N

othing lasts forever, but Kent Smith (known locally as Barry Cuda), a fifth-generation Floridian, who has been pushing a 500-pound upright acoustic piano down the streets of Key West for nearly 40 years, is soon leaving the island.

Cuda’s performance statistics are nearly as unparalleled as Hank Aaron’s. He has rolled his piano down Key West streets over 7,000 times for more than 11,000 performances over 37 years. A special ramp was eventually used, as his lower back aged, to get his piano on stage at the Hog’s Breath Saloon. For his 30+ years of gigs at Sloppy Joes, a special hydraulic lift was installed to hoist his piano to the stage.

The musician’s story began when his good friend, Bill Blue, was touring the same areas of Northern Europe in 1983. On one occasion Bill had overspent and Cuda offered to pay for his plane ticket back to Key West. In return, Bill offered Cuda a month or so at his home, with the promise of some piano gigs to return the favor.

Cuda’s band, Silver Kings, was breaking up, and he was on his way to New Orleans to continue his roots blues and boogie-woogie career. Cuda took Bill up on his offer, and Key West had the same effect on Barry Cuda as it’s had on many musicians, and four weeks turned into almost 40 years.

Cuda made music all over Key West, refusing to play a “robot piano” (electronic keyboard) like most fellow pianists in town.

acoustic uprights. He developed his own philosophy of piano moving: “It’s like surfing, you have to move around it and use the momentum of the piano to help. “ Barry Cuda has performed at big and small, fancy and funky venues, and with a long list of the best musicians in Key West. He has written and improvised his own boogie-woogie and blues tunes and has perfected covers of standards and forgotten tunes.

He calls himself a “music archeologist” and digs up old songs and makes them new. At the Key West Theater in 2015, he performed an entire concert of music from 19th century Cuba and connected it to rock and roll. He knows historic details of every cover that he performs and enhances each performance by educating his audience.

After 39 years on stage, Cuda says his favorite venue is the funky B.O.’s Fish Wagon, where the roof leaks (a lot!) during a downpour and there is barely room for his upright.

For the past 26 years, he has rolled his piano from the Hog’s Breath Saloon along Lazy Way Lane to the fish wagon.

His saga is not truly ending.

Cuda will perform as long as he is above ground, but no longer in Key West, except for possible cameo

winter visits. He brags about “leaving Key West after almost 40 years and having never played a Jimmy Buffett, Billy Joel or Elton John cover.”

The Key West of the ’80s, when Cuda arrived, is long gone as well as the cheap rents on Duval Street (some venues currently pay over $15,000 monthly).

Change is inevitable – some for good, some not so much. According to Barry Cuda, the corporate influence on the Key West music scene has been mostly negative. The music played today, in most of the venues, is booked and managed by people whose interests are skewed to the “safe” music, also known as the “Cruise Ship Songbook,” instead of more creative covers and original songs from local musicians.

Former long-time Key West resident/musician/sound engineer Dan Simpson, who has worked on many projects with Barry Cuda, thinks of him as “the canary in the coal mine.”

In a 2013 interview, Simpson said “As long as Cuda is still playing downtown with his acoustic piano and his roots music, then Key West still has a future.” A 2021 update from Dan Simpson added, “Except for a couple of holdouts like (to remain nameless), bland resort music will be a lot closer to ruling Key West when Cuda leaves town.”

KWHS TEENS SEIZE THE DAY WITH JOBS PROGRAM

dozen Key West High School students gathered at Key West City Hall on June 23 for a job orientation session for the 2021 “Idle Hands Summer Youth Employment Program.” The career-readiness program was created by the nonprofit organization A Positive Step of Monroe County and conducted in partnership with the City of Key West.

The COVID-19 pandemic had created numerous obstacles for moving forward with the 2021 program, which has run almost without interruption annually since 2010.

Up through 2019, the city provided jobs and $35,000 toward a more than $70,000 annual program budget, which covers paychecks for the students and one orientation instructor/job coach. APSMC raises the rest through fundraisers and private donations.

In 2020, because of COVID-19, the program with the city was put on hold. In order to keep the teens who had expected to participate motivated — and paychecks available to them — APSMC founder/executive director Billy Davis teamed up with local organizations and individuals to offer an interim computer coding and repair course, held at a local church.

“For the first time since the program’s inception, one of our biggest challenges was actually recruiting the students,” Davis said.

“Because of COVID, students missed a lot of school and many now have to attend summer school. Another significant challenge was securing the funds, but I’m thrilled to report that we – APSMC, the city, KWHS, and other supporters, have worked together to defeat the obstacles: The city unanimously approved their usual $35,000 funding; the Community Foundation of the Florida Keys, the Key West Sunrise Rotary Club, and some very generous private donors contributed the balance; and the staff at the high school worked diligently to help recruit students, made a classroom available for our twoweek job readiness orientation program, and provided lunch for the students in the school cafeteria.”

1 From July 6 through Aug. 6, thirteen KWAHS students will be employed in paid summer jobs with the city in a variety of positions and departments, including Community Services, City Marinas, Compliance, and Utilities departments, the Key West Police Department, and the city clerk’s office. “This program not only teaches the kids important work and social skills, it’s integral to breaking patterns of low expectations and a launching pad into a better life. This year’s program is a very clear example of our community coming together for the good of our future,” Davis said.

NOTES FROM A NEAR-HURRICANE

MARK HEDDEN ... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.

inslow Homer painted two watercolors on his first trip to Key West in 1895. The first was a relatively demure study of a coconut palm. There was nothing wrong with it, but there was nothing particularly intriguing about it either.

The second, “A Norther – Key West,” was also of palm trees, but in the middle of a storm. I’ve always been impressed by the way he got the mustardy hue of the light just right, making it look as if the sun were being filtered through a wad of old medical gauze.

That’s how storms look here. Homer embraced the messiness of reality.

That’s what I was thinking about as I drove down to Higgs Beach the other morning, midway through Tropical Storm Elsa – the mustardy hue of the light – because while a skilled painter can pull something off by emulating a world sucked dry of its luminosity, it doesn’t work so well for photography. Everything loses its contrast and gets mushy, all edge and no middle. All your photos look like crap. (I find it helpful to make a lot of excuses for myself before I go out to take pictures.)

More than half the parking spots were full when I got there, people sitting in their cars staring at an overactive sea. Waves crashed over the seawall. Spray filled the air.

In the middle of the beach sat a white SUV and next to it a heavy-duty video tripod, the telltale mark of an out-of-town video crew. Apparently it’s important to park wherever the hell you want so it will seem more dramatic when you regurgitate information fed to you by the National Weather Service.

This family photo at the Southernmost Point is different than most.

I wandered out past the SUV to the edge of the seawall. I took some shots of the waves splashing through the stairs. I was using a waterproof point and shoot, which, on the pro side, was waterproof, but on the con side, had a quarter-second delay between pushing the button and taking the picture, meaning I got a nice series of photos from just after the waves crashed.

The rain got heavier, then lighter, then heavier again.

In the parking lot at Rest Beach a wet, windblown rooster crouched underneath a Volkswagen with slowly deflating tires. He gave me the stink-eye, as if I was the one who had caused him all this misery. I took a couple of genre-defining photos from inside the car using my camera with the telephoto, thinking this – this! – is the photo that will convey the emotion of what this whole storm was about. (When I got home I realized there was no card in the camera.)

On North Roosevelt I pulled into a parking lot to take a photo of Douglas, the guy who runs around the island carrying a flag all the time, because he was running around the island carrying a flag in the middle of a tropical storm. I used the camera with the telephoto and no card. The shot was genre-defining, or would have been anyway.

At the Southernmost Point, two women with towels over their heads and matching Southernmost Beach Resort bathrobes posed.

Rob O’Neal from The Citizen shuffled up in a pair of shower shoes, holding an umbrella, and took a few shots with his iPhone. He said he had a waterproof point and shoot, too, but could only ever find it in the dry months.

At home my wife posed the most important question: “Do you think Duetto will be delivering again by tonight?”

COUNTY OFFICIALS DISCUSS FEDERAL FUNDING, BROADBAND AT CONFERENCE The Florida Association of Counties took place while Elsa approached CHARLOTTE TWINE

onroe County Mayor Michelle Coldiron, Commissioner Mike Forster and legislative affairs director Lisa Tennyson had a full week last week. Hurricane Elsa had us in her sights, and the commissioners had to make critical decisions about safety issues, not to mention mull the potential cancellation of Fourth of July celebrations.

But the three officials also had another significant item on their plate: They were attending the Florida Association of Counties (FAC) conference in Orlando.

The hot topics at the meeting included broadband access for the entire state and another wave of federal funding in response to the pandemic.

Coldiron said the conference was productive, with good breakout sessions.

“All 67 counties had representation,” she told Keys Weekly. “The largest attendance ever, with over 500 participants.”

The mayor felt that perhaps the large attendance was due to a post-COVID enthusiasm to meet in person and to discuss the issues that all counties encountered during the pandemic. For example: Internet access.

“Statewide, it became very apparent during the epidemic how important broadband is,” she said. “When the pandemic hit, not everybody had internet capabilities in their homes. We saw that with children and school. … We’re blessed in Monroe County with only small spots without internet access. In rural Florida, there are miles and miles that don’t have internet access. We want the entire state to have broadband.”

Coldiron said the hope is that the FAC will get a larger legislative voice on all issues, such as broadband.

Attendees also discussed the new wave of federal funding in the American Rescue Plan, according to Tennyson. The plan passed in May, with a total of $1.9 trillion to be given out nationally and $350 billion set aside for Florida state and local governments.

“Our allocation from the treasury will be $14.4 million. That will come to the county $7.2 million this year and $7.2 million next year,” said Tennyson.

“We haven’t made the determination for allocations for this money for different reasons,” she explained. “One, money is flowing, and two, the federal treasury has yet to issue guidance and rules. And three, we have until 2024 to encumber the funds and until 2026 to expend the funds given. The landscape of pandemic needs is different than it was six months ago. Those deadlines give us time to be more judicious and careful. We’re not in crisis mode.”

Coldiron was also thrilled that Tennyson was honored within the conference by the Small County Coalition of Florida, of which Monroe County is a member.

Tennyson was recognized for her advocacy that Monroe County receive part of the federal funding called the CARES Act that was released in 2020. At first, that money was only going to Florida governments with populations higher than 500,000.

Tennyson noticed that $1.2 billion was left over in the Florida local government pot after all the money was distributed, so she pitched to the state to distribute that money to smaller governments. Thus, thanks to Tennyson, Monroe County re-

ceived $13.3 million that it almost missed out on, and that money was distributed to food banks, local businesses and cities, among other entities, for COVID-related expenses.

The mayor was also happy that Forster attended his first FAC conference, and that staff from the county’s legal department attended the Florida Association of County Attorneys conference: Bob Shilllinger, Derek Howard and Joe DiNovo.

And the county’s director of engineering Judith Clarke attended the Florida Association of County Engineers Conference, as well.

“My phone was blowing up all weekend from other commissioners (that we met): ‘What do you need with Elsa?’” Coldiron said. “The benefit is when we have an item we want the legislative body to support, I can call these county commissioners and say, ‘Can you call your county House rep?’ This conference is great for building collaboration.”

BRIEFLY 13 Cubans rescued at sea; some people still missing The U.S. Coast Guard and a good Samaritan vessel rescued 13 people after their boat capsized off of Key West as Tropical Storm Elsa approached, the agency said, according to The Associated Press.

The nine men and four women were taken aboard the Coast Guard Cutter Thetis on the afternoon of July 6, 26 miles southeast of Key West, the agency said in a news release.

Crew members interviewed the survivors, who said they had left Cuba with 22 people aboard the boat around 8 p.m. Monday.

They told the Coast Guard that seven men and two women were missing in the water.

The crew from the Western Carmen vessel contacted watch standers at the Coast Guard’s Sector Key West around 1:30 p.m.

Tuesday to report they had found four people in the water.

Tropical Storm Elsa crossed Cuba before entering the Gulf of Mexico on Tuesday morning, and battered the region with wind and rain.

Crews from the Coast Guard cutters Thetis and William Trump remained in the area to search for the missing people, the agency said.

No additional details were immediately available.

Monroe County is in the process of preparing a transportation master plan that will provide future direction for U.S. 1 within Monroe County. The goal of this meeting is to gain input and feedback from locals and visitors on transportation issues.

The study’s objective is to identify transportation needs, develop goals and objectives, and develop an action plan and solutions to meet those goals.

These solutions may include road improvements, signals, signs and marking improvements to address traffic issues addressing the needs of pedestrians, bicyclists and public transit. The final plan will be presented to the Board of County Commissioners and the public at a future public

Fire Rescue hosts Beat the Heat events Monroe County Fire Rescue will host its annual “Beat the Heat” events this summer for children of all ages throughout Monroe County. Firefighters and fire trucks will provide a gentle stream of misting water in a safe environment.

“It’s a great way to meet your neighborhood firefighters and cool off from the summer sun,” said Monroe County Fire Rescue Chief Steve Hudson.

Children are asked to wear bathing suits, water shoes and sunscreen, and to bring a bottle of water and a towel. Monroe County Fire Rescue will provide snow cones and fire prevention material.

THE FLORIDA TERRITORY, PIRATES AND THE STATE’S BICENTENNIAL

I

n 1818, the Emma Sophia “was boarded on December 19, by a piratical schooner of 30 tons, 1 gun, 30 men, between Bahama Bank and Cay Sal Bank. The ship was sent to a small port formed by the Florida Isles and the Martyr’s Reef, and was plundered to the tune of $5,000.”

Meanwhile they robbed us of every thing of the least value.”

“The Florida Isles and the Martyr’s Reef,” as William Savage identified them, were about to become the property of the United States through the Adams-Onis Treaty. Terms of the deal, which would transfer the Spanish territory of La Florida to the United States, were negotiated between John Quincy Adams, secretary of state under President James Monroe, and Luis de Onis, a foreign minister to King Ferdinand VII of Spain. While the agreement was drafted and signed in 1819, it was not delivered to Washington and officially proclaimed until Feb. 22, 1821. It was not until July 10 that the exchange of flags symbolizing the transfer of ownership occurred.

With this in mind, 2021 is Florida’s bicentennial. Florida was a little different 200 years ago. The Adams-Onis Treaty added a wild frontier to the American territories. Substantial in size, though sparsely populated, the purchase included two properties, known as East Florida and West Florida. Also included in the treaty were the Florida Keys and the third-largest barrier reef system in the world, the Florida Reef. Because initially there was no formal government attached to the region, Monroe appointed Andrew Jackson the territory’s first military governor.

The capitals of East Florida and West Florida were located in St. Augustine and Pensacola. The two were joined to create a unified Florida Territory on March 30, 1822. The territory’s governing body, the Legislative Council of the Territory of Florida, was formed on April 17. William Pope Duval was appointed the first territorial governor. One of the early decisions

was to create a territorial capital midway between St. Augustine and Pensacola. In 1824, Tallahassee was chosen.

The government understood that the waters were patrolled by undesirables threatening the country’s commercial enterprises being transported between New Orleans and East Coast markets. The pirates of the West Indies proliferated in the waters where the Atlantic Ocean and the Gulf of Mexico mixed with the Caribbean Sea. The confluence became known as the West Indies.

The same year negotiations for the Adams-Onis Treaty began, the government took a closer look at attacks against American merchants sailing between New Orleans, New York, and European markets. On March 3, 1819, “An Act to Protect the Commerce of the United States, and Crimes of Piracy” was signed into law.

The act authorized Monroe to create a unit of the Navy that would become the West Indies Squadron. The mission of this specialized force was to combat piracy and the slave trade. James Biddle was named the squadron’s first commander.

He would not prove an effective leader.

Navy Secretary Smith Thompson replaced Biddle with Commodore David Porter. Porter was assigned command of the West Indies Squadron on Feb. 1, 1823. Porter was told to establish a military depot at Thompson’s Island (more commonly known as Key West) unless he could identify a more suitable locale.

Porter could not, and the American flag was raised over the Navy depot known as Allenton at 8 in the morning on April 6, 1823. In salute, 17 guns were fired.

A week after returning home, all abstract curiosities have been solved and we’re left with a full camera roll, an inflated credit card balance and some stellar memories. For over a year, I’ve dreamed about venturing beyond the bounds of the United States, getting a new stamp in my passport and hearing other languages. Being fully vaccinated, the idea that I was required to essentially donate the equivalent of a vacation bar tab to a pop-up clinic for a result that was 99.8% certain felt a teensy bit insulting. But rules are rules, and when those stipulations stand between me and travel, I will take the test, drop the cash and sign whatever form lands under my nose.

In addition to the cost, there was also the inconvenience of having to arrange for a test in-country, a move that would deduct precious minutes or even (gasp!) hours from my vacation. Enter the loophole! As a decently skilled reader of fine print, I pride myself on finding gaps. In the case of international travel, the required viral test can actually be performed in the U.S. prior to departure, provided the trip is not more than four days in duration. The rule

explicitly counts days, not hours, so fortune falls on those with an early departure and late return. With that in mind, I scheduled our tests at the Miami airport at the front end of our trip. After a quick swab and cattle call for results, we boarded our plane, paper and digital copies of our negative tests in hand.

Upon arrival in Costa Rica, immigration presented itself as it reliably does — a long, hot line standing between anxious travelers and their target beaches, mountains and cities. Thankfully, the country had streamlined its own entry protocols (a health declaration from all visitors), leaning into technology. Prior to departure, I’d been prompted to fill out the form online and to purchase Costa Rican health insurance to cover us during our stay in the country.

Once purchased, I added the policy number as proof and was granted a big green check mark and a fast-pass QR code. When we finally got to the front of the line, it was a quick and painless scan followed by a warm “Bienvenidos.”

Once we were turned loose on the countryside, we found a familiarly cautious atmosphere, reminiscent of home, circa December 2020. Restaurant and hotel staff were all masked, and we were asked to follow suit. It was a humbling reminder after a few months of feeling mostly invincible with my vaccine status. I felt as though I’d forgotten my manners — probably because I had done just that.

At that point in time, Costa Rica had just seen 1.5 million Johnson & Johnson vaccines slip through its fingers. The U.S. was negotiating the donation, but held the vaccines for further testing, a delay that led to the vaccines being expired or close to expired at the point of potential distribution. That quantity would have been a windfall for the country, but vaccines are still trickling in nonetheless, albeit far behind the pace of the U.S. To date, Costa Rica has vaccinated 2.4 million citizens, roughly 47% of its population.

Much like at home, the process began with a strategy targeting those most vulnerable. At this stage, “Group 4,” which encompasses teachers and essential workers is currently eligible for vaccination. “Group 5,” the general (adult) public, is expected to follow very soon. Anecdotally, the purported access doesn’t seem to have

reached smaller towns and remote regions. Most locals with whom we spoke were still unvaccinated, though not by choice.

They lamented a three-hour car trip to the closest urban center during their work week as simply unrealistic. Instead, they continue to wait for distribution to reach them. Feeling our privilege, we happily masked up, wishing we could do more to help than simply present ourselves as respectful visitors.

While there, we experienced everything we had conjured in our quarantine dreams: stunning emerald vistas, a smoking, smoldering volcano and all the tropical drinks we could topple into our throats. Monkeys bounded around the trees like Pixar characters and sloths were, well, satisfyingly sloth-like. Life carried on as we hoped and we absorbed every minute of those four days.

When it was time to trek home, we were apprehensive about the reentry process, having read horror stories from travelers who had tested the waters in the early vaccination days, only to be met with varying levels of resistance. Instead, we were met by a disaffected immigration officer who gave our passports a cursory glance and sent us on to baggage claim. After months of preparation and research, the lack of pomp and circumstance was disillusioning, but not unwelcome. Our $75 test results remained, unbidden, in our carry-on bags, never seeing the light of day. Oh well. As far as insurance policies are concerned, we could have incurred far greater unnecessary expenses and endured much more hassle.

Though four days in Costa Rica is a meager microcosm of international travel, it did illuminate the fact that protocols are evolving and restrictions are relaxing. Travel may still be far from business as usual, but it is at least showing signs of movement in that direction.

‘THANKS TO JIP I JUST CELEBRATED 32 MONTHS CLEAN’ KEY WEST MAN CHANGED HIS LIFE IN MONROE COUNTY’S JAIL REHAB

J

ohn (his name has been changed to protect his identity) is a fifthgeneration Conch from Key West who just couldn’t stay clean.

Since he was 19, he tried countless times to stay sober. But drug addiction had him in its grip, with three rehab stays and multiple scrapes with the law on his record.

“I used to be able to justify things by saying I was a functioning user,” John told Keys Weekly. “I used to get up and go to work. And that’s where I got the highest — at work. And as the years progressed, my addiction got worse and worse and worse. I made it okay with myself by saying, ‘Well, I’m not bothering anybody, so it’s okay.’”

Finally, in his mid-50s, John was brought before Judge Mark Jones in Key West.

“I was so beat up this last time.

I was forced back. I was stealing for dope. I never expected to get that far in trouble,” he said. Jones offered him a deal: prison or a year’s stint in Monroe County’s Jail In-House Drug Abuse Treatment Program, also known as JIP. JIP has been around since 1992 and operates within the Monroe County Detention Center. The program is funded through grants from Monroe County and Florida Department of Law Enforcement, and it is run by the Guidance/Care Center.

This spring, the Board of County Commissioners voted to accept a grant of $133,334 from FDLE with a 25% match requirement of $33,334 for the men’s rehab program, while the board approved a grant application for $55,199 from the FDLE for JIP’s female rehab program. The program helps 100 inmates per year. Each individual who enters the program receives individual counseling, group counseling, drug testing and case management.

John chose JIP but was a little skeptical that it could help — this was his second time around with the program. But when he did his intake interview with substance abuse counselor Kristin Flores, something felt different.

“I answered my intake, and an addict knows how to get around that,” he confessed. “But I thought, ‘I’m praying for a chance.’ I basically lost it and cried my eyes out and said, ‘I have to do something this time.’”

Flores took John under her wing.

“I buckled down with her. She helped me find out the real reason I was using,” he said. “I can’t say enough about her. She said the work was all done by me. But if she didn’t guide me, I wouldn’t be here today.”

As part of JIP, John attended two rehab classes with eight to 10 students a day — with topics such as relapse prevention and triggers — and one private counseling session a week. After JIP, John lived in a Key West halfway house and stayed in communication with Flores. He joined a 12-step program and now sponsors three men and helps them stay clean. John also has now changed professions and has gradually gathered together a staff of six at his workplace who are all in recovery.

“It’s been a heck of a long journey for me, and thanks to this program I feel like I found a missing piece of the puzzle. I just celebrated 32 months clean. I just turned 57. Since I was 19 years old, I haven’t had this much sobriety in my life,” he said.

But John admits that JIP gets a bad rap. “Guards say, ‘Oooo, they’re in the program again,’” he said. “Usually, whatever charges you have, you get a choice from the courts: The JIP program plus six months’ probation or three years in prison. So everyone jumps on the program.”

John said that it also doesn’t help that half those in the detention center are not part of the program, but drug users who are not trying to quit.

In the FDLE grant application for the JIP program, Monroe County staff said that “South Florida, including Monroe County and the Florida Keys, continues to have the unfortunate distinction of being designated as a high-intensity drug trafficking area and, as such, is a leading illicit drug importation area. This has increased the availability of illicit drugs in Monroe County resulting in drug abuse rates higher than both the state and national averages.”

Maureen Dunleavy, regional vice president for Guidance/Care Center, admitted that not everyone who attends JIP responds positively to the program.

“When you need treatment and you’re at a critical point in your life, you’re able to see it and get it. Some people get it, some don’t. Rock bottom is different for everyone,” she said.

“Hopefully, if you’re ready, it’s an opportunity and you can take advantage of that. That’s a personal choice you can make. JIP has done amazing work and has really helped our community.

You have access to treatment that in other parts of the country you don’t get. You’re just doing time.”

Meanwhile, John wants to spread the word to addicts in trouble in Monroe County that JIP works.

“I can’t say enough about JIP. This is important to me: that maybe someone will get something out of reading this story and say, ‘Let me give this a try.’ For a man I did a lot of crying. You have to grab a hold of that chance and spill your guts.”

“P

atriotism runs through our blood 365 days a year. Today we let it spill out on the streets,” Seth Pontecorvo said of Key West’s Fourth of July celebration.

And it was true. The island was filled with flags and American pride after COVID canceled last year’s fireworks display and evening picnic.

Even the “Bubba markers,” homemade navigational aids on the water, were adorned with an American flag over the holiday weekend.

The smell of barbecue, burgers and hot dogs wafted across town as

the Rotary Club of Key West kept the crowds at the foot of White Street fed while raising money for its scholarship fund.

The club has presented the town’s fireworks show since 1976, and the city of Key West in recent years has contributed funds to help pay for the pyrotechnic display.

One participant recalled the lyrics to a lesser-known Jimmy Buffett song, about the night he was invited to take part in a fireworks launch: “Independence Day and all I remember / “Was a midnight rainbow that fell from the sky .../ — Weekly staff report

UV RAYS ARE BOTH BAD AND GOOD

Spread out your ‘dose’ of exposure

A

s the 4th of July fades into the long days of summer, it’s appropriate that July is the UV Safety Awareness Month. Like most things in life, there are really two sides to UV. I thought this might be a good time to look at the risks AND benefits of getting a little sunshine. In full disclosure, I am not a dermatologist, if you have some skin issues or lesions that DR. JOHN concern you, go see your dermatologist or WOLTZ primary care provider.

Specifically UV-A and UV-B. Essentially, UV-B causes sunburns, while UV-A can cause reactive oxygen molecules (think ozone) which can damage skin cell membranes and damage DNA.

This doesn’t guarantee skin damage, premature aging or skin cancers, though. Many other factors affect whether or not you are at increased risk — genetics, skin type and dose are very influential. If you happen to be pale and burn easily, with a family history of skin issues, and you want to spend all day at Sombrero Beach in your Speedos and no sunscreen … well, you may want to think through that plan again. Another interesting tangent to dose is how long it took to reach that dose; i.e., if you use sunscreen and avoid the intense hours of the day (10 a.m. to 3 or 4 p.m.), then you can spread your dose over many days versus the poor soul who got to Sombrero at midday and is visiting from Iceland. You know, the guy at the bar who is redder than a Tampa Bay Buccaneers flag.

Given skin cancer (which I would need a whole column to cover), aged skin, damage to the eyes and the acute sunburn, does sun exposure do anything good for us? Quite a bit, actually. One of the villains I mentioned above, UV-B, is also a good guy, kicking off the process that makes vitamin D. Vitamin D is essential for many processes in the body, from bone health and calcium management to reducing inflammation, assisting in cell growth, neuromuscular and immune function and glucose metabolism … phew!

Sun exposure is also important for those of us who suffer from seasonal affective disorder (SAD). Skin exposure as well as visual exposure helps reverse SAD. One of the best things about sun exposure is that it means you are outside, exercising, enjoying nature, interacting with others, whatever, which is definitely healthier than being inside.

Don’t be scared of the sun, wear your reef-safe sunscreen (apply every two hours or after water exposure, including sweating), wear a hat, sunglasses, put that UV protective long sleeve shirt on while outside (especially at midday) and enjoy paradise.

he wind has been slowly backing all day and everyone knows there is a cold front on its way. By nightfall the wind is a steady 30-knot blow and I know I won’t get much sleep tonight. I’m currently in a city marina mooring field with 200 or so other boats. Don’t get me wrong, I love being on a ball.

A good mooring ball will not drag around like an anchor can. Also, not being on a dock, there is a huge reduction in your contact with roaches, rats, iguanas and who knows what else. Unlike being on a dock, moorings will allow your boat to point the wind which gives you great airflow below decks. But being on a mooring ball also means you must be ever vigilant looking out for the other guy.

You know the ones who use, say, cotton clothesline as anchor line. No, I’m not being funny.

On this night I’m not disappointed.

The gusts are coming in at 35 to 45 knots and the first victim is a dinghy. From the looks of it someone had used plain polypropylene line from the hardware store to tie it off with. Polypropylene floats and is cheap enough, but you can chaff through it with a baseball bat.

Tomorrow it will be found in the mangroves somewhere. Hopefully it will still be upright and the motor will not have disappeared.

Then the big event happens.

Why do boating calamities want to climax at 4 a.m.? Anyway, a 45-foot trawler has chaffed through both of his mooring lines. A later inspection will reveal that he only used ⅜-inch polyester line that has very little stretch. Further, that he simply cleated them off and allowed them to run around the stanchions where the flange bolts would cut right

through, setting his boat adrift.

The collision with his nearest downwind neighbor rudely rousted him out of bed and into action. The radio CAPT. MIKE blows up in the BARBER harbor transmitting the imminent Capt’n Mike has danger. Our boats spend most of the time in port. Most boat damage and deaths occur in port because we feel safe. It seems to me that if being in port is the most dangerous place we would be more vigilant, checking all vessel systems more regularly. But that’s just me.

COMMISSIONERS CAN AND SHOULD PASS VOTER-APPROVED CRUISE LIMITS

W

e at Keys Weekly want to honor the men and women serving in our local military installations. With help and advice from our community members in the armed forces, we’re proud to present our Military Spotlight.

MATT JAMEs COAST GUARD STATION ISLAMORADA COMMANDER/ CHIEF WARRANT OFFICER-4 Why did you join the military? I wanted to serve my country and earn money for college. I originally wanted to become a physician.

How many years have you been in the military? I enlisted in 1995, starting my 27th year soon.

Had you ever been to the Florida Keys before your current assignment? Only for port calls or operational stops while assigned to cutters homeported in the Northeast.

Did you choose the Keys or were you assigned here? I asked to leave my staff position early so I could complete one final operational tour before retirement. I was fortunate enough to screen for another command and was assigned to take command of Station Islamorada.

What were your first thoughts when hearing you were coming to the Keys? I wouldn’t need to wear a dry suit anymore. I’ve been stationed in cold water locations for much of my career. I was excited to thaw out a bit.

Hobbies? My family is pretty soccer-centric. We watch a lot of Premier League, MLS and other leagues. Both kids played or play, I coached, and we may become a family of referees in the near future. I am also resuming my graduate studies.

Favorite things to do? Cook and cycle. My wife and I try to visit local breweries and wineries whenever possible.

Have you ever attended Fantasy Fest and if so what were your initial thoughts? I inadvertently walked into the middle of Fantasy Fest in 1999 when my cutter pulled into Key West for storm avoidance.

It was a fun surprise to turn the corner and walk into the middle of a giant party.

What do you like most about the Keys? I love the easy access to water and the boating culture.

What do you like most about your assignment? I am very fortunate to have another opportunity to lead Coasties and serve a great community. This will be it for me, so I’m trying to squeeze all the fun out of it that I can.

What would you change about living here if you had the power to do so? The housing market this year was a tough one for many of us. We were fortunate to land a great rental property, but it was a pretty big change in lifestyle for us. Hoping things cool down a bit in the near future so my junior crewmembers can find more reasonable housing or have shorter commutes.

Any advice for other military seeking assignment here? Come ready to roll. Most Coast Guard stations are busy, but the operations here are particularly dynamic. Pack the sunscreen, too.

What do you like most about living here? This is a terrific community, I have really enjoyed meeting and working with everyone.

Dear Editor, On June 29, Florida Gov. Ron DeSantis signed a bill that voided the results of referendums that had limited cruise ship operations in Key West. This was a blow for direct democracy but it does not block the city of Key West from regulating cruise ships in accord with the clearly expressed wishes of voters.

The new law, Florida Statute 311.25, only applies to “local ballot initiatives or referendums” that restrict maritime commerce. It does not prohibit local governments or port authorities from regulating ports as they have done throughout Florida’s history. Thus, the city commission retains its authority to pass ordinances imposing the same limits on cruise ships that the voters approved last year.

This may seem counter-intuitive, even provocative, to some people. Can the city really pass a law identical to the one the governor just effectively overturned? The answer is yes. And they should do so immediately.

As one of the organizers of last year’s referendum, I was motivated by a belief in direct citizen action.

Article 1, Section 1 of the Florida Constitution says “all political power is inherent in the people.” Thomas Jefferson said “the government closest to the people serves the people best.” I also considered the precedent set by our city commission in 2012-13, when they repeatedly declined to take a stance on the contentious issue of dredging the ship channel to accommodate larger cruise ships and instead ordered that the question be decided by voter referendum. To many of us who witnessed that episode, this was a clear signal that our commission does not wish to oppose the politically powerful cruise ship industry on its own — they would prefer to let the voters decide.

But, as Gov. DeSantis has helpfully reminded us, America is not a direct democracy. It is a republic, and under our republican form of government, the will of the people is rightly expressed through our elected representatives. In this instance, the governor has not so much overturned local control as he has expressed his binding opinion that the proper avenue of local control runs through the community’s locally elected representatives.

Early versions of the bill signed by the governor did indeed attempt to strip local governments of their authority to regulate their ports.

But these were fiercely opposed by bodies including the Florida Ports Council and the Florida League of Counties, and by individual ports like Miami and Pensacola. A bill stripping these powerful players of their right to local control was simply never going to make it past the governor’s desk. Therefore, the bill he was finally presented ensures that Florida’s seaports will remain in local control, so long as local elected officials approve.

So what’s next? The City Commission has called a special meeting for Monday, July 12 at 5 p.m.

As Commissioner Sam Kaufman recently noted, “all city commissioners and the mayor have consistently voiced their support to implement the charter amendments to the extent permissible by law.” Now that we know that the exact terms of the charter amendments can be fully implemented by the Commission as a new set of ordinances, without any conflict with state law, the Commission should immediately adopt limits matching those that have already been approved by voters.

This is the simplest and most direct route the commission can take to support the will of the voters. But it will also take courage.

The cruise ship industry and its local partners still hold enormous power — and they will try to punish our elected officials if they vote to limit cruise ships. Our commissioners must stand up and remind these self-interested players that they took an oath to support their citizens — and on this issue they know exactly where their citizens stand. If and when our commissioners support the people, they can continue to count on the people’s support.

The people of Key West voted for a change with respect to cruise ships. The city commission should take action now to implement that change through ordinances that mirror the cruise limits overwhelmingly supported by voters.

‘EVERY DAY SHOULD FEEL THIS GOOD’ VINEYARD VINES CATALOG FEATURES FLORIDA KEYS LIFESTYLE AND PEOPLE

K

ey West artists Katie and Garth Holtkamp didn’t ask to be featured in the upscale Vineyard Vines clothing catalog. They didn’t answer a call to artists, or submit their artwork, or their Florida Keys lifestyle story, to the clothing company or its marketing people.

But the company that was launched by brothers Ian and Shep Murray around their own beloved summertime island — Martha’s Vineyard — found its way to the Florida Keys this past March.

Vineyard Vines started out selling silk ties with colorful, island prints.

But it has since expanded to include all manner of bathing suits, shirts, shorts, dresses and accessories.

“I really don’t know how they found us, but they contacted me and I did a virtual call with one of the copywriters and the creative director,” said Key West artist and art teacher Katie Holtkamp, whose colorful abstract paintings are now sold at Green Pineapple and by commission. “This issue of their catalog was supposed to feature ‘A Day in the Life of the Artist’ and their motto is, ‘Every day should feel this good.’”

The 2021 summer catalog highlights three Florida Keys families in all, each of their pages marked with the logo “Real Good People. Real Good Life.”

The Holtkamps’ two-page spread features Katie, Garth, daughter Greta, 9, and labradoodle Cleo, 1. Billy Kearins, who founded the “creative depository” known as COAST, is also seen, along with the father-son flats fishing team of Capt. Gary Skrobeck and Skip Paxton in Islamorada.

Vineyard Vines sent photography, video and wardrobe and stylist crews, and gave the featured families gift cards to order Vineyard Vines clothing for the shoot and to keep, said Katie Holtkamp.

“They shot us here at home, and then we went down to Opal Key Resort, where they had a whole room set up with stylists,” she said. “We walked around Fort Zach. I brought some of my artwork and we walked through Truman Annex while they shot some video. Then we all had lunch at Five Brothers. It was a fun day.”

The upscale clothing line is sold in Key West at Truval Marketplace, 1007 Duval St. The summer catalog features the Florida Keys lifestyle and the people who live it every day.

The company’s founding brothers write on their website, “We joke about it now, but we’d wait nine months to live the ‘good life’ for those three months on the Vineyard with our friends and family. We were in bands, we started businesses, and we combined what we made to buy the best old boat we could find, so we could get out on the water, go fishing and escape.

“In 1998, we were stuck behind desks in jobs we didn’t like, and we were miserable. So, we quit. We tossed out business suits for bathing suits, got our wisdom teeth pulled while we still had coverage and signed up for every credit card we could. On the same day, within 10 minutes of each other, we walked out of our jobs, grabbed a drink and started chasing the American dream.

“It’s been 20 years now — and what a ride. We’re in a big, brand new office, we’ve grown across the whole country, we have a new golf team, we’re the Official Style of the Kentucky Derby … and we sell a lot more than just ties. From technical gear to our original silks, we’ve got any and everything you’d need to get out there and live the good life.”

REACHING THE ‘FANELLI’ Retiring sheriff’s captain looks back on career JIM McCARTHY

C

apt. Don Fanelli could tell stories for hours on his law enforcement career that spans 35 years.

He remembers the days working in Ohio before shuttering mills and a downward economy led him and some other friends to land employment in the Florida Keys. He recalls his time getting acquainted with the island chain, and he looks back fondly on the years he’s worked for the Monroe County Sheriff’s Office.

Fanelli’s one of the first K9 officers in the Keys, and he’s also the one who spent most, if not all, of his time overseeing the checkpoint in Key Largo during the early stages of the coronavirus pandemic.

Fanelli’s career is full of memories serving the Upper Keys community, and his time within the Monroe County Sheriff’s Office brought long-lasting relationships with fellow deputies and area residents.

September will mark Fanelli’s final month serving with the Sheriff’s Office. Then, it’s on to retirement. The Keys Weekly had a chance to speak with Fanelli about his career.

Here he is in his own words: There were a bunch of us from Ohio who came down here, and it was a culture shock to say the least.

We were in a city atmosphere for the most part, and now we have this in the Keys where people are coming up to you and giving you letters asking for forgiveness because judges required them to write letters to arresting deputies as apology letters. It was a different time.

You get these letters and it was weird because you’d arrest someone in Ohio and you’d never see them again. Here I am at Winn Dixie one time, I'm hearing “Deputy Fanelli” and there’s this guy coming toward me. I was like, “oh man.” I recognized the face, but I'm thinking “oh man I'm going to have to take care of this; he’s pissed off because I arrested him.” He ended up coming up with an apology letter and I accepted it.

There was a pirate mentality when I moved here. It was a lot different. Bars were open 24 hours. We had a lot of people coming and going. I remember there were guys who’d come work here and would be here a day and leave because it was an island atmosphere.

It was busier then. We had more batteries and stuff because of the bars. But the experience in Monroe County, I was going to leave after one year. I wasn’t too sure about it, but I ended up staying.

When I was in patrol, I didn’t like dealing with people who were arrested. That’s not how I grew up and worked five years in Ohio. I didn’t really care for that. But, throughout the years, I became more mature and understood the importance of not only using those as contacts on the street, but when I became a zone commander and captain, the contacts in the community are obviously invaluable.

I started under Billy Freeman, and he was about treating the community well. From there on out it was Allison DeFoor and Rick Roth and Bob Peryam and now Rick Ramsay.

You look at sergeants in northern states: They don’t move. You’re there 15-20 years before you become sergeant, and that’s what you retire as. I’m very thankful and humbled by the position I have. I never expected to be a district commander in my career, and probably many people who I work with (a laugh follows).

I started out as patrol. I became a field training officer. From there, I went to the zone commander and field training supervisor. I was in K9 and got my K9 instructor’s license. I was an instructor for a short time. Of course, I became patrol sergeant, and from there district lieutenant and captain when I was transferred to Islamorada. Then I transferred back to Key Largo and have been here 12-13 years.

I wish I would have gotten to know people Capt. Don Fanelli. in the Lower and Middle Keys. It just happened every time I got promoted it was in the Upper Keys. So I ended up staying here. I’ve enjoyed every moment of it. It’s just an awesome experience.

It’s extremely difficult to police when the majority of criminals are not from the area. Our criminals, the majority of major cases we have, are coming from the mainland. That requires more work, skill, interview techniques and contacts. For that, I don’t want to say we’re the busiest district. But we’re busier than, say, Islamorada.

I gotta say almost one of the same things that Corey Bryan (former captain who retired last year) said: “You start to feel like a dinosaur after a while. I don’t know, it’s a gut feeling. There’s nothing I can pinpoint.

There’s nothing that I dislike or hate. Part of me comes to work and says, “I don’t want to leave this yet.” This is what I've known since I was 18 years old.

I’m in no hurry to leave the Keys. Leaving 35 years of acquaintances and good friends, if I break down on the bay in my boat, I have people who I know who can get me. Those relationships take years.

Our plans are to go up to Citrus County and start experiencing relaxation and kayaking and bicycling. I love riding my motorcycle, but I haven't done that seriously down here because of the increase in traffic. I want to ride where you can be relaxed, not where you have to be on alert every second.

No one accomplishes anything, I believe, simply by themselves.

You have to have somebody to help you out. I’ve had great assistants.

The community and my staff and everybody I’ve had the opportunity to work with have been great.

he Florida Keys Council of the Arts, in conjunction with the Key West Writers Guild, recently announced that C.J. Geotis has won this year’s writing award for his manuscript, “DoubleEdged Sword.”

Geotis is a lifelong fisherman who followed his dream 21 years ago to the Florida Keys. He served as the deputy city manager and ports manager of Marathon for four years.

His volunteer work includes serving on the board of the Marathon Community Theater.

For 14 years he has written a local fishing column. Many of his columns emphasize the fact that relationships and friendships are often more important than the catch. He is currently in the final stages of writing his first full-length novel, “The Double-Edged Sword.” Geotis lives in Marathon with his wife, Loretta. Contact him at fishstoriescj@comcast.net.

This year marks the 18th annual award for the cash prize, which is supported by an endowment of the arts council.
