The baby on the cover of the 1991 Nirvana album “Nevermind,” is seeking $150,000 in damages for child exploitation and pornography. Spencer Elden, now 30, is the cover baby who is suing the defendants, which include members of the band, Kurt Cobtain’s estate and photographer Kirk Weddle, among others. The lawsuit accused Weddle of producing a “sexually graphic” photo of Elden, which initially received pushback against featuring Elden’s genitals on the album cover. nother week brought new positive COVID-19 infections throughout Florida and the Keys. Cases statewide and in the island chain, however, appear to have plateaued.

The latest report by the Florida Health Department showed 491 new cases of COVID-19 in Monroe County from Aug. 13 to Aug. 19. That’s slightly down from the week before, when the island chain had 504 new infections spanning from Aug. 6 to Aug. 12.

Statewide, 150,118 new COVID-19 cases were reported between Aug. 13 and Aug. 19. That’s slightly down from the 151,468 reported the week before.

Monroe County’s top health officer Bob Eadie said cases in the Keys spiked roughly 10 days after the Fourth of July, and then again following lobster miniseason in late July.

“We’re in the middle of a surge. It may be that we’re just a little bit away from maybe a plateau for a while,” he told Islamorada council members dur-

ing an Aug. 19 meeting. “The fact of the matter remains that there are numerous places that COVID is being spread.

I think we’re in for this until the first of the year.”

Thirty COVID-19-positive patients were being cared for at Lower Keys Medical as of Aug. 24. Seven were in the intensive care unit, while five were receiving ventilator care.

Lower Keys Medical Center entered yellow status on Aug. 23, and

that means more resources are being requested. CEO David Clay said the hospital’s obtaining additional staffing to deal with the uptick in hospitalizations.

“We occasionally bring in temporary staff to supplement our teams when the hospital is busier than usual, such as in season,” he said.

Eadie said that while the majority of new infections are among the unvaccinated, a small number of cases

involve those who received a vaccine. Islamorada Mayor Buddy Pinder, who received the vaccine, tested positive for COVID-19 last week. He received treatment at Mariners Hospital and is making a full recovery.

County Commissioner Mike Forster, who received the Johnson & Johnson vaccine, was admitted to the hospital in midAugust after testing positive for COVID-19. He was transported to a Baptist hospital in Miami where he remained intubated as of Aug. 25.

by Hammon on the morning of Aug. 25, detailed some progress with Forster’s blood oxygen back to 97%. Hammon said the next two days are critical.

“Pray that he handles the process of reducing the oxygen being given through intubation and increasing the amount of breathing he does on his own,” he said.

Fourteen COVID-19-positive patients were being treated at Baptist Health South Florida’s hospitals in Monroe County, as of Aug. 24. Nearly 900 patients with COVID-19 were in hospitals across its system, from Miami to the Keys.

“Baptist Health South Florida continues to take provisions to ensure we are able to care for our community and have enough capacity including hospital beds, surge planning, personal protective equipment, other equipment and staffing,” said Gina HalleyWright, senior communications with Baptist Health. “Those plans have remained intact during this latest spike fueled by the Delta variant.”

Monroe County residents are continuing to seek vaccines.

Between Aug. 13 and Aug. 19, 791 locals obtained the two-shot Moderna or Pfizer, or the oneshot Johnson & Johnson. Around 980 vaccines were administered the week before.

“It is ironic that the reluctance to get a vaccination because it is some sort of genetically-engineered substance is interesting because people will readily take the monoclonal treatment, which is also a genetically-engineered

substance,” Eadie said. “The best thing that can be done is that everybody needs to be vaccinated.”

Eadie added that he doesn’t foresee the county health department needing to set up any large vaccine events with enough outlets providing shots. Mobile vaccine clinics provided by the health department are going on now through Sept. 4 at various locations from Key West to Key Largo. No appointments are required.

On Aug. 23, the U.S. Food and Drug Administration approved Pfizer as the first COVID-19 vaccine for prevention of COVID-19 in individuals 16 and older. The vaccine remains under emergency use authorization for those 12 to 15 years of age and for administration of a third dose in immunocompromised individuals.

“While this and other vaccines have met the FDA’s rigorous, scientific standards for emergency use authorization, as the first FDA-approved COVID-19 vaccine, the public can be very confident that this vaccine meets the high standards for safety, effectiveness, and manufacturing quality the FDA requires of an approved product,” said Acting FDA Commissioner Janet Woodcock.

COVID-19 booster shots could start beginning next month, with individuals being eligible eight months after they received their second dose of the Pfizer or Moderna vaccine, according to the U.S. Centers for Disease Control. It’s subject to FDA authorization, however.

The CDC said COVID-19 vaccines are “highly effective” in reducing risk of disease, hospitalization and death — even against the Delta variant. However, the CDC said experts are looking to understand how well the vaccines are working, including how variants like Delta affect vaccine effectiveness.

On Aug. 25, Johnson & Johnson announced that new data supports use of its vaccine as a booster shot for people who previously had the single dose. The company said a booster shot of its vaccine generated a promising immune response in participants between the ages of 18 and 55, as well as those 65 and older who received a lower booster dose.

he Key West city commission will be making some tough — and potentially costly — decisions in the coming weeks.

First up is the city commission meeting on Wednesday, Sept. 1, when officials will discuss the upcoming special events calendar in light of the alarming COVID uptick. Mayor Teri Johnston urged event organizers to come to the meeting armed with recommendations to keep their events as safe as possible.

City Manager Patti McLauchlin held a Zoom call on Aug. 25 with about 20 event organizers — from Fantasy Fest and boat races to the Zombie Bike Ride and Key West Brewfest.

McLauchlin asked each organizer about their plans to keep people masked, socially distant and otherwise protected as much as possible.

“My goal was to hear you first,” McLauchlin told the group, reminding them that the city’s special event permits now include a sentence stating the organizers are aware that the permit may be revoked due to circumstances involving COVID. “I don’t have any indication what will happen on Sept. 1, but I know there will be discussion and there are concerns on the part of commissioners. I think we all should be concerned about what’s happening in our community and everywhere. Obviously, the more people we get vaccinated and masked, the better things will be.”

Most event representatives, including Nadene Grossman Orr, Fantasy Fest producer, pledged to include masking messaging in all promotional

materials. Others said they can spread out seating, provide masks and hand sanitizer. Grossman Orr also said some Fantasy Fest events have already been scaled back. There are currently only 12 float applications for the Fantasy Fest parade, which typically has at least 50 floats.

The event topic is listed as a discussion item on the Sept. 1 agenda, but McLauchlin said the decision may not come down to a vote.

“The commission may listen to you, discuss it, and vote at the following meeting, or they could give me direction about what to do,” she said.

The commission just received the results of a compensation study conducted by Evergreen Solutions consultants.

“This study was undertaken to compare city salaries with the local market,” McLauchlin wrote to the commissioners in an email with a spreadsheet of current and newly recommended salaries attached. “The study will provide a framework for a compensation plan that will provide a salary structure that is internally equitable and competitive within our local entities.”

If the recommendations are fully implemented for the 508 positions evaluated, the new pay plan will cost the city an additional $2.8 million, and would involve an average annual increase of $5,417 per employee. City salaries have long lagged behind those of Monroe County and local utilities, often making it difficult for Key West to find and keep qualified workers. ABSENT FROM SCHOOL?

here are currently 105 students infected with COVID-19 in the first three weeks of school. Students are being exposed, however. There are reports of up to 50 kids being sent home from a Keys elementary school on a single day after being exposed.

Yet, the Monroe County School District can’t say how many students are being sent home to self-isolate.

“As far as quarantine numbers are concerned, you have to get those from the health department,” said school district COVID-19 spokesperson Becky Herrin. “The health department is tracking those numbers. We just track how many students and staff are absent for whatever reason — whether medically related or for other reasons.”

However, Superintendent Terri Axford told the school board on Aug. 24 that it knows of 290 students who are quarantining, although that may not include students who are self-quarantining, i.e., have not notified the school or the health department of their status.

The health department also can’t say how many students are absent from school due to exposure to a positive COVID-19 case.

“Upon speaking with our team, the number of students who are being quarantined/ self-isolated due to COVID is not being tracked specifically,” said a health department spokesperson.

“However, what is being tracked is the number of students who are absent due to some medical issue, which includes COVID as well as other ailments in the number.”

Staying home when sick is the health department’s primary message.

According to the school district, detailed seating charts are required for every classroom and for buses to assist with contact tracing. Exposed students and staff who are not vaccinated will be required to quarantine.

Quarantine will not be required for vaccinated staff and students who are exposed unless they experience symptoms or have a positive test.

The Monroe County School District is not currently offering virtual learning in the 2021-2022 school year (see sidebar), although the state does run a permanent, online schooling option. To keep students from falling behind, the district is following state guidelines.

“As per state requirements, students who are out for medical reasons receive take-home work so they don’t fall behind,” Herrin said.

If a student is absent to get a COVID-19 vaccination, it is an excused absence with a doctor’s note.

HELP WANTED NEEDED KEYS HOTELS LOSE STAFF TO LABOR INVESTIGATION

A

recent federal investigation and indictment of contractors who hire foreign workers and get them jobs in American hotels and restaurants has led to crippling shortages at Florida Keys hotels and restaurants that rely on these workers.

A press release from the U.S. Department of Justice last week announced the federal indictment of “three men who operated labor-staffing companies in Florida with conspiracy to harbor non-resident aliens and induce them to remain in the country and with conspiracy to commit money laundering.

“According to the indictment, Mykhaylo Chugay, Oleksandr Morgunov, Volodymyr Ogorodnychuk and others owned and operated a series of labor-staffing companies in southern Florida … between August 2007 and July 2021.

“The indictment charges that the defendants, through these staffing companies, facilitated the employment in the hospitality industry of non-resident aliens who were not authorized to work in the United States,” the press release states.

In other words, these labor-staffing companies are accused of hiring illegal aliens who are not allowed to work in the United States, and getting them jobs in hotels and restaurants.

As a result of the indictment, the targeted staffing companies — and others concerned about similar legal actions — shut down, leaving hundreds of illegal workers without income and often without their employerprovided housing.

“It’s a bad situation, but it’s a bad situation that’s absolutely necessary,” Jodi Weinhofer, president of the Lodging Association of the Florida Keys & Key West, told the Keys Weekly on Aug. 20. “I know that during COVID, two local contract labor companies left the Keys or moved to the mainland. And I heard another staffing company is leaving or out of business. This couldn’t possibly come at a worse time. Between losing contract workers and COVID, I don’t know how businesses are doing it.”

One employee of an affected Marathon resort, who wished to remain anonymous, told the Keys Weekly she and her husband are each missing three paychecks representing a month and a half of work at $13 an hour.

The couple, who are not U.S. citizens, have been on the housekeeping team for seven months and said all the housekeepers were affected.

“At a meeting on Aug. 19, the resort said they would try to pay us back for at least one paycheck,” she said.

According to one Key West business owner who has dealt with the federal investigations, the business owner can be held responsible for two or three years of back pay to such workers, even if the owners were assured by a contracting company their workers were all legal.

The Marathon employee said when she signed with the labor agency they didn’t explain U.S. labor laws nor ask her for any identification or proof of her eligibility to work in the United States.

Another employee, speaking from a balcony of a Marathon resort’s employee housing compound on Aug. 19, said she doesn’t know what she’ll do next, and added that most of the employees in the workforce housing complex had already moved out, although she had understood that the deadline to do so was Aug. 23.

A mid-level hotel manager of one of the Marathon resorts said nearly 95% of the employees at the Marathon resort were contract laborers, and another property is probably down 40% of its employees. “I know I will be cleaning toilets tomorrow,” that person said.

The situation has left dozens of Keys hotels without housekeepers, dishwashers and other crucial positions, prompting a string of increasingly negative reviews on travel websites such as TripAdvisor.

Some Florida Keys hotels face crippling labor shortages following a Department of Labor investigation and indictment of a company that recruits foreign workers to work in American hotels and restaurants.

A review posted on Aug. 20 about a Marathon resort is titled “Legal issues” and states in part, “...We went for dinner and were turned away due to no table seating, so we had to eat off-property every night. The service was unacceptable for a four-star resort. It was obvious they were understaffed, trying to tell you it's due to COVID. …

But on our last day at the resort we overheard two employees talking about having to send home 90% of their staff because they were illegal immigrants because they ran into legal issues. … Now there is absolutely no staff at this resort. Please don't be conned into coming here because you won't get any service of the sort.”

A review posted the same day summarized shortcomings at an upscale Key West resort. The reviewer acknowledged that things were not as bad as some others had reported, “HOWEVER all is not perfect and ... at these prices the following just should not occur: Why did the food bags my neighbor left in the hall remain there for three days? ... Why did I have to call and/or visit the front desk four times to get my room made up only to have two towels dropped off? NO ONE BUSED THE POOL AREA FOR AN ENTIRE DAY on Saturday. Plates and leftovers were piled high (did NO ONE notice the threefoot-high stack of dishes on a table at the family pool?

There was food and dishes everywhere, drink garnishes all over the place, birds swooping down and grabbing the leftovers right over everyone’s head. How can you run out of pool towels and not replace them for an entire day? … Honestly, you have a refuse and sanitation issue ...”

The thorny situation has existed quietly for decades in the Florida Keys and other tourist destinations. Business owners and managers depend on the workers these labor-staffing companies provide, but they have no access to the workers’ immigration status or verification. In most cases, the business owners don’t even have a worker’s address or phone number, and are always directed to call the staffing company with any questions or concerns, Weinhofer said. But ignorance of a worker’s illegal immigration status is not an acceptable excuse, and business owners share the responsibility — and potential penalties — of employing illegal workers.

Business owners can be made to pay fines and/or two to three years of back pay.

“I don’t know what we’re going to do if we can’t get legal contract labor here,” Weinhofer said.

t was one of Florida Gov. Ron DeSantis’ campaign promises when he was running for office in 2018. In 2019, the Florida legislature passed into state law a requirement for local governments and some private employers to use E-Verify starting on July 1, 2020. E-Verify is a U.S. Department of Homeland Security Internet-based system that allows agencies and businesses to determine the eligibility of their employees, U.S. or foreign citizens, to work in the United States. An estimated 76,500 businesses in Florida of 2.5 million are using the system.

The newest Florida law was an amendment to an existing law that only applied to state “executive agencies” and their subcontractors to use E-verify.

Private businesses that do not use E-Verify must retain copies of the identity and employment authorization documents presented for the I-9 form — for U.S. citizens and non-citizens — for three years.

According to lawlogix.com, the penalties for violating this law are harsh. If a private employer “does not follow the rules with regards to employment verification, the Department of Economic Opportunity (DEO) shall require them to provide an affidavit stating that a, they will comply with the verification requirements; b, they have terminated the employment of all unauthorized workers in the state; and, c, they will not intentionally or knowingly employ an unauthorized worker in the state.”

If the employer doesn’t respond with the affidavit within 30 days, the state will suspend all applicable licenses held by the private employer until they submit the affidavit. Any employer that violates the above three times in any 36-month period faces the permanent loss of business licenses.

At the time the law passed, DeSantis said the purpose was twofold: “... it’s about fairness for lawful immigrants and nativeborn workers, and it’s about public safety.”

SCHOOL BOARD UPHOLDS MASK OPT-OUT VOTE COMES DESPITE HEALTH DEPT. ADVICE

“As elected officials, your job is to secure our rights, not hijack our liberties for your individual fears.”

n Aug. 24, after an almost four-hour school board meeting during which citizens passionately spoke both for and against the district’s current mask mandate — and after the county’s health department administrator abruptly announced that he no longer supports a parental opt-out — the board members unanimously voted to support its current policy: teachers, staff and children must wear masks, but parents can still sign a form to opt out.

The vote is contrary to the stance of other South Florida school districts.

Miami-Dade County has a mask mandate with no opt-out at all while Broward County schools has a mask mandate with medical opt-out only.

Not only did board members feel pressure from an angry public and the health department to change the current masking policy, but Superintendent Theresa Axford also introduced some sobering statistics: the district has 105 positive COVID cases so far this year, and 290 students are on quarantine.

“Last year we had a total of 286 cases,” said Axford. “So if the cases keep up at this rate, we’re certainly going to overtake our total from last year.”

School board member Bobby Highsmith asked Bob Eadie, administrator for the Monroe County Department of Health, if he had any suggestions for changes in their current masking policy with parental opt-out. ​”If I were a school board member right now, I would give a great deal of consideration to if we want a mask mandate where everybody wears it,” he replied.

“That’s a change from what you told us last week,” responded Highsmith.

“Yes it is,” Eadie said.

Others in the room were surprised

by Eadie’s change of opinion, including Axford and board member Sue Woltanski.

Woltanski asked Axford if it was time to start planning a virtual schooling option.

“We are ready to pivot,” said Axford.

“And we are meeting with UTM (United Teachers of Monroe) tomorrow in bargaining to virtual instruction across the district if we have to.”

Chairman John Dick expressed frustration that Monroe County has not received promised federal money that is earmarked for testing children in schools.

“Group testing to me would have far better control,” Dick said. “It tells you who’s positive and who’s not.”

“John’s correct. All that money was supposed to have been here by now,” Eadie said. “And I cannot get an answer.

The only answer that I have gotten is that the Feds have not approved the reapplication that’s sitting in Atlanta.”

Islamorada mother Jamie McNew was one of more than 20 public speakers who stood up to share. She pointed out that her daughter was exposed to COVID, and she was told by the district that her child could come back to school after seven days with a negative COVID test.

But McNew said she had trouble finding a COVID test from any health care providers in Monroe County. She finally found a test in Homestead.

“I agree with Mr. Dick,” she said.

“Schools should provide testing. I was surprised the school district didn’t provide it.”

Typically, the citizen input section of the school board meeting is only allotted 30 minutes. But school board chairman John Dick said he didn’t care if the meeting was four and a half hours.

“Let them all speak,” he declared.

And speak, they did.

“If you choose to opt out, you shouldn’t be in school,” pediatrician Stanley Zuba said. “Science doesn’t include personal choice. It’s not like we’re asking everybody to wear a spacesuit, my gosh. … If children die and get sick, that’s all on you.”

After the board voted to uphold the current masking policy with parental optout, Axford cautioned that since the situation is so fluid, the district’s current policy will have to be constantly reconsidered.

“I think we need to inch along and follow what’s going on with cases and call emergency meetings as necessary,” she said.

BREE GANGI LANDS LEADING ROLE AT KEY WEST THEATER

B

ree Gangi has one of the coolest jobs in town, rubbing shoulders with the rock stars, comedians, country music legends and Key West music icons who perform at Key West Theater and the Coffee Butler Amphitheater at Truman Waterfront.

As the newly promoted executive director of Key West Theater, her job involves terms most people only hear on TV and in the movies — the green room, the “talent,” booking agents, tour buses, sound checks, entourages, and the demands included in a star’s rider (the document that specifies the items a performer expects in their dressing room).

But Gangi speaks the language as fluently as one would expect from someone who has a book titled “Music Marketing” on the windowsill of her office at Key West Theater on Eaton Street, where she started working as marketing manager in August 2018.

“Oh yes, they all fill out a rider asking for specific things,” she said.

“I haven’t yet had a request for green M&Ms only, or anything like that, but one group did insist on silver, plastic Solo cups,” she recalled on a recent Monday morning. “I checked every single store in Key West. They did not exist on the island.”

Other requests typically include specific types of beer, liquor, mixers, snacks, a large fan for wardrobe changes, “Judy Collins asked for someone to steam her outfit, and another performer — a celebrity impersonator, actually — was really upset about how hot it was in Key West. He threw a fit,” Gangi said.

“When Sublime was here a few weeks ago, those guys were awesome.

They were hanging out at the Truman Waterfront Park all day with their dogs.

“When Willie Nelson performed, anyone who wasn’t involved in his tour had to turn around and look the other way when he exited his tour bus,” Gangi recalled.

“Oh, and the Thunder from Down Under male dance act — they’re like the Chippendales — their shows are a riot. We always have to kick people out. It’s always a bunch of drunk bachelorette parties and gay men.”

Bands playing at the theater will park their bus in the driveway out back, and the crew will unload and start setting up. But the stars don’t get sweaty, Gangi emphasized. “They’ll hang out in the tour bus, especially the ones that like to smoke. They have access to our green room, but when there’s time, we really encourage them to get out and explore Key West.”

The green room at Key West Theater is actually an impressive suite of

rooms that includes a kitchen, several large couches, a giant television, a white board to plan set lists and a large, separate dressing room with giant mirrors, a white leather couch and vanity lighting for makeup and wardrobe.

One would never guess that before Gangi moved to Key West seven years ago, she was studying to be a fifth-grade Spanish teacher in Massachusetts. And when she first arrived in Key West, she worked as a nanny, a hostess, a dogsitter, a babysitter and then started helping with concerts at COAST. The curtain officially rose on her entertainment career during one of those babysitting jobs, when Gangi was babysitting Kelly and Nick Norman’s daughter, TK. She started hearing and learning more about the music industry, Rams Head, its venues and productions, and she met its founder, Bill Muehlhauser.

“Kelly (Norman) has been an amazing mentor,” Gangi said. “She convinced me to take a leap and to believe in myself and to come work with her and Rams Head.”

Gangi started as marketing manager for the two venues in August 2018.

“After a few months, I was the person who greeted the Rams Head bands and performers when they arrived, sort of as an artists’ liaison.

Then I became venue manager.”

And just last week, Kelly Norman announced Gangi’s promotion to executive director.

“Brianna has outstanding leadership qualities and has demonstrated the ability to create an empowering and motivating environment among staff and partners,” Norman wrote on social media. “Her passion, leadership and dedication to the mission of the theater made this an easy decision in recognizing her abilities to assume this role.”

Norman is now vice president of operations for the Rams Head Key West team.

“I definitely had some imposter syndrome, doubting myself and saying I wasn’t a part of this rock star club,” said Gangi. “But Kelly wouldn’t hear any of it. And I’ve moved past it.

You just have to be willing to listen and learn and make connections with people. The way I approach someone when they first arrive will set the tone for the whole night. I want to be welcoming and helpful, without letting them walk all over me.

“I just feel so fortunate to have landed where I did and to have learned so much from the people around me,” she said.

SPORTS & MORE Martin hopes to do double duty as athletic director, soccer coach

ustin Martin was born and raised in Key West, graduated from Key West High, then Flagler College in St. Augustine.

After college, he spent three years tending to the family’s commercial fishing business before he began coaching the Conchs’ girls soccer team.

In June, Martin, 27, became the high school’s athletic director, succeeding Sarah Eckert, who is now the Key West volleyball coach.

Several balls had to fall in the right place for Martin to become A.D.: Kim Butler decided she didn’t want to continue as head coach of the school’s volleyball team.

Eckert, who had coached volleyball at several stops before coming to Key West, wanted the coaching job, which left her former athletic director position open.

“They knew I was interested in an administrative job, so I was offered the A.D. job,” Martin said.

To add to the formula, Butler will stick with volleyball as Eckert’s assistant.

There’s one more piece to the puzzle: If possible, Martin, who played four years of soccer at Key West High and then assisted former head coach Scott Paul, wants to stay on as the girls’ head soccer coach.

“I would like to, but we’ll see,” he said. “Our principal, Dr. Larry Schmiegel, and I will see if I have enough time to do both. It’ll be a collective decision about what’s best for the school.”

They’ve got time to decide. The pre-season girls soccer game against Seminole isn’t until Nov. 5.

The current 17-game schedule begins the following Monday against Palmer Trinity. “Ideally, I’d like a 20-game schedule,” said Martin. So more games may be added.

His Lady Conchs had a successful season a year ago, finishing with 8 wins, 5 losses and 3 ties before losing to Gulliver Prep in the state regional semifinals. He has an overall objective of sending his players off to college and last year went 6-for-6 with

his seniors. Jenna Domenlech was the only one who went on to play college soccer. She’s at Concord University in West Virginia.

“I have a passion for sports,” Martin said. “I dream of helping send my players off to college.”

In the meantime, the new A.D. has been introducing himself and hiring coaches.

Most of the new coaches had already been chosen before Martin came on board. Josh Bassett is the new golf coach. Chris Ellis, who teaches language arts at Horace O’Bryant Middle School, is the new boys basketball coach.

The only opening is for cross country. Officials thought they had the position filled, but the prospect decided against it. Dave Perkins, the track and field coach, is filling in. The rest of the coaches are in place from a year ago.

eed a COVID rapid test to return to work? Need to show a negative PCR test before you board a plane next week? Do you want a COVID vaccine?

Rural Health Network can do all that, plus provide primary medical and dental care from its offices on North Roosevelt Boulevard in Key West.

For those who have long heard of Rural Health Network, but never known precisely what it does, here’s a quick refresher: Rural Health Network is a nonprofit medical and dental care provider that opened in Key West in 1993. It operates a “comprehensive, culturally competent, high-quality health care center in the Lower Keys,” states the center’s brand new website at rhnmc.org. “In addition to providing primary health care, it operates a dental clinic and integrates access to pharmacy, behavioral health referrals and substance abuse services.”

“We’ll also soon be launching our Keyswide mobile dental and medical coach that will provide access to health and dental services throughout the county,” said Elizabeth Baker, the network’s marketing and outreach specialist.

The mobile coach will be staffed with a nurse practitioner, physician assistant, registered nurse, adult and pediatric dentist, dental hygienist, and dental assistant.

“Our goal is to break down transportation barriers between people and access to healthcare while treating all patients with dig-

nity and respect,” Baker said, adding that Rural Health Network accepts most major insurance plans, along with Medicaid, Medicare and TriCare. For those with no insurance, fees are calculated according to a sliding scale of income.

The less you earn, the less you pay. The network asks uninsured patients to bring a month’s worth of pay stubs or last year’s tax return as proof of income.

“We have an in-house lab and ultrasound machine,” Baker said.

“We host free monthly nutrition classes and our new website has information in English, Spanish, Russian, French and Haitian Creole.

“With September being Prostate Cancer Awareness Month, we’ll be offering free prostate screenings, and for Breast Cancer Awareness Month in October, we’ll be doing free breast exams, and offering free mammograms to uninsured women,” Baker said. “We really want people to know that we’re here for their medical and dental needs, whatever their insurance situation.”

As for COVID testing and vaccines, Rural Health Network offers the Moderna vaccine for free by appointment.

COVID rapid tests are $90 with results available in 15 minutes. For people exhibiting COVID symptoms, the more complex PCR tests are available for free while grant funding lasts.

“But many airlines are requiring a negative PCR test before travel,” Baker said. “For people without symptoms who need a PCR test to travel, there is a $100 fee, but they need to plan in advance, because those results take three to five business days.”

couple years ago it occurred to me that I should at least attempt to fight genetics, the aging process and all the other inevitabilities life throws our way.

At the risk of sounding grim, it’s a battle we’re all destined to lose. If the worst-case scenario, though, is that we feel better and have more energy for however long of a ride we’re granted, then being active seems a worthwhile effort.

With that in mind, I quieted my inner cynic and joined a gym. It was a humbling experience, but it had the intended effect. I felt better, slept better, was lighter on my feet, more energetic.

Then along comes COVID, creating a world of problems with indoor activities that guarantee huffing and puffing air into a common space. I quit the gym and hit Netflix.

After indulging my self-pity for a while, I decided I needed to do something. I didn’t know what, but I did know I had stores of anxious energy in my veins. One day my wife wanted a steak and my daughter wanted a mango. “What if I run to get those things?” I answered. But I meant literally.

I mapped the distance from my front door to the grocery store — 1.5 miles. I could run a 5k, right? That’s a thing people do. And so, I ran the first (and to my mind only) “Stover Sickmen Publix 5k” that day. I didn’t die, so when a friend promoted her virtual 10k, I signed up and ran down South Roosevelt in a tutu.

My bucket list is a living document, and my affirmative answers have a horrible/ wonderful tendency to escalate — a combination that leads to some odd choices.

Ultimately, I ended last year by running a half marathon, in the high desert of Utah, in the middle of the night. So naturally, I was hit early this year with a case of the “what’s nexts.” Perhaps not the most creative venture, but a marathon seemed to be next in the logical sequence of events. I set my sights on the Chicago Marathon. Apparently, though, tens of thousands of people want to run 26.2 miles (shocking, right!?) so I wasn’t able to simply register for a spot in the race.

But I was able to nab a spot as a fundraiser for Special Olympics. I signed over my credit card number with an agreement to make up any shortfall, started hitting up my friends and started really running.

Let me be clear. I spent my middle and high school years begging my mom for notes to get me out of gym class. I have asthma and creaky knees. I can’t run a block without turning an alarming shade of purple. I apparently have sweat glands in my knees.

And yet, I’m doing it. I’m not fast, but I now refer to a three-mile run as an “easy day” and I can run a half-marathon without vomiting.

Progress.

This tells me running really is as much a mental game as it is a physical one. If I can do it, you can do it. Don’t get me wrong, it’s relentlessly miserable, but you can do it.

I’m far from qualified to impart advice, but would suggest a few things to anyone thinking about giving running a try:

1.) Start where you are, not where you want to be. Walk to the end of your block if that’s what feels good. Next time, run to the end of your block. Walk a mile. Run a bit. Try two. Breathe. Walk when you need to. Walking seems to be the best-kept secret in the running community. Everyone, pay attention here: Runners walk! We walk. We allow ourselves to slow the pace when needed.

Take that walking shame and throw it in the garbage. 2.) Remember that in Key West, we’re essentially living on the surface of the sun. If you can run early in the morning or in the evening, do it. But whenever you get out there, never forget water. 3.) You’re the expert when it comes to your own body.

Listen to what those creaky knees are telling you. Our bodies talk to us — sometimes they scream obscenities at us, but let’s try not to get to that point. Just tune in to how you feel and make adjustments where needed. 4.)

If you spend money on anything, buy good shoes. If you can get fitted, great. If not, order a bunch and try them on. Several companies will even let you wear the shoes for a while and return them if they’re not working. I promise it’s worth the money. $150 can honestly save your back, your knees, your ankles, your feet. Those body parts are worth more than $150. Choose wisely. 5.) Go easy on yourself. Someone once told me to consider the fact that the percentage of people who sign up for a race is already such a tiny slice of the population. You could come in dead last, an hour behind everyone else, and still be miles ahead of everyone who didn’t sign up. If you get out and walk to the end of your block, you’ve done something.

“We need to take care of each other.” Those were the words echoed by Mike Forster as he sat down with Harriette’s owner Carlos Hernandez and Key Lime Tree owner Violet Wahba in early April 2020 to discuss a plan to provide some 200 meals daily to Upper Keys residents from Harriette’s.

Forster was several weeks into a hot meal distribution outside his closed Mangrove Mike’s Cafe in Islamorada. A restaurant serving up arguably one of the best breakfasts quickly shifted to a kitchen that served an Upper Keys community in need. A COVID-19 outbreak in early 2020 forced a service industry into complete closure, leaving many local workers without a paycheck and the ability to put food on their families’ tables.

In times of severe uncertainty, from March 2020 to earlier this year, also came moments that showed what the Keys community can do and be when joining for a greater good. As Mike Forster would term it, “we’re better together.”

What began as a hot meal distribution outside Forster’s closed Islamorada cafe would evolve into something bigger, with help from businesses and community members in the Keys. Midday meals for the Upper Keys community would go on for weeks and months at his cafe, thanks to the many donations from the community and Forster’s nonprofit, Mangrove Mike’s Endeavors. And help from larger groups like Cargill’s Miami facility would provide nearly 10,000 pounds of protein to support the local food drive, which would soon expand as far north as Key Largo and as far south as Bahama Village.

Local residents couldn’t help but get behind Forster’s community feeding effort. Volunteers dished out meals to people dropping by the cafe, while others would deliver to the homes of the elderly, the single parent and the families with multiple children.

distribution event at Tavernier Towne Center in May 2020. Food distribution events further south in Marathon would serve more than 700 with hot meals, produce and more.

A food drive right before Christmas would see hundreds of turkeys and produce boxes distributed at handout sites at Key Largo School and Marathon’s community park. Students, sheriff’s deputies, elected officials and other community members came out in droves to volunteer, sharing smiles with grateful recipients now able to feed loved ones.

“You see the camaraderie of the people who are handing out the food and how we love what we’re doing in giving back to our community,” Forster told the Keys Weekly. Donations reached nearly $300,000 in the first seven weeks when COVID hit.

Forster’s time and energy were expended day-in and day-out to ensure food reached the hands of those in need. At times, it required him to get up during the early morning hours and work well into the evening.

“We have a lot of employees who are out of work and don’t have a paycheck coming this week or next week,” he said. “This is what we need to do to be a united, compassionate community.”

He led by example, drawing many people from all walks of life and organizations throughout the Keys communities to step up, volunteer and help their fellow neighbors.

His unwavering support for the community during tough times is undoubted. Now, Forster needs our prayers and well wishes as he continues to battle COVID-19.

Forster, who tested positive on Aug. 15, was admitted to Mariners Hospital. He was then transported to a Baptist Health South Florida hospital in Miami where he’s currently intubated.

Prayers and well wishes for Forster are flowing in, as many in the Keys community watch closely for daily Facebook updates provided by Pastor Tony Hammon.

We’re thinking of you, Mike.

ccasionally we break from humorous themes in our Top 10 feature to provide a subjective take on pop culture, movies, books and more. This week the world lost an icon when Charlie Watts, longtime drummer for The Rolling Stones, died peacefully at the age of 80. While the Stones are arguably the greatest rock band ever, Watts paved the way for future drummers, setting a high standard for those dreaming of banging the sticks in front of thousands of fans. Yet even today, lead singers and guitarists often steal the spotlight in most bands, so to honor the late and great Charlie Watts, we subjectively offer our:

ICONIC ROCK DRUMMERS OF ALL TIME

10. Dave Grohl — Grohl might very well be responsible for moving the grunge movement into mainstream, as he created many of the sounds (beyond just the drums) for Nirvana before becoming the frontman for the Foo Fighters. The D.C. native grew his legend playing drums from street corners to clubs in the nation’s capital, giving him incredible “street cred” as one of the best ever.

9. D.J. Fontana — Elvis might simply be known as a great country musician if it wasn’t for Fontana.

His artistry and beats added the rhythm and soul that Elvis needed to transform his sounds and moves into rock ’n’ roll. Fontana likely changed modern music more than we will ever know.

8. Ahmir “Questlove” Thompson — not only is Questlove one of the most iconic drummers ever, he’s also one of the coolest. Who else can say they defined a late show (OK, maybe Max can, too) and began one of the most celebrated funk/hip hop bands with The Roots out of his native Philadelphia. If anyone has ever seen The Roots live, you know why he belongs among the greatest artists to ever step on stage.

7. Clifton James — Race will unfortunately always play a role in the historical notoriety of American music pioneers. And many African-American musicians, particularly drummers, were never afforded the commercial success of their white peers. Clifton James represents a long list of black drummers who could fill any list of icons.

And his influence on American music is undeniable. James played with Bo Diddley for almost two decades and created the beats and rhythms that would change music forever.

6. Sheila E — came to prominence with Prince, not just as the sex symbol she was so often marketed as, but for her ability to stand alongside one of music’s most celebrated royalty. Sheila E stood apart during a male-dominated era and deserves the label of “drummer icon” as much as any of her male counterparts.

5. Keith Moon — possesses everything a rock drumming icon should, the good and the bad. The drummer for The Who partied hard and played with reckless precision. Even Animal (from The Muppets) was created in his image. Eventually, his lifestyle caught up to him in his early 30s after a drug overdose.

4. Ringo Starr — If you play in a band with John Lennon, Paul McCartney and George Harrison — and your name is just as recognizable as the rest of the band — you are a legend. Starr was the drummer for the Beatles. Need we say more?

3. Levon Helm — When referencing the words “icon” and “drummer,’ Levon Helm’s name is coming up every time. Very few drummers had the vocal skills to match their genius with the sticks (yes, Phil Collins comes to mind). But Helms transformed The Band into one of the most respected bands to ever play.

From Bob Dylan to Joni Mitchell, everyone wanted to perform with Helm.

2. Charlie Watts — no one will ever sit behind the drums like Watts again. He had the looks of a sophisticated dignitary and the sounds of the most talented badass to ever bang the sticks. It was never just one Stone. And even with Mick, Keith, Ronnie and others … the Rolling Stones owe much of their identity to the greatness of Charlie Watts.

1. John Bonham — You can’t say the word drummer without saying John Bonham’s name. The Led Zeppelin drummer immortalized the art of percussion in Moby Dick. John Bonham is to drumming what Shakespeare is to literature. There is no equal.

PART 1

Housman engages in epic war of letters with Customs man

J

ohn Jacob Housman was born in 1799 on Staten Island, New York. The son of an oysterman, he was one of nine children.

As a young man, he became master of his father’s 56-foot schooner William Henry.

Much of the history of Housman’s young life has been left open for interpretation and revolves around the narrative that the young sailor grew bored with the “coasting and packet along the shores of Staten and Long islands, also up the North River” and sailed the William Henry to the warmer latitudes of the West Indies.

The William Henry is documented departing Charleston Harbor in 1822, the same year John Fleming moved to Key West from Mobile, Alabama, and built what is said to have been the island’s first house. After leaving Charleston and entering the Florida Straits, Housman experienced a life-altering encounter with the Florida Reef when his schooner ran afoul BRAD of the corals. Carpenters and blacksmiths repaired ships. Auctioneers sold cotton, china, tropical hardwoods, dyes, and other valuable goods. Rooms, too, were needed to house sailors, crews, and stranded passengers, and restaurants and saloons to provide food, drink, and entertainment.

After the William Henry was repaired, Housman stayed in Key West and embarked on a wrecking career. By the time Silas Fletcher was hired to move to Indian Key in 1824, build a general store, and become the island’s first permanent resident, Housman had been sailing past the island for at least a year.

Forward thinker that he was, he recognized the island’s attributes. Indian Key’s features were not just attractive but unmistakable. The island was easily accessible from Hawks Channel and the Florida Straits.

It had a relatively deep natural harbor and was located at a relative midpoint along the most dangerous sections of the Florida Reef.

Clearly he thought the island would make the perfect place to establish a wrecking community he hoped would compete with the relative monopoly established at Key West.

He would hit the annals of wrecking history in 1825. Housman and his crew were sailing the reef line during a spat of heavy weather when they came upon the abandoned French brig Revenge. Housman and his crew salvaged cochineal, logwood, and sugar before strong winds and heavy waves forced them off the wreck.

According to the Wrecking Act of 1823, all property salvaged in Florida territorial waters had to be reported to a Florida port of entry. In 1825, there were only two ports of entry along the Florida Territory’s east coast: Key West and St. Augustine. When the Key West Collector of Customs Fielding A. Browne learned Housman sailed north with salvaged goods, Browne suspected he was sailing for South Carolina’s Charleston Harbor. In a letter published in the Pensacola Gazette, Browne accused him of robbing the Revenge.

Housman learned of the charges after the William Henry sailed into the St. Augustine port with the Revenge’s cargo. The Admiralty Court of East Florida investigated the charges against Housman, and he was cleared of any wrongdoing. Offended by the

allegations, Housman fired off his own letter in the East Florida Herald, dated Nov. 8, 1825, where he clarified for all to see why he chose to sail north. He wrote that he might “…take another occasion to lay before the public a history of the impartial and disinterested conduct of the gentlemen of many avocations at Key West, in their disposal of property falling under their control, and it will then be fairly understood whether there is more wisdom or folly in my giving preference to a decision at St. Augustine over one at Key West.”

Not that the vibe between Housman and those in power at Key West was rosy prior to the incident. Their relationship remained fractured for the rest of Housman’s life.

Two interesting and probably related events occurred in 1828. The French brig Vigilant grounded near Key Vaca. Two wreckers escorted the Vigilant to Port Monroe at Key Vaca. While there, the master of the Vigilant was approached by Housman, who made a deal with the master to guide the brig to Key West for 75 percent of the value of the vessel and its cargo, which included $32,000 in specie or coins. The ship’s master agreed.

Upon arriving at Key West, the ship was sold at auction, and the proceeds disbursed.

According to an account printed in the Pensacola Gazette dated 1828, the deal was struck between the two captains, “with an understanding that Housman would return part of the money to the Captain, for Himself.” The two were rumored to have been last seen sailing north together. Housman would have had a pocket full of cash.

What also happened that year was that Housman’s brother-in-law, while still living in Staten Island, purchased the general store, home, kitchen and outhouse from Indian Key’s Silas Fletcher for $2,500. Fletcher’s two-story home would later be transformed into the Tropical Hotel, the first hotel in the Florida Keys established outside of Key West.

Next week, Housman’s arrival on Indian Key will be explored, as will his untimely death.

Then she piles in the ice, does a heavy pour of pineapple rum — “way too much rum,” Hammett said — and tops off the drink with pineapple cider. “Customers like the sweetness, spiciness, rum, cider and the taste of fresh mint.”

GLIDING INTO THE UNEXPECTED

W

e saw the fake Southernmost Point marker in Satellite Beach, Florida, 437 miles from Cuba, 347 miles north of the real one. It was in front of a pizza place and was pretty much full-sized, possibly built out of the same type of concrete sewer main as the real one.

We were in Satellite Beach for a small detour at the beginning of a trip up north. Different highways! New-to-us convenience stores! I was ready to attach an exclamation point to anything out of the normal. My kingdom for the minorly unfamiliar.

The last morning in Maryland, before heading to Jersey and points north, I went for a bike ride, if only to see if my legs still worked after so many miles in the car. I was down the road a bit, spinning along happily through a giant green field of some kind of salad making – kohlrabi? kale? – when I thought I saw a bird out of the corner of my eye, which I immediately dismissed, as it was no doubt some kind of synaptic misfire. I mean, I knew it was a bird, it just couldn’t be the type of bird I thought it was.

It was the swoop that got me, the smoothness of it, the elegance. But that bird was not supposed to be in that place. Meaning it was probably a turkey vulture in a weird light. Or a red-tailed hawk – those were common as dirt pretty much everywhere north of South Florida. Maybe it was a snowy egret acting like some sort of raptor. My brain was always trying to turn the humdrum into something special.

But then I saw it again and it was pretty much undeniable, the way the bird swooped, rocked, slid sideways into a bootlegger turn. It was mostly white and had a long forked tail. It was a swallow-tailed kite, one of the quintessential Florida birds in a place that was very much not Florida.

You could not easily confuse it with anything else; it just wasn’t supposed to be there.

As late as the early 1900s swallow-tailed kites ranged as far as north as Minnesota in the middle of the country, but never really went much above North Carolina on the east coast. Loss of the bottomland forest habitat they need for nesting — and people’s penchant for shooting them for no reason other than it was easy — crashed their population and shriveled their range.

Most of the modern, much-diminished, North American population of swallow-tailed kites (about 65%) live in Florida. Ten% or 15% of the population live in coastal South Carolina. The rest live in a smattering of small colonies in the Gulf states.

I wasn’t sure what to make of the bird being there. It was out

of its range, but swallow-tailed kites are such good and effortless flyers, such astute diviners of air currents, that a couple hundred miles was nothing to them.

Oddly enough, this was also the first day of a new project taken on by the Florida Keys Hawkwatch, in which they’d started their season a month early specifically to track swallow-tailed kites as they traveled from the mainland to South America, to see if they could find a pattern in their migration routes. (I texted them later to ask if they’d seen any swallow-tails yet, and they said no, though in the coming weeks they would count more than 600.)

It can feel kind of sketchy to be an out-of-town birder reporting a rarity. It can often bring about scrutiny, and sometimes criticism, from the local birders. There’s the notion that an outlander couldn’t possibly know what they’re talking about. (Trust me, I do it all the time to birders visiting Key West.)

I texted a couple local birders I knew to see if this was a rare enough sighting to get excited about, and took a couple photos with my iPhone, which I was hoping would prove I saw the thing, then I spun farther down the road.

I thought of a keen insight, and made a voice-to-text note on my phone while I rode. When I looked at it later it read, “It’s all the noise in the kitchen across the sink and rang a bell Great Home smooth and slow shipping down over the feels obviously getting something.” Because voice-to-text is often just garbage.

When I rode back about an hour later, the kite was still there, still winging around, still swooping low over the fields, which was probably part of what I meant to describe.

My friend George Armistead had texted me back, “Damn good bird!” He asked me to send a pin for the location so he could spread the word. (It was the second swallow-tailed kite seen in the state over the summer, but the first in that area.)

The bird disappeared over a row of trees, and I thought, well, that’s it. But then it came back, and started working the fields again.

It flew so low I thought it was going to get tangled in things, but then it rose up with something small in its talon, I’m guessing a grasshopper or the like. He leaned his head down and took a bite, then another, fueling up for his journey, wherever it was going to end.

Nancy and Lawrence Lewis of Marathon, Florida Nancy B. Lewis died peacefully on Aug. 13, 2021 with her husband, Lawrence B. Lewis, at her side in White River Junction, Vermont. Larry passed away six hours later on the morning of Aug. 14, 2021.

They were married 72 years, and had six children: George, Sandy, John, Tom, Lawrence Jr. and Kate Lewis-Reimanis.

They lived in Detroit, Michigan; Pittsburgh, Pennsylvania and Summit, New Jersey before retiring to Marathon in the Florida Keys. After one hurricane too many, they moved north to Venice, Florida.

Nancy was born Jan. 11, 1928 in Bronxville, New York to Anne Lines Buechner and Thomas Scharman Buechner. She lost her father at age 16, but not her spirit. Nancy attended Bronxville Public School and graduated from St. Catherine's School in Richmond, Virginia, then attended Katherine Gibbs Secretarial School in New York City. She wore plaid skirts, bobby socks and saddle shoes like other young women, and loved attending USO dances with her cousin during the war.

Nancy and Larry married in 1948 in Bronxville. Nancy was athletic and a wonderful tennis player throughout her life. She was an amazing caregiver to her kids when they were ill, an early education teacher and gave freely of her time to help others. She volunteered at Martland Hospital in Newark, New Jersey, tutored children and assisted the homeless throughout the Florida Keys and greater Sarasota.

Larry was born March 31, 1923 in Newark, New Jersey to Christine Boggs Lewis and George Lippitt Lewis. An only child, he grew very close to his mother after losing his father by age 12. Larry was a decorated World War II veteran and had a remarkable career in employee relations and management in oil, steel and banking industries. He raised funds for many nonprofits and gave his time freely to help those in need.

The pair played tennis well into their 80s at Sombrero in Marathon. They loved the Florida Keys, andsummers in South Strafford, Vermont and upper Michigan.

Their children, seven grandkids and great granddaughter, Pippa, will forever miss Mom/Nanoo and Dad/Gaga.

Donations can be made in their names to Child Care International and Clark Atlanta University.

CENSUS SHOWS POPULATION RISE Redistricting could be examined

The Monroe County Tourist Development Council has funding available to governmental entities and non-profit organizations for capital projects within DAC’s II, IV and V.

M

onroe County has received the preliminary 2020 U.S. Census Bureau population count, saying the county had 82,847 people as of April 1, 2020 – an increase of 9,757 over the 2010 census. The county expects to receive more detailed breakdowns of the data from the Census by Sept. 30.

Monroe County Attorney Bob Shillinger presented what the new data could mean at last week's board of county commissioners meeting. The Florida Constitution requires the 67 counties to redraw county commission districts after each decennial census. Florida law requires that counties complete this in odd-numbered years.

With a population of 82,847, Monroe County's five commission districts should average 16,569 people per district. If the data is received as expected on Sept. 30, county staff will prepare preliminary maps to present at the Oct. 20 BOCC meeting. The BOCC will take public comment then and may direct staff to make revisions. Once the maps are finalized, the BOCC will hold a public hearing to consider the maps before the end of 2021.

The U.S. Supreme Court ruled in 2016 that "local legislative districts, jurisdictions are permitted to deviate somewhat from perfect population equality to accommodate traditional districting objectives, among them, preserving the integrity of political subdivisions, maintaining communities of interest, and creating geographic compactness." The court continued, "the maximum population deviation between the largest and smallest district is less than 10 percent, a local legislative map presumptively complies with the one-person, one-vote rule but maximum deviations above 10 percent are presumptively impermissible."

If redistricting cannot be completed in 3 months, the BOCC could defer final action until 2023 or possibly be finished early in 2022, if it does not disrupt the 2022 election cycle. Qualifying for county commission races is scheduled for June 2022, though candidates must acquire signatures on petitions before qualifying. Usually, the Census data is available in the spring, but COVID-19 prevented timely collection and distribution.

In 2011, the 2010 Census data showed a difference of more than 2,000 people in two of the five districts. Redistricting brought all of the five of Monroe County's districts to a difference of 470 people or fewer. The Monroe County School Board and the Florida Keys Mosquito Control also use the county's districting breakdowns.

Current District Breakdown: • District 1: East part of Key West, Stock Island, Key Haven.

• District 2: Boca Chica through 7 Mile Bridge, including the north side of U.S. 1 to 63rd Court in Marathon.

• District 3: West part of Key West.

• District 4: Marathon, not including District 2, through Plantation Key with a small west end of Tavernier.

• District 5: Tavernier through Ocean Reef.

This was the 13th year of the foundation’s signature training program, which was held on Aug. 19-20 at the Tennessee Williams Theatre in Key West.

at the club during a four-year span and led to the arrest of its former executive director. Archer joined a line-up of seven speakers including nationally renowned nonprofit expert Alex Counts, servant leadership expert Susanne Woods, strategic planning expert Kimberly Matthews, fundraising expert Wendy Gentes, McComb and the Community Foundation’s CFO, Elizabeth Miller.

The next session of the Leadership Success Academy will be held in February 2022 at the new College of the Florida Keys campus in Key Largo.

t the Aug. 18 meeting of the Monroe County Board of Commissioners, the four board members present unanimously resolved to ask Florida’s Department of Transportation to step in and help the county with solutions for the hot mess that is the traffic situation on U.S. 1. The resolution was taken after reviewing a traffic study that was conducted in March by consulting firm AECOM. “​​This is what it is, and it’s still awfully bad,” said Commissioner Craig Cates after listening to AECOM’s presentation. “Could someone explain this to me? Islamorada seems to be where a lot of problems are.”

One possible answer? Missing mile marker signs.

“Recently, I’ve heard from the Upper Keys that some of our mile marker signs have disappeared,” said Commissioner David Rice. “And frankly it's an odd thing ... and as a result, people who are look-

ing for an address, who I guess don’t have GPS, are slowing down, impeding traffic while they’re looking visually for a number on a building.Their recommendation was to replace mile marker signs and even replace them at the half mile to avoid slowing down traffic.”

“Half mile markers? That’s a fantastic idea,” responded Commissioner Eddie Martinez, who pointed out that the zero mile marker sign in Key West disappears at least once a month.

“That’s because there are a lot of college dorm rooms decorated with mile marker signs,” joked Mayor Michelle Coldiron.

AECOM conducted the traffic study for two weeks in March 2021 by placing control stations to measure speed at 24 points along U.S. 1, from Key Largo to Key West. This study is conducted every two years. The firm discovered that the overall speed on U.S. 1 was 45.5 mph, a drop from 46 mph in 2017.

The worst area for traffic congestion? Islamorada. And it’s gotten worse

over four years. In March, the highway from Tea Table Bridge to Whale Harbor Bridge had a median speed of 35.3 mph, which was a drop from the median speed recorded in 2017 of 39.2 mph. In March, Whale Harbor Bridge to Snake Creek Bridge had a median speed of 39.3 mph.

The speed recorded in the area in 2017 was 41.0.

Other hot spots for lower recorded speeds? Plantation Key, Lower Matecumbe and Duck Key. However, Stock Island experienced an increase in speed, from a median speed of 29.4 in 2017 to 40 mph recorded in 2021. The highest recorded speed was on Boca Chica, with a median speed of 59.9 mph.

Some of AECOM’s suggestions to help congestion include: improve transit services, add turn lanes to improve traffic flow and consolidate driveways to reduce interruptions.

But County Administrator Roman Gastesi pointed out that FDOT is just waiting to be asked officially to step in and help with projects to help with congestion. “​​The resolution would go a long way toward what we need,” he said, explaining that the official assigned to Monroe County is Stacy L. Miller, who is serving as FDOT District Six Secretary.

“Very good,” Rice said. “I’d love to see her in person, but she may want to avoid the traffic.”

“We have high hopes for Stacy,” said Coldiron.

With that, the commissioners unanimously voted for a Resolution of Support to FDOT to institute traffic flow improvement projects at congestion areas identified by the traffic study.
