On Sept. 27, Gov. Ron DeSantis announced Terran Orbital’s decision to choose Merritt Island for the construction of its Commercial Spacecraft and Constellation Facility, bringing valuable spacecraft manufacturing opportunities and capabilities to the state by investing more than $300 million in new construction and equipment. he Florida Department of Health has issued a new emergency rule declaring that parents now have a choice whether or not to quarantine a child who has been exposed to COVID-19 and is not showing symptoms. A quarantine is no longer mandatory.

In addition, in a display of escalating tension between the federal government and the state of Florida, the U.S. Department of Education has started awarding state-penalized school districts funding from an initiative called Project SAFE. The funds are meant to protect the districts that are mandating protocols to prevent the spread of COVID-19 but are penalized by Florida for doing so.

The emergency rule announced

by Gov. Ron DeSantis on Sept. 23 states, “Because of the importance of in-person learning to educational,

social, emotional, and mental health and welfare, removing students from the classroom for lengthy quarantines should be limited.

Under Florida law, parents and legal guardians have a fundamental right to direct the upbringing, education, healthcare, and mental health of their minor children and have the right to make healthcare decisions for their minor children.”

The Monroe County School District (MCSD) released a response: “MCSD will comply with the Emergency Rule, signed by new State Surgeon General Joseph Ladapo.

The district urges all parents, particularly those with students who are known to have been exposed to COVID-19, to continue to monitor those students closely for symptoms of COVID-19 and to keep them home if they show any symptoms at all.”

"Our main goal is to keep students and school staff safe from disease so they can continue to attend

school every day," said Superintendent Theresa Axford. "We need everyone to work together toward that goal. We encourage everyone to continue to wear masks while indoors, practice safe distancing, cleanliness, and to be vaccinated if eligible. These are the steps we know will help us to reach our goal of keeping our schools healthy and operating at their full capacity."

Ladapo, who was appointed

by DeSantis on Sept. 21, said the governor and he share a similar vision when it comes to weighing the costs and benefits of public health policies. He said the recent rule is an example of that.

“We must make sure that we are doing what is right for parents and for students,” he said. “There’s not a single high-quality study that shows that any child has ever benefited from forced quarantining policies, but we have seen demonstrable and considerable harm to children. It’s important to respect the rights of parents.”

School board member Sue Woltanski, who has continuously expressed concern about the COVID-19 rates in Monroe County and advocated for wearing masks in schools per American Academy of Pediatrics recommendations, expressed her thoughts about the state’s emergency rule.

“The new rule came out yesterday, and all the schools were notified today and parents were notified by robo calls,” she said. “We’re counting on parents to keep kids at home if they show symptoms of COVID and continue to encourage people to wear masks. My advice to people is that this is one more reason kids should be wearing masks in schools while COVID rates are high in the community.”

The chairman of the school board, John Dick, agrees with the emergency rule.

“I think it's a good thing,” he said. “I think parents can have continued on the next page

more control over what's going on with their child. They can take their temperature and keep the child at home if they have a slight fever or symptoms of the flu. Because from last year's quarantining, we found there really wasn’t a spread amongst the children.”

The complete emergency rule can be found on the Florida Health Department’s website. A Florida Health Department report released Sept. 24 recorded 56,325 new cases of COVID-19 across the state between Sept. 17 and Sept. 23. That’s down from the previous week, when the state reported 73,847 cases and Sept. 3 when 100,033 new COVID-19 cases were seen.

Monroe County saw 188 new cases of COVID-19, according to the recent report. Meanwhile, 383 people received a vaccine.

Meanwhile, the U.S. Department of Education announced on Sept. 23 that it has “awarded the school board of Alachua County $147,719 in funding under the new Project to Support America’s Families and Educators (Project SAFE) grant program.

“This is the first award under Project SAFE, and funding will support the Florida school district’s efforts to protect students as they return to safe, in-person learning,” the department said, “despite the state’s actions to prohibit implementation of strategies to limit the spread of COVID-19 consistent with science-based guidance from the Centers for Disease Control and Prevention (CDC). The Project SAFE program was announced as part of President Biden’s COVID-19 Action Plan to combat COVID-19 and safely reopen schools for in-person learning.

“As part of the program, school districts have been able to apply to the Department of Education to restore funding withheld by state leaders — such as salaries for school board members or superintendents who have had their pay cut — when a school district implemented strategies to help prevent the spread of COVID-19 in schools.”

For the week of Sept. 27, the positive COVID-19 cases in the Monroe County School District saw a big drop from the previous week as of presstime. Per the district’s COVID-19 statistics dashboard on its website, there are 8 new confirmed COVID-19 cases in the school district so far this week, all students: two each in Coral Shores High School and Plantation Key School, and one each in Gerald Adams Elementary, Horace O’Bryant School, Sigsbee Charter and Treasure Village Montessori. Last week, there were 44 confirmed cases in the school district, 37 of whom were students, four were teachers and three were staff.

In total throughout the school year, there have been 336 positive cases: 282 students, 28 teachers and 26 staff.

"The district is working hard to keep students and staff safe under the current circumstances, and I think the relatively low number of cases in our schools show our efforts have been, so far, effective," said school district COVID-19 spokesperson Becky Herrin.

LEGISLATIVE SESSION NEARS

FUNDING AND HOME RULE AMONG MESSAGES TO STATE OFFICIALS

tate Rep. Jim Mooney and state Sen. Ana Maria Rodriguez met with municipalities up and down the Keys via Zoom on Sept.

28 to hear their requests and priorities with another legislative session in Tallahassee approaching.

Full funding for the Florida Keys Stewardship Act, tackling derelict vessels and maintaining home rule were among the common messages local governments told Mooney and Rodriguez to advocate for as they prepare for the session in January.

Last year’s session, at a closed state capital due to COVID-19, saw the legislature approving and Gov. Ron DeSantis subsequently signing a budget, which included $20 million in stewardship funding and $5 million for land acquisition.

Keys officials are again asking for full funding for a program that supports local water quality projects and land acquisition.

“I hate to ask you to do it all over again, but we need you to do it all over again,” Monroe County legislative affairs director Lisa Tennyson said.

She also discussed a continuing push to combat derelict vessels off the Keys waters. Last session, the Florida House and Senate passed a bill that allowed for 90-day anchor limits.

While calling it an effective strategy, Tennyson acknowledged that it would be hard to enact with a condition in the bill for Monroe County to place 300 mooring balls.

Local officials examined mooring sites following the state bill that requested 300 more mooring buoys. It doesn’t go into effect until the county approves, permits and opens new moorings for public use, at least 250 moorings, within a mile of the Key West Bight City Dock and 50 at the Key West Harrison Bight Mooring Field.

“We worked closely with stakeholders and cities and talked about the need for new balls there, but not 300,” she said.

On the funding side, Tennyson said the county is looking to secure funding through a new Florida program for coastal resiliency projects. Monroe County is placing six projects in the program portal, and those include the Key Largo communities of Twin Lakes and Stillwright Point where flooding during king tides is seen.

“Those projects are important to us,” Tennyson said.

Wind insurance rate caps that are seeing 1% increases over five years and protecting local control over vacation rentals were also highlighted during the delegation meeting.

Key West Mayor Teri Johnston is seeking help from state officials to secure some funding for a new crushed glass repurposing effort. She said the city produces an incredible amount of

glass through crushed beer bottles that’s transported some 176 miles for disposal.

“We have a real opportunity to repurpose glass in Key West and Monroe County,” she said.

Johnston, too, relayed the importance in securing more funding for the Florida Keys Stewardship Act. She also discussed the Sadowski Trust Fund and affordable housing.

“We just attended a Housing Authority meeting, and you want to know how bad affordable housing is?” Johnston said. “We have a waiting list of 128 years. That includes locals and those outside of Key West requesting housing.”

Marathon City Manager George Garrett said his list of issues for upcoming session is in line with Monroe County’s agenda, including local regulation over vacation rentals.

“We will certainly continue to fight for it,” he said. “If we have to go on the defense to protect our ability to do that, then we will.”

Islamorada, too, is seeking to protect its grandfathered vacation rental ordinance. The village also asked state officials to preserve the village’s vessel exclusion zone off White Marlin Beach to maintain residents’ quality of life.

Entering his second year as state representative, Mooney ventured to Tallahassee where committee meetings kicked off last week. He received his committee assignments by the house speaker, and they include Pandemics and Public Emergencies, State Affairs, Infrastructure and Tourism Appropriations, Early Learning and Elementary Education, Finance and Facilities, Post-Secondary Education and Lifelong Learning, Environment, Agriculture and Flooding.

Mooney and Rodriguez were also assigned to serve as members of the State Redistricting Committee in the House and Senate. Entering her second year as state senator, Rodriguez said she’s excited to be part of a redistricting process that takes place every 10 years.

“We’re just excited to get the session started and hear the priorities,” Rodriguez said.

Regular session convenes Jan. 11, 2022.

The 60-day session concludes March 11, 2022.

NEW FLOOD INSURANCE RATES ‘DEVASTATING’ Homeowners could see $3,200 jump JIM McCARTHY

onroe County homeowners could see a hefty hit to their bank accounts if new flood insurance rates imposed by FEMA take effect Friday, Oct. 1. That's according to Fair Insurance Rates in Monroe, a nonprofit watchdog group, which said recently that flood insurance rate increases could range anywhere from $100 to $9,000 annually.

“Rate increases of this size will be devastating to the economies of coastal communities, like Monroe County, and the increases could force homeowners to drop coverage — an action that would then compel the lender to force-place flood coverage, or even worse, lose their homes,” Mel Montagne, FIRM president, said in a statement.

FEMA’s latest National Flood Insurance Premium (NFIP) Risk Rating 2.0 calculates premiums based on the value of policyholders’ homes and the flood risk of individual properties.

Through the risk rating, FEMA said it will reduce disaster-related suffering and costs by leveraging best practices, technology and flood-risk modeling and mitigation efforts.

According to FEMA, 96% of current policyholders will see either an immediate decrease or $20 less per month in their premiums under the new pricing system. But FIRM said its database analysis shows something vastly different.

“Monroe County flood policy owners could expect increases averaging $3,200 annually,” FIRM states. “FIRM’s rate analysis is thousands of dollars higher than FEMA’s projected increases and contradicts them sharply. FEMA has said rates should increase about $240 annually for almost 93% of Monroe County policy holders.”

FIRM developed its database using privacy-coded Monroe County residences with and without elevation certificates. The database includes 48 single-family homes and condos, which are classified as commercial.

The properties were run through the new FEMA Risk Rating 2.0 software to calculate the new and significantly higher premium rates.

Montagne said FEMA contends that Risk Rating 2.0 provides more accurate and transparent flood insurance pricing. However, the “untested proposal” is a huge, unregulated rate

increase causing millions of flood policy holders to face extremely significant premium increases.

Over the last 50 years, FEMA said it has collected $60 billion in NFIP premiums, but has paid $96 billion in costs, including losses, operating expenses and interest. As a result, taxpayers and policyholders are adversely impacted when the program does not generate the revenue needed to pay claims.

Florida accounts for the largest number of NFIP policies in the country at just over 1.3 million. Texas is second with a little more than 661,800. In Monroe County, there are 30,799 active NFIP policies. Of those, 90.1% will see an increase, while 9.1% will see a reduction or no charge.

“A key part of developing nationwide preparedness is transforming the NFIP to ensure disaster survivors and communities can recover more quickly and more fully following flooding events,” FEMA said. “Under Risk Rating 2.0, rate increases will not continue indefinitely.”

FEMA acknowledges, however, that each policyholder will be affected differently under the new pricing plan based on individual flood risk.

“Some premiums will go up, some will go down, and some will stay about the same,” FEMA states.

Monroe County Legislative Affairs Director Lisa Tennyson said the county’s closely monitored FEMA’s development and planned implementation of Risk Rating 2.0 since its introduction several years ago.

“The impacts are heavily skewed against coastal communities, and we will continue to be a part of the nationwide discussion and its effects on Monroe County policyholders,”she said.

“Protecting affordable flood insurance is the number one federal legislative priority for Monroe County.”

Montagne said details surrounding FEMA’s Risk Rating 2.0 are “confus-

ing” and “limited.” And he said they’ve offered very little transparency or explanation as to how the new flood insurance rate methodology will work.

FEMA plans to implement Risk Rating 2.0 on Friday, Oct. 1, for new businesses and on April 1, 2022, for all flood policy renewals.

Per federal statutes, NFIP annual increases are capped at 18% for primary residential properties and 25% for second homes and commercial properties. The Risk Rating 2.0 increases cannot exceed the rate caps; however, Tennyson stresses that the current annual rate caps are already unaffordable for most Monroe County homeowners.

“Nationwide, the average policy is about $800; in the Florida Keys, people are paying $3,000, $4,000 and$5,000 for their policies. Annual rate increases of 18% are unsustainable,” she said.

“Monroe County’s main focus will continue to be on lowering the rate caps to under 10%.”

Policyholders in unincorporated Monroe County will see a 35% discount that will continue to be applied after Risk Rating 2.0 goes into effect. That’s due to Monroe County’s participation in the Community Rating System.

U.S. Sen. Marco Rubio signed onto a letter with fellow Democratic and Republican senators urging FEMA Administrator Deanne Criswell to delay the new NFIP rating system. The letter states that FEMA’s estimating 900,000

policyholders, or nearly 20% of all policyholders, will drop out of the program over the next 10 years in large part due to unaffordable premiums.

“In light of this information, we are extremely concerned about the administration’s decision to proceed forward with the implementation of this program without first determining an alternative that avoids the prospect that hundreds of thousands of families will be inclined to forfeit flood insurance on their homes.”

U.S. Rep Carlos Gimenez also signed onto a letter to House Speaker Nancy Pelosi and Minority Leader Kevin McCarthy that expressed concern over the rate hikes.

“Our constituents and those involved in implementing FEMA's rate hikes need more time to get the answers they deserve,” the letter says. “The additional burden of up to double-digit rate hikes by FEMA for our constituents, especially those in lowand moderate-income communities, is too much for them to bear.”

John El-Koury, Realtor with Coastal Realty, said he’s set to do a closing with first-time home buyers within the next week. If they in fact close next week, flood insurance would be $600. The week after that? $3,800.

“For somebody who’s a first-time buyer, that’s a lot of money,” he said.

“It’s crazy.”

FIRM said the new rating system won’t use flood maps and zones to determine a homeowner’s premium rate. It will use a series of models that will fundamentally change a property’s individual flood risk assessment and therefore its premium.

Data of first-floor elevation, replacement cost value, construction type, foundation type and more are determined by FEMA’s undisclosed “internal data sets,” rather than elevation certificates. And FIRM said FEMA has no guidelines for appealing the information that its tools have provided.

FIRM has joined other concerned organizations, including the Coalition for Sustainable Flood Insurance based in Louisiana, in encouraging FEMA to delay the implementation of Risk Rating 2.0 until both methodology and rate structure effects are more thoroughly reviewed.

Montagne encourages Monroe County home and business owners to contact their insurance agents to determine the rate increases for their specific properties. He also suggested they have an elevation certificate and have flood insurance in place to help offset anticipated increases. Contacting members of Congress asking for their assistance in delaying implementation is also important, he said.

GOVERNOR APPOINTS RASCHEIN TO COUNTY COMMISSION SEAT Former state official says announcement ‘bittersweet’ JIM McCARTHY

ormer state Rep. Holly Raschein is back serving Florida Keys constituents, this time as a county commissioner.

Gov. Ron DeSantis appointed Raschein, of Key Largo, to the Monroe County Board of County Commissioners’ District 5 seat on Sept. 24. Raschein, who served eight years as state representative and serves as government relations director for AshBritt, will fill the seat of Mike Forster, who passed away from COVID-19 on Sept.

6. Raschein submitted her application to the governor’s office for Forster’s seat on Sept. 13.

Raschein will serve through 2022.

An election will then take place for the remaining two years of the term for District 5, which serves Key Largo and Tavernier.

Raschein told the Weekly that it’s a bittersweet appointment for her. She said she was made aware of DeSantis’ decision an hour before the announcement went public. She was officially sworn in Sept. 28.

“It’s surreal, and it hit me Monday afternoon when I had a moment of meditation and thinking about Mike and this amazing community,” Raschein said.

Raschein had known Forster since her early days in politics as a legislative aide. Forster’s public service began in the early 2000s as an Islamorada Local Planning Agency member. He would then serve five terms, or 12 years, as an Islamorada council member before going on to become a county commissioner in November 2020.

“A brilliant public servant was taken from us far too early, and no one will ever fully fill the shoes of Mike Forster,” Raschein said. “But the people of Monroe County deserve Mike’s legacy to be continued, and I am deeply humbled and grateful that Governor DeSantis is entrusting that task to me.”

Among those recommending Raschein to DeSantis was Monroe County Mayor Michelle Coldiron.

“I thought that people in the Upper Keys right now are hurting because of the loss of Mike. Holly and Mike’s philosophies are similar, and people who voted for Holly also voted for Mike all these years,” she said. “It made perfect sense to appoint Holly.”

Serving as a member of the Florida Housing Finance Corporation board of directors, Raschein is also on the boards of the Mariners Hospital Foundation, Leadership Monroe County, and Florida Keys Healthy Start Coalition. She’s a past member of the Florida Defense Support Task Force and the Florida Council on Arts and Culture. She earned a bachelor’s degree in political science from Florida State University and master’s in public administration from Florida International University.

“I have spent almost my entire adult life serving the Florida Keys,” she said. “Our people gave me that privilege for eight years in the (state) Legislature, and I will use their gift to continue our common fight for a better environment and more resilient community.”

Coldiron said she foresees Raschein being ready once commissioners gather for a regularly scheduled meeting on Oct. 20 at the Marathon Government Center.

“I know Holly; she will do what I did, which is have lots of meetings with staff, meet with department heads and hear directly from departments on what their issues are,” she said. “She’ll read up on the travel study we’re doing, ROGOs and what county commissioners voted on to spread them out to 2024 and 2026. She’ll also see where our priorities are and then decide her priorities too.”

Raschein, who will be at the Oct. 20 meeting, said she’s keeping Forster’s executive assistant, Corie McGraw-Abel.

“Mike had a lot of irons in the fire, and I want to stick to that promise and continue his projects,” Raschein said. “She knows what’s been going on since Mike brought her on board, and there’s no better choice than her.”

TRAFFIC FLOW A GO County to send recommendations to new FDOT secretary

F

lorida Department of Transportation’s new district secretary, Stacy Miller, joined Monroe County Commissioners on Sept. 15 to discuss her plans for the future of the FDOT. Miller attended the Monroe County Board of County Commissioners meeting to introduce herself and her plans for the future of the FDOT. At the meeting, the commissioners approved a resolution supporting traffic flow improvement projects that would alleviate congestion and improve the level of service on U.S. 1. They also requested the FDOT's partnership to address and solve transportation issues affecting the Florida Keys that maintain safe, resilient and efficient access and travel along U.S. 1. Increased congestion and poor traffic flow have consistently been a concern voiced by residents of Monroe County.

In 2019, the commissioners, led by Commissioner David Rice, established the Florida Keys Transportation Coordination Committee to coordinate transportation efforts among the county and its five municipalities. The committee is developing recommendations and potential solutions to traffic issues.

In addition, in March 2020, the BOCC began a Transportation Master Plan with the community's

input to provide recommendations for U.S. 1 improvements. The plan is anticipated to be completed and presented to the commissioners in October for review with recommended potential projects.

The resolution: • Requests the replacement of missing mile marker signs along U.S. 1 and installation of half-mile marker signs (MM 88.5) to facilitate traffic flow.

• Asks for FDOT's support of the potential project list and recommendations from the Transportation Master Plan and the Florida Keys Transportation Coordination Committee, especially in areas at or below the adopted level of service standard "C" as identified in the 2021 U.S. 1 Arterial Travel Time and Delay Study.

• Asks the FDOT to dedicate staff to coordinate with the county and its five municipalities to review recommended projects and assist in evaluating project opportunities, constraints, prioritization, implementation steps and timelines (such as planning, feasibility, and warrant studies), and breakdown of costs.

• Authorizes staff to work with the municipalities and the FDOT to identify projects that can be funded and implemented within the next five-year work program. ­— Contributed

Gratitude expressed for bringing justice to 2017 murder Eddy Lopez-Jemot

ARREST MADE IN 2017 KEY LARGO MURDER

A

54-year-old man has been arrested in the Oct. 21, 2017 murder of Mary Bonneville.

Deputies and firefighters responded to a house fire at 720 Ponce De Leon Blvd. where Bonneville was found dead on the floor in a hallway.

She had knife wounds to her throat. Autopsy reports revealed those wounds caused her death and her death was determined to be a homicide.

DNA evidence was used to link Eddy Lopez-Jemot to items from Bonnevile’s home such as a beer can and a towel. Lopez-Jemot was also in the area of Bonneville’s home the night of the murder. He was arrested the same day of the murder for threatening to cut a woman’s head off at the nearby Veterans of Foreign Wars building, about 660 feet from Bonneville’s home.

Miami-Dade Police arrested Lopez-Jemot on Sept. 13 after obtaining an arrest warrant from the Monroe County Sheriff’s Office. Lopez-Jemot was charged with murder and arson of an occupied dwelling.

“I want to thank our Major Crimes Unit for their relentless work on this case,” Sheriff Rick Ramsay said. “It took countless hours of police work to put this case together. I hope this provides some closure to the family and friends of the victim as well as to everyone in the Upper Keys.”

The Major Crimes Unit worked closely with the State Attorney’s Office and the Florida Department of Law Enforcement in the investigation.

Lopez-Jemot is being held on a $1.25 million bail.

Sheriff Rick Ramsay and State Attorney Dennis Ward never forgot the brutality of a murder committed upon beloved VFW Post 10211 Auxiliary member, Mary Bonneville. Their collective determination, relentless effort and integrity of purpose recently secured the arrest of the alleged murderer.

For the last four years Ramsay, Ward and their extraordinary investigators left no stone unturned as they diligently pursued, procured and scientifically assessed all evidence related to Ms. Bonneville's murder. Their deliberative and steadfast criminal investigation provided the definitive data necessary to make an arrest and proceed with the prosecution of her alleged murderer.

This was a difficult case to solve, as post-Hurricane Irma damage provided an opportunity for the "roofers from hell" types to descend upon the Keys and victimize those in need of home repair and landscaping assistance.

The murder victim was a 70-year-old lady who loved her country and the veterans that served and sacrificed to preserve her way of life. She exhibited love, compassion and kindness to everyone that crossed her path.

Ms. Bonneville was particularly generous and uplifting towards those who needed a helping hand. Unfortunately, her benevolence and graciousness may have triggered the predatory interests of the criminal element that had descended upon us post Hurricane Irma.

Mary Bonneville was a dear friend. I was consumed with tracking down her killer. Sheriff Ramsay and State Attorney Ward deserve our deepest thanks for unraveling a complicated and difficult case, so that Mary's murder might be equitably resolved.

‘FILL-ING’ THE PLAN

Public input session set for land between Upper and Lower Matecumbe JIM McCARTHY

slamorada residents will have a chance to share their thoughts on possible improvements for the land connecting Lower and Matecumbe Keys — known as the Fills.

A public input session set for Wednesday, Oct. 6 at Founders Park Community Center will kick off a master plan process that village staff is embarking on with its consulting engineer, CPH, Inc. The village says the meeting will provide an opportunity for the public to share ideas on what they would like to see for locals and visitors to enjoy, all while maintaining public safety and protecting the shoreline.

Council members approved CPH Inc. as the firm to assist in creating the Fills master plan during a March meeting. Property that the village is looking to maintain is owned by the Florida Department of Transportation and state Department of Environmental Protection. Land along U.S. 1 between MM 77.5 and MM 79.8 is currently subleased to the village, however, to manage and maintain per a pair of five-year agreements with the state in 2019 for the Indian Key boat ramp, owned by DEP, and property on the Fills owned by FDOT. While authorized to control parking and access, the village is also required to submit a management plan for each agency’s approval.

Plans for the village to maintain the land come after years of overcrowding, trashing and chaos of the small islands in Tea Table, Lignumvitae and Indian Keys. Issues at the Fills came to a boiling point during Memorial Day Weekend in 2019.

Following crowded meeting rooms and irate residents, village officials implemented temporary control measures beginning in the summer of 2019. It included reduced parking, lower speed limits implemented by Sheriff Rick Ramsay and lease agreements with state agencies to get a better handle on the issue.

Residents interested in providing input for the master planning process are encouraged to attend the openhouse style meeting at the Founders Park Community Center between 5:30 p.m. and 7:30 p.m. on Wednesday, Oct. 6.

The village said it’s the first of many opportunities for the community to be a part of this master planning effort. In addition to this first public workshop, there are plans for a community survey and at least three more public workshops. Participation and input during this process will help to create the community vision for the Fills area, a vision that will be incorporated into the master plan and ultimately achieved through a series of future projects. The master plan is slated to be finalized in April 2022.

This workshop will be an open forum listening session for everyone to share their ideas with village council, staff members and engineers.

The meeting will not be broadcast because there will be no formal presentations or the use of microphones necessary for a public broadcast.

SCHOOL ADDS STYLE New curriculum more than brushing and painting nails JIM McCARTHY

oral Shores High School students walk through the doors to a newly-transformed hair salon on a Monday. Located on the second floor of the high school, students first talk to teacher Trisha Biondoletti before proceeding to hair styling and nail polishing.

In groups of two, students work on mannequins as they discuss techniques. Others get seated at the nail station to paint their classmates’ nails.

A little over 90 students are signed up for a cosmetology program that’s new to Coral Shores this year. That equates to five classes for Biondoletti, who’s been with the school for 20 years and has a background in cosmetology.

Entering through the doors, students instantly get a salon feel with

hair stations, nail stations and spa music playing faintly in the background.

Biondoletti says the program includes quite a bit of content for students to work through, everything from caping to sectioning hair and updos.

“They get a lot of practice and work together. In a salon, you’re a team,” she said. “Your neighbor may need help with something. We are working on building constant relationships.”

Not all of Biondoletti’s lessons focus solely on hair styling. Once seated, students look to the white board for the question of the day. Once they write down their answer, Biondoletti goes around to ask each student what they wrote. Biondoletti said it’s a way to improve their life skills and communications.

“Listening in the salon, you have two ears and one mouth. You have to listen to your client,” she said. “But it’s not just a life skill for the salon.

Not all are going on to be cosmetologists. They need communication for everything they do in life. It builds their confidence.”

Hearing loss left you feeling puzzled?

Biondoletti said a cosmetology curriculum was needed at the high school since not all students will go on to college. High school staff recently met with the College of the Florida Keys officials to discuss a potential program that would allow students to transfer to continue their education at the new facility in Key Largo.

“We got the ball rolling,” she said.

“That was (teacher) Autumn Hager’s idea that she started.”

Freshmen who stay with Biondoletti through their senior year can accumulate 1,200 hours, go on to take their cosmetology state board and go to work. Those who need more hours could transfer to a community college.

Biondoletti said the state sometimes forgives the few extra hours needed if students are close.

For nail technicians, 180 hours of training are needed.

“I have a student who wants to be a nail tech, and I’m like, ‘You’re going to be a nail technician because you’re awesome at nails,’” Biondoletti said.

“My goal is to get this student — her passion — to where she needs to be.”

Principal Laura Lietaert said it’s a great way to keep students in the community, especially those who don’t want to go away after high school.

“It gives us more connections with the community,” she said. “The community has been great to us as far as supporting the program. We get phone calls all the time about how they can support the students and come to demonstrate hair styles.”

Biondoletti said the cosmetology program wouldn’t be where it stands today without the help of the late Mike Forster. She recalls a day inside his restaurant where he came by and presented her a check after hearing about the new class. With his check, Biondoletti was able to order two chairs and supplies.

“We wouldn’t be this far right now without him,” she said. “Because of him we’re able to forge forward. And kids feel like they’re in a salon. That was important to me.”

FATHER KNOWS BEST Menendez’ son didn’t listen to his dad about storms

H

urricane warnings: sometimes you listen and sometimes you do not.

This time of year always makes me a little anxious. Not only is it hurricane season, but it is the heart of the season when the water has heated up and is primed for tropical, weatherrelated phenomena.

First thing every morning, I check out the National Oceanic Atmospheric Administration's National Hurricane Center's webpage to peek at what might be developing and what might be falling apart out in the Atlantic Ocean and the Gulf of Mexico.

I have been in South Florida since 1989 and have lived on Plantation Key for 20 years. Only once, in 2017, did I get into my Jeep and head for somewhere safer, higher and farther away when a hurricane was threatening. But in 2017, Hurricane Irma’s path wobbled like a drunken sorority girl trying to walk home after a Halloween party. Watching her trying to fall into her path was scary. I would not have evacuated in 2017, but my wife told me we were leaving at two o'clock in the morning on the day before the storm slammed the Florida Keys. I did what I don't always do when she tells me things: I listened, and we packed up both dogs, the cat, and drove for the mainland.

People do not always listen to their loved ones, and often the ramifications are negligible. Sometimes there is a price to pay, as was the case when Pedro Menendez gave his son a piece of advice that was ignored.

Commander General Juan Menendez de Aviles was in charge of the military escort of the New Spain Fleet's 1563 trans-Atlantic crossing from the New World home to Spain. Juan Menendez had grown up sailing with his father, Pedro Menendez de Aviles, to Central Europe and the Americas.

The younger Menendez gained valuable experience and, like his father, was considered a marine and military expert. Following in his father’s footsteps, he achieved the rank of general before he was 30 years old.

In 1563, Menendez was in command of the lead ship in the military escort of the New Spain Fleet. The lead ship was known as the el capitana. The

almiranta, a ship of war like the capitana, guarded the rear of the convoy. In 1563, the El Capitana La Conception was a 500-ton armed galleon escorting a convoy of 12 ships between Havana Harbor and Seville. One of the pieces of advice the elder Menendez gave his son was not to attempt to navigate the Bahama Bank, the Florida Straits, after July because of the increased chance of encountering hurricane forces.

Husbands do not always listen to their wives, and sons do not always listen to their fathers (or daughters to their mothers). For the young Commander Menendez, contrary weather patterns delayed ships sailing up from the lower Caribbean to Havana. By the time the last two Honduran merchant ships arrived at Havana, July had turned to August. On Aug. 15, the weather was clear, and Commander General Juan Menendez ordered the fleet to sail.

The first few weeks offered smooth sailing. Then, a hurricane swept across the Bahama Bank during the first days of September.

La Concepcion was last reported seen on Sept.10.

More than 450 years later, no one can say for sure what happened to Menendez and his ship.

Like Pedro Menendez looking for his son, a Florida Keys family and their friends have been looking for that wreck for decades.

They think it sank off the coast of the Lower Keys in the area of the American Shoal Lighthouse.

Artifacts from a wreck site thought to be associated with the 1563 Fleet have been recovered and are currently prominently displayed at two museums in the Keys. The artifacts are two bronze cannons that may be from the wreck of the Angel Bueno, one of the ships registered with the 1563 fleet. One cannon is on exhibit at the Mel Fisher Maritime Museum in Key West. The other can be seen at the Keys History & Discovery Center in Islamorada. As for what happened to Juan Menendez and at least two ships from the 1563 New Spain Fleet, there may soon be more to tell about that story, and it might even come with a little Skunk Ape twist.

Curative testing at Founders continues The Curative COVID-19 testing services, which were suspended for four days due to a staffing shortage, resumed Sept. 16.

The walk-up testing is free of cost, self-collected and painless, using a shallow nasal PCR test. Hours are from 9 a.m. to 4 p.m. seven days a week.

Testing is not limited to local residents; visitors are welcome.

Results are sent to patients via SMS text or email. Results may be available within 24 to 48 hours, but due to the current high volume, results may be available two or more days after receipt in the lab.

County WIC receives award in breastfeeding The USDA’s Food and Nutrition Service, Special Supplemental Nutrition Program for Women, Infants, and Children holds the WIC Breastfeeding Awards of Excellence every year. This year, the Florida Department of Health in Monroe County’s WIC program received the Gold Award of Excellence.

Monroe County’s WIC is one of 102 county WIC agencies in the U.S. that received this award. ON MASKS AND MANDATES An open letter to the Monroe County School Board about masks and vaccines: For the record, I am Captain Ed Davidson, chairman of the Florida Keys Citizens Coalition, on behalf of which I have addressed previous boards (for five minutes) many times.

It has been a while since I sat on this school board myself for four years, and things may have changed a bit. Let’s see, 1, 2, 3, 4, 5. There’s just five. There is not a sixth seat for the governor.

So it’s just you five with local authority, elected by citizens of our local communities, where — let me remind you — roughly 90% of school funding for the Florida Keys is paid for by local taxpayers -- not by the state government, or the State Board of Education.

For clarity in these and related discussions, it should also be born in mind that not everything that comes out of Tallahassee is sanctified law.

new. The Supreme Court first voted 7-2 to support a mandatory public vaccination policy in 1905 (Jacobson v Massachusetts). They reaffirmed that support in 1922, which, do the math, was 99 years ago. (Zucht v King).

1. Actual laws are passed by the 160 members of the Florida House and Senate, with a minimum of more than 80 agreeing after extensive public debate. Florida laws thus passed remain in effect for many years after the legislators who approved them leave office — or leave the planet, for that matter.

7. So this issue is not just about knee-jerk obedience to “The Law,” because the school masking prohibition is NOT “the law.” It is a temporary executive order issued by a public official elected to a temporary office, and administered through temporary, politically appointed officials — while under active current legal challenge in the courts by parents of school children, and actively opposed by more than a dozen elected Florida school boards.

2. The state commissioner of education, however, is un-elected to the job, and is instead a political appointee to that temporary office by the State Board of Education, whose seven members are in turn political appointees to their temporary seats by the temporary governor.

3. All of any governor’s executive orders are created by a single person, without public participation, and often deliberately bypass the legislative process with regard to issues where the governor’s authority is sometimes unclear and debatable, and challengeable in the courts. Such is the case with Gov. DeSantis’ current prohibition of COVID mask mandates in schools — along with his equally questionable authority to penalize the paychecks of school board members and superintendents who work for local taxpayers and are not employees of the governor. It should be noted that all such executive orders can be, and often are, repealed by the next incoming governor..

4. Then there are the courts, where rulings on governmental vaccine and mask mandates are nothing

But most clearly compelling was the third Supreme Court review in 1944 that ruled in part, and I quote: “The family itself is not beyond regulation in the public interest … and neither rights of religion nor rights of parenthood are beyond limitation. … The right to practice religion freely does not include liberty to expose the community or the child to communicable disease, or the latter to ill health or death.” (Prince v Massachusetts 321 US at 166-67).

6. That’s three rulings over 39 years by three different sets of Supreme Court justices, which is generally referred to as “Settled Law.”

8. The issue instead IS most definitely about your responsibilities to the health and welfare of the majority of local taxpayer families who elected you to safeguard their kids in their community-funded schools.

9. And by the way, this is the current Monroe County School District form (hold up and wave) listing all the other vaccinations of the type that this and most other school systems in all 50 states in America have required all students to have before entering public schools for well over 100 years.

10. I might also mention anecdotally that as I was packing up to deploy for more than 200 combat missions in Vietnam in order to keep hordes of actual Communist conspirators at bay, I was required to get 13 vaccines, and managed to survive them all.

huck Licis-Masson, a Key West local, has been the executive director of the Monroe County Education Foundation since 2012. His passion for not only the mentees, but also the mentors and Take Stock coaches, is evident. He keeps the big picture in mind as he works toward helping mentees achieve their goals and dreams.

The Weekly sat down with LicisMasson to learn more about Take Stock, what mentors do and the impact on Keys students.

One of the biggest questions I get asked regarding being a mentor is what a mentor is not. A mentor is not a tutor or an ATM providing funds or a ride like an Uber driver driving the Take Stock scholar around from event to event or home to school.

A mentor is a kind caring adult, could be someone who's working or retired, may or may not have completed college, but is interested in helping a student through middle school and high school via weekly mentor meetings that only last about 30 to 45 minutes.

Mentors help the students learn self-advocacy skills, how to navigate school, classes, responsibilities as they increase from year to year in terms of academics, perhaps job responsibilities, personal responsibilities and how to interact with people positively.

In addition, they are instrumental in public speaking, where they help the students come out of their shell if they are shy and reluctant to talk to adults.

Through the weekly practice mentor sessions, our students tend to become more confident and self-assured. Also, being an active listener to the student, asking a couple of questions and then allowing the students to run with those questions and talk about their life, goals and where they would like to go.

Some essential skills a mentor can share with a mentee are self-confidence and presenting oneself, making eye contact with the person, speaking directly to the person. And this helps not only with their classes and job interviews, but also when they have a scholarship or college interview. Then also working with different teachers and individuals when they do head off to college.

handle and juggle responsibilities. And those responsibilities as they become a young adult leaving high school and going into college.

Then being an active listener. So, learning how to listen and participate in the conversation, formulate one's own opinions and back them up — then supporting those opinions. You can have an opinion on one thing or another, but how do you support your opinion?

A common challenge a mentee struggles with can vary from student to student. Some students struggle with academics and find some of the coursework challenging. We push our students to continuously raise the bar and strive towards advanced placement courses and do enrollment courses when possible—and doing more than they feel comfortable doing in some cases.

It's about stretching their limits and learning how to do those challenges. Our mentors and coaches help the students to ensure they're not out of their realm. They were placed in a course for a reason based on test scores and previous accomplishments.

They can do the work and learn how to navigate it while having a support network because they will experience it in college. They will have to figure that out on their own and learn how to meet those challenges, maintain the course work and earn the grades.

As they grow older, handling how to take on jobs and learn how to balance work life with academic life, athletics, and home. How do you enjoy all of that and ensure that there's enough time for life’s necessities?

Some of my favorite mentee success stories are when we'd take our students on college tours. We would make it a multi-day trip. It’s incredible seeing some of our quiet, reserved mentees open up after meeting peers from the other high schools on the trip.

They come into their own, and it helps them come out of their shell.

They have the opportunity to meet other Take Stock high schoolers and also alums. For the first time, they can envision themselves on that college campus as a student.

The other side of the coin is seeing the accomplishments of a mentee when they're in college and earning a degree. And then it comes back, and they're happy and proud of what they succeeded in doing, earning the degree and entering a career of their choice. Overall, finding that happiness and success always warms my heart.

The ultimate win is when the student applies and is accepted to several universities and then chooses.

I am so proud to be part of the Take Stock in Children program because it allows me the opportunity to help students succeed and strive for opportunities that may not otherwise be there for them. My history is in teaching. I've been a teacher before I was an administrator, and when I was an assistant head of administration at this school in Saint Louis, that was very rewarding, but at the same time, there are many challenges. In this particular role that I'm in, I enjoy working with the students, supporting a fantastic team of coaches who work directly with the students and the mentors, and seeing the progression, the journey, from contract signing to graduation.

ebris collectors took to the shoreline and beneath the ocean depths for the first marine debris cleanup tournament on Sept. 18. Thirty-eight participants registered for the By Land and Sea Marine Debris Cleanup Tournament in Islamorada and removed 9,138 pounds of garbage.

Teams competed in three divisions that included land, on the water and underwater. First-place winners were team Rosebacher, collecting 2,890 pounds of debris on land, team Raffles for collecting 1,145 pounds on the water and team Rumbaugh/Fryman for collecting 255 pounds underwater.

Each team received $1,000.

Second-place finishers from Islamorada Dive Center donated their $500 prize back to event creator and nonprofit Shoreline Restoration Services owner Audrina Ennis.

“I was shocked and grateful,” she said. “I had such a great time speaking with people and hearing how they had a fun day picking up trash.”

Festivities were held at the Postcard Inn’s Bimini Row. The Wild Bird Center and the Turtle Hospital were in attendance to provide information on their programs and the effects of debris on the animals they care for. Islamorada Village Manager Greg Oravec served as weighmaster for the first marine debris competition.

“He realized the need for more muscle to move the debris and jumped right in getting dirty and helped lift the debris into the rolloff that was donated

by Waste Management,” Ennis said.

“The village of Islamorada was a great supporter and helped me promote the event.”

An idea to bring a cleanup competition to the Keys formulated more than a year ago when Ennis saw a Facebook post by State Attorney Dennis Ward of a “Plastic Fishing Tournament” in Mexico sponsored by Corona.

Ennis, who founded Shoreline Restoration Services in 2015, formulated a committee alongside Ward to get a local event off the ground.

hile Islamorada is a few worlds away from Bikini Bottom, the cartoon home of SpongeBob SquarePants, it doesn’t mean that there isn’t still a connection. Take Bobbie Renfro, for instance. She’s a Ph.D. candidate at Florida State University in the biological sciences. With a specialty in coral reef ecology, Renfro, who is lovingly called “Sponge Bobbie,” has a focus on — you guessed it — sponges.

Now, she’s using her research with these underrated marine animals to bolster our local coral restoration efforts.

“Sponges are hugely important and little known,” Renfro said. “They’re probably even little-studied, but they keep the ecosystem intact.”

As part of her research, Renfro has spent the summer outplanting sponges on Islamorada reefs.

“We’re really taking restoration seriously in Islamorada,” she told the Weekly. “We’re restoring the entire ecosystem to add to the coral restoration work that Kylie has already done.”

The “Kylie” she refers to is Kylie Smith, co-founder of I.CARE, the Islamorada nonprofit organization galvanizing the community behind coral restoration efforts on its most famous reefs. Every week, I.CARE partners with local dive shops and businesses to plant endangered corals back onto degraded reefs. The hope and the goal is that these will continue to grow and stabilize the coral reef ecosystem on which the Keys economy and way of life rely.

And, the “entire ecosystem” that Renfro mentions really does mean the entire ecosystem. NOAA, through its “Mission: Iconic Reefs” endeavor, hopes to restore not just corals, which Smith and her team at I.CARE are working feverishly to do, but also sponges, invertebrates and other organisms that complete a tropical reef ecosystem. Hence, Sponge Bobbie comes to the Keys.

To drive the point home, the marine biologist explained how sponges and corals are ecologically connected. Sponges serve three critical functions for corals and the reef, she said. First, they act as the “Brita filter” of the reef, ensuring that our Keys waters remain infamously crystal clear. Sponges naturally filter out pollutants and toxins from the water, and other organisms like corals benefit from being around them.

Sponges also act as “glue” on the reef. They grow on the seafloor and around corals, holding sediment together, buying time for slowergrowing corals to permanently attach. This also helps corals stay affixed through heavy wave action, hurricanes and more.

Additionally, this function helps newlyrestored coral fragments. In one study Renfro cited, survival rates of coral outplants plummeted from 96% to 60% after the experimental removal of sponges nearby.

Finally, Renfro noted, sponges also provide substrate, habitat and even sustenance for many iconic Keys critters.

This summer, Renfro and Smith worked together to restore 350 sponges onto Islamorada reefs. They focused on three species of branching sponges because these naturally break up in storms, land on reefs and regrow from those broken pieces. It’s a very similar mechanism to the one that coral restoration practitioners exploit in their work.

“We chose sponges that naturally fragment and grow because those are already good at binding corals together,” Renfro said.

The restored sponges are secured to the reef using a simple mix of zip ties, marine epoxy and an old piece of dead coral. Eventually, after the sponges attach to their coral pieces, the zip ties will be cut off and removed from the reef.

The goal is to monitor these sponges and the ecosystem benefits they confer and to expand this research next year.

In expanding on why she loves sponges so much, Renfro emphasized that the sponges’ biggest job right now is to be the glue so that outplanted corals have something to stick to.

“We at I.CARE take a community-wide approach to restoration, when it comes to doing the work and rebuilding a functional ecosystem,” Smith told the Weekly. “I’ve learned so much about sponges over the last few months and how important they are and the role they play in the ecosystem to stabilize the structure for future coral outplants.”

As the teams finished, one of the divers on the boat commented, “So many people down here are invested in bringing this ecosystem back. It’s really inspiring to see and be a part of.”

CONSERVATION UPDATE First-hand education and experience are some of the most important ways that we can help steward the environment for the future. T

he Florida Keys Daughters of the American Revolution are busy stirring up patriotism and celebrating history.

Three Florida Keys residents headed to the Florida State Society of the Daughters of the American Revolution (DAR) Fall Forum held annually in Orlando. Florida Keys chapter regent Kate Granger, Karen Kovarik and Lesa McComas of the Upper Keys and Key West represented the Florida Keys chapter of the DAR at the Sept. 24-26 event, which focused on learning.

The state’s new regent is Debbie Duay, a genealogist, who has given free and paid seminars in genealogy in the Keys at the request of the Florida Keys DAR. Duay’s theme for the year is “Creating a Buzz through Community Service,” with the intent of inspiring Florida Daughters to take ideas and knowledge back to their chapters and communities.

DAR’s objectives are historic preservation, education and patriotism, and local members annually provide college scholarships to students graduating from local high schools.

Celebrating Constitution Day Friday, Sept. 17, DAR members rang bells in Key West at St. Paul’s Episcopal Church and in Tavernier at Burton Memorial Church in honor of the constitution.

On Aug. 2, 1956, a DAR Resolution signed by President Dwight D. Eisenhower as Public Law No. 915 declared Sept. 17 should begin seven days of celebration of the U.S. Constitution as an inspiration to freedom-loving people throughout the world. The DAR celebrates “Ringing Bells Across America” 13 times for the original 13 colonies of the U.S. Several DAR members attended the South Florida regent’s council constitution week luncheon on Sept. 18 as well.

The Keys DAR chapter is to have its first meeting of the season on Saturday, Oct. 9 at 10:30 a.m. outdoors in Marathon, with the location to be shared with members.

Members will sign holiday cards to mail to deployed military troops.

Also to be discussed is the local DAR’s plan for its National Day of Service on Thursday, Oct. 21.

Grant to fund 24 new positions

M

onroe County Fire Rescue received a $5.6 million Federal Emergency Management Agency SAFER (Staffing for Adequate Fire and Emergency Response) grant to staff five currently understaffed firehouses in the Florida Keys adequately. The grant will provide 24 new positions for four firefighters on duty per shift at all Monroe County firehouses, rather than three.

The grant will be spread equally across three years to pay for additional firefighters’ salaries and benefits.

Monroe County Administrator Roman Gastesi says Chief Steve Hudson has successfully completed the last task on the Callahan Plan, a plan implemented by retired Chief James Callahan to improve fire rescue operations over his 15 years of county service.

“This shows that Chief Hudson has his pedal to the metal moving Monroe County Fire Rescue forward to enhance fire rescue operations throughout the Florida Keys,” Gastesi said. “Having four firefighters at each station will decrease response times, adding a further level of safety for all of our residents and visitors.”

Monroe County firefighters follow a “two-in, twoout” policy mandating firefighters enter a burning building only when they can always maintain voice or visual contact with another firefighter. In addition, two firefighters must be outside the building and ready to initiate a rescue if those inside run into trouble.

“Providing appropriate minimum staffing for fire suppression and other life-threatening emergency incidents will minimize firefighter injuries, civilian injury and death, and property losses in the county,” Hudson said. “Additionally, this grant will improve our future ISO rating, benefiting the community through reduced insurance premiums.”

The nine Monroe County Fire Rescue stations in unincorporated Monroe County have an ISO rating of 3.

The ISO scores fire departments on how they are doing against organizational standards to determine property insurance costs. The ratings are done from 1 to 10, with 1 being the highest score. Monroe County Fire Rescue also staffs two Trauma Star helicopters in rotation for medical flights to the mainland.

There are currently 120 full-time firefighter positions assigned to 24-hour emergency services. Starting on Feb. 27, 2022, there will be 144 firefighter positions.

In 2020, Monroe County Fire Rescue responded to 4,500 emergencies.

KIDS LEARN FIRE SAFETY, PREVENTION Monroe County Fire Rescue, Sparky the Fire Dog to visit schools

M

onroe County Fire Rescue is teaming up with the National Fire Protection Association (NFPA) — the official sponsor of Fire Prevention Week for more than 90 years — to promote this year’s Fire Prevention Week campaign, “Learn the Sounds of Fire Safety!” The sounds of fire safety include smoke and carbon monoxide alarms. The campaign works to educate everyone about necessary actions to keep themselves and those around them safe from fire.

Monroe County Fire Rescue will be doing outreach programs for Fire Prevention Week, Oct. 3-9, in nine schools and daycares in Monroe County Fire Rescue’s jurisdiction to teach children the sounds of fire safety. There will also be a meet and greet with Sparky the Fire Dog and a fire truck tour.

“Understanding the sounds of an alarm makes a difference between a working detector or one that will potentially fail. Look for the lights, listen to the beeps, and change your batteries regularly,” Monroe County Fire Marshal RL Colina said. “When you hear an alarm activate, always put your plan into action and get out. We can all do our part in saving lives.”

According to NFPA, roughly three out of five fire deaths happen in homes with no smoke alarms or no working smoke alarms.

Safety tips for smoke alarms - Install smoke alarms in every sleeping room, outside each separate sleeping area, and on every level of the home.

- Test smoke alarms at least once a month using the test button. Change batteries twice a year.

A good reminder is when the clock “falls back” and “springs ahead.”

- Make sure everyone in the home knows the sound of the smoke alarm and how to respond.

- Practice several ways on how to exit the house in case of a fire.

- Designate a meeting place outside of the home away from danger.

i friends! Reef the fox here with another weekly installment of “Reef’s Report.” I’m not sure how I could top last week’s interview with K9 Coral but here we go.

So my human was away last week for a few days. I thought I would be cool with it, and be a big, tough independent teenager.

Well I sure was not. I’m not ashamed to admit that I’m a momma's boy and I missed my mom.

Our human grandma took care of us and that was OK. But I may or may not have torn some things up and peed on the brand new area rug in mom’s room to accurately display how upset I was. But my human is back now and all's right with the world.

Two other foxes that live with us, Jasper and Penny, are getting a brand new enclosure at the end of the month. Mom was busy fundraising all of September and our friends and foxlovers came through. Jasper and Penny were saved from a fur farm in July of last year and came to live at Pawsitive Beginnings on July 17, 2020. Penny is in good shape. Jasper is another story.

Jasper spent the longest time on the fur farm; he turned 5 this year with us. He has some bad arthritis and his brain doesn’t work so well so mom has to help him eat sometimes. Jasper has a personal veterinarian that comes to see him once a month and he gets laser acupuncture and massages. I mean, I’m happy for him, but can’t this foxy boy get a massage?

Now for some really good news,

before I get to local news. Kering, the luxury fashion house behind Gucci, Yves Saint Laurent, Alexander McQueen and Balenciaga, has banned the use of REEF animal fur across THE FOX all of its brands by fall of 2022. How Reef is a red fox amazing is that? that was saved Obviously, I take from a fur farm. this personally He now lives in Key Largo with because my friends his human, Nicole and I were saved Navarro. from fur farms, and if mom hadn’t given us a home, we might have been someone’s fur coat. So it was a good week, with this major announcement.

Now for some local fun! This Saturday, Oct. 2, and Sunday, Oct. 3, down at Islamorada Brewing & Distillery is ROCKtoberfest. The party starts Saturday at 11 a.m. and ends Sunday at 9 p.m. There’s going to be Beerlympics, coconut painting, live music and lots of food.

Crowning set for Oct. 15 game

ominees for Coral Shores High School’s homecoming king and queen were announced recently in the lead-up to the crowning during the football game on Friday, Oct. 15. In total, five males are up for homecoming king and five females vying for the queen’s crown.

Up for homecoming king and queen are: Joey Caputo, football player who likes to go fishing, and Ava Swanson, lacrosse and volleyball player.

Jake Craig and Stella Court are Cannettes. Craig is a four-time choreographer, and Court has danced since she was 3.

Brian “Zippy” Lesko is the ’Canes quarterback. He’s worn No. 3 since the start of his football career. Lexi Kumar is a cheerleader and lacrosse player who also serves as student council president.

Dominick Monteagudo is a captain on the football team. Zoe Myers is a volleyball player who was born in Puerto Rico.

Zander Wolgram is a football player, weightlifter and track participant who wants to become a law enforcement officer following community college. Harmony Holmquist is a tennis standout who played on the traveling team during her high school career.

A homecoming parade is planned before the game at 5 p.m. on the Old Highway. There will also be a “Caneival” event with games and activities for all ages between the parade and football game. The crowning will take place during halftime of the Oct. 15 game against True North.
