ey bills await consideration as legislative session in Tallahassee draws to a close. The last day is scheduled for April 30, and the race is on to get bills approved for Gov. Ron DeSantis’ signature. Members in the House and Senate continue to mull funding requests for key environmental projects to measures that create civil liability protections for individuals and businesses against COVID-19-related claims. Among the notable requests is $20 million for the Florida Keys Stewardship Act, which supports ongoing water quality projects and land acquisition in the island chain. Passed by the legislature and signed into law in 2016, the state’s investment in the Keys environment totals more than $30 million. Last year, however, $10 million in stewardship funding was cut by Gov. Ron DeSantis to offset the state’s financial losses due to the COVID-19 pandemic. Not only did DeSantis’ budget proposal include full funding for the Stewardship Act this year, it’s also garnering support from members in the House and Senate, said state Rep. Jim Mooney. He said a lot of work went on in both chambers to get funding into the budget. “At first, we had nothing. It’s a matter of
being persistent with the right tone and the right attitude,” Mooney said. “We hope the governor will sign it.” Language within a House bill that proposed to designate Monroe County as an anchoring limitation area was removed during an April 19 meeting of the State Affairs Committee. An initial draft proposal of House Bill 639 had it so vessels could only anchor in the same location for a maximum of 90 days. The rule proposal would not apply to vessels anchored in an approved and permitted mooring, but it would have significantly affected boats outside Keys mooring fields, such as those that have long been anchored around Wisteria Island off Key West. “For Monroe County, my take on it was that there’s workforce housing out there and buoy systems. I think it’s a heavy lift to accomplish all the goals at once,” Mooney said. Language was also added to the House bill that would have overturned a decision last year by Islamorada Village Council to create a vessel exclusion and swim zone off Islamorada’s White Marlin Beach. RESIDENTS REMINDED TO KEEP LEAVES OUT OF CANALS
R
esidents in the village of Islamorada are reminded not to sweep or blow leaves or other vegetation into canals, water bodies or wetlands or into stormwater drains. Many homeowners who live along canals and shorelines incorrectly assume that vegetation will naturally and harmlessly decay in the waterway. Leaves and yard waste blown or dumped into the waterways are now lying on the bottom decomposing, using up the oxygen in the water. As the plant matter decomposes, important dissolved oxygen for the plants and animals is used up. Additionally, blowing of vegetative material into canals and waterways can increase nutrient loading which fuels the growth of algae, leading to harmful blooms. Islamorada homeowners can place up to six cans of yard waste (vegetation) at the curbside for weekly collection. Want to try your hand at composting your yard waste? ALLIANCE SEEKS TO KEEP RESIDENTS APPRISED OF VILLAGE ISSUES JIM McCARTHY

recently-formed “alliance” is setting out to keep Islamorada residents up to date and informed on the various matters happening in the village. Creation of the Islamorada Community Alliance began last year by residents Cheryl Meads, former councilwoman and current South Florida Water Management District governing board member; longtime resident Capt. Ed Davidson; resident Sue Miller; John Kocol, former Island Hammock Pet Hospital owner; and Tom Raffanello, resident who’s running for county commission. Raffanello said the ICA’s mission focuses on the people by giving them the necessary information on everything from village government to issues surrounding vacation rentals and traffic. He also said the ICA is dedicated to the village’s unique ecology and lifestyle. “Our constituents are the residents of Islamorada. Their issues are our issues,” he said. “We don’t have an agenda. We reflect (the community’s) agenda. We just give them the facts on what’s happening with these different issues.” Through the ICA, he said, an educated public is a “public that won’t let things get by them.” “Things should all be transparent. We all agree to that,” he said. “And sometimes in the past they haven’t been.” The ICA is optimistic with the current council, Raffanello said. He also commended councilman Henry Rosenthal for his work on the canceled pedestrian bridge project by Founders Park. The group will continue to back things that are good for the people and environment, he said. “We’re not trying to force anything. We just want to get behind things that make sense, and we want to support the residents in what they want,” he said. The ICA is chartered as a nonprofit that’s funded through member donations. The group doesn’t accept

search for the next Islamorada village manager yielded more than 80 candidates from 30 states. A candidate evaluation is underway by the village-hired consultant firm, Colin Baenziger & Associates, to whittle the number down. Then-manager Seth Lawless resigned for health reasons last summer. That led to the naming of village Finance Director Maria Bassett as acting village manager. Recruitment started on March 12 and concluded April 9 with 82 applications received by Baenziger. Interested candidates reside as far west as Washington and north as New Hampshire, and backgrounds range from city manager and county administrator to business manager and sheriff’s deputy. A noticeable number of candidates hold manager or administrator positions with governments. About 12% are women. In a memo, Baenziger states that there are two strong minority candidates. “In terms of quality, we are evaluating the candidates right now and it appears we have 10 to 15 very strong candidates,” he said. “We have now begun our background work to determine whom we will recommend you consider to be your next village manager.” A little more than 20 candidates are from Florida. One applicant is a Florida Keys resident, Capt. Steve Friedman. Vice Mayor Pete Bacheler said he prefers a candidate who’s worked in a coastal environment and has experience with an area of critical state concern like the Keys. Not only that, Bacheler said, the village needs someone who’s going to stay for a while. “I would like to have somebody with experience in a town twice as big as ours,” he said. “We’ve got a little bit of growing pain, and we need somebody to handle that.”

Councilman Mark Gregg said he will be paying close attention to background, experience and performance in seeking the next village manager. Dealing with natural disasters and working through budgets are other qualities Gregg will be looking for. “It’s super important as a village manager to be able to deal with people, so I’ll be looking for a customer-service-oriented person,” he said. “I think of it as a business. Someone who can be a leader, someone staff looks up to and respects and responds to input he/she provides. And just like a manager has to make his customers happy, he has to make his employees happy too.” Gregg went on to say that he’s looking forward to hiring a village manager — and soon. All five council members are new, seated last November. Council members have been operating for the past four-and-half months with Bassett overseeing day-to-day village operations. “We’ve been holding back on things because we all want to start fresh and a new vision and long view with a village manager,” he said. Once candidate evaluations are complete, Baenziger expects to recommend six to 10 candidates for the village council’s consideration. Semi-finalists will be presented on May 10. Baenziger will meet with the village council virtually on May 20 to discuss the candidates and consider finalists. The council could make its selection on June 2 and contract negotiations would follow.

SESSION NEARS CLOSE IN TALLAHASSEE Language was included in the House bill authorizing municipalities and counties to establish a boating-restricted area by ordinance within the portion of the waterway within their jurisdiction. It stated, however, that a municipality or county could not establish a “vessel-exclusion zone for public bathing beaches or swim areas within the waterway.” “I got that squashed,” Mooney said. “Ana Maria (Rodriguez) is still working to get that taken out in the Senate. I think when it’s all said and done we’ll be OK on the Senate side.” The bill, which also created a derelict vessel prevention program through Florida Fish & Wildlife Conservation, was laid on the table for first reading on April 20. Wind insurance legislation also remains a key concern among Keys officials. Specifically, House Bill 305 proposes to remove the Citizens 10% rate cap and cost to consumers for reinsurance, whether purchased by Citizens or not. Senate Bill 1574 bill removes the rate cap on policies with more than $700,000 in coverage. A 2013 bill reduced Citizens coverage from $1 million to $700,000 except for Monroe County, where the Office of Insurance Regulation determined there is no reasonable degree of competition. According to FIRM, not only does the legislation not exempt Monroe County, but it also targets policyholders who already pay the highest rates in the state. “During the period from 2003-2020 Monroe County has had in-force premiums of $1.3 billion and losses of $4.9 million, generating a loss ratio of 37.25%,” FIRM states. “The gross annual profit that Monroe County has paid to Citizens is over $44 million for the last 17 years.” FIRM and the Monroe County legislative team have shared their concerns with Rodriguez and Mooney on such bills. In talks with fellow members and groups, Mooney said rates will likely hold steady or see a slight increase. “It won’t be astronomical,” he said. As for funding requests, Mooney continues the push to secure $500,000 for the Monroe County Mobile Vessel Pump-Out Program. Awaiting consideration in the House Appropriations Committee, funding assists sewage pumpout service to vessels anchored in the waters of the Florida Keys. Funding also helps boaters comply with state and federal no-discharge laws. Mooney said a request of $1 million for Mote Marine Laboratory to develop successful coral restoration technologies won’t see passage this year. A request of $500,000 for Key Colony Beach’s city hall complex repair from Irma also won’t get through, Mooney said. “This is the third session since Irma. Their ask wasn’t out of line,” Mooney said regarding Key Colony Beach’s request. “Maybe with the federal funds coming in for infrastructure, they’ll get some chance to get some grant money at the top.” ONLINE SALES TO BE TAXED Approved by the House and Senate on April 8, Senate Bill 50 requires out-of-state retailers to collect and remit sales tax on purchases made by Floridians. The bill adds a 6% tax on online purchases, and it’s estimated to bring in $1 billion in revenue annually. The bill passed through the House via a 93-24 vote and a 27-12 vote in the Senate on April 8. State Rep. Jim Mooney and state Sen. Ana Maria Rodriguez voted “yes.” Signed by the governor on April 19, the bill goes into effect July 1.

he bill that would nullify Key West’s voterapproved cruise ship reductions is making its way through the Florida House of Representatives and its committees. The bill already passed three state senate committees and, on April 19, passed the House Commerce Committee. The committee voted 13-5 to support House Bill 267, which prohibits the port of Key West from restricting maritime activity based on the size, type or capacity of ships. During Monday’s 90-minute debate, the bill’s sponsors, Rep. Spencer Roach of the Fort Myers area, and Rep. Tyler Sirois of Merritt Island, said the creators of Key West’s local referendum “are engaging in economic elitism in an attempt to remake Key West in the mold of Martha’s Vineyard,” adding that the Key West Committee for Safer Cleaner Ships is trying to cherry-pick the type and wealth of tourists who visit Key West. State Rep. Bob Rommel, a Republican who represents part of Collier County, said, “It sounds like Key West is trying to discriminate against a certain type of tourist.” On the other hand, representatives who opposed the state bill questioned the propriety of the state dismissing the will of local voters.
“Is it the position of the bill’s sponsors that local government should not be able to decide how much is too much in their own backyard in terms of tourism and cruise ships?” Rep. Joe Geller, Democrat of Aventura, asked. Roach and Sirois also told the committee the local referendums “set a dangerous precedent that could have severe economic impacts.” A representative of the Sierra Club called the state bill “an anti-environment, government overreach bill.” The bill’s next House committee hearing will be determined later this week. Leaders of the Safer Cleaner Ships committee, which orchestrated the Key West referendums, posted on its Facebook page that the addition of the cruise ship issue to the House Commerce Committee agenda was done with just a half-day’s notice, thus preventing a Key West contingent from speaking against the bill in Tallahassee, which 19 of them did last week during a state senate committee vote. When the senate version of the bill passed the last senate committee, the Safer Cleaner Ships representatives, including Key West Mayor Teri Johnston, demonstrated outside of the governor’s mansion in Tallahassee, asking Gov. Ron DeSantis to veto the bill if it passes both chambers of the state legislature.

onroe County school officials say they are undecided about whether to seek the annual letter grade assigned to the district by the state, until they see what other districts plan to do. The district’s letter grade affects staff bonuses and state funding. At the April 13 meeting, the school board also heard that the long-awaited renovation of Key West High School’s Tommy Roberts Memorial Stadium is still a year away. Sstate Education Commissioner Richard Corcoran told school districts in an April 9 emergency order that the state is waiving some course requirements due to the pandemic: High school seniors in Florida will be able to graduate this year and third graders can move on without passing the normally required state assessments. The order also gives districts the choice to keep the pre-pandemic letter grades given to individual schools, on which staff bonuses and state funding are based, unless the district wants to apply to the state for new grades. The state order is intended to address a wide range of pandemic-related setbacks students have faced over the past school year. In March, Monroe County announced there will be no midterms and no final exams for high school seniors this year. At the April 13 meeting, board chair John Dick asked Superintendent Theresa Axford, “What about the school grades? What do you think you’re going to do with that?” “I’m going to listen to other superintendents from around the state,” Axford told the board. “We’re going to get our score reports on our school grades and then we have 30 days to decide whether we want to opt in and get a school grade or not. So I want to hear what other superintendents are doing and look at what our performance is. I just know that there’s been nothing consistent this year. ... We need to look at that very carefully. I would not like to lose our A-rated district status because we plunged in and decided to opt in for a grade when all other districts in Florida don’t do it.” Patrick Lefere, the executive director of operations and planning for the school district, made a presentation about the Tommy Roberts Memorial Stadium renovation, a project that has been long in the works. The proposed schedule: bids will be opened May 6, interviews on May 13, recommendation to award June 1, board approval June 22, with construction to commence in spring 2022. Regarding the construction start date, District 1 board member Bobby Highsmith said, “It seems like a long time to wait.” Lefere replied, “We wanted to get baseball season down and then roll in.” “I don’t understand why we are not starting in the fall?” asked District 3 board member Mindy Conn. “We need time to get through the design process,” said Lefere. He also explained the scope of the work: a new football/baseball field with artificial turf; bleachers with new concrete pads and additional seats; an athletic building with new bathrooms, weight rooms, athletic equipment storage; two concessions; new entrances; environmental remediation; and stormwater management.

ust as many U.S. citizens have been receiving stimulus payments from the federal government throughout this pandemic, the Monroe County School District has received emergency relief funds to address the impact that COVID-19 has had at its elementary and secondary schools. According to Amber Archer Acevedo, coordinator of community relations for Monroe County School District, the district so far has received $1.3 million for the first round of stimulus payments. The district has also applied for and will probably be approved for a $5.8 million secondround stimulus payment. In the near future, MCSD will have the opportunity to apply for a third stimulus payment, this one for the biggest amount yet: $13 million. In addition, an expanded summer program, open to all students called the Monroe Summer BEACH (Becoming Engaged and Confident Healthy Kids), has been given an official green light by the district. The stimulus payments come from the U.S. Department of Education, which doles them out to state educational agencies. The states in turn give the stimulus payments to the school districts that apply for them in a grant-like process. This money is called
the ESSER (Elementary and Secondary School Relief) Fund. Beverly Anders, MCSD’s executive director of finance and performance, said the $1.3 million stimulus (called ESSER I funds) was used to pay for personal protection equipment and cleaning supplies for staff and students, costs to deliver food to students during the summer, virtual curriculum and additional furniture and tents that allowed all students and staff to be socially distanced. Anders also said the ESSER II funds (the $5.8 million stimulus) will be used to help pay for summer school, all forms of before- and after-school tutoring, mental health education and training, as well as social workers and additional counselors to address student learning gaps and social issues stemming from the pandemic. The $5.8 million payment will also be used for the expanded summer school open to all students, the Monroe Summer BEACH program. Acedevo said the summer school will still have a typical curriculum to address the students who need remediation and credit retrieval, but expanded offerings funded by ESSER II — art, theater and physical activities — will be announced soon. “We have not applied yet for the $13 million ESSER III funds as they have not become available from the state yet,” said Anders. “We haven’t put a plan together yet for how that will be spent at this point.” “The ESSER funds will be used to address learning losses and the mental health needs of our students,” said Superintendent Theresa Axford. “We are grateful for the funds that will allow us to focus on areas of critical concerns related to the effects of the COVID pandemic.”

A look at how various islands got their names

issouri and Ohio keys are situated in the Lower Keys and, at least in terms of the Overseas Highway, are linked one after the other. Missouri Key is in the area of MM 39 and sandwiched between Ohio Key and Little Duck Key. Railroad workers reportedly named both during the construction of the first conduit to connect Key West to the Florida mainland, Henry Flagler’s Over-Sea Railroad. Workers hailing from those particular states likely chose the names. The islands have known other names. Missouri Key has been called Little Grassy Key and Grassy Island. Ohio Key is sometimes called Sunshine Key because the Sunshine Key RV Resort and Marina occupies much of the island. After Ohio Key, there is something of an anomaly in the Florida Keys, Bahia Honda. Whether traveling by train in the old days or driving along the Overseas Highway today, the next island in the chain is recognized as West Summerland Key. Just north of the Spanish Harbor Bridge that connects West Summerland to Big Pine Key is Big Mangrove Island. On Florida East Coast Railway survey maps, Big Mangrove Island is identified as Iowa Key and named for the same reason Missouri and Ohio keys earned their stately monikers. Not all of the islands named after states in the Florida Keys stem from the railroad years.

TASK FORCE TACKLES MINI-SEASON

I
f you ever want a conversation to get heated on a community Facebook page, lob out this question: “Hey, do you think we should have lobster mini-season?” Then buckle up and enjoy the ride. Keys Weekly did a search on “lobster mini-season” on a local Facebook page, and we saw a post that said, “I just want to remind people that mini-lobster season is not for taking small lobster.” Commenters responded, “I wish they would do away with mini-lobster season,” and “We never go out for mini stupid season. I hide. Too many amateurs on the water with no regard to safety.” Also: “I say close mini-season down so the local fishermen actually have a chance this year.” Due to the event’s consistent controversy, Monroe County Mayor and Commissioner Michelle Coldiron and Marathon City Councilman John Bartus spearheaded a lobster mini-season task force via Zoom on March 8. The discussion was about making rules and regulations more uniform countywide and therefore mitigating the impact of the event. On April 21, Coldiron was scheduled to present the task force’s findings to the
Board of County Commissioners. (However, as of press time, she had not been able to present and discuss the topic during a packed meeting.) “This update is because we are trying to see what we can do to make lobster mini-season safer for the environment and the residents,” Coldiron told Keys Weekly. “It is in no way for us to cancel it. During COVID, it all came to a head, with many wanting to cancel the lobster miniseason. And we couldn’t. It’s controlled by FWC.” Canceling mini-season is not an option, so, Coldiron said, the March 8 task force came up with several long- and short-term solutions to make the annual event go more smoothly. The 31 attendees were representatives from local municipalities and stakeholder groups and included: Roman Gastesi, Monroe County administrator; Major Chad Scibilia, Monroe County Sheriff’s Office; Teri Johnston, Key West mayor; George Garrett, Marathon city manager; Ron Sutton, mayor of Key Colony Beach; Andy Newman, Tourist Development Council public relations; Bill Kelly, Florida Keys Commercial Fishermen’s Association; CJ Sweetman, FWC Division of Marine Fisheries Management; John Hunt, FWC program administrator; Michael Goldberg, owner of Key Dives; Mark Gregg, Village of Islamorada councilman; Lt. Kathleen McKinney, Florida Highway Patrol; Elizabeth Moscynski, director of Key Largo Chamber of Commerce; and many more. Coldiron said the biggest complaints about mini-season from her residents are the crowds and the garbage on the side of the roads and in nearshore waters. Some short-term solutions to address this: portable restrooms, garbage receptacles and help from transportation officials to manage the activities and number of visitors who pull off on the side of Overseas Highway or crowd boat ramps. Bartus was impressed with TDC’s Andy Newman and Julie Botteri’s idea to have an English-language and a Spanishlanguage campaign on television and the internet to remind tourists of mini-season rules that locals know but they may not: “6 lobsters per day is your limit” or “If you get caught with too many lobsters, you go to jail.” Coldiron and Bartus said longer-term goals include asking FDOT to put dynamic signs on the side of the road with similar messages about rules and working with
the FWC to create a tag system for the six lobsters that are allowed per person. Another potential idea: unifying the rules through the county. At present, different rules exist in different municipalities on when/where swimmers are allowed to snorkel within the residential shorelines, and the volunteer law enforcement who help during mini-season may not be familiar with the different rules. And the Facebook comment mentioned above, “I say close mini-season down so the local fisherman actually have a chance this year,” implies that residents are worried that the lobster taken during the mini-season depletes the population and ruins the catch for commercial fisherman. Coldiron asked experts including John Hunt, FWC program administrator, if mini-season affects the spiny lobster population for commercial fishermen. “The scientists said it is not negatively impacting the real season,” she said. So why is the FWC so adamant about mini-season anyway? Per a 1992 sun-sentinel.com article: “The mini-season began about 10 years ago to give sport divers a chance to catch lobster before commercial fishermen deploy their lobster traps.” “There have been so many problems in the past prior to mini-season,” FWC Captain David Dipre said. “The state said there’s a ‘user conflict.’ (The fishermen) put their private property in front of everybody, and that property is vandalized. So the state said, ‘Give the recreational guys a shot, and give six per person per day.’ Then in that way, you won’t have user conflict. I don’t want the commercial fishermen to see that and feel that they have to take action on that. Let’s keep the recreational season separate from the commercial season.”

CLEANING THE SEAS Blue Star Operators removed 13,000 pounds of debris in 2020
he National Marine Sanctuary Foundation announced that it will grant funds for underwater marine debris removal to 10 Blue Star Dive Operators in the Florida Keys in 2021 through the “Goal: Clean Seas Florida Keys” initiative. The foundation is granting a total of $51,621 for scoping and removal dives in the Keys in 2021 through a grant from the NOAA Marine Debris Program. Established in May 2018, the “Goal: Clean Seas Florida Keys” initiative aims to remove underwater marine debris from Florida Keys National Marine Sanctuary. “Goal: Clean Seas Florida Keys” is a partnership among the sanctuary, the National Marine Sanctuary Foundation, and sanctuary-recognized Blue Star Diving Operators — who are educated dive professionals and recreational divers trained in best practices to remove and recycle of marine debris, perform scoping dives to identify debris hotspots, and engage the public in marine debris awareness and prevention through education and outreach. “The purpose of ‘Goal: Clean Seas’ is to empower the community to act as stewards of the environment,” said Sara Rankin, Florida Keys chapter director for the sanctuary foundation. “The coral reefs in Florida Keys National Marine Sanctuary are still suffering from the destruction caused by Hurricane Irma, but our results over the past year show that we are making progress.
“I am proud that our eight Blue Star Dive Operator partners removed 4,642 pounds of debris and 9,339 feet of line last year, and I know we can accomplish even more with 10 dive operators now on board,” she continued. “We look forward to working with all of these outstanding dive operators to protect and restore our treasured reefs.” The eight dive operators that have participated and will continue as part of “Goal: Clean Seas Florida Keys” are DiveN2Life, The Dive Shop at Ocean Reef, Key Dives, Horizon Divers, Rainbow Reef, Pirates Cove, Forever Young and Island Ventures. In 2021, they will be joined by two new operators in the Keys: Sailfish Scuba and Florida SeaBase. “I am grateful for the leadership and commitment of Blue Star operators and National Marine Sanctuary Foundation who are meeting our goal of clean seas in the Florida Keys,” said Sarah Fangman, superintendent of the sanctuary. The foundation now partners with two sanctuaries, Florida Keys National Marine Sanctuary and Channel Islands National Marine Sanctuary, to train and equip community partners — local businesses and industries that rely on the marine ecosystem — to conduct specialized removals and empower long-term conservation of these sites. — Contributed

PLASTIC DEBRIS IS CHOKING THE OCEAN
A
s we celebrate Earth Day, please be more careful with plastic bags and foam cups. And be sure to not let helium balloons loose. The photographs I took underwater on my recent dive tell more than anything I can write about when it comes to plastic debris. This comes from a person who uses plastic all the time. It is not natural, as it is not something found in nature and cannot easily be degraded by natural processes. All of that you have heard before. Like me, you recognize the importance of plastic in our lives and use the convenience every day. Everything is wrapped in plastic. It preserves and keeps food and medical supplies clean. Plastic lets us take things and wrap them safely away from moisture and dust. That you also know. It is all part of everyday life. I have used the same plastic bag that I received in a store package to protect my camera for a year now. The plastic is still good, still keeps my camera safe from rain. The obvious we see everywhere results from slovenly conduct. We get something wrapped in plastic and throw the waste out. It goes into landfills. Ever pass a landfill? See all the plastic waste, some flying in the wind, some sticking out of mounds a worker is trying to cover with a bulldozer, some in moats floating around the landfill.
We enjoy the fun of having helium filled balloons, as they’re great for parties to celebrate occasions. When they’re let loose into the environment, they eventually deflate and drift over the ocean and become plastic debris. They may not look like jellyfish to you, but they do look like a meal to marine turtles. Once ingested, the plastic becomes stuck in turtles’ intestines and the victimized endangered species dies a tortured death. Foam cups allow people to take hot or cold drinks on the go for eventual disposal. But what happens to foam once it gets into the ocean? It floats around for a long time, thrown about by waves, storms and wind. It gathers tar that has been released into the ocean either by natural deposits coming out of the Earth or from fuel leaks, and it eventually breaks up into tiny marbles that went into making the cup. The result is a tasty looking cupcake for fish that’s harmful and fatal to marine life. Plastic chokes coral. It covers the living organism, preventing light penetration, preventing coral polyps from extending and feeding. There is a small percentage of live coral coverage in the Florida Keys today — when I was diving as a kid there was 90% live coral coverage. Disease is wiping out hard corals. Do not add to the dilemma by letting plastic bags loose in the ocean. John Christopher Fine — avid diver

COMMUNITY CLEANUP TARGETS AREA SHORELINE

group of community residents teamed up with Shoreline Restoration Services, I.CARE and founders Mike Goldberg and Kylie Smith, as well as Coastal Waters Revitalization Inc. for a shoreline cleanup on the oceanside, off the Old Highway in Islamorada, on April 18. A debris pickup to celebrate Earth Day, one ton of debris was collected during the morning at the village preserve at MM 86. Buckets for the cleanup were provided by Islamorada Pool Company. Audrina Ennis, of Shoreline Restoration Services who coordinated the event, has picked up trash in the community for the past six years. ‘BLESSING IN DISGUISE’ Lost artwork shipment draws community response CHARLOTTE TWINE

magine this: You are a fine-arts painter during the pandemic. Quarantined at home, you cast about for something to do, just like the rest of the world. Then — bingo — you stumble onto a new painting technique and become obsessed. Feverishly perfecting your work and making print after beautiful print, a gallery owner falls in love with your paintings, then requests a shipment so they can be displayed in the gallery. You roll up all your paintings in a tube and confidently ship all paintings via FedEx — dutifully requesting tracking information and insurance. Then the entire shipment is lost. The paintings are never found, and FedEx throws up its hands, saying nothing can be done. This nightmare happened to Lisa Lee Herman, a gyotaku artist and owner of Islamorada’s Gallery of the Arts. “It’ll be six weeks tomorrow,” she told Keys Weekly with a sigh. “I don’t think I’ll ever be over it. But it’s a blessing in disguise. It’s been awesome that the community has rallied. I feel so loved.” Originally from Fort Lauderdale, Herman is a lifelong artist and fisherwoman who took a gamble by moving to the Florida Keys and starting the Gallery of the Arts in November 2016. During the pandemic she fell in love with gyotaku, a traditional Japanese art form that dates to the mid-1800s and originated because fishermen wanted to record their catches. Once Herman taught herself how to do it, she networked with locals in the fishing industry. They would call her when they had a special catch so she could

practice her art. With the just-caught catch right in front of her – even right on a dock — she washes the fish with non-toxic paint. She presses a special Japanese paper on top, then gently peels it off. She has made such prints of everything from mahi to African pompano. About two months ago, Herman sold 12 of these paintings for thousands of dollars to Gigi SireyjolHorsley, the owner of Paysage Home, a gallery space in Wilmington, North Carolina. Herman shipped one tube of all 12 paintings from PostNet in Islamorada, then watched the shipment every day using the FedEx online tracking. FedEx’s site said the paintings were delivered to Paysage on Friday, March 4. So Herman expected to call the gallery on Monday, March 7, to firm up details. No dice. To Herman’s dismay, the gallery told her that they never got her paintings. Seeing that the FedEx tracking information recorded the shipment as being delivered, Herman tried to get to the bottom of the mystery. “I’ve been on the phone with 40 different employees. FedEx said that it was delivered on that Friday. But I tell them it wasn’t. And the only response I get is, ‘Take it up with claims.’” Herman learned that the last place that the tube was scanned was in Wilmington, NC, a mere few minutes’ drive from the gallery. “I’ve asked them, ‘Can you go around the route and ask if anyone’s seen it?’ And they said, ‘Yeah, we could, but it’s not part of our policy. Take it

up with claims.’ And claims has not called me back.” Not to be deterred from fulfilling her agreement to Paysage, Herman emptied out her gallery of the rest of her gyotaku paintings, drove to Wilmington from the Keys with her fiance and delivered them safely during a whirlwind 24-hour trip. Like a dog on a bone, Herman even stopped at the FedEx facility in Wilmington where the paintings were last seen and asked for help. Employees told her the same thing, “Take it up with claims.” The paintings are still lost. Herman may get some insurance money back for a nominal amount, but she points out that they have sentimental value that money can’t buy. For example, one of the lost paintings was of the largest dolphin caught in the Fish for Holly sailfish tournament. But Herman said she knows the situation could have been worse; the lost shipment could have been a crucial delivery of medicine for a family member. And she keeps in mind that so many people have had difficult times during the pandemic. And there’s a silver lining. Her network has come through. After posting a call for fish on social media, friends including the Postcard Inn tackle center, Yabba Dabba Doo Charters, Charisma Sportfishing, Capt. Perry Scuderi, Capt. Matt Bellinger, Capt. Tony Young and many more beckoned her when they had a fish for her to print. “I want everyone to know how appreciative I am of the community rallying together,” Herman said. “Literally, my walls went from blank to stocked in a few weeks. Just mind-blowing.” And perhaps the best part is the practical lesson she learned. “I’ll never send more than two pieces in a tube again. Ever,” she said emphatically. “And if I get another art show, I will either drop it there myself or fly in there myself.” Keys Weekly reached out to FedEx for a comment on the lost shipment. A press representative responded that they are investigating the situation and will be in touch when they have more information. THIS WEEK’S DIVE REPORT Conditions improved this week, and the seas were kind to us divers. Visibility was stunning close to 80 feet! If that doesn’t make for happy divers, I don’t know what would. On one of our regular trips to the wreck of the Eagle, we were lucky enough to spot two bull sharks swimming around the perimeter of the wreck. Spotting sharks is always exciting, but bull sharks are especially amazing creatures to swim with. Having sharks in our oceans is healthy and a sign that the ecosystem is doing well.
NEXT WEEK’S DIVE REPORT There are some thunderstorms rolling through towards the end of this week, but, like all watermen know, we live and die by the wind here, not the rain. The winds stay down until the weekend, when they’re calling for it to pick up a bit. This weekend is not only Earth Day, but also the 8th annual REEF Lionfish Derby. The “locals” tournament and diver removal is one of the most effective ways to keep invasive lionfish off our reefs. Islamorada Dive Center and other dive shops in Key Largo and Islamorada will be running some charters on Saturday for derby participants. CONSERVATION UPDATE In Islamorada, any Saturday is a great day to go outplant coral. Through community partnerships that are continually growing and expanding, dive and snorkel shops like Islamorada Dive Center partner with I.CARE to restore our reefs. Last Saturday, we planted roughly 50 coral seedlings with Scuba Adventures from Naples with us. These baby corals were put down on Rocky Top ridge and will continue to grow and fuse together, creating the reefs of the future. group of supporters met on the shores of Florida Bay on a beautiful Keys evening in early April to create Habitat for Humanity of the Upper Keys’ (HFHUK) “Help Us Build It” campaign. A steel drum played during a champagne reception while the sun set on the intimate gathering at Dolphin Point Villas. After sunset, the guests sat for a three-course meal prepared by Chef Michael’s. To top it off, guests drank from beautifully hand-painted Riedel glasses created by local artist Araña from Finders Keepers Coconuts. It was a lovely evening to launch the fundraising efforts toward the cost of the foundation for the Keys Heights development. Keys Heights, which recently broke ground in Islamorada, is HFHUK’s most recent affordable housing endeavor consisting of four three-bedroom, twobath homes. The goal of the campaign is to raise $1 million to cover the cost of this project. “The generosity that night was overwhelming, and we are extremely thankful,” said David Helwig, HFHUK board president. “This group has set the stage for this campaign, and we encourage others to participate. Every donation helps, and all contributions go directly back into the local community to build affordable homes.” The “Help Us Build It” campaign is a new undertaking for HFHUK, necessitated by the inability to hold its annual Cocktail Party due to COVID restrictions. This event traditionally is the organization’s largest annual fundraiser, according to Lindsay Fast, executive director.
The foundation dinner event was the first phase of the “Help Us Build It” campaign. Building on that, HFHUK is soliciting room and building material sponsors. Those looking to sponsor, donate and support can visit https:// hhuk2021.ggo.bid . During the month of July, an online auction will be hosted with various items up for bid. Monetary donations to HFHUK may also be made at www.habitatupperkeys.org. “Help Us Build It” will continue through the fall, culminating in a thank-you reception at the completed project with all of the campaign supporters. “This multifaceted campaign is the first time we’ve done something like this. The foundation dinner event was a fabulous success — raising nearly 20% of our goal — but there’s definitely more fundraising to be done. We need lots more support from the community and local businesses to ‘Help Us Build It’ because we weren’t able to hold the ever-popular cocktail party this year,” Fast said. — Contributed

he Coral Shores girls softball team took to the diamond for the final regular season game against Ferguson High School on April 16. Ferguson’s bats powered the team to victory, 18-4. All runs from the ’Canes offense came in the fourth inning. The softball team finished the regular season with a record of 6-7. LUCIA RODRIGUEZ A three-sport athlete in varsity basketball, cross country and track, Rodriguez said her experiences have taught her to work hard and never settle. A captain of the basketball and cross country teams, Rodriguez’s accomplishments include being a three-time MVP and an offensive player of the year in basketball. Her favorite sport is basketball, having played since she was 8 years old. Her memorable moment was during the senior night basketball game when she scored her 1,000th point. Rodriguez plans to attend a four-year college to major in a science-related field. Her advice to younger student-athletes? “Always work hard to reach your goals and enjoy every moment because these four years fly by,” she said.

FKMCD-Oxitec Mosquito Project Launching Soon! Thank you to the Florida Keys community for your interest and support. Oxitec has a long-standing partnership with the Florida Keys Mosquito Control District and will evaluate the effectiveness of Oxitec mosquitoes to control the invasive, disease-spreading Aedes aegypti mosquito in the Florida Keys. The first of Oxitec’s just-add-water mosquito boxes will be placed soon and Oxitec’s non-biting male mosquitoes will begin to emerge in May. The Aedes aegypti makes up just 4% of the mosquito population in the Keys, but is responsible for virtually all of the disease transmission. Aedes aegypti mosquitoes transmit dengue, Zika and other diseases in people and heartworm and other deadly diseases in our animal family. Oxitec’s safe, non-biting male mosquitoes will be released in small areas to demonstrate their effectiveness controlling the invasive Aedes aegypti.
