‘WE NEED FAIRLY PRICED INSURANCE RATES’ Legislators on Capitol Hill are fighting for affordable flood insurance CHARLOTTE TWINE

n the Upper Keys, a 73-yearold resident has decided to no longer purchase flood insurance, even though the ground floor of her primary home of decades was flooded with three feet of water after Hurricane Irma. Why? “I can’t afford the premiums any more,” she said. But in written statements to Keys Weekly, U.S. Sen. Marco Rubio and U.S. Rep. Carlos Giménez said they are fighting for lower flood insurance premiums in Congress for their many constituents who live in coastal areas, including in the Florida Keys. In November, Rubio co-led, and Giménez signed on as a co-sponsor for, the National Flood Insurance Program Reauthorization Act, which would cap annual premium increases at 9%. “The bill fixes major problems with the current NFIP program and would make needed reforms to the misguided Risk Rating 2.0. By capping annual rate increases … this NFIP reform legislation would be a huge win for the residents of Monroe County,” said Giménez. Risk Rating 2.0 is FEMA’s new method of calculating premiums for its National Flood Insurance Program (NFIP). The calculations are based on the value of policyholders’ homes and the flood risk of individual properties. According to FEMA, 96% of current policyholders will see either an immediate decrease or $20 less per month in their premiums under the new pricing system. However, Fair Insurance Rates in Monroe (FIRM), a nonprofit watchdog group, said their database analysis shows something vastly different when looking at the Keys. “Monroe County flood policy owners could expect increases averaging $3,200 annually,” FIRM said in a statement. “FIRM’s rate analysis is thousands of dollars higher than FEMA’s projected increases and contradicts

them sharply. legislative affairs, the future of the NFIP Reauthorization Act of 2021 is unclear. “The Senate and the House are busy with other things,” she said. “It's a matter of what gets their attention, and right now NFIP doesn’t compete with that. However, after April 1, when the bulk of policy owners feel impacts of Risk Rating 2.0, the public's response to those impacts could spur movement.” But Tennyson pointed out that fighting for lower flood insurance premiums can have an image problem on the Hill. “Opponents argue that the main beneficiaries of affordable flood insurance are wealthy people with upscale homes in coastal communities,” she said. “And of course, we know that not to be true. Teachers, nurses, firefighters, government workers — these are the main beneficiaries of affordable flood insurance.” Keys Weekly asked both Giménez and Rubio what they would tell that 73-year-old homeowner who has decided to forego flood insurance. Giménez said, “If she called my office, I would have one of our professional caseworkers walk through the government programs available to her to help ease the burden. This is another great example that proves NFIP reform isn’t just for the second homes, it's for the people who have to deal with these flooding issues day in and day out. This impacts real people, not just a wealthy few.” Rubio said, “I understand the challenge, and it is why we need fairly and transparently priced insurance rates. Unfortunately, President Biden’s Risk Rating 2.0 will only make things worse, which is why I continue to fight for long overdue reforms to the program.” Tennyson urges Monroe County homeowners to be proactive. “I encourage everyone to pay attention to Risk Rating 2.0 and contact federal elected officials. Let Giménez, Rubio and (U.S. Senator Rick) Scott know how important this issue is to you,” she said.

On Dec. 12, dozens of cars lined Sadowski causeway and the canals of KCB to witness the city’s annual lighted boat parade. The 2021 contest featured 15 boats ranging from a 10-foot kayak (whose operator pelted the crowd with snowballs like Buddy the Elf) to 45-foot catamarans and cabin cruisers all putting on their best show for the panel of judges. “What a wonderful parade,” said event organizer Ted Fischer. “The boats were all just incredible, and the community was truly the overall winners of the event.” — Alex Rickert

THE SCHOOL DISTRICT HAS HAD AN UPTICK IN INTERNATIONAL STUDENTS IN RECENT YEARS

tarting in January 2022, Keys AHEC will expand its services to bring a mobile dental unit staffed with a dentist and a dental hygienist to Monroe County schools throughout the Keys. The service is being offered through a fundraising partnership with the Waypoint Foundation and the Smile Maker program. The program currently limits its health services to students. Services will include dental exams, X-rays, cleanings, fillings, sealants and dental education. There will be a $10 fee for service and no other costs for parents. Ribbon-cutting celebrations for the mobile dental unit will take place at 9 a.m. on Jan. 4, 5 and 6 at Key Largo School, Stanley Switlik Elementary in Marathon and Gerald Adams Elementary in Key West, respectively. Appointments for the dental unit will be necessary. To schedule an appointment, call 305-743-7111 ext. 220. Parents must complete initial patient packets, which can be printed from keysahec.org/dental. The Florida Keys Area Health Education Center (AHEC), founded in 1990, provides community-based health education and medical services throughout Monroe County. Services include school-based primary health care to youth in Monroe County, as well as other community health support and education. All programs are provided at no cost to the families. Michael Cunningham, CEO and director of AHEC, has provided his full support for this initiative to establish a comprehensive oral health program for medically vulnerable children in the Florida Keys. Smile Maker builds on the program currently operated by AHEC that provides dental exams and sealants to elementary and middle school children at six school locations. Paid and

volunteer staff include nine registered dental hygienists, six certified dental assistants and two dentists. AHEC will operate the mobile dental clinic. With services being provided on school grounds, during school hours, the Medicaid population will be reached. — Contributed

aiti. Uzbekistan. Nicaragua. Sweden. Cuba. Zimbabwe. Brazil. Afghanistan. No, this is not the start of a listing of United Nations members. These are just a few of the countries that are represented in the Monroe County School District (MCSD). The total number of countries that are represented in the school system? 91. Take a moment to let that sink in: The students in Florida Keys schools come from 91 different countries. Natallie Liz is the district’s District ESOL coordinator. ESOL stands for “English for Speakers of Other Languages.” “We’ve had an increase in enrollment for students born outside of the U.S. in the last few years,” Liz told Keys Weekly. She pointed out that after the recent earthquake in Haiti, more students have come from there. And 34 students are from Uzbekistan. “There’s an understanding they may be fleeing for political reasons, and there’s a confidentiality agreement,” said Liz. “We don’t ask, and we welcome them. We do our best to align them with strategies that they can use beyond their career with us.” The staff members in the school district make it a policy to welcome students from wherever they are from and be prepared to educate them, whether they speak Portuguese or Dari, which is a dialect of Persian used in Afghanistan. According to Amber Archer Acevedo, coordinator of community relations for MCSD, “We have 896 active English Language (EL) students, classified as English learners, with 29 different languages. This is approximately 10 percent of the 8,900 students we have in the district.” If a student cannot speak English, staff members have a system to figure out the best way to educate them. During registration, all new students get a home language survey and their families

indicate that another language than English is spoken at home. From there, the student is partnered with an ESOL support staff member and sent to the most appropriate setting, which can be a sheltered instruction class with students who do not have any English proficiency or an integrated classroom with native English speakers. “We get in educational materials in a wide variety of languages,” said Acedevo, who noted that the ESOL program is completely funded by the U.S. and Florida’s departments of education. Very often, translation apps on electronic devices are used. Superintendent Theresa Axford states, “We are proud of our teachers and staff who work very hard to provide instruction to students who are English learners. In many cases, students come to us with no English speaking ability and Monroe County School District teachers use multiple resources and much planning for instruction to help them succeed. It is remarkable to watch how this process works and how successful students become in their capable hands.”

id you just read the latest news headlines and lose faith in humanity? We know. We hear you. But have a seat, relax and read this story. It may possibly warm up even the frostiest of hearts… On the community Facebook page What’s Up Florida Keys?, Brad Mullis posted the following on Dec. 15: “To the lady that just followed my pregnant girl around at the Bealls in Marathon picking everything up that she was looking at to buy, but couldn't afford and surprised her by buying it for her, you are a saint and an amazing human being. If there were more people like you, this world would be a much better place to live. You made a pregnant lady who has been through so much and is trying so hard, so happy and thankful she was brought to tears. I don't know who you are, but I know you are an angel. Thank you and Merry Christmas.” The post quickly gained traction, gaining hundreds of “Loves” in just a few hours. As of presstime for the Keys Weekly, Mullis’ story had 1,900 reactions and 228 comments. One commenter wrote, “The only thing in the strand that should be written is a praise. Praise to the lady that did this. Ask yourself if you would. I would think about it, but I probably wouldn’t do it. This is the best post of the year.” Keys Weekly tracked down the “pregnant girl.” Her name is Shay Ferguson and is six months pregnant. She verified the story and wept openly during the interview. “First of all, I’m so grateful for my honey for posting this. He has been so amazing through my recovery,” she said. “I’m flabbergasted that this angel bought all that. I know she wants to stay anonymous. For her to do something like this … she doesn't know what she did for me.” Ferguson wants readers to know her story. For many years, she has had a problem with recurring MRSA, a staph infection that is difficult to treat. She has had many reconstructive surgeries, which unfortunately led to an opiate addiction. Then, in January 2021, in Miami, she cut her back while swimming, a precarious situation for anyone with recurring MRSA. “I don't remember anything after the paramedics picked me up, and I woke up two months later from a coma in a hospital,” she said. “The doctors told me if I continued to live life that way, I would die. And I realized that a lot of things I had chosen in my life led me to where I was.” Wanting to change her life, she moved in with her mother in Big Pine Key. Then she met Mullis in July. The couple fell in love — and were very surprised to find out in August that she was pregnant. They now live together in Islamorada. “​​I am getting my life together. I’ve been sober since January, and I knew we could be healthy and happy and give this child a good life,” said Ferguson. Now back to that “elf”... While killing time to see her obstetrician in

Marathon, Ferguson went to Beall’s to do some shopping. A “super friendly” lady asked her where the children’s section was. Ferguson showed her, and they chatted a little bit while Ferguson continued shopping. She looked at some sweaters, then put them back, because she knew she couldn’t afford them. Society can see that you’re fighting, and you can change even if you’ve had a bad time.” ​​ ​​Due to crack reporting skills, we were able to discover the identity of the elf. She would indeed like to stay anonymous, but she verified all the details that Ferguson told us. She also wanted to say this: “The only wish that I have is for everyone out there to keep your eye on each other and look for opportunities to give a little kindness. You never know when it really matters most. I was touched by all the responses on Facebook, even tearful. I hope we can hold on to this through the whole year.”

BRIEFLY Sheriff’s office receives additional holiday donations Holiday donations to the Sheriff’s Office continued to snowball as two more community members donated additional funds. Marathon Vice Mayor Dr. Daniel Zieg called Sheriff Rick Ramsay last week to advise him he wished to donate $1,000. The next morning, David Brickner of Key West contacted the Sheriff’s Office with a $4,000 donation. They join Marathon City Councilman Steve Cook and the Bentleys of Key West who each donated $4,000, as well as Jeannette Chiari and her husband Bill Horn and Maria Brandvold, all of Marathon, who all donated $1,000. All the donations were made to support local law enforcement and the community. Deputies will disburse $50 grocery store gift cards to those in need throughout the county on behalf of all who donated. “We are extremely thankful and blessed by these additional donations from citizens, friends and partners,” said Ramsay. “Their generosity will help make this holiday season the best it can be for many others.” Save the date for Carnivale in the Keys Mark your calendars for Carnivale in the Keys, an evening to benefit Fishermen’s Community Hospital. Or worse, the same tourist throws the same wake at boats on a dock … bump, rock and bang. It is a conflicting human dichotomy of wanting to have our way even when we hate that behavior being applied to us. When boaters are underway they want to be unimpeded, even if it means waking docked boats. Conversely, the same boater will scream bloody murder to anyone who wakes them while they are at the dock. The only resolution to this type of conflict is discipline and pride in the craft of seamanship. Thoreau taught us long ago that the “undisciplined life is not worth living.” Apply a little reasoning to this and it is an easy step to realize that undisciplined actions are an abject annoyance to everyone. Out here on the water they can also be costly and dangerous. Tropical Holiday Fun-Fest fills Marathon Community Park Santa, a bounce house, a DJ and so much more all made their way to fill the soccer field on Dec. 16 for the first Tropical Holiday Fun-Fest at Marathon Community Park. The first of its kind for the Parks and Recreation department, the free event allowed families to come out and enjoy the type of community happenings that have gone missing since the COVID-19 pandemic. “We wanted to do something a lot bigger than what we normally do, since we’ve been in lockdown for so long,” said Parks and Recreation director Paul Davis. “To be honest, it was epic. The kids had fun, the parents had fun, and everyone had a smile on their face. That’s what we were hoping for, and we felt we were able to give the community what they needed.” — Alex Rickert

he Marathon Dolphins girls soccer team can enter the holiday break on a high note, thanks to a dominant 8-0 dismantling of Miami Community Charter on Dec. 16. “MCC had the better record going into the match and had played similarly against the same teams we play,” said head coach Tracy McDonald. “The pieces finally came together and the work is paying off. ​​ ear Santa, D This year some of what I want are the same things I ask for every year: less poverty and more peace, health and happiness. I have 2 big requests, not just for me but for everyone. First, we have all been dealing with the mental, physical and health consequences of COVID. While eradication may not be possible, my biggest wish is that COVID becomes an illness that is one of the more common illnesses that we don’t worry too much about. I have seen not just the health consequences but the mental health consequences for our children and their families. I guess what I am really looking for is healing. I know we can’t blame COVID for all the problems in the world, but maybe, if you find it in your heart to gift me this, we may all begin to heal. Second, I know you don’t involve yourself with politics; however, what I want is not political. I wish that we, as a country, get back to America first and not choose a political side. Politics has found its way into areas it should not be. Please take the politics out of health and science, out of environmental concerns, and out of our schools. I really believe that if you can give this gift your “Good List” will quadruple in size. Dear Santa, Do you exist? I made it 40 years believing in you, but I have to admit, I’m starting to wonder. … Last year, I asked for COVID to be over, and yet here we are again. Omicron? Really? I don’t ever want to use a mask as a stocking stuffer again! But since you didn’t end it last year, a lot of people suffered. So Santa, would you take care of my friends who are spending their Christmas with an empty seat at their table? Can you bring them hope and love to help their grieving hearts? Before I get to what I want, you already gave me the best present a girl could get. He’s cute, blonde, and makes me crazy. I couldn’t love him any more, my son Drake. May you bring him the patience to do math, the stamina to run fast, kindness with which to treat others, and the fortitude to deal with me. For the people I serve, may you give me the strength to hear them, the determination to serve them, and the patience for when I disagree with some of them. THE BEST (AND WORST ) CHRISTMAS PRESENTS OF ALL TIME

CLAUDIA MCEWEN My husband Jim was working in Grand Cayman, so I flew home several days ahead of his planned travel. Instead, he made a stop in Marathon, and when we got back from our trip north, I had a full L-shaped wall unit for all of my books. He and a friend had built it in the two days before he flew north. It was amazing.

ll men and women may be created equal, but let’s face it … all Christmas presents certainly are not. Whether Christmas morning brings unimaginable delight, disappointment, or just plain confusion, at least one surprise is bound to happen each year. With that in mind, we asked Keys residents for Santa’s highlights (and lowlights) from gifts throughout the years.

SARAH BRIGNAC Rachel Bowman knew how much I love Clydesdale horses, and I was always asking her if Adolphus Busch could get me in to see them. So one Christmas, I came home to something in my driveway. Apparently it was a cardboard Clydesdale display at Winn-Dixie, and Rachel bribed one of the employees to sell it to her, put it together and set it up with lights in my driveway. She said the best part was seeing her boyfriend and his brother walking down the street, realizing my car was still there, and turning back around and running so I didn’t see them.

SHILO YIDER Last year for Christmas my grandpa got me a math book. It was a thoughtful gift considering it could help better educate me, but the book was for 3rd graders and I am an 8th grader. ASHLEY WATSON I got a five-pound can of green beans from my grandma once. As all of my siblings and cousins opened fun gifts, I got a can of beans … all because I had said once that they were my favorite vegetable. P.S. Of course, I ate the whole can.

ANDREW WEAVER It was a really sentimental gift for me. I play the guitar, and so my dad got me a brand new guitar pick. But on the pick it read ‘I could not have picked a better son.’ It is a gift I will always remember.

TRINITY JACOX It was when the Among Us games had just come out and were very popular. I had mentioned the game a few times to my mom, and so for Christmas she got me Among Us earrings. Apparently she thought I had become a gamer girl, which was not the case.

ALISON GARCIA I got the same worst gift twice! And to top it off, it was on the same Christmas. Two of my great aunts happened to give me the same ugly sweater. I guess I must just look like someone who likes ugly sweaters.

ESMERALDA PRIETO It was when I was 5 years old. I got a toy horse-drawn carriage. I was in love with Barbie dolls. So the world of my love for horses and Barbies finally came together.

group of 20 critically endangered juvenile Kemp’s ridley sea turtles was flown by private plane Friday from Marshfield, Massachusetts to the subtropical Florida Keys to convalesce at the Marathon Turtle Hospital after being rescued from Cape Cod Bay’s frigid coastal waters. The flight to Florida Keys Marathon International Airport was conducted in collaboration with “Turtles Fly Too,” a nonprofit group that engages general aviation pilots who donate their aircraft, fuel and time to provide emergency transport for rescued sea turtles and other endangered species. The reptiles were recently rescued and initially treated at the New England Aquarium in Boston. Each of the turtles suffers from “cold stunning,” a hypothermic reaction that occurs when sea turtles are exposed to cold water for a prolonged time, according to Bette Zirkelbach, manager of the Turtle Hospital. “These sea turtles are at the Turtle Hospital in the Florida Keys to warm up; their temperatures were extremely low — just like the tourists that come to the Keys to warm up,” said Zirkelbach. “The Kemp’s ridley is the most critically endangered sea turtle in the world, so it’s really important to help these little ones survive.” Upon the turtles’ arrival at the hospital, staff identified each with a dedicated number, took their

photographs, and documented their weight, blood samples, and swimming ability in a small pool to gauge their in-water respiration and swim strength. Treatment over the next few months at the Turtle Hospital is expected to include broad-spectrum antibiotics, fluids, vitamins and a healthy diet, and the group of turtles is to be rehabilitated in water tanks set at 75 degrees Fahrenheit. According to Zirkelbach, once the sea turtles are healthy enough to be released back to the wild, they will return to warmer waters off central east Florida where this species is found, especially at this young life stage. The Turtle Hospital opened in September 1986 as the world’s first state-licensed veterinary sea turtle hospital. The facility has treated and rehabilitated 2,000 injured sea turtles and assisted scores of hatchlings gone astray after exiting their nests. — Contributed

In the end, a 26-point, 10-rebound game by Coral Shores guard/forward Bekky Valenzuela would propel the Hurricanes to a 50-47 victory over the Dolphins. Valenzuela also registered four assists and nine steals in a big night for the senior. Sophomore forward Brooke Mandozzi was the Hurricanes’ second-leading scorer with 11 points on four field goals and three free throws. The Dolphins were led by junior guard Abrianna Marshall, who scored 20 points, and freshman guard Elena Eubank with 14 points. The Lady Hurricanes, 5-5, followed up with a victory over Westminster Christian, 47-44, on Dec. 16 before heading into the holiday break. ometimes, through all the crazy that exists in our daily lives, our humanity shines through. And sometimes, these acts of kindness turn viral. True Holiday Spirit happened recently right here in the Keys, and the giving spirit has inspired others to do the same. A couple who are definitely on the Nice List this year are Mr. and Mrs. Bentley from Key West. They donated $4,000 each to the Monroe County Sheriff’s Office and the Key West Police Department, and those donations will be turned into grocery store gift cards for distribution to those in need this holiday season. This couple has been making these donations anonymously for years; their coming forward this year has inspired a small outbreak of giving. Fellow Marathon City Council Member Steve Cook was one of those inspired. He matched the $4,000 donation to the Sheriff’s Office. So did David Brickner of Key West. arathon’s neighborhoods may be more spread out than most around the country, but as December rolls around there are plenty of holiday lights to be found in town — if you know where to look. Thanks to tips from our readers, Keys Weekly was able to track down many of the best holiday displays on a nighttime drive around town. This week, the focus was on individual homes, and we have to say, the effort was spectacular. A SEASON FOR SECOND CHANCES By Jenny Bayliss When Annie Sharpe catches her husband in flagrante delicto with their newest waitress at the restaurant, it is the end of one life and the beginning of another. Having forgiven Max too many times throughout their marriage, this 44-year-old chef is ready to begin again. With her children grown and flown, she finds an opportunity to care for an historic home by the sea. Having gotten pregnant and married at 17, Annie worked hard her entire adult life side by side with Max. Now, for the first time, she has a chance to figure out what she wants her future to look like. Annie falls in love with the beauty and warmth of Willow Bay. As the holidays approach, she makes friends, starts a book club and, to everyone’s delight, successfully reopens the tiny cafe downstairs. Naturally, the “evil” nephew of the original owner turns out to be a ridiculously handsome, charming man who simultaneously sweeps her off her feet while arranging the sale of the home she has grown to love. Annie can no longer ignore their blazing chemistry. This deliciously thoughtful story of second chances symbolizes the spirit of the season.

Running a bookshop in posh Edinburgh is not where Carmen ever imagined herself to be. Between losing her job in the village and her meddling mother pushing her daughters to get along, she has little choice in the matter. Old Mr. McCredie’s archaic bookshop is on the brink of collapse. His lawyer (her sister) Sofia arranges for Carmen to revitalize the store in time for the profitable holiday season. Trying to save the bookshop and her little sister’s future — perfect Sofia, with her immaculate home and adorably feisty children, could use some help around the house, as she is pregnant again. Initially feeling sorry for herself, Carmen admits she has few options and succumbs to Sofia’s plan. Amazingly, Carmen learns she has quite the knack for bookshop revitalization. It doesn’t hurt one bit that she enjoys some harmless flirtation with the handsome visiting author Blair and is smitten by the sexy Brazilian student named Oke. As Christmas approaches, Carmen gets attached to her nieces and nephews, learning her annoying sister isn’t so bad after all. Set in the magnificence of Scotland, this charming “happily ever after” is the absolute perfect treat for the holidays.

THE CHRISTMAS PROMISE By Richard Paul Evans Identical twins Richelle and Michelle were inseparable as young girls, each with unstoppable imaginations. District No. 5 of the County Commission shall comprise the following more particularly described territory of Monroe County: All of the territory lying Northerly of the centerline of U.S. Highway No. 1 where it intersects the centerline of Sunshine Boulevard in lslamorada; thence in a Northerly direction along the eastern side of the centerline of Sunshine Boulevard until Sunshine Boulevard terminates on Tavernier Creek, then extending along the eastern side of the centerline of Tavernier Creek until it meets open water in Florida Bay, then the Northerly into Florida Bay for nine nautical miles; also the territory lying southerly of U.S. 1 commencing on the eastern side of the centerline of Tavernier Creek then to a line extending south three geographic miles into the Atlantic Ocean or to the edge of the Gulf Stream, whichever is the greater distance; plus said area to the east extending to the Monroe County border with Miami Dade County and the area known as the Florida mainland and Everglades. SECTION 6. This resolution with boundary descriptions shall be entered into the minutes of the Board of County Commissioners and, pursuant to F.S.124.02 a certified copy of the minutes shall be published once each week for two weeks in a newspaper published in Monroe County. The Clerk shall send a certified copy of the minutes reflecting the boundaries of the districts as changed to the Department of State. SECTION 7. Interpretation. Any discrepancy between the maps depicted in Exhibit A and the narrative form set forth in this resolution shall be resolved in favor of the maps if clearly depicted on the maps but in favor of the narrative if not clearly depicted on the maps. In the event of any ambiguity regarding the boundaries described herein, this resolution's boundary descriptions shall be interpreted in harmony with the county jurisdictional boundaries set forth at Article II, Section 1(a) of the Constitution of the State of Florida and F.S. 7.44.
