T

he Florida Keys emerged from hurricane season relatively unscathed, and celebrated on Nov. 30, the last day of the storm season, by setting the redand-black hurricane flag on fire at Truman Waterfront.

In U.S. maritime warning flag systems, a red square flag with a black square in the middle is used to indicate a storm warning. The use of two such flags together denotes a hurricane force wind warning or a hurricane warning.

Key West Mayor Teri Johnston spoke at the annual flag burning, which included members of the U.S. Navy and Coast Guard, as well as enthusiastic members of the tongue-in-cheek Conch Republic Navy.

Paul Menta, owner of Key West’s First Legal Rum Distillery, donated the rum that was used as an accelerant to set the flag on fire.

INGHAM MUSEUM SHIP LEAVES FOR REPAIRS HISTORIC SHIP WILL RETURN IN A FEW WEEKS

he U.S. Coast Guard Cutter Ingham, the floating museum ship that typically docks at Truman Waterfront in Key West, is out of town for a few weeks for repairs and maintenance.

Tugboats on Nov. 27 pushed the historic ship from the Truman Waterfront to a boatyard on the west coast of Florida, where she arrived safely a few days later.

The usual weekend happy hours and tours aboard the ship will resume when the ship returns in about three weeks, maybe a little longer, said Bill Verge, a retired Coast Guardsman and former city commissioner who brought the ship to Key West.

Launched in 1936, the ship’s more than 50 years of valiant service made her the

only Coast Guard Cutter afloat today to receive two Presidential Unit Citations for extraordinary heroism in action against an armed enemy.

She served in World War II and Vietnam and was key in rescuing Cubans involved in the Mariel Boatlift. Because of her rich history, the Ingham has been named “National Memorial to Guardians Killed in Action in World War II and Vietnam.”

Executive Director Mike Charavell has said, “It’s important to support this National Historic Landmark, so the next generations can visit this portrait of the Coast Guard, and U.S. history. Everything that was there when she was decommissioned remains mostly untouched and is a look back in time.”

The Ingham has also been designated as the headquarters of the Conch Republic Navy.

BOROS ‘HEALTHY AND WORKING’ KEY WEST DOCTOR RECOVERING FROM COVID

D

r. Bruce Boros is “physically healthy and working on four projects at once,” he told the Keys Weekly in a text message on Monday, two weeks after he’d been hospitalized with COVID following his attendance at a Frontline Doctors event in Ocala.

His COVID infection made global headlines last week given his fervent endorsement of the drug Ivermectin for prevention and treatment of COVID, his online testimonials about successfully treating “hundreds of patients” with it and his attendance at the FLCCC COVID summit, where at least six other attendees ended up with COVID. The Frontline COVID Critical Care Alliance (FLCCC) has actively promoted the use of Ivermectin while questioning the safety and necessity of the COVID vaccines.

Boros, a retired cardiologist, owns three Advanced Urgent Care centers in the Florida Keys. The company’s website now states they are not able to provide Ivermectin due to demand and delays, but the website refers people to an FLCCC-affiliated website.

Boros is reportedly back home in Key West.

wo cruise ships returned to Key West on Nov. 27, one at Mallory Pier and one at Pier B. Another is due to arrive on Thursday, Dec. 1 at Pier B. But the ships are coming back to a different island, as much has changed since any of them last visited in March 2020.

Most cruise ships are no longer welcome, 62% of Key West’s voters decided in November 2020, when they approved local referendums to drastically reduce the number of ships — and people — that can dock in Key West. Six months later, a new state law voided those and any voter initiatives that could restrict maritime commerce in Florida.

But until the city of Key West turns those referendums, spearheaded by the Key West Committee for Safer Cleaner Ships, into city ordinances, which were not voided by the new state law, the restrictions cannot be enforced at the privately owned Pier B marina. But city officials are enforcing the new limits at the two piers the city controls, Mallory Pier and the Outer Mole Pier, which Key West leases from the Navy.

With a 1,094-person capacity (686 passengers, 408 crew), the ship meets the voter-approved cruise ship size and capacity limits. It is one of 11 smaller ships that are eligible and scheduled to visit Key West in 2022, and, according to a Tweet by Safer Cleaner Ships, “is a good fit for Key West” due to its smaller size and shallow draft.

At 9 a.m. Saturday, the Crystal Serenity arrived at Pier B. With a total capacity of 1,695 people (1,040 passengers, 655 crew), the ship, when full, would exceed the city’s new prohibition of ships that carry more than 1,500 people. But the Crystal Serenity arrived Saturday with only 476 passengers.

Even if the Crystal Serenity had arrived at full capacity, the new ship rules haven’t been formally imposed at the privately owned Pier B. The third ship, Oceania Cruises’ M/S Marina, arrives Thursday. It has a total capacity of 2,030 (1,250 passengers and 780 crew), but the ship is arriving with fewer than 400 passengers and all crew is remaining aboard the ship when it’s in Key West, said John Wells of Caribe Nautical, the ships’ agent that schedules and provisions cruise ships in Key West.

CRUISE SHIP SCHEDULE? Key West’s cruise ship schedule for the coming year has become a source of debate and contention in recent weeks. Wells no longer makes the schedule public, saying he has stopped doing so due to “security concerns and numerous threats of violence against cruise ships and passengers” that have been posted to social media, including a Facebook page called Reimagining Key West that has no affiliation with the Key West Committee for Safer Cleaner Ships.

The city of Key West’s website formerly included a link to the ship schedule. That link took viewers to Caribe Nautical’s online calendar.

“I think the story is that John Wells is hiding the ship calendar, not only from the public, but from the city’s port director,” said Arlo Haskell, treasurer of Safer Cleaner Ships. “The city has the statutory authority to regulate vessel operations in its port. So the city is sort of refusing to require that Wells provide that information. This is viewed as public information. Isn’t the whole idea that these ships are important to downtown businesses?

The public has a right to know that information.”

Wells feels differently, and points to various online comments that are encouraging threatening or criminal activity against arriving ships.

Facebook user Curt Gary made two such posts to the Reimagining Key West Facebook page, writing, “Mine the harbor! Conch Republic!” and “How about we just wait for the first cruise ship to dock and show up with guns at the gangway.”

Richard Siniscalchi posted on the same page, “Blockade the channel.” Both men are verified Key West residents, and not fake Facebook user accounts.

Wells said such comments have been related to the Coast Guard, which takes such statements “very seriously.”

When Key West’s voter initiative was voided by the new state law, Safer Cleaner Ships urged city officials to turn the referendums into ordinances, which hadn’t been voided by the state.

Those ordinances are not yet in place.

The fact this was missed and included in the letter was not indicative of the standard I hold our papers and media platforms to — and I apologize that particular statement made it to print.

We will continue to provide a balanced platform that welcomes free speech for all voices in our community, a place to voice their beliefs.

However, I hold myself and the Keys Weekly to a standard that embraces the sincere belief in “One Human Family,” which should rise above any and all differences we might have within this incredible place we all call home.

JOHN WATERS RETURNS TO KEY WEST

THE ‘EQUAL OPPORTUNITY OFFENDER’ IS STILL CHANGING MINDS

I

’ll admit, I was intimidated. I’d interviewed famous people before, in person, by phone and even via Zoom in more recent times.

But never John Waters. The filmmaker, author, actor and star of a one-man show would pull no punches. He’d tell me if I asked a stupid question. He wouldn’t be polite and humor me just because he’s talking with the media in advance of his latest one-man show, “A John Waters Christmas.”

(Waters will present his one-man Christmas show at 8 p.m. Tuesday, Dec. 14 at the Key West Theater. ) Plus, I’d been instructed by Waters’ media representative, who scheduled the interview, that I should record our conversation, as “Mr. Waters speaks rapidly and will not answer questions twice.” Suddenly I was back in a classroom, feverishly scribbling notes, but knowing I was so far behind the professor, I’d never catch up.

I was also told that my subject only does “project-specific interviews.” In this case, the project was his annual Christmas tour. I was not to ask him about his career or current events, and he would not provide lists or recommendations.

“This oughta be interesting,” I told myself and everyone in the office, while rolling my eyes and expecting to be taken to task by Waters’ acerbic wit and biting replies.

I could not have been more wrong.

In all fairness, by the time our call connected, my sentiments had already softened a bit, as I had just read the October issue of “Town & Country” magazine, thanks to my colleague Stephanie Mitchell, which features Waters on its cover and includes an engaging profile of a man who for decades has proudly carried the moniker Pope of Trash and boasts about decorating the electric chair that’s in his living room with Christmas lights each year. (The chair is a prop from his 1974 film “Female Trouble” and, he told me, remains in his home to this day.

“I don’t even notice it any more,” he said.

Our conversation opened with the usual chit chat about Key West,

as Waters has been here several times. I told him I’d seen him holding court at La Te Da maybe 17 years prior.

“I wrote ‘Shock Value’ while I was in Key West,” Waters said, asking me how the island has changed with the wealthy second and third homeowners, and comparing it to Provincetown, Massachusetts, where he had just spent his 59th summer.

“The graying of P-town is happening, certainly. But I like some of the rich people,” he said. “I stay at their houses.”

When I asked about his upcoming Christmas show at Key West Theater, he replied honestly.

“Opening night is always the scariest,” he said. “I use no notes and stand on stage, speaking for 70 minutes — and no jokes I wrote before COVID work today.

“But come the holidays, everyone has to go home and see all the relatives they don’t usually see, the Trump supporters, the antivaxxers, all of them.”

Asked whether it’s more difficult today to shock people, which is his usual brand of humor, Waters said, “It’s not harder. People are shocked by everything these days: pronouns, diversity. Back when we used to make fun of being PC, we made fun of ourselves first. That’s what changed, the righteousness of today is what’s horrible.”

I told him I couldn’t agree more and found myself thoroughly enjoying the conversation.

“I’m an equal opportunity offender,” he said. “I’m marveling at what I don’t understand. But I try to look at the wrong side of both sides.”

He was gearing up for a 16city tour for his Christmas show and was relieved to have turned hundreds of Post-It notes into an actual script.

“That’s why I don’t post anything on Instagram,” he said. “I wouldn’t have any material left for my show.”

After an engaging and hilarious 15-minute interview, I came away smiling, changed and entirely excited for Waters’ Dec. 14 appearance at the Key West Theater.

And for that, I thank him.

Gerke loaded his van and traveled the highway as he searched for people, from a dairy farmer and an Amish man to a skateboarder. A COVID-19 pandemic crippled events and weddings in the Keys, including Gerke’s DJ gigs. Instead of sitting around, Gerke jumped on a filmmaking opportunity.

“As a community activist, I knew that if I moved into my van and traveled, I could create a new life for myself, documenting positive messages through experiences with people I once never knew through a simple ‘hello,’” he said.

Getting rid of his belongings in preparation for the adventure, Gerke built out his van and left the Keys with new uncertainties of the future, but confidence in his decision.

Curious about others since his early years, Gerke said the whole mission of his filmmaking adventure, called “Once a Stranger,” was to search for people from different backgrounds to better understand their struggles and triumphs. Illinois, Pennsylvania and Maine were among the stops for Gerke. He also visited the House of 5,000 Dolls in Lancaster, Pennsylvania.

In the Keys, Gerke spent some time on the streets of Key West during Fantasy Fest. Gerke said the run-ins and connections made with different people helped shape who he is today.

“I learned about the Amish industry and farm industry in my travels.

And holy cow, no pun intended, but things are a mess for farmers,” he said. “I’ve done a couple surprise videos where I found people who were willing to drop everything they were doing and go on a surprise adventure. I even picked a guy up at the airport and took him skydiving.”

He also asked someone to be his granny for the day, and he even took her parasailing. His adventures can be viewed on YouTube and Instagram.

“As humans, our need for love and belonging helps shape who we are and is the driving force in how we treat one another. I wanted to document that,” he said. “The idea was to start off with me reaching out to someone who’s making a positive impact or just interests me.”

Gerke’s last trip was on the eastern side of the Appalachian Mountains in the little Tennessee town of Elizabethton. He was on a traditional summer fly-fishing trip with his family when he decided to explore. While never knowing how a filming might go, Gerke quickly saw the town’s Southern charm after visiting a local festival and a diner.

“I learned it was a cool town with a lot of awesome characters,” he said. “It was a really beautiful town, and I found that Jesus rules these towns. Religion is a very big deal in Appalachian culture.”

Among the memorable moments in his filming on the road was an Amish man. Gerke said the man never opened up to someone outside his community.

“He appreciated my willingness to learn about him and listen to what he had to say,” Gerke said. “At the end of the day, everybody has that same desire to be heard and loved.”

With life as a DJ back, Gerke is seeking to bring his video series to include his island neighbors as far south as Key West and north to the Everglades.

“Everyone has a whole story to tell,” he said. “If I have enough weddings and gigs to keep me in town for the next several months, I am going to start doing stuff here in the Keys and the Everglades. I’m looking for people, communities or industries that don’t get press often, or something people find interesting.

“Getting to meet your neighbor, I get to know them and create an experience,” he continued. That’s what I'm trying to showcase: the power of a simple ‘hello.’”

This week, Gerke is heading out on a stone crab boat as part of a commercial fishing series in the Keys. He’ll then head on a shrimp boat in mid-December, and he said he’s hoping to connect with other fisheries.

Gerke is a kiteboarder who went on a two-day, 100-mile trip in the Keys with his friend, Joe Tatangelo, in December 2020 to raise awareness about mental health. A little over $2,000 was raised to support mental health services in the Keys.

NATION’S OVERDOSE RATE SKYROCKETS Sheriff: ‘We have to be vigilant’ in the Keys

ack in April, when Rhonda Brewer’s 31-year-old son Marshall Carlton “Carly” Simonds visited her at his childhood home in Islamorada, she looked into his eyes and knew he was using.

Again.

“I took his face in my hands and said, ‘Don’t go back to South Carolina. I’ll drive you to rehab. Let’s go,’” she recalled. “He said, ‘I don’t want to lose my job.’ He went back to South Carolina, and three weeks later, he was gone.”

Simonds overdosed on fentanyl on April 26, after battling his drug addiction for 12 years.

Brewer is not alone in her grief. Last month, national headlines told the story: “Overdose Deaths Reached Record High as the Pandemic Spread,” said the title of a Nov. 17 New York Times article.

“In the 12-month period that ended in April, more than 100,000 Americans died of overdoses,” the article said. “The figure marks the first time the number of overdose deaths in the United States has exceeded 100,000 a year, more than the toll of car crashes and gun fatalities combined. … The rise in deaths — the vast majority caused by synthetic opioids — was fueled by widespread use of fentanyl, a fast-acting drug that is 100 times as powerful as morphine.”

Brewer said the coroner of Greenwood County, South Carolina, where her son overdosed, told her that Simonds’ lethal dose of fentanyl measured 17 nanograms, the size of the tip of a grain of rice.

Simonds had scored the drug before reporting to work at an electrical company on the morning of April 26. He went with his boss to a supply store and excused himself to go to the bathroom, where he took his fix.

He died on the spot.

Though Simonds died in South Carolina, he battled his addiction for the most part in the Florida Keys, Brewer told Keys Weekly in an interview. He became hooked on drugs in his first year at the University of Florida, having been supplied with cocaine by his dealer roommate, said Brewer.

“And he fell down the rabbit hole,” she said.

Prior to that, no one would have predicted that this would be Simonds’ fate. He graduated at the top of his class at Coral Shores High School and was captain of the swim team. He read voraciously.

“If you were to ask anyone on these islands what they remember most about my son, they would all tell you his smile, and how caring he was,” said Brewer.

She helped her son with his battle while he lived in the Keys, sending him to rehab three times.

“He spent three years clean in the Navy,” she said.

Monroe County Sheriff Rick Ramsay said the death rate from drug overdoses in the Florida Keys is not as high as other places in the country.

“But we’ve got to continue to be vigilant,” he said.

“As a lawman in the ’80s and ’90s in the Keys, people dying from drugs was unheard of. Now an overdose is just another day at the office. We use Narcan all the time,” said Ramsay.

“Last year, we had a couple in a trailer with three kids. In a garbage trailer. They had Narcan, and they had the same pact. But they were so high, one passed out while the other overdosed. The husband died.”

Narcan, the brand name for naloxone, is a nasal spray that can treat a narcotic overdose.

“We’re not as bad as other parts of the nation. But do we have a problem? Yes,” he continued. “You never saw meth, almost never saw heroin. It was marijuana, cocaine and crack back then. Now it’s perceived as not too big a deal, the stuff we thought were hard drugs. Now we’re like, ‘Eh.’” Ramsay expressed concern that users of opioids — which include fentanyl, heroin and oxycontin pills — see Narcan as a safety net and therefore feel more comfortable abusing drugs. He pointed out that Narcan is available over the counter in CVS and said that addicts often use in pairs. They make a deadly pact to use their drug of choice one at a time. If one person looks like they are overdosing, the other person will revive them with Narcan.

“It encourages people to use drugs at higher volumes,” Ramsay explained. “Last year, we had a couple in a trailer with three kids. In a garbage trailer. They had Narcan, and they had the same pact. But they were so high, one passed out while the other overdosed. The husband died.”

Maureen Dunleavy is the regional vice president of the Guidance/Care Center, which has branches in Key West, Marathon and Key Largo. She said that in the past year, nine people died from drug overdoses of opioids, including fentanyl and heroin, in the Keys. That number would have been higher if not for Narcan, she said. The Guidance/ Care Center gives out Narcan for free.

“In 53 overdose cases in 2021, Narcan was used in 29 of those cases. And we had nine deaths. We are definitely making an impact with reducing fatal doses,” Dunleavy said.

Brewer has been wrestling with her grief, she said. Therapy hasn’t helped. Some days she can make it without crying. She knows other mothers in the Keys who have children who are addicted to opioids. Sometimes, they ask her for advice.

“I’m still in raw emotion,” she said. “My knee-jerk reaction is, ‘God help you.’ You can only do so much. You can lead a horse to water. It’s the same with an addict. It’s up to them to accept the help.”

KEY WEST BUSINESS GUILD SWEARS IN NEW BOARD MEMBERS

T

he Key West Business Guild on Dec. 1 celebrated the end of a successful 2021, despite the persistent pandemic and a calendar of events that only recently started filling back up.

Larry Blackburn, guild board member, Keys Weekly photographer and president of the Friends of the Key West AIDS Memorial, reminded the lunchtime audience that Dec. 1 was World AIDS Day. Key West for decades has marked the day of remembrance with a candlelit march from City Hall to the Ed Knight Pier at the end of White Street while volunteers read out more than 1,200 names of people lost to AIDS that appear on the city’s AIDS memorial, which was the first of its kind in the nation.

The guild also swore in its 2022 board members and handed out four awards for service to the organization and the community in general.

The 2022 board includes: Chuck LicisMasson, president; Jacqueline Luhta, vice president; Misha McRae, secretary; Patti McLauchlin, treasurer; and board members Alan Beaubien, Jay Berelowitz, Paul Murphy, Larry Blackburn and Jenn Stefanacci Portier.

BACKYARD DOVE DRAMA

ou couldn’t tell Tony Soprano just by looking at him. You had to wait until he started acting like a jerk. Usually this involved him running headfirst at one of the other mourning doves.

Sometimes he would throw his wings up in a threatening manner. Sometimes he would stab at them with his bill. But the message was always clear: Get the hell off my feeder.

I’d never had much luck with feeders. My wife and I put up hummingbird feeders a few times, then got sad when no hummingbirds showed up to drink the free sugar water. (Hummingbirds in the Keys seem to prefer actual nectar.) I’d never gotten too excited about seed feeders, because in the Keys it seemed likely that they would just attract a bunch of mourning doves, and those are some boring-assed birds.

But then my friend Geoff started getting painted buntings at his feeders, and someone gave me a free 20-pound bag of birdseed, so I figured, why not?

At first I used a couple tube feeders I ordered off Amazon, but when they didn’t get any action, I began leaving small piles of seed on top of an old mahogany stump in the yard.

Mourning doves were the only things that showed up, but I figured that was a start.

I took a tray from a long-dead toaster oven, drilled a couple holes in the corners, strung it up with twine, and poured a cup of seed onto it. For a while it swung there unnoticed, but then the seed pile started to go down. We started to see the occasional mourning dove, then whole groups of them.

I mean, it doesn’t get more basic than a mourning dove. There are somewhere between 350 million and 475 million of them in the world, most found in the lower 48 states, with some population incursions across the borders into northern Mexico and southern Canada. It seems, at times, harder to not see them than to see them. I see a dozen of them sitting on the wires every time I leave my house, and I wish them well, but it is difficult to feel much excitement about them.

Still, no matter how humdrum a bird may be, when they show up in your backyard every day, you start to get invested in their lives — sort of. It is hard to build narratives and gain understanding of a social scene when you can’t tell the characters apart. And mourning doves pretty much all look the same. You can tell the young birds, because there’s some scalloping in their feathers, but looking it up in my old Sibley’s, there weren’t any field marks to differentiate between genders.

It was my wife who named Tony Soprano. She noticed how he got aggressive with the other doves and warded them off the feeder until he’d stuffed his gullet with food. So even if we didn’t have a lot of discernible plot lines, we at least had a known antagonist.

For the first couple months we watched all the drama through the glass of our air-conditioned living room. Occasionally I would forget we had mourning doves hanging out in the yard, and I would open the door to go into the yard, and the doves would all take off in an explosion of panic. But then the weather broke and we started keeping our doors open.

Mourning doves squeak when they fly – Sibley refers to it as a “light, airy whistling” – and the squeaking began to take on nuance.

You could tell when a dove was taking off and when it was landing, when it felt comfortable and secure, and when it felt nervous. You could tell when they were going to land on the feeder, saw Tony Soprano, and thought better of it in midair, as well as when they decided to challenge Tony Soprano and land on the feeder, and then fled when he went after them. You could tell when a hawk flew over and they all freaked out at the same time, the squeaking starting to sound more like clapping.

You could also tell, just by listening, when it was Tony Soprano on the feeder. Most of the doves, when they ate, would grab a seed in their bill, then lift their head and throw it back, gulping them down one at a time in a kind of slow-motion sewing machine rhythm. Tony Soprano ate kind of like the Cookie Monster, slamming his face hard into the piles of food, trying to gulp all of it at once, seed flying everywhere, most of it landing in a soft clatter down onto the deck.

If you are a person who looks for fairness in the natural world, it might seem as if this was a great injustice to all the other doves.

But in reality it was a version of trickle-down economics that actually worked. The doves that Tony Soprano had scared off, and the doves that avoided all the drama from the get-go, just snarfed up all the spillage. There was more than enough to go around.

While working on this column I did some reading about mourning dove social dynamics, and it turns out that the dominant bird in a flock is not determined by gender, which got me thinking that there is no reason Tony Soprano couldn’t be a Tonya Soprano. And then I looked up mourning doves in both the National Geographic guide and the new edition of the Sibley Field Guide to Birds, and it turns out you can differentiate mourning doves by gender – the males have a slight bit of iridescence in the nape of the neck and faintest of caps on the top of the head.

All this means I know less about the Tony/Tonya Soprano situation now than I did when I started writing this. But I can accept that.

I’ve got another 20-pound bag of seed and a pair of binoculars, and I’m going to keep paying attention until I make sense of it all.

DRONES ADD TO COAST GUARD’S CAPABILITIES JIM McCARTHY jim@keysweekly.com

W

ith eyes on water and on land, U.S. Coast Guard Station Islamorada also is taking to the sky, thanks to a program that’s introducing short-range drones.

On the grounds of Station Islamorada recently, three Coast Guard members looking to become certified drone pilots grabbed handheld controllers during a three-day training with instructors. Launching the station’s two drones into the air, two instructors stood by trainees as they maneuvered drones over the waters, scouring the mangroves of Snake Creek and surveying the scene from above before bringing them back for landing.

Trainees had to obtain an FAA Part 107 license before receiving training and a remote pilot certification to fly missions for the Coast Guard. Three newly certified pilots are expanding the Unmanned Aircraft Systems (UAS) program in the U.S. and the Keys. Lt. Cmdr. Dominic Bucciarelli, program manager for the Coast Guard’s short range UAS, said the small drone introduction onto cutters and stations began in 2018, when authorization by Congress was given for their use by the Coast Guard. The intent of the program is twofold, he said.

“UAS can go into nooks and crannies and see things that crews normally can’t see. If a boat’s washed up, crews can shoot a drone straight across from their boat, see the tag numbers and contact the owner,” said Bucciarelli, who came down to the Keys from Department of Homeland Security headquarters in Washington, D.C. “It’s also offering us some civil engineering aspects. After a hurricane, we can do assessments a lot quicker instead of grabbing an expensive helicopter or plane.”

Seven units in the Coast Guard began using short-range drones during the start of the program three years ago. Today, Bucciarelli

said, 35 out of some 400 Coast Guard units in the country have drone deployment capabilities. Before the training in Islamorada, Bucciarelli was in Seattle to introduce the shortrange UAS. “We don’t just let any unit come on,” he said. “We have each unit put in a request, and we see the geographic capability and if it will benefit them.”

Once the request is approved, trainees meet up with instructors at the station or another location. The training consists of presentations on policy for a day and two days of flight instruction.

Bucciarelli said the training is hands-on.

“We get them out here and get them comfortable. We even put them in uncomfortable situations where they lose video feed just so they see what happens,” he said.

Among the instructors showing trainees how to launch and fly was Islamorada resident David Gross. A member of the U.S. Coast Guard Auxiliary Flotilla 13-8, Gross holds an FAA Part 107 drone pilot license and a Coast Guard SR-UAS pilot license. As a certified drone pilot, Gross has assisted Florida Fish & Wildlife Conservation and NOAA in derelict vessel cases and prop scarring incidents.

Gross flew a derelict mission with FWC and a mission with one of the Coast Guard’s newly-certified pilots on Dec. 1. Gross said he’s grateful for the opportunity to train those interested in wanting to fly drones.

“It’s a great morale booster when you’re able to bring new operators on board, and it serves for a good purpose,” Gross said.

Bucciarelli said having a local with high

drone-flying expertise, like Gross, is exactly what the Coast Guard is seeking for when it comes to having instructors in different regions of the country. Matt James, commander of Station Islamorada, said it also shows the value of a Coast Guard Auxiliary to Coasties.

“There are skill sets they bring to the table that aren’t necessarily organic to us,” James said.

With drone-flying capabilities, James said, crews will have an easier time accessing parts of Florida Bay that are remote.

“This gives us the ability to get close by, put the UAS up and scout the mangroves and look beyond shallow spots,” he said.

“It’ll make us more efficient and safer for our operators too.

It’s hard to help folks if our boat is stuck in the mud.”

Offshore, James said use of drones will allow crews to look at objects quicker and move on to other searches.

“It gives us the capability of having two assets running patterns,” he said.

Use of short-range drones within the government have emerged over the years to support everything from firefighting and search and rescue to monitoring critical infrastructure — as Florida Department of Environmental Protection did in April to inspect the old 7-Mile and Bahia Honda bridges — and transportation of goods. Unmanned aircraft have grown so much interest that a bill introduced by U.S. Rep. Greg Stanton, of Arizona, in September is seeking to establish a drone infrastructure grant program for governmental entities for infrastructure projects. The bill, which seeks $50 million in fiscal year 2022 and 2023, was referred to the Subcommittee on Aviation.

CAN WE FIND MIDDLE GROUND IN CRUISE SHIP DEBATE? Dear Editor, OMG, it’s nice to see a couple cruise ships come back to town.

It’s completely reasonable to debate how many ships are too many. But I think we can all agree that none is too few.

Key West is a seaport. It’s part of who we are and who we have always been. And seaports welcome people. Whether it’s military, Coast Guard, fishing, commercial, or passenger, these craft that enter our harbor invigorate and strengthen our community. The loss of any port weakens the fabric of the whole.

And Key West has always been the people’s paradise. A place where even working families can experience the tropics. It seems wrong to me, even elitist, that we would expand the airport for the well-heeled traveler and close the port to families and retirees.

Socrates taught that the truth is in the middle. I hope Key West and its leaders can find the path to that middle ground.

A conversation can exist without the rabid voices of both extremes. Remember, we are One Human Family. Everyone, their minds and concerns, deserves a seat at the table with respect and humility.

I for one do not want to see my town overrun no matter how the people get here. But I also am uncomfortable in a town that doesn’t welcome Disney families.

Thus, the Key West Music Awards (aka The Iggys) were born.

Ray and I began to brainstorm just how, when, where and why to put this event in motion. We are both enthusiastic about the local music scene in the Florida Keys. We believe it is high time to celebrate the hard-working musicians, songwriters, producers, facilitators and others who make the music scene here one of the best in the country. We also agreed this needed to be something extra special for the community. So, we decided to make the event a fundraiser for the Bahama Village Music Program, which provides free music education — to children ages 6 and up within our community. They provide tutors, instruments, resources and so much more. The BVMP is in its 21st year of mentoring our young citizens through after-school classes, camps and other activities. They provide a service to our youngsters that enables and encourages leadership, responsibility, creativity and good, clean fun. It only made sense that we include BVMP in celebrating and rewarding the deep pool of talent in our local music scene.

Ray and I shared a similar vision for the event. We wanted it to be akin to the Grammy Awards. We decided that the majestic Key West Theater on Eaton Street would be the perfect venue for the awards show. We contacted them and booked Jan. 30, 2022, for the inaugural Key West Music Awards show. The show will start at 7 p.m. Like the Grammys, this will be a red-carpet event. We encourage those attending to dress in your finest clothes to celebrate our musicians. Ray and I will host the show. Tickets are currently on sale at keywestmusicawards.com.

The ceremony will include live performances and the presentation of

Iggy Awards to the winners in 20 categories, including Best Original Song, Best Album, Vocalist of the Year, Songwriter of the Year, Best Entertainer and more. Anyone can make nomination suggestions for all 20 categories on our website, and we encourage you to do so up until Dec. 30. Please take a moment to review the “Criteria” tab on the website, which spells out the qualifying requirements for each category. There is also a place for musicians/artists to submit their work for nomination consideration. We encourage anyone who fits the criteria to submit your music via the website up until Dec. 30.

After that, the nomination committee will review the suggestions and narrow it down to three to five nominees per category. They will turn the nominees over to a panel of seven judges. The panel consists of six local dignitaries, all of whom engage in or support the local music scene. The seventh judge is a special celebrity judge. This year’s celebrity judge is national recording/touring artist and music award winner Rockin’ Jake. The judges will vote, and the winners will be celebrated on Jan. 30, 2022, at the awards show.

Again, this is a fundraiser, and of course there is a cost involved. The Key West Music Awards is an IRSrecognized nonprofit. We are currently accepting donations and looking for sponsors for the show. There is a donations tab on the website. MIKE HENRIGUEZ JR. LIVED THE KEY WEST BASEBALL LIFE

I

f you were wondering where Michael Henriguez Jr. went, the answer is, except for college, the one-time Conch baseball standout was right here, in Key West, where he graduated from high school in 2011.

Until he left for college at Florida Gulf Coast University, the now 28-year-old’s life was baseball.

“Since I was 6, from tee ball, all the way through the Conchs,” he told me as we talked in his office at Key West City Hall. “I played catcher and second base. At Ramona’s Shirt Put On, my coach asked for a volunteer to play catcher, and since my coach was my dad, I guess that’s how I became a catcher. In the youth leagues, I also played for Dennis Pharmacy, Lions and Key West Firefighters. My coaches were my dad, Fredy Varela and Joey Gondolfo. Good coaches, all of them. I pretty much caught the entire time.”

And he was happy the entire time. “I loved it,” he said. “I enjoyed playing with my friends. I enjoyed the Little League aspect of it. I grew up with the same group of guys from age 6 through 18.”

He played football for the Conchs, too, as a linebacker.

And he was a captain of both teams. “I’m an advocate of playing multiple sports,” he said.

“You play with a different group of guys in each sport. You learn about yourself. In the summertime, I focused on baseball until two-a-days started in football.

Then, I switched over.”

In baseball, his coach was Miguel Menendez and his favorite position was catcher.

“I come from a family of catchers. Bookie Henriquez is my

grandfather. His brother, Moe Henriquez, was Ralphie Henriguez’s grandfather.”

His father, Mike Henriguez Sr., is an educator, currently the school district’s alternative education director. Michael’s younger brother, Anthony, also played for the Conchs.

He was All-Monroe County as a second baseman his junior year and as a catcher his senior season. He was also All-County in football as a senior.

Once he graduated from high school, he decided he had had enough baseball. “I had a few offers to play in college, but I never pursued them,” he said.

“I gave Key West High School everything I had. I didn’t feel like playing any more.” He went off to FGCU near Naples, but he found the baseball bug hadn’t left him. “I was a founding member of a club team and we played other colleges,” he said.

In 2015, Henriguez graduated with a bachelor’s degree in hospitality business management. He worked briefly in hospitality in Bonita Springs and as an administrative assistant in the Student Affairs office, where he “met some very, very good people.”

Then it was time to come home to Key West, where he became the city’s senior property manager for the past five or six years. “Thanks to Randy Niles. He taught me. He took me under his wing. I wouldn’t be where I am today without him.” His job calls for him to supervise several city-owned properties.

In Key West, there’s little outlet for former baseball players. So, like many, he plays in the men’s softball league “with my buddies.” And he coaches his 6-year-old son Grayson in flag football and 6-and-under baseball.

And on Dec. 11, he and Alexis Averette, who grew up together, will be married. “And history is yet to be written.”

“A

ll is Calm: The Christmas Truce of 1914” will preview at the Waterfront Playhouse on Dec. 8 in time for the holidays.

Written by Peter Rothstein with musical arrangements by Erick Lichte and Timothy C. Takach, the musical was developed and produced in December 2007 in Minneapolis and premiered in New York in 2018.

The show features over 30 songs and carols from World War I, sung a cappella by the nine-member cast. Interspersed throughout are letters, articles and journal entries by the men who put down their guns to meet their enemies in No Man’s Land, the area between the two battlefronts during the trench warfare of World War I. On creating “All Is Calm,” author Peter Rothstein writes: “I studied World War I in high school and college, but I don’t remember reading about the Christmas Truce in any of my textbooks. If I had, I certainly would have remembered.

This extraordinary event took place in 1914, the first year of the war, and was never repeated. Thousands of men put down their guns and left their trenches to meet their enemies in No Man’s Land. They exchanged gifts of tobacco, rum and chocolates. They sang songs, played a game of soccer, and buried each other’s dead. Upon orders from above, they eventually returned to their trenches and re-instigated a war that would last four more years. So why did I not learn of this remarkable event?

The propaganda machine of war is

powerful, and news of soldiers fraternizing across enemy lines would put a human face on the Germans and readily undermine public support for the war. The heroes of this story are the lowest of the ranks — the young, the hungry, the cold, and the optimistic — those who acted with great courage to put down their guns, overcoming a fear that placed a gun in their hands in the first place. Their story puts a human face on war.

“The music ranges from trench songs to patriotic and sentimental tunes, as well as Christmas music from the participating countries.

The text is taken from a wide range of sources including letters, journals, official war documents, poetry, gravestone inscriptions — even an old radio broadcast. So, here are the words and the songs of these remarkable men.”

It is directed by Tom Thayer, Waterfront managing artistic director, designed by Michael Boyer and musically directed by Nancy 3 Hoffman. It will preview on Wednesday, Dec. 8 with the grand opening and opening night party on Thursday, Dec. 9.

The cast includes Canter O’May, Joshua Lawson, Andrew Theede, Tim Dahms, Kevin T. Mazur, Matthias Maloff, Chris Homberg, Jim Speake and JT Thompson.

It plays at 8 p.m. Wednesdays through Saturdays, Dec. 8-25 (Christmas Eve and Christmas Day).

ey West’s annual Holiday Fest started last week with the ceremonial lighting of the island’s Historic Seaport and its Christmas trees, palm trees, ships, shops, restaurants and watering holes. The lighting extravaganza extends from Lazy Way Lane at the Greene Street Plaza to the Ferry Terminal at Grinnell Street. Key West Holiday Fest is an annual island-wide celebration presented in part by the Lodging

Association of the Florida Keys and Key West and the Monroe County Tourist Development Council that continues through Dec. 31. SCHOONER SKIRMISH ‘Alligator’ liberates ships from pirates

His latest book, “The Florida Keys Skunk Ape Files,” is a fun blend of two of his favorite subjects — Florida Keys history and the Skunk Ape.

he U.S. schooner Alligator cultivated a rich story over its short life. It began in the Charlestown Navy Yard near Boston, where the 86-foot long ship-of-war was constructed.

The Alligator was one of five swift 12-gun schooners built to fight pirates and combat the slave trade. It also left a significant mark on the history of the Florida Keys.

The Alligator was commissioned in March 1821 and assigned to the West Indies Squadron under the command of Commodore James Biddle.

The Alligator’s inaugural mission was not just a military one, but largely one of a humanitarian nature. The schooner escorted representatives of the American Colonizing Society to the west coast of Africa. The objective of the society, founded in 1817, was to repatriate freed slaves. The purpose of the journey was to find land on which to create a colony.

In 1821, the colony was established at Cape Mersurado. Its largest settlement was named Monrovia and, in 1822, the territory was named Liberia. In 1847, it declared its independence and was recognized as the Republic of Liberia. By 1867, 13,000 freed slaves had arrived on Liberia’s shores.

The Alligator sailed back across the Atlantic Ocean, and, in June 1822, command of the schooner was assigned to Lieutenant William H. Allen. Allen was given orders to sail for the West Indies.

Including Allen and Lieutenant Dale, Allen’s second in command, the ship was armed with a crew of nine officers and 45 seamen and marines. By November, the Alligator was patrolling off the north coast of Cuba.

It was Nov. 8 when the ship sailed into the harbor at Matanzas. The events that followed the Alligator’s arrival in the port were accounted for in a letter by Dale, reprinted in the Philadelphia Gazette on Nov. 28, 1822. Dale wrote: “…informed that two American vessels were captured by the pirates, in a bay round Point Hicacos, about forty miles to the windward of this place. We immediately stood out, taking with us the captain of one, and the mate of the other vessel, who had been sent here to ransom them; as also a small American schooner, which the captain and merchants were fitting out.”

When the Alligator sailed out of the harbor, the small schooner Ploughshares followed. They came upon the captured ships the following morning. Dale wrote, “Early on the morning of the 9th, we discovered several to an anchor among the Stone Keys, near the cape, and a schooner getting under way; the water being shoal, we came to an anchor and manned the boats.”

The crew of the Alligator split up among the auxiliary ships and readied for battle. Lt. Allen, Captain Freeman, the master of the captured merchant vessel, and 13 men boarded the launch.

Dale, the mate of the other ship being held for ransom, and 10 additional men boarded the cutter.

Five men boarded the Alligator’s small gig. In the small American schooner Ploughshare, Lt. Cunningham, the master of the schooner, and 22 men joined the rest and set off to engage the pirates.

“Revenge” was carved into the side of one of the pirate schooners. Approximately 30 cutthroats crowded the decks. A broadside of round and grapeshot was fired at the approaching marines, but the pirates’ aim proved wild. None of the Alligator’s auxiliary ships suffered damage. On the contrary, as the marines drew closer, accurate musket fire began to cripple the pirates who were forced to attempt escape.

During the skirmish, the pirates wounded several marines, three mortally.

Among those killed was Allen. Command of the Alligator shifted to his second in command, Dale. Nine days after the fight, Dale and the Alligator were escorting the liberated American ships and the captured pirate schooner Revenge to Norfolk, Virginia. One of the American ships, the Ann Maria, was a merchant vessel carrying a load of molasses. Like most in the convoy, the Ann Maria was built for capacity and not for speed, and it did not take long for the convoy, including the Ann Maria, to fall behind.

Before leaving Matanzas, Dale learned that pirates were planning to attack the convoy’s stragglers. Dale’s concern only increased as the ships fell increasingly behind. To slow the Alligator, Dale ordered the schooner to begin tacking maneuvers. Because the lieutenant understood the treacherous nature of these waters, he ordered soundings to gauge the depth of the water taken every 30 minutes. At 9 p.m., Nov. 20, the water showed 270 feet. About 30 minutes later, the Alligator came to a sudden halt as it ground against the shallow corals of the Matecumbe Reef.

In 1873, Alligator Reef Lighthouse was erected to warn passing sailors of the proximity of the dangerous corals. The reef was several miles offshore of the Matecumbe keys. Today, that reef is known as Alligator Reef. Both the reef and the light acknowledge the swift 12-gun schooner built to fight pirates and combat the slave trade that struck the reef in 1822.

t’s officially the holiday season.

For many, this may be a happy time with boisterous gatherings of family and friends, gift openings next to twinkle lights and favorite songs playing while baking Grandma’s famous pumpkin pie recipe.

But for some, this is a painful time.

It’s a reminder of a recently lost loved one, a diagnosis of a serious illness or the first timid steps into sobriety.

Perhaps each loud cheerful song is an upsetting memory of when you last heard it with your just-deceased family member. Or possibly, each shouted “Happy Holidays!” greeting is a sting, an unwelcome challenge to not pick up a drink this year.

To translate: Some Keys locals may want to arrange for a time machine to zap them forward to Jan. 2 to avoid the whole darn season.

But Florida Keys experts, including spiritual leaders, a recovery expert, a mental health counselor and a life coach, want to help. They have advice for locals who are grieving, depressed or practicing sobriety this season. In particular, they have specific steps readers can take to protect their mental health and perhaps even thrive in these next weeks.

Maureen Dunleavy, regional vice president of Key West’s Guidance/Care Center, agreed that this festive time of year can be triggering for many but pointed out a few coping strategies that are useful.

“Particularly with grief and loss, the holidays are really challenging,” she said. “The most important thing to remember is, even if we're not looking forward to the holidays, you can control the time you're allotted. If we don’t have certain people to connect to because of a loss due to death or a broken relationship, we do have ways

to connect to community or a 12-step higher power or with nature. That connection is so important for loss. For some that may mean walking on the beach rather than sitting at a Thanksgiving table. For others, it’s free community events. Sometimes we have to act ‘as if.’ Going to the holiday parade or choosing to ride a bike at a festive gathering might be something we don’t feel like doing, but that can boost our spirits in the long run.”

Rabbi Richard Agler of the Keys Jewish Community Center in Tavernier said that speaking to a spiritual leader can be uplifting.

“If there's been a loss, no human people can fix it, but what we can do is be there for one another and make them feel loved and cared for,” he said. “People don’t see, in the depths of the grief, that their life has not collapsed entirely. The loss may be very grievous, but they're still here and there’s a possibility for healing and rebuilding.”

Phil Underwood, the spiritual leader of Bluewater church in Islamorada, explained that being of service can uplift those who are feeling challenged.

“I find great healing in serving during grief.

The depth of our grief indicates the height of our love,” he said. “First thing: Be aware of people around you. We’re in a time of great need. You might find someone in your circle who needs your time, or you can go to Crystal Rehab or Baptist and say, ‘Hey is there anything I can do this season?’”

Underwood also suggested focusing on gratitude.

“In a time of loss, really inventory what you have. Focus more on what you have than what you’ve lost. It doesn’t diminish the loss, but it helps us put the challenge in perspective. With issues of depression and anger, stories of resilience are of those who turn pain into gain. It did not define their life.”

Tavernier’s Terry Hudson, a minister and doctor who has experience with the recovery community, had advice for those with dependency issues.

“Keep yourself grounded in your recovery,” he said. “This is a time to double up on your recovery program, if it's appointments with individuals or meetings. Take the offensive and be alert. Thomas Jefferson said, ‘The price of freedom is eternal vigilance.’”

Lastly, success coach and Keys Weekly contributor Melinda Van Fleet reminded locals who are missing friends and family to focus on the simple pleasures of the Keys. “​​If you are alone for the holidays and wish you weren’t, I would suggest taking some time to think about something you enjoy doing by yourself and making a plan,” she said. “It could be as simple and affordable as getting a book from the library, a big $1 soda from Circle K, going to Anne’s Beach and chilling out. We often forget the simple things that others wish they had access to, and we have that here in the Keys. I know this is cliché, but being grateful for the experience will work magic too.”

everly Anders, Monroe County School District’s executive director of finance, announced in the most recent school board meeting that $13 million in federal funds will soon hit their coffers from the American Rescue Plan (ARP) Act. The district will use the money as ARP intended for schools: to mitigate learning loss from the pandemic. Anders has until Dec. 17 to submit a proposal with the specific details of how the funds will be spent.

Anders told Keys Weekly that she knew back in March that federal money was coming when President Joe Biden signed ARP into law. But time passed by, and the state did not apply for the funds.

“The state of Florida was the last state in the whole nation to apply for these funds,” she pointed out.

But the state finally applied, and it received its slice of ARP’s pie.

Florida’s cut for the schools? $6.4 billion.

Anders said the amount each county got depended upon enrollment in the schools. “Dade County got a billion dollars. That gives some perspective,” she said.

Once Anders learned that Monroe County was getting the $13 million, she had to submit a formal proposal that listed how its money would be used. But because Florida had applied for ARP funds very late, the state gave Anders a tight deadline for the proposal.

“Luckily, they extended that to Dec. 17,” she said. “But at first they gave us two weeks.”

The items on her proposal all have a unified purpose: “We are going to be diligent and responsible for how we use this money and provide resources to students for social, emotional and educational purposes to overcome what they went through during the pandemic,” Anders said.

Proposed allocations include: $8 million toward 66 newly created positions, such as social workers, reading interventionists, nurse techs and guidance techs; $1.5 million toward charter schools; $2 million for furniture to provide educational spaces and media centers for collaborative learning and social distancing; $200,000 for technology such as additional Chromebooks and hotspots to allow kids to work remotely.

The next step for the proposal after it is submitted? Public input from the community about how the money will be spent. The district is allowed to make changes to the proposal depending upon input. To get this feedback from the community, Superintendent Theresa Axford will hold town hall meetings throughout winter and spring.

“The town hall meeting schedule is coming out before we leave for winter break,” said Amber Archer Acevedo, coordinator of community relations for the school district.

WELL, NOW IT’S OFFICIAL 60 years … OLD!

S

eriously, where has all the time gone?

Wednesday, Dec. 1, marked the 60-year anniversary of my arrival on planet Earth. It’s been a pretty incredible ride to this point. The world I was born into in 1961 was vastly different from the one in which we live today. I’m sure a lot of younger folks might see that time as a semi-modern version of the Dark Ages, with no handheld telecommunication devices connected to a worldwide computer network. Computers then were huge mainframes that had to be kept in separate rooms — very primitive by today’s standards.

The year 1961 saw John F. Kennedy inaugurated as president, as well as the beginning of manned spaceflight.

Soviet cosmonaut Yuri Gagarin was the first person to orbit the Earth in April; Alan Shepard rode a Redstone booster into space on a sub-orbital flight in May. So began the Cold War race to the moon, which the United States won but JFK sadly didn’t survive to see.

Because all this took place at the apex of the Cold War, Kennedy urged Americans to build bomb shelters.

Those of us who are a certain age can remember the “duck and cover” exercises we practiced in school — as if that would actually help us survive a nuclear bomb blast. The Soviet Union tested the most powerful nuclear device, the Tsar Bomba, and this propelled the Soviets, the United Kingdom, and the United States eventually to ratify the Partial Nuclear Test Ban Treaty.

Construction of the Berlin Wall began after East Germany closed the border in August to halt emigration to West Germany. Throughout the years it was up, many died trying to cross over into West Germany. Thankfully, the Wall came down in 1990.

The Bay of Pigs attempt to overthrow Cuba’s Fidel Castro failed — out of 1,500 CIA-trained Cuban exiles, 118 were killed and 1,202 were captured

by Cuban forces. Across the globe, the first direct U.S. military involvement in Vietnam took place, setting America up for years of a badly run war.

In 1961, Kennedy established the Peace Corps. The United Nations General Assembly condemned apartheid, and segregation ended on railways in the South. The worst of the racial violence, however, was yet to come — and sadly, racial issues and bigotry are still prevalent in America to this day.

In 1961, the average cost of a new house was $12,500, and the average annual income was $5,315. The aver-

age new car cost $2,850, and a gallon of gasoline was just 27 cents. A pound of bacon was 67 cents, and a dozen eggs went for 30 cents. Mister Ed, the talking horse, first said “Hello” JOHN in 1961. A whole lot has changed since 1961. We sent men to the moon and all sorts of men and women into Earth orbit. We’ve built and occupied several space stations and successfully sent rovers and helicopters to Mars. We carry devices in our hand that have more computing power than all that NASA possessed back in the 1960s. We have unlimited information at our fingertips — but we also have unlimited disinformation as well.

It seems that as far as we have come in some areas, we are seriously lagging in others. Race relations, poverty, unnecessary ignorance, repression, senseless violence, global conflict — hell, we can’t even get along as Americans any more. From the 4 billion people who inhabited the globe in 1961, to the 7.75 billion who call Earth home today, it’s obvious that the Brave New World we were all told about in the 1960s never came to pass.

As I sit here from my perspective 60 years on, knowing what I know about human nature, I hope and pray that we will somehow get past that and work toward a better future for all of us.

KEY WEST PARKING PERMIT COST RAISES QUESTIONS Dear Editor, Key West parking permits now are basically $40.

When I called the City of Key West to hear an explanation for the cost increase I was told this: It isn’t $40; it is $35 plus tax and fees bringing it to $39.16, but not $40. Also, it can only be obtained online.

I imagine that is so you don’t ask the clerk why it is $40.

Parking permits when first implemented were $10, a fee for processing and the sticker. I objected to the fee for processing, as the employee issuing the permit was already being paid.

Then during a commission meeting the fee was being raised to $20 and entered into an undetermined account separate from the general fund. I asked if it was to pay off the $15,000 overtime that Mr. Wilkins received during the hurricane event.

Asking why he was receiving overtime when he has a yearly salary, and asking the Commission to define “salary” were neither well-received nor answered adequately.

Now the increase is due to the city taking over parking from the county.

First, why was the county running our parking collections, but the city voting on an increase at the $20 level? Where did that money go ?

The city said they had to buy the kiosks and software program from the county.

My question is, if the county profited from the parking collections, weren’t the kiosks and program already paid for? Isn’t Key West part of the county and haven’t our county taxes and revenue already have paid for that?

So, shouldn’t the county just transfer the kiosks and software to the city? Where are those funds going? Why doesn’t the city and county share software?

It is not like we aren’t supposed to be partners in government instead of competing businesses.

But therein lies the problem. They have become “for profit” businesses, which was never the intention of government in the first place. Government is supposed to provide infrastructure and citizen services municipally and not for profit.

Officials are not supposed to have bloated salaries that are way above the average median income of the citizens they represent.

They just raised our taxes and gave themselves a 10% raise.

I could use some stronger words for these actions, but I would appreciate our government publicly responding first, before I say what I actually feel.

Call the county, call the city, ask the question. Are we paying for the same thing twice and where does the money go?

OLD SEVEN MILE BRIDGE RENOVATIONS ENTER FINAL STAGES (Almost) Ready and Waiting ALEX RICKERT

e’re almost there. Seriously.

The long-awaited completion of the Old 7 Mile Bridge project is just around the corner. Since July 2016, when it closed for renovations, most Marathon residents (or Keys residents, for that matter) have been asking the same questions about Old Seven. Stop us if you’ve heard these before: “When will it be finished?”

“What’s taking so long?” “What are they even doing?”

“At this point, I honestly should just get shirts made with all those answers,” said Kelly McKinnon, executive director of Pigeon Key. There may be no better source of information than the man whose island is quite literally attached to the project.

Originally scheduled as a fouryear, $41 million project, October 2022 would mark the end of the estimated project timeline from when bridge work actually commenced.

The estimated completion eventually moved up to a March-throughMay 2022 target date, and as it stands now, McKinnon said the new timeline should open the bridge “shortly after the new year.”

And while most may not realize the full scope of the project beyond the new paint job visible from the active 7 Mile Bridge, the work done to the old bridge was enormous.

In addition to three separate coats of paint for a rust barrier, primer and top coat, the construction crew used hydraulic jacks to lift the entire bridge, one 10-foot section at a time. “They thought they might be able to replace just some of the steel I-beams that are the support structure of the bridge,” explained McKinnon. However, upon further inspection, the original 1936 I-beams were understandably in rougher shape than expected.

“Once they got under there, they quickly made the call that they were going to have to replace every single one.”

New I-beams were manufactured on site and slid under each raised bridge section before the jacks lowered it back into place. For those counting at home, covering the two-mile span from the shoreline to Pigeon Key required repeating this entire process well over 1,000 times.

The work didn’t stop there.

Among other smaller improvements, thousands of rusted metal plates were removed from below the bridge deck, with rivets so rusted and rotted that they had to be popped off and remanufactured.

A new aluminum rail system was also installed inside the old railings to bring the bridge up to code and ensure pedestrian safety.

“The layperson with the naked eye has no idea about the monumental project these guys undertook,” said McKinnon. “The fact that they got it done when they got it done is unbelievable. They even wrapped the entire bridge in long sections and made certain that when they were working, nothing got into the natural environment.”

While McKinnon, like others, is chomping at the bit to welcome visitors back to Pigeon Key via the traditional bridge passage, he cautioned that unauthorized early visits to the bridge will only ruin finishing touches in progress and slow the opening down. “Despite the way it looks, there is no access currently,” he said. “Contractors are doing everything they can to block it off, and folks who are consciously going around barriers to get onto the bridge aren’t helping the project get done any sooner.”

Keys Weekly also reached out to FDOT for an update on the bridge, but has not received a response as of press time.

The moral of the story is, just wait. It’ll be worth it.

ifty artists are expected to take part in the ornament competition and online auction to be held at the 17th Annual Islamorada Holiday Fest on Friday, Dec. 3. The event, put on by the Islamorada Chamber of Commerce, will last from 4 to 10 p.m. that evening on the beach at Founders Park.

“I love creating an ornament for the festival, as it is a fun way to kick off the season and get into the holiday spirit,” said Amy JoAn, this year’s featured artist, whose ornament, “Snowy Festivities,” depicts the festival itself created on a starry navy background. JoAn can be found daily painting in her gallery Amy’s Creations of the Florida Keys at Rain Barrel in Islamorada.

In preparation for the auction, which is part of the festival’s Holiday Gift Bazaar, each artist was given an unfinished ceramic piece to use as the base for his or her original creation. Beyond that, the only design limit is their imaginations.

he Florida Keys Children’s Shelter (FKCS) recently received a federal grant of $600,000 over a three-year period from the U.S. Department of Health and Human Services Administration on Children, Youth, and Families (ACYF) for the development of a new Transitional Living Program (TLP).

Transitional living services will be provided to young adults, ages 16 to 22, who may be homeless, aging out of foster care or in a variety of other situations which limit selfsufficiency. Youth who are emancipated between the ages of 16 and 17 will be served at the TLP; otherwise they will be served by FKCS’s Jelsema programs.

FKCS will offer individual and group counseling sessions with on-site support staff that will include case management, health and wellness, independent living skills, educational planning, career development and vocational training.

Outreach efforts directed toward community agencies will also support this program, and in turn, substantially satisfy a regional need for a safe, stable living environment for youth to learn or enhance their life skills, abilities and potential.

“I’ve been with the Florida Keys Children’s Shelter for 21 years. And for 21 years, I have watched hundreds of kids age out

of services, with nowhere to go,” said Florida Keys Children’s Shelter CEO, Ben Kemmer. “I’m so proud to be part of this exciting new chapter with our organization.”

The Florida Keys Children’s Shelter TLP is designed to take the individual needs of each resident into consideration, but the goal for each individual is the same — to successfully make the transition into a responsible, independent, young adult.

“We could care for the kids until they are 18, but then they were sent away to Miami and beyond, for assistance in their last step, transitioning into adulthood,” said Brad Copeland, FKCS chairman. “Sending Keys kids to Miami at 18 years of age, with no job and no money, is a formula for failure. Now with our new TLP program, our kids will be supported in a loving home environment, while they work through first jobs, college, trade school, or whatever path to success they choose.

FKCS is seeking to fill three positions for this new program: a case manager, a coordinator and a community specialist. All positions require a bachelor’s degree, as well as a minimum of two years related experience with runaway and homeless youth.

BATTLE FOR THE BALL Lady Conchs put up 5 against Lady Canes

T

he Key West girl’s varsity soccer team traveled north to face the Coral Shores Hurricanes on Nov. 30. In the end, the Lady Conchs were too much offensively for the Canes in a 5-2 victory. Teams went back and forth going into the first half with the Conchs up 2-1. In the second half, the Conchs scored three goals en route to victory. REQUEST FOR RELEASE OF FUNDS On or about December 20, 2021, The City of Marathon will submit a request to the State of Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as the Federally-Funded Community Development Block Grant – Disaster Recovery (CDBG-DR) Voluntary Home Buyout Program for the purpose of acquiring properties within the City of Marathon, Florida that sustained substantial damage from Hurricane Irma that are in Special Flood Hazard Areas and in high-risk flood areas to reduce the impact of future disasters.

Assistance will be provided to qualified low to moderate income households with the focus on beneficiaries that do not have flood insurance on their properties. The City of Marathon received $5,000,000 to purchase and demolish housing units as determined by condemnation, flood levels and/or status as beyond reasonable repair and to relocate property owners outside the threat of flooding.

FINDING OF NO SIGNIFICANT IMPACT The City of Marathon has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Marathon Planning Department, 9805 Overseas Highway, Marathon, Florida 33050 and may be examined or copied weekdays 8:00 A.M to 5:00 P.M. ENVIRONMENTAL CERTIFICATION The City of Marathon certifies to the State of Florida DEO that George Garrett in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Marathon to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS The State of Florida DEO will accept objections to its release of fund and the City of Marathon’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Marathon, George Garrett; (b) the City of Marathon has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Florida DEO; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the State of Florida DEO at 107 East Madison Street, Tallahassee, Florida 32399. Potential objectors should contact the State of Florida DEO to verify the actual last day of the objection period.
