I want to talk to everybody in this town and I want to have the privilege of knowing they’re protected with what they say.” Mayor Buddy Pinder said when a property changes zoning, it’s publicly advertised. Opponents have the right to speak. Ed Davidson said there are flaws in the proposal as it “does not address the underlying problem.” He said the simple cure would be a policy to immediately post applications, such as rezoning, that enter quasi-judicial hearings for public viewing once staff complete their initial work. “All you gotta do is have a policy to post a forthcoming application as soon as it’s ready for review,” he said. “Then the public has all kinds of advance notice, and they can participate in negotiations over time, which they have no opportunity to do now. And that solves your real problem.” Davidson acknowledged to council members that they only need to disclose that the conversation happened and with a brief summary, not full disclosure of the contents and substance. There were moments of heated discussion between Pinder and Webb, as well as from the public to council members. “I know things are very emotional, but if you see us as your enemy, I don’t know what to say,” Webb said. “I’m stunned we’re drawing conclusions that it’s cutting communication on quasi-judicial issues.” Former councilwoman Cheryl Meads said the village attorney never asked her to disclose the content of a conversation over quasi-judicial matters. “Sometimes I over-disclosed who I spoke to, but he never in all those years in all those quasi (matters) never once asked any of us to talk about the nature of the discussion,” said Meads, who’s also a member of the Islamorada Community Alliance. Several members from the new group spoke, including Davidson, John Kocol and Sue Miller. Pinder made a motion to leave current ex parte communication procedures related to quasi-judicial proceedings in place. That passed with support from Rosenthal and councilman Pete Bacheler. Webb and Gregg voted against Pinder’s motion.

boat ramp visitors and locals once used at the Fills is still closed due to damage sustained earlier in the year. Repair work could last through the end of the year before reopening to boaters. With allotted parking and stiff fines, the scenes of cars packing onto every inch of open space, the crowds of people packing along the shoreline and chaos are no longer witnessed at the Fills. At Indian Key boat ramp, activity at the boat launch came to halt in February when a contractor placed equipment into the water and disturbed the hard pack surface at the entrance. An evaluation by the Florida Department of Environmental Protection found that restoration must be complete before the area reopens to the public. “The restoration is the responsibility of the contractor that created the damage,” reads a village statement. “The contractor is working with an environmental consulting group to create the necessary restoration plan.” The plan now requires approval and permitting from the Florida Department of Environmental Protection and will also require permitting with the Army Corps of Engineers and authorization through the National Marine Sanctuary. Permitting and restoration work will take months to complete — possibly lasting until the end of the year. The ramp and parking area remain closed to the public until the restoration project is completed. As for management of the Fills, the three small islands connecting Upper and Lower Matecumbe Keys, council members selected CPH Inc. as consultants earlier in the year to develop a master plan. While authorized to control parking and access, the village is also required to submit a management plan for each agency’s approval. A request for proposals for an engineering firm went out in January and produced three responses. An evaluation committee composed of the acting village manager, public works director, assistant to public works director and environmental resources manager recommended CPH Inc. at a cost proposal of $55,000. The village is subleasing the property from the Florida Department of Transportation and Department of Environmental Protection. Any improvements to the area would need to receive FDOT approval before the village could move forward with an engineered project.

‘THANKS TO JIP I JUST CELEBRATED 32 MONTHS CLEAN’ KEY WEST MAN CHANGED HIS LIFE IN MONROE COUNTY’S JAIL REHAB
J
ohn (his name has been changed to protect his identity) is a fifthgeneration Conch from Key West who just couldn’t stay clean. Since he was 19, he tried countless times to stay sober. But drug addiction had him in its grip, with three rehab stays and multiple scrapes with the law on his record. “I used to be able to justify things by saying I was a functioning user,” John told Keys Weekly. “I used to get up and go to work. And that’s where I got the highest — at work. And as the years progressed, my addiction got worse and worse and worse. I made it okay with myself by saying, ‘Well, I’m not bothering anybody, so it’s okay.’” Finally, in his mid-50s, John was brought before Judge Mark Jones in Key West. “I was so beat up this last time. I was forced back. I was stealing for dope. I never expected to get that far in trouble,” he said. Jones offered him a deal: prison or a year’s stint in Monroe County’s Jail In-House Drug Abuse Treatment Program, also known as JIP. JIP has been around since 1992 and operates within the Monroe County Detention Center. The program is funded through grants from Monroe County and Florida Department of Law Enforcement, and it is run by the Guidance/Care Center. This spring, the Board of County Commissioners voted to accept a grant of $133,334 from FDLE with a 25% match requirement of $33,334 for the men’s rehab program, while the board approved a grant application for $55,199 from the FDLE for JIP’s female rehab program. The program helps 100 inmates per year. Each individual who enters the program receives individual counseling, group counseling, drug testing and case management.
John chose JIP but was a little skeptical that it could help — this was his second time around with the program. But when he did his intake interview with substance abuse counselor Kristin Flores, something felt different. “I answered my intake, and an addict knows how to get around that,” he confessed. “But I thought, ‘I’m praying for a chance.’ I basically lost it and cried my eyes out and said, ‘I have to do something this time.’” Flores took John under her wing. “I buckled down with her. She helped me find out the real reason I was using,” he said. “I can’t say enough about her. She said the work was all done by me. But if she didn’t guide me, I wouldn’t be here today.” As part of JIP, John attended two rehab classes with eight to 10 students a day — with topics such as relapse prevention and triggers — and one private counseling session a week. After JIP, John lived in a Key West halfway house and stayed in communication with Flores. He joined a 12-step program and now sponsors three men and helps them stay clean. John also has now changed professions and has gradually gathered together a staff of six at his workplace who are all in recovery. “It’s been a heck of a long journey for me, and thanks to this program I feel like I found a missing piece of the puzzle. I just celebrated 32 months clean. I just turned 57. Since I was 19 years old, I haven’t had this much sobriety in my life,” he said. But John admits that JIP gets a bad rap. “Guards say, ‘Oooo, they’re in the program again,’” he said. “Usually, whatever charges you have, you get a choice from the courts: The JIP program plus six months’ probation or three years in prison. So everyone jumps on the program.”
John said that it also doesn’t help that half those in the detention center are not part of the program, but drug users who are not trying to quit. In the FDLE grant application for the JIP program, Monroe County staff said that “South Florida, including Monroe County and the Florida Keys, continues to have the unfortunate distinction of being designated as a high-intensity drug trafficking area and, as such, is a leading illicit drug importation area. This has increased the availability of illicit drugs in Monroe County resulting in drug abuse rates higher than both the state and national averages.” Maureen Dunleavy, regional vice president for Guidance/Care Center, admitted that not everyone who attends JIP responds positively to the program. “When you need treatment and you’re at a critical point in your life, you’re able to see it and get it. Some people get it, some don’t. Rock bottom is different for everyone,” she said. “Hopefully, if you’re ready, it’s an opportunity and you can take advantage of that. That’s a personal choice you can make. JIP has done amazing work and has really helped our community. You have access to treatment that in other parts of the country you don’t get. You’re just doing time.” Meanwhile, John wants to spread the word to addicts in trouble in Monroe County that JIP works. “I can’t say enough about JIP. This is important to me: that maybe someone will get something out of reading this story and say, ‘Let me give this a try.’ For a man I did a lot of crying. You have to grab a hold of that chance and spill your guts.”

raffic volume on U.S. 1 and the navigable waters were noticeably high, but major incidents remained low in what was a busy Fourth of July weekend in the Upper Keys. Vehicles packed the southbound lanes as visitors made it to their hotels, rentals and campgrounds late last week. On the water, boats took to Islamorada sandbars and Alligator Lighthouse through the weekend with weather conditions favorable during the day — uncertainty and concern surrounding Tropical Storm Elsa didn’t stop the crowds from coming down. Waters on the bayside saw scores of boats as the sun set, to watch fireworks displays off Founders Park in Islamorada and Rowell’s Park in Key Largo. Florida Fish & Wildlife Officer Bobby Dube said the water was extremely busy, but no major boating accidents were seen. A few boating incidents with no injuries were reported, as well as a handful of boating under the influence arrests. “For the most part, it was manageable,” Dube said. “There were no big fights or melees at the sandbar.” Dube said numbers show the number of registered vessels in Florida continue to increase, especially during the COVID-19 pandemic. In 2020, the Florida HSMV reported nearly 26,000 registered vessels deemed for pleasure in Monroe County. Data shows more than 900,000 registered boats in the state of Florida. “Everyone is out there with paddleboards, wave runners, kayaks and boats,” he said. “They’re out there on the water and the fresh air. “I went on the boat on Saturday (July 3) to Alligator Reef Light,” he continued “In my 32 years, I’ve never seen that many boats there in all my days.” FWC investigators made a lobster arrest on July 4 after a Miami man was spotted throwing a spiny lobster head in the bayside waters near Robbie’s Marina. Investigators Chris Mattson and Billy Thompson were in plain clothes as they patrolled in an unmarked vessel. Around noon, they spotted the man, identified later as Armando Espinosa, putting on a dive mask as another individual brought him a spear. After roughly 45 minutes of surveillance, the investigators saw Espinosa throw a spiny tail lobster head. Mattson and Thompson approached Espinosa from land and found an undersized, wrung spiny lobster tail in his pocket. Espinosa was charged with spearfishing in the Keys, catching spiny lobster out of season,
possession of an undersized spiny lobster tail, no measuring device, possessing a wrung lobster tail and failure to have a fishing license or a lobster stamp. He was taken without incident to the Plantation Key Jail. On the road, a few accidents were reported in the Upper Keys over the holiday weekend. Traffic was slowed for a time on July 2 following a crash near MM 88. Another crash at MM 98 slowed vehicles. A portion of U.S. 1 north in Key Largo was closed on July 4 as floats and vehicles decorated in red, white and blue paraded from Anthony’s at MM 98.2 to Laguna Drive. Using orange cones, a southbound lane was utilized for northbound traffic for a period of time. With a 10 a.m. kickoff, the procession ended around 11 a.m. Traffic was flowing not long after that. Traffic was congested through Islamorada, as seen on other major holidays and busy weekends, but there were no major crashes witnessed, said Capt. Derek Paul. “Traffic was Islamorada traffic,” he said. “But other than that it was uneventful.” Paul, too, noted the large number of boats not only on the sandbar, but also White Marlin Beach where a new swim zone was enacted in late May. “There were a lot of boats and a lot of people, but it was kind of like Memorial Day weekend. It was very relaxed, considering,” he said. A Homestead couple was arrested on the morning of July 4 after they reportedly attacked two deputies inside Hog Heaven Sports Bar & Grill. It all began around 1 a.m. as two deputies went to break up a fight. Police say one of the men involved in the fight, Floyd Leach, grabbed a male deputy from behind and placed him in a choke hold, then began hitting him in the face. The deputy took Leach to the ground. As the two deputies placed Leach in handcuffs, Rebecca Leach reportedly kicked a female deputy in the head and the other deputy in the hand. Rebecca Leach was then placed under arrest and taken to jail. Calls and complaints surrounding fireworks in residential neighborhoods flowed in through the weekend. It’s one problem 911 communicators deal with every holiday weekend, as non-emergency fireworks calls inundate lines and affect response times on more serious calls. What further complicated matters was a state bill signed last year that made it legal for Floridians to set off real fireworks on the Fourth of July, New Year’s Eve and New Year’s Day.

Meanwhile they robbed us of every thing of the least value.” “The Florida Isles and the Martyr’s Reef,” as William Savage identified them, were about to become the property of the United States through the Adams-Onis Treaty. Terms of the deal, which would transfer the Spanish territory of La Florida to the United States, were negotiated between John Quincy Adams, secretary of state under President James Monroe, and Luis de Onis, a foreign minister to King Ferdinand VII of Spain. While the agreement was drafted and signed in 1819, it was not delivered to Washington and officially proclaimed until Feb. 22, 1821. It was not until July 10 that the exchange of flags symbolizing the transfer of ownership occurred. With this in mind, 2021 is Florida’s bicentennial. Florida was a little different 200 years ago. The Adams-Onis Treaty added a wild frontier to the American territories. Substantial in size, though sparsely populated, the purchase included two properties, known as East Florida and West Florida. Also included in the treaty were the Florida Keys and the third-largest barrier reef system in the world, the Florida Reef. Because initially there was no formal government attached to the region, Monroe appointed Andrew Jackson the territory’s first military governor. The capitals of East Florida and West Florida were located in St. Augustine and Pensacola. The two were joined to create a unified Florida Territory on March 30, 1822. The territory’s governing body, the Legislative Council of the Territory of Florida, was formed on April 17. William Pope Duval was appointed the first territorial governor. One of the early decisions
was to create a territorial capital midway between St. Augustine and Pensacola. In 1824, Tallahassee was chosen. The government understood that the waters were patrolled by undesirables threatening the country’s commercial enterprises being transported between New Orleans and East Coast markets. The pirates of the West Indies proliferated in the waters where the Atlantic Ocean and the Gulf of Mexico mixed with the Caribbean Sea. The confluence became known as the West Indies. The same year negotiations for the Adams-Onis Treaty began, the government took a closer look at attacks against American merchants sailing between New Orleans, New York, and European markets. On March 3, 1819, “An Act to Protect the Commerce of the United States, and Crimes of Piracy” was signed into law. The act authorized Monroe to create a unit of the Navy that would become the West Indies Squadron. The mission of this specialized force was to combat piracy and the slave trade. James Biddle was named the squadron’s first commander. He would not prove an effective leader. Navy Secretary Smith Thompson replaced Biddle with Commodore David Porter. Porter was assigned command of the West Indies Squadron on Feb. 1, 1823. Porter was told to establish a military depot at Thompson’s Island (more commonly known as Key West) unless he could identify a more suitable locale. Porter could not, and the American flag was raised over the Navy depot known as Allenton at 8 in the morning on April 6, 1823. In salute, 17 guns were fired.

With candy thrown to children also came squirt gun wars between parade participants and spectators. REACHING THE ‘FANELLI’ Retiring sheriff’s captain looks back on career JIM McCARTHY

apt. Don Fanelli could tell stories for hours on his law enforcement career that spans 35 years. He remembers the days working in Ohio before shuttering mills and a downward economy led him and some other friends to land employment in the Florida Keys. He recalls his time getting acquainted with the island chain, and he looks back fondly on the years he’s worked for the Monroe County Sheriff’s Office. Fanelli’s one of the first K9 officers in the Keys, and he’s also the one who spent most, if not all, of his time overseeing the checkpoint in Key Largo during the early stages of the coronavirus pandemic. Fanelli’s career is full of memories serving the Upper Keys community, and his time within the Monroe County Sheriff’s Office brought long-lasting relationships with fellow deputies and area residents. September will mark Fanelli’s final month serving with the Sheriff’s Office. Then, it’s on to retirement. The Keys Weekly had a chance to speak with Fanelli about his career. Here he is in his own words: There were a bunch of us from Ohio who came down here, and it was a culture shock to say the least. We were in a city atmosphere for the most part, and now we have this in the Keys where people are coming up to you and giving you letters asking for forgiveness because judges required them to write letters to arresting deputies as apology letters. It was a different time. You get these letters and it was weird because you’d arrest someone in Ohio and you’d never see them again. Here I am at Winn Dixie one time, I'm hearing “Deputy Fanelli” and there’s this guy coming toward me. I was like, “oh man.” I recognized the face, but I'm thinking “oh man I'm going to have to take care of this; he’s pissed off because I arrested him.” He ended up coming up with an apology letter and I accepted it. There was a pirate mentality when I moved here. It was a lot different. Bars were open 24 hours. We had a lot of people coming and going. I remember there were guys who’d come work here and would be here a day and leave because it was an island atmosphere. It was busier then. We had more batteries and stuff because of the bars. But the experience in Monroe County, I was going to leave after one year. I wasn’t too sure about it, but I ended up staying.

When I was in patrol, I didn’t like dealing with people who were arrested. That’s not how I grew up and worked five years in Ohio. I didn’t really care for that. But, throughout the years, I became more mature and understood the importance of not only using those as contacts on the street, but when I became a zone commander and captain, the contacts in the community are obviously invaluable. I started under Billy Freeman, and he was about treating the community well. From there on out it was Allison DeFoor and Rick Roth and Bob Peryam and now Rick Ramsay. You look at sergeants in northern states: They don’t move. You’re there 15-20 years before you become sergeant, and that’s what you retire as. I’m very thankful and humbled by the position I have. I never expected to be a district commander in my career, and probably many people who I work with (a laugh follows). I started out as patrol. I became a field training officer. From there, I went to the zone commander and field training supervisor. I was in K9 and got my K9 instructor’s license. I was an instructor for a short time. Of course, I became patrol sergeant, and from there district lieutenant and captain when I was transferred to Islamorada. Then I transferred back to Key Largo and have been here 12-13 years. I wish I would have gotten to know people Capt. Don Fanelli in the Lower and Middle Keys. It just happened every time I got promoted it was in the Upper Keys. So I ended up staying here. I’ve enjoyed every moment of it. It’s just an awesome experience. It’s extremely difficult to police when the majority of criminals are not from the area. Our criminals, the majority of major cases we have, are coming from the mainland. That requires more work, skill, interview techniques and contacts. For that, I don’t want to say we’re the busiest district. But we’re busier than, say, Islamorada. I gotta say almost one of the same things that Corey Bryan (former captain who retired last year) said: “You start to feel like a dinosaur after a while. I don’t know, it’s a gut feeling. There’s nothing I can pinpoint. There’s nothing that I dislike or hate. Part of me comes to work and says, “I don’t want to leave this yet.” This is what I've known since I was 18 years old. I’m in no hurry to leave the Keys. Leaving 35 years of acquaintances and good friends, if I break down on the bay in my boat, I have people who I know who can get me. Those relationships take years. Our plans are to go up to Citrus County and start experiencing relaxation and kayaking and bicycling. I love riding my motorcycle, but I haven't done that seriously down here because of the increase in traffic. I want to ride where you can be relaxed, not where you have to be on alert every second. No one accomplishes anything, I believe, simply by themselves. You have to have somebody to help you out. I’ve had great assistants. The community and my staff and everybody I’ve had the opportunity to work with have been great.

MATT JAMEs COAST GUARD STATION ISLAMORADA COMMANDER/ CHIEF WARRANT OFFICER-4 Why did you join the military? I wanted to serve my country and earn money for college. I originally wanted to become a physician. How many years have you been in the military? I enlisted in 1995, starting my 27th year soon. Had you ever been to the Florida Keys before your current assignment? Only for port calls or operational stops while assigned to cutters homeported in the Northeast. Did you choose the Keys or were you assigned here? I asked to leave my staff position early so I could complete one final operational tour before retirement. I was fortunate enough to screen for another command and was assigned to take command of Station Islamorada. What were your first thoughts when hearing you were coming to the Keys? I wouldn’t need to wear a dry suit anymore. I’ve been stationed in cold water locations for much of my career. I was excited to thaw out a bit. Hobbies? My family is pretty soccer-centric. We watch a lot of Premier League, MLS and other leagues. Both kids played or play, I coached, and we may become a family of referees in the near future. I am also resuming my graduate studies. Favorite things to do? Cook and cycle. My wife and I try to visit local breweries and wineries whenever possible.
Have you ever attended Fantasy Fest and if so what were your initial thoughts? I inadvertently walked into the middle of Fantasy Fest in 1999 when my cutter pulled into Key West for storm avoidance. It was a fun surprise to turn the corner and walk into the middle of a giant party. What do you like most about the Keys? I love the easy access to water and the boating culture. What do you like most about your assignment? I am very fortunate to have another opportunity to lead Coasties and serve a great community. This will be it for me, so I’m trying to squeeze all the fun out of it that I can. What would you change about living here if you had the power to do so? The housing market this year was a tough one for many of us. We were fortunate to land a great rental property, but it was a pretty big change in lifestyle for us. Hoping things cool down a bit in the near future so my junior crewmembers can find more reasonable housing or have shorter commutes. Any advice for other military seeking assignment here? Come ready to roll. Most Coast Guard stations are busy, but the operations here are particularly dynamic. Pack the sunscreen, too. What do you like most about living here? This is a terrific community, I have really enjoyed meeting and working with everyone.

ABEL TAKES GAVEL AS ROTARY PREZ Several Rotarians recognized

t the meeting of the Upper Keys Rotary Club on June 30, incoming President Terry Abel took the gavel. Outgoing President Jill Miranda Baker highlighted the accomplishments of the previous 12 months and honored several members for their dedicated service to the club and the community. Successes included raising more than $86,000 through a scholarship appeal to replace the money that would have been raised through the canceled annual Gigantic Nautical Flea Market. This, in part, allowed the club’s foundation to award more than $145,000 in scholarships to graduating seniors and current college students. Funding was also provided to United Way’s Stuff the Bus campaign, Treasure Village Montessori supporting its
middle schoolers’ participation in the Pathfinders program, Rise Against Hunger to feed those in need in South Florida, and to fight the COVID-19 outbreak in India. Two Rotarians – Karly Venezia and Kate Banick – were presented with Service Above Self awards for their outstanding efforts with the Scholarship Appeal and managing the individual donations and sponsors. Rising Star awards went to Jordan Budnik and Kate DeLoach in recognition of their hard work, enthusiasm and dedication to the club during the past year. CARYSFORT REEF GETS CRITICAL RESTORATION FUNDING
C
oral Restoration Foundation was recently awarded a grant of just under $2 million by United Way of Collier and the Keys (UWCK) to expand work at Carysfort Reef off northern Key Largo over the next five years. This competitive grant is part of UWCK’s Revitalizing the Florida Keys through Reef Restoration and Beyond initiative, with support from the United Arab Emirates. This funding was the first significant investment in restoration work on sites covered by “Mission: Iconic Reefs” — one of the largest reef restoration efforts in the world. Coral Restoration Foundation will secure a one-to-one match of the awarded funds, culminating in almost $4 million for restoration efforts. Grant efforts will prioritize restoration progress toward “Mission: Iconic Reefs,” financial impacts to Monroe County families living paycheck to paycheck, volunteerism and engagement with students studying marine science. UWCK’s goal is to revitalize the coral reefs — a lifeblood of the Florida Keys economy — while supporting sustainability through education. Restoring the local reefs will improve coastal protection and provide economic stability for residents, furthering UWCK’s efforts to create thriving communities by improving the financial stability of Keys families.
Since the 1970s, coral reefs in the Keys have suffered dramatic declines with nearly 90% of live corals lost. Through “Mission: Iconic Reefs”, NOAA, CRF, UWCK and other partners are undertaking a first-of-its-kind approach to restore corals at seven ecologically and culturally significant reef sites in the Florida Keys National Marine Sanctuary. “For a community that is highly dependent on its natural resources, this is a pivotal moment, with United Way and partners beginning this work for the benefit of generations to come,” said Steve Sanderson, UWCK president and CEO.
According to Scott Winters, Coral Restoration Foundation CEO, “Mission: Iconic Reefs and this significant investment in the plan by UWCK and the UAE are testaments to all our achievements of the last few years — especially at Carysfort Reef. But this work is about much more than just reef restoration. It’s about building socio-economic resiliency in our communities that rely on coral reefs. The economy of the Keys relies on a healthy coral reef to support tourism and the commercial fishery, but the process of restoring these reefs will also generate employment. As an added bonus, our shop’s photographer was out there to get some amazing shots of participants doing their part to restore the reef.

NEXT WEEK’S DIVE REPORT This week’s weather is still undetermined. We kept a close eye on Elsa to see what she would do after going over Cuba. You never know with these big storms coming in from the open ocean. We all watch the spaghetti models, and know that the cone can shift and move in a matter of hours. Accordingly, all boats were tied up, just in case. For any potential large storms, always prepare your vessel. “Batten down the hatches,” as they used to say. For us, this means: tie up your vessel correctly, make sure there is enough protection (i.e. bumpers)

THE REINVENTION OF TIKI WATER SPORTS Fifty-year-old company changes with the times and adds a powerboat sales division CHARLOTTE TWINE

ob Chester, president and CEO of Tiki Water Sports, stood on the side of the July 1 ribbon-cutting gathering for his company’s reopening. He looked like a proud papa. “This is a great turnout,” he said, looking around at the party, which was attended by Key Largo and Islamorada chamber members and staff, as well as friends and family. Revelers were there to celebrate the expansion of Tiki Water Sports with its TCB Boat Sales and Service division. It was co-founded by Chester’s new partner, chief operating officer Alexis Alba. “Alex has been a tremendous addition,” Chester told Keys Weekly. “We’re trying to open it up. Before, we sold only kayaks, stuff to repair boats and Tohatsu outboards. Now we’re going to sell HFC Sea Chaser and Carolina Skiff powerboats as well.” And Chester was also feeling a bit sentimental. “My father and I bought this business in 1982,” said. At that point, the operation was called Glander Boats, run by a man named Dooley Glander who made sailboats so meticulously that 40 or 50 years later, you can still find them on the water. After they purchased the business, the Chesters still made sailboats, but they added a small craft called the Tiki Wave Rider to its inventory. In the 1990s, the family had to get scrappy, as the sales for sailboats were down and different kinds of kayaks were becoming popular. So the company brought in the production of other fiberglass products such as dock boxes and piling caps in order to keep their staff employed. And now comes Tiki Water Sports 2.0: Powerboats. Otherwise known as TCB Boat Sales.
Back in March, hastened by a pandemic-inspired furlough, Alexis Alba retired as director of operations for Cheeca Lodge. And he was looking for another venture. “I’ve always had an interest in boating before this,” Alba explained. “I have a 100 ton captain’s license from the U.S. Coast Guard, and I’ve always had boats and captained yachts.” He had been friends with Chester for years, as they had met at a chamber event and Chester had also provided the watersports equipment to the area hotels. The duo clicked. They have a similar disciplined work ethic: Chester is a retired Navy man who served in Vietnam, and Alba has merchant mariner credentials through the USCG. “So Bob and I started working on getting contracts with Sea Chaser and Carolina Skiff, and now we are the exclusive dealers in the Florida Keys,” said Alba. “Bob only sold sailboats, paddleboards, and kayaks before. We’re both very structured and disciplined, both the same way and with the same business goals. We’re focusing on great service and a great product.” Back at the party, the multi-talented Alba ran around and took photos of the attendees with a huge camera (he’s also a photographer). Both Chester and Alba happily chatted with guests, who numbered 70 or 80. They noshed on food, drank beer and even took time to climb aboard a Sea Chaser or two to check them out. The future looks bright for Tiki Watersports and TCB Boat Sales. “We’re grateful to all the vendors who came out, as well as the Islamorada and Key Largo chambers,” said Alba.

abitat for Humanity of the Upper Keys (HFHUK) has hosted its annual cocktail party in the Upper Keys every March for nearly 10 years. This year, however, HFHUK was forced to cancel the event due to the COVID-19 pandemic. In lieu of the annual cocktail party, HFHUK has rolled out the “Help Us Build It” campaign, hoping to raise $1 million. For the entire month of July, as a part of the campaign, HFHUK is hosting an online auction to help raise money to build affordable housing, specifically four units at Keys Heights in Islamorada. The online auction has a number of items available, from a golf cart donated by Riva Motorsports to kiteboarding lessons from oTHERside Boardsports. Other items include unique bottles of wine from the Landau family wine cellar, a wine suitcase to fly with said wine, dinner with Pasta Pantaleo, art, hotel stays and even a ride for six on the Cruisin’ Tiki. “There is a nice variety of items in our auction, so be sure to check it out and bid often,” said Lindsay Fast, executive director for Habitat for Humanity of the Upper Keys. Meeting about U.S. 1 traffic to be held virtually July 14 A public meeting for the development of a transportation master plan will be held virtually Wednesday, July 14 at 5 p.m. via Zoom. Monroe County is in the process of preparing a transportation master plan that will provide future direction for U.S. 1 within Monroe County. The goal of this meeting is to gain input and feedback from locals and visitors on transportation issues. The study's objective is to identify transportation needs, develop goals and objectives, and develop an action plan to meet those goals. The action plan will identify potential short-term (1-5 years), mid-term (6-10 years) and long-term solutions (10-20 years). These solutions may include road, signal, sign, and marking improvements to address traffic issues and/or solutions addressing the needs of pedestrians, bicyclists and public transit. The final plan will be presented to the Board of County Commissioners and the public at a future public meeting. Public hearing set for turnpike project The Florida Department of Transportation (FDOT), Florida’s Turnpike Enterprise (FTE) will hold a public hearing on Tuesday, July 20, for proposed improvements that include widening Florida’s Turnpike, a Turnpike ramp over the Palm Drive and U.S. 1 intersection, a new partial interchange at Lucy Street/SW 328 Street in Homestead, as well as access modifications. These improvements are being proposed to enhance safety, address year 2045 traffic needs, enhance emergency evacuation and improve accessibility and mobility. The department will provide several options to participate in the public hearing. You may participate in-person at the Homestead-Miami Speedway Champions Club located at One Ralph Sanchez Speedway Blvd, Homestead; virtually/ online via a computer, tablet, smartphone, or by telephone in listen-only mode. onroe County Mayor Michelle Coldiron, Commissioner Mike Forster and legislative affairs director Lisa Tennyson had a full week last week. Hurricane Elsa had us in her sights, and the commissioners had to make critical decisions about safety issues, not to mention mull the potential cancellation of Fourth of July celebrations. But the three officials also had another significant item on their plate: They were attending the Florida Association of Counties (FAC) conference in Orlando. The hot topics at the meeting included broadband access for the entire state and another wave of federal funding in response to the pandemic. Coldiron said the conference was productive, with good breakout sessions. “All 67 counties had representation,” she told Keys Weekly. “The largest attendance ever, with over 500 participants.” The mayor felt that perhaps the large attendance was due to a post-COVID enthusiasm to meet in person and to discuss the issues that all counties encountered during the pandemic. For example: Internet access. “Statewide, it became very apparent during the epidemic how important broadband is,” she said. “When the pandemic hit, not everybody had internet capabilities in their homes. We saw that with children and school. … We’re blessed in Monroe County with only small spots without internet access. In rural Florida, there are miles and miles that don’t have internet access. We want the entire state to have broadband.” Coldiron said the hope is that the FAC will get a larger legislative voice on all issues, such as broadband. cording to Tennyson. The plan passed in May, with a total of $1.9 trillion to be given out nationally and $350 billion set aside for Florida state and local governments. “Our allocation from the treasury will be $14.4 million. That will come to the county $7.2 million this year and $7.2 million next year,” said Tennyson. “We haven’t made the determination for allocations for this money for different reasons,” she explained. “One, money is flowing, and two, the federal treasury has yet to issue guidance and rules. And three, we have until 2024 to encumber the funds and until 2026 to expend the funds given. The landscape of pandemic needs is different than it was six months ago. Those deadlines give us time to be more judicious and careful. We’re not in crisis mode.” Coldiron was also thrilled that Tennyson was honored within the conference by the Small County Coalition of Florida, of which Monroe County is a member. Tennyson was recognized for her advocacy that Monroe County receive part of the federal funding called the CARES Act that was released in 2020. At first, that money was only going to Florida governments with
populations higher than 500,000. Tennyson noticed that $1.2 billion was left over in the Florida local government pot after all the money was distributed, so she pitched to the state to distribute that money to smaller governments. Thus, thanks to Tennyson, Monroe County received $13.3 million that it almost missed out on, and that money was distributed to food banks, local businesses and cities, among other entities, for COVID-related expenses. The mayor was also happy that Forster attended his first FAC conference, and that staff from the county’s legal department attended the Florida Association of County Attorneys conference: Bob Shilllinger, Derek Howard and Joe DiNovo. And the county’s director of engineering Judith Clarke attended the Florida Association of County Engineers Conference, as well. “My phone was blowing up all weekend from other commissioners (that we met): ‘What do you need with Elsa?’” Coldiron said. “The benefit is when we have an item we want the legislative body to support, I can call these county commissioners and say, ‘Can you call your county House rep?’ This conference is great for building collaboration.”
