he clock is ticking for the deteriorating condo building in Key West that was given 45 days from Sept. 13 to submit a comprehensive plan and timeline for crucial structural repairs that have become a health and safety concern.

At the Sept. 13 hearing at City Hall about whether to declare the 111-unit Santa Clara Condominiums, 3312 Northside Dr., unsafe for habitation, Chief Building Official Raj Ramsingh instead opted to give the owners and their engineer 45 days to come up with a repair plan and a method of financing the repairs that could cost as much as $10 million.

The repair costs would require a bank loan and a special assessment levied among all owners to secure the financing. Each owner would have to pay a total of $70,000 to $90,000, depending on the size of their unit. The condo board has told Ramsingh that the first payment of the special assessment is due from all owners by Nov. 28.

In the meantime, multiple units at Santa Clara continue to be listed for sale on various online real estate sites, with asking prices dropping below $200,000.

That repair plan and timeline is due at City Hall by 5 p.m. Thursday, Oct. 28, as Ramsingh reminded the condominium board members in an email Ramsingh sent on Monday, Oct. 25 after speaking with two of the condominium board members.

In the email, Ramsingh emphasizes his expectations from Santa Clara’s engineer, Thomas Cheever by the Oct. 28 deadline, which include: a timeline for bidding of the repair job, a timeline for construction and a timeline and plan for the financing of the construction.

“As per our conversation this morning, it is my understanding that Mr. Cheever will be able to make the next deadline on the Order to Repair dated Sept. 13, 2021.

“I strongly recommend that this deadline be met. My expectation is there be a set of plans addressing the structural repairs, the timeframe and bidding process that will be used, estimated time of construction, and most importantly the financing plan.

“It is also my understanding from our conversation that the Nov. 1 deadline for the first payment due from the unit owners will now be moved to Nov. 28. Your explanation

for extending that payment deadline was that there was not sufficient notice given to the owners and it needs to be voted on again at the Nov. 10 board meeting.”

Ramsingh addressed his email to condo board president Oliver Kofoid and board member John Walsh, but he also mentions discussions he has had with other Santa Clara unit owners not on the board.

“I have been receiving information from unit owners and others that loans are not being approved and insurances are being canceled due to an unsafe building declaration from this office. None of this information has been communicated by you in any of your correspondence with this office,” Ramsingh wrote.

“The building department issued a Petition to Declare the Building Unsafe and held a hearing on Sept.

13, where your new engineer went on record stating that the building was not in danger of collapse but did in fact have some structural issues. ...Your engineer’s report dated Sept. 11, 2021 [states]: ‘There is no question the concrete deterioration, better known as spalling, observed at Santa Clara is the result of years, possibly decades, of deferred maintenance. In my career I have seen worse deterioration of structural elements, but I have never seen the systemic deterioration that is apparent at Santa Clara.’

“Given your engineer’s testimony at the hearing, we did not declare the building unsafe; instead, we issued an Order to Repair with specific time-certain deadlines. The next one is in three days and we are awaiting the documents.”

Keys Weekly has been in touch with unit owners who are not on the board, and learned on Wednesday, Oct. 27 that, “A group of owners has retained a law firm to represent us because the board is not effectively communicating with us or looking at assessments that actually just cover the immediate life-safety needs,” owner Jonathan Elder told the Keys Weekly.

ZOMBIES ON A ROLL POPULAR EVENT RISES FROM THE DEAD

T

he undead roamed the island on wheels on Oct. 24, resurrecting the event on their own, after organizers had to cancel the original Zombie Bike Ride due to road construction and COVID concerns.

At least three separate groups of costumed cyclists biked three different routes and mustered at three different locations to converge on Duval Street, even using a police escort where needed.

The show went on despite COVID, with hundreds of creative costumes worn by locals and visitors. Fantasy Fest continues through Sunday, Oct. 31, when costumed tots will take over the streets for trick-or-treating.

IT’S THE KIDS’ TURN KEEP HALLOWEEN SAFE FOR THE LITTLE ONES

O

nce the chaos of Fantasy Fest ends on Oct. 31, the Key West Police Department will be out in force to protect the island’s youngest masqueraders.

The police department’s mounted unit will be patrolling on horseback in the New Town neighborhoods where most of the local trick-or-treating happens. Police Chief Sean Brandenburg offers a few tips to help keep kids safe: • Though it’s highly unlikely that anyone in our small community would tamper with trick-or-treat goodies, parents should still err on the side of caution. Instruct children not to eat any treats until they’re back at home and mom or dad has inspected them. Parents should ensure that candy wrappers are sealed. Fruit or homemade items should be thoroughly examined.

When in doubt, throw it out.

• When little ghosts and goblins take to the streets, the biggest threat they face is motor vehicle traffic.

Motorists should use extreme caution on Halloween night. Be prepared for children to run across the street, come out of nowhere, and be oblivious to traffic.

• Children should be accompanied by adults when trick-or-treating. A responsible grown-up will be the person with a flashlight, leading the way when there’s a need to cross the street.

• Make sure children only approach homes that are well lit. Treats should be handed out at the door so that youngsters don’t have to enter the homes of strangers.

• Make sure kids’ costumes fit well and that they can see through any mask.

Older children and teenagers need to know Halloween trick-or-treating is fine, but vandalism will not be tolerated. Any deliberate act that damages property or causes harm to another person is a crime and police officers will treat it as such.

Hard Rock Cafe hosts kids Halloween bash The Hard Rock Cafe in Key West will host its annual breakfast buffet and donut-making station for the kids from 10 a.m. to 1 p.m. on Halloween.

‘WE’RE LOSING KIDS’ SCHOOL DISTRICT CONCERNED ABOUT TRUANCY NUMBERS CHARLOTTE TWINE

t the Oct. 12 and Oct. 26 Monroe County School Board meetings, board members and staff said that they are concerned about students’ “chronic absenteeism” and truancy. Staff is actively taking steps to address the problem.

“I’m concerned because we’re losing kids” to truancy, said board member Mindy Conn at the Oct. 12 meeting. “Our truancy problems are at all grade levels. It’s not a senior problem, it’s not a junior problem. We have these issues 9 to 12 and 6 to 8. Kids aren’t going.

They basically took two years off and now it’s like, ‘Come on back.’ … We definitely need to try and do something because our graduation rates, at the rate we’re going now, are going to tank. And I don’t care per se about the graduation rates.

What I care about are these kids. ...

It’s not anybody’s fault, it’s just the cards that the whole world basically has been dealt.”

Mike Henriquez coordinates the alternative education department and works on student attendance and truancy for the school district. He explained that the difference between a child who is “chronically absent” and a child who is “truant” is that a truant child has had 15 unexcused absences within a 90-day period and therefore has been “flagged” for a more formal process. Once that many absences have occurred, the school files a petition with the court and the child goes through a truancy process and meets with a judge about once a month.

“Court is a problem-solving approach,” he said. “We meet with families well ahead of time. If we have to go to court, we still use a problem-solving approach.”

Amber Acedevo, the district’s coordinator of community relations, provided the truancy numbers for the past few school years to Keys Weekly. For the 2018-19 school year, 12 students were truant for the entire school year. For the 2019-20 school year, nine students were truant for the

entire school year. Then came the pandemic, when students were virtually attending classes and “attendance was a challenge to track,” said Acedevo. And yet, 14 students were identified as truant.

Henriquez said most of the truancy cases for the 2021-22 school year are high school students who are carryovers from last year. The number of truant students after nine weeks of this school year is nine. Even though most are carryovers, Acedevo said, “It’s a higher number than we would like to see.”

District staff believe that many high school students got jobs in order to help out their families during the pandemic.

“They’re getting reacclimated to going to school every day,” said Acedevo.

Henriquez said one solution for the students who are working to help families is to offer an On the Job training program and give students credit for the hours worked.

“We’re not trying to be punitive in any way, shape or form,” he said.

“We’re trying to work with you, such as with OJT.” He also notes that absenteeism is a statewide problem. “Every district is struggling right now to get kids adjusted to a full schedule.”

Superintendent Theresa Axford said in a statement to Keys Weekly, “Monroe County School District has clear parameters for students who are truant. We are indebted to the Monroe County judges who hear our truancy cases and assist us in managing truancy issues with appropriate consequences. This year, we are faced with more quarantining issues than actual truancy.

The problem for these students is missing their work and making it up on a viable schedule. Hopefully, with the dramatic drop in Covid-19 cases, many of these issues will clear up naturally.”

ohn Dick made his position crystal clear about the mask mandate at the Oct. 26 Monroe County School Board Meeting.

“I want to see this district get back to normal,” said Dick, the board chair.

And after a presentation by Florida Department of Health administrator Bob Eadie with good news about fewer COVID cases over the past couple of weeks, and a vigorous discussion among the board members, a vote about the mandate was conducted. Up until Oct. 26, masks were required on school property with parental opt-out only.

But the board voted 4-1 in support of making masks completely optional for everybody in the school district. The sole opposing vote was cast by Sue Woltanski.

At times, the talk among the board members about the issue was passionate.

“Remember this: A lot of districts went mask optional from the very beginning. And nobody had any problems with it,” said Dick during the discussion before the vote.

“Let me tell you, wearing this mask is tiring. It’s part of the problem for the teachers. We have far more things to be doing than spending school board meetings over masks.

You heard about all the ELL and all the problems we have. How far we’re behind on things. And we’re busy talking about masks. There’s no need for that.”

Dick was referring to a presentation that district staff had just made about mitigating learning loss due to COVID. One of the topics discussed was the relatively larger number of ELL students — students who speak English as a second language — who are now in Monroe County this school year and the potential difficulty they have learning English due to masks.

“It just makes me sad because we’re very close to vaccinating those young kids,” responded Woltanski. “I feel for the families who have been waiting for the vaccine for the (ages) 5 to 12, and it’s coming in a week. We’re changing our mitigation strategies due to a

moderate couple of weeks during a global pandemic.”

She expressed concern earlier in the meeting that even though most children are not in danger of being hospitalized or dying because of COVID, they can carry the virus back to adults whose immune systems are compromised.

“My piece on this is that there are viruses and infections all around us all of our lives for the past however long you’ve been alive,” said board member Mindy Conn. “The key to COVID and the reason it was such a scare was because of hospitalizations and deaths. We all live with a variety of bugs, bacteria, viruses that are out there. In my opinion, as long as hospitalizations and deaths are down, which they’re dramatically down, even though people are still getting sick, like people still get the flu and a cold, and a myriad of other things, I’m comfortable with making masks optional.”

“We’re moving in a positive direction. I think if the board feels like changes need to be made, I can support those from a health standpoint,” said Eadie at the beginning of the meeting.

However, he continued to advocate for vaccinations.

“The news media don’t tell you about the millions of people who have been vaccinated and gone about their lives. They report about the people who have been hospitalized yet vaccinated,” he said. “The vaccinations will ultimately be what moves us to herd immunity.”

SLIGHT SHIFTS Redistricting proposal moves more voters to District 3 JIM McCARTHY

onroe County Commission’s district lines are slightly shifting due to new census data that shows more people living in the Keys and a state law requiring a redistricting every 10 years.

Per the latest maps, district 2 in the Lower Keys and district 3 in Key West would add voters. Shifts in voter population are also seen in district 1 in Key West, district 4 in Islamorada and district 5 in Tavernier.

Monroe County Commissioners were unanimous in their approval of new, preliminary maps at the Oct. 20 meeting in Marathon.

The 2020 census brought the Keys’ population to 82,847 as of April 2020. That’s an increase of 9,757 people from the 2010 census.

County Attorney Bob Shillinger said census data usually comes in mid-year, but this time it came on Oct. 4. By the next day, Oct. 5, planning staff had draft maps ready in time to meet the Oct. 5 deadline for inclusion on the Oct. 20 agenda.

The Florida Constitution requires counties to redistrict county commission districts after each decennial census. The state Legislature mandates that the process happen in an oddnumbered year to allow the setting of new districts before the next election cycle.

With the new data, the five districts should be around 16,569 people per district. The law requires that districts be contiguous, keep census blocks intact, and have less than a 10 percent deviation between the largest and smallest districts. The greatest deviation in population on the accepted maps is 3.29%.

District 3, currently held by County Commissioner Eddie Martinez, is the smallest per latest census. Key areas from District 1, represented by Craig Cates, that Martinez’s district would pick up under the new redistricting proposal include Key West High School and Key West By the Sea Association on South Roosevelt Boulevard. The district would also add some northside sections from Sunset Drive to 17th Street. Proposed district boundary shifts would give District 3 an additional 811 people.

A proposed shift in boundaries would see people moved from District 2, represented

by Mayor Michelle Coldiron, to Cates’ district 1. Shillinger said Coldiron’s district 2 has Rockland and Boca Chica Keys, and that it was drawn that way 10 years ago to balance districts. With population shifting, areas south of U.S. 1 on Boca Chica and Rockland will go to district 1.

Some 800 people would move from district 4, represented by David Rice and spanning from Marathon to Islamorada, to Coldiron’s district 2. Specifically, Coldiron would pick up north sections from 64th to 106th streets. A final proposed shift would see 169

people moving from district 5, represented by Holly Raschein and spanning from Key Largo to upper parts of Plantation Key in Islamorada and a sliver of Tavernier, to district 4.

Coldiron inquired about the county’s current, yet confusing district sequencing and if there was any way to fix that. District 3 represented by Martinez includes the west part of Key West, while Cates’ district 1 contains the east part of Key West, as well as Stock Island and Key Haven. As for district 2, it starts around Boca Chica heading north.

area, followed by districts 1, 2, 4 and 5.

“Tom Hambright (or) maybe somebody who’s been around for a long time can understand how we got to those numbers. They predated me,” Shillinger said. “There’s no easy way to resequence them completely.”

Shillinger added that state law has district 1, 3 and 5 running during presidential election years and district 2 and 4 running during gubernatorial years.

“Unless we had planned vacancies on the board, we’d be cutting out existing commissioners, basically saying these are the new maps, you don’t live in your district (and) forcing you to vacate your seat or move mid-term.

That seems to be a lot of effort just to get numbers to go 1, 2, 3, 4, 5.

“We’re not trying to fix the problem right now,” he continued. “We see it. Someday if we go to charter, maybe that would be the time to get that little issue right.”

Final adoption of the proposed maps will take place at the Dec. 8 board of county commissioner's meeting at the Murray Nelson Government Center in Key Largo. The process is required to be completed by Dec. 31.

KEY WEST NATIVE’S NEW BOOK REVEALS THE STORIES BEHIND 50 BUFFETT SONGS

A

half-century has passed since Jimmy Buffett climbed into Jerry Jeff Walker’s Packard for a road trip from Miami to Key West, an excursion that inspired the singer’s tropical troubadour persona and launched a billion-dollar enterprise. Fifty years after Buffett found his new home, native Key Wester Scott Atwell has celebrated the golden anniversary with a new book that uncovers the stories behind a slice of the entertainer’s generous song catalog: “Buffett Backstories — 50 Years, 50 Songs.”

“Jimmy Buffett is a storyteller at heart, but the song lyrics are only the distilled version of the story,” said author Scott Atwell, who turned 10 years old when Buffett arrived in his hometown in November 1971. “I’m a fan, and like other Parrot Heads, I was curious to understand the stories behind the stories.”

On a Key West radio station earlier this year, Atwell began volunteering as host of a program dedicated to Buffett’s music. Each week he presented a new backstory, often interviewing key members of the Buffett universe, and the compilation of material began to take the shape of a printed text.

Number one on the list of Buffett Backstories is “Railroad Lady,” the song that connected Buffett with Walker and ultimately led to his finding Key West, while song No. 50 in the book features “It’s Five O’Clock Somewhere,” sharing new details about a phrase that is now part of the American vernacular.

Liberman, whose tour of duty with the Reefers earned him the nickname “Lip Balm,” was a guest on Atwell’s radio program and, after reading a draft of the book, decided to contribute his memories in the foreword. Even the price of the book is a nod to the year Buffett arrived in Key West: $19.71.

Dutton and Treece will play from over 25 years of a genrebending catalogue of music, including his 2019 Grammy Nominated album, “The Juice,” which Dutton defines as “a rallying cry for empathy and unity.”

We caught up with Dutton while on the road headed south.

So, tell us about your roots. Who introduced you to music as a kid? My mother started me on guitar lessons when I was 8 and it was kind of a struggle, but for some reason I stuck with it.

By the time I was 13, I could tune the guitar (laughs). A couple of teachers taught me to play and sing and that led to me writing songs — learning from The Beatles and Bob Dylan, The Velvet Underground, and Dr. John and stuff like that. My biggest songwriting influences are on the blues side of things. The other side of it was that I grew up in the ’80s and we were kind of the first generation of kids that got to partake in hip-hop. It was just part of the culture, an African-American art form almost exclusively, but everybody loved it. … But even as a huge fan, I never considered rapping. One night I was playing on a street corner in Philadelphia, having a great night, and I just started rapping over Eric B & Rakim’s guitar riff from “Paid in Full.” It was like a light shone down on me, and I was like, “Holy sh*t. No one’s doing that.”

How about harmonica? Who taught you and when did you decide to go full-out with the rack? I had a guitar teacher named Waco Smith. He had a honky-tonk band with a harmonica player. We thought the harmonica was just the coolest thing ever, so we asked if he would give us a lesson. He said, “Buy a Hohner Special 20 harmonica in the key of C and then we’ll do it.” We learned how to make a rhythm train and how to bend the note — just a couple of basic pointers. And that was it. I was always looking for something to set me apart from what other people were doing. This was 1986. No one in my school was playing folk music. It was all more like The Cure cover bands.

What music projects are you working on? We just made a new hip-hop blues record due out next year that Chuck Treece and I wrote called “Philadelphia, Mississippi.” Luther Dickinson from the North Mississippi Allstars produced it at his late father Jim Dickenson’s Zebra Ranch Studio in Coldwater. Jim produced my second record; 30 years later, his son produced my latest.

Where do you get your juice? When I go on stage, my mission is to inspire and make people happy and really just bring them together to enjoy some kind of roots music. That’s something that’s very special to me — to be a part of that bigger community of traveling troubadours. Music is just such a wonderful thing.

When you boil it down, it’s really tribal. And it’s about connecting and celebrating both the great things and the hardships in life that we all live and go through and experience personally and as a society and being a voice and expressing some of the things that everybody feels. That’s the mission — to get people dancing and have a good time and let it all hang out for those couple of hours that we get to be together.

M

onroe County’s Higgs Beach in Key West is undergoing about 570 feet of shoreline restoration to renourish sand above and below the mean high water line, reestablish sea turtle nesting areas and prevent future shoreline erosion. The project is expected to take three to four weeks, according to Monroe County officials.

Turbidity barriers have been installed and as of Oct. 22, beach access was blocked off between the Reynolds Street Pier and the pavilion near the volleyball courts.

There are no full road closures expected from this project, but pedestrian, bicycle and vehicle travel along Atlantic Boulevard in the vicinity of the

Reynolds Street intersection will be periodically interrupted so trucks can enter and exit the beach safely. Monroe County is also monitoring ongoing construction activities along Betha Street to avoid conflicts with any road closures or detours associated with that project.

The Monroe County Tourist Development Council provided funding for the engineering, environmental studies, permitting and project construction.

The state provided funding for the ongoing environmental monitoring to follow the restoration project.

The work was intentionally scheduled to take place after July so as not to interfere with turtle nesting season or any active nests.

ote Marine Laboratory is teaming up with Loggerhead Marinelife Center’s Unwrap the Waves candy wrapper recycling program that works with local organizations to collect candy wrappers as a way to prompt discussions of conservation, sustainability and protection of our planet’s natural ecosystems. The purpose of the initiative is not just to ensure that families have a means to recycle their otherwise non-recyclable candy wrappers, but also to raise awareness of the large amount of single-use waste produced around the holiday season.

Unwrap the Waves is a candy wrapper recycling initiative spearheaded by Loggerhead Marinelife Center (LMC), a sea turtle rehabilitation and research center in Juno Beach, Florida. Mote is serving as the Florida Keys community partner with Loggerhead Marinelife Center to make recycling and sustainability efforts more accessible to everyone. Mote will send wrappers back to LMC, where they will be sorted, counted and recycled through Terracycle.

Mote will accept donations at its facility on Summerland Key, Mote’s Elizabeth Moore International Center for Coral Reef Research & Restoration

(24244 Overseas Hwy). There will be a donation bin at the base of the facility, near the mailbox for drive-through candy wrapper drop-off any time between now and Nov. 10.

WHAT THE FLOCK IS GOING ON WITH PIGEONS?

MARK HEDDEN ... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.

T

he guy in the boom lift was putting fresh paint on the raised letters on the newly renovated facade of the San Carlos Institute – a nice carmine red against a pale yellow background. On the ledge of the cornice, just overhead, about 40 rock pigeons (a.k.a. your basic park pigeons) sat around in an irregular array, unconcerned, whiling away the morning, thinking their pigeon thoughts. At least until the Cooper’s hawk flew over. And then all heck broke loose.

I’d say all hell, but pigeons tend to panic as a group and in a pretty orderly fashion, a slow-motion cyclone that drifts around the sky and in which everyone seems to know their role, so it always comes off as a little less dire. Sure, it’s a life and death scenario for them whenever a predator appears on the horizon, but it’s one that happens for them several times a day – at least for the nine months of the year that see a significant number of hawks in the Keys.

Cooper’s hawks tend to be low attackers, appearing fast and out of nowhere, hitting their prey like a linebacker who’d slipped everyone’s attention. Nothing, nothing, nothing, BOOM! Feathers and carnage everywhere. But this Coop was circling above the flock as they went through their evasive maneuvers, tracking them while looping at a slightly different speed. He seemed never to be able to come to a decision, and eventually just kind of drifted off in a different direction. A few minutes later the pigeons all landed and went back to loafing on the cornice.

The Cooper’s hawk made another run at them 10 minutes later, and another a few minutes after that. Then a short-tailed hawk took a shot. Each time the birds went up together and did the same swirling mosey over the treetops. Each time they all seemed to survive.

I was seeing all this through binoculars from the roof of The Studios of Key West, which is a great place to watch for hawks.

(Open free to the public Tuesday through Saturday, 10 a.m. to 4 p.m. as well as a smattering of other times.) It was interesting to have such a wide-angle view of it all, to see it all play out across a landscape, or at least over it.

Flocking to evade a predator like that always, for me, brings Shirley Jackson’s story “The Lottery” to mind, where one of the members of a community is going to end up being sacrificed for the “greater good.” All these birds flying around in a circle, hoping it’s the bird next to them that gets taken out by the predator gods.

Up until the 1970s the general thinking was that gregarious behavior in animals – herds, flocking, etc. – was mutually benefi-

cial to all members of the flock. It is far harder for a predator to pick prey out of the multifaceted chaos of a moving group.

In 1972, a British evolutionary theorist named W.D. Hamilton proposed what has become known as the selfish herd theory, which accepted that there were some communal benefits to being in a large group of members of your species, but since it is much safer to be in the middle of a herd than at the edge, being in a herd was really a selfish act, and the fittest members would make their way to the center of any herd, forcing the weaker and less fit members to the edge of the herd, where they were more likely to be preyed upon.

That theory pretty much has been taken as gospel for close to 50 years, having been cited over 4,000 times in scientific papers without really being refuted. Until recently.

Last summer an article was published in the journal Current Biology by Dr. David Sankey et al in which the authors offered some evidence that things may be otherwise. In the study the scientists attached very small GPS units to members of a flock of trained rock pigeons and monitored their positioning in flight. The GPS units recorded the birds’ precise positions five times per second.

Sometimes they released the pigeons to just fly free. Sometimes they chased the flock with a robotic peregrine falcon. (The study was part of a larger project in which they were trying to find ways to scare birds away from airports to lessen the chances of bird strikes.)

What they found was that, while the birds flew evasively as a group, they didn’t change position as individuals within the flock when they felt they were under attack by the robo-falcon. They didn’t scramble and compete to get to the center of the flock, but instead behaved in ways that prioritized the safety of the group as a whole over their own individual safety. They behaved cooperatively.

It makes a certain amount of sense. If a bigger flock is a safer flock, sacrificing weaker or less fit members only reduces the flock size, thus raising the risk for the more fit members. The risks of behaving cooperatively seem to outweigh the benefits of behaving selfishly.

It is possible life can be a little bit less of a lottery than we thought.

2. “Halloween” (1978) : No Halloween season is complete without a terrifying trip to the small town of Haddonfield, the fictional home of horror icon Michael Myers and a young babysitter named Jamie Lee Curtis. The film has been retold numerous times, but it’s the original version that remains a timeless “must watch” during the Halloween season.

T

he 10th annual Key West Film Festival is coming soon to theaters near you.

The festival will take place Nov. 17-21 and passes are now on sale at keywestff.com.

“KWFF strives to showcase the best of Florida filmmaking talent, while highlighting visiting filmmakers and industry leaders through discussions and workshops, with access to some of the biggest names in the film business,” its website states. “The festival also looks to support the next generation of local student filmmakers with scholarships and other key awards.

“The festival’s Critics’ Focus program, enhanced with the juried Critics’ Prize and the Costume Design Focus, marks the

asion Project is launching a brand-new, original stage show, “Bum Farto - The Musical,” showing at Key West Theater Nov. 9-11.

Based on a true and crazy story from the 1970s era in Key West’s fascinating history, about the charismatic local fire chief who disappeared in 1976 after being arrested on drug charges, this musical features a cast of 18 singers, dancers and actors performing 14 song-and-dance numbers in styles ranging from salsa to Carolina shag and even includes a tap-dancing “square fish,” the nickname ascribed to the floating bales of drugs that often washed ashore in the Florida Keys.

The show features original music by Dan Krysa and Latin music

by La Mexx, all performed by a live band.

Here is a bit of background from author David Sloan about Key West’s notorious era and equally infamous fire chief, Bum Farto. Sloan wrote a series of investigative features for the Keys Weekly in 2020 while seeking the answer to the question, “Where is Bum Farto?”

Here’s an excerpt from one of his articles from May 2020: “Key West Fire Chief Joseph ‘Bum’ Farto disappeared on Feb. 16, 1976, while awaiting sentencing for a drug trafficking conviction stemming from Operation Conch – a sting operation that found Farto allegedly selling cocaine from the city’s fire station. Bum became the Jimmy Hoffa of Key West, and the

island has swirled with rumors of his fate since he disappeared.

“There was only one ‘El Jefe’ born in Key West, and his name was Joseph “Bum” Farto.

“He was born in Key West, Florida on July 3, 1919. It was the same year the island was battered by the great hurricane that inspired Sister Gabriel to build a grotto asking the saints for protection from future storms.

“His father was a restaurateur who had emigrated from Spain to Key West through Cuba in 1902.

The man who would become fire chief was the youngest of three children who grew up in Old Town, first on Fitzpatrick Street, and then on Greene Street in a home beside the family business.

“They opened the Victoria Restaurant on Duval Street in 1917.

Its location next to Fire Station No. 1 proved instrumental for young José Farto and his future career. It also set the stage for the saints José would call upon for protection from storms of his own.

“The father, Juan Farto, died in 1937, and his Victoria Restaurant property sold for $2,500 to a man named Joe Russell, who relocated his bar from across the street and brought a new legacy to the location, serving drinks to Ernest Hemingway. The building where young José ‘Bum’ Farto grew up has been known as Sloppy Joe’s Bar ever since.”

community took to the water to remember the late Mike Forster on Oct. 23.

Boats circled around the “Tiger” boat, which had Forster’s sister, Jo-Ann, family and Pastor Tony Hammon, on the bayside waters near Mangrove Mike’s Cafe.

Sentiments were shared on Channel 71 by Jo-Ann, Hammon, Capt.

Timmy Arce, state Rep. Jim Mooney and Jill Miranda-Baker. An ash spreading and flower throwing followed, and the ceremony concluded with a trip out to Toilet Seat Cut, where a seat created by William DePaula was seen. Among those joining the ceremony were Sheriff Rick Ramsay and fellow sheriff’s deputies, Florida Fish & Wildlife Conservation Commission’s Bobby Dube and fellow officers, Monroe County Mayor Michelle Coldiron, county commissioners David Rice and Holly Raschein, Corie McGrawAbel, Forster’s legislative assistant and now Raschein’s assistant, and Mangrove Mike’s Cafe staff. Forster passed away in early September after a battle with COVID-19. He served as Islamorada Councilman and most recently as Monroe County Commissioner representing District 5.

McLEOD HAS CAPTURED DISTRICT TITLE AS PLAYER AND COACH

W

McLeod, who coaches the Lady Conchs, knows what she is doing. In her seventh season directing the varsity squad, she led last year’s team to the District 16-4A championship and to the second layer of regionals, just short of the state championship. The team’s record was 14 wins and 7 losses.

It’s been a while since Key West last won the District. “Since when I was playing,” remarked the current coach.

“Thirty years ago, we were District champs.”

Born in Key West 47 years ago, McLeod played four seasons of high school basketball for coach Glenwood Lopez. She graduated from KWHS and went on to Miami-Dade College, where, at 5 feet 8 inches, she played two years coming off the bench. After working as a nurse in Georgia, she returned to Key West and is now assistant superintendent at the Monroe County Clerk’s office, where she has worked for 12 years.

But she missed basketball. “It’s the only sport I’ve played,” she said. “I love mentoring girls in basketball. I hope they’ll fulfill their dreams and reach the next level. I was initially hired as the junior varsity coach, which was the only opening at the time. I did that for two years and when Tony McDowell, who had been the girls head coach, became the boys coach, I became the girls coach in 2014.”

McLeod believes this year’s team can duplicate last season’s accomplishments. But her goal is even higher — winning the state championship.

“I can’t wait for the season to start,” she said, which at this point will be Nov. 18 against Barbara Goldman, but since the schedule is a work in progress, games could start a few days earlier. McLeod can slot up to 23 games.

“We may get 20,” she said, “But we may lose some because of other teams’ transportation situations.”

The coach will probably name a 10-player varsity squad led by two seniors, Mohina Rakhmonova, a 5’5’’ point guard, and Jenkavia Harper, a 5’9” forward. Some JV players will have opportunities to fill in on varsity.

McLeod has four children who were and are active in Key West sports.

The oldest, Corwin Turner, 24, now a counselor at an elementary school in Pensacola, ran track at KWHS. Yahaira Williams, a senior at Key West, participates in softball and weightlifting. Sophomore Jazmine Jenkins is in marching band, track and weightlifting. The youngest, sixth grader Monea McLeod, practices tennis. But there’s not a basketball player among them.

CONCHS TRAMPLE SURGE ACADEMY

Key West High’s football team did nothing to hurt itself Friday night, Oct. 22, at the Backyard field, and remains in the running for a state playoff spot by defeating winless Surge Academy, 63-6.

Key West, now 5-3 overall, finished its District 16-5 season in second place to unbeaten Killian with a 2-1 win-loss record.

Doral Academy will host Key West at 7 p.m. Thursday, Oct. 28, while the Conchs will conclude their regular season the following Friday, Nov. 5, at the Backyard against Dade Christian.

Key West High’s girls volleyball team finished its season with a 14-13 winloss record under first-year coach Sarah Eckert.

(Of course, being best friends with a professional photographer for 23 years has provided him with plenty of potential ammunition against me, and his photo archive will keep me from ever holding public office, but hey, at least he hasn’t weaponized it — yet.)

But honestly, a friend just pointed out the other day that our decade of questionable decisions wasn’t preserved for eternity on social media, and I can’t stop thinking about it.

Facebook didn’t exist.

Webcams were the exception, not the rule.

Live streaming? Good God. I remember standing in front of an early webcam at the Hog’s Breath in the early 2000s, waving like a moron to the camera while waiting for the video to catch up and refresh itself so my parents could see a quick, grainy image of my friends and me singing along with Clint Bullard.

We had all just gotten cell phones around 1999 and were paying for them by the minute.

We were still pressing the 2 key four times to type the letter C, and phone photos were barely recognizable, much less shareable.

Phones didn’t connect to the internet. There were neither apps nor touchscreens, and selfies didn’t exist. Again, thank God. Back then, My Space was still in its infancy.

There was no YouTube, Instagram, Facebook, Tik Tok, Snapchat or What’s App. There was nothing. We didn’t know

what we were missing or what was yet to come. Somehow, we all managed just fine.

We didn’t have Gmail accounts or Apple IDs. Google was still being populated with information, legal documents and sparse search results.

Commercials and ads didn’t mention websites, and everyone ALWAYS said “www dot” when sharing a web address. Keysso.net had JUST started posting mugshots online. That in itself sort of changed the small world of Key West.

But nothing went viral.

Ever. It wasn’t even in our vocabulary. We were still learning about computer viruses and using AOL chat rooms with those noisy dial-up connections.

Hell, Netflix was still sending us DVDs via snail mail, and yet we were so smug about our tech savvy for being able to update our movie lists online.

To my fellow Key Westers of the late ’90s and early 2000s, can you imagine a sea of smartphones hovering above the dance floor at Wax? Or at those after-hours parties that made you glad you had a pair of sunglasses in your purse around dawn?

I know I’m not alone in my relief. And I know for a fact how fortunate many of you are as well. I was there. We all were: Mangoes, Brooklyn Boyz, the Parrot, “the tree,” the old Bottlecap, Schooner Wharf, and for God’s sake, Stick & Stein.

Technological advancements have arguably made the world a better place. But there’s a time and a place for everything. Thankfully, my 20s were behind the high-tech times.

Enjoy Fantasy Fest, everyone. God knows I have. But remember, what happens in Key West...lives forever on Facebook. (Yes, I’m old. I still use Facebook.)

PROTECT AND SERVE MESSAGE FROM THE SHERIFF It looks like Halloween is back on this year and I want residents to know the Sheriff’s Office will be out in force in those high traffic-trick or treating areas to ensure things go safely. I want to share some common sense safety tips and reminders.

To those driving on Halloween:

Popular trick-or-treating hours are 5:30 p.m. to 9:30 p.m. so be especially alert for kids during those hours.

Drive slowly, anticipate heavy pedestrian traffic and turn your headlights on earlier in the day to spot children from greater distances.

Be especially alert in residential neighborhoods. Children are excited on Halloween and may dart in front of cars when crossing the street.

Eliminate any distractions inside your car so you can concentrate on the road and your surroundings.

To the trick or treaters:

Make sure kids wear light colored costumes with plenty of reflective tape so they are visible to cars and trucks. Take a flashlight along for added visibility.

Look left, right and left again when crossing the street.

If possible, have kids go trick or treating while it is still light outside.

Kids should be accompanied by an adult, or an older brother or sister.

Enter homes only if you're with a trusted adult.

Only visit well-lit houses.

Never accept rides from strangers.

Kids should not sample candy until it has been checked by an adult for possible tampering.

Kids should stay away from homes with dogs loose in the yard.

These are simple ways to have a safe and fun Halloween!

Sheriff Rick Ramsay was standing before 300 people Friday evening at the College of the Florida Keys, but speaking directly to those in the first three rows — the 21 new law enforcement officers who swore to protect and serve their Keys communities.

The ceremony at Tennessee Williams Fine Arts Center also included corrections officers, who had finished their training a few months ago but were unable to have a ceremony.

Eight of the new graduates are now Key West Police officers, while six are Monroe County Sheriff’s Office deputies.

Ramsay emphasized the importance of community policing and building positive relationships with people.

“If they know you, they’ll like you, they’ll trust you and they’ll respect you. If they don’t know you, they won’t,” Ramsay told the graduates. “We need to build relationships so people know us in the good times. Otherwise, they only see us at the worst times of their lives.”

Key West Police Chief Sean Brandenburg spoke of the extraordinary career choice each of the graduates had made.

“This is a profession like no other,” he said. “You are charged with protecting lives, but also authorized to take a life. One of our most important duties is to earn and keep the public’s trust.”

The new Key West officers include: Samuel Adorno, Esteban Andrade, Jack Gruba, John Ham, Adam Marengo, Roy Owens, Christy Salter and Dylan Slaunwhite.

The new deputies for the Monroe County Sheriff’s Office are: Brooke Colina, Eryka Del Cueto, Zachary Kalisek, Lee Mortensen, Louis Quad and Edward Torres Jr.

WELLS WRONG AGAIN Dear Editor, Just before a huge cruise ship left a trail of mud a mile long and 300 yards wide coming into Pier B, John Wells again spewed his own invective against our hard-working public servants on the city commission. Why he can’t defend his lucrative job without slamming the complex discussions about the future of cruise ships coming here, calling them “warm air” with “little said,” and sneering at our mayor for not taking a “meaningful leadership role,” I can only deduce it is because his own hot air is the only energy he can bring to the discussion.

Mr. Wells thinks he has brilliantly discovered an obscure law that, surprise, renders our proposed city ordinances restricting cruise ships “unlawful” because FS 311.15 says “Un-unhh,” and Mr Wells is the first to proudly enter this gem of a legal discovery into the debate.

Oh, dear John. I was sensible enough to grant the cruise shippers credit for a clever, though hugely expensive end-around by passing FS 311.15 after they dropped their lawsuit against the city — because they knew they would lose the lawsuit. Even more expensive than a lawsuit is encouraging our legislators to perform tricks like passing and not vetoing screw-the-people laws is to contribute beaucoup bucks to those in Tallahassee with the power to accept and spend the $1 million in a way that keeps the cruise money flowing to a tiny rich group of harbor pilots (e.g., Mr. Wells) and hoteliers (the owners of Pier B).

Well done, miscreants, I said.

But I actually read, with my lawyerly eyes, the statute. It forbids “a ballot referendum” from restricting cruise ships. But what has been going on these past months is NOT simply trying to pass the referendums into law, which would have taken five minutes, and which indeed would have been in violation of FS 311.15.

Instead, actually reading the statute led our commissioners to create their own ordinance to accomplish the will of the people by using NOT the referendums themselves, but rather the SCIENTIFIC FACTS uncovered during a year of public debate, and which are the animating sources of the new, reef-saving ordinances up for review. Even our

cleverest Florida legislators have not yet banned municipalities from using science and common sense to make laws.

Now the last time I had to correct Mr. Wells’ errors in the Keys Weekly, it was his assertion that Safer Cleaner Ships, and thus the whole city commission, had NO scientific basis for taking into account all of the damage to the water and public health outcomes caused by cruise ships. Mr. Wells has not denied my corrections based on the 11 peer-reviewed scientific papers analyzing such damages. Thus Mr. Wells is not using the generous amount of expensive newspaper space granted by the Keys Weekly to publicly debate his and my assertions. So why should he then be the man “open to participating” in a discussion, and, oh yes, according to conditions he unilaterally sets?

Mr. Wells, before you take your snide “wind-jamming” style of discourse up the ladder to a delaying-tactic “negotiated settlement,” at least have the gumption to debate me, here, from the comfort of our computers. Let’s save taxpayer money for our city attorney and his staff’s time on the lawsuit, which Pier B will undoubtedly file and even more surely lose, during which time we will enjoy more blessed months and years without the silt explosions created by Serenade of the Seas last Tuesday when they were dropping off a sick passenger. For winning the lawsuit we can collect legal fees, meaning Pier B would be covering our city attorney’s office for a while, a nice contribution to lowering my taxes here.

Finally, I apologize to the Keys Weekly readers for being as nasty in print to Mr. Wells as he has been to Safer Cleaner Ships, the majority of citizens who voted in our referendums, and our commissioners, especially Mayor Johnston, with whom it seems he has therapeutic issues. If he becomes gentlemanly, I promise to be so as well.

A TARNISHED WIN FOR THE PORT OF KEY WEST Dear Editor, For the first time in a long time, something remarkable happened in Key West this week. After 17 months, a cruise ship entered Key West Harbor. The goal of the call was to discharge a passenger critically in need of advanced medical care. It was an important operation that revealed notable information about our port.

First, the maritime operation, devised necessarily in short order, was successful because the infrastructure of Key West’s maritime community remains intact and functioning. The operation was a joint effort by the U.S. Coast Guard, Royal Caribbean Cruise Line, Key West Bar Pilots, Pier B and Caribe Nautical. All of our protocols remained in place after many months, and we can all be proud that the patient was given a chance at continued life. As always, excellent shoreside support was provided by KWPD and the emergency medical crews.

Secondly, it is remarkable that no part whatsoever was played by the city of Key West administrators.

“Touch-and-go” emergency operations, not uncommon events when passenger ships are passing near Key West, normally occur at the Navy Mole as there is more room to maneuver emergency vehicles. The city holds the lease to dock ships at the Mole. However, recent endemic hostility of city officials to cruise ships made that option problematic, so we chose Pier B as the focus of the operation. It is deplorable indeed that the city’s indifference to port operations resulted in the commission allowing Safer Cleaner Ships to regulate port management over the past year. The problem, of course, is that the city’s negligence has brought itself dangerously close to becoming irrelevant to these important matters.

Finally, the true nature of the Safer Cleaner Ships (SCS) fanatics was exposed to our community and beyond. Ever since humans began to sail the seas, it has been an unwritten law that any vessel or mariner needing safe harbor and succor would be accommodated unreservedly. That is true across the entire globe — from Zanzibar to Wonsan, Perth to Piraeus — all endangered sea travelers receive aid without question. Except in Key West.

The actions of some of the Safer Cleaner Ships supporters, including but not limited to, screaming on VHF radio to the Serenade of the Seas that they were not welcome and should leave immediately, signal that the group is at least partially populated by unhinged louts. In one act of ignorance, the hooligans put Key West below even North Korea in the scale of welcoming seaports. The appalling behaviors were exacerbated by SCS directors failing to condemn the miscreants in their midst. It is the SCS history of false rhetoric and emotional hyperbole that has instigated a spate of violent threats, stated and implied, against tourists on their Facebook page. SCS is nothing less than the local chapter of the Cancel Culture that is coarsening our society.

The new SCS strategy to ban cruise ships is moving to this ugly tactic. They have failed to prove their environmental damage claims, they have triggered state intervention into our local affairs, their legal statements have proven flimsy, their incessant lies have been exposed, and they have endangered the city’s well-being by exposing it to debilitating litigation. As their failures become more obvious to commissioners, the SCS leaders are becoming irrelevant.

Therefore, their tactics are changing to make Key West so unfriendly, so grotesquely undesirable as a place to visit, that cruise tourists and others will turn away. They have publicly stated exactly that.

Though the transit of the Serenade of the Seas was a victory for Key West, it was tarnished by Safer Cleaner Ships.

Nevertheless, this week’s events present a timely opportunity for city commissioners to retrieve their historical role in port management. Already, there are plans for formal negotiations to address the issue – anathema to the egoist SCS leaders. All that is needed is for four politically courageous commissioners to pass a resolution that will return the people’s commission to a true port authority, in defiance of the mayor and her SCS handlers.

CHARLIE ROSWELL 1933-2021

CHALLENGING CLAIM OF ‘A BUNDANT’ FISHERY Dear Editor:

C

harlie Roswell, 88, of Key West, died peacefully on Wednesday, Oct. 20, 2021.

Charlie was born on April 19, 1933 in Brooklyn, New York, the son of Ralph and Jolan Pastor Roswell.

He grew up on Long Island, where he developed a love for deep sea fishing.

Charlie graduated from New York Military Academy in 1951 and attended Hofstra University before entering the U.S. Army for two years of active duty.

He worked for many years in the family business, Henry Kayser & Fils, before relocating to Key West.

Charlie dearly loved Key West and was a resident for over 40 years, quickly becoming a colorful Key West character. He enjoyed fishing all the beautiful waters surrounding the island. He was a regular at the Oceanside Marina where he made friends and competed in local fishing tournaments.

Charlie wrote and published an article entitled “Key West Miracle” about the day he and his friend, Capt. Tommy Pierce, boated three marlin in one day.

After his wife passed away in 1999, Charlie pulled out

of the garage a one-speed beach cruiser bike that Pat had bought for him, and just started pedaling around the island.

Twenty years later, according to the pedometer attached to his handlebars, Charlie had pedaled far enough to have circumnavigated the globe more than six times. Part of his sunrise daily route involved volunteering at Fort Zachary State Park, where he cleared acres of land of an invasive vine, again becoming an island legend.

Charlie touched a lot of lives with his friendly and generous larger-than-life personality.

He is survived by a beloved daughter, Nancy Roswell of Ocala, Florida; his sister, Virginia Riegel and brother-in-law Dr. Frederick Riegel and three nephews, Roswell “Ross,” Eric and Philip Riegel.

Charlie was predeceased by his parents and his beloved wife, Pat. Per his wishes there will be no calling hours. The family will have a private celebration of his life. In lieu of flowers, and to remember Charlie’s love for animals, donations would be gratefully accepted in his name at the Florida Keys SPCA.

The purpose of any news article should be to inform, not misinform the public. Unfortunately, your article on Goliath grouper titled “Protected Species or Eating Machines” is full of misinformation and misleading statements.

The authors start off with the claim of an “abundance of Goliath grouper in Florida.” The sad reality is that there is not an abundance of grouper of any species anywhere on the planet, and the Goliath grouper is certainly no exception.

Other than one obscure cherry picked data set of Goliath grouper abundance the FWC staff came up with, all other indices of abundance show a marked decline over about the last 10 years in the adult population. REEF fish counts, NMFS longline shark bycatch, MRIP data, bottom grouper longline bycatch and anecdotal testimony from divers throughout southeast Florida and the Keys all show a decline in abundance. Even preliminary work by the FWC’s own geneticist show a high level of inbreeding indicative of a small breeding population. The Goliath grouper population is by all accounts not in a recovery mode.

Despite peer-reviewed studies on Goliath grouper stomach contents, from over 800 Goliath grouper, by credible scientists from FSU, clearly demonstrating that Goliath grouper are not eating all the snapper/grouper/lobster and stone crabs in our waters — the misguided belief that Goliath grouper are the cause of such declines still persists. The sad reality, which none of us really wants to admit, is that overfishing, poor water quality and loss of juvenile habitat are the real culprits.

As far as a season on Goliath grouper is concerned — there already is an open year-round season just like the queen conch and turtle, and it is called poaching. Between indirect fishing mortality (bycatch, improper catch and release methods), poaching (spearing and hook and line), loss of juvenile habitat and seriously degraded water quality the Goliath grouper, like other protected species, may never recover to acceptable levels.

Blaming the Goliath grouper for a bad day of fishing will not solve the problem. If you really wish to see the cause of decline in our fisheries — look in the mirror.

i friends! Reef the fox here with another weekly edition of “Reef’s Report.” This past weekend, we had a huge project going on at home. My fox friends Jasper and Penny got a REEF brand new enclosure, and THE FOX boy, oh boy, is it amazing.

Coral and I love it. I Reef is a red fox mean, it was really for us that was saved right? We had some refrom a fur farm.

He now lives in ally cool volunteers here Key Largo with his to help tear down the human, Nicole old one: retired Monroe Navarro.

Ride starts at the Whistle Stop at 6 p.m. and ends at the Islamorada Moose Lodge. There will be prizes awarded at the Moose around 9 p.m.

On Halloween night, the Caribbean Club is having a huge Halloween party. xcited participants and their supporters celebrated the start of the seven-month stone crab harvest season during the 10th annual Stone Crab Claw Eating Contest, a rowdy amateur eating competition staged on Oct. 23 at Keys Fisheries Market and Marina in Marathon.

Two competitive heats of hungry individuals chowed down in hopes of being named the most proficient cracker and consumer of the tasty crustaceans.

Contestants had to crack and eat 25 stone crab claws and pick them completely clean in the fastest time. No claw meat can be left behind, lest risking a 30-second penalty by the judges.

Miami resident Juan Mallen, 55, returned to reclaim his champion title, finishing in 14 minutes, 29 seconds. This year was Mallen’s third first-place finish and his fifth contest overall.

In 2017 he set the competition’s record time of 12 minutes, 54 seconds — and it still stands.

“I feel great about getting the title back because I lost it last year (actually 2019), and I feel like I could always come here and win, but it’s great that I always have competition,” said Mallen, who revealed a change in his cracking and eating strategy since he lost the last contest staged in 2019.

“This time, I break it and I eat it right away, instead of breaking all of them and then eat it, that was my strategy this year.”

Marathon residents Tom Zajac and Justin Hare claimed the top team title, finishing in seven minutes and seven seconds.

The world-renowned delicacy is considered a renewable resource because of the crabs’ ability to re-grow harvested claws. The Florida Keys are responsible for about half of the state’s stone crab harvest that averages about 2 million pounds annually, according to the Florida Fish and Wildlife Conservation Commission.

Stone crab season runs from Oct. 15 to May 1.

COMMON SENSE & COOL HEADS Divers and rod fishermen can coexist at wellknown hotspots Rod fishermen on the surface and divers below it can learn to share coveted locations.

hen it comes to occupying fishing spots, “first one there” is the most common law of the land. But what happens when rod fishermen are asked to share with divers who wish to use the same location, just 100 feet down?

With the increased popularity of scuba diving and spearfishing, interaction between these two groups grows more common as anglers and divers flood the Keys. Known shipwrecks and underwater landmarks draw a mix of both crowds, frequently at the same time. While rod fishermen tend to arrive at the locations earlier and stay longer, divers commonly visit later, but are gone from the area after a 30- to 40-minute dive.

By and large, most would agree that communication should be the foundation of any interaction between divers and fishermen. “There has to be a common courtesy,” said FWC Capt.

David Dipre. “People should be able to expect other people to be polite.”

Typically, this means leaving distance between other boats, or even leaving an area if it is heavily contested. “You should stay clear of them the same way they’re expected to stay clear of us,” said restaurateur and spearfisherman John Mirabella. “I try to be courteous, ease up and ask them how long they’ve been there, how long they’re going to be there, and if there is a way for me to dive.”

Mirabella said this approach usually works, and most rod fishermen are amenable to allowing short dives after a respectful approach. He also points to alternative approaches to dive sites, such as dropping far from a marker and working toward it, or diving less hotly contested rubble piles adjacent to main wrecks.

However, he said that several factors, such as accessibility and financial investment, play into both parties’ willingness to abandon a site. He points to sites such as Big Pine Key’s Adolphus Busch wreck that ease the interaction between divers and fishermen by designating mooring buoys for each group.

Unmarked or less accessible sites are another story. “Some spots are further out. There’s more pressure there, because you have to spend money just to get there. I’ve had to bail on those sites more than any others.”

Shouting matches between parties over perceived or actual slights are the exception rather than the norm, but most boaters with enough experience have witnessed at least a few. “I know that there are bullies out there, but I just try to avoid them,” said Mirabella.

Contributing to flaring tempers is a misunderstanding of regulations surrounding dive flags. Knowledgeable captains know to give a dive flag 100 yards of space, but the true rules regarding the flags are commonly misconstrued. “People think that if someone drops a dive flag, it means, ‘you can’t be over here, I’m diving,’” said Dipre. “That’s completely incorrect.

I just have to be off plane and idling around.”

While Dipre noted that boats should exercise extreme caution and do their best to steer clear of dive flags, it does not mean the flags are an easy way for divers to pull up near another boat, drop their flag, and force the other boat to leave the area.

“At the end of the day, if you choose to dive where people are fishing, you’re taking that risk,” said Mirabella. Regardless of an individual’s willingness to accept that risk, however, he reiterated that mutual respect and communication are the key to sharing valuable sites. “I just want to be safe and have a good time. Common sense and cool heads should prevail.”

SHERIFF’S OFFICE RECEIVES REACCREDITATION HONORS

T

he Monroe County Sheriff’s Office recently received excelsior awards for reaccreditation in law enforcement and corrections from the Commission for Florida Law Enforcement Accreditation and Florida Corrections Accreditation Commission governing bodies.

This marks the third excelsior award for corrections and the second excelsior award for law enforcement. The excelsior recognition is the highest level of achievement in Florida accreditation a criminal justice agency can receive and it is earned by successfully completing reaccreditation with no corrective actions or compliance issues.

The sheriff’s office is professionally accredited by five separate agencies: the Commission on Accreditation for Law Enforcement Agencies (national law enforcement accreditation); the American Correctional Association (national

corrections accreditation); the Commission for Florida Law Enforcement Accreditations; the Florida Corrections Accreditation Commission; and the National Commission on Correctional Health Care.

The process for any professional accreditation is extremely difficult and requires extensive preparation, many inspections — both internal and by the accreditation agency — and a level of professionalism that is not easily achieved. Accreditation requires an agency to adhere to exacting standards in hundreds of different areas, including operations, record keeping, finance, equipment, training and many others.

The agency must be re-accredited every two to three years by each organization. This entails more inspections and more close examination to ensure the agency continues to live up to required standards.

S

tephen Frink is one of the most prolific underwater photographers in the world.

In his latest lecture at the History of Diving Museum in Islamorada, the longtime Key Largo resident shared the good and bad he’s witnessed on our reefs over the last 45 years.

Frink opened the lecture talking of his longtime friend Jerry Greenberg, one of the true pioneers of underwater photography. Greenberg met Frink after the latter opened up a film processing shop in 1978 in the Upper Keys. Fast friends, Greenberg urged Frink to witness the beautiful elkhorn and staghorn corals at South Carysfort. He was in awe.

Then, “I went up, maybe around ’84, and much of that coral was gone,” Frink said. “That was a very profound epiphany for me — it can go that fast. We think we should look at the world with a geological frame of mind, but we’ve seen glaciers shrink in our lifetimes. We’ve seen corals go away. And, it’s astonishing to me how quickly things we take for granted can disappear.”

Still, the veteran diver was quick to emphasize that not everything is doom and gloom.

These changes are all part of the “dynamic that is our coral reef,” he said. Baselines shift, he acknowledged. Over his 43 years diving these waters, he’s also seen things come back. Much of that progress is thanks to locals who care, who are still working to save the reef.

Frink offered the mooring buoy program as an example. The concept of a mooring buoy, to prevent anchoring on coral beds on highlytrafficked reefs, was invented in the Keys. Popularized in the 1980s, the system is now used around the world.

He also applauded the reef restoration work being done throughout the Keys and around the world. It started with Frink’s friend Ken Niedermeier, one of the pioneers of coral restoration and the founder of the Coral Restoration Foundation, Frink said.

Finally, Frink talked about our marquee shipwrecks. Wrecks become paradise for fish and divers, and the plethora of sunken ships in the Keys has made us famous.

“What these ships do for a living, once they’re on the bottom, is hold marine life,” he said. “They get a lot of sponge encrustation and they become habitats.”

From the Vandenberg in Key West up to the Duane and Bibb in the Upper Keys, the wrecks provide critical habitat for marine life and wonderful dive opportunities for our locals and tourists.

“The wrecks we have are truly a big asset to the Florida Keys dive portfolio,” Frink said. “In my mind, the Duane is the best wreck dive in the Atlantic and the Caribbean.”

Frink ended with the infamous story of the Spiegel Grove. He recounted how the local dive community sold dive medallions to raise enough money to procure and sink the ship.

They succeeded, but then “the worst day in any of our dive lives happened,” he said. “She turned turtle and sank with air in the bow. The Coast Guard said, ‘You don’t have a shipwreck. You have a hazard to navigation, and we will blow it up if you don’t get it sunk.’”

For those who don’t remember, the Spiegel stayed floating upside-down at the surface until organizers (including Frink) were able to turn her to the side. She sank that way and stayed like that for three years, until Hurricane Dennis righted her underwater.

“Now, she’s a world-class wreck dive. I can’t even calculate the contributions she’s made to our dive community in dollars and cents. She also holds a lot of fish,” Frink said.

He summed up: “That’s what shipwrecks have done for us. That’s what our locals have done.”

To end, Frink showed an image of a little turtle, the first shot he took post-Irma. For days, he’d dreaded the destruction he might see, but this turtle showed up.

“To me, the little turtle was saying, ‘Hang in there, buddy. It’s still good,’” Frink said.

That turtle helped Frink realize that “it’s all shifting baselines” and that conditions might not return to what Jerry Greenberg saw in 1957 or even what he himself saw in 1978, but that “it’s pretty cool still.” He concluded with an invitation to all to “Come jump in and enjoy” all our waters have to offer.

host stories are told up and down the island chain. In Key West, the haunted history is openly celebrated. It should be; it is considered one of the country’s most haunted cities. Also, there is not a local in the Keys who does not know the whereabouts of a skeleton or two.

In what might be the earliest recorded account of a Key West haunting, the Aug. 29, 1874, edition of the “Shenango Valley Argus” reported that “Key West has a ghost covered with hair and about the size of a horse” in its “Matters of Interest” column. A hairy ghost as big as a horse would be scary (and sounds a little bit like a Skunk Ape), but then Key West has always been a portal to the unusual and weird. Parking, too, is pretty scary on the island.

Like a cherry topping on a sundae of haunted layers, it is also home to Robert the Doll.

Robert is one of the scariest or most misunderstood haunted dolls in the world and one of the top haunted artifacts in the Florida Keys. Regarding Robert, contrary to some silly accounts of his history, he is in no way affiliated with or connected to the fictionalized dalliances of the murderous Chucky portrayed on the silver screen as a significantly more animated kind of doll.

Robert’s birthday, by the way, was Monday, Oct. 25. He turned 117.

KEY WEST HAUNTS AND ELLIOTT KEY HAUNTINGS, MAYBE Robert the Doll lives at Fort East Martello, a Civil War-era fortification that has been home to devastating tragedy. Perhaps not so surprisingly, it represents one of Key West’s most haunted locales.

If you are brave or curious enough, David Sloan will take you on an after-hours tour of East Martello on his Ghost Fort Adventures. He will also introduce you to Robert the Doll. It is, after all, that spooky time of year.

The red-bricked walls built to protect the island from foreign attacks that never materialized instead housed some of the victims of a little, flying domestic terrorist known as the mosquito. The little vampire plunged its long, hollow tooth into human flesh in search of the blood it needed to survive. Sometimes it left behind a little “thank you” in the form of a viral disease called yellow fever. Yellow fever is recognized as malaria today.

Yellow fever outbreaks were the source of hundreds and hundreds of deaths in the Florida Keys. Some of the infected were brought to the fort. Those who died were stacked within the fort’s walls, which might account for its many hauntings.

Robert, Fort East Martello, and Key West are not the only haunts in the Florida Keys. Stories suggest Elliott Key is haunted, too. It would be a fitting bookend to the Key West hauntings if only in the sense that Elliott Key is considered the northernmost of the Florida Keys and Key West, continentally speaking, the Southernmost City.

With all the atrocities attributed to Elliott Key, how could the island not be haunted? Like Key West, Elliott Key has a history of death, and much of it is related to cruelty, if the stories of Black Caesar are to be believed. And there are a lot of stories about the pirate Black Caesar who reigned supreme over the Florida Reef from his Elliott Key lair on at least three separate occasions. A common thread connecting all of the pirate’s stories reveals his cruel nature.

In most accounts, he slays a friend after fighting over a woman. Another Black Caesar hallmark was taking prisoners from the ships he conquered and bringing them back to the island. There, they were forced to dig holes on the Elliott Key beach where the pirate could bury his treasures. Upon completion of their work, the prisoners were killed and buried in the hole along with the booty.

The children were said to have escaped and sustained their little feral colony on berries and what they could catch in the warm shallows washing against the island. According to the local lore, they communicated in their own primitive language. No one accounts for what might have become of them, though some say they haunt the island today. If ghosts exist, once the sun goes down over Elliott Key, it might not just be the wind rustling over the island making noise at night.

undreds of runners near and far descended upon Key Largo’s Jewfish Creek Bridge for a scenic race entering the Florida Keys in 2019. A COVID-19 pandemic canceled the one-of-a-kind race in 2020, but the excitement surrounding the First State Bank Key Largo Bridge Run is back.

This year, race participants can run the half marathon or run or walk in the 5K that’s set for Sunday, Nov. 14. Bridge runners will take to the start line around 6:30 a.m. from the access road leading to Gilbert’s Resort.

From there, they’ll run a beautiful course that goes over Jewfish Creek Bridge, which overlooks Blackwater Sound in the Key Largo Bay. Half marathon runners will get an added treat of running next to the ocean as they approach Manatee Bay. Organizer of the event, Henry Menendez, of HNO Productions, has been gearing up for the race’s return for many months. With the 2020 run canceled, Menendez expressed excitement over the hundreds of runners signed up for this year’s race.

“Our goal with this race is to promote health and fitness throughout our Key Largo community while inviting people from all over the world to join our locals,” Menendez said. “In addition, we want to bring joy and excitement to our runners as they experience a beautiful sunrise on the Atlantic Ocean while running over the Jewfish Creek Bridge.”

Before the race begins, participants are invited to a meet-and-greet party with appetizers and drink specials on Friday, Nov. 12 at Key Largo Conch House, MM 100.2, oceanside. On Saturday, Nov. 13, runners can grab their race packets from 11 a.m. to 4 p.m. at First State Bank in Key Largo, MM 97. Packets will also be available on the morning of the race, beginning at 5 a.m., at the starting line at Gilbert’s Resort access road.

To fuel up the stomach with carbs, participants are also invited to a pasta party dinner from 6 to 8 p.m. at Doc’s Diner, MM 99, bayside.

Tickets are $25 per person and are available for purchase at keylargobridgerun.com.

Following the race, awards will be presented to the top three male and female finishers, overall masters male and female finishers and top three finishers from different age groups. Participants will also receive a T-shirt, hat and medal upon completion.

An after-party is set after the race at The Catch, MM 102, in Key Largo. More details to come soon.

Race entry fees are $110 per person for the half marathon during October and $115 in early November. Entry fee for the 5k run/walk is $55 per person ($40 for entrants ages 17 and under). Online registration is open.

T

he popular Square Grouper restaurant on Cudjoe Key has a fitting new neighbor.

Cudjoe Key residents Mike and Suzie Lombard will celebrate the opening of their new Underwater Photography Gallery on Wednesday, Nov. 3 at 22627 LaFitte Drive, Cudjoe Key, next to Square Grouper.

While the restaurant takes its name from the tongue-in-cheek nickname given in the ’70s to bales of marijuana that often floated off the Florida Keys, the Lombards’ gallery focuses on the actual marine life that swims beneath the surface, including, you guessed it, grouper.

The couple has been diving all over the world for more than 40 years, and has turned their photos into a stunning gallery of underwater images.

From the Atlantic, Pacific and Indian oceans, as well as the Red Sea, the Lombards have captured every marine organism imaginable, from tiny anemone shrimp to the impressive hammerhead and great white sharks, and everything in between.

Walking into the new gallery, one nearly expects to be breathing through a regulator and hearing the crisp in and out of each regulated breath.

Online sales are also available through the website in countless sizes.

“Our prints are ChromaLuxe Aluminum metal prints creating unusually stunning pieces with rich vibrant colors used in high-end art galleries and the fine art industry,” Mike Lombard said. “Metal prints are more scratch resistant than anything else in the market. There are dolphins, turtles, manatees, saltwater crocodiles, elkhorn coral, purple sea fans and more.

“Our underwater photography focuses on ocean life in the natural habitat,” they said. “The Atlantic Gallery includes images from our local favorites — Florida, Bahamas, Caribbean, Mexico and Guadalupe Island.

The Pacific Gallery includes images from awesome worldwide locations such as Indo-Pacific, Thailand, Red Sea and Hawaii. The species galleries show images by animal species.

“Underwater (photography) is our passion. We hope to express and educate others to appreciate and take care of the extremely delicate ocean environment. Help us protect and cherish the fragile underwater world.”

The gallery is open from 1 to 8 p.m. Wednesday through Saturday.

Essential Duties: The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Cleans, maintains, and repairs City’s restrooms, parks, and facilities.

• Maintenance of the city’s roadways, including patching, sweeping, street light repair, signage and paint striping.

• Mows and trims city right-of-ways and parks. Trims all city trees and hedges and applies herbicide as needed.

• Collects debris and litter left in city parks, stormwater systems, roadways, and right-of-ways etc.

• Assists wastewater contractor with wastewater plant maintenance.

• Maintains vehicles and equipment.

Education/Training: Prefer High School Diploma or GED. Knowledge, Skills, And Ability: • Experience in basic plumbing and irrigation systems repairs.

• Experience with basic electrical repairs • Some knowledge of methods and practices of maintaining and repairing roadways.

• Some knowledge of the materials, equipment, procedures and methods used in public works construction and maintenance activities.

• Knowledge of the occupational hazards and safety precautions necessary in the operation of equipment and of the use of chemicals.

• Some knowledge of carpentry and mechanical skills.

• Some knowledge of basic masonry techniques.

• Ability to understand, interpret, and carry out oral and written instructions.

• Ability to understand and interpret simple diagrams and drawings of assigned projects.

• Ability to establish and maintain effective working relationships with employees, other city staff and the general public.

• Ability to operate or willingness to learn how to operate such equipment as a backhoe, dump truck, tractor, mowing equipment, bucket truck, chain saws, limb saw, welder and various hand tools as required.

• Ability to recognize, address and/or report safety concerns or maintenance needs of City equipment, facilities and/or property.

• Ability to work in extreme weather and heat for prolong periods of time.

• Ability to follow direction and manage time.

• Ability to work from heights of up to 40ft from a bucket truck Supervisory and Managerial Responsibility: None.

Minimum Qualifications: Prefer a background in general trade knowledge, which could include janitorial, construction, road work, previous public works employment, equipment operations, or vehicle and equipment maintenance.

Possession of valid State of FL driver’s license (Class C).

Physical Demands and Work Environment: Physical Abilities: Tasks involve the ability to exert physical effort in moderate to intense work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, shoveling, carrying, pushing, and/or pulling of objects and materials of moderate weight (up to 100 pounds). The majority of a normal work day involves standing or walking.

Sensory Requirements: Some tasks require the ability to perceive and discern colors or shades of colors. Some tasks require the ability to perceive and discern sounds. Some tasks require the ability to perceive and discern odors.

Environmental Factors: Tasks are regularly performed with exposure to adverse environmental conditions including, but not limited to, dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, and toxic agents.
