The baby on the cover of the 1991 Nirvana album “Nevermind,” is seeking $150,000 in damages for child exploitation and pornography. Spencer Elden, now 30, is the cover baby who is suing the defendants, which include members of the band, Kurt Cobtain’s estate and photographer Kirk Weddle, among others. The lawsuit accused Weddle of producing a “sexually graphic” photo of Elden, which initially received pushback against featuring Elden’s genitals on the album cover. n Aug. 24, after an almost four-hour school board meeting during which citizens passionately spoke both for and against the district’s current mask mandate — and after the county’s health department administrator abruptly announced that he no longer supports a parental opt-out — the board members unanimously voted to support its current policy: teachers, staff and children must wear masks, but parents can still sign a form to opt out.

The vote is contrary to the stance of other South Florida school districts. Miami-Dade County has a mask mandate with no opt-out at all while Broward County schools has a mask mandate with medical opt-out only.

Not only did board members feel pressure from an angry public and the health department to change the current masking policy, but Superintendent Theresa Axford also introduced some sobering statistics: the district has 105 positive COVID cases so far this year, and 290 students are on quarantine.

“Last year we had a total of 286 cases,” said Axford. “So if the cases keep up at this rate, we’re certainly going to overtake our total from last year.”

School board member Bobby Highsmith asked Bob Eadie, administrator for the Monroe County Department of Health, if he had any suggestions for changes in their current masking policy with parental opt-out. ​”If I were a school board member right now, I would give a great deal of consideration to if we want a mask mandate where everybody wears it,” he replied.

“Yes it is,” Eadie said.

Others in the room were surprised

by Eadie’s change of opinion, including Axford and board member Sue Woltanski. Woltanski asked Axford if it was time to start planning a virtual schooling option.

“We are ready to pivot,” said Axford. “And we are meeting with UTM (United Teachers of Monroe) tomorrow in bargaining to virtual instruction across the district if we have to.”

Chairman John Dick expressed frustration that Monroe County has not received promised federal money that is earmarked for testing children in schools.

“Group testing to me would have far better control,” Dick said. “It tells you who’s positive and who’s not.”

“John’s correct. All that money was supposed to have been here by now,” Eadie said. “And I cannot get an answer. The only answer that I have gotten is that the Feds have not approved the reapplication that’s sitting in Atlanta.”

Islamorada mother Jamie McNew was one of more than 20 public speakers who stood up to share. She pointed out that her daughter was exposed to COVID, and she was told by the district that her child could come back to school after seven days with a negative COVID test.

But McNew said she had trouble finding a COVID test from any health care providers in Monroe County. She finally found a test in Homestead.

“I agree with Mr. Dick,” she said.

“Schools should provide testing. I was surprised the school district didn’t provide it.”

Typically, the citizen input section of the school board meeting is only allotted 30 minutes. But school board chairman John Dick said he didn’t care if the meeting was four and a half hours.

“Let them all speak,” he declared.

And speak, they did.

“If you choose to opt out, you shouldn’t be in school,” pediatrician Stanley Zuba said. “Science doesn’t include personal choice. It’s not like we’re asking everybody to wear a spacesuit, my gosh. … If children die and get sick, that’s all on you.”

After the board voted to uphold the current masking policy with parental opt-out, Axford cautioned that since the situation is so fluid, the district’s current policy will have to be constantly reconsidered.

“I think we need to inch along and follow what’s going on with cases and call emergency meetings as necessary,” she said.

here are currently 105 students infected with COVID-19 in the first three weeks of school. Students are being exposed, however.

There are reports of up to 50 kids being sent home from a Keys elementary school on a single day after being exposed.

Yet, the Monroe County School District can’t say how many students are being sent home to self-isolate.

“As far as quarantine numbers are concerned, you have to get those from the health department,” said school district COVID-19 spokesperson Becky Herrin. “The health department is tracking those numbers. We just track how many students and staff are absent for whatever reason — whether medically related or for other reasons.”

However, Superintendent Terri Axford told the school board on Aug. 24 that it knows of 290 students who are quarantining, although that may not include students who are self-quarantining, i.e., have not notified the school or the health department of their status.

The health department also can’t say how many students are absent from school due to exposure to a positive COVID-19 case.

“Upon speaking with our team, the number of students who are being quarantined/ self-isolated due to COVID is not being tracked specifically,” said a

health department spokesperson.

“However, what is being tracked is the number of students who are absent due to some medical issue, which includes COVID as well as other ailments in the number.”

Staying home when sick is the health department’s primary message.

According to the school district, detailed seating charts are required for every classroom and for buses to assist with contact tracing. Exposed students and staff who are not vaccinated will be required to quarantine.

Quarantine will not be required for vaccinated staff and students who are exposed unless they experience symptoms or have a positive test.

The Monroe County School District is not currently offering virtual learning in the 2021-2022 school year (see sidebar), although the state does run a permanent, online schooling option. To keep students from falling behind, the district is following state guidelines.

“As per state requirements, students who are out for medical reasons receive take-home work so they don’t fall behind,” Herrin said.

If a student is absent to get a COVID-19 vaccination, it is an excused absence with a doctor’s note.

A

nother week brought new positive COVID-19 infections throughout Florida and the Keys. Cases statewide and in the island chain, however, appear to have plateaued.

The latest report by the Florida Health Department showed 491 new cases of COVID-19 in Monroe County from Aug. 13 to Aug. 19. That’s slightly down from the week before, when the island chain had 504 new infections spanning from Aug. 6 to Aug. 12.

Statewide, 150,118 new COVID-19 cases were reported between Aug. 13 and Aug. 19. That’s slightly down from the 151,468 reported the week before.

Monroe County’s top health officer Bob Eadie said cases in the Keys spiked roughly 10 days after the Fourth of July, and then again following lobster mini-season in late July.

“We’re in the middle of a surge. It may be that we’re just a little bit away from maybe a plateau for a while,” he told Islamorada council members during an Aug. 19 meeting. “The fact of the matter remains that there are numerous places that COVID is being spread.

I think we’re in for this until the first of the year.”

Thirty COVID-19-positive patients were being cared for at Lower Keys Medical as of Aug. 24. Seven were in the intensive care unit, while five were receiving ventilator care.

Lower Keys Medical Center entered yellow status on Aug. 23, and that means more resources are being requested. CEO David Clay said the hospital’s obtaining additional staffing to deal with the uptick in hospitalizations.

“We occasionally bring in temporary staff to supplement our teams when the hospital is busier than usual, such as in season,” he said.

Eadie said that while the majority of new infections are among the unvaccinated, a small number of cases involve those who received a vaccine.

Islamorada Mayor Buddy Pinder, who received the vaccine, tested positive for COVID-19 last week. He received

treatment at Mariners Hospital and is making a full recovery.

County Commissioner Mike Forster, who received the Johnson & Johnson vaccine, was admitted to the hospital in mid-August after testing positive for COVID-19. He was transported to a Baptist hospital in Miami where he remained intubated as of Aug. 25.

Daily updates provided by Island Community Church Pastor Tony Hammon have a concerned Keys community sending prayers and well wishes.

A Facebook post by Hammon on the morning of Aug. 25, detailed some progress with Forster’s blood oxygen back to 97%. Hammon said the next two days are critical.

“Pray that he handles the process of reducing the oxygen being given through intubation and increasing the amount of breathing he does on his own,” he said.

Fourteen COVID-19-positive patients were being treated at Baptist Health South Florida’s hospitals in Monroe County, as of Aug. 24. Nearly 900 patients with COVID-19 were in hospitals across its system, from Miami to the Keys.

“Baptist Health South Florida continues to take provisions to ensure we are able to care for our community and have enough capacity including hospital beds, surge planning, personal protective equipment, other equipment and staffing,” said Gina Halley-Wright, senior communications with Baptist Health. “Those plans have remained intact during this latest spike fueled by the Delta variant.”

Monroe County residents are continuing to seek vaccines. Between Aug. 13 and Aug. 19, 791 locals obtained the two-shot Moderna or Pfizer, or the one-shot Johnson & Johnson. Around 980 vaccines were administered the week before.

“It is ironic that the reluctance to get a vaccination because it is some sort of genetically-engineered substance is interesting because people will readily take the monoclonal treatment, which is also a genetically-engineered substance,” Eadie said. “The best thing that can be done is that everybody needs to be vaccinated.”

Eadie added that he doesn’t foresee the county health department needing to set up any large vaccine events with enough outlets providing shots. Mobile vaccine clinics provided by the health department are going on now through Sept. 4 at various locations from Key West to Key Largo.

urging COVID-19 cases and more quarantining measures among those in contact with infected individuals drew council members to adopt new rules on remote meeting attendance.

An outbreak inside Islamorada Village Hall last month affected several employees and council members. It led to a 10-day quarantine for Councilman Henry Rosenthal earlier this month.

Mayor Buddy Pinder was absent for the Aug. 19 council meeting after he contracted COVID-19, drawing Vice Mayor Pete Bacheler to lead the dais.

Discussions among village council members in July over remote meeting options were not only for regular village meetings, but also advisory boards, committees and stakeholders from the public wishing to participate.

Per state law, local legislative bodies cannot conduct a meeting, unless members constituting a quorum are physically present. WIth a quorum physically present, a minority of members may then attend and vote via remote electronic means, if the legislative body allows it.

Council members ultimately approved a resolution allowing one council member’s appearance via Zoom to participate and vote on agenda items.

The council member must submit a request to the mayor in advance, however. The one council member virtually participating cannot chair the meeting nor participate in quasi-judicial matters.

New rules approved by the council state that council members can attend remotely via Zoom twice per calendar year. The same rules apply to the Local Planning Agency, which meets every third Monday of the month, village boards and advisory committees.

Public participation via Zoom has stayed in place ever since last year when meetings went strictly virtual due to the coronavirus outbreak. Participants wishing to speak in favor or

against quasi-judicial proceedings, however, must be physically present and sworn in.

“Presenters of quasi-judicial proceedings would have to be sworn. … Everyone has to be sworn in,” Village Manager Greg Oravec said. “Lawyers have to be sworn in because they have other ethics they have to uphold.”

A specific rule within the approved resolution drew pushback from the public that requires those participating and speaking on an agenda item virtually to visually show themselves at all times. Cheryl Meads is a former councilwoman who now sits on the South Florida Water Management District’s governing board.

She said members are allowed to call in and participate via Zoom and that their integrity is never questioned.

“What you’re doing is showing that you don’t trust one another, which is just wrong, and that you don’t have integrity, or do you?” she said “Let’s trust one another to be people of integrity and to do right and be right.”

A board or committee meeting offering non-binding advice and counsel can gather virtually, provided that one member is physically present to chair the meeting and address staff and the public.

Oravec said new rules don’t change the village’s charter pertaining to regular meeting attendance.

Council members who miss three consecutive regular scheduled meetings are subject to removal from office.

Council members approved several resolutions on Aug. 18, including one for enhancements at the dog park located at Founders Park. The village obtained a grant from the Monroe County Tourist Development Council for an improvement project totaling $197,981.

The project includes installing 59,000 square feet of new grass, a tiki hut and tiki umbrellas, agility equipment, eco picnic table and bench and splash zones, among other amenities.

Village staff will draft a request for proposals to solicit bids from construction contractors to complete the dog park upgrades.The RFP deadline is tentatively planned for Oct. 29.

A resolution approved by the dais will extend an amnesty program for the final time in hopes to get property owners who are not connected to the central wastewater system into compliance. During this final extension, property owners can take advantage of the opportunity to bring their property into compliance and rectify outstanding wastewater code compliance liens administratively at a reduced cost.

In order to be eligible for the amnesty program, the property owner must apply for a wastewater connection permit for the subject property by Oct. 31.

The wastewater connection for the property must be completed and the permit closed by Dec. 31.

Commercial collection service will begin at 6 a.m. in the village, following council’s approval to allow Waste Management to start earlier. The dais considered a resolution at its July 22 meeting that requested not only an earlier start time of 5 a.m., but also a 7% commercial rate increase. Council members turned down the rate hike, but allowed garbage trucks to get on the road a little earlier to beat traffic.

Islamorada Village Council will gather Thursday, Sept. 2 for a regularly scheduled meeting. A special meeting will be held Friday. Sept. 3 for a budget hearing.

t the Aug. 18 meeting of the Monroe County Board of Commissioners, the four board members present unanimously resolved to ask Florida’s Department of Transportation to step in and help the county with solutions for the hot mess that is the traffic situation on U.S. 1. The resolution was taken after reviewing a traffic study that was conducted in March by consulting firm AECOM. “​​This is what it is, and it’s still awfully bad,” said Commissioner Craig Cates after listening to AECOM’s presentation. “Could someone explain this to me? Islamorada seems to be where a lot of problems are.”

One possible answer? Missing mile marker signs.

“Recently, I’ve heard from the Upper Keys that some of our mile marker signs have disappeared,” said Commissioner David Rice. “And frankly it's an odd thing ... and as a result, people who are look-

ing for an address, who I guess don’t have GPS, are slowing down, impeding traffic while they’re looking visually for a number on a building.Their recommendation was to replace mile marker signs and even replace them at the half mile to avoid slowing down traffic.”

“Half mile markers? That’s a fantastic idea,” responded Commissioner Eddie Martinez, who pointed out that the zero mile marker sign in Key West disappears at least once a month.

“That’s because there are a lot of college dorm rooms decorated with mile marker signs,” joked Mayor Michelle Coldiron.

AECOM conducted the traffic study for two weeks in March 2021 by placing control stations to measure speed at 24 points along U.S. 1, from Key Largo to Key West. This study is conducted every two years. The firm discovered that the overall speed on U.S. 1 was 45.5 mph, a drop from 46 mph in 2017.

The worst area for traffic congestion? Islamorada. And it’s gotten worse

over four years. In March, the highway from Tea Table Bridge to Whale Harbor Bridge had a median speed of 35.3 mph, which was a drop from the median speed recorded in 2017 of 39.2 mph. In March, Whale Harbor Bridge to Snake Creek Bridge had a median speed of 39.3 mph.

The speed recorded in the area in 2017 was 41.0.

Other hot spots for lower recorded speeds? Plantation Key, Lower Matecumbe and Duck Key. However, Stock Island experienced an increase in speed, from a median speed of 29.4 in 2017 to 40 mph recorded in 2021. The highest recorded speed was on Boca Chica, with a median speed of 59.9 mph.

Some of AECOM’s suggestions to help congestion include: improve transit services, add turn lanes to improve traffic flow and consolidate driveways to reduce interruptions.

But County Administrator Roman Gastesi pointed out that FDOT is just waiting to be asked officially to step in and help with projects to help with congestion. “​​The resolution would go a long way toward what we need,” he said, explaining that the official assigned to Monroe County is Stacy L. Miller, who is serving as FDOT District Six Secretary.

“Very good,” Rice said. “I’d love to see her in person, but she may want to avoid the traffic.”

“We have high hopes for Stacy,” said Coldiron.

With that, the commissioners unanimously voted for a Resolution of Support to FDOT to institute traffic flow improvement projects at congestion areas identified by the traffic study.

Just the name sounds intimidating. “Chamber” sounds like a prison, and “baric” sounds too much like “barbaric” or … ew … barium, that icky solution you have to drink before a CT Scan. And most of the time, hyperbaric chambers even look like … a coffin.

“Those are ‘monoplace chambers,’” said Scott Fowler, manager of Hyperbaric Medicine at Mariners. “Those are the most common hyperbaric chambers, and they look like clear coffins.”

Mariners Hospital in Tavernier has made a special effort to make its hyperbaric chamber experience more comfortable. First of all, the chamber is “multiplace,” meaning more than one patient at a time can sit in comfy chairs — at least three at once — and wear oxygen hoods together.

Also, the facility has inserted ambient lighting and portholes into the chamber “to put the patients at ease,” said Fowler.

But perhaps the most effective tool to “reduce the intimidation factor,” as Fowler puts it, is the mural painted on the outside of the chamber by artist Stacie Krupa in 2002. Dancing seahorses, fish and turtles swim in a seascape of blues, greens and yellows around the doorway of the chamber.

Mariners probably receives about 25 individuals per year for dive accidents. The hyperbaric chamber at Mariners Hospital in Tavernier is

the only one for civilians in the Keys, and one of only three for civilians in Southeast Florida. The other two facilities with chambers are Mercy Miami Hospital and St. Mary's Medical Center in Palm Beach.

“Everyone who dives creates bubbles in their system,” Fowler said, explaining the concept of decompression sickness. “If a diver comes up too quickly or stays too long, it’s like shaking a can of soda and the bubbles come rushing out. And then the bubbles lodge in the darnedest of places.”

The bubbles can lodge in body tissues and can cause anything from joint pain and rashes to paralysis and death — or blindness.

Two years ago, a man came into Tavernier’s Mariners Hospital to use its hyperbaric chamber. He had been struck blind during a local diving excursion.

The man was suffering from decompression sickness. In his case, a bubble had become lodged in his occipital lobe, affecting his vision. With treatment in the hyperbaric chamber, he was flooded with oxygen, which filtered the bubble out and reduced the swelling on the nerves in the occipital lobe.

“It took about three treatments before he was back to normal,” explained Fowler. “But sometimes it’s one and done, and we give them a high five. It’s a wonderful piece of medical equipment. We’re so happy to have it here.

What does that sign say when you enter the Keys? We’re the dive capital of the world.”

The average person might connect hyperbaric chambers only with dive accidents, but they are also used successfully for wound care. In a hyperbaric chamber, oxygen containment hoods allow the patient to breathe under pressure — normally, humans breathe 21 percent oxygen. But the hood allows more oxygen to enter the patient’s respiratory system, supersaturating the blood supply and becoming a healing agent. The chamber helps bring tissue back, like with diabetic ulcers. In such a case, a patient with a wound will come to the chamber every day for 30 days, 2 hours at a time.

According to Fowler, dive accident patients are divided into three categories: minor, with one treatment needed; medium, with a treatment or two needed; and severe, with round-the-clock treatments needed.

“We are on call 24/7, 365 days a year for dive accidents,” he said. “It’s our community mandate. Many hospitals see that as losing money because you’re still paying staff even if you don’t have a treatment for a month.”

Fowler is very grateful to all his staff for being on call: nurses Kathi Merriman, Gina Hall, Donna Bedo, Marcel Giguere, Liz Giguere and Christy Costa, technician Rese Garson, and paramedics Warren Long and David Cruciger.

“They give up a lot of their personal time to be here in 30 minutes,” he said.

But most of all, Fowler wants the community to not be embarrassed and to come in if they feel pain after a diving excursion.

“We don’t berate them — we treat them,” he said.

“There’s no bias at all. We don’t want people to be afraid of the chamber. It’s a safe and effective treatment. Don’t ignore the pain.”

PART 1

Housman engages in epic war of letters with Customs man

J

ohn Jacob Housman was born in 1799 on Staten Island, New York. The son of an oysterman, he was one of nine children.

As a young man, he became master of his father’s 56-foot schooner William Henry.

Much of the history of Housman’s young life has been left open for interpretation and revolves around the narrative that the young sailor grew bored with the “coasting and packet along the shores of Staten and Long islands, also up the North River” and sailed the William Henry to the warmer latitudes of the West Indies.

The William Henry is documented departing Charleston Harbor in 1822, the same year John Fleming moved to Key West from Mobile, Alabama, and built what is said to have been the island’s first house. After leaving Charleston and entering the Florida Straits, Housman experienced a life-altering encounter with the Florida Reef when his schooner ran afoul BRAD of the corals. Carpenters and blacksmiths repaired ships. Auctioneers sold cotton, china, tropical hardwoods, dyes, and other valuable goods. Rooms, too, were needed to house sailors, crews, and stranded passengers, and restaurants and saloons to provide food, drink, and entertainment.

After the William Henry was repaired, Housman stayed in Key West and embarked on a wrecking career. By the time Silas Fletcher was hired to move to Indian Key in 1824, build a general store, and become the island’s first permanent resident, Housman had been sailing past the island for at least a year.

Forward thinker that he was, he recognized the island’s attributes. Indian Key’s features were not just attractive but unmistakable. The island was easily accessible from Hawks Channel and the Florida Straits.

It had a relatively deep natural harbor and was located at a relative midpoint along the most dangerous sections of the Florida Reef.

Clearly he thought the island would make the perfect place to establish a wrecking community he hoped would compete with the relative monopoly established at Key West.

He would hit the annals of wrecking history in 1825. Housman and his crew were sailing the reef line during a spat of heavy weather when they came upon the abandoned French brig Revenge. Housman and his crew salvaged cochineal, logwood, and sugar before strong winds and heavy waves forced them off the wreck.

According to the Wrecking Act of 1823, all property salvaged in Florida territorial waters had to be reported to a Florida port of entry. In 1825, there were only two ports of entry along the Florida Territory’s east coast: Key West and St. Augustine. When the Key West Collector of Customs Fielding A. Browne learned Housman sailed north with salvaged goods, Browne suspected he was sailing for South Carolina’s Charleston Harbor. In a letter published in the Pensacola Gazette, Browne accused him of robbing the Revenge.

Housman learned of the charges after the William Henry sailed into the St. Augustine port with the Revenge’s cargo. The Admiralty Court of East Florida investigated the charges against Housman, and he was cleared of any wrongdoing. Offended by the

allegations, Housman fired off his own letter in the East Florida Herald, dated Nov. 8, 1825, where he clarified for all to see why he chose to sail north. He wrote that he might “…take another occasion to lay before the public a history of the impartial and disinterested conduct of the gentlemen of many avocations at Key West, in their disposal of property falling under their control, and it will then be fairly understood whether there is more wisdom or folly in my giving preference to a decision at St. Augustine over one at Key West.”

Not that the vibe between Housman and those in power at Key West was rosy prior to the incident. Their relationship remained fractured for the rest of Housman’s life.

Two interesting and probably related events occurred in 1828. The French brig Vigilant grounded near Key Vaca. Two wreckers escorted the Vigilant to Port Monroe at Key Vaca. While there, the master of the Vigilant was approached by Housman, who made a deal with the master to guide the brig to Key West for 75 percent of the value of the vessel and its cargo, which included $32,000 in specie or coins. The ship’s master agreed.

Upon arriving at Key West, the ship was sold at auction, and the proceeds disbursed.

According to an account printed in the Pensacola Gazette dated 1828, the deal was struck between the two captains, “with an understanding that Housman would return part of the money to the Captain, for Himself.” The two were rumored to have been last seen sailing north together. Housman would have had a pocket full of cash.

What also happened that year was that Housman’s brother-in-law, while still living in Staten Island, purchased the general store, home, kitchen and outhouse from Indian Key’s Silas Fletcher for $2,500. Fletcher’s two-story home would later be transformed into the Tropical Hotel, the first hotel in the Florida Keys established outside of Key West.

Next week, Housman’s arrival on Indian Key will be explored, as will his untimely death.

BRIEFLY Key Largo Triathlon to affect traffic on highway Upper Keys traffic will be slowed on the early morning of Sunday, Aug. 29, due to the Key Largo Triathlon.

One northbound lane on U.S. 1 from MM 102.5 (the entrance to John Pennekamp Coral Reef State Park) to MM 105 will be coned off for cyclists’ use.

The other northbound lane will remain open for vehicular traffic. This will occur from 6:30 a.m. to 9:30 a.m. on Sunday, Aug. 29. Motorists should plan ahead and give themselves extra travel time. More information is at www.gameonraceevents.com Enforcement to improve pedestrian and bicycle safety Monroe County ranks in the top 25 counties in the state for traffic crashes resulting in serious and fatal injuries to pedestrians and bicyclists.

In an effort to protect the safety of these most vulnerable road users, the Monroe County Sheriff’s Office will conduct high visibility enforcement details from Aug. 30 through May 13, 2022 at high pedestrian and bicycle crash locations in Key Largo, Marathon and Stock Island. These areas are overrepresented in traffic crashes resulting in serious and fatal injuries to pedestrians and bicyclists.

The details are funded through a contract with the University of North Florida in partnership with the Florida Department of Transportation’s focused initiative to improve pedestrian and bicycle safety.

The goal of this enforcement effort is to increase awareness of and compliance with traffic laws that protect the safety of pedestrians and bicyclists.

Enforcement efforts will focus primarily on education to drivers, pedestrians, and bicyclists. However, violations may result in warnings or citations depending on the circumstances.

Drivers must obey speed limits, never drive impaired, and always watch for pedestrians and bicyclists.

Bicyclists must obey traffic laws, ride in the direction of traffic, and use lights when riding at night. Pedestrians should cross in crosswalks or at intersections, obey pedestrian signals, and make sure you are visible to drivers when walking at night.

Mosquito control initiates second phase of pilot project The Florida Keys Mosquito Control District and Oxitec Ltd. recently announced the second phase of the U.S. EPA-approved project to evaluate this potential solution to control the invasive Aedes aegypti mosquito.

Boxes were placed in six areas:

two on Vaca Key, two on Little Torch Key, one on Conch Key and one on Sugarloaf Key. Throughout all release locations fewer than 200,000 male mosquitoes are expected to emerge each week for about 16 weeks. Untreated comparison sites will be monitored with mosquito traps on Key Colony Beach, Summerland Key and Little Torch Key. Project A consists of six release sites in small areas over about 12 weeks with fewer than 12,000 mosquitoes emerging per week across all areas. Project B is anticipated to be four weeks longer with a greater number of mosquitoes emerging per week and consists of about 50 release sites throughout the six small project areas.

Oxitec’s non-biting male mosquitoes emerge from their boxes to mate with the invasive biting female mosquitoes. The female offspring of these encounters cannot survive, and the population of Aedes aegypti is subsequently controlled.

The Aedes aegypti mosquito makes up only 4% of the mosquito population in the Keys but is responsible for virtually all mosquito-borne diseases transmitted to humans. This species of mosquito transmits dengue, Zika, yellow fever, chikungunya, and can transmit heartworm and other potentially deadly diseases to pets and animals.

“FKMCD is pleased to move into the next phase of this landmark project with our partners at Oxitec, where we will continue to evaluate this innovative approach to managing the invasive and disease-spreading Aedes aegypti mosquito,” said Andrea Leal, executive director of the Florida Keys Mosquito Control District. “Many weeks of data collection and compilation lie ahead and FKMCD remains committed to seeing the project through to a successful conclusion.”

WE’RE THINKING OF YOU, MIKE A man who mobilized to feed the community during tough times needs prayers JIM McCARTHY

“We need to take care of each other.” Those were the words echoed by Mike Forster as he sat down with Harriette’s owner Carlos Hernandez and Key Lime Tree owner Violet Wahba in early April 2020 to discuss a plan to provide some 200 meals daily to Upper Keys residents from Harriette’s.

Forster was several weeks into a hot meal distribution outside his closed Mangrove Mike’s Cafe in Islamorada. A restaurant serving up arguably one of the best breakfasts quickly shifted to a kitchen that served an Upper Keys community in need. A COVID-19 outbreak in early 2020 forced a service industry into complete closure, leaving many local workers without a paycheck and the ability to put food on their families’ tables.

In times of severe uncertainty, from March 2020 to earlier this year, also came moments that showed what the Keys community can do and be when joining for a greater good. As Mike Forster would term it, “we’re better together.”

What began as a hot meal distribution outside Forster’s closed Islamorada cafe would evolve into something bigger, with help from businesses and community members in the Keys. Midday meals for the Upper Keys community would go on for weeks and months at his cafe, thanks to the many donations from the community and Forster’s nonprofit, Mangrove Mike’s Endeavors. And help from larger groups like Cargill’s Miami facility would provide nearly 10,000 pounds of protein to support the local food drive, which would soon expand as far north as Key Largo and as far south as Bahama Village.

Local residents couldn’t help but get behind Forster’s community feeding effort. Volunteers dished out meals to people dropping by the cafe, while others would deliver to the homes of the elderly, the single parent and the families with multiple children.

distribution event at Tavernier Towne Center in May 2020. Food distribution events further south in Marathon would serve more than 700 with hot meals, produce and more.

A food drive right before Christmas would see hundreds of turkeys and produce boxes distributed at handout sites at Key Largo School and Marathon’s community park. Students, sheriff’s deputies, elected officials and other community members came out in droves to volunteer, sharing smiles with grateful recipients now able to feed loved ones.

“You see the camaraderie of the people who are handing out the food and how we love what we’re doing in giving back to our community,” Forster told the Keys Weekly. Donations reached nearly $300,000 in the first seven weeks when COVID hit.

Forster’s time and energy were expended day-in and day-out to ensure food reached the hands of those in need. At times, it required him to get up during the early morning hours and work well into the evening.

“We have a lot of employees who are out of work and don’t have a paycheck coming this week or next week,” he said. “This is what we need to do to be a united, compassionate community.”

He led by example, drawing many people from all walks of life and organizations throughout the Keys communities to step up, volunteer and help their fellow neighbors.

His unwavering support for the community during tough times is undoubted. Now, Forster needs our prayers and well wishes as he continues to battle COVID-19.

Forster, who tested positive on Aug. 15, was admitted to Mariners Hospital. He was then transported to a Baptist Health South Florida hospital in Miami where he’s currently intubated.

Prayers and well wishes for Forster are flowing in, as many in the Keys community watch closely for daily Facebook updates provided by Pastor Tony Hammon.

A MASSIVE CLEANUP CAUSE Conch starts nonprofit in bid to protect Keys waters

ifty-two cleanups conducted this year resulted in the removal of just over 25,200 pounds of debris from the shorelines in the Upper Keys. For founder and Conch Nick MacShane and his wife Kristina, a will to preserve and protect a fragile aquatic ecosystem has brought a community of like-minded individuals together for a greater cause.

Forming in late 2020, Coastal Waters Revitalization not only educates the public on protecting fragile aquatic ecosystems from pollution, but it’s also getting the community together to remove debris from oceans, canals and mangrove estuaries.

Born in Marathon and raised in Key Largo, MacShane attended Key Largo School and Coral Shores High School before going on to attend

Florida Keys Community College (now known as College of the Florida Keys).

He’s the eldest of nine children.

“I have always had a passion for the ocean,” MacShane said. “My best friend from high school called me ‘Aquaman.’”

Cleanups have brought out students from Ocean Studies Charter School, Boy Scout Troop 912 and local residents wishing to help clear debris from parks and nearshore waters.

Monroe County Solid Waste, Upper Keys Sanitary Service and Waste Management have also shown support.

In an interview with the Weekly, MacShane delves into his passion for the environment from his early years and the role Coastal Waters Revitalization is playing to protect and preserve the ecosystem.

dive certified when I was 12 and have over 1,000 hours logged. My favorite dive sites include Spiegel Grove and the Benwood, both off Key Largo.

The moment I knew someone needed to step up was last year, July 2020. My family was out on the water and collected bag after bag of marine debris inside John Pennekamp State Park. The more you look for it, the more you see it.

Coastal Waters Revitalization was registered in December 2020 and received the IRS nonprofit status in 2021. I was anxious about checking the mail everyday for my registration and approval letters. I am just as excited today as I was when I opened the approval letter. I felt like now we can make a bigger difference in my community.

Our mission is to educate the public on the importance of protecting our fragile aquatic ecosystem. I have been environmentally conscious since

as long as I can remember. We have been cleaning marine debris up the Keys since I was a kid.

Honestly, the amount of pollution in the ocean is mind boggling. I believe the biggest impact we can make is educating children and adults on the importance of environmental conservation, specifically marine conservation.

CONSERVATION UPDATE I.CARE will be planting corals again on Saturday. They will be focusing on iconic Alligator Reef. At this site, we have corals being planted shallow and a little deeper. Having corals planted at different depths can hopefully hedge against variability in water quality and temperature.

As a note, we also seem to be seeing more “uninformed” fishermen dropping lines in protected areas.

We kindly let them know that these are protected “no-fishing” areas. So, remember to check local regulations before you go out to fish, spear, or lobster hunt.

Then she piles in the ice, does a heavy pour of pineapple rum — “way too much rum,” Hammett said — and tops off the drink with pineapple cider. “Customers like the sweetness, spiciness, rum, cider and the taste of fresh mint.”

TODD ALLEN MCLEAN

O

n Aug. 20, 2021, Todd Allen McLean, 50, passed away in Vero Beach under the extraordinary care of his parents.

Todd fought a long, hard battle with cancer but is now out of pain, and we are sure he has a fishing rod in his hand already.

Todd was born on Jan. 20, 1971 and was proud to make Key Largo his lifelong home. During his youth, he enjoyed spending summers with his loving grandparents and extended family in New Jersey.

With a love for fishing and being on the water since childhood, Todd made a career out of his passion. He was a former auxiliary marine patrol officer, graduated from the police academy in Key West and went on to work as a successful boat captain for 30 years, winning numerous fishing tournaments throughout the Caribbean. Always with a kind smile on the docks and in the bait shops, his fellow fishermen remember Todd generously sharing his knowledge and skills.

To know Todd was to love him. He was a loyal friend, loving son and big brother, and a devoted provider and family man.

Todd is survived by his parents, Captain Bob and Mary Lou McLean of Vero Beach; his sister Holly and her husband Jonathan Hansen of Brooklyn; loving aunts, uncles and many cousins. He also leaves behind a niece and nephew who he was deeply fond of.

Captain Todd’s family thanks everyone for their abundance of love and support. They will announce a celebration of life at a later date.

onroe County has received the preliminary 2020 U.S. Census Bureau population count, saying the county had 82,847 people as of April 1, 2020 – an increase of 9,757 over the 2010 census. The county expects to receive more detailed breakdowns of the data from the Census by Sept. 30.

Monroe County Attorney Bob Shillinger presented what the new data could mean at last week's board of county commissioners meeting. The Florida Constitution requires the 67 counties to redraw county commission districts after each decennial census. Florida law requires that counties complete this in odd-numbered years.

With a population of 82,847, Monroe County's five commission districts should average 16,569 people per district. If the data is received as expected on Sept. 30, county staff will prepare preliminary maps to present at the Oct. 20 BOCC meeting. The BOCC will take public comment then and may direct staff to make revisions. Once the maps are finalized, the BOCC will hold a public hearing to consider the maps before the end of 2021.

The U.S. Supreme Court ruled in 2016 that "local legislative districts, jurisdictions are permitted to deviate somewhat from perfect population equality to accommodate traditional districting objectives, among them, preserving the integrity of political subdivisions, maintaining communities of interest, and creating geographic compactness." The court continued, "the maximum population deviation between the largest and smallest district is less than 10 percent, a local legislative map presumptively complies with the one-person, one-vote rule but maximum deviations above 10 percent are presumptively impermissible."

If redistricting cannot be completed in 3 months, the BOCC could defer final action until 2023 or possibly be finished early in 2022, if it does not disrupt the 2022 election cycle. Qualifying for county commission races is scheduled for June 2022, though candidates must acquire signatures on petitions before qualifying. Usually, the Census data is available in the spring, but COVID-19 prevented timely collection and distribution.

In 2011, the 2010 Census data showed a difference of more than 2,000 people in two of the five districts. Redistricting brought all of the five of Monroe County's districts to a difference of 470 people or fewer. The Monroe County School Board and the Florida Keys Mosquito Control also use the county's districting breakdowns.

Current District Breakdown: • District 1: East part of Key West, Stock Island, Key Haven.

• District 2: Boca Chica through 7 Mile Bridge, including the north side of U.S. 1 to 63rd Court in Marathon.

• District 3: West part of Key West.

• District 4: Marathon, not including District 2, through Plantation Key with a small west end of Tavernier.

• District 5: Tavernier through Ocean Reef.

RETURN TO CRUISING Windstar’s new suites and expanded public spaces

C

ruising is back, and my husband and I just returned from a remote Caribbean getaway aboard a small ship. No crowd, ample deck space, tons of chances for outdoor and private dining. And there’s an opportunity to swim and play on secluded beaches, or even off the back of the ship itself.

Cruising is a bit different right now, but for the curious traveler ready to learn more about what it’s like, as well as the advantages of exploring a small ship with just hundreds of passengers versus thousands, I’m ready to share the details.

We sailed with small ship line Windstar Cruises in the Caribbean as one of the very first guests aboard their newly reimagined Star Breeze all-suite Star Plus Class yacht. Over the last two years, the ship was cut in half and had a new section added (increasing capacity from 212 passengers to up to 312), with new suites and expanded outdoor and indoor public spaces. We enjoyed the new spa and fitness center and two new restaurants, Candles and Cuatro 44.

Star Breeze is one of three all-suite Windstar yachts to undergo the transformations and they are still small enough to visit the special small ports and waterways of the world.

It was a first-time experience for us on board Windstar’s Star Plus Class yacht, but we are very familiar with Windstar’s three sailing yachts, with actual sails, as we used to work on board the Wind Spirit, Wind Star and Wind Surf as the watersports couple back in the day. Not much has changed. We still recognized some of the crew members and the service provided is extraordinaire. It felt like coming home.

This itinerary started in St. Maarten and we visited Barbados, St. Lucia and Antigua. Next year in October, we will be sailing on the Wind Spirit in Tahiti and we would love to have you join us.

All passengers have to be vaccinated to cruise with Windstar, and there are several testing requirements to consider, many of which are handled by Windstar for free or for a fee. The line is also going above and beyond with new systems like HEPA filters and UV-C irradiation to clean and filter the air on board.

he daughter of Keys music legend “Grateful Ted” recently released her first cover song and collaboration with Grammy award winner “Bluegrass Boy” Peter Rowan.

“Seminole Wind” is an original piece by country singer John Anderson that speaks to the struggle and displacement of the Seminole Tribe in Florida caused by war, destruction of natural resources, and the draining of the Everglades for financial gain.

“I learned this song by hearing my father, Ted Hyde, AKA ‘Grateful Ted,’ play it,” Hyde said. “My father was based in the Florida Keys and played music there for over 30 years, and I’ve always connected with the song deeply when he played it in his folk style.”

Hyde has a reputation of bringing authenticity to her listeners. In this new collaboration with Rowan and DWP Sounds, listeners are in for a fresh dream-folk feel.

“I felt a beautiful sadness that carries a clear message of pain and loss for a beautiful culture. I felt a loss last year when he died suddenly, and I know he would be so proud to hear me singing with Peter Rowan on the track too since he was a fan,” she continued.

“Pichard has connections to family and the land in Florida as well. So it turns out the song is special to both of us in that way,” Hyde said.

Although the original song is in the country genre, this new version is a folk-, bluegrass-style featuring layers of harmonies, fiddle, guitar, ukulele and lap-steel guitar, all carried by a steady upright bass groove. The other musicians in the production are Ydine on background vocals, Hawk Devri on fiddle, Jacob Staron on pedal steel, Ethan Jones on upright bass, Hyde on ukulele, and Pichard on acoustic guitar.

Hyde lives in Hawaii. She played in June at her father’s celebrations of life in Key Largo. She is a frequent performer at Big Island festivals like Kohala Aina Festival and Manafest.

She has performed at larger venues such as Oregon Country Fair, ShangriLa Festival in Minnesota, and Yasgurs Farm Woodstock Reunion Festival in New York. She placed third in Hawaii Songwriters Competition in 2018 and has been seen on lineups alongside Paula Fuga, Pato Banton, Amber Lily & Tubby Love, Ydine, Medicine for the People, and Hope Medford.
