FLORIDA VOTING LAWS FAIL TO DEFINE RESIDENCY

ost people know only legal residents of Florida can vote here. And many people assume the same rules used to establish residency in Florida for tax purposes also determine voter eligibility.

But that’s not the case. Did you know, according to the Florida Division of Elections, “legal residency is not defined by law.”

In its 2018 Voter Residency Guide, the Florida Division of Elections goes on to state, “However, over the years, the courts and the Florida Department of State/Division of Elections have construed legal residency to be where a person mentally intends to make his or her permanent residence for purposes of voter registration.”

Yes, you read that correctly. “State law (in Florida) does not specify a length of time for which you must have been a resident to be eligible to vote,” states the nonprofit website Ballotpedia.

Florida does require people to live here for more than six months (commonly referred to as the 183-day rule) in order to claim the Sunshine State as their primary residence for purposes of avoiding state income tax elsewhere or claiming a homestead exemption on a Florida residence. Such residency requirements are investigated and enforced by county property appraisers throughout Florida.

But for purposes of voting in Florida, the residency requirements are much less stringent, and often are based largely on the honor system.

The supervisor of elections in each Florida county typically must believe people when they say, for example, that they live in Key West or in Monroe County.

“We do have a lot of very fortunate people in Monroe County, and elsewhere in Florida, who have two, three or four homes,” Monroe County Supervisor of Elections Joyce Griffin told the Keys Weekly on Sept. 21. “Those people have to pick where they will vote and where their place of residence is. I usually advise those people to contact their lawyer, because chances are, the attorney has designated one of their homes as a primary residence for tax purposes.”

Griffin added, “We also have people who are only here a week of the year, but they vote here. But I have no legal powers. I know there is ugly in the world and I know there are liars.

But some people simply don’t know the law.”

A 2016 article in the Sun Sentinel states that perhaps too much of Florida’s voter registration process is based on the honor system.

Griffin said she doesn't think the issue is a widespread problem in Monroe County, and she said she and her staff work hard to ensure the integrity of all elections. She encourages anyone who suspects voter fraud to contact her office — they can remain anonymous — with a name for her to research.

Griffin added that the national Electronic Registration Information Center, known as ERIC, will help identify voter fraud or double voting, which occurs when people vote in two different states.

Florida Gov. Ron DeSantis said in August 2019 that Florida would join ERIC, which is a voluntary program meant to ensure election integrity. But Florida had not completed its registracontinued on the next page

CURBING NOISE tion with ERIC prior to the November 2020 general election, according to a September 2020 story by WPTV in West Palm Beach. Florida is now a member of ERIC, according to the ERIC website.

Former Key West city commissioner Margaret Romero also is hopeful that ERIC will help identify voters who don’t live where they vote.

Romero recently sent a letter to the governor, the attorney general, Florida Keys State Rep. Jim Mooney and Sen. Ana Maria Rodriguez.

In the letter, Romero points out the lack of clarity in Florida’s voter residency laws and urges the state lawmakers to “require that each Florida voter is a legal Florida resident and does not vote in any other state or county.”

“There is no definition of what constitutes a legal resident of Florida as pertains to voting in Florida,” Romero writes.

“The voter registration application form indicates that you must be a Florida resident, along with being a U.S. citizen and at least 18 years old. Nothing stipulates the requirements of residency. Nothing says you cannot be registered to vote in more than one county or state.

“The form requires Florida driver’s license number or Florida identification card number, or the last four digits of the social security number. These are only for identification purposes and not for proof of Florida residency. Also of note: If the applicant is 65 or older, they need not show a photo ID.” This lack of clarity, Romero writes, “provides an excuse for supervisors of election to say things like ‘I just have to believe what they say’ when a perceived voting violation is brought to their attention. … The absence of definition 1.) creates an environment where deception and misrepresentation go unchecked, 2.) facilitates voter fraud/cheating, and 3.) diminishes the integrity and value of valid voters who actually live in the precinct, county or state.”

“How does one prosecute or rectify the situation if there is no definition or set standards of what rules are being broken?” she asks in her letter, but she has not received a response.

Election watchers in other Florida counties have shared similar concerns for several years.

A January 2016 article in the Sun Sentinel, states, “All this talk of voter fraud all these years and it turns out Florida election officials might have been looking in the wrong place. The problem isn't just felons or non-citizens improperly casting ballots; it's also well-off snowbirds with homes in two states who are registered — and voting — in both states.

“At least that's what a local data analyst has discovered, as he found dozens of Broward and Palm Beach County voters (and about 50 statewide) also cast ballots in New York, New Jersey and North Carolina in the 2014 general election. “‘This shows there can be just as much fraud with people who are better off,’ said Andrew Ladanowski, an information technology consultant from Coral Springs.

“Broward Supervisor of Elections Brenda Snipes said being registered in two states is not a crime, and that the voting law needs clarification. “‘I think it should be one person, one vote, but I think our statute should be clearer on that,’ Snipes said. ‘The way it's written now, I think the whole thing is a legal loophole.’”

Village eyes stricter rules for construction, lawn maintenance JIM McCARTHY

slamorada village officials are eyeing potential changes to a noise ordinance in an effort to bring quiet enjoyment of life during certain days and times throughout the year.

Council members say they would like a carveout to allow homeowners to conduct lawn maintenance or construction from 8 a.m. to sundown during weekends and holidays. But the dais acknowledged that they would like construction and landscaping companies to begin their work at 8 a.m. throughout the year.

In July, council discussed issues of noise and asked village staff to review its ordinance on the subject. As part of the discussion, council delved into several facets that included negative impacts on quality of life in neighborhoods, the existing ordinances and possibly adjusting hours and days of week that certain types of noises are allowable. Discussion included what activities should be better regulated, with focus on construction and lawn maintenance. Council acknowledged that they wanted to avoid infringing on property owner’s rights.

Construction within the village is currently allowed at 7:30 a.m., and lawn maintenance can begin at 7 a.m.

Noise violations are determined based on whether a person can hear noise 50 feet away.

“I always like to bring up the mission of our government, and that’s to protect the residents' quiet enjoyment of life, right at the top,” Village Manager Greg Oravec said. “The council suggested there’s an opportunity to do better. We took a look at it. This is the essence of home rule. Cities have the right to create local regulations that best serve local needs and circumstances.”

Staff examined noise ordinances from Key West, Jupiter Island, Marathon, Monroe County, Boca Raton, Key Colony Beach and Ocean Reef.

Oravec said there are commonalities among ordinances, including time and certain days when sound-producing activities like construction and lawn maintenance can go on. Oravec said some have bans on certain equipment and activities, including leaf blowers and gas-powered lawn maintenance equipment.

“These places are usually more on the restrictive side of the policy spectrum, and they’re places like Ocean Reef, Palm Beach and Jupiter Island,” Oravec said.

Construction activities aren’t permitted on Sundays or holidays in Ocean Reef. Lawn maintenance isn’t allowed on Sundays throughout the year. On Saturdays, lawn maintenance isn’t allowed during the busy months around October to April. Trimmers may only be electric, and gas powered hedgers can be used once a year for hard cutting.

David Webb brought forth discussion over noise-producing activities within the village in July. He said he’d like to see no construction or lawn maintenance activities on Sunday and holidays. He also wants to see the same start times for the two activities and an earlier work stoppage time of 5 p.m. Webb said the change would be an immediate enhancement for quality of life in Islamorada.

“I think the end time cannot be sundown,” he said. “That’s 8:30 at night in the summertime with daylight savings time. At 8:30 at night you don’t want to be listening to a jack hammer.”

Mayor Buddy Pinder said he’d like to see a public workshop to hear from more residents on potential changes.

“I am for the mission statement for the right to quiet enjoyment, but I think we need to hear a little bit from the public,” he said. “We’re not making a decision right here right now.”

Vice Mayor Pete Bacheler said he’s just as fed up as Webb with the noise. He agreed with Webb’s points.

“I’m tired of the noise. I'm tired of the aggravation. We just don’t need to have it,” he said.

Councilman Mark Gregg said the village should hear from construction firms, landscapers and the entertainment community.

“We just have to find a fair balance between the needs of the contractor to do the work efficiently, because that affects us too. They have to do something that’s twice as expensive because it’s quiet, we should take that into consideration,” he said.

Oravec and staff will come back with recommendations for the council to hash out. Islamorada Council will gather for a meeting on Thursday, Sept. 30 at 5:30 p.m. at Founders Park Community Center.

SUAREZ VIES WITH COVID NUMBERS FOR SCHOOL DOWN, SCHOOL MASK MANDATE TO STAY AS IS BOARD

t first, the Sept. 21 Monroe County School Board meeting was deceptively “normal,” like it was before the pandemic.

There were no updates from the health department about rising Covid numbers. No long line of members of the public itching to sound off about the current mask mandate with parental opt-out (okay, there were five public speakers about masks). District staff presented news about a May 23 construction completion date for Sugarloaf Elementary school and raises for non-union staff. But then…

The time came for the board members to speak freely during the Report section of the meeting. And the members got a bit testy.

Board member Mindy Conn asked permission from the legal department to speak directly to fellow board member Sue Woltanski. The permission was granted, and Conn turned to Woltanski and spoke.

“Last night I had a constituent come up to me and they were very upset because they feel like the school board’s doing a really good job, and they heard you on the radio saying you were disappointed with your fellow school board members and their decision making,” Conn said. “And I have to say that I’m disappointed that you’re bringing your personal politics to school board meetings.”

At the Sept. 7 board meeting, Conn said that the continuous harping on masking had become political. At that same meeting, Woltanski had fought for going against Gov. Ron DeSantis’ executive order protecting a parent’s right to decide about masks, and she made a motion for everyone to wear facial covering indoors, with an opt-out by medical necessity only, due to “our status being extremely high.” No board member seconded her motion.

Back at the Sept. 21 meeting, the board moved on to discuss the mask mandate. In previous meetings, since positive Covid cases were rising in the county in August, the board decided to revisit the mask mandate for teachers, staff and children, with parental optout, every two weeks.

Board chairman John Dick said that since positive Covid cases were going down in the county, he felt the board should no longer revisit the mask mandate every two weeks. He suggested just keeping the current policy with a parental opt-out as it is and discussing it when “we determine it’s necessary.”

“Some of the people think the board is doing a political maneuver and they’re not thinking about the children. Well, quite frankly, I think it’s quite the opposite,” Dick said.

He agreed with Conn that recent discussions had leaned too heavily on masking and as an example stated that England has decided to stop masking in schools.

Instead, the country’s children are tested at home two or three times a week.

“It seems like I’m the only person in the world that knows that Florida was given two thirds of a billion dollars to do (Covid testing),” he said. “Where the money is, no one seems to know. You can’t get a straight answer. I think a lot of the reason why it’s not happening is they want to keep doing this mask challenge. … It’s all political.”

“I don’t believe the comments earlier reflect what I said on the radio yesterday,” Woltanski said in retort to Conn. “I understand my role as a school board member that when we agree to something that I stick to it. And that is what I said at the school board.

Of course, I proposed something because I hoped it would be considered. And if someone recognized my disappointment in that, that’s fine, but I did clearly state that I would follow what the board decides.”

In the end, Dick made a motion to keep the mask mandate with parental opt-out and only bring it back to discuss if it is needed, rather than every two weeks. The motion was seconded

by Conn. The motion passed 4 to 1, with board member Andy Griffiths voting against.

FORMER TEACHER SAYS MASKS FOR STUDENTS A PERSONAL CHOICE FOR PARENTS JIM McCARTHY

parent of six kids, a teacher for 10 years and a current prosecutor for the Monroe County State Attorney’s OfAlexandria Suarez fice is putting her name forth for a school board seat.

Life hasn’t slowed down for Alexandria Suarez since her run for state representative last year. This past week, the Key Largo resident and prosecutor who works in Marathon secured a guilty verdict in a driving under the influence case. Next month, she’ll be getting married to her fiance of eight years.

Add to that a run for school board, and Suarez said she’s excited for an opportunity to bring her experience and knowledge to the community, if elected.

Suarez recently filed for the school board’s District 5 seat, which is currently held by Sue Woltanski and will be up for election in November 2022.

Suarez’s education resume includes teaching at-risk students and working with special-needs students. She’s also spent a number of years teaching middle schoolers in the Miami-Dade School District.

Suarez said she was part of a committee that evaluated magnet schools, which specialize in an area study or teaching method. She was also a lead facilitator of the Socratic learning curriculum in middle school, which focused on critical thinking among students.

“I have this background that just fits perfectly,” she said. “I have all this vast experience in education, and with everything going on around us, our students are under a lot of pressure.

“Being a member of the community and wanting to give back, in what capacity am I able to do it well? Education is the right fit,” she continued. “It’s in my wheelhouse.”

A unique community and learning opportunities for students not seen in other school districts were among the factors that enticed Suarez to run for school board. But she acknowledges the many challenges faced by school boards, especially when members con-

tinue to navigate through an ongoing pandemic.

Overall, Suarez said she can bring the knowledge and perspective from the sides of a parent and a teacher.

“A lot of times, it’s very easy for people to point the finger at teachers. At the end of the day, you need to let them do their job. You need to let them do what they do best, which is teach,” she said. “There’s no better way than another teacher on the school board to be able to support them.”

She also said there should be no polarity and adversity with “private versus public” within the school district. Each school has an opportunity to offer programs and curriculum that parents want their kids to be in, Suarez said.

Suarez said she’s committed to the issues facing parents and students in the community. Discussions continue over mask mandates and vaccinations, and Suarez anticipates those issues continuing if she’s elected. Suarez served on a pediatric and pulmonary team while teaching.

“The school board has the authority to do certain things and doesn’t have authority to do other things. We need to make sure we’re not only staying in our lane as a school board, but we’re also not marginalizing anyone whether it’s parents or students. We’re all in this together,” she said.

Asked what approach she’d take when it comes to masks, Suarez said it’s a personal decision with many factors considered. She said the parents are in the best position to understand what’s right and what works for their own children.

“You don’t know what child has to visit an allergist, has asthma or has some other type of issue that won’t fit into ‘to mask or not to mask.’ We should be there to support the safety of our children, but at the same time not be so blind sided to marginalize our parents and the stakeholders in that child’s life who are in the best position to say what they need and don’t need,” she said.

Suarez also touched on the ongoing problems of retaining teachers in a county with a high cost of living. She said the school board’s done a good job in coming up with ways to create housing that’s affordable for teachers and staff. With slight bumps in salaries, Suarez said more is needed to retain people who are hired.

“It would be a great way to have our own community not leave us after everything’s invested in them. Ideally, it would be great to have our own students who want to come back to the community and want to teach or run for school board,” she said. “And when you do have to recruit from the outside, they are able to stay here.”

County legislative delegation readies for upcoming session The Monroe County legislative delegation will meet as it prepares for the 2022 legislative session on Tuesday, Sept. 28 at 10 a.m. via Zoom. The link will be sent out Friday, Sept. 24.

Curative testing at Founders resumes The Curative COVID-19 testing services were suspended for four days due to a staffing shortage. The services resumed Sept. 16.

The walk-up testing is free of cost, self-collected and painless, using a shallow nasal PCR test. Hours are from 9 a.m. to 4 p.m. seven days a week. Testing is not limited to local residents; visitors are welcome.

Results are sent to patients via SMS text or email. Results may be available within 24-48 hours, but due to the current high volume, results may be available two or more days after receipt in the lab.

Testing is available by walk-up or appointment. Appointments are available at www.curative.com. Appointments will be made available later this afternoon for the Islamorada testing site.

Vaccines at no cost to eligible children The Florida Department of Health in Monroe County wants to remind residents of the importance of scheduling routine vaccines, especially among children to provide immunity early in life to potentially life-threatening diseases.

The department offers vaccines to everyone of all ages. Children who meet program eligibility, to age 18, can receive vaccines through the Vaccines for Children (VFC) program at no cost to the parent/guardian.

A STORMY END TO FLAGLER’S DREAM

Recounting the first and last train in the Keys

H

enry Flagler arrived in Key West on Jan. 22, 1912. Thousands attended the heralded event. One of those attendees was a 12-year-old boy named Marvin Thompson. Decades later, he wrote of his memories in an article printed in the Key West Citizen on March 6, 1967, called “The First and Last Trains.”

Thompson described the fanfare associated with that celebrated day: “Many tents had been erected on the man-made desert that was Trumbo for the comfort of the thirsty and hungry throngs. Baked ham and pork sandwiches were consumed as fast as the church ladies could turn them out. Wooden wine barrels filled with Key lime juice mixed with sugar, syrup and cooled with chunks of ice made a limeade that could not be equaled. Guava pie and fresh coconut ice cream also hit the spot. Other raters on the menu were turtle stew, crawfish enchilada and conch chowder, topped off with genuine Key lime pie.”

While 1912 was when Flagler reached the terminus of the Key West Extension of his Florida East Coast Railway, the date did not mark the completion of his Over-Sea Railroad.

During Flagler’s trip in 1912, he traveled over temporary wooden trestle bridges when crossing Channel 2 and Channel 5 between Lower Matecumbe and Fiesta keys. The last of the permanent concrete bridges were completed in 1916, marking the official completion of the bridges and tracks connecting Key West to the mainland.

The relatively short-lived life of the train to Key West was never the success Flagler imagined. The beginning of the end came with the opening of the New Orleans-based Seatrain line in 1929.

Competition for business between the two lines only intensified with the Great Depression. Because Flagler’s train and the train ferry operating between Key

West and Havana were affiliated with the Florida East Coast Railway, the Interstate Commerce Commission assessed additional taxes on goods being shipped. As for what happened on Monday, Sept. 2, 1935, at 3:30 a.m., the Weather Bureau called the FERA office at the Matecumbe Hotel in Islamorada to relay the message, “Caution high tides and gales on Florida Keys.”

Miami Daily News reporter William Johns called FERA officials at the hotel at 9:30 a.m. and talked to Ray Sheldon.

Johns was told that if the weather got too bad, two trains in Miami were available to make the run to Islamorada and could arrive on three or four hours’ notice.

Ernest Carson, of the Miami office at the Weather Bureau, called Sheldon at 10:30 a.m. to inform him that hurricane warnings had been issued in Key West.

Sheldon told Carson that they would be evacuating the hundreds of veterans stationed in work camps at Windley Key and Lower Matecumbe. Sheldon called his boss, Fred Ghent, to get approval.

On that day, Ghent slept in late and then went out for a late lunch. No one in his office knew where he went, and the two men were unable to connect until 1:45 p.m.

It was not until almost two o’clock that the Florida East Coast Railway was contacted and the rescue train ordered.

It took two hours to assemble locomotive number 447, six passenger cars, three baggage cars, and a pair of boxcars. The train rolled out of the rail yard at 4:25 p.m. Miami Daily News reporter William Johns was on board. Almost immediately, the train was halted by a drawbridge to allow boat traffic to pass through. The train sat on the tracks for 10 minutes. It reached Homestead at 5:15 p.m. Telephone wires and repair crews were boarded. Thinking it would be quicker to push the train out of the Keys, the locomotive was turned around in order to pull the cars down the tracks to the Keys in reverse. The train rolled out of Homestead at 5:30 p.m.

It arrived on Windley Key at Veteran Camp 1 at 6:50 p.m. As it began to depart, it became entangled in a cable that had fallen across the tracks. It took 80 minutes to untangle the heavy-gauge cable from the wheels, and the train did not arrive at the Islamorada Depot until 8:10 p.m. Wind blew one of the 75-ton boxcars over. At about 8:20 p.m., the hurricane’s tidal surge crashed over the island and toppled the train. Reporter William Johns said, “We had been stopped but 10 or 15 minutes when a wall of water from 15 to 20 feet high picks up our coaches and swirls them about like straws.”

Twenty-three years after Henry Flagler’s dream arrived at Key West, the last train to roll over the Florida Keys experienced what can only be described as a living nightmare. It never steamed over the island chain again.

THIS WEEK’S FISHING REPORT - LATE SEASON MIGRATION Reports from my Good Karma Sportfishing podcast listeners indicate the mahi-mahi disappearing off the coast of New Jersey, which means they are on the move back down south.

All last week we found large schools of “heavy lifter” mahi-mahi in depths of 200-300 feet. The schools were scattered and moving south.

We also found plenty of “football size” tunas along the edge of the reef. We trolled smaller size ballyhoo rigged over blue/white sea witch style lures. That set-up produced larger size fish for my clients.

THIS WEEK’S TIP - FULL MOON RISING I am always excited for the full moon. Be ready for a migration of wahoo to be moving through the Upper Keys. With them will be large blackfin tuna. The full moon was Monday, Sept.

DERBY HAULS IN 1,215 INVASIVE LIONFISH

Team Forever Young catches 564 lionfish

wenty teams took to the water and collected 1,215 invasive lionfish during the 2021 Florida Keys Lionfish Derby & Festival, hosted by Reef Environmental Education Foundation. Teams fished from sunrise to sunset on Sept. 10 and Sept. 11.

More than $6,000 in cash and prizes were awarded to teams who brought in the most, largest, and smallest lionfish. The “Most Lionfish” category included the competitive Apex Predators division and the Reef Defenders division for casual lionfish hunters. Team Forever Young led the Apex Predators with 564 lionfish — a new record for the derby.

Team Pain Killer finished second with 265 lionfish and team Massai Warriors placed third with 142 lionfish. Fourth place went to team Salty Spine Slayer with 18 lionfish.

In the Reef Defenders division, team Squid INK won first place with 50 lionfish. Team Good Will Spearfishing brought in 43 lionfish for second place, while team Wild Hogs Dive Club took third place with 35 lionfish, and SWC Inc. placed fourth with 22 lionfish.

Competition was extremely close in the largest and smallest lionfish categories. Team Massai Warriors won first place in the “Largest Lionfish” category with a 436-millimeter lionfish, more than 17 inches long. Team Pain Killer’s second-place fish measured 421 millimeters, and team Forever Young took third place with a 404-millimeter fish.

The smallest fish of the derby was 69 millimeters, harvested by team SWC Inc. Team Gini’s Tonic won second place with a 70-millimeter fish, and team Wild Hogs Dive Club brought in a 77-millimeter fish to receive third place. Team Wild Hogs Dive Club also brought in a 77-millimeter live lionfish to be displayed in an educational exhibit at the REEF Campus. The event concluded on Sept. 12 at Postcard Inn Resort & Marina in Islamorada, with an outdoor festival featuring lionfish tastings, cooking and dissection demos, games, interactive booths and live music.

Native to the Indo-Pacific, lionfish are an invasive species in the Tropical Western Atlantic, and are causing significant negative impacts to native marine life throughout the region. REEF Lionfish Derbies educate the public about invasive species, gather data about lionfish populations, and promote a consumer market for lionfish. According to Stephanie Green, a University of Alberta researcher, lionfish can result in a 65%-95% reduction in native fish populations on certain sites. Impacts to valuable commercial fish like grouper and snapper could cause severe ecological and economic damage to countries in the invaded range. Regular removals events have been found to significantly reduce lionfish populations on a local scale.

“The annual Florida Keys Lionfish Derby & Festival demonstrates how our community can actively combat the lionfish invasion and make a difference. The final day of the derby was a stormy day in Islamorada, and we really appreciate all of the vendors, teams, volunteers, and festival attendees who stuck it out in the rain and helped make this year’s lionfish derby a success,” said Alli Candelmo, REEF Conservation Science Manager.

The 2021 Florida Keys Lionfish Derby & Festival was possible thanks to the following supporters: Ocean Reef Conservation Association, Florida Fish and Wildlife Conservation Commission, Postcard Inn Resort & Marina, Sharkey’s Sharkbite Grill, Forever Young Charter Company, Triad Foundation and Mesara Foundation. i friends! Reef the fox here for another weekly edition of “Reef’s Report,” and boy, do I have a special treat.

As many may know, I have friends in high places, and I reached out to my good friend K9 Coral from the Monroe County Sheriff’s Office to see if she would be interested in sitting down for an exclusive interview.

R: Hi Coral! It’s been a long time.

Last time we saw each other I was just a young fox and we all had our photos taken with Sheriff Rick Ramsay. Such a cool day. I know I smelled kind of funny, I’m not partial to baths. I have some questions for you. First off, I am dying to know, where were you born because you sort of have an exotic flare about you!

C: Hi Reef, yes, you do smell funny… I was born in Columbia and…

R: Oh my goodness. I knew it. I just knew you weren’t from around here.

Your fur is so luxurious and you are so mysterious, yet charming and funny.

So when did you start working with MCSO? And did you always know you wanted to be a police K9?

C: I started training and working with the Sheriff’s Office in September 2020 and yes, I always wanted to be a police K9.

R: So what is your favorite part of the job?

C: Going to work with my dad and playing with my Kong toy!

R: What is your favorite treat?

C: Dingos!

R: Dingos? What the heck are dingos? I’ve never had a Dingo! Mom, K9 Coral gets Dingos. I want Dingos. If she is eating them and gets to be a cop, then maybe if I eat them I can be the first fox cop in the history of the MCSO. C: Um, Reef…

R: Sorry, sorry, back to the interview. What is your favorite toy?

C: My KONG! R: Oh yes, the KONG. They are tough toys and I often have trouble destroying them. I prefer softer and more vulnerable toys that I can easily tear apart. So how many hours of beauty sleep do you get a night?

C: If I’m not working, I get eight hours, I sleep a lot.

wimmers from all over visited Islamorada on Sept. 11 for a swim to Alligator Lighthouse and back. Near the top of the finishing list was a 16-year-old from Islamorada.

Coral Shores junior swimmer Corley Smith placed fifth overall in the annual Swim for Alligator Lighthouse, an open-water challenge of 8 miles. Her time was 3 hours, 30 minutes for a second-place finish among solo females. She was just behind top female finisher Brooke Bennett, 41, of Clearwater, who finished the race in 3 hours and 19 minutes.

Tampa Bay resident Connor Signorin, 29, was the top individual swimmer with a time of 3 hours, 5 minutes and 37 seconds. Tampa residents Andrew Lashlee and Robert Skaggs posted the fastest two-person relay time at 4:03:58.

Swimmers Michelle Dalton, Sara McLarty and Misty Bacerra, all of Clermont, Florida, won the three-person class in 4:15:32. The winning four-person team was a mixed relay of male and female competitors from Fort Lauderdale, Florida. Tim Shead, Harold Wagner, Serge Wenzel and Ann Kilpatrick posted a time of 3:34:42.

Just over 460 swimmers took part in the race that saw some choppy conditions on the way out to Alligator Reef Lighthouse from Amara Cay Resort in Islamorada. Race staff monitored the course while boats from the Monroe County Sheriff’s Office, Florida Fish & Wildlife Conservation and U.S. Coast Guard kept incoming boats from getting near.

The annual race, which was canceled last year due to COVID-19, raises awareness about Alligator Lighthouse all while raising scholarship funds for students interested in competitive swimming. Built in 1873, Alligator Lighthouse is named after the U.S. Navy schooner Alligator, which was used to protect the Florida straits against pirates and slave ships. The ship went aground in 1822 and was blown up after removing as much as possible, to prevent use by pirates.

Recently, event organizers Larry “Lighthouse” Herlth and Rob Dixon received word that their nonprofit, Friends of the Pool Inc., will receive the lighthouse to restore and preserve.

Efforts to secure Alligator Lighthouse go back more than two years, when the U.S. Coast Guard and Department of Homeland Security determined there was no need for them to own and operate it.

“It’s just goosebumps,” Dixon told the Weekly following word that the nonprofit would secure the lighthouse. “A lot of our activities around here focus around Alligator Lighthouse.

It’s just our place to go, and it’d be tragic if it ever fell.”

Estimates to rehab the lighthouse are around $9 million.

MAKING BEAUTIFUL MUSIC Underwater fest brings tunes, marine life together

S

ea creatures and mermaids dipped below the surface for some music and entertainment during the annual Lower Keys Underwater Music Festival at Looe Key Reef. Located within the Florida Keys National Marine Sanctuary, about 6 miles south of Big Pine Key, snorkelers and divers not only had the chance to view corals and marine life, but they also witnessed the “sub-sea” concert as mermaids and creatures played musical instruments. “Under the Sea” and the Beatles’ “Yellow Submarine” could be heard underwater through speakers placed beneath boats above the reef. Put on by the Lower Keys Chamber of Commerce with coordination by US1 Radio 104.1 FM, the event highlighted the balance between enjoying the underwater beauty and keeping the environment clean and healthy.

CONSERVATION TIP THIS WEEK’S DIVE REPORT Conditions this week were, again, very nice! We had slight winds and sunny skies — perfect weather to find yourself topside on a dive boat in the Florida Keys.

On Saturday morning, Islamorada Dive Center participated in the “Shoreline Restoration Service” marine debris clean-up tournament. We teamed up with Coastal Realty of the Florida Keys to bring up a bounty ERIC of trash. This was enough for a second-place win.

We followed up that excellent morning of trash removal by actively restoring our reef on I.CARE coral restoration dives. Corals need clean, unpolluted environments to thrive because trash can get wrapped around fragile coral colonies and abrade or break them. If the seafloor is covered in trash, it could get in the way of new baby corals trying to settle, or encourage growth of algae, which does the same.

Doing these activities on the same day really emphasized, for me, just how connected land and sea are, and how everything we do up here affects what goes on down there.

Sometimes, that’s easy to forget, so it’s nice to find ways to reinforce those lessons. All-in-all, it was a full, beautiful and rewarding day of helping our local reefs.

FRAMING A NEW TRADE FOR THE DEPAULAS Daughter a catalyst in new adventure

M

aya Angelou once said, “I’ve learned that people will forget what you said, people will forget what you did, but people will never forget how you made them feel.”

I have. I have had this experience when I’ve stopped in DePaula’s Jewelers in Tavernier over my 12 years of living there. Each time with a vision that someday I will be buying a big fat diamond ring, only stopping in for a watch battery. And you know what? They have always treated me the same as if I was spending millions.

That feeling extends to the newer jewelry location in Islamorada that son Billy and wife Carolyn DePaula own and the Custom Frame Shop recently purchased from Marcia DeClue next door. The same feeling that you are in the right place with great people who authentically care.

People can see the enthusiasm in their faces when they talk about this newest passion — framing. In conjunction, Billy’s artwork is incredible and a perfect fit for the island home. Or it can be an inspirational purchase like I used to buy on tropical vacations but hung in the home when living in snowy cold Minnesota. Regardless of where you live, it makes you smile.

In May, Billy and Carolyn purchased the shop and took a few months to get their feet wet and learn the trade. Their daughter, Angeline, is also passionate about this new piece of the family business and enjoys helping clients create their perfect vision. Both Billy and Carolyn credited Angeline for being a catalyst in this new adventure.

After buying the shop, they also reorganized to create a more intimate gallery-like feel, encompassing Billy’s artwork. Even the way the frames are now displayed adds to the ease of designing and invokes a creative ambiance.

“Trippy” is how Billy described some cool textured matting that can be used for a variety of prints. And if you thought you knew every color in the rainbow, think again. When you see the assortment of mats and frames there are likely a few colors you have missed.

They have plenty of frame choices, but don’t worry if you get overwhelmed; they will guide you in the process. Of course, they have the basics covered, but some of the choices are distressed, gilded, enamel, mirror and even mother of pearl — a perfect option for a family jewelry business.

We had fun mocking up a beautiful coastal print with a raspberry mat which made the print pop.

The family was in agreement that their favorite part is working with their clients to assist them in creating the perfect custom framing, not only to complement the art but also fit in their home and reflect their personality.

They also agree that one of the things they love about the Florida Keys is the community. Gratitude for friends, family and opportunities. They further shared their sentiments about the recent loss of their good friend and business neighbor, Mike Forster. They are grateful for the time they had with him and how he shared the jewelry business location opportunity, which furthered their relationship.

In addition, Angeline is incredibly grateful for the nature and animals in the Keys. Fun fact: Angeline has caught two octopi off her grandma’s dock. It sounds like a fun future story, right?

So, next time you are staring at a naked wall or find an old photo that sets your heart on fire with warm memories, stop in. If you have never had artwork or a photograph framed, it’s an artistic process, and it’s exciting to see the finished product. You may end up saying to yourself, “Wow! I am pretty amazing and created that.”

Upper Keys Rotary supports Haiti recovery In the wake of the August earthquake, which was soon followed by a rain-filled tropical storm that hit and further devastated the island nation of Haiti, the Upper Keys Rotary Club donated $5,000 to Rotary District 7020 to aid in the recovery efforts. District 7020, which includes Haiti, organizes relief supplies, medical assistance, shelter and other necessary commodities for people in Southern Haiti.

In addition, the Upper Keys Club is encouraging their members and the greater Keys community to support recovery efforts.

According to a release from District 7020, “Cash is always the easiest way to get aid to those who need it now. We also have a list of needs, of which many can be sourced locally.

This will not only help with relief, but also will support the local economy.

Take Stock in Children seeks mentors to empower students Monroe County Education Foundation’s flagship program, Take Stock in Children, is recruiting mentors for current and incoming Take Stock scholars.

“We must have a mentor for each new scholar before he or she can begin the journey towards earning a college scholarship with Take Stock in Children,” said Bryan Green, president of the Monroe County Education Foundation. Fifty new mentors in the Lower Keys, 25 in Marathon, and 25 in the Upper Keys are needed to pair with incoming Take Stock scholars.

“While our mission is to accept all students who meet the eligibility requirements and who have the desire, motivation, and potential to go to college, without a volunteer mentor to match we cannot accept the eligible student into the Take Stock program,” executive director Chuck Licis-Masson said.

MIKE FORSTER, R.I.P. Mangrove Mike leaves an amazing legacy

“M

ike Forster made me want to be a better person.” This tribute to Mangrove Mike has resonated across social media since County Commissioner Mike Forster passed away early on Labor Day. This is a difficult column to have to write; it’s still hard to believe he’s not here.

Reading the tributes that have poured in from colleagues, friends and employees past and present showed the depth of Mike’s impact on others. His inspirational messages posted on Facebook every morning started many people’s days with smiles and positive thoughts. Some of the remembrances being posted include statements like: “You saved me, more than once.”

“I wish you could see and hear all the ways you have impacted others’ lives.”

“Your positive energy resonated with so many and will continue to lift us up and inspire us to be our best selves.”

“You truly made me a better human.”

I first met Mike not long after his arrival in the Keys back in 1990. I was assigned to write a story about Melons, where Mike was general manager. Mike and I hit it off, becoming friends those three-plus decades ago.

For those who didn’t know him, Mike loved life and he loved people. Mike started his own restaurant, the legendary Mangrove Mike’s Café in 1998. He was involved in other businesses and volunteered on many non-profit boards. As many know, Mike served five terms on Islamorada’s Village Council, and was appointed mayor twice. I got to reconnect and hang with Mike on our annual lobbying trips to Tallahassee and Washington, D.C. His enthusiasm for service was apparent and contagious.

That enthusiasm spread to distant parts of the globe as well. For many years, Mike and Pastor Tony Hammon made an annual trip to Africa to help underprivileged Ugandan children — they provided them with what often was their first pair of shoes. Of course, Mike fed them as well.

When the COVID-19 pandemic closed the Keys for business, Mike went into action. He began by cooking all his food from his shuttered restaurant and feeding his staff, but he saw the need was far greater. His initial efforts organically turned into his Mangrove Mike’s Endeavors non-profit. He coordinated food suppliers and Florida farms, and wrangled community donations and local volunteers. This grassroots effort saw Mike travel from Key Largo to Key West, providing thousands of hot meals and literally tons of fresh produce.

I remember those sweltering days at Brutus Seafood last year, standing between Mark Senmartin and Luis Gonzalez, helping dish out hot food on the “Grind Line.” Many incredible volunteers from each community showed up at

each stop to help. Though it was hard work at times, it was a lot of fun and very rewarding. One day, Mike almost got squashed by a thousand pounds of produce when gravity took over at the back of the reefer truck — he did get JOHN out of the way! He loved going out on his boat, he loved fishing and Everglades National Park, and he loved his beautiful hound dogs. Mike also loved music and was a regular at my Friday night Facebook Live concerts. Nearly every week, Mike either requested a James Taylor song, or a song that would stretch the upper register of my vocal range. Every time I’d hit those high notes, he’d gleefully message us his favorite hashtag, “popanut.” Now, every time I play a James Taylor song, I always think of Mike and his requests.

When Mike was hospitalized, tons of love, support, and prayers poured in. Just before he was intubated, Mike responded to many who texted him messages of support with a three-word response: “I love you.” He wanted them to know he was thinking about them before he went under.

Mike Forster was larger than life, a true public servant and a good friend to many. He was born to help people, whether the general public or one person at a time. He really believed we were Better Together, and his lifetime of service is his legacy.

The best way we can remember Mike is through our acts of kindness: pay it forward, offer assistance, lend a helping hand. I miss my friend, especially on Friday nights … and all I can do now is wish you fair winds and following seas. Godspeed, Mike Forster.

lorida Gov. Ron DeSantis directed the lowering of flags to half-staff to honor Monroe County Commissioner and former Islamorada Councilman Mike Forster, who passed away following a battle with COVID-19.

A memorandum was issued last week to Monroe County Mayor Michelle Coldiron, Islamorada Mayor Buddy Pinder and Florida Real Estate Development and Management Director Tom Berger. DeSantis’ memo directed U.S. and state of Florida flags to be flown at half-staff at the Murray Nelson Government Center in Key Largo and the Islamorada Administrative Center and Public Safety Headquarters from sunrise to sunset on Sept. 17.

Forster served the village of Islamorada for 12 years, serving twice as mayor and twice as vice mayor. He was elected to the Monroe County Board of County Commissioners in November 2020.

“Forster was well-known in the Florida Keys as an owner and operator of Mangrove Mike’s Cafe and Catering, established in 1998. Forster will be remembered for his passion for the Keys’ environment and people,” the memorandum read.

DeSantis will need to appoint someone to Forster’s seat through 2022. An election would then take place for the District 5 seat, which represents Key Largo and Tavernier. While a timetable for a decision remains unknown, those interested in serving can now apply. Former State Rep. Holly Raschein submitted her application to the governor’s office last week.

So did Tony Allen, owner of Allen-Beyer Funeral Home and chairman of the Key Largo Fire and EMS District. Allen told the Weekly he wanted to run for county commissioner years ago. He said former Commissioner Sylvia Murphy and he talked about it for years.

“When I found out MIke was running, I just kind of felt he was the better person for the job, so I didn’t want to interfere with that. I didn’t see any point in running against Mike,” he said.

“Unfortunately, Mike is gone now. I thought he was doing a great job, and I’m throwing my hat in the ring because I know the job.

I’m already doing similar stuff for the fire district, and I wanted the opportunity to continue what he started, giving Key Largo and Tavernier a voice.”

Rhonda Rebman Lopez recently sent her application to DeSantis’ office for consideration. A former candidate for state representative, Rebman Lopez said she’s passionate about the community and has the time to serve the people.

“I think the county commissioners are trying hard, but I definitely think there’s room for improvement,” she said. “We need some fresh blood with some fresher perspective to bring in new ideas.”

Rebman Lopez added that she’s looking to run for election to Forster’s seat in 2022. Allen said he’d run if he’s appointed by DeSantis and the residents like the job he’s doing.
