A large brush fire in Miami-Dade, which shut down Card Sound Road earlier in the week, has burned around 13,000 acres, according to the Florida Forest Service-Everglades. Smoke and flames could be seen last weekend as Miami-Dade County and Florida Forest Service worked to contain the blaze. Card Sound Road reopened Tuesday evening, alleviating heavy traffic seen north and south during work hours. The Florida Forest Service said the fire is 80% contained.

ask-wearing mandates and other local government COVID-19 restrictions on businesses and individuals in Florida are no longer in effect, per a pair of executive orders signed by Gov. Ron DeSantis on May 3. And on the morning of May 5, Monroe County followed suit. A special meeting of the Monroe County Board of County Commissioners saw unanimous approval of a repeal to a local ordinance that requires everyone to wear a mask upon entry into a restaurant or business. It was set for a June 1 sunset, but DeSantis’ orders immediately ended that local restriction. Business owners can still require masks when patrons enter their establishments, but DeSantis’ orders override any approved decision-making and oversight by city and county governments over COVID measures that infringe on rights or liberties. The first executive order signed by DeSantis suspends all local COVID-19 restrictions and mandates on individuals and businesses through the end of June. Come July 1, a second executive order goes into effect officially
Gov. Ron DeSantis signs Senate Bill 2006 during a May 3 press conference in St. Petersburg. He also signed two executive orders that suspend and invalidate local government COVID-19 restrictions. CONTRIBUTED
invalidating emergency orders by local municipalities in relation to COVID-19 emergencies that restrict the rights or liberties of people and businesses. Executive orders that end local mask rules don’t apply to schools, per the Florida Department of Education. Orders only pertain to city and county government restrictions on individuals and businesses. The Monroe County School District will continue to require masks for students and staff. DeSantis signed the executive order following a May 3 press conference in St. Petersburg, where he also signed legislation that disallows states and local governments from closing businesses or preventing students from receiving in-person instruction at school. The bill passed through the House and Senate before the end of session last week. Executive orders and legislation signed into law only apply to pandemics and other public health emergencies. It exempts orders in response to a hurricane or other weather-related emergency. Per the bill DeSantis signed, any ordinance or measure depriving a person of a right, liberty or property requires a governmental entity to prove that the measure is “narrowly tailored” and serves a “compelling governmental interest” through the “least intrusive means.” It also authorizes the governor or legislature to invalidate a city or county measure that “unnecessarily restricts a constitutional right, fundamental liberty or statutory right.” Citing the vaccines’ success and effectiveness, DeSantis said his orders that end local mandates are the “evidence-based things to continued on the next page

do.” Just over 9 million Floridians received either the one-dose Johnson & Johnson or the twodose Moderna or Pfizer series, as of May 5. More than 5 million of those are over 55 years of age. Local actions that restrict inschool instruction or close business must satisfy demanded and continuous justifications, DeSantis said. “I think folks that are saying that they need to be policing people at this point, you really are saying you don’t believe in the vaccines, you don’t believe in the data, you don’t believe in the science,” he said. “We’re no longer in a state of emergency.” County Mayor Michelle Coldiron, who called the special meeting, said she wished to stay in lock-step with DeSantis’ executive orders. “It’s up to each individual to wear their mask or not,” she said. “Any private owned business can still require that you don a mask when you enter their premise.” Commissioner David Rice said that while he believes there’s an obligation to follow the governor’s orders, the risk of community spread hasn’t terminated just yet. He went on to say that people should pay close to attention to friends and family whose immune systems are suppressed. “I, for one, would not go around one of them without a mask, out of concerns of their fragile health,” he said. Commissioner Mike Forster said he’s not in agreement with everything that’s taken place during the legislative session in Tallahassee. “I think in most cases, we’re best to determine what’s best for the community,” he said. “We can fight it but it’s a fight we’ll lose,” Forster said regarding DeSantis’ orders. Monroe County’s mask ordinance repeal also applies to the City of Marathon and Village of Islamorada, as neither wrote their own ordinance. (The City of Key West did.) That means masks will no longer be required in either city hall or the county buildings. County Administrator Roman Gastesi said during the special meeting that the move by DeSantis was premature. He said employees can still wear masks. “You can all go through life how you want to go through your life,” he said. “No one’s going to say you can’t wear a mask.
“We still have to be careful, be smart and be safe out there.” Key West city attorney Shawn Smith told city commissioners at their meeting on the evening of May 4 that they need to let their mask mandate expire. “Once again, Tallahassee has preempted you from acting,” Smith said. Courthouses, however, are under a different jurisdiction. Rules regulating them are written in the state capital, Tallahassee. New cases of COVID-19 in Monroe County are averaging just over 10 a day. Those in the Keys receiving vaccines are approaching 38,000. In total, cases of COVID-19 in the Keys since the pandemic began total 6,946. Of that number, just over 6,500 are residents and around 400 nonresidents. Key West has led in total cases with just over 3,200 since the pandemic began. Cases in Key Largo since the start are just over 1,000, while Marathon has seen just over 780 cases since the beginning. DeSantis’ executive orders addressing local COVID-19 restrictions go back to September 2020, when he suspended collection of local fines and penalties associated with COVID-19 regulations on individuals. In March, another executive order by DeSantis’ canceled all fines on individuals and businesses related to city and county COVID-19 restrictions. In late March, DeSantis signed into law Senate Bill 72, which provides liability protection to individuals, businesses, educational institutions, churches and health care providers for liability claims related to COVID-19. And just a month later, he extended a state of emergency to ensure students remained in school for the rest of the year, while also quashing any vaccine passport requirements “as a condition of participating in everyday life.” “We worked very hard particularly since summer to jettison policies, and we focused on lifting people up, getting people back to work and we wanted to get kids back to school,” DeSantis said during the press conference. “We thought that it was important that parents have the ability to send their kids to school, and we wanted our economy to be healthy and society to be healthy. We wanted people to be happy living in Florida.”
COUNTY UPDATING PLAN FOR FIXING CANALS PUBLIC COMMENTS BEING ACCEPTED NOW CHARLOTTE TWINE charlotte@keysweekly.com
M
onroe County is seeking public comment on its plan for managing the quality of canals in the Keys. But time is running out. At the April 21 Board of County Commissioners meeting, Monroe County’s Chief Resilience Officer Rhonda Haag presented a canal management master plan, which will have to be approved and brought to the state’s Department of Economic Opportunity. The BOCC will accept public comment on this project through May 12. The county is formalizing the selection and ranking criteria as required in its canal work plan. This will be provided in the county’s annual progress report to the state. A lack of progress on the new canal restoration tasks will result in a penalty from the state: a reduction of 20 percent of the county’s Rate of Growth Ordinance (ROGO) allocations. “We’re happy (Gov. Ron DeSantis’ office) is interested in our water quality and that the state provides funding and wants accountability,” Haag told Keys Weekly. “That’s good news for water quality in the Keys, and it ensures consistency that local agencies are doing their share.” In her presentation on April 21, Haag said the county started cleaning up Keys canals voluntarily in 2012 to address the abundance of muck and lack of circulation. Among the steps were the formation of a water quality subcommittee and the canal management master plan, all funded by the U.S. Environmental Protection Agency. Canal 266 in Big Pine Key was known as being particularly bad due to its smell. “It was one of the worst in the county because residents couldn’t sit in their backyard or sell their house because of that problem,” said Haag. Through 2012-13, the county’s 502 canals were evaluated for health and water quality, and over the following years, demonstration projects cleaned some canals to test technologies. For example, Canal 266 was restored and has now an “air curtain” to keep out more floating seaweed.
In 2017, after Hurricane Irma, priorities changed due to the necessity to clean the marine debris created by the storm — a $50 million project funded by the U.S. Department of Agriculture that wrapped up in 2020. But then the state turned its attention back to the health of the county’s canals. DeSantis’ office proposed a 10-year canal restoration program to address 96 canals in unincorporated Monroe County with poor or fair water quality ratings that do not meet minimum state standards. This ranking was created by Haag, with consultants from Wood, an environmental engineering company. The ranking’s suggestion for which canals to address first may seem counterintuitive to the layman. For example, three of the first five canals are labeled as “fair,” not “poor,” yet Haag’s team feels they should be fixed first. The reasoning? Funding. In 2021, unincorporated Monroe County will get $5 million, if that, from the Florida Keys Stewardship Act. One of the worst canals on the ranking of 96 would cost $50 million to fix. Choosing which canal to fix first comes down to “more bang for the buck.” “If you look at four half-milliondollar projects that might combine to spread the positive impact throughout a larger area, you could have 2 million dollars’ worth of expenditure that would far outweigh the benefit of a single $7 million project,” said Richard Fraxedas, senior Wood consultant. Canal remediation techniques include organic removal, backfilling, culverts, weed gates and gravity-fed injection wells to improve the overall water quality of the canals. The initial price tag is estimated at $540 million to restore the 96 canals. Public comment will be accepted on the Guidance Document and selection criteria through Wednesday, May 12. The final set of criteria will be submitted for approval at the regularly scheduled June 16 BOCC meeting. For more information or to submit a comment, visit www.monroecountyfl.gov/canals. Comments can also be emailed to haag-rhonda@monroecounty-fl.gov or greg.corning@ woodplc.com with a subject line of “Canal Restoration Program – Public Comment.”

City of Marathon hosts housing forum SARA MATTHIS
I
sara@keysweekly.com
t all started with a Facebook post by local Marathon business owner Larry Smorgala. He wrote, “Just this month alone, two hard working, great families, are moving out of the Keys because they can't afford to live here and get ahead in life. How does our elected government sit back and watch this happen? … I would love for just ONE elected official to explain the plan that they are working on to help this situation.” Not long after, Marathon Councilman John Bartus called for a roundtable discussion that took place on May 3 with about 30 people in the main chambers of City Hall. Also in attendance were Mayor Luis Gonzalez, Councilman Mark Senmartin, various city officials (planning director, attorney and city manager), Sheriff Rick Ramsay and Monroe County Mayor Michelle Coldiron. The meeting’s tone was respectful, if sometimes desperate when businessmen and women described the difficulties in finding employees. Mainly, the meeting was a great exchange of information between residents and city officials. “We have employee issues, you have employee issues,” restaurant owner Peter Demaris told the city officials in explaining the shortage of employees he says is due to the cost of housing. “We are going to have to raise our rates exponentially and no one is going to want to come here and we will collapse the system. No one is going to spend $35 on my hamburger. I am working my (employees) 65 hours a week just to (be open) four days a week. We need to resolve our affordable housing issues to bring people into the workforce.” Three possible solutions to the affordable housing were identified: lobbying to change the law that governs how
bed taxes can be spent, researching a reportedly successful program currently used on Cape Cod to subsidize annual rentals for workforce and, finally, raising fees, fines and taxes. Here are the highlights of the discussion: In Marathon, there are just over 4,000 existing housing units. The city has 344 new affordable building rights to distribute before it reaches “build out,” and the state will no longer issue new building permits. The city also has 44 market rate building rights to distribute. In the past 15 years, the City of Marathon has built 750 deed-restricted affordable housing units; there are 31 more that are currently “in process.” The City of Marathon has two types of affordable housing. The first are built using private financing, such as Tarpon Harbour and Seaward Landing. While those projects have income caps for tenants, they can charge the maximum of allowed rents and still meet the definition as affordable housing (120% to 160% of the median income as defined by the City of Marathon). The second type of affordable housing is developed with “tax credits,” or financed through the Florida Housing Finance Corporation, a quasi-governmental bank. Tax credit projects — like 73rd Street and Crystal Cove Apartments — charge different rents for essentially the same unit based on the renter’s income. For example, a development agreement can set aside five apartments for people earning 20% of Monroe County’s median income (based on federal income guidelines that shift each year to target the most needy category). There can be vacancies in the affordable housing development and tenants still be rejected because they make too much, or too little, to qualify for the available (not rented) apartments. In the past, the City of Marathon has approved developments of affordable
housing with no assurances about what type of affordable housing is built, i.e., whether it will be expensive or inexpensive. “We do have control if we exercise it,” said Senmartin, adding the council recently put rent cost requirements on a small project to be developed near the airport. “It shouldn’t be a free-for-all.” The City of Marathon has an affordable housing fund. Since 2010, it has loaned $870,000 to 87 first-time home buyers at $10,000 each. It has been described as a down payment program, but on May 3, most in the room acknowledged that it only covers some of the closing costs. The fund is seeded by developer impact fees, as well as the fee to transfer building rights from owner to owner. Habitat for Humanity’s Chris ToddYoung is well versed in the need for affordable housing in the Middle Keys. She had two suggestions. One, enforce the income requirements on affordable housing rentals. “There are a lot of people living in affordable housing that don’t need to be there,” she said. Rental enforcement should happen annually to capture data on renters who have outgrown the program with increased earnings (raises). Enforcement does not apply, however, to homebuyers. Income caps are set when they buy the house and, provided they make the mortgage payments, stay the same. Todd-Young also alerted city officials to a program on Cape Cod that she said is successful — using tax credits to incentivize property owners to rent to the workforce at affordable rates. Bartus asked City Manager George Garrett to follow up on the suggestion and bring back more details. Marathon resident Mallory Morton advocated for something similar, voicing support for government-business partnerships to continued on page 18

Marathon moms are set to celebrate on Sunday!
ORNELAS
RIVERA
ZAJAC
JIMENEZ
One of our favorite quotes about motherhood comes from Jill Churchill, an American novelist. She said, “There is no way to be a perfect mother and a million ways to be a good one.” The Middle Keys are filled with so many good moms. Take some time to cherish them on Mother’s Day, Sunday, May 9. Cheers! Llama: Marathon mom Christina Llama plays with her daughter Marianna, 4, in the pool. Happy Mother’s Day, Christina. Amador: Marathon mom, Anny Amador, is pictured here with her daughter, Samantha, 7. She also has a 3-year-old son, Dylan. Happy Mother’s Day, Anny. Barbosa: Marathon mom Claudia Jimena Barbosa has two sets of kids — Angelina and Laura are 3- and 2-years old, and her son, Miguel Angel Goyes, is 18 years old. Beckett: Devon Beckett is pictured here with her new son, Beau Beckett, born April 22, and her 2.5-year-old daughter Cora. She said her husband was alarmed to find everyone dressed (no PJs) until she explained the photo op for the Keys Weekly’s spread for Mother’s Day. Borraccino: Jessica and Nick Borraccino of Marathon are pictured with their daughter, Isla, born a week before Hurricane Irma and clutching the sonogram pictures of their newest baby, set to arrive in August. Carlson: Kristin Carlson was one of the “quarantine” pregnancies featured in the Weekly back in December. And this is her new baby — Elise — who is now 3 months old. Geaneas: Heather and Adam Geaneas welcomed baby Kylo Charles to the world recently. He’s 3 months old now.
Hruska: The Keys Weekly’s office manager, Char Hruska, reunited with her three children recently — the first time everyone was together in 13 years. They are Joe Hruska, left, Char, Christi Conrad and Dan Hruska. She is also the newspaper’s honorary mom and we adore her! Cox: Trish Cox cuddles with her two children — Micah is 8 and Norah is almost 2. “She’s a great mom because she does it all and always puts the kids first. From running her business (landscape design) to homeschooling and play dates, she is always on the go,” said husband Jeff Cox. Ornelas: Another pandemic baby, sure to grow into a “quaranteen.” Elba Ornelas is pictured here with her daughter, Isla, now 4 months old. Rivera: Look at these cuties. Marathon mom Sylvia Rivera is pictured with her children — Valeria, 3, and her big brother Diego, 4. Zajac: Stephanie Zajac welcomed Noah Kai to the world, her first baby, almost five months ago. Stephanie said, “He just started to really laugh, which just melts my heart. And he absolutely hates tummy time because he has inherited his father’s FOMO (fear of missing out).” Jimenez: Awww. Marathon mom Mileyma Jimenez snuggles with her daughter Analiyah, 3 years old. Mothner: If there’s anything more special than having a granddaughter, it’s having your granddaughter named after you. This is Janine Mothner with her 9.5-month old granddaughter Kensley Janine Keller. Happy grandmother’s day, Jeanine.

HOLY MACKEREL! Marathon man catches 488-pound swordfish on May 2
O
kay, it was a swordfish, but “Holy Mackerel!” is the edited version of what angler Rob Helzer and his crew were screaming when the 488-pound swordfish jumped for the first time. He and friends Rob Warburton, Jim and Kathy Carter and John Rooks landed the fish on May 2. “We were straight out of Marathon, about 42 miles, fishing in 1,800 feet of water,” Helzer said. It was their third swordfishing trip and while they had hooked some big ones before, this was the first one they got all the way to the boat. “We had hooked into a few others, but what a dandy this was!” he said. “It was a team effort.” The entire production would have been impossible without the electric reel and the block and tackle, recently installed, to bring the fish into the boat. Once at the dock, Helzer tied a line around the tail and attached it to the pickup to drag it out onto the slab. Packaging the meat — about 300 pounds — took an entire day and a half. Suffice to say, the neighborhood is happy with Helzer and friends’ catch and distribution of swordfish steak. “That was definitely the catch of a lifetime,” Helzer said. Helzer splits his time between Marathon and Michigan. — Weekly staff report

Nicole Merryman will compete in the javelin, Owen Pitchford will run the 800- and 1,600-meter distance races, and Jonathan Pitchford is set to compete in the 1,600- and 3,200-eter races. According to MHS Athletic Director Lance Martin, Jonathan will be the favorite in two events at states based on the times he ran during the season compared to the rest of the state, and Owen will be competing for a top 6 finish in both of his events. Nicole is making her first appearance at the state championships for the javelin. “At regionals she was seeded 8th, but got 2nd place with a huge 4-meter improvement on her throws from the regular season,” said Martin. “We don’t know what Nicole is capable of — let’s hope she has more in that arm to improve even more!” BARRY GAUKEL/Keys Weekly Top: The trio of student athletes are traveling with the support of the Marathon Alumni Athletic Club, represented by Mike Puto, second from left, as well as MHS Athletic Director Lance Martin, left, Coach Jim Murphy and MHS Principal Wendy McPherson.

OBITUARY
Carl Leslie ‘Les’ Martin 1938-2021 Born January 2, 1938, Les Martin joined our Heavenly Father on April 8, 2021. Les was born in Whitesville, West Virginia. He graduated from South High School in Columbus, Ohio where he lived until the family moved to Lakeland, Florida in the ’70s. He worked as a roofer most of his life until he moved to Marathon and worked as a bridge tender on Boot Key Bridge until he retired. Once retired, he moved to Ridge Manor Estates in Webster, Florida. He was a proud member of the Dade City Moose and he was best known for his love of gambling, beer and pretty women. Carl is preceded in death by his mother and father, sister Wanda WilliamsContich and sister Carolyn Martin. He is survived by his loving family: son Michael Martin of the Philippines; niece Lorie Mullins, nephew Eric Myrmel, and great niece Malanna Myrmel of Marathon; great nephew Jesse Gallo of the U.S. Navy and his wife Juna and their son Musashi; nephew Steve Lowry and his wife Veronica and their children Olivia, Eve and Stella of Tampa; nephew Burt Williams and his wife Tammy, their children Amanda and Chandler of Stuart, Florida; nephew Brian Martin and his wife Christina, their children Brianna, Chrissy and Hanna of Missouri; his best friend Ed “Pappy” Papaneri and his wife Alice of Dade City, and the many friends he met along the way. A Celebration of Life will be held at his local watering hole, Miller’s Lighthouse in Dade City, at a later date. “It’s good to touch the green, green grass of home.”
Lois Shell 1935-2021 Lois Shell, 86, of Marathon, Florida — beloved mother, grandmother, sister and aunt — passed away peacefully among family and close friends on April 18, 2021. Lois was predeceased by her husband of 43 years, Leon “Cappy” Shell, her parents Walter and Mary Immesberger, brother Walter and his wife Jean Immesberger. She is survived by son Lee (Dorie) Shell of Highlands, New Jersey; son Larry of Rhode Island; daughter Laura of Port Townsend, Washington; and grandchildren Michael and Erin Shell. Lois is also survived by brother Jim (Anne) Immesberger of Stuart, Florida; sister Pat (Dick) Johns of Naples, Florida; sister Maryann (Mark) Zurich of Port Salerno, Florida; many nieces and nephews; and good friends DJ, Suzie, Pat and Don, Wayne, Paul, Gerry and Bethann. New Jersey natives and teenage sweethearts, Lois and Leon were long-time residents of Highlands, New Jersey, where they bonded over a shared love of each other, life and the love of fishing. Their shared passion led them to take their charter fishing boat and launch a new phase of their lives. Seeking year-round warm weather, the couple made the decision to relocate to Marathon, Florida in 1978. Balmy weather, blue waters and palm trees opened up a whole new life with both old and new friends. Leon soon established himself as a talented captain and fishing lure designer, creator and founder of “Leon Lures.” Together Lois and Leon would work at their patio workshop making lures popular among fishing captains. After Leon’s passing in 1997, the community enveloped Lois with love and support. May her legacy last forever: “Live Like Lois.” The family will plan a Celebration of Life at a later date. In lieu of flowers, donations can be made to Habitat for Humanity of the Middle Keys.

LOOKING FOR AFFORDABLE ANSWERS help purchase employee housing with property tax breaks. The forum participants also asked “out of the box” questions. For example, can vacation rental application fees or vacation rental violation fees be doubled and then siphoned off to use as subsidies? Unfortunately, no. “The fees and fines we charge must be commensurate with the service,” explained City Attorney Steve Williams. “For example, if it’s a $1,000 fee to inspect a one-bedroom home and certify it for vacation rental, we can’t charge $2,000 for a two-bedroom home. It doesn’t take twice as long to inspect or twice as long to complete the paperwork.” Williams also said that while the city can increase fines, there are state caps on those amounts as well. Perhaps the most promising avenue to fund more affordable housing is also the hardest to achieve. Rerouting bed tax money to serve affordable housing instead of advertising the Keys as a destination for tourists, building tourist attractions or supporting events that draw tourists. The state legislation that makes bed taxes possible has language that states it can only serve those purposes. Smorgola argued that they are one and the same. “Tourists don’t want to come and visit if there are no tradesmen who can afford to live here and fix their air conditioning,” he said. Senmartin said the city and the county need to advocate for changing the legislation in Tallahassee. “The first step is getting it changed at the state level,” he said. (During this legislative session, there was a bill from Miami-Dade county that advocated using tourist bed tax money to fund sea-level rise infrastructure improvements. It did not pass.) Williams, the city attorney, was the first to utter the “t” word. “The one thing that’s always legal is raising taxes,” he said to a silent room. “We can raise taxes like Naples or Coral Gables. But we have to have the political will, and the will of people holding their personal wallets,” he said. Bartus ended the forum on a positive note. “I am very glad to host this. This is a responsibility we all have. And affordable housing is a problem in all of Florida. We need to participate, like this,” he said.
LETTER TO THE EDITOR
Save-A-Turtle does not endorse Oxitec project It has come to the attention of Save-A-Turtle of the Florida Keys that Oxitec Inc. has used our logo/imagery with apparent attempt to imply that our upstanding Keys non-profit — dedicated to helping sea turtles, their habitat and educating people about sea turtles in the Keys — endorses the GM mosquito experiment. Save-A-Turtle does not endorse this experimental project, nor has it ever been involved in any way with Oxitec or FKMCD. We have demanded retractions from Oxitec for their misuse of our organization, images and intellectual property; however we ourselves want to take every opportunity to publicly state that this is not true. Oxitec is well aware of this as they never contacted our organization, nor does anyone from our board have any position or input with Oxitec or FKMCD. Neither Oxitec nor FKMCD have rights or permission to use Save-A-Turtle’s name, Wyland’s name (who designed and registered our logo for Save-A-Turtle) or any other related aspect of any intellectual property or volunteers from Save-A-Turtle in any way whatsoever. We find it reprehensible that any company would do what Oxitec has done in this situation, using our good name and imagery for their own gain, making it look like we are part of an “official” endorsement and support team, which is completely false. Harry Appel President Save-A-Turtle of the Florida Keys Inc.

MARATHON WEEKLY / MAY 6, 2021
KEYS ROADS STARTED IN PATCHWORK FASHION S
ept. 1, 1854, was a Friday. It was also the day George Whiting Allen was born. The Allen family would move from Jacksonville, Florida, where George was born, to Key West. George was sent to the family’s Ithaca, New York, home to attend school. A young man of 14, he returned to Key West in 1868, where he would grow up to leave a substantial footprint on the historical record. Among his accomplishments, Allen served as a Florida state senator from 1878-1884. Leaving politics, he turned to banking and, in 1891, organized and became the first president of the First National Bank of Key West. William McKinley, elected the 25th president in 1897 (and assassinated when two bullets fired at close range struck him in the belly in 1901), appointed Allen Key West’s collector of BRAD customs. It was a post he held BERTELLI until 1913. In 1895, a decade before ... is the curator Henry Flagler began makfor Islamorada’s ing railroad tracks across Keys History & the island chain, Allen gave a Discovery Center. A published auspeech advocating the necesthor of six books, sity of a road to bridge mainhis favorite subland Florida and Key Largo. jects are Indian Before a road ever appeared, Key and skunk Flagler’s men began to survey apes. the right-of-way for the Key West Extension of his Florida East Coast Railway. When the train arrived, it altered the landscape of the Florida Keys and the island chain’s culture. Before daily rail service between Key West and the mainland was established, these islands had been strictly a boating culture. For Upper Keys farmers, the train presented an opportunity. The fruits of their labor had always been shipped to East Coast markets like Philadelphia and New York via the Atlantic Ocean. Boats, however, were not the most reliable form of shipping, especially for cargo with a limited shelf life. On any given trek from farm to market, one-quarter of the shipment would spoil in transit.
The original Card Sound Bridge was a wooden structure that swung open to accommodate boats and automobiles. KEYS HISTORY & DISCOVERY CENTER/Contributed
Should unfortunate weather patterns develop or, in a worst-case scenario, there was a shipwreck, entire shipments could be lost. The benefit of the Over-Sea Railroad was that it offered a significantly quicker delivery schedule with a substantially higher degree of reliability. The problem, for farmers, in particular, was how to transport their crops, not to the docks as they had done for decades, but to the packing houses becoming established near the line of the railroad. While the first train arrived in Key West on Jan. 22, 1912, daily service had been established between Miami and Knights Key, at the foot of today’s Seven Mile Bridge in 1908. Once the train began roaring up and down the Upper and Middle Keys, pioneer life began to transition away from the long wooden docks extending from the edges of the islands to the railroad tracks stitched across the interior of the island chain and delivering conveniences like mail, ice, sundry goods, friends and family on a daily basis. In 1908, Upper Keys residents asked Monroe County to fund road projects that would enable better access to the train. The county responded in 1917 when it issued $100,000 in bonds to build roads on Key Largo and Big Pine as well as a bridge linking Stock Island to Key West, but no bridge linking the Keys to the mainland. In 1919, lobbyists supporting the Miami Motor Club also worked to establish a road linking the mainland to the Keys in an effort to provide their winter tourists with access to additional “suburban” fishing grounds. It was 1922 when Monroe County officials allocated $300,000 for road projects that included work in the Lower Keys and on Key West but also helped to create better access to the railroad for Upper Keys farmers.
County monies were again allocated for road projects in 1926. This time, Monroe County issued a more significant investment in the project, a $2.5 million bond for projects that included the construction of a wooden bridge connecting Little Card Point (on the mainland side) to the existing road that had been built on North Key Largo. On the Dade side of the county line, commissioners agreed to finance 11 miles of road that would link Florida City to what would become the Card Sound Bridge at Little Card Point. The original bridge was designed as a swing bridge to accommodate both automobile and boat traffic. When a boat wanted to pass through the waterway, the bridge tender would come out of his house, walk out to the middle of the bridge, and begin to physically crank the bridge open, turning and turning until the bridge began to swing open. In September 1926, the Great Miami Hurricane devastated the city but also washed out the Card Sound Bridge. According to Fern Butters, who would open a small motel and restaurant with her husband on North Key Largo in December, the Card Sound Bridge reopened in November. The repaired bridge had been raised several feet to help combat any future washouts. As for George Whiting Allen, who first called for a road linking mainland Florida to the Keys in 1895, he would never see the idea come to fruition. He died on May 30, 1922.

PUNK ROCK SANDWICHES Get ready to be excited by sammies again with Big Mouth Eatery’s improvisational riffs on American classics CHARLOTTE TWINE
charlotte@keysweekly.com
P
erhaps it's the Mick Jagger-huge lips on Big Mouth Eatery’s logo outside that calls to mind rock ’n’ roll first. And when you walk inside the colorful restaurant, you also see graffiti-like art with skulls — rockers love skulls, right? Then you see the craft-sandwich-themed menu. The choices include a category called “Classic Cuts,” with your typical comfort foods like grilled cheese and BLTs. There’s also a section that’s a
little more rebellious and risk-taking — improvisational combos called “Lab Creations.” The “Big Bologna” would make Elvis proud: giant thick-sliced bologna, American cheese, lettuce, tomato and mustard on a hoagie roll. Big Mouth Eatery’s sandwiches aren’t your grandma’s cucumber-ontriangular-white-bread variety. These are gut-bustingly flavorful, seriously punk-rock sammies. When Keys Weekly spoke to coowner and chef Jerry Forrester, our suspicions were confirmed that he is a rock ’n’ roll fan: He was blasting Beas-
Co-owner Rebecca Forrester minds the front-of-house at Big Mouth Eatery. CONTRIBUTED
“We had talked about it a long time, opening our own business,” said Rebecca. “We came to the Keys a couple times last year. We came looking for businesses. We moved here from Houston in December 2020.” Even though the couple knew 2020 was a risky time to open a restaurant, they took the leap anyway. “We worked all through COVID,” said Rebecca. “We saw how a restaurant could work. Even if you don’t have inside dining, you could still do to-go orders and online ordering.” And Jerry saw that creating his own menu was finally his time to dance to his own beat. “I do an experimental sandwich every week — The Lab Creation,” he said, explaining that he walks into a grocery store, looks at ingredients and gets inspired. “I taste them in my head and combine them. That’s where a lot of this comes from. Food should be exciting and fun. Right now, our Lab Creation is the Pollo Fuego — a wrap with jerk chicken, and sriracha, jalapeños and jack cheese. It’s kicking flavor.”
tie Boys’ “No Sleep till Brooklyn” in the background as he talked about the beginnings of Big Mouth Eatery. “We love travel, music, going to events. Opening this business is the next adventure,” he said. Rebecca and Jerry Forrester were married 21 years ago in Key West, and they always found their way back to the island chain. But the couple spent most of their relationship traveling and employed at restaurants — Rebecca for the most part doing front-of-house at Starbucks and Jerry working as a chef, most recently at Texas Roadhouse.
At Big Mouth Eatery, customers are welcome to custom-order what they crave, such as this comforting combo: grilled cheese with provolone, Jack, cheddar and ham, with a side of warm tomato bisque.
Chef and co-owner Jerry Forrester in his ”Sandwich Lab.”
Big Mouth Eatery makes a point of catering to hungry fishermen and -women. Customers can order online, and the made-from-scratch sandwiches will be packed “water-friendly.” In addition, the typical sandwiches have 2 to 3 ounces more meat than Publix’s and Subway’s products. Fresh sides include jicama slaw, cucumber salad, Italian pasta, baconranch salad, and corn and black bean salad. “It seems like the Keys has niche food,” said Jerry. “You get fish dip and conch fritters, and there’s nothing wrong with that. It's all great. But we tried to think what we can do differently for the community, and not so much cater to the tourists. We were really thinking about the locals. That’s what drove it.” Big Mouth Eatery is located at 61 53rd Street, Marathon and is open from Monday to Friday 10 a.m. to 3 p.m. and Saturday 6:30 to 10:30 a.m. Closed Sundays. For orders, call 305-414-8626. More information is at bigmoutheatery.com.

Marathon artist strikes the right chord
I
n the heart of the Florida Keys, I recently discovered a hidden treasure. I was not out on Sombrero Beach with a metal detector, nor did I uncover it while snorkeling out on Looe Key reef. This treasure I found in the corridors of Stanley Switlik Elementary School. Christopher Willis is the school guidance counselor by job title, but he is so much more. He serves as a mentor to countless students, helping them find their way to success in the classroom and in life. Honored by the Monroe County School District as a Counselor of the Year and respected by all who know him, when I first met Chris he seemed too good to be true. Then one day I saw him break out an acoustic guitar and, well, in the vernacular of the present day — “Mind BLOWN!”
Local musician builds his own instruments, performs and composes
SHANNON P. WILEY Shannon Wiley is a native Floridian born in Hialeah, Florida. He’s an artist, muralist, graphic designer, teacher and coach. He currently lives in Marathon with his two children. Besides painting, he enjoys all the wonders of the Florida Keys. HIs work is for sale at Guild Hall Gallery in Key West and at Shady Palm Gallery in Marathon.
Born in Naples, Florida, and having traveled over the years, living in various wonderful cities in the Sunshine State, Chris eventually met his wife Abigail, who also is a teacher, and the adventures got even better. “Abi just scooped me up and married me before dragging me kicking and screaming down here to the Florida Keys where she’d been raised,” Willis said, laughing. His love affair with both Abi and this little chain of islands cannot be more obvious. For the past seven years, the Willis family has called Marathon home while raising their young son Sky (who is quite a talented artist in his own right). “I love to travel and I love to build things,” Willis said. “I’ve built a couple cigar box (ukuleles) and I’m currently working on an upright bass made from found materials. I also love running, sailing, rowing and, of course, music.” Willis has been playing guitar for nearly three decades and the music he composes only adds to his seemingly endless list of positives. He thanks his father for introducing him to music. Chris said the first song he learned to play was “Stairway to Heaven.” Those fortunate enough to see him performing at local Keys venues know his stellar skills on guitar are bested only by his rich vocals and heart-touching lyrics. He pens songs that clarify his attachment to both philosophy and religion, subjects he studied at Florida Southern College in Lakeland. Later he earned a master’s from Florida Atlantic University. Chris performs on occasion, mostly for enjoyment and for personal growth, and he freely shares his music via YouTube. He composes continuously, too, sometimes completing several new songs a week. His songs inspire young and old with messages of hope, perseverance, friendship and, most importantly, love.

MY NAME IS LUCY BARTON By Elizabeth Strout
GIVE MOM SOME READING TIME
Every May we celebrate Mother’s Day filled with candy, cards and flowers, sometimes even breakfast in bed! We honor the women who care for others, the generations that came before and those that raised us. These five timeless books beautifully share one of life’s most complicated and rewarding relationships.
KAREN NEWFIELD First and foremost a reader, she has reviewed hundreds of books on her blog www. readingandeating. com. And, more recently, this new Keys resident has also begun writing.
Lucy Barton lies in the hospital after a routine surgery that has unexpectedly left her very ill. The doctors have it under control, but Lucy is beginning to despair. As a young mother she misses her two daughters, her husband and the life she meticulously created after escaping a tumultuous childhood. Shockingly, her mother, from whom she has been estranged for years, refuses to leave her side. With an invisible thread, Lucy reconnects with her parent through memories they begin to share with each other in detail. She is astounded and thankful to learn that the mother-daughter bond can never truly be erased. GIFT FROM THE SEA By Anne Morrow Lindbergh In this magnificent collection of essays by Anne Morrow Lindbergh, it’s as if time stands still. As the wife of famed aviator Charles Lindbergh, Anne’s desires and talents were often pushed aside. It was only when she found solitude vacationing on Florida’s Captiva Island in the early 1950s that this poetic, magical writer poured her heart into these pages. Anne captures the enduring essence of women — as mothers, sisters and friends. More than 65 years after its original publication, every word remains true. Like the mesmerizing blue ocean waves, it is the author’s never-ending gift to us.
NOT BECOMING MY MOTHER: And Other Things She Taught Me Along The Way By Ruth Reichl Given the opportunity to explore a box of old letters and journals, this incredible author pieces together a new and different mother. Ruth Reichl is an accomplished memoirist, writer, editor and cook. This novelette examines her mother, the most important, noteworthy and influential person in her life, but one she never fully understood. What an amazing revelation to finally perceive your mother as an individual, a “person," to appreciate that you are a part of her life but her life existed before you. A mother's desires, dreams, regrets and fears are everlasting and the author understands this all too late. MOM & ME & MOM By Maya Angelou Maya Angelou details her abandonment and lifelong reunion with her dynamic, brilliant and feisty mother. Vivian Baxter sent 3-yearold Maya and 5-yearold brother Bailey to Arkansas to be raised by their paternal grandmother. After 10 long, but loving, years they returned to San Francisco and the home of Vivian, whom young Maya called "Lady." Although at times a very bumpy road, Maya's mother never passed up a moment or opportunity to encourage her daughter’s limitless talents. She was blessed to have Vivian in her life and double blessed to have the ability to look back with such loving reflection.
MOTHER DAUGHTER ME By Katie Hafner Insightful, sensitive memoir following journalist Katie Hafner as she progresses through her experimental living arrangements with her 77-yearold mother and 16-year-old daughter. Katie, widowed at a young age, and her mother, who has recently separated, find themselves roommates for the first time in many years. While they always maintained contact, Katie desperately craved more closeness, approval and love than seemed available. After a challenging childhood, she struggled through her parents’ divorce, mother's alcoholism, multiple moves and deep loneliness — always hoping for her mother’s friendship. Instead of “woe is me,” Katie forges forward, searching for happiness, understanding and truth.

Weather patterns aren’t all that mysterious
I
don’t know where you are, but it is a great day here on the island. It is partly cloudy, the wind chill is 84° F, and beautiful people fill my view from the tiki bar. Paradise is not constant even in paradise though. On the horizon a bank of huge thunder heads is building and it appears to be meandering this way. As they get closer a few people start to take CAPT. MIKE notice. BARBER The harbor is packed with boats and I’m betting that most of them left some Capt’n Mike has an undergraduate or all of their hatches open. I fall into that category. I’m notorious for leaving my degree in marine hatches open if I’m not absolutely contechnology and 50 years of sailing vinced that it will rain while I’m gone. The the oceans of the dinghy dock is full and the overflow boats world. Currently, are simply landing on the beach. If the he visits the rain comes this way the mass exodus will Florida Keys reefs be fun to watch. conducting eco Whenever I step outside the very first tours. thing my brain registers is the wind. The wind tells me everything I need to know about the weather for the rest of the day. No need to read a forecast or watch the weather channel. I don’t understand how weather patterns have become perceived as beyond the grasp of everyday folks when all it takes is an awareness of the wind and cloud movements. Then it happens, a lightning bolt flashes followed a few seconds later by a loud clap of thunder. Then the wind stiffens some more and it begins. I’d been chatting with a fellow cruiser at the tiki and he jumps to his feet saying he’d better get out to his boat; he left his hatches open. I replied with a betting offer: “Why don’t you keep your seat? If it rains, I’ll pick up your tab; if not we are Dutch.” You don’t think it’s going to rain? That’s right; it’s not going to rain. The wind has been veering (turning clockwise) for the past few hours which means we are on the dry side of that mess. You might as well relax and enjoy the dinghy races. After a few seconds of consideration, he sat down and ordered a double Lamb’s Navy rum. Previous to my offer he was enjoying much cheaper brands so he must have considered the odds as being much in his favor. The show was great as it offered a few more lightning bolts and spectacular claps of thunder. The beach exodus with the wind blowing towels, sand, a few chairs and an umbrella were fun to watch. The dinghies playing bumper boats as they all tried to leave together was good for a laugh or two. Twenty minutes later it was all over without a drop of rain and back to paradise as usual. The rules are simple: if the wind has been veering (changing direction clockwise) it indicates fair weather. If it is backing (going counter clockwise) put your foulies on. If it is steady from the same direction, you will get more of the current conditions. — Learn more about “Capt’n Mike” at www.whensday.us.

What do you enjoy about being on the baseball team? What I love about being on the MHS baseball team is that once you’ve made it on the team, you’re automatically part of a family. Every season we get closer and closer, which leads us to play better as a team.
Describe one of your best moments in athletics. I think my best moment on the baseball team came this year. My team was down 3-2 against Palmer Trinity. Luckily, while up to bat, I hit a bases-clearing triple to give us the lead. We ended up winning the game. Coach Gonzales says … “Always stay humble and work hard.” I know it will take me far in life if I follow this advice; sportsmanship is key to playing a good game.

More than 147 million people in the U.S. have been vaccinated against COVID-19. That’s more than half of the eligible adult population. But not everyone wants that shot in the arm. For them, we offer:
A witness to a crime. A girl coping with visiting the home of her mostly absent father. And DJ Khaled makes it an even dozen — albums, that is. WATCH | THE WOMAN IN THE WINDOW Confined to her home by agoraphobia, a psychologist becomes obsessed with her new neighbors — and solving a brutal crime she witnesses from her window. Amy Adams stars in this psychological thriller with Gary Oldman, Julianne Moore and Anthony Mackie. Based on the bestseller, the film is coming to Netflix on Friday, May 14.
READ | HURRICANE SUMMER In this sweeping debut, Asha Bromfield takes readers to the heart of Jamaica, and into the soul of a girl coming to terms with her family, and herself, set against the backdrop of a hurricane. Tilla has spent her entire life trying to make her father love her. But every six months, he leaves their family and returns to his true home: the island of Jamaica. When Tilla’s mother tells her she’ll be spending the summer on the island, Tilla dreads the idea of seeing him again, but longs to discover what life in Jamaica has always held for him. REASONS YOU’RE NOT GETTING VACCINATED 10. You have ZERO trust in the American government, which you simply refer to as “THEY.” 9. The entire pandemic was a hoax concocted by antifa to take away your right to bear semi-automatic assault weapons at youth baseball games. 8. In 2013, you got herpes after getting a flu shot.
LISTEN | KHALED KHALED Apple Music says that for hip-hop heads of a certain age, there’s an inescapable familiarity present throughout DJ Khaled’s 12th studio album, “KHALED KHALED.” Project opener “THANKFUL,” featuring Lil Wayne and Jeremih, borrows the flute line from JAY-Z’s “Heart of the City (Ain’t No Love).” Updating great music for a new generation of listeners, the sounds he’s engineered are undeniable. Listen now on Apple Music and Spotify.
7. You have no confidence in American science, as evidenced by your belief, “The only reason I failed World Science three times in high school is because Mr. Johnson was full of shit.” 6. Your daily consumption of vodka prevents anything from living in your system.
5. Your prophet said, “Don’t get it. You’ll be fine. I’ll bring your daughter home tomorrow.” 4. It could affect your pickleball game. 3. The vaccine is “just a tracking device.” Yet you spend 15 hours a day on your cell phone — shopping with your debit card and buying everything Amazon decides you want. 2. All those “doctors” are just “slaves” to the pharmaceutical companies. 1. You’re waiting until everyone else gets it so you know it’s safe.

WOMEN IN SONG
The good and the bad… in two parts!

CROQUET, ANYONE? You’re never too young to enjoy some croquet, as proved by this family from Tennessee on a recent afternoon. The City of Marathon is hosting croquet games on Tuesday, Wednesday and Thursday afternoons, from 4 to 6 p.m. at Sombrero Beach. The free program is designed for all ages and runs through May. ALI ADAMS/contributed
his column topic was suggested by Weekly copy editor Mike Howie. Mike is the one who edits my weekly ramblings and removes most of my totally correct Oxford commas. Mike is also a musician, and gave me the idea of writing a couple of columns about songs with women’s names in the titles. We’re starting with the really good
songs. “Roxanne” – The Police. It’s so easy to hear Sting plaintively plead with his ladyfriend (of the evening) not to go out and participate in the world’s oldest profession. “Alison” – Elvis Costello. A beautiful song with a soulful delivery, Costello insisted he wrote it after seeing a beautiful girl at the checkout counter of a grocery store, the dreams of her youth fading away. “Dear Prudence” – The Beatles. John Lennon wrote this about Mia Farrow’s sister Prudence, who got perhaps too obsessed with the Maharishi Mahesh Yogi’s meditation practices. “Amanda” – Boston. Eight years after Boston’s self-titled album (and a whole lot of litigation), Tom Scholz’s guitars and Brad Delp’s vocals gave Boston its only number one single. “Amelia” – Joni Mitchell. One of my favorite songs of all time, Joni wrote this comparing her life as a solo musical traveler to that of Amelia Earhart’s solo aviator’s career. “Eleanor Rigby” – The Beatles. One of Paul’s best. Ever. “Suite: Judy Blue Eyes” – Crosby, Stills, and Nash. Written by Stephen Stills for his paramour, Judy Collins — it was a really nice tribute. She didn’t stay with him, however. “Ruby (Don’t Take Your Love To Town)” – Kenny Rogers. A sad story about a paralyzed Vietnam vet, saddened by his lady looking for love elsewhere. It’s a really good song. “Peg,” “Josie,” “Aja” – Steely Dan. While it’s not totally clear that Aja is a woman, there may not be three better-
crafted songs about women in the history of rock and roll — and they’re all from the same album! “Laura” – Billy Joel. This is perhaps the most Beatle-esque song ever released by someone who wasn’t in the Beatles. It’s a really good song. “Melissa,” “Jessica” – the Allman Brothers. E’nuff said. “The Wind Cries Mary” – Jimi Hendrix. One of rock’s most beautiful ballads, the song combines poetic lyrics and an amazing arrangement featuring Jimi’s stunning guitar work. “Aimee” – Pure Prairie League. A really nice acoustic song about a girl who doesn’t know what she’s going to do. Hope she figured it out by now. “Billie Jean” – Michael Jackson. Leon Ndugu Chancler’s drums and Louis Johnson’s bass set the stage for one of the best pop songs ever. “Michelle” – The Beatles. Another of Paul’s really lovely melodies, it was made complete with John’s help on the middle eight. Producer George Martin composed the melody of the guitar solo that George Harrison played — the result is an amazing song from the four twenty-something mop tops. “Sara Smile” – Hall and Oates. Blueeyed Philadelphia soul at its finest, this song gave the duo its first top 10 hit, peaking at number 4 in 1976. “Angie” – Rolling Stones. A beautiful ballad written mostly by Keith, this song went straight to number 1. A close listen reveals a “ghost vocal” where Mick’s guide vocal isn’t obscured by the overdubbed lead vocal. “Janie’s Got A Gun” – Aerosmith. A really good song about justifiable homicide. Steven Tyler said that it took him nine months to finish the lyrics. “Dreamboat Annie” – Heart. This is a perfectly lovely acoustic song by the Wilson sisters and the original Heart lineup. Dreamy vocals, dreamy guitars, even a dreamy banjo — the song is simply dreamy. “Visions of Johanna” – Bob Dylan. One of his best, the song features some of his greatest lyrics, including one of my favorite lines ever: “The ghost of electricity howls in the bones of her face.” “Mary Jane’s Last Dance” – Tom Petty and the Heartbreakers. Considered a throwaway filler song by Tom (who was working on the Wildflowers album at the time), this track turned into one of his greatest hits. There are loads more good songs with women’s names … but next week, we’ll take a look at some of the really bad ones! See you then! FACTS FROM THE TAX COLLECTOR
UNDER THE MOONLIGHT Seniors and Juniors attend prom at MHS CLARE MERRYMAN www.keysweekly.com
F
or the first time in many, many years, the Marathon High School prom was held at the school on May 1. (Usually it’s at the elementary school, or in a rental venue.) In 2021, the gymnasium was transformed into “magic under the moonlight” including a two-story faux waterfall built of artificial paper rocks, shimmering “water” and a huge moon. There was a special dance floor, decorated tables and donated golden crescent moon cookies from Sweet Savannah’s. Seniors, juniors and guests posed with a fantastic moon backdrop. Seniors Kevin Mercado and Anisley Ortega were voted Prom King and Queen.
