he city of Key West has hired consultant Bob Slavin to help find a new city manager.

Slavin, who is based in Atlanta, will be in Key West in the next week or two to meet with each commissioner to design a recruitment profile for the desired qualifications in a candidate.

“After we create that profile, the process usually takes about 30 days until you’re interviewing candidates,” Slavin said, adding that his company offers a guarantee that any candidate he places will stay on the job at least two years or he will perform another search at no charge.

Slavin emphasized that his process is tailored to individual city’s needs, “so we won’t just be taking something off the shelf and applying it to Key West,” Slavin said.

Interim city manager Patti McLauchlin told the Keys Weekly last week that she expects the whole process to be completed with a new city manager in place or in final interviews within 90 days.

In other commission activity, officials had to allow the city’s COVID mask mandates and other restrictions to expire this week, following Gov. Ron DeSantis’s order that voids all local restrictions.

“Once again, Tallahassee has preempted you from acting.” city attorney Shawn Smith said.

Fence dispute A fence alongside the North Roosevelt Boulevard seawall next to the Marriott Beachside Hotel is under dispute, city attorney Shawn Smith told the commissioners.

Smith said the hotel owners, who are the Spottswood family, claim to own the area that has been fenced in to prevent illegal boat docking and kayak access. Some local boaters claim the fence is illegal.

Key West is adding smaller, cutaway buses to its transit fleet to maximize transportation services in the safest, most efficient and environmentally conscious method.

“It’s a complicated issue, no doubt, but the question is do you as a commission want a fence there?”

Smith said.

Concerns include ownership of the area, protecting public access to public property and potential mangrove destruction by either the fence or by illegal vessel access.

Smith said he will check back next month after the commissioners have a chance to familiarize themselves with the site and the issues.

South Roosevelt bike lane Commissioners want to ask the Florida Department of Transportation to change its plans for an $11.5 million upgrade to South Roosevelt Boulevard improvements. Rather than the planned four-lane road improvements, city officials would prefer three vehicle travel lanes and a continuous bike lane on each sides of the road.

Transportation officials have not responded to the requested change, and the city only wants it if it won’t delay the work schedule.

One issue is an area in front of Key West by the Sea, where FDOT does not have authority to do any work. Without access to that property’s frontage, the project could lose 30 parking spots.

LEADING THE WAY PATTI McLAUCHLIN SETTLES INTO THE BIG OFFICE AT KEY WEST’S CITY HALL

“W

omen belong in all places where decisions are being made.”

The quote by Ruth Bader Ginsburg is one of Patti McLauchlin’s favorites. It hangs above her desk in her new office at Key West’s City Hall, next to a photo of the late Supreme Court justice who not only survived, but conquered a historically man’s world.

Plenty of decisions are being made in McLauchlin’s new office these days. The Key West city commission appointed her interim city manager last month, when her predecessor Greg Veliz left to work for Florida Keys Aqueduct Authority. “I can’t say it wouldn’t be nice to be one of the first female city managers, and I’ll never say never, but right now, I truly intend to go back to being assistant city manager once the commissioners find the right person for the manager job.

“I’m retiring in two years, so it wouldn’t be fair for me to be in the position for just two years. I really enjoy being an assistant city manager, although so far, the vast majority of my job has involved COVID. It’ll be nice to be in that position and not have everything revolving around the pandemic.”

McLauchlin has worked for the city of Key West for 40 years (although she doesn’t want anyone to calculate too closely the math problem that would reveal her age).

“Just say 40 years,” she said, moving a small curio cabinet that holds all the commemorative coins that mark every five years of city employment. “Gosh, there’s a lot of these.”

But she moved them on a recent Friday morning to make way for a photo of her grandsons, Kaleb, 11, and Boone, 9, and Mr. Beans, the beloved Yorkie that she lost a few weeks ago.

McLauchlin is planning the same repositioning and reprioritizing in the coming two years.

“It’ll be time for me to be Meemaw. But until then, this is an exciting time for the city of Key West and we have big decisions to make,” McLauchlin said, ticking off some of the most pressing issues: “We’re going to upgrade Duval Street and Mallory Square; we have the Douglass Gym expansion and the development of the 3.2 acres at Truman Waterfront. There are a lot of really good things happening.”

And in her 40-year tenure, McLauchlin has seen the good, the bad and the ugly.

She started work 40 years ago as a dispatcher for the Key West Police Department, then became records supervisor. She later joined, then headed up, the city’s IT department, back when no one knew what “information technology” would come to mean.

McLauchlin moved to Key West from South Carolina when her son, Frank, was just a year old.

“I’m originally from North Myrtle Beach and I have a sister who has never left there, although when I retire, I’ll head to North Carolina, where my grandsons are.”

McLauchlin’s other sister, Charla Rodriguez, lived in Key West as well and for decades was second in command of the Key West Housing Authority.

“We lived together for years, and shared a closet,” McLauchlin said. “Which was great, because I hate shopping for clothes, and my sister loves it. But now, for the first time in decades, I’m the only one of my family here in Key West, so I end up working — a lot.”

“But I absolutely love working for the city of Key West,” she said. “I love believing that I’m making a difference and I intend to make a difference with our 525 employees. I want to let them know their opinions and their contributions matter. I’m also implementing an employee committee, so good things are coming and I think things are a little calmer around City Hall these days.”

McLauchlin acknowledged that her leadership style is quieter than that of her predecessor.

“Greg had a more explosive personality, whereas I’m quieter and calmer,” she said, adding that despite public perception, she and Veliz were not “super close friends before he brought me on as assistant city manager. I really hadn’t known him that well, but while City Hall was being built, and our offices were temporarily on Flagler Avenue, everyone used to stop into my office to chat.

Greg came in one day and said, ‘If I ever become city manager, I want you to be my assistant,’” McLauchlin recalled. “And then it happened.”

And before Keys Weekly let McLauchlin get back to work, we asked the interim city manager five final questions that have nothing to do with the city, but everything to do with who she really is.

THE FINAL FIVE QUESTIONS: KW: On which game show, past or present, would you want to be a contestant?

PM: Jeopardy! But I’d want to compete against my own peers, not the Ken Jennings of the world.

KW: What was in the most recent package that arrived at your door?

PM: Clothes from Chico’s that my sister sent me. She’s my personal shopper. I hate shopping, but I needed to step up my wardrobe a bit when I was appointed interim city manager.

KW: What’s the first concert you attended?

PM: Santana in South Carolina. I was on a double date with my sister. I still love Santana.

KW: Whose poster hung on your adolescent walls?

PM: Tom Jones.

KW: What movie(s) can you recite by heart?

PM: My favorite is “The Wizard of Oz” and I still cry when Dorothy says goodbye to the Scarecrow. And as a South Carolina native, “Gone with the Wind” will always be a favorite.

GOVERNOR ENDS COVID RESTRICTIONS ON BUSINESSES AND INDIVIDUALS COUNTY COMMISSIONERS REPEAL MASK ORDINANCE JIM McCARTHY

ask-wearing mandates and other local government COVID-19 restrictions on businesses and individuals in Florida are no longer in effect, per a pair of executive orders signed by Gov. Ron DeSantis on May 3.

And on the morning of May 5, Monroe County followed suit. A special meeting of the Monroe County Board of County Commissioners saw unanimous approval of a repeal to a local ordinance that requires everyone to wear a mask upon entry into a restaurant or business.

It was set for a June 1 sunset, but DeSantis’ orders immediately ended that local restriction.

Business owners can still require masks when patrons enter their establishments, but DeSantis’ orders override any approved decision-making and oversight by city and county governments over COVID measures that infringe on rights or liberties.

The first executive order signed by DeSantis suspends all local COVID-19 restrictions and mandates on individuals and businesses through the end of June. Come July 1, a second executive order goes into effect officially invalidating emergency orders by local municipalities in relation to COVID-19 emergencies that restrict the rights or liberties of people and businesses.

Executive orders that end local mask rules don’t apply to schools, per the Florida Department of Education. Orders only pertain to city and county government restrictions on individuals and businesses. The Monroe County School District will continue to require masks for students and staff.

DeSantis signed the executive order following a May 3 press conference in St. Petersburg, where he also signed legislation that disallows states and local governments from closing businesses or preventing students from receiving in-person instruction at school. The bill passed through the House and Senate before the end of session last week.

Executive orders and legislation signed into law only apply to pandemics and other public health emergencies. It exempts orders in response to a hurricane or other weather-related emergency.

Per the bill DeSantis signed, any ordinance or measure depriving a person of a right, liberty or property requires a governmental entity to prove that the measure is “narrowly tailored”

and serves a “compelling governmental interest” through the “least intrusive means.” It also authorizes the governor or legislature to invalidate a city or county measure that “unnecessarily restricts a constitutional right, fundamental liberty or statutory right.”

Citing the vaccines’ success and effectiveness, DeSantis said his orders that end local mandates are the “evidence-based things to do.” Just over 9 million Floridians received either the one-dose Johnson & Johnson or the two-dose Moderna or Pfizer series, as of May 5.

More than 5 million of those are over 55 years of age.

Local actions that restrict in-school instruction or close business must satisfy demanded and continuous justifications, DeSantis said.

“I think folks that are saying that they need to be policing people at this point, you really are saying you don’t believe in the vaccines, you don’t believe in the data, you don’t believe in the science,” he said. “We’re no longer in a state of emergency.”

County Mayor Michelle Coldiron, who called the special meeting, said she wished to stay in lock-step with DeSantis’ executive orders.

“It’s up to each individual to wear their mask or not,” she said. “Any private owned business can still require that you don a mask when you enter their premise.”

Commissioner David Rice said that while he believes there’s an obligation to follow the governor’s orders, the risk of community spread hasn’t terminated just yet. He went on to say that people should pay close to attention to friends and family whose immune systems are suppressed.

“I, for one, would not go around one of them without a mask, out of concerns of their fragile health,” he said.

Commissioner Mike Forster said he’s not in agreement with everything that’s taken place during the legislative session in Tallahassee.

“I think in most cases, we’re best to determine what’s best for the community,” he said.

“We can fight it but it’s a fight we’ll lose,” Forster said regarding DeSantis’ orders.

Monroe County’s mask ordinance repeal also applies to the City of Marathon and Village of Islamorada, as neither wrote their own ordinance. (The City of Key West did.) That means masks will no longer be required in either city hall or the county buildings.

County Administrator Roman Gastesi said during the special meeting that the move by DeSantis was premature. He said employees can still wear masks.

“You can all go through life how you want to go through your life,” he said. “No one’s going to say you can’t wear a mask.

“We still have to be careful, be smart and be safe out there.”

Key West city attorney Shawn Smith told city commissioners at their meeting on the evening of May 4 that they need to let their mask mandate expire. “Once again, Tallahassee has preempted you from acting,” Smith said.

Courthouses, however, are under a different jurisdiction. Rules regulating them are written in the state capital, Tallahassee.

New cases of COVID-19 in Monroe County are averaging just over 10 a day.

Those in the Keys receiving vaccines are approaching 38,000.

In total, cases of COVID-19 in the Keys since the pandemic began total 6,946. Of that number, just over 6,500 are residents and around 400 nonresidents.

Key West has led in total cases with just over 3,200 since the pandemic began.

Cases in Key Largo since the start are just over 1,000, while Marathon has seen just over 780 cases since the beginning.

DeSantis’ executive orders addressing local COVID-19 restrictions go back to September 2020, when he suspended collection of local fines and penalties associated with COVID-19 regulations on individuals.

In March, another executive order by DeSantis’ canceled all fines on individuals and businesses related to city and county COVID-19 restrictions.

In late March, DeSantis signed into law Senate Bill 72, which provides liability protection to individuals, businesses, educational institutions, churches and health care providers for liability claims related to COVID-19. And just a month later, he extended a state of emergency to ensure students remained in school for the rest of the year, while also quashing any vaccine passport requirements “as a condition of participating in everyday life.”

“We worked very hard particularly since summer to jettison policies, and we focused on lifting people up, getting people back to work and we wanted to get kids back to school,” DeSantis said during the press conference. “We thought that it was important that parents have the ability to send their kids to school, and we wanted our economy to be healthy and society to be healthy. We wanted people to be happy living in Florida.”

T

here was no tequila, but a taco bar buffet was reason to celebrate on May 5 at the Key West Business Guild’s luncheon at the Marriott Beachside Hotel.

The luncheon marked the official, postCOVID return of the buffet that was followed by a trash-talking presentation by Dee Dee Green.

The city’s solid waste coordinator works with Waste Management to customize commercial garbage and recycling accounts, and to educate residents and visitors about what items go in the blue recycling bins and which get tossed in the green garbage bins.

“Plastic and paper cups are no longer recyclable; no cups at all,” Green said. “As much as it pains me to say this, when in doubt, throw it out.”

The massive recycling sorting centers can no longer sift through items that cannot be recycled, and businesses that fail to recycle properly will be fined.

The lighthearted luncheon also included a welcome introduction of several new members and the classic raffle prizes.

Save-A-Turtle does not endorse this experimental project, nor has it ever been involved in any way with Oxitec or FKMCD. We have demanded retractions from Oxitec for their misuse of our organization, images and intellectual property; however we ourselves want to take every opportunity to publicly state that this is not true. ravel’s ability to bounce back after periods of economic hardship — and inject much-needed revenue directly into our Keys economy — is why the theme of this year’s National Travel and Tourism Week (NTTW) is the “power of travel.”

NTTW (May 2-8), the 38th annual celebration of the U.S. travel industry’s contributions, is an opportunity to remind visitors and residents of the incredible value the travel industry holds not just for our local economy and workforce, but to our community’s identity and culture—and to remind policymakers of travel’s ability to help power recovery efforts.

Travel and tourism is such an important part of who we are as a community. One need only recall how visitors to our destination delighted in visits to our reefs and surrounding waters. Nationally, travel generated $2.6 trillion in economic output, supported 17 million American jobs and delivered a $51 billion trade surplus to the U.S. in 2019.

However, this vital revenue source stemming from business and leisure travelers was severely diminished amid the pandemic.

In 2020, the entire U.S. travel industry lost half a trillion dollars in travel-related spending — 10 times the economic impact of 9/11.

Nationally, total travelsupported jobs accounted for a staggering 65% of all U.S. jobs lost amid the pandemic.

With such disparate losses, it is clear that a broader economic recovery hinges on a recovery within the travel industry.

While the rapid pace of vaccinations has provided hope that a return to normal is on the horizon, a resurgence in travel demand is not inevitable. Without aggressive federal action

to reopen the travel economy and spur demand, the travel industry’s recovery is expected to take as long as five years — far too long to wait for the workers whose livelihoods depend on this vital industry.

But with the right measures in place, we can get people moving again in a safe and healthy way, restore our workforce and help power a broader economic recovery. The travel industry needs sustained relief to ensure businesses can maintain operation and workers can stay on payrolls until sustained demand can truly take hold.

Importantly, policymakers must also identify the path to reopening our borders and safely restarting international inbound travel, as well as restarting professional meetings and events; these are crucial segments of our local economy, without which we cannot fully recover.

The road ahead is challenging, but the travel industry is resilient and has an incredible ability to bounce back from hard times. We recovered after Hurricane Irma and more, after 9/11, after the 2008 financial meltdown, and after health scares such as Zika, Ebola and SARS. This is the toughest challenge the U.S. travel industry has ever faced, but we know travel is one of the best-equipped industries to lead a revival.

If lawmakers act now to jumpstart recovery efforts and get Americans moving, then all of us in the Florida Keys can get back to doing what we do best more quickly providing quality job opportunities for Americans of all background, reconnecting family and friends, and showing the world what makes the U.S. the best place to visit.

KEY WEST’S CRUISE SHIP QUESTION WAITS ON GOVERNOR

W

ill cruise ships return to Key West? Can the city change its charter to limit large ships?

The answers lie with Gov. Ron DeSantis, who will decide in the coming weeks whether to approve or veto a statewide transportation bill that would prohibit all ports, including Key West, from restricting maritime commerce in any way.

The transportation bill, known as Senate Bill 1194, passed the state legislature last week in a late-night vote. DeSantis has 30 days from that passage to either sign the bill into law or veto it.

A veto would leave open the door for Key West to regulate the ships that visit its port. That veto seems unlikely due to the statewide impacts of SB 1194, but members of the Key West Committee for Safer, Cleaner Ships, which led the charge to ban big ships, are still encouraging its supporters to contact the governor and urge him to veto the bill.

“The transportation bill would force the world’s largest cruise ships into one of the most sensitive ecosystems on the planet, overturn the results of a free and fair election in Key West, and reward the brazen efforts of billionaire cruise-pier operator Mark Walsh, who gave $1 million to DeSantis’ political action committee during the recent legislative session,” Arlo Haskell, 1treasurer of1:50 Safer Cleaner Ships, wrote to supporters MF_KWWeeklyAd_1.pdf 2/24/21 PM

on Wednesday, May 5. “We are asking you one last time, to write or call the governor and urge him to veto SB 1194. … As a candidate, DeSantis promised to protect our environment. He has stood up to special interests before when he fought Big Sugar to fund important Everglades restoration projects. He now faces a critical test as he decides whether or not he will protect the world’s third-largest coral barrier reef from the well-established negative impacts of large cruise ships.”

Key West city commissioners also raised the cruise ship question during their meeting on May 4.

City Attorney Shawn Smith told the commissioners it would be premature to discuss the situation until the governor either approves or vetoes the bill.

“I know it’s premature tonight, but I think at some point, we need to discuss cruise ships,” Commissioner Sam Kaufman said. “Perhaps we need a workshop to address what we’ll do with Mallory Square, about our lease with the Navy at Outer Mole PIer and to give our city management and legal team some direction on these matters.”

Mayor Teri Johnston, who supports the Safer Cleaner Ships Committee, told Kaufman, “I think we’re just waiting on that 30-day period for the governor to either sign or veto.”

The blending of harmonies, melodies and ranges creates a powerful collective voice that you can’t help but enjoy.

As anyone knows who has stood on risers to sing in a school auditorium that doubled as a cafeteria, there’s something fundamentally enjoyable about choral music.

Those glee club students have all grown up and are now part of Keys Choral Arts, a nonprofit chorus that performs two concerts a year — one in the spring and one at Christmastime — under the direction of Tim Peterson.

Keys Choral Arts will offer a free virtual performance to be released on Mother’s Day (Sunday, May 9). Due to COVID restrictions, the chorus had to get creative with their concert.

“What’s amazing is each person records themselves singing, and that recording is then combined with those from

the other singers to make a glorious choral sound,” said singer Maryanne Johnson. “The show will also feature duets, solos and a small-group number.”

Peterson said the show includes several Gershwin favorites, some performed with musical accompaniment and some a capella.

“Granted, the virtual Spring Sing is not the same as attending a live performance, but there are lots of benefits to this as well,” Johnson said, adding that viewers can watch from any room in the house, wearing and drinking whatever they want. “Plus, you can watch it as often as you’d like and can rewind and fast forward to appreciate the talents of solo singers and acknowledge the power of being a part of something bigger.”

The Spring Sing features more than 30 voices, while the full chorus will be back together and in person for its annual Christmas show this December, Peterson said.

KEYS ROADS STARTED IN PATCHWORK FASHION S

ept. 1, 1854, was a Friday. It was also the day George Whiting Allen was born. The Allen family would move from Jacksonville, Florida, where George was born, to Key West.

George was sent to the family’s Ithaca, New York, home to attend school.

A young man of 14, he returned to Key West in 1868, where he would grow up to leave a substantial footprint on the historical record. Among his accomplishments, Allen served as a Florida state senator from 1878-1884. Leaving politics, he turned to banking and, in 1891, organized and became the first president of the First National Bank of Key West.

William McKinley, elected the 25th president in 1897 (and assassinated when two bullets fired at close range struck him in the belly in 1901), appointed Allen Key West’s collector of BRAD customs. It was a post he held BERTELLI until 1913.

When the train arrived, it altered the landscape of the Florida Keys and the island chain’s culture.

Before daily rail service between Key West and the mainland was established, these islands had been strictly a boating culture. For Upper Keys farmers, the train presented an opportunity. The fruits of their labor had always been shipped to East Coast markets like Philadelphia and New York via the Atlantic Ocean. Boats, however, were not the most reliable form of shipping, especially for cargo with a limited shelf life. On any given trek from farm to market, one-quarter of the shipment would spoil in transit.

Should unfortunate weather patterns develop or, in a worst-case scenario, there was a shipwreck, entire shipments could be lost. The benefit of the Over-Sea Railroad was that it offered a significantly quicker delivery schedule with a substantially higher degree of reliability. The problem, for farmers, in particular, was how to transport their crops, not to the docks as they had done for decades, but to the packing houses becoming established near the line of the railroad.

While the first train arrived in Key West on Jan. 22, 1912, daily service had been established between Miami and Knights Key, at the foot of today’s Seven Mile Bridge in 1908. Once the train began roaring up and down the Upper and Middle Keys, pioneer life began to transition away from the long wooden docks extending from the edges of the islands to the railroad tracks stitched across the interior of the island chain and delivering conveniences like mail, ice, sundry goods, friends and family on a daily basis.

In 1908, Upper Keys residents asked Monroe County to fund road projects that would enable better access to the train.

The county responded in 1917 when it issued $100,000 in bonds to build roads on Key Largo and Big Pine as well as a bridge linking Stock Island to Key West, but no bridge linking the Keys to the mainland.

In 1919, lobbyists supporting the Miami Motor Club also worked to establish a road linking the mainland to the Keys in an effort to provide their winter tourists with access to additional “suburban” fishing grounds. It was 1922 when Monroe County officials allocated $300,000 for road projects that included work in the Lower Keys and on Key West but also helped to create better access to the railroad for Upper Keys farmers.

County monies were again allocated for road projects in 1926. This time, Monroe County issued a more significant investment in the project, a $2.5 million bond for projects that included the construction of a wooden bridge connecting Little Card Point (on the mainland side) to the existing road that had been built on North Key Largo.

On the Dade side of the county line, commissioners agreed to finance 11 miles of road that would link Florida City to what would become the Card Sound Bridge at Little Card Point. The original bridge was designed as a swing bridge to accommodate both automobile and boat traffic. When a boat wanted to pass through the waterway, the bridge tender would come out of his house, walk out to the middle of the bridge, and begin to physically crank the bridge open, turning and turning until the bridge began to swing open.

In September 1926, the Great Miami Hurricane devastated the city but also washed out the Card Sound Bridge. According to Fern Butters, who would open a small motel and restaurant with her husband on North Key Largo in December, the Card Sound Bridge reopened in November. The repaired bridge had been raised several feet to help combat any future washouts. As for George Whiting Allen, who first called for a road linking mainland Florida to the Keys in 1895, he would never see the idea come to fruition.

He died on May 30, 1922.

TONY BALTIMORE COMES OF AGE

T

he past decade has defined Tony Baltimore as a performer, songwriter and musician.

Baltimore (whose last name is really Durante) moved to Key West from Baltimore, Maryland in February 2011.

Like many who love our hometowns, he had grown tired of his and was looking for a change. His longtime friend Nick Doll BEN had recently moved to Key West and sugSOLOVE gested Tony come down.

Baltimore had been playing music and tending bar in Baltimore for years. He worked briefly in the family real estate business and even attended college and grad school, but found his heart was not in business. Music was his passion.

Shortly after coming to Key West, Tony walked into Bogart’s, having heard they were looking for bartenders. He didn’t fit the bill for that, but the manager did ask if he knew any musicians.

“Well, I know me. What do you have in mind?” Tony recalled saying. “That’s where it all started in Key West for me. I played two days later and was hired to play full-time.”

Networking within the music community and with some help from friends, Baltimore began to expand his gig schedule.

He took his solo act to places like Island Dogs and Lazy Gecko that first year.

“I remember thinking I had actually backpedaled musically,” he said. “I had been a lead guitarist back home in Baltimore. I was only playing mostly acoustic solo gigs and only really playing rhythm.”

One Wednesday evening Baltimore was performing solo at Lazy Gecko when he looked up to see Key West icon Caffeine Carl peering through the window.

“I remember Carl telling me he liked to listen to me play during his breaks from BEN’S LIST playing across the street. In 2016, Baltimore released his debut album, “Define the Blur.” The album, produced by Ian Shaw, received rave reviews from his peers and music junkies like me. Many tracks received airplay on radio. In 2019, Baltimore released his second album, “Hear Me In,” also a huge success. Both albums are proof of Tony’s excellent musicianship, but also showcase his talent as one of the best songwriters in Key West. He expects to release his third studio album in 2022.

Tony’s career has been spectacular to follow. From his memorable performances at The Sunday Ramble concert series and his dual album release party with Jeff Clark at the Key West Theater to his now-iconic Beatle Band performances at the Green Parrot, Baltimore has truly come of age.

He now has his own band, Tony Baltimore & The Wilde Awake, featuring himself on lead guitar and vocals, Vince Bergamo on keys, Henry Lysy Jr. on bass and Randy Stindt on drums. The Wilde Awake is a phenomenal rock band that performs covers most other bands do not, as well as Baltimore’s original music.

They can be seen at 9 p.m. this Thursday, Friday, Saturday and Sunday, May 6-9, at Hog’s Breath. Go enjoy a unique Key West rock experience, and as Tony says at the end of each show, “Take care of yourself and someone else.”

CAN WORKERS AFFORD AFFORDABLE HOUSING? SCHOOL BOARD QUESTIONS COSTS OF HOUSING AT SUGARLOAF SCHOOL

School board members question affordability of planned employee housing at Sugarloaf School.

chool officials are still planning to build 20 units of employee housing next to Sugarloaf School, but pumped the brakes during an April 27 update, demanding more information from the project’s for-profit developers, Gorman & Co. School board members liked the appearance of the apartment complex, but questioned the affordability.

A one-bedroom unit would cost $1,700 to $2,100 per month, Two-bedroom units would cost $2,000 to $2,500 and three-bedroom units would cost $2,400 to $2,900 per month, based on the employee’s salary and how it compares to the AMI, or area median income, which is used to calculate income eligibility for affordable housing.

“Are we building affordable housing or are we just building housing?” school board member Andy Griffiths asked during the discussion. “This is a big disappointment.”

Board member Mindy Conn echoed his dissatisfaction and dismissed Gorman & Co.’s claims that the units would be brand new and built of high quality.

“But if they can’t afford it, it doesn’t matter how good the quality is,” Conn said. “I’m just worried that this is not going to be affordable.”

Further discussion revealed that many teachers earn too much to qualify for the income restrictions.

“Two teachers in one household couldn’t qualify to live here,” Griffiths said, noting the “minuscule” difference between the “affordable” rents and market rate rents. “Even two starting teachers would be right up against the eligibility limit.”

And then what happens when those teachers get raises each year? Do they have to leave when their income exceeds 120% of the AMI? If employees can afford these rents, do they really need the school district to build this housing? How many employees earn enough to afford the rents, and how many of those earn too much to be eligible for the housing?

These and other questions dominated the discussion, although the board members each acknowledged the county’s desperate need for housing and the benefits of a brand new apartment with amenities and a landlord that’s not going to put the place on the market in 30 days.

The hits kept coming when the board learned the project also requires the construction of a $600,000 access road.

Conn and board chair John Dick told the developers they need to come back with details about how many employees would qualify for the apartments.

“We need to know which workers would be able to go into these units,” Dick said.

“My issue is will people qualify?” Conn said.

“We’ve only spent $22,000 to date, and I’d like to stop this if our purpose is to house people who work for us, and those people make too much to live there.”

District 1 Board Member Bobby Highsmith said this affordable housing project has been on the drawing board since the aftermath of Hurricane Irma in 2017, when many teachers lost housing. But discussions of employee housing at Sugarloaf School started as early as 2007 with former board member Duncan Mathewson.

“I’m impressed with the design,” Highsmith told Keys Weekly separate from the meeting. “The rents are higher than we hoped. We were hoping for a bigger discount exclusively for employees and staff.”

Dick pointed out that MCSD is not paying for the construction of the affordable housing units.

The district is providing the land, while Gorman is finding the money for the construction, budgeted to be $5.1 million.

No votes were taken as the discussion was a workshop item, but the board members directed the developers to come back with more information about income and eligibility.

‘LOVE’ ISN’T ENOUGH

Our language is woefully inadequate.

How can the word that describes our affection for, say, an favorite sweatshirt, be the same one we use for the woman who is our everything?

Not only is the word “love” inadequate, but also shamefully overused.

We need a stronger word for the love between a mother and a child. Sure, it works for little kids making cards with crayons. But as we become adults, we realize the sacrifices this woman has made. The worries we caused. The school projects we forgot until the night before and the heartbreaks that hurt her more than us (even though we were too self-absorbed in our own adolescent lives to realize it at the time).

We can’t just love the woman who gave us life, and then devoted the rest of her life making ours better. We need something at least as strong as she is.

She worried about our science test as much as we did. She prayed harder than we did for that acceptance letter, for that boy’s phone call,

and for that dance invitation.

She knew which boys would break our hearts. And when it happened, she’d hate that boy more than we’d ever know.

She endured our adolescent eye rolls and our cruel accusations of her desire to ruin our lives.

Yet still she woke at 5 a.m. on freezing winter mornings to drive us 45 minutes to a 6 a.m. practice. And come game day, she was always there, rushing from work to sit on cold, hard bleachers, praying harder than anyone, that shot would go in, that our bat would connect.

And whether it did or whether it didn’t, our eyes would find hers for a shared moment of celebration or sympathy.

As we grew older, she grew wiser. At least, that’s what we told ourselves as we started asking for her advice, not her permission — and we actually listened to it.

Because finally we knew.

She’d been right all along.

She was and always would be firmly on our side. She only wanted, more than anything, for us to be happy, safe and certain of her love.

That’s it. That’s all a mother ever wants for her kids, and mine made me the happiest kid ever.

lorida is one long, downhill slide, at least in an environmental sense. What happens in the Central Florida ranch lands affects Lake Okeechobee, which affects the sod farms south of the lake, which affects the Everglades, which affects Florida Bay, which affects the Keys and its reefs and, in somewhat diminishing amplitudes, the rest of the world.

Places overlap and ecosystems blur together.

Attempts to discern and define the boundaries of each is the road to madness, or at least the road to seriously befuddling cognitive dissonance.

Deborah Mitchell has spent the last few years delving into the heart of wild Florida, plumbing its mysteries in a decidedly unbefuddled manner. She’s been taking in the vastness and the vicissitudes of it all, as well as its specifics, having conversations with scientists, activists and other artists, honing in on the overarching interconnectedness of these ecosystems, the damage we have done to them, and the hopes we might have to fix them.

Her show “Wild Observations: New Works,” in the Sanger Gallery at The Studios of Key West through May 27 is the result of those explorations.

The exhibition consists of a combination of paintings, photo-based work, installations and videos. Silhouettes of endangered seaside sparrows are spray painted over faded wallpaper.

A curio cabinet is filled with skins and shells and feathers. Cyanotypes of moths and ferns overlay long Spanish texts. Pie charts loom in a cloud-covered sky. A timeline of the fall and rise of the red-cockaded woodpecker is stenciled over a painting of the bird in its habitat.

A barnacle-encrusted patio table becomes an altar to a beleaguered fishery.

Where other artists will work a specific medium or a stylistic vein, Mitchell is working subject matter — activism merging with science merging with art.

“I’m a little bit of a jack of all trades, master of none. And I actually really like it that way,” said Mitchell. “I don’t know that I could ever be someone who is so detail-oriented that I could just stay in painting or stay in photography and do it really well and make it perfect. I’m really just interested in and curious about different things all at once.”

Bird migration captured Mitchell’s attention during her family’s annual treks between Canada and South Florida, as she watched them fly next to and over the car. Her family moved to Pompano Beach when she was 7.

In her late teens she moved to New York City briefly, then spent seven years in Milan modeling clothing for FILA sportswear. She began sketching and painting watercolors between shoots and eventually found herself far more interested in that than standing in front of a camera.

When she returned home to South Florida, Mitchell met her future husband, Raul Puig, an attorney. The two have lived in Miami Beach since the early 1990s.

Mitchell said her current art practice evolved out of her dating life and child rearing.

“When my husband and I met, we would each design dates and always try to make it more and more interesting. And one of the things that was pretty much guaranteed for us was going out in the Glades and hiking, biking, birdwatching or fishing. It was always the foundation of our relationship, and we’ve been married for 31 years,” said Mitchell.

“When our son came along 21 years ago, I just felt like, ‘OK, now I really have to up my game. Now I have to know all the coolest places to show him.’ We never took him to Disney World. We always took him to the Glades,” Mitchell said.

She has fond memories of searching for a ghost orchid with him from a double kayak.

“I dragged him around so much he was like, ‘Yeah, yeah, I got it. Woodpeckers,’” she said.

Throughout all this, Mitchell’s sense of protectiveness for the wild areas grew. And her profound curiosity about how the varied ecosystems all linked together galvanized an urge to make art that mattered.

“I felt it’s my obligation to help people understand the issues through my artwork,” Mitchell said.

Following an artist’s residency at the Big Cypress National Preserve, Mitchell became involved in AIRIE, an artist’s residency managed in partnership with Everglades National Park.

After close to a decade of curating and shepherding other artists’ works into exhibitions, she decided to focus on her own work.

The idea for “Wild Observations” occurred to Mitchell over coffee one day with a senior biologist at Archbold Biological Station in the Lake Wales Ridge region, just north of Okeechobee.

She’d been trying to figure out how to geographically expand the scope of her projects beyond Big Cypress and Everglades National Park, which had been her focus for 10-plus years. “(The biologist) thought my work could benefit from spending more time at the field station with scientists to figure out exactly where I should put my energies,” said Mitchell.

“So I thought about that and came up with this theme.”

Mitchell said “Wild Observations” is something of an umbrella concept. The work isn’t a traveling exhibit so much as a series of works that can be revised, edited and recombined for different communities.

“It’s designed to go to different locations and to reach different people with different interests. Not to preach to the choir, but to try and get people to explore their inner steward and to maybe be a little more in love and interested in things via the arts,” Mitchell said.

The work has shown at the MIA Galleries at Miami International Airport, and will show in Everglades National Park in December.

“I’m 56 and came up with it a couple of years ago. Plus, I could work on it for, like, a decade. Or longer. I wanted something that’s got legs and that I could continue to build upon,” she said.

“There’s never any shortage of fights to fight, that’s for sure,” Mitchell said. “I can’t fight in a courtroom, but I can do this. I can have people walk into the gallery and be curious about what we’re showing and have them read a little bit more and learn a little bit more.”

onroe County is seeking public comment on its plan for managing the quality of canals in the Keys. But time is running out.

At the April 21 Board of County Commissioners meeting, Monroe County’s Chief Resilience Officer Rhonda Haag presented a canal management master plan, which will have to be approved and brought to the state’s Department of Economic Opportunity. The BOCC will accept public comment on this project through May 12.

The county is formalizing the selection and ranking criteria as required in its canal work plan. This will be provided in the county’s annual progress report to the state. A lack of progress on the new canal restoration tasks will result in a penalty from the state: a reduction of 20 percent of the county’s Rate of Growth Ordinance (ROGO) allocations.

“We’re happy (Gov. Ron DeSantis’ office) is interested in our water quality and that the state provides funding and wants accountability,” Haag told Keys Weekly. “That’s good news for water quality in the Keys, and it ensures consistency that local agencies are doing their share.”

In her presentation on April 21, Haag said the county started cleaning up Keys canals voluntarily in 2012 to address the abundance of muck and lack of circulation. Among the steps were the formation of a water quality subcommittee and the canal management master plan, all funded by the U.S. Environmental Protection Agency.

Canal 266 in Big Pine Key was known as being particularly bad due to its smell. “It was one of the worst in the county because residents couldn’t sit in their backyard or sell their house because of that problem,” said Haag.

Through 2012-13, the county’s 502 canals were evaluated for health and water quality, and over the following years, demonstration projects cleaned some canals to test technologies. For example, Canal 266 was restored and has now an “air curtain” to keep out more floating seaweed.

In 2017, after Hurricane Irma, priorities changed due to the necessity to clean the marine debris created by the storm — a $50 million project funded by the U.S. Department of Agriculture that wrapped up in 2020.

But then the state turned its attention back to the health of the county’s canals. DeSantis’ office proposed a 10-year canal restoration program to address 96 canals in unincorporated Monroe County with poor or fair water quality ratings that do not meet minimum state standards.

This ranking was created by Haag, with consultants from Wood, an environmental engineering company.

The ranking’s suggestion for which canals to address first may seem counterintuitive to the layman.

For example, three of the first five canals are labeled as “fair,” not “poor,” yet Haag’s team feels they should be fixed first. The reasoning? Funding.

In 2021, unincorporated Monroe County will get $5 million, if that, from the Florida Keys Stewardship Act. One of the worst canals on the ranking of 96 would cost $50 million to fix. Choosing which canal to fix first comes down to “more bang for the buck.”

“If you look at four half-milliondollar projects that might combine to spread the positive impact throughout a larger area, you could have 2 million dollars’ worth of expenditure that would far outweigh the benefit of a single $7 million project,” said Richard Fraxedas, senior Wood consultant.

Canal remediation techniques include organic removal, backfilling, culverts, weed gates and gravity-fed injection wells to improve the overall water quality of the canals. The initial price tag is estimated at $540 million to restore the 96 canals.

Public comment will be accepted on the Guidance Document and selection criteria through Wednesday, May 12. The final set of criteria will be submitted for approval at the regularly scheduled June 16 BOCC meeting.

“I just want people to know they don’t need to be afraid of people, while eliminating the need for the awkward or divisive conversation about COVID or the vaccine, which has become so politicized.” Maria Sharpe, founder of Williams Hall, learned of Miano’s project and volunteered to sponsor the second round of bracelets. “I’d love for Key West to influence a national movement with this inexpensive, but inclusive measure,” Sharpe said.

egislative session in Tallahassee yielded millions of dollars for vital programs and projects in the Florida Keys. It also saw insertion of language to overturn a Key West vote that sought to limit cruise ships coming and going there.

First-year state Rep. Jim Mooney said while he wanted more funding for the College of the Florida Keys, a $20 million appropriation for the Florida Keys Stewardship Act passed through the legislature in a victory for the island chain. Gov. Ron DeSantis’ budget recommendation included the full funding amount after a $10 million cut last year due to the pandemic.

Mooney, a Republican, said it took some work to get money approved on the House and Senate sides.

“To get the $20 million appropriated for stewardship was huge. The program took the single biggest hit last year,” Mooney said. “There was nothing originally on the House or Senate side. Then we got a million on the Senate side, and I went to Jay Trumble and said ‘it would be nice if you could at least match that $1 million.’ Then finally it got fully funded.”

State funds for the Florida Keys Stewardship Act go toward land acquisition and water quality projects in the Keys. The money also supports stormwater projects and canal restoration. The appropriation awaits DeSantis’ signature.

Mote Marine Laboratory is receiving $1 million from the state for its coral restoration efforts through development of technologies and on-land and in-water nurseries, among other things. Mooney said about $400,000 was approved for a building renovation project for the College of the Florida Keys.

All in all, Mooney said the legislative session was productive. Next year, Mooney said, he’ll fight hard to bring in more funding for the College of the Florida Keys.

“When I started looking at funding for different state colleges, I was like, ‘Wait a minute, why are we second lowest and lowest in some areas?’

approved baccalaureate programs — the second lowest received, next to North Florida Community College’s $6.9 million. Around $41,000 was also allocated for the Work Florida Student Success Initiative, which helps align career education programs with statewide and regional workforce demands, and just over $15,000 for the 2+2 Student Success Incentive, which support students in associate’s degree programs by completing critical college credit courses and transferring on to baccalaureate programs.

Millions of dollars were also approved for water quality projects.

Mooney said a lot of money is going to support septic-to-sewer efforts throughout the state.

“It’s a little too late for the Keys to get reimbursed for that. We just like to lead the way,” Mooney said. “I preach up there all the time, ‘Don’t tell me you can’t do it because we did it.’ I’m not saying it wasn’t a little painful every now and then, but we’re there.”

Mooney said the seaport bill was one of the biggest surprises after it appeared dead and was inserted in a separate transportation bill. He argued against the amendment before the bill passed.

“When it did come back, it did come back a little less harmful to the overall port scene and also gave options of county or city commissioners to do their gig. Key West can say in theory no more cruise ships, this is how we’re going to do it.

“I’m not sure how it’s going to pan out,” he continued. “I fought and that’s all I could do. I knew I had one shot at it, and that was in debate. That was my only hope of swaying votes.”

Baeder is renowned for his spectacular touring and recording career, having worked with such musical luminaries as Smokey Robinson, Carly Simon, Buddy Guy, Jane Siberry and so many more, but he has been a fixture of the Key West music scene since moving here from New York City years ago to raise his kids.

Although “Chicago” Mike Beck has spent the last two decades touring North America,

Europe and Asia, he had never been to Florida until earlier this year. Beck arrived in Key West for a week-long visit in January and still hasn’t left. He’s been performing several times each week in the Keys, both solo and with his band Chicago Mike’s InterGalactic Brother & Sisterhood of Big Eyed Beans From Venus.

He departs for recording sessions in Woodstock, New York on May 20, but plans to return to Key West in January 2022.

For those who can’t make it to Key West, the entire session will be live-streamed to Facebook and an edited video of the evening will be posted to YouTube following the live event.

Light refreshments will be served and people are encouraged to bring their own liquid libations. Alcohol will NOT be served, but folks are welcome to bring their own. Admission is free. People of all ages are welcome, and everyone — first-timers, amateurs and professionals — are invited and encouraged to participate in the music. Handheld percussion instruments will be provided and singers are welcome to sing the lyrics from their smartphones.

150 KIDS STICK UP FOR KEY WEST YOUTH LACROSSE

acrosse continues to grow in popularity among boys and girls in the island city.

The Key West Youth Lacrosse League just wrapped up its spring season, and despite the challenges of a pandemic, managed to keep 150 kids on the field and engaged.

The league welcomes boys and girls, ages 4 to 15, with the littlest players known as the “mini sticks,” said Anna Louchheim who, with her husband, Chris, coaches teams, sits on the board of the league and are parents of players.

Girls aged 7 to 12 practiced together this season, which highlighted the coaches’ abilities (Amy Bradshaw and Britney Beerbower) to pair younger girls with older ones and develop everyone’s talents.

Coaches Danny Payne, Dave Van Loon, Anna and Chris Louchheim, Andrew Grabus, Scott Shepard were at the helm of various divisions, while working to develop players and act as a feeder program for Key West High School.

Develops, maintains and reports on Utilization models. Serves as backup for Raisers Edge program. Bachelor’s degree required in accounting or business and five years of experience with heavy emphasis on bookkeeping and general office skills.We offer competitive benefits package.
