NUMBER OF THE WEEK
ON THE COVER
According to AAA, Florida gas prices increased a total of 27 cents over the course of two weeks in October. However, prices at the pump finally hit a plateau at around $3.31 per gallon throughout the past 12 days. The price for U.S. crude settled at $83.57 per barrel. That was 19 cents less than the week before, and the first weekly loss in 10 weeks. The price of crude increased a total of 12% in October, rising from $75.88 to a high of $84.65 early last week. The increased cost of crude raises the cost of producing gasoline.
Veteran Pete Bacheler served in the U.S. Navy from 1969 to 1972. An Upper Keys resident, Bacheler currently serves as vice mayor for the Village of Islamorada. CONTRIBUTED

Sunset Point Park in Key Largo was recently renamed as Mike Forster Memorial Park. Located within the Bay Harbor and Sunset Point Subdivisions, the park contains a small ramp for boats and watercraft. JIM McCARTHY/ Keys Weekly
MEMORIALIZING MIKE Key Largo park named after the late commissioner JIM McCARTHY
jim@keysweekly.com
A
small Key Largo Park has a new name in honor of the late Mike Forster. At a recent meeting, Monroe County commissioners approved renaming Sunset Point Park in memory of Forster, who passed away Sept. 6, 2021. The now Mike Forster Memorial Park is located at 20 Sunset Road in Key Largo. As commissioner, Forster fought to alleviate serious congestion and overcrowding of day trippers and boat trailers within the Bay Harbor and Sunset Point subdivisions, which contain the park on Sunset Drive and another down the road on North Bay Drive. Not only did the park on North Bay Harbor Drive get shut down from July 4 through Labor Day to give residents in the area peace, but no-parking signs with $200 fines were erected up and down streets to lessen traffic. Once a hidden gem, the park on Bay Drive has evolved into a popular spot. It’s located next to a larger private park that members of the local homeowners association use.
With a small ramp for boats and watercraft, and just a few spots for boat trailers, Sunset Point Park, now the Mike Forster Memorial Park, remained open as the Bay Drive property stayed closed. Forster was elected to represent County Commission District 5 in the Upper Keys in November 2020 and had been a long-time Upper Keys resident and businessman. Prior to running for the county commission, he served five terms on the Islamorada Village Council, including two terms as mayor, and was heavily involved in the community. “The community will remember Commissioner Forster for always stepping up to do whatever it took to get something accomplished, as shown by his wonderful, charitable spirit,” said Monroe County Mayor Michelle Coldiron. “He took the lead on addressing the many issues and safety concerns affecting the surrounding neighborhoods of this park and that will not be forgotten.” Mike Forster Memorial Park is open daily from sunrise to sunset.

COUNTY LOSES FIRE STAFF TO BROWARD COUNTY NEW FIRE CHIEF: KEEPING EMPLOYEES IS ‘PRIMARY GOAL’

New Monroe County Fire Chief Steven Hudson hopes that programs like Hot Shots, meant to groom staff who already live in the Florida Keys, will help with the county’s fire staff turnover rate. Here, the fourth Hot Shots class is seen beginning a new program on Sept. 1. MARY MOELLER/Monroe County Fire Rescue

M
onroe County Fire Chief Steven Hudson confirmed to Keys Weekly that his department has lost between 10 and 12 staff members within the last two to three months, all to the same fire department in Broward County. The top reason for the mass exodus was the generous compensation package that was offered. “We continue to try not to give up,” said Hudson about the recent high turnover. “That is not in my nature.” He acknowledged that many fire rescue staff have difficulty dealing with Monroe County’s high cost of living and housing, particularly if they have a family. Hudson said, “We keep a keen eye on our turnover. We put our blood, sweat and tears in our employees. Our primary goal is our employees, our most important resource.” As the county’s new fire chief, sworn in on May 19, Hudson has taken action to address the problem. He pointed out that on Sept. 15, county commissioners voted to approve a new compensation package, which had been negotiated with the union representing fire rescue staff, giving them a 7.86% raise. “This compensation package makes us more competitive than the previous five years,” he explained. “Our commissioners have stepped up to the plate to reward and retain our employees.” More good news: the FEMA SAFER (Staffing for Adequate Fire & Emergency Response) grant will be adding 24 firefighters to the department starting Feb. 28, 2022,
with four staffers going to each fire house in the county. And Hudson is hoping the county’s homegrown training program, now starting its fourth class, will continue to have a positive impact. “We developed the Hot Shots program to cultivate young men and women who are already here with housing, perhaps second-generation. And it has helped.” The program graduates about 20 to 25 students per class, though the students have to continue to get paramedic certification before they can be hired. “We’re hoping that has a positive impact as life goes forward,” he said. Indeed, on Oct. 20, Monroe County Fire Rescue swore in six new firefighter/EMT members who are all Hot Shot program graduates. The Broward County salary was challenging to compete with, said Hudson. Broward was opening a new fire house called Coconut Creek, staffing it from the ground up with 60 to 80 personnel. The Monroe County fire rescue staff, most of whom were stationed below the Seven Mile Bridge, were offered compensation equal to a six-year-level employee, even to staffers who were in their first year. Hudson said he understood why his staff were attracted to the high salary. “God bless them. They have children and life has to have a balance.” However, he is keeping a positive attitude and hoping that the combination of the almost 8 percent salary bump, the Hot Shots program and the FEMA staff members “is a winning recipe. I’m really optimistic this will retain all our employees.”

SEEKING INPUT Fills community survey online
T
he Village of Islamorada is conducting a community-driven master planning process for the Fills, the area composed of Tea Table Fill, Indian Key Fill, and Lignumvitae Key Fill, located between mile marker 79.6 and 77.7. This process is intended to protect public health and safety, conserve natural and historical resources, facilitate appropriate resource-based public outdoor recreational uses and enhance our quality of life. Through a community input effort, a village council-adopted action plan will be produced that articulates the community’s vision for the Fills and sets forth how it will be brought to life. The village is asking the community to be part of this process by participating in the public workshops and completing the survey. The survey questions were derived from the input received during the stakeholder meetings and the public input workshop held the first week of October. Through the survey, even more residents and business owners can provide their opinions about the aspects of the master plan that the public has identified as most important to them. A general comment section is also provided, and people may email input and questions to info@thefillsmasterplan.com. The survey will be open through Nov. 19. The survey is one of many opportunities for the entire Islamorada community to be a part of the Fills master planning effort. Participation and input during this process will help to create the community vision for the Fills area, a vision that will be incorporated into the master plan and ultimately achieved through a series of future projects. Visit the newly created project website TheFillsMasterPlan.com to learn about the background, the master planning process and to stay updated on progress. A link to the community survey is provided on the home page of the TheFillsMasterPlan.com website. The next in the series of workshops and meetings will be held on Wednesday, Dec. 1 at the Founders Park Community Center. Details will be publicized well in advance of the meeting. The master plan is slated to be finalized in April 2022. — Contributed

THOSE Honoring veterans WHO in the Keys SERVED
In honor of Veterans Day on Nov. 11, and the Upper Keys deep-rooted relationship with the military, Keys Weekly honors local veterans of all ages, who have served all over the world, from Iraq and Bosnia to Korea, Kosovo, Vietnam and everywhere in between. We thank you for your service and your dedication to our freedom, on Veterans Day and every other day of the year.
PETER BACHELER Age: 73 Which branch did you serve in? Navy. 1968-1972. What rank did you achieve? Petty Officer second class. E5. Unit you were attached to? I was a submarine sonar technician, and my submarine was homeported at New London, CT, but the ports of call were in Holy Loch, Scotland, and Rota, Spain. What inspired you to join the military? I was fed up with college and I decided I’d rather do something else. I wanted to use the GI Bill to go back to college, which is what I did. Also, my father was in the Navy. I learned to scuba dive when I was 10. Sonar was that. I wanted to do something associated with radar. I went from submarine sonar to air traffic control. What was the best part of your service? Out on a patrol on a submarine, it was a ball. You disappear for 70 to 80 days. You had your own bunk, stereo speakers, four meals a day, steak, lobster, homemade bread and pies. Our own cook. Softee ice cream machine. You’d do your job, then you get to play, read or watch movies. We generally played at “Mid Rats” — Midnight Rations. How did serving change you? I glow in the dark because it was a nuclear submarine. What do you tell young people who want to serve? If you’re a young man or a woman and in doubt the military is the best for you, you might want to volunteer for something special and difficult in the Navy. You’ll rise faster. I wanted to volunteer for SEAL teams but blisters on my feet prevented that. I went to submarine school out of boot camp. It was great. Biggest surprise after becoming active duty? The deeper the submarine goes, the more it creaks. It gets compressed, and it creaks. Favorite military movie? “Hunt for Red October.” “A Few Good Men.” What do you do now in the Florida Keys? I’m the vice mayor of the Islamorada Village Council, and I’m also a private planner.
BRIAN MUNDEY Age: 40 Which branch did you serve in? Army. What rank did you achieve? E5 Sergeant. I was an Army Airborne Ranger. Unit you were attached to? 1-325 Airborne, infantry regiment. In ’05, I was in Afghanistan. In ’06, I was in Iraq. In ’07, I was in Iraq. I did three tours. What inspired you to join the military? Being an American and seeing what happened to our country in ’01. For me, it was defending our country. I saw Bush say, “We’re going in.” Next day, I went to a recruiter and said, “Sign me up.” What was the best part of your service? My brothers. The camaraderie. You cannot buy that kind of camaraderie. That’s what it’s all about. The guys to your left and right, you got their back. No matter where you are in life, you can call them and it’s like, “What do you need?” How did serving change you? It gave me discipline, direction, purpose. I learned so much about myself that I carry to this day. I could talk about that for a couple of hours. What do you tell young people who want to serve? Trust your gut. If you feel you have a calling to serve, do it. Biggest surprise after becoming active duty? When that first bullet goes whizzing past your head, everything changes. Your life flashes before your eyes. But you knew that, though, from your training. And also the bureaucracy. There was a love/hate relationship with the decisions being made from the top down. Favorite military movie? “Black Hawk Down.” And you can take it all the way back to “Braveheart.” But honestly, I try not to watch military movies. What do you do now in the Florida Keys? I work at Haven Marina Management. It’s consulting to hands-on marina management.

MARK BIRK Age: 60 Which branch did you serve in? Marine Corps. What rank did you achieve? Lieutenant colonel. I enlisted in 1982, retired in 2012. Unit you were attached to? I was in the Marines for 30 years. I retired as a Marine. That’s a lot of units. I went from radio repairment to radio technician then to Central Command. I went to the Gulf War. Somalia. I left before Black Hawk Down. In Somalia, people liked us when we were coming, and when we were leaving, they were throwing rocks at our trucks. Then I was warrant officer, a specialist in communications maintenance. Then I transferred to limited duty office and went from captain to lieutenant colonel. I was deployed to Iraq four or five times, I don’t remember exactly, as a limited duty officer in charge of a maintenance company that took care of tanks. Last time, I was stuck there in a staff job in logistics. What inspired you to join the military? I was going down the wrong road, and this was an option. My brother and dad served in the Air Force. I had a bit of a police record. The Air Force said it would take six months to approve my enlistment. So I walked next door to the Marine Corps. I did good in the test scores, and they said, “You’re good.” What was the best part of your service? Taking care of people. And I used my GI Bill after I retired. Went to George Mason University at age 50. In two classes, when a teacher was late, they would say, “Take over the class.” How did serving change you? Made me mature. I was young and dumb. What do you tell young people who want to serve? I would say, “Right now, wait. Go to college first. There’s so much you learn at college that you don’t get when you do this.” Biggest surprise after becoming active duty? When I was in joint command as an enlisted officer, I went to a lot of countries, and their military is not as proficient as ours.
UPPER KEYS WEEKLY / NOVEMBER 4, 2021
RUSSELL ELLIS Age: 77 Which branch did you serve in? Marine Corps. What rank did you achieve? Corporal E4. Unit you were attached to? H&HS — Headquarters & Headquarters Squadron. First Marine Air Wing. I served in Danang, Vietnam for three years. It was 55 years ago today that was my first day in Vietnam (1966). Halloween. A scary day. We did get a rocket attack that night. What inspired you to join the military? I figured I’d beat the draft by joining the Marines. What was the best part of your service? The camaraderie. It lasts and lasts. I’m still in touch with them. Reunions. People coming out of their way to visit. It’s such a rewarding experience to sit down with people you haven’t seen in 40 years. How did serving change you? I went from being a clothing salesperson to being in Vietnam, Tactical Air Control. I drove up to the draft board in a new car — it was ’65, and I was driving a ’66 Impala — wearing a new threepiece suit. In Vietnam, I’d send the jets up on their mission, and when they’d land, they’d have to call me. It was quite a change. What do you tell young people who want to serve? When my son came of age, I told him whatever you decide, I’ll stand behind you. Biggest surprise after becoming active duty? I was extremely disappointed with how the war was handled. They would send people on a hill, then take them back. The Vietnamese would learn the tactics. In World War II, if you took an island, you stayed there. It hurt to see. We just knew we wouldn’t win. We were there to fight and die. Favorite military movie? “The Sands of Iwo Jima.” What do you do now in the Florida Keys? I’m retired concrete construction. I maintain my own home and have an interest in cars. Linda, my wife, has taken good care of me.
JERRY SMITHBOWER Age: 54 Which branch did you serve in? Navy. 1985 to 1988. What rank did you achieve? 3rd class petty officer. E4. Unit you were attached to? I was on three boats: the USS Caloosahatchee, the USS America, and the USS Comte de Grasse. I served mostly in the Caribbean chasing drug runners in and around Jamaica, Colombia. What inspired you to join the military? Education. I grew up on a pig farm in Pennsylvania. I was the youngest of eight, handme-downs all my life. It was time to change it. What was the best part of your service? Just being on the ocean. That’s freedom. That’s something you don’t see every day. There’s a color you see way out, blue water. How did serving change you? Where I came from, you had a racist upbringing. The military changes you. You don’t see color. You see brotherhood. What do you tell young people who want to serve? I really don’t know. I don’t know if I’d put my family through that. Biggest surprise after becoming active duty? I got a paycheck. I grew up on a pig farm. The money we made went to buy clothes. That paycheck was the first paycheck I’d ever seen. Favorite military movie? “Saving Private Ryan.” I have a lot of respect for the gentlemen who fought those wars. What do you do now in the Florida Keys? I work for the National Park Service.
BOB JOHNSON Age: 78 Which branch did you serve in? Air Force. What rank did you achieve? For veterans, rank should be irrelevant. Even the lowest level service member has been in harm’s way. Unit you were attached to? Strategic Air Command, 1960 to 1964. Selfridge Air Force Base, in Michigan. What inspired you to join the military? I joined for a sense of purpose. What was the best part of your service? The military owes me absolutely nothing, and I owe them everything for a much better life. How did serving change you? From my perspective, it gave me a head start in the business world and a public-service work ethic. What do you tell young people who want to serve? There’s nothing better for a young man to do than be in the military. It gives a sense of purpose, strong values, self-discipline, patriotism and work ethics. Biggest surprise after becoming active duty? The Cuban Missile Crisis and how close we were to a thermonuclear war. I remember the days of the blockade. The entire air force base was silent. Our motto was, “Peace is our profession.” If not for our military readiness, we’d be living in a different world today. Living in that era affected my view of the importance of democracy and the importance of public service. We spent five days on the highest alert level. The slowest five days of my life. Favorite military movie? “Hunt for Red October.” “A Few Good Men.” “Patton.” What do you do now in the Florida Keys? I’m retired. I work with the American Legion, veterans helping veterans. Every veteran has a story. I’m honored to be with the men in my post. Everyone has stepped up to the plate for God and country. That can’t be said for a lot of groups.

UPPER KEYS WEEKLY / NOVEMBER 4, 2021
BRIAN SAYRE Age: 48 Which branch did you serve in? Navy. What rank did you achieve? E5 petty officer second class. Unit you were attached to? USS Theodore Roosevelt CVN71, a nuclear aircraft carrier. I went on four cruises in four years. I was underway all the time during the Gulf war, from 1991 to 1995. I’ve been to almost every country in the Mediterranean — Egypt, UAE. I was operated on in Bahrain. Flew to Cairo. Got drunk in Germany. What inspired you to join the military? For me, it’s family. My biological grandfather was in the Air Force and was one of the first shot down in the Korean war. There’s a monument in his honor on an Air Force base in Korea. The grandfather that raised me on my dad’s side was a hospital corpsman in the Navy. My grandfather on Mom’s side was also Navy, Korean War. My stepdad is a Marine. My brother just retired from the Air Force. My wife is Army National Guard. A long family lineage. What was the best part of your service? How we sit here and interact like this? (Waves his hand at the four other veterans at the table.) When the day is done, you can pull up in any country and any city and be like this. Each one has got our backs. How did serving change you? It makes you be a man. Makes you be mature. If you don’t do your job, someone suffers. What do you tell young people who want to serve? I have a son who’s serving in the Coast Guard in Islamorada. My youngest son is processing to join the Air Force. It’s an honor. Biggest surprise after becoming active duty? I didn’t realize how big the damn boats are. And the U.S. Navy is the most advanced in the world. Favorite military movie? “The Hunt for Red October.” What do you do now in the Florida Keys? I work for U.S. Bank as a manager of data analysis.
CHRIS KILMURRAY Age: 50 Which branch did you serve in? Army. What rank did you achieve and what unit were you attached to? I was Staff Sergeant Aco 2/124th Infantry 3rd Squad, 3rd Platoon. What inspired you to join the military? What inspired me to join the military was the love of my country and the freedoms we have here. What was the best part of service for you? Serving in Iraq from 2003 to 2004. What part of your experience in the service do you think about often or that affects your daily life? I often think about the sacrifice made as I served, and the time away from family and friends back home. What do you tell young people who want to serve? What I tell young people thinking about joining the military is make sure you want to serve. It is not something to take lightly. Biggest surprise after becoming active duty? No more home cooking! Favorite military movie? Wow, there are so many. I would say “12 Strong.” I feel the director got it right when soldiers wanted to go fight after 9/11. What do you do now in the Florida Keys? I am a Monroe County Sheriff’s deputy patrolling the Key Largo area.
There are between 6,500 and 7,000 full-time veterans in Monroe County. Approximately 2,000 to 2,500 veterans come down to the Keys during season.
JOHN GALLANT Age: 46 Which branch did you serve in? United States Marine Corps. What rank did you achieve? Lance Corporal. What unit were you attached to? Marine Corps Weather Service Station in Camp Pendleton. What inspired you to join the military? My grandfather, who survived the bombing of Pearl Harbor on the USS Raleigh. What was the best part of service for you? Marine combat training. What part of your experience in the service do you think about often or that affects your daily life? The leadership skills I learned from watching good officers affect my daily life the most. Team building and collaboration, focusing on the overall mission while ensuring that each part of that mission fits with the ethos of the business. Giving praise and credit to successes to the people working for you. Giving people a sense of pride; in themselves, in who they work with, and in who they work for. Paying attention to the details, but not losing focus on the overall mission. What do you tell young people who want to serve? If college is an option, do that first, and join as an officer. Biggest surprise after becoming active duty? Going to meteorology school on an Air Force base in Biloxi, Mississippi. Favorite military movie? “Mayor Payne.” What do you do now in the Florida Keys? I am the broker/ owner for Engel & Völkers Islamorada.
EVIE ENGELMEYER Age: 37 Which branch did you serve in? U.S. Army. What rank did you achieve? Captain. What unit were you attached to? Company Commander of the 60th Ordnance Company out of Fort Carson, CO. What inspired you to join the military? I watched Sept. 11, 2001 happen while I was living overseas (at Ramstein Germany) and I, as most Americans, felt that day was a defining moment in America’s history. My dad served in the Air Force during Vietnam, my oldest sister still serves today in the Air Force and my nephew was commissioned in May to the Space Force. What was the best part of service for you? The camaraderie and community. I grew up as a military brat so joining was a no-brainer for me. The scholarship didn’t hurt – the Army paid for all of my college, housing and meals. What part of your experience in the service do you think about often or that affects your daily life? The leadership I got to experience, both in the positions I held and the leadership over me. There is always something to learn – whether it’s finding the leader you want to be or the discovering the leader you don’t want to be. The community as well. There was an unspoken, unconditional, community that no matter what you needed, someone was always there for you – personally or professionally. What do you tell young people who want to serve? Do your research! Find the branch/ career that fits you and your goals. Go in open minded; it’s going to be an experience like no other. Biggest surprise after becoming active duty? I don’t think I had any surprises because I was a military brat and then did ROTC in college, I was prepared. Favorite military movie? I actually stopped watching military movies since I was living the life. BUT if I had to pick – “G.I. Jane,” simply because she’s a bad a$$.

ABOUT AIR PLANTS
Local green thumb to speak about his attention-getting garden
D
avid Adamusko and Lindi Mallison live in a house on a canal in the Upper Keys with an expansive and eyecatching garden that can be seen by boaters as they pass by. One day, Adamusko watched as a boat slowly chuggied by, turned around and came back. From the deck, a woman yelled to him, “What kind of cactus is that? I live in Arizona and I’ve never seen anything like that.” Adamusko laughs at the memory. He explained to the woman that he had placed air plants, otherwise known as tillandsia, all over the wall of cacti lining the canal. A cactus, it seems, is the perfect place for air plants to grow. Tillandsia are part of the bromeliad plant family. Adamusko and Mallison have found other atypical places for air plants to flourish: on top of coral rocks, threaded into a wreath and even wound around a utility pole. The couple love the plants, and they have learned so much about them that Adamusko has been invited by the Florida Keys Orchid, Fern and Bromeliad From top: Lindi Mallison sits in Society to speak at its meeting next week. front of her ‘Floral Reef’ while Longtime society member Karen Beal explained why holding a wreath made from Adamusko was a perfect speaker to invite. air plants. OBITUARY
KEN MEEKS
May 13, 1927-Oct. 8, 2021
W
illiam K. Meeks Sr., who all the Keys knew as Ken, was a Southern gentleman who arrived in the Islamorada community in 1974 with the sole purpose of starting a community
bank. Ken was born in the small town of Wrightsville in southern Georgia, growing up during the Great Depression. He served in the U.S. Army and the U.S. Merchant Marines. His banking career began in Greensboro, North Carolina. When offered a chance to move to Miami to lead the opening of the new Westchester National Bank in 1962, he jumped at the chance as it brought him closer to the saltwater and the great backcountry fishing of Islamorada where he could fish for bonefish and tarpon. A decade later, with many of his customers coming to Miami from Islamorada, he saw the opportunity to start his own bank. He secured stakeholders, including his future wife Dee, and founded The Islamorada Bank in 1974. Ken and Dee enjoyed their first date at the original Ziggy’s restaurant in Islamorada and they married on Aug. 25, 1978. They traveled extensively around the globe and, after his retirement, drove around the country in their RV each summer. They were married for nearly 42 years at the time of Dee’s passing in January 2020. In 1987, The Islamorada Bank was renamed to TIB Bank of the Keys, ultimately expanding to 28 branches including 10 throughout the Florida Keys. In later years, the bank went public, allowing Ken to reach the pinnacle of his philanthropic giving, including significant donations to Mariners Hospital and Baptist Health South Florida where he gained Founders Society status. An Upper Keys Rotarian since 1975, he served as president from 1979-1980 and remained a member until his passing. In July 2014, he donated $100,000 to the club to help with the fight to end polio worldwide. The donation was forwarded to Rotary International to support the Global Polio Eradication Initiative. Meeks’ favorite cousin contracted polio at the age of 3. He said at the time of the donation, “He was a daredevil who loved to race cars, although his legs were pretty useless. He was my hero and the reason why I decided to contribute my share to fight polio.” With the opening of the Keys History & Discovery Center in 2014, Ken saw a wonderful opportunity to directly impact the preservation and sharing of the vast and deep history of the Upper Keys. He was one of the first annual members of the organization, soon under-
writing the creation and production of the circa-1840 Indian Key model and kiosk. This gift was reflective of his love of the island. In the late 1970s, he served as chair of the Indian Key Festival, which highlighted his favorite historic place in the Upper Keys. The annual festival celebrated the history of and brought attention to the island he loved so much. Visitors learned what made the island such an important piece of the community through ranger walks, demonstrations of pioneer life, and a reenactment of the Indian attack that occurred on Aug. 7, 1840. In 2017, weeks before his 90th birthday, he and Dee pledged $1 million to the museum’s foundation and celebrated with the community as a new sign was unveiled on his birthday. He remained a loyal and giving supporter until the end. Since 2011, Ken has been an avid supporter of Pastor Tony Hammon’s efforts to provide aid and Christianbased education in Uganda. His support over the years totaled nearly $60,000 that was used to gift milking cows, beds, bikes, shoes and food. During the summer of 2020, Ken reconnected with his second wife, Maureen Levine of Miami, and her daughter Audree Meeks Barrow, who considers Ken her father. He and Maureen married in June 1968 when Audree was six. Maureen and Ken spent his final year together enjoying their shared memories, making new ones, and watching out over the Florida Bay. Their love for one another was evident to anyone who was in their company. Special thanks go out to his longtime physician Dr. Joanne Mahoney and caregivers, Joanna, Clara, Vicky, Diana and Pen Key’s Ian Walborn, as well as the hospice nurses who cared for him in his final days. He was preceded in death by Dee and his son William K. Meeks Jr., in June 2016. In addition to Maureen and Audree, he is survived by daughters Beverly Jo Meeks and Susan (Brian) Cline, as well as his beloved cat, Katy Kitty. A celebration of life will be Sunday, Nov. 7, from 4 to 6 p.m., at the Islander Resort’s Tarpon Terrace. His former TIB employees and members of his Keys family are encouraged to share their fondest stories of Ken, of which we know there are hundreds, including about loans granted to purchase homes and start businesses because of his loyalty to the community and its success. It would be Ken’s great wish to make a tribute gift in his memory to the place that bears his and Dee’s name, the Keys History & Discovery Center, P.O. Box 1124, Islamorada, FL 33036, or KeysDiscovery.com, or to the Upper Keys Rotary Scholarship Fund, P.O. Box 1514, Tavernier, FL 33070. Contributions are tax-deductible.
An Upper Keys Rotarian since 1975, he served as president from 19791980 and remained a member until his passing. In July 2014, he donated $100,000 to the club to help with the fight to end polio worldwide.

H
i friends! Reef the fox here with another weekly edition of “Reef’s Report.” I hope everyone had a great Halloween. Our human mom gave us tons of pumpkins and even put a pumpkin costume on Coral. I protested my costume so there will be no photos of that mess circulating the internet. I have a big announcement: Our friends at One Grind KL came over the other day and we are teaming up with them to help raise money for all of us foxes here. They have created a special drink called the “Foxy Brown.” It is a brown sugar oat milk espresso drink and a portion of all proceeds from that drink will be donated to us once a month. How cool is that? If you have never visited One Grind, now is the time to do so. They are located at MM 98 between the Tom Thumb and Ballyhoo’s. In the next few weeks mom will be organizing a meet and greet with Coral, so stay tuned to our social media pages to find out when you can go and meet Coral. I did all of my public relations tours when I was a young fox and now that I’m going through puberty, it’s best I just stay out of the limelight for now. Now for some fun events happening in the coming weeks. Rainbow Reef Dive Center is hosting a Coral Restoration trip on Friday, Nov. 12 from 8:30 a.m. to 5 p.m. Every second Friday of the month is Coral Restoration Day at Rainbow Reef Dive Center. Join Coral Restoration Foundation’s team of divers for an afternoon restoring our local coral reefs. This is a unique opportunity to use your dive training as a tool to help create a
healthier marine environment and to earn the Project Aware Coral Conservation specialty in the process. You can call to reserve at (305) 451-7171. I am all about restorREEF ing our Reef’s here, THE FOX after all, my name says it all. If I liked Reef is a red fox to swim, I would that was saved go out and help, or from a fur farm. Florida Keys History and Discovery Center located at the Islander Resort is hosting “A Havana Night at the Museum” on Nov. 13 from 6 to 10 p.m. For one night only, guests will gather in the open air to visit 1940s Havana in its heyday as “America’s Playground” where tropical breezes flow and cabaret music excites. For more information and tickets, visit keysdiscovery.com/signature-event. I want to go. Mom needs to let me go. They are having casino tables and dominoes and I love knocking things off of tables. Well friends, that is all for this week. Don’t forget to stop by and pick up your “Foxy Brown” drink that helps support me and the other five foxes that call Pawsitive Beginnings home. You can check us out at pawsitivebeginnings.org and I am still waiting for some emails from you all. Send to reef@pawsitivebeginnings.org Until next time, Reef, over and out!

THIS WEEK’S FISHING REPORT Last week we had a lot of green water as I mentioned in last week’s tip. As a result, we had a solid bite of yellowtail in about 75 feet of water. Yellowtail snapper is still one of my favorite fish to catch and eat, so it amazes me when clients aren’t as interested. We wahoo fished one day last week and went one for three. The bonus was we had a good amount of blackfin tunas mixed in. Another day we targeted mutton snappers and had one lonely vermillion snapper in the mix too. With this incredible cooldown, check out the shallow water patch reefs — 10-15 feet. Late afternoon into the early evening should bring mangrove snappers mixed in with mutton snappers. In general, you will enjoy a nice time on the water.
THIS WEEK’S TIP — Run your live ballyhoo deep for sailfish. Last week with the green water, we trolled baits deep using downriggers. And sure enough, the fish were right below the green water, and we caught a sailfish. So, running your baits deep will be able to help bring up those fish.

SYLVIA T EARLE & MIREYA MAYOR Renowned explorers on protecting the land and sea
wo pioneering female explorers recently sat down with Keys Weekly to share insights from lives in the field as well as their hope and advice for the Florida Keys. Sylvia Earle, famed oceanographer and National Geographic Explorer in Residence, is better known as “Her Deepness.” The living legend has led hundreds of research expeditions and spent more than 7,000 hours underwater. She was also NOAA’s first female chief scientist. Mireya Mayor, Earle’s terrestrial counterpart, lovingly called “Her Wildness,” is also no stranger to exploration. A primatologist and explorer, she co-discovered the world’s smallest primate: a species of mouse lemur in Madagascar. She served as National Geographic’s first female and first female Hispanic wildlife correspondent. Here’s what they had to say: Keys Weekly: How did you begin exploring? Sylvia Earle: I think everyone starts out exploring as a child — all of us. We want to know everything about everything. ... Often, that curiosity gets discouraged as we grow up. … I do what all kids and scientists do, I just never quite grew up. KW: How do exploration and conservation connect? Do we need both? Mireya Mayor: We need both. ... Exploration leads you to new places,
new animals, new discoveries. Conservation is there to protect those places, those animals, those people….Both are crucial to protecting our planet. KW: What are you most proud of being known for? SE: Maybe I’ll get there someday. Maybe it’s the next thing. MM: I’m very proud of the trajectory I've taken into this field. I don't have the typical scientist background, and that's what I embrace. I'm a former Miami Dolphins cheerleader. Then I became known as the “Female Indiana Jones” — “Her Wildness.” I co-discovered the world's smallest primate species. And I’m a mom of six, a title I'm incredibly proud of. KW: Do you have a favorite exploration memory? MM: Trekking over 1,000 miles with the Masai has to be one of the most unbelievable experiences and memories of my life. I learned so much from them. When we go into ancient forests, we see trees; they see a medicine cabinet, a grocery store. KW: You’ve been to Aquarius (an underwater scientific laboratory in Islamorada). Tell us about it. SE: To really get to know individual animals, to realize their personalities and to see their place in the system around them and see how the system around them affects them, you need the gift of time. FIU gives us this within the ocean, with Aquarius. I've saturated at least 10 times. … It’s really a step in the right direction.
KW: What’s the most pressing environmental concern that we have? SE: For the oceans, it’s what we put in (plastics) and take out (marine life). ... If we ... understood the hole in the ecosystem that you created when you consumed (the fish), that it doesn't recover — we might think twice instead of just casually dining on what is marketed as delicious. And maybe it is delicious, but it sure doesn't taste so good when you know the truth. MM: For me, climate, climate, climate. In order to fix the climate, you have to preserve the land and the oceans. You have to stop emissions and encourage carbon recapture. KW: Any advice from your life in the field? SE: Protect nature. Protect the diversity of life all around us, on the land and in the sea. Respect them. View the world through their eyes, if you will, and even through the viewpoint of those who don't have eyes — like corals or mangroves. And do it as if your life depends on it, because it does. MM: Realize how little we really need. I've spent most of my life in some of the poorest countries in the world, with people (who) western society would deem to have little to nothing. And yet, they're not just surviving, they're thriving. ... I learned: We don't have to waste and over-consume, and we can still be happy. The things that really matter in life are not things. KW: What message do you want to share? SE: Think about what we're taking out of our life support system. Think about what we're putting into our life support system, the ocean. And, make your choices: Do you want to be a part of the solution or the problem? MM: The strong message for me is that humans are inextricably a part of the problem that we're facing with the natural world. But, we are just as inextricably connected to the solution. There are solutions. There is hope. And, it’s really not that hard; it doesn't have to be complicated. … It can be little daily things that every person does that contribute to a much healthier planet. ... We all have to work together. KW: What is one step people can take? SE: Start with your backyard. Think about what you do in your little space in your jurisdiction. If you have a lawn, plant wildflowers and native trees. MM: People can remain engaged and help with science and research. Attend university events. Learn what scientists are working on. If local, volunteer. If you can, support conservation plans and efforts. It makes a tremendous difference.

SPOOKY SCUBA Festive divers ready to head to the reef for a Halloween night dive. ERIC BILLIPS/Contributed
Dive community celebrates Halloween THIS WEEK’S DIVE REPORT Conditions this past week were a little bumpy. Winds were blowing pretty good throughout the week, and finally came down on Sunday. As I’ve said and will continue to say, it’s the winds, and not the rain, that ERIC determine the water conditions. BILLIPS Because of the gusts, we canceled most trips this week. Luckily, Sunday was nice enough to do our is the owner, scheduled Halloween night dive. We picked one of captain and our favorite sites with eels and nurse sharks. There’s instructor at already something special about night dives, but imagIslamorada Dive Center and Florida ine having a fun dive at night with friends dressed up Keys Dive Center. as ocean critters — so much fun. He specializes in scuba, rebreather, spearfishing and captaining in the Florida Keys.
NEXT WEEK’S DIVE REPORT Next week, the wind looks like it will cooperate with divers and boaters. It should be nice throughout the week, with higher winds creeping in on Saturday
night. We’re getting to that time of year when the water really cools down and the weather makes conditions a bit “sportier.” This is normal for the late fall and winter in the Florida Keys. It’s also a good time to consider changing your exposure suit to make sure you stay warm in the water.

Usually around this time, people will go from a skinsuit to a 3mm or 5mm wetsuit. If you do so, just make sure to do a proper buoyancy check with your new weights before descending. Remember: good buoyancy helps to protect sensitive ocean habitats like coral reefs. Still, there are pockets of beautiful, flat waters that we love to take advantage of. Want to join us? CONSERVATION UPDATE I.CARE continues to do what they do! They planted more corals this past weekend. In addition, they had an amazing Halloween party and fundraiser at Florida Keys Brewing Co. on Saturday. The costume contest brought some of the most creative sea creatures we’ve seen out of the water. From sharks with attached remoras, deep sea divers and angler fish to a dive against debris, our wonderful ocean-loving community really outdid themselves.
CONSERVATION TIP Awareness is a wonderful way to help the ocean in and out of the water. If you can’t dive down to help, try talking about what you love about the ocean with friends and family.
Even with colder waters, I.CARE continues to restore the reef. There are really cool projects coming in the future, so stay tuned!

SECURING THE FLORIDA REEF
Territory presented piracy, navigation issues
W
hen the United States acquired the Florida Territory, it was a bigger version of Florida than is mapped today. During British ownership (17631783), the territory was divided into East Florida and West Florida. The Apalachicola River served as the line of demarcation. West Florida stretched much BRAD farther west, to the Mississippi River. BERTELLI When Spain reclaimed the territory in 1783, both Floridas remained intact is an author, speaker, and Flor- after the United States acquired the ida Keys historian. property, at least briefly. John Quincy His latest book, Adams, secretary of state under Presi“The Florida Keys dent James Monroe, and Luis de Onis, Skunk Ape Files,” a foreign minister to King Ferdinand is a fun blend of two of his favorite VII, negotiated the deal. The agreement subjects — Florida is commonly referred to as the Florida Keys history and Treaty. The initial version of the treaty the Skunk Ape. was signed in 1819. It was not until Feb. 22, 1821, that it was delivered to Washington and officially proclaimed. The official and celebrated exchange of flags between the two countries did not occur until July 10, 1821. The acquisition of the territory included not just East and West Florida but also the Florida Keys and the thirdlargest barrier reef system in the world, the Florida Reef. The new government understood the importance of the Straits of Florida as a shipping lane but also understood the dangers presented by the system of thousands of coral reefs growing offshore of the Florida Keys. They also understood the real threat that piracy posed in the warm waters of the West Indies. Attempting to add protections to the shipping lanes, President Monroe, the county’s namesake, initiated his anti-pirate policy authorized as the West Indies Squadron in 1821. The next thing the government did was pass the 1823 Wrecking Act, requiring that all materials salvaged from territorial waters be brought to a U.S. port of entry. Those waters included those covering the Florida Reef. Three ports of entry had been established in the Florida Territory by 1823. Over in the panhandle, on the coast of the Gulf of Mexico, Pensacola served as a port of entry. On the Atlantic side of the territory, Key West and St. Augustine were also identified as U.S. ports of entry. What had also been recognized early on was that the reefs were significant navigational hazards. The government’s first attempt to mark several of the more dangerous sections of the reef came in the form of lightships. These specifically designed two-masted schooners were anchored at strategic locales along the reef. Each of the schooner’s masts was fitted with lanterns theoretically visible for sev-
eral miles across the reef. The schooners, too, were equipped with bells that would clank and carry over the ocean’s surface with every roll of the tide. At one time or another, five lightships served along the Florida Reef. The “Aurora Borealis” marked the Dry Tortugas; “Honey” Lieutenant James Totten of the U.S. marked Sand Key; in Army accompanied the Coast Survey addition to the Key team when the initial study of the West Lightboat, both Florida Reef system was made in 1852. CONTRIBUTED the lightships “Caesar” and “Florida” served time marking Key Largo’s Carysfort Reef. Historically, Carysfort has been considered the most dangerous tract of coral in the barrier reef system. The lightships were not always effective, as Commander David D. Porter, of the U.S. mail-steamer “Georgia,” pointed out in a letter dated July, 1851. “On the reef near Cape Large, the floating lightship, showing two lights, intended to be seen twelve miles, but they are scarcely discernible from the outer ledge of Carysfort Reef, which is from four to five miles distant. On to [sic] occasions I have passed it at night, when the lights were either very dim or not lighted.” Some years after the lightships were established, the first Coastal Survey of Florida Reef was performed. The United States Coastal Survey was the first governmentsponsored scientific study of the American coast. The idea was developed by President Thomas Jefferson, authorized by Congress, and implemented in 1807. The Coast Survey was a civilian agency but employed both Army and Navy officers. The first survey of the Florida Reef was attended by naturalist Louis Agassiz aboard the Coast Survey schooner “Petrel.” Lieutenant James Totten of the U.S. Army accompanied the Coast Survey team when the initial study of the Florida Reef system was made in 1852. In addition to Agassiz’s study of the reef from a naturalist’s point of view, Totten studied the reef in terms of the need for navigational beacons. Totten was the first to physically mark the Florida Reef and installed 15 screw-pile day markers, or beacons, along the reef line. Each marker was 36 feet high and topped with what was essentially an upside-down barrel painted black. Each barrel was marked with an identifying letter from A-P, except there was no J barrel. After marking the reef with strategically positioned barrels, the construction of a series of lighthouses began. Some of those stories will appear in the next series of columns.

BRIEFLY Young Republicans set to meet this month The Monroe County Young Republicans, a group of link-minded individuals from the age group of 18-40, are interested in individuals who are ready to work together to make a positive change in our Florida Keys. The group hosts a wide variety of conservative interests, ranging from environmental concerns to economic issues. The group will host its first meeting at the Coldwell Banker Schmitt Key Largo Office, 100430 Overseas Highway, on Wednesday, Nov. 10, from 6 to 7 p.m. Discussions will take place over the club’s plan and what members expect. For more information, contact Daniel Rodriguez at 305-904-9754 or Melissa Kozak at 267-258-3637. Orchid Society to discuss air plants The Florida Keys Orchid Society will host David Adamusko on Saturday, Nov. 6 at 6 p.m. at the Key Largo Civic Club. Tillandsia air plants will be the topic and many imaginative ways to incorporate them into your garden. Enjoy social time, raffles and great information with folks who love beautiful plants. Everyone is welcome. Voluntary home buyout program registration deadline Florida has allocated $15 million to Monroe County through the Community Development Block Grant-Disaster Recovery (CDBG-DR) Voluntary Home Buyout Program. The voluntary program was created to encourage risk reduction through the purchase of residential property in high flood-risk areas impacted by Hurricane Irma. Property owners who wish to sell their homes are encouraged to participate, especially if they were damaged by Hurricane Irma and are still in need of repair. The registration period is open until Nov. 19. Priority properties are in low- and moderate-income areas and eligibility requirements must be met to apply. Once acquired, any existing structures will be demolished and the property will be used for permanent open space, passive recreation, or to restore natural floodplain functions indefinitely. Property owners who qualify for the program will receive market value for their property. Interested parties should fill out the Monroe County Voluntary Home Buyout Sign Up Form at www.monroecounty-fl.gov/homebuyout. For more information about the program, contact Cynthia Guerra at 305-453-8756 or email buyouts@monroecounty-fl.gov.
