAVE KEYS REEFS UNITED WAY WORKS WITH UNITED ARAB EMIRATES

T

he United Way of Collier and the Keys (UWCK) and the United Arab Emirates (UAE) are celebrating two years of partnership in revitalizing the iconic coral reefs that run throughout the Florida Keys. This project, which also includes diverse educational and stewardship programs, began with a $3.5 million gift from the UAE in February 2020. “It’s amazing to think we are two years into this life-changing project,” said Leah Stockton, president of the Keys Area for UWCK. “Our partnership with the UAE has been tremendous, and we look forward to continuing this vital work in restoring Florida’s coral reefs and ensuring the continued financial stability of our community.” In May of 2021, UWCK awarded $2.1 million to begin restoration efforts at Carysfort Reef in the Upper Keys and Sombrero Reef in the Middle Keys. Earlier this month, UWCK awarded $209,000 to Reef Renewal USA to begin work on Looe Key, located in the Lower Keys. Reef Renewal USA will use innovative techniques to outplant more than 10,000

corals and use 5,000 volunteer hours throughout this 4-year grant. “Reef Renewal USA is excited to broaden and strengthen our partnership with the United Way of Collier and the Keys while engaging the volunteer networks of both organizations,” said Mike Echevarria, president of Reef Renewal. In addition to coral restoration, several educational programs are part of the revitalization project. These include marine science education grants to Monroe County schools and educational facilities as well as higher education scholarships for students seeking advanced degrees in marine science-based fields. “Empowering the next generation of reef stewards is a vital aspect of this project,” said Jessica Dockery, reef revitalization project liaison. “We need to ensure that the work being done today continues into the future, and these students are the ones who will one day keep the reefs protected.” More information is at KeysUnitedWay.org. — Contributed

Coast Guard Cutter Margarette Norvell’s crew notified Coast Guard Sector Key West watchstanders at about 7 p.m., on Feb. 19 of a 15-foot vessel about 25 miles south of Key West. A good Samaritan notified Coast Guard Sector Key West watchstanders at approximately 12 a.m., on Feb. 20 of a 15-foot vessel about 20 miles southeast of Long Key. “Navigating the seas in unseaworthy vessels is extremely dangerous,” said Petty Officer 3rd Class Jose Hernandez, Coast Guard District Seven public affairs specialist. “The Coast Guard and our local and federal law enforcement part-

ners maintain an active presence through the Florida Straits to help save lives by removing people from these unsafe voyages.” Since Oct. 1, 2021, Coast Guard crews interdicted 800 Cubans compared to: • 5,396 Cuban migrants in fiscal year 2016 • 1,468 Cuban migrants in fiscal year 2017 • 259 Cuban migrants in fiscal year 2018 • 313 Cuban migrants in fiscal year 2019 • 49 Cuban migrants in fiscal year 2020 • 838 Cuban migrants in fiscal year 2021 Once aboard a Coast Guard cutter, all migrants receive food, water, shelter and basic medical attention. elcome to my first high season (well, my first not affected by COVID to any great extent). It’s busy, and it takes more time to do things – check out at the grocery, get across U.S. 1, etc. The point is, I have been a little busier and am lucky to get an article written right now. In January, I wrote an article on the suicide rate in Monroe County and gave some national resources that folks can use if they or someone they know needs help. What I didn’t mention was all of the great work our own county health folks do and how accessible they are. After reading my article, the regional vice president for the Guidance/Care Center reached out and gave me some resources that her group and others in the county have available. The center is a local mental health center, but that really doesn’t come close to what it does; it offers a comprehensive array of services with sites in Key Largo, Marathon and Key West. It offers inpatient and outpatient services, crisis care and support, detox, inmate mental health and addiction services, school support, psychiatric services and preventative services. Most importantly in regard to suicide prevention and care, there is a Mobile Crisis Response Team (MRT). This team offers 24-hour triage for all Monroe County residents and provides crisis response in order to avoid the need for psychiatric hospitalization, emergency room utilization or jail. It also serves as a link to community-based behavioral health services. The MRT hotline is 305-434-7660, option #8. People can also walk into any Guidance/Care Center site for help. We have great local resources available to us, and they want to help you or your loved ones in times of need.
