MARATHON CITY COUNCIL APPROVES SIGN ORDINANCE OVERHAUL ALEX RICKERT

alex@keysweekly.com

n a surprisingly smooth proceeding at its first public hearing that featured no public comments, the Marathon City Council unanimously voted to approve, with slight modifications, an ordinance repealing and entirely replacing Marathon’s current regulations for signs in the city. Marathon’s new code, drafted by city attorney Steve Williams, is a slightly modified version of the code passed by Monroe County two years ago. The change is spurred by a 2015 Supreme Court case in which a small Arizona town’s sign code was deemed unconstitutional due to its content-based restrictions that infringed upon freedom of speech rights. “The Supreme Court basically outlawed every community’s existing sign code,” said Williams. “If you have to read a sign to determine whether it is legal or not, your sign code is unlawful. What I have before you tonight is a sign code that removes all content-based rules.” The new sign code simplifies sign designations, classifying them either as permanent or temporary. As most of the scrutiny regarding signs in recent years has been directed at political signs during campaign season, the code includes provisions for regulating the number of signs permissible on a single property, the allowable duration for temporary signs, and other safety provisions for sign placement – including minimum setbacks from property lines and prohibition of sign placement that would impair visibility at intersections and driveways. Councilman Steve Cook raised discussion over a portion of the proposed code requiring that discontinued sign structures be taken down with damages concealed within 60 days. “I see this as trying to get rid of blight, but these signs are so expensive. I’m not sure that pulling down a sign and putting it back up

while someone is trying to sell a building will remove the blight,” said Cook. “We might still have a building sitting empty if all of a sudden the expense goes up by a couple hundred thousand dollars.” Mayor John Bartus also raised concerns regarding clauses in the code seeming to prohibit moving or changing content, such as scrolling text, on electronic signs. “In other areas, they basically have signs, vehicles and boats that are basically driving projector screens,” said Williams. “That is what this is attempting to address. Your sign can’t be a TV screen.” Opting to review discontinued signs on a case by case basis and shorten the allowable duration for temporary signs, the council unanimously voted to approve the ordinance’s original framework with slight changes. The ordinance’s highlights include: a five-foot

minimum setback distance from property lines, a maximum of three temporary signs allowed per property, a three-foot maximum size for temporary signs, a 60-day maximum duration for temporary signs, and a one-sign limit per property for A-frame and canopy signs. More information, including the complete text of the originally proposed ordinance, is at the “Meetings and Agendas” tab of the city’s website at ci.marathon.fl.us. In other news: • Following her Jan. 31 appointment, councilwoman Robyn Still was sworn in for her first official meeting on the dais. • At its third and final public hearing, the council unanimously voted to approve an ordinance amending Marathon’s city charter by changing the typical term of ofcontinued on page 38

AND THEN THERE WERE TWO GABRIELLE BROWN IS RUNNING AGAINST DARREN HORAN FOR DISTRICT 1 SCHOOL BOARD SEAT CHARLOTTE TWINE www.keysweekly.com

A

second candidate will seek the Monroe County School Board District 1 seat in the Nov. 8 election, per Supervisor of Elections Joyce Griffin: Key West mom and bookkeeper Gabrielle Brown. Key West attorney Darren Michael Horan has also announced his candidacy. The current sitting District 1 board member, Bobby Highsmith, told Keys Weekly he will not seek reelection. “Basically, eight years is plenty,” Highsmith said. “I’d like to see others step up with fresh ideas and enthusiasm. It’s been a great honor. I’ve enjoyed my service very much. I’m extremely proud of our school district and the great work that’s being done. I sincerely appreciate the voters and campaign supporters who allowed me to hold office for the past two terms. I wish my successor, whomever that might be, the best of luck in moving the district forward positively and successfully.” Brown is a 50-year-old Florida Keys native, widow, mother, grandmother and foster mother. She told Keys Weekly that she loves her community and is very active in her church. As a daughter of a former county commissioner, she spent much of her childhood in the ’70s and ’80s on the campaign trail with her father. She has been a bookkeeper, mostly in the construction industry, for 20-plus years. “I am excited about this opportunity to serve,” she said. “I was born and raised in Key West and am very proud to be a Conch. I believe it is my duty as an American citizen to be involved in my community, and the education and not indoctrination of our children should be a priority. ”

CONSERVATION GROUPS SUE FEDS OVER MANATEE DEATHS Lawsuit alleges FWS failed to protect critical habitats Key West mom and bookkeeper Gabrielle Brown has thrown her hat in the ring for the Monroe County School Board District 1 seat. CONTRIBUTED

Brown has two adult children, both of whom attended Monroe County schools. In addition, she currently has a 7-month-old foster child. “I am dedicated, and passionate about my community and the well-being of children and their future,” she said. “The school board’s mission statement speaks about being global citizens. I believe that our children should be encouraged to be involved locally and to love their community and their country.” When asked how she thought the current school board is doing, she said, “I support the decision of the school board to allow face masks to be voluntary and not mandatory.”

T

he U.S. Fish and Wildlife Service (USFWS) is under fire for failing to adequately protect Florida’s manatees, according to a lawsuit filed by three conservation organizations on Feb. 1. The suit, brought by the Center for Biological Diversity, Defenders of Wildlife and Save the Manatee Club and filed in the U.S. District Court in Washington, D.C., claims that USFWS failed to revise outdated critical manatee habitat areas that were originally designated in 1976, leading to record starvation. It seeks to push the wildlife service to issue a revised critical habitat designation based on updated scientific data to inform protection efforts at the federal, state, local and private levels. More than 1,100 manatees died in 2021 in a record mortality event for the species. A large number of these deaths were due directly to starvation or related consequences as nutrient pollution and algae blooms contributed to significant loss of seagrass and other forage in critical manatee habitats. “The carnage from 2021 should remove any doubt that Florida’s waters are in crisis,” said the Center for Biological Diversity’s Jaclyn Lopez. “The Biden administration needs to act fast to protect manatee habitat from further destruction.”

Falling water temperatures during Florida’s winter months restrict manatees’ ability to venture further from concentrated warm-water sites and year-round foraging habitat, such as the critical Indian River Lagoon on Florida’s Atlantic coast. According to the suit, more than half of Florida’s manatees seek refuge in the warmwater discharges from power plant cooling water structures. Together with stable freshwater springs, these areas make up the 14 “major” warm-water sites in Florida – sites with at least one winter count of more than 50 manatees. The suit indicates concern that as power companies phase out plant discharges and human impacts continue to threaten springs and thermal basins, 2021’s unprecedented deaths could become an annual occurrence, even as experts begin pilot supplemental feeding programs. The original 1976 critical habitat designation issued by USFWS lists only waterways known to be concentration areas for manatees at the time, without describing specific physical or biological features like seagrass and warm water springs that would come to be known as critical conservation needs for manatees in the past 45 years. Back in 2008, the three plaintiff organizations together petitioned USFWS to revise and update the 1976 designation. In a decision released in 2010, the service found that revision was warranted. “The USFWS announced today that revising critical habitat for the Florida manatee is needed, but the revision process is precluded by higher priority listing-related actions and funding constraints,” said the January 2010 statement. “Today’s decision follows a comprehensive review of all available scientific and commercial information relevant to the revision of existing critical habitat for the Florida manatee.” More than 11 years later, a revision is nowhere to be found. “In less than one year, after many decades of conservation progress, we lost over 10% of the Florida manatee population,” said Elizabeth Fleming of Defenders of Wildlife. “The USFWS must stop these preventable deaths before recovery of the species is set back even further.” “The service’s failure to protect the manatees’ critical habitat … left imperiled manatees to suffer the deadly consequences of agonizing, yet preventable, mass starvation,” said Patrick Rose, Save the Manatee Club’s executive director. “There can be no justification for further delays.” Keys Weekly contacted USFWS spokesman Chuck Underwood for comment, but was informed that the agency could not comment on ongoing litigation.

TRACKING LEGISLATION State bills gaining momentum and losing traction JIM McCARTHY

I

jim@keysweekly.com

n Tallahassee, state legislators work with colleagues as they push their bills to approval in a 60-day legislative session, which began Jan. 11. Senators and representatives have until March 11 to move their legislation to Gov. Ron DeSantis' desk for consideration. Several proposals with Keys implications are gaining momentum. Others are stalling. HOUSE BILL 1499 More affordable housing for essential services and government personnel could be on the way, if House Bill 1499 gets approval from lawmakers. Introduced by Reps. Jim Mooney, R-Islamorada, and Pat Maney, R-Fort Walton Beach, the bill creates an exception to the Key West build permit allocation system by authorizing 50 units of affordable housing for essential workers, including Monroe County Sheriff’s Office personnel. With Key West designated as an area of critical state concern, planning regulations must be consistent with principles of protecting natural resources and making affordable housing available. Regulations are also consistent with maintaining a hurricane evacuation clearance time for Keys residents of no more than 24 hours. Since more development could inhibit compliance with the evacuation timeframe, local governments, like Key West, regulate the number of building permits they can issue for new development through a building permit allocation system. Through the bill, an exception to Key West’s building permit allocation system would be authorized, allowing construction of 50 affordable housing units. The bill also states that the sheriff’s office must have a hurricane evacuation plan, which requires all occupants to evacuate 48 hours in advance of tropical storm-force winds. The bill received unanimous support from the House Administration & Veterans Affairs Subcommittee on Feb. 7. It was referred to the State Affairs Committee on Feb. 9. SENATE BILL 442 Introduced by state Sen. Ana Maria Rodriguez, R-Doral, Senate Bill 442 authorizes land authorities to assist counties that received federal and state grants for residential flooding and sea-level rise mitigation projects. This includes elevation of structures above minimum flood elevations, demolition and reconstruc-

tion of structures above minimum flood elevations and the acquisition of land with structures at risk of flooding. Land authorities act as intermediaries between landowners and government agencies that regulate land use. Acquiring property for conservation use is their core mission. But land authorities, like the one in Monroe County, also provide funding for affordable housing projects, protect conserved land from private acquisition and use and maintain conservation land stewardship programs. The bill garnered unanimous support from the Senate Community Affairs Committee, 9-0, on Feb. 2. It now sits in the Rules Committee. SENATE BILL 198 A bill aimed at restoring seagrass is gathering concern over the belief that the proposal would only destroy it even more. Sponsored by Sen. Ana Maria Rodriguez, Senate Bill 198 would grant easements on sovereignty lands for mitigation banking, a practice in which an environmental enhancement and preservation project is conducted by a public agency or private entity to provide mitigation for unavoidable wetland impacts within a defined mitigation service area. Through seagrass mitigation banks on submerged public lands, private companies could grow and manage seagrass on easements that are granted to them by the state. Companies could then sell credits to landowners that conduct projects, such as channel dredging, that ultimately harm seagrass. The

bank is the site itself, and the currency sold by the banker to the landowner is a credit, which represents the wetland ecological value equivalent to completion of one acre of restoration. Many have raised concerns over the idea, including the Department of Environmental Protection. “Preserving seagrass resources is not appropriate for compensatory mitigation, because if loss or degradation of seagrass resources are said to be offset by preserving existing seagrasses that are already protected, then there will be a net loss of seagrass resources.” Seagrass serves as a vital resource for Florida Bay and an important habitat for fish in the backcountry. Legislation currently sits in the Senate Rules Committee. A companion bill in the House by Rep. Toby Overdorf. R-Stuart, hasn’t gained traction. Similar legislation passed through the legislature in 2008, but it was vetoed by then-Gov. Charlie Crist, who stated that “authorizing the conveyance of sovereignty submerged lands for a bank selling credits to facilitate the destruction of seagrasses on sovereignty submerged lands elsewhere could fail the constitutional public interest test.” HOUSE BILL 537 If approved, landlords could offer their tenants the option to pay a fee in lieu of the security deposit. Sponsored by Mooney, House Bill 537 doesn’t require a landlord to offer a tenant this option; however, if a landlord chooses to go this route, the tenant could terminate the agreement any time to pay the security deposit in full. Per bill language, the fee is not a security deposit and does not absolve the tenant of any obligations under the rental agreement, including paying rent as it becomes due and any costs and damages beyond normal wear and tear that the tenant may cause. The bill could facilitate use of security deposit insurance. This insurance product insures a landlord against losses that would otherwise be covered by a security deposit or advanced rent. Different insurance providers offer different levels of coverage. Security deposit insurance protects the landlord and is distinct from the more commonly used renters insurance, which provides personal liability and personal property protection to the tenant. Legislation awaits second reading.

Recent arrests of three outlaw biker gang members turned up drugs, weapons and Pagan’s memorabilia. MONROE COUNTY SHERIFF’S OFFICE/Contributed

OUTLAWS IN THE ISLANDS?

KEYS SHERIFF HAS STRONG MESSAGE FOR PAGAN’S OUTLAW BIKER CLUB

A

n outlaw motorcycle gang in the Keys? Really? Yes, sheriff’s deputies have arrested three members of the Pagan’s Motorcycle Club in the Lower Keys in the past two weeks. (The erroneous apostrophe in Pagan’s is theirs, not ours. All three of those arrested had guns. All three had drugs — two to 12 grams of cocaine each and four grams of a crystallike white powder that the suspect said was Molly. But before you start rewatching all seven seasons of “Sons of Anarchy”, Sheriff Rick Ramsay describes the recent spate of arrests more as a circumstantial coincidence than a concerted effort by a biker gang to infiltrate a small town. “A lot of things happened at once to make the issue seem worse than it is,” Ramsay said, but added, “All three recent arrestees — two of them are Key West locals and one was in town for the Pagan’s annual meeting on Big Pine Key — had guns and drugs on them, which means our guys now treat the group’s members as armed and dangerous.” But the club has been coming for years to Big Pine for an annual membership meeting. “This is nothing new. There’s not an invasion of biker gangs suddenly occurring,” Ramsay said. “They stay at the Big Pine Motel, Looe Key Resort and at Parmer’s. They have a barbecue and recruit members, which is fine as long as they’re peaceful, and we generally haven’t had problems with them. Like the mob, outlaw motorcycle gangs don’t want to draw attention to themselves or to any criminal enterprises occurring within them.

And I do believe drug sales are a coordinated enterprise within the Pagan’s. It’s organized crime and I’ll give them as much attention as they demand. I want them and our citizens to know that they’re not going to intimidate law enforcement.” Ramsay pointed out that most Pagan’s are on their best behavior while they’re here. And most — but not all — are smart enough to realize there’s only one road out of the Keys, he said. “We have Stinger Spike Strips along the highway every seven miles. I can get deputies positioned in front of someone long before they reach the mainland. If they want attention, I’ll give them plenty of attention. We’re the biggest gang. My gang has chapters in all 67 Florida counties, but my chapter presidents are called sheriffs.” Ramsay said the recent arrests were separate and individual incidents. On Sunday, Feb. 6, Pagan’s member Ryan St. Clair, 29, of DeLand, Florida, was arrested at the Bahia Honda Bridge. St. Clair told deputies he had had an argument with his girlfriend and had slept under the bridge. He was wearing a Pagan’s sweatshirt and ball cap, but had no motorcycle under the bridge. St. Clair was charged with carrying a concealed weapon without a license, possession of cocaine, possession of marijuana and possession of a controlled substance without a prescription. A search revealed two knives, a 9mm handgun, a stun gun, two grams of cocaine, four grams of a crystal-like white powder that St. Clair identified as “Molly,” and eight grams of marijuana, the sheriff’s office reports. He went to jail. On Feb. 3, deputies arrested Pagan’s member Austin Christopher Reynolds, 26,

of Key West, after he fled from a deputy on U.S. 1 on Stock Island. Reynolds was charged with possession of a firearm by a convicted felon, possession of a weapon (a large knife) by a convicted felon, possession of cocaine, fleeing and eluding, evidence tampering, reckless driving and knowingly driving with a suspended license. Officers recognized Reynolds when he was leaving Key West on his motorcycle, and knew he had a suspended license. When they attempted to pull him over, he veered onto the bicycle path and fled, but was soon caught after witnesses saw him discard a gun on the bike path, Ramsay said. And on Jan. 27, deputies arrested Pagan’s member Justin August Meyer, 31, of Key West following a search warrant of his Staples Avenue home. “He lived with his girlfriend’s parents,” Ramsay said. “That’s where we executed the search warrant.” Meyer was charged with possession of cocaine, possession of a firearm by a convicted felon, possession of ammunition by a convicted felon and possession of drug paraphernalia. About 12 grams of cocaine, an AR-15 pistol, a 9mm pistol, 140 rounds of ammunition, $3,310 in suspected drug sales and a digital scale were found in the residence. “That arrest was related more to a drug investigation than to his Pagan’s affiliation,” Ramsay said.

A PRIVATEER AND GROCERY STORE OPERATOR

THE I OLDEST MAN IN KEY WEST BRAD BERTELLI is an author, speaker, and Florida Keys historian. His latest book, “The Florida Keys Skunk Ape Files,” is a fun blend of two of his favorite subjects — Florida Keys history and the Skunk Ape.

n a letter written dated March 3, 1935, poet Robert Frost wrote: “The oldest person I could find in the Key West grave yard yesterday (Sunday) was a veteran of the war of 1812 who died in Key West at 108 years of age. But may have lived to be older than that. His inscription wound up ‘A good citizen for 65 years.’ He must have been a bad citizen for 43 years then. That’s what undermined him and shortened his life.” The tombstone honored Thomas Romer, the long-lived African Bahamian who was born in Nassau, New Providence, in 1788. The marker also reads, in part, “In memory of Thomas Romer, Privateer in the War of 1812.” He served, in his way, at the behest of the U.S. Navy. During the war, Romer worked as a privateer, a form of legalized, or government-sanctioned, piracy. A privateer worked under the authority of a letter of marque. A host country issued letters of marque that authorized private citizens to attack ships from another country during times of war. A privateer was permitted, by law, to attack ships that were flying flags from countries with which the host country was at war. In 1812, the United States was warring with Great Britain, and Romer was working to disrupt the activities of British ships. Working as a privateer was like working as a pirate, but with a few outstanding caveats. While both pirates and privateers essentially performed the same job and did so in the same conquering manner, a pirate attacked whomever they wanted, and the captain and crew retained the entire prize. The privateer used his own ship, hired his own crew, and paid his men out of his own pocket. In exchange for the right to attack ships, a percentage of any prize the privateer could secure was given to the government sponsoring the letter of marque. Romer settled on Key West during its infancy as an American territory, sometime around 1826. He then began to fulfill the other phrase etched into the marker at his gravesite: “a good citizen for 65 years.” While writing for the Miami Herald in 1969, Wright Langley wrote that Romer operated a grocery store that catered to the ships arriving in the harbor during his many decades in Key West. He provided fruits and other food stores to Navy ships that pulled into port, as well as to private and commercial vessels. It can be imagined that at least some of the produce he sold came from the farm owned by Sandy Cornish and his wife, Lillah. The two arrived in Key West in the 1840s and purchased a farm near Truman Avenue and Simonton Street circa 1850. Cornish, who bought and fought his way out of slavery, became one of the island’s richest men. According to Jefferson B. Browne, who wrote the fantastic peek into the island’s early history, “Key West: The Old and New,” published in 1912: “Old Uncle Tom Romer was known to every officer and man in the Navy of the old days.”

The grave marker of Thomas Rome. RACHEL KELLER/ Contributed

There is a contemporary account of Romer’s funeral service printed on a strip of newspaper print that is undated. The author’s name is omitted, though it was clearly written from not just a Key West resident but by someone who knew Romer: “Poor old Tom Romer is no more. The laughing, genial face of ‘Old Tom’ is (illegible) death. Never to flash with humor, or his tongue to quaintly tell with philosophical resignation his sorrows and mistakes during a century of life. How many years he lived no man can tell, he told the writer of this notice barely a year ago, that he was one hundred and fourteen years old. … Tom’s body was seen at the house of his daughter Nora Vickers and was transferred, followed by his numerous friends, to the Baptist Church on Thomas Street, where the funeral activities were conducted by the Pastor, Revd. W.C. Vesta, Huger, Butler and Weeks. His friends were numerous and highly respectable; their dress was appropriate and their deportment admirable. The respectable portion of our colored people cannot be surpassed anywhere, in these particulars; the absence of white friends, and we know he had many, was commented upon.” The writer ends his account with a nod to Shakespeare. “Alas poor Tom, I knew him, Horatio, a fellow of infinite jest, of most excellent fancy. Peace to his ashes.”

BEAUTY IN THE BOREDOM Learning life, one press conference at a time

W ALEX RICKERT made the natural career transition from dolphin trainer to newspaper editor after six years at Dolphin Research Center. His passions include running, watersports, and civil disagreements with sharks while spearfishing.

atch any NFL press conference, and you’ll find a mix-and-match of the same 20 or so phrases. “Give them credit.” “Proud of our team today.” “We know what we have in this locker room.” There’s a reason so many of these mantras are repeated ad nauseum. And we may be sick of them, but take a second to think and you just might come to a realization: a few – not all, but a few – are beaten into the brains of players and coaches alike because they are unequivocally important in football and in life. I grew up in Rhode Island, so I’m a fan of the New England Patriots. Sue me. While Bill Belichick and Tom Brady might give the most boring press conferences of all time, to this day I watch every single one of them. Over the years, I’ve picked up a thing or two as I learned to apply the most crucial principles in my own life. With Super Bowl LVI around the corner and Brady’s retirement in the not-so-distant rearview mirror, I figured it was a perfect time to fire up the old keyboard and put a few years of thoughts on paper. These slogans aren’t unique to the Patriots, and I’m by no means perfect in following them. But here’s what I’ve learned: I learned to “Do Your Job.” This might be the most famous Patriot mantra, and there is absolute truth to focusing on our own responsibilities in a collaborative effort. The moment we attempt to “do too much” and overstep to compensate for the work of others, we risk failing to deliver the best product in our own areas of expertise. Instead, when we focus on our own jobs and fundamental duties in our personal and professional lives, we may just end up producing our best work. I learned to speak for myself. Throughout most press conferences, we see players asked about the thoughts of their teammates and coaches. And in most cases, reporters are met with one reply: “You’d have to ask them about that.” I’m not exaggerating when I say that 95% of the worst rifts and misunderstandings throughout my life have come when one person attempts to express the thoughts, feelings and motivations of another, instead of letting that person be addressed directly. And I’m guessing I’m not alone. This world would be well served if we all expected people to sit down, have conversations and speak for themselves. I learned that in any journey, the key is to be a little better than you were the day before. Whether this applies to learning a new skill, recovering from an injury, or quitting a habit or addiction, consistent incremental improvement is vital to any mastery or life change. Too often we see leaps and bounds followed by a crash. Insane weight loss is followed by immediate gains. Roaring romantic flames are ashes within weeks. Burnout follows a complete obsession with a new job. Focusing on making one small improvement each day can build habit-forming determination.

I learned to “ignore the noise.” As Henry Rollins once said in “Iron and the Soul,” his love letter to weight lifting, “You can walk outside and listen to all kinds of talk, get told that you’re a god or a total bastard … but 200 pounds is 200 pounds.” While most of us aren’t hounded by dozens of national opinions from talking heads the way NFL players are, sometimes it seems that nothing is off limits when it comes to the peanut gallery in our personal lives. And while accepting constructive criticism and listening to the guidance of those we trust will always have merit, the rest of the time, we have to ignore the noise, choosing instead to focus on our own 200 pounds. I learned that work ethic and determination can take you just as far, if not farther, than talent and natural ability. I graduated high school as a valedictorian, and I was in no way the smartest kid in my class. Rather, I was willing to outwork everyone else. Not because I wanted a title, but because in my world, if you didn’t put 100% into something, you might as well not do it. Some of my favorite players in the NFL reflect this belief: the Tom Bradys, Julian Edelmans and J.C. Jacksons of the world who either went undrafted or narrowly skated into the late rounds because of a perceived lack of talent or physical gifts. And while life in the world outside of sports isn’t about 40-yard dash times or vertical jumps, we all have the same ability to overcome limiting circumstances with desire and drive. I learned to control what I can control. It’s human nature to yearn for some degree of understanding of, and influence in, the thoughts and actions of others, from government officials and co-workers to our friends, family and significant others. But the more energy we put into attempting to control things outside of ourselves, the more we risk wasting that energy in an endless dissatisfying loop. Just like a player who controls his attitude and effort in practice, but not a coach’s decision to cut or sign him, we can only control the way we show up in our lives, careers and relationships. We control the way we treat others, the values we choose to uphold, and the work and commitment we put into what we care about in our lives. The rest we must let go of. At the end of the day, I know it will always be infinitely easier to accept what life has in store for me if I know I have done everything I possibly can to put myself in a position to be happy. Oh, and there’s one final lesson I’ve learned from Thomas Edward Patrick Brady: if you ever need to get fired up for anything, screaming “LET’S GO!” at the top of your lungs is a great place to start.

PROPOSALS INCLUDE $20M FOR KEYS STEWARDSHIP

F

ull funding for the Florida Keys Stewardship Act appears to be on a better track than in prior years in Tallahassee. On Feb. 2, the Florida House and Senate’s appropriations committees unveiled their budget proposals. Both included $20 million for a Stewardship Act that funds critical water quality projects. Budget proposals for the critical Keys program fall in line with Gov. Ron DeSantis’ recommended budget for the upcoming 2022-23 fiscal year, which begins in July. An initial House spending proposal last year included $2 million for the Stewardship Act. A Senate budget proposed nothing for the program. With legislative approval by the end of session, DeSantis signed a budget last year with a full $20 million in Stewardship funds and an additional $5 million for land acquisition. State Rep. Jim Mooney worked to include full funding for the Stewardship Act last year. Even with budget proposals including the $20 million, Mooney told the Keys Weekly a long road is ahead.

“We are continuing to work our request through the system,” Mooney said, “but we are staying confident that as we start the process through the budget that there will be appropriations that fall into place.” State Sen. Ana Maria Rodriguez told the Keys Weekly that she’s delighted to see that the House and Senate budgets have included the $20 million. “While the fight isn’t over until the end of session, I feel that we’re starting from a position of strength, and this will help us as budget negotiations proceed,” she said. “The Florida Keys are an ecological gem, and all efforts should be made to preserve it for generations to come.” In a press release, Monroe County Mayor David Rice said the county is thankful to House and Senate leadership for their recognition and support of funding that protects valuable Florida Keys resources. In 2016, the state allocated $5 million for the Stewardship Act. A year later, that amount jumped to $13.3 million. In 2020, DeSantis slashed Stewardship funding by $10 million to offset the state’s financial losses due to the COVID-19 pandemic. A 60-day session in Tallahassee concludes March 11.

The “almost maybes” of dating follies in the Keys ALEX RICKERT

alex@keysweekly.com

A

s anyone who’s tried can attest, the dating scene in the Keys can be, shall we say, rough. For every good date, it seems that there are 10 bad ones. With Valentine’s Day serving as a reminder of love and all that was meant to be, sometimes all we can do is laugh as we also look back on the connections that were most certainly not meant to be. With that in mind, Keys Weekly presents some of our readers’ most comical dates. And in the interest of preserving the last scrap of mystery in our tiny island community, these were better left anonymous. • “I was set up on a blind date. The day before the big night, I looked him up on the MCSO website. At the bottom of his arrest record, there was a button that said ‘next.’ He had a whole second page of arrests! Anyway, we’ve been together for seven years now.” • “Many moons ago, I head-butted a guy at Irish Kevin’s. I ended up marrying him.” • “On one of my first dates after moving down here, I was hanging out with a girl and we were at dinner having a good time. She asked me what my zodiac sign was. I didn’t have a clue. So she asked me for my birthday and looked it up. Apparently I was an Aries. Based on that alone, she said we weren’t compatible. I split the check.” • “This was the first, and only, time I ever asked someone out while I was at work. I worked at a tourist attraction, and she was in one of my tour groups. Afterwards, it was pretty obvious she was hanging around to talk to me more. I asked if she wanted to get dinner later that night, and we went out and had a great time. We went from dinner to the beach and back to hanging out at my apartment. During dinner she mentioned that she recently split up with her boyfriend. When she left, she mentioned that she’d be pretty busy when she got back home and probably couldn’t keep in touch. I was okay with that, and just enjoyed the time spent together. At 2 a.m., I got a phone call from her. She was extremely upset, and told me her boyfriend – apparently not an ex, like she had told me – had tracked her phone and was now furious with her. She ended the call by saying, ‘So, I guess I can keep in touch with you after all.’ I hung up pretty quick.” • “I once took a girl to the sandbar on a date. The problem was … she wouldn’t walk on the sand.”

• “Once upon a time, I accidentally ended up with three dates to my best friend’s wedding, and they all showed up. My first date was a woman I had liked for a long time, but who always had a boyfriend. When she became single, I asked her to come to the wedding as my date. About three months before the wedding, she messaged me to say she had a new boyfriend and would be bringing him to town with her, so needless to say, it wouldn’t be appropriate to go together. About a month after this, I met a new local woman and slowly started dating her. About a month into dating, I asked her to be my wedding date. She wanted to, but couldn’t get her work shift covered. Since I still had a plus one to the wedding and was the best man, I decided to ask one of my best female friends to go with me, as she was planning to come to the reception later anyway. About three hours before the wedding, my girlfriend called to tell me she was able to get out of work and go to the wedding. She was extremely happy, but my third date was, understandably, not. My third date almost refused to come because she wouldn’t have a dance partner, but did eventually end up showing up. Needless to say, when the three mixed together, nothing good happened. Word to the wise: if you’re going to have a wedding date, there’s a reason the card says ‘plus ONE.’” • “I had been trying to set a date with a woman in Key West for a couple of weeks. We had texted back and forth quite a bit, and she told me how excited she was to see me and get away from her friend group, including her ex-boyfriend. We set a date to meet at a bar in Key West, but when I drove down there and walked in, I found her shooting pool with all her friends. I stayed for one round, but near the end of the game she let slip that one of the guys I was playing against, was, you guessed it, the very same ex-boyfriend. As soon as the 8-ball sank, I left.” • “A guy asked me to go to the high school football game on our first date. I told him I could go, but my dad was going to drive me and pick me up as soon as the game ended. We’re at the game, and everything is going fine. Towards the end, I see him talking to another girl. When I asked him why, he said ‘Well, she’s my date for later because you have to go home.’ I never went out with him again.”

BOOED UP

KEYS COMMENTERS SUGGEST WHERE TO MEET YOUR SPECIAL SOMEONE

B

ooed up. Per that esteemed reference source, UrbanDictionary.com, the term “booed up” means the following: “In a relationship, esp. in the manner that the two involved seem joined at the hip and don’t do anything that doesn’t involve each other. This can potentially irritate friends.” Are you among the irritated in the Keys and not “booed up”? Especially as Valentine’s Day is coming on fast? Relax. Keys Weekly has got you covered. We conducted research on Facebook (we know, we know) on a local community page and asked the following question: Where can you meet your special someone in the Keys? Surprisingly, we got some solid advice. At least 80 commenters left 278 comments on this post, and we’d like to share what they had to say. First of all, we did have quite a few naysayers: “There is no hope here! Everyone is booed up or just looking to hook up! The Keys has to be the worst place to be single. Just being real,” said one female. Then we had a lot of jokers, such as Key West’s David Sloan: “The water at the Green Parrot will get you pregnant.” And three females wrote in to agree with him.

Savanna Edwards just celebrated her one-year wedding anniversary in October with her husband, whom she met at Sharkey’s in Key Largo — and she had a T-shirt made celebrating that fact. CONTRIBUTED

Shayne Messina met her husband of 17 years, Armand, at Havana Jack’s in Key Colony Beach. CONTRIBUTED

Amy Soto met her husband of 24 years, Will Soto, at Key West’s Mallory Square sunset celebration. CONTRIBUTED

Another commenter suggested this particular Keys online source: “Keysso.net … the most popular gated community in the Keys.” However, many posters did actually have useful advice. Quite a few wrote that they met their boo in a Keys bar. For example, in our research, we discovered not just one but five couples met at Sharkey’s Sharkbite Grill in Key Largo. Savanna Edwards just celebrated her one-year wedding anniversary in October with her husband, whom she met at Sharkey’s — and she had a T-shirt made celebrating that fact. And Jordan Budnik met her boyfriend of four months at Sharkey’s. “He’s the most awesome person I’ve ever met. He’s phenomenal,” Budnik said. So, why is Sharkey’s such a great place to meet people? we asked her. “It attracts locals,” said Budnik. “You’re always going to meet someone interesting.” She did have one caveat about meeting people in bars: Don’t hang out too late. “We’re both not bar hoppers,” she said. “We were there for dinner. The Keys Kritters tend to come out of the mangroves at 3 a.m.” Quite a few commenters met their significant others at a Keys bar. Shayne Messina met her husband of 17 years at Havana Jack’s in Key Colony Beach. And here are other bars where Keys locals met their boos: Key West’s Half Shell Raw Bar, Smokin’ Tuna Saloon and Cowboy Bills Honky Tonk Saloon; Stock Island’s Hogfish Bar; and Islamorada’s Hog Heaven.

Writers commended the following sage advice about meet-up places from John Seckinger: “It depends if you are a guy or a girl and your age… if you are a girl... dive school, work on a fishing boat, gym, Home Depot… if you are a guy… Home Depot, dance class, cooking class, church groups, yoga class, etc.” Barbara Whitesell wrote in to second that advice — she actually married her scuba dive instructor. Also, posters approved the following tips from Leah Benner: “The bocce court? The gym, the golf course, at Key West local events like Santa con, full moon party, zombie bike ride, if you like boating, a bar where boaters hang out? Volunteer groups that have a lot of social events for fundraisers.” Indeed, Keys special events and parties got the thumbs up from Amy Soto. She met her husband of 24 years at Key West’s Mallory Square sunset celebration — he is a tightrope walker. And Islamorada’s Jennifer Oughton met her husband of 13 years at the full moon party at Morada Bay. And let’s not forget that tried-and-true way of definitely running into someone: crashing your cart into theirs at the grocery store. Yes, this did really happen to Key West’s Anne L. Rice at Publix. She literally ran her grocery cart into another (male) customer’s in the produce aisle … and he later became her boyfriend. But not right then and there. “I was so embarrassed,” she recalled. “I was looking the other way and crashed into him. Then I ran into him again at a restaurant. It’s a small town. And he said, ‘You’re the one who crashed into me.’” He gave her his card, they became friends on Facebook … and they started dating two years ago. But perhaps it’s always best to keep in mind what our mothers told us: Use your judgment wisely. As Becca “Keys Chick” Lundy wrote, “Met my husband when I moved here. Set your standards and expectations and don’t waver from that list. It’s hard to find a partner here, though, honestly. If they match up to you, grab them!”

Jordan Budnik met her boyfriend of four months, Tony, at Sharkey’s in Key Largo. “He’s the most awesome person I’ve ever met,” she said. CONTRIBUTED

AQUEDUCT BOARD DISMISSES PROPOSAL FOR FREE HEALTH INSURANCE WITHDRAWN AGENDA ITEM WOULD HAVE PROVIDED COVERAGE FOR LIFE

Ziggy and Speedy enjoy their spacious new habitat at Dolphin Research Center. COLE GRIFFITH/Dolphin Research Center.

Florida Keys Aqueduct Authority board members on Feb. 8 declined to consider a proposal that would have given board members with eight years of service free health insurance for life for them and their spouses. MANDY MILES/Keys Weekly

T

wo items on the Feb. 8 Florida Keys Aqueduct Authority board meeting agenda raised eyebrows and drew harsh criticism from nearly anyone who pays a water bill in the Florida Keys. If approved, the proposals, which initially were included on the consent agenda and set for rubber-stamp approval without discussion, would have provided free health insurance for life to any FKAA board member with at least eight years of board service, as well as their spouse or domestic partner. The second proposal would have extended the same insurance benefits to the utility’s top executives, even after their employment contracts end. The board deleted the two proposals from the agenda at the start of their meeting and did not discuss them at all. Board member Cara Higgins told the Keys Weekly

before the meeting, “The staff proposal to give board members and their spouses health insurance for life needs to be fully and openly discussed by the board. I do not support this item as presented and will not vote to approve it.” Longtime Key West business leader Virginia Panico addressed the concerns of many when she spoke during the public comment period. “Thank you for pulling these items,” Panico told the board. “I also suggest that you have an actuary look at what this would cost. It’s interesting that this even came up, especially after the county in the 1990s eliminated benefits for life due to the cost. In the 2000s, the mosquito control board also ended it. “These proposals were quite shocking to a lot of people. The phone calls I received were angry. I hope this doesn’t turn into you guys instead including the benefits for life into employment contracts. People want to be sure this doesn’t happen.”

PART OF THE FAMILY Dolphin Research Center adopts African spurred tortoises

I

n keeping with their dedication to providing a home and care to animals in need, Dolphin Research Center (DRC) recently adopted two African spurred tortoises. The animals, named Ziggy and Speedy, lived for several years at a nearby resort, but the new resort owners did not feel they could adequately care for them and asked DRC to be their new home. On the morning of Feb. 7, DRC co-founder and chief operating officer Mandy Rodriguez led a team of staff to the resort where they gently carried the tortoises, secured them in a truck and transported them back to the center. Once there, the tortoises were placed in a newly constructed habitat that features plenty of room, shade from a tree and a tiki-covered hut, and a drinking pool. Apparently unfazed by the move and attention, the tortoises were extremely interested in eating and munched their way through three heads of Romaine lettuce, a large container of mixed greens and other vegetation before exploring the rest of their habitat. Ziggy, the larger of the two tortoises, will need surgery in a few weeks to remove two projections, called gular scutes, that are growing from the front of his shell alongside his neck. The projections impair his ability to turn his head. DRC will give the tortoise time to acclimate to his new home before scheduling the surgery. African spurred tortoises (Sulcata tortoise) are the third-largest tortoises in the world. When full grown they can weigh between 79 and 110 pounds, although a big male can weigh 200 pounds or more. They are herbivores, eating grasses and succulents and even ordinary weeds. They also eat lettuce and some other vegetables. Spurred tortoises are popular pets in their younger years, but many owners find that they cannot continue to provide what the animals need as they grow larger. They can also live 80 to 100 years. The ages of these individuals are unknown and DRC is investigating methods to determine a reasonable “guesstimate.” — Contributed

CHAMPIONS MAKE CHANGE IN D.C. From Jan. 31 to Feb. 3, seven members of the Marathon High School Champions for Change, five of whom serve as Monroe County Coalition Youth Leaders, attended Community Anti-Drug Coalitions of America’s Leadership Forum in Washington, D.C.. ‘WATERBEAR’ GOES HOME

After 3-1/2 months of rehabilitation, a juvenile male manatee was returned to the Florida Keys on Feb. 3 by Dolphin Research Center (DRC), Miami Seaquarium and Florida Keys Aquarium Encounter (FKAE). The DRC’s Manatee Rescue Team along with the Florida Fish and Wildlife Conservation Commission (FWC), FKAE and local residents rescued the manatee on Oct. 19, 2021 at Big Pine Key Resort. The manatee had been observed with buoyancy issues and was unable to stay submerged. Later named “Waterbear,” he was transported to Miami Seaquarium where it was confirmed that he was suffering gastrointestinal issues. After his initial treatment, he was transported to SeaWorld to complete his rehabilitation. Now healthy, it was time to bring him home. At his release, he weighed 395 pounds and measured approximately 6 feet, 8 inches in length. The group carefully carried him on a stretcher down a boat ramp and cheered when he swam away. LET THESE LIGHTHEARTED LOVE STORIES SWEEP YOU OFF YOUR FEET THIS VALENTINE’S DAY. KAREN NEWFIELD ... a reader and now a writer, has hundreds of book reviews at: www.readingandeating.com. For questions and comments, email karen@newfield.org.

WITH LOVE FROM LONDON By Sara Jio At 35, Valentina Baker never imagined she would be completely reinventing her life. After the news that Nick is having an affair sends their marriage into a downward spiral, divorce quickly follows. Valentina then receives the shocking news that her long-lost mother Eloise, who disappeared when she was only a child, has passed away and she is the heir to her estate. This sweet, quiet Seattle librarian finds herself alone on a plane to London. She is equally surprised to find that her mother’s quaint and lovely apartment is located conveniently above The Book Garden, the most perfect little bookstore Valentina has ever encountered. While just days ago it felt that she had lost everything meaningful in her life, a new chapter slowly appears on the horizon. Primrose Hill is a storybook neighborhood, and Val instantly befriends and falls in love with the various local shopkeepers and her mother’s best friend Millie – who may hold the answers to her mysterious past. With a series of small, cryptic notes she uncovers in her favorite novels, Val begins to piece together this literary mystery, the story of her life. A dreamy read for any book lover.

JUST HAVEN’T MET YOU YET By Sophie Cousens Laura reports the best love stories. Her online interviews of “how did you meet?” are the most popular columns for Love Life magazine. Laura’s next piece will feature her parents’ romantic meeting on Jersey, located in the Channel Islands. After a rocky morning, Laura arrives at her hotel only to realize she grabbed the wrong suitcase. Calling back Ted, the grumpy taxi driver with the unkempt beard, they head back to the airport. Unfortunately, the airline does not have the case, nor will they divulge passenger information. Searching for clues, Laura realizes fate has intervened as this unknown man’s bag possesses her favorite novel, sheet music for her favorite Phil Collins song and clothes she instantly deems only the most handsome, sexy man could possibly wear. With a number on the tag, Laura leaves a message for her soulmate and awaits their guaranteed meetcute. Grumpy Ted becomes Laura’s personal tour guide as she retraces the steps her parents took many years ago. As she hunts for her lost luggage lover, this adorable character finds mischief at every turn. Together with the recently groomed and shockingly handsome Ted, Laura slowly discovers the truth about her parents’ past and herself. A funny, sweet Valentine’s treat.

MADE IN MANHATTAN By Lauren Layne Raised in New Orleans by a struggling single mom, Cain Stone is the furthest thing from the New York elite that one could imagine. He has long dark hair held back in a ponytail, large hulking shoulders and ripped jeans he cannot seem to part with. As the long-lost grandson of socialite Edith Rhodes, who runs the family’s billion-dollar corporation, Cain is being groomed to keep the Rhodes name alive. Lovely Violet Townsend is both polished and politically correct in every possible way. She is positioned to help Edith prepare Cain for interviews, meetings and hopefully the role of CEO. At first, Violet is merely assisting Edith with what she assumes is a big city makeover – clothes, art, wine and which fork to use. But what begins as a mere task turns into much more. The immediate bickering between Cain and Violet is nothing compared to the magnetic electricity that runs between them at every touch. Violet has been following strict society rules for her entire life. Now, as Cain awakens all of her senses, she can finally begin to choose her own future. A modern-day My Fair Lady and delicious romance for even the most well-bred woman.

HIGH TIME TO GET TO SEA

A Brown Pelican fishing off Key West. MARK HEDDEN/Keys Weekly

MARK HEDDEN ... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.

Y

ou don’t think of Herman Melville as a funny guy, but he was. Darkly so. There’s an oftquoted paragraph in “Moby Dick” where he talked about being in the grips of depression, a.k.a. the “damp, drizzly November” of the soul. He described himself as pausing in front of coffin factories and bringing up the rear of every funeral that passed, which made you wonder what kind of neighborhood he lived in. He described having to prevent himself from “stepping into the street, and methodically knocking people’s hats off,” which I think might be the most relatable urge ever. At least if you live in a tourist town. When these moods and impulses took over, he said – or his narrator said – it was “high time to get to sea.” I wasn’t quite at the chapeau-slapping stage the other day, but I was in a bit of a funk, at loose ends, whatever you want to call it. There was really no excuse for it. The weather was perfect. It had been weeks since the dog had stolen and/or destroyed anything important, expensive or sentimental. No one was even doing any construction in the neighborhood. And I thought about Melville and his prescription, and the fact that I live on an island which is – get this – entirely surrounded by the sea. There really is no excuse for wallowing. So I grabbed my binoculars, got on my bike, and pedaled slowly down White Street to the pier. The water, when I got there, was as calm as I have ever seen it. Dare I say limpid. Smoothness as far as the eye could see, with these sad little waves slapping ineffectually against the rocks. It might as well have been summer, if the light wasn’t gorgeous and the temperature a relentlessly pleasant 70 degrees. I rode to Higgs Beach. The only birds I saw flying at either place were laughing gulls and royal terns and the occasional rock pigeon. Feh. I was considering going home to continue my funk when I decided to head to the nature trail next to 1800 Atlantic. The trail is usually pretty reliable for warblers or other songbirds, though none made themselves apparent as I crunched along the newly laid gravel. At the end of the trail the cool shadiness opened into a wide arc of air and some more oppressively placid water – a cathedral of emptiness. There was a distant parasail boat hauling some foot-dangling tourists around, and a cluster of jet skis, but they were somehow quiet, too. The world’s got nothing for me today, I thought, while simultaneously thinking, maybe it’s the other way around. So I sat down, and tried to be zen about things. I told myself I would just sit there for 10 minutes and see what happened. Whenever Edward Abbey wrote a travel piece, he would pull out a notebook and name all the plant life he saw. Which seemed

like a good exercise. Sargassum, I wrote down, because it was right there and slightly acrid. Then palm tree, then gumbo limbo. Then I saw my first nearby bird. It was a willet, nothing unusual. And it was standing on one leg, head tucked under its flight feathers, asleep. Birds do that onelegged thing all the time – they will even hop around like that. They do it so often people are sometimes convinced they are missing a leg. I’ve read a couple things that confidently state they do this to keep warm in cold weather, but it was a little hard to reconcile that idea with the current temperature and the fact that you see birds doing it in Florida and other warm places year round. There are theories that some birds have what is called unihemispheric sleep, in which they rest half their brain at a time, so maybe they are also resting half of their bodies. And there is the fact that flamingos spend a lot of time on one leg, and biologists discovered that their skeletons and musculature work in such a way that it requires less energy to sleep on one leg. All of which leads to the conclusion that, like a lot of behavioral things, no one really knows why some birds sometimes sleep standing on one leg. They just do. Out over the water a pair of brown pelicans were flying around. It seemed a loose association at first, like two people who vaguely know each other walking through an airport to the same gate, but then they got more organized, diving together in various degrees of synchronicity, sometimes hitting water together from identical angles, sometimes coming from different angles and hitting half a second apart but only feet away. After they’d gulped down their pouch full of fish, they would take off again, flying seemingly without mission before, with a flick of the wing, they would auger in and dive again. It was hard to figure if they were communicating or if these were just the best practices dictated by the wind and the fish and the water. Were there subtle gestures that only pelicans would pick up on? I tried to imagine a research method that would answer those questions. I looked at my phone and it had been close to an hour. The nosee-ums were starting to outpace my ability to slap them. So I got up and headed back up the trail, my mood appreciably less dour than it had been. Small mysteries – they’ll get you out of your head.

MARATHON DOLPHINS SPRING SEASON PREVIEW A look ahead for the 2022 Fins CLARE MERRYMAN www.keysweekly.com

BASEBALL The MHS baseball team is expected to do big things this year. With practices almost every day of the week, and often twice a day, players are racking up hours on the field and in the gym. “Our end goal is to make it to the conference championship, and I believe that we have all the right pieces to do so,” said head coach Joey Gonzalez. “We have 17 players who are fully dedicated and committed to that goal. I can see us winning a large number of our games this year, as we are looking forward to bringing home a title.” Next Game: Friday, Feb. 18 at 7 p.m. for a preseason tournament SOFTBALL The up-and-coming varsity softball roster is officially set after an intense five-day tryout. The team is young and consists of only two seniors, with seven middle school girls on the 14-player roster. The team has also welcomed a new head coach, MHS Athletic Director Lance Martin. “We have a lot of unknowns for positions because of the youth of the team, and we’ll be moving players around to find the best fit combination for the starting lineup,” said Martin. Next Game: Friday, Feb. 25 at 6 p.m. vs. Kings Academy TRACK & FIELD The Marathon track team seems to grow larger every year. The team has ballooned to include about 50 members this season. Following the graduation of twin stars Jonathan and Owen Pitchford in 2021, many coaches and members were worried about how the team would fare without

its staple runners for the past five years. Luckily, with the number of diversely talented members on the team, MHS will be able to score in several different events this year. The team is headed by five coaches: athletic director Lance Martin for speed runners, James Murphy for distance runners, Tracy McDonald for jumpers, Helena Ursa for throwing events and newcomer Darby Sheehan for pole vaulters. “We have a good turnout and are excited to see what potential our team has this year,” said Murphy. Next Home Meet: Tuesday, March 8 TENNIS With a season opener against Key West on Feb. 9, the tennis season has officially begun. This season the Fins have welcomed several new members, including the team's new head coach, Kevin Freeman. The tennis team is co-ed and consists of 12 players, four of whom are seniors. “There is a lot of individual strength and I am excited to see where this season takes us,” said Freeman. Next Match: Friday, Feb. 11 at 2 p.m. vs. Westminster (played at Marathon Community Park) BOYS WEIGHTLIFTING The boys weightlifting team features 16 members this season. The team may be small, but they are mighty. The squad has high expectations for the season, as several of the team's athletes have been training in the gym all year long. For several of the lifters, setting realistic expectations is key. “The boys come in and are always looking to lift the most weight they can lift,” said head coach Jessie Schubert. “Some of them never stop adding weight, and they end up getting injured in the process.” The Fins will focus heavily on form and technique early in the season and will rely on fundamentals to separate them from other teams. “I am excited to see what they’re capable of when I turn them loose in competition,” said Schubert. Next Meet: Wednesday, Feb. 16 at Coral Shores at 3:30 p.m.

They also offer a professional recording studio where local singers, players and artists can make their own recordings and demos. Sunrise Studios’ key to success is that it takes a “total music” approach. They start with proper posture, practice techniques and playing simple songs, then advance to music theory, music reading, recording and performing the music that the student loves to play. fice for city council members to four years. The proposed charter change will go out to voters for approval during the August 2022 primary election in order to take effect for the winners of the November 2022 city council election. • The council heard a proposal from David Grego regarding a privately funded canal restoration project on Sunrise Isle off Sombrero Beach Road. With a presentation demonstrating the detrimental effects of seagrass accumulation in the local canals, Grego detailed a proposal for a barrier and air curtain system to block seagrass from entering the canal. The council unanimously elected to allow the use of the right of way along Man-O-War Drive to install compressors for the air curtain system and to allow the City of Marathon to serve as the permit applicant for the system. • Following an update from grants coordinator Maria Covelli, councilman Luis Gonzalez asked for an update on funding for often-discussed projects such as the redevelopment of the Quay property, repairs to the city skatepark, and redevelopment of the 33rd Street area. “If we have to wait on grants, it seems like these things might never get off the ground,” said Gonzalez. “We’re kind of giving our citizens false illusions when we talk about moving forward on something and then pull back.” “I will bring back a more robust schedule next month and tell you where we make adjustments in funding to get these off the ground,” said city manager George Garrett. • Gonzalez addressed director of public works Carlos Solis to confront complaints regarding roads cut and left unfinished during construction and utility projects, citing examples along Coco Plum Drive and Sombrero Boulevard. “It seems like 5 o’clock hits on a Friday, the roads stay open, and it’s a nightmare for our citizens who have to commute on these roads to get home,” said Gonzalez. Solis said he will require contractors to use cold patch asphalt to temporarily repair cut roads during construction before final repairs are completed. • In order to allow more time to coordinate with the state and Monroe County to reevaluate hurricane evacuation modeling, the council directed planning director Brian Shea to draft a resolution extending the remaining allocations in the Building Permit Allocation System to 2024 by providing fewer allocations per six-month period. The allocations will prioritize owner-occupied residences. • The council heard citizens’ comments concerning reconstruction of the Coco Plum Drive bridge, vacation rental code violations, affordable housing and long-term boat trailer parking along Sombrero Boulevard.

Federal lawmakers eyeing a ban on farming this animal

W

e’ve all had those chalky, pastel Valentine’s Day “sweet heart” candies with the sickeningly sweet sweet-nothings. But despite being in happy and fulfilling relationships, most of us here at the Keys Weekly oppose the desperation and obligation of Valentine’s Day. We also understand that Feb. 14 is the most aggravating day of the year for our single friends. So we bring you...

WORST VALENTINE’S DAY SWEET HEART MESSAGES

H

i friends! Reef the fox here with this week’s “Reef’s Report.” Holy smokes, crazy, wild good news out of Washington, D.C. last week! On Feb. 4, the U.S. House of Representatives included a provision to ban mink farming throughout the United States. Can you believe it? This is amazing, unreal and incredible. My little foxy paws can’t type fast enough to properly convey REEF how excited I am about this. Mink farming — any THE FOX farming of animals for so-called fashion — is outdated, inhumane and cruel. I am so happy my mink Reef is a red fox friends are on their way to becoming free of harm that was saved here in the United States. from a fur farm. He now lives in USDA reported 2.7 million pelts sold in 2019, Key Largo with and 1.4 million mink pelts sold in 2020. According to his human, Nicole a review by Animal Wellness Action, there are just Navarro. 60 farms operating in the U.S. There is no domestic market for mink, and it is an export-market commodity only, with 80 percent of pelts sold to China. “As one who grew up on and around mink farms, I can attest to the extreme aggression these creatures exhibit in their frustration with the miserable conditions on barren factory farm conditions,” said Scott Beckstead, director of campaigns for the Center for a Humane Economy. So this is big, my friends, and hopefully this will open the door to all fur farms being banned here in the United States. Now let’s talk about my momma. She was in Key West last Friday to accept an award from the Community Foundation of the Florida Keys along with so many other amazing members of the community down here. My friends, Jeanne Selander, Dr. Doug Mader DVM and Dr. Geraldine Diethelm DVM were also on hand as Dr. Diethelm accepted an award for her volunteer work at the Marathon Wild Bird Center. I have the coolest humans in my life. This Saturday, Feb. 12, don’t forget to stop at One Grind Key Largo and meet Coral fox for the third “Coffee With Coral” event. One Grind is located at MM 98 between Tom Thumb and Ballyhoo’s in the median. Coral will be there from 10 to 11 a.m. that day to meet with you all. I think mom said she is going to have some cool stickers people can buy. Anywho, that’s all for this week. Don’t forget to check us out at pawsitivebeginnings.org and you can email me with foxy questions at reef@pawsitivebeginnings.org. Until next time, Reef, over and out!

SPORTS & MORE RALPH MORROW

FLORES MAY WIN IN THE COURT OF PUBLIC OPINION, BUT NOT A COURT OF LAW

W

hen you take on the fat cats, you may ... a veteran sports have a point, but columnist, says you may not win. the only sport Brian Flores, the deposed he doesn’t follow is cricket. That Miami Dolphins coach, is hoping leaves plenty to be another Curt Flood, the of others to fill baseball player whose legal achis time. tions led to free agency in that ralphmoro1936 sport. @gmail.com Flores, who is black, brought forth in a recent class-action lawsuit several items that show essentially what is wrong with the Rooney Rule, the National Football League’s directive that says teams must interview minority candidates before hiring coaches and general managers. Flores has sued the league, the Dolphins, the New York Giants and the Denver Broncos for racial discrimination. The accused have all denied his claims. When I heard his accusations, my first thought was, “Prove it.” When he was interviewed by the Broncos for their then-vacant head coaching job in 2019, Flores claims the executives who met with him were an hour late, disheveled and hung over. I think this is his weakest charge as I go back to my mantra: Prove it. Even if he can do that, what does it mean? That general manager John Elway and his cohorts didn’t take the interview seriously and did it only because the league says they have to interview a black candidate? I think that happens in a lot of NFL coaching interviews. Nothing new there. Elway and the Broncos have denied being hung over. I heard one commentator espouse that owners should be able to hire whomever they wish. Maybe. But with 32 non-black owners making money from teams that are 70% black, you’d think somewhere along the way someone would hire a black coach. As of this writing, there are but two – Mike Tomlin of Pittsburgh and, named on Monday, Lovie Smith of the Houston Texans. The Dolphins’ new coach, Mike McDaniel, has a black father and a white mother. Two other coaches, the Jets’ Robert Saleh and the Washington Commanders’ Ron Rivera, are listed as non-white. Before he was interviewed by the Giants, Flores traded text messages with New England coach Bill Belichick in which his former employer congratulated him for

getting the New York job, only to learn that Belichick had mistakenly sent the text to the wrong Brian when he meant it for Brian Daboll, who had allegedly been selected as the Giants’ new coach before Flores was interviewed. That one flies a little bit because of the Belichick texts, but is probably not enough to win an entire case. And the Giants have denied they had hired Daboll before they interviewed Flores. Flores also charges that Dolphins owner Stephen Ross invited his coach and an unnamed quarterback (presumedly Tom Brady) to meet on a yacht in deference to the no-tampering rule, as Brady was employed by another team. Flores refused the invitation. Then comes the big one. Flores says he has proof and, if he does, we have a very different scenario here. The former Dolphins coach claims Ross offered him $100,000 for each loss in 2019. The losing record would have moved the team up in the draft and given them better picks of players. Flores said he refused the offer. The team lost 11 games that season – without Flores’ help – and from the sixth draft position took quarterback Tua Tagovailoa, while Cincinnati, in the top spot, took Joe Burrow, who has led the Bengals to Sunday’s Super Bowl. Flores says he has corroborating evidence that proves Ross wanted him to dump games. If he does, that could force Ross to sell the team, which is what some Miami-based writers are calling for. In the meantime, former Cleveland Browns coach Hue Jackson has indicated that team owner Jimmy Haslam offered him a bonus for each loss that moved the Browns up the draft ladder. So, what do we have here? We have a legal case of accusations. Some may be proven and may be enough to force Ross to sell the Dolphins. Others may be true, but unable to be proven. The NFL will be embarrassed nonetheless. And Flores will not be hired to coach another NFL team – ever. My suggestion: The league needs to strongly enforce the Rooney Rule. The owners, or whoever makes the hires, need to make a solid connection with a minority – meaning black – candidate.

Former Miami Dolphins head coach Brian Flores has sued the NFL and individual teams. CONTRIBUTED

All this comes as we’re trying to concentrate on Sunday’s Super Bowl LVI, which will match the Los Angeles Rams (favored by 4 to 4½ points) in their home stadium to the Cincinnati Bengals. I’m sorry, but I’m unable to give an unbiased pick. When I was in Dayton, Ohio, I had season tickets to the Bengals’ home games and unabashedly rooted for them. I also reported on their previous two Super Bowl losses, both to the San Francisco 49ers, at the Pontiac, Michigan Silverdome and at Miami’s Joe Robbie Stadium. So, yes, I’m rooting for the Bengals. But, I’ll tell you what I think. The Bengals have won all their playoff games by less than a touchdown. Their “luck” will run out Sunday. The Rams will win by 20 or so points.
