NUMBER OF THE WEEK Per a National Geographic article, 42 new species of dinosaurs were named in 2021. It keeps pace with the average of 45 new species announced yearly since 2003. Among the new dinos named is the Berthasaura leopoldinae, which lived some 70 million to 80 million years ago in what’s now southern Brazil. It belongs to a group called the ceratosaurians, which almost all were carnivores.

Zimbabwe. Brazil. Afghanistan. No, this is not the start of a listing of United Nations members. These are just a few of the countries that are represented in the Monroe County School District (MCSD). The total number of countries that are represented in the school system? 91.

Take a moment to let that sink in: The students in Florida Keys schools come from 91 different countries.

Natallie Liz is the district’s District ESOL coordinator. ESOL stands for “English for Speakers of Other Languages.”

“We’ve had an increase in enrollment for students born outside of the U.S. in the last few years,” Liz told Keys Weekly. She pointed out that after the recent earthquake in Haiti, more students have come from there. And 34 students are from Uzbekistan.

“There’s an understanding they may be fleeing for political reasons,

and there’s a confidentiality agreement,” said Liz. “We don’t ask, and we welcome them. We do our best to align them with strategies that they can use beyond their career with us.”

The staff members in the school district make it a policy to welcome students from wherever they are from and be prepared to educate them, whether they speak Portuguese or Dari, which is a dialect of Persian used in Afghanistan.

According to Amber Archer Acevedo, coordinator of community relations for MCSD, “We have 896 active English Language (EL) students, classified as English learners, with 29 different languages. This is approximately 10 percent of the 8,900 students we have in the district.”

If a student cannot speak English, staff members have a system to figure out the best way to educate them. During registration, all new students get a home language survey and their families indicate that another language than English is spoken at home. From there, the

student is partnered with an ESOL support staff member and sent to the most appropriate setting, which can be a sheltered instruction class with students who do not have any English proficiency or an integrated classroom with native English speakers.

“We get in educational materials in a wide variety of languages,” said Acedevo, who noted that the ESOL program is completely funded by the U.S. and Florida’s departments of education. Very often, translation apps on electronic devices are used.

Superintendent Theresa Axford states, “We are proud of our teachers and staff who work very hard to provide instruction to students who are English learners. In many cases, students come to us with no English speaking ability and Monroe County School District teachers use multiple resources and much planning for instruction to help them succeed.

It is remarkable to watch how this process works and how successful students become in their capable hands.”

ave you been reading the latest news headlines and losing faith in humanity?

We get it. But read this story. It may make your heart grow three sizes.

On the What’s Up Florida Keys?

Facebook page, Brad Mullis posted the following on Dec. 15: “To the lady who just followed my pregnant girl around at the Bealls in Marathon (as she) picked up things she couldn’t afford, then surprised her by buying them for her, you are a saint and an amazing human being. If there were more people like you, this world would be a much better place. … You made a pregnant lady who has been through so much … so happy and thankful. … I don’t know who you are, but I know you are an angel …”

The post quickly accrued 1,900 reactions and 228 comments.

Keys Weekly tracked down the “pregnant girl.” Her name is Shay Ferguson and she’s six months pregnant. She verified the story and wept openly during our interview. “...I’m so grateful to my honey for posting this. He has been so amazing through my recovery,” she said. “I’m flabbergasted that this angel bought all that. I know she wants to stay anonymous…but she doesn’t know what she did for me.”

Ferguson wants readers to know her story. For years, she has had a problem with recurring MRSA, a difficult staph infection. Then in January 2021, in Miami, she cut her back while swimming, a precarious situation for anyone with recurring MRSA. Many reconstructive surgeries led to an opiate addiction.

“The doctors told me if I continued to live that way, I would die,” she said.

Wanting to change, she moved in with her mother on Big Pine Key. In July, she fell in love with Mullis, then learned in August she was pregnant.

They now live together in Islamorada.

“I’ve been sober since January, and I knew we could be healthy and happy and give this child a good life,” said Ferguson.

Now back to that “elf”...

While killing time to see her obstetrician in Marathon, Ferguson went to Beall’s. A “super friendly” lady asked her where the children’s section was and the two chatted. Ferguson looked at some sweaters, but put them back because she couldn’t afford them.

When she approached the register, Ferguson realized she’d left her credit card in the car and ran outside. When she came back, her items — plus the sweaters she had put back and much more — were all bagged.

The cashier said it had all been paid for. Ferguson realized the other woman was the elf.

“She just said, ‘I’m going to get all that for you because you’re pregnant and I want you to have a Merry Christmas,’” Ferguson said with emotion. “I hugged her and cried…I want everyone to know people like this exist. It can give you hope again. Society can see that you’re fighting, and you can change even if you’ve had a bad time.” ​​Due to crack reporting skills, we discovered the identity of the elf. She would indeed like to stay anonymous, but she verified all the details Ferguson told us. She also wanted to say: “The only wish I have is for everyone out there to keep their eye on each other and look for opportunities to give a little kindness. You never know when it really matters most. I was touched by all the responses on Facebook, even tearful. I hope we can hold onto this through the whole year.”

‘WE NEED FAIRLY PRICED INSURANCE RATES’ Legislators on Capitol Hill are fighting for affordable flood insurance

I

n the Upper Keys, a 73-year-old resident has decided to no longer purchase flood insurance, even though the ground floor of her primary home of decades was flooded with three feet of water after Hurricane Irma. Why? “I can’t afford the premiums any more,” she said.

But in written statements to Keys Weekly, U.S. Sen. Marco Rubio and U.S. Rep. Carlos Giménez said they are fighting for lower flood insurance premiums in Congress for their many constituents who live in coastal areas, including in the Florida Keys. Risk Rating 2.0 is FEMA’s new method of calculating premiums for its National Flood Insurance Program (NFIP). The calculations are based on the value of policyholders’ homes and the flood risk of individual U.S. Senator properties. “Monroe County flood policy owners could expect increases averaging $3,200 annually,” FIRM said in a statement. “FIRM’s rate analysis is thousands of dollars higher than FEMA’s projected increases and contradicts them sharply.

FEMA has said rates should increase about $240 annually for almost 93% of Monroe County policyholders.”

The first phase of Risk Rating 2.0 rolled out on Oct. 1, 2021, for new flood insurance policy owners, and the second phase will hit all policy owners on April 1, 2022.

Mel Montagne is the president of FIRM as well as the vice president of sales for Insurance

Office of America. He told Keys Weekly that FIRM has been deciphering the effect of Risk Rating 2.0 on new policy holders since October, but “we have had instances here in the office where we've quoted new flood insurance policies to buyers and they’ve gone on to other properties. … At a minimum, current policyholders can expect an 18 % to 25 % increase in their premiums in April.”

Per federal statutes, NFIP annual increases are capped at 18% for primary residential properties and 25% for second homes and commercial properties. Therefore, if the NFIP Reauthorization Act of 2021 succeeds in capping annual premium increases at 9 %, Monroe County homeowners’ bank accounts won’t be as stretched thin.

However, according to Lisa Tennyson, the county’s director of legislative affairs, the future of the NFIP Reauthorization Act of 2021 is unclear.

“The Senate and the House are busy with other things,” she said. “It's a matter of what gets their attention, and right now NFIP doesn’t compete with that. However, after April 1, when the bulk of policy owners feel impacts of Risk Rating 2.0, the public's response to those impacts could spur movement.”

But Tennyson pointed out that fighting for lower flood insurance premiums can have an image problem on the Hill.

“Opponents argue that the main beneficiaries of affordable flood insurance are wealthy people with upscale homes in coastal communities,” she said. “And of course, we know that not to be true.

Teachers, nurses, firefighters, government workers — these are the main beneficiaries of affordable flood insurance.”

Keys Weekly asked both Giménez and Rubio what they would tell that 73-year-old homeowner who has decided to forego flood insurance.

Giménez said, “If she called my office, I would have one of our professional caseworkers walk through the government programs available to her to help ease the burden. This is another great example that proves NFIP reform isn’t just for the second homes, it's for the people who have to deal with these flooding issues day in and day out. This impacts real people, not just a wealthy few.”

Rubio said, “I understand the challenge, and it is why we need fairly and transparently priced insurance rates. Unfortunately, President Biden’s Risk Rating 2.0 will only make things worse, which is why I continue to fight for long overdue reforms to the program.”

Tennyson urges Monroe County homeowners to be proactive.

“I encourage everyone to pay attention to Risk Rating 2.0 and contact federal elected officials. Let Giménez, Rubio and (U.S. Senator Rick) Scott know how important this issue is to you,” she said.

CITY SHOULD LEAVE PIER B CONTRACT ALONE Dear Editor, Your article of Dec. 13, 2021 entitled: “Attorney Advises Key West to Renegotiate Cruise Ship Contract with Pier B,” recaps the City of Key West’s Dec. 12, 2021 cruise ship workshop.

But my takeaway was slightly different.

I heard the CEO of Tripp Scott Law, attorney Ed Pozzouli, reiterating what our City Attorney Shawn Smith has been saying for months. He confirmed to the mayor, city commissioners and general public that Pier B’s development agreement was valid and the City had zero standing in attempting to change the terms, conditions and duration of that agreement.

The attorneys may have agreed to move forward with an attempt to renegotiate the lease; however, my take was that request came from the insistence of the mayor and commissioners. While who requested the renegotiation with Pier B isn’t of importance, it’s the request itself that is a violation of governmental ethics — and possibly a violation of law.

Government wields enormous power over its citizens and business entities; therefore, their actions need to follow a defined pattern of legal procedures.

This protects citizens from being forced to make coerced decisions through the harassment and intimidation of those in power.

The defined pattern of legal procedures necessary to remove someone from a legally valid lease agreement are extremely straightforward. Either let this entity continue under its current framework and duration; or make an offer to buy out the remainder of their lease; or file suit and seek a court judgment that releases the City from this lease arrangement. Anything else is harassment or intimidation.

To that end, I implore the City to immediately do what’s legal and proper by rescinding its directive of renegotiating with Pier B. Sincerely, Mike Morawski 907 Whitehead St. Key West

he winter event season at The Studios of Key West kicks off with a flourish with a fantastically reimagined version of Shakespeare’s beloved comedy, “A Midsummer Night’s Dream.”

The play comes to life at twilight atop Hugh’s View, The Studios’ rooftop terrace, for a limited run of eight nights, Jan. 19-29. Tickets can now be purchased at tskw.org or by calling 305-296-0458.

Reconceived and directed by Richard Ericson, the 75-minute production is staged in the sky, with a panoramic vista across the rooftops of Old Town. It features a quick-change cast of five local and imported actors, alongside the bold and original life-sized creations of master puppet designer Jeff Goltz.

“Our goal with this production of “Midsummer” is to treat audiences to something they’ve likely not seen before,” said Ericson, who has directed and produced plays and musicals on and off-Broadway, nationally and internationally for over 40 years. “Jeff Goltz is a gifted artist, and the puppets he’s created for this show perfectly embody the magic, passion and comedy needed to do justice to the poetry of the Bard.”

No less important than the puppets, a talented cast of actors plays out the explosive conflict of the fairy queen Titania (Vanessa McCaffrey) and her bad-boy king Oberon (New York actor L. Hardwicke), while the play’s high-born human lovers jostle for more earthly sex and romance.

Hovering over the comic mayhem are Cupid (an oversized, flying puppet-creation by Goltz that requires five puppeteers) and the play’s master of the revels, Puck, a sweet, sexy ruffian (Iain Wilcox) who lives to provoke. Local comic Gil Parker Jr. stars as the hilarious amateur thespian Nick Bottom, while Ray West is the beset Peter Quince.

“I’ve so enjoyed the Key West theater scene over the past few years, and I’m excited to play a more active role with this production,” continued Ericson. “It’s an absolute joy to work with the island’s talent and to push the envelope in new and unexpected ways.”

Ericson now lives in Key West with his husband and partner, Louis Raymond, who’s creating the environment for this production. Indianapolis-based Goltz has been designing and performing with puppets since he was 9. Goltz is also a professional ventriloquist who plays at comedy clubs, festivals and theaters.

Performances are at 5:30 p.m.

KEY WEST DROPS INTO 2022 NO COVIDRELATED CURFEW THIS YEAR

N

ew Year’s Eve partiers unwilling to endure cold-weather festivities, such as the traditional “ball drop” in New York’s Times Square, can find exuberant celebrations and far warmer temperatures in the Florida Keys.

Key West revelers can choose from several lighthearted takeoffs on the Times Square gala as midnight approaches on Friday, Dec. 31.

At the Bourbon Street Pub/ New Orleans House complex, 724 Duval St., renowned female impersonator Sushi stars in the “Red Shoe Drop” for the 24th year. Seconds before midnight, a super-sized red high heel carrying the elaborately gowned Sushi will be lowered from the complex’s balcony toward the cheering crowd below.

As well as Sushi’s lively banter before the “drop,” spectators can enjoy performances by notable female impersonators and other local and national talents on a street-side stage.

Street viewing of the entertainment and “drop” is free and open to the public.

Party people on lower Duval Street can watch the “drop” of a gigantic manmade conch shell, the symbol of the Florida Keys, on the roof of Sloppy Joe’s Bar, 201 Duval St. As a huge clock counts down the seconds to midnight, the supersized shell begins to descend.

In the Key West Historic Seaport, New Year’s Eve merriment is centered around the Schooner Wharf Bar, 202 William St., and celebrates the island’s colorful seafaring heritage. Just before midnight a “pirate wench” is lowered from the top of a majestic tall ship’s mast — completing her descent as the clock strikes and cannons boom to welcome 2022.

Sushi, one of Key West’s most recognizable drag queens, descends in a high-heeled shoe on Dec. 31, 2020, to celebrate the beginning of 2021. on’t let the unfamiliar wording on the ballot fool you. Key West voters are being asked in a special election to authorize a long-term lease of land at Truman Waterfront to the developer that will build 100 or so units of affordable workforce housing on the remaining 3.2 acres of land at the waterfront.

Mail-in ballots arrived last week in Key West voters’ mailboxes. Election Day voting will take place on Jan. 18, but early voting will begin 15 days prior on Jan. 3, according to the Monroe County Supervisor of Elections office.

The special election ballot includes only one question, but it’s one of the most important for Key West’s housing crisis: “Shall the Naval Properties Local Redevelopment Authority of the City of Key West (“LRA”) be authorized to lease real property of approximately 3.2 acres at the Truman Waterfront, for a period of up to 99 years, exclusively for affordable workforce housing?”

“This affordable housing development will only move forward if approved by the voters,” states a City of Key West Facebook post.

Key West law prohibits leases of city property for longer than 10 years unless that lease is approved by the voters. And city officials have long heard that no developer will build affordable housing on land without a guaranteed long-term lease for control of that land.

The property at Truman Waterfront will only be used for housing and will include a combination of rental and ownership units.

Key West officials and residents have been planning workforce housing on the 3.2 acres at Truman Waterfront for nearly 20 years, since the Navy gave the waterfront parcel to the city. The housing has always been intended to benefit the surrounding Bahama Village community.

At their Nov. 16 meeting, Key West city commissioners voted to pursue negotiations with a jointventure group called The Lofts at Bahama Village, which includes developer Vestcor, the Smith Hawks law firm and AH Monroe, which also has built several successful affordable housing communities in Key West.

KEYS GROWN-UPS WRITE TO THE BIG MAN IN RED

L

etters are filling the North Pole mailbox with wishes for underneath the Christmas tree. For kids, it’s basketball hoops and the Indominus Rex. For adults, it’s an espresso martini, more hours in the day and a clone of themselves. This year, the Key West Weekly snatched a few letters that were on their way to the North Pole to see what some of our community’s leaders want this year from the big man in red.

Dear Santa, First, a word of warning: when you come to the Florida Keys this year, make sure Rudolph’s nose is super bright. Key West’s airport now has some 60 commercial flights in and out every day. Combine that with Boca Chica’s military flights, and air traffic around the Keys can be hazardous, especially for an 1870s-era sleigh propelled by nine reindeer, that, as far as I can tell, has only one light: Rudolph’s nose.

I won’t ask for much, Santa, because I get to live in the fabulous Florida Keys. So, I really have all that anyone could ever want: wonderful friends, warm and generous neighbors, amazing weather, a vibrant economy, and, of course, breakfast at Harpoon Harry’s.

But, Santa, there is one thing that I really do want for Christmas. In my principal job, I try to advance the cause of justice. And, in my other job, I play rock and roll on the radio. While these two roles rarely intersect, there is a grave rock and roll injustice, that, Santa, I’m afraid only you can correct.

Simply put, all I want for Christmas is for Jimmy Buffett, the Monkees, and Joe Cocker to all be inducted into the Rock and Roll Hall of Fame. I’m sure you’ll agree their continued omission is a horrible injustice.

So, please get them inducted this year.

Oh, and while you’re at it, it’d be great if, next year, the Florida Gators could win national championships in basketball, baseball and, yes, even football.

I realize this may be a heavy lift. But, you’re Santa!

I’ve seen that bag of yours chock full of iPhones, flat screen TVs, PlayStation consoles and Teslas. You’re used to heavy lifts.

Thanks so much, Santa. Merry Christmas. And, Go Gators!

— Ed Scales Third District Court of Appeal Dear Santa, First, it took me a lifetime, but I finally get it. You don’t bring two gifts for those of us who also have a Christmas birthday. Parents and family are responsible for the birthday present and you just do Christmas. Got it!

As for what I need for Christmas, how about the following: For the last 20 months, I have endured hundreds of hours on Zoom, GoToMeeting, Teams, FaceTime, Skype and other digital platforms. Can you please make them go away? If you can’t do that, then at least find a way to get me my flu shot and my COVID-19 shot using these same platforms. If these platforms are so good, surely you can get them to find a way to give me my shots. And Santa, I know you are a busy man, but with all of the supply chain issues, I fear you will not be able to get any of our gifts in time for Christmas. Here is my tip to make your life less complicated: Send everyone digital/cyber gifts. If we don’t

like them we can just delete them or regift them by forwarding them to our unsuspecting friends.

SGT. AL POWELL Ah, who am I kidding. Sgt. Al Powell just might be the biggest Christmas movie hero of all time, next to Rudolph and Howard Langston, AKA “Turbo Man.” (There’s no debate that “Die Hard is a Christmas movie).

After all, the sergeant managed to crawl out of his cruiser turned Swiss cheese by Hans Gruber’s gang with a few scrapes. And not only did he have to deal with his prick of a police chief, Dwayne T. Robinson, but he also had a cocky Special Agent Johnson trying to snatch all the glory. Keeping John McClane apprised of the LAPD’s questionable strategies, Powell’s heroic actions at the end allow McClane and his better half, Holly Gennaro, to ride off into the night in Argyle’s limousine.

to exact revenge in the second movie. It’s always good to have a scary old man as a neighbor with a metal shovel handy and a lady who can command an army of pigeons into battle when lost in New York City. Young McCallister will be forever thankful.

COUSIN EDDIE He might have shown up unannounced and uninvited in “National Lampoon’s Christmas Vacation.” And he might have clogged the sh***er. A tirade from Clark Griswold over the lack of a Christmas bonus from his cheapskate boss, however, prompts the broke cowboy to hop in his beat up RV and bring back a present. Dressed in pajamas and a red box, Cousin Eddie’s gift to Clark also brought some other visitors back to the Griswold residence in the way of the concerned boss’ wife and the SWAT team. In the end, Clark gets what he asked for, and it’s all thanks to an airhead cousin with a “heart that’s bigger than his brain” taking a crazy request literally.

OLD MAN MARLEY + PIGEON LADY God knows what would have happened to the young Kevin McCallister if the “Wet Bandits” in the 1990s film “Home Alone” and “Sticky Bandits” in “Home Alone 2” were able to grab him without help from some adults.

After all, the young mastermind puts the robbers through hell while they invade the McCallister home in the first movie and try

MAX What kind of dog tolerates a reindeer costume with an antler on the head? And it’s all while carrying a loaded sleigh full of toys with the Grinch at the helm. Max remains a loyal dog to the Grinch and his transformation from cold-hearted green machine to warm, fuzzy green Santa after hearing the Whos sing. In the end, Max is rewarded with a slice of roast beast from Cindy Lou Who. Who knows, maybe he’s the next “Cheermeister?”

remember, and perhaps you do, too, when there were only a dozen or so ... a veteran sports football bowl games. With NIL (Name, Image, Likeness) available to earn players an unseemly amount of money, there are fewer dropping out of the bowls this year than previously.

(Speaking of which, I have been drawn to the story of Quinn Ewers, who as a Texas high school quarterback finished his prep requirements a year early and signed on to play at Ohio State. That allowed him to sign an NIL deal with GT Sports Marketing for $1.4 million. As a raw freshman, he was in one game, handing off to runners.

Then, when the regular season ended, he announced he was transferring. He chose to go home, to the University of Texas. Good luck, young man.)

But back to the bowls.

Of course, the best games will be the national championship semis on Dec. 31 and the title game at 8 p.m. on Jan. 10 at Indianapolis. At 3:30 p.m. on Dec. 31, at the Cotton Bowl in Arlington, Texas, it’ll be Alabama (12-1) favored by 13½ points against Cincinnati (13-0).

At 8 p.m. at Miami’s Orange Bowl, Michigan (12-1) and Georgia (12-1), favored by 8, will meet. The semifinals and championship games will be televised by ESPN. Yes, I intend to watch them all.

I think one of the best games is tonight, Dec. 23 at 7 p.m. The Gasparilla Bowl at Tampa matches Florida (6-6) and University of Central Florida (8-4). Fans in the other 49 states couldn’t care less about the game, but you and I can watch it on ESPN. The teams met in 1999 and 2006. UCF has refused further meetings, but this past summer, they agreed to play two at Florida and one at UCF. Florida’s other bowl team, Miami (7-5), takes on Washington State (also 7-5) at 12:30 p.m. on Dec. 31 in the Tony the Tiger Sun Bowl at El Paso, Texas. We who won’t already be attacking New Year’s Eve will be watching on CBS.

Florida State, which won but five games, losing to Florida in its last, won’t be bowling. Neither will any of the other Florida teams.

The best games are on Dec. 30 and Jan. 1, wrapped around the College Football semis on New Year’s Eve. On Thursday, Dec. 30, Atlanta’s Peach Bowl features Michigan State (10-2) against Pittsburgh (10-2) at 7 p.m. on ESPN. New Year’s Day is still the busiest day of the bowl season. The day’s games start at noon with Penn State (7-5) facing Arkansas (8-4) in the Outback Bowl at Tampa, ESPN2. Other games that day are Iowa (10-3) vs.

Kentucky (9-3) at 1 p.m. in the Citrus Bowl at Orlando, airing on ABC. Notre Dame (11-1) plays Oklahoma State (11-2) at 1 p.m. in the Fiesta Bowl at Glendale, Arizona, airing on ESPN. Ohio State (10-2) faces Utah (10-3) at 5 p.m. in the Rose Bowl in Pasadena, California, airing on ESPN. And finally, Ole Miss (10-2) takes on Baylor (11-2) at 8:45 p.m. in the Sugar Bowl in New Orleans on ESPN. So, how many have you already watched and how many future games do you intend to watch? ids have been counting down and crossing off the calendar squares each day, awaiting their biggest day of the year — Christmas.

The Keys Weekly spent some time last week with second-graders at Gerald Adams Elementary School, just before they were set free for two weeks of winter vacation. A yule log was burning on two big-screen TVs in the school hallway.

We wanted to hear what tops their Christmas wish lists and their favorite part of the holiday (we’ll give you one guess what that is).

Here is a roundup of some of the responses we gleaned while trying to pin down 7- and 8-year-olds the week before the big man in red comes a-calling.

ALEX GANTTER, 7 “Christmas is when we get to open lots and lots of presents. That’s the part I like the best. I want a fluffy fake cat from Santa.”

EVAN TINGLEY, 8 “My Christmas wish is for a dog. I’ve never had one before, and I really, really want one. Do you know Santa? Can you tell him? Oh, and my favorite part of Christmas is opening presents.”

MARC BROUSSARD TIES HIS MUSIC TO A MISSION

L

ouisiana-based troubadour Marc Broussard brings his bayou soul — and a full band — to the Key West Theater for two shows at 8 p.m. on Saturday and Sunday, Jan. 8 and 9.

Broussard channels the spirits of classic R&B, rock and soul into contemporary terms.

He released his debut album, “Momentary Setback,” independently at age 20, but his gift for making music was evident well before then. He made his stage debut at age five, belting out “Johnny B. Goode” while on stage with his father, Louisiana Hall of Fame guitarist Ted Broussard and his band, The Boogie Kings.

In 2004, Broussard released his major-label debut, dubbed “Carencro.” The album’s thematic centerpiece is “Home,” that hickory-smoked slab of bayou soul that’s aged and evolved along with the singer himself. That album, and the others that followed, revealed Broussard as an oldschool Southern soul singer with a rarefied talent and an innate stylistic and emotional authenticity that have made him one of the most indelible artists of his generation.

A singer, songwriter, performer and humanitarian, Broussard’s commitment to making the world a better place

is a mantra that he has lived since the beginning of his career. It has always been about tying music to a mission. His latest studio album, “A Lullaby Collection, SOS III,” and first children’s book, “I Love You For You,” were created to educate and inspire younger audiences.

Although geared to younger ears, Broussard’s signature sound offers a universal appeal for all ages.

“A Lullaby Collection, SOS III“ is Broussard’s third charitable album in his independently released SOS (“Save Our Soul”) series. His first, “SOS: Save our Soul,” was a collection of R&B classics. The second, “SOS II: Soul on a Mission,” released in 2016, delved further into the vaults of R&B, soul and rock.

Broussard donated 50% of the profits from these albums to City of Refuge, which seeks to lead individuals and families on a journey to self-sufficiency.

A portion of the proceeds from sales of “A Lullaby Collection” and the book will be donated to Our Lady of the Lake Children’s Hospital in Baton Rouge, Louisiana.

group of 20 critically endangered juvenile Kemp’s ridley sea turtles was flown by private plane Friday from Marshfield, Massachusetts to the subtropical Florida Keys to convalesce at the Marathon Turtle Hospital after being rescued from Cape Cod Bay’s frigid coastal waters.

The flight to Florida Keys Marathon International Airport was conducted in collaboration with “Turtles Fly Too,” a nonprofit group that engages general aviation pilots who donate their aircraft, fuel and time to provide emergency transport for rescued sea turtles and other endangered species.

The reptiles were recently rescued and initially treated at the New England Aquarium in Boston.

Each of the turtles suffers from “cold stunning,” a hypothermic reaction that occurs when sea turtles are exposed to cold water for a prolonged time, according to Bette Zirkelbach, manager of the Turtle Hospital.

“These sea turtles are at the Turtle Hospital in the Florida Keys to warm up; their temperatures were extremely low — just like the tourists that come to the Keys to warm up,” said Zirkelbach. “The Kemp’s ridley is the most critically endangered sea turtle in the world, so it’s really important to help these little ones survive.”

Upon the turtles’ arrival at the hospital, staff identified each with a dedicated number, took their

photographs, and documented their weight, blood samples, and swimming ability in a small pool to gauge their in-water respiration and swim strength.

Treatment over the next few months at the Turtle Hospital is expected to include broad-spectrum antibiotics, fluids, vitamins and a healthy diet, and the group of turtles is to be rehabilitated in water tanks set at 75 degrees Fahrenheit.

According to Zirkelbach, once the sea turtles are healthy enough to be released back to the wild, they will return to warmer waters off central east Florida where this species is found, especially at this young life stage.

The Turtle Hospital opened in September 1986 as the world’s first state-licensed veterinary sea turtle hospital. The facility has treated and rehabilitated 2,000 injured sea turtles and assisted scores of hatchlings gone astray after exiting their nests.

he newly constructed 10-foot-wide asphalt sidewalk from Atlantic Avenue to South Roosevelt Boulevard along Bertha Street in Key West is now open to pedestrian and bicycle traffic. This shared-use path is a primary route for beach access.

The project is a partnership between Monroe County and the City of Key West as part of the road and drainage improvement construction project along 1st Street and Bertha Street; it will be done in phases and is tentatively scheduled for completion in late fall 2022.

As a reminder for vehicular traffic, 1st Street is open to southbound traffic only from Vivian Lane to Fogarty Avenue.

Northbound traffic on 1st Street is detoured at Fogarty Avenue to Fifth Street and back to North Roosevelt Blvd. Traffic on Flagler Avenue can use Fifth Street to access North Roosevelt Blvd.

The major improvement project consists of reconstruction and resurfacing the two roads, installation of a new stormwater collection system on Bertha Street, and rehabilitation of the existing stormwater collection system on 1st Street. he College of the Florida Keys held its 63rd commencement exercises for the fall Class of 2021 on Dec. 14 in the Tennessee Williams Theatre on the Key West Campus.

Thirty-three graduates donned new blue and orange graduation attire to receive their diplomas. The college expects to award a combined total of 79 credentials, including bachelor’s degrees, associate degrees, and certificates, to the fall class of 2021.

Captain Adam Chamie, commander of Coast Guard Sector Key West, delivered the keynote address to the class. Graduate Laurana “Ronneh” Danet, who earned a bachelor’s degree in supervision and management, gave the student address to her fellow graduates.

Amanda Blanco, who earned an associate’s degree in nursing, celebrates her graduation with her daughter. Blanco decorated her cap with a photo of her daughter and a message declaring ‘I did it for her.’ CONTRIBUTED

CFK’s spring semester begins Jan. 7. The college will be closed for the holidays Dec. 18 through Jan. 3.

CHECKPOINT CREATES CONCH REPUBLIC

A

ll hail the Conch Republic, a shelltastic micronation culled from the drastic need for some serious media spin.

It was 1982, and the BRAD war on drugs had officially reached the Florida Keys, BERTELLI well, unofficially. On Sunis an author, day, April 18, a serpent speaker, and Florida Keys historian. wearing mirrored sunglasses slithered across His latest book, the asphalt stretch called “The Florida Keys Skunk Ape Files,” U.S. 1. Thick as a squad is a fun blend of car, the beast situated two of his favorite subjects — Florida itself across the highway and blocked traffic intent Keys history and on exiting the Florida the Skunk Ape. Keys. It was just after three o’clock in the afternoon.

The head of the beast was a cadre of federal agents directing Florida Highway Patrol officers and Border Patrol agents to physically put into place the flashing red lights and barricades of a United States border checkpoint. The scene played out in

front of Skeeter Dyer’s Last Chance Saloon, the last bar on the mainland before the 18-Mile Stretch delivered drivers to the Florida Keys. In the eyes of everyone living in the Keys, the act was an egregious display.

All northbound traffic departing the islands from a weekend in paradise came to an immediate halt.

It did not take long for the resulting snarl of traffic to stretch all the way to Key Largo. The 20- or 25-minute drive it usually took to reach Florida City was now taking hours, three, four, and sometimes more with, for anyone who has taken this particular drive knows, no place to stop for a bite to eat or something to drink or even a place to use the bathroom.

International media billed the resulting quagmire as the world’s longest parking lot.

Back up by The Last Chance Saloon, armed men approached each vehicle in an attempt to stem a flow of illegal immigrants from reaching the mainland — or, at least, that was the reason the border checkpoint was allegedly set in place. Officers asked for identification, as well as proof of citizenship, and not just from those driving. Leaving the Florida Keys had become equivalent to leaving Canada or Mexico.

Also, those officers searched cars in places far too small for any human to hide, like engines, luggage, and glove compartments. Clearly, the search was about finding more than people. They were looking for drugs which they found in small, recreational amounts.

While the event was not overly prolonged, it went on long enough to ding the tourist economy. To the detriment of those who lived and worked in the Florida Keys and especially those who made their living largely off of tourist dollars, the message the roadblock sent was broadcast loud and clear. The Florida

Keys might be America’s backyard paradise, and anyone was welcome to drive down and enjoy the islands, but it was going to be hell getting out. Hotel rooms emptied. Grouper and Key West pink shrimp began to spoil in restaurant refrigerators.

Even barstools began to gather a fine layer of dust in some joints.

The government roadblock was choking the life out of the tourist industry, and as local wallets emptied and bank accounts began to drain, normally laidback hackles began to rise. Then Key West Mayor Dennis Wardlow filed an injunction in Miami Superior Court, hoping to have the checkpoint lifted. The case was heard by chief federal judge Clyde Atkins of the U.S. District Court. Just after 2 p.m. on Thursday, April 22, Wardlow and his constituents were told that while the checkpoint would not be dismantled, it would cease to operate in its previous, egregious manner. Wardlow left the courthouse with his head held high.

When he stopped on the courthouse steps to make a statement to a smattering of reporters, his words would change everything. Wardlow, along with a handful of stalwarts from the Key West community, decided that if the United States government was going to treat Key West and the Florida Keys like a foreign destination they would become an independent island nation. Wardlow announced they would be seceding from the United States of America at noon the following day.

Wardlow and his advisors gathered at Clinton Square and declared Key West and Florida Keys the Conch Republic. A uniformed Navy officer in attendance was pummeled in the head with a loaf of Cuban bread (he had been forewarned). Seconds after the republic was declared, the Conch Republic surrendered. As a fallen nation, though not a crestfallen people, Prime Minister Wardlow applied for one billion dollars in foreign aid and war relief. Those funds were never received, but ever since that day, three flags have flown over the Florida Keys: the American flag, the Florida state flag, and the conch shell-emblazoned flag of the Conch Republic.

And extending east to include all of Stock Island on both sides of U.S.1 and Raccoon Key (AKA Key Haven), until the western end of the Boca Chica Bridge at which point, the district shall only include that territory south of the centerline of U.S. 1 on the Boca Chica Bridge, Rockland and Geiger Keys, ending at a point on the centerline of U.S. Highway No. 1 at the intersection of U.S. 1 and Boca Chica Road, thence heading south easterly down the centerline of Boca Chica Road until it intersects with Geiger Road, then heading easterly along the center line of Geiger Road until it meets the water, then Southeasterly three geographic miles into the Atlantic Ocean or to the edge of the Gulf Stream, whichever is the greater distance; and the boundary shall also extend perpendicularly from the center line of U.S. 1 at the western end of the Boca Chica Bridge out into the Gulf of Mexico for nine nautical miles.

SECTION 3. District No. 2 of the County Commission shall comprise a portion of the City of Marathon and the unincorporated area of the Lower Keys of Monroe County and shall be more particularly described as follows: All of the territory lying generally easterly of a point on the centerline of U.S. 1 at the western end of the Boca Chica Bridge with a line extending perpendicular to U.S. 1, Northwesterly nine nautical miles into the Gulf of Mexico and easterly along the northern side of the centerline of U.S. 1 until it intersects with Boca Chica Road, then south easterly down the center line of Boca Chica Road until it intersects with Geiger road, then heading easterly along the center line of Geiger Road until it meets the water, then southeasterly three geographic miles into the Atlantic Ocean or to the edge of the Gulf Stream, whichever is the greater distance, to a point on the Centerline of U.S. 1 at the North end of the Seven Mile Bridge (South shoreline of the City of Marathon) to a line being perpendicular to U.S. Highway No. 1 and extending Southeasterly three geographic miles into the Atlantic Ocean or to the edge of the Gulf Stream, whichever is the greater distance; also the territory lying Northerly of the centerline of U.S. 1 in the City of Marathon, commencing at the North end of the Seven Mile Bridge and extending Northeasterly along the centerline of U.S. Highway No. 1 to a point that intersects the centerline of Aviation Boulevard thence following the center line of Aviation Boulevard until it intersects with Peter Jay Street, then southeasterly along the western edge of Peter Jay Street along the eastern perimeter of the Florida Key Marathon International Airport until the end of Peter Jay Street and continuing in along the eastern perimeter of the Florida Keys Marathon International Airport in a straight line until that line intersects with the centerline of U.S. 1 thence continuing northeasterly for approximately 55 feet until U.S. 1 intersects with 107th Street, Gulf Side, then proceeding northerly along the centerline of 107th Street Gulfside until the canal at end of 107th Street, Gulfside, then proceeding east along the southernmost edge of that canal until it ends at open water, then proceeding from that point due north into the Gulf of Mexico for nine nautical miles.

District No. 4 of the County Commission shall comprise a portion of the City of Marathon, a portion of lslamorada, Village of Islands, all of the City of Key Colony Beach, all of the City of Layton and a portion of the unincorporated area of Monroe County and shall be more particularly described as follows: All of the territory in the City of Marathon that is located east of the Seven Mile Bridge that is South of the centerline of U.S. 1 to the point where it intersects with Aviation Boulevard, then following the centerline of Aviation Boulevard until it intersects with Peter Jay Street, then following the western edge of Peter Jay Street along the eastern perimeter of the Florida Key Marathon International Airport until the end of Peter Jay Street and continuing in along the eastern perimeter of the Florida Keys Marathon International Airport in a straight line until that line intersects with the centerline of U.S. 1 thence continuing northeasterly for approximately 55 feet until U.S. 1 intersects with 107th Street, Gulf Side, then proceeding northerly along the centerline of 107th Street Gulfside until the canal at end of 107th Street, Gulfside, then proceeding east along the southernmost edge of that canal until it ends at open water, then proceeding from that point due north into the Gulf of Mexico for nine nautical miles, and continuing from that point to include the remaining territory of the City of Marathon, inclusive of the Marathon Airport property, and all of the territory Northeasterly of the City of Marathon, inclusive of the City of Key Colony Beach and the City of Layton and extending through most of lslamorada, Village of Island to a point on U.S. 1 where it intersects with the centerline of Sunshine Boulevard in lslamorada, and extending northerly up the centerline of Sunshine Boulevard until Sunshine Boulevard terminates on Tavernier Creek, then extending along the centerline of Tavernier Creek until it meets open water in Florida Bay, then Northerly into Florida Bay for nine nautical miles; also the territory lying Southerly of U.S. 1 to the centerline of Tavernier Creek; thence Southerly along the centerline of Tavernier Creek to the Atlantic Ocean and then to a line extending Easterly three geographic miles into the Atlantic Ocean or to the edge of the Gulf Stream, whichever is the greater distance.

SECTION 5. District No. 5 of the County Commission shall comprise the following more particularly described territory of Monroe County: All of the territory lying Northerly of the centerline of U.S. Highway No. 1 where it intersects the centerline of Sunshine Boulevard in lslamorada; thence in a Northerly direction along the eastern side of the centerline of Sunshine Boulevard until Sunshine Boulevard terminates on Tavernier Creek, then extending along the eastern side of the centerline of Tavernier Creek until it meets open water in Florida Bay, then the Northerly into Florida Bay for nine nautical miles; also the territory lying southerly of U.S. 1 commencing on the eastern side of the centerline of Tavernier Creek then to a line extending south three geographic miles into the Atlantic Ocean or to the edge of the Gulf Stream, whichever is the greater distance; plus said area to the east extending to the Monroe County border with Miami Dade County and the area known as the Florida mainland and Everglades.

SECTION 6. This resolution with boundary descriptions shall be entered into the minutes of the Board of County Commissioners and, pursuant to F.S.124.02 a certified copy of the minutes shall be published once each week for two weeks in a newspaper published in Monroe County. The Clerk shall send a certified copy of the minutes reflecting the boundaries of the districts as changed to the Department of State.

SECTION 7. Interpretation. Any discrepancy between the maps depicted in Exhibit A and the narrative form set forth in this resolution shall be resolved in favor of the maps if clearly depicted on the maps but in favor of the narrative if not clearly depicted on the maps.
