onroe County Commission’s district lines are slightly shifting due to new census data that shows more people living in the Keys and a state law requiring a redistricting every 10 years.

Per the latest maps, district 2 in the Lower Keys and district 3 in Key West would add voters.

Shifts in voter population are also seen in district 1 in Key West, district 4 in Islamorada and district 5 in Tavernier.

Monroe County Commissioners were unanimous in their approval of new, preliminary maps at the Oct. 20 meeting in Marathon. The 2020 census brought the Keys’ population to 82,847 as of April 2020. That’s an increase of 9,757 people from the 2010 census.

County Attorney Bob Shillinger said census data usually comes in mid-year, but this time it came on Oct. 4. By the next day, Oct. 5, planning staff had draft maps ready in time to meet the Oct. 5 deadline for inclusion on the Oct. 20 agenda.

The Florida Constitution requires counties to redistrict county commission districts after each decennial census. The state Legislature mandates that the process happen in an odd-numbered year to allow the setting of new districts before the next election cycle.

With the new data, the five districts should be around 16,569 people per district. The law requires that districts be contiguous, keep census blocks intact, and have less than a 10 percent deviation between the largest and smallest districts. The greatest deviation in population on the accepted maps is 3.29%.

District 3, currently held by County Commissioner Eddie Martinez, is the smallest per latest census. Key areas from District 1, represented

by Craig Cates, that Martinez’s district would pick up under the new redistricting proposal include Key West High School and Key West By the Sea Association on South Roosevelt Boulevard. The district would also add some northside sections from Sunset Drive to 17th Street. Proposed district boundary shifts would give District 3 an additional 811 people.

A proposed shift in boundaries would see people moved from District 2, represented by Mayor Michelle Coldiron, to Cates’ district 1. Shillinger said Coldiron’s district 2 has Rockland and Boca Chica Keys, and that it was drawn that way 10 years ago to balance districts. With population

shifting, areas south of U.S. 1 on Boca Chica and Rockland will go to district 1.

Some 800 people would move from district 4, represented by David Rice and spanning from Marathon to Islamorada, to Coldiron’s district 2. Specifically, Coldiron would pick up north sections from 64th to 106th streets. A final proposed shift would see 169 people moving from district 5, represented by Holly Raschein and spanning from Key Largo to upper parts of Plantation Key in Islamorada and a sliver of Tavernier, to district 4.

"It is impossible for any redistricting plan to attain 100 percent compliance with every guideline," Shillinger said. "Our staff balances the individual criteria with each other using population as the dominant criteria."

Coldiron inquired about the county’s current, yet confusing district sequencing and if there was any way to fix that. District 3 represented by Martinez includes the west part of Key West, while Cates’ district 1 contains the east part of Key West, as well as Stock Island and Key Haven. As for district 2, it starts around Boca Chica heading north.

Shillinger said the numbers run west to east, meaning district 3 is the southernmost area, followed by districts 1, 2, 4 and 5.

“Tom Hambright (or) maybe somebody who’s been around for a long time can understand how we got to those numbers. They predated me,” Shillinger said. “There’s no easy way to resequence them completely.”

Shillinger added that state law has district 1, 3 and 5 running during presidential election years and district 2 and 4 running during gubernatorial years.

“Unless we had planned vacancies on the board, we’d be cutting out existing commissioners, basically saying these are the new maps, you don’t live in your district (and) forcing you to vacate your seat or move mid-term. That seems to be a lot of effort just to get numbers to go 1, 2, 3, 4, 5.

“We’re not trying to fix the problem right now,” he continued. “We see it. Someday if we go to charter, maybe that would be the time to get that little issue right.”

Final adoption of the proposed maps will take place at the Dec. 8 board of county commissioner's meeting at the Murray Nelson Government Center in Key Largo. The process is required to be completed by Dec. 31.

t the Oct. 12 and Oct. 26 Monroe County School Board meetings, board members and staff said that they are concerned about students’ “chronic absenteeism” and truancy. Staff is actively taking steps to address the problem.

“I’m concerned because we’re losing kids” to truancy, said board member Mindy Conn at the Oct. 12 meeting. “Our truancy problems are at all grade levels. It’s not a senior problem, it’s not a junior problem. We have these issues 9 to 12 and 6 to 8. Kids aren’t going.

They basically took two years off and now it’s like, ‘Come on back.’ … We definitely need to try and do something because our graduation rates, at the rate we’re going now, are going to tank. And I don’t care per se about the graduation rates.

What I care about are these kids. ...

It’s not anybody’s fault, it’s just the cards that the whole world basically has been dealt.”

Mike Henriquez coordinates the alternative education department and works on student attendance and truancy for the school district. He explained that the difference between a child who is “chronically absent” and a child who is “truant” is that a truant child has had 15 unexcused absences within a 90-day period and therefore has been “flagged” for a more formal process. Once that many absences have occurred, the school files a petition with the court and the child goes through a truancy process and meets with a judge about once a month.

“Court is a problem-solving approach,” he said. “We meet with families well ahead of time. If we have to go to court, we still use a problem-solving approach.”

Amber Acedevo, the district’s coordinator of community relations, provided the truancy numbers for the past few school years to Keys Weekly. For the 2018-19 school year, 12 students were truant for the entire school year. For the 2019-20 school year,

nine students were truant for the entire school year. Then came the pandemic, when students were virtually attending classes and “attendance was a challenge to track,” said Acedevo. And yet, 14 students were identified as truant.

Henriquez said most of the truancy cases for the 2021-22 school year are high school students who are carryovers from last year. The number of truant students after nine weeks of this school year is nine. Even though most are carryovers, Acedevo said, “It’s a higher number than we would like to see.”

District staff believe that many high school students got jobs in order to help out their families during the pandemic.

“They’re getting reacclimated to going to school every day,” said Acedevo.

Henriquez said one solution for the students who are working to help families is to offer an On the Job training program and give students credit for the hours worked.

“We’re not trying to be punitive in any way, shape or form,” he said.

“We’re trying to work with you, such as with OJT.” He also notes that absenteeism is a statewide problem. “Every district is struggling right now to get kids adjusted to a full schedule.”

Superintendent Theresa Axford said in a statement to Keys Weekly, “Monroe County School District has clear parameters for students who are truant. We are indebted to the Monroe County judges who hear our truancy cases and assist us in managing truancy issues with appropriate consequences. This year, we are faced with more quarantining issues than actual truancy.

The problem for these students is missing their work and making it up on a viable schedule. Hopefully, with the dramatic drop in Covid-19 cases, many of these issues will clear up naturally.”

ER INSURANCE ISSUE RESOLVED Florida Blue now considered in-network at hospitals after ‘oversight’ JIM McCARTHY

n oversight left those insured by Florida Blue and three other insurance companies out of network for emergency room visits to Mariners and Fishermen’s hospitals. Swift work, however, among several parties has resolved the issue for at least three of the insurance companies that Keys residents use that are now accepted in-network.

Last month, a Monroe County employee insured by Florida Blue visited the ER and noticed something wasn’t right about the charge. That’s when the employee went to Monroe County Employee Services Director Bryan Cook with concern that the ER visit wasn’t covered by Florida Blue, a Blue Cross Blue Shield product.

Come to find out, the hospitals’ new contracted ER services company, SHI Keys, didn’t have the same contract with the same in-network providers for insurance as Baptist Health South Florida, of which Mariners Hospital in Tavernier and Fishermen’s Hospital in Marathon are a part. Drew Grossman, CEO of Mariners and Fishermen’s hospitals, said its management care department got hold of SHI Keys president Ruddy Valdes. SHI then got connected with a Florida Blue rep and worked out the issue within two to three weeks.

SHI Keys, which is a group of emergency room physicians contracted to provide care at Mariners and Fishermen’s hospitals, started operating on Jan. 1, 2021. Grossman entered as CEO of Baptist’s Keys hospitals last February.

“Our requirement is all the plans (Baptist) has, you have to have. If we have Florida Blue, Aetna, Cigna and United you have to have the same ones,” Grossman said. “He realized he didn’t have that.

“The whole thing was an oversight and I really don’t know where it was not caught, but it doesn’t matter at this point. We really did an unbelievable job of how fast this thing got repaired,” he continued.

Agreements were also reached between SHI Keys and insurance companies Cigna and Aetna. Grossman said SHI Keys is still working on an agreement with United Healthcare.

“Sometimes it takes a little bit of time, but at least they’re in talks with them right now. We just have to wait for that one to get done,” Grossman

said. “Nobody was out to harm. Nobody was out to do this maliciously.

I apologize as CEO of Mariners and Fishermen’s, but also as a rep of Baptist Health, that this happened.

We correctly got it fixed.”

Cook said a similar instance, some six years ago at Lower Keys Medical Center, took about six months to resolve. The fact that the issue at Baptist Health South Florida saw a resolution under four weeks speaks to the responsiveness from SHI and Baptist, as well as emphasis that the county placed on it, he said.

Roughly 1,300 Monroe County employees and 1,000 dependents are insured through Florida Blue. The Florida Keys Aqueduct Authority, city of Marathon and village of Islamorada also use Florida Blue. Cook, who looked at it first on the employee side for Monroe County, noticed that it was going to affect the entire community.

“All the right people came to the table and gave it the attention that it needed,” he said. “Baptist had no intention of leaving any residents hanging like this. Obviously, had they stipulated to SHI Keys early on that they needed to take insurances prominent in the community, it would have obviously been much better. But they completely stepped up and put all the emphasis on it and resolved it.”

Patients of SHI Keys physicians in Monroe County will not pay more emergency services out-of-pocket costs than what’s indicated by their insurer. Additionally, per Florida law, emergency care is always delivered to any patient who requires it.

Cook said there tends to be confusion among people over why they still owe money after receiving care.

He said insurance plans still have copays, deductibles and out-of-pocket maximums.

“It’s not that you wouldn’t owe anything, and it’s not that people should be offended that they should be paying something,” he said. “It’s the fact that they shouldn’t be paying more than their share.”

I think it would be arrogant to say I “deserve” someone’s vote. I’d like to believe that the people who I’ve spoken with, and the people who have read about my ideas, will decide I’m the candidate that will represent them best.

I’ve been specific when talking about what I think this city needs.

If voters want someone who sees the city and its challenges from a working person’s perspective, someone who wants a better quality of life in our neighborhoods, then I’m their guy.

Only two candidates in this race have any experience with the City Hall and staff procedures. One is a sitting councilman and the other is me. I sat on the City’s Code Enforcement Board.

I learned from that experience.

It helped form my core belief that the City of Marathon needs regular working folks in office, not developers or connected insiders.

I believe everything in life you must work hard to attain. I don’t think anyone DESERVES anything at all that they don’t work hard to EARN. Deserves is defined as, “being worthy or entitled to,” and I do not believe I am entitled to a seat on the council. I believe that my 35 years of dedication and commitment to the betterment of our community, the City of Marathon, and you, the citizens, has EARNED me Marathon’s vote for my re-election to the Marathon City Council.

I am a DOer, not a SAYer. I have always prided myself on being part of the solution, not just talking about the problems. I have proven this in my first three years on City Council, and I will continue to do this when re-elected.

It would be an honor to continue serving YOU, the citizens of Marathon for another three years.

GREAT QUESTION...Not only am I a voice for the Marathon people but an active worker, partner and neighbor for many years. My longevity has seen the highs and lows through thriving tourism to destructive hurricanes and a pandemic. I’ve seen the growth and people leaving due to the growth.

It’s not only about the connections I’ve made in the community it’s about developing and sustaining partnerships for the present and future. It’s my ability to listen to community ideas and take them to the city. I have no alliances or personal agenda my main concern is each and every community member. We need council members who act in the best interest of the residents and I pledge to continue working with that goal in mind .Whether it’s workforce housing, growth, outside funding, beautification projects ect. I will not just share your voice, I’ll roll up my sleeves and work side by side with my partners. Marathon should provide the best services, facilities and community possible for the people that live here. I will work tirelessly for the people of this amazing and unique community.

I’m a top tier FIRM member, a hospital supporter, a chamber member, an investor and operator of significant workforce housing, a frequent volunteer at city and community events, and am passionate about our environment and Island life. I give back and am one of you.

The challenges and complexity of governing here have changed City Council seats from what were originally part-time to now fulltime commitments. My opponents all have full-time jobs, and most just do not have the time to adequately serve Marathon.

An early retiree, I am willing, and will make the commitment to serve Marathon full time. As a year-round resident, and home owner here for over 25 years, our issues are well known to me. I know how this place works. This job requires fiscal oversight and common sense. My education, character, qualifications, proven lengthy successful business career, and leadership abilities have prepared me to do this job and lead our City forward. Tools tracking voter turnout emerge in time for Marathon election

eys voters now have even more tools at their disposal to track the live results of political races.

Keyselections.org, the information hub for races in Monroe County, now features information on voter turnout. The site’s home page now displays the number of ballots cast among the 6,290 eligible voters in the Marathon election.

The current statistics show the number of mail-in and early voting ballots cast, along with an updated voter turnout percentage. On election day, voter turnout will be updated throughout the day, and live results will be available as precincts begin reporting after 7 p.m.

“We’re always trying to move forward a little bit,” said Monroe County Supervisor of Elections Joyce Griffin. “I used to send out emails on election day and every day after early voting, and now I don’t have to do that any more. I’m so happy, and I hope you are also.”

Voter turnout is especially critical in this year’s election; participation has historically been much lower when local races are not tied to larger general elections. The 2016 City Council election, tied to a presidential election, saw 9,482 votes cast in the city council race. In stark contrast, the 2015 and 2019 City of Marathon elections saw less than half of this turnout, with 3,803 and 4,535 ballots cast for the city council race, respectively.

So far, early voting is slightly stronger than in 2019. “In 2019, after the second Monday of early voting, there were 116 votes cast. This year, after the second Monday there are 142 votes,” said Griffin.

Regardless, small margins between candidates elevate the importance of each individual vote. In a race where gaps of 100 voters or less are common, the 2016 city council election was decided by a mere 5 votes.

THE PERFECT COUNTERPOINT ‘Talley’s Folly’ offsets MCT’s comedic offerings with feeling, depth ALEX RICKERT

“I

t’s not a total ‘Few Good Men’ drama, but it’s not a total Carol Burnett comedy either.”

That’s technical director Jim Zimmerman’s short assessment of Marathon Community Theatre’s newest reading, “Talley’s Folly,” opening next Friday, Nov. 5.

Directed by Jerry Nussenblatt, “Talley’s Folly” is a one-act show following a single night in the lives of unlikely lovers Matt Friedman (Jacob Terpos) and Sally Talley (Dayanara Terpos).

Set in 1944, one month after D-Day, the story details Matt’s last-ditch effort to visit the Talley farm and woo Sally, whom he dated for about a week one year earlier. As a Jewish accountant 12 years older than Sally, Matt faces steep opposition from Sally’s conservative, wealthy Protestant family — and Sally herself.

Nussenblatt says the show’s accolades first attracted him to the script when he made the choice to direct. “It was a Pulitzer prize-winning story in 1980, and some very famous actors played in it,” said Nussenblatt, citing Judd Hirsch’s performance as the original Matt Friedman.

He also enjoyed the contrast between the tone of the show and MCT’s four comedic main-stage productions in its 2021-2022 season. “I read it, and said, ‘Wow. We’re doing all comedies this year. This would be the perfect counterpoint.’”

To be clear, Nussenblatt enjoys making audiences laugh, but believes “Talley’s Folly” provides another layer

to the theatrical experience. “Laughter is great medicine, but theater should make people feel. If you’re not making people feel, then the author has failed,” he said. “Once in a while, you need something like this.”

For her part, Dayanara looks forward to breaking away from the roles in her previous four productions.

“So far, every audience has told me, ‘Your character is so annoying’ in every show. This will definitely break my typecast.”

She also points to both characters’ roller coaster of emotions throughout the show as a welcome change. “What I love is that it brings up old memories and old feelings, but then there’s new feelings coming through there,” she said. “It brings in serious issues,” Nussenblatt added. “They go through a range of emotions, and it’s not flat; they’re not the same characters the whole way through.”

Terpos is thrilled for her husband Jacob to make his debut performance on an MCT stage. Jacob keeps things honest, saying that, “to keep a happy marriage, sometimes you gotta do these things.” Although it’s his first time on the stage, Nussenblatt said Jacob’s is “a meaty role to do. It’s not inconsequential.”

By Nussenblatt’s estimation, and their own, the couple have enjoyed preparing for their roles. Nussenblatt has been pleased with their work so far, adding that, “they came in well prepared, and they clearly did their homework.”

“Talley’s Folley” opens on Friday, Nov. 5, with shows on Nov. 5 and 6 at 8 p.m. A matinee performance is scheduled for Sunday, Nov. 7 at 3 p.m. The show will be presented as a “reading” in which actors read from their scripts.

S

tephen Frink is one of the most prolific underwater photographers in the world.

In his latest lecture at the History of Diving Museum in Islamorada, the longtime Key Largo resident shared the good and bad he’s witnessed on our reefs over the last 45 years.

Frink opened the lecture talking of his longtime friend Jerry Greenberg, one of the true pioneers of underwater photography. Greenberg met Frink after the latter opened up a film processing shop in 1978 in the Upper Keys. Fast friends, Greenberg urged Frink to witness the beautiful elkhorn and staghorn corals at South Carysfort. He was in awe.

Then, “I went up, maybe around ’84, and much of that coral was gone,” Frink said. “That was a very profound epiphany for me — it can go that fast. We think we should look at the world with a geological frame of mind, but we’ve seen glaciers shrink in our lifetimes. We’ve seen corals go away. And, it’s astonishing to me how quickly things we take for granted can disappear.”

Still, the veteran diver was quick to emphasize that not everything is doom and gloom.

These changes are all part of the “dynamic that is our coral reef,” he said. Baselines shift, he acknowledged. Over his 43 years diving these waters, he’s also seen things come back. Much of that progress is thanks to locals who care, who are still working to save the reef.

Frink offered the mooring buoy program as an example. The concept of a mooring buoy, to prevent anchoring on coral beds on highlytrafficked reefs, was invented in the Keys. Popularized in the 1980s, the system is now used around the world.

He also applauded the reef restoration work being done throughout the Keys and around the world. It started with Frink’s friend Ken Niedermeier, one of the pioneers of coral restoration and the founder of the Coral Restoration Foundation, Frink said.

Finally, Frink talked about our marquee shipwrecks. Wrecks become paradise for fish and divers, and the plethora of sunken ships in the Keys has made us famous.

“What these ships do for a living, once they’re on the bottom, is hold marine life,” he said. “They get a lot of sponge encrustation and they become habitats.”

From the Vandenberg in Key West up to the Duane and Bibb in the Upper Keys, the wrecks provide critical habitat for marine life and wonderful dive opportunities for our locals and tourists.

“The wrecks we have are truly a big asset to the Florida Keys dive portfolio,” Frink said. “In my mind, the Duane is the best wreck dive in the Atlantic and the Caribbean.”

Frink ended with the infamous story of the Spiegel Grove. He recounted how the local dive community sold dive medallions to raise enough money to procure and sink the ship.

They succeeded, but then “the worst day in any of our dive lives happened,” he said. “She turned turtle and sank with air in the bow. The Coast Guard said, ‘You don’t have a shipwreck. You have a hazard to navigation, and we will blow it up if you don’t get it sunk.’”

For those who don’t remember, the Spiegel stayed floating upside-down at the surface until organizers (including Frink) were able to turn her to the side. She sank that way and stayed like that for three years, until Hurricane Dennis righted her underwater.

“Now, she’s a world-class wreck dive. I can’t even calculate the contributions she’s made to our dive community in dollars and cents. She also holds a lot of fish,” Frink said.

He summed up: “That’s what shipwrecks have done for us. That’s what our locals have done.”

To end, Frink showed an image of a little turtle, the first shot he took post-Irma. For days, he’d dreaded the destruction he might see, but this turtle showed up.

“To me, the little turtle was saying, ‘Hang in there, buddy. It’s still good,’” Frink said.

That turtle helped Frink realize that “it’s all shifting baselines” and that conditions might not return to what Jerry Greenberg saw in 1957 or even what he himself saw in 1978, but that “it’s pretty cool still.” He concluded with an invitation to all to “Come jump in and enjoy” all our waters have to offer.

Vice Mayor Mark Senmartin’s City Council chapter comes to a close ALEX RICKERT

ark Senmartin made waves when he debuted his first city council campaign slogan: committed, not connected.

Since then, he hasn’t backed down.

Serving for eight years on City Council after his first election in 2013, Senmartin described his service through one term as mayor and two terms as vice mayor as “maybe the right guy, but definitely at the right time.”

As he looks back on his years of service, he is proud to hang his hat on many accomplishments, but specifically noted his impact on Marathon’s city charter.

When Senmartin was first elected to the city council, council members could serve for a total of three twoyear terms before sitting out for one year. “Every year someone was running, and that makes for bad decisionmaking in government,” he said. “You always have to be worried about your decisions and if people will like you and vote for you.”

One of his first actions as a councilman was to look at the city’s charter and change, among other things, the council members’ terms of service from two to three years. “It was the best decision we made,” Senmartin said. “More things got done without fear of losing a vote, and I really think it helped the town progress.”

Senmartin also takes great pride in the council’s accomplishments with regard to workforce housing. “In the time I’ve been there, we’ve put over 700 affordable housing units on the ground, and we just approved more than 300 new units. I think it’s great being able to bring that affordable workforce housing to the people that need it.”

Along the way, Senmartin has never been afraid to go against the grain. “There’s been a lot of times

when it was a 4 to 1 vote, and I was the only ‘No,’” he admitted. He recalled when his controversial first campaign slogan of “committed, not connected” prompted others to mail out hundreds of copies of his previous code violation for removing invasive trees to Marathon residents. “When I first saw it, I was pissed. But as the days went by, people would come into my shop and be like, ‘I don’t know who you are, but if they want you out of council that bad, you’ve got my vote.’”

According to Senmartin, his calling card is his willingness to prioritize Marathon residents over personal or other special interests. “I’ve always tried to make the right decisions for the public, for the residents,” he said.

“The comment I always got was, ‘you were the councilman for the people,’ and that’s the biggest compliment I could get.”

Others echo Senmartin’s self-assessment. “Mark Senmartin didn’t play politics like a politician — and that’s a compliment,” said fellow councilman John Bartus. “We didn’t always agree on everything, but I never had any doubt that Mark’s only motivation was what he thought was best for Marathon.”

“Mark is one of those rare individuals who always did what he felt was right, regardless of whether it was popular,” said Realtor Josh Mothner.

“He would listen to all sides, but in the end he always voted his conscience.

We will miss that level of integrity on the council."

Moving forward, Senmartin hopes to see future councils work to return to an environment in which more concessions can be made to arrive at a mutually agreed-upon final product.

But for now, he is satisfied with his work. “At the end of my eight years, all you can hope for is to leave it a little better than you found it. I really think I accomplished that.”

ohn Dick made his position crystal clear about the mask mandate at the Oct. 26 Monroe County School Board Meeting.

“I want to see this district get back to normal,” said Dick, the board chair.

And after a presentation by Florida Department of Health administrator Bob Eadie with good news about fewer COVID cases over the past couple of weeks, and a vigorous discussion among the board members, a vote about the mandate was conducted. Up until Oct. 26, masks were required on school property with parental optout only. But the board voted 4-1 in support of making masks completely optional for everybody in the school district. The sole opposing vote was cast by Sue Woltanski.

At times, the talk among the board members about the issue was passionate.

“Remember this: A lot of districts went mask optional from the very beginning. And nobody had any problems with it,” said Dick during the discussion before the vote.

“Let me tell you, wearing this mask is tiring. It’s part of the problem for the teachers. We have far more things to be doing than spending school board meetings over masks.

You heard about all the ELL and all the problems we have. How far we’re behind on things. And we’re busy talking about masks. There’s no need for that.”

Dick was referring to a presentation that district staff had just made about mitigating learning loss due to COVID. One of the topics discussed was the relatively larger number of ELL students — students who speak English as a second language — who are now in Monroe County this school year and the potential difficulty they have learning English due to masks.

“It just makes me sad because we’re very close to vaccinating those young kids,” responded Woltanski. “I feel for the families who have been waiting for the vaccine for the (ages) 5 to 12, and it’s coming in a week. We’re changing

our mitigation strategies due to a moderate couple of weeks during a global pandemic.”

She expressed concern earlier in the meeting that even though most children are not in danger of being hospitalized or dying because of COVID, they can carry the virus back to adults whose immune systems are compromised.

“My piece on this is that there are viruses and infections all around us all of our lives for the past however long you’ve been alive,” said board member Mindy Conn. “The key to COVID and the reason it was such a scare was because of hospitalizations and deaths. We all live with a variety of bugs, bacteria, viruses that are out there. In my opinion, as long as hospitalizations and deaths are down, which they’re dramatically down, even though people are still getting sick, like people still get the flu and a cold, and a myriad of other things, I’m comfortable with making masks optional.”

“We’re moving in a positive direction. I think if the board feels like changes need to be made, I can support those from a health standpoint,” said Eadie at the beginning of the meeting.

However, he continued to advocate for vaccinations.

“The news media don’t tell you about the millions of people who have been vaccinated and gone about their lives. They report about the people who have been hospitalized yet vaccinated,” he said. “The vaccinations will ultimately be what moves us to herd immunity.”

FORSTER’S OUT FISHING A CELEBRATION OF LIFE ON THE WATER

A

community took to the water to remember the late Mike Forster on Oct. 23.

Boats circled around the “Tiger” boat, which had Forster’s sister, Jo-Ann, family and Pastor Tony Hammon, on the bayside waters near Mangrove Mike’s Cafe.

Sentiments were shared on Channel 71 by Jo-Ann, Hammon, Capt.

Timmy Arce, state Rep. Jim Mooney and Jill Miranda-Baker. An ash spreading and flower throwing followed, and the ceremony concluded with a trip out to Toilet Seat Cut, where a seat created by William DePaula was seen. Among those joining the ceremony were Sheriff Rick Ramsay and fellow sheriff’s deputies, Florida Fish & Wildlife Conservation Commission’s Bobby Dube and fellow officers, Monroe County Mayor Michelle Coldiron, county commissioners David Rice and Holly Raschein, Corie McGrawAbel, Forster’s legislative assistant and now Raschein’s assistant, and Mangrove Mike’s Cafe staff. Forster passed away in early September after a battle with COVID-19. He served as Islamorada Councilman and most recently as Monroe County Commissioner representing District 5.

STRIDES FOR TATAS Strides Against Breast Cancer teams raise funds in modified annual walk

ct. 23 saw a healthy dose of pink on the streets of Marathon. Returning in a modified form for 2021, the annual Strides Against Breast Cancer walk sent teams of participants to Crane Point, Coco Plum Beach, Sombrero Beach, Duck Key, and the Marathon Fire station.

“We had walkers all over the place on Saturday,” said Shayne Messina. “It was great.” Intended to bring awareness for breast cancer and encourage mammograms for early detection, the Strides walk also serves as a fundraiser for many research and support programs like the Hope Lodge and Roads to Recovery that were temporarily closed due to the COVID-19 pandemic.

“Marathon alone has raised more than $14,000 so far, and it keeps going up,” said Messina. “Next year’s walk is Oct. 15, and we hope to see everyone there.”

SHERIFF’S OFFICE RECEIVES REACCREDITATION HONORS

T

he Monroe County Sheriff’s Office recently received excelsior awards for reaccreditation in law enforcement and corrections from the Commission for Florida Law Enforcement Accreditation and Florida Corrections Accreditation Commission governing bodies.

This marks the third excelsior award for corrections and the second excelsior award for law enforcement. The excelsior recognition is the highest level of achievement in Florida accreditation a criminal justice agency can receive and it is earned by successfully completing reaccreditation with no corrective actions or compliance issues.

The sheriff’s office is professionally accredited by five separate agencies: the Commission on Accreditation for Law Enforcement Agencies (national law enforcement accreditation); the American Correctional Association (national corrections accreditation); the Commission for Florida Law Enforcement Accreditations; the Florida Corrections Accreditation Commission; and the National Commission on Correctional Health Care.

The process for any professional accreditation is extremely difficult and requires extensive preparation, many inspections — both internal and by the accreditation agency — and a level of professionalism that is not easily achieved. Accreditation requires an agency to adhere to exacting standards in hundreds of different areas, including operations, record keeping, finance, equipment, training and many others.

The agency must be re-accredited every two to three years by each organization. This entails more inspections and more close examination to ensure the agency continues to live up to required standards.

SPOOKTACULAR RETURNS Stanley Switlik’s Halloween Carnival returns after a year hiatus

D

ozens of children and their families flooded Stanley Switlik school on Oct. 24 for its annual Halloween Carnival. Organized as a PTO fundraiser, the event was complete with a haunted hallway, varied food offerings, carnival games, a silent auction, and even the coveted chance to “pie” dignitaries and teachers in the face.

As one of the first events that allowed parents on school property since the completion of the Switlik renovation, the PTO was challenged to start from scratch and reimagine the carnival.

“It was such a great turnout,” said event organizer Kate Chaffin. “It was great to be back on the school campus in person. We want to thank everyone in the community who supported the event, from our sponsors to everyone who attended. From all the silent auction items that were donated, food items that were donated to serve at the event, and everyone who attended, we were able to raise approximately $10,000.” ­— Weekly staff report

RUNNING INTO THE FLORIDA KEYS KEY LARGO BRIDGE RUN APPROACHES JIM McCARTHY

undreds of runners near and far descended upon Key Largo’s Jewfish Creek Bridge for a scenic race entering the Florida Keys in 2019. A COVID-19 pandemic canceled the one-of-a-kind race in 2020, but the excitement surrounding the First State Bank Key Largo Bridge Run is back.

This year, race participants can run the half marathon or run or walk in the 5K that’s set for Sunday, Nov. 14. Bridge runners will take to the start line around 6:30 a.m. from the access road leading to Gilbert’s Resort.

From there, they’ll run a beautiful course that goes over Jewfish Creek Bridge, which overlooks Blackwater Sound in the Key Largo Bay. Half marathon runners will get an added treat of running next to the ocean as they approach Manatee Bay. Organizer of the event, Henry Menendez, of HNO Productions, has been gearing up for the race’s return for many months. With the 2020 run canceled, Menendez expressed excitement over the hundreds of runners signed up for this year’s race.

“Our goal with this race is to promote health and fitness throughout our Key Largo community while inviting people from all over the world to join our locals,” Menendez said. “In addition, we want to bring joy and excitement to our runners as they experience a beautiful sunrise on the Atlantic Ocean while running over the Jewfish Creek Bridge.”

Before the race begins, participants are invited to a meet-and-greet party with appetizers and drink specials on Friday, Nov. 12 at Key Largo Conch House, MM 100.2, oceanside. On Saturday, Nov. 13, runners can grab their race packets from 11 a.m. to 4 p.m. at First State Bank in Key Largo, MM 97. Packets will also be available on the morning of the race, beginning at 5 a.m., at the starting line at Gilbert’s Resort access road.

To fuel up the stomach with carbs, participants are also invited to a pasta party dinner from 6 to 8 p.m. at Doc’s Diner, MM 99, bayside.

Tickets are $25 per person and are available for purchase at keylargobridgerun.com.

Following the race, awards will be presented to the top three male and female finishers, overall masters male and female finishers and top three finishers from different age groups. Participants will also receive a T-shirt, hat and medal upon completion.

An after-party is set after the race at The Catch, MM 102, in Key Largo. More details to come soon.

Race entry fees are $110 per person for the half marathon during October and $115 in early November. Entry fee for the 5k run/walk is $55 per person ($40 for entrants ages 17 and under). Online registration is open.

Starting her hospitality career with the resort as a summer intern in 2011, Lawrence has a long history working at Hawks Cay. She has worked at several well-known Florida Keys resorts, bringing with her a deep understanding of the local market and experience implementing innovative sales campaigns that have increased overall revenue growth. As a resident of the mid-Atlantic, being immersed in the market every day allows her to understand its trends and cater to its evolving sales needs.

Norton returns to Hawks Cay with more than eight years of destination resort marketing experience. She’s held various leadership positions, most recently serving as area director of food & beverage at the Islamorada Resort Collection.

Brittany holds an executive master of science degree in hospitality and tourism management and a bachelor of science degree from the University of Central Florida.

n Oct. 8, five friends hit the streets of Marathon early in the morning to run in the Virtual 125th Boston Marathon. From left, Lara Rutskin Martin, Ashley Keeney, Dawn Barberi, Haley Bailey and Kim Hanna started the 26.2-mile journey in front of Keys Strength and Fitness. Their route took them through Coco Plum, Grassy Key, Key Colony Beach, and the streets of Marathon. After a final two miles on Sombrero Beach Road, described as their own Heartbreak Hill and the absolute worst part of the race, they were greeted by friends and family at the finish line. They were flanked throughout the race by their support crew of Kevin Johnsen, Steve Hurley, Catherine Felton, Kara Durham and Denise Tufts, who made sure there was no shortage of water, food or motivation. The group also had support from friends and family along the way who sent messages, made signs, drove by their side, met them at water stops, took care of their children and more.

Hanna and Keeney are part of the Hapynkeys running group created by Rutskin Martin. The group meets most Saturday mornings to run through different locations throughout Marathon.

A GOLDEN CELEBRATION CHI Celebrates 50th Anniversary with Gala

O

n Sept. 25, Community Health of South Florida, Inc. (CHI) held its Golden Legacy 50th Anniversary Gala to benefit CHI’s Children’s Crisis Center.

The center will be an 11,400-square-foot, 24-hour inpatient facility that will be a haven for children suffering from mental illness. A team of board-certified child and adolescent psychiatrists, social workers, counselors, and mental health clinicians will be ready to diagnose and treat a variety of emotional and behavioral problems. The goal is to provide full-service mental health care for children up to 17 years of age, regardless of their ability to pay. After breaking ground in May 2020, the Children’s Crisis Center is scheduled to open in early 2022.

ast Friday’s Senior Night football game against Miami’s Palmer Trinity Falcons was there for the taking.

The Dolphins trailed 13-7 at halftime, scoring just before the break to gain some needed momentum.

But things didn’t go Marathon’s way in the second half despite an early third-quarter break, and the Dolphins came up short, 33-17, to the 4-2 Falcons.

“The third quarter was devastating to us,” said running back/linebacker Thomas Eubanks. “We’ve had turnovers that hurt us last week, in practice and tonight. We just need to take care of the ball better.”

The 2-6 Dolphins’ break began at the start of the third quarter when the Falcons’ snap from center sailed over quarterback Lucas Alonso to the 18-yard line. Jinn Mann recovered for Marathon.

On a first down from the 8-yard line, quarterback Cole McDaniel was sweeping right on a keeper when the ball was punched out of his hands and Palmer Trinity’s Walker Smith recovered at the 19-yard line.

Palmer Trinity drove 81 yards to score on Alonso’s 3-yard run to make the score 20-7. Santana Wooten, who would carry 6 times for 174 yards in the game, had a 48yard run during the scoring drive.

On the Dolphins’ next series, McDaniels’ only pass of the game was intercepted by Jahmir Everett at the Falcon 35 yard line and returned 24 yards to Marathon’s 41.

With 17 seconds left in the quarter, Ryan Kleber threw an option pass to Ernest Robertson in the end zone, who made the catch while surrounded by three Dolphin defenders.

“The turnovers are just killing us,” said Marathon coach Mac Childress. “We felt we were in a great position to start the second half when we recovered the fumble.

You can’t turn the ball over inside the 10-yard line. We lost some of our energy.”

Alonso finished the Falcon scoring with a 2-yard run in the fourth quarter.

Marathon’s final touchdown came on T.J. Hawkins’ fumble recovery in the end zone with 2:57 left in the game.

Palmer Trinity scored on their first offensive play in the first quarter on Wooten’s 74-yard touchdown run with 3:29 remaining.

“My offensive line did a great job blocking for me,” said Wooten. “I saw daylight up the middle after I veered left.

This was a big win for our team.”

“He’s a talent, that’s for sure,” said Palmer Trinity coach Mark Reese of Wooten. “I told the kids on the way down here that Marathon was a tough team. They play physical football and are well coached.”

Eubanks would gain 44 yards on 11 carries. Malachi Hawkins led Marathon with 58 yards in 16 attempts.

“Both Hawkins and Eubanks are good players,” said Childress. “They bring toughness, grit and accountability for us. They are everything you want as leaders.”

Marathon closed out its season hosting Everglades Prep Academy on Wednesday, Oct. 27.

MESSAGE FROM THE SHERIFF It looks like Halloween is back on this year and I want residents to know the Sheriff’s Office will be out in force in those high traffic-trick or treating areas to ensure things go safely. I want to share some common sense safety tips and reminders.

To those driving on Halloween:

Popular trick-or-treating hours are 5:30 p.m. to 9:30 p.m. so be especially alert for kids during those hours.

Drive slowly, anticipate heavy pedestrian traffic and turn your headlights on earlier in the day to spot children from greater distances.

Be especially alert in residential neighborhoods. Children are excited on Halloween and may dart in front of cars when crossing the street.

From Edgar Allan Poe to Stephen King, the human imagination continues boundlessly to explore the savage depths of human nature — while considering the shrouded influences of specters and devilish forces all around us. TERRIFYING MOVIES

10. “The Blair Witch Project” (1999): A film project about a legendary local murderer takes on a deadly life of its own in this film made to look like raw footage of a doomed documentary.

9. “The Ring” (2002): It sounds like just another urban legend — a videotape filled with nightmarish images leads to a phone call foretelling the viewer’s death in exactly seven days. Those images stayed with us much longer than seven days.

8. “Saw” (2004): And we thought we’d seen some nasty bathrooms before. “Saw” opens with two men chained inside a filthy bathroom, and at the mercy of a sadistic serial killer named Jigsaw who films their torture and live streams it for the men’s families.

2. “Halloween” (1978) : No Halloween season is complete without a terrifying trip to the small town of Haddonfield, the fictional home of horror icon Michael Myers and a young babysitter named Jamie Lee Curtis. Keep an eye out for FWC-tagged stone crabs Look out for tagged crabs! The Florida Fish and Wildlife Conservation Commission’s crustacean program is investigating stone crab movement throughout the Florida Keys. Crabs caught in fishery independent monitoring traps are being tagged with T-bar tags and released into nearby waters.

The FWC is seeking to get enough tag reports from commercial and recreational fishermen so that it can estimate how far crabs are traveling and the direction of movement. Data will be collected during the commercial fishing season, as well as during the off-season, and is intended to fill knowledge gaps and lead to a larger statewide tagging effort.

At this time there are no rewards for reporting tagged crabs, but the FWC hopes that there is enough mutual interest in the fishery and crab movement that it will encourage fishers to participate. After analyzing observations of reported crabs, the plan is to make the data available on the FWC website so that fishers can actively see the results.

Principals get some shine nationally this month October is National Principals Month, an opportunity to honor principals across the nation for their dedication and thank them for all they do to support the schools. Mote Marine Laboratory collecting wrappers for recycling program Mote Marine Laboratory is teaming up with Loggerhead Marinelife Center's Unwrap the Waves candy wrapper recycling program, which works with local organizations to collect wrappers as a way to prompt discussions of conservation, sustainability and protection of the planet's natural ecosystems. The purpose of the initiative is not just to ensure that families have a means to recycle their otherwise non-recyclable candy wrappers, but also to raise awareness of the large amount of single use holiday waste.

host stories are told up and down the island chain. In Key West, the haunted history is openly celebrated. It should be; it is considered one of the country’s most haunted cities. Also, there is not a local in the Keys who does not know the whereabouts of a skeleton or two.

In what might be the earliest recorded account of a Key West haunting, the Aug. 29, 1874, edition of the “Shenango Valley Argus” reported that “Key West has a ghost covered with hair and about the size of a horse” in its “Matters of Interest” column. A hairy ghost as big as a horse would be scary (and sounds a little bit like a Skunk Ape), but then Key West has always been a portal to the unusual and weird. Parking, too, is pretty scary on the island.

Like a cherry topping on a sundae of haunted layers, it is also home to Robert the Doll.

Robert is one of the scariest or most misunderstood haunted dolls in the world and one of the top haunted artifacts in the Florida Keys. Regarding Robert, contrary to some silly accounts of his history, he is in no way affiliated with or connected to the fictionalized dalliances of the murderous Chucky portrayed on the silver screen as a significantly more animated kind of doll.

Robert’s birthday, by the way, was Monday, Oct. 25. He turned 117.

Robert the Doll lives at Fort East Martello, a Civil War-era fortification that has been home to devastating tragedy. Perhaps not so surprisingly, it represents one of Key West’s most haunted locales.

If you are brave or curious enough, David Sloan will take you on an after-hours tour of East Martello on his Ghost Fort Adventures. He will also introduce you to Robert the Doll. It is, after all, that spooky time of year.

The red-bricked walls built to protect the island from foreign attacks that never materialized instead housed some of the victims of a little, flying domestic terrorist known as the mosquito. The little vampire plunged its long, hollow tooth into human flesh in search of the blood it needed to survive. Sometimes it left behind a little “thank you” in the form of a viral disease called yellow fever. Yellow fever is recognized as malaria today.

Yellow fever outbreaks were the source of hundreds and hundreds of deaths in the Florida Keys. Some of the infected were brought to the fort. Those who died were stacked within the fort’s walls, which might account for its many hauntings.

Robert, Fort East Martello, and Key West are not the only haunts in the Florida Keys. Stories suggest Elliott Key is haunted, too. It would be a fitting bookend to the Key West hauntings if only in the sense that Elliott Key is considered the northernmost of the Florida Keys and Key West, continentally speaking, the Southernmost City.

With all the atrocities attributed to Elliott Key, how could the island not be haunted? Like Key West, Elliott Key has a history of death, and much of it is related to cruelty, if the stories of Black Caesar are to be believed. And there are a lot of stories about the pirate Black Caesar who reigned supreme over the Florida Reef from his Elliott Key lair on at least three separate occasions. A common thread connecting all of the pirate’s stories reveals his cruel nature.

In most accounts, he slays a friend after fighting over a woman. Another Black Caesar hallmark was taking prisoners from the ships he conquered and bringing them back to the island. There, they were forced to dig holes on the Elliott Key beach where the pirate could bury his treasures. Upon completion of their work, the prisoners were killed and buried in the hole along with the booty.

The children were said to have escaped and sustained their little feral colony on berries and what they could catch in the warm shallows washing against the island. According to the local lore, they communicated in their own primitive language. No one accounts for what might have become of them, though some say they haunt the island today. If ghosts exist, once the sun goes down over Elliott Key, it might not just be the wind rustling over the island making noise at night.

WHAT THE FLOCK IS GOING ON WITH PIGEONS?

MARK HEDDEN ... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.

T

he guy in the boom lift was putting fresh paint on the raised letters on the newly renovated facade of the San Carlos Institute – a nice carmine red against a pale yellow background.

On the ledge of the cornice, just overhead, about 40 rock pigeons (a.k.a. your basic park pigeons) sat around in an irregular array, unconcerned, whiling away the morning, thinking their pigeon thoughts. At least until the Cooper’s hawk flew over. And then all heck broke loose.

I’d say all hell, but pigeons tend to panic as a group and in a pretty orderly fashion, a slow-motion cyclone that drifts around the sky and in which everyone seems to know their role, so it always comes off as a little less dire. Sure, it’s a life and death scenario for them whenever a predator appears on the horizon, but it’s one that happens for them several times a day – at least for the nine months of the year that see a significant number of hawks in the Keys.

Cooper’s hawks tend to be low attackers, appearing fast and out of nowhere, hitting their prey like a linebacker who’d slipped everyone’s attention. Nothing, nothing, nothing, BOOM! Feathers and carnage everywhere. But this Coop was circling above the flock as they went through their evasive maneuvers, tracking them while looping at a slightly different speed. He seemed never to be able to come to a decision, and eventually just kind of drifted off in a different direction. A few minutes later the pigeons all landed and went back to loafing on the cornice.

The Cooper’s hawk made another run at them 10 minutes later, and another a few minutes after that. Then a short-tailed hawk took a shot. Each time the birds went up together and did the same swirling mosey over the treetops. Each time they all seemed to survive.

I was seeing all this through binoculars from the roof of The Studios of Key West, which is a great place to watch for hawks.

(Open free to the public Tuesday through Saturday, 10 a.m. to 4 p.m. as well as a smattering of other times.) It was interesting to have such a wide-angle view of it all, to see it all play out across a landscape, or at least over it.

Flocking to evade a predator like that always, for me, brings Shirley Jackson’s story “The Lottery” to mind, where one of the members of a community is going to end up being sacrificed for the “greater good.” All these birds flying around in a circle, hoping it’s the bird next to them that gets taken out by the predator gods.

Up until the 1970s the general thinking was that gregarious behavior in animals – herds, flocking, etc. – was mutually benefi-

cial to all members of the flock. It is far harder for a predator to pick prey out of the multifaceted chaos of a moving group.

In 1972, a British evolutionary theorist named W.D. Hamilton proposed what has become known as the selfish herd theory, which accepted that there were some communal benefits to being in a large group of members of your species, but since it is much safer to be in the middle of a herd than at the edge, being in a herd was really a selfish act, and the fittest members would make their way to the center of any herd, forcing the weaker and less fit members to the edge of the herd, where they were more likely to be preyed upon.

That theory pretty much has been taken as gospel for close to 50 years, having been cited over 4,000 times in scientific papers without really being refuted. Until recently.

Last summer an article was published in the journal Current Biology by Dr. David Sankey et al in which the authors offered some evidence that things may be otherwise. In the study the scientists attached very small GPS units to members of a flock of trained rock pigeons and monitored their positioning in flight. The GPS units recorded the birds’ precise positions five times per second.

Sometimes they released the pigeons to just fly free. Sometimes they chased the flock with a robotic peregrine falcon. (The study was part of a larger project in which they were trying to find ways to scare birds away from airports to lessen the chances of bird strikes.)

What they found was that, while the birds flew evasively as a group, they didn’t change position as individuals within the flock when they felt they were under attack by the robo-falcon. They didn’t scramble and compete to get to the center of the flock, but instead behaved in ways that prioritized the safety of the group as a whole over their own individual safety. They behaved cooperatively.

It makes a certain amount of sense. If a bigger flock is a safer flock, sacrificing weaker or less fit members only reduces the flock size, thus raising the risk for the more fit members. The risks of behaving cooperatively seem to outweigh the benefits of behaving selfishly.

It is possible life can be a little bit less of a lottery than we thought.

NAME: TIMOTHY HAWKINS Grade: senior Sport: Football, Track & Field Timothy Hawkins, better known as TJ, is a senior at MHS and is the defensive captain on the football field. This leaves him with a lot of responsibility as he is in charge of keeping 10 other players in order.

This past Friday, Oct. 22, was a big night for Hawkins, one he says was the best he's ever had. On his senior night, Hawkins scored one of the team's two touchdowns.

Hawkins recalled the situation.

“I ran up on a player from the opposing team, plowed right into the kid who was fumbling the ball, recovered it, and dove into the end zone.” Because linemen rarely score, it makes the memory that much more important.

After nine years of playing on the Marathon football teams, Hawkins played his last game on Oct. 27. “My time has come; it's time to move on to the next chapter of my life,” he said.

Since the age of 8, Hawkins has held his shoulders up high and played to the best of his ability. He attributes his accomplishments to his attitude, saying, “Attitude is everything. If you have the mentality of playing like you're the best, then you will play like the best.”

Hawkins will carry this same energy with him into next fall. As of now, he hopes to continue his education at the Universal Technical Institute, where he looks forward to training to become a diesel tech.

n Oct. 23, teams of golfers took to the course at the Florida Keys Country Club for the inaugural Dolphin Golf Club tournament. Aimed at supporting the Marathon High School golf program, the Dolphin Golf Club’s mission is to “promote sportsmanship, personal development, and provide financial assistance for uniforms, equipment and scholarships.”

By all accounts, the scrambleformat tournament was a resounding success. “We are over $10,000, and there are still contributions coming in.

We have funded the scholarships for our upperclassmen (on the golf team).”

Haines hopes the proceeds from the tournament will help promote the sport throughout different age groups in Marathon. “We plan to have youth golf camps throughout the year to introduce younger players to the game as well as keeping our high school players active in the sport.”

Haines noted that the club is still accepting contributions for future scholarships and programs. Interested parties may contact him at 305-4342433.

FISHIN’ AND A-PICKIN’ Terry Cassidy has always been hooked on the easy life

T

TAKING THE OATH James Morgan sworn in as Monroe County’s newest judge On Oct. 27, Monroe County’s 16th Judicial Circuit gained its newest judge as Judge James Morgan was sworn in by Judge Mark H. Jones. “I always identified James as an outstanding person, not just as a lawyer but as a human being in terms of his character, his commitment to duty, and his diligence,” said Jones.

“I’m just delighted that he was appointed to this position here in Marathon.” For more on Monroe County’s newest judge, stay tuned for next week’s issue of Keys Weekly.

here’s never been a Florida Keys in which I lived that didn’t have the music and talent of Terry Cassidy. From his multiple-year reign at both Sloppy Joe’s and Boondocks, to his appreciation and sponsorship of some of the finest guitar slingers around, our islands have been blessed by the presence of Terry Cassidy.

And I will miss him when he leaves for a hopefully easy life on the mainland.

A native of Cleveland, Ohio, Terry came to the Keys in 1979 for a vacation. Like so many others, he never left.

Not long after arriving in the islands, Terry joined Meri-Lynn and Joe Britz in the Key Lime Pie Band. Terry was quite proficient on the guitar and five-string banjo, and he spent six years in the band playing old time rock and roll, island music, other cover songs and some fine originals the band created.

In 1986, Terry started his solo career. In an act of sheer physical coordination, he discovered and mastered the talent of kicking bass pedals — this meant he could hold down the rhythm and bottom end while he could solo on guitar and banjo. Not many people can do that; fewer do it well. Terry does it well.

Terry played all over the tropical Florida area from Key West to Marco Island. His stint at Sloppy Joe’s and his long-standing presence at Boondocks are just a few amazing parts of his live performance legacy. His “Terry Cassidy & Friends” Monday night shows at Boondocks paired a variety of local talent with Terry and harpist Ron Baumann, and served as a stage that helped performers develop their stage skills. In recent pandemic times, Mike Bailey has joined Terry on those Monday nights.

Any time Terry would call and invite me to play a Monday night with him, I would cancel just about anything — even another gig — to play there.

Those nights were so much fun!

Terry continued writing songs — in a style he calls island folk music. He put out several CDs that are all fun collections of his musings on fishing and island life, historical recollections and some wicked instrumental work. One of his signature songs is “Hooked On The Easy Life,” which exemplifies all the things that people love about the Keys.

One of his recent songs was inspired by a special plane trip — as Terry recalls, “I got an invitation to fly with

hurricane hunters into Hurricane Cristobal. It was a ride I will never forget!

We departed from MacDill Air Force Base in Tampa, and then flew to the southern end of the Bahamas where we made passes in and out of the eye of the hurricane while gathering data. The song ‘Hurricane Hunters’ is a tribute to the men and women who routinely put themselves at risk

to keep us safe.”

Terry did a lot of humanitarian work for his Keys community as well.

There were the annual Super Bowl Sunday picking parties that raised loads of funds, and there is his involvement with the Spanish Fly Music Festival every year at Boondocks. This event raises funds for the José Wejebe Spanish Fly Memorial Foundation, named after one of Terry’s famous fishing and picking friends who left us far too soon.

Musically speaking, Terry is an amazing instrumentalist. He plays really well (I mean really, really well), and he was able to bring some other internationally-recognized pickers to the Keys at either Boondocks, or one of his legendary house concerts.

Thanks to Terry, I got to see (and meet) incredible instrumentalists like Richard Gilewitz and Richard Smith. These are pickers so far above my pay grade, but I’ve seen Terry play some of their instrumental pieces incredibly well.

There will be a musical hole in the Keys when Terry heads out. I, along with many other local musicians, will miss him. Terry Cassidy’s music is the soundtrack of the Florida Keys, and the Keys just won’t be the same. May the easy life follow you wherever you go.

Essential Duties: The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Cleans, maintains, and repairs City’s restrooms, parks, and facilities.

• Maintenance of the city’s roadways, including patching, sweeping, street light repair, signage and paint striping.

• Mows and trims city right-of-ways and parks. Trims all city trees and hedges and applies herbicide as needed.

• Collects debris and litter left in city parks, stormwater systems, roadways, and right-of-ways etc.

• Assists wastewater contractor with wastewater plant maintenance.

• Maintains vehicles and equipment.

Education/Training: Prefer High School Diploma or GED. Knowledge, Skills, And Ability: • Experience in basic plumbing and irrigation systems repairs.

• Experience with basic electrical repairs • Some knowledge of methods and practices of maintaining and repairing roadways.

• Some knowledge of the materials, equipment, procedures and methods used in public works construction and maintenance activities.

• Knowledge of the occupational hazards and safety precautions necessary in the operation of equipment and of the use of chemicals.

• Some knowledge of carpentry and mechanical skills.

• Some knowledge of basic masonry techniques.

• Ability to understand, interpret, and carry out oral and written instructions.

• Ability to understand and interpret simple diagrams and drawings of assigned projects.

• Ability to establish and maintain effective working relationships with employees, other city staff and the general public.

• Ability to operate or willingness to learn how to operate such equipment as a backhoe, dump truck, tractor, mowing equipment, bucket truck, chain saws, limb saw, welder and various hand tools as required.

• Ability to recognize, address and/or report safety concerns or maintenance needs of City equipment, facilities and/or property.

• Ability to work in extreme weather and heat for prolong periods of time.

• Ability to follow direction and manage time.

• Ability to work from heights of up to 40ft from a bucket truck Supervisory and Managerial Responsibility: None.

Minimum Qualifications: Prefer a background in general trade knowledge, which could include janitorial, construction, road work, previous public works employment, equipment operations, or vehicle and equipment maintenance.

Possession of valid State of FL driver’s license (Class C).

Physical Demands and Work Environment: Physical Abilities: Tasks involve the ability to exert physical effort in moderate to intense work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, shoveling, carrying, pushing, and/or pulling of objects and materials of moderate weight (up to 100 pounds). The majority of a normal work day involves standing or walking.

Sensory Requirements: Some tasks require the ability to perceive and discern colors or shades of colors. Some tasks require the ability to perceive and discern sounds. Some tasks require the ability to perceive and discern odors.

Some tasks require depth perception. Some tasks require the ability to perceive and discern textures. Some tasks require visual perception and discrimination. Some tasks require oral communication ability.

Environmental Factors: Tasks are regularly performed with exposure to adverse environmental conditions including, but not limited to, dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, and toxic agents.
