Coco Plum apartment building is first domino to fall in wake of building inspection ordinance ALEX RICKERT

enants in Mariners Place, a 15-unit apartment building located at 20 Coco Plum Dr., are scrambling to find a place to live after receiving notification that they must vacate the building by the first week in March. The sudden news is a result of the ordinance passed by the City of Marathon requiring inspection and recertification for multistory buildings more than 17 years old. Originally approved in September 2021 for all structures and amended in January 2022 to include only multistory buildings, the ordinance’s intent was to prevent tragedies like Miami’s Surfside condominium collapse in June 2021 that resulted in 98 deaths. The ordinance requires property owners to hire state-certified engineers to inspect the structure and electrical systems of multistory buildings and report their findings to the City of Marathon. Along with 36- and 42-page photo reports detailing electrical and structural concerns, respectively, found during a Jan. 7 inspection, a letter submitted on Feb. 15 by Nestor Cueto of Miami-based Cueto Engineering to Marathon building official Noe Martinez declared the building unfit for occupancy.

“It has been determined that the building requires significant structural repairs as outlined in the written report for building structural recertification,” Cueto wrote. “It is my professional opinion, due to the extent of structural damage to the building, the building is not considered safe for occupancy until repairs are completed.” In light of the letter, the city said it had no choice but to declare a cessation of the building’s use due to life safety concerns. City officials engaged in discussions with Cueto to determine the feasibility of completing repairs while allowing tenants to remain in residence, but Cueto was firm on the impacts of his findings. Early reports and postings on social media indicated that the building had been entirely condemned, but this was not the case. While the city originally required the premises to be vacated within 48 hours per the reinspection ordinance, extensive meetings with the building’s ownership and management teams resulted in a short extension, giving the owners 15 days to rehome tenants.
“The system worked as designed and residents of the building are being safely relocated before a tragedy can occur,” said Marathon City Manager George Garrett in a statement on Feb. 17. “The owners of the building have been quite cooperative. We are working with them in order to find affordable housing solutions for their tenants.” Several tenants indicated that they were first informed of the situation via a phone call on the night of Feb. 16 from landlord contact Jessica Bordeal. In a letter to tenants dated Feb. 16, the Mariners Place Land Corporation advised tenants of the results of the inspection. “We will be returning all security deposits in full as normal … as long as everything is normal in your unit,” said the letter. “We deeply apologize for any inconvenience this may cause you.” Though the letter indicated that tenants would be welcome to return to their units upon completion of repairs, Bordeal told Keys Weekly that she did not know if tenants’ previous rental rates would be honored: $1,400 for a two-bedroom unit, $1,300 for a one-bedroom. continued on page 40

bill giving landlords and tenants the option to agree on a monthly fee instead of an upfront security deposit will head to a third reading, following lengthy discussion and debate on the House floor on Feb. 22. Sponsored in the House by Rep. Jim Mooney, R-Islamorada, House Bill 537/Senate Bill 884 gives landlords the ability to collect monthly fees from a tenant who might not have money saved up for a security deposit. Instead of the tenant paying a security deposit equating to a month’s worth of rent, a landlord could choose to allow the tenant to pay a fee each month. “Landlords who wish to reduce move-in costs for their properties and offer 0 deposit rentals clearly have that option. But it’s always an option,” Mooney said on the floor. “It’s a landlord-option, tenant-option bill with no mandates to anyone.” Tenants can terminate the monthly fee any time and instead pay the full security deposit, according to legislation. A tenant who pays a security deposit upfront could get that money back under current security deposit rules, so long as there’s no damage to the apartment. That money is required to be secured in a certain kind of bank account. Those who choose to pay the monthly fee, however, wouldn’t get that money back. Money collected by the landlords through the fee can be used at their discretion, such as insurance. Mooney said he recommends landlords purchase insurance with the

fees they collect. Different insurance providers, like Assurant, LeaseLock and Rhino offer different levels of coverage. Rep. Anna Eskomani, D-Orlando, took issue with landlords’ pocketing those fees. “Why are we charging a nonrefundable fee instead of doing a monthly deposit requirement? Then the person can get it back at the end if there are no damages,” she said. In response, Mooney reiterated the challenges for those who need to put up first and last months’ rent plus a security deposit in order to move in. In Key West, average rents are $2,500 for a one-bedroom, one-bathroom apartment. Renters wouldn’t get the monthly fee back, but they would keep money needed for an upfront security deposit. “If time comes down the road and you get a bonus and you want to give that landlord that deposit in cash, you immediately opt out of the program,” he said. There’s no cap on fees in lieu of security deposits in the bill, but Mooney said they range anywhere from $11 to $25 a month. Per bill language, the fee is not a security deposit and does not absolve the tenant of any obligations under the rental agreement, including paying rent as it becomes due and any costs and damages beyond normal wear and tear that the tenant may cause.
MOORINGS BILL PROGRESSES A vessel anchoring bill providing 100 new moorings for public use within a mile of Key West Bight City Dock is moving ahead following a 22-0 vote in the State Affairs Committee on Feb. 21. County Commissioner Craig Cates told Keys Weekly on Feb. 21 that the so-called liveaboard bill was proceeding smoothly through the legislative committee process "and has passed each committee unanimously, so it shouldn't have any problem passing the full House and Senate." Cates said the bill provides for an additional 100 mooring sites to be installed behind Wisteria Island off Key West. The requirements in the bill, to make a liveaboard vessel that is not in a managed mooring field move every 90 days, will not be enforced until the new moorings are in place and people have an opportunity to move to a secure mooring, Cates said. House Bill 1065/Senate Bill 1432 has sparked opposition among liveaboard boaters in Key West, who say the requirement that they move is a tremendous hardship to the boating community, and could lead to increased environmental damage to seagrass and other habitats. COMMITTEE PASSES HOUSING BILL A bill authorizing 50 units of affordable housing to be constructed for employees of the Monroe County Sheriff’s Office and other personnel is also moving forward. The House State Affairs Committee voted 22-0 on House Bill 1499 to create an exemption to Key West’s building permit allocation system to provide much needed housing for first responders. Per the bill, construction must be consistent with the local comprehensive plan. Additionally, the sheriff’s office must have a hurricane evacuation plan that requires all occupants required to evacuate to be evacuated 48 hours in advance of tropical force winds.

he school board voted unanimously to approve the purchase of property and casualty insurance for the 2022-2023 school year, but not without trepidation. The new premiums are $400,000 more than they were last year. And board members expressed a bit of frustration that they were given the quotes too late to absorb the information before their current insurance coverage lapsed and they had to vote on it. Ilene Abella is a property and casualty broker for Arthur J. Gallagher Risk Management Services, the school district’s insurance brokerage. The firm is in year three of a three-year contract with the district. She presented the quotes received from different carriers and explained the reason for the $400,000 increase in premiums. Gallagher approached 43 insurance carriers for quotes for the school district, and 23 submitted proposals. The package that the firm presented was the least expensive and has different layers of coverage from different companies, including coverages for property, cybersecurity and equipment breakdown, among others. Abella explained the biggest reason for the almost half-milliondollar skyrocket: coverage for property and cybersecurity has gone way up in the past year. “The property market has been our biggest challenge,” Abella explained. “Between wildfires and major freeze events, there have been lots of major catastrophes, the most billion-dollar-plus weather and climate disasters in U.S. history — 22 events in 2020 and 20 events in 2021.” And, she said, carriers see the Florida Keys as a risky place to cover. “The Florida Keys is still viewed as one of the most vulnerable areas in the country,” she noted. One line of coverage went up a staggering 83 percent: cybersecurity. Cyber claim frequency and severity has been spiraling upward, which led to cyber insurance carriers increasing their premiums. But Abella complimented the school IT department’s competent

handling of preventing cyber attacks. “The deductible you have for cyber is one of the best renewals in the sector in Florida due to your IT department,” she said. Still, the total cost for the renewal of the insurance package is close to $1.5 million. And board members balked a bit at getting this quote too late to search for a cheaper alternative in time for the next school year. “On behalf of taxpayers, we need to look at spending money and not just having insurance to have insurance,” said board member Mindy Conn, suggesting that the board discuss which types of coverage to drop. “After renewal is the time to go over these types of issues,” responded broker Abella. She noted that the insurance carriers would only hold the quotes for 45 days. “We have an obligation, so we can’t just stop this,” said board chair John Dick, referring to the Gallagher brokerage firm’s three-year contract. In the end, the board members voted unanimously to approve the purchase of the property and casualty insurance that the firm proposed — with the caveat that they will start conversations immediately to prevent the same type of price increase next year. “We are trying to be the best possible stewards of taxpayers’ money, and in order to do so, we need this information earlier moving forward,” Conn told Keys Weekly. She explained that though the firm does excellent work, the frustration is due to the quotes being received at the same time that the board has to vote before the insurance lapses. “The information requires more than a week (to go through),” Conn said.
DISTRICT SEEING MORE MENTAL HEALTH ISSUES IN SCHOOLS Anxiety, isolation and depression have increased in students post-COVID CHARLOTTE TWINE

aliana Goins, counseling and intervention services coordinator for the Monroe County School District, said at the Feb. 8 board meeting that staff members are noticing more students are dealing with mental health issues since the pandemic. She also pointed out that a strategy has been put in place to help this problem: more counselors in the schools. This extra staff is being paid for by federal funds that the district received to address the impact that COVID-19 has had at elementary and secondary schools. Goins said her counseling staff told her that they were seeing more anxiety, isolation and depression among all ages of students. “We’re seeing more of these three behaviors in the schools,” she told Keys Weekly. “Those have increased postCOVID, and we need more supports.” She said Superintendent Theresa Axford wanted to see more “face time” between the counselors and the students in light of this new issue, so the district hired 10 counseling assistants, one for each school. “We’re trying to get counselors at the high-school level more visible, to not get trapped inside an office and only working one-on-one with a few students rather than getting in the classrooms,” Goins said. “Visibility, access and growth — it’s a three-pronged focus to maximize the number of students serviced by student counselors.” Though more anxiety, isolation and depression are seen at all ages, the older students are experiencing a delay in social development. “We’re finding that the students
acted behaviorally at a lower grade level,” she said. For example, a 9th grader would have 7th or 8th grade behaviors. So counselors are invited in as guests in classes to do presentations on these behaviors for the students. At the kindergarten and prekindergarten levels, counselors speak with students about how to interact with others both as friends and as classmates in a classroom setting. “There’s manners, even physical space — how to not be on top of each other or sit close at appropriate times,” Goins noted about the presentations to young students. “All of that changed during COVID. This year, it’s been a learning adventure. All those things we used to take for granted.” The district has also created social worker positions to support student well-being. All of these new positions have been funded by stimulus payments that came from the U.S. Department of Education. Called ESSER (Elementary and Secondary School Relief) Funds, these payments were to address student learning gaps and social issues stemming from the pandemic In 2021, the district received $5.8 million in ESSER Funds, which paid for, among other things, a beefed-up summer school session, counseling assistants and social workers. Goins is happy that the counseling assistants have been hired to help with the counselors’ workload. “I am so proud of them,” she said about her staff. “The needs are so great, more than before. They’re working so hard and trying to be solutionfocused. We want to use our time the best we can to meet the majority of students’ needs. Nights and weekends, it's nonstop. They don’t punch out of their clock when the bell rings. Some are pretty heavy, special issues. I commend each and every one of them for the work they are doing with families. School counselors also work to support the staff — that being another element to help everybody be the best they can be during these times.”

ishermen’s Community Hospital has been awarded a three-year term of re-accreditation in computed tomography (CT) as the result of a recent review by the American College of Radiology (ACR). The ACR Accreditation gold seal was awarded for the hospital's CT scan, which is a noninvasive medical test that helps physicians diagnose and tailor treatments for various medical conditions. This accreditation represents the highest level of image quality and patient safety. It is awarded to facilities meeting ACR practice parameters and technical standards after a peerreview evaluation by board-certified physicians and medical physicists who are experts in the field. Image quality, personnel qualifications, adequacy of facility equipment, quality control procedures and quality assurance programs are assessed. The findings are reported to the ACR Committee on Accreditation, which provides a report that can be used for continuous practice improvement. “This is a fantastic accomplishment for our staff,” said Missy Richards, manager of Imaging Services at Fishermen’s Community Hospital. “This accreditation is a demonstration of our commitment to providing safe, high-quality care to the patients in our community. he Florida Fish and Wildlife Conservation Commission (FWC) on Feb. 21 finished removing 24 derelict vessels from the Upper and Lower Keys. “Derelict vessels are a priority for our officers statewide and especially in Monroe County,” said FWC Area Capt. David Dipre. “Each one taken off the water is a win for everyone.” The removals, which were estimated to take six months, were completed ahead of schedule. “We’ve been able to speed up removals due to recent legislative changes along with the funding appropriated by the Legislature and a committed partner in Monroe County,” said Maj. Rob Beaton, FWC boating and waterways section leader. “The results we’ve been able to achieve with Monroe County show how these efforts have improved the process and we’re not stopping with these 24 vessels. There are more to come.” The FWC has approved an additional grant request for 30 more derelict vessels that are currently being removed throughout Monroe County. The agency is also reviewing a third grant request to remove an additional 25 derelict vessels. More derelict vessels are removed from Monroe County each year than from any other area of the state. As of February 2022, law enforcement has documented

more than 185 derelict vessels within Monroe County in the FWC’s derelict vessel database. “These combined efforts are a testament of our commitment – along with our city and county partners – to restore the waterways to safer conditions for both the boating public and marine life,” said Maj. Beaton. Abandoned boats quickly become derelict vessels that “subject the boating public to safety issues, become locations for illegal activity, illegal housing, opportunities for theft and vandalism and ultimately cost the taxpayers to be removed by local, county or state authorities,” the FWC website states. or the sixth time, the staff at Overseas Pub and Grill is gearing up to help “part of the family” here in Marathon. The beneficiary of their upcoming fundraiser on Saturday, March 5 from 11 a.m. until closing time is the family of John Kissick. Kissick is a 16-year Marathon resident, owner of Fazoli Brothers Inc., a swimming pool building business, and a five-year lunch regular at Overseas. Kissick has undergone treatment for throat cancer over the past two months. In the absence of local options for the radiation and chemotherapy he needs, he and his wife Angelika have made the trek to and from Miami five days per week to receive the proper therapies. John’s illness, combined with his wife’s leave of absence from work to take care of her husband, have taken an obvious personal and financial toll. “He’s part of our family here at Overseas,” said bartender and event organizer Andy Sharf. “John has become a good friend to all who know him, and you will never meet a more humble and gracious soul,” he wrote in a Facebook post announcing the event. According to Sharf, the entire Overseas crew was immediately on board after learning about the Kissicks’ challenges. “I always ask, ‘Who’s in?’
and every single one of the bar staff steps forward,” he said. “They always enthusiastically volunteer their time and money for the benefit of those in need. They spend countless hours getting donations and setting up.” The soon-to-be-christened John Kissick Day will see all bartenders’ tips donated to the Kissick family, along with the proceeds from a 50-50 raffle, coozie sales, and a silent auction with donations from more than 30 local vendors ranging from hotel stays and fishing charters to taxi services and restaurant gift cards. Grilling aficionados can enter a raffle for a $2,200 Big Green Egg with accessories. Live music from Tony Manfredi from 3 to 7 p.m., the 79th Street Band from 7 to 11 p.m., and DJ FIJI from 10 p.m. until closing time will round out the day’s events, with the musicians also donating their regular payment to the cause. Sharf’s initial efforts to promote the event on social media are already paying dividends. “Twice now in the past week, two people came in that we’d never seen before with huge checks,” he said. “They didn’t know me, and they didn’t know John. It was just neighbors helping neighbors. … The great thing about this community is that any time something bad happens, we all come together.” A brief call with John Kissick told a story of gratitude for the Overseas staff’s generosity. “It was kind of shocking,” he said. “It’s pretty overwhelming that they’re putting all this effort into it, and I can’t thank them enough. It shows that Marathon is a great place to live.”

eys Marine Lab (KML) is an unsung hero. Tucked away in Layton (right next to one of our famous unmanned police cars on U.S. 1), the research station, affiliated with the Florida Institute of Oceanography, has recently undergone a facelift of sorts – and they’re ready to show it off. On Saturday, March 5 from 1 to 3 p.m., KML and its main collaborators will host a community open house at their Keys campus (68486 Overseas Hwy. bayside, Layton) to showcase their new digs. Come meet their new staff, see what they’ve been up to, and try your luck with the raffle. The event is free, and the public is welcome. Parking is available on site. So, what kind of an upgrade are we talking about? “Since 2019, we have received $725k, and we have an additional $450k set to be spread out over the next five years,” coral superstar and KML director Cynthia Lewis told the Weekly. That’s a whopping $1.1 million total in investments and grants to upgrade their current holding facilities. That money has gone into an extensive seawater system expansion that will, when complete, triple KML’s current capacity to hold “reef-quality seawater.” This is ideal for experimental research, such as adaptive biology, and coral restoration, Lewis said. That cutting-edge work is critical in the Keys for the future of the coral reef and the blue economy it supports. This current part of KML’s expansion is slated to be completed in August. KML’s primary mission is to enable research and education at the college level. To that end, the Layton campus hosts a variety of researchers throughout the year. KML provides experiential education opportunities and facilitates marine research by providing trained scientific divers and captains, seawater holding tanks for critters, research vessels and more. They pride themselves on “developing the marine scientists of tomorrow who will guide and shape the future of our threatened ocean ecosystems,” Lewis said. This new, expanded capacity multiplies their ability to do so. Open house visitors will have the opportunity to see these upgraded systems in person and to interact with a variety of marine organisms that are being actively used in research and restoration activities. Additionally, KML representatives and key collaborators from the Guy Harvey Ocean Foundation, the Florida Keys National Marine Sanctuary, I.CARE, Florida Fish and Wildlife Conservation Commission, and the Coral Restoration Foundation will be on site to chat. Educational booths, free raffle tickets, prizes like Tervis tumblers, T-shirts and more will round out the event. Interested researchers can reserve KML’s facilities and resources. Concert series continues with an exceptional performance
F
lorida Keys Concert Association (FLKCA) started its second half of the season with the Rastrelli Cello Quartet. The quartet captured music lovers’ attention with their incredible performance and vibrant personalities. The quartet delivered two consecutive concerts, one sponsored by Mr. & Mrs. Thomas D. Wright at Marathon’s High School on Feb. 14 and the other sponsored by Ocean Sotheby’s International Realty at Coral Shores High School on Feb. 15. The four cellists not only perfectly executed their program, but also warmed the hearts of the listeners with their enthusiasm and humor. The Rastrelli Cello Quartet originated in St. Petersburg, Russia. Their bond to the city is manifested in the name of the quartet. Bartholomeo Rastrelli was the 18th century architect of a few prominent historical buildings in St. Petersburg. The architect shaped the image of the city like nowhere else in northern Russia. With time, the cellists moved to Germany where they now reside. Kira Kraftzoff, artistic director and founder of the Rastrelli Cello Quartet, joked about the idea of a four cello quartet. In his words, there is a German joke about a string quartet. What is a string quartet? There are good violins, bad violins, four violins and hateful violins. Kiro, instead, came up with an idea of four cellos. Before he had started to create a quartet, Kiro heard skeptics ask, “Who is going to listen to four cellos? Every string quartet has a leading violin. Cello is just a background instrument.” Twenty years later, the Rastrelli travels around the world and gets well-deserved recognition. Sergio Drabkin is one of the quartet’s founding members and one of four cellists arranging music for the quartet. He arranged and refined many works of various musical styles. In this concert the quartet played Sergio arrangements of Piotr Tchaikovsky, Edvard Grieg, Johannes Brahms, Giacomo Puccini, Sergei Rachmaninoff, George Gershwin and other composers. For the encore, the quartet played the Beatles’ “Michelle.” The quartet ended its concert with the Beatles’ “Hey Jude.” Kira, the founder of the Rastrelli Quartet, said, “You are the Americans. We are the Russians. No matter difference, we can sing together. Just imagine, if the leaders of the world would sing a song together, the world would be different the very next day.” The audience sang the song in unison with the quartet. “I loved every concert this season. I love to listen to classic and jazz,” said Marlisa Gerrett of Marathon, a five-year season ticket holder. “It comforts me, like a comfort food. My mother is a Russian. The quartet performers are passionate about what they are doing. Their music has very complex emotions. It’s inspiring.”

Mom also met her friend Officer Butch with the Pittsburgh Bureau of Police and Officer Zane, who is the official comfort dog for Pittsburgh Police. Zane has a very important job though. He works in the community relations department to provide comfort to those who need it. Mom did bring us back a bunch of toys and treats from her favorite pet store in Pittsburgh. Wagsburgh. They really have the best stuff, so the fact that mom brought me their goodies makes all the traveling OK. So, this weekend is the 27th annual Gigantic Nautical Flea Market at Founders Park in Islamorada. Vendors from the Keys, Florida and other states will be sprawled out on the great lawn, by the beach, around the dog park and the baseball field. The event is put on by the Upper Keys Rotary Club, and all the proceeds go to support local students who continue on to college or trade school. The fun is on Saturday, Feb. 26 from 8 a.m. to 5 p.m. and Sunday, Feb. 27 from 9 a.m. to 3 p.m. More information is at keysrotary.org/stories/gigantic-nautical-flea-market-2022. I
was on my way back from the mainland. Mostly I’d been wondering exactly how many empty cruisers the sheriff’s office had parked on the side of the road these days. There had always been that one in Layton, but they seemed to be everywhere now. It’s pretty interesting and a low-cost deterrent, assuming they are all old, out-of-service cars. Locals have no doubt figured out their locations pretty quick, but it probably keeps a good number of knucklehead tourists in line. Midway through the Long Key Bridge I looked out the window and found myself eye to eye with a brown
pelican. The bird was flying parallel to the bridge, a couple feet over the cement barrier that kept you from driving into the water should you stray. He wasn’t flapping, he was gliding, hardly moving a muscle. And he wasn’t moving much slower than my car. You never want to slow down too much on one of the bridges, but there was nobody behind me, and I wanted to see how fast that pelican was going. So I crept the car down to about 40 and just kind of kept pace with him. Birds are the dinosaurs that lived, so it was ironic that the only way I could keep pace with him, while he seemed to be expending absolutely no energy, was by sitting in a 3,000-pound box made of glass and steel that moved by inefficiently burning the highly processed remains of his ancestors. (What a world!) We stayed together 100, 200, 400 yards. Then with a slight tilt of his wing, the pelican dropped down below the barrier and out of my sight. I’ve had this experience a few times with pelicans while driving across bridges in the Keys, though never regularly or predictably. By the flags of the Cuban coffee stand at the end of the bridge he was flying into a headwind that was coming at him at about a 45 degree angle. (Looking at maps and weather data later, the bird was flying west-southwest and the wind was coming northnorthwest at about 13 miles per hour.) Pelicans are such odd-looking beasts. They have kind of a goofy, unserious reputation, which isn’t totally deserved. I think it’s the long bills with pouches, and the way they waddle when they walk, and the fact that it’s one of the first birds you learn to identify as a kid, right after the chicken. They are, in fact, some of the most agile birds out there. They have the shape of John Goodman, but the grace of Fred Astaire. You can often see this grace applied on really calm days, where they make use of a phenomenon known as ground effect to move at seemingly impossibly slow speeds across the water.
In reality what is happening is that they are flying so low that the air that is pushed down by their wings is hitting the surface of the water and bouncing back up, creating a cushion, kind of like what carries a hovercraft or air hockey puck, and it requires less velocity for them to retain lift. It demands some incredible subtle movement to maintain. If he was a sailboat, the Long Key Bridge pelican’s relation to the wind would be somewhere between close hauled and a close reach, and for a while I tried to figure out how the pelican was moving so fast in terms of sailing. But which point of sail is fastest depends on hull shape and design, and when I started thinking about what hull shape a pelican had, I realized it really wasn’t a good fit, sails working on the vertical and wings working on the horizontal and all. There was an interesting study done in the 1990s on seabirds and in which winds they fly best. Apparently a pelican in a headwind can fly with ground speed between 20 and 30 mile per hour, which wouldn’t explain why this pelican was moving closer to 40. I think some of the clues as to the pelican’s speed may be inherent in how it was flying in relation to the bridge – a few feet away, but rigidly parallel. The wind was coming out of the Gulf and hitting the vertical concrete of the bridge, creating some sort of updraft, and the pelican was possibly gaining momentum to move along it the way a surfer gains speed moving parallel along the face of the wave. Also, as anyone who has ridden a bike along U.S. 1 can tell you, when cars and trucks pass, the turbulence that follows them gives you a bit of a tailwind push. And the cars driving across the bridge may have also been giving the pelican some speed that way. Pelicans are some of the heaviest soaring birds out there. Your average brown pelican weighs 8 pounds and has a wingspan of 4 feet. Which makes them stable in situations smaller or lighter birds might not be. Of course, to test all these theories out, you’d have to build a scale model of the bridge, complete with moving cars and flying pelicans, and then bring it into a wind tunnel, and then fire up a smoke machine and film it all with high-resolution cameras. All that to figure out what a brown pelican knows instinctively.

CLARE MERRYMAN is a senior at Marathon High School who dedicates the majority of her time to chasing her next article, working out with her teams, and swinging at a tennis ball. She’s known for making long to-do lists to keep her OCD in check.
The varsity baseball team had their first conference game of the season and came out on top with a 7-5 win over Miami Country Day on Feb. 22. Through the seven-inning battle, both teams chomped at the bit in hopes of securing the first win of the season. The Fins came alive under the lights. Junior Ryan Yablon led the team, scoring two runs. The rest of the team followed suit, as five other Fins crossed home plate before the end of the night to secure the victory. Marathon opened with Yablon on the mound. He managed to collect five strikeouts in three innings. He allowed his defense to pick up his slack, only allowing four hits. For his effort, Yablon was named player of the game. Corbin Neller, who provided relief for Yablon, threw two and two-thirds innings, striking out three Spartans. Sophomore Dylan Ziels closed the game, pitching to four batters and striking all four out.

What is one word that describes you? Peculiar What clubs, teams, and other extracurricular activities are you involved in? I am involved with several extracurricular activities, including the National Honor Society, National Art Honor Society, Mu Alpha Theta, Interact Club and Drama Club, as well as being the vice president of the senior class. In addition, I play multiple sports, including volleyball, soccer and tennis. What do you see yourself accomplishing in the next five years? In the next five years, I hope to be in med school or studying abroad. Are you going to continue playing sports in college? Most definitely. I think I will try out for my future school’s tennis team. Even playing for a tennis club at the college level could be fun. I think I may also be interested in playing club volleyball and even trying kickboxing. What is the best part about competing? The best part about playing tennis is that it is an independent sport. You can only depend on yourself. Whether you win or lose a match, it is only up to you. Who do you wish was watching you perform at every game or match? Richard Lorenzo, my old tennis coach. He has been teaching and practicing with me for a very long time now. When he watches my matches, it gives me confidence. He also gives great advice when I’m having difficulty with hitting or other related tennis issues. Why are you so passionate about playing sports? Playing sports allows me to connect and be around all of my friends. It also serves as an outlet to relieve stress. What is your favorite food to eat the night before a big competition? Literally anything. On game days, I usually buy electrolyte drinks or Pedialyte and snack on some fruits. What are your sports highlights so far? One of my fondest memories is of a United States Tennis Association tournament. I played a lot of tournaments, but I remember one girl who I would meet up with and play against at several of the tournaments. She would always beat me in a tiebreaker match. After going to a tennis camp with Rick Macci all throughout the week, we played a tournament that following weekend. She stood no chance after that training. I beat her so badly that she ran away after the match to throw a temper tantrum and cry. I felt proud of my potential and that I had improved so much in only five days.

How do you keep your teammates feeling positive and motivated during a loss? I let them know that it is okay, and that tennis is not an easy sport. It’s a sport that you have to start at a young age. Other than that, I am usually just my weird goofy self, and that usually lifts the team’s spirits.

he show’s title says it all: patrons will have One Weekend Only to see more than two dozen acts at Marathon Community Theatre’s annual varietyshow fundraiser. From belly dancing and musical performances to stand-up comedy and even a glow-in-the-dark tap routine, the show runs the gamut to showcase a sampling of Marathon’s finest talent. Tickets for the 8 p.m. shows on Thursday through Saturday, Feb. 24, 25 and 26, are $45 and include a buffet and champagne toast following the show. $30 tickets for a matinee on Sunday, Feb. 27 at 3 p.m. allow patrons to see the show at a lower rate without additional food and drinks. A wide range of silent auction items from local artists, businesses and private donors are available throughout the weekend, with all proceeds to benefit the theater. “The key to our theater’s overall success is bringing in new members, new performers, new backstage help, new volunteers and new excitement,” said director Allison Sayer. “We have not only brought back seasoned performers and crew, but this show has many new faces on all parts of the stage.” For tickets, visit www.marathontheater.org or call 305-743-0994.

ust in time for sea turtle mating season in the Florida Keys, a large 230-pound male loggerhead turtle, rehabilitated at the Turtle Hospital after being found entangled in crab trap line, was released off Pigeon Key on Feb. 18. “Sheldon,” named by his rescuers stationed in the Middle Keys with the U.S. Coast Guard, was discovered in early February near the iconic Old Seven Mile Bridge. “It’s mating season in the Florida Keys, so it’s important to get this massive male turtle back out to sea so that he can begin mating and help preserve the species,” said Turtle Hospital general manager Bette Zirkelbach. “To be able to take a reproductive male, rehabilitate him in less than two weeks’ time, and return him to his ocean home — this is a high for all of us. This is why we do what we do.” Treatment at the turtle rescue facility included wound care, antibiotics and a healthy diet of mixed seafood, such as fish and squid. Before being released, Sheldon was fitted with a satellite transmitter tag by research scientists from the Summerland Key-based Mote Marine Laboratory to help them track and study data on migratory and mating patterns of adult male loggerheads.

Sheldon’s tagging illustrates the importance of being able to see how these turtles are doing once they are released back into the wild, since males don’t return to beaches where they emerged as hatchlings. “It’s critical to conserve sea turtles like Sheldon because almost all species of sea turtles in the world are in danger of being extinct on our watch,” said Zirkelbach. Based on his size and the circumference of his head, Zirkelbach estimates the 230-pound reptile is at least 50 years old and well into his prime as a sexually reproductive male. — Contributed

A PERFORMANCE OF A LIFETIME Stepin Fetchit: Key West’s Shooting Star
T
he Lincoln Perry story begins in Key West but does not stay on the island for long. He was born Lincoln Theodore Monroe Andrew Perry on May 30, 1902, on Key West, making him a Conch who would grow up to be a successful, if not polarizing, Hollywood actor. His parents came to the United States in the 1890s. His father, Joseph Perry, was of Jamaican descent and worked as a cigar roller in Key West and a cook and an occasional performer. Dora Monroe, his mother, came to Key West from the Bahamas, where she worked as a seamstress in Nassau. The family followed the cigar industry’s departure from Key West and by 1910 would be living in the new cigar capital, Tampa. After the death of his mother in 1914, Lincoln and his siblings were sent to live in foster care. By the age of 14, he had run away from his foster home and was performing as a singer and tap dancer in minstrel shows and traveling carnivals. In 1922, at the age of 20, Lincoln Perry was working as a Vaudeville performer. Eventually, he would work as a duo known as “Stop and Fetch It: the Two Dancing Fools from Dixie.” When Perry went solo, he changed his stage name to a shortened version of Stop and Fetch It, Stepin Fetchit. The unusual name allegedly came from a horse called Stop and Fetch It that Perry placed a bet on and won. Not just a performer, Perry was also working as an entertainment critic for the Chicago Defender, one of the country’s leading weekly newspapers for the black community. Stepin Fetchin was billed as the “Laziest Man in the World.” He was a fumbling, slow-witted character who, to avoid work, would act dumb and break tools or engage in some other form of shenanigans until those around him would get fed up and do the work themselves.
For many, however, he perpetuated unwanted stereotypes. However, his rise to fame in the late 1920s and through much of the 1930s was extraordinary. Stepin Fetchit became the first black actor to receive billing in a mainstream American BRAD film. Though he grew up as a Catholic, in the 1960s, he became a member of the Nation of Islam and became friends with both Muhammed Ali and Malcolm X. Lincoln Perry, as Stepin Fetchit, appeared in 59 films between 1925 and 1976. His last film credit came in 1976, where Stepin Fetchit is listed as Dancing Butler in the film “Won Ton Ton: The Dog Who Saved Hollywood.” After suffering a stroke in 1977, he entered the Motion Pictures & Television Country Home and Hospital, where he succumbed to heart failure and pneumonia on Nov. 19, 1985. Stepin Fetchit was inducted into the Black Filmmakers Hall of Fame in 1978, where he is listed as an actor and “Professional black stereotype.” Because he played a stereotype, his movies are rarely shown today. In a 1968 interview with the Los Angeles Times, Lincoln Perry is quoted as saying: “Just because Charlie Chaplin played a tramp doesn’t make tramps out of all Englishmen, and because Dean Martin drinks, that doesn’t make drunks out of all the Italians. I was only playing a character, and that character did a lot of good.” For anyone visiting Hollywood, California, Stepin Fetchit’s star on the Hollywood Walk of Fame can be found on the west side of the 1700 block of Vine Street, making him the only Conch with a star on the famed walk.

THICK AS A BRICK Jethro Tull’s amazing music – since 1968
V
ery few bands or musical artists can claim a legacy like Ian Anderson’s Jethro Tull. Consider a recording career consisting of 41 albums over a 54-year period. Consider a live performance career lasting just about as long, especially their phenomenal concerts in the mid-1970s — a mix of equal parts brilliant musicianship and swaggering showmanship. Consider that Ian Anderson has kept the Tull legacy alive and is about to release a new album in 2022 — the first Jethro Tull studio album in two decades (there have been numerous Ian Anderson releases in the interim). Many classic rock fans will remember the hits from Aqualung, as well as the radio singles “Bungle in the Jungle” and “Living in the Past.” Their influences ran the gamut from blues to rock to folk and even medieval madrigals. Somehow, Anderson’s songwriting and the band’s arrangements combined these elements seamlessly, often within the same song. In addition to the aforementioned Aqualung, some of my favorites included the folk-rock trinity of Songs From the Wood, Heavy Horses and Stormwatch, all recorded between 1977 and 1979. (Keen observers may remember that there was a local band named after one of these albums.) Other titles to check out include Thick as a Brick (and Ian’s follow-up sequel album, 2012’s Thick as a Brick 2), Minstrel in the Gallery and Crest of a Knave. The new album, coming out soon, is called The Zealot Gene. You can bet I’ll be ordering this one. For those who don’t know anything about Jethro Tull, there certainly is a lot on YouTube as well as all of the streaming services out there. A good start would be the “Live at the Capital Center 1977” concert on YouTube. This is my favorite Tull lineup combining incredible musicians with incredible songs. A quick roster rundown: Ian Anderson – lead vocals, songwriter, flute, acoustic guitar, mandolin. Watching some of those 1970s-era videos revealed just how much a showman Anderson was. His stage presence was right up there with Jagger, Plant and Daltrey. And no one else has ever shown just how much a flute could rock. Martin Barre – lead electric guitar, mandolin, flute. Barre’s riffs and solos on his Gibson Les Paul into his Hiwatt stacks were an integral part of the Tull sound. Martin lasted longer with Anderson than any other Tull member. Barriemore Barlow – drums, percussion. One of rock’s most overlooked
and underrated drummers, Barlow played his ass off and kept all the musicians together throughout all the band’s complex arrangeJOHN ments. BARTUS John Glascock – bass, is the mayor of vocals. Whether piano, organ, synthesizer, harpsichord, the portative pipe organ, or orchestral arrangements, David and John’s keyboard arrangements fleshed out the songs and provided the flourishes needed to reproduce the band’s rather complex sound. Plus, Evan’s Harpo-esque stage antics and trademark white suit were quite entertaining in and of themselves. I saw Jethro Tull once, back in 2006. Although it wasn’t the classic lineup mentioned above, it was still a fantastic and brilliant display of great composition and near-flawless musicianship. I also got to see Ian Anderson’s band on their Thick as a Brick 1 & 2 tour about a decade ago. The first half of the show was the complete Thick as a Brick album performed live, while the second half … do I need to go on? In these days of manufactured music and pop stars being chosen on game shows, it’s nothing short of absolute bliss to listen to real musicians making real music. While there will always be a market for vapid pop filler, true music lovers should go back and check out some of the true classics, from Sinatra’s recordings with the Nelson Riddle Orchestra, to the great classical recordings, to Miles Davis and all the amazing jazz/bebop recordings, to the more rock-oriented Steely Dan, Yes, Pink Floyd … and Jethro Tull. — Catch John Mondays at Boondocks, Tuesdays and Wednesdays at the Key Colony Inn, Thursdays at Sparky’s Landing, and Fridays on Facebook Live. UNFIT FOR OCCUPANCY “Rates have not been discussed, and that would be up to the owner,” said Bordeal. “We don’t even have a timeline on repairs yet. If we kept the rates the same, that’s pretty cheap compared to the market rate now.” Bordeal did not have a current tally of registered tenants but estimated that between two and four tenants share each apartment, meaning that somewhere between 30 and 60 Marathon residents are suddenly without homes. Many took to social media or other outlets to voice their displeasure and pick from a slim list of alternative housing options. “(I am a) 36-year resident of Marathon with excellent credit and references,” wrote one tenant in a Facebook group for Marathon housing rentals. “We just found out about this last evening. Everyone (is) scrambling. There’s nothing really in town,” she said. “When somebody tells you you have 12 days, you can’t even process it. “It’s an old building, and I expected that this was going to happen sooner or later, but I thought it would be in a different manner,” she continued. “They should give us a little more time, at least until April 1. I luckily found something, but it’s not available until late March, so I’m basically going to be homeless with my children for three weeks.” Garrett said that given the situation, he would like to allow displaced residents to use temporary trailers on the property as repairs are completed. He has also spoken to several property owners around Marathon who would be open to allowing trailers on vacant lots slated for future construction projects. Given that the building has been left in such significant disrepair, he believes the property owners should bear the expense of obtaining the trailers.
OLD BOAT, NEW TRICKS On Feb. 16, a retired Monroe County Sheriff’s marine patrol boat was given new life as the new Marathon Fire Rescue vessel. Retired from police duty, as Marathon police captain Don Hiller and marine deputy Willie Guerra took delivery of Marathon’s new patrol boat in January, the twin-engine vessel was donated to the Marathon Fire Department by Sheriff Rick Ramsay. Sporting a brand new graphics wrap, the boat will still reside at the Marathon City Marina. “The boat will be used for rescues,” said Marathon Fire Chief John Johnson. “85% of our calls will be for our mooring balls and medical emergencies in the harbor. MARATHON GARDEN CLUB TO HOST BUTTERFLY GARDEN TOUR Marathon Garden Club, 5570 Overseas Hwy., Marathon. The MGC was established in 1955 to educate members and the public about gardening and related subjects. Five years after Hurricane Irma destroyed much of its garden, it now features a renewed variety of trees as well as native and exotic plants.

The property is home to three butterfly gardens, all with a distinct purpose. Stroll by the restored Pullman railroad car to see a quaint butterfly garden nestled in and around the railroad tracks.

Loaded with native plants and bushes and owned by a master gardener who will be on site to share her 50 years of tropical gardening experience. The large variety of native bushes provides food for local and migratory birds, pollinators and many different types of butterflies. On any given day you may see ten different species of butterflies.

arlier this year, Marathon was granted “Monarch City USA” status. More than 30 gardens in the area have been designated as certified monarch gardens. The Marathon Garden Club will be hosting its first Butterfly Garden Tour on Saturday, March 5 from 10 a.m. to 4 p.m. There are six stops on the tour, with butterfly experts and master gardeners at each. Tickets are $30 and can be purchased along with raffle tickets at the club, the Marathon Chamber of Commerce and at each garden the day of the tour. Fish and Wildlife Service hosts meeting on Big Pine wetlands project The U.S. Fish and Wildlife Service (USFWS) is hosting a public meeting to answer questions about the Big Pine Key Hydrologic Restoration Project on Saturday, Feb. 26, from 3 to 5 p.m. The USFWS National Coastal Wetlands Grants Program awarded Florida Fish and Wildlife Conservation Commission (FWC) funds to restore the natural hydrology of the Central Slough in the interior of Big Pine Key, the largest freshwater wetland in the Lower Florida Keys. The project will remove six small roads and build water control
OBITUARY structures; two under Key Deer Boulevard and two under Watson Boulevard. Removing the roads will restore lateral freshwater flow within the Slough and the water control structures will allow natural water flow outside the roadways, manage water for the benefit of wildlife habitat, and release saltwater following hurricane storm surges to minimize local flooding to the area. The project is scheduled to begin in April. Decades ago, as the island was developed, elevated roads were built that bisected the wetland, cutting off natural water flow and impounding wetlands, which left them susceptible to hypersaline conditions following hurricane storm surges. Elevated salt levels have altered and degraded this freshwater wetland that serves as home to wildlife, fish and plants, including many threatened and endangered species. The meeting will take place at the Florida Keys National Wildlife Refuges Nature Center, 30587 Overseas Highway, Big Pine Key. DILIP KUMAR PATEL 1949 - 2022 Dilip (known as Philip to his friends) was born March 29, 1949 in Kabale District (Uganda) to Ambalal and Kamla Patel. He died on Feb. 9, 2022. As a teenager, he enjoyed American soul music and played the guitar in his band Orbit 4 that played and toured locally near Kampala. His love of music never waned, and he played Spanish and classical guitar for over 40 years and studied lutherie (guitar building) in his 30s. Upon immigration to the United States in 1970, he arrived in San Francisco to attend Heald College and eventually relocated to Stockton, California, where he majored in electron microscopy at Delta College. He married his first wife Chiara Macciardi, and had his daughter Monica Ambalal. During his nearly 20 years in Stockton, he enjoyed being with his friends Ana and Paul Wolff, singing and entertaining locally, and developing his career. Phil was a brilliant man of science, and he worked as a defense specialist and private contractor for the U.S. Navy, Lawrence Livermore National Lab, Boeing, Lockheed, McDonnellDouglas, and Los Alamos, among others. His work took him around the United States, and he lived happily with his second wife Beth in Washington state, New Mexico, and later in Marathon, where they settled permanently. Phil had a larger-than-life personality and was a known figure in the Florida Keys culture who enjoyed fishing on his boat, karaoke, and the local bar culture, all with which he was accompanied lovingly by Beth. In the coming months, the Patel family will celebrate his life by scattering his ashes in the waters of the Keys, where he was at his happiest. He is survived by his daughter Monica, wife Beth and step-children Juan, Ramon and Enit; his aunts Bhanu, Vina and Lalita; brothers Mukesh, Ravi, Dinkar and Ashwin; and a host of nieces and nephews. At this time, we ask our family and friends to celebrate Phil with a good song, a good joke and a glass of red wine.
