he condominium board at Santa Clara Condominiums on Northside Drive in Key West has said they have a construction plan, a timeline and a contractor in place. The board sent the following update to the Keys Weekly on Feb. 21: “Concrete spalling and roof repairs are set to begin at the Santa Clara Condo Association’s building located at 3312 Northside Drive, Key West. “A construction contract has been signed and the repair work can now start. As of Feb. 21, Santa Clara’s engineer and construction contractor are preparing and will be submitting necessary permits with the City of Key West by the end of February 2022. Santa Clara expects construction to begin in early March 2022, pending the approval of construction permits, which City officials say they will expedite when received. “The scope of the project and repairs will be to the specifications of the association’s engineer.

First items on the list of repairs include roof and concrete spalling repair and repair of the building’s south emergency stairwell. The next phases of the project will include exterior spalling and interior repairs. The project will finish with a new 20-year warrantied roof along with new exterior paint, color yet to be decided, with an 8-year warranty and much more. The entire project, if Mother Nature cooperates, is expected to take 14 months. “The board of directors thanks its unit owners for their patience in getting to this point and extends its gratitude to many city officials for their understanding in what was once a grave situation without direction starting in September 2021. We now have a plan, we now have a direction, we now have all the pieces of this repair project together. “This project, due to the necessary special assessment, has caused a financial hardship to some unit owners.

“By March and April 2022, we will have collected enough funds to finish the repair of the priorities given by Key West city officials. In the very near future Santa Clara will be actively seeking a loan to finish the entire project without interruption so the imposed special assessment can end and bring some relief to the owners at Santa Clara. If you are a lending institution specializing in condominium lending, please reach out to us. We invite you to be a part of our plan of safety and of the restoration of our building and property value. “Throughout this project the safety of the residents of Santa Clara will remain paramount and we are excited to start. ey West’s cruise ship mediation is set for Tuesday, March 1. At a city commission meeting that evening, City Attorney Shawn Smith has said, he expects to update the commission and the community about that mediation. Attorneys for the city, along with representatives from the privately operated Pier B and the Key West Committee for Safer Cleaner Ships will meet with Judge Sandra Taylor, potentially to reach some agreeable changes to the contract that currently governs Pier B’s cruise ship operations. That agreement allows Pier B to host seven ships per week and arranges for the city of Key West to receive 25% of the pier’s cruise ship revenues. The agreement also renews every 10 years unless both parties agree to end it. Mayor Teri Johnsto,n at the last commission meeting on Feb. 15, insisted that representatives from Safer Cleaner Ships attend the mediation. The committee that spearheaded the voter-approved cruise ship reductions in Key West also has proposed a resolution that would prohibit the city from hosting any cruise ships at the two piers it controls — Mallory Pier and the Outer Mole, which the city leases from the Navy.

Safer Cleaner Ships’ directors have said that if large ships continue to call at Pier B, then the city can’t welcome even some of the smaller ships that fit the voter-approved size criteria at its piers without inundating the city with cruise ships and passengers. Safer Cleaner Ships initially had proposed the resolution for the Feb. 15 agenda, but then withdrew it for possible revisions. Also, at least two members of the public opposed the item’s last-minute addition to the agenda the day before the meeting. What’s next for Mallory Square? Commissioners also will review a committee’s rankings of eight firms that have expressed interest in redesigning Mallory Square. In its response to the city’s Request for Qualifications, the top-ranked firm, Sasaki, states, “Mallory Square has the potential to become a 21st century public plaza that is a nexus of civic activity; a site that embraces dynamic programming opportunities and year-round events. We understand that the community wants this place to become more than a spectacle for watching sunsets and attracting tourists, and we believe it should be a flexible, vibrant public hub for arts, events, and play. … Such a significant oceanfront open space should embrace Key West’s strong cultural connections to food and

music, while leveraging the historic buildings on site that tell the story of your city’s storied past, and bring people together. … We will make critical connections to Duval Street, Front Street, and beyond. We believe the most meaningful places are those that are well-connected to the city fabric, and to other open spaces. We will develop clear connections to one of Key West’s most defining assets, its waterfront promenades and piers. Continuous and clear access from the Key West Historic Seaport to Truman Waterfront Park and Fort Zachary Taylor Historic State Park could create a more accessible open space system along the entire northern and western edge of the island, punctuated by a reimagined plaza, Mallory Square.” Will the city charter change? Finally, the commission will discuss, but is not slated to decide on, any changes to the city charter that have been proposed by the Charter Review and District Boundary Committee. The group is empaneled every 10 years following a census to redraw voting districts and propose relevant changes to the city’s overarching legal document, its charter. The committee is proposing an eightyear term limit for mayors and a 12-year limit for commissioners. It also wants the city to be able to acquire or annex other property with a supermajority vote of the commission, rather than the entire voting public, which is currently required. The commission meets at 5 p.m. Tuesday, March 1 at Key West City Hall, 1400 White St. The complete agenda is at cityofkeywest-fl.gov.

WATERFRONT PLAYHOUSE PRESENTS ‘CLUE’ THROUGH MARCH 5

Y

ou won’t have a clue when asked “Whodunnit?” That’s the joy of watching the play, “Clue,” at The Waterfront Theater. For 90 minutes, the audience is transported into the cult classic Hasbro board game for a mystery that’s impossible to solve. But it’s more engaging to be “clueless” and enjoy the orchestrated madcap mayhem. The play is campy, funny and it’s easy to surrender to the mischief on stage. Based on the iconic 1985 Paramount movie that was inspired by the classic Hasbro board game, “Clue” is a hilarious farce-meets-murder mystery. The tale begins at a remote mansion, where six mysterious guests assemble for an unusual dinner party where murder and blackmail are on the menu. When their host turns up dead, they all become suspects. Led by Wadsworth, the butler, Miss Scarlett, Professor Plum, Mrs. White, Mr. Green, Mrs. Peacock and Colonel Mustard race to find the killer as the body count stacks up. Some of our favorite Key West thespians bring the game’s treasured characters to life. Naturally, it’s a dark and stormy night — there’s no other way to say that — and a dinner party is about to start in a deserted mansion. It’s the ideal setting for any time-honored mystery and the audience should expect nothing less. Anonymous guests are greeted by Wadsworth, the butler, played by Michael A. Aagland, a seemingly nice enough fellow; but he’s the butler after all, who declares, “If you expect nothing, you’re never disappointed.” But expect the unexpected with this theatrical romp. Audience members can always rely on the talent in Key West to “bring it” in colorful and lively ways. There is the Cook, a wry and slapstick Carolyn Cooper; Yvette the maid, an excellent ditz played by Jillian Todd; Miss Scarlet is a show-stopping Susannah Wells; and Profes-

sor Plum is the astute John McDonald. Colonel Mustard, played by Ross Pipkin, is always fun. Mrs. Peacock (Barbara Mundy) is as colorful as her name, Mr. Green (Mathias Maloff) is perfectly jumpy. The sly and cunning Mrs. White is played by Erin McKenna, and Motorist/Chief is the exuberant Zachary Franchini. And there is a character in name only, the deceased Mr. Boddy, who keeps everyone wondering until the end (no spoilers). Director Tom Thayer does a marvelous job arranging and rearranging characters to keep the audience hooked. The ensemble is artfully choreographed and timed in unison as they frolic through another Michael Boyer set masterpiece. “Clue” has all the elements of kitsch and nostalgia: old-time costumes, rough and ready accents, off-color jokes, scandal and bodies — lots of dead bodies, more than one would think. And that glorious reveal of the lead pipe or the rope in the billiard room or the library. Also, the script is not as PG as the game, instead mirroring the hit movie “Clue” on

which it’s based. The play was written by Sandy Rustin, adapted from the movie screenplay by Jonathan Lynn. The Waterfront Playhouse embraces and celebrates the fun we all need nowadays with wit and vigor. The cast outdoes themselves with funny one-liners and a bit of slapstick. “Clue” satisfies the light-hearted theatergoer who wants to laugh and have the gratification of finally figuring out who wins the game. In the end, was it the colonel or the butler or Mrs. Peacock? Did they use the wrench or the candlestick in the lounge or the hall? SILVER AND SNAZZY COMMUNITY FOUNDATION CELEBRATES 25 YEARS OF LOCAL PHILANTHROPY

T

he Community Foundation of the Florida Keys (CFFK) celebrated its 25th anniversary with a silver-themed gala on Feb. 17 at the Marriott Beachside Hotel. Female impersonator Christopher Peterson opened the event with a sparkling performance, followed by drinks, dinner and dancing to the sounds of the Prime Movers. The Community Foundation of the Florida Keys (CFFK) is a non-profit organization created to make Key West and the Florida Keys a better place to live. Its mission is “to connect people, resources and needs through philanthropy.” The foundation engages financial partners, raises endowment funds and leverages resources to solve local problems with funding and grant opportunities. Grants are awarded from individual funds to support nonprofit efforts in accordance with the donor’s wishes. CFFK donors and grantees live or work primarily in the Florida Keys although there are no geographical restrictions on making grants outside the Keys. More information is at cffk.org. — Mandy Miles

residents’ Weekend in Key West was truly presidential, with an annual picnic on the grounds of the Harry S. Truman Little White House and sold-out performances of “Give ‘Em Hell, Harry,” a one-man show about Truman’s presidency written and performed by Truman’s grandson, Clifton Truman Daniel. The Key West debut of “Give ‘Em Hell, Harry” kicked off the weekend on Feb. 18. The show includes several props that epitomize Truman’s presidency, including a railcar used for Truman’s whistle-stop reelection campaign and the legendarily incorrect newspaper headline announcing “Dewey Beats Truman.” The original railcar is at the Gold Coast Railroad Museum in Miami, where Harry S. Truman Legacy celebrations are set to resume in May with “Planes, Trains & Automobiles: Transporting Truman and How He Transported America,” a three-day, multi-location event that will begin at the railroad museum on May 12 and then travel to Key West for a series of events, including the Truman Legacy Symposium, that will run through May 14. 14-year-old Key West High School student from Haiti found herself pregnant and scared a little over three years ago. She had little support at home and no money for iron supplements, which were crucial in her third trimester. That girl — and soon-to-bemom — became the first client of Key West’s Gabriel Project, a division of the Basilica of St. Mary Star of the Sea parish that exists to “support the dignity of life” by helping pregnant women and new mothers. “The good thing about us is we have no red tape,” said Robert Wright, principal of Mary Immaculate Star of the Sea school, who also administers the Gabriel Project. Wright launched the program three years ago when the founders of a similar organization, called New Beginnings, were forced to retire in their 90s. “Jim and Jean Maun, longtime parishioners and volunteers, ran New Beginnings, which collected and provided baby clothes, strollers, car seats, basically baby shower types of items that new moms will need but can’t always afford,” Wright said. When the Mauns retired, Wright saw a need that the Gabriel Project could help fill. “But we also want to ensure that our moms are also helping themselves. We’re a small, volunteer organization with no overhead. So when we help them, we also make sure they’re registered with the larger, better-funded assistance programs, like Healthy Start Coalition and WIC (Women Infant Children). “The mission of the Gabriel Project of the Lower Florida Keys is to offer support to pregnant mothers and their infants by providing for their spiritual, emotional and material needs,” states the Gabriel Project website at gabrielprojectkw. com. “This mission is accomplished through the work of compassionate and selfless volunteers, who assist through mentorship, prayer and

the distribution of gifts. Our objective is to see that every mother and child who seeks assistance is provided the opportunity to experience authentic care through compassionate and necessary support.” Wright has a special place in his heart for new mothers, as his own mother was raped and had him when she was just 16. “My mom wasn’t perfect, but she gave me life and she didn’t have to,” he said. “So I said I’d handle the administration and do the legwork for the Gabriel Project, but I’ve recruited some amazingly compassionate and competent women to help our clients directly, because a lot of them may not trust men for whatever reason.” Despite its connection to the Catholic Church, Wright emphasized that the Gabriel Project is not about condemning or judging unwed mothers. “We don’t focus on what’s already happened, but rather what’s best for the mom and the baby going forward,” he said. The Gabriel Project recently funded the new Keys to Hope program with the Healthy Start Coalition. he school board voted unanimously to approve the purchase of property and casualty insurance for the 2022-2023 school year, but not without trepidation. The new premiums are $400,000 more than they were last year. And board members expressed a bit of frustration that they were given the quotes too late to absorb the information before their current insurance coverage lapsed and they had to vote on it. Ilene Abella is a property and casualty broker for Arthur J. Gallagher Risk Management Services, the school district’s insurance brokerage. The firm is in year three of a three-year contract with the district. She presented the quotes received from different carriers and explained the reason for the $400,000 increase in premiums. Gallagher approached 43 insurance carriers for quotes for the school district, and 23 submitted proposals. The package that the firm presented was the least expensive and has different layers of coverage from different companies, including coverages for property, cybersecurity and equipment breakdown, among others. Abella explained the biggest reason for the almost half-milliondollar skyrocket: coverage for property and cybersecurity has gone way up in the past year. “The property market has been our biggest challenge,” Abella explained. “Between wildfires and major freeze events, there have been lots of major catastrophes, the most billion-dollar-plus weather and climate disasters in U.S. history — 22 events in 2020 and 20 events in 2021.” And, she said, carriers see the Florida Keys as a risky place to cover. “The Florida Keys is still viewed as one of the most vulnerable areas in the country,” she noted. One line of coverage went up a staggering 83 percent: cybersecurity. Cyber claim frequency and severity has been spiraling upward, which led to cyber insurance carriers increasing their premiums. But Abella complimented the school IT department’s competent

handling of preventing cyber attacks. “The deductible you have for cyber is one of the best renewals in the sector in Florida due to your IT department,” she said. Still, the total cost for the renewal of the insurance package is close to $1.5 million. And board members balked a bit at getting this quote too late to search for a cheaper alternative in time for the next school year. “On behalf of taxpayers, we need to look at spending money and not just having insurance to have insurance,” said board member Mindy Conn, suggesting that the board discuss which types of coverage to drop. “After renewal is the time to go over these types of issues,” responded broker Abella. She noted that the insurance carriers would only hold the quotes for 45 days. “We have an obligation, so we can’t just stop this,” said board chair John Dick, referring to the Gallagher brokerage firm’s three-year contract. In the end, the board members voted unanimously to approve the purchase of the property and casualty insurance that the firm proposed — with the caveat that they will start conversations immediately to prevent the same type of price increase next year. “We are trying to be the best possible stewards of taxpayers’ money, and in order to do so, we need this information earlier moving forward,” Conn told Keys Weekly. She explained that though the firm does excellent work, the frustration is due to the quotes being received at the same time that the board has to vote before the insurance lapses. “The information requires more than a week (to go through),” Conn said.

HEADDRESS BALL EMBRACES MARDI GRAS MAGIC POSTPONED EVENT HEADS TO AMPHITHEATER FEB. 26

ey West’s Headdress Ball is nearly here — finally — after three postponements due to COVID. And the timing of this year’s event couldn’t be better, as it coincides with Mardi Gras in New Orleans, which ends on Fat Tuesday, March 1. Key West’s October Fantasy Fest is often compared to our island’s version of Mardi Gras, with its requisite beads, booze and debauchery. And while the Headdress Ball is typically a fall Fantasy Fest event, the pandemic forced its postponement three times, so this will be the first time it’s a standalone event. (The ball will return to the Fantasy Fest lineup in the fall.) The colorful and creative event is the Key West Business Guild’s major fundraiser and all net proceeds go to promoting Key West worldwide as a premier LGBT+ destination. The event takes place outside at the Coffee Butler Amphitheater with distanced seating at the tables. The program consists of the judging of Headdress Ball creations and performances by some of Key West’s best talent. The panel of judges includes JT Thompson, founder of Key West’s One Human Family initiative; Key West Police Chief Sean Brandenburg; and Key West City Manager Patti McLauchlin. First place wins $3,000 (judged from the shoulders up); second place wins $1,000 and third place wins $500. Mayor Teri Johnston will open this year’s program, which features performances by Christopher Peterson, The Aquanettes, Aqua’s Diva Inga, the Nick Mazza Dancers, Bourbon Street Pub performer Bria Ansara and Luke Fox. The crew from Waterfront Playhouse will present a sneak preview of their 83rd season next fall. WEOW/92.7’s Rudegirl provides the music. The emcee is comedian and WGAY radio personality Laurie Thibaud of Aqua Idol fame. The Key West Mad Hatter will be selling their hats. Bar and table service is provided by Aquaplex while Clemente’s and Dirty South will handle the food. Gates open at 6:30 p.m. and the show starts at 8 pm. The brother of fellow musician James Taylor, Livingston Taylor was born in Boston and grew up in Chapel Hill, North Carolina. He is best known for his Billboard hits “I Will Be In Love With You,” “First Time Love,” and “I’ll Come Running.” He continues to perform nationally and internationally, and has collaborated with Linda Ronstadt, Jimmy Buffett and Jethro Tull. bill giving landlords and tenants the option to agree on a monthly fee instead of an upfront security deposit will head to a third reading, following lengthy discussion and debate on the House floor on Feb. 22. Sponsored in the House by Rep. Jim Mooney, R-Islamorada, House Bill 537/Senate Bill 884 gives landlords the ability to collect monthly fees from a tenant who might not have money saved up for a security deposit. Instead of the tenant paying a security deposit equating to a month’s worth of rent, a landlord could choose to allow the tenant to pay a fee each month. “Landlords who wish to reduce move-in costs for their properties and offer 0 deposit rentals clearly have that option. But it’s always an option,” Mooney said on the floor. “It’s a landlord-option, tenant-option bill with no mandates to anyone.” Tenants can terminate the monthly fee any time and instead pay the full security deposit, according to legislation. A tenant who pays a security deposit upfront could get that money back under current security deposit rules, so long as there’s no damage to the apartment. That money is required to be secured in a certain kind of bank account. Those who choose to pay the monthly fee, however, wouldn’t get that money back. Money collected by the landlords through the fee can be used at their discretion, such as insurance. Mooney said he recommends landlords purchase insurance with the fees they collect. Different insurance providers, like Assurant, LeaseLock and Rhino offer different levels of coverage.

Rep. Anna Eskomani, D-Orlando, took issue with landlords’ pocketing those fees. “Why are we charging a nonrefundable fee instead of doing a monthly deposit requirement? Then the person can get it back at the end if there are no damages,” she said. In response, Mooney reiterated the challenges for those who need to put up first and last months’ rent plus a security deposit in order to move in. In Key West, average rents are $2,500 for a one-bedroom, one-bathroom apartment. Renters wouldn’t get the monthly fee back, but they would keep money needed for an upfront security deposit. “If time comes down the road and you get a bonus and you want to give that landlord that deposit in cash, you immediately opt out of the program,” he said. There’s no cap on fees in lieu of security deposits in the bill, but Mooney said they range anywhere from $11 to $25 a month. Per bill language, the fee is not a security deposit and does not absolve the tenant of any obligations under the rental agreement, including paying rent as it becomes due and any costs and damages beyond normal wear and tear that the tenant may cause. MOORINGS BILL PROGRESSES A vessel anchoring bill providing 100 new moorings for public use within a mile of Key West Bight City Dock is moving ahead following a 22-0 vote in the State Affairs Committee on Feb. 21. County Commissioner Craig Cates told Keys Weekly on Feb. 21 that the so-called liveaboard bill was proceeding smoothly through the legislative

committee process "and has passed each committee unanimously, so it shouldn't have any problem passing the full House and Senate." Cates said the bill provides for an additional 100 mooring sites to be installed behind Wisteria Island off Key West. The requirements in the bill, to make a liveaboard vessel that is not in a managed mooring field move every 90 days, will not be enforced until the new moorings are in place and people have an opportunity to move to a secure mooring, Cates said. House Bill 1065/Senate Bill 1432 has sparked opposition among liveaboard boaters in Key West, who say the requirement that they move is a tremendous hardship to the boating community, and could lead to increased environmental damage to seagrass and other habitats.

COMMITTEE PASSES HOUSING BILL A bill authorizing 50 units of affordable housing to be constructed for employees of the Monroe County Sheriff’s Office and other personnel is also moving forward. The House State Affairs Committee voted 22-0 on House Bill 1499 to create an exemption to Key West’s building permit allocation system to provide much needed housing for first responders. Per the bill, construction must be consistent with the local comprehensive plan. Additionally, the sheriff’s office must have a hurricane evacuation plan that requires all occupants required to evacuate to be evacuated 48 hours in advance of tropical force winds.

arry Gibson took the Florida Keys by storm — and shades — when he arrived in the island chain nearly 40 years ago, having worked as a banker, a business owner and a Key West city commissioner. But his most important jobs were as a husband to Trisha and father to Taylor. Gibson died on Tuesday following a courageous battle with colon cancer. “It is Barry Gibson and Trisha’s last wish to implore everyone aged 45 and older to please get a colonoscopy,” his wife, Trisha, posted on his Facebook page. “A celebration of life will take place in April with more information to come.” The Swissvale, Pennsylvania native started his professional career with Marine Bank in Marathon, then moved to Key West, where he was vice president of the former Southeast Bank, until moving up the Keys to Key Largo to manage its Upper Keys office. He was eventually promoted to the bank’s Monroe County president. In 1994, Gibson bought Shades of Key West Eyewear with four locations and proudly sponsored and played on co-ed softball teams in Key West. Gibson is remembered as an outgoing, fun and dedicated community activist and business owner who never took himself too seriously. His community involvement

included leadership positions with the Marathon and Key West Jaycees, as well as the American Red Cross, Big Brothers/Big Sisters, the Navy League, the Chamber of Commerce and the Rotary Club of Key West. He was also a proud member of Leadership Monroe County, Class XX. Gibson was elected in 2007 to represent District 4 on the Key West City Commission, and continued to serve his community in countless roles following his elected term. At the time of his death, he was working as business manager for Smith Hawks Law Firm. The Keys Weekly has compiled some fond tributes from friends, family, colleagues and Leadership classmates: “I knew Barry for many years before Leadership Monroe County, but our time together in Class XX brought us closer. On our very first session we were paired together and roomed together. Barry was the life of each party and kept the laughs going. Our class project is bringing joy to families in need during the holiday season, by providing brand new bicycles to organizations such as the Wesley House Family Services. Every year Barry and his family would bring the bicycles he purchased and collected to the Monroe County Sheriff’s Office. Even while Barry battled cancer, he didn’t miss the opportunity to give back to his community and came through once again. ALICIA DELMAS METZLER 1935- 2022

A

Key West treasure and a true Key West character left us on Feb. 15, 2022. Born in Beaumont, Texas on Sept. 14, 1935, Alicia Metzler joined the Navy in the 1950s. After four years on a Navy base in San Diego, she moved to New Orleans and while on a visit to her sister in Ohio she met and married “Saint Fred,” the father of her three children, settling in Akron. Besides being a mom, she had her own salon, and was a bellydancer and ballroom dancer. As a hairdresser, she traveled by train with Ringling Brothers, creating fashionable hairdos for circus performers and clowns. When the kids had grown and her marriage was over, she moved back to New Orleans, where the real adventures began. Always the entrepreneur, she opened a full-service drag salon in the French Quarter, where the motto was “For The Man You Are, and The Woman You Want To Be.” It was in NOLA that she met her Tarzan and playmate, Ron, who happened to be 25 years her junior. They moved to Key West in the early ’80s, complete with her 16-foot python, Banu, soon to be performing at Mallory Square. In addition, she also had a stint as a “handywoman” for a property management firm. She became proficient with the tools of the trade, her favorites being a glue gun, duct tape and WD40. In her spare time she restored Sponge Man, a Key West icon. In 1998, she began working at The Ambrosia guest houses on Fleming Street, later becoming the Executive Vice President in charge of Stuff, a title she gave herself, at The Gardens Hotel. And stuff she did. Including taking care of the menagerie of animals on the property, gardening, maintenance, decorating for all holidays, craft projects (which usually involved the use of copious amounts of glitter), socializing with guests, being a cheerleader, mentor, confidante and costumer extraordinaire. She was the heart and soul of The Gardens.

The adventures never stopped. The wonderful journey that was her life included riding a circus elephant, alligator hunting in Louisiana, white water rafting in the Leeward Islands, donkey riding up a cliff in Greece, bareback ostrich riding in Curacao, jazz in New Orleans, olive oil sampling in Italy, wine tasting in France, shell collecting in Costa Rica, cigars in Cuba and tango school in Buenos Aires, where all the ‘handsome young men in tight black pants” wanted to be her partner. Then of course there was Las Vegas, where she seemingly always won at the slots. Alicia had her own unique style and would often be dressed in stained overalls during a day at work and transform into a beautiful image of style and grace for a party. Alicia was the ultimate costumer, an important skill in Key West. Instead of a costume closet, she had a costume room. She was a collector of everything and always said she would find a use for that broken bottle, fallen palm frond, dead beetle, snakeskin, etc. Someday she would create something unique and wonderful from them. Alicia was a lover of all animals, but was particularly enamored with the various dogs who passed through her life. As puppies they got to ride around in the top of her overalls while she puttered around the gardens. A positive and sparkling force of nature, people were instantly drawn to her. Her friends are legion. She touched many lives and left a heartfelt footprint on her island in the sun. We should all aspire to live a life as full and enjoyable as hers. dear friend to so many in Key West, Capt. Peter William Heydon, passed away peacefully on Feb.

2, 2022. Peter was back in his UK home, tending to his aging parents, when his own time came. He was born in Enfield, North London on Sept. 5, 1966 and arrived in Key West in 1994. His love of the water and fishing landed him his first job as a mate on charter fishing boats. He later obtained his captain’s license and began a career as a flats fishing guide, and with both his skill and humor amassed a huge, loyal clientele over the past 20 years. His good nature and sharp wit will be sorely missed, and happy hour will never be the same. Peter is survived by his parents, John and Sue Heydon, his son Charlie, and his scores of “mates” in Key West. When his ashes are prepared, Charlie will return them to be scattered on the flats, Peter’s true home for the past two decades. A celebration of Peter’s life will be held at 5 p.m. on Tuesday, March 1 at Dante’s pool bar, 955 Caroline St., so bring a smile and a story to share with those who loved him.

THE FINE ART OF BLENDING IN

MARK HEDDEN ... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.

I

was on my way back from the mainland. Mostly I’d been wondering exactly how many empty cruisers the sheriff’s office had parked on the side of the road these days. There had always been that one in Layton, but they seemed to be everywhere now. It’s pretty interesting and a low-cost deterrent, assuming they are all old, out-of-service cars. Locals have no doubt figured out their locations pretty quick, but it probably keeps a good number of knucklehead tourists in line. Midway through the Long Key Bridge I looked out the window and found myself eye to eye with a brown

pelican. The bird was flying parallel to the bridge, a couple feet over the cement barrier that kept you from driving into the water should you stray. He wasn’t flapping, he was gliding, hardly moving a muscle. And he wasn’t moving much slower than my car. You never want to slow down too much on one of the bridges, but there was nobody behind me, and I wanted to see how fast that pelican was going. So I crept the car down to about 40 and just kind of kept pace with him. Birds are the dinosaurs that lived, so it was ironic that the only way I could keep pace with him, while he seemed to be expending absolutely no energy, was by sitting in a 3,000-pound box made of glass and steel that moved by inefficiently burning the highly processed remains of his ancestors. (What a world!) We stayed together 100, 200, 400 yards. Then with a slight tilt of his wing, the pelican dropped down below the barrier and out of my sight. I’ve had this experience a few times with pelicans while driving across bridges in the Keys, though never regularly or predictably. By the flags of the Cuban coffee stand at the end of the bridge he was flying into a headwind that was coming at him at about a 45 degree angle. (Looking at maps and weather data later, the bird was flying west-southwest and the wind was coming northnorthwest at about 13 miles per hour.) Pelicans are such odd-looking beasts. They have kind of a goofy, unserious reputation, which isn’t totally deserved. I think it’s the long bills with pouches, and the way they waddle when they walk, and the fact that it’s one of the first birds you learn to identify as a kid, right after the chicken. They are, in fact, some of the most agile birds out there. They have the shape of John Goodman, but the grace of Fred Astaire. You can often see this grace applied on really calm days, where they make use of a phenomenon known as ground effect to move at seemingly impossibly slow speeds across the water.

In reality what is happening is that they are flying so low that the air that is pushed down by their wings is hitting the surface of the water and bouncing back up, creating a cushion, kind of like what carries a hovercraft or air hockey puck, and it requires less velocity for them to retain lift. It demands some incredible subtle movement to maintain. If he was a sailboat, the Long Key Bridge pelican’s relation to the wind would be somewhere between close hauled and a close reach, and for a while I tried to figure out how the pelican was moving so fast in terms of sailing. But which point of sail is fastest depends on hull shape and design, and when I started thinking about what hull shape a pelican had, I realized it really wasn’t a good fit, sails working on the vertical and wings working on the horizontal and all. There was an interesting study done in the 1990s on seabirds and in which winds they fly best. Apparently a pelican in a headwind can fly with ground speed between 20 and 30 mile per hour, which wouldn’t explain why this pelican was moving closer to 40. I think some of the clues as to the pelican’s speed may be inherent in how it was flying in relation to the bridge – a few feet away, but rigidly parallel. The wind was coming out of the Gulf and hitting the vertical concrete of the bridge, creating some sort of updraft, and the pelican was possibly gaining momentum to move along it the way a surfer gains speed moving parallel along the face of the wave. Also, as anyone who has ridden a bike along U.S. 1 can tell you, when cars and trucks pass, the turbulence that follows them gives you a bit of a tailwind push. And the cars driving across the bridge may have also been giving the pelican some speed that way. Pelicans are some of the heaviest soaring birds out there. Your average brown pelican weighs 8 pounds and has a wingspan of 4 feet. Which makes them stable in situations smaller or lighter birds might not be. Of course, to test all these theories out, you’d have to build a scale model of the bridge, complete with moving cars and flying pelicans, and then bring it into a wind tunnel, and then fire up a smoke machine and film it all with high-resolution cameras. All that to figure out what a brown pelican knows instinctively.

Coach Ralph Henriquez Jr., in his 18th season, sees brighter days (and evenings under the lights) this season. “We’ve got 25 home games; we should win 20 of them,” the coach predicted. In the last week, though, the Conchs’ home schedule may have been reduced by two while their away games increased from two to three, when Fort Lauderdale’s St. Thomas Aquinas (coached by Joey Wardlow, who once coached third base for Key West) was added on March 21. The Florida High School Athletic Association lists Key West, with a current enrollment of 1,278, in District 16-4A along with three Miami schools — Killian, Sunset and St. Brendan. During the season, the Conchs will play only Killian, which will be a two-night event at the end of the season, April 29 and 30, at Rex Weech Field. Henriquez and his assistant/ son, Ralphie Henriquez, who will handle the pitching and hitting, got a look at their team last weekend, when the Conchs split a pair of preseason games with J.P. Taravella High School, pulling out a 2-1 victory on a walk-off wild pitch in the bottom of the seventh on Friday night and losing, 14-5, on Saturday night on “too many walks (11),” the elder Henriquez said. The Conchs got but four hits on Friday, while pitchers Jacob Burnham and Lucky Barroso allowed Taravella only one hit and

no earned runs. On Saturday, the Conchs collected seven hits. The season begins in earnest this weekend with 7:30 p.m. games Friday and Saturday, Feb. 25 and 26, against Nova Southeastern University School. Sophomore lefthander Jacob Burnham, who went four innings and allowed no hits or runs against Taravella, will get the call for the true Opening Day game, pitching to his freshman brother, catcher Noah Burnham, who had a hit in each weekend game. The coach has settled on his infield, with seniors Trevor Zuelch (who had one hit last weekend) at first, Kai Smith at short and Preston Herce (one hit) at third — the same positions they played a year ago — and junior Wyatt Kuhn (two hits) at second base. Junior Jack Haggard, who went 3-for-6 against Taravella and was named MaxPreps Player of the Game, will handle one outfield position while the coach said earlier in the week that five or six players were still competing for the other two outfield and designated hitter spots. Against Taravella, Henriquez got looks at freshman Sam Holland, junior Anden Rady, freshman Jose Perdigon (one hit), sophomore Anthony Lariz, junior Lucky Barroso and junior Gabe Williams (one hit, two runs batted in). Saturday evening, the coach also got looks at pitchers sophomore Felix Ong, junior Marlin Takovich, Lariz and Haggard. Don’t be surprised if players also find homes at other positions as Henriquez said all players must add a second position – or more – to their repertoire. The Conch varsity includes 18 players, while the junior varsity is at 21, with three more coming over from the wrestling team. Casey Moll is coaching the JV. Several other Conchs will be playing elsewhere, with 16 or 17 at the college level and two in pro ball, said Henriquez. Michael Alfonso is a pitcher in the Texas Rangers organization after being drafted in the 17th round, while pitcher Antonio Knowles was drafted in the 13th round by the Los Angeles Dodgers.

FWC REMOVES 24 DERELICT VESSELS

MORE ABANDONED BOATS ARE REMOVED FROM THE KEYS ANNUALLY THAN ANYWHERE ELSE IN FLORIDA

T

he Florida Fish and Wildlife Conservation Commission (FWC) on Feb. 21 finished removing 24 derelict vessels from the Upper and Lower Keys. “Derelict vessels are a priority for our officers statewide and especially in Monroe County,” said FWC Area Capt. David Dipre. “Each one taken off the water is a win for everyone.” The removals, which were estimated to take six months, were completed ahead of schedule. “We’ve been able to speed up removals due to recent legislative changes along with the funding appropriated by the Legislature and a committed partner in Monroe County,” said Maj. Rob Beaton, FWC boating and waterways section leader. “The results we’ve been able to achieve with Monroe County show how these efforts have improved the process and we’re not stopping with these 24 vessels. There are more to come.” The FWC has approved an additional grant request for 30 more derelict vessels that are currently being removed throughout Monroe County. The agency is also reviewing a third grant request to remove an additional 25 derelict vessels. More derelict vessels are removed from Monroe County each year than from any other area of the state. As of February 2022, law enforcement has documented

Florida Fish & Wildlife Conservation Commission and its contractors recently removed 24 derelict vessels from waters in the Upper and Lower Keys. FWC/Contributed

more than 185 derelict vessels within Monroe County in the FWC’s derelict vessel database. “These combined efforts are a testament of our commitment – along with our city and county partners – to restore the waterways to safer conditions for both the boating public and marine life,” said Maj. Beaton. Abandoned boats quickly become derelict vessels that “subject the boating public to safety issues, become locations for illegal activity, illegal housing, opportunities for theft and vandalism and ultimately cost the taxpayers to be removed by local, county or state authorities,” the FWC website states. Stepin Fetchit: Key West’s Shooting Star

T

he Lincoln Perry story begins in Key West but does not stay on the island for long. He was born Lincoln Theodore Monroe Andrew Perry on May 30, 1902, on Key West, making him a Conch who would grow up to be a successful, if not polarizing, Hollywood actor. His parents came to the United States in the 1890s. His father, Joseph Perry, was of Jamaican descent and worked as a cigar roller in Key West and a cook and an occasional performer. Dora Monroe, his mother, came to Key West from the Bahamas, where she worked as a seamstress in Nassau. The family followed the cigar industry’s departure from Key West and by 1910 would be living in the new cigar capital, Tampa. After the death of his mother in 1914, Lincoln and his siblings were sent to live in foster care. By the age of 14, he had run away from his foster home and was performing as a singer and tap dancer in minstrel shows and traveling carnivals. In 1922, at the age of 20, Lincoln Perry was working as a Vaudeville performer. Eventually, he would work as a duo known as “Stop and Fetch It: the Two Dancing Fools from Dixie.” When Perry went solo, he changed his stage name to a shortened version of Stop and Fetch It, Stepin Fetchit. The unusual name allegedly came from a horse called Stop and Fetch It that Perry placed a bet on and won. Not just a performer, Perry was also working as an entertainment critic for the Chicago Defender, one of the country’s leading weekly newspapers for the black community. Stepin Fetchin was billed as the “Laziest Man in the World.” He was a fumbling, slow-witted character who, to avoid work, would act dumb and break tools or engage in some other form of shenanigans until those around him would get fed up and do the work themselves.

For many, however, he perpetuated unwanted stereotypes. However, his rise to fame in the late 1920s and through much of the 1930s was extraordinary. Though he grew up as a Catholic, in the 1960s, he became a member of the Nation of Islam and became friends with both Muhammed Ali and Malcolm X. Lincoln Perry, as Stepin Fetchit, appeared in 59 films between 1925 and 1976. His last film credit came in 1976, where Stepin Fetchit is listed as Dancing Butler in the film “Won Ton Ton: The Dog Who Saved Hollywood.” After suffering a stroke in 1977, he entered the Motion Pictures & Television Country Home and Hospital, where he succumbed to heart failure and pneumonia on Nov. 19, 1985. Stepin Fetchit was inducted into the Black Filmmakers Hall of Fame in 1978, where he is listed as an actor and “Professional black stereotype.” Because he played a stereotype, his movies are rarely shown today. In a 1968 interview with the Los Angeles Times, Lincoln Perry is quoted as saying: “Just because Charlie Chaplin played a tramp doesn’t make tramps out of all Englishmen, and because Dean Martin drinks, that doesn’t make drunks out of all the Italians. I was only playing a character, and that character did a lot of good.” For anyone visiting Hollywood, California, Stepin Fetchit’s star on the Hollywood Walk of Fame can be found on the west side of the 1700 block of Vine Street, making him the only Conch with a star on the famed walk.

ust in time for sea turtle mating season in the Florida Keys, a large 230-pound male loggerhead turtle, rehabilitated at the Turtle Hospital after being found entangled in crab trap line, was released off Pigeon Key on Feb. 18. “Sheldon,” named by his rescuers stationed in the Middle Keys with the U.S. Coast Guard, was discovered in early February near the iconic Old Seven Mile Bridge. “It’s mating season in the Florida Keys, so it’s important to get this massive male turtle back out to sea so that he can begin mating and help preserve the species,” said Turtle Hospital general manager Bette Zirkelbach. “To be able to take a reproductive male, rehabilitate him in less than two weeks’ time, and return him to his ocean home — this is a high for all of us. This is why we do what we do.” Treatment at the turtle rescue facility included wound care, antibiotics and a healthy diet of mixed seafood, such as fish and squid. Before being released, Sheldon was fitted with a satellite transmitter tag by research scientists from the Summerland Key-based Mote Marine Laboratory to help them track and study data on migratory and mating patterns of adult male loggerheads.

Sheldon’s tagging illustrates the importance of being able to see how these turtles are doing once they are released back into the wild, since males don’t return to beaches where they emerged as hatchlings. “It’s critical to conserve sea turtles like Sheldon because almost all species of sea turtles in the world are in danger of being extinct on our watch,” said Zirkelbach. Based on his size and the circumference of his head, Zirkelbach estimates the 230-pound reptile is at least 50 years old and well into his prime as a sexually reproductive male. — Contributed

aliana Goins, counseling and intervention services coordinator for the Monroe County School District, said at the Feb. 8 board meeting that staff members are noticing more students are dealing with mental health issues since the pandemic. She also pointed out that a strategy has been put in place to help this problem: more counselors in the schools. This extra staff is being paid for by federal funds that the district received to address the impact that COVID-19 has had at elementary and secondary schools. Goins said her counseling staff told her that they were seeing more anxiety, isolation and depression among all ages of students. “We’re seeing more of these three behaviors in the schools,” she told Keys Weekly. “Those have increased postCOVID, and we need more supports.” She said Superintendent Theresa Axford wanted to see more “face time” between the counselors and the students in light of this new issue, so the district hired 10 counseling assistants, one for each school. “We’re trying to get counselors at the high-school level more visible, to not get trapped inside an office and only working one-on-one with a few students rather than getting in the classrooms,” Goins said. “Visibility, access and growth — it’s a three-pronged focus to maximize the number of students serviced by student counselors.” Though more anxiety, isolation and depression are seen at all ages, the older students are experiencing a delay in social development. “We’re finding that the students

acted behaviorally at a lower grade level,” she said. For example, a 9th grader would have 7th or 8th grade behaviors. So counselors are invited in as guests in classes to do presentations on these behaviors for the students. At the kindergarten and prekindergarten levels, counselors speak with students about how to interact with others both as friends and as classmates in a classroom setting. “There’s manners, even physical space — how to not be on top of each other or sit close at appropriate times,” Goins noted about the presentations to young students. “All of that changed during COVID. This year, it’s been a learning adventure. All those things we used to take for granted.” The district has also created social worker positions to support student well-being. All of these new positions have been funded by stimulus payments that came from the U.S. Department of Education. Called ESSER (Elementary and Secondary School Relief) Funds, these payments were to address student learning gaps and social issues stemming from the pandemic In 2021, the district received $5.8 million in ESSER Funds, which paid for, among other things, a beefed-up summer school session, counseling assistants and social workers. Goins is happy that the counseling assistants have been hired to help with the counselors workload. “I am so proud of them,” she said about her staff. “The needs are so great, more than before. They’re working so hard and trying to be solutionfocused. We want to use our time the best we can to meet the majority of students’ needs. Nights and weekends, it's nonstop. They don’t punch out of their clock when the bell rings. Some are pretty heavy, special issues. I commend each and every one of them for the work they are doing with families. School counselors also work to support the staff — that being another element to help everybody be the best they can be during these times.”

This requires technical knowledge and independent judgment to make treatment process adjustments and perform maintenance on plant equipment, machinery, and related control apparatus in accordance with established standards and procedures.
