Last week, video surfaced of a blaze from an underwater gas leak — bright orange flames were seen jumping out of the water. No injuries were reported. The blaze was extinguished in about 5 hours.

ust in time for summer boating season in Marathon, the city is tightening up one of its ordinances that relates to the ramp in the neighborhood behind the airport. The ramp at the corner of Aviation Boulevard and Harbor Drive is frequently congested with trucks towing boat trailers, lined up to use the ramp, and often block neighborhood traffic. On Tuesday, July 13, the City of Marathon is going to add a few words to an ordinance it passed last year prohibiting the launch of boats that are 26 feet or longer. Specifically, the ramp cannot be used to launch any vessel transported on a trailer of three axles or more. “Short of going out there with a tape measure, it might be hard to know exactly how long a boat is,” said City of Marathon attorney Steve Williams. “So, by adding the six or seven words, we can tell if a boat is too big to be there.” During lobster mini-season, Marathon’s three boat ramps are well used. The one at the top of Marathon, near
Key Colony Beach, often requires a lane of Overseas Highway to be closed with cones in order to accommodate the line of trucks and trailers waiting to unload, or pickup, a boat. The 33rd Street ramp also accommodates a lot of truck and boat trailer traffic. Enforcement of the three-axle trailer requirement at Harbor Drive is vague: “Enforcement shall be carried out using protocols acceptable to the Monroe County Sheriff's Office with potential assistance from citizen volunteers.” Also, violating this policy could mean a $50 fine. Gonzalez, Thompson for the win? Mayor Luis Gonzalez and “Lynny” Del Gaizo-Thompson have both filed for the Nov. 11, 2021 election in the City of Marathon. The qualifying process for the candidates runs Aug. 3-10, 2021. If no other candidate files before then, there will be no election and both candidates will be elected to office — Gonzalez as an incumbent, and Thompson filling the seat of Marathon Councilman Mark Senmartin, who has reached term limits set by the city charter.

onroe County Mayor Michelle Coldiron, Commissioner Mike Forster and legislative affairs director Lisa Tennyson had a full week last week. Hurricane Elsa had us in her sights, and the commissioners had to make critical decisions about safety issues, not to mention mull the potential cancellation of Fourth of July celebrations. But the three officials also had another significant item on their plate: They were attending the Florida Association of Counties (FAC) conference in Orlando. The hot topics at the meeting included broadband access for the entire state and another wave of federal funding in response to the pandemic. Coldiron said the conference was productive, with good breakout sessions. “All 67 counties had representation,” she told Keys Weekly. “The largest attendance ever, with over 500 participants.” The mayor felt that perhaps the large attendance was due to a post-COVID enthusiasm to meet in person and to discuss the issues that all counties encountered during the pandemic. For example: Internet access. “Statewide, it became very apparent during the epidemic how important broadband is,” she said. “When the pandemic hit, not everybody had internet capabilities in their homes. We saw that with children and school. … We’re blessed in Monroe County with only small spots without internet access. In rural Florida, there are miles and miles that don’t have internet access. We want the entire state to have broadband.” Coldiron said the hope is that the FAC will get a larger legislative voice on all issues, such as broadband. Attendees also discussed the new wave of federal funding in the American Rescue Plan, ac-

cording to Tennyson. The plan passed in May, with a total of $1.9 trillion to be given out nationally and $350 billion set aside for Florida state and local governments. “Our allocation from the treasury will be $14.4 million. That will come to the county $7.2 million this year and $7.2 million next year,” said Tennyson. “We haven’t made the determination for allocations for this money for different reasons,” she explained. “One, money is flowing, and two, the federal treasury has yet to issue guidance and rules. And three, we have until 2024 to encumber the funds and until 2026 to expend the funds given. The landscape of pandemic needs is different than it was six months ago. Those deadlines give us time to be more judicious and careful. We’re not in crisis mode.” Coldiron was also thrilled that Tennyson was honored within the conference by the Small County Coalition of Florida, of which Monroe County is a member. Tennyson was recognized for her advocacy that Monroe County receive part of the federal funding called the CARES Act that was released in 2020. At first, that money was only going to Florida governments with
populations higher than 500,000. Tennyson noticed that $1.2 billion was left over in the Florida local government pot after all the money was distributed, so she pitched to the state to distribute that money to smaller governments. Thus, thanks to Tennyson, Monroe County received $13.3 million that it almost missed out on, and that money was distributed to food banks, local businesses and cities, among other entities, for COVID-related expenses. The mayor was also happy that Forster attended his first FAC conference, and that staff from the county’s legal department attended the Florida Association of County Attorneys conference: Bob Shilllinger, Derek Howard and Joe DiNovo. And the county’s director of engineering Judith Clarke attended the Florida Association of County Engineers Conference, as well. “My phone was blowing up all weekend from other commissioners (that we met): ‘What do you need with Elsa?’” Coldiron said. “The benefit is when we have an item we want the legislative body to support, I can call these county commissioners and say, ‘Can you call your county House rep?’ This conference is great for building collaboration.”
BRIEFLY Firefighters host ‘Beat the Heat’ events Monroe County Fire Rescue will host its annual “Beat the Heat” events this summer for children of all ages throughout Monroe County. Monroe County firefighters and firetrucks will provide a gentle stream of misting water in a safe environment. Children are asked to wear bathing suits, water shoes and sunscreen, and to bring a bottle of water and a towel. Monroe County Fire Rescue will provide snow cones and fire prevention material. lorida Keys Electric Cooperative recently held the first board meeting in the completed addition of the Marathon Operations Center. The 4,200-square-foot one-story expansion increases FKEC’s capabilities to feed and house crews after a major storm and offers a more functional space for meetings and training. Before the meeting, FKEC board members and staff unveiled the name of the building addition: the Michael H. Puto Emergency Operations Annex. A surprised Puto thanked his fellow board members and FKEC staff for the honor. Representing Marathon members for 28 years, Puto is the longest-serving of FKEC’s directors. He was the board secretary for 18 years and is now the vice president. Puto has been Marathon city manager, county commissioner, vice mayor and mayor of Monroe County, and was appointed to the 16th Judicial Nomination Commission. He has received more than 50 community service awards and is a certified emergency manager.

With a commercial-grade kitchen, dining/training room, and mezzanine, the expansion improves FKEC’s self-reliance after a significant hurricane. The construction also further increases the strength of the entire building to category 5 storm-rated. “The new facilities in Marathon mirror our capabilities already in place at our Tavernier Operations Center,” said CEO Scott Newberry. “In the immediate days after Hurricane Irma, FKEC employees were able to prepare food to feed over 250 storm restoration workers at the Tavernier building. We now have the same food preparation capabilities in Marathon and more indoor space to accommodate employees and storm restoration assistance crews.” The addition extended the west end of the building toward the facility's grid-connected solar array. FKEC also paved additional property behind the Marathon building to make it more functional for a post-storm restoration basecamp if needed. In 2019, permitting was approved, and FKEC broke ground on the addition to the original building, constructed in 2005. As with all FKEC construction projects, the co-op considered sustainable materials and implemented energy-saving measures where possible. or years the historical island of Pigeon Key has met all its electrical needs through a set of large, labor-intensive diesel generators. The site of a popular summertime marine biology camp, the island’s organizers were always unhappy with their reliance on burning fossil fuels when one of their primary missions was making sure the beautiful ecosystem in their Keys home was as pristine and healthy as possible. “We’ve always been preaching environmentalism and sustainability, yet we were burning these diesel generators,” said Kelly McKinnon, executive director of Pigeon Key Foundation. Henry Flagler’s famous Seven Mile Bridge, under a section of which Pigeon Key resides, has been under extensive renovations since late 2017 to repair years of punishing South Florida weather and wear. After close to seven months of the construction crews relying on large, unwieldy generators, the Florida Department of Transportation decided to punch a power connection through the bottom of the bridge to save both money and time, giving McKinnon an idea. Just last month, after a flurry of phone calls, McKinnon said he was able to work out a deal with the bridge contractors to run a power line just a bit farther down to Pigeon Key, a plan that saved countless hours of organizational work and what would likely have been a much larger amount of funds than the $500,000 the finished project is expected to cost. After years of trying to attain a cleaner power source for the island, in 2013 McKinnon successfully lobbied for, and secured, the money for a large solar array on the island, installed by local company Sea Air Land Technologies, that promised to provide more than 90% of the island’s electrical needs at the time. While everyone on and off the island was excited for this new development and the reduction of their reliance on generators, McKinnon knew that much more needed to be done, especially if the island were to do something it hadn’t in a while: grow. The camp, the old bunkhouses and the museum all eat up not-insignificant amounts of power, and even with the new solar panels, a small diesel generator was still needed to
pick up the occasional slack. Kelly said he was thinking of the island’s future, drumming up plans not only to eliminate the last of the diesel, but also to actually connect Pigeon Key to the rest of the Keys by using a unique opportunity. McKinnon said that of the many people involved in helping this project become a reality, the support of the Florida Keys Electric Cooperative was invaluable in helping keep the normally soaring costs of Keys construction low. FKEC representative John Stuart spoke on the cooperatives’ consultations on everything from cost effectiveness to the sizing of materials and the best vendors from which to find fair deals. Most importantly, the FKEC was able to install a meter on the Knight’s Key side of the bridge to make it an official part of the Marathon system. With a grant of $300,000 from the TDC, a loan from First State Bank and the guidance of the FKEC, Pigeon Key has been able to meet all its electrical needs without a combustion engine for the first time since Flagler. “That’s something we’re proud of here on the island,” said McKinnon. “We’re also grateful we no longer have to lug heavy loads of diesel to the island every weekend.” “The stars all aligned to get (the power) in there,” he said. “The county has tasked us with really maximizing the potential of the island now that the bridge is coming back on line. There was no way to do that without bringing a power line down. I want this to be the hub for Monroe County’s cultural, scientific, environmental life. If you want to put something on, you’ll want to have it at Pigeon Key; it’ll be the best place to do anything.” Pigeon Key is leased from Monroe County to the Pigeon Key Foundation to give historical tours, host marine biology summer camps and act as a site for scientific research. With a real possibility of hosting weddings, festivals and high-end events like Ted Talks sometime in the near future, Pigeon Key’s new connections have opened the proverbial gates for positive growth on a hardy little island full of history and a true knack for change.

ne of the enduring scars of 2017’s Hurricane Irma is no more in Marathon. When the storm ripped through the Keys, it tore the roof off Nick’s Gym located just west of Vaca Cut. And so it sat and sat and sat. “I live across the street. Every time I pulled out onto the road, I had to look at it,” said Andrew George of Design Center, a general contracting and engineering firm. “Once I was in a meeting with City of Marathon officials and I said, ‘Someone needs to buy that and fix it.’ And they said, ‘Maybe you should do it.’” And so George did. Although he’s constructed commercial buildings for other businesses in the Keys, this is his first private endeavor. The 6,800-square-foot building has been configured into six units and christened Marathon Plaza. George said he bought the property for $535,000 and invested about $800,000 in the rebuild. The project took about 8 months to complete. Fun fact: Marooned in Marathon, a souvenir and gift shop next to the former Nick’s Gym, was spared by Hurricane Irma and continued to operate out of the location next door for years. Marooned in Marathon has since relocated to Town Square Mall and has a second location across Overseas Highway from Key Colony Beach. — Weekly staff report

‘SHE’S COUNTRY’ ... ... and she’s coming to the Keys SARA MATTHIS

ridgette Tatum said she’s ready to perform at the July 17-18 Florida Keys Brew BQ festival in Marathon, no matter how hot it is compared to her home outside of Nashville. “I call it a ‘water weight’ show,” she said, laughing. “By the time I’m done performing, I’ll have lost all that water weight.” Tatum wrote the 2009 country hit “She’s Country,” made famous by Jason Aldean. She has a ton of other hits, too, but she’s also a very talented and award-winning music producer. In 2019 and 2020, she was named best producer in the Nashville Industry Music Awards (NIMA). The Keys Weekly had a chance to speak with Tatum about her life, her successes and fishing. Here she is in her own words: My feelings about “She’s Country” are mixed. I remember when I got the news that Jason Aldean had optioned the song and it all happened so fast — he was going to record the song, shoot a video and perform it at the Country Music Awards all in the space of a week. To be at the CMAs and be able to watch your song performed on the stage, that was pretty phenomenal. It was very exciting. But then the wolves show up and change something that had been pure and natural up to that point. Now? I’m grateful. God gave me something that has sustained us for years; the song still does its job. I look at the song from the perspective of a parent. I’m proud of that “kid” that grew up big. I got a rough deal as a kid, growing up in South Carolina. But I was well taken care of by my “other” father Jesus Christ. I got my start in gospel music in South Carolina. I was inspired by a local gospel band and Jerry Reed and Roger Miller. When I was 15, my grandmother bought two guitars at a yard sale. She gave my cousin the better guitar because she didn’t think I would be as serious about music. I thought, “Really?” We had enough money for two guitar lessons. I learned how to play Fleetwood Mac’s “Landslide,” and took it from there. When I was still a teenager, I spent the day with a cowboy from Texas, a friend of my mother’s. To this day, I don’t think he knows what a massive influence that day had on my life. I rode a horse, I met bow-legged people and listened to his mixtape of Clint Black and Garth Brooks. Brooks’ “If Tomorrow Never Comes'' changed my vision of

songwriting which I had already been doing for years. Right now I’m finishing some production work on Dave McElroy’s album “Vibin’” that is set to come out soon. (McElroy is best known for his hit “Trucker Hat.”) And I’m doing some work with Priscilla Block and Ashley Cooke — both of them are TikTok stars and they absolutely blew up during the pandemic. Working with them is pretty cool and interesting. I am very proud of my NIMA awards. There’s not enough females in this business. A lot of women in Nashville are over in the corners, and I want them to know they are way more capable. I want them to see my wins, and realize they can do it too. Women can absolutely do that and more. The dream was never music; that was always going to be my job. The dream was watching my horses out in a field. I have been blessed that God lets me live here on this farm outside of Nashville. I’ve been putting it back together a little bit at a time. I am living inside my dream. I have two horses — Buttermilk and Jack. They’re both boys and sweethearts. People have asked me, if you could only play one more song ... I would pick my “Hold On To Me.” It’s closer to my gospel root for sure. Lots of people respond to that song, but every song has a purpose. They break your heart, heal your heart, make you dance or make you raise a beer. They all do different jobs. I love fishing. I love it, love it, love it. I can’t wait to go fishing in the Florida Keys. I love being out in the middle of the ocean. You don’t need your phone. It’s you and the sky and the water and whoever is on the boat. There’s nothing like catching just what we need and taking it somewhere they’ll cook it for you. That’s some good eating right there. That’s a good day.

he ribbon-cutting on July 1 celebrated the culmination of Baptist Health South Florida’s commitment to the Florida Keys community's health and well-being since its purchase of Fishermen’s Hospital four years ago. The celebration was hosted by Drew Grossman, chief executive officer of Fishermen’s Community Hospital, alongside Baptist Health executives and community leaders. “Baptist Health is heavily investing in communities throughout South Florida to ensure access to high-quality care for all who need it,” said Grossman. “This new facility is an extension of our commitment to providing the best healthcare to all residents and visitors in the Keys.” Fishermen’s Community Hospital has been caring for the Florida Keys community since it opened in 1962. The hospital was closed in September 2017 when Hurricane Irma caused extensive damage to much of the area. A field hospital was quickly opened to provide uninterrupted care to the community. In July 2018, Baptist Health replaced the field hospital with a modular facility. “This day has significant meaning,” said Jay Hershoff, chair of the hospital’s Board of Directors. “Not only is it a celebration of the completion of the hospital, but on this day four years ago, Baptist Health made a commitment to the Keys community with the acquisition of Fishermen’s. In the aftermath of Hurricane Irma, Baptist never wavered in its commitment to the Keys community and immediately got to work making a plan to replace the damaged facility.” With the completion of the new, 37,330-square-foot facility, Fishermen’s Community Hospital provides specialized services such as 24/7 emergency care with telestroke services to give stroke patients immediate access to board-certified neurologists, an on-site helipad, six inpatient beds, including two intensive care beds with 24/7 monitoring, nine emergency department beds, five additional recovery beds, diagnostic imaging, rehabilitation and laboratory services. In addition, Fishermen’s is now home to the southernmost branch of Miami Cancer Institute, part of Baptist Health, providing patients with high-quality oncology care close to home. — Contributed

‘THANKS TO JIP I JUST CELEBRATED 32 MONTHS CLEAN’ KEY WEST MAN CHANGED HIS LIFE IN MONROE COUNTY’S JAIL REHAB
J
ohn (his name has been changed to protect his identity) is a fifthgeneration Conch from Key West who just couldn’t stay clean. Since he was 19, he tried countless times to stay sober. But drug addiction had him in its grip, with three rehab stays and multiple scrapes with the law on his record. “I used to be able to justify things by saying I was a functioning user,” John told Keys Weekly. “I used to get up and go to work. And that’s where I got the highest — at work. And as the years progressed, my addiction got worse and worse and worse. I made it okay with myself by saying, ‘Well, I’m not bothering anybody, so it’s okay.’” Finally, in his mid-50s, John was brought before Judge Mark Jones in Key West. “I was so beat up this last time. I was forced back. I was stealing for dope. I never expected to get that far in trouble,” he said. Jones offered him a deal: prison or a year’s stint in Monroe County’s Jail In-House Drug Abuse Treatment Program, also known as JIP. JIP has been around since 1992 and operates within the Monroe County Detention Center. The program is funded through grants from Monroe County and Florida Department of Law Enforcement, and it is run by the Guidance/Care Center. This spring, the Board of County Commissioners voted to accept a grant of $133,334 from FDLE with a 25% match requirement of $33,334 for the men’s rehab program, while the board approved a grant application for $55,199 from the FDLE for JIP’s female rehab program. The program helps 100 inmates per year. Each individual who enters the program receives individual counseling, group counseling, drug testing and case management.
John chose JIP but was a little skeptical that it could help — this was his second time around with the program. But when he did his intake interview with substance abuse counselor Kristin Flores, something felt different. “I answered my intake, and an addict knows how to get around that,” he confessed. “But I thought, ‘I’m praying for a chance.’ I basically lost it and cried my eyes out and said, ‘I have to do something this time.’” Flores took John under her wing. “I buckled down with her. She helped me find out the real reason I was using,” he said. “I can’t say enough about her. She said the work was all done by me. But if she didn’t guide me, I wouldn’t be here today.” As part of JIP, John attended two rehab classes with eight to 10 students a day — with topics such as relapse prevention and triggers — and one private counseling session a week. After JIP, John lived in a Key West halfway house and stayed in communication with Flores. He joined a 12-step program and now sponsors three men and helps them stay clean. John also has now changed professions and has gradually gathered together a staff of six at his workplace who are all in recovery. “It’s been a heck of a long journey for me, and thanks to this program I feel like I found a missing piece of the puzzle. I just celebrated 32 months clean. I just turned 57. Since I was 19 years old, I haven’t had this much sobriety in my life,” he said. But John admits that JIP gets a bad rap. “Guards say, ‘Oooo, they’re in the program again,’” he said. “Usually, whatever charges you have, you get a choice from the courts: The JIP program plus six months’ probation or three years in prison. So everyone jumps on the program.”
John said that it also doesn’t help that half those in the detention center are not part of the program, but drug users who are not trying to quit. In the FDLE grant application for the JIP program, Monroe County staff said that “South Florida, including Monroe County and the Florida Keys, continues to have the unfortunate distinction of being designated as a high-intensity drug trafficking area and, as such, is a leading illicit drug importation area. This has increased the availability of illicit drugs in Monroe County resulting in drug abuse rates higher than both the state and national averages.” Maureen Dunleavy, regional vice president for Guidance/Care Center, admitted that not everyone who attends JIP responds positively to the program. “When you need treatment and you’re at a critical point in your life, you’re able to see it and get it. Some people get it, some don’t. Rock bottom is different for everyone,” she said. “Hopefully, if you’re ready, it’s an opportunity and you can take advantage of that. That’s a personal choice you can make. JIP has done amazing work and has really helped our community. You have access to treatment that in other parts of the country you don’t get. You’re just doing time.” Meanwhile, John wants to spread the word to addicts in trouble in Monroe County that JIP works. “I can’t say enough about JIP. This is important to me: that maybe someone will get something out of reading this story and say, ‘Let me give this a try.’ For a man I did a lot of crying. You have to grab a hold of that chance and spill your guts.”

The two discussed volunteerism and fundraising, specifically for the Domestic Abuse Shelter. DAS is also participating in the national “Clothesline Project” campaign to raise awareness of domestic violence. Dept of Health reminds residents to ‘Drain and Cover” The Florida Department of Health in Monroe County and the Florida Keys Mosquito Control District remind residents and visitors that it is important to "Drain and Cover” to prevent mosquitoes from breeding and biting. Everyone is encouraged to take simple precautions to protect themselves and their neighbors from mosquito-borne illnesses. To protect against mosquitoes, the public is urged to take basic precautions to help limit exposure. These measures include intact windows and screens and the use of air conditioning, keeping the area around your residence free from containers that collect water, wearing protective clothing, appropriate use of insect repellents after applying sunscreen, and spraying out bromeliads and croton plants on a regular basis. Residents are reminded to drain all standing water frequently and designate individuals to share this key responsibility within the business or household. The Florida Keys Mosquito Control District’s inspectors are available to help rid property of existing mosquitoes as well as assist with mosquito prevention during the rainy season ahead. More information is at 305-2927190 or www.keysmosquito.org. 13 Cubans rescued at sea; some people still missing The U.S. Coast Guard and a good Samaritan vessel rescued 13 people after their boat capsized off of Key West as Tropical Storm Elsa approached, the agency said, according to The Associated Press. The nine men and four women were taken aboard the Coast Guard Cutter Thetis on Tuesday afternoon, 26 miles southeast of Key West, the agency said in a news release. Crew members interviewed the survivors, who said they had left Cuba with 22 people aboard the boat around 8 p.m. Monday. They told the Coast Guard that seven men and two women were missing in the water. The crew from the Western Carmen vessel contacted watch standers at the Coast Guard’s Sector Key West around 1:30 p.m. Tuesday to report they had found four people in the water. Tropical Storm Elsa crossed Cuba before entering the Gulf of Mexico on Tuesday morning, and battered the region with wind and rain. Crews from the Coast Guard cutters Thetis and William Trump remained in the area to search for the missing people, the agency said.

ropical Storm Elsa stayed far enough away to “save” Fourth of July for Florida Keys residents and visitors. (Keys officials and weather experts were in constant communication over the weekend to monitor conditions and had plans in place.) The festivities in Marathon went off without a hitch at Sombrero Beach where the Marathon Rotary Club set up to sell beverages and food to beachgoers. Later, after dark, the skies over the beach were alight with colorful firework displays. One of the worries going into any holiday weekend in the Middle Keys is the traffic at the city’s boat ramps. On July 2, the situation at 33rd Street was orderly, with most captains pulling boats out of the water to avoid the weather. — Weekly Staff report

THREE GRADUATE FROM ‘DOLPHIN SCHOOL’

T
hree students have completed 36 weeks of intensive study and hands-on work and earned occupational associates degrees in marine mammal behavior, care & training from Dolphin Research Center Training Institute. The experience and knowledge they received prepares them to work at marine mammal facilities or other zoological institutions anywhere in the world. The graduates are Bianca Cheung, Josie Koren, and Jessica Massie. All three have also been hired by Dolphin Research Center. Koren has joined the animal care & habitat department; Cheung and Massie will work as seasonal staff in animal care and training. “We could not be prouder of the graduates and the phenomenal effort they devoted to their program over the last several months. They truly earned their degrees and will be outstanding marine mammal trainers and caregivers wherever they work,” said Noelle Belden, dean of the training institute. The institute is accredited by the Accrediting Commission of Career Schools and Colleges and licensed by the State of Florida Commission for Independent Education. Founded in 2012 and originally called College of Marine Mammal Professions, it enrolls a small number of students for each school term, which runs from early September to mid-May. Most graduates are working in animal care and training or related fields around the country. Students for the 2021-2022 school term have already been selected. THE FLORIDA TERRITORY, PIRATES AND THE STATE’S BICENTENNIAL

Meanwhile they robbed us of every thing of the least value.” “The Florida Isles and the Martyr’s Reef,” as William Savage identified them, were about to become the property of the United States through the Adams-Onis Treaty. Terms of the deal, which would transfer the Spanish territory of La Florida to the United States, were negotiated between John Quincy Adams, secretary of state under President James Monroe, and Luis de Onis, a foreign minister to King Ferdinand VII of Spain. While the agreement was drafted and signed in 1819, it was not delivered to Washington and officially proclaimed until Feb. 22, 1821. It was not until July 10 that the exchange of flags symbolizing the transfer of ownership occurred. With this in mind, 2021 is Florida’s bicentennial. Florida was a little different 200 years ago. The Adams-Onis Treaty added a wild frontier to the American territories. Substantial in size, though sparsely populated, the purchase included two properties, known as East Florida and West Florida. Also included in the treaty were the Florida Keys and the third-largest barrier reef system in the world, the Florida Reef. Because initially there was no formal government attached to the region, Monroe appointed Andrew Jackson the territory’s first military governor. The capitals of East Florida and West Florida were located in St. Augustine and Pensacola. The two were joined to create a unified Florida Territory on March 30, 1822. The territory’s governing body, the Legislative Council of the Territory of Florida, was formed on April 17. William Pope Duval was appointed the first territorial governor. One of the early decisions
was to create a territorial capital midway between St. Augustine and Pensacola. In 1824, Tallahassee was chosen. The government understood that the waters were patrolled by undesirables threatening the country’s commercial enterprises being transported between New Orleans and East Coast markets. The pirates of the West Indies proliferated in the waters where the Atlantic Ocean and the Gulf of Mexico mixed with the Caribbean Sea. The confluence became known as the West Indies. The same year negotiations for the Adams-Onis Treaty began, the government took a closer look at attacks against American merchants sailing between New Orleans, New York, and European markets. On March 3, 1819, “An Act to Protect the Commerce of the United States, and Crimes of Piracy” was signed into law. The act authorized Monroe to create a unit of the Navy that would become the West Indies Squadron. The mission of this specialized force was to combat piracy and the slave trade. James Biddle was named the squadron’s first commander. He would not prove an effective leader. Navy Secretary Smith Thompson replaced Biddle with Commodore David Porter. Porter was assigned command of the West Indies Squadron on Feb. 1, 1823. Porter was told to establish a military depot at Thompson’s Island (more commonly known as Key West) unless he could identify a more suitable locale. Porter could not, and the American flag was raised over the Navy depot known as Allenton at 8 in the morning on April 6, 1823. In salute, 17 guns were fired.

he wind has been slowly backing all day and everyone knows there is a cold front on its way. By nightfall the wind is a steady 30-knot blow and I know I won’t get much sleep tonight. I’m currently in a city marina mooring field with 200 or so other boats. Don’t get me wrong, I love being on a ball. A good mooring ball will not drag around like an anchor can. Also, not being on a dock, there is a huge reduction in your contact with roaches, rats, iguanas and who knows what else. Unlike being on a dock, moorings will allow your boat to point the wind which gives you great airflow below decks. HURRICANE NAME FACTS Why we’ll never have another Greek alphabet storm
B
efore the embers could cool from the Independence Day fireworks, the Keys got a visit from our first tropical event of the 2021 season: Elsa. Thankfully, Elsa wasn’t much of a system as she passed our islands on her way north. The season, however, is just beginning. Elsa is already the fifth named storm in this young season, with Ana, Bill, Claudette, and Danny having come and gone. Ana actually formed on May 22, more than a week before the official start of the season. But these systems don’t always play by the rules — and in a few instances, these storms kept forming even after running out of the names allocated for the year. Last year was the busiest Atlantic hurricane season on record, with 30 named storms, 14 hurricanes, and seven major hurricanes. Eleven of them made landfall in the United States, and there were two Category 4 storms in November: Eta and Iota. Both of these caused extreme damage to Nicaragua. After last year’s season, the WMO Hurricane Committee decided to quit using the letters of the Greek alphabet to name storms that formed after official names had all been used. A main rationale for this decision is that Eta and Iota, the two November Category 4 storms, would have been retired as Eta (2020) and Iota (2020). Starting this year, there is a secondary list of given names that can be officially retired if the storms are bad. Looking back over the history of the worst storms to impact the Florida Keys, their names have a little something in common. With the exception of the Labor Day Hurricane of 1935 that was nameless, most of the big tropical events that landed here have ended with the letter A: Donna (1960), Wilma (2005), and Irma (2017). Betsy (1965) and Georges (1998) were outliers, but they were offset by the extra 2005 hurricanes named Katrina and Rita. I’m really not suggesting that there is any kind of connection here at all, just as plane crashes and celebrity deaths don’t come in threes. This year, the National Hurricane Center has forecast an above-average hurricane season, with a projected total of 13-20 named storms, 6-10 hurricanes, and 3-5 major hurricanes. If that holds true, they won’t run out of the official remaining names of Fred, Grace, Henri, Ida, Julian, Kate, Larry, Mindy, Nicholas, Odette, Peter, Rose, Sam, Teresa, Victor, and Wanda. And I’m not suggesting that a fall hurricane
could disrupt Major League Baseball’s World Series just because Peter and Rose are consecutive names on the list … but it is just a bit interesting. If we look back at the two most recent major hurricanes to impact the Keys, they both ended with “-ma” — Wilma and Irma. I’m not suggesting anything here, but… there’s a Gemma on this year’s extended list. All joking aside, hurricane season is upon us, and now’s the time to finish your plan for both sheltering in place and evacuation if mandated. Local emergency managers and local governments have their plans in place in the event we are affected by a hurricane, and these plans are better off having been battle-tested by Irma nearly five years ago. Each agency has its own Incident Command System (ICS) in place; each ICS is “a standardized approach to the command, control, and coordination of emergency response providing a common hierarchy within which responders from multiple agencies can be effective.” The ICS sets up how the agency or government entity will function in the aftermath of an emergency, designates essential personnel and their functions, and coordinates how different agencies and entities will work together. Having a good ICS in place helped Marathon recover quickly from the immediate impacts of Irma, and will serve us well in the future should the need arise. So this year, please stay safe, listen to the emergency managers, and hope that Elsa was the only tropical event we’ll see locally this year. UV RAYS ARE BOTH BAD AND GOOD
Spread out your ‘dose’ of exposure
A
s the 4th of July fades into the long days of summer, it’s appropriate that July is the UV Safety Awareness Month. Like most things in life, there are really two sides to UV. I thought this might be a good time to look at the risks AND benefits of getting a little sunshine. In full disclosure, I am not a dermatologist, if you have some skin issues or lesions that DR. Essentially, UV-B causes sunburns, while UV-A can cause reactive oxygen molecules (think ozone) which can damage skin cell membranes and damage DNA. This doesn’t guarantee skin damage, premature aging or skin cancers, though. Many other factors affect whether or not you are at increased risk — genetics, skin type and dose are very influential. If you happen to be pale and burn easily, with a family history of skin issues, and you want to spend all day at Sombrero Beach in your Speedos and no sunscreen … well, you may want to think through that plan again. Another interesting tangent to dose is how long it took to reach that dose; i.e., if you use sunscreen and avoid the intense hours of the day (10 a.m. to 3 or 4 p.m.), then you can spread your dose over many days versus the poor soul who got to Sombrero at midday and is visiting from Iceland. You know, the guy at the bar who is redder than a Tampa Bay Buccaneers flag. Given skin cancer (which I would need a whole column to cover), aged skin, damage to the eyes and the acute sunburn, does sun exposure do anything good for us? Quite a bit, actually. One of the villains I mentioned above, UV-B, is also a good guy, kicking off the process that makes vitamin D. Vitamin D is essential for many processes in the body, from bone health and calcium management to reducing inflammation, assisting in cell growth, neuromuscular and immune function and glucose metabolism … phew! Sun exposure is also important for those of us who suffer from seasonal affective disorder (SAD). Skin exposure as well as visual exposure helps reverse SAD. One of the best things about sun exposure is that it means you are outside, exercising, enjoying nature, interacting with others, whatever, which is definitely healthier than being inside. Don’t be scared of the sun, wear your reef-safe sunscreen (apply every two hours or after water exposure, including sweating), wear a hat, sunglasses, put that UV protective long sleeve shirt on while outside (especially at midday) and enjoy paradise.
