bill giving landlords and tenants the option to agree on a monthly fee instead of an upfront security deposit will head to a third reading, following lengthy discussion and debate on the House floor on Feb. 22. Sponsored in the House by Rep. Jim Mooney, R-Islamorada, House Bill 537/Senate Bill 884 gives landlords the ability to collect monthly fees from a tenant who might not have money saved up for a security deposit. Instead of the tenant paying a security deposit equating to a month’s worth of rent, a landlord could choose to allow the tenant to pay a fee each month. “Landlords who wish to reduce move-in costs for their properties and offer 0 deposit rentals clearly have that option. But it’s always an option,” Mooney said on the floor. “It’s a landlord-option, tenant-option bill with no mandates to anyone.” Tenants can terminate the monthly fee any time and instead pay the full security deposit, according to legislation. A tenant who pays a security deposit upfront could get that money back under current security deposit rules, so long as there’s no damage to the apartment. That money is required to be secured in a certain kind of bank account. Those who choose to pay the monthly fee, however, wouldn’t get that money back. Money collected by the landlords through the fee can be used at their discretion, such as insurance. Mooney said he recommends landlords purchase insurance with the

fees they collect. Different insurance providers, like Assurant, LeaseLock and Rhino offer different levels of coverage. Rep. Anna Eskomani, D-Orlando, took issue with landlords’ pocketing those fees. “Why are we charging a nonrefundable fee instead of doing a monthly deposit requirement? Then the person can get it back at the end if there are no damages,” she said. In response, Mooney reiterated the challenges for those who need to put up first and last months’ rent plus a security deposit in order to move in. In Key West, average rents are $2,500 for a one-bedroom, one-bathroom apartment. Renters wouldn’t get the monthly fee back, but they would keep money needed for an upfront security deposit. “If time comes down the road and you get a bonus and you want to give that landlord that deposit in cash, you immediately opt out of the program,” he said. There’s no cap on fees in lieu of security deposits in the bill, but Mooney said they range anywhere from $11 to $25 a month. Per bill language, the fee is not a security deposit and does not absolve the tenant of any obligations under the rental agreement, including paying rent as it becomes due and any costs and damages beyond normal wear and tear that the tenant may cause.

MOORINGS BILL PROGRESSES A vessel anchoring bill providing 100 new moorings for public use within a mile of Key West Bight City Dock is moving ahead following a 22-0 vote in the State Affairs Committee on Feb. 21. County Commissioner Craig Cates told Keys Weekly on Feb. 21 that the so-called liveaboard bill was proceeding smoothly through the legislative committee process "and has passed each committee unanimously, so it shouldn't have any problem passing the full House and Senate." Cates said the bill provides for an additional 100 mooring sites to be installed behind Wisteria Island off Key West. The requirements in the bill, to make a liveaboard vessel that is not in a managed mooring field move every 90 days, will not be enforced until the new moorings are in place and people have an opportunity to move to a secure mooring, Cates said. House Bill 1065/Senate Bill 1432 has sparked opposition among liveaboard boaters in Key West, who say the requirement that they move is a tremendous hardship to the boating community, and could lead to increased environmental damage to seagrass and other habitats. COMMITTEE PASSES HOUSING BILL A bill authorizing 50 units of affordable housing to be constructed for employees of the Monroe County Sheriff’s Office and other personnel is also moving forward. The House State Affairs Committee voted 22-0 on House Bill 1499 to create an exemption to Key West’s building permit allocation system to provide much needed housing for first responders. Per the bill, construction must be consistent with the local comprehensive plan. Additionally, the sheriff’s office must have a hurricane evacuation plan that requires all occupants required to evacuate to be evacuated 48 hours in advance of tropical force winds.

he school board voted unanimously to approve the purchase of property and casualty insurance for the 2022-2023 school year, but not without trepidation. The new premiums are $400,000 more than they were last year. And board members expressed a bit of frustration that they were given the quotes too late to absorb the information before their current insurance coverage lapsed and they had to vote on it. Ilene Abella is a property and casualty broker for Arthur J. Gallagher Risk Management Services, the school district’s insurance brokerage. The firm is in year three of a three-year contract with the district. She presented the quotes received from different carriers and explained the reason for the $400,000 increase in premiums. Gallagher approached 43 insurance carriers for quotes for the school district, and 23 submitted proposals. The package that the firm presented was the least expensive and has different layers of coverage from different companies, including coverages for property, cybersecurity and equipment breakdown, among others. Abella explained the biggest reason for the almost half-milliondollar skyrocket: coverage for property and cybersecurity has gone way up in the past year. “The property market has been our biggest challenge,” Abella explained. “Between wildfires and major freeze events, there have been lots of major catastrophes, the most billion-dollar-plus weather and climate disasters in U.S. history — 22 events in 2020 and 20 events in 2021.” And, she said, carriers see the Florida Keys as a risky place to cover. “The Florida Keys is still viewed as one of the most vulnerable areas in the country,” she noted. One line of coverage went up a staggering 83 percent: cybersecurity. Cyber claim frequency and severity has been spiraling upward, which led to cyber insurance carriers increasing their premiums. But Abella complimented the school IT department’s competent

handling of preventing cyber attacks. “The deductible you have for cyber is one of the best renewals in the sector in Florida due to your IT department,” she said. Still, the total cost for the renewal of the insurance package is close to $1.5 million. And board members balked a bit at getting this quote too late to search for a cheaper alternative in time for the next school year. “On behalf of taxpayers, we need to look at spending money and not just having insurance to have insurance,” said board member Mindy Conn, suggesting that the board discuss which types of coverage to drop. “After renewal is the time to go over these types of issues,” responded broker Abella. She noted that the insurance carriers would only hold the quotes for 45 days. “We have an obligation, so we can’t just stop this,” said board chair John Dick, referring to the Gallagher brokerage firm’s three-year contract. In the end, the board members voted unanimously to approve the purchase of the property and casualty insurance that the firm proposed — with the caveat that they will start conversations immediately to prevent the same type of price increase next year. “We are trying to be the best possible stewards of taxpayers’ money, and in order to do so, we need this information earlier moving forward,” Conn told Keys Weekly. She explained that though the firm does excellent work, the frustration is due to the quotes being received at the same time that the board has to vote before the insurance lapses. “The information requires more than a week (to go through),” Conn said.

aliana Goins, counseling and intervention services coordinator for the Monroe County School District, said at the Feb. 8 board meeting that staff members are noticing more students are dealing with mental health issues since the pandemic. She also pointed out that a strategy has been put in place to help this problem: more counselors in the schools. This extra staff is being paid for by federal funds that the district received to address the impact that COVID-19 has had at elementary and secondary schools. Goins said her counseling staff told her that they were seeing more anxiety, isolation and depression among all ages of students. “We’re seeing more of these three behaviors in the schools,” she told Keys Weekly. “Those have increased postCOVID, and we need more supports.” She said Superintendent Theresa Axford wanted to see more “face time” between the counselors and the students in light of this new issue, so the district hired 10 counseling assistants, one for each school. “We’re trying to get counselors at the high-school level more visible, to not get trapped inside an office and only working one-on-one with a few students rather than getting in the classrooms,” Goins said. “Visibility, access and growth — it’s a three-pronged focus to maximize the number of students serviced by student counselors.” Though more anxiety, isolation and depression are seen at all ages, the older students are experiencing a delay in social development. “We’re finding that the students
acted behaviorally at a lower grade level,” she said. For example, a 9th grader would have 7th or 8th grade behaviors. So counselors are invited in as guests in classes to do presentations on these behaviors for the students. At the kindergarten and prekindergarten levels, counselors speak with students about how to interact with others both as friends and as classmates in a classroom setting. “There’s manners, even physical space — how to not be on top of each other or sit close at appropriate times,” Goins noted about the presentations to young students. “All of that changed during COVID. This year, it’s been a learning adventure. All those things we used to take for granted.” The district has also created social worker positions to support student well-being. All of these new positions have been funded by stimulus payments that came from the U.S. Department of Education. Called ESSER (Elementary and Secondary School Relief) Funds, these payments were to address student learning gaps and social issues stemming from the pandemic In 2021, the district received $5.8 million in ESSER Funds, which paid for, among other things, a beefed-up summer school session, counseling assistants and social workers. Goins is happy that the counseling assistants have been hired to help with the counselors workload. “I am so proud of them,” she said about her staff. “The needs are so great, more than before. They’re working so hard and trying to be solutionfocused. We want to use our time the best we can to meet the majority of students’ needs. Nights and weekends, it's nonstop. They don’t punch out of their clock when the bell rings. Some are pretty heavy, special issues. I commend each and every one of them for the work they are doing with families. School counselors also work to support the staff — that being another element to help everybody be the best they can be during these times.”

SNAKE CREEK BRIDGE STOPS TRAFFIC, AGAIN Barrier stuck in down position, per sheriff JIM McCARTHY

nother malfunction at Snake Creek Bridge left traffic at a standstill for more than an hour on Feb. 17. Per Monroe County Sheriff Rick Ramsay, a barrier stuck in a down position was fixed after a technician from Miami-Dade came to Islamorada to resolve the problem. Cars lined U.S. 1 in both directions, as well as the Old Highway. Traffic heading south went well beyond MM 91 even after the barrier problem was resolved. It’s the first malfunction of the Keys’ only bascule bridge so far this year. Last September, Snake Creek Bridge remained in an upright position after a vessel struck a power line. The bridge experienced several issues in 2020 —including two incidents just 12 days apart in June that kept vehicles idle for 20 minutes and one hour. In July 2019, Snake Creek bridge saw repairs to its electric and structural components, as well as cleaning and painting of bridge steel structures. In May 2020, the Florida Department of Transportation announced that work was complete on the bridge — with costs to repair and rehab it amounting to $1.6 million.
Built in 1981, Snake Creek Bridge at MM 86 is the only remaining drawbridge operating in the Keys. In the late 2000s, the drawbridge over Jewfish Creek in Key Largo was replaced by a beam bridge. In Marathon, the Boot Key Harbor drawbridge was closed and abandoned in 2009. Florida Department of Transportation officials are looking into converting Snake Creek Bridge to a high-level fixed bridge to keep traffic moving. A study on the replacement continues, according to FDOT. The project kicked off in 2017. Residents had the chance to review and comment on four options during a May 2019 public meeting at Founders Park Community Center. A project development and environmental study is the next step, according to FDOT spokeswoman Tish Burgher. That study is in FDOT’s five-year work program for fiscal year 2026. The estimated cost for the study is $2 million. “A PD&E Study takes about two years to complete,” she said. “Subsequent project phases, including final design, right-of-way acquisition and construction are not currently programmed or funded. If the project proceeds beyond PD&E, final design will be programmed and last about two years as well.”

BRIEFLY Healthy Start Coalition helps following formula recall On Feb. 17, the U.S. Food and Drug Administration (FDA) alerted consumers to avoid purchasing or using certain powdered infant formula products produced at Abbott Nutrition’s Sturgis, Michigan facility. The FDA is advising consumers not to use Similac, Alimentum, or EleCare powdered infant formulas if: • the first two digits of the code are 22 through 37; and • the code on the container contains K8, SH or Z2; and • the expiration date is 4-1-2022 (APR 2022) or later. Abbott has a website feature in which you can check your lot number (on the bottom of the formula container) to see if it’s been affected at https://www.similacrecall.com/us/en/ product-lookup.html. If the formula has been affected, the site will prompt you to a page in which you can request a refund. As parents in Monroe County check their infant formula for safety, many are finding that the formula they planned to use for their baby has been recalled. Gas prices set new 2022 high Florida gas prices increased another 6 cents last week, setting a new 2022 high of $3.51 per gallon. That's 15 cents more than last year's high, and the highest daily average price since July 2014. The state average did drift lower over the weekend by a penny. Sunday's state average of $3.50 per gallon is 5 cents more than this time last week and 90 cents more than this time last year. As tensions mount regarding a potential Russian invasion of Ukraine, the energy market actually suffered its first week of losses last week. After reaching a new 2022 high of $95.46 per barrel on Monday, the price for U.S. crude declined 5% by the end of the week. That resulted in a 2% week-over-week decline of $2 per barrel — the equivalent of a 5-cent drop at the pump. "IPrices could easily rebound if Russia invades Ukraine," said Mark Jenkins, spokesman, AAA - The Auto Club Group. FWC REMOVES 24 DERELICT VESSELS

T
he Florida Fish and Wildlife Conservation Commission (FWC) on Feb. 21 finished removing 24 derelict vessels from the Upper and Lower Keys. “Derelict vessels are a priority for our officers statewide and especially in Monroe County,” said FWC Area Capt. David Dipre. “Each one taken off the water is a win for everyone.” The removals, which were estimated to take six months, were completed ahead of schedule. “We’ve been able to speed up removals due to recent legislative changes along with the funding appropriated by the Legislature and a committed partner in Monroe County,” said Maj. Rob Beaton, FWC boating and waterways section leader. “The results we’ve been able to achieve with Monroe County show how these efforts have improved the process and we’re not stopping with these 24 vessels. There are more to come.” The FWC has approved an additional grant request for 30 more derelict vessels that are currently being removed throughout Monroe County. The agency is also reviewing a third grant request to remove an additional 25 derelict vessels. More derelict vessels are removed from Monroe County each year than from any other area of the state. As of February 2022, law enforcement has documented

more than 185 derelict vessels within Monroe County in the FWC’s derelict vessel database. “These combined efforts are a testament of our commitment – along with our city and county partners – to restore the waterways to safer conditions for both the boating public and marine life,” said Maj. Beaton. Abandoned boats quickly become derelict vessels that “subject the boating public to safety issues, become locations for illegal activity, illegal housing, opportunities for theft and vandalism and ultimately cost the taxpayers to be removed by local, county or state authorities,” the FWC website states. VALERIE MECHELLE BELL 1963-2022 Valerie Mechelle Bell, 58, of Tavernier, Florida, joined her Savior on Feb. 11. She was surrounded by her loved ones in her home at the time of her passing. Valerie was born on June 21, 1963 in Beaver Falls, Pennsylvania. She graduated from Western Beaver High School in 1981. Valerie was a member of the Girl Scouts and was a talented majorette baton twirler. Valerie obtained bachelor’s and master’s degrees in nursing from the University of Pittsburgh in 1986 as well as a master’s degree in Christian cunseling from Trinity International University. Valerie went on to obtain her doctorate (DNP) from the University of Miami. Valerie’s nursing career began in the Island of Saint Thomas, where she served for a short term and after that, Valerie migrated to Florida where she had a stellar 32year career as a nurse anesthetist. Valerie was also a professor at the University of Miami School of Nursing, where she set the bar high for her students and was known for being a no-nonsense educator. Valerie mentored and prepared her students to achieve and meet the real challenges of their careers. Valerie was compassionate and a devout Christian. She loved the Lord with all of her heart and soul. She studied and taught God’s word throughout her life. One of her favorites was her singles ministry where she prayed with and ministered to singles in the Florida Keys for over 10 years. Valerie was also a prayer counselor at Calvary Chapel. Valerie loved to travel around the world and visited more than 20 countries. Valerie was an accomplished photographer and floral designer. She often gave her projects to friends and people who could use a little sunshine or encouragement. Valerie was a humble philanthropist. When she gave, she gave generously. She donated to many causes. She never hesitated when there was a need. She gave her time, her talents, her wisdom, her home, her heart. She never missed a birthday, anniversary or special occasion. She celebrated people and she celebrated life. Valerie also loved her fur babies. She rescued many dogs over the years and gave them their best lives. Valerie married William Arthur Jones Jr. on Dec. 21, 2013 and spent eight plus happy years of marriage. Valerie was an amazing wife and best friend to her husband. She was truly the better half. Valerie is survived by her husband, William A. Jones Jr.; her stepsons, William Jones III and Carlos Jones; her mother, Laura Paige; her brothers, Jason Bell, Delano Paige Jr. and Paul Paige; her sisters, Debbie Paige, Susan Adams and Michelle Paige; her cousins, Roye Henderson, Michelle Hayden and Angela Hayden; and a host of other family members. Valerie is also survived by a host of awesome prayer warriors, friends and co-workers who were by Valerie’s side 24/7. On behalf of the Bell, Jones and Paige families, we are grateful. Please all be comforted in knowing that Valerie did all she did to give God the glory. Services were held at First Baptist Church of Key Largo on Feb. 17. Donations may be made in her memory to the American Cancer Society or Marrvelous Pet Rescue in Key Largo.

Cleanups and a run highlight day of service

fun run at Founders Park, nearshore cleanups and a classroom dedication honored the life of Pascal Weisberger on Feb. 2. Some 500 pounds of debris were removed from the shoreline at Harry Harris Park during a community cleanup as part of the third Pascal’s Day of Service. During the morning, Treasure Village Montessori students participated in a fun run. Some students also took time to clean the park’s beach. 10 Mary Beth Harris, Centennial Bank business development officer, took on the monumental task of organizing the newest feature: 13 food trucks. She first joined the ranks of Rotary some 10 years ago and will have over 40 volunteer hours in the event by the end of the weekend. “Take your time and use the map to check all the vendors,” she said. “Come hungry and come both days, so you don’t miss anything.”

Walt Stephens, Rotarian of five years, will be managing “Walt’s Beer Emporium” at the north end of the great lawn and expects to have 50 volunteer hours in. “Come early and stay late to avoid traffic on both ends,” he said. “And spend lots of money because when you buy a beer, you are sending a kid to college.”
Not a single person on the face of Earth is more essential to the success of the Flea Market than Anna Richards. Using sophisticated technology like rulers and an Etch-a-Sketch, she plots out the entire park for vendors, food trucks, restrooms and drink stations. She claims to have met her husband at the Flea Market and her children may or may not have been conceived at the event. “I like to party, so I like to support events that promote that lifestyle,” Richards may have said. “Stay hydrated. Stay classy. Rotary rules!”
2022 is significant for the Flea Market for many reasons — notably as the year Nicole Horne (Kraus) passes the managing of more than 350 vendors to Maria Jones. A fairly new member of the club, she now has one of the most demanding responsibilities, which will start the day after this year’s market wraps. Jones serves as the Florida Keys Electric Co-op’s director of member services and government relations. “Bring lots of cash. There will be cool stuff for everyone.

Stober joined the Upper Keys Rotary Club more than a decade ago and has been volunteering there ever since. Frank Derfler, a member of the Upper Keys Rotary since 2009, is the marketing director for the club and the Gigantic Nautical Flea Market. In addition to telling the Flea Market’s story through a variety of media, Defler actively supports the Rotary’s student-affiliated organization, the Interact Club. He starts recruiting and herding scholarship recipients and Interact members as volunteers in January and puts in countless hours toward making the event a success.
CLAIRE JOHNSON is the event chair who wrangles the troops for a production unlike any other in the Florida Keys. Johnson, too, spends endless hours ensuring every facet of the flea market brings an experience that many attendees come back for every year. Johnson is a Realtor with Coastal Realty of the Florida Keys.
He’s considered the “Wizard of the Flea Market” as Chris Trentine performs some of the greatest feats — all behind the scenes and with little fanfare. A former club president, Trentine owns and operates CBT Construction and is a co-founder of Islamorada Brewery & Distillery. A member of Rotary since 2009, Trentine does just about everything from supplying additional hands for setup to lending his companies’ resources to the event. “Support the vendors and buy 50/50 raffle tickets,” he said. “This helps more kids go to college or trade school.”

A GRASSROOTS CAUSE FOR OLDER ADULTS

A
group of friends gathered around Denise Downing’s kitchen table discussing recent experiences volunteering in the Upper Keys in 2017. They quickly came to the conclusion that the community was lacking needed resources for older adults. What followed was an evening of “wild” brainstorming, which spread from the needs of seniors to the idea of creating a vibrant community center that would serve the needs of all citizens. Immersed in the moment, they asked themselves, “Why is this important?” The answers that surfaced were surprisingly similar for all ages: relieving isolation; building strength, balance, and endurance; improving memory and retention; providing life-long learning opportunities; a safe place to gather and developing community contacts, to name a few. From that first meeting sprang community meetings, held in various locations, to discuss the idea of a vibrant community center to serve multiple age groups. The first public meeting was held at the existing senior center; monthly meetings were held in the conference room at the sheriff’s office; the last at the Key Largo Library. The meetings were well attended, with the majority agreeing that the Upper Keys would benefit greatly from the creation of a community center. An advisory board was formed from volunteers who came forward. The new advisory board received funding from two major donors, Mimi Geek and Susan Ruck, to implement a pilot program and applied for incorporation as Just Older Youth (JOY) Inc. The pilot program ran from January through April 2018 at the Pearl House of Worship on Pearl Street in

Tavernier. The full day pilot was open on Wednesdays and offered courses. For instance, a yoga class would be going on in one room and technology class in another. The venue included speakers, live performances and movies. Publix provided pastries for a continental breakfast and Key Largo’s Starbucks donated coffee and donuts. Programs were decided by suggestions from the public forums, participant choices and feedback. The programs were led by volunteers, artists, historians, scientists and other citizens with a skill to teach others. The pilot was a success, affirming the benefit of the program for participants. The organization was incorporated as Just Older Youth (JOY) Inc. and became a registered nonprofit in Florida on May 5, 2018. Now the grassroots movement was starting to take on a more solid form and could apply for public grants. With the help of dedicated volunteer board members, instructors and generous donors, Just Older Youth Inc. has maintained JOY Center programs for four years. They survived Hurricane Irma, multiple moves and COVID-19, while simultaneously canvassing community leaders and applying for grants to acquire a place and funds to create a thriving community center that could relieve burdened health services, increase job performance, and retain residents through promoting wellness, happiness, and contentment. At this time, they feel they are on the verge of achieving their goal. The JOY Center offers vibrant programs and lifelong learning experiences for people over 50 every Wednesday, both virtual and on-site. FOOD TRUCK RALLY AT THE FLEA MARKET
Return of major event welcomes a new aspect

dd a food truck rally to the hundreds of vendors who will set up shop at Founders Park for the 27th annual Gigantic Nautical Flea Market. Organized by the Upper Keys Rotary Club, 13 food trucks offering a variety of food items and drinks adds a new aspect to the two-day shopping event and boat show by the beach on Saturday and Sunday, Feb. 26-27. In years past, Rotary provided a pancake breakfast and extensive lunch menu. It was eliminated this year due to concerns of congestion with one food location. Rotarian Mary Beth Harris, who worked to secure the trucks, said they’ll be positioned at the beach, on the great lawn and at the front of the park. “We have a great variety of food options, everything from Thai, Asian and pizza to roasted corn, donuts and ice cream,” she said. “Having food trucks spread in the footprint of the park benefits the patrons and market vendors.” Craig’s Island Time will be located on the beach with the famous fish sandwich and other delights. Pig In Pig Out will offer barbecue pork and ribs, while Italian Food Company brings its wood-fire, Neapolitan-style pizzas to the event. Up near the amphitheater will be the Green Turtle Inn Roadside Barbeque, which will have barbecue brisket, chicken, mac ’n’ cheese and other mouth-watering items. Polar Ice will offer shaved ice and ice cream, while the Key Largo Rotary serves traditional American favorites such as meatball subs. Dot’s Thai Food will offer everything from chicken teriyaki to red curry. Near the Founders Park main entrance, people will find Mister Serrano Mexican food. Kona Ice is there to keep people cool. And Joey Bag of Donuts will offer his fresh, hot donuts. This year’s event will have two entrances, wider aisles, and will use the entire park to reduce crowding. If you ride the shuttle bus from Coral Shores High School or park along the Old Highway, you will probably use the new north entrance by the Chamber of Commerce building. You will find more vendors on the loop road inside the park and wider aisles with less crowding up on the Great Lawn area. The event raises money to support scholarships for local kids pursuing continuing education after high school, whether through college, trade school or certification. — Contributed

A PERFORMANCE OF A LIFETIME Stepin Fetchit: Key West’s Shooting Star
T
he Lincoln Perry story begins in Key West but does not stay on the island for long. He was born Lincoln Theodore Monroe Andrew Perry on May 30, 1902, on Key West, making him a Conch who would grow up to be a successful, if not polarizing, Hollywood actor. His parents came to the United States in the 1890s. His father, Joseph Perry, was of Jamaican descent and worked as a cigar roller in Key West and a cook and an occasional performer. Dora Monroe, his mother, came to Key West from the Bahamas, where she worked as a seamstress in Nassau. The family followed the cigar industry’s departure from Key West and by 1910 would be living in the new cigar capital, Tampa. After the death of his mother in 1914, Lincoln and his siblings were sent to live in foster care. By the age of 14, he had run away from his foster home and was performing as a singer and tap dancer in minstrel shows and traveling carnivals. In 1922, at the age of 20, Lincoln Perry was working as a Vaudeville performer. Eventually, he would work as a duo known as “Stop and Fetch It: the Two Dancing Fools from Dixie.” When Perry went solo, he changed his stage name to a shortened version of Stop and Fetch It, Stepin Fetchit. The unusual name allegedly came from a horse called Stop and Fetch It that Perry placed a bet on and won. Not just a performer, Perry was also working as an entertainment critic for the Chicago Defender, one of the country’s leading weekly newspapers for the black community. Stepin Fetchin was billed as the “Laziest Man in the World.” He was a fumbling, slow-witted character who, to avoid work, would act dumb and break tools or engage in some other form of shenanigans until those around him would get fed up and do the work themselves.
For many, however, he perpetuated unwanted stereotypes. However, his rise to fame in the late 1920s and through much of the 1930s was extraordinary. Though he grew up as a Catholic, in the 1960s, he became a member of the Nation of Islam and became friends with both Muhammed Ali and Malcolm X. Lincoln Perry, as Stepin Fetchit, appeared in 59 films between 1925 and 1976. His last film credit came in 1976, where Stepin Fetchit is listed as Dancing Butler in the film “Won Ton Ton: The Dog Who Saved Hollywood.” After suffering a stroke in 1977, he entered the Motion Pictures & Television Country Home and Hospital, where he succumbed to heart failure and pneumonia on Nov. 19, 1985. Stepin Fetchit was inducted into the Black Filmmakers Hall of Fame in 1978, where he is listed as an actor and “Professional black stereotype.” Because he played a stereotype, his movies are rarely shown today. In a 1968 interview with the Los Angeles Times, Lincoln Perry is quoted as saying: “Just because Charlie Chaplin played a tramp doesn’t make tramps out of all Englishmen, and because Dean Martin drinks, that doesn’t make drunks out of all the Italians. I was only playing a character, and that character did a lot of good.” For anyone visiting Hollywood, California, Stepin Fetchit’s star on the Hollywood Walk of Fame can be found on the west side of the 1700 block of Vine Street, making him the only Conch with a star on the famed walk.

Concert series continues with an exceptional performance

lorida Keys Concert Association (FLKCA) started its second half of the season with the Rastrelli Cello Quartet. The quartet captured music lovers’ attention with their incredible performance and vibrant personalities. The quartet delivered two consecutive concerts, one sponsored by Mr. & Mrs. Thomas D. Wright at Marathon’s High School on Feb. 14 and the other sponsored by Ocean Sotheby’s International Realty at Coral Shores High School on Feb. 15. The four cellists not only perfectly executed their program, but also warmed the hearts of the listeners with their enthusiasm and humor. The Rastrelli Cello Quartet originated in St. Petersburg, Russia. Their bond to the city is manifested in the name of the quartet. Bartholomeo Rastrelli was the 18th century architect of a few prominent historical buildings in St. Petersburg. The architect shaped the image of the city like nowhere else in northern Russia. With time, the cellists moved to Germany where they now reside. Kira Kraftzoff, artistic director and founder of the Rastrelli Cello Quartet, joked about the idea of a four cello quartet. In his words, there is a German joke about a string quartet. What is a string quartet? There are good violins, bad violins, four violins and hateful violins. Kiro, instead, came up with an idea of four cellos. Before he had started to create a quartet, Kiro heard skeptics ask, “Who is going to listen to four cellos? Every string quartet has a leading violin. Cello is just a background instrument.” Twenty years later, the Rastrelli travels around the world and gets well-deserved recognition. Sergio Drabkin is one of the quartet’s founding members and one of four cellists arranging music for the quartet. He arranged and refined many works of various musical styles. In this concert the quartet played Sergio arrangements of Piotr Tchaikovsky, Edvard Grieg, Johannes Brahms, Giacomo Puccini, Sergei Rachmaninoff, George Gershwin and other composers. For the encore, the quartet played the Beatles’ “Michelle.” The quartet ended its concert with the Beatles’ “Hey Jude.” Kira, the founder of the Rastrelli Quartet, said, “You are the Americans. We are the Russians. No matter difference, we can sing together. Just imagine, if the leaders of the world would sing a song together, the world would be different the very next day.” The audience sang the song in unison with the quartet. “I loved every concert this season. I love to listen to classic and jazz,” said Marlisa Gerrett of Marathon, a five-year season ticket holder. “It comforts me, like a comfort food. My mother is a Russian. The quartet performers are passionate about what they are doing. Their music has very complex emotions. It’s inspiring.”

uardrails with vegetation and paved parking with meters are among the items Islamorada council members want staff to pursue for implementation on the Fills at MM 77.6 to MM 79.6. Village officials will also investigate the Indian Key boat launch’s possible development. “I want to move forward. We should move forward. The audience wants to move forward,” said Mayor Pete Bacheler, following an array of public comments and council discussion on an approach to manage the Fills during a Feb. 17 meeting. Discussions over the three small islands that connect Upper and Lower Matecumbe Keys go back decades. Property comprising the Fills is owned by the Florida Department of Transportation, with exception of a single parcel on Indian Key Fill that’s leased by the state Department of Environmental Protection’s Division of Recreation and Parks. Through the years, visitors to Tea Table, Indian and Lignumvitae Keys grew. Issues came to a breaking point following a busy Memorial Day Weekend in 2019, when residents witnessed overflowing Dumpsters and all sorts of trash along the nearshore and mangroves. Not long after that, the village agreed to manage the area that’s owned by FDOT and FDEP. With subleases secured from the state, Islamorada assumed control of the area. From there, village staff created parking spaces, limited area access by vehicles through barricades and cones. They installed trash drums and placed portable toilets.
Village staff were also assigned to monitor visitor activity. The Monroe County Sheriff’s Office worked to reduce the speed limit to 45 mph. Local citizens concerned about the activity on the Fills say current management activities are working well to quell the uncontrolled activity once seen on the small areas off the road. Many want to keep it that way, as evidenced by opposition to vision plans produced by the village’s consultant, CPH Inc. Village council members approved the firm’s hiring in March 2021 for a cost not to exceed $55,000 to create the master plan and do the engineering work. Following oneon-one stakeholder meetings and a survey that garnered 340 responses late last year, two visions came back, showing passive and active uses for the Fills. Ideas for trolley service and kayak and boat access were shown in vision plans, as well as restroom facilities and pavilions. CPH consultants were set to appear to discuss results with the council on Feb. 17, but no presentation was given due to opposition to the ideas. Acting Village Manager Maria Bassett said the gathering of ideas for certain amenities and uses residents wanted to see, or not see, was the whole intent behind the visioning process for the Fills. “Under the two leases, there’s no requirement we do anything,” she said. “We asked for leases to decide what improvements we’d like to see. Under leases, if there are improvements we want to make, we gotta submit a plan.”
Councilman David Webb said the survey results and process did not bring an actionable result. Webb examined written comments given by some 190 people who responded to the survey. Of the comments, Webb acknowledged that no one said anything about wanting overlooks, piers or pavilions. His analysis also found that 87% of people support either minimal or moderate use on the Fills. Webb went on to say that Florida is consistent when it comes to providing residents and tourists with access to public property. Per language within the Fills sublease, the village can enact measures that it deems reasonably necessary for public safety purposes, but it cannot take or permit any actions that limit public access in a discriminatory manner or that limit public access for any reason other than public safety. While the council could walk away from leases and forgo management activities, Webb said the village could witness what happened before it took over the Fills. Phyllis Mitchell, former member of the Friends of the Islamorada Area State Parks, said the group would use long-handled picks to grab what she called “nastiness” during cleanups throughout the year. Mitchell said the group cleaned the area of MM 78 to MM 79 on the Fill as part of the adopt-a-highway program. “We collected 50 or 60 large bags each time we cleaned,” she said. “As chairman of the group, I’ve learned a few things about the people who regularly used the Fill. They did not care to pick up after themselves, they did not care to take their trash home, and they did not care to throw their trash in the Dumpster, even if it was 10 feet away.”

Mitchell urged the dais to maintain passive uses at the Fills while only maintaining a few parking areas. Lisa Bosch created a petition that urged no development on the Fills. As of Feb. 17, 414 signatures were secured. “Taxpayers do not wanna pay for park amenities for day trippers,” she said. “I feel completely ripped off by CPH. I think the data was flawed for sure.” A stakeholder survey presentation by CPH Inc. gathered some 344 responses from local residents. Of those responding, 92% said they owned property in the village. In total, 184 residents, or 53% of respondents, strongly disagreed with the idea of bringing active recreation, like boat and kayak access, to Indian Key Fill. Sixty residents said they strongly agreed with the idea. As for parking, 212 respondents, or 61%, strongly disagreed with the idea on the Fills. But if parking was provided, 267 residents, or 77% or respondents, said they believed people should be charged for using the parking spots. A majority also believed in charges for boat launch parking. A total of 126 residents, or 36% of responses, said there should be pedestrianonly access areas for quick photo opportunities. Capt. Ed Davidson said the data provided by CPH was fundamentally flawed and skewed by a biased consultant. He said it was an advocacy campaign that forced residents to repeatedly choose the “lesser of two evils.” He also acknowledged that amenities presented in the Fills visions didn’t outline costs.
“This was not an impartial, neutral survey. It was a biased, forced choice,” he said. “Before listening to any more flawed, advocacy contrived presentations from a consultant, a valid survey should be mailed to every one of the 5,429 registered voters. If you send them a survey with an estimated cost, you will get a vastly larger and more adamant response.” Davidson added that the three small islands that make up the Fills are “simply shoulders of road to somewhere else.” Bill Doxey, president of the Florida Keys Scenic Corridor Alliance, said board members were in favor of improvements to the water access for kayaks and paddleboards, controlled paid parking, picnic tables, toilet facilities and providing a sufficient number of garbage cans. “The Fills is a scenic view and gateway to three state parks, Indian Key, Lignumvitae Key and San Pedro,” he said. “To deny access to them via closure is unbefitting to the Keys. U.S. 1 isn’t owned by Islamorada or Monroe County. It’s a state road, and therefore it’s accessible to all those who choose to visit our beautiful islands. The same should be for the Fills and nearby state parks.” Councilman Buddy Pinder said the current council inherited the Fills problem. He said FDOT wanted to install a guardrail along the Fills for $4.9 million with the previous council. “Nobody in the village was going to have to pay for it. They were going to pay for it,” he said. “We didn’t. This council inherited this.”
Councilman Mark Gregg expressed the idea of getting rid of the Fills and building an elevated bridge so the water can naturally flow underneath. “I’ve had this conversation with state Rep. Jim Mooney a year or two ago, and there is some interest in that. It’s just very expensive and it takes a long time to plan that.” Following public comment and council discussion, Councilman Henry Rosenthal proposed the village inform FDOT of its desire to immediately remove cones and tape from the entire length of the Fills. He also requested adding more parking signs with a $200 fine, designating existing parking areas with a 30-minute time limit and holding off on opening the boat launch on Indian Key until the village determines what’s best for the taxpayers and environment. “It’s time to do something,” he said. “We’re not going to deal with this whole thing with the person we hired, but it’s partly our fault even though I criticized this.” Rosenthal’s motion died with no second from the dais. Bacheler followed with a motion for staff to come up with a concept with a guardrail and vegetation and paid parking. A unanimous vote of approval ended a discussion that lasted some two hours. Discussions over barricades at the Fills last occurred at a July 2020 meeting. Public Works Director A.J. Engelmeyer provided three options at that time to council members. They included a cable barrier for an estimated cost of $322,000, timber with rope for approximately $476,000 and guardrails for around $644,000.

THIS WEEK’S DIVE REPORT Conditions this past week? Why don’t we just talk about Saturday; it was great. We had unbelievable “viz” or visibility. If you don’t believe me, look at how crystal clear the water was. From the deck, we could see straight to the bottom; that means it was insane below the surface. We had a large group of active military divers visiting with South Georgia Scuba. They hit numerous ERIC reefs and wrecks and even took home a couple of our BILLIPS famous Keys lobsters. Think of red and green tide. Near to the coast, there are other factors to consider like “thermocline shimmers” and “salinity gradients.” These both affect viz.

As a diver, you can help keep viz optimal by practicing good buoyancy and following proper dive protocols. Don’t kick up the bottom, especially if you are in a silty area. This can result in a “silt out.” Keep your fin tips up and control your descent so you don’t hit the bottom. i friends! Reef the fox here with your weekly “Reef’s Report.” This past week mom went away, again, this time to visit other foxes. She went to visit our friends at Walking Wild Rescue in Ohio. But, mom told me it is important to visit other sanctuaries to show our support and that Molly, who runs Walking Wild, is a very good friend to my mom. Mom also met her friend Officer Butch with the Pittsburgh Bureau of Police and Officer Zane, who is the official comfort dog for Pittsburgh Police. Zane has a very important job though. He works in the community relations department to provide comfort to those who need it. Mom did bring us back a bunch of toys and treats from her favorite pet store in Pittsburgh. Wagsburgh. They really have the best stuff, so the fact that mom brought me their goodies makes all the traveling OK. So, this weekend is the 27th annual Gigantic Nautical Flea Market at Founders Park in Islamorada. Vendors from the Keys, Florida and other states will be sprawled out on the great lawn, by the beach, around the dog park and the baseball field. The event is put on by the Upper Keys Rotary Club, and all the proceeds go to support local students who continue on to college or trade school. The fun is on Saturday, Feb. 26 from 8 a.m. to 5 p.m. and Sunday, Feb. 27 from 9 a.m. to 3 p.m. More information is at keysrotary.org/stories/gigantic-nautical-flea-market-2022. Hi, my name is Patti! I’m a female husky/shepherd mix, and I’m about 8 months old. I was rescued from a hoarding situation, and have been such a good girl for my foster parents. I love to run and play. They tell me that I’m not supposed to jump the fence, but sometimes I just can’t help myself. They also tell me that I have a disease called heartworm. I have started treatment and will be all better in a few months. But, in the meantime, I need a family who will love me and keep me in a calm, safe environment. lorida Keys Brewing Co.’s 7th Anniversary Party on Feb. 20 saw locals celebrating at their favorite hangout spot. The hermit crab races were a hoot as kids and adults alike enjoyed the face painting. For the main event, the iguana races were replaced with people racing while dressed in iguana costumes and then chugging beer (arguably an even more enjoyable spectacle). Three initial rounds culminated in a final round where the top three contenders battled it out to see who would be the ultimate champ. Sea Biscuit took home the gold, and so did the Upper Keys Humane Society, which received 50% of the proceeds collected from bets on the races. Beer, music, food and fun — as usual, this event had everything we know and love about the Florida Keys Brewing Co. Here’s to many more years. — By Adriana Abreu 1. eys Marine Lab (KML) is an unsung hero. Tucked away in Layton (right next to one of our famous unmanned police cars on U.S. 1), the research station, affiliated with the Florida Institute of Oceanography, has recently undergone a facelift of sorts – and they’re ready to show it off. On Saturday, March 5 from 1 to 3 p.m., KML and its main collaborators will host a community open house at their Keys campus (68486 Overseas Hwy. bayside, Layton) to showcase their new digs. Come meet their new staff, see what they’ve been up to, and try your luck with the raffle. The event is free, and the public is welcome. Parking is available on site. So, what kind of an upgrade are we talking about? “Since 2019, we have received $725k, and we have an additional $450k set to be spread out over the next five years,” coral superstar and KML director Cynthia Lewis told the Weekly. That’s a whopping $1.1 million total in investments and grants to upgrade their current holding facilities. That money has gone into an extensive seawater system expansion that will, when complete, triple KML’s current capacity to hold “reef-quality seawater.” This is ideal for experimental research, such as adaptive biology, and coral restoration, Lewis said. That cutting-edge work is critical in the Keys for the future of the coral reef and the

blue economy it supports. This current part of KML’s expansion is slated to be completed in August. KML’s primary mission is to enable research and education at the college level. To that end, the Layton campus hosts a variety of researchers throughout the year. KML provides experiential education opportunities and facilitates marine research by providing trained scientific divers and captains, seawater holding tanks for critters, research vessels and more. They pride themselves on “developing the marine scientists of tomorrow who will guide and shape the future of our threatened ocean ecosystems,” Lewis said. This new, expanded capacity multiplies their ability to do so. Open house visitors will have the opportunity to see these upgraded systems in person and to interact with a variety of marine organisms that are being actively used in research and restoration activities. Additionally, KML representatives and key collaborators from the Guy Harvey Ocean Foundation, the Florida Keys National Marine Sanctuary, I.CARE, Florida Fish and Wildlife Conservation Commission, and the Coral Restoration Foundation will be on site to chat. Educational booths, free raffle tickets, prizes like Tervis tumblers, T-shirts and more will round out the event. Interested researchers can reserve KML’s facilities and resources. Sandbar hosts party for I.CARE
O
n the February full moon, the Sandbar at Whale Harbor hosted local Islamorada non-profit I.CARE as part of its monthly full moon party fundraising series. I.CARE founders Kylie Smith and Mike Goldberg were on site to celebrate hitting 3,000 corals planted on local reefs and to thank the Keys community for its support. “Our whole mission is to partner with local charities to raise awareness and money,” said Sandbar manager Bob Reppin. “It’s really important that the money stays on this island, and I.CARE is really helping our entire Islamorada community.” — Tiffany Duong

2. A silent auction anchored the I.CARE fundraiser, with prizes that included photography prints from our local reefs, coral restoration trips, I.CARE swag and the chance to adopt a coral.
Who is your favorite teacher and why? My favorite teacher would be Ms. Carol because she’s really nice and she always does fun stuff with my class.
3. Even with thunderstorms, the community came out to support I.CARE and our coral reef. 4. JD Reinbott and Emily Becker use their new reusable I.CARE cups to enjoy their beverages while fighting plastic pollution.

What is your favorite subject and why? I like art mostly because I really like drawing and having fun making pictures. What is the best rule at school? One of the best rules would probably be not putting hands on people. I don't want people to get hurt.

What’s your favorite food for lunch? My favorite food is probably a nutella sandwich. What do you want to be when you grow up? I want to be a farmer because I like raising animals. What is one favorite way you like to spend your spare time? When I have free time, I actually like to play games on my phone and play with my friends.
