Growing vacation rentals and properties using their homes as an illegal business in the village of Islamorada have officials strengthening regulations. Council members unanimously supported a resolution to bolster the village’s vacation rental program during a Sept. 30 meeting inside the Founders Park Community Center. Annual licensing fees for the 260 properties that rent out for seven to 28 days will increase from $1,000, which was initially established in 2007, to $1,325 immediately. Village Manager Greg Oravec told council members the increase, based on inflation, is a fair and logical way to adjust the fee without interrupting the current licensing cycle. An annual licensing fee of $1,325 is less than the Achievable Housing Advisory Committee’s recommendation of $2,500 with an additional fee of $500 for units with more than two bedrooms. Mayor Buddy Pinder said the fee increase was
“generous.” “I would personally like to see that be more, but this is a good starting point,” Pinder said. Councilman Mark Gregg said he would like to see a portion of fees collected be directed to another larger problem facing the village in workforce housing. In his explanation, Gregg delved into a 2004 study that acknowledged a lack of affordable/workforce housing and its impact on Islamorada’s economic health and stability. “When you take a house and turn it into a business, there’s a business impact,” he said. “Let’s put money on the table for affordable housing.” In 2008, licenses issued during the first year of the village’s vacation rental program totaled 164. Today, that number stands at 260, and that doesn’t include the widespread issue of illegal vacation rentals. Councilman David Webb said use of homes for vacation rentals is rampant in the village. Webb, who lives in Port Antigua, said his community is zoned single-family, or R1. That means renting anywhere from seven to 28 days isn’t allowed. He said he’s seen three-month renters. “There are 300 homes and at least 30% of those homes are rented at
one time or another,” Webb said. “Our neighborhoods aren’t supposed to be commercial operations.” In addition to upping fees, the resolution approved by the council includes use of third-party software for a year to renew emphasis on code enforcement over vacation rentals. Members of the dais gathered information regarding Rentalscape during a presentation by Dustin Reilich, of Deckard Technologies, at a Sept. 2 meeting. Pinder and Village Attorney Roget Bryan met Reilich during a recent Florida League of Cities convention in Orlando. With municipalities lacking information on short-term rentals come difficulties monitoring territory and enforcing ordinances. Through Rentalscape, municipalities are able to monitor and inspect local rental properties and track down unregistered properties. Reilich said the technology company, based out of San Diego, California, examines over seven million short-term rentals’ calendar activity each day. “I have a team, once we’re under contract with Islamorada, that would end up going through and put eyes on every property to make sure it’s continued on the next page

the right property,” he said. “We scrape all the major properties out there on AirBNB, VRBO and HomeAway, which account for 97% of all short-term rentals that happen in the marketplace.” Village staff will complete its evaluation of software options. Oravec told the dais during the Sept. 30 meeting that the village’s senior code compliance officer, Carlota de la Sierra, “can only do so much with her two eyeballs manually screening pages on the internet. “Rentalscape will help a lot,” he said. In addition, the resolution states that the village will test new GIS map layer technology for vacation rentals and provide feedback for improvements. Staff will also prepare an annual report on the state of vacation rentals in Islamorada. In other matters, council members voted 5-0 to approve a contract to purchase property at 81981 Overseas Highway, known as the Walgreens property. The dais directed village staff to make an offer in July. Key terms of the proposed contract include a purchase price of $2.75 million. The 2021 market value is $3.125 million, according to the Monroe County Property Appraiser. There would be a use restriction, meaning the property couldn’t be used to operate a gas station, convenience store or pharmacy. “Under your ownership, it won’t be a 7-Eleven or something that doesn’t add to the community character of the village,” Oravec said. With the council’s approval, village staff will proceed with an environmental assessment of the property. Barring any complications, the contract should close in November or early December, Oravec said. Grading of the site for installation of temporary parking would start, and so would a community-driven planning and
design effort for the property’s long-term future. A resolution ratifying a proposed collective bargaining agreement between the village and firefighters with the IAFF Local 4374 was unanimously approved by council members. The agreement is for three years beginning Oct. 1. Members will see base wages and salaries increase by 5% this year, 3% on Oct. 1, 2022 and 3% on Oct. 1, 2023. The overall incremental cost of the salary increases, base pay and promotions, in the first year is about $290,769.51 over the current fiscal year. This amount is included in the proposed budget for the upcoming fiscal year beginning Oct. 1, 2021, through Sept. 30, 2022. State lobbying service agreements were approved with the village’s two firms in GrayRobinson and Peebles, Smith and Matthews Inc. The village will pay a total of $123,000 for the two firms through fall 2022. GrayRobinson will receive $75,000 from the village and Peebles, Smith and Matthews Inc., will get $48,000. Originally grouped into the consent agenda, contracts for lobbying services were pulled by Councilman Henry Rosenthal for additional discussion. Rosenthal expressed concerns over the lobbying firms and what transpired during previous councils, notably communication regarding the Founders Park Pedestrian Bridge proposed by the Florida Department of Transportation and word that canceling the project could jeopardize future state funding. Rosenthal moved not to renew the contracts, but that motion wasn’t met with support from the other members of the dais. Council members will gather for a regularly scheduled meeting on Thursday, Oct. 14 at 5:30 p.m. at Founders Park Community Center.

hen Marathon resident Bob Williams set out on Sept. 19 for his daily swim around East and West Fanny Key, two small islands on the gulf side just off the south end of Marathon, he was met by a surprising and unavoidable obstacle: a barge and backhoe clearing vegetation off the center of the island. Confused, Williams quickly returned to shore and grabbed a GoPro, only to find the barge pulling away by the time he returned to the island. Multiple posts shared to Facebook sparked an outcry among community members, and Williams placed a call to Marathon City Manager George Garrett the next day. “I’ve seen many examples of fringe clearing to improve a water view for new homes, but this incident was particularly egregious because of the density of birds,” Williams said. “Egrets, herons, frigate birds, pelicans and cormorants were all nesting there. This is devastating to a healthy and viable rookery.” Upon learning of the incident, Garrett contacted both the Department of Environmental Protection (DEP) and the Fish and Wildlife Conservation Commission (FWC) to establish separate but cooperative investigations. After visiting the island with the Monroe County Sheriff’s Office and observing from the surrounding waters, Garrett directed the code department to issue a citation. “They absolutely needed, and did not seek, a building or clearing permit,” Garrett confirmed. “That’s a permit that would have been difficult, or nearly impossible, to obtain. It was absolutely a violation of our code.” A special magistrate’s hearing has been set for Thursday, Oct. 21 at 2 p.m. In a statement, DEP added to Garrett’s comments. “The Florida Department of Environmental Protection (DEP) is investigating reports of illegal mangrove clearing on West Fanny Key, which is a vacant offshore island. DEP has no record of an application for a permit to conduct the activities described above, and at this time, our investigation remains active and ongoing.” After obtaining access to the

site with FWC investigators on Sept. 28, the department stated that it is in the process of drafting a warning letter. “The department is in the process of finalizing its Compliance Inspection Report, which will be made publicly available and posted to our public database once completed,” DEP continued. “Also, the department is in the process of drafting a warning letter, which will require the responsible parties to meet with DEP to review possible violations of Section 403, Florida Statute and provide the department the necessary facts to complete its regulatory review. The department is committed to enforcing Florida's environmental laws and holding violators accountable. We will continue to share information as we progress through this enforcement process.” In the initial stages of the investigation, photographs of the island taken immediately after Hurricane Irma, which wiped away most of the Keys’ greenery, called into question whether the vegetation on the island was living at the time of the clearing. However, personal photos and satellite imagery taken since the storm have confirmed that the island was home to many living trees and plants. According to Williams, he and many others fear that the fines resulting from the clearing may not be enough to deter similar actions in the future. “After three decades of being here in the Keys, I’ve seen similar stuff on a much smaller scale. I’m tired of seeing the fines become a cost of doing business,” he said. Per the Monroe County Property Appraiser’s website, the Fanny Key islands were last sold in 2015 to a couple from California, and are currently valued at $3.3 million. Keys Weekly attempted to contact the couple for comments, but received no response.

he State of Florida allocated $15 million to Monroe County through the Community Development Block Grant-Disaster Recovery (CDBG-DR) Voluntary Home Buyout Program. The voluntary program was created to encourage risk reduction through the purchase of residential property in high flood-risk areas affected by Hurricane Irma. Property owners in unincorporated Monroe County who wish to sell their homes are encouraged to participate, especially if they were damaged by Hurricane Irma and are still in need of repair. Priority properties are in low- and moderate-income areas and eligibility requirements must be met to apply. Once acquired, any existing structures will be demolished and the property will be used for permanent open space, passive recreation, or to restore natural floodplain functions indefinitely. A public hearing will be held regarding the proposed registration period for new participants on Wednesday, Oct. 20, at 1:30 p.m. at the regularly scheduled Board of County Commissioners meeting at the Monroe County Government Center, Marathon. here will be no leniency.” That’s the message Monroe County school officials are sending when it comes to criminal behavior associated with social media dares and stunts. The latest round of “TikTok Challenges,” also known as “Devious Lick Challenges,” (after the screen name of the creator) which circulate on the popular smartphone app, dare students — typically in middle and high school — to commit certain offenses, including “smack a school staff member” and “jab a boob.” The challenge for December states, “Deck the halls and show your b*&ls in the school halls.” “The biggest thing is for parents to be aware that this is occurring and to monitor their children’s online activity,” said Amber Acevedo, a longtime Monroe County principal and current public information officer for the Florida Keys school district. “It could be on TikTok today, and another platform tomorrow, but these are criminal offenses. Some of them are actually felony sex offenses that will have severe and lasting consequences. These are decisions that could affect a student’s life history.” The level of aggressiveness is increasing and if some of the crimes are committed on school grounds, the penalties are enhanced, Acevedo added. “There will be no leniency for these acts. Parents and students need to hear that and know that right now,” she said, adding that the school district had made the state attorney’s office aware of the situation. “Slap a teacher, go to jail. Pretty simple,” State Attorney Dennis Ward told the Keys Weekly. “I’ll keep you in there for as long as I can keep you in there.” Ward said his office hadn’t received any cases pertaining to Tik Tok challenges as of Oct. 5. In schools across the country, TikTok bathroom challenges have left floor tiles smashed, urinals stolen and soap dispensers missing. Those who vandalize schools in Monroe County will pay a price, Ward said.
“If you go and vandalize school bathrooms, I don’t think your parents will be too happy because they’re going to have to pay for redoing the bathrooms, every penny that it costs the school district,” he said. “I’ll ensure the parents pay that. As far as the child, we’ll look at some type of community service and maybe even psychological evaluation.” Ward said TikTok management needs to police itself. “They need to take these kinds of things down or not let them go up in the first place,” Ward said. “But I don’t think their management is interested in doing that.” But there is a bright side… Sigsbee Charter School in Key West was the site of two bathroom vandalism incidents in the past month. But the school has turned the negativity and criminality of the TikTok challenges into a positive initiative while making parents aware of the concerns and potential consequences. “The Devious Lick Challenge is a prime example of the influence that social media has on our students,” Sigsbee Principal Eli Jannes told the Keys Weekly on Tuesday. “We knew we had to address the challenge proactively. However, we did not want to empower those behind the challenge by giving it more attention. We decided to put our energies into creating our own challenges that would give attention to the type of behavior we want to see in our school community.” School officials spoke to students how the vandalism sends a hurtful message to members of the maintenance staff who work hard to keep the school clean and safe. “The students also learned about how our maintenance staff help out at our school in several ways — by teaching ukulele, posing as our living Elf-on-the-Shelf and coaching basketball. They then wrote notes, drew pictures or created banners to support and appreciate these staff members,” Jannes said.
Middle and high school students often use the popular smartphone app TikTok to circulate ‘challenges’ that have escalated into criminal behavior that will not be tolerated in Monroe County schools. CONTRIBUTED
The school also turned the “Smack a staff member” challenge into its new “Helpful Hands, Not Devious Ones” campaign that challenged each student to make a pledge to be helpful to one or more staff members, Jannes said, adding that the students are writing their pledges on paper hands, and the school’s S.A.V.E. Promise Club is turning them into wreaths for classroom doors. “I don’t think any of my classmates would do anything like smack a teacher. My class is really kindhearted,” Sigsbee sixth grader Jack Mitchell told the Keys Weekly. “We have respect for our teachers. But some younger kids might not understand how hurtful these things can be. We do have some homophobic older kids who have bullied kids for being gay or just different. So it’s great that we now have the S.A.V.E. Promise Club that’s all about antibullying and suicide awareness.” The school has not encountered any further issues with the challenges, “and many of our students feel as though they are able to contribute in a positive manner to keeping our community respectful and responsible,” Jannes said.

A
n organization that’s mobilizing the older generation in the Upper Keys through various services and activities is seeking a permanent home. JOY, or Just for Older Youth, Center is hoping Monroe County officials grant them space at the old Plantation Key Courthouse, and the center has support from Islamorada in that endeavor. Before village council members delved into an agenda on Sept. 30, Mayor Buddy Pinder took to the microphone to proclaim September as National Senior Center Month. Joining him was Betsy Baste, president of JOY, and Denise Downing to accept the proclamation. JOY started in 2017 with a group of local residents seeing the need for an intergenerational center to serve Key Largo, Tavernier and Islamorada. With the old senior center torn down to make way for the new courthouse and jail facility, JOY is now asking county officials to grant it space at the old building to create a place where all people can grow, learn and make new connections. As part of the proclamation, Pinder said the village is calling on the board of county commissioners to recognize the special contribution of JOY Center and consider providing space at the old Plantation Key Courthouse or an appropriate venue for JOY. “Whatever we can do to help, because we’re all going to be there one day,” Pinder said.
During a Sept. 15 meeting, Assistant County Administrator Kevin Wilson told county commissioners that several groups are seeking space at the old courthouse building on Plantation Key. With a new Monroe County Government Center under construction, the courts, sheriff’s office, clerk’s office, state attorney’s office and public works will be moving to the space. That leaves space at the old building available. Along with JOY, juvenile justice and NOAA have expressed interest in space at the old facility. Wilson said he doesn’t expect offices currently occupied by judges and other officials to be vacant until later this year or 2022. JOY provides everything from technology classes and social gatherings to games and wellness. During the pandemic, the JOY Center ensured vulnerable citizens ages 65 and older weren’t feeling pandemic-related loneliness and isolation. Baste said the JOY Center has almost 600 members who receive services. She thanked the village and Pinder for recognizing what the Upper Keys community has with its older population. “We are really working hard and tirelessly to incorporate this as a place for everyone here,” she said. COVID-19 surge during the summer is slowing down in Florida and the Keys, according to data by the Florida Health Department that shows five weeks of continual decreases in new reported cases. A little more than 37,770 positive cases were reported to the health department in the latest report issued Oct. 1 for data spanning Sept. 24 to Sept. 30. Total cases are down from the previous week, when 56,368 cases were reported and the week before that when 73,782 cases were confirmed. New cases peaked during the week of Aug. 20, when the health department reported 151,821 cases in Florida. Like the rest of the state, cases in the Florida Keys are continuing to drop. A little over 130 positive COVID-19 cases were reported in Monroe County between Sept. 24 and Sept 30. That’s down from the some 500 cases reported between Aug. 6 and Aug. 12 and 386 reported between Aug. 20 and Aug. 29. While encouraged with the recent decline, Monroe County’s top health officer, Bob Eadie, said COVID’s history shows two-month cycles of increases and decreases in cases. Eadie said there are some epidemiologists who believe this could be the end of the rapid increases in COVID-19. But the disease hasn’t vanished. “I’m encouraged by what I’m seeing as a trend, (but) I don’t think we should declare victory yet and say that COVID has gone away,” he said. “It definitely hasn’t, but there’s real room for optimism now.” Eadie said the number of residents at risk for infection is diminishing, with 80% of the county’s population, or 54,824 people, vaccinated. However, he said the disease will hang around longer with people coming in and out of the Keys and a number still not vaccinated. “You perpetuate the spread of the disease when you get people coming in large numbers from disparate locations. That increases exposure,” he said.
Data by the U.S. Centers for Disease Control shows just over 1,300 COVID-19 tests performed in the county in the last week, down 25% from the previous week. A number of free testing sites are available to residents. A Curative testing van remains at Islamorada’s Founders Park from 9 a.m. to 4 p.m. for walkup appointments. CHI and Good Health Clinic are offering free testing in Marathon. Tests are also available at CVS pharmacies in Stock Island, and Key Largo and Advanced Urgent Care facilities in Key West, Marathon and Key Largo. Four COVID-19 patients were receiving treatment at Lower Keys Medical Center on Oct. 5. None were in the intensive care unit and nor receiving ventilator care. Baptist Health South Florida had 3 patients with COVID-19 in Monroe County and 156 patients with COVID-19 across its system as of Oct. 6. That’s a 75% decrease in hospitalizations at Baptist hospitals. “While we are experiencing a steady decline in the number of COVID-19 cases, we continue to encourage the community to get vaccinated and remain vigilant,” said spokeswoman Gina Halley-Wright. Thirteen students were out of school dealing with COVID-19, per data on the Monroe County School District’s dashboard as of Oct. 4. Eadie said area schools aren’t seeing a great deal of in-school infections, and around 45% of 12- to 18-yearolds are vaccinated. “Most of what we can see is infections coming from outside schools,” he said. “We have had some outbreaks, but still nothing that has been major or has given us a whole lot of concern. Children can get COVID, but fortunately it does not seem to impact them in an adverse way like it would others.” A little over 19 million Florida residents have received a COVID-19 vaccine. Of that number, 1.9 million vaccinations were administered to those 12 to 19 years old. More than 4.5 million citizens ages 65 and older were vaccinated, while 1.4 million people ages 60-64 received a shot. CDC continues to recommend people aged 65 years and older, residents aged 18 years and older in long-term care settings, and people aged 50–64 years with underlying medical conditions should receive a Pfizer booster shot.

ven when she was a little girl, Cheryl Cottrell always wanted to be a nurse. Always. She would play nurse with her dolls and read the “Nurse Sue Barton” series of books. She even considered being a missionary nurse through her Southern Baptist church. “That didn’t happen. I was too strong-willed,” recalled Cottrell with a laugh. “But we can be missionaries in our own backyard.” Which is, in the end, exactly what she did. After growing up in the Upper Keys and graduating from Coral Shores High School, Cottrell studied to be a nurse and followed her calling, practically in her own childhood backyard in the Keys. She received her associate’s degree in nursing from MiamiDade South, a bachelor’s degree in nursing from FIU and a master’s degree in health service administration from Barry University. Along the way, she put in 45 years at both Mariners Hospital and Fishermen’s Community Hospital, now a part of Baptist Health. She rose from a nursing assistant to vice president of nursing services and chief nursing officer. And now, at age 70, she is retiring. Her last day as a nurse will be Dec. 18. But one gets the feeling that her love for nursing runs so deep, she might not be able to stop. “I'm glad I made the decision (to retire),” she said. “It was a hard decision to make. I’ve worked since I was a teenager. Really, I’ve already started to think about whether I’d volunteer somewhere, maybe one day a week. I love what I do, I love being a nurse and a nurse administrator. I work with a great bunch of people. I think we have the best nurses in all of South Florida. My peers in Miami may disagree.” Drew Grossman, CEO of Mariners Hospital & Fishermen’s Community Hospital, pointed out her unflagging devotion to both her profession and the Keys in his announcement of her retirement.

“In addition to her daily position, Cheryl is actively involved in Upper Keys community and business organizations,” he wrote. “She has been on the board of directors of Florida Keys Healthy Start Coalition since 1992. Also served as the hospital representative on both Key Largo and Ocean Reef chambers of commerce. Today, she continues her membership in the South Florida Organization of Nurse Executives, American Nurses Association and Florida Nurses Association. ... (Cottrell has) served Baptist Health and the Keys community with the utmost dedication, commitment and a legacy that will be hard to match.” Melanie O’Neill is director of nursing services at Mariners and Fishermen's and worked with Cottrell for 22 years. O’Neill witnessed firsthand Cottrell’s commitment to her work. “She’s very humble and goes out of her way,” O’Neill said. “There are so many examples of that. She’ll come in and relieve the nurses. So whatever patient comes through, she makes sure she gets them cleaned up. She does it all the time. It's just amazing that she has no issues getting in the trenches with all of us. She’ll come in the hospital in the middle of the night so she can help people in the community deal with the illness of their loved one. It's almost like she’s on call 24/7. Gayle Maimo, director of cardiopulmonary services at Mariners, worked with Cottrell for 16 years and got to know her well. “She's a very dynamic woman. Very. She's got pictures in her office of her family. She's religious and does a lot for the community. I was impressed she was very involved with Leadership Monroe County while having a busy family life,” said Maimo, pointing out that her coworker and friend is not afraid of hard work that others may consider below their station. “Once, here at Mariners, they didn’t have enough housekeepers to clean,” Maimo remembered. “And she would get out and mop the floors. She would do whatever is needed to do. If you see her now, she wears sneakers with a dress.” “I don’t want to cry, but I'm going to miss her,” said O’Neill. “She’s put other hospitals first for so long, I’m praying she enjoys her time now. Once, she couldn't go on a hike with her sister because something was going on in the hospital. So I pray she takes time for himself now. She is a wonderful, wonderful leader.” The good news is, she’s not going anywhere. For the time being — until she’s compelled to volunteer, like she’s already predicted — Cottrell is going to spend her retirement with her adult children, their spouses and her five grandchildren. “For me, it’s been a privilege to work in this community and make friends with the people I work with and the people I've grown up with,” she said. “It is scary retiring, but I have lots of things I can catch up on. I still live in Key Largo. I live in paradise. Someone asked me if I’ll move. And I think, ‘Well, my house is paid for, and my grandchildren are here.’ So no, I'm not moving.”

Two avid treasure hunters find their way to the Keys
A
rt “Silver Bar” McKee is a celebrated Florida Keys treasure hunter. He was born in Bridgeton, New Jersey, on Nov. 2, 1910, and always loved the water. As a young man, he worked as a lifeguard at a New Jersey public pool. When an August storm poured for four hours and dropped 11 inches of rain on and around Bridgeton, two area lakes were overwhelmed, the earthen dams created to contain them cracked and a wall of water pushed down the Cohansey River. The 1934 flood destroyed the bridges connecting the east side of Bridgeton to the west side. The event changed McKee’s life. A hard hat diver was hired to help clear the river of debris. McKee was hired as his assistant and worked as the diver's line tender to make sure there was a constant flow of oxygen. Art was hooked. He wanted to be a hard hat diver. McKee moved to Homestead, Florida, in 1937, where he worked as a lifeguard, saved up some money, and bought a used hard hat diving rig. In 1938, a local fisherman named Reggie Roberts asked McKee if he wanted to see a shipwreck that he had spotted off Key Largo, between Rodriguez and Tavernier keys. The ship was the Capitana, the lead military escort of the ill-fated 1733 Treasure Fleet that was wrecked along the reef line of the Upper Keys by a September hurricane. That wreck was later identified as the Spanish galleon El Rubi. The discovery of El Rubi and subsequent ships from the 1733 fleet has been marked as the modern rediscovery of the lost ships from this tragic fleet. The exploration of that wreck facilitated the progression of Art McKee, lifeguard and hard hat diver, to Art McKee, the father of modern-day treasure hunting. Art McKee was not the first hard hat diver to explore the warm, clear shallows surrounding the Florida Keys, nor the first to salvage sunken ships. He shared that history with the Danish-born Carl Herluf Holm, who, at 12 years of age, ran away from his Copenhagen school and attempted to join an expedition venturing out toward the North Pole. It did not take long for those in charge to discover that Carl was four years shy of the

minimum crew age of 16. Though the boy was returned to his home, he continued to run away. So, at 14, his father entered him as an unpaid apprentice aboard a Danish navy ship. By 16, he had become the Danish navy’s youngest hard hat underwater diver. Like McKee, Holm found his way to South Florida and settled in the Miami area. He also formed the U.S. Marine Salvage Company. In a 1929 article from The Miami News, Holm confessed, “I love the sea bottom. … I can’t keep away from it. Sometimes I just stop my work ‘down there’ and sit down on a rock to look about. It is fairy land.” According to a 1934 article published in The Miami News, Holm and his crew were investigating a shipwreck discovered near the Florida Reef in the shallow waters surrounding the Florida Keys. Though it was not revealed near which of the islands Holm and his salvage company were exploring, the reason they chose those particular shallows was a familiar one. Some local fishermen had cast their nets near a white, sandy bottom, and the net’s little woven

While iron cannons and other unidentified artifacts were recovered, there was no silver, and the ship’s identity was never revealed. It could have been one of the ships destroyed by that September hurricane in 1733 or any one of the hundreds, if not thousands, of other ships wrecked along the Florida Reef. While McKee went on to become synonymous with salvaging ships from the Spanish fleet and earning the honorary title of Father of Modern Treasure Hunting, Holm possibly etched out his own place in the history books. According to the author and local historian Charles Brookfield, in 1934, Carl Holm reportedly dislodged the iron ring famously driven into Black Caesars Rock and used by at least two pirates named Black Caesar. He also sent it to the Smithsonian Institute. On several occasions, I have reached out to the Smithsonian, as well as to individual curators working for the museum, in hopes of finding corroboration about the donation. Without providing additional information, the institution has no way of tracking down the artifact. Also, after 1934, newspaper articles were written about the infamous pirate of Elliott Key named Black Caesar that sometimes mentioned the iron ring or, in some cases, iron rings. These writers claim to have seen the ring still attached to the rock, though it has now long since disappeared. It looks like the whereabouts of the iron ring will remain just another twist in the legendary tale of the pirate Black Caesar and Carl Holm a footnote in the history of the Florida Keys.

THIS WEEK’S FISHING REPORT We are starting to see some big vermilion snappers in the deeper water, as well as yellow eye snappers, on the deeper rock piles from 220 to 450 feet. Also, I’ve been hearing reports and seeing some large schools of ballyhoo along the reef line, and some sailfish. The black grouper fishing has been pretty good, and larger flag yellowtails are showing up along the reef. My favorite depth for fishing both species is between 75 and 100 feet of water. The colder it gets, the better the black grouper fishing gets. And remember, black grouper season closes Jan. 1, so keep an eye out for colder days.
TROLLING TIP — WAHOO FISHING Don’t be afraid to troll ballyhoo or lures without wire leaders when targeting wahoo. Running long shank hooks or double hooks will keep you connected. ngler Jim Bokor Jr. of Buffalo, New York, fishing with his friend Dwayne Wesolowski of Buffalo and Capt. Richard Black of Islamorada, won the 2021 Robert James Sales S.L.A.M. Redbone Celebrity Tournament Series in Key West, which kicks off the annual Redbone Celebrity Tournament Series. (S.L.A.M. stands loosely for Southernmost Light Tackle Masters.) The series aims to catch a cure for cystic fibrosis, a life-threatening genetic disease that affects the lungs, and has contributed millions of dollars since 1999 for cystic fibrosis research. Bokor Jr. was runner-up in 2019 when the tournament was last held, when he caught 20 bonefish and five tarpon. The 2020 tournament was canceled due to COVID. Species sought in the S.L.A.M. are bonefish, tarpon and permit. The S.L.A.M. is followed by the Redbone Celebrity Tournament the first weekend in November and the Redbone Sunset/Sunrise Tarpon Tournament in April. Cloudy weather made sight-fishing difficult this year. Bokor’s team ran north to catch tarpon and caught seven out of 10 seen. Capt. Black said Bokor Jr. caught about five on shrimp and a couple on artificial tackle. The team found bluer skies “much farther north” than Key West, and after about 15 minutes of looking for permit, Bokor had a 43-inch permit that ended up being the tournament’s largest in two days of competitive fishing.
Next, they fished for bonefish to complete a “slam of tarpon, permit and bonefish,” and Bokor’s proficiency at fishing a bank nabbed three out of the four bonefish spotted using live shrimp as bait. They had their “slam” by 11 a.m. which enabled them to make their way back to Key West, where the cloudy conditions continued. Still, Bokor caught another bonefish near Key West. The next day, the team aimed for additional points and Bokor caught four bonefish on artificial tackle, and Wesolowski caught four bonefish on bait. Bokor also caught another permit giving him two “slams.” Black had guided Wesolowski and Bokor Jr. in the Keys last winter casting for redfish, so Wesolowski was relatively new to sight fishing and recognized the difficulty and enjoyment of it. Bokor Jr. earned awards in nine out of 15 categories including the runner-up team category. He plans to fish the Redbone Celebrity Tournament set for Nov. 5-7 in Islamorada again with Capt. Black. Carmen Perez Padron of Miami also had a great tournament. She not only won first place among women anglers, but team grand champion title with Paulo Firmo of Miami and Capt. TERRENCE MICHAEL ASH Dr. Terrence Michael Ash, of Deland, Florida, 70, passed away Sept. 17, 2021, at home. “Terry” was born Sept. 3, 1951, at Jackson Memorial Hospital in Miami. He lived in Miami Springs and graduated from Miami Springs Senior High in 1969. He studied at Stetson University and graduated from National College of Chiropractic, Lombard, Illinois in 1975. Soon after graduating from college, Terry began his practice with his father, Dr. Terrence Phillip Ash, Hialeah, and later opened his own practice in Miami Lakes. After his retirement he lived in Tavernier, New Smyrna Beach and Deland. Terry’s interests were family vacations at Disney World, boating, fishing, billiards, property investments, life long studying in economics, government and foreign languages, aikido martial arts, automobiles and Christmas. He bought his first new car at the age of 18, a 1969 metallic silver Corvette with the money he had saved. During the Christmas season, he would
choose a family and make their Christmas a little brighter by giving them gifts that accumulated all year long. Terry is preceded in death by his father, Dr. Terrence Phillip Ash, mother, Elizabeth Louise Ash, two brothers, Dennis Randolph and Albert Creighton Ash. He is survived in life by his sister, Elizabeth Adrienne Byrd; son, Terrence Christopher Ash; daughter, Lauren Adrienne Annen; granddaughter, Ruby Elizabeth Annen; two nephews, James Edward Byrd III and Darian Phillip Byrd; and a great niece, Ayla Adele Mclaughlin-Byrd. Lankford Funeral Home and Crematory, of Deland, is in charge of cremation and a memorial will be planned for a later date. Swimmers dominate against LaSalle The Coral Shores swimming and diving team won its meet over LaSalle on Sept. 29. The Canes dominated the competition with swimmers who tried new events. Corley Smith had an impressive swim in the 200 individual medley, 2:21.04, and 100 breast, 1:14.38. Olivia Sargent competed in the 50-meter freestyle and recorded a time of 28.17, while Abbie Sargent competed in the 100-meter back and recorded a time of 1:06.13. The girls 200-medley relay team of Andrea Lopez-McNenney, Abbie Sargent, Riley Cooper and Corley Smith dominated with a time of 1:58.62. On the boys side, Patrick O’Donnell dominated the 100-freestyle, 58.46, while Ariel Galvan won the 100-meter breaststroke, 1:21.78. “It was awesome to watch our kids swim new events last week,” said coach Kelly Kater. “I think it really showed how much talent we have on the team and how much fun the postseason should be. I can’t wait to see how we do against Key West this week.”
The team competed against Key West on Oct. 6. Results weren't available before press time. ver have one of those late-night hankerings for some yummy dessert and wonder where to go? Well, there’s the 24-hour Trading Post in Islamorada. Chatting with Betsy Jacocks and her son Michael Mooney brings out the history of the Trading Post, the adjacent Village Square property. And with the history come some fun things they have planned for the rest of this year into 2022. Jacocks’s parents initially bought the store in 1966 for $32,000. Her parents had owned an iron ore mine and lost everything when Fidel Castro took over. Like many other Cubans, they moved here to start over. One day, her father was in the Keys working in the store doing their inventory when he heard the owner say, “I can’t wait to get out of here. I want to sell this place.” The original owner had opened the store so his wife would have a decent place to go grocery shopping. Betsy then went to college in Louisiana to be a vet but ended back in the Keys after graduation. In 1990, Betsy bought The Trading Post from her mother for quite a bit more. Betsy said with a smile and a chuckle that when she found the original paperwork, years later, she called her mom to renegotiate. Her mom sweetly said, “Dear: Business is business,” and hung up on her. Years later, their business is still thriving, with exciting updates on the way. They are currently creating a walk-in Beer Cave where they will have the coldest beer — jacket required? In addition, the produce section is being updated and adding even more options. They are excited to be supporting South Florida farmers by adding in even more local produce. Next year, they are planning an extensive remodel. The deli is a No. 1 sales driver. Michael and Betsy were adamant that their prepared food is always “Homemade, fresh, nothing comes out of a box.” Adding in, “That’s one thing we will never give up or change.”
They get a good push of traffic around 9 p.m. and then again at midnight to 1 p.m. for that late-night snack crowd. It’s important to know where to go for some delicious desserts. (This is the part when I started drooling over their bestselling Mississippi Mud Pie, Reese’s Pie, Key Lime Pie, chocolate cake, tarts, and more.) The Trading Post is not only a full-service 24-hour grocery store, but also the perfect place to order food for football game day, an event, party, or as Michael said, “if someone wants to order a platter of sandwiches all for themself,” they are happy to help. And they have varying fresh daily lunch specials. When asked what their favorite meal was, they both responded in unison, “The chicken salad.” Betsy admitted she doesn’t have a passion for cooking, which concludes that their food options have to be top-notch if that is the owner’s primary food choice for the past 30 years. The gift items cater to locals and tourists as they are not “Keysee” but still smaller for a fun impulse, a gift, or stocking stuffer for the upcoming holidays. One last fun fact: The family lived in the house behind The Trading Post, which is now Miss Monroe, for 20 years. Besides Miss Monroe, there are several other must-visit businesses on the property — Bookee Sue Botanics, Bad Boy Burrito, and Café Moka at The Village Square. In addition to the success of those businesses, Betsy said, “They are all great tenants and get along nicely, like one big happy family.” It sounds like the perfect place to stop. Oh, and don’t forget your dessert. Next up for The Village Square is Halloween festivities on Saturday, Oct. 30. Tickets will be on sale at the door. In 2022, there will be a new event called “Keys Concerts by Candlelight,” which will be a full sit-down dinner and drinks monthly January through April. Conditions were great up until the weekend when the winds came in. As I always say, diving in the Keys depends more on the winds than the rain. total of 129 anglers ages 11 and younger vied for the top prize during the 24th Annual Keys Kids Fishing Derby on Sept. 26 at the Lorelei. Eight-year-old Jude Paneiro, fishing with Brian McCadie out of Robbie’s Marina, took top honors with a 58.8-pound amberjack. Junior anglers paid no fee to participate in the event. They fished in one of three different divisions: offshore, shoreline or backcountry. Awards were for three different age groups in each of these divisions. Ditty bags packed full of fishing goodies from many local businesses and other donors, including a fishing rod for each angler from Fish Florida, were handed out to all kids who fished. Lines were in at 9 a.m. and the weigh scales closed at 1 p.m. Panerio took home a framed Pasta Pantaleo print, a fishing rod from Tackle Center of Islamorada, a tournament trophy, award certificate, tackle box, as well as other prizes. Tristan Norris, age 10, caught an 11.9-pound dolphin to win the 8-11 age group in the offshore division. Eva McCadie, 5, weighed in a 12.6-pound jack to win the 5-7 offshore age division. Over half of the anglers registered for the shoreline division, and most fished from the docks at the Lorelei. Three-year-old Tommy Barber caught a 0.8-pound snapper winning on time over Landon Holly, age 4, who caught a 0.8 pound grunt followed by 3-year-old Olivia Obermann who also caught a 0.8-pound grunt. The fish were all released immediately after being weighed in. The largest fish caught from shore was a 1.0 pound snapper, released by 5-year-old Maddox Whiteman. Angler Dominick Whiteman, 8, weighed in and released a 0.9-pound snapper to win his division. The backcountry division’s largest fish would be weighed in by 3-year-old William Walsh V. The snook weighed in at 9.9 pounds. Emma Roamirez weighed a 5.5-pound jack to take top honors in the 5-7 age group, and Bryce Veath, 10, won his division with an 8.6-pound jack. Most Outstanding Catch awards went to Caylin Gwilliam, 10, who released two tarpon, one redfish, two snapper, three tripletail, and a lady fish. Angler Aiden Zeher, 10, released a sailfish. Zayla Zinkand, 4, caught a 2.4-pound jack that would have won second place in the backcountry division, but missed the weigh-in by seconds. “Tournament founder Kathy Lewis was with

Tackle Center also supplied all the bait for the junior anglers. World Wide Sportsman donated rods for all the first-place anglers, while Sportsman’s Adventures donated all the ditty bags. Pasta Pantaleo packed, bagged and supplied prints for all the winners. MJ Hudson took the pictures, while IGFA was on site to teach kids about conservation and how to tie knots. HEROES GO FISHING Annual event supports the wounded and disabled veterans
T
wenty-five wounded and disabled U.S. veterans took to the water for the seventh annual Fish with a Hero in Islamorada recently. They were guided by 14 charter boat captains out of Bass Pro’s Bayside Marina. “This is so fantastic. How could you not want to help these brave men and women?” said Scott Liebert, general manager of the Bass Pro Shops complex in Islamorada. Mark Gibson, director of Fish With a Hero’s Florida Keys operations, said he was blown away by the support seen for the veterans. “I think this year hits a new record in terms of the Keys community coming out with their total support of these heroes,” he said. Fish With a Hero is a non-profit that uses recreational therapy in the form of fishing to help wounded and disabled vets recover from post traumatic stress disorder (PTSD), traumatic brain injury (TBI) and other disabilities and wounds of war. From Sept. 21 through Sept. 24, the organization received help from major sponsors in Bass Pro Shops and Cabela’s Outdoor Fund, the entire Bass Pro complex in Islamorada, and Mangrove Mike’s Cafe, which provided breakfasts for all volunteers and participants all three mornings of the event. The event would not have been possible without the donated talent and expertise of many professional captains from Bass Pro’s Bayside Marina: Capt. Mike Makowski, of Blackfoot Charters; Capt. Sam Milazzo, of Vice Versa Charters; Capt. Ryan Wenzel, of 4Reel Charters; Capt. Sam Milazzo, of Milazzo Charters; Capt. Larry Syndor; Capt. Chris Barron, of Stray Cat Charters; Capt. i friends: Reef the fox here with your weekly “Reef’s Report.” Last week I introduced you to Jasper and Penny, who live here with us at Pawsitive Beginnings. This week I want to introduce you to Libby and Louie fox. Libby and Louie were my mom’s (Nicole Navarro) first fox rescues last year. She drove 3,000 miles roundtrip during lockdown to pick them up in Ohio. They arrived here on May 3, 2020. Louie is a funny fella. He has some strange looking ears but it’s a sad story. The fur farm let him suffer with bad infections in both of his ears so that’s why they look different. And Libby has no tail so the fur farm was just going to “discard” them both. Fur farms are bad, bad places. My mom is actually away again this week. She flew all the way to New York City to be the guest speaker at an international anti-fur march. How cool is that? My mom really fights for foxes and other animals that are trapped on fur farms. This week here in Key Largo there are a few fun things happening. On Saturday, Oct. 9 at 5 p.m., there is a grand opening of a new taco truck, G’s Taco Truck, at the Caribbean Club. They said there will be food and drink specials, live music and, of course, that world-famous Florida Keys sunset. I stole a taco once from mom and it seemed like a good idea at the time,
but my tummy didn’t think it was a good idea later that night. Down at Florida Keys Brewing Co. this weekend is the celebration of Oktoberfest with REEF German beer, GerTHE FOX man food and German music. How Key Largo with cool! his human, Nicole One last thing Navarro. before I sign off. The Upper Keys Humane Society “Raise The Roof” Gala has been postponed until Jan. 21, 2022. My friends there wanted me to let you know if you already purchased tickets they will still be good for the new date and if you cannot make it on the new date you can definitely get a refund. Anywho, that is all for this week.
