A recent study put Key West at No. 7 in the world in most beautiful sunsets. A study by Bounce was based on data collected from Instagram, online articles and blogs that recommended places to view sunsets. They compiled 46 cities in order of their sunset beauty, and Key West cracked the top 10 (as it should). Taking the top three sports were Santorini in Greece, Bali in Indonesia and Hawaii. Rio de Janeiro in Brazil, Angkor Wat in Cambodia and Grand Cayman National Park were ranked ahead of Key West.

CONSTRUCTION STARTING AT ROWELL’S WATERFRONT PARK Key Largo’s long-awaited project gets green light CHARLOTTE TWINE

es, you’re reading this right, and no, you don’t have to rub your eyes: construction at Rowell’s Waterfront Park is beginning in the next month, according to Kevin Wilson, assistant administrator for Monroe County. Wilson is the supervisor of planning and execution for all county capital construction. “We’re happy to be getting started and keep adding value to the community,” Wilson told Keys Weekly. He detailed the first phase of the construction that will take place within a few weeks in Key Largo’s eight-acre park at MM104.5, bayside: restrooms at the southwestern corner, a walking path around the north end, a parking lot and a relocation of the entrance so it aligns with the cut in the highway’s median. Key West’s Charley Toppino & Sons, who also worked on the Truman Waterfront Park project in Key West, will be handling the project. Phase One will cost $1.4 million, $500,000 from the Tourist Development Council and $900,000 from the county.

“The county is actively seeking grant money for future phases of the project,” said Wilson, who said the master plan for the park, unveiled in June 2019, is still a goal. It includes a dog park, a splash pad for children, a nautical-themed playground, a swimming area, a snorkeling area with 6-foot depth, a shaded nature path, non-motorized boat access and docking, an “art in public places” backdrop to buffer Tamarind channel and plantintense landscaping buffers on north and south perimeters. The design included suggestions from residents. The master plan also shows a park pay station/pay booth to charge nonresidents. But the park will remain free to locals. However, Wilson noted that a tendency with construction phases is that design ideas change. “Every time a couple years pass, people rethink what they want,” he said.

The Board of County Commissioners bought Rowell’s Marina in December 2013 with the intention of making it into a public park. Littlejohn Engineering Associates began the design phase in December 2016. Wilson said the Rowell’s Waterfront Park project only hit delays of a month or two once the master plan was unveiled in 2019. “There were six or eight months of design, a couple of months for permitting and a couple months for the bids contract. Then there was a bid challenge,” he said. Wilson is not sure of the schedule of the first phase of construction. “That’s up to the contractor. But we do want to maximize keeping the park open to the public,” he said.

#SOSCUBA Cubans in the Keys tell of the struggle 90 miles away

By Sara Matthis, Jim McCarthy and Mandy Miles n July 11, thousands of protestors in Cuba took to the streets in at least five cities, and were joined by thousands more in South Florida on July 12. This is the largest protest in memory since 1956. The hashtag “#SOSCuba” is trending on Twitter and everyone from Florida Gov. Ron DeSantis to entertainers Gloria Estefan and Pitbull is voicing support for Cuban people. “Up with liberty. This is the closest we’ve come to liberty in 62 years of dictatorship,” said Robert La Fe, from his cigar shop in Marathon. He said he urges the United States to intercede. On July 13, peaceful supporters of their brothers and sisters in Cuba gathered in Marathon in front of Juice Paradise Cafe. In Key West, they rallied the night of July 11 at the Southernmost Point, only 90 miles from Havana, then again on Tuesday, July 13 at the historic San Carlos Institute on Duval Street. The institute was founded in 1871 “as the cradle of Cuban independence,” said its board president Rafael Penalver, a South Florida attorney whose family fled the Castro regime just before Penalver’s 10th birthday. “The San Carlos stands as a symbol of the Cuban people’s perseverance in their struggle for independence. In 1892, Jose Marti gave a speech at the San Carlos, calling it La Casa Cuba, where he united the Cuban exile community.” As of presstime July 14, there were plans in the Upper Keys to gather at Denny’s Latin Cafe and drive south in a car parade. (See keysweekly.com for more from the Upper Keys event.) In televised speeches, Cuban President Miguel Diaz-Canel has blamed the recent unrest on the United States. He took office three years ago, hand-picked by former President Raul Castro, brother of Fidel. Diaz-Canel said many of the Cuban protests have been manipulated by social media from the U.S. and called for Communist Party supporters to confront “provocations.” Locals, many with immediate family members in Cuba, say the situation in the island nation has deteriorated. The pressures of COVID — as an illness rampant in Cuba, as well as the decline it prompted in the Cuban economy that relies on international tourism blocked by the pandemic — have resulted in very reduced medical care and food shortages in Cuba. And, while Cuba used to depend heavily on cheap gas from Venezuela to run utilities, that support has also ended, as that South American country is facing its own economic challenges. That has resulted in regular outages of electricity and water supply that predated the protests.

“There’s no milk for the kids,” said La Fe, who has three grandchildren and one sister living in Cuba, whom he left behind 30 years ago to come to the U.S. Alexa Gonzalez, of Key Largo, received a phone call from her second cousin in Havana on the evening of July 12. Gonzalez’s family, which includes her mom, dad, little sister, grandparents, cousins and uncles, said her second cousin is the only family member in Cuba at the moment. Gonzalez said the phone call lasted two minutes with her second cousin before it was cut off. “She was freaking out,” Gonzalez said. “She said that they (the police) were throwing everyone onto the streets. They were walking around and they’ll come and attack you. If they find out you’re talking about the U.S., or anything, they’ll come and take your phone and take you to jail.” Gonzalez also said that kids ages 16 to 19 are being forced to be part of the Cuban military. If they object, “they’re threatening to kill them for being a traitor to the motherland.” With the call cut off, Gonzalez said she’s hoping to hear from her cousin again, and soon.

“I really hope that she doesn’t die because that’s how things are looking now,” she said. Cuban American and Florida Lt. Gov. Jeanette Nuñez said the despotic Castro regime in Cuba has deprived its people of economic liberty and life for the past six decades. Nuñez, who’s a frequent visitor to the Keys with a home in Islamorada’s Executive Bay, said the message seen from across the island is an outcry of shortages of basic necessities. “I stand in solidarity with the freedomseeking people of Cuba calling for the end of communist dictatorship,” she said in a statement. “The Castros’ continued repression won’t keep the Cuban people from peacefully demanding their God-given rights.” In Key West, Cuban-American business owner George Fernandez, whose family also fled the Castro regime, said, “It’s difficult to think that Cuba, our sister island, is only 90 miles away, but a world apart in ideology. The recent developments in Cuba are unfortunate in that peaceful demonstrations by the citizens have prompted the government to brutally suppress their voices. and sisters at this time, who stand together in their mission to bring their dreams of liberty, democracy and human rights once and for all to our sister island nation.” Penalver called the protests “a pivotal, grass-roots movement from people crying out for an end to the Castro regime. These are people who have lost their fear. They don’t want aid or physical good, but basic freedoms and basic rights. Unequivocally, the United States should demand an end to the regime. The formula for the continuing Castro regime has been to hold onto power at any cost. “The shortages we’re hearing about are symptoms of the illness that is the dictatorship and the lack of freedom,” Penalver said, adding that the recent uprising made him fearful for the Cuban people, but “hopeful that the world will finally see their plight.” “I’ll never forget my classmate’s father, who was tried by the kangaroo courts, and then shot by firing squad,” Penalver said. “When I think of the life I’ve lived in this country, compared to the lives my friends lived in Cuba, there’s just no comparison. There’s just been too much bloodshed and oppression, all so one family could hold onto power.”

Monroe County Sheriff Rick Ramsay told the Keys Weekly that there was an emergency management meeting on July 12 for top law enforcement. Authorities are on alert that the number of chugs trying to cross the Straits, or U.S. residents trying to cross to Cuba on rescue missions, could increase. Ramsay said Homeland Security and the Border Patrol are monitoring the situation. “The crowds in the Keys are large, but peaceful. And they are staying out of the roadways, unlike what happened in Miami on the Palmetto Expressway,” he said, referring to protestors blocking the freeway, expressly forbidden under a law signed by Gov. Ron DeSantis in April, and adding that such actions can sometimes cost the movement support. “Here, in the Keys, they are staying off the roadway. Which we want, for their own safety,” he said. Stories of what’s happening in Cuba bloomed on July 11, then suddenly disappeared on July 12 from the internet. One Cuban woman working at a grocery store in Marathon said, “They’ve cut the phones, they’ve cut the internet,” referring to Cuban authorities. Ramsay confirmed the situation. “We know that Cuba shut down internet and phones in an effort to suppress what’s really happening,” Ramsay said. continued on page 8

Broadwave’s Jordan Smith said Cuban authorities absolutely have the controls to cut internet access. Broadwave operates in the Florida Keys, offering high-bandwidth Internet access, advanced Wi-Fi capabilities and point-to-point private line services. Smith has visited Cuba and is familiar with the technological landscape. “It’s 100% done (restricting phone and internet access),” said Smith. “I’ve seen it while I was visiting. They control the internet feed into Cuba and the filtering they do there is insane. They can shut down any sort of access they want — cell phone or WiFi. This is why you can be arrested for using a satellite phone in public. They want to control all forms of communication.” On July 12, Cuban-Americans in the Keys and U.S. media outlets were reporting that in-country Cubans could no longer access Facebook or WhatsApp. However, as of midday on July 13, there were posts on Twitter that seemed to be recent. Searching #SOSCuba revealed one message that appeared to originate in Cuba asking for support and prayers, while elaborating they were able to get the message out by connecting to a virtual private network (VPN). Yaimara Perez, also of Marathon, said she spoke to her sister in Cuba two days ago. Normally, she corresponds with her mother six or seven times a day via WhatsApp, but heard nothing on July 12. The following day, again, no communication. “When I spoke to my sister two days ago she told me her feet were hurting. When I asked why, she told me she has to walk two miles each way to get water for the household. The water utility, the turbines operating them, completely shut down 15 days ago. She needs water for everything, including to brush her teeth,” said Perez, visibly upset. Sources like the Washington Post and Wall Street Journal have blamed the shutdown of water plants and electric utilities in Cuba on the decreasing supply of cheap gas from Venezuela, a political ally facing its own economic crisis. Shortages of food, medicine The food shortage is perhaps even worse. A local law-enforcement official who interacts with Cuban refugees who are interdicted while trying to reach U.S. shores said, simply, “They’re starving. That’s why they are coming.” Recently, Acela Valdes spent $400 in U.S. dollars to deliver a 100-pound sack of rice, a 20-pound pork leg and 50 pounds of black beans to family in Cuba through a special export-import service. (The retail value of those items is about $245, the balance is for the delivery fee.) Valdes said the cost of one pound of rice at Cuban stores is about 70 pesos. According to Reuters, Cuba traditionally imports by sea around 70% of the food it consumes. Perez said Cubans are paid salaries in Cuban pesos, but the stores in Cuba only accept “convertibles” currency. “You can only buy products with convertibles, but you are paid in pesos. How is that going to work?” she asked. The Associated Press reported that one of its photographers was beaten by Cuban police earlier this week. On July 14, major news outlets

in the U.S. reported that one protestor had been killed in Cuba. On July 13, a Twitter video shows a horse-drawn cart arriving in a mad dash at a Cuban hospital, allegedly carrying a protester who was shot by Cuban police. Another tweet, marked sensitive, shows a photo of a 13-year-old boy who was shot in the head, allegedly by Cuban police. Post-COVID but pre-protest, Cuban Americans were gathering medical supplies for family members in Cuba who needed surgery or hospital care. Acela Valdes, the Marathon woman who shipped food to family, said her nephew in Cuba recently required a simple surgery. “When you go to the hospital in Cuba, you take your own bedsheets, your own pillow, even the light bulb for your room,” Valdes said. “Family brings the gauze and the syringe and even the medicine. It’s shameful.”

Throughout the pandemic, Cuban officials touted their altruism and ability to send medical professionals to areas of the world hard-hit by COVID-19. But according to a Wall Street Journal opinion piece, it’s all about profit where the benefitting countries pay Cuba for the service in dollars or Euros, with the state pocketing most of the receipts. Cuba was singled out in the annual State Department report on trafficking: “ … a government policy or government pattern to profit from labor export programs with strong indications of forced labor, particularly its foreign medical missions program … Cuba capitalized on the pandemic by increasing the number and size of medical missions and refused to improve the program’s transparency or address labor violations and trafficking crimes despite persistent allegations from observers, former participants, and foreign governments” of Cuban abuses. Perez said she regularly sends anywhere from $200 to $850 a month to family in Cuba. The Trump administration changed the law on remittances — money sent from U.S. residents to family in Cuba — to $1,000 per quarter. Now, Perez buys Euros to send to Cuba. Still, she’s paying a higher fee per transaction, or searching for a trusted friend to deliver money from the U.S. to Cuba. Gonzalez, the woman whose call to a cousin was cut short, said she’s never been to Cuba. She said she refuses to go and live like a tourist while families there are struggling. “My hope is that the Cuban people take over and show them that they won’t back down, and that they’re sick and tired of it, and that somebody listens,” she said. Desperate refugees Since late May, some 21 Cubans have been declared dead or missing after capsizing near the Keys, trying to reach shore in two separate accidents; 21 of the passengers were plucked from the water and returned to Guantanamo. Although the Obama administration ended the “wet foot, dry foot” policy that would allow Cubans who reached U.S. soil to apply for U.S. citizenship, Cubans still try to make it here. Their hope is to arrive safely, and slip into South Florida unnoticed. Since October, the Coast Guard has interdicted 554 Cubans and returned them to Cuba. The numbers are on the rise. That’s more than the number who were caught crossing the seas during the entire year of 2018 (259) and 2019 (313) and 10 times higher than those who crossed and were interdicted in 2020 (46). Unless the refugees require medical attention, they are kept aboard Coast Guard cutters and repatriated within days. Yaimara Perez has been in the U.S. for more than five years and said she was desperate to leave Cuba. She said as soon as she arrived, she prioritized learning English to apply for citizenship, which she now has. “Learning English was my best option in this county — I had to learn and learn and learn — so I could put in the papers to ask for my mom to immigrate here,” Perez said. “She is 66 years old.” She continued, “We need to be free. Clubs recognize members for their service

hree Rotarians in the Upper Keys were recently recognized for their time, energy and services devoted to their respective clubs. The Upper Keys Rotary Club named Michael Johnson its Rotarian of the Year during the club’s annual meeting on June 30. Outgoing president Jill Miranda Baker highlighted Johnson’s quiet leadership and focus on member retention and recruitment while also serving on various club committees as well as with Rotary District 6990. Johnson is the general manager of the Boy Scouts of America’s Florida Sea Base with locations in Islamorada; Summerland Key; Marsh Harbour, Bahamas; and St. Thomas and St. Croix, USVI, offering 18 different water-based adventures. The Key Largo Rotary Club recently named Cheryl Powers its Rotarian of the Year. She was handed the award by outgoing president Laura Lietaert during a recent meeting at Playa Largo Resort. Powers received the award for all her work and for embodying the Rotary mantra “Service Above Self.” Powers is the director of marketing and sales for Sea Tow in Key Largo, which provides 24/7 service on the water. Barbara Cimmarusti was named Rotarian of the Year by the Key Largo Sunset Rotary Club during its installation dinner on June 26. Cimmarusti was recognized by the club for her volunteerism during the Key Largo Boat Parade last December, food drives during the COVID pandemic and for stepping up to become the club’s public relations chair. $5.4 MILLION FOR TWIN LAKES FLOODING EARMARKED IN HOUSE Key Largo neighborhood may get funding CHARLOTTE TWINE

n September 2020, Carlos Gimenez was running for Congress when he visited the flooded Twin Lakes neighborhood in Key Largo with his wife, Lourdes, at the invitation of neighborhood resident and activist Stephanie Russo. Afterward, his staff had to wash the saltwater from their cars. “We saw for ourselves what they are subject to,” Gimenez, who a few weeks later won election to the U.S. House, told Keys Weekly. “I can see where the homeowners are being affected, and we need to take care of it. I’m happy it made this first step. It's good news.” Monroe County’s $5.4 million community project funding request, also known as “an earmark,” for the Twin Lakes flooding mitigation project is in a bill before the House Homeland Security Appropriations Subcommittee. “We still have a ways to go, but this is a significant step,” said Lisa Tennyson, director of legislative affairs for the county. She explained the next steps that have to happen before the $5,484,300 is in the county’s hands and the engineering project can begin. “The House has to pass a bill, then the Senate. If the passed bills are different, they have to be conferenced. Then that is a bill that goes on to pass and gets the President's signature,” Tennyson said. To make matters more nail-biting, “earmarks” are a controversial topic for many politicians, as they are seen as profligate spending. Gimenez wanted to give hope to Twin Lakes residents. “We will keep them updated as to the progress of the appropriations. Bill making is like sausage making, right? We will keep on top of this and press this. And we have friends who will help this cause at this point,” he explained. “We have friends on the Senate side. Hopefully that'll help us.”

He also wanted to thank Lucille Roybal-Allard, subcommittee chair, and ranking member Chuck Fleischmann for their inclusion of the Twin Lakes project on the bill. In turn, Twin Lakes resident and activist Stephanie Russo acknowledged the congressman’s role in this project. “We are grateful for Rep. Gimenez’s recognition of Twin Lakes as one of the most impacted and vulnerable neighborhoods in Monroe County for sea level rise in urgent need of FEMA’s attention,” said Russo. “The county and Rep. Gimenez have worked hard in support of this earmark request in the House’s Homeland Security appropriations bill. This is only the first step though. We hope FEMA Administrator Hon. Deanne Criswell takes him up on the request to meet with us, see firsthand our northern Keys neighborhoods and work together to help provide funding to improve this dire situation through BRIC (Building Resilient Infrastructure and Communities) or other programs. ” Per Gimenez’s paperwork submitted for the bill, “The project in the Twin Lakes Subdivision of Key Largo will mitigate 4,633 linear feet of county roadways and construct a ‘pump and treat’ storm water drainage system including construction of drainage structures, wet wells, pollution treatment device, and a related elevated pump station. This strategic investment will minimize risk and reduce losses along three roads in the community, Shaw Drive, Crane Street and Adams Drive. … 123 of 233 homes – almost 54 percent – that will be protected by the Twin Lakes project are estimated to be low to moderate income.” The total cost of the project will be $7,312,399. The county is required to match 25% at $1,828,100, leaving the federal request at $5,484,299. “We are not in control of this process. We’ll follow the appropriations process through the summer,” said Tennyson. “But every step we make in this process is significant.”

raffic and parking concerns in Islamorada prompted village council members’ consideration of a potential property on Upper Matecumbe Key. Concerns were expressed during a recent council meeting, however, over where the money would come from for property located at 81981 Overseas Highway. The dais is set to gather on Wednesday, July 21, at 5:30 p.m. for a special meeting to discuss whether to put in an offer before a looming deadline. At a previous meeting in April, council members directed staff to investigate the property that has a suggested price tag of $2.15 million. It’s listed by Retail Net Real Estate, and an offering deadline is next Wednesday, July 21. Mayor Buddy Pinder, who brought forth discussion at a July 1 meeting, acknowledged the village’s parking limitations, especially on Upper Matecumbe Key where a majority of businesses are located. Pinder said business owners have expressed frustration over cars parking in their spots to go to other places. “I thought we could do a parking lot, a public-private partnership where the village gets a check from it,” he said. “It would be a park-and-ride like Freebee, which picks them up there and they can get delivered to Florida Keys Brewing Co. or Islamorada Beer Company or the (Green) Turtle or wherever they’re going to go so it’ll take traffic off the road.” Village Manager Greg Oravec said the council should be asking two questions: “Can you purchase it and should you purchase it?” “As to can you, there's money in the general

fund. In absence of having a strategic plan and vision and priorities, it gets to be hard to evaluate whether or not this is the greatest priority,” he said. Oravec said a local business owner is among the group of interested bidders for the property. Oravec said if the bidder is lucky to obtain the property, he would make it available to the village at his cost. In turn, he would take any commercial development rights associated with the property as part of conveyance. Oravec went on to ask whether parking in the village was a bigger priority than affordable housing. He suggested a parking structure with affordable housing on top. Councilman Pete Bacheler said the village purchases of property have come without a strategic plan or a direction. “All I’m suggesting is we have to be careful,” he said. “There’s an old expression: Property rich and money or cash poor. It does you no good to have property all over the place if you can’t do something with it.” Councilman Mark Gregg said he wouldn’t support using the village’s reserve to buy property. “It’s been the policy of the council since day one that we have reserves to account for contingencies, primarily from a hurricane,” he said. “If we’re going to raid that to make this purchase, I wouldn't support that.” Finance Director Maria Bassett suggested the dais let someone else buy the property and take the risk. If it works, she said, the village can examine a public-private partnership. Councilman David Webb expressed the idea for a parking garage. He said businesses for the

last 20 years have been encouraged to come and develop, yet there was no requirement for providing parking. “It was not until we got Bass Pro and Publix and big box stores were there any serious declarations of them purchasing land for the purpose of accommodating parking,” he said. “We can't go back and tell businesses, ‘You can’t park on easements or neighbors' front yards because that was not part of the deal.” Village Planning Director Ty Harris said he’s fielded numerous calls inquiring about the property. In research of the site, he said the property would generate some serious traffic if developed into another retail store. “When I’ve been getting community input, 1a and 1b are illegal vacation rentals and traffic,” Harris said. Harris added that the only sections of failing road in the Keys are in Islamorada. “(Traffic studies) use a blended model and take the entire Keys into account, and we hover around 43-44 mph, which is why you’re able to redevelop,” he said. “If we just use Islamorada, you wouldn’t be able to do anything. You’d be failing in Upper Matecumbe and in front of our building. A regular scheduled meeting of Islamorada Village Council is still slated for July 22 at 5:30 p.m.

LEMUEL OTIS, MONROE COUNTY’S FIRST SHERIFF?

F

or every prominent early Key West resident immortalized on buildings and street signs, scores of lesser-known residents go virtually unrecognized. One of these individuals is Lemuel Otis. In what may be the earliest record of Otis in Key West, an 1826 document identified him as master of the schooner Amanda Malvina. Like many who have come to the Florida Keys, it seems like he visited the island and decided to stay. By 1828, Otis is referred to as Key West’s jailer. He was, apparently, only a part-time resident, as the same year Otis is recorded as living on Indian Key and doing a little farming on nearby Tea Table Key. Accounts of Otis would begin appearing in newspapers, repeatedly, in 1829. In one event, Charles Greene was indicted for resisting when Otis attempted to serve a legal paper. The event likely occurred in Key West. In another event that year, one that found Otis on the other end of the judicial spectrum, he was arrested for assault and battery on a man named Culling E. Arledge. According to Florida Territory documents, “There having been no writ issued in the cause, it is ordered by the Court that it be stricken off the docket and dismissed.” On Nov. 15, 1829, one newspaper account states that Otis was indicted for the crime of permitting Pely Messer and Henry Webb, prisoners in his custody as jailer, to escape. 1829 is also the year that the Monroe County Sheriff’s Office identifies Lemuel Otis as the county’s first sheriff. The circumstances surrounding that designation are a little fuzzy. As the formal position of sheriff is an elected position, the documentation asserting the fact has proven as elusive as a Skunk Ape. Certainly, he was affiliated with some degree of law enforcement. What is also clear is that he was not above the law and capable of being arrested. For a variety of reasons, his name would continue to appear in newspaper accounts. One of the more notable instances was a declaration he made regarding his wife. Otis exchanged wedding vows with Henrietta in December 1834. The two were living on Indian Key, where Otis is said to have worked as a carpenter. It would prove a short-lived union. Born in Germany circa 1818 and a child (by today’s standards) at the time, there is no indication as to the source of her need to depart their marital bed.

Back on Indian Key, Otis is listed in an 1836 Election Notion announcing the posts of Monroe County Clerk, Sheriff, and Coroner. The election was held on Feb. 1, 1836. Three voting precincts were identified, one at each of the three major settlements: Key West, Indian Key and Cape Florida. At Indian Key, the voting center was held at Jacob Housman’s general store. Residents Housman, Charles Howe, and Lemuel Otis served as inspectors. While there are no references to Otis acting as the sheriff, he has been identified as a justice of the peace from 1836-1842. It is important to keep in mind that, as of 1836, Indian Key was no longer part of Monroe County. In terms of the island chain, Monroe County stopped at Bahia Honda. Above Bahia Honda, the islands had become part of the newly

formed Dade County. It seems that if Otis was living in Dade County, he was likely serving the county of Dade and not Monroe. With that idea in mind, according to Territorial Papers of the United States dated Feb. 17, 1840, there is documentation identifying Lemuel Otis serving as the Dade County sheriff. Whether or not Otis formally served as the first Monroe County sheriff or not, it has been documented that he served as, if not the first, then one of the first Dade County sheriffs. Otis would barely survive 1840. In the early morning hours of August 7, 1840, he was sleeping in a small room above Housman’s general store. When Indians attacked the island during the Seminole War, Otis attempted to escape the store and was struck in the leg by a musket ball. Wounded, he managed to make his way to the island’s edge and climb into one of the Indian canoes. Loss of blood from the gunshot made him too weak to paddle, so the canoe just floated away until it was discovered the following day afloat by a Navy ship. Lemuel Otis made a full, though not lengthy, recovery. Eighteen months later, on March 2, 1842, he died for unrelated reasons.

KEY LARGO RESORT SOLD Maryland-based company acquires Baker’s Cay for $200 million

Key Largo resort that reopened in January 2019 following damage from Hurricane Irma was recently acquired by a Maryland-based lodging real estate investment trust. Host Hotels & Resorts announced on July 6 that it purchased the 200room Baker’s Cay Resort for $200 million in cash from Curio Collection. Combining tropical adventure with relaxation, the eco-friendly resort sits on 13 acres. It was once a pineapple plantation owned by Capt. Ben Baker. James Risoleo, president and CEO for Host Hotels, said the company is pleased to acquire its first hotel in the Keys. “After a complete $63 million renovation and repositioning in 2019, Baker’s Cay shows like a new resort,” he said. “Additionally, the Florida Keys market benefits from excellent supplydemand dynamics owing in part to strict development ordinances.” Amenities include a private beach, pool and beachside dining, a dock, a salon and a boutique. The resort also welcomes guests’ pets. Watersports and unique culinary experiences are also offered to guests. Baker’s Cay Resort is carrying out eco-waste efforts through various reuse and recycle initiatives. As of

March 2018, the property was the first resort in the Keys to commit to Reef Relief’s “Skip the Straw” campaign, eliminating single-use plastic straws on-site. As owners of luxury and upper-upscale hotels, Host Hotels & Resorts has 78 properties in the United States and five properties internationally, totaling some 47,400 rooms. The purchase of Baker’s Cay comes as more travelers come to the Keys with a COVID-19 pandemic calming. Hotel occupancy rates that were once high in the Keys are coming down a bit. Nightly rates for higher end resorts were as high as $1,000 during holiday weekends. Daily room rates in the Upper Keys range anywhere from $150 to more than $300 this month. “Our occupancy is way beyond where it should be right now,” Jodi Weinhofer, president of the Lodging Association of the Florida Keys & Key West, told the Keys Weekly in June. “But as soon as occupancy drops, hotels will lower their rates. For now, they’re riding this wave and trying to recoup what they lost during the pandemic closures. It’s not that they’re being greedy,

but as a business you don’t want to leave money on the table when people are willing to pay it, and are filling these rooms.” The acquisition of Baker’s Cay is the latest notable resort transaction to occur in the Upper Keys. In February, Hobbs & Curry Family Limited Partnership sold the 139-room, 24-acre, Islander Resort in Islamorada. It was sold to a joint venture of Lubert-Adler Real Estate Funds and Hersha Hospitality Management, both based in Philadelphia, and Loci Capital, based in Tampa. A purchase price wasn’t disclosed. “This transaction is emblematic of the unprecedented investor interest in Florida lodging properties today, especially those on or near the coast,” said Nick Plasencia, of The Plasencia Group, the lodging investment advisory and consulting firm that represented Hobbs & Curry in the sale. “The state’s resilient economy and lodging outperformance has piqued the interest of sophisticated investors across the country looking to invest in assets just like these.”

onstruction of a second-story, middleschool wing at Key Largo’s Ocean Studies Charter School is moving quickly in anticipation of completion later this

year. Students attending the NOAA-recognized Ocean Guardian School entered classrooms at a new facility at MM 100, bayside, last year. Before that, Ocean Studies operated out of a facility in Tavernier. Fast forward to late May. Students waved goodbye to their teachers as they prepared for summer break and camp season. By June 1, CBT construction crews were at the school beginning work on the school’s second story for students in sixth through eighth grades. At the corners of the facility’s second floor, four classrooms will be constructed for ELA, math, civics and multi-purpose use. A courtyard with seating in the middle will give students the ability to eat and learn in the open air. Ocean Studies principal Trisha Woods stood in amazement as she viewed the progress to the school's second phase of construction — the first being the first floor for students in kindergarten to fifth grade. Woods said the tentative completion date is the Friday before Thanksgiving break. “The changes have all taken place so quickly, but it’s so much fun,” Woods said. “The biggest thing for me is being able to see our fifth graders be able to continue with us through eighth grade. For me, that’s the biggest thing — not losing them.” Students at Ocean Studies Charter School are immersed in Florida Keys science through hands-on learning and exploration out on the waters. Woods said students moving into middle school will enhance their education.

“They’re going to take the comparison of what they learned about in the Florida Keys and the environment down here and start to compare it on a national and global level. Hopefully, they will pursue that when they move on to Coral Shores.” Work to bring a new school for students, teachers and staff began in November 2018 with a capital campaign kickoff in a bid to buy a facility, build classrooms and equip a marine science lab and an outdoor space to learn and play. By December 2019, Ocean Studies had scoped out various sites and decided to buy the Fountain Plaza building. Renovations started in March of that year. Project costs totaled around $3 million. Ocean Studies Charter School will be welcoming sixth graders this coming school year. In the 2022-23 school year, students in seventh and eighth grade will be in classrooms.

Enrollment for grades K-6 has reached its cap of 160 for the coming school year. In 2022, enrollment will grow to 180. Once construction of the middle school is complete, Woods said, phase three will begin, to build an outdoor marine science lab in the hammock area next to the school. The school is also looking at installing an outdoor playscape area. “We want to utilize that space and have kids exploring in there and learning about spaces in the hammock,” she said. Ocean Studies Charter School is a nonprofit chartered by the school board to provide education to all eligible students in Monroe County. Ocean Studies’ vision is to create a foundation for students to become scientists, mathematicians, writers, free thinkers, guardians of the waters and responsible citizens of the world.

CONSERVATION UPDATE Every Friday, our Shark Awareness Dives take you out of the classroom and onto the water to learn about the importance of these apex predators. Many people grow up fearing them because of the media and movies. However, the truth is far from what we see. Sharks are the top of the ocean’s food chain, and they are 100% endangered. Everything from demand for shark fin soup to unsustainable fishing is harming these beautiful creatures. You will learn about these threats in our course. We also cover what you can do to help protect these animals. Aside from our Shark Awareness Dive, we also enjoyed another weekend of planting corals out by Alligator Reef. This is Islamorada’s most famous reef, and it is a privilege to help restore its corals. Sharks and corals are both critical parts of a healthy ocean. We are proud to bring awareness and help protect both these iconic Keys species.

If you’re out on your boat or the shoreline after a storm, keep an eye out for marine debris and pick up anything you see. Lots of trash can blow off land and boats during high winds. Getting to it before it harms wildlife or corals is key.

UNDERSEA ENTERTAINMENT Museum’s pop culture exhibit runs through December

istory of Diving Museum’s collection of antique diving helmets, equipment and ocean discovery exhibits make for an educational and entertaining visit. Added to the experience is an ongoing exhibit containing a collection of movie memorabilia, famous books and television shows featuring diving, for visitors to check out. Museum founders Joe and Sally Bauer created a concept to use the facilities and collections to teach and inspire young and old about ocean exploration and discovery. Having set the compass course, HDM’s curators, program specialists and docents create new exhibits from the museum’s collections, as well as from on-loan artifacts, that give visitors a new experience every time. The current featured exhibit, with the theme “Diving In Pop Culture,” includes movie memorabilia, themes from famous books, television programs that featured diving, music, games and ocean collectibles. There is a permanent display of the giant squid as visitors pass into the museum’s Jules Verne section where the submarine “Nautilus” descends beneath the waves. Drawing upon that theme, the new exhibit expands on the legendary voyage “Twenty Thousand Leagues Under the Sea.”

HDM’s curators, program specialists and docents create new exhibits from the museum’s collections, as well as from on-loan artifacts, that give visitors a new experience every time.

Those who remember actor Lloyd Bridges’ television series “Sea Hunt” will be able to reminisce as the story is told with dive equipment movie stars used in productions. Posters from feature films bring back memories of the French movie “Le Grand Bleu,” “The Abyss” and other box-office hits. There is even an original “Popeye the Sailorman” film in its well-preserved box. Over time, commercial ventures have used divers and diving to sell products. Ads popularized scuba diving and pivoted on the beauty and adventure beneath the waves to sell viewers their wares. Many aspects of diving in promotions are on display. Innovation in diving created a recreational activity that has drawn millions to explore under the sea. Pioneers in underwater photography made it possible to make motion pictures using wellknown celebrities. Underwater photography enhanced magazine layouts and brought undersea discovery into the homes of people that never put on masks and fins to witness the world beneath the waves. “Diving In Pop Culture” will run until Dec. 31. BRIEFLY FDOT work underway near Burton Drive in Tavernier The Florida Department of Transportation has started a $2.7 million project at the intersection of Overseas Highway and Burton Drive in Tavernier. The project consists of repaving and restriping existing pavement; adding new signals and lighting at the intersection; realign Burton Drive to provide 90-degree intersection crossing at the northbound and southbound legs of Overseas Highway and modifying existing Shell Gas Station and Circle K convenience store driveway. Storm hole drains will be adjusted, and enhancements will be made to pavement markings, pedestrian ramps, signs and detectable warning surfaces. New crosswalks will be added to the east leg of Burton Drive northbound at Overseas Highway. Temporary lane closures will occur during construction, which will take place at off-peak hours. Florida Python Challenge offers chance to win $10,000 The Florida Python Challenge is underway, and this year participants have a shot at winning $10,000. More than 450 people signed up for the competition to remove invasive Burmese pythons from the Everglades ecosystem. The annual competition encourages people to get directly involved in Everglades conservation through invasive species removal. Participants in both the professional and novice categories can win prizes for removing the most and longest Burmese pythons. The $10,000 ultimate grand prize will be awarded to the eligible participant who removes the most pythons as part of the 10-day competition, courtesy of Virtual Business Services. People interested in competing can still register through the last day of the competition, Sunday, July 18 at FLPythonChallenge.org. There is a $25 registration fee and participants must complete a free online training to compete. Burmese pythons are not native to Florida. They are found primarily in and around the Everglades ecosystem in south Florida where they prey on birds, mammals and other reptiles. Enrollment open for ‘boot camp’ of Community Foundation The Community Foundation of the Florida Keys is accepting registrations for its 2021 Leadership Success Academy (LSA), a “boot camp” for nonprofit board members. The foundation’s signature training program returns Aug. 19 and 20 to coach individuals working with or serving in an advisory capacity with a nonprofit organization or other community group. The training sessions will be held at the Tennessee Williams Theatre in Key West, 5901 College Road, on Aug. 19 and 20, from 9 a.m. to 3 p.m. both days. The cost of the program is $100 per person, or $200 for three people from one nonprofit, and includes all sessions, course materials and lunches. Those who participate in both days will receive a certificate of completion. Many board members who have completed our program have learned to ask more questions, think outside the way things have always been done, and take steps to move the organizations they care about to the next level.” Coaches for the 2021 LSA Program include Alex Counts, author and founder of the Grameen Foundation; Wendy Gentes, chief development officer for Baptist Health Foundation; Kimberly Matthews, strategic planning expert; and Community Foundation chair Susanne Woods, author, scholar and leadership expert. The first day will focus on leadership styles and board member roles, and the second day will focus on nonprofit finance, fundraising, communications, and strategic planning. The sessions will also include a special book signing event with Counts, author of “When In Doubt, Ask for More: And 213 Other Life and Career Lessons for Mission-Driven Leaders.” LSA participants will receive a free copy of the book, thanks to the G. Miami man found in hiding with 27 outof-season lobsters

Miami man is facing a number of charges after officers found him hiding in a bush with what they say was a container full of out-of-season spiny lobsters. Florida Fish & Wildlife Officer Josh Stallings was out surveilling Whale Harbor Bridge in Islamorada on July 10. At about 11 p.m., he spotted a man carrying a dip net south across the bridge. Stallings and FWC Officer Jessica Diaz found a man trying to stay out of sight in bushes. They found Thanh Doan, 47, with a clear plastic container holding 27 out-of-season spiny lobster, 16 smaller than the legal minimum size of a 3-inch carapace. Doan was arrested and taken to the Monroe County Jail. He faces misdemeanor charges for possession of spiny lobster, for carrying and transporting spiny lobster out of season and 16 misdemeanors for possession of undersized spiny lobster. Lobster mini-season is the last consecutive Wednesday and Thursday in July. The daily bag limit in Monroe County is six. Carapace must be larger than 3 inches, measured in the water. Possession and use of a measuring device is required at all times. Harvest of lobster is prohibited in John Pennekamp Coral Reef State Park during mini-season and in Everglades National Park, Dry Tortugas National Park, notake areas in the Florida Keys National Marine Sanctuary, in the Biscayne Bay/ Card Sound Lobster Sanctuary, and in the five Coral Reef Protection Areas in Biscayne National Park during both the two-day mini-season and regular season. — Weekly staff report

aw enforcement reported no detention for one Key deer roaming the grounds of Sugarloaf Middle School recently. Florida Fish & Wildlife Officer Daniel Jones was sent to the school when a Key deer was seen inside the fence roaming the grounds. Jones arrived along with a Monroe County sheriff’s deputy and Florida Highway Patrol trooper. The officers worked as a team to corner the Key deer in a hallway at the school. Jones ended up catching the deer as it went to jump by him, and walked it to the nearest exit. The state trooper made a lasso to secure the deer in case it tried to escape and run into traffic. CODE RED Blooms causing mass fish kill in Tampa

A

red tide bloom is wreaking havoc in the greater Tampa area. More than 600 tons of dead fish have been scooped up by crews since the toxic algae appeared on the Florida Gulf Coast in June. Shorelines continue to see piles of dead fish. According to Florida Fish & Wildlife Conservation Commission, the red tide organism known to cause the most issues, Karenia brevis, was detected in more than 50 samples collected from Pinellas, Hillsborough and Sarasota counties. Documented fish kills suspected to be related to red tide were also reported in Manatee and Pasco counties. Respiratory irritation was also reported over the past week in Pinellas and Sarasota counties. Intense blooms aren’t usually seen in the summer, Richard Stumpf, an oceanographer at the National Oceanic and Atmospheric Administration, told NPR. They’re usually witnessed in the fall and diminish in January. The most recent early bloom was in 2018. “While red tide has existed for centuries, we know that excess nutrients in our coastal water bodies exacerbate and encourage the presence of harmful algal blooms, including red tide,” said Mark Rains, Florida’s chief science officer. Officials with FWC and the Florida Department of Environmental Protection met with county officials in southwest Florida on July 13 to view the fish kills firsthand and discuss efforts to combat red tide. The state is preparing to issue funding for Pinellas and Hillsborough counties. “Algal blooms have the ability to impact environmental health as well as the economic health of our

communities,” said Shawn Hamilton, DEP Interim Secretary. “Effectively addressing these impacts requires an all-hands-on-deck approach at both the local and state levels.” Red tide remains concentrated in southwest Florida, as far north as Port Richey and south as Englewood Beach. In 2019, the state created the Center for Red Tide Research at FWC and has dedicated more than $14.5 million to it since then. A Senate bill signed into law by Gov. Ron DeSantis established the Florida Red Tide Mitigation and Technology Development Initiative. It’s a partnership between FWC and Mote Marine Laboratory to develop technologies and approaches to control and mitigate red tide and its impacts. The bill provides a $3 million annual appropriation to the initiative for six years, totaling $18 million.

T

avernier couple Kathy and Ben Elmore have been floored by the reaction of the Keys community to her cancer diagnosis. At the packed July 10 day-long fundraiser that was organized for her at Marathon’s Overseas Pub, bar manager Andy Sharf said, Good Samaritans would drive up to the gathering, run in with a check for thousands of dollars to give to the Elmores, then drive away. “The support we have received has been humbling,” said Ben, who is a road-patrol sergeant for the Monroe County Sheriff’s Office. He previously told Keys Weekly that it’s been hard to ask for and receive help after his wife Kathy’s surprising Stage IIIC colorectal cancer diagnosis at age 33. Just the out-of-pocket maximum for the insurance has cost the family thousands of dollars. In May, mom-of-two and tax collector employee Kathy was hit with recurring stomach pain. The pain was so severe, she went to Mariners Hospital to have it checked out. Doctors said she had an abscess, so she had immediate surgery to have it drained. But the pain unexpectedly came back. The doctors prescribed exploratory surgery. On May 15, she received the unexpected Stage III cancer diagnosis. Her family is shocked, especially since she’s so young and not a smoker. “I have no family history of this type of cancer,” she said. The cancer appears to be random. An intense treatment plan started

immediately. Kathy wears a port to administer chemotherapy. After a few more weeks of that she’ll receive radiation therapy, all in hopes to shrink the tumor before surgery to remove it in a few months. Meanwhile, the expenses started adding up, such as that out-of-pocket maximum and medical supplies. Also, Kathy has had a loss of income from her tax collector’s job because she has run out of sick days, though she is extremely grateful that her boss, Sam Steele, is very patient about her needing time off. “I personally want to thank everyone who showed up to support us, donated, bought raffle tickets and bid on silent auctions,” said Ben about the fundraiser. “Thank you to our friends, family and co-workers who came out and spent time with us, including Sheriff (Rick) Ramsay, Tax Collector Sam Steele and Monroe County Mayor Michelle Coldiron. A big thank you to Andy Sharf for organizing this event and our friend Stephanie for all of her help through this process.” Ben was also moved that “our friend Josh Madden drove 1,100 miles from Louisiana to be at the event and played music there.” The Overseas Pub fundraiser lasted from 11 a.m. to 1 a.m. The bar staff donated 100 percent of their tips from that day, while a silent auction included fishing charters and hotel stays as well as other prizes from businesses up and down the Keys. Bands played from 4 to 10 p.m., and deejays spun from 10 p.m. to 1 a.m.

The Elmores’ friend Stephanie was in charge of hawking tickets for the 50/50 raffle. She pointed out that the couple who won the raffle, Chuck and Cindy Bell, donated all the money right back to the Elmores. “It was heartwarming to see, even from strangers” said Stephanie. “And the servers and the staff were so nice.” “We were able to raise a good chunk of money to help offset Kathy’s medical bills and have a good time while doing it,” said bar manager Sharf, pointing out that the Elmores now have enough to pay for next year’s out-of-pocket insurance maximum and then some. “There were multiple thousanddollar handshakes that day,” he said, half jokingly. Sharf noted that Keith and Susie Anderson, who won the three-day, two-night stay at Marathon’s Faro Blanco Resort, donated their win to the Elmores, as well. “That was the norm, not the exception,” Sharf said. “I get burned out living here in the Keys sometimes, but the community renews my spirit.” To donate to Kathy Elmore’s crowdfunding campaign, go to Spot. fund/helpkathyfightcancer.
