eliberation didn’t take long as the Islamorada Village Council selected Port St. Lucie Mayor Gregory J. Oravec as its next village manager during a June 2 meeting. Inside the council chambers at Founders Park Community Center, three final candidates gave their pitches and answered pressing questions from the dais throughout the afternoon. The day before, finalists met with village staff and community members for a meet-and-greet at the Jacobs Aquatic Center. Following a brief discussion on how to go about picking the next manager, a motion made by councilman David Webb to select Oravec, 46, as the village manager was met with a second by councilman Henry Rosenthal. “Yes” votes from Mayor Buddy Pinder and councilmen Pete Bacheler and Mark Gregg made the decision unanimous. Oravec is a native Floridian who graduated from the University of Miami. Before graduating, he began a career in local government. It’s now spanned the last 23 years and has included appointments as city planner,

redevelopment director, assistant city manager and city manager. Oravec is no stranger to Islamorada. In 1999, he spent some time in the village as an assistant planner. Elected mayor in November 2014 and again in 2018, he became the first mayor in the city’s history to be reelected without opposition. Oravec said he’s looking forward to working with the council, staff, residents and the business community to make Islamorada “better tomorrow than it is today.” “My family and I are incredibly grateful. We’re excited. We can’t wait to get to work,” Oravec told the Keys Weekly following the meeting. “We can’t wait to get to know the village council, the staff and people of Islamorada as we work hard and smart together on making what’s already a spectacular waterfront community even better.” Oravec’s family includes his wife, Tonia; children Alexander, Christian, Kaitlyn and Aric. Oravec likes to give back to his community, including volunteering in public schools and the Adopt-A-Street Program. In his down time, he likes to read, fish, surf and garden. “As a native Floridian who cares about the water and the environment,

what place is better than Islamorada? It’s really exciting to join the village,” he said. “It’s a surreal moment.” A nationwide search for Islamorada’s next manager comes following the resignation of Seth Lawless last summer due to health reasons. Maria Bassett, current finance director, took the helm on an interim basis. Initial recruitment of candidates a few months ago saw just over 80 applying for the position. From 12 candidates, the list of finalists for Islamorada’s next manager dwindled to five during a May 19 special meeting of the village council. Andrea Agha, Guillermo Olmedillo, Oravec, Terry Suggs and David Baird were selected as finalists. Baird withdrew his name from consideration on May 21. Oravec said he wants to share his passion with a community he called a “special place” and an “incredible waterfront village.” “Through communicating with the public and staff through council, we can build something we can make you proud of,” he said. “We are small and mighty.” Contract discussions will start “as soon as possible,” said Pinder, who pointed to Oravec’s experience and his achievements in Port St. Lucie as the deciding factors in choosing him as next village manager. “It was probably one of the most important decisions — if not the most important decision — in our tenure on council,” Pinder told the Weekly following the decision. “I called city councilwoman Jolien Caraballo from Port St. Lucie and she gave very top remarks. Just the way he handled questions of strategic planning and going into the future 10 to 20 years. … We’re in for a great ride here.” The village council next meets on Wednesday, June 9 at 5:30 p.m. at Founders Park Community Center.

an the city make the pier at Mallory Square safe without tripling its current size? If so, will the state still foot 75% of the $3.4 million construction bill? Key West lawmakers on May 19 directed Port Director Doug Bradshaw to ask the Florida Department of Transportation about reducing the scope of the Mallory pier project. They were expecting to hear answers when they met at 5 p.m. June 2. (The meeting occurred after presstime Wednesday, so visit keysweekly. com for the latest information.) The project currently proposed would enlarge the pier by 85 feet, from 115 to 200 feet. Bradshaw said on May 19 that engineering consultants had determined that the proposed size is the minimum required to safely dock even smaller cruise ships at Mallory. Bradshaw emphasized at the last meeting that there are no plans to bring large cruise ships to Mallory Square, and the city commissioners each stated they have no desire to oppose or undo the voters’ initiative, although the state legislature and governor may do just that. The founder and supporters of the Key West Committee for Safer Cleaner Ships spoke on May 19 against the pier expansion, which requires the city to approve an agreement with FDOT to fund the expansion. The SCS committee is the entity that convinced Key West voters in November to support changes to the city charter that would ban large-capacity ships.

The housing authority has said it no longer can afford to operate the facility and has asked Monroe County — with support from the city — to take it over. Monroe County Commissioner Craig Cates wants the county to close the 16-bed Bayshore Manor assisted-living facility and move residents to Poinciana Gardens. The move would save the county about $1.2 million a year, which could be used for Poinciana Gardens. The new facility also has space to accommodate offices for which the county is currently paying rent elsewhere. Batty is expected to update the city commissioners on the financial needs and the county’s willingness to take it over. That large-ship ban was then challenged by the Florida Legislature by a bill that prohibits and voids any local government referendums that restrict maritime commerce. The bill that would overturn Key West’s cruise ship vote is part of a larger statewide transportation bill that passed the legislature and is awaiting the governor’s approval or veto. IN OTHER NEWS… Talking trash — collection City Manager Patti McLauchlin was scheduled to brief the commissioners on a request by garbage company Waste Management to raise some of its garbage and recycling collection rates before its current contract ends on Dec. 31. The seven-year contract started in 2014, but includes two potential four-year extensions. The commission was supposed to discuss the request in April, but Mayor Teri Johnston asked that it be removed from the April 13 agenda so officials could get a sense of the city’s budget situation before making any decisions. City Utilities Director John Paul Castro had recommended against the rate increase. Assisting the assisted-living facility Also on tap for Wednesday’s commission meeting is an update from Peter Batty of the Key West Housing Authority about Poinciana Gardens assisted-living facility on Duck Avenue.

Hotel fence under fire City Attorney Shawn Smith was to discuss the legal dispute surrounding a black wrought-iron fence that the Marriott Beachside Hotel owners erected alongside the North Roosevelt Boulevard seawall. Smith said in early May that the hotel owners, who are the Spottswood family, claim to own the area inside the fence they installed to prevent illegal boat docking and kayak access. But some local boaters claim the fence is illegal. “It’s a complicated issue, no doubt, but the question is do you as a commission want a fence there?” Smith said in early May, encouraging the commissioners to go out and familiarize themselves with the fence and the area inside it, which includes mangroves as well as a beach area used by the hotel for water sport activities such as paddle boarding and waverunner rentals. Concerns include ownership of the area, protecting public access to public property and potential mangrove destruction by either the fence or by illegal vessel access.

The 22-bed facility will offer 24/7 emergency care, on-site helipad, diagnostic imaging, inpatient care, intensive care, outpatient laboratory and rehabilitation. The hospital rebuild — 37,000 square feet at a cost of $43.7 million — will replace the facility destroyed by Hurricane Irma in 2017. Living in paradise has a price that many Keys residents in low-lying areas know all too well: water coming into your house and causing damage, making your former dream home unlivable. Monroe County proposes a solution: The Flood Mitigation Assistance Grant (FMA) for individual homeowners throughout the county to reduce or eliminate flood damage in their homes. County staff propose to work with homeowners who have flood insurance to develop applications to secure funding from FEMA for elevating, acquiring or reconstructing their homes. Mike Lalbachan, a mitigation administrator for the county’s building department, is gathering interested applicants for the FMA grant. At a recent presentation on the grant to the Board of County Commissioners, Lalbachan pointed out that “Monroe County is at the forefront of sea level rise.” Studies show that 100 years from now, the sea level will be 5 feet higher than it is now, and 13 inches higher by 2045. “We want to start this as soon as possible,” he said, referring to making homes flood resilient through elevation, acquisition or reconstruction.

Lalbachan’s department will vet the applications from homeowners who have flood insurance and have experienced flood damage in the past, then the applications will be submitted to FEMA by the county. If accepted, applicants can expect a cap of $150,000 toward elevating a house or reconstructing a house. For example, Lalbachan said, since Summerland Key has experienced flooding in the past, particularly after Irma, the FMA grant can help pay for a ground level home in that area to be elevated on stilts. But he has a caveat: Applicants need to get an estimate of what the elevation will cost from a contractor. “And there are limited contractors in the Keys who have knowledge of the elevation process,” he said. “Some homes built in the ’60s or ’70s have different foundations. Contractors tend not to know the ins and outs of the elevation process, and that can be a complication.” Lalbachan said the county has a list of licensed contractors that they can give out for applicants to get an estimate, but the applicants will have to do the

research into whether the contractor has experience with elevating. And reconstructing a flood-damaged house tends to be more expensive than elevating, he pointed out. “It’s very rare that it’s below $150,000. You have to put in the difference from your pocket, whether the demo and rebuild is $300,000 or $500,000.” Keys Weekly once wrote about a long-time Marathon resident whose ground-level ocean-side house was destroyed by floods after Irma swept through. The homeowner bought and installed an elevated modular home a year later. Lalbachan said that as long as this homeowner had flood insurance, this is an example of a situation that the FMA grant could assist with. Lalbachan suggests that homeowners get their applications in early. He has not had any applications submitted yet, but many phone calls. Applications will be internally reviewed and then submitted to FEMA around September. For more information, call Lalbachan at 305-453-8796.

WYLAND PAINTS LIVE AT HISTORY OF DIVING MUSEUM

A

special pop-up event welcomes world-renowned marine artist Wyland for a live painting at the History of Diving Museum in Islamorada on Friday, June 4 from 5 to 7 p.m. Wyland will be painting in the museum library where attendees will get a chance to join a meet-and-greet while observing him create the art. At least four original pieces will be auctioned for $2,500 each, during the event. Attendees will have an opportunity to take home their customized Wyland original. All attendees will receive a swag bag, which includes a free gift autographed by Wyland. This is a special ticketed event and includes a docent-guided tour of the museum. Ten tours of eight guests will be guided through the exhibits, ending in the library to meet the artist. Wyland merchandise will also be available for purchase and then have autographed on-site. H

ave you ever wanted to go to a beach but not known how conditions were right then? Or showed up and thought something seemed off about the local waters? In those cases, Mote Marine Laboratory’s Beach Conditions Reporting System (BCRS) would have helped you figure out what was going on in real time. “The BCRS is a website (visitbeaches.org) and accompanying mobile app that collects and disperses beach condition reports from participating locations along the coast of Florida and Alabama,” said Mote social media and community outreach manager Allison Baird. “The BCRS is dependent on trained volunteers (a.k.a. Beach Ambassadors) for daily conditions reports that are provided to the public via the website and app.” Think of it like the popular mapping app Waze, but for the water. Just like satellites provide information on traffic flow on roads, BCRS automatically pulls in important official weather data. This tells users about things like air temperature, weather conditions, UV index, sunrise/sunset times. Then, just like drivers mark where an accident or speed trap is on a road, Beach Ambassadors can submit reports on things like surf conditions, crowds, debris, water color, beach flag color, and more. This crowd-sourced data is collected and combined with the official data to give a complete picture of what the beach is like at that moment. Users can even find information on beach/park amenities, see photos, and access additional governmental resources including information from Florida Fish and Wildlife Conservation Commission (FWC), National Oceanic & Atmospheric Administration (NOAA), Florida’s Department of Health (FDOH), and more. In Florida especially, the program also includes information on any respiratory irritation and dead fish observed, which are commonly associated with red tide. The aim is to help consumers make informed decisions, protect their health, and improve their

overall beach experience, Baird said. After the reports are collected and shown, Mote and FWC compile the data for use in scientific research and decision making. “Those that make reports are making a huge difference in both science and their community,” Baird

said. BCRS aims to be your one-stop shop for all relevant beach information. The mission of the program is to provide accurate information on all the conditions that can affect a beach-goer’s experience and safety. Results are easily accessible to anyone on the website (visitbeaches.org) or by downloading the BCRS-Mote Marine Laboratory app to your mobile device. The user-friendly interface allows you to view reports made for all participating locations and stay up to date on daily beach conditions and the status of any red tide events, Baird said. BCRS also helps visitors and the community play an active part in community science by submitting their own simple reports via the BCRS Community Science Portal. Now, Mote has expanded the program into the Keys and is recruiting Beach Ambassadors to volunteer and train on how to submit accurate observations. Mote wants to measure water quality along our coasts, because it affects the local environment and community so deeply. “The more we can effectively monitor beach conditions, the better we can understand our surrounding environment from a scientific and tourism perspective!” Baird said. Turner marks one month on the job

hen Dave Turner took over the management of Key Colony Beach one month ago, it marked the start of his fourth career. He has been a cop, a firefighter, a chamber of commerce executive and now a city manager. In Trenton, New Jersey, where he’s from, he spent 30 years on the job as a firefighter. He was, by turn, the youngest captain on the force and then the youngest battalion chief. He was also pulled into the executive arena as chief of operations, overseeing a $53 million budget and a staff of 253 firefighters and support staff. By comparison, Key Colony Beach’s $5 million budget and 21 employees is a walk in Sunset Park. What’s the most surprising thing about his new role as city manager of Key Colony Beach? “How fast the day goes by,” Turner said. “And I didn’t expect the amount of support I would receive from staff, residents and elected officials.” Rather than being thrown into the deep end and told to figure it out, he said everyone is willing to sit down and give him the full story. “They give me the information I need to succeed,” he said. Turner and his wife, Kimberly Matthews, moved to the Florida Keys in 2017. She is Monroe County’s strategic planner as well as director of libraries. They settled into their home five weeks before Hurricane Irma hit. She was immediately dispatched to the Emergency Operations Center to help manage the crisis during and after the storm, and Turner was recruited to help former Fire Chief Jim Callaghan with logistics. One of the first services he provided was cooking for the large group of evacuated officials at Ocean Reef. So, yes, it’s true that firemen know how to feed large crowds. Here’ a little more about Turner: How did you discover the Keys? I had been coming down for years for Fantasy Fest with buddies — fishing during the day and people watching at night. I brought Kimberly down one year and we drove around Big Pine Key. Before that, we had been a bit like “Green Acres” — I wanted to live in the country, and she wanted to live in the city. But we could agree on Big Pine Key. Will you ever move to Key Colony Beach? I’m considering it down the line. It’s a great town. It’s like Mayberry. How did you meet Kimberly? I was called to do a fire inspection at a library! We’ve been married 13 years now. Before Hurricane Irma, did you have any hurricane experience? Well, we went through Superstorm Sandy up there. After the storm, I couldn’t get to my shift at the fire station because of downed limbs, so I rode my bike 17 miles to work because I could lift it over obstacles.

Is Key Colony Beach going forward with a new city hall? Yes, I think we should have a working set of plans in about two months. It will be close, but we think the $5 million construction cost can be covered by our reimbursements from FEMA for Hurricane Irma debris removal and our reserve fund. I will be happy if we don’t have to borrow any money. How many lots are still unbuilt in Key Colony Beach? Less than 20 lots that can accommodate a mix of multifamily, single family home and duplexes. We are exempt from the state’s ROGO (rate of growth ordinance), although Tallahassee still has to approve the plans. What are some challenges facing Key Colony Beach? Well, we’re about done with our stormwater infrastructure, I think we have less than three streets left to finish and then we will be complete. We’re also looking at how to manage sea level rise and looking for a solution to the city’s lack of a boat ramp. How many vacation rentals does Key Colony Beach have? We have 570 registered rentals out of 1,800 homes including condominiums. Our population can go from 800 to 3,300 during season. Are you a fisherman? What’s one of your best fish stories? I just love fishing with my dad for stripers up north. Although I have no idea what’s going on right now. I am “snake bit” every time I go fishing lately. Were you good in school? Heck, no; I was a “flunky.” I didn’t want to be at school. My whole family worked in carpentry and construction, but it’s no fun banging nails in New Jersey’s cold weather, so I took the civil service test and became a police officer as a young man. How long did that last? About three years. The turning point was that I was under 21 years old and couldn’t legally buy my own ammunition; the chief of police had to buy it for me. That didn’t make a whole lot of sense, so I switched over to the fire department. When I took the “chief test,” I got the highest grade among 1,540 applicants. (Editor’s note: So, no, not that bad at school!) Is being a fireman in Florida completely different than being a firefighter in New Jersey? Absolutely. We have separate crews that handle emergency medical service and firefighting. Up there, I was a student of fire science — learning about how different chemicals burn and arson investigation. Can you tell us about some notable moments on the job? Well, I worked “the pile” for three weeks after 9/11 looking for human remains. I also lost two buddies in a windowless structure fire in 1986. At that point, I put my nose to the grindstone and started working even harder to become a better firefighter. There was a lot going on in that job in that place — we handled the response to an anthrax attack and even used a ladder truck to get obese patients out of a window. How has life changed for you since moving to the Keys? Kimberly can’t believe how many people we’ve met and how many friends we’ve made. Back home, in eight years I probably only ran into a single acquaintance at the grocery store. Now, it’s impossible not to meet someone you know every time you go out. It’s a really great, friendly feeling. Is there anywhere else a city manager can wear an earring? Not that I know of.

TWO SCENES FROM A BREEDING SEASON

MARK HEDDEN ... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.

S

he flew in and landed atop the fence, although it wasn’t immediately clear that she was a she. Mourning doves are sexually monomorphic, meaning both genders look the same, at least to humans. Males can be up to 10% bigger with slightly brighter plumage, but to really tell them apart, you need to weigh and measure them. To be extra sure, you need to move some feathers and inspect their, um, bathing suit area. (Most birds’ sex organs are recessed in what are called their cloacas.) The question was answered, though, when another mourning dove landed next to her and started pitching woo. If this was the start of a courtship, he would have been puffing out his throat and stepping slowly toward her, stretching his neck high, then bowing low, uttering a vowelless coo. But they seemed to have advanced beyond that. Instead he sidled up to her and did what is called allopreening, reaching over with his bill and straightening out some of her neck feathers. I expected her to fly away, because 99.99% of the time you see a male do this, the female flies away with what can only be taken as a hard no. But she just stood there. “Ooh,” I said. “I think it’s on.” “What’s on?” my wife asked. “Dove sex.” She looked up from her book. The male preened a few more of her feathers. After three or four such sorties, the female leaned over and preened him back. Then she crouched down a bit; he jumped on top of her, fluttering his wings manically through the whole act. Three-and-a-half seconds later, he jumped off. The technical term for the act was a “cloacal kiss.” Sure, there are plenty of potential jokes, but it was a damn efficient act of lining up parts and conveying genetic materials. So to speak. “Is this the cuddling and cigarette part?” my wife asked, then returned to her book. This was most likely the beginning of their pair bond. In two or three days the male would select a nest site, probably very nearby, and they would build a nest together, him bringing the female a series of twigs and her slowly assembling it. In about 30 days the chicks would fledge and the two would go for another round, or decide to switch partners. There was a chance they would raise multiple clutches, usually two eggs at a time, between now and early fall.

For the moment, though, the two mourning doves just stood there companionably, staring off into the distance. I’m fortunate to have a workspace at The Studios of Key West on Eaton Street, where a former Masonic Lodge had been falling slowly into disrepair. For the first few years, the windows in the studios were old-school frosted glass, which was oddly isolating, offering only the vaguest notion of what was going on outside. You could look up from a computer screen and realize the sun had been down for hours. Then TSKW raised funds and installed clear, hurricane-rated glass, making my studio a sensory explosion — a treetop view of Old Town and all its bustle. Planes pass overhead. Osprey eviscerate fish on the cross of the United Methodist Church steeple. Storm clouds roll in like moving cities. Down below, tourists do dumb things on scooters. There are so many ways to not get any work done. Mostly I find myself staring at the mahogany tree across the street, where the white-crowned pigeons hang out. I try to track their activities and understand their behavior, but the mahogany is so heavily leafed I know I’m missing most of what’s happening. Mostly the white-crowns loaf and stand around without much of an agenda. Sometimes they chase each other, which I just assume is more boy-girl stuff, as white-crowned pigeons, like all doves and pigeons, are not particularly territorial. For a while last summer I watched at least two pigeons disappearing into the same area of the tree over and over again, at all hours of the day. I was pretty sure there was a nest there, but I never managed to get a good look. My hopes got raised the other day when I saw a scene similar to what happened on our fence take place in the mahogany. A male flew in and landed close to a female. When she didn’t fly away he sidled a little closer, and when she still didn’t fly away, even closer. Finally he took the leap and landed on her back. I started counting, wondering if it would be as quick as with the mourning doves. One, two, three, four… At 20 seconds I started throwing Mississippis between the numbers to make sure I didn’t count too fast. At 60 I was wondering if I should start a timer. Somewhere around 70 seconds he jumped off and stood next to her for a few minutes. Eventually they both retreated into the tree. I’m not really sure what sense I can make of putting these two incidents together, other than to say hey, it’s breeding season, keep your eyes open. Maybe have a stopwatch ready.

Dear Editor, Who will take their bucket list road trip to the iconic Florida Keys when they are driving through swarms of genetically modified mosquitoes (GMMs)? How many travelers may fear getting bitten by a GMM? This largely untested and relatively unknown technology is a big risk to our continued recovery. So if you are not already asking why release this technology, let’s start asking it now. We all know hurricanes deeply affect us in the Keys and the memories and impacts of Hurricane Irma in 2017 are still felt today. In 2019, Fodors placed the Florida Keys on its “No” list for 2020, advising people not to visit the Keys because of our “sickly coral reefs,” a fragile ecosystem already in need of help. Before our inclusion on that list could affect us, we faced another challenge as the world entered a global pandemic in 2020 and shutdowns cut off our tourism. Many tourists didn’t travel to the Florida Keys initially, but that has changed. April was a record month for tourism, but we now face a new and self-imposed threat: the recent release of genetically modified mosquitoes. Why release 500+ million genetically modified mosquitoes into an already fragile ecosystem and a recovering tourism economy? Why release these largely untested, unnecessary and risky experiments when we are finally open and anticipating a robust 2021? Why release them when one bad story or event involving these mosquitoes can go viral and negatively alter the already fragile Florida Keys forever? We’ve all been hit with enough in the last few years. Let’s not inflict another potential disaster upon ourselves. Let’s ask our elected Mosquito Control Board and our local government assemblies to stop the genetically modified mosquito experiment before it becomes too late. Even those who believe in the technology’s potential, surely can agree to say NO to continuing this experiment when many questions still exist and while the Florida Keys are a top destination to visit. Let’s not risk the future of the Florida Keys on an unneeded, unproven and untested new technology at this critical time. Let’s wait until we know more about them and their safety in our environment. SHE’S COUNTRY Besides food and beer, the Florida Keys Brew BQ also has two days of live music scheduled for the festival in mid-July, most notably, Bridgette Tatum. She wrote the 2009 hit “She’s Country,” made famous by Jason Aldean. In 2010, Tatum’s song “Loud” was selected as the official theme song for ACC football’s 2010 season. She’s also written hits for the likes of Randy Houser and Kristy Lee Cook, plus her own originals.

t’s happening, people. We’re coming out of the coronavirus fog and can see what’s on the horizon: good times. The Florida Keys Brew BQ set for Saturday and Sunday, July 17 and 18 at Marathon Community Park. It’s a chance for the community — and visitors — to come together for a good time and a good cause. “We just can’t take the past year lying down,” said Daniel Samess, CEO of the Marathon Chamber of Commerce. “We had to cancel the massive and popular Original Marathon Seafood Festival scheduled every March. But the fact is that events like these fund the needs of our most vulnerable — whether that’s a food pantry or firsttime college students from Marathon.”

Organizers have been working diligently for months to line up the following: amateur grillmasters willing to put their cooking on the line for a friendly competition, live music, kids games, vendors selling cool stuff and boats. Samess said the festival food will be provided by two “big rig” barbecue vendors — those massive trucks hauling massive grills — a local taco eatery (La Isla Tacos) and the Green Turtle Inn’s food truck from the Upper Keys. The amateur cooking competition has two categories: pulled pork and brisket. The winners of the best pig dish will be announced on Saturday at 9 p.m. and the best beef dish will be Sunday at 3 p.m. Of course, guests need something to wash down all that great food. Florida Keys BrewBQ will feature 20 craft beers from breweries like Islamorada Beer Company, Florida Keys Brewing Company and Key West’s Waterfront Brewery. But local amateur beer makers refuse to be left out of the fun; the Southernmost Homebrew Club is having its own taste-off. Festival organizers are aiming for a mid-size crowd of vendors selling everything from fishing shirts to art to information booths staffed by local businesses and nonprofits. The festival runs from 11 a.m. to 10 p.m. on Saturday, July 17 and noon to 5 p.m. on Sunday, July 18. Admission is $5 per person, per day, and children under 12 are free. The Marathon Chamber of Commerce is also selling VIP tickets online for $50 that includes admission for four people, four drink tickets and two event beer mugs. The chamber still has vendor and volunteer opportunities and is accepting more amateur cooking contestants. For more information, call 305-743-5417.

was a big year for the Florida Keys. New waves of wreckers were arriving to try their luck on the Florida Reef. Two of these men were Joshua Appleby and Captain John Fiveash. They sailed into the West Indies in 1822 and established a small community at Key Vaca called Port Monroe. The two placed a “Notice to Mariners” in the Pensacola newspaper The Floridian on Feb. 10, 1823. Porter’s Mosquito Fleet made short work of the pirates of the West Indies. Porter also observed wreckers operating along the Florida Reef. He wrote a letter to Thompson voicing his concerns regarding the limited written statutes governing wrecking laws. He also commented on what, at times, were the astronomical salvage claims being awarded.

On July 2, Monroe County was established as the Florida Territory’s sixth county. Monroe County was a much larger slice of real estate in 1823 and stretched from Key West to the southern shore of Lake Okeechobee and west to Charlotte Harbor on the Gulf of Mexico. Two days after Monroe County was created, the Legislative Council of the Territory of Florida, George Murray president, passed the Salvage Act. Among its 14 parts were statutes requiring the salvaged property to be reported to the nearest justice-of-thepeace or notary public. Additionally, it would prove the officer’s duty to oversee the assembly of a five-member arbitration jury to decide all fees for the salvage operation. Section 14 of the act stated, “Be it further enacted, That if any person shall within this territory, make or hold out any false lights, or make any device, or do any other act or thing with intent to mislead, bewilder or decoy the mariners of any vessel on the high seas, whereby such vessel may be cast ashore, or get aground, such person or persons so offending, and every accessory thereto, shall on conviction thereof be deemed guilty of Felony, and shall suffer death.” Tales of skullduggery and “false lights,” while pervasive in wrecker lore, were rarely documented. The inclusion of Section 14, however, indicates that the legends were rooted in some truths. Generally speaking, wrecking was life-threatening work performed by honest, hard-working men. The primary job was to salvage as much life and property from a distressed ship as humanly possible. Often thought of as little better than pirates, while wreckers fully expected to be paid for their services, they would not hold a cutlass to your throat for the chance to make a buck.

Indeed, like lawyers and used car salesmen, there were bad apples. After all, in the early years of the American wrecking period, the laws were loose and enforcement looser on the reef. Appleby proved to be one of these bad apples and formed a business relationship with Charles Hopner, master of the Columbian privateer La Centilla. Hopner would “gently wreck” his ship on a reef, and Appleby would sail out and salvage the goods, bring his salvage claim to Key West, and collect his money. Appleby would then split the profit with Hopner. The activity at Port Monroe caught the attention of Porter who wrote, “I am under the impression that the practice of wrecking Spanish vessels on the coast by Columbian cruisers, in order to secure their cargoes, has, for a long time past been pursued to a considerable extent, and that the establishment at Key Vacas was made with this object in view.” Appleby was subsequently arrested and taken to Rhode Island. Court proceedings dragged on for years. Appleby returned to the Florida Territory. In 1837, he undertook the keeper position at the Sand Key Lighthouse, where he served until the lighthouse was destroyed by the 1846 Great Havana Hurricane. Over 250 people died as a result of the storm. Included among the casualties were Appleby, 77, along with his daughter, 51, and grandson, 11. Why Appleby is remembered today is largely due to the Keeper-class Coast Guard cutter named to honor him. The Joshua Appleby was the sixth of 14 Keeper-class cutters named after lighthouse keepers. The ship was commissioned on Aug. 8, 1998, and is based out of St. Petersburg. The official motto of the Joshua Appleby is “The Wrecking Keeper.”

ROSEMARIE MARTINI

Charles Alferes was born Carlos Tavares Alferes on Nov. 21, 1934 in New Bedford, Massachusetts to his mother Dr. Electa (Tavares) Alferes and his father Dr. John Alferes. He was an only child, affectionately known as Charlie, and went to Mount Saint Charles, a Catholic boarding school. He spent summers on the Alferes farm with his cousins, who he thought of as siblings. Charlie loved his summers there almost as much as he loved the water. Charlie enlisted in the Coast Guard at age 18 and served during the Korean War. He was recognized in 2019 with the Collier Lee Honor Flight for his service as a Korean War veteran. Charlie met the love of his life, Ethel Louise (Plant), at a dance in 1953, when he was stationed in Maine. Charlie was 18 and Ethel was 15. They fell in love and were married on Valentine’s Day 1955. They went on to have four beautiful children. Charlie also started the family business, Carpet Barn Inc., in 1971. All his children grew up working in the business. His greatest legacy was captaining his boat My Valentine. Boating was his family’s favorite pastime. They could always be seen on summer weekends with a boat full of family and friends laughing and smiling. Charlie loved to travel. He was a member of Marathon Yacht Club, Knights of Columbus, Elks, Portuguese American Association and Key Colony fishing and boating club. Charlie leaves behind his beloved wife Ethel (Plant) Alferes of 66 years of Marathon Key, Florida; his daughter Bonita Alferes and her husband, Kevin Mulhall; his son John Alferes; his son Steven Alferes and his wife, Mary (Donovan) Alferes; and his daughter Linda (Alferes) Martinho and her husband, Joseph Martinho. Charlie also leaves behind 10 grandchildren and 12 great grandchildren.

Born Dec. 27, 1963, Rosemarie Martini passed away May 17, 2021 to be with her Lord and Savior. Rosie was born in Detroit, Michigan, to Grace Pellerito Martini and Tony Martini. Her family moved to Simi Valley, California in 1965 and she graduated from Royal High School in Simi Valley in 1982. After traveling to Florida, she finally found her paradise in Marathon, Florida. Being the entrepreneur that she is, she opened her own business called 7 Mile Treasures. She loved buying and selling, but really she loved the many people she came to know through her business. Rosie was a oneof-a-kind lady and will be remembered for her sparkly personality and her generosity to everyone. She was preceded in death by her parents, her brother Jack Martini, and nephew Tony Martini. She is survived by her son Tyler Whitham and one grandchild. She is also survived by Mike Garlock. Her immediate family that loved her include Ann Marie Powers (Lou), Dolly Pulido (Bill), Joseph Martini (Sandy), Frances Hoover (Rex), Tony Martini (Chelsea), Antoinette Norgaard (Terry), Vanessa Martini and Mona Ramon. She had many aunts, uncles, cousins, nieces and nephews who are left to cherish her in their memories. Services will be held at the American Legion in Marathon, on Sunday, June 13 from noon to 3 p.m. It will be live streamed on Facebook. Please dress Keys casual as that is what Rosie would want.

County launches flood map comparison application Monroe County has created a three-panel comparison application that shows property owners in unincorporated Monroe County the current Federal Emergency Management Agency (FEMA) flood maps, the FEMA preliminary flood maps and the county's appeal flood maps developed by Woods Hole Group for Monroe County's appeal of the preliminary Flood Insurance Rate Maps (FIRMS). Coastal flood maps are used to determine the minimum elevation needed for construction to reduce the chances of flooding, as well as construction methods required in certain zones. FEMA has released preliminary flood maps for Monroe County. Monroe County wants to ensure all residents and owners are aware of the potential for changes for their property so they can be informed and make proactive decisions. The Preliminary flood maps and the county's appeal of the flood maps are not final or adopted. These maps may indicate a future change to required elevation for future construction; however, until FEMA issues a letter of final determination and Monroe County adopts the FIRMs (final flood zone maps), all information in the preliminary flood maps and county appeal flood maps is subject to change. Property owners should be aware the new flood maps may change permitting requirements based on the final flood maps. The final outcome will not be known until the appeal(s) are resolved, and the use of this preliminary data is at their discretion. The current 90-Day FEMA appeal process will end June 17, 2021. Any private appeals must be received by Monroe County by 5 p.m. on Thursday, June 3, 2021. Any community or individual property owner can appeal proposed changes outside of the county's appeals or comment on other information included on the preliminary flood hazard maps, and the preliminary flood insurance study (FIS) report. Formal appeals of the preliminary maps to areas in unincorporated Monroe County must be submitted to FEMA through Monroe County. The application can be found at www.monroecounty-fl.gov/floodmaps. County mayor announces sea-level-rise meeting Monroe County Mayor Michelle Coldiron has called a special meeting of the Board of County Commissioners (BOCC) on sea-level rise/climate change/roads elevation to be held on Monday, June 21, at 1 p.m. at

the Marathon Government Center. The public may attend in person or through Zoom. At the April 21 regular meeting of the BOCC, county staff and the county's consulting team presented an update on the county's vulnerability assessment, focusing on impacts from sea-level rise. The BOCC gave direction to staff to provide additional information on the roads elevation project and the sea-level rise projections in use by the county. The purpose of the meeting will be to discuss sea-level rise, its effects on Monroe County, and roads elevation planning. Voting is anticipated to occur on items submitted by staff. The agenda, additional details and Zoom information will be available closer to the meeting date at www. monroecounty-fl.gov/meetings. LK Monroe County Fire Rescue contains Stock Island Catamaran Fire On May 29 at 10:16 a.m., Monroe County Fire Rescue responded to a fire on a catamaran sailboat live-aboard off Peninsula Avenue on Stock Island. Those aboard the boat were able to exit the boat safely with no reported injuries. The fire was contained to one boat in the marina and was extinguished within 30 minutes. The U.S. Coast Guard was on the scene to help with containing any spills, and the Key West Fire Department also assisted in the containment of the fire. School district announces financial reporting and GEMS awards Monroe County School District has been awarded the certificate of excellence in financial reporting (COE) by the Association of School Business Officials International (ASBO). ASBO International’s COE recognizes districts that have met the program’s high standards for financial reporting and transparency. The school district earned the certificate of excellence for its comprehensive annual financial report for the fiscal year ended 2020 for the seventh year in a row. In addition, John Padgett and the Golden Fleece Foundation were recognized with the Community GEMS Award by the school district for the support they have given in many areas that support students. Padgett initiated the Take Stock in Children program under the aegis of the Monroe County Educational Foundation to provide low-income students with the ability to obtain a college degree. Monroe Computes is another program Padgett began that provides monetary incentives to students in the area of technology. An average of $70,000 a year is given to students in grades 4-12 who pass industry certifications.

AND NOW, THE BOYS’ TURN Good and (soon) bad songs with boys’ names in the titles

T

urnabout is fair play. My columns about songs with girls’ names in the title were quite popular. Let’s see if there’s any interest in the flip side of gender songs. We’ll start with the really good ones! “Hey Jude” – The Beatles. A song that Paul McCartney wrote for John Lennon’s son, Julian, is one of the best songs ever featuring a guy’s name. Encouraging, uplifting and reassuring, this song became a universal message of how we begin to make it better. “Hurricane” – Bob Dylan. This eightand-a-half-minute narrative exposed the interesting New Jersey “justice” surrounding the arrest and conviction of boxer Rubin “Hurricane” Carter for a murder he didn’t commit. Carter was eventually freed in 1985 after his conviction was finally overturned. “The Ghost of Tom Joad” – Bruce Springsteen. Steinbeck’s hero from “The Grapes of Wrath” received two musical mentions: Woody Guthrie’s “Ballad of Tom Joad,” and the Springsteen song. A mid-1990s reflection on the modern versions of similar Depression-era concerns, “Joad” lived in two incarnations from the Boss: a stripped-down acoustic version, and an absolute rocker featuring the E Street Band with guest Tom Morello from Rage Against the Machine. Both versions are stellar. “Sam Stone” – John Prine. “There’s a hole in Daddy’s arm where all the money goes…” is how the chorus of this classic tale of a drug-dependent Vietnam vet begins. Wounded, and with “a Purple Heart and a monkey on his back,” the song’s character sinks into a hole that eventually consumes him. This was one of the first songs that empathized with the issues that Vietnam veterans were facing, and it wasn’t a very popular message upon its release in 1971. This classic resonates today, as we still don’t take as good care of veterans as we should. We owe it to them. “Vincent” – Don McLean. This beautiful acoustic song celebrated — and mourned — the tragic life and timeless art of Vincent Van Gogh. This is one of the finest tribute songs ever written. “You Can Call Me Al” – Paul Simon. One of the most infectious grooves (and most recognizable intros) ever, “Al” combines African riffs and rhythms with a myriad of imagery only writers like Simon or Dylan could create. Roly-poly little bat-faced girls coexist with cartoon graveyard bonediggers and angels in the architecture spinning into infinity — while Al and Betty (whoever they really are) adopt pseudonyms for the length of the song.

Abraham Lincoln, Martin Luther King Jr., John Kennedy — and let’s not forget the Bobby Kennedy reference in the third verse. America was tumultuous in 1968, with the assassinations of King and RFK. While Lincoln was murdered in 1865, the other three icons of social change were killed in the 1960s. And here we are in 2021, seemingly still fighting the same battles against hate and bigotry. “Johnny B. Goode” – Chuck Berry. Hail, hail, rock and roll! Chuck Berry delivered more than a few signature guitar licks in the early days of rock, but none more recognizable than the opening riff that starts this song. Written in 1955 (and released in 1958), Chuck’s song about a country boy who could play a guitar like ringing a bell was just a wee bit autobiographical — Chuck was born on Goode Avenue in St. Louis. “The Facts About Jimmy” – Shawn Colvin. This deep track from Shawn’s “A Few Small Repairs” album, released in 1996, features a compelling lyrical story and subtly intricate arranging and production from John Leventhal. Backing vocals from Lyle Lovett wrap up the package perfectly. There are many similarities to this week’s article. Specifically, sleep seven hours and exercise 30 minutes a day, five days a week. I have written a few articles already on sleep, exercise, diet and mental health and how they contribute to a better physical and emotional life. What is new about this study is an actual diet that one can follow to achieve these results. This study focused on a specific change that occurs in DNA as we age. To keep it short, DNA is made up of four nucleobases — guanine, adenine, cytosine and thymine. These bases are then put into different patterns which are the blueprints for all of our proteins, cell structures, cell signaling, etc. (Have you ever seen the movie “Evolution?” Highly recommended, but really has nothing to do with this article.) Two of the bases, cytosine and adenine, have a tendency to get ‘methylated’ (as opposed to the tendency in the Keys to get ‘ethylated’ — don’t stop me, I’m on a roll). Once methylated, specifically cytosine bases, the changes inhibit genes that prevent tumors and promote inflammatory genes, both of which lead to more age-related diseases. I can’t guarantee you will get two years younger, and if you do these recommendations for eight weeks, then go back to an unhealthy lifestyle, you will likely lose any benefits from it. I don’t think that you will get two years younger every eight weeks either. But if you could maintain a slightly healthier you for many more years… Have a great week, and be healthier today than you were yesterday!

The Class of 2021’s high school graduation ceremony ended in a shower of confetti and fireworks on May 27. The event was held on the football field, just as the sun was setting, on a perfect, breezy night. Families were seated behind the students on lawn chairs in areas that were specifically marked. Seventy-seven students crossed the stage to receive their high school diploma. Photographer Maggie Sayer donated her time to photograph the ceremony and the grand finale, as she does every year. DRAG QUEEN PUDDIN TAINE OFFERS WALKING TOUR OF LGBT INFLUENCE

PAINTING THE TOWN PUDDIN

O

n a rainy Saturday night, a towering vision in an emerald gown leads a line of revelers down Duval Street. Whitney Houston’s “I Wanna Dance With Somebody” falls out of her rolling speaker. A loose street party forms in her wake, as followers and spectators alike sing along badly, dance joyfully and bow to the jewel-toned majesty that is Miss Puddin Taine. Taine, a Libra and Louisiana native, is a tour guide for Yes, Queen!, a drag queen pub crawl departing weekly from Aqua Nightclub. The Yes Queen! tour originated in Savannah, Georgia and has recently expanded its stilettoed self to Las Vegas and Key West. Taine was a natural fit for the role of crawl guide. “I’ve always been known as a good-time Sally. I was like, ‘Pretty much you want me to take people out, have cocktails and entertain them?’ I treat this like our own little parade.” Taine hails from New Orleans, a city that may not have invented the parade but has inarguably perfected it. She is a veteran of the New Orleans Drag Workshop and counts Crescent City legend Vinsantos DeFonte as her dragmother. In 2019 Taine was crowned Queen of Armeinius, New Orleans’ premiere gay Mardi Gras Krewe. She’s also featured in Poppy Tooker’s cult New Orleans cookbook, “Drag Queen Brunch.” Taine began her life of drag as a toddler, “I started stealing my cousin’s dance costumes when I was 4 years old. They had sequins and feathers and I was obsessed.” Her fanciful nom de drag was inspired in part by a dog groomer she knew as a child. “Her name was Puddin. She had a purple Winnebago and a long braid and chain-smoked and was just such a character. We would get our dog back and she would smell like cheap cigarettes and dog shampoo.” Drag has taken Puddin Taine from New Orleans to Provincetown, where she was named 2018 Showgirl of the Year, to Key West. “I’m on the Tennessee Williams trail. He had good taste in where to live. He’s very much my role model. I love that his work is still as jaw-droppingly outrageous as it was when it was written.” Taine herself moonlights as a writer. She’s currently developing a one-woman show that explores the

theme of heaven and hell. She keeps busy raising the latter on Friday evenings at the 801 Cabaret and on select weekend nights leading tours for Yes, Queen! Taine shares guide duties with fellow local queens Elle Taylor, Blue Diamond and Beatrix Dixie. Taine’s tour includes a highly entertaining, albeit bastardized, version of Key West history (the Curry Mansion is described as the island’s first Indian restaurant) and a heavily discounted shot or specialty cocktail at every stop on the journey. Drinking is encouraged, as is self-control. As Taine sternly warns, “I’m not your momma. If you’re hammered and we lose you at the hot dog stand, that’s on you.” Sensible choices are a hallmark of Taine’s. “Honey, I wear comfortable shoes. Straight people have no idea what it’s like to be in six-inch heels. We’re having cocktails on this tour and there’s this thing called gravity. I would hate for Puddin Taine to come tumbling down.” Standing ovations are in order when the tour culminates in Taine’s performance at General Horseplay. It must be seen to be believed. Taine welcomes the seasoned and the unversed on her tour and to her stage performances. “Most of the people who come to 801 have never seen a drag show before. A lot of people who come on this tour have never seen a drag queen. You go easy on them their first time. It’s an initiation.” That initiation, aided by booze and the vocal stylings of Whitney Houston, usually evolves into fast friendship. “It’s always so much fun to watch people go from being a little shy or scared to at the end they’re ready to take me home for Thanksgiving.” Having found a home of her own in Key West, Taine is dedicated to the protection and celebration of the island’s LGBTQ+ community. Where does she observe room for expansion? “I want to see more dance parties in Key West. I am such a believer in the dance floor and the absolute magic that can happen there, in the spiritual experience that can take place. Right now, we’re not partying to our potential.” Dance party deficits aside, Taine is happy to be at the end of the road and a new beginning of her own. “I love living in Key West and working with the 801 Cabaret. My favorite thing about this island is that most of the bars serve rosé and you can smoke everywhere. KEY WEST MEMORIAL DAY EVENTS HONOR THOSE WHO MADE THE ULTIMATE SACRIFICE

ey West’s active-duty military, veterans organizations and their supporters coordinated three Memorial Day events to honor the fallen on May 31. The USS Maine Memorial at the city cemetery hosted its annual commemoration, with remarks by Capt. Mark Sohaney, commander of Naval Air Station Key West. The crowds went from the cemetery to the Veterans Memorial Garden at Bayview Park for the unveiling of a memorial honoring the Montford Point Marines, who were the first African Americans admitted to the U.S. Marine Corps. The plaque explains their service, and honors 13 Key Westers who served among them. Finally, American flags filled Southern Keys Cemetery on Big Coppitt Key, where another Memorial Day remembrance takes place each year. — Weekly staff report
