ORAVEC OATH MARKS OFFICIAL START

New manager preparing to face big matters facing village JIM McCARTHY

une 28 marked the final meeting and June 30 the final day for Port St. Lucie Mayor Greg Oravec. He packed his belongings and fit in final interviews with city media before making his way to the Keys for his next journey as manager for the village of Islamorada. A decision to leave Port St. Lucie, where he served for some 20 years, was not easy for Oravec and his family. He wrote to city residents in early June following Islamorada Village Council’s decision to pick him as the next village manager. In reading the recruitment for the position, Oravec said, he felt that the position was calling his name — the closing date for applications the same day as his mom’s birthday. His mom, who passed away in 2013, always enjoyed visiting Oravec when he lived in the Keys in the late ’90s. A new resident of Lower Matecumbe’s Safety Harbor, Oravec officially became Islamorada village manager on July 1. Mayor Buddy Pinder said the council and village can move forward on key issues. “He’s just as excited as I am, and I hope we all are excited,” Pinder said. “We got some leadership.” Pinder woke up on the morning of June 21 to drive to one of Oravec’s last meetings in Port St. Lucie. He said the majority of people hated to see Oravec leave. “I met some of the officers, the council members and residents. Everybody I talked to had great things to say about Greg,” he said. Since the resignation of then-village manager Seth Lawless last August, village Finance Director Maria Bassett had been acting manager. Having helped the village through a pandemic and guiding the dais, composed of five new members, on matters that preceded them, Bassett will return to her primary role as head of the finance department. Oravec began to acquaint himself with the village from its staff to community residents from the time of his selection. He’s also heard firsthand the issues facing Islamorada, ranging from the millions of dollars in fines proper-

ties are facing for not being hooked up to the central wastewater system to the end of building permits in 2023. “We need to start addressing how we’re going to handle that problem, and it kind of dovetails into a need to review and amend our code and land development regulations for the future,” Councilman Mark Gregg said regarding 2023. “I think Greg has been preparing for that. I know he’s very excited about creating a vision for the next 20 or so years for Islamorada.” Oravec told the dais during a June 17 meeting that he’d work with staff to address the council’s concerns surrounding the roughly $5 million in fines for properties not hooked to the wastewater system. Council members are set to approve a resolution at the July 1 meeting to extend a code com-

pliance lien amnesty program to the end of July 31 in hopes for a solution to bring 27 properties into compliance. “We’re waiting for his help on that, hopefully extending that to the year and help these people to get hooked up on the sewer,” Pinder said. “I didn’t know there was $5 million in fines on the rest of the people who hadn’t hooked up yet.” Oravec’s agreement includes a salary of $169,500, housing allowance of $2,000 per month starting on the third month of employment and $13,500 for relocation that’s due upon the employee agreement’s execution. He’s also receiving benefits that include annual sick leave and retirement. The agreement also required Oravec to be a full-time resident no later than October, but that was taken care of swiftly following his selection.

Iguanas: Less than one month left No Florida Keys pet owners have had their animals chipped by FWC CHARLOTTE TWINE

charlotte@keysweekly.com

T

he Florida Fish and Wildlife Conservation Commission’s (FWC) July 28 deadline is creeping ever closer for pet owners to chip their iguanas to come into compliance with the state’s bold effort to minimize the adverse impacts of the invasive species. Wildlife officials say they are encouraged that they have helped pet owners tag nearly 150 tegus and green iguanas in free events held throughout the state, because if caught out in the wild without a chip after a Oct. 26 caging deadline, they will be humanely killed. However, FWC staff report that none of the reptiles tagged thus far has been from the Florida Keys. “These events are meant to assist members of the public with new PIT tagging requirements for pet green iguanas and tegus, so every tagged pet is a success,” Michelle Kerr, spokeswoman for FWC. Per an FWC press release, new rules require owners of pet tegus and green iguanas to apply for a no-cost permit and mark their pets with a Passive Integrated Transponder (PIT) tag, also known as a microchip. The FWC has held five Tag Your Reptile Day events throughout the state to offer owners an opportunity to have their pet green iguanas or tegus microchipped for free, at such locations as Gulfarium Marine Adventure Park in Fort Walton Beach, Brevard Zoo in Melbourne, UF College of Veterinary Medicine in Gainesville, Zoo Tampa and South Florida Science Center and Aquarium in West Palm Beach. One more free chipping event will be held in Fort Myers in July. Perhaps the distance of these events has been prohibitive, because when Keys Weekly asked Kerr about the attendance of iguana owners from our island chain, she replied, “There have been no owners from the Florida Keys at these tagging events so far.”

Another possible deterrent: the limit for iguanas/tegus to be tagged at these events is five. “We have noted multiple owners who brought five tegus/iguanas to receive a free PIT tags at these events,” said Kerr. The five-iguana limit was definitely a deterrent for a passionate local pet owner who spoke to Keys Weekly and asked to remain anonymous. The Florida Keys resident said she has 15 iguanas, so going to the FWC’s free event was not an option. “I took one iguana to the vet and asked them to show me how to insert the chip. I paid to watch them,” said the owner, who noted that the microchip gets inserted in the rear leg of the animal. “Then I bought 14 chips online to do the rest of my iguanas myself.” The iguana lover is also $1,000 into building an outdoor cage, another requirement from the FWC with a deadline of October 26. But she doesn’t mind all this effort for her reptiles. As she said, “They’re my babies.” Though it may seem counterintuitive to control reptiles in the wild by chipping pets that are living on private property, FWC communications rep Carli Segelson said this is a necessary part of the FWC’s multi-pronged approach.

“These species pose a threat to Florida’s ecology, economy and human health and safety,” she said. “Because they are high-risk to Florida, enhanced regulations are necessary.” Experts agreed at a February conference that enough data has been collected with the University of Florida to support removal of iguanas and other high-risk reptiles. Segelson also said that in the future, having these reptiles as pets will no longer be allowed in Florida. The FWC’s grace period ends July 28, and by that time all pet green iguanas and tegus must be permanently microchipped and owners must have applied for the no-cost permit. All other entities must come into compliance with the new rules by July 28 as well, including entities possessing the regulated species for research, educational exhibition, eradication/control or commercial sale purposes. Additionally, entities with these species will have to come into compliance with the new outdoor caging requirements. The grace period for upgrading outdoor caging ends Oct. 26, 2021. The last “Tag Your Reptile Day” event is Sunday, July 11, from 9 a.m. to 4 p.m., at Lee County Domestic Animal Services, 5600 Banner Dr, Fort Myers. More information is at MyFWC.com/ ReptileRule.

THE LEGEND OF SAFARI TIM CHARLOTTE TWINE

charlotte@keysweekly.com

S

ometimes, bartender Tim “Safari Tim” Swann would just answer his customers’ orders with a grunt. Other times, he would simply hold up a cardboard sign with a handwritten message: “Loser!”, “Go the f*** home,” “Wrong Way A******,” among others. Still other times, he would flip people the bird from behind the bar. But the man was beloved. A whole crew of his friends and former customers gathered recently at Islamorada’s Angler House Marina to reminisce about him. And he was legendary enough to be mentioned in writer David L. Sloan’s book “The Florida Keys Bucket List.” Safari Tim passed on May 19 at age 60 after a years-long battle with vascular disease. He died in his sleep. “That’s our blessing,” said Krissy Carnahan about his peaceful death. Carnahan helped arrange the Angler House gathering and was one of his best friends. Swann came to the Keys from Louisiana in 1997, and after short spells at other hospitality venues, he ended up at the D.A.B. — the Dead Animal Bar, locals’ affectionate name for the Safari Lounge. He worked there for a long time, so long that he got the nickname “Safari Tim.” And he attracted a community of like-minded souls. Carnahan met him at the D.A.B. and recalls many a night that they hung out with the crowd until “the sun was coming up,” she said. “He said a lot by hardly saying anything. And he was a heavy pourer,” she said with a laugh. “The Dead Animal Bar was truly a Keys bar, and Tim was the heart of it,” said Carnahan. “The D.A.B. was not corporate. I lived in Lower Mat and it was the place to go — I met my husband on the dock there.” Swann’s best friend was Kenny White. He pointed out that somehow, everyone knew Safari Tim. White recalls randomly running into someone in Canton, Ohio, who had visited the D.A.B. and remembered meeting the gruff yet soft-hearted bartender. Sloan listed visiting Safari Tim and the Dead Animal Bar as Number 37 in his book “The Florida Keys Bucket List.” He groaned when Keys Weekly told him that Swann had passed.

Safari Tim was known to just grunt and answer customers by simply flipping the bird — yet he was beloved by many. CONTRIBUTED

“He was an amazing creature,” Sloan said. He added, half-jokingly, “His eyes told you he knew where all the bodies were buried, but the smile on his face said he wasn’t going to tell you.” Swann’s former coworker, Kevin Potter, said, “He would always try to do something special for friends on the side of the bar — never to draw attention — with words, or an object.” White agreed, saying Swann once gave a bartender at the Whistle Stop a new pair of shoes simply because he had complimented Swann’s shoes a couple weeks prior. “And if you mentioned you liked a photo, he would have it put on canvas and slip it across the bar to you a couple weeks later,” said Carnahan. The Angler House gathering turned into a mini celebration of life, with friends shouting memories between tables. “No one ever saw him run,” said one. “The man never raised his voice,” said another. “He had this expression he always said,” said Beau Ricksecker, “‘Not my monkey, not my circus.’” And when someone was overserved, he would quietly defuse the situation, often with humor, by holding up one of his cardboard signs. His friends also noted that in order to poke fun at his gruff exterior, he would be the first to wear goofy holiday costumes, such as an ugly Christmas sweater or a supersize necklace of Mardi Gras beads, strung with large shiny balls that were the center of many an off-color joke.

“He was the nucleus of the community that started around the D.A.B,” said Potter. “He started a community of people who are still together now.” But times changed. The Safari Lounge closed after Hurricane Irma swept through. Swann eventually found work at the Angler House. Toward the end, Carnahan and White called Swann “their son.” He had stopped drinking and smoking a few years before he passed after warnings from doctors about his vascular disease. But he had an aversion to medical care, and he was supposed to go for surgery. Yet he didn’t. White would tell Swann, “Timmy, if you don’t call me, I’ll bang on your door.” But one day in May, Swann didn’t answer Carnahan’s texts. And she knew. Swann’s family recognized that his Keys family was important to him, so they gave his friends half his ashes. Carnahan said they will organize a formal Celebration of Life and decide where to put his remains. “We found those old cardboard signs in his room,” Carnahan said, sadly. “And people are still texting me, ‘Where’s Timmy?’” Carnahan said that Safari Tim Swann’s Celebration of Life will be planned for when the snowbirds are back in town, possibly around the first of the year. For readers who are interested in attending, she suggests keeping an eye for announcements on Facebook.

FUNDING FOR THE FUTURE KEY WEST’S ASSISTED-LIVING FACILITY NEEDS FINANCIAL HELP MANDY MILES mandy@keysweekly.com

T

he friction between Key West and some communities at the other end of the island chain is generally a dull but persistent sort of discord, muttered under the breath but rarely debated publicly. Key West, to some, is the intrusive diva whose showy excesses and pouty demands make life difficult for those around her, despite their dependence on her income. But that quiet conflict between communities has grown louder and more public in recent weeks, as county officials consider whether to assume responsibility for Poinciana Gardens. Key West’s assisted-living facility has been struggling financially since its opening in July 2018, when only nine of its 106 units were occupied — and those residents were paying $3,000 per month for apartments. Rents were much higher than anticipated under the original management company, making the brand-new units too expensive for most Keys seniors. In 2019, the Key West Housing Authority, which owns the property, found a new management company that lowered rents and increased occupancy, but the facility continues to operate at a loss that the housing authority can no longer afford. County Commissioner Craig Cates wants the county to take over operation of the facility from the housing authority with additional financial support from the city of Key West. Cates in May called the arrangement “a no-brainer” due to the money it would save the county in the long run. Monroe County is spending $1.2 million a year to operate Bayshore Manor on Stock Island, which currently houses only 11 residents. “If we can move the Bayshore Manor residents to Poinciana Gardens and close Bayshore Manor, we’ll have more than a million dollars a year to put toward Poinciana Gardens,” Cates said in May. “Plus, we’ll get back the Bayshore Manor property on College Road. Plus, we’re currently spending about $250,000 to rent office space at the Professional Building and other locations in town. We can move those offices to the Bayshore Manor property that we already own to save another quarter-million dollars a

year. To me, it’s a no-brainer. I hope the other commissioners see it as clearly. There’s also space available at Poinciana Gardens to have senior day care services and other activities bring in additional revenue.” But not everyone agreed. Resentment, dissent and political threats became apparent in recent weeks, with some Upper Keys community groups opposing the proposal, wondering why their taxes should fund something their seniors won’t use. “This isn’t about Upper Keys vs. Key West; or Poinciana Gardens vs. Rowell’s Marina, which the county bought, but Key West doesn’t use,” County Commissioner Mike Forster told the Keys Weekly on Tuesday. “We’re not going to divide the Keys. We’re going to take care of each other. But I want to know the appetite of Key West for this project.” Forster said he would not vote in favor of Cates’ proposal “if Key West is only putting up $400,000 the first year, then $300,000 the second year, then $100,000 the third year. We need the city of Key West to be a full partner in this with us.” Commissioner David Rice agreed, saying, “My hope is to continue these services for our seniors with three groups — the county, the city and the housing authority — all working together, and I’ve gone from hopeful to optimistic that County Administrator Roman Gastesi is making good progress with his discussions and negotiations,” Rice said. Commissioner Eddie Martinez said he would back Cates’ proposal.

“Our seniors are not disposable,” Martinez said. “Also, Poinciana will operate in the black when run properly, and it will be. So there should be no issues. If we move Bayshore Manor residents to Poinciana Gardens, and move some county offices to the Bayshore property, it will all be offset. Are you willing to dispose of your parents? Or anyone else’s? I don’t think so. I wouldn’t either. Search your heart and just do what is correct.” The county commission will hear the latest from Gastesi and consider their options at their meeting on Wednesday, July 21. Until then, the group of Key West residents who fought for 20 years to get an assisted-living facility built, is hoping the commissioners will see fit to serve the senior citizens of Key West however possible. “The basic thing here is they need to not let our elders down,” said Joan Higgs, a former administrator at Bayshore Manor and a founding member of the Florida Keys Assisted-Care Coalition, which got the facility built. “Somehow this has become about politics instead of about taking care of our seniors. The county will protect coral reefs and old buildings, but not our elders? Their refusal to support this would be completely outrageous and inhumane, and I’ve never seen that from our county commissioners.”

hy is the shallow collection of corals about 5.5 miles south of Ramrod Key called Looe Key and not Looe Reef? Well, when the H.M.S. Looe wrecked there on Feb. 4, 1744, a narrow stretch of land was out near the reef. The captain of the Looe, a man named Utting, described the offshore islet as some 300 yards long and 100 yards wide. The Looe in question was the fourth of six British ships of war given that particular name between 1696 and 1763. BRAD Captain Utting’s Looe was built in a Snelgrove shipyard in the London area. On Dec. 12, 1741, the Looe was launched on the BERTELLI River Thames. The ship was 124 feet in length and had a beam ... is the curator of 36 feet. Key and skunk While patrolling the Florida Straits on Feb. 2, 1744, Captain apes. Utting spied through his glass a suspicious-looking ship near Cuba. It was flying a French flag. When the Looe approached, crew members observed a large oilskin packet being thrown overboard. The crew of the Looe was quick to scoop the packet out of the water and deliver it to Captain Utting. Upon its reading, Utting learned that while the vessel was flying a French flag, the ship was identified as the captured English merchant vessel, Billander Betty. The ship was being used for Spanish purposes by Spanish operatives. In response, Utting assigned a crew to board and marshal the Betty while the Looe escorted the captured ship to Charleston. It was night two on the trek when the Looe sailed past the island recognized as Cayo Hueso on period charts and Key West today. Because of the nature of the environment, the Looe crew began dropping sounding leads every 30 minutes. Sounding leads were weights attached to lines that were dropped overboard to measure the water's depth. Around midnight, on Feb. 4, after several measurements and satisfied that the ocean floor recorded a depth of several hundred feet, Captain Utting went below deck to his cabin. As the ships navigated the narrow straits, the Gulf Stream gently pushed them in a slow westerly direction. Suddenly, the men on watch saw waves breaking over a shallow reef. An alarm was sounded. Evasive actions were taken. The Looe’s rudder struck the reef, broke off, and the ship, unable to steer, was pounded by swells and beaten against the coral beds. The ship was taking on water. To make matters worse, a few minutes later, the Billander Betty struck the reef, too. The sailors aboard both ships were able to escape to a narrow spit of land. When the sun emerged over the Atlantic’s horizon, there must have been a mixture of emotions percolating among the 274 survivors crowding the thin layer of sand rising about a foot out of the clear turquoise waters. The survivors managed to salvage the ship’s auxiliary boats, 20 bags of bread, and 6 barrels of gunpowder. When a Spanish sloop sailed past the wreck site, Captain Utting ordered three boats manned with armed marines to capture the ship at all costs. No one came back that night. The sloop sailed up with the three boats in tow the following day. With the help of the captured Spanish sloop, every man stranded on the islet would sail away to safety. The wrecked H.M.S. Looe left an indelible mark on the Florida Reef. The little spit of land where the sailors of the Looe and the Billander Betty sought refuge has long since washed away and disappeared into the ocean. However, the name Looe Key is still used to identify the shallow reef system where, on Saturday, July 10, the shallow offshore reef will be home to one of the quirkier festivals found in the Florida Keys, The Looe Key Underwater Music Festival. First conceived in 1985, the festival is an effort to educate as well as entertain. Coral reefs are important biological and ecological marvels and not merely beacons for divers, snorkelers, and the coffers of the tourism industry. As such, in addition to the four hours of commercial-free music played through underwater speakers out at the reef, recorded public service announcements from the Florida Keys National Marine Sanctuary promoting diver etiquette and coral reef awareness are broadcast. The event is simulcast live on the radio and streamed over the internet worldwide from U.S. 1 Radio, 104.1 FM.

STATE GIVES KEYS $1M FOR PUMP-OUT PROGRAM

M-POOP

Facilities with 10 or more live-aboard slips must install pump-out systems

T

he Monroe County Board of County Commissioners approved the Marina Pump-Out Outfitting Program (MPOOP) recently to reduce pollutant discharges from liveaboard vessels by expanding the number and use of sewage pump-out facilities. The program can help local marinas with navigating how to install required vessel sewage pump-out systems. County code requires marine facilities with 10 or more slips or one or more liveaboard slips be sent an official notification that an on-site fixed pump-out system is required to be installed. Once notice is sent, that facility will have 12 months to complete the installation. Once installed, the equipment must be kept operational to ensure that pump-out service is available to all customers. Regardless of size, all marinas must provide educational signs to inform boaters about the importance of pumping out and locating pump-out stations. Prior to setting deadlines, the MPOOP program is available to assist marine facilities that wish to voluntarily install the required pump-out equipment on their property before the notices are sent out. No date has been set for when official noticing will begin. “There are nearly 500 marine facilities in Monroe County with about 500 to 1,000 liveaboard vessels at these locations,” said Celia Hitchins of Monroe County’s Marine Resources Office. “Less than a third of these facilities have the required on-site vessel sewage pump-out equipment.” When notice is sent, facilities without the required systems will have a 12-month implementation period, but there is up to 75 percent funding assistance available from the Florida Department of Environmental Protection Clean Vessel Act (CVA) grant program to come into compliance. The CVA program can cover costs associated with the purchase, installation, operation and maintenance of pumpout equipment, as well as other miscellaneous costs like signage. “Designing and installing pump-out systems can be a daunting infrastructure project, especially for small mom-and-pop marinas since it can take significant time and resources to implement,” said Monroe County Mayor Michelle Coldiron. “I am pleased that there is substantial grant money available to offset the cost and that our Monroe County Marine Resources office is here to assist the marinas in navigating the funding process to help them come into compliance.” Additional information, an educational video, step-by-step permitting guidance, contact information, and sample projects and costs can be found at www.monroecounty-fl.gov/mpoop or by calling 305-289-2500. “The program supports the Florida Keys No Discharge Zone that protects Monroe County’s fragile natural resources,” said Hitchins. “By assisting our local facilities, marina owners and operators can move forward in a proactive way to help protect and enhance our nearshore water quality.” — Contributed

Ana Maria Rodriguez, who both represent Monroe County in Tallahassee, presented the Board of County Commissioners with $1 million for the local mobile vessel pump-out program. The program provides free mobile weekly vessel pump-outs at no charge throughout the Florida Keys. Monroe County implemented a large-scale mobile vessel pump-out service in 2013 to discourage illegal sewage discharges and help local and transient boaters protect the entirety of the Florida Keys National Marine Sanctuary from sewage discharge. The state recognized the contribution of the county’s pump-out program and passed legislation allowing the county to require vessels show proof of pumpout. Program achievements: Performed more than 163,000 pump-outs since 2013. Serviced more than 700 weekly customers in 2020 (with 4,000 boaters registered in the program since 2013). Diverted and properly disposed of more than 2.4 million gallons since 2013. Operated the largest program in the state serving more than 100 miles of Florida Keys on both the gulf and ocean sides. Monroe County also uses its local Boating Improvement Funds and can also secure Clean Vessel Act funding to support the program and other pump-out initiatives like the Marina Pump-Out Outfitting Program (MPOOP). “The State of Florida has always demonstrated a strong commitment to protecting the quality of Florida Keys’ waters,” said Monroe County legislative affairs director Lisa Tennyson. “We are appreciative of our delegation’s advocacy and the legislature’s recurring appropriations to support this program.” — Contributed

OFFICERS SAVE AND FREE INJURED OSPREY

KEYS WEEKLY’S JIM McCARTHY NAMED SUNSET ROTARY PREZ

Florida Fish & Wildlife Conservation Officer Jessica Diaz and United States Fish and Wildlife Officer Jared Briley recently received a call from dispatch of an injured bird off of Indian Key Fill in Islamorada. Briley and Diaz were able to capture the bird, which was taken to the Florida Keys Wild Bird Center in Tavernier. Rehabilitators there told the officers after an examination and running some tests that it had parasites. The osprey was also underweight. The center was able to nurse the osprey back to health, and after weeks of rehabilitation, Diaz was able to join Florida Keys Wild Bird Center staff in the osprey’s release into the wild. A new Key Largo Sunset Rotary board and a new president, Upper Keys Weekly editor Jim McCarthy, were installed during a June 28 ceremony inside Jimmy Johnson’s Big Chill. In attendance were Rotary District 6990 Governor Joe Schumacker and Governor-Elect Michael Kesti. Rotary District 6990 encompasses clubs from southeast Florida, the Florida Keys and Grand Bahama Island. Schumacher installed two new members in Maryanne Warren and Tom Morrison, board members and the club’s second president in McCarthy. “As president of the club, I’m looking forward to a year of growth and excitement with an amazing group of people,” he said. “With Rotary, it’s service above self. I believe this club truly embodies that.” The board is composed of Lisa Feliciano, past president; Dennis Caltagirone, president-elect; Nicole Blanche, secretary (not pictured); Sandi Haab, treasurer; James Jeske; John Ribble; Scott Ward (not pictured) and Jim Hiatt (not pictured). Barbara Cimmarusti was named Rotarian of the Year, while Monroe County Sheriff’s Sgt. James Hager was named Police Officer of the Year. Eleven members received their Paul Harris awards. The club meets every first and third Monday at 6 p.m. at Denny’s Lounge in Key Largo. — Contributed

BRIEFLY Southern Tide store celebrates opening July 4th weekend Southern Tide's new Islamorada store will have a grand-opening celebration over the July 4th weekend. Throughout the gathering, guests will receive gifts with purchases and are invited to enter to win a two-night stay at Cheeca Lodge & Spa. Customers can also enjoy live music by Leah Sutter, catering and cocktails by Morada Bay and MEAT, beer from Florida Keys Brewing, cornhole and more. In addition, 10% of all proceeds from the weekend will be donated to marine conservation organization REEF. Located in Morada Bay, the store is just steps from the beach and right near U.S. 1 and offers an assortment of men's and women's apparel and accessories designed for life on the water – from fishing to boating, beach days and more. The interior includes several nods to the brand's coastal roots and the local community, like capture fish flags, a saltwater tarpon mount, and

custom artwork by local Gyotaku artist Lisa Lee Herman. The store is located at 81610 Overseas Highway, Islamorada. For more information about the store, go to www.southerntide.com or call 305239-0803. Monroe County Sheriff’s Office asks locals not to report fireworks Monroe County Sheriff’s Office would like to spread the message that the 911 line is intended for residents to report immediate emergencies, not to report the use of fireworks. Every year, 911 staffers receive hundreds of non-emergency fireworks calls, which inundate deputies on patrol and affect response times on more serious calls. MCSO asks locals to call 911 regarding fireworks only if there is an immediate safety issue or injured person.

A law signed by Gov. Ron DeSantis last year states that shooting fireworks is not a state crime. Nonetheless, it’s best to leave the fireworks to professionals. Fourth of July weekend expected to be extra busy The Monroe County Sheriff’s Office expects Fourth of July traffic to be very heavy throughout the Florida Keys — on and off the water — through Monday, July 5. The holiday is expected to be one of the busiest times for the Keys in recent memory as the nation continues its slow return to normal due to COVID-19. Traffic enforcement deputies will be on the roads watching for impatient and unsafe drivers. Don’t pass in no-passing zones or in center turn lanes or you are likely to get a ticket. If you plan to drive anywhere in or out of the county, make sure to allow extra time for your trip. Expect back-ups and delays from the 18-Mile Stretch to Key

West. Also, if you plan to drink alcohol, make sure to designate a sober driver — for your car or your boat — to make sure you get home safely. The Sheriff’s Office will have extra deputies on the water as well in an effort to keep mariners safe. Be patient and courteous at sandbars, other gathering areas and especially at marinas and boat ramps. They are expected to be very busy. Again, plan ahead and give yourself extra time. Please leave the fireworks to the professionals. Deputies respond to a great many residential fireworks complaints, which can interfere with more serious calls. Discard trash properly, in a trash can or a recycling container. It isn’t fair to leave it on the ground or in the water for someone else to clean up and you could be charged with littering. Have a safe and fun Fourth of July. Please help keep the Keys clean and safe for everyone.

MCSO captain recognized

n recognition of her groundbreaking career path in the Florida Keys, Monroe County Sheriff’s Office Capt. Lee Ann Holroyd received the 2021 Glass Ceiling Award from the Florida Federation of Business & Professional Women’s Clubs Inc. (BPW/FL), the state’s leading organization for working women. The awards presentation was held June 18 during the 100th annual state conference at Saddlebrook Resort in Wesley Chapel. Six other members of the Upper Keys Business and Professional Women’s Club (BPW/Upper Keys) were in attendance for the awards ceremony, as were five of Holroyd’s family members. Holroyd was nominated by the BPW/Upper Keys, of which she is a member. Most of the conference was open for virtual attendance, allowing Sheriff Rick Ramsay and at least 20 others from MSCO to virtually attend the award presentation on Zoom. “I am very proud of Lee Ann and all of her accomplishments here at MCSO and in life,” said Ramsay. “She is one of the hardest working people that I know and is truly deserving of this recognition." Holroyd started working with MCSO in 1983 in a temporary staff support role. She quickly was offered a permanent spot as an assistant to the Criminal Investigations unit. After attending basic law enforcement academy, Holroyd was assigned to the Upper Keys as a deputy sheriff. Two years later, she was promoted to sergeant. She joined the newly created school resource officer program in the Keys and was asked to be the supervisor for the unit for the entire county. Eventually, she spent more than 10 years commanding a federal narcotics task force focusing on the location and seizure of laundered narcotics proceeds. These investiga-

tions took her all over Europe in order to return seized assets to benefit the community she serves. She holds many “firsts'' with the sheriff’s office. She was the first female detective lieutenant and commander of special operations. Holroyd is one of the highest-ranking women in the Sheriff’s Office and on the command staff. Today, she wears many hats: inspector general and commander of professional standards, school security and the Key West International Airport; head of Internal Affairs. “We are so proud of our member, Lee Ann Holroyd, for setting such an example to women and girls that they can excel in any field or role, even those traditionally held by men,” said Suzi Youngberg, BPW/ Upper Keys president. “She has truly shattered more than one glass ceiling, and I’m glad we were able to see her honored this way.” BPW/FL is a statewide federation with almost 500 members in 13 local organizations. BPW/Upper Keys is the largest of the local organizations, with 85 active members. BPW/Upper Keys went on to receive additional recognition at the state conference by winning seven awards including Best Local Organization of the Year. Margie Smith was appointed as membership chair. And, two Upper Keys members were elected to state leadership. Ilja Chapman, immediate past president and Suzi Youngberg, current president, will serve as vice president and delegate to the council of presidents, respectively, on the BPW/FL Executive committee 2021-2022. BPW/Upper Keys supports working women professionally, politically and personally. More information is at upperkeysbpw.org or on Facebook @upperkeysbpw. — Contributed

Lisa Mongelia, executive director of History of Diving Museum, with the Volunteer of the Year Award from KAPOW for her commitment to excellence in education. CONTRIBUTED

L

isa Mongelia, executive director of the History of Diving Museum, was honored during a virtual ceremony on June 8 with the Volunteer of the Year Award from KAPOW (Kids and the Power of Work). KAPOW is a program offered by Learning for Success Inc., which helps students connect their strengths, skills, talents and interests to their dreams through partnerships with teachers, schools, volunteers, businesses and the community. KAPOW is pairing professionals with local schools to help South Florida’s youth develop essential career skills: self-awareness, positive work habits, teamwork, communication, and decision-making through mentoring and educational worksite visits. During the virtual ceremony, several Key Largo School students also received special awards for their efforts in the Advancement Via Individual Determination (AVID) program. The “Keeping the Connection” Award was presented to Mongelia, naming her and History of Diving Museum KAPOW Volunteer of the Year, for “commitment to excellence in education.” History of Diving Museum develops programs for students to help promote interest in history and museum studies in a relevant and meaningful way and connect it to their other areas of study. "Lisa is an excellent presenter,” said Cutler Ridge Elementary School teacher Maritza Cortada, who nominated Mongelia for the award. “She is always punctual, very knowledgeable and very positive with my students. She comes to class always prepared with a PowerPoint. She explains the lessons extremely well and is very receptive to the students. She asks questions and tries very hard to keep the students involved. I have worked with KAPOW before; Lisa has definitely been the best volunteer I have ever had." Mongelia is the executive director at the History of Diving Museum in Islamorada. She has over 30 years of law office management and 40 years as a diving professional and works with a team that seeks to enhance exhibits and offer two featured exhibits each year, which are complemented by educational outreach programming. Mongelia began volunteering with the KAPOW program in 2001 while working at the law firm of Morgan, Lewis & Bockius LLP. She continued to be involved when she transitioned to the History of Diving Museum, switching the lesson plans to focus on museum studies and opportunities as a diving professional. She also volunteers on the Sanctuary Advisory Council and spends her free time with family and friends, scuba diving, hard hat diving, kayaking and biking as well as visiting other museums and cultural events. “I am humbled by this award. It has truly been a joy to work with Ms. Cortada and her wonderful students at Cutler Ridge Elementary,” Mongelia said. “Being connected with KAPOW for 20 years, I remain involved because I believe the program is an excellent resource for opening the minds of students to new possibilities. The History of Diving Museum and I would like to thank you for this recognition. Together, we are all working to build a better community.” — Contributed

H

ere in the Keys, we’re spoiled with yearround diving and a tropical coral reef as our playground. There’s so much to see and do, so we wanted to highlight some of the most important things going on each week.

THIS WEEK’S DIVE REPORT This week conditions were fine. We had some rain here and there, but no trips were canceled because ERIC of this. Sometimes, it’s even fun to dive in the rain BILLIPS and see the droplets hitting the ocean’s surface from below. is the owner, The Florida Keys are famous for many of our shipcaptain and wrecks, and they never disappoint. This week, we did a instructor at “wreck trek” to the Bibb, Duane and Eagle wrecks. The Islamorada Dive Center and Florida current was pretty strong, but our divers muscled their Keys Dive Center. way through. This is just like spearfishing and what our divers do to get out of the current. So, the captaining in the Florida Keys. payoff for fighting through the current was some very cool critters. The wrecks were loaded up with life! NEXT WEEK’S DIVE REPORT The holiday week and weekend are forecasted to be beautiful. It will be sunny with slight winds. Make sure no matter what you do over the time off that you stay safe. Big weekends like July 4 can bring a lot of boat traffic to the Keys, so stay aware of your surroundings.

CONSERVATION TIP

CONSERVATION UPDATE More corals planted this week brings I.CARE’s total for the year to 1,460 corals. All of these have been planted on Islamorada reefs, helping restore our local marine ecosystem. This supports the blue economy and all the different people who rely on a healthy ocean for their livelihood.

This weekend, the I.CARE coral plantings will be held at Key Dives. Florida Keys Dive Center will host the shark awareness dives. Ready to join either? Or both?

hen it comes to what makes you feel abundant, what’s the first thing that comes to mind? Is it money? A new house? A brand new Range Rover? Or a new boat? Does it sound like I live in the Keys or what? Now, don’t get me wrong when I say this, I like money too. It amazes me the number of people who don’t like money or think money is “the root of all evil.” Money is good. Money can help others. However, abundance isn’t only about money. It’s so much more and creates a positive feeling when you realize and embody it. Over the weekend, my husband, Ryan, and I took a few days to hang out in Fort Myers and relax. However, when we go out to dinner, finding parking for a large vehicle is often challenging. When we realized our favorite restaurant had valet parking included, I felt like celebrating. The moment I handed our key to the valet, my blood pressure dropped, and I breathed a sigh of relief. I was on cloud nine. It felt incredible not to stress looking for a parking spot, let alone being concerned we would get blocked in, or hit by another car. Can you relate? What a simple thing we often take for granted leads to a feeling of abundance. When we sat down at the restaurant and had our cocktail in hand, I looked at Ryan and asked, “What makes you feel abundant?” Without hesitation or a moment to reflect, “Bait.” Yep. That’s Ryan. Always thinking about fishing. The weekend went on like this. We appreciated what little things made us happy. The extra muffins from The Island Cow in Sanibel, going for a walk in Lakes Park, seeing cool birds that we don’t have in the Keys. Oh, and all the cute bunnies. All those things are abundant and often go unrecognized and unappreciated. But what if you stopped and took a second to look around? I realize I am

About a month ago, I did a Facebook live about a starfish I found floating close to shore at a local homeowners beach. Talk about magical abundance and a rare Keys find. That starfish elevated my mood for the whole weekend. It was amazing. Abundance is all around us, and when you shift your feeling to positive feelings of appreciation, more magic happens. It’s how it works whether you choose to recognize it or not. That’s correct, “choose.” Your thoughts, which lead to feelings, are a choice. There are studies on how it’s easier for people to think of negative things versus positive things. Hence the work. Yes, it can be work for some people to shift their mindset and focus on something positive and in appreciation. And remembering is a significant part of the process. But the positive is more powerful if you can shift your mind to do that. And here we are blessed to live in this abundant place. Why not make a choice and shift?

DRIVING THE PAIN AWAY

Garrett Chiropractic and Wellness Center celebrates 25 years

G

arrett Chiropractic and Wellness Center is celebrating 25 years of service in the Upper Florida Keys. Under the leadership of Dr. Erica Lieberman Garrett, holistic chiropractic physician, the Wellness Center has helped the community and its visitors to a healthier and less painful life with compassionate care over the years. After meeting her husband Capt. Ron, Erica Garrett moved from Toronto, Canada to Miami Beach, Florida in 1992, where she practiced with Affiliated Health Care in South Miami, an association that remains today. Experiencing and dealing with the aftermath of Hurricane Andrew, Dr. Garrett and Ron were married and relocated briefly to Destin, Florida before deciding that they wanted to live in the Florida Keys. In June 1996, Erica, Ron and their children, Jennifer and Arlington, moved to Key Largo, and Garrett Chiropractic and Wellness Center was opened in Tavernier at the Turek Building where it continues to operate today. Erica was involved in the community immediately, teaching water exercise at the Key Largo Sheraton Hotel, now Bakers Cay, then continued with her Healing Yoga and Meditation Class in the Key Largo Community Park and at the Village Square in Islamorada from 2000 to 2016.

Actively involved in the Keys Jewish Community Center, Erica has been sisterhood president, treasurer and is currently on the board of directors. She enjoys coordinating the food events held at the synagogue and has hosted many open house celebrations at the Wellness Center. The Wellness Center has expanded over the 25 years to offer massage therapy, physical therapy, exercise counseling, nutritional evaluation, carry therapeutic and wellness products and work with accident and injury cases. Many of the staff at the Wellness Center have been there for years, and have established a reputation of high quality service and commitment. Erica was the founder of the “Goddesses in the Garden Party” a holistic fundraiser for breast cancer, and the Wellness Center is a founding member of Keys to Peace, as well as a supporter of numerous charity events held each year in the community. After Hurricane Irma, the newest addition to the practice, Buddy, the 20-year-old African grey parrot, was introduced to the patients. Buddy provides joy and stress relief to the center, and continues to entertain the staff and patients daily. The Wellness Center has been a friendly and healing place where patients and friends have always been welcomed. — Contributed

NEXT KLS PRINCIPAL IS NO STRANGER Pais eager as school enters 50th anniversary JIM McCARTHY

s one familiar face enters as next Coral Shores High School principal, another recognizable face steps in as the successor at Key Largo School. With Blake Fry retiring as Coral Shores principal last school year, the Monroe County School District announced that Laura Lietart would be leaving Key Largo School to assume the position at the high school. She grew up in the Upper Keys and graduated from Coral Shores. Lietart’s departure resulted in an opening at the home of the Tornadoes. The decision was clear for the district, as they chose longtime assistant principal Darren Pais as Lietart’s successor. Starting his teaching career at KLS in 1993, Pais taught science and math at the elementary and middle school. He spearheaded many initiatives and took on lead roles, including testing coordinator, exceptional student education support facilitator and positive behavior support leader. Along with assistant principal, Pais also served as the school’s technology specialist. Here’s more from the incoming principal, who will assume his new position during KLS’ 50th anniversary. I worked very hard for an awfully long time. And I’ve worked under a lot of great principals. It’s kind of surreal I’m finally in that position. Now, it’s my time. It’s not often that administrators change in the Upper Keys. I’ve been an assistant principal for 20 years, and I know a lot of people wondering if I was ever going to retire. My wife was a student at KLS and Coral Shores. We met when she was student teaching. I was already a teacher. Then 10 years down the road we have a kid. He went to KLS and he’s now at Coral Shores. Working at KLS, it’s a huge family. I know all of the people from the past. We just don’t leave. We want to be there at KLS. I enjoy the kids and I enjoy the parents. I’ve been there for so long, there’s students at KLS where their parents were my students. Actually I have a few teachers at my school who were my students.

Darren Pais started his career at Key Largo School in 1993. JIM McCARTHY/Keys Weekly

I have this reputation where parents are like, ‘If anything happens, don’t make me call Mr. Pais.’ Their kids know I was their parents’ teacher or administrator. It’s a family environment. I love the kids and the families. And of course I love the staff as well. It’s treating everybody like they are your family. I can’t say it enough. You have to know your staff. You have to know your families. You have to be involved, and you have to build those relationships. I’ve had 29 years of learning how to build relationships with people. First and foremost I want to do this year, it’s KLS’ 50th anniversary. January 19 is the date we turn 50, and my goal is to reconnect the school with our community. We are planning for a year’s worth of activities to get the families back in touch with the school. That’s one of the visions I have in keeping with the tradition of what Dr. (Edward) Caputo started in 1971 — we are going to be at the forefront of any instructional happenings here.

We’re going to have as many school dances as we can. We’re going to have basketball games. There will be fish fries. We are the cornerstone of Key Largo and we’re going to make sure that happens again. We’ve gone from Hurricane Irma to Parkland and now to the pandemic, where it’s been basically four years of trauma for Key Largo and pretty much everybody. I cannot be more excited to finally be the principal at Key Largo School. I look forward to reconnecting with everybody. I have a good relationship with the majority of the families, but I plan on making bigger and wider connections with the community, families and definitely with the students. I love Key Largo School. It’s the only job I’ve ever had, and I wouldn’t want to have any other job. Pais’ wife, Myndie, is a staffing specialist at Coral Shores High School (CSHS) and Plantation Key School. His son, Aidan, is a senior at CSHS.

“Darren Pais’ enthusiasm for being principal at Key Largo School is contagious. He has boundless energy and knows the staff, students and parents well. He is definitely ready for the job.” — Theresa Axford, Monroe County school superintendent

UPPER KEYS WEEKLY / JULY 1, 2021 Jolene Allison opened Jolene’s Hidden Treasures & Boutique in April. Her consignment shop features everything from jewelry and outdoor decor to local art and clothing.

TREASURED FINDS

Jolene’s imagination comes to life inside consignment shop JIM McCARTHY

olene Allison couldn’t help but smile as she gazed around her new consignment boutique in Tavernier. Her mother, Karina Durstin, stood behind as she expressed how proud she was of her daughter’s new business endeavor. Unique finds that patrons discover inside Jolene’s Hidden Treasures & Boutique, located at the plaza at MM 91.9, bayside, come from the various treasure hunts Allison and Durstin have gone on throughout Florida. Handcrafted wood signs, paintings and portraits fill the walls. Small tables that have a bit of an artist’s touch are scattered through the store. Local art, including Allison’s fused glass creations, sit on a glass case near the checkout counter. Originally from West Palm Beach, Allison used to spend summer vacations in the Keys. A local for the past 11 years, Allison said she needed a change from the boat detailing business she was in for the past 20 years. “I didn’t know when I was going to make my change or what it was going to be,” Allison said. “I do fused glass jewelry and went to art shows. It was a lot of running around and traveling.” Allison wanted a place where she could incorporate her creations and local jewelry. She’s also thrifty and loves to find a good deal. An idea came to life with the opening of her consignment shop in April.

“We live here and I’m like, ‘There’s no shopping for locals that is affordable,’” she said. “You’re not coming to my shop and feeling like you just spent your whole week’s paycheck. I try to find everything as cheap as I can. That way, I can keep prices low in the shop.” Completely new to the retail world, Allison admits she was a bit nervous as she opened the shop. A few months into the new job, Allison can’t help but enjoy what she brought to life for the local community. “It’s that moment in your life where you’re like, ‘This is where I’m supposed to be.’ I come in here and I’m smiling here,” she said. Allison doesn’t mind working with people when it comes to giving some discounts. And she doesn’t mind when someone wants to showcase their musical talents. “I had a guy come in who had no money, but knew how to play the piano,” she said. “He wanted a CD and said he’d play piano for 30 minutes to pay for it. I said, ‘Sure thing.’”

Patrons can find unique treasures like this inside Jolene’s Hidden Treasures & Boutique in Tavernier.

Allison also provides a 10% discount whenever that familiar Dolly Parton song “Jolene” plays through the speakers. “It’s like the little red light special,” she said. “No one knows it’s happening except me.” Before opening, Allison ran all over Florida treasure hunting. Now, she lets her mom, Karina, do the picking as runs the shop. “She Facetimes me all the time when she’s out at estate sales,” Allison said. Durstin, of Sebastian, said she enjoys the rush of not knowing what she’ll find. “It’s just the fun of the hunt. I know what she loves,” Durstin said. Jolene’s Hidden Treasures & Boutique is open Monday through Friday from 9:30 a.m. to 4 p.m. and Sunday from 9:30 a.m. to 3:30 p.m. Visit Jolene’s Hidden Treasures & Boutique’s Facebook page for more information.
