Seeking proof of a person’s vaccination could bring hefty fines in Florida. Gov. Ron DeSantis signed a bill in May that banned vaccine passports, with fines set at $5,000 for businesses, schools and governments that require proof of a COVID-19 vaccination. Fines will start Sept. 16.

n Sept. 7, the school board, district staff, health officials and the public sat together through another tense four-hour meeting. At least three hours were devoted to a discussion about masking children in the schools: Should the parental opt-out be changed to a full-on mask mandate with only a medical opt-out? Should the district go against Gov. Ron DeSantis’ recent executive order protecting a parent’s right to decide about masks?

In the end, the school board upheld the same mask mandate with a parental opt-out, to be revisited in two weeks. However, the vote was four members for and one member against this mandate. Board member Sue Woltanski, concerned about the still high COVID numbers, pushed for a medical opt-out only.

The meeting began with an update on COVID numbers by Bob Eadie, administrator for the Monroe County Department of Health.

“To my knowledge there have been no confirmed pediatric hospitalizations, no confirmed pediatric deaths in Monroe county,” he said.

He said that from Aug. 1 till Sept.

7, Miami-Dade had tested 11,182 kids in the 5- to 14-year-old age group, and 12 percent of those tests were positive. In Monroe County during that same period, 2,200 children in that age group were tested, and 231 were positive, making Monroe County’s ratio for positivity 10.5 percent.

He added that positive test numbers for Covid are going down, not up, though the trend could be a pause before another spike.

Woltanski repeatedly expressed her concern about the transmission of the virus in Monroe County and pressed for masking with medical-opt out only.

“The community is rocked by losing our county commissioner,” she said. “I know of six restaurants where the owners have died from Covid. ...

It’s an economic problem when the adults in the community, the pillars in our community, start dying. The county commissioners have put in a mask mandate in all their buildings.

The city of Key West has put in a mask mandate in all its buildings. I believe the village of Islamorada has as well … at this point we’re the governing body that is not masking.”

“Because for us we’d be breaking the law,” said Andy Griffiths, board vice chair.

Board member Bobby Highsmith pointed out that 90 percent of students are wearing masks.

“If only 10 percent of the kids in the classroom are not wearing masks then we wouldn’t be having this conversation,” Woltanski said. “But there are kids in classes where it’s 30 percent or more not wearing masks.”

“We don’t get to pick the laws we like,” Griffiths said. “We follow them all.

We need to encourage better participation.”

“Currently, out of 8,465 (students), we have 1,315 opt-outs. That’s 15 percent opt-outs,” Superintendent Theresa Axford said. “In Dr. Woltanski’s defense, some classes are more heavily weighted with opt-outs.”

“We have a constitutional responsibility to provide a safe place,” Woltanski insisted.

The public had opinions as well.

“Dr. Woltanski, I have not seen where you have articulated any verifiable uptick in Covid that is related to the current mask policy,” Matt Stettner of Summerland Key said. “Respectfully, I do not believe it is her (Woltanski’s) or your decision to make in the place of the parents.”

Key West physician Dr. John Norris plugged the CDC’s recommendation for universal masking in schools for all students age 2 and up regardless of vaccination status.

“Recently, a child was sent home from school due to exposure. Both the child and the parents got symptoms,” he said. “CDC guidance should be followed. ... I am concerned about the number of Covid cases of adults that are coming from our school system.”

As it has become the school board’s policy to vote on the current mask policy with parental opt-out every two weeks, the time came at the end of the meeting to finally make a decision.

Woltanski made a motion for everyone to wear facial covering indoors, with an opt-out by medical necessity only, due to “our status being extremely high.” No board member seconded her motion.

Highsmith moved to continue the existing facial covering requirement, with a parental opt-out. It was seconded by board member Mindy Conn. The motion passed, 4 to 1, with Woltanski voting against.

“I think the fact that we’ve come to a point where masks are the only thing we are talking about in relation to Covid is taking things far beyond what they should be and making it more political, rather than based on data and facts,” Conn said. “There are so many other factors besides masking that go into a great Covid policy, and I believe we are doing all of them. … We’ve got better air filtration, we’ve got sanitizing, we’ve got hand washing, we've got outdoor time and social distancing. There are so many things we are doing, and the only thing we talk about at meetings is masking. And that is not — in my opinion, the data doesn’t support that as the fixer of Covid.”

The masking issue will be discussed again, in two weeks.

Keeping the community safe

T

hey’re the first ones on the scene of an accident on U.S. 1. They’re the first to arrive when things go wrong.

On water and land, the Florida Keys’ first responders are at the top of their game when called on to assist members of the public in a time of need.

The job of a first responder can bring long hours in intense heat. They deal with people who are stressed or at their worst moment. A first responder’s job also carries the unknown over what kind of call will come in and when.

This Saturday marks the 20th anniversary of the terrorist attacks on the World Trade Center in New York City. More than 400 first responders lost their lives that morning, and thousands more who responded to the incident continue to struggle with the mental and physical wounds.

This week, we honor their memory and show our appreciation to our local responders who serve the Keys communities. There are many things that make the Florida Keys a special place to live — a community of dedicated first responders being one of them.

MONROE COUNTY SHERIFF’S OFFICE

ALEX HRADECKY has been a deputy for four years. Patrolling District 7, Key Largo to Tavernier, Hradecky said she always loved criminal justice, investigating crime and assisting communities.

From Homestead, Hradecky, 26, said her initial interest was becoming an attorney in high school.

“I began the criminal justice major at Miami-Dade College, which came to a pause while beginning my family. Shortly after my real job closed for business, I joined the police academy to chase the criminal justice career.” Hradecky said the best part of her job is helping citizens at their lowest points and changing the perception of law enforcement. Hradecky was in kindergarten during 9/11.

“It absolutely shook my home life and all of America; 9/11 is a huge motivation to protect our citizens and our lands.”

JAMES HAGER is a Gainesville native who lives in Key Largo. A sergeant and 12-year member of law enforcement, Hager said he was hooked from his college days studying criminal law. “I had a professor who was a retired police officer. He gave me some great insight into law enforcement. I also had some relatives and close family friends in law enforcement that guided me into the profession.” Helping people and making a difference make the job an enjoyable experience for Hager, as well as the feeling of saving or changing a life in a positive way.

“We live in the best community in the world, in my opinion. One small gesture can change someone’s day or even their life. I was raised on the motto ‘Treat people the way you want to be treated.’

Hager was at P.K. Yonge Middle School in Gainesville during 9/11.

“I distinctly remember everyone’s parents coming to pick them up early and the teachers playing the incident on TV.”

NICK WHITEMAN is a Key Largo native who serves as road patrol supervisor within District 6, serving Islamorada. Now residing in Marathon, Whiteman, 37, said he always had interest in serving since he graduated from high school and joined the U.S. Army as a paratrooper infantryman with the 82nd Airborne Division. “I did a tour in 2003-2004, and when I got out, the logical transition was to become a deputy sheriff back home.” Whiteman said the best part of the job is serving a community he grew up in and teaching the next generation of law enforcement in the police academies. “I want them to be better than I was at the same point in their careers. It is incumbent on myself and others to make our profession better than we found it.” Whiteman was a senior at Coral Shores High School watching TV in geometry class when the 9/11 tragedy occurred. “I was already enlisted in the U.S. Army under the delayed entry program.

A year-and-a-half later, I would find myself in Al-Fallujah, Iraq.”

MEG MCCARTHY has been a deputy in Monroe County for two-and-a-half years. From Miami, McCarthy said she always wanted to be in law enforcement.

“I was having a conversation with my cousin who asked, ‘If you could do anything for a job what would it be?’ ‘That’s easy,’ I said, ‘I’d be a cop.’ I’ve wanted to be one my whole life. He then asked me why I didn’t pursue it, and I explained that the ship sailed; it’s a young person’s job. He told me it wasn’t too late.” McCarthy ended up entering the academy.

As a deputy, she said she enjoys interacting with the public and making it a pleasurable experience. “Most of us take this job to help people and somewhere along the way we got a bad reputation and I think that’s sad.

I realize when someone is angry with me, it is the uniform they are angry with, not me personally.

But if I can make one person see I care and I am truly here to help, protect and serve, then it’s a good day.” McCarthy was at home with her baby on 9/11. “I thought, ‘How do I protect her from this?’ I remember feeling vulnerable and I never wanted my daughter to feel so unsafe.’”

LISSETTE QUINTERO has spent 11 years in law enforcement. Serving as detective sergeant within the Monroe County Sheriff’s Office, Quintero, of Marathon, said she entered law enforcement to make her community feel safe and secure. As to what she enjoys most about the job, Quintero said “Making a meaningful impact.”

She was in Key West working a previous job on 9/11. “It changed my focus on home life and time spent with family. It increased my expression of patriotism and made me a more generous and caring individual.”

ISLAMORADA FIRE RESCUE DANNY SELF has spent 13 years as a paramedic, the past five with Islamorada Fire Rescue. From Key Largo, Self, 36, said family and friends who were in the fire department encouraged him to pursue a similar career. “They were telling me to go check it out and get into it. I really didn’t know what I wanted to do in high school.” Self said he enjoys serving a community he grew up in.

SPENSER BRYAN has served with the Monroe County Sheriff’s Office for 11 years. He now is lieutenant of District 7 serving Key Largo and Tavernier.

Bryan, 33, follows the footsteps of his dad, retired Capt. Corey Bryan, who served the sheriff’s office for 34 years.

Spenser Bryan said the best part of the job is working with the men and women within the sheriff’s office and serving the Monroe County citizens.

Bryan was in seventh grade on 9/11. “I was walking into school when I heard the news. It just reinforced my want to go into law enforcement at an early age.”

TOMMY DURHAM has been a sheriff’s deputy for 16 years, of which 11 have been spent in Monroe County. Durham, 40, who is from Homestead, said he entered law enforcement to play a beneficial role within the community.

“I grew up seeing a lot of bad things. I just wanted to make a difference and be something better.” Durham said even though deputies see people at their worst, “we’re here for them.”

Durham said he was working at the jail on 9/11. “It opened my eyes and just changed me. It was terrible. I wish I could have been there to help during that time.”

ADDISON LAPRADD has spent the past year as a detective with the sheriff’s office. Originally from Miami, LaPradd, 32, lives in Tavernier. As a detective, LaPradd works closely with the community. “I get to work on more specific crimes; that entails being in constant contact with the victims. You work more thoroughly and gather more detail in talking to people. You feel like you’re giving back a lot more.”

LaPradd says he enjoys working with fellow detectives and others within the agency. “It keeps the mind fresh and you’re always learning something.”

LaPradd was in middle school on 9/11.

“It’s something I always look back on and never forget. I’m just glad to be in

a position where I can help and assist and give back.”

IAN BARNETT is a Monroe County detective of seven years. Before that, he spent several years on road patrol.

Barnett, 47, said he enjoys bringing closure to fraud cases. “They can be lengthy and detailed. At the end of six months or so when I can make an arrest, it’s the best feeling I get.” Barnett said he was working for campus police in Nebraska when 9/11 occurred. “It made the world a little bit smaller.

Things that happen in the Middle East and Europe aren’t as far away as they seem.”

DARNELL DURHAM has been in law enforcement for 25 years. Today, he’s a detective with the Monroe County Sheriff’s Office. Durham, 45, said he chose law enforcement because he likes helping people “who can’t help themselves.” The best part of the job for Durham is giving the community a sense of relief. Looking back on 9/11, Durham said there was nothing but anger running through him. “I thought that we, as Americans, needed to do something to protect our country better.”

Key Largo native JOSE HERNANDEZ has served in the Monroe County Sheriff’s Office since 2017. With family in law enforcement, Hernandez, 25, was always interested in the profession. He enjoys working in a community that he grew up in. “I like the people I work with and the command stuff. They treat us right. I like the hometown feel, and the community’s 100% behind us.

It’s not like that in most other places.”

Hernandez, who was 5 when 9/11 occurred, said it was a sad time and a hard one for the people who lived in New York City.

A firefighter of 10 years, LT. ERICA OLIVEIRA has spent the past seven years with Islamorada Fire Rescue.

“I had friends in the fire service and I liked that aspect, so I decided to go that route instead of nursing.”

Originally from Miami and now living in Homestead, Oliveira, 37, said she enjoys helping others and the public’s gratitude. “It makes you feel good inside.” Oliveira was in second

period geography class during her senior year at high school on 9/11.

“It definitely geared me toward civil service, helping others and making a difference.”

Islamorada native TAYLOR RUSSELL has spent the last year in the fire service. Six months were spent volunteering and four months full time. Russell, 25, always had whispers of entering the fire service, having grown up around family and friends who were in the profession. “The best part of the job is always being a part of the community.”

LUIS TUERO is lead paramedic with Key Largo EMS. Serving the community for five years, Tuero, 26, said the profession intrigued him from a young age, having family and friends within the fire rescue service. “It provided me the opportunity for ride-alongs, which made me see how much they enjoyed their careers and made it an easy career choice for me to follow.”

Tuero, of Miami, said he enjoys the unexpected on any work shift and satisfaction knowing he’s doing his

best for the betterment of a fellow person. Tuero was in first grade on 9/11. “I distinctly remember my teacher turning on the television and watching the events as they unfolded live. She told us, ‘Remember this moment because it will be U.S. history like never before.’ As I have studied and practiced in this field, I am constantly reminded of the sacrifice the men and women of 9/11 made. There are parts of this job that can be frightening at times, but when we give it our all for your neighbors, this job is the best anyone could ask for.”

KEY LARGO FIRE DEPARTMENT AND KEY LARGO EMS

ROXANA PEREZ is a lieutenant paramedic with Key Largo EMS. From Miami, Perez, 30, lives in Tavernier. Serving as paramedic for the past five years, Perez said her dream since she was young was jumping out of helicopters and saving lives. “I realized the military would be the best option for me, but what I didn’t realize is that at that time women were not allowed to do that specific job. I was discouraged but looked for the next best opportunity to save lives, which was being a first responder.” Perez said she has the opportunity to help strangers during their darkest times and showing kids the back of the rescue vehicle during career day. “Although it's hard for me to narrow down one aspect of my job that I consider to be the best, I would have to note the versatility and spontaneity of being a paramedic.

You never know what to expect.”

Perez was in fifth grade practicing cursive writing when she received the news on 9/11. “Our teacher very calmly explained what was happening at that moment and how the lives of many people will forever change. I remember being scared but wanting to help somehow. As I got older and we continued fighting the war, I watched many courageous men and women fight to keep us safe.

The urge of wanting to be someone that can save a life even when things are falling apart all around you remains in me and to this day I am beyond grateful that I have the opportunity to do so.”

JOHN MICHEL has spent the past four months as a firefighter with Key Largo Fire Department. From Miami, he said he always wanted to serve the community. “I wanted to enter the fire service at high school.” Michel said the best part of the job is being a part of the community, keeping up to date on what’s going on and interacting with people. Michel, who was 3 at the time of 9/11, said the tragic events brought a sense of pride in the country and a willingness to serve. “I wanted to be a part of that as well.”

FLORIDA FISH & WILDLIFE CONSERVATION COMMISSION

Key Largo Fire Department CAPT. DAVID GARRIDO has spent 18 years in the fire service. Born in Jersey City and now residing in Homestead, Garrido was in high school when he witnessed and saved his grandfather, who went into cardiac arrest. “I had gone through a basic CPR class in high school and I performed it and brought him back.” Starting off as a volunteer and moving in as one of the first full-time personnel, Garrido, 45, said serving the community is the best part of the job. Garrido said he was working part-time at a retail store on 9/11.

“I know exactly where I was at the moment. I was helping a customer with a jam in the paper copier.

We had a little TV and noticed the first plane hit. It brought America closer. We came united. We became stronger.”

CHRIS MATTSON has spent 18 years with Florida Fish & Wildlife.

From Little Torch Key, Mattson, 49, said he had a good friend in the Keys whose dad worked for Florida Marine Patrol. “I was always interested in marine conservation.” The best part of the job, for Mattson, is the flexibility and the fact that no day is ever the same, as well as being outdoors and not at a desk. Mattson was an activeduty senior airman in the U.S. Air Force stationed on Vandenberg Air Force Base in California as a security forces police officer on 9/11. “The base got locked down at 6 a.m. after the terror attacks.”

FABIO DE LAS CUEVAS has served within the Key Largo Fire Department as driver/engineer for fourand-a-half years. From Louisville, Kentucky, De Las Cuevas, 24, said what led him to enter the fire service was a moment in high school when fire rescuers were called to treat a family. “Ever since that day I wanted to become a firefighter.”

De Las Cuevas said he enjoys serving the Key Largo community.

He was only a few years old when 9/11 occurred. “I saw my mom cry, and I didn’t know what happened.

Ever since that day, it influenced me even more to be a firefighter. “

BOBBY DUBE is a 32-plus-year marine patrol officer in the Florida Keys.

Beginning with Florida Marine Patrol and then Florida Fish & Wildlife Conservation Commission, Dube said he couldn’t handle being a teacher and needed a career change. That’s when he entered the academy and became a marine officer. Dube, of Plantation Key, Islamorada, said he enjoys helping visitors and the community, as well as protecting and preserving the natural resources for future generations. The Monroe County Board of County Commissioners voted to cancel the courtesy special budget meeting in Marathon scheduled for Thursday, Sept. 9 at 5:05 p.m. The special meeting is not required by law but is traditionally held as a courtesy to give Middle Keys residents an opportunity for input without driving to Key West or Key Largo.

With the public’s ability to participate in the hearings via Zoom, the special courtesy meeting in Marathon is not necessary at this time. Additionally, Thursday’s meeting would have conflicted with the City of Marathon’s required budget hearing, also scheduled for that time.

By law, a county is required to hold two public hearings at which action can be taken. Thursday was the first required public hearing in Key West. The final public hearing will be on Wednesday, Sept. 15 at 5:05 p.m. in Key Largo.

A video tribute to Forster will be held during the regularly scheduled Board of County Commissioners meeting on Wednesday, Sept. 15 in Key Largo.

Gov. Ron DeSantis has been notified of his death and will start the procedure to appoint someone to fill his seat in the interim. The person who is appointed will serve until the November 2022 election cycle. The person elected in November 2022 will serve until the end of Forster’s regular term, which is November 2024. There is no timetable for the governor to make an appointment.

BRIEFLY Application deadline near for scholarships for women This fall, scholarship funding is being offered to adult women in the Upper Keys for certifications, training courses, or classes and required materials for higher educational degrees.

The Adult Women Scholarship program, sponsored by the Upper Keys Business and Professional Women (BPW) in partnership with the Holly Given Fund, grants individual scholarships of up to $1,500 to successful applicants.

The deadline to apply for the 2021 fall season is Wednesday, Sept.

Applicants need not be members of Upper Keys BPW, but must have at least five years of post-high school work experience and have lived in the Florida Keys for at least three years.

The BPW scholarship program accepts applications and makes awards twice each year, in the spring and fall. The spring 2021 winners were: Jackie Patterson, for taking courses on how to teach reading strategies to struggling upper elementary and middle school students; Lauren Sanchez, who is enrolled in the Miami-Dade College and Nova Southeastern University and pursuing a master’s in health science and bachelor’s in applied science with a concentration in physician assistant studies program; and Chelsea Trawick, who is pursuing a master’s in science in applied nutrition through the University of New England Online.

“The BPW Adult Women Scholarship program is made possible by the support of our members, event sponsors and the local community,” said Jennifer Cappadona, BPW scholarship committee chair. “It is through their ongoing generosity that we are able to raise these scholarship funds every year and provide muchneeded financial support to our local working women.”

Household hazardous waste drop-off set for Sept. 10-11 Islamorada provides four opportunities per year for residents to dispose of household hazardous waste locally. The household hazardous waste collection is an effort to remove hazardous materials from the waste stream and to properly control disposal of the products. The dropoff days are generally scheduled for the second consecutive Friday and Saturday of the months of March, June, September and December.

On Friday, Sept. 10 and Saturday, Sept. 11, Islamorada residents may take household hazardous waste to a special drop-off location at Founders Park (MM 87 bayside). The drop-off location will be set up near the south park entrance behind the Administrative Center parking lot, where an attendant will sort items for proper disposal. Drop-off hours will be 9 a.m. to noon both days.

Household waste materials include used non-contaminated oils, antifreeze, bottles or cans of flammable liquid fuel and chlorine bottles, liquid poison, flammable solids, aerosol, corrosive materials, liquid or solid oxidizers, pesticides or herbicides, cyanides or sulfides, dry cell alkaline batteries, lead acid batteries, latex paints, pcb liquids, bcb ballasts, non-regulated soaps, polishes and similar materials, contaminated oil solvents, oil based paints and thinners, and tires off the rim that do not exceed a light duty SUV. HEARTS HEAVY Community remembers Mike Forster

A community grieved on the morning of Sept. 6, as news spread of Mike Forster’s passing following a battle with COVID-19. On Facebook, a flood of posts brought words of sadness over the loss of someone who embodied what it meant to be an active member within the community. Many also relayed thoughts of praise and thanks for Forster, 61, who constantly paid it forward and gave back. Forster was more than a passionate public official and a restaurant owner who boasted awards for some of the best breakfasts around. He supported students and first responders. He loved his pets and enjoyed a day off out at Flamingo. He started the morning by posting uplifting messages to Facebook for his community of followers to see. Next week’s edition of Keys Weekly will look at how Forster influenced and shaped many lives. his time of year is always a bit like walking on eggshells. Not only is it hurricane season, but August has turned to September, and the tropics are hot and bothered and ripe for storm activity.

The 1835 hurricane sank ships at the Key West harbor, destroyed fruit trees at Indian Key, to the tune of $500 in damage, and wrecked ships at the Miami and New River outposts and beyond.

Figuring out when and where a hurricane will strike has been part science and part art since people first began attempting to predict weather patterns. For centuries, sailors relied on barometers to help get a read on approaching weather.

Barometers are scientific instruments used to measure atmospheric or barometric pressure.

The mercury barometer was invented by physicist Evangelista Torricelli in 1643 and consisted of a glass tube with a pool of mercury at the bottom. Sensitive to the atmospheric pressure, the mercury would rise when the air pressure was high and fall when it was low. Rapid drops in atmospheric pressure indicate an approaching low-pressure weather system.

Low-pressure systems are indicators of rain and wind systems. High-pressure systems bring in dry, cool air and will cause the barometric pressure to rise. They also help to push away low-pressure systems.

The roots of weather forecasting as a science, at least in the United States, date back to 1849. To begin to track weather patterns, the Smithsonian Institution provided telegraph companies with the instruments necessary to measure and re-

cord things like rain and wind. By 1850, more than 150 volunteer amateur meteorologists were recording and submitting their weather observations to the Smithsonian. A decade later, 500 telegraph stations from locations across the country were sending in weather reports. As information was collected, it was recorded and the readings mapped until, over the years, patterns of weather emerged.

During Ulysses S. Grant’s presidency, 1869-1877, he signed a resolution requiring the Secretary of War “to provide for taking meteorological observations at the military stations in the interior of the continent and at other points in the states and territories … and for giving notice on the northern lakes and on the seacoast by magnetic telegraph and marine signals, of the approach and force of storms.”

The act required the formation of a new national weather service that was to be incorporated into the U.S. Army Signal Services’ Division of Telegraph and Reports for the Benefit of Commerce. In 1890, President Benjamin Harrison signed an act that transferred meteorological responsibilities from the Army to the newly formed United States Weather Bureau. Before the turn of the century, in 1898, President William McKinley ordered the Weather Bureau to establish a hurricane warning network in the West Indies. Meteorological advances in weather forecasting continued to be made, including the first cable exchange of weather information between the U.S. and Europe in 1900.

The following year, official three-day weather forecasts began to be issued in North America. In 1904, the government began using airplanes to conduct upper-air

atmospheric research. A year later, the SS New York transmitted the first wireless weather report from the sea. The Weather Bureau began releasing free-rising balloons to record atmospheric observations in 1909. In 1928, the Weather Bureau switched its form of communications from telegraph and telephone to the teletype.

The year 1935 was a big one for weather. The Weather Bureau established a hurricane warning system and mounted automated weather instruments on buoys to collect marine weather data. Additionally, forecasting moved from a centralized Washington office to four tropical forecasting offices located in Boston, Jacksonville, New Orleans, and San Juan, Puerto Rico.

None of that seemed to help much as the 1935 Labor Day weekend approached.

The Weather Bureau struggled to identify and locate the tropical disturbance forming in the warm Atlantic waters.

Pioneer families who had lived in the Florida Keys for decades were watching the mercury in their barometers fall, and while the Weather Bureau could not pinpoint where the approaching storm was headed that weekend, the barometric pressure continued to drop and drop. It was not until the early afternoon on Sept.

2, Labor Day, that the Weather Bureau announced a storm was heading to the Matecumbe Keys. No one understood the power of the storm that raged across the Atlantic or what was in store for the Florida Keys, but those pioneers watching their barometers understood something bad was on its way.

MAN REPORTEDLY FLEEING OFFICERS CHARGED WITH NINE UNDERSIZED LOBSTER

A

Miami Lakes man is facing a number of charges after reportedly fleeing from Florida Fish & Wildlife Conservation investigators and possessing nine undersized wrung lobster tails.

FWC Investigators Billy Thompson and Chris Mattson received a tip of an individual harvesting lobster without a dive flag near MM 95, oceanside, on Sept. 2. In plain clothes and on an unmarked vessel, they saw the man, later identified as Yordanky Casares Rosado, 37, snorkeling along the shoreline without a diver-down flag displayed.

Mattson maneuvered the patrol vessel through shallow waters and approached Rosado.

When they identified themselves and activated the blue lights and siren, Rosado reportedly jumped into his kayak and headed down the canal as he ignored orders to stop.

Rosado reportedly got off his kayak at a residence and ran through several backyards.

Thompson jumped off the patrol vessel and chased him a few houses down. Thompson handcuffed Rosado and found two undersized wrung lobster tails in the pockets of his shorts.

In the area, investigators found seven more undersized wrung tails. Rosado was arrested and taken to the Monroe County Jail. Rosado faces charges including nine counts of possession of undersized lobster tails, nine counts of possession of wrung lobster tails, no measuring device, interference with an FWC officer, resisting arrest and fleeing and eluding via vessel, a felony.

Recently retired judge Ruth Becker had unorthodox methods and an undeniable impact on Monroe County

J

udge Ruth Becker was elected to the Monroe County Court in 1990, then was re-elected without opposition until she retired on July 30. The Board of County Commissioners saw fit to proclaim Aug. 18, 2021 Judge Ruth Becker Day. “The entire time, Her Honor was one of the best. I had nothing but the greatest of things to say about her,” said her longtime colleague, Marathon criminal defense attorney Bill Heffernan. “When I said goodbye, I’d been a lawyer for 50 years in January.

I’ve been doing this for many years, in front of many judges. I can only tell you, Judge Becker was top shelf, a very, very compassionate judge. People in this community owe their freedom and life to her drug court.”

Clearly, Becker made an impact in her legal career and on Monroe County. But things might have been very different if not for a small twist of fate in her youth. She told Keys Weekly that she graduated from Smith College with an honors major in microbiology, and she came this close to going to medical school.

“I was working at Harvard Medical School, doing editorial work for The Journal of Infectious Diseases,” she recalled. “And I had never been a big fan of math. Never took physics. That was an impediment. And it’s why I never went to medical school. I think I thought somehow, when I was young, that law would be an area where I could make a difference.”

And she has made a difference. Key West attorney Richard Fowler, the former chief judge of Monroe County, created the county judge position in Marathon that Becker ran for and won in 1990. But Fowler needed help in the criminal circuit court, as well.

“God bless her, I talked Ruthie into it — circuit work in addition to county work,” Fowler said. “She was gracious enough to take it on. … There’s nothing that I asked her to do that she wasn’t capable of doing. She’s one of those shining examples.”

Becker said county court is sometimes called “the people’s court,” where misdemeanors, traffic and civil cases are heard. In the circuit courts, felony, guardianship, mental health and probate matters are heard.

But she said that if she had to pick the favorite part of her job, it would be drug court.

“Drug court was something that I found to be extremely — I wouldn’t say enjoyable, but it was therapeutic,” she said. “Back in the day, offenders would just go into prison, get out and repeat, over and over. Not everyone makes the changes, but many do. And when they maintain sobriety and become functioning members of the community, to witness that is very rewarding.”

“From a court perspective, I would say drug court is her greatest legacy,” said trial court administrator Holly Elomina. “Her dedication helped many Middle Keys clients with their sobriety in her 30 years on the bench.”

Becker was also known for her creative methods in drug court. Her clients would be assigned counseling and 12-Step meetings, and once a month they would meet her at drug court … then go outside for a run.

“I went to drug court college in Georgetown, Washington D.C., and conferences around the country,” she said. “One of the things I learned was that with chronic substance abuse, the brain loses pleasureenhancing brain chemicals — but not endorphins. I encouraged them to get their bodies moving, to help them feeling better naturally. We used to go out to the Seven Mile Bridge after drug court.”

Marathon criminal defense attorney Hal Schuhmacher remembers her unorthodox drug courts very well.

“When she sentences someone in drug cases, she mandated that they exercise one hour a week,” he said. “The fact that she was out there with the drug people, practicing what she preached, was a big deal to me as a defender. She cared about people to the point where she would get down in the mud with them and work on their recovery.”

In fact, she was an eight-time marathon runner, and she attributes her stamina and confidence to her passion for exercise.

“It gives a person the reassurance that you can do what you set your goals for,” she said.

The governor now has the job of appointing her replacement, who will have big shoes to fill. Becker says she noticed an increase in heroin and fentanyl in her drug cases, and her appointee will have to take that on as well.

“Really atrocious things,” she said. “It may have been an offshoot of the opioid crisis.”

But for now, she’s casting her mind to other matters. She is enjoying her home, newly built after being destroyed by Irma, with her husband, who is also retired.

“I’m learning how to sleep past six o’clock now. It’s been a month. Sometimes I have to stop and figure out what day of the week it is. I’m doing some pleasure reading.

And I’m a good cook.”

But Becker, whose hero is Ruth Bader Ginsberg, may not be able to stay away from the courts for long.

“I haven’t decided whether I want to go back to work as a senior judge,” she confessed. “You have to wait a year before you can do that.”

CONSERVATION UPDATE I.CARE is the only local coral restoration group that is currently planting boulder corals. Unlike branching (staghorn and elkhorn) corals, boulder corals grow on sea floor and other substrates in a single, flat plane before growing upwards to form massive “boulders,” or mounds of coral polyps. Both types of corals helped to build up our massive barrier reef here in the Florida Keys and both need our help to get back on the reef.

To that end, we had a great group out with us to accomplish our milestone first planting. They participated in our hands-on coral planting seminar in the morning and then headed out to plant boulders onto an Islamorada reef in the afternoon.

We know that these corals matter to our local reefs. We also know that science-based approaches to coral restoration are the only way that we can effectively restore some of what we’ve lost. That makes bringing these massive corals back to life with our own two hands feel even more amazing.

CONSERVATION TIP Remember, when you anchor, to drop in the sand or use a mooring buoy.

When anchors and lines tangle on corals, they can damage these fragile animals.

HELPING A ‘HABITUAL HOOKER’ A Keys (sea turtle) success story

“T

his is a repeat offender or ‘habitual hooker,’ as we call it,” said Whitney Crowder, a sea turtle rehabilitation coordinator from the Gumbo Limbo Nature Center in Boca Raton. A boatful of Keys locals chuckled as Crowder continued talking about a juvenile green sea turtle named Wormhole. “It does not learn very well and has been caught at least five times on fishing hooks — that we know about.

One of the times even has a police report attached to it.”

Jokes aside, Crowder and her colleague Maria Chadam, a sea turtle veterinarian from the nature center, visited the Keys at the end of August with one mission in mind: to convert Wormhole, their problematic, frequently-hooked sea turtle, into a Keys local. They transported the turtle via van to the Florida Institute of Oceanography at the Keys Marine Laboratory (KML) in Layton for release on a nearby reef.

“Wormhole was a hot mess,” said Chadam. “We brought it here because it’s been caught five times.

Last time, we released it two hours north of us and, in less than a week, it made it back to us in Boca and got hooked again. With the blessing of the FWC, we came up with an alternative release location to deter it from our fishing piers: the Keys!”

Before moving to Boca, Crowder had spent seven years in the Keys, working at the Turtle Hos-

pital in Marathon and the Florida Fish and Wildlife Research Institute.

Her husband used to work at KML. So when she needed help finding her problematic patient a new home, Crowder leaned on old Keys friends.

Cindy Lewis, the director of KML, donated the release boat and coordinated logistics. She also selected the release site: a shallow, grassy, nearshore reef spot called Stag Party. Lewis and her staff had seen other juvenile greens “hunkered down, sleeping” on these and nearby reefs. This is a good sign, Crowder explained, because it means the habitat is known for turtles of this size and species.

Sea turtles that aren’t returned to the same reefs or locations they were collected from still need to be released to “suitable habitat,” Crowder said. Suitability varies depending on sea turtle species and size class, and each has a different type of preferred habitat. For a juvenile green like Wormhole, reefs like those in the Keys work just fine, she said. These shallow habitats have lots of algae and seagrass for juvenile turtles to forage in.

The hope is that Wormhole will take a liking to our local reefs and take up residency; more importantly, everyone has their fingers crossed that the “naughty” reptile won’t return to Boca and get caught up (literally) in more troubling situations.

for Queen Elizabeth, a second turtle brought down by Crowder and Chadam for release in the Keys. Queen’s backstory also involves negative human interactions, but this time with plastics instead of fishing lines.

“Queen was barely as big as the palm of your hand upon arrival, and we immediately discovered plastic ingestion was the cause of illness,” Crowder said. “Throughout rehabilitation, Queen passed over 50 pieces of hard and soft plastics of all shapes and sizes.”

The sea turtle expert noted that discarded plastics have been found in almost every single one of the tiny sea turtles that the nature center treats and that the pollution crisis will continue to have a huge detrimental effect on sea turtle populations unless we can collectively work together to find solutions.

“This turtle is one of the lucky ones,” she said of Queen, who made a full recovery at the nature center and gained a lot of mass, making the critically-endangered turtle eligible for release in the Keys.

Crowder and Lewis decided to release Wormhole and Queen Elizabeth together. Support from the Friends of Gumbo Limbo and the Florida Institute of Oceanography at the Keys Marine Laboratory allowed for the successful return of both patients to the sea.

“This is our way of giving back to other agencies,” said Lewis. “It’s so important to help any agencies with endangered species. I know how difficult it can be to find funding at any time. This gave us an opportunity to share a solid experience.”

While Queen Elizabeth was too small for tracking, Wormhole was fitted with an acoustic tag and a satellite transmitter so that Crowder, Chadam and curious others can follow along. So far, it looks like it’s adapting well and not leaving the Keys.

FIRE RESCUE STARTS FOURTH ‘HOT SHOTS’ TRAINING PROGRAM FOR RESIDENTS

M

onroe County Fire Rescue welcomed its fourth “Hot Shots” class to Joe London Fire Academy on Grassy Key on Sept. 1.

The latest class includes 30 qualified men and women starting the process to become a volunteer or career firefighter. Twenty-six of the students are residents of Monroe County.

The Monroe County Board of County Commissioners continues to support the program that waives the tuition fee for qualified Monroe County residents in exchange for a commitment to volunteer or work as a career firefighter anywhere in the Florida Keys for three years.

“This program provides the opportunity to cultivate and develop men and women that reside in Monroe County and introduce them to a prestigious lifelong career in the fire service,” said Fire Chief Steven Hudson.

The program finishes on Dec. 17. There are no new classes scheduled at this time.

Students who complete the 17 performance objectives of the firefighter program will be prepared to take the State of Florida Firefighter II examination. To be hired at Monroe County Fire Rescue, a candidate must also complete EMT training.

n ongoing COVID-19 pandemic and a recent surge in cases canceled the annual Fall September barbecue event that supports critical classes for Islamorada fire rescuers. A virtual campaign now underway for the month of September is seeking community support to ensure first responders receive the training and maintain and enhance skills.

While there will be no grilling, Islamorada Firefighters Benevolent Association’s eighth annual barbecue fundraiser goes on, albeit virtual. The fundraiser is vital, as it benefits continuing education classes from outside experts, all while providing rescuers new medical protocols and equipment.

For instance, funds supported Islamorada Fire Rescue’s purchase and use of the Handtevy Pediatric system after going through specialized pediatric training. Treating the emergent pediatric patient is difficult and time sensitive for even the most advanced healthcare providers. The Handtevy Pediatric System is the leading platform designed to give clinical teams rapid access to lifesaving dosing, equipment and drip information while documenting every critical action accurately.

Money raised also support active shooter training from the Gordon Center, University Of Miami Miller School of Medicine.

“The best way to prepare the men and women in our department to meet the needs of our community is to educate them from the best educators available,” said Chief Terry Abel.

The fundraising goal is $8,000. Sponsor levels include platinum, $1,000; gold, $500; silver, $250; and any donation, bronze. Law Enforcement Appreciation Day at Murray Nelson Law Enforcement Appreciation Day (L.E.A.D.) will be held at the Murray Nelson Government Center in Key Largo on Sunday, Sept. 19 from 2 to 5 p.m. There will be free hot dogs and hamburgers for law enforcement, as well as a car wash for the officers’ vehicles. The event is “service for those who serve us.” It will be a family cookout with music and fellowship.

All law enforcement, including the Monroe County Sheriff’s Office, Florida Highway Patrol, U.S. Border Patrol and Florida Fish & Wildlife Conservation are encouraged to attend. The event is sponsored by the Republican Executive Committee of Monroe.

Tech training for older residents Just Older Youth (JOY), Inc., a local nonprofit that seeks to empower seniors, will offer technology training to Upper Keys residents over the age of 50 during the month of September.

The three-part series will be held at the Key Largo Library on Sept. 14, 21 and 28 from 3:30 p.m. to 5 p.m.. Register by calling 305-451-2396 or drop by the library located in the Tradewinds Plaza in Key Largo. Grant funding for these classes is provided by the Community Foundation of the Florida Keys.

Limited visitors at Mariners Hospital For the health and safety of patients and staff, a limited number of visitors are allowed to accompany patients at Mariners Hospital in Tavernier. Visitation hours are 9 a.m. to 9 p.m. for non-COVID patients, and one visitor is allowed. Emergency department non-COVID patients may have one visitor present at all times. Elective procedures or diagnostic imaging patients may have one visitor on the day of the procedure and/or testing. After 9 p.m., all patients must enter and exit through the emergency department.

The main lobby will be closed. Exceptions will be made for pediatrics, oncology and special circumstances.

FIRE RESCUE REMEMBERS LIVES LOST ON 9/11

J

ill Miranda Baker has announced that she will be leaving her role as executive director of the Florida Keys History & Discovery Foundation at the end of the year.

She served in the role for more than eight years, bringing the foundation’s idea for a bricks-and-mortar museum to realization.

She is credited with developing and leading a thriving not-forprofit and the Keys History & Discovery Center.

Under her tenure, the foundation has: - Secured a $1 million donation from Ken Meeks and his late wife Dee, that allowed for the establishment of a long-term endowment to fund the future of the organization.

- Introduced and grew a successful annual membership program and created the well-attended “Keys History & Discovery Center Presents” annual lecture series, offering educational and engaging content for attendees through inviting historians, professors, authors and scientists as presenters.

- Developed strong partnerships with other not-for-profits and government agencies, including Mote Marine Laboratory and Bonefish & Tarpon Trust, which ultimately led to the addition of permanent exhibits reflecting the area’s unique ecosystem and flats fisheries.

- Introduced a signature annual event, “A Night at the Museum,” including a virtual event in 2020, raising more than $300,000 over the last four years.

“Serving as the inaugural executive director is a role of a lifetime,” Miranda Baker said. “I worked with the most passionate staff of Brad Bertelli and Erin Muir as well as the board, composed of community leaders, to turn blank blue walls into something spectacular for which our volunteers, members, community and general visitors are amazed by at every turn.”

Miranda Baker’s leadership was “critical in navigating unique challenges including being a start-up organization, post-Hurricane Irma recovery and a global pandemic,” said Bob Lodge, Foundation board vice chair.

“She will be greatly missed by the staff, board, volunteers, and partners who had the opportunity to work with her in furthering the FKHDF’s mission to support a world-class history and discovery center that accurately reflects our Florida Keys in a multi-faceted and interactive environment,” he said.

The board has launched a national search for a new executive director who will help lead the organization to even greater visibility and impact in the Florida Keys community and beyond.

“The board of the FKHDF will be forever grateful to Jill for the talent, dedication, and expertise she brought to her role as executive director,” said Rich Russell, foundation board chair. “We also look forward to a seamless transition to the next chapter in the FKHDF’s continuing evolution in providing residents and visitors alike with enhanced opportunities to understand and appreciate the unique history, culture and environment of the Florida Keys.”

ept. 11 marks the 20th anniversary of the terrorist attacks against the United States, which claimed the lives of 2,996 people and injured more than 6,000 others at the twin towers of the World Trade Center in New York City, the Pentagon, and United Airlines Flight 93 in Pennsylvania.

On Sept. 11, 2001, in addition to law enforcement officers, medical service providers and other public servants, 343 firefighters made the ultimate sacrifice to help others.

“Let us never forget the bold and brave actions of all the men and women who commit to public service above personal safety, especially on Sept. 11,” said Chief Steve Hudson.

Monroe County Fire Rescue will conduct remembrances at all Monroe County Fire Rescue stations on Saturday, Sept.

11 to reflect on the lives lost. The public is invited; masks are requested or the ceremony can be viewed from a car or a safe distance. The observance will also be hosted live on Monroe County Fire Rescue’s Facebook page: www.fb.com/ monroecountyfirerescue.

or those of you who don’t know me, I am a 6-monthold red fox that was saved from a fur farm in Minnesota. I REEF was rescued at THE FOX just 10 days old and I moved to Reef is a red fox that was saved Key Largo when from a fur farm.

I live at Pawsitive Beginnings in Key Largo with my human, Nicole Navarro, and five other foxes that were also saved from a fur farm.

If you were wondering why there are still fur farms in the United States, it is because there are people out there who still think it’s fashionable to wear fur. Pretty gross, huh?

You can help animals like me by telling everyone you know to not buy fur or support places that sell fur.

So now for this week’s “Reef Report:” My friends at the Florida Keys Wild Bird Center took in six baby Muscovy ducks last week and needed to find them a good home since they are considered an invasive species. Jordan Budnik, the director of the bird center, drove three hours across the state to Alyssa’s Animal Sanctuary in Naples where they will have a safe, forever home. How amazing is that?

REEF’s 12th annual Lionfish Derby kicks off Thursday, Sept. 9, with two full days of fishing and familyfriendly events. I actually got to go to the REEF campus when mom first brought me home and they were soooo nice! I got my own REEF flag and a stuffed animal fish!

My buddy K9 Mako, who is brand new to the Monroe County Sheriff’s Office, busted some guys with apparent drugs in their car on Sept. 3 in Marathon. According to the sheriff’s office, a total of 12.49 grams of crack cocaine was found in three separate packages. Big Pine Key residents Gregory John D’Innocenzo, 51, and Melissa Lyn Bach, 52, were both charged with possession of cocaine with intent to sell.

I met Mako in June when he was still training. He thought I smelled funny. He uses his snoot to keep the Florida Keys safe and he’s a pretty cool canine, if you ask me!

UXO 10 consists of five sites with overlapping historical boundaries: Rocket Loading Area, Bore Sighting Range, Trap Range, Skeet Range, and ShootingIn-Butt Range. Munitions Constituents (MC) in soil and sediment, specifically metals and polycyclic aromatic hydrocarbons potentially related to historical small arms munitions use, present a possible risk to future site workers. The area where UXO 10 was located was developed into the active Boca Chica airfield and most of the range is covered by concrete/asphalt. The EE/ CA identifies the objectives of the NTCRA to address the MC at this site and evaluates the removal action alternatives evaluated by the Navy to meet these objectives. This document was prepared as required by the Comprehensive Environmental Response, Compensation, and Liability Act (also known as Superfund).
