Amendment to 50% rule shortens cumulative damage clock

arathon homeowners are less likely to be required to rebuild their homes following significant damages or improvements, due to the unanimous approval of a new ordinance at its first public hearing.

Ordinance 2021-24, brought before the Marathon City Council at its meeting on Tuesday, Oct. 12, amends the building code. Previously, homeowners would be required to demolish and rebuild their homes if “any combination of repair, reconstruction, rehabilitation, alteration, addition, or other improvement” to the structure exceeded 50% of its market value over a three-year period. The new ordinance shortens that period to one year before the cumulative counter “resets.”

“This was done to protect our residents,” said councilman John Bartus, one of the driving forces behind the amendment. “FEMA only requires that the cumulative damage clock can be reset every year.”

Known colloquially as the “50% rule,” the previous three-year cumulative period gave several homeowners pause before proceeding with significant improvements to their homes, fearing that damage from a storm or other event within the following years would put them over the threshold and force a demolition.

On the other hand, some chose to delay reconstruction after storms like Hurricane Irma, knowing the timing of their action could trigger enforcement of the ordinance after previous improvements or repairs.

Both the one-year and three-year windows offer benefits and potential concerns. With the previous three-year period, the odds of homes being torn down and rebuilt remained higher, as the chances of crossing the cumulative 50% mark over a longer period are greater, particularly in seasons with increasing storm frequencies. In the future, however, insurance payouts for repeated reconstruction of older ground-level homes would likely decrease as the homes are replaced with stilted, more resilient buildings in compliance with current standards.

If the new ordinance passes final approval, the new one-year period would likely result in fewer rebuilds and assuage the fears of Marathon homeowners planning improvements while watching storm forecasts.

The new ordinance would allow for greater flexibility in repeated repairs or combinations of improvements and repairs. The drawback to this plan is the possibility of increased flood insurance premiums as repeated payouts go to repair older ground-level homes damaged by subsequent storms. “I don’t know that I’ve got a crystal ball for that,” said Bartus.

Keys Weekly received concerns regarding the effect of the new ordinance on Marathon’s rating in the National Flood Insurance Program’s Community Rating System (CRS), a voluntary incentive program that can provide discounts on flood insurance premiums in response to community floodplain management activities.

With Marathon currently holding a CRS rating of Class 6 for its management activities exceeding the minimum NFIP

standards, residents receive a 20% discount on flood insurance premiums. Some were concerned the new ordinance would hurt this rating.

Planning Director Brian Shea said the changes will not affect Marathon’s point value in the CRS. “We weren’t getting points for the three-year period,” he said, “and the only way to score more would have been to actually increase to a five-year period. Staff will continue to work hard to find other alternatives to better our score in the CRS program.”

Bartus added that while a five-year reset period could score points, the potential to level so many groundlevel homes was too great. “With three years, there’s no benefit to it, and I don’t think going to five years is in the best interest of Marathon residents,” he said.

In response to concerns about repeated repairs to ground-level homes, Shea pointed to other programs as alternatives, including voluntary home buyouts under the Community Development Block Grant-Disaster Recovery program. Under this program, homeowners can allow the city to buy a storm-damaged ground-level home at market value and demolish it.

“It’s one more unit out of the flood zone, one more person who doesn’t have to worry about getting hit by a flood anymore,” said Shea. “We also get the allocation, which we can then use somewhere else, and we get a nice new open space area which becomes a community park and counts towards our CRS credit for having open space.

That land becomes vacant forever.”

As far as potential premium increases, Fair Insurance Rates in Monroe (FIRM) president Mel Montagne said there are bigger factors at play.

“Flood insurance premiums are going up either way,” said Montagne, “but that’s due to FEMA’s Risk Rating 2.0.”

Risk Rating 2.0 calculates premiums based on the value of policyholders’ homes and the flood risk of individual properties. There is disagreement on the effects of the rating system. Supply is low, demand is high for this Keys delicacy

t’s stone crab season. As of Oct. 15, Keys commercial fishermen and -women have been bringing up their traps, hoping against all hope that they are full of the shellfish with the black-tipped claws. And locals have been on the hunt for them as well, showing up at restaurants this past weekend to order the first catch of the season … and sometimes being disappointed. One Keys Weekly staff member reports that at least one eatery in Marathon was sold out of their stone crab special, and Key Largo Fisheries was sold out of the colossal jumbo crab on Oct. 18. So what gives?

As one commercial fisherman colorfully put it, “I could catch more crabs on Duval Street right now than in the Florida Bay.” Understandably, Bill Kelly, the executive director of the Florida Keys Commercial Fisherman's Association, expressed himself in a more understated way.

“It’s not overwhelming, I can tell you that,” he told Keys Weekly about the 2021 stone crab harvest’s first weekend.

Gary Graves, vice president at Marathon’s Keys Fisheries Market & Marina, which buys stone crabs from the commercial fisherman then sells them to the public, is a little more blunt.

“The catch is way off in our area,” he said. “It’s very slow. But it’s the second day of season. It’s hard to predict.”

Kelly explained that the stone crab catch has been off since Hurricane Irma, which stripped the mud off the limestone rock prevalent throughout the area.

“We affectionately refer to stone crab as ‘ditch diggers,’ because they live in the mud,” he said. “What happened is we saw these animals move out of the area. A typical year, (the total catch) would be 2.9 million pounds or 3.2. And last year, the number was 2.2 million.”

Tom Hill is the owner/manager of Key Largo Fisheries, which also buys stone crab from commercial fishermen. He says the low catch is due, in part, to the recent calm weather.

“When there's wind, stone crabs move around looking for food,” he explained.

One commercial fisherman, who wishes to remain anonymous, said that “I got a 1/4 pound per trap average on my opener. I was hopeful for a full pound per trap average. A good middle of the road average would be 1/2 pound per trap.”

However, the fisherman pointed out one benefit of the low-supply, high-demand situation.

“I’m pleased with the market. My prices are good,” he said.

The fisheries won’t reveal the exact prices that they are buying stone crab for from the fishermen, but Hill of Key Largo Fisheries does admit that the number is “elevated.”

“Supply and demand is the biggest law: When there’s not a lot of supply, the demand is high and prices go up,” he said.

“But the price today, Saturday or yesterday isn’t necessarily the price next Saturday. The first couple of days, people really want stone crabs. After that it goes to what the market is.”

As of press time, local fisheries were selling stone crab claws for a range of $30 to $65 per pound retail, depending upon the size. Which equals: big money.

“Ninety percent of stone crabs harvested in the U.S. come from Florida. In terms of economic value, the stone crab fishery to Monroe County is valued to be $35 million for the price coming off the boat,” said Kelly.

However, he explained that “the turnover” of that $35 million — all the costs related to that catch, such as fuel, boat maintenance and dockage — is six times that amount, $210 million.

“If you take fish, lobsters and stone crab, the value with turnover is $900 million annually. Next to tourism, (commercial fishing) is the second largest economic engine in Monroe County and second largest employer, with 4,500 jobs,” Kelly said.

Even COVID-19 couldn’t dampen consumers’ enthusiasm for the claws with the tender, tasty meat. Though demand was diminished at first by restaurants closing at the beginning of the pandemic, the fisheries got crafty and worked on their internet campaigns so diners could get stone crab delivered to their door.

“The demand was still there for a quality product,” said Kelly. “(Diners) realized shipping charges were offset by the costs they would have paid for cocktails and parking.”

But Hill, who recently sold Key Largo Fisheries for $10.5 million and is assisting with the transition to the new owners, wants locals to keep on coming to their restaurant for their stone crab claws.

“Come on down and get some,” he said. “We’re here to serve the community. They make great Christmas presents. Or add it to Thanksgiving dinner.”

Ripping it Marathon’s planned skate park aims to help troubled youth but could also bring national attention CHARLOTTE TWINE

n Monday, Marathon’s community skate park was busy.

Four young men were taking turns skateboarding up and down the wooden ramps — otherwise known as quarter- and half-pipes — then sliding across metal “grind rails” specially made for that purpose.

The sound of wheels rolling across the wood of the ramp filled the air, followed at times by the clatter of a board when skaters failed to land a trick.

At times, a skater would catch air on top of a quarter-pipe, then deftly nail the landing on the other side. Per skater lingo, this is called “ripping it,” i.e., to skate really well.

At one point, one of the skaters, a visitor from Utah, walked up to Skylar Coffelet, 16, a student at Marathon High School.

“You guys need a concrete park here,” the visitor said.

“We’re working on it,” said Coffelet.

And he’s correct. The City of Marathon is working on it. The effort to bring a concrete skate park to Marathon has been spearheaded by Matt Sexton, a longtime local camp counselor who is now the CEO of Grassy Key Resort Group. So far, he has made a presentation at a recent City Council meeting and led a smaller planning meeting on Zoom. Concrete skateparks are considered more desirable by many skaters due to their durability, the smoothness of the ride and the entertaining features.

At the Zoom meeting, Sexton said he wanted to use the existing footprint of the park and revitalize it using input from the local skater community. “​​Skateboarding finally made it to the Olympics,” Sexton said. “It is no longer a subculture bad-boy activity. It can provide a wholesome and positive outlook for kids with possibly troubled lives.”

Sexton has made a connection with concrete park designer Nate Wessel, a leader in his field who has decades of experience designing for the X Games and city park projects. Sexton

is gathering ideas from the community and bringing them to Wessel while he is designing Marathon’s park.

Paul Davis, director of Marathon’s Park and Recreation Department, is helping Sexton with the skate park project. Recently, he sat at a table at MHS during lunch time and gathered three and a half pages of ideas for the park from students — one of whom was Coffelet, who also attended the Zoom meeting.

“I truly feel (the new design) would bring more kids to the park, making this a national place where people visit and compete,” said Davis at the Zoom meeting.

“We can stretch a $500,000 budget to get a million-dollar park,” promised Sexton.

Marathon grants coordinator Maria Covelli has been given approval from the City Council to pursue funding from the Florida Recreation Development Assistance Program: a grant for $200,000, which the city would match 1:1. So in the end, the project would start with $400,000. Sexton has also lined up a donation from Florida Keys Community Center to the tune of $100,000, bringing the total budget to half a million.

Some ideas for the park include, in addition to Wessel’s skating bowls within the attraction, a “snake run,” lighting for night skating and shade for spectators.

Teenager Coffelet clearly did his research before attending the Zoom meeting, saying, “I like Nate’s work but he does have a lot of background in bowls. The majority of us have a streetskating style.”

“He did X Game street,” Sexton responded. “He’s diverse, I promise.”

“We got this, Skylar,” Davis said.

“We’re going to take care of you, brother.”

Davis told Keys Weekly that while his department waits for the grant and the design to come through, the plan is to work on the community park’s fitness court and playground set, then the Rotary park. Hopefully, at that point, the skate park will be ready to be worked on. Then, at long last, possibly the splash pad will begin to be constructed.

And Davis had one important message for Keys Weekly readers: “Even though we removed the bocce courts, they’re coming back.”

s of press time, the Oct. 20 Monroe County Board of County Commissioners meeting was action-packed. Events included the ceremonious swearing in of new commissioner Holly Raschein, a resolution that masks are no longer required to enter government buildings and lots of talk about transportation and traffic accidents.

In an odd coincidence, Commissioner Eddie Martinez arrived late to the meeting, due to having been in a car accident. He explained that his car was rear-ended in front of Sugarloaf School and apologized to the board.

The meeting started on a high note with Holly Raschein, wearing blinged-out stilettos covered in an American flag design, being sworn in as county commissioner. Gov. Ron DeSantis appointed Raschein to the Monroe County Board of County Commissioners’ District 5 seat on Sept. 24.

Raschein, who served eight years as state representative and serves as government relations director for AshBritt, is filling the seat of Mike Forster, who passed away from COVID-19 on Sept.

The audience burst into a loud round of applause and Mayor Michelle Coldiron said, “I want to welcome you to the dais. This is quite a wonderful moment.”

“Thank you, Madame Mayor,” Raschein replied.

More good news came when Shannon Weiner, director of emergency management, and Bob Eadie, administrator of the Florida Department of Health in Monroe County, made their presentations about the county’s COVID-19 status.

Weiner said that currently, the average number of new cases per day is 11, “and that has been holding for the month of October.” The number of COVID patients in the hospitals: 3 at Lower Keys Medical Center, 0 at Fishermen’s, and 2 at Mariners. The percentage of the county’s 12 and older population that has been vaccinated is 81 percent.

“That does grow daily,” she said.

“Just for regional perspective, Miami-

Dade is at 93 percent.”

Next, Eadie said, “We’re really in a good place. … I think your mask mandates or recommendations or requirements can be eased now.”

County administrator Roman Gastesi confessed that he still doesn’t feel comfortable not wearing a mask.

“I’ll continue to wear a mask around people in my office,” he said. “You just don’t know who's vaccinated and who's not.”

“Roman, our messaging should be: You need to be careful. Washing your hands, stay out of crowds, wear a mask when you feel comfortable. But you don’t have to wear it all the time,” Eadie responded. “I think COVID is here to stay. We will deal with it hopefully in the next flu season. There’s a lot of research going into how to make vaccines better.”

Unlike in many local government meetings from August and September, no speakers appeared from the public to speak about masks. A motion to sunset the mask order in county buildings was unanimously passed.

Daniel Iglesias and Antonette Adams, staff from the Florida Department of Transportation District 6, came to present FDOT’s five-year plan of projects for Monroe County.

District 6 includes Miami-Dade and Monroe County.

Adams said that the total funding for District Six is $3.4 billion for five years’ worth of projects. Of that, $328.9 million has been allocated for Monroe County’s projects, including for bridges, aviation and resurfacing.

In a display showing that she means business in her first meeting as county commissioner, Raschein had a suggestion for FDOT’s staff.

“Miami-Dade County gets the lion’s share of that $3.4 billion,” she said. “And I didn’t want to sound ungrateful that our meager $328 million — don’t forget the .9 million — is close to an 85 percent increase from last time. And thank you so much for using those dollars wisely, but considering we have U.S. 1, the lifeblood of our community, maybe we can up that, the ante, next time.”

However, FDOT’s Adams did have some very welcome news which was met with another round of applause: the Old 7 Mile Bridge is slated to be completed in the next four months after several years of renovation.

hen it comes to occupying fishing spots, “first one there” is the most common law of the land. But what happens when rod fishermen are asked to share with divers who wish to use the same location, just 100 feet down?

With the increased popularity of scuba diving and spearfishing, interaction between these two groups grows more common as anglers and divers flood the Keys. Known shipwrecks and underwater landmarks draw a mix of both crowds, frequently at the same time. While rod fishermen tend to arrive at the locations earlier and stay longer, divers commonly visit later, but are gone from the area after a 30- to 40-minute dive.

By and large, most would agree that communication should be the foundation of any interaction between divers and fishermen. “There has to be a common courtesy,” said FWC Capt.

David Dipre. “People should be able to expect other people to be polite.”

Typically, this means leaving distance between other boats, or even leaving an area if it is heavily contested. “You should stay clear of them the same way they’re expected to stay clear of us,” said restaurateur and spearfisherman John Mirabella. “I try to be courteous, ease up and ask them how long they’ve been there, how long they’re going to be there, and if there is a way for me to dive.”

Mirabella said this approach usually works, and most rod fishermen are amenable to allowing short dives after a respectful approach. He also points to alternative approaches to dive sites, such as dropping far from a marker and working toward it, or diving less hotly contested rubble piles adjacent to main wrecks.

However, he said that several factors, such as accessibility and financial investment, play into both parties’ will-

ingness to abandon a site. He points to sites such as Big Pine Key’s Adolphus Busch wreck that ease the interaction between divers and fishermen by designating mooring buoys for each group.

Unmarked or less accessible sites are another story. “Some spots are further out. There’s more pressure there, because you have to spend money just to get there. I’ve had to bail on those sites more than any others.”

Shouting matches between parties over perceived or actual slights are the exception rather than the norm, but most boaters with enough experience have witnessed at least a few. “I know that there are bullies out there, but I just try to avoid them,” said Mirabella.

Contributing to flaring tempers is a misunderstanding of regulations surrounding dive flags. Knowledgeable captains know to give a dive flag 100 yards of space, but the true rules regarding the flags are commonly misconstrued. “People think that if someone drops a dive flag, it means, ‘you can’t be over here, I’m diving,’” said Dipre. “That’s completely incorrect. I just have to be off plane and idling around.”

While Dipre noted that boats should exercise extreme caution and do their best to steer clear of dive flags, it does not mean the flags are an easy way for divers to pull up near another boat, drop their flag, and force the other boat to leave the area.

“At the end of the day, if you choose to dive where people are fishing, you’re taking that risk,” said Mirabella. Regardless of an individual’s willingness to accept that risk, however, he reiterated that mutual respect and communication are the key to sharing valuable sites. “I just want to be safe and have a good time. Common sense and cool heads should prevail.”

HOW CAN MARATHON IMPROVE ITS BUILDING DEPARTMENT?

W

ith only two issues left before the Marathon City Council election on Tuesday, Nov. 2, Keys Weekly continues to check in with the four candidates and print their answers to questions addressing pressing issues in town. Early voting began on Monday, Oct. 18, and the top two vote-getters will win seats on next year’s council. The question: Our new building official has made significant progress on permit issuance, inspections and the new permitting software package. What can be done to improve our building department?

LUIS GONZALEZ The work that has been done thus far from our new building official has improved our permitting system tremendously. From permit issuance to inspections and the new software we have seen some major progress.

To continue to improve our building department, we need to continue to build on the progress, strengthen all of those areas, and continue making the system more user friendly and glitch free. In addition, we need to ensure that when permit applications are deficient, we respond to the applicant in a timely manner and state clear, defined concerns and work with the applicant to make the application sufficient. We also need to make sure we are answering citizen calls and/or email requests in a timely fashion.

I feel that the building official should have a strong relationship with the contractors association.

There should be quarterly meetings so that the association can discuss any issues or concerns.

By doing this, we can avoid issues from spiraling out of control.

LYNNY DEL GAIZO Good management is key to improving the process. I'm thrilled that the building official has made progress in this department. Having the new software should make the application process easier and user friendly. Having qualified technicians trained to assist would be helpful. Being available to the public and inspectors available to help and not just point out flaws to expedite going forward.

I definitely like to assist the full time, long term residents to be considered for a better system to get their homes built. Reducing the process time is one of my top priorities, which I will discuss with the city manager, George Garrett.

Effective communication is the key to success!

GREG COLDIRON Building and Planning Department delays cost us all time, money, and loss of use. In Key Colony you can usually expect your building permit within 48 hours. Why can’t Marathon be efficient, cost effective, and user friendly? Our new building official repeatedly cites “bad software,” ad nauseum, to justify the Building Department’s unacceptable performance. If software is the real problem, then throw it out and start over!

The Contractor’s Association President tells me that there has been some improvement, but not enough. Licensed contractors divulge that they cannot delay work six to eight weeks waiting for simple permits. Payroll demands, etc. force them to start working. If they are “red tagged” before finally receiving their permit, contractors simply pay the fine, which is double the permit cost. Finally, our inspections process is so inefficient and cumbersome that contractors are forced to seek expensive alternative inspectors from outside of Marathon!

Among my first priorities will be tackling permit, planning, and inspections delays. Please remember that Marathon is a business which needs successful business leadership. I am Greg Coldiron for Marathon Council. Leadership Matters!

TREVOR WOFSEY I think we need to separate the question into three parts. Yes, the new Building Official has made “significant progress on permit issuance.” He accomplished this by making procedural changes within the permitting and review process leading to better efficiency.

The inspection process however is up for debate. If we think that contractor’s use of private inspectors instead of City inspectors is progress then I guess it’s better. But I’m not sure more inspections being done by private inspectors is a good thing. From a policy perspective I’d like to be certain that private inspectors are doing as good a job, or better, than City inspectors on the actual inspections.

On the software question I think there are more problems than progress. In fact, the Building Official has made improvements not because of the software program, but despite the software program. That is the area that needs the most attention.

I

t’s January and I love this time of year. Especially when I can get south of, say, 21 degrees North.

After hurricane season it is almost a rite of passage to beat against the trade winds to destinations as far southeast as possible. The idea, of course, is to find warm weather, isolated islands with great tiki bars on the beach, and CAPT. MIKE watch the snow on TV. As is usual for this time of year, that's where I am now.

This is really important because if something goes wrong with my ground tackle, I will be taken away from land and an unfortunate grounding. Most captains like to be in this position with the “Mother Ship,” but they don’t seem to think as much about their tenders.

I watched this guy take his dinghy to the beach earlier.

I have no idea why he needed to be there. Upon trying to return he untied from the small dinghy dock and immediately started drifting to sea. Then he proceeds to start his motor. Yeah … the motor is not starting. I have watched him pull the cord at least 50 times, and while he is out of earshot, I can clearly make out his expletives. He has checked his fuel twice, he has checked the breather on the fuel can, and now he has the cover off the motor. He is really staring hard at the motor as if sheer will is going to fix the problem.

Through the binoculars I can see that he does not have an adequate set of oars, nor is there any evidence of an anchor. He is more than a hundred yards from the dock at this point and there is no one around. That, of course, puts the onus on me, so I’m going to do what I always do and go help the guy. I’ll start by filling two “to go” cups of coffee (let's hope he takes his black and bitter). I’ll launch my dink and tow him to his boat or back to the beach where he can get mechanical help. The hard part will be how to ask him why he would ever launch his boat away from any mooring before starting the motor. While you are still attached to the dock or your boat, a mechanical failure is a non-event. It seems like such a simple idea, yet it too often doesn't happen.

HAT TRICK ON PET PEEVES

M

y last two articles have been on smoking cessation and potluck, so why not go for the hat trick and talk about another of my pet peeves (pun completely intended)…dog poop.

As you may know from other articles, Mindy and I have two decent-sized dogs, Bella the poodle, who thinks she is a person, and Copper the rescue Chesapeake Bay mutt, who pretty much thinks he is a brown dog. They get morning and evening walks, as well as outside trips about every two hours. They consistently do their business about twice a day, occasionally less; some days they are unstoppable.

Our neighborhood has a mix of full timers, snowbirds and rentals, like most down here, and while the majority are responsible dog owners, we do have the occasional rotten egg who thinks their dog’s **** doesn’t stink. Meanwhile, our and other neighborhood dogs do what dogs do, and try to get as close to that stranger poo for a good sniff, and this is the point of today’s article.

Spoiler Alert! Dog poop has disease-causing organisms in it and is also a major contributor to water contamination. Mind-blowing scientific facts are about to be presented, hold onto your leashes.

Dogs have a tendency to get parasites, including worms (round, hook and whipworms to be specific) and also can carry other parasites like giardia or cryptosporidia. No big deal you say, around here, between the heat and the rain, dog poo breaks down quickly and disappears. Did you know the eggs from these parasites can exist in the soil for years? Nothing like walking barefoot through the roundworm egg farm, or having your toddler not wash their hands well after playing

outside. For most dogs, and humans, the parasites cause GI-type symptoms – vomiting, diarrhea, weight loss (not DR. JOHN a recommended diet), poor coat, WOLTZ anemia, etc. … is a preventative Interestingly, as health physihumans aren’t cian with Baptist normal hosts, Health Primary Care in Marathon. the worms sometimes get confused and migrate into other tissues. Just for fun, search ‘ocular parasites’ on your favorite browser and then select images, it’s a hoot.

Dog poo, just like people poo, also contains lots of bacteria, and many of these infect humans as well. E. Coli, campylobacter and salmonella are just some of the bad actors that can be shared between dogs and humans.

Seriously though, how much poo can dogs make? Supposedly, the 70 million dogs in the U.S. produce over 10 million tons of poo annually (that’s 50+ times the amount of gold ever mined). The poo that is allowed to “dissolve” quickly enters the water table and contributes nutrients that support harmful algae, leading to fish/wildlife kills.

How do we fix this? It’s pretty easy. Make sure your pet sees the vet once a year and takes a preventive anti-parasitic; secondly, go to your local pet store, buy some biodegradable bags, and pick up your dog’s poop! Have a great week, and be healthier today than you were yesterday!

THE CARETAKERS WHO ‘CARRY THE STRESS’ NEED SUPPORT TOO

M

arathon's Armand Messina has been married to his wife, Shayne Messina, for 17 years. When the couple got the phone call in 2016 that she had been diagnosed with breast cancer, “It was the worst day of my life. And I’m sure it was the worst day of hers,” he told Keys Weekly. “When that phone call comes, your world just stops.”

Thus began a blur of doctor appointments and juggling of work schedules to accommodate Shayne’s treatment plan, which included a lumpectomy, radiation and recuperation. Happily, Shayne has now been cancer-free for six years. But Armand still remembers vividly the fear and helplessness he felt during that time, when his wife was so sick that she couldn’t get out of bed.

“Time stops. You get tunnel vision. I had my businesses and six employees,” said Armand, who owns an electrical contracting business and a hurricane shutter manufacturing business. “I would drive with her to doctors’ appointments in hospitals for surgeries. Spending time with them is important. It’s a very difficult situation, because you don’t know what to say to your spouse. You sure as sh*t don’t want to lose them. From my experience, it was just being there. You just hold their hand. That’s all you can do, but it seems to do the trick.”

Armand is one of the silent heroes: the loved ones — family and friends — who take care of the women and men with breast cancer.

They are most often referred to as caretakers, but the Susan B. Komen organization has another name for them: “co-survivors.” Of necessity, the patient living with breast cancer is the center of all the attention. But the silent heroes play an important role.

“If I didn’t have Wilada, my life would have been so much more difficult,” said Islamorada resident and artist Maxine Trainer. She was cared for by her best friend Wilada Bailey when she was diagnosed with breast cancer in 2019.

She is currently cancer-free after a mastectomy,

chemo and radiation. “We’d be lost without the carers. They’re doing everything, the feeding, the driving, the carrying the burden. They carry the stress that we can’t.”

And carrying the stress can have an emotional cost on the caretakers.

“Emotionally, it's very difficult for men,” said Armand. “You feel helpless. There's no rulebook. There was nobody for me to turn to.”

When asked whom he reached out to for support, Armand said, “No, I did not reach out for support. I’m not that kind of guy. Most guys aren’t. Would it help most people? Probably would. You're the first person that ever asked about that.”

But Armand did seek advice from family.

“My nephew is a doctor, which was helpful. If I had questions I’d go to him.”

Bailey said her support from the First Baptist Church of Islamorada and also from her friends was crucial. She would talk and pray with them, especially during such times as when Maxine lost all her hair.

“When she was having chemo, we were driving from Miami and her hair flew out of her scalp out the car window,” recalled Bailey.

“By the time we got to the Keys from Miami, she was bald. That was really shocking. They say you’re going to lose hair, and until you lose yours, you think you won’t. But it happened.”

Bailey also credits her faith for getting her through this time.

“I did a lot of praying, and I had a lot of faith in God that he was gonna heal her,” she said.

“I feel it was a miracle that she was able to still get up and do her artwork (during her chemo).”

The building that houses 21st Century Oncology is named after Gonzalez, and Hiller was inspired to be Key West’s first radiation therapist due to the lack of the treatment on the island when her mother was battling the disease.

Hiller described tending to her mother’s infected wound from the mastectomy and hearing her mother cry in the shower because she didn’t want to break down in front of Hiller or her father.

“I didn’t reach out for support,” remembered Hiller. “One of the things I did do was I prayed the rosary every day, even when she was in ICU. That’s really what got me through the whole thing. And friends and family were rallying around us.”

Hiller recommends that co-survivors who are currently caring for loved ones with cancer be sure to take time for self-care.

“Take time for yourself. And do not feel guilty about that. Even if it's just a walk, going to lunch with a friend or spending an hour in meditation. You can't take care of anyone else if you’re not taking care of yourself.”

But Bailey points out a silver lining.

“I’m grateful that I was able to survive it and be there for Maxine,” she said. “That makes me happy. Don’t be afraid to be a caretaker. It’s very rewarding.”

hayne Messina is a 20-year Marathon resident, local business owner of Sunmasters Elite Travel Inc., Upper Keys BPW member and a six-year breast cancer survivor and activist.

She recently sat down to share her powerful story and information about the upcoming Making Strides in America Cancer Walk this coming Saturday, Oct. 23.

It was six years this past August since my breast cancer was detected in my yearly mammogram, which is why I am an advocate for early detection. I got the postcard in the mail that it was time for my mammogram, and I had gone up as soon as I got the postcard. So, the appointment was actually a month earlier than a typical annual mammogram.

When they see something suspicious in your image, they call you into a big room. I had a biopsy within two days; two days later, I had the diagnosis; and two days later, I had my surgery. Six weeks later, I was in radiation. The doctors responded to my cancer very quickly.

There are many types of breast cancer. And once they diagnose you, you meet with a whole team of doctors — surgeons, oncologists, radiologists and even a geneticist. They are all giving you their opinion on what you should do. My breast cancer was caught early enough that it was able to be treated with surgery and radiation.

After year five, I was able to go back to once-a-year visits instead of every six months.

If you know someone who has been diagnosed or has been going through breast cancer, it’s best to be a good listener. If you are going through the process, find a good doctor you like and trust.

My doctor is Dr. Joseph Collette in Boca Raton, and I trusted what he prescribed 100%.

The process is very overwhelming; try to take someone with you if you can. The doctors are quickly sharing information with you, and you have to revert to what they shared. My husband came with me, and it was essential

to have support. Cancer information, in general, is a lot, and often, you are in a state of shock. So, take notes and, at the very least, put your phone on record.

My best advice is to start your annual mammograms at age 40.

However, as you are doing your self-exams and feel something sooner, get it checked. One in eight women is diagnosed with breast cancer.

This Saturday, Oct. 23, is the Making Strides in American Cancer Walk. You can walk individually or as a team. Last year, because of COVID-19, we did it as a parade.

This year, since we are still not comfortable being in a large crowd, we came up with a series of neighborhood walks.

Some of the organized walks include Crane Point, and if you show up Saturday morning at 8 a.m. in pink to walk, they will waive the $14.99 park entry fee. Julie Johnson is organizing a group at Duck Key at 8 a.m. There are also walks at Sombrero Beach at 7 a.m. and Coco Plum Beach at 7:30 a.m.

The funds raised go to research and also local programs that help Monroe County residents.

Two such programs are The Hope Lodge and Road to Recovery. These programs are critical; the Road to Recovery Program has volunteers who help patients get to and from appointments, especially since many need to go to Miami for treatment.

I want to end by saying… “Nobody walks this walk alone.” They really don’t. When I went to get my surgery that was one of the most important things a nurse said to me. I said, “You don’t have to walk with me to the surgical center. I’m fine; I’m not even scared.” And she said, “Oh no, I’ll walk with you; no one walks this path alone.”

“It’s so bizarre the things you learn while going through this, but I’m the luckiest person you’ll ever meet,” said Key West Realtor Martha Robinson, whose doctor in April “saw a tiny, tiny shadow” on her annual mammogram.

“So I had another mammogram,” she said. “Then I had a biopsy, which wasn’t fun. And then I knew.”

Robinson had breast cancer.

It was stage 1, but an aggressive type that would require surgery to remove the lump, then four chemotherapy infusions given four weeks apart, and finally 20 days of radiation therapy, which she’ll start Nov. 9.

“So I’m still bald, but in a strange way, I like it,” she said. “I never wanted to wear a wig, so my hairdresser shaved my head for me. My amazing friend Kellee Bartley showed up with adorable hats for me. Another friend knit me cotton hats that reduce the perspiration. I have tons of hats now.

One of my best friends sent me pajamas. Brenda Donnelly dropped off some of the best lip balm and skin cream since the chemo dries everything out. I’m surrounded by amazing people. And my boyfriend, Roy Bishop, is an absolute godsend. He cooked me scrambled eggs and bacon for dinner when it was the only thing that sounded remotely appetizing after my first week of chemo. I don’t know what I would have done without him and everyone else. I truly am the most fortunate woman in the world.”

Robinson counts the GenesisCare Oncology Center in Key West among her local miracles. The center provides chemotherapy infusions and radiation treatments on North Roosevelt.

“The treatment I received there was the exact same formula recommended by the most-revered Moffitt Cancer Center in Tampa,” Robinson said. “They offered me a second opinion via Zoom, which was incredible. And to know I could

get the exact same treatment protocol here in my hometown among people I know and love was a saving grace. Not to mention the Women’s Imaging Center on 12th Street that’s run by Lower Keys Medical Center. That place is incredible and so supportive. I can’t say enough about everyone.”

For some reason, Robinson had always assumed she’d get breast cancer someday. “So I really wasn’t afraid,” she said. “But I am very glad that it happened now, when I’m 69, instead of when I was younger.”

She’d even been a board member of the Cancer Foundation of the Keys for more than 20 years.

“Mercy Hiller from the oncology center founded that group to help local cancer patients pay rent, mortgages, utility and grocery bills while they were undergoing treatment, and I was always involved.

“I’d been getting annual mammograms since my 40s,” she said.

“I’m 69 now, and I don’t care if you print my age, because I want people to know everything so they’ll get checked regularly, so women will get their mammograms, so men will get a prostate screening and everyone will get skin cancer and colon cancer screenings. They’re so important, because even if the news is bad, it’s manageable when you catch it in time.”

OUTSIDE THE BOX It’s not just about getting to your Amazon order…

T

here’s this well-known adage from the business world that states one has to “think outside the box.” This phrase is used whenever there’s a need to challenge assumptions, address a situation with a fresh creative approach, or when old solutions and “tried-and-true” techniques don’t seem to work any more.

“You gotta think outside the box!”

The phrase came from the challenge of the Nine Dots. Take a piece of paper and draw nine dots in a square made up of three rows of three dots each. The challenge? Take a pen or pencil, and connect all nine dots using just four lines and without lifting the pen or pencil from the page. The secret to the solution is that you have to go beyond the boundaries of the square of the nine dots – outside the box.

Even though use of the catchphrase is so common, actual examples of outside-the-box thinking are as uncommon as common sense. One local example of this can be found in the formation of FIRM (Fair Insurance Rates in Monroe). Rather than simply complain, get petitions signed and call legislators, FIRM continues to fight Citizens Property Insurance and the National Flood Insurance Program on their own turf. FIRM collects local information and combines it with sound actuarial data to prove that there was no justification for the outrageous rates Keys property owners are being charged. FIRM has done what few grassroots groups have been able to do: effect real policy change at the highest levels of the state and nation. While we still are subject to rate increases, they would be much higher if not for FIRM. Netflix is an example of a company that was started by people thinking outside the box. We already had video rental stores, so why would we need or want videos by mail? Two things really helped Netflix take off, the first being the changeover from bulky VHS cassettes to small flat DVD discs. The other contributing factor was late fees charged by rental stores to customers who kept the movies too long. Netflix offered the solution that enabled their customers to rent a certain number of movies and keep them as long as they wanted for one monthly fee. When the customer returned a disc, he could select another movie to take its place.

Simple, friendly and no late fees. And when everyone went from DVD discs to streaming, Netflix started its own

streaming network.

Blue Origin and Virgin Galactic are using reusable technology to promote space tourism. William Shatner just became the oldest person to venture into space, crossing the Karman Line at the youthful age of 90. Hopefully, private and public space ventures will continue thinking out of the box so we can make the technological advances we take for granted.

When people, businesses, and even governments stop and challenge closely held assumptions and core beliefs, that kind of soul-searching can lead to revelations and ideas that would never have surfaced otherwise.

TIMOTHY GROSTEFSON 1956-2021 Timothy Kirk Grostefon passed away suddenly on Sept. 24, 2021 in his hometown of Michigan Center, Michigan, while visiting family. Tim moved to the Keys in 1978 with his brother and became a fisherman. He changed professions and became a craftsman. He was known for his eye for detail and his meticulous woodworking.

He is preceded in death by his mother Jeanne Grostefon, father Robert Grostefon Sr., and brother Scott Grostefon (Linda, Joshua, Justin). He is survived by his brother Bob Grostefon Jr. (Cathy, Bobby and Mollie), Miles Grostefon (Christine, Miles), and sister Kathleen Sussell (John, Tina). Tim enjoyed being a great uncle to nephews Judah, Conor, Noah and Brody and great nieces Madison and Eden.

He will be greatly missed by his family and friends.

Rolling Project Odyssey helps veterans with invisible war wounds

H

arleys and dolphins aren’t exactly a natural pairing, but through Wounded Warrior Project’s Rolling Project Odyssey, 14 veterans were able to experience the effects of the marine mammals through in-water interactive programs at Dolphin Research Center. Sponsored by Harley-Davidson since 2015, Rolling Project Odyssey is a group motorcycle riding experience intended to aid warriors as they build camaraderie and recover from visible and invisible wounds of war.

Meeting in Marathon from locations around Florida and southern Georgia, the group spent the week of Oct. 11-15 riding to various landmarks in the Florida Keys while completing workshops and team building activities.

Thursday’s stop included a visit with the flippered family at DRC. In addition to swimming with dolphins during an in-water dolphin encounter, the group also got the chance to meet Jax, a rescue dolphin who survived and was rehabilitated after losing large pieces of his fins and flippers to bull shark bites at a young age. “It was just phenomenal,” said Bill Thomas, a former police officer and Iraq veteran.

ASK THE BIRD GEEK: PARROTS, SWALLOWS & WOODPECKERS

W

hat happened to the parrots that used to fly around Old Town and eat mangoes?

— Banyan Tree Amy I’m not sure when you moved here, but when I came in 1991, a small flock of parrots roamed Key West. I have a hazy memory of them landing noisily in an Emma Street tree and waking me from a pretty good nap. I wasn’t yet a bird geek, so I can’t recall with any clarity their field marks, number, species, or even if they MARK were all the same species. I just remember a lot of green HEDDEN feathers and thinking, “Oh, I live in the tropics now.”

A small flock of monk parakeets occasionally hangs out in Founders Park in Islamorada.

So what happened to that Key West flock? Odds are it never got large enough to form a breeding colony, and its members either aged out, couldn’t find the right food, caught diseases or were taken out by predators such as hawks and falcons.

If you look carefully at the following formula: ∀(x, y ∈ A ∪ B; x ≠ y) x² − y² ≥ 0, you will quickly begin to despair at how your math skills have atrophied in recent years. Thankfully, Peter Tate’s book “The Swallow” reveals that scientists who track flying barn swallows by radar have learned they fly, on average, 17 mph in a crosswind, 16.7 mph with a headwind, and 22.2 mph with a tailwind. The fastest speed they recorded for a swallow was 35 mph, though that citation did not note wind direction.

Despite unproven rumors of them dabbling in coconut haulage, all barn swallows are, by nature, unladen (unless you consider the unbridled joy with which they rip around the world a metaphorical burden). Even so, I believe the real-world measurements of velocity would remain largely consistent.

EMILY SUAREZ Grade: Senior Sports: Varsity volleyball, weightlifting Emily Suarez, a senior at Marathon High School, will have a lasting impact on the school.

Suarez is involved in almost every possible club and organization. These include, but are not limited to: Mu Alpha Theta, National Honor Society, National Art Honor Society and the Spanish Club. She serves as the president of the Student Government Association, and in addition to managing the baseball team, Emily competes on the volleyball and women’s weightlifting team.

“This was by far my best season,” said Suarez. “My stats were a lot higher and I had the most fun I’ve ever had on a team.” She credits this to the fact that she's a senior and adds, “All the younger girls really look up to me, so I always have to be on my A-game.”

“I like to be involved with as much as possible,'' said Emily, “but volleyball and weightlifting are things I’ve been doing for a very long time and plan on continuing to casually practice for years to come.”

“Volleyball holds such a special place in my heart,” she said. “You grow a deeper love after being on that court every fall for the past seven years.”

Emily is always willing to accept a challenge. That's what makes her such a good athlete. Suarez said, “I’d like to say that I’m adjustable. When Coach Freeman puts me in a position that I’ve never practiced before, I’ll play it to the best of my ability with the same attitude. I believe that attitude plays the most important role in winning. Your drive and determination outweigh talent.”

Suarez will carry these beliefs with her on to college, where she hopes to study criminal psychology at the University of Central Florida.

reshman Carlos Lezcano used all of his 6-foot-1-inch frame to intercept Palm Glades quarterback Michael Daniel's pass in the end zone as time expired last Friday night. The host Dolphins were able to escape with a 7-0 win before a large homecoming crowd to improve to 2-5.

"That play won the game for our team," said Lezcano, who had another interception earlier in the fourth quarter. "We played bend-but-don’t-break defense. We shut them down pretty well. With their speed we didn't want them to get anything in the flat."

The Dolphins intercepted four passes. Besides the two by Lezcano, Patrick Crews and quarterback Cole McDaniel each had a pick.

"I was super proud of our kids' effort tonight," said Marathon head coach Mac Childress. "They played with grit and a lot of passion. But, we made mistakes when we fumbled and it cost us points. We're still a young team and that can happen. To win a game like this is huge for their confidence."

Anthony McGuire set the stage for the only touchdown of the game by returning the opening kickoff 29 yards to the Dolphins’ 48-yard line. Marathon drove 52 yards in nine plays, consuming 5:25, to score. The Dolphins’ score came on a 5-yard run by junior running back Malachi Hawkins. Crews converted the point after.

Hawkins, who would rush 19 times for 124 yards, had a 25-yard run to the Eagles’ 26-yard line.

Palm Glades (0-7) committed a costly penalty on fourth down, giving

Marathon a first down on the 2-yard line. "Penalties and turnovers have hurt us all year," said Palm Gardens coach Mark Revere. "We're still trying to get the confidence to get our first win."

The Eagles’ first possession saw them get to the Dolphins’ 12-yard line, before a loss of three yards and a 10yard holding call put the ball back on the 25. On the next play, Daniel was hit for a 7-yard loss back to the 32. Crews then intercepted Daniel at the 10-yard line to halt the drive.

Palm Glades moved the ball well in the second quarter to get to the Dolphins’ 9-yard line. A fumble by Trevail Carter at the 12-yard line was recovered by Jesus Gonzalez.

Marathon fumbled the ball away three times in the second half, costing them potential points. "In that first drive of the game," said Childress, "we took care of the ball. We moved the ball well on other drives, then fumbled."

Hawkins gave credit to the offensive line that helped Marathon gain 179 rushing yards. The Dolphins were missing guard Victor Segura, who should return next week against Palmer Trinity. Aaron Dolton, Tanner Ross, Alexander Cruz, Sean Hale and Brody Vandervoort did the job up front.

"Our coach told us before the game that we had to fight for each other," said Hawkins. "We weren't going to fail in front of our fans at our homecoming game. We weren't going to let them down. We do have to clean up the fumbles for next week's game."

Palm Glades finished with 184 yards of offense. The Eagles picked up 66 rushing yards and 118 in the air.

Daniel was 8 for 20 with three interceptions.

"This game meant a lot for us," said Lezcano. "It's a big confidence boost. We just want to go out and have fun."

Broadway-themed floats are the stars of the 2021 Marathon homecoming parade

A

fter what felt like a month for many of the heavily involved high school students and staff, homecoming week is now a

wrap.

This year, the students at MHS voted and decided that the homecoming's overall theme would be based around Broadway musicals. This meant that floats would be decorated like different musicals, students in school would dress up as different stars and characters all week, and tables inside the dance would be decorated with shining stars and playbills.

The goal of float building is for students in each grade level to come together and create the best decorated float while following specific rules and requirements. This year, the winner was the senior class, who spent more than 24 hours designing a “wickedly extravagant float.”

The Friday night lights proved eventful as the varsity football team pulled off its first home win of the season. The homecoming court was also announced. Congratulations to the homecoming king, Cole McDaniel, and queen, Clare Merryman.

As for the dance, students collectively agreed, “That's the happiest we’ve seen that many other students in a long time.” Homecoming 2021 was a sure show-stopper.

Work is performed under the general supervision of the Public Works Director.

Minimum Qualifications: Prefer a background in general trade knowledge, which could include janitorial, construction, road work, previous public works employment, equipment operations, or vehicle and equipment maintenance.

Possession of valid State of FL driver’s license (Class C).

Physical Demands and Work Environment: Physical Abilities: Tasks involve the ability to exert physical effort in moderate to intense work, typically involving some combination of stooping, kneeling, crouching, and crawling, and which may involve some lifting, shoveling, carrying, pushing, and/or pulling of objects and materials of moderate weight (up to 100 pounds). The majority of a normal work day involves standing or walking.

Sensory Requirements: Some tasks require the ability to perceive and discern colors or shades of colors. Some tasks require the ability to perceive and discern sounds. Some tasks require the ability to perceive and discern odors.
