bill currently steamrolling through the Florida legislative session, if passed, could have serious consequences for the annual budget of the Monroe County School District.

The bill came as a surprise to most local school board members and school district staff, who discussed its problems and potential solutions at the Jan. 26 school board meeting.

“This just came up today,” Superintendent Theresa Axford told the board.

“We need some coordinated effort legislatively. All counties need to get together on this,” said Andy Griffiths, the board’s vice chair. “This is a terrible, terrible bill for Monroe County.”

Senate Bill 1194, entitled Local Tax Referenda Requirements, reads: “Referenda elections related to tourist development taxes, tourist impact taxes, and children’s services and independent special district property taxes (are) to be held on the day of a general election.”

Translation? If the bill passes, certain taxes relating to the school budget that need voter approval would have to be voted on in the November general election.

Griffiths explained to Keys Weekly that the school district levies a special half-mill tax that raises roughly $15 million a year for the school district.

The half-mill tax must be reapproved by voters every four years, typically during the presidential preference primary election in March.

The proposed bill would require the school district to seek renewal of that half-mill only during November general elections, meaning the school district might have to forego that $15 million if it can’t get the item on a general election ballot in time.

Griffiths emphasized that if the bill passes and if the school board acts quickly, the half-mill tax approval could be “piggy-backed” onto the November 2022 ballot. If approved, as voters have consistently done for more than a decade, the roughly $15 million would continue to flow into the school budget unimpeded once it expires in 2024.

There is also a second tax for the schools that must be approved by voters. This special tax of .05 mill was approved by voters in 2018 after the Parkland school shooting. It generates $1.7 million to pay for security at the schools. This .05 mill is also approved by voters every four years, and it was

set to be approved in an election in August 2022. If, per this new state bill, this vote is bumped to November 2022, the school district will lose its $1.7 million for the 2022-2023 school year.

Confused? So is the typical taxpayer. Even school board members and staff have to stop and think about how to handle the proposed bill.

“I don’t quite understand the rationale behind this, but it would put a kink into our plans as it stands now,” said Beverly Anders, executive director of finance and performance for the school district.

“They want more voter participation to vote on tax increases,” said Griffiths, explaining that the turnout is bigger in November. “So the legislation is well-intended.”

Griffiths believes that Monroe County can just about squeak through and save the budget, but he’s concerned about other school districts in the state. And he feels that the fact that the board was surprised by the state bill is a good reason to hire a lobbyist for the district to keep track of legislation that could affect it.

“I didn’t know until yesterday,” said board chair John Dick about the new bill. “But I’ve never been a big fan of lobbyists. They work for as many districts as they can, and districts have different needs and different desires.

They can be at odds with each other.”

Stay tuned as the bill makes its way through the legislative committees and then, potentially, a full vote from both the Florida House and Senate.

ove-in costs can be daunting for tenants, especially in times of rising housing demands and increasing rent. With first and last month’s rent, plus a security deposit, renters are left doling out thousands of dollars.

In the Florida Keys, renters seeking a place with two bathrooms and two bedrooms could pay deposits anywhere from $2,500 to more than $4,000. In Tallahassee, a bill in the House and Senate would give landlords the option to offer their tenants another way to pay their security deposits instead of forking over a large sum of money at the outset.

Republican Senator Jim Boyd, R-Bradenton, and Republican Rep. Jim Mooney, R-Islamorada, filed bills in their respective chambers that would authorize and regulate agreements between a residential landlord and tenant to pay a monthly fee in lieu of a security deposit.

Instead of the tenant paying a security deposit equating to a month or two months of rent upfront, a landlord could choose to allow the tenant to pay a fee each month.

Boyd, who represents Hillsborough and Manatee counties, explained to Senate Judiciary Committee members that such a payment method would give tenants the opportunity to move into a place without having to dip into their savings or come up with the money for the security deposit. Boyd reiterated that it’s in the landlord’s discretion to offer tenants this option. If they do offer a payment in lieu of a security deposit, tenants on the premises still have the option to pay a monthly fee or pay the full security deposit upfront.

“Currently in Florida, there are 100 properties operating with fees in lieu of security deposits. Nearly 12,000 renters are forgoing security deposits and instead paying a small fee,” Boyd said.

Legislation could facilitate use of security deposit insurance. This insurance product insures a landlord against losses that would otherwise be covered by a security deposit or advanced rent. Different insurance providers offer different levels of coverage.

Security deposit insurance protects the landlord and is distinct from the more commonly used renters insurance, which provides personal liability and personal property protection to the tenant.

Per bill language, the fee is not a security deposit and does not absolve the tenant of any obligations under the rental agreement, including paying rent as it becomes due and any costs and damages beyond normal wear and tear that the tenant may cause.

Democrat Senators Audrey Gibson, DJacksonville, and Tina Polsky, D-Boca Raton, questioned Boyd about renters who might pay the monthly fee and stay in their place for more than a couple years.

“Conceivably … the average now is a $25 (monthly) fee. If a security deposit were say $1,000, over a period time your fees would total what your security deposit is,” Boyd said. “At some point, say you’re there for 15 or 20 years, the fees could outnumber what you might have paid for a security deposit.

“This is simply an option for tenants to give them a chance to get into a place to live if they weren’t able to accumulate a security deposit in those sums of money at the outset of the lease,” he continued.

A single-family rental in the U.S. sees an average tenancy of two-and-a-half years, and a multi-family apartment usually sees tenancy for three years.

Tenants can terminate the monthly fee any time and instead pay a security deposit, according to legislation. A tenant who pays the security deposit upfront is able to get their money back under current security deposit rules, so long as there’s no damage to the apartment.

That money is required to be secured in a certain kind of bank account.

Those who elect to pay the monthly fee, however, wouldn’t necessarily get their money back. Money collected by the landlords through the fee can be used at their discretion.

“They pay the fees and that’s kind of in the landlord’s account if you will, but there’s no refund at the end of the lease term if they (the tenant) decide to move to another place or not,” Boyd said.

John Potter is a lobbyist for the New York City company LeaseLock. He said the company was formed by a man who couldn’t afford to move into an apartment. He said the company allows property owners to run “0 deposit rentals” with tenants paying a $25 fee.

“Savings are closer to 70% of your movein costs,” Potter said. “It’s not ‘can I afford the rent?’ It’s ‘can I afford to move in?’”

Potter said those who wish to stay in an apartment for five or 10 years can stop paying the fee.

“This is not a lock in. We’re not interested in locking you in for life,” he said.

Mooney, who’s sponsoring the bill in the house, said it doesn’t fully fix the workforce housing issue as seen in the Florida Keys. It’s an item in the tool box and a “move-in day solution.”

“This could help someone who needs a two-bedoorm, two-bathroom and can’t afford it, forcing them to move their kids to a onebedroom, one-bathroom because that’s all they can afford,” Mooney said.

Ida Eskamani, on behalf of the Florida Housing Justice Alliance, told senators on the Judiciary Committee that they would rather see monthly fees be refunded to tenants if they take care of their units.

“In Texas, for example, the landlord just can’t pocket the money,” she said.

She also shared concerns that the bill doesn’t set a cap on the amount landlords can charge per month. Mooney said there will likely be some kind of fee structure before legislation reaches the finish line.

Legislation passed through the Senate Judiciary Committee via a 7-2 vote on Jan. 18. It currently sits in the Community Affairs Committee. In the House, the bill is currently in the Judiciary Committee.

The bill would take effect July 1, if approved by the legislature and signed by the governor.

conceptual design is in the final stages for improvements to Plantation Tropical Preserve. A new access point, parking, landscaping and covered pavilions are among the amenities proposed for the 3.5-acre site located near Tavernier Creek.

Owned by the village and located in Tavernier, the park is open from sunrise to sunset each day. The park contains a rare segment of Rockland hammock, and it’s home to the Children’s Memorial Garden and butterfly garden.

Proposed preserve enhancements go back to 2020 when the village council unanimously approved to buy property located at 146 Sunshine Blvd. for $200,000. The purchase opened up opportunities to expand the preserve and promote more conservation areas, parks and recreational facilities. It also allowed the village to create a buffer between a wastewater pump station and nearby residences.

“It also was an ideal location to create a new entrance that’s safe and easy to access from the highway, especially for all residents who live in the neighborhood of Tavernaero,” said Peter Frezza, village environmental resources manager. “The park does get used a lot by dog walkers.”

With property purchased, the village demolished a mobile home and leveled property by adding fill. Native plants were put in the ground to provide a buffer for area neighbors. Frezza said they’re looking to provide passive park amenities.

“We don’t want to do anything gaudy and draw tons of attention to the park,” he said. “It’s a low-key park for residents and visitors to enjoy.”

In July, the village council picked CSA Central, Inc. to provide a conceptual site plan for Plantation Tropical Preserve. A recent open house with the village, CSA and community outlined proposed improvements including new ADA access, gravel parking, signage, covered pavilions and new access on Sunshine Boulevard.

Frezza said final design plans for Plantation Tropical Preserve should be wrapped up by the end of March. No firm timeline has been set on construction.

Improvements to Plantation Tropical Preserve add to the work at two other preserves in the village. At Green Turtle Hammock Preserve, work is concluding on a large, two-story pavilion and scenic overlook of Florida Bay. Restrooms, kayak launch, docking facilities and a parking area were also part of enhancements to the preserve.

Key Tree Cactus Preserve enters its last phase of development. Restrooms and a gazebo were installed. There’s also a new exit out of the park into U.S. 1.

t the Jan. 21 county commissioner meeting, the board members were presented with a quandary. Of some 579 Monroe County employees, many have not been able to take vacation days during the pandemic. And a couple years before that, days off were difficult to schedule during the recovery from Hurricane Irma.

Should the board firmly stick to the county’s current “use it or lose it” rule? Or should employees be paid for unused vacation?

Bryan Cook, director of employee services for the county, explained the dilemma and offered a solution. Since 2014, the usual county policy has been “use it or lose it” toward vacation days. But the board waived this rule after Irma and during COVID-19, allowing the unused vacation days to roll into the next year.

“We’ve had challenges in people being able to use that time,” he said in the meeting, adding that “we’re staffed very lean.”

In 2021, when a coworker called out after testing positive for COVID, or had to quarantine due to exposure, the other staff members in their department couldn’t take vacation, especially in the departments where the operations can’t take a break — such as with fire rescue, social services and airports.

This has created a “balloon” of unused time that the county must pay when an employee resigns.

“A $20,000 check to two or three people in a department can make an impact on our budget,” said Tina Boan, the county’s senior director of budget and finance. She also pointed out that the county currently has $3 million total in vacation pay on the books for all employees. Theoretically, the county does not have to pay this all at once, but during an audit, this is seen as a financial liability.

Also, much of a lump sum of unused vacation that is paid to an employee upon resignation is often earned at the lower pay they earned at the beginning of their job. But the payment that is given when an employee leaves is at their most recent pay, which often includes raises over the years.

“So I’m just trying to keep that balanced and pay it out at the lower rate, frankly,” said Boan.

The solution? Cook suggested that every year, on April 1, the county pay employees for unused vacation to keep that “balloon” down. For full-time employees, the maximum hours they can roll over into the next year — a “cap” — is 480. So on April 1 of every year, they should be paid for the amount they accrued over the cap.

For example, if a Monroe County Fire Rescue staff member accrued 500 vacation hours in 2021, on April 1, 2022, they would get a check for 20 hours. And their balance would reduce back to 480.

Commissioner Cates worried that this would “incentivize” employees to not take a vacation.

“We can say, ‘Well, you’re getting paid twice — now you’re getting your vacation pay plus you’re getting your work pay,’” Cates said.

“I think people need to take their vacation,” said Commissioner Michelle Coldiron.

So the board and Cook reached a compromise: This year, on April 1, the county will give employees a payment for all hours accrued over their cap. Then, as long as 2022 goes back to a more “normal” year, the county will revert back to “use it or lose it” toward unused vacation.

Cook told Keys Weekly, “The price tag of this payout is approximately $173,000. That’s less than three employees’ salaries and benefits across the county. … In circumstances like these, we have to find the right medium between paying for the time the employees have earned and being a good steward to the taxpayer.”

A BREATHTAKING SIGHT

Over 200 young sailors expected for annual Keys regatta When over 200 sailboats take off at the same time, it is quite a sight, according to Buccaneer Blast Regatta organizer Rosa Lamela.

“People need to see what it’s like to watch 200 kids launching. It really is breathtaking,” she said.

Observers will be able to see this sight at Rowell’s Waterfront Park in Key Largo on the weekend of Feb. 4-6, when the Buccaneer Blast Regatta, Presented by Red Hospitality & Leisure, takes place.

According to Lamela, this is the 13th year of the event for youth sailors. When it started in 2010, about 50 participants came from the Keys, Fort Lauderdale and Miami.

“Last year, we had 256 kids attend the event in spite of COVID, from all over — California, the Midwest, New England and a couple of teams from the Caribbean,” said Lamela.

She helps run the Buccaneer Blast Regatta through her role as executive director of the nonprofit Mark Sorensen Youth Sailing Program (MSYSP), a part of the Upper Keys Sailing Club.

The mission of MSYSP is to make the sport of sailing affordable, accessible and inclusive to Upper Keys and South Dade children.

Lamela extols the virtues of sailing for kids.

“For children here in the Keys who grow up in the water, sailing will teach them to be safe and smart boaters,” she said. “When they're out there by themselves, they have to figure things out on the fly and learn to be self-sufficient. They learn not to panic. And they feel connected to the environment.”

This year, for the first time, windsurfing will join Optimist- and Laser-class sailing for the competitive racing on Blackwater Sound. In addition, a welcome reception will be held on Friday, Feb. 4, with music, food and drinks, and a sunset cruise. And the Keys community is invited to watch the live near-shore racing and enter a raffle contest.

“I’d like to note that we’re working closely with the Coast Guard, FWC and emergency management services to make sure this is a safe event on the water, with 200 competitors and race committee boats,” said Lamela.

Tickets for competitors are $135 for two days, and each child will get a skipper bag, lunch and a regatta shirt.

Proceeds from the event will be used to buy new sailboats for MSYSP. Registration is open at regattanetwork.com/event/23523. ommunity members who knew young Pascal Weisberger were well aware of his feverish passion for the environment, his love for animals and his respect for those who served in the military. The 14-year-old’s life, taken too soon in a tragedy in 2020, will be remembered on his birthday, as schools, animal shelters and other groups take to the Upper Keys and beyond to spread love through service.

Feb. 2 would have marked the former Ocean Studies Charter School and Treasure Village Montessori student’s 16th birthday. To remember the compassionate and intelligent boy, Treasure Village Montessori Principal Kelly Mangel created the Pascal Weisberger Day of Service, in remembrance of all that he embodied while living in the Keys.

The first day of service took place in the weeks after his death. The second, last year, took place on his birthday.

“Every year, TVM Seadragons will have a day of service where our students follow our school’s mission — be a good human and kindness matters — by going out into the community and doing deeds of service,” Mangel said. “Our students will be spread throughout the Keys hosting tree plantings, environmental cleanups, beautification projects and animal care projects.”

A moment of silence for Weisberger will kick off the day of service at Treasure Village Montessori’s courtyard. A fun run around Founders Park will then commence for students in prekindergarten through third grade.

Students will be divided into classrooms and sent into the community for various projects.

A bloodmobile will be stationed outside the school for those wishing to donate blood. People are also encouraged to post positive messages and sunset pictures on Facebook using the hashtag Pascal’s way and Seadragons.

“Pascal was an amazing soul that touched the lives of everyone he met,” Mangel said. “He had an ability to forgive that was beyond his years, a thirst for knowledge and a desire to impact the world around him.”

Ocean Studies Charter School will dedicate its new marine science lab to Pascal on Feb. 2. Classes will also be participating in acts of kindness. For instance, the Dolphins class will collect items for delivery to the Upper Keys Humane Society.

Weisberger was also a member of Boy Scout Troop 912, which is still led by his father, Ariel Poholek. Last year, a community cleanup in Weisberger’s honor at Harry Harris Park saw some 80 to 100 people coming out to collect 800 pounds of debris. Another cleanup is set for Feb. 2 from 3 p.m. to 6 p.m.

The community is invited to join the shoreline cleanup.

Poholek said his son’s passion for the environment spanned from lobbying against plastic pollution to monthly cleanups at the park.

“From a pretty young age, we started doing monthly cleanups at Harry Harris as part of a regular program at school,” Poholek said. “Over time he became interested in plastic pollution, and investigating how different things quickly deteriorate and looking at alternatives to plastic.”

Poholek added that his son had intense respect for the country and for veterans. Weisberger took part in flag retirement ceremonies at the Elks Lodge in Tavernier and Labor Day and Memorial Day ceremonies at the Hurricane Monument in Islamorada.

Pascal also spent a majority of his time helping out at the Upper Keys Humane Society. Poholek said Pascal would be “incredibly honored and touched” with all service efforts by the community in his name. He described his son as a humble kid who’d want people to carry on the mission of issues that were important to him — everything from the environment to animals.

“It would be pretty mind boggling for him to see so many people honoring him this way,” he said.

Monroe County Commissioner Holly Raschein is putting forth a resolution proclaiming Feb. 2 in Pascal’s honor during the March 16 meeting at the Murray Nelson Government Center in Key Largo. With the February meeting held in Key West, Raschein said she wants to give Pascal’s friends and family the opportunity to be in attendance for the special proclamation.

BRINGING WRECKING TO ORDER The Salvage Act of 1823

I

started a Facebook page the day before Christmas Eve and decided to call it Florida Keys History with Brad Bertelli. Fifteen years of study have revealed more history, stories and lore than even the most steadfast pirate could shake a bottle of rum at before falling over.

The idea was to share histories from up and down the Florida Keys and Monroe County. So many stories about the island chain tend to be absorbed by all things Key West.

Though the archipelago consists of something like 1,700 islands, it is often reduced to just the one and only Key West. There is good reason for the spotlight on the Southernmost City; it is the clear and present heart of the Florida Keys. Through the early decades of territorial history and even those of early statehood, Key West was the largest and most important community in the island chain.

The year 2022 is the year Key West is celebrating its bicentennial, 1822 being the year Perry first planted an American flag on the island. It was also the year Key West was declared a port of entry — one of only two established along the territory’s east coast. The other was St. Augustine.

The designation helped create the foundation on which the island’s spectacular course was set.

It also cemented its importance to the industry on which the back of Key West’s early success was built—wrecking.

By 1823, Key West had only just begun to develop as a thriving community. Less than a year after the island was declared a port of entry, on July 2, 1823, Monroe County was established as the Florida Territory’s sixth county.

Named after the then-sitting and fifth President of the United States, James Monroe, county boundaries originally extended north to the southern shore of Lake Okeechobee and west to the Gulf of Mexico. Because Key West was the largest community in the newly formed county, it was declared the county seat.

Two days after the county was established, the Legislative Council of the Territory of Florida, George Murray president, passed the 1823 Salvage Act. The act was the country's inaugural attempt to bring a bit of order to what was considered a lawless industry. Section 1 of the act required wreckers to report their salvage claim to a justice of notary: “Concerning wreckers and wrecked property: WHEREAS it is necessary that prompt and efficient protection should be given to wreckers and to the owners of wrecked property brought within the limits and jurisdiction of this Territory: Be it enacted by the Governor and Legislative Council of the Territory of Florida, And it is hereby enacted by the authority of the same, that whenever wrecked property of any description whatsoever shall arrive, be brought in or landed in any part of this Territory, it shall be

Tales of skullduggery and “false lights,” while pervasive in wrecker lore, have rarely been documented. However, considering the fact that these practices were addressed in a formal document, it had been deemed a problem worth addressing on the government level.

What flung the door open for Key West’s future financial successes was the 1825 Federal Wrecking Act, which declared that all salvaged property claimed in territorial waters had to be taken to an American port of entry. For those involved in the salvage of cargo and wrecks along the Florida Reef, the only reasonably accessible port of entry was Key West. Because Key West became the center of the wrecking industry, Key West continued to grow in both size and importance. The island became not just the largest community in Florida but also, by 1860, the richest city per capita in the growing United States.

Key West, however, is not the only island of historical importance in the Florida Keys.

The island chain is chock-full of histories, stories, and lore, so I decided to create the Facebook page Florida Keys History with Brad Bertelli where, daily, some piece of the Florida Keys story is shared. If you are a fan of local history, you will be a fan of the page.

growing local newspaper is adding another talented individual to its team.

Keys Weekly announces the hiring of Jill Miranda Baker as business development officer for its Upper Keys office, located at 91760 Overseas Highway in Tavernier. A native of South Florida, Miranda Baker is a 25-year resident of Plantation Key. She began her career as a newspaper reporter for a group of community newspapers in Palm Beach County.

“The success of the Keys Weekly Newspapers has always been measured through the efforts of staff. Jill is a welcomed addition to our growing staff between her background and her work within the community,” said publisher Jason Koler. “This will bring a new level of service and support to the business community and our nonprofit partners.”

Miranda Baker spent several years working for Rep. Rick Minton Jr., before joining Mariners Hospital in 1997 as manager of marketing and public relations. In 2005, she became manager of medical services.

In late 2013, she joined the Florida Keys History & Discovery Foundation as the first executive director — building what became the first-class Keys History & Discovery Center in Islamorada.

Her service to the Keys community includes being twice past president of the Upper Keys Rotary Club, current board member of the Florida Keys Council of the Arts and Islamorada Chamber of Commerce ambassador. She’s also a Take Stock in Children mentor.

She’s held board-level positions with the Good Health Clinic, Treasure Village Montessori Charter School, the Florida Keys Area Health Education Center, the Rural Health Network of Monroe County and the Upper Keys Business & Professional Women. She is a graduate of Leadership Monroe County, Class VII. She’s married to long-time backcountry fishing guide Duane Baker. They have two college-aged children, Mason and Raffie. She is a graduate of Lynchburg College, now University of Lynchburg, with bachelor’s degrees in communications/journalism and sociology, and has a master’s in management from the University of Phoenix.

“As a former reporter, I’ve always been a news junkie who reads many publications,” said Miranda Baker. “I’ve closely followed Keys Weekly, always impressed with their news coverage and their community involvement throughout Monroe County. Publisher Jason Koler and I connected through Rotary, and I’m honored he and publishing partner Britt Myers chose me for this new role and look forward to serving the Upper Keys community.”

AAA: Gas prices up slightly compared to previous week Florida gas prices haven't moved much, even as the price of crude rises to multi-year highs.

The average price for gasoline in Florida is $3.23 per gallon. That's 1 cent more than a week ago and the same price as this time last month.

"Oil prices have surged in 2022, but pump prices have been pretty flat so far," said Mark Jenkins, spokesman, AAA - The Auto Club Group. "It's possible that the seasonable downturn in gasoline demand has helped pump prices resist the upward pressure from the oil market. However, if oil prices keep logging weekly gains, it's only a matter of time before that results in higher prices at the pump."

The U.S. price for crude oil is on a 5-week streak of gains. So far this year, crude oil has risen as much as 14%.

Wednesday's settlement of $86.96 per barrel is $2 per barrel more than the 2021 high, and the highest daily settlement since October 2014. Although the daily price of oil took a step back on Friday — settling at $85.14 — oil prices remain under heavy upward pressure due to ongoing global supply concerns.

rofessional motorsports competitor Travis Pastrana brought the stunts and action not normally seen on U.S. 1 on Jan. 20.

A portion of U.S. 1 at MM 91 was closed off by Monroe County Sheriff’s deputies for brief periods as Pastrana performed drifts in a roaring 1983 Subaru GL Monster unveiled by Hoonigan and Subaru. It was all part of a video shoot with film crews. Pastrana used the road leading to Tavernier Creek Marina as a runway to perform drifts onto U.S. 1.

On the Old Highway, curious residents, deputies and fire rescuers on scene heard the engine roar as Pastrana zoomed up the access road from the marina, drifting onto U.S. 1 before turning back around to go again. Smoke rose from the tires as film crews caught the action.

“Like always, we have some people who are just so excited. We had one lady who found out we were here and drove 200 miles to come down,” Pastrana told the Weekly.

He’s a gold medalist of the X Games and creator of the high-flying, action-packed show “Nitro Circus.”

Before landing in Tavernier for the shoot, Pastrana put the pedal to the metal on the 7 Mile Bridge in Marathon. Videos on social media showed the Subaru zooming on the road as a jet flew above during filming on Jan. 19.

Pastrana said they were supposed to be shooting the main stunt in the Keys on the morning of Jan. 20. That plan was nixed, however.

“We had helicopters and all sorts of cool stuff down here,” Pastrana said. “We had 90 hotel rooms, so we were bringing some impact to the local economy.”

An accomplished racer and stunt performer, Pastrana said the 1983 Subaru GL Monster is far and away the coolest car he’s ever driven with all the speed and control. Pastrana is a member of the Subaru Motorsports USA team.

Pastrana said it was his first time visiting the Florida Keys.

“The weather’s great. There was a blizzard in Maryland. This is way better,” he said.

Days after his time in the Keys, TMZ reported that Pastrana was injured during a parachute stunt that went wrong in Fort Lauderdale on Jan. 22. A video showed Pastrana jumping from a high rise and deploying his parachute before hitting the ground with force. A publicist told WSVNTV’s Frank Guzman that he’s expected to make a full recovery.

his year marks Shell World’s 50th year in business. If you have never been to this amazing store, it’s a must-shop stop. Keys Weekly recently connected with Jim Waterman, the founder and owner, and his right-hand buyer and store manager, Danielle Hill, for a trip down memory lane and a look at business now.

JIM WATERMAN’S STORY How did you get started? I lived in the Keys almost all my life, and my parents had a two-pump gas station where I started Jimmy’s American Gift and Gas. Unfortunately, there weren’t a lot of job opportunities in the Keys in the ’70s, so I took over my parent’s place and created the Shell and Gift Shop. I had my commercial pilot’s license, but jobs were scarce in the field.

I thought I would sell a few coconuts and shells, and that is all I would need. The first thing I ever sold was a ceramic chicken. So shortly after that, I took my parents’ car and a trailer and went to Shell Factory (they used to sell wholesale) and loaded up for less than $1,000.

I had an opportunity to purchase the large piece of land the store sits on now in 1979. I consider myself lucky; a property like it would be impossible to find now.

What was it like when you started and how has it evolved? I ran the small store by myself 15 hours a day, seven days a week. We usually closed for September and October; now business is pretty much year-round. The

four-lane of U.S. 1 changed the traffic in Key Largo.

What challenges did you run into and how have you persevered? Initially, the challenge was doing everything myself with one or two part-time employees as the business grew at our small original location. However, I persevered because I had to build the business and make it a success. I did not have anywhere else to go or a backup plan.

What were your biggest wins? I would say acquiring the large parcel of property, building the first portion of the structure you see today in 1984, and the addition (clothing/gift areas) in 1988. I’m grateful I had the foresight and confidence to take that chance/gamble that, “If you build it, they will come.”

What lights you up? I love seeing happy, satisfied customers and working with a wonderful staff.

If you could have done anything else, what would it have been? I would have been a commercial pilot and used my license.

DANIELLE HILL’S STORY How did you start working with Shell World? A close friend I went to high school with worked at Shell World during her summer break, and I went in to visit her. When I returned from college, I started working at Shell World, and within the year, I became the manager. I left in the mid ’90s, moved away, and pursued a career in social work. I then returned full-time to Shell World in 2005.

What changes have you seen? When I was first at Shell World, we were the one “game” in town. There were not a lot of other choices for tourist-type shopping. Now there are multiple choices for visitors to shop. One thing that we offer is an extensive and unique selection. We are lucky to have a large store, allowing us to sell and display many choices that easily fit anyone’s budget.

What are some challenges you have run into, and how have you persevered?

Staffing. It has been a journey to build our incredible staff, making it a challenge to hire new staff members. We want to make sure they fit our team’s “Shell World family” culture. Most of our staff have been with us for more than 10 years and several closer to 20, so we are grateful to them for helping us build such a solid foundation. It has been more challenging during the pandemic; we lost some staff that decided to retire instead of returning due to the risk of being in a customer-facing role.

What are some best-sellers, and also your typical client base? It is hard to pinpoint one best-seller, but we sell a vast selection of T-shirts. We pride ourselves on having quality merchandise with fantastic prices.

In addition, we offer many choices in color, design and garment styles.

Tourists have been our main base, but we have garnered a local following due to our diverse merchandise offerings. Since Shell World has been around so long, we have become a destination for visitors and see multiple generations visit us. They often share how they have been visiting us for years and now enjoy bringing their kids and grandkids.

What do you love most about working at Shell World? I would have to say doing the buying and planning out how to merchandise the product. I also enjoy seeing the trends and sharing them with our customers.

What’s your favorite section of the store to buy and merchandise? I love it all; it would be our gifts section, if I had to choose, because there is such a wide selection of beautiful things to merchandise together.

CONSERVATION UPDATE Even though a big wreck like the Duane seems like just a big piece of iron, they’re actually very important ecologically. Wrecks and other submerged structures act as living reef when marine life grows over them. Artificial reefs serve as important physical structures in the ocean, especially as natural coral reefs are breaking down more and more. They also give marine animals and plants shelter from strong currents and hiding places from predators. Because of this, we often will see amazing creatures like bull sharks and barracudas cruising around wrecks.

Coral Shores math instructor recognized for excellence in and out of classroom

C

oral Shores High School’s Zachary Owens was recently named Monroe County School District Teacher of the Year.

Owens not only teaches various math classes, but he also coaches the Academic Challenge Team, girls JV soccer and tennis team.

Owens is also a club sponsor for National Honor Society and Chess Club and holds after-school tutoring sessions. When he’s not in the classroom or on a playing field, he may be in the local waters, as he is a certified master scuba diver trainer.

"I was very happy to announce Zach as the Monroe County School District Teacher of the Year,'' said Monroe County Superintendent Theresa Axford. "After looking at a video of one of his lessons, it was clear to me how well he established rapport with students and how accountable he held them for learning. He is an excellent example of the fine teachers throughout our county."

Axford made the announcement at the high school in front of Owen's colleagues and students. Their excitement for his distinguished honor was evident by the applause and cheers of congratulations.

“Zach’s door is always open to help students,” said CSHS Principal Laura Lietart. “Everything he does is for kids, helping them succeed and reach their full potential.”

Owens earned a bachelor’s degree in secondary mathematics education from Florida Gulf Coast University and began teaching for MCSD in 2015 at Plantation Key School. He moved to CSHS in 2020, where he has taught Algebra I and II, Geometry and Math for College Readiness.

He’s engaged in professional development, most recently training for the Mathematic B.E.S.T. Standards, and has designed and implemented lessons aligned to the new standards using an abundance of teaching strategies to meet the needs of his students.

Colleagues state his jovial, positive attitude helps students to understand and master the content as well as the importance of working hard to achieve success. He is a role model to others and goes above and beyond in all he does.

The selection committee noted his outstanding school and community involvement, his expertise in subject area content, and the relationships he builds with students that help them both in the classroom and in life as the qualities that made him stand out from the other excellent candidates.

i friends! Reef the fox here with your weekly “Reef’s Report.”

How about this weather, huh? I know you locals break out the snow suits when it drops below 70 degrees, but us foxes here are in heaven. This is what we live for, what we wait for all year long.

Well, this is my first “winter” ever, but the older foxes are just having the time of their lives. We all REEF zoom around in the morning; inside, outside, on our THE FOX platforms and on mom’s head while she’s sleeping. It is the best thing ever. My mom wanted to make sure I gave a big shout out to MarrVelous Pet Rescue and their Whiskers and Paws clinic, which is now open at the location behind Tower of Pizza in Key Largo. Mom found a kitten trying to get in with Libby and Louie fox last week (not a good idea on the kitten’s part) so my mom saved it, got it all cleaned up and the amazing staff at Whiskers and Paws spayed her this past Friday. My mom is super grateful that we have this amazing, low-cost service to the community right here in Key Largo.

My little sister, Coral, is having another “Coffee With Coral” event on Feb. 12 at One Grind Key Largo. Our friends at One Grind have invited us back again and we are so happy. I will be sitting this one out as usual because, again, that is my nap time and I am a pretty cranky fox if I get woken up from my naps, but Coral seems to love all of the attention so she can have it. I just always ask them to bring me home a treat for passing the spotlight off to little sis. So mark your calendars and don’t miss meeting Coral again on Feb. 12 from 10 to 11 a.m. at One Grind, located at MM 98 between Tom Thumb and Ballyhoo’s.

On Friday, Jan. 28, starting at 5 p.m. the fish fry fundraiser for the Key Largo School safety patrol will be happening at the Caribbean Club in the backyard. Help send Key Largo School’s safety patrollers to Washington D.C. The meal includes fresh fish, delicious sides, French bread and great company. Tickets are $10 and can be purchased from a Key Largo School safety patrol, the Key Largo School office, or at the event.

Take your food to go or stay and enjoy your dinner on the bay. There will be live music on the waterfront stage by The Catch Band starting at 6:30 p.m. All money raised by the fish fry is donated directly to the KLS safety patrol. So that should be a good time. I’m not a fan of fish but I hope everyone that goes has a great time.

ehicles lined the road outside Key Lime Products in Key Largo on Jan. 22. Patrons believed it to be a yard sale of some sort at Violet Wahba’s store. But what they witnessed was a Keys community in action during a time of need.

With a four-wheeled cart, a dolly and muscle, roughly 15 members from the community came out to help move signs and large pots from the front of the store. Inside, Monroe County Sheriff’s deputies put on gloves to remove items that still could be salvaged after a fire ripped through the store around the holidays.

“Thank you. Thank you very much,” Wahba said as the group worked roughly two hours before gathering for a group picture.

Wahba, who’s run the store for two years, loves watching customers walk away with some gifts and a smile. She also shares a passion for the members who make up the Keys community. Look no further than her efforts during the early stages of the pandemic, when she used her store as a drive-through for residents to pick up warm meals. She worked alongside Mangrove Mike’s Endeavors and founder Mike Forster to feed those whose jobs were affected by a lack of visitors.

With all the cheer she exudes, Wahba continues to persevere through several challenges that have affected her business in recent times. Last fall, her store was victim to a series of burglaries. Between $15,000 and $20,000 in items were stolen. Some of it was recovered but other items weren’t retrieved.

A breakthrough in the case occurred on Nov. 2, when the sheriff’s office responded to a Lime Street residence for a report of a burglary with $458 in cash stolen.

A month later, Wahba received a phone call from a neighbor to the store who told her that smoke was coming from the structure. A fire engulfed half the building, leaving products charred and damaged. A wire is believed to have started the blaze.

Community members recognized Wahba was in need of help. A Go Fund Me page was started earlier in the year

by Nola Acker to assist her through difficult times. Last Saturday, Key Largo Sunset Rotarians and sheriff’s deputies stopped by her store to offer some moving help.

Wahba continues to welcome visitors with a menagerie of products situated outside her store. Despite all she’s endured, Wahba’s spirit remains high as she continues to greet customers with a “hi” and “welcome.”

he Lagoon on Grassy Key and conservation group Coastlove teamed up to kick off the new year with a favor to Mother Nature on Jan. 22. Sending 66 volunteer “Change Makers” into the mangroves and coastal areas around the park’s oceanside edges, trash removal crews were able to pull out an astounding 1,175 pounds of trash in just a few hours, ranging from bottles and cans to buoys and even an intact sailboat rudder.

Booths set up by like-minded conservation organizations provided conservation education to volunteers, and the trash removal crews were treated to an appreciation party at Bongos Cafe following the cleanup.

“We’re really working hard to connect local communities to coastal conservation initiatives that make sense to them,” said Coastlove founder Joseph Land. “What we’re trying to do is create that impact and that memory while you’re here. Cleaning up isn’t the whole answer; it’s stopping it at the source.

We want to create ambassadors.”

Coastlove’s next cleanup event will be held at Ocean Forest in the upper Keys on Saturday, Feb. 26 in collaboration with the University of Miami and John Pennekamp State Park. Follow Coastlove’s Facebook page at facebook.com/coastlovecreatechange for more details and future events.

The exhibit at the Keys History & Discovery Center was inspired by the artist’s wife and her battle with breast cancer. The art depicts their journey through cancer, treatment and recovery.

Walking through the gallery, people will gather a new perspective and relationship with the work.

A little over 100 people attended an opening reception on Jan. 20. The artwork is available for purchase. Pieces range from $400 to $15,000. A percentage of the proceeds will be donated to the History & Discovery Center to fund future educational programs and exhibitions.

Within Cuba, Guzmán has received the National Illustration Award "Raúl Martínez" in 2011. His work was selected for the imagery for the 31st International Festival of New Latin American Cinema in Havana. He has also participated in several iterations of the Havana Biennial and Subasta Habana.

His work can be found in private collections and museums around the world, including Austria, Germany, Monaco, the United Kingdom, South Africa, Russia, Portugal, the Basque Country, Brazil, Mexico, Guadalupe, Venezuela, Spain, Costa Rica, Puerto Rico, Slovakia, Trinidad & Tobago, Panama, France, the Netherlands, and the United States.

MUSEUM WELCOMES ACCLAIMED CUBAN ARTIST Exhibit on display through April

T

he work of critically acclaimed Cuban artist Carlos Guzmán is on display at the Florida Keys History & Discovery Center through April.

One of Cuba’s most imaginative and creative contemporary painters, Guzmán combines fantasy and allegory in 22 otherworldly paintings and drawings. They’ll be on display until April 24 at the center in Islamorada.

Guzmán’s artistic vision is filled with dreamlike figures in lavish costumes tinkering with strange technologies in a parallel universe. Each piece grabs the viewer, inviting them into a world of whimsy and magic.

Represented in exhibitions around the world, Guzmán has participated in almost 100 collective and personal expositions. His creations are included in private and institutional collections in different countries. Among his most notable solo exhibitions are “The Magic of a Magic Instant” (Miami, 2013); “Changement des tons dans l'auvre de Guzmán” (Paris, 2012); “Carlos Guzmán” (Portugal, 2010); “Another Dimension” (Saint-Martin, 2009); and “Sailing Your Nights” (Havana, 2007). In 2014, Guzmán was selected to represent Cuba for the first time at the Fourth Annual Art Camp, “Colors for the Planet,” organized by UNESCO in Andorra.

lorida Keys Concert Association held its second concert, featuring pianist Frederic Moyer, on Jan. 25 at Coral Shores High School’s Performing Arts Center.

Sponsored by Centennial Bank, Moyer was excited to be back on a stage playing to a live audience, as the pandemic canceled many concerts.

Moyer intentionally selected a program of celebratory and upbeat music.

Moyer is a multi-talented pianist who is well known to local concert goers. As Norman Werbner, FLKCA program director, said, “The pianist is one of our favorites with many repeat performances. He plays classic and jazz music in a new way – in Fred’s invention of his performance.”

Moyer redefined his piano recitals using his invented MoyerCam that allows the audience to view his hands and keyboard from any seat in the hall.

Additionally, his USolo software allows him to play his recitals with a synchronized orchestral accompaniment.

He started the concert with Fantasy in F-sharp Minor by Felix Mendelssohn. The composer wrote this piece, inspired by Beethoven’s Moonlight Sonata. Frederic Chopin’s Ballade No.3 is an unfolding to the ears story about seduction and punishment. Moyer’s grandfather, David Moyer, at 9 years of age was a prodigy and played for Teddy Roosevelt in the White House, Fred said. The Ballade is based on Adam Mickiewicz’s poem about a mysterious

lake and a man falling in love with a mysterious being that presents itself in an image of a beautiful woman.

Chopin’s Waltz No.5, a grand waltz brilliant, ended the first half of the concert.

In the second half, Moyer played Piano Concerto No.1 by Piotr Ilyitch Tchaikovsky. As Moyer said, “The idea of playing Tchaikovsky came from Norman, FLKCA program director. In the Concerto, the piano competes with a whole orchestra.

Think of ballet. People dancing to this music.” Moyer created orchestra audio to fit this contest.

Before playing the Concerto, Moyer told a story about Tchaikovsky. The composer was unsure of himself at 35 years old when he wrote the piece to a friend Nicolai Rubenstein. In Moyer’s words: “After playing it to Nicolai, there was a gaping silence in the room. After a while, Nicolai said that everything was primitive and hard to play.

Piotr was insulted and replied to Nicolai that he is not changing a note and rededicated the Concerto.

Until now, the Concerto is one of the most liked musical pieces in the world.”

For an encore, Moyer played a preview for next year. It was an uplifting jazz trio to a song “Oh, What a Beautiful Morning,” by Rodgers and Hammerstein, from “Oklahoma.”

Barbara Koch, a season ticket holder said: “I love Fred Moyer. He always teaches me something about the music that I didn’t know.”

The next concert will welcome Lysander Piano Trio on Monday, Jan. 31 at Marathon High School and Tuesday, Feb. 1 at Coral Shores High School. Both concerts begin at 7:30 p.m. Tickets are available at the door and online. More information is at FLKCA.com

n the Florida Keys, animal nonprofits were thrilled to receive thousands of dollars of donations on Jan. 17 due to the “Betty White Challenge,” a nationwide trend.

White, star of the “Mary Tyler Moore Show” and “Golden Girls,” was loved by millions. Her career experienced an unexpected renaissance in 2010 at age 88, due to a Facebook campaign that successfully nabbed her a Saturday Night Live hosting gig.

It seemed as though she was going to live forever. But she passed at age 99.

According to the Washington Post, “White was an avowed animal lover, an advocate for guide dogs, a long-standing board member for the L.A. Zoo, and a recipient of American Humane’s highest honor, the National Humanitarian Medal and the Legacy Award.”

So White’s fans and animal lovers across the country created the “Betty White Challenge,” encouraging people to donate to animal nonprofits of their choice on what would have been her hundredth birthday, Jan. 17.

To say that this fundraiser was a nationwide success is to put it lightly.

“We saw an incredible turnout for the Betty White Challenge, far beyond our expectations,” said Tiffany Dunsmore, the development director of the Florida Keys SPCA, which has branches in Key West and Marathon.

“We received over $10,000, which was way, way crazy for us.”

Dunsmore said the money will go directly into essential needs such as vaccinations and other medical care for homeless pets. She said a lot of the donations came online, but two organizations — Marathon’s Jolly Roger RV Resort and Bar 22&Co. in Key West —

both held fundraisers for the FKSPCA. Peggy Coontz, animal care director for the Key West Wildlife Center, also saw more donations than usual.

Angela Boehm, president of the Upper Keys Humane Society in Key Largo, said the nonprofit received $2,800 in donations on her birthday.

“We’re going to buy something in her honor,” she said. “Maybe a dog run or a surgical table.”

Suzi Youngberg, rescue coordinator for Key Largo’s MarrVelous Pet Rescues, said the organization received $4,400 on Jan. 17. The funds will go toward vet expenses.

Mary Stella is the director of media and marketing for Marathon’s Dolphin Research Center. On Jan. 17, about a dozen or more people spontaneously donated to the center in White’s name.

“What a tribute,” said Stella. “We and our colleagues at other dolphin facilities and zoological institutions really appreciated Betty. She believed in the work we do, and the way we educate the public about the animals in our care. While we were never fortunate to have her visit us, she visited our colleagues, like Georgia Aquarium and SeaWorld. She will be missed. Even in her passing, she was benefitting the animals she cared so much about.”

HURRICANES COLLIDE Somerset Academy edges Coral Shores in boys basketball

S

torms collided on Jan. 20 as the Coral Shores Hurricanes varsity boys basketball took on the Somerset Academy South Homestead Hurricanes.

Offensive power from Somerset Academy scorers, however, led them to victory. 58-46. Coral Shores had a field goal percentage of 39% and a three-point percentage of 25%. Somerset went 36% from the floor and had a 23% three-point percentage. The Coral Shores varsity boys’ past two games ended in forfeit wins, with Palm Glades Prep Academy and MAST Academy not able to play. They’re back in action on Thursday, Jan. 27 at Palmer Trinity in Miami. They’ll close out the season with a home game against Key West on Feb. 2, followed by an away game versus Marathon on Feb. 4.

I would say spaghetti and meatballs and dad’s popcorn are my favorite foods. I also like egg sandwiches with bacon.

What do you want to be when you grow up and why? I want to be a zookeeper because I can also be an animal trainer.

What do you hope to be remembered for at TVM? I want people to remember me as a good kid.

What is one favorite way to spend your spare time? After school I like to take off my shoes and take a shower. I like to sing “Who let the dogs out?”

pper Keys U14 girls soccer players took their opponents to task during the AYSO State Games in West Palm Beach on Jan. 15-17. Going undefeated through four games of play, the team came back to the Keys champions after beating Homestead, 2-1.

The Upper Keys U14 team scored 12 goals through four games. Leading the way were Mya Champigny, Kai Redruello, Bayley Catarineau, Grace Goodwin, Ivy Tiedemann and Marina Ziarno. Opponents scored only two goals throughout the state games.

Eight goals were scored with none given up in the team’s first two games.

Game 3 was canceled due to weather, leading the U14 girls to a semifinal game that ended in a 2-1 victory.

A victory in the finals came against a Homestead team that had their number the past two years.

“If I did not know before, I certainly know now that the girls had a will to learn the game of soccer. It wasn’t the games that drove them,” said coach Peter Galera. “It was their relentless

pursuit of being a skilled soccer player and reaching that goal of playing high soccer and maybe beyond. I’m so proud of these young ladies. I believe they have jump-started soccer again in the Upper Keys.”

Rewind to late 2019: many parents whose girls played on Catarineau’s state team wanted them to stay and grow together. With help from one of Catarineau’s longtime friends, Galera, that wish became a reality. The two coaches have worked with the group of girls since January 2020 when they were competing in the U12 group.

A COVID-19 pandemic in early 2020 would complicate matters for the team. They wouldn’t return to the field until August of that year. Middle school girls hit the field for tryouts, and several players joined the team.

Catarineau said the team set out several years ago with two goals.

“First, to keep our girls playing soccer year round. Second, to keep them from having to play co-ed soccer,” he said. “These girls gave their blood, sweat and tears to get where they are today. As a father and a coach, I couldn’t be prouder of their commitment to themselves and their teammates.”
