Florida gas prices are declining again after surging in the past two weeks. According to AAA, the state average declined almost 2 cents per gallon last weekend to $3.30 per gallon. That’s 10 cents more than this time last year. In 2022, gas prices reached a new record high of $4.89 per gallon in June.

pirited debates abounded at the Marathon City Council’s Jan. 10 meeting as the council wrestled with fee reductions for building permits and BPAS points, many of which members of the community have overpaid for in the last few years.

In an effort to reduce the city building department’s excessive reserves, city staff asked the council for clear direction in a potential reduction of building permit fees for Marathon residents. The extensive surplus built over the last few years was buoyed largely by increased development in Marathon since Hurricane Irma and extensive fees collected in relation to Grassy Key’s upcoming Valhalla Resort construction.

The current $4 million in reserves is legally impermissible according to Florida statute, which allows for a reserve equal to the department’s average expenses over the prior four years. As Marathon finance director Jennifer Johnson informed the council Tuesday night, that number is roughly $1.6 million for Marathon. Permit fees collected may only be used to enforce the Florida building code and may not be transferred for use in other departments.

City attorney Steve Williams informed the council that the two-year retroactive reduction in fees — and the corresponding refunds – that drew initial support from the council could wade into ethically questionable waters. Records obtained by the Weekly indicate that at least four of the five council members or their families have paid permit fees in the last 15 months and would likely be eligible for a refund with a retroactive reduction.

tion would include enough Marathon residents to avoid triggering a clear conflict of interest as outlined by the Florida Commission on Ethics. According to the commission, a council member may not vote on an action that would benefit a group of residents smaller than one to two percent of Marathon’s population if he or she would be included in that group.

However, if any of the council members would receive a refund that was “disproportionately high” compared to the average amount refunded, the council member would be required to recuse himself or herself from the vote, possibly preventing the council from reaching a quorum and taking official action.

Keys Weekly has submitted a records request for permit fees paid by all council members since the city’s building permit software launched in December 2020, as well as the average fees paid per applicant over the same period, but results were not yet available as of press time.

With an official vote tabled for the council’s February meeting, Williams will meet with each council member to determine their status in relation to the average refund owed and explore options with the ethics commission for council members possibly donating their refunds to charity.

A discussion of fees paid by applicants to earn additional points in the Building Permit Allocation System (BPAS) brought another debate. As currently written, applicants in the system may donate buildable lots and sums of cash – calculated in proportion to the

value of one acre of conservation land – in exchange for up to 11 points in the system’s rankings.

Many residents have publicly decried the system, viewing the “extortion fee,” as it was humorously referred to by councilman Kenny Matlock, as a “pay to play” donation that provides a roadblock for long-term locals while allowing developers who can pay the price tag to continue receiving allocations.

With allocations dwindling and eligible lots becoming harder to find, the value of conservation land – and the resulting required donations – have skyrocketed exponentially. The council voted in July 2022 to double the fee from $18,200 to $36,400, but the current value is now estimated at a whopping $115,000.

With only four BPAS periods remaining, council members debated the impacts of waiving fees for residents currently in line for owner-occupied homes as well as the merits of changing Marathon’s code to lessen the financial burden for long-term residents looking to gain additional points in the system.

With no clear language in Marathon’s code defining how closely the fees must follow fluctuations or averages in appraised value, the council unanimously voted to reaffirm the $36,400 fee, with the caveat that applicants already in BPAS before July 2022 will be assessed the fees in place at the time of their application’s filing.

A HEAVENLY ‘HELL WEEK’ The start of high tourism season in the Keys was a welcome return to normal

h, the weather outside was frightful.

Well, at least by the standards of the Florida Keys, where temperatures for the Christmas and New Year week dropped to the 50s and 60s and the sun took a few days off.

But that didn’t stop visitors from piling into the island chain, filling hotels and frustrating drivers with traffic on U.S. 1.

A busy holiday week seems to have foretold a busy winter tourism season, as the Keys remain packed with visitors and community calendars continue to fill with events. But still, the crowds and room rates aren’t as elevated as they were in 2021, a year that one local tourism expert called “an anomaly” with how “psychotically busy we were,” said Jodi Weinhofer, president of the Lodging Association of the Florida Keys and Key West.

“I don’t think this year, on any level, will match 2021,” she added. “But we’re doing really well. Our rates are higher than in 2019, but they’re nowhere near last year, which is fine because that simply wasn’t sustainable. And it’s better overall for the destination because no one wants it to be that crowded.”

Also, Weinhofer pointed out, “Think about how many people first got here in 2021 and have nothing to compare it to.”

“Last year was the ‘revenge spend,’ as we’ve been calling it,” said Tourist Development Council chair and Dolphin Research Center CEO Rita Irwin. “We’re not going to see those numbers again, and from a budgeting perspective for both the TDC and DRC we didn’t even pretend it would be like last year.”

Irwin called the week a “nice steady stream” of guests at DRC that met the facility’s budget crafted from pre-COVID numbers, noting in particular that guests in a post-COVID “hell week” were more patient and amicable than in the past – possibly just happy to be taking a vacation for the first time in years. Just up the road, Sheldon Suga, Hawks Cay Resort managing director, had similar comments, complimenting “great guests from the north.”

Reports were largely similar for Middle Keys businesses. While Castaway restaurant owner John Mirabella noted that his nights have tended to end earlier since the pandemic, his December 2022 numbers beat out the same month in 2021 by 6 percent – even with weather-related flooding the day after Christmas causing him to forfeit an estimated $10,000 in sales.

Marathon pizzeria Coast to Coast Pizza Company logged its highest-grossing day since opening its doors in late March 2022, while Brutus Seafood owner Elise Mucha told the Weekly her “kitchen tickets were hitting the floor every evening.

“I’m extremely grateful to be busy, but hell week is a lot,” she said. “It’s not even manageable. … You just have to try to manage guest expectations and cross your fingers they aren’t grumpy after the holidays.”

The cold snap to start the week kept water enthusiasts on land, affecting water sports and fishing charter activities throughout the Keys.

But Judy Hull, Islamorada Chamber of Commerce executive director, said that although there were a few days where visitors couldn’t enjoy the water with the cold spell, the holiday season for businesses in the village was nothing short of spectacular.

She added that the Visitors Center in Islamorada hadn’t seen a dip yet since the new year.

“Usually there will be a rush the first of January and see a little dip in the middle of the month, and pick back up in February. I always look at Valentine’s Day as the peak,” she said.

Elizabeth Moscynski, Key Largo Chamber of Commerce president, said the weeks leading up to and after the holiday were bustling in the northernmost Keys.

“Hotels were almost at full capacity. Our visitor center was hopping. We were seeing hundreds of guests a day,” Moscynski said. “We have not seen these amounts of folks in years.”

that compiles hotel, guesthouse and vacation rental information for destination markets, including occupancy percentages and average daily room rates.

New Year’s Eve saw the highest occupancy throughout the Keys, with 96% of all lodging establishments occupied, with an average daily rate of $806, STR reports. Throughout the week, between Dec. 22 and Dec. 31, average daily room rates more than doubled, starting at $347 on Dec. 22 and ending at $806 on Dec. 31.

“This year was unique in that Christmas and New Year’s Eve fell in the same week,” said Haley Luther of STR. “For the week ending Dec. 24, 2022 (the week before Christmas), the Florida Keys had the second-highest occupancy among all U.S. STR-defined markets, coming in slightly behind New York City.”

That same week, the Florida Keys also had the third-highest average daily room rate among all U.S. STR-defined markets, coming in behind only Maui Island and Hawaii/Kauai Islands.

For the entire 10 days between Dec. 22 and Dec. 31, the Florida Keys’ average daily room rate was $613. That average includes lodging establishments throughout the island chain.

While occupancy percentages tended to be higher for the holiday week in 2019 (before the pandemic skewed visitor data), average daily room rates this year were significantly higher than in 2019.

“The Coast Guard continues to interdict and rescue migrants from grossly overloaded, unseaworthy vessels,” said Lt. Cmdr. We are working closely with partner agencies to save lives and prevent illegal entry to the United States via our southeast maritime border. Those interdicted at sea will be repatriated.”

n Jan. 6, Gov. Ron DeSantis signed Executive Order 23-03, activating the Florida National Guard, directing state law enforcement and other agencies to provide resources in support of local governments responding to the influx of migrants landing in the Florida Keys, and providing additional support toward efforts to prevent further migrant landings on Florida’s shores.

Blaming the administration of President Biden for the problem, Desantis said, “I am activating the National Guard and directing state resources to help alleviate the strain on local resources. When Biden continues to ignore his legal responsibilities, we will step in to support our communities.”

The Monroe County Sheriff’s Office, which has 194 deputies, has been dedicating the resources to manage the movement of hundreds of migrants while also ensuring adequate public safety.

The state will deploy airplanes and helicopters from the Florida National Guard, and will bolster Florida Fish and Wildlife Conservation Commis-

sion marine patrol to support water interdictions and ensure the safety of migrants attempting to reach Florida through the Florida Straits.

Florida has a long history of helping refugees, including Cubans and others fleeing communist regimes, find support after they arrive in the United States; however, this has always involved support from the federal government and a large, coordinated effort among state, federal and local governments.

On Jan. 1, about 300 illegal aliens unlawfully entered Dry Tortugas National Park, located about 70 miles west of Key West, with an additional 45 illegal aliens entering Key West.

This massive influx of illegal immigrants caused the park to close to ensure the safety of visitors and staff and to provide the space necessary to attend to the illegal immigrants. Since August 2022, federal, state and local law enforcement have encountered more than 8,000 migrants in waters off the coast of Florida.

HELPING THE HELPERS COMMUNITY SAYS ‘EFF CANCER’ AGAIN WITH OVERSEAS’ MARK BELILE DAY

A

t this point, the willingness of the staff at Overseas Pub and Grill to step in and help a community member in need has become a hallmark of the Marathon eatery and watering hole.

But ask any of them, and this one hits a little differently.

In another “eff cancer” effort, Saturday, Jan. 21 is set to become Mark Belile Day at Overseas. A retired 32-year veteran of the Monroe County Sheriff’s Office and U.S. Army, Sgt. Belile and his family are battling Mark’s rare diagnosis: stage IV neuroendocrine pancreatic cancer that has now metastasized to his liver. While Mark has undergone intense rounds of chemotherapy, the family is now, in their words, “praying for a miracle,” and has already pulled more than $19,000 from their savings to cover medical expenses.

Upon hearing of the family’s fight, bar manager Andy Sharf knew it was time to break out his signature rallying cry on Facebook: “It’s that time again!”

As they have so many times before, Overseas’ bar staff will donate all their tips from the day to the Belile family. A silent auction until 10 p.m. with around 70 items up for bid – by Sharf’s estimation, his largest ever – will include items from boat repair certificates to helicopter and jet ski tours, fishing charters and AirBNB stays, cumulatively valued upwards of $50,000.

Another round of “F*** cancer” koozies donated by Ryan Schraffenberger’s Promotions Guy are already on sale, with all proceeds going directly to the Beliles.

Local musicians and DJs including the 79th Street Band and DJ FIJI will provide the musical backdrop for the evening, capped off by a special 10-song set from “I’m From Key West” rappers Mike Stack and D-Lew at 9 p.m.

“Andy reached out to our law enforcement family that he’s friends with and discussed it with them, and it just snowballed,” said Belile’s wife Charlene, herself an MCSO employee for 28 years who currently serves as a lieutenant in the Islamorada district.

Support began flowing immediately, fueled by the family’s extensive ties to service and law enforcement throughout the Keys. Belile’s 22-year-old son Travis is a corrections officer in

Key West, and he’s proud to call himself a father figure to 28-year-old Jack, a fellow veteran and current nurse.

In addition to Overseas’ upcoming fundraiser, Charlene praised anonymous donations to the family already made through the Monroe County Stars of Hope, an organization committed to “taking care of those that protect our community in the direst of times.”

“The amount of support is unreal,” she said.

“Random people will just walk up and pray with us or pay for our breakfast. We’ve had complete strangers from different churches come and stay with us and give their support, and another gentleman who owns a local construction company came out and fixed our roof that was leaking.”

“Mark and Charlene are the most thoughtful people I’ve met,” said family friend Marie Blanton, who together with her husband Tyler and many others have stepped in as often as possible to provide child care for the couple’s youngest son, 6-year-old “Little Mark.” “They would give or do anything to help someone, no matter if you’re family friends or a local stranger.”

“Mark and Charlene have given so much of their time to serving their community both on and off the clock,” Tyler told Keys Weekly. “They never cease to exhibit true selflessness in every aspect of their lives. They are both extraordinarily amazing members of our community and deserve the greatest amount of support.”

“I didn’t know anything about what they’d planned at Overseas,” Mark told Keys Weekly.

“It came as a total surprise to me, but I’m so blessed to have people coming over and praying with me at the door.”

WOLFE STEVENS DOUBLES UP Firm announces addition of Dale Coburn to legal team ALEX RICKERT alex@keysweekly.com

arathon attorney Patrick Stevens and the law offices of Wolfe Stevens PLLC received a massive Christmas present to close out 2022, with the addition of highly touted attorney Dale Coburn. But as two good friends who first met through their wives, the professional pairing is chapter two of a team-up that began more than 11 years ago.

Born and raised in the Dayton, Ohio area, Coburn’s draw to the courtroom began at a young age, when he recalled watching scenes from Samuel L. Jackson and Matthew McConaughey’s “A Time to Kill.”

“I’ve always been involved in acting since I was younger, and it was kind of a blend of telling a story and acting while making an argument, trying to be persuasive, and bringing people around to the way that you think they should see things,” he told the Weekly.

After graduating in 2010 from the University of Dayton School of Law, his wife Courtney’s employment at Dolphin Research Center eventually drew him to the Keys, where he began his legal career with civil litigation at multistate firm Vernis and Bowling’s Islamorada offices.

After just over a year, a call from Stevens alerting Coburn to an opening at the public defender’s office, where Stevens worked, led the pair to team up for the first time. Jumping at the chance to practice criminal law as he had first imagined, Coburn rose over the next four years from a misdemeanor attorney to the Marathon branch’s felony supervising attorney.

And though he eventually returned to Vernis and Bowling in 2015 to develop his civil litigation skills even fur-

ther, his first experience with Stevens had left a mark beyond their friendship outside the office.

“Just because you get along with someone doesn’t mean you can necessarily work together, and we did that very well,” he said. “Our styles and what I would say are our strengths matched and complemented each other. I enjoy doing a lot of research, and I learned most of my courtroom style in being a trial attorney from Patrick.”

When Stevens came knocking in 2022, looking to expand his own firm and use the skills Coburn had honed over the past seven years to fill a market need, a move back to Marathon within three miles of his home made too much sense -- especially with Coburn adding the title of Proud Dad to his resume in 2021, with an adorable daughter, Kaylynn.

“I had always thought, if I ever have a chance to hire an employee, I’d be very lucky to hire someone like Dale,” Stevens told the Weekly. “So, I might as well hire the person that I want to hire someone like.”

Both Coburn and Stevens relayed their excitement at the firm’s increased ability to serve more local clients in all areas of civil litigation. As a former vice president of the Marathon Community Theatre and current board member at Grace Jones Community Center, Coburn told the Weekly he was happy to trade hours of commuting for opportunities to increase his presence in the community and spend more time with his family.

“I always appreciated that Patrick is up front and honest, and that’s something that I prioritize,” he said. “So when the opportunity came where he was looking to have a litigator to help out and fill in the market, I was very excited to come back.”

FLORIDA KEYS SANCTUARY TAKES TOP SPOTS IN NATIONAL PHOTO CONTEST

Wildlife photos showcase island ecosystems

mages of Florida Keys National Marine Sanctuary have won top spots in the 50th-anniversary edition of the “Get into your Sanctuary” photo contest sponsored by the Office of National Marine Sanctuaries. A festive flamingo tongue snail and colorful roseate spoonbill in flight rose above more than 700 entries to capture first and second places, respectively, in the “Sanctuary Life” category, which spotlights fish, birds, marine mammals and other ocean creatures.

“Given the more than 6,000 species of marine life that are at home in the Florida Keys, it’s no surprise to see these photos in the winners’ circle,” said Sarah Fangman, sanctuary superintendent. “The quality of our wildlife attracts great photographers and we are grateful for the keen eyes of those who captured these images for posterity.”

First-place winner Daryl Duda is no stranger to national recognition of his work. Earlier this year, a different Duda photo was among those selected for a U.S. postal stamp series celebrating the 50th anniversary of the national marine

Duda’s close-up of the flamingo tongue snail was snapped at Elbow Reef Sanctuary Preservation Area, not far from his Key Largo home, and includes a diver in the distant background, encapsulating the beauty and accessibility of marine life in the Florida Keys.

Big Pine Key photographer Jack Louden snapped the runnerup image of a roseate spoonbill as it flew above a calm coastline just south of Bahia Honda. Louden in 2021 retired from Switlik Elementary School where he taught music, and is now turning his photography hobby into a profession.

“I am so lucky to be able to enjoy the best of mother nature in the fabulous Florida Keys,” says Louden, who spends about two hours each morning looking for new subjects. “I take pictures of everything from Key deer, to gators at the Blue Hole, to spoonbills and flamingos. There was a very rare bird that was here a couple years ago — the Cuban pewee.”

While the contest does not carry a monetary award, winning photos will be featured in the 2023 Earth Is Blue Magazine and on the Earth Is Blue social media campaign. A web story on all winners can be found here.

able,” a juvenile great white shark, “pinged” in the waters off of Layton on Jan. 3 at 5:26 a.m. Locals and shark enthusiasts are excited.

“How lucky we are!” a Facebook post in the popular “What’s Happening in the Florida Keys” group captioned a picture of Sable along with a screenshot of her latest satellite ping in offshore waters. “Keep an eye out for her approximate 11-foot length and 1,000 pounds,” the poster added, with happy face and shark emojis.

“Nothing says healthy reef like sharks!” another local responded.

White sharks are among some of our favorite “snowbird” species migrating south for the winter. They’re likely circling the Keys on their way to the Gulf. Patrick Rice, chief science and research officer at the College of the Florida Keys, previously told the Keys Weekly about how white sharks, like other migratory species, follow the movement of their food.

“These sharks are following tuna and marlins that are going to the Gulf of Mexico to spawn,” he said. “They follow the big migratory species: bluefin tuna, yellowfin tuna and blue marlin.”

These are larger pelagic fish that live in the open ocean rather than at the bottom of the sea. Sharks like Sable typically travel offshore, along the edge of the continental shelf in water depths

over 3,000 feet.

OCEARCH, a research group using advanced tracking technology to follow species like sharks, first encountered Sable during a September 2021 expedition in Nova Scotia. Her namesake is Sable Island National Park Reserve, about 180 miles offshore of Halifax, Nova Scotia – near where she was tagged.

Researchers used a hydraulic lift aboard OCEARCH’s research vessel to bring Sable on deck, where they took length and weight measurements as well as blood samples and vital signs.

At the time of tagging in September 2021, she measured 10 feet, 6 inches and 807 pounds. Then, the team fitted Sable’s dorsal fin with a smart position or temperature (SPOT) tag, which sends a satellite signal with location information whenever the tag breaks the water’s surface. The ping data then shows up real-time on OCEARCH’s website, which is available to the public.

The tag should last five years and may provide new data about white shark migrations. Sable was the 76th shark sampled, tagged and released as part of OCEARCH’s Northwest Atlantic white shark study.

The highly specialized tracking data pool that groups like OCEARCH are creating helps scientists better understand seasonal migration patterns.

In 2021, OCEARCH’s chief scientist Robert Hueter noted that Sable likely spends a few months “cruising around Canadian waters” feeding on highenergy foods like seals before coming south in the early part of winter.

“People do not have to worry.

People should rejoice that the white sharks are beginning to return,” Hueter said. “Their numbers are beginning to come back up after many years of declines and our worries about the disruption to the marine ecosystem.

They’re coming back.”

THE GRAND OLD OSPREY

A

n osprey does not express his love quietly.

He screams it in decibels as sharp as glass shards that carry for miles. He does not proclaim his love from the rooftops, but from several hundred feet above the rooftops. And it’s MARK not all just proclaiming.

Osprey are some of the most widely distributed raptors in the world, found on every continent except Antarctica. Though they sometimes winter in South America, they don’t breed there.

While most birds have some kind of descriptive term attached to their name, osprey are one of the bird world’s few mononyms.

Like Cher, Madonna and Bono, their whole name is the single word. The name mutated from the Old French “ospreit,” which somehow mutated from the Latin “Avis praedea,” meaning bird of prey. But the name also mutated from the Latin “ossifrage,” which means “bone breaker,” because osprey look kinda sorta like bearded vultures who have a habit of picking up the bones of dead lambs, flying them up to a great height, then dropping down onto the rocks to crack them open and gain access to the marrow.

Even though that’s not what osprey actually do. (Etymology and early natural history are not always precise sciences.)

Almost any paper you read about osprey will say they are nearly pure piscivores, with fish being at least 99% of their diet, but that 1% is probably something of an overstatement. One hundred percent is not a number scientists are generally comfortable with. There are reports of them occasionally eating snakes, very young alligators, or small mammals, but those are nearly always anecdotal.

As a result, osprey are occasionally called fish hawks or sea hawks (as in, the Seattle…).

Osprey fish by diving, usually from 30 to 120 feet up. They spot their fish from on high, often while hovering, then fall, talons out in front of their face. Sometimes they snag their fish in the top few inches of the water and haul them out seemingly without breaking their momentum. Sometimes they will dive as deep as 3 feet. The fish they catch are often 10% to 15% of their body mass.

Everything about their bodies works toward the goal of snagging fish from the water. Their feathers contain an oil that makes them water-resistant, though not waterproof, so after a series of dives they often have to perch and dry them out. Their eyes – a rich golden yellow – have nictitating membranes that slide over them like translucent protective curtains when they hit. Their nostrils can close to keep the high-pressure water from a splash from going into their respiratory system.

Their feet are large, muscular and double jointed, with long, sturdy talons that can pierce and grip their slick and often thrashing prey. Their wings have a telltale kink in the wrist and are long enough to seem almost rubbery when seen flapping from a distance, the length providing the power they need to pull the fish out of the water.

Once in the air, the flexibility in their joints allows them to turn the fish face forward, and it can often look as if they are riding a surfboard or a torpedo. They usually perch somewhere nearby and begin to devour their prey quickly. They tend to save the tail for last and often abandon it.

Because of all this, an osprey’s main environmental requirement is open water. In most of North America this means they fly north in the summer to breed, then south in the winter to avoid ice.

As ice is not an issue in Florida, our populations tend to be nonmigratory, and here they breed in the winter.

Most courtship tends to happen in December and early January.

Hence all the aerial theatrics around here this time of year.

On the mainline Keys, osprey often use manmade structures for nesting. You see nests on radio towers, telephone poles and channel markers. But you also often see them on structures specifically constructed to be osprey nests – usually an old telephone pole with about a 4-foot-square platform on top.

In the backcountry they will often build nests in the mangroves and, occasionally, directly on the ground.

Mostly they build nests out of sticks, but will occasionally include manmade objects such as plastic bags, rope, nylon mesh bait bags and, in the Keys, the occasional bra or scrap of an American flag. Fishing line is also sometimes incorporated, which can be hazardous, as chicks can get fatally entangled.

A study done in the late 1980s showed that osprey had the highest breeding success in the Upper Keys when they nested on manmade structures, rather than on the undeveloped islands in Florida Bay. While that may lead you to think manmade structures were superior, those success rates leveled out between the mainline islands of the Lower Keys and the backcountry islands south of Marathon, which leads me to believe it wasn’t the structures that made the difference, so much as the fishing grounds.

Osprey seem to have adapted well to breeding around humans.

When at Fort Zach a few weeks ago, a pair looked to be nesting on the pole across the field in the northwest corner of the park. It wasn’t clear exactly which part of the breeding process they were in, but hopefully they’re going to move beyond the drama soon and we might all get to see them raise a couple of chicks.

Senior, Coral Shores Soccer Senior goalkeeper Katelyn Gilman has been putting in the work for Coral Shores this season.

The ’Canes have six wins so far this season, with five shutouts.

Gilman most recently kept Coral Shores in the driver’s seat against county rival Marathon, saving six shots on goal and preserving the win for the Hurricanes. Coach Zach Owens praised his keeper, saying, “Katelyn played a great game. She directs the ball on the field, and she keeps us in the game with her play and attitude.”

For her positive attitude and fantastic game play, Katelyn Gilman is this week’s Keys Weekly Athlete of the Week.

THE 2022 KEYS WEEKLY ALL-KEYS VOLLEYBALL TEAM Last fall’s athletes representing Key West, Marathon and Coral Shores made strong showings in their competition across South Florida. Key West went 11-11, reaching the FHSAA District 16 4A semifinals in one of the most talented districts in the state. Marathon’s record was 2-17 on the season. Their District 16 3A run ended in round one against neighboring Coral Shores, which went on to play in the District 3A finals, earning runner-up status. Like Key West, Coral Shores had an even record, finishing the season 8-8. All three teams fielded talented athletes, and the Keys Weekly Newspapers are proud to recognize our 2022 All-Keys Volleyball Team.

ANNIE SCEPKOVA Junior, Key West In her first year playing varsity for the Conchs, Scepkova was deadly at the net, registering 24 blocks and 91 kills this season.

MVP EMIRI ICHIJO Senior, Key West Key West’s libero was equally important on offense and defense. Ichijo had 47 aces and 22 kills to complement her astounding 327 digs this season for the Conchs.

REESE HAGGARD Sophomore, Key West Haggard stepped up to the varsity level this season and made an immediate positive impact for the Conchs. She had near-perfect serving with a 96.4% service percentage as well as 31 aces and 94 digs this season.

SAMANTHA VENTIMIGLIA Senior, Key West Playing outside hitter, Ventimiglia recorded 178 kills and 36 aces. Her service percentage was an incredible 94.8%. The Conch senior also had 10 blocks and 234 digs, making her a true asset offensively and defensively.

Outside hitter Elsie Warwick had 143 kills for the Conchs this season as well as 38 aces, 179 digs and three blocks, making her a force for Key West this year.

Kailee led the Hurricanes in aces, chalking up 44 this season. A fierce competitor who rarely allowed the ball to hit the floor, Reinoso had 148 digs, making her a key cog in the Coral Shores defense.

Bailey was instrumental for her team this season, bringing positive energy to each practice and game. Described as everyone’s biggest cheerleader, Bailey pumped up her team whether she was on the court or bench. “Whenever she is not there, it is instantly noticeable that she’s missing because the atmosphere is not the same,” said Hurricanes coach Sam Ovalle.

Mandozzi led her team in serve rating, hit percentage, serve reception, digs (157) and kills (96) and was second in aces (43), making her an asset in every aspect of the game. Over the course of the season, she played multiple positions without complaint, helping her team wherever they needed it. “Mandozzi puts in the work during the off season, complimenting her talent and making her a force on the court,” said Hurricanes coach Sam Ovalle.

Quick was a playmaker for the ’Canes this season, coming up with big plays when her team needed them most.

She amassed 12 blocks and 43 kills and had a serve rating of 2.15, making her deadly both at the net and the service line. “Quick showed great improvement this season, working hard to be a great player and teammate,” said Hurricanes coach Sam Ovalle.

Playing middle hitter for the Dolphins, Hewlett brought a depth of knowledge to her team. “If there were any points in time during practices or games where she could spread knowledge, she would,” said Marathon coach Kelley Cruz.

Marathon’s outside hitter Elena Eubank was the youngest player for the Fins. “She is an all-around great player and natural leader,” said Marathon coach Kelley Cruz. “When faced with opposition, she worked through it and always came out the other side with a smile.”

PREP SOCCER SQUADS GEARING UP FOR DISTRICT PLAY With district playoff action beginning Wednesday, Jan. 25, Keys soccer teams are working hard to solidify their placements.

The state playoff brackets are generated via power rankings rather than head-to-head district matchups, and top-seeded teams enjoy an easier opponent and home field advantage.

GIRLS The Lady Conchs of Key West had two road trips in a row with two different outcomes. On Jan. 6, they lost 5-0 against South Florida HEAT. The following day, they enjoyed a 3-0 win against Gulliver. Striker Kathryn Smith had two goals and Jen Perloff had one in the match.

The Lady Fins traveled to Westwood Christian School on Jan. 5, beating the Warriors 3-0. Rain Banks, Sara Strama and Hannah Davis each scored one goal. The following night, Coral Shores put a damper on the Fins’ senior night, handing them a 6-2 loss at home. Both Marathon goals were scored

by Rain Banks, while Kylie McDaniel logged 17 saves in goal.

Coral Shores goalkeeper Katelyn Gilman kept the Lady ’Canes in the game with six saves while the offense took care of business. Kai Redruello scored two goals in the game and assisted Sophia Jans on her goal. Ashley Jans, Delany Donnelly and Amber Ender had the other three goals, with Ender’s assisted by Izzy Malloggi.

BOYS Key West had a big week on the pitch. On Jan. 4 they traveled to Marathon, where they defeated the Fins 9-1. Yoni Gvili and Loubins Fleuridor had hat tricks in the game while Wyatt Gibbons scored two and Daniel Quiche scored one. On Jan. 7, Gvili had another hat trick and Fleuridor scored one in a 4-2 victory over Bolles High School, which made the trip from Jacksonville to play the Conchs.

In Marathon’s game against Key West, Oscar Cardona had the lone goal. Cardona struck again with a goal on Jan. 6 when the Dolphins played Miami Country Day at home.

Henry Herrera added one for the Fins in an attempt to salvage the team’s senior night, but Marathon ran out of time, losing to the Spartans 3-2.

Coral Shores played Jan. 4 at Gulliver, losing 8-0. They face Key West in their next match on Jan. 17 at home.

here else in the Florida Keys can you feel like you are transported to another culture, and even another time, than at the Florida Keys Celtic Festival in Marathon? The lively event attracted thousands of visitors, including a slew of out-of-towners over the two-day weekend, with Scottish and Irish foods, entertainment and even a bounce house for the little ones. The festival was a fundraiser for the Hammock House Youth Programs at St. Columba Episcopal Church, a free after-school and camp program.

The Celtic Festival kicked off with a pre-party at Dockside Boot Key Harbor on Jan. 6 with revelry and music from

West of Galway Duo and Police Pipe and Drum. Children were treated to fun Celtic games in addition to the bounce house. Drake Irish Dance, one of the most prestigious Irish dance schools in the U.S., left the audience in awe with their precision and beauty.

The Scottish band Albannach had everyone toe-tapping with its unique sound (there’s a didgeridoo!) as did West of Galway, “Southwest Florida’s premier Irish party band.” Bag-piping Fort Lauderdale-based the Police Pipe and Drum Corps of Florida, the Byrne Brothers (originally hailing from Dublin and now living in Orlando) and the Screaming Orphans, an Irish band full of verve, offered traditional music with a modern pop and rock flair.

orty wounded military vets got on bikes and rode the Florida Keys from Key Largo to Key West beginning on Jan. 6.

The annual Wounded Warrior Project’s Soldier Ride began at Key Largo VFW Post 10211, where local residents waited to bid the veterans a cheerful journey south. They rode roughly 12 miles to the Old Highway in Tavernier, where students lined both sides of the

road, waving flags, clapping and offering words of encouragement. After a ride from the Marathon fire station across the picturesque Seven Mile Bridge later on Jan. 6 and a trip in Key West from the U.S. Naval Air Station to Bayview Park on Jan. 7, warriors closed their journey with a reunion with dolphins at Grassy Key’s Dolphin Research Center on Jan. 8.

BOAT-JET SKI CRASH IN KEY LARGO KILLS HIALEAH GARDENS MAN

A

Hialeah Gardens man riding on a jet ski died after a center console with two people on board collided with him near Key Largo on Jan. 2.

An accident report by the Florida Fish & Wildlife Conservation Commission states that the two-vessel crash occurred around 4:45 p.m. at Blackwater Sound, west of Moon Bay Condominium. The 25-foot Skeeter, with a Key Largo man and Pembroke Pines woman on board, was traveling south parallel to the eastern shoreline of Blackwater Sound as the Yamaha jet ski was traveling east to shore near Rowell’s Waterfront Park. The two vessels ended up colliding, the boat’s starboard bow striking the jet ski’s bow and throwing all three individuals into the water.

The operator of the center console, later identified as Anthony Abate, 36, could be seen in a video taken by a bystander hopping onto a jet ski to chase down his unmanned, running boat in an attempt to prevent the boat from hitting anyone in the water. He eventually got onto his boat and picked up his female passenger, later identified as Marilynn Gonzalez, 28. Both were uninjured in the collision.

The man on the jet ski, Adolfo Rodriguez Aguilera, 39, was recovered by good Samaritans nearby. He was transported to Mariners Hospital where he later died as a result of his injuries.

FWC was joined on scene by the Monroe County Sheriff ’s Office and Monroe County Fire Rescue. An investigation is ongoing, according to the FWC report.

“Our deepest sympathies are with the family and friends of the victim during this difficult time,” said Arielle Callender, FWC spokeswoman.

irtyBoat Captain Kit Carson Mobley was all but 15 minutes away from calling an end to a swordfish outing roughly 26 miles off shore with six on board. The waves were stacking up and daylight was dwindling.

A prayer from crewman and Mobley’s friend, Jack Philip, of Washington State, however, subsequently led to a bite and a fight from hell for mate Jose Boza. An initial surfacing by the swordfish had those on the boat believing the swordfish was in the 200- to 300-pound range. Twoand-a-half-hours later, the DirtyBoat out of Robbies of Islamorada had a 460-plus-pound swordfish on an Islamorada Swordfish Baits rod, with gear that included a LindgrenPitman SV-1200 electric reel from Tackle Center in Islamorada.

“We were tight,” said Mobley, who was watching it unfold behind the wheel. “We didn’t know how big the fish was until we got close. She was swimming up and down and not fighting us just yet. She didn’t fight until she was 800 feet off the boat.”

Several harpoon shots ensued once the swordfish came close to

the boat. When the head appeared, Mobley said they knew they had close to a 500-pound fish. Mate John McConnell hit the swordfish with the harpoon as they fought for another 30 minutes.

“The harpoon line was flying out the bucket like crazy. She was a mean fish,” Mobley said. “She’d come up and fight the waves. She was going with the current. We were drifting with that fish for 3 miles.”

It took the men aboard roughly seven minutes to bring the swordfish onto the boat. Then the high-fiving and a celebration began.

“It was a gift,” Mobley said. “We were thankful.”

With the swordfish caught, the DirtyBoat embarked on a threehour ride to Bud N’ Mary’s Marina in Islamorada to weigh the monster swordfish. It came in at 463 pounds.

“I’ll be lucky if I see a fish like that again,” Mobley said. “It just goes to show there are some true sea monsters.”

Some 400 pounds of meat was cut off the swordfish — 114 pounds of it shipped back to Washington State for Philip, family and friends to enjoy. Artist Lisa Lee Herman, owner of Islamorada’s Gallery of the Arts, made several prints, while Gray’s Taxidermy was making a mount.

A

threat made against Key Largo School on Jan. 3 — just a day before kids returned from holiday break — has led to an arrest warrant issued against an out-of-state juvenile.

According to the Monroe County Sheriff’s Office, a warrant was obtained the next day against an 11-year-old who’s reportedly responsible for the threats that were made on social media against the school. The student was reportedly from New Jersey. Local law enforcement worked with out-of-state authorities and the Monroe County State Attorney’s Office on the case.

“I want to thank my team and our partners at the school district and the State Attorney’s Office for their hard work in quickly resolving this case,” Sheriff Rick Ramsay said. “It’s essential that we work together to make sure these cases are handled quickly and effectively every time.”

Key Largo School and other Keys schools saw an increased law enforcement presence in view of the threat.

Monroe County State Attorney Dennis Ward told the Keys Weekly that social media threats made against schools are “one of the most serious threats we have in these times.” As for the punishment that the juvenile might see, Ward said it’s a lot different than it is dealing with older kids.

“We still have a lot of work to do as far as this 11-yearold is concerned. We have to figure out what direction we need to go from here,” Ward said. “Sheriff Ramsay and I take these threats very, very seriously.”

Last May, Coral Shores students reported to staff that violence rumors were circulating via social media. Officials said the threat was unsubstantiated. Another threat was reported roughly a week later as seniors were preparing for a parade to mark the end to their high school careers.

In fact, the first fad diet appeared in 1066 – William the Conqueror went on an all-liquid diet because he could no longer get on his horse due to how overweight he was, so he wanted to do something drastic to get back to his normal duties. Fun fact: after he died, the public learned the liquid was all alcohol.

I hope you read that and thought to yourself, “You’ve got to be kidding me. How ridiculous. An all-liquid diet?” And yet here we are in 2023 still promoting “quick” “easy” “money-back guarantee” gimmicks. I must admit I have tried three of the diets and eating styles from the list I rattled off earlier, but I’ll divulge my experiences in later articles.

The purpose of this article is not to tell you to avoid a potentially dangerous fad; it is to educate you on the intricacies of human behavior and psychology in just a few hundred words. I do love a challenge.

If caretakers cook nutritious meals regularly, children learn what nutritious food tastes like and will likely grow up to cook similarly. The flip side of that is true as well. If a child is introduced to only sugary, highfat fast foods or takeout, the child will grow up seeking out the same types of foods. Okay, phew, human behavior covered in a nutshell.

Now that we know what we see as children we are likely to repeat as adults, the same is true for what we hear. I’m going to set the scene for you and want you to figure out the outcome.

Trudy is a 37-year-old mother of a 7-year-old daughter. Trudy takes her daughter to go shopping and tries on a bunch of clothes while the daughter eagerly waits outside to see what her mother chose. Trudy rushes out of the dressing room in tears, saying over and over “I am so fat, I am so ugly, no one would

ever want to see me in this, I am disgusting.”

Year after year, the same shopping experience happens. How do you think the story ends?

So, now that you have had a crash course in child psychology and behavior, you can start to reflect on what you saw, heard and ate as a child and can now start drawing your own conclusions as to why you choose, think and say what you do today.

Humans typically gravitate toward fad diets because somewhere along their path they didn’t learn how to eat balanced nutritious meals, or they don’t feel like they have the right tools to do so. The marketing for these fads is exceptionally good at preying on those who feel shame about the way they look and feel about themselves. So good, in fact, that in 2020 the health industry reached more than $70 billion in sales.

FEES … FEES EVERYWHERE In Other News • After a second discussion led by Vice Mayor Robyn Still, council members directed city staff to move forward with reestablishing a program to provide grant funding to nonprofits that assist working residents in Marathon. With a total amount, eligibility criteria and a selection process to be established at February’s meeting, applicants would likely be evaluated by an advisory group of city staff before making recommendations to the council for final approval.

• A conditional use permit for the development of a restaurant and bar, retail space and 10 affordable housing units behind the existing Gulfside Village plaza was eventually approved after concerns expressed by residents and council members. With a design that initially included a marina, applicant David Crum indicated that recent surveys of the area bay bottom and grass beds would make the marina portion of the development more difficult than anticipated.

Citing an extreme need for affordable housing in the community, council members inquired about their ability to insert additional conditions in their approval that would ensure construction of the affordable units with rental rates feasible for low-income families.

However, as informed by planning director Brian Shea, the property’s commercial zoning already allows for construction of a restaurant following the clearing of exotic vegetation, and any attempts to levy additional conditions could result in the applicant scrapping the housing units and resulting conditional use permit while still proceeding with the restaurant.

When asked directly by the council, Crum said he was unwilling to voluntarily tie the development of affordable housing to his commercial plans.

• A second conditional use permit for a five-home development dubbed “Shipman Point” behind the newly-completed Crystal Cove apartments between 47th and 50th Street Gulf, along with a new city ordinance to address the maintenance and use of private streets like the one required in the development, were also unanimously approved.

• Mirroring Monroe County’s recently extended lease with the Pigeon Key Foundation, the council unanimously approved a 30-year lease agreement for space at the upcoming Seven Mile Marina. Pigeon Key will use the space for parking, ticketing, train parking and an eventual gift shop and small visitor’s center when interior space becomes available at the property. The lease is subject to review and adjustment every three years.

• Williams and Garrett announced that a settlement in the ongoing litigation over the Boatworks development at the end of 39th Street Gulf should be available for the council’s approval before its next meeting.

KEYS RESIDENTS FIND AFFORDABLE HEALTH INSURANCE FREE HELP WITH OPEN ENROLLMENT AVAILABLE THROUGH JAN. 15

ommunity organizations including Womankind, Health Insurance Navigation Program with Epilepsy Florida, Community Health of South Florida (CHI) and Rural Health Network are all offering free assistance to Monroe County residents to help shop, compare, enroll, change or renew health insurance plans for 2023.

Carolyn Thomson is a federally certified ACA health insurance navigator with scheduled events throughout the open enrollment period to make it convenient for Monroe County residents to come see her in person to ask questions and get personalized help. And, if people can’t make it to one of her schedule events, Thomson is also available for phone appointments.

“I’ve been crazy busy throughout open enrollment helping lots of folks with their health insurance needs,” said Thomson. “I have found there is a lot of confusion and misinformation about health insurance and the Marketplace and how it all works. That’s where I come in. I believe I am making a difference by providing educational information and guidance through the application process that results in people getting affordable health coverage.”

Thomson was able to help someone who speaks only Russian successfully enroll in a health insurance plan using Google translate.

Thomson’s knowledge and experience reassured a couple who was trying to decide which plan was best for them for the new year. After a successful enrollment they expressed their gratitude to Thomson in a letter, stating: “Thank you very much for your help and input. I am much more confident going into the new year since I have chosen the proper insurance plan with your help.”

A local woman insisted she “made too much money” to qualify and feared her premium would be too expensive. Thomson’s patience and persistence paid off when she

was able to enroll the woman in an affordable plan. After the enrollment, the woman texted Thomson to say “Happy to have found you!”

And there was a man who thought he couldn’t afford health insurance for his three children. He was overjoyed to discover, with Thomson’s assistance, they qualified for a zero-premium plan.

The Florida Department of Health in Monroe County (DOHMonroe) encourages everyone without health insurance to take advantage of the free assistance available in our community before the last day of the annual Open Enrollment period on Jan. 15, 2023.

o matter how many individuals appear in the pages of each edition of Keys Weekly, there are always so many more of our community members who deserve to be recognized. In an effort to shine a spotlight on more of the incredible individuals who live and work in these islands, Keys Weekly is proud to spotlight our Neighbor of the Week feature, dedicated to celebrating a community member with each issue.

This week’s neighbor, like so many of us in the Keys, worked three jobs when she came to the islands in 2017 before transitioning to a career as a full-time real estate agent in 2020. By January 2022, she opened her own brokerage here in Marathon: Seafarer Realty.

How did you first come to the Keys? I moved here with my husband, two kids and our dogs. I initially worked at Castaways, Keys Kayaks and Cracked Conch – yes, all at the same time. In 2020 I was able to transition to real estate full-time and in January 2022, I opened Seafarer Realty. I am very involved with the Chamber of Commerce and our Realtor association (MLKAR). I serve on the board for both of these organizations as well as for the United Way Local Area Board. My husband and I have a few favorite causes we support including Presents in Paradise, Habitat for Humanity and Wesley House.

What’s your hype song and your sad song? Hype song: “X Gon’ Give It To Ya” by DMX. Sad song: “Gone Away” by The Offspring.

If there was one chore you could have taken away from you forever, what would it be? Picking up after our three dogs on their walks. It’s gross but necessary.

What is the most ridiculous social media rant you’ve witnessed? That one time someone was mad that Trauma Star was flying over their house.

What would you do if you won the lottery? Adopt all the dogs and foster teens in crisis. I'd make sure my whole family was well taken care of, and my friends too.

What’s your most irrational fear? It’s not really a fear, but I am not a fan of swimming in lakes.

What’s one thing that’s always on the menu, but you will never try? Raw oysters.

What’s one thing most people never knew about you? I collect pre-1800 rare books and manuscripts. (Editor’s note: Be on the lookout for her new Owl Library and Book Store opening soon!)

Two truths and a lie: I love to fish, my favorite movie is Labyrinth, and I have a cat. (Our last Neighbor of the Week, Jeanette, isn’t a fan of fishing.)

What’s the best advice you’ve ever received? In the end, everything will be ok. If it's not ok, it's not the end.

What’s the stupidest thing you’ve ever done? I gave up my 2007 Chevy Trailblazer SS. What’s the strangest real estate request you’ve gotten? To protect the innocent, I can't answer this…

If you could only use one word for the rest of your life, what would it be? “Perfect.” The tone changes the meaning, so it works in all instances.

I felt this book was also a wonderful tribute to keep his mom’s memory alive. Each poem is short, but all gave so much insight to the author’s life and also that of his beloved mom.

ADULTS IN THE ROOM Where have they gone?

T

here doesn’t seem to be much difference between political theater and theater of the absurd these days. Sane observers who watched the drama playing out on the tableau of the United States House of Representatives last week had to be shaking their heads in disbelief. The Republican Party, which won the House in November, just couldn’t gracefully enjoy the win, select a new speaker and get on with the business of governing.

On the 15th ballot, Kevin McCarthy was finally chosen as speaker of the House. Not since before the Civil War had it taken so many votes to choose the speaker. At one point, 20 hardline conservative GOP House members withheld the majority vote as they sought concessions from McCarthy.

In the end, no one is sure about all that McCarthy conceded — but as the rules for this session are discussed and committee assignments and chairmanships named, we’ll get a better idea.

And then we can get down to the business of whom we’re going to investigate next.

God forbid that Congress debate solutions to the real problems that face our nation: immigration reform, infrastructure, health care and prescription drug affordability, climate change, etc. But I’ll give you good odds that this divided House will steer us into at least one government shutdown this year.

American politics has historically been an exercise in spirited debate and eventual compromise — but that’s if all parties actually want to get something done. It seems far too many members of Congress are content to name-call and demonize as the ship of state burns down to the waterline.

Content may be an understatement; many seem outright ecstatic at the prospect of permanent damage to our institutions. I do not expect great things from the 118th Congress.

I’ve also given up expecting great things — hell, even just some occasional good things — out of Tallahassee. Once again, actual governance is set aside so that our officials can score political points and pander to their supporters. One recent such pandermoment happened when the Florida Supreme Court said yes to Gov. Ron DeSantis’ request to empanel a grand jury to investigate — wait for it — COVID-19 vaccine manufacturers. I swear I am not making this up.

This level of hypocrisy is astounding, even for Florida. COVID vaccines

helped DeSantis achieve his goal of having an open state free of COVID restrictions that remained in place in other parts of the JOHN nation. And most importantly, COVID vaccines saved millions of American lives (and multiple millions more worldwide).

Many may remember that Governor Ron was a huge vaccination champion when they first became available. In fact, the first pop-up vaccination sites showed up in wealthy zip codes connected to DeSantis donor addresses. He was a major vaccine fanboy all over the media: “The vaccines protect you.

Get vaccinated and then live your life as if you’re protected,” DeSantis said in a May 2021 press conference.

What changed for DeSantis?

Perhaps his upcoming battle with The Donald for the GOP presidential nomination. The former president will be forever linked with the development of the three different COVID vaccines we know under Operation Warp Speed — an achievement for which he could be justifiably proud.

But if a large enough number of GOP voters are now anti-vaxxers, this swipe at Trump may score political points.

So as we continue to search for an adult in the room, I’ll leave you with this little nugget of information from The Atlantic: during the postvaccination part of the pandemic, researchers found that death rates from COVID were 10% to 26% higher in red states and counties.

(That’s not good for the voting base.)

I wouldn’t, however, expect any vaccine deniers to make any kind of correlation in that statistic. That would mean they might have to give credence to medical and epidemiological science.

The Florida Keys Concert Association is set to offer six concerts at Marathon and Coral Shores High Schools, all starting at 7:30 p.m. Taking the stage on Jan. 16 and 17 at each high school, respectively, is the world famous Glenn Miller Orchestra. Marathon Community Church resumes hot dog lunches

Mosquito Control District announces tire collection and disposal event

The Marathon Community Church at 3010 Overseas Hwy. will resume its drive-through hot dog lunch on Saturday, Jan. 14 from 11 a.m. to 1 p.m. A $5 donation will purchase a grilled hotdog, chips, a cookie and water. All donations will be used to support repairing the church building, including spalling, roof and air conditioning work. The church serves Marathon as a meeting place for numerous community groups, the headquarters for KAIR and a worship place for the Haitian community.

Officials with the Florida Keys Mosquito Control District (FKMCD) have announced the agency will collect and dispose of used tires free of charge for Florida Keys residents only on Friday, Jan. 20 and Saturday, Jan. 21 from 8 a.m. to 4 p.m. Used tires are prone to becoming prolific mosquito breeding habitats for several species of concern.

Residents who have used tires can drop them off for disposal at FKMCD facilities at 18 Aquamarine Drive, Big Coppitt; 503 107th Street Gulf, Marathon; or 100701 Overseas Hwy., Key Largo. Limit four tires per person, please. Tires from commercial shops will not be accepted.

Monroe County students can apply for study-abroad scholarships The Experiment in International Living invites Monroe County high school students to apply for an exclusive 50% off Monroe County Scholarship.

Students who are accepted will receive a scholarship to study abroad this summer on one of the Experiment's programs around the globe. The application deadline is Friday, Jan. 20. This marks the sixth year the Experiment has offered an exclusive scholarship for Monroe County. In 2022 three Monroe County students received the Monroe County Scholarship, plus eight students who enrolled through Take Stock in Children received full scholarships to participate with funding provided by the Monroe County Educational Foundation and the Experiment.
