KLAN CONNECTION PROMPTS HOUSING BOARD TO RENAME PORTER PLACE APARTMENTS

T

he board of the Key West Housing Authority on April 19 voted unanimously to change the name of J.Y. Porter Place public housing apartments in light of concerns about Porter’s connections to the Ku Klux Klan. The same board is also committed to making its meetings more accessible to the public and to creating a resident advisory board to give residents of public housing a voice. The J.Y. Porter Place housing complex at the end of White Street will be renamed, as proposed by City Commissioner Clayton Lopez, for Lang B. Milian, the second black man ever elected to the Key West city commission in 1971. Key West elected its first black city commissioner, Robert Gabriel, in the first decade of the 1900s. A public housing complex in Bahama Village is named for him. Following the April 19 namechange vote, housing authority commissioner Annette Mobley told Lopez, “You’ve been making me smile all day with this.” City Commissioner Sam Kaufman had brought Porter’s KKK connection to the housing board’s attention in October and initially

met with resistance from three of the five board members, who dismissed Kaufman’s suggestion and questioned whether J.Y. Porter or his son was a local Klan leader. Lopez followed up with a letter on April 16 to the housing authority board that recognized the commissioners’ decades of honorable service, but also expressed regret over the potentially divisive name. Lopez wrote that despite the contributions of Dr. Porter as the state’s first health officer, “the darker side of that history” must also be recognized. “I would like to offer a possible solution in the hope of avoiding further division in our community over this issue,” Lopez wrote, suggesting the complex be named for Milian. “Doing this would keep the historic perspective we all love, while casting no further aspersion on the name of Dr. Porter,” Lopez wrote. “It would again allow us to concentrate on those issues that unite us and on which we can work together, rather than those that separate us and divert our attention from our greater missions of service to our neighbor.”

After publicly criticizing the housing authority board for its lack of accessibility and failure to provide online links to its meetings, Kaufman thanked the board on April 19. “This is a great day for Key West,” Kaufman told the board. “We are One Human Family and now my kids will learn about what you did for them. The message you’re sending to the community (with the name change) is wonderful.” The name change will not be finalized until the Department of Housing & Urban Development (HUD) approves it. But the Key West Housing Authority’s executive director, Randy Sterling, said he will bring the matter to HUD’s attention in the coming weeks. At the close of the housing authority board meeting, the board’s new director of communications, Peter Batty Sr., told the board and the public that they are moving forward with increased public access, virtual meeting links and the creation of an advisory board to address concerns from residents of the city’s public housing complexes.

he bill that would nullify Key West’s voterapproved cruise ship reductions is making its way through the Florida House of Representatives and its committees. The bill already passed three state senate committees and, on April 19, passed the House Commerce Committee. The committee voted 13-5 to support House Bill 267, which prohibits the port of Key West from restricting maritime activity based on the size, type or capacity of ships. During Monday’s 90-minute debate, the bill’s sponsors, Rep. Spencer Roach of the Fort Myers area, and Rep. Tyler Sirois of Merritt Island, said the creators of Key West’s local referendum “are engaging in economic elitism in an attempt to remake Key West in the mold of Martha’s Vineyard,” adding that the Key West Committee for Safer Cleaner Ships is trying to cherry-pick the type and wealth of tourists who visit Key West. State Rep. Bob Rommel, a Republican who represents part of Collier County, said, “It sounds like Key West is trying to discriminate against a certain type of tourist.” On the other hand, representatives who opposed the state bill questioned the propriety of the state dismissing the will of local voters.

“Is it the position of the bill’s sponsors that local government should not be able to decide how much is too much in their own backyard in terms of tourism and cruise ships?” Rep. Joe Geller, Democrat of Aventura, asked. Roach and Sirois also told the committee the local referendums “set a dangerous precedent that could have severe economic impacts.” A representative of the Sierra Club called the state bill “an anti-environment, government overreach bill.” The bill’s next House committee hearing will be determined later this week. Leaders of the Safer Cleaner Ships committee, which orchestrated the Key West referendums, posted on its Facebook page that the addition of the cruise ship issue to the House Commerce Committee agenda was done with just a half-day’s notice, thus preventing a Key West contingent from speaking against the bill in Tallahassee, which 19 of them did last week during a state senate committee vote. When the senate version of the bill passed the last senate committee, the Safer Cleaner Ships representatives, including Key West Mayor Teri Johnston, demonstrated outside of the governor’s mansion in Tallahassee, asking Gov. Ron DeSantis to veto the bill if it passes both chambers of the state legislature.

ust as many U.S. citizens have been receiving stimulus payments from the federal government throughout this pandemic, the Monroe County School District has received emergency relief funds to address the impact that COVID-19 has had at its elementary and secondary schools. According to Amber Archer Acevedo, coordinator of community relations for Monroe County School District, the district so far has received $1.3 million for the first round of stimulus payments. The district has also applied for and will probably be approved for a $5.8 million secondround stimulus payment. In the near future, MCSD will have the opportunity to apply for a third stimulus payment, this one for the biggest amount yet: $13 million. In addition, an expanded summer program, open to all students called the Monroe Summer BEACH (Becoming Engaged and Confident Healthy Kids), has been given an official green light by the district. The stimulus payments come from the U.S. Department of Education, which doles them out to state educational agencies. The states in turn give the stimulus payments to the school districts that apply for them in a grant-like process. This money is called

the ESSER (Elementary and Secondary School Relief) Fund. Beverly Anders, MCSD’s executive director of finance and performance, said the $1.3 million stimulus (called ESSER I funds) was used to pay for personal protection equipment and cleaning supplies for staff and students, costs to deliver food to students during the summer, virtual curriculum and additional furniture and tents that allowed all students and staff to be socially distanced. Anders also said the ESSER II funds (the $5.8 million stimulus) will be used to help pay for summer school, all forms of before- and after-school tutoring, mental health education and training, as well as social workers and additional counselors to address student learning gaps and social issues stemming from the pandemic. The $5.8 million payment will also be used for the expanded summer school open to all students, the Monroe Summer BEACH program. Acedevo said the summer school will still have a typical curriculum to address the students who need remediation and credit retrieval, but expanded offerings funded by ESSER II — art, theater and physical activities — will be announced soon. “We have not applied yet for the $13 million ESSER III funds as they have not become available from the state yet,” said Anders. “We haven’t put a plan together yet for how that will be spent at this point.” “The ESSER funds will be used to address learning losses and the mental health needs of our students,” said Superintendent Theresa Axford. “We are grateful for the funds that will allow us to focus on areas of critical concerns related to the effects of the COVID pandemic.”

im Hale is doing his level best to catch as many racing pigeons as he can, but it’s slow going. Social media is alive with tales of these birds spotted in the Florida Keys. The pigeons are wearing stamped bands that read “Cuba,” or “FCI” or “FCC.” He’s taking the birds back to his pigeon loft in Key West, and feeding them proper racing food so the birds will have the strength to fly home when released. “These pigeons cannot survive on Froot Loops or Cocoa Puffs, and bird seed doesn’t have enough protein to sustain them” or give them the stamina they need for the 100-mile trip across the ocean, back to Havana, Hale said. Racing pigeons can’t survive in the wild because they are domesticated animals that are at risk from starvation, cars, cats and dogs. In the past five days, he’s managed to corral 19 of the Cuban birds. This isn’t the first time it’s happened, either. One year he collected 78, though he can’t remember the year. Hale has a lot of experience with this sort of phenomenon — he’s been racing pigeons for three decades. Most likely, he said, the birds were blown off course by a strong storm two weeks ago. Spring, Hale said, is prime racing season. For Cubans, the racing pigeons are a big investment and why he’s so intent on collecting the birds and getting them strong enough to be released. “Cubans don’t have a whole lot. They might win a year’s salary in a single pigeon race. The owners probably spend more money on the pigeons’ food than they spend feeding their own family,” he said. Hale said he’s heard that, in Cuba, trying to lure away another owner’s racing pigeon is not uncommon. And some of the birds could end up on a dinner plate as the country faces food shortages made worse by the pan-

demic, he said. It’s clear that Hale worries about the people who share his passion, who have no way of knowing what has happened to their birds. Hale’s advocacy has attracted the attention of the Federal Bureau of Investigation. He said an agent called this week and asked him a lot of questions. He said she seemed satisfied with his answers. And, no, he’s not sending secret messages via pigeon, thankyouverymuch. The questions are probably warranted, however, because homing pigeons are so useful. During the Cold War, the CIA’s Office of Research and Development created a camera small enough to be strapped to the breast of a pigeon for spying purposes. And homing pigeons have been used to carry messages since the time of Julius Caesar in ancient Rome. Sending war messages via pigeon was common during World War I and World War II, too. When the birds have regained their strength, on a clear and sunny morning, Hale said, he’ll put on some loud Latin music and open the doors to the pigeon loft. “They don’t come with a story, so I don’t know exactly why they are here,” Hale said. “I jokingly told the FBI agent that I was going to put a happy face sticker on the birds and release them. I want the Cuban owners to know that somebody took care of them and let them go.” Locals who spot a homing pigeon should try to catch it, then give Hale or a bird center volunteer a call to come collect it. “I had one call about a pigeon in the rafters. If they can’t catch it, I probably can’t either,” Hale said. “U

nder Construction: Glass Plate Negatives of A.V. Rabenau,” an exhibit of vintage photographs, is opening Friday, April 30 in the Bumpus Gallery at the Custom House Museum in Key West. Curated by Cori Convertito, the exhibit features black-andwhite prints from the original glass plate negatives taken by an itinerant photographer known as A.V. Rabenau. The negatives were acquired by the Key West Art & Historical Society in late 2020 from a private collector. The collection consists of over 60 early 20th century glass plate negatives taken by Rabenau during a visit to the Florida Keys. Little is known of the photographer, but his work suggests he was an experienced professional. He visited the Florida Keys during a pivotal time in its history – the construction of the Overseas Railway. The “dry plate” negatives are not dated, but it is probable that he paid a visit to the island chain some time between 1909 and 1911. “From about 1870 to 1920, many photographers used fragile glass plates to portray daily life,” said Convertito. “Plates were sold in boxes, factory-coated with a gelatin emulsion of silver bromide, available through mail order or at stores in large villages such as Key West. The photographer

loaded one negative at a time into their camera, made the exposure, and stored the negative until he or she developed it in a home darkroom.” Significant portions of Rabenau’s images are staged portraits of the men, women and children living and working on Pigeon Key. Others are portraits of Key West residents taken when the photographer had a temporary studio on the island. “The negatives speak to a special time and place in Florida Keys history,” said Convertito. “Rabenau never published his photographs, meaning the museum’s recently acquired collection brings never-beforeseen images to light. You will not find his striking portraits anywhere else. They are a treasure.” “Under Construction: Glass Plate Negatives of A.V. Rabenau” has its public opening on Friday, April 30, from 5 to 7 p.m. Social distancing and masks will be required, in order to adhere to local and CDC guidelines. The exhibition runs until September 2021 and is sponsored by the Helmerich Trust and the Florida Division of Cultural Affairs. Monroe County Guidance/Care Center provides suicide prevention training

S

ometimes our friends here in the Keys are gripped by such overwhelming moods and problems that they need help from others. In fact, the emotional black cloud can be so blinding, so confusing, suicide might seem like a viable op-

tion. Recently, a 60-year-old male, let’s call him Mike, came to the Guidance/Care Center in a crisis. He had severe alcohol use, depression, anxiety, feelings of guilt and low motivation. Mike was admitted to GCC Marathon as an inpatient, then was connected to relapse prevention and psychiatric treatment after his discharge. He now attends group and psychiatric appointments regularly. Mike reports that his depression and anxiety have decreased and he feels much better. He has maintained sobriety, stable housing and employment since his discharge. “Although sometimes a crisis does require an inpatient stay, it is not hopeless,” said Maureen Dunleavy, a licensed mental health counselor and regional vice president of the Guidance/Care Center Inc. “Our community neighbors can get through with a little help.” Dunleavy told Keys Weekly that since 2014, Monroe County has seen some of the highest suicide rates in the state. Then Hurricane Irma hit in 2017, and the U.S. Department of Health and Centers for Disease Control and Prevention (CDC) did a study to show the impact of natural disasters on suicide rates. The upshot? Natural disasters have a huge impact on people between 40 and 60 years old, with renters being in the highest risk group. “Socioeconomic status doesn’t matter — just that you are a renter, and you don’t see a way out. We try to keep people from drinking when they feel that way.” During this COVID year, Dunleavy saw national data about anxiety and substance abuse going up, so the clinic applied for funding from the Substance Abuse and Mental Health Services Administration for a suicide prevention campaign. “We won an $800,000 grant last year, to be used for free mental health services and free suicide prevention training,” she said.

Dunleavy and the GCC are on high alert this spring. Studies have shown that not only does Monroe County have some of the highest suicide rates in Florida, but also that spring is a particularly vulnerable time. “There are fewer holidays in the springtime and fewer chances to connect with others. There’s also Seasonal Affective Disorder, add to that the pandemic, and hurricane season is coming.” To combat this stressful time in the spring, Dunleavy and the GCC presented a suicide prevention webinar in April, with another scheduled for May. The free, live 60-minute suicide prevention training will be offered from 12:30 to 1:30 p.m. on Friday, May 14. Called a “Lunch and Learn BlueJeans Webinar Event,” the topics will include identifying suicide risk, warning signs, communication and actions to assist. The impact of COVID-19 on mental health and practical coping methods will be presented and discussed. Participants are encouraged to prepare questions about how to approach discussion with others about suicide. And because we all love success stories, Dunleavy gave Keys Weekly another reason for hope via email: “A 43-year-old female was admitted to GCC Marathon due to anxiety, depression and daily alcohol use. Following discharge, she was connected to therapeutic, psychiatric and case management services. She has been utilizing coping skills, maintaining sobriety and is experiencing decreased symptoms of depression and anxiety. Cliff reached out to his friend Ray West, a talented local musician, to help him brainstorm an idea. They decided that documenting a tribute band could be fun and interesting. But they would need a headliner. Having previously met Michael Allman, son of Allman Brothers founder Gregg, Rydell decided to approach him about being the subject of a film documenting the making of a great tribute band. Allman graciously accepted the invite. He would come to Marathon to perform his late father’s music, backed by a band made up of some of the best Florida Keys musicians. West and Rydell began to discuss who would make up the tribute band. “One thing led to another,” recalls Rydell. The talent pool in the Florida Keys is deep, so narrowing down the musician list was difficult. “Suddenly, it occurred to us to spend an entire day filming with several tribute bands. It was a stroke of genius.” They reached out to Ric Ara, lead guitarist and co-founder of The Lady A Blues Band. Ara had previously toured and performed in an Eric Clapton tribute band. Ara was all in and the idea started to turn into a plan.

On April 11, Conch Records/TV88 set up a live recording studio at the Florida Keys Country Club in Marathon. Five tribute bands were on the slate to perform. The first act was Marathon councilman and former mayor John Bartus, who performed an impressive one man/one guitar tribute to Pink Floyd. The second act was Ara and Lady A Band and their spectacular tribute to Clapton. The third performance was a four-piece band fronted by bassist Jeff Dalton and guitarist Walter Yarborough, joined by keyboardist Vince Bergamo and drummer Jannick Kjaer, who performed a mind-blowing rendition of the Iron Butterfly hit “In-A-Gadda-DaVida.” Taking the stage as the fourth act were Wayne Sorbelli, Karri Daley, Francois Gehin and David Warren, who put on an electrifying tribute to Led Zeppelin. The finale was an allstar band made up of West, Bergamo, Robert Douglas, Robert Tucker and dual drummers Kjaer and Daniel Clark fronted by Michal Allman. They performed a magnificent hour-long set of Allman Brothers Band music. I was fortunate and flattered to be asked to host and emcee the event. I introduced all the acts and interviewed each of them after their set. It was truly a remarkable event. There was a small live audience that included event sponsors who made it all possible to pull off the show. Conch Records plans to release six separate short films, one dedicated to each tribute band and a sixth one that will show the makings of such an incredible event. The film series, “The Making of a Florida Keys Tribute Band,” will air on several outlets including Facebook, YouTube, and conchrecords.com. A plan is also in place to show the films in local theaters. Stay tuned and in tune. onch Republic Independence events will take place through Sunday, April 25, featuring sunset sails, bar crawls, pool bar crawls, a Saturday street fair and a host of other outrageous activities. Visit conchrepublic.com for a full schedule and online registration for individual events. “The city has been extremely supportive of these events,” said producer Jim Gillernan. “Key West Mayor Teri Johnston felt safe enough to come to our Wearable Art Fashion Show at Key West Theater because we’ve strictly followed protocols and we didn’t embarrass the city.” Here’s how the whole Conch Republic craze started, according to conchrepublic.com: “The Conch Republic (also known as Key West and the Florida Keys), like many nations, was born from trouble. This trouble started in the dark days of March 1982, when the federal government placed a Border Patrol roadblock at the Last Chance Saloon in Florida City. “A 17-mile traffic jam immediately ensued as the Border Patrol stopped every car leaving or entering the Keys, supposedly searching for illegal drugs and immigrants who might be hiding under the front seats, in glove compartments and in trunks. “The media started reporting on the unprecedented action of the Border Patrol within the United States. After all, most everyone believed that the Florida Keys were indeed part of the United States. As the stories of the traffic jam spread across the nation and the world, visitors started canceling reservations to come to the Keys. “Community leaders started to gather around Mayor Dennis Wardlow to decide what to do. The lifeblood of a budding tourism industry was threatened and there was talk of secession, more for publicity than political reasons. At the urging of attorney David Paul Horan, an injunction was filed against the government’s action in federal court in Miami.

“The court refused to prohibit the federal government’s Border Patrol from treating the Keys like a foreign country. When the Key West delegation left the courthouse, they were met by a gaggle of world press asking ‘What are you going to do, Mr. Mayor?’ and Mayor Wardlow answered, ‘We are going to go home and secede,’ and thus the Conch Republic was born. “On April 23, 1982, the Conch Republic flag was raised over city hall and the Schooner Western Union, under command of Capt. John Kraus, went forth into the harbor and ‘attacked’ the U.S. Coast Guard Cutter Diligence with water balloons, Conch fritters and stale Cuban bread. The Diligence fought back with fire hoses and thus commenced the Great Battle of the Conch Republic. Prime Minister Wardlow immediately surrendered and demanded foreign aid from the United States. (We’re still waiting for the check.) The roadblock was quietly removed and the glorious Conch Republic remained in its wake. “Note: The secession and subsequent creation of the Conch Republic should not be viewed as a revolution against the United States of America. It was quite the opposite — a protest against the folly of zealotry resulting in the people of the Florida Keys being alienated as Americans. “The United States Coast Guard, the object of the first and only act of military aggression by the Conch Republic government, was never considered an ‘enemy.’ The U.S. Coast Guard Diligence was merely a target of opportunity. Let no one ever get the impression that the U.S. Coast Guard has ever been considered anything other than a good friend. “The Conch Republic exists as a sovereign state of mind, which signifies our vision of the America of which we are proud to be a part.” — Contributed

icah Woerner is on a roll — as a Key West sandwich master. He got locals hooked last year on his Little Whitehouse Subs, with the essential South Jersey sub rolls, sky-high sliced meats, fresh toppings and clever names. (Not to mention his partner, Joy Terwilliger’s daily cupcake selections.) Woerner now has expanded his empire to include one of his own hometown favorites from his native Baltimore — two-handed pit beef sandwiches. (There’s also pit turkey and pit ham.) You’ll need both hands — and plenty of paper towels. Forget those tiny, takeout napkins and flimsy forks. These sandwiches — pit beef, pit turkey and pit ham with cheddar, onions and homemade sauce — demand and deserve your full attention.

In addition to pit beef, turkey and ham sandwiches, Micah Woerner’s new Moose Pit at the Moose Lodge offers burgers, chicken sandwiches and 14 flavors of crispy wings.

The Moose Pit’s pit beef sandwich is as close as one can get to an Arby’s beef-and-cheddar sandwich — with twice the meat and without the 100-mile drive.

“And then maybe a nap afterward,” Woerner said, laughing while expertly slicing a half-pound of pit beef that then heads to the grill, where it’s melted with cheddar and onions if desired. His new Moose Pit is located in the back of the Key West Moose Lodge that faces Eisenhower Drive. Head around back to Pearl Street for the backyard barbecue spot. “The Moose Lodge wanted to upgrade its food offerings and I wanted a place to do pit beef,” Woerner said. “I’m really excited to be here. We just opened a month ago and people are already finding us and coming back. “The front of the lodge is reserved for Moose Lodge members, but Woerner’s backyard Moose Pit is open seven days a week to the public. We do takeout, and picnic tables here. Plus we’re setting up cornhole and other games to really make it comfortable.”

“Pit beef is a Baltimore favorite,” Woerner said. “It’s a unique version of barbecue that includes slow-cooking meat on a charcoal grill and then slicing it really thin. Our classic sandwich is called The Baltimore featuring pit beef, onions and tiger sauce. And our other most popular sandwich is the Key West with pit beef, cheddar and homemade island sauce. It’s as close as you can get to an Arby’s sandwich, but with more meat and without the 187-mile round trip.” Woerner said there’s a true Key West/Baltimore connection with pit beef. “Boog Powell, who was a star baseball player from Key West, later went on to play for the Baltimore Orioles,” Woerner said. “And now he owns three locations of Boog’s Pit Beef in Ocean City, Maryland and at Camden Yards baseball stadium and the Ravens’ stadium.” But there’s no need to go that far for the giant, juicy sandwich. Groth is a full-time professional photographer and a 30year resident of the Keys. She lives and works in Key West but has a breadth of subject matter that includes far more than just our beautiful backyard. Some of Groth’s masterful photos in her Cuba collection are brilliant and perfectly halt time, capturing the essence of historic Havana. Her wildlife depictions and tropical sunsets are majestic. “I never know when I’ll see something that will just speak to me, which is why I always carry my camera,” Groth said. “It is my hope others will feel the same connection with the subject when they see my work.” Her work differs from that of most photographers since Groth combines the best of darkroom (process) and digital photography, enhancing color as only she can. Groth has served as chair of the Florida Keys Council of the Arts and won many honors and awards for her images over the years. Dozens of performers, producers and sound technicians shared their sound and donated their time and talent for the April 17 Bill Blue Most Exceptional Benefit Concert, which raised money to help legendary bluesman Bill Blue, who lost his voice to cancer. TASK FORCE TACKLES MINI-SEASON

County and state officials and business owners created a group to brainstorm how to have a smoother lobster season

I

f you ever want a conversation to get heated on a community Facebook page, lob out this question: “Hey, do you think we should have lobster mini-season?” Then buckle up and enjoy the ride. Keys Weekly did a search on “lobster mini-season” on a local Facebook page, and we saw a post that said, “I just want to remind people that mini-lobster season is not for taking small lobster.” Commenters responded, “I wish they would do away with mini-lobster season,” and “We never go out for mini stupid season. I hide. Too many amateurs on the water with no regard to safety.” Also: “I say close mini-season down so the local fishermen actually have a chance this year.” Due to the event’s consistent controversy, Monroe County Mayor and Commissioner Michelle Coldiron and Marathon City Councilman John Bartus spearheaded a lobster mini-season task force via Zoom on March 8. The discussion was about making rules and regulations more uniform countywide and therefore mitigating the impact of the event.

On April 21, Coldiron was scheduled to present the task force’s findings to the Board of County Commissioners. (However, as of press time, she had not been able to present and discuss the topic during a packed meeting.) “This update is because we are trying to see what we can do to make lobster mini-season safer for the environment and the residents,” Coldiron told Keys Weekly. “It is in no way for us to cancel it. During COVID, it all came to a head, with many wanting to cancel the lobster miniseason. And we couldn’t. It’s controlled by FWC.” Canceling mini-season is not an option, so, Coldiron said, the March 8 task force came up with several long- and short-term solutions to make the annual event go more smoothly. The 31 attendees were representatives from local municipalities and stakeholder groups and included: Roman Gastesi, Monroe County administrator; Major Chad Scibilia, Monroe County Sheriff’s Office; Teri Johnston, Key West mayor; George Garrett, Marathon city manager; Ron Sutton, mayor of Key Colony Beach; Andy Newman, Tourist Development Council public relations; Bill Kelly, Florida Keys Commercial Fishermen’s Association; CJ Sweetman, FWC Division of Marine Fisheries Management; John Hunt, FWC program administrator; Michael Goldberg, owner of Key Dives; Mark Gregg, Village of Islamorada councilman; Lt. Kathleen McKinney, Florida Highway Patrol; Elizabeth Moscynski, director of Key Largo Chamber of Commerce; and many more. Coldiron said the biggest complaints about mini-season from her residents are the crowds and the garbage on the side of the roads and in nearshore waters. Some short-term solutions to address this: portable restrooms, garbage receptacles and help from transportation officials to manage the activities and number of visitors who pull off on the side of Overseas Highway or crowd boat ramps. Bartus was impressed with TDC’s Andy Newman and Julie Botteri’s idea to have an English-language and a Spanishlanguage campaign on television and the internet to remind tourists of mini-season rules that locals know but they may not: “6 lobsters per day is your limit” or “If you get caught with too many lobsters, you go to jail.”

Coldiron and Bartus said longer-term goals include asking FDOT to put dynamic signs on the side of the road with similar messages about rules and working with the FWC to create a tag system for the six lobsters that are allowed per person. Another potential idea: unifying the rules through the county. At present, different rules exist in different municipalities on when/where swimmers are allowed to snorkel within the residential shorelines, and the volunteer law enforcement who help during mini-season may not be familiar with the different rules. And the Facebook comment mentioned above, “I say close mini-season down so the local fisherman actually have a chance this year,” implies that residents are worried that the lobster taken during the mini-season depletes the population and ruins the catch for commercial fisherman. Coldiron asked experts including John Hunt, FWC program administrator, if miniseason affects the spiny lobster population for commercial fishermen. “The scientists said it is not negatively impacting the real season,” she said. So why is the FWC so adamant about mini-season anyway? Per a 1992 sun-sentinel.com article: “The mini-season began about 10 years ago to give sport divers a chance to catch lobster before commercial fishermen deploy their lobster traps.” “There have been so many problems in the past prior to mini-season,” FWC Captain David Dipre said. “The state said there’s a ‘user conflict.’ (The fishermen) put their private property in front of everybody, and that property is vandalized. So the state said, ‘Give the recreational guys a shot, and give six per person per day.’ Then in that way, you won’t have user conflict. I don’t want the commercial fishermen to see that and feel that they have to take action on that. Let’s keep the recreational season separate from the commercial season.”

M

onroe County Sheriff Rick Ramsay recently made it easier for his deputies to serve, protect and save lives in more ways than one. Ramsay spent about $130,000 of confiscated drug dealer money to buy 100 new portable automatic external defibrillators (AEDs) and dozens of doses of NARCAN, which treats opioid and heroin overdoses. “In the past 12 months alone, NARCAN has been used 19 times to save the life of someone who has overdosed on heroin or opioid pills,” Lt. James Sheagren said. “And that’s just the sheriff’s office-owned NARCAN. That figure doesn’t include NARCAN used by fire/rescue personnel. So yes, unfortunately, it’s been on the rise in recent years. Our guys have been carrying NARCAN for the past three years, and we just got a bunch of additional doses.” The easy-to-use nasal spray is dispersed into a patient’s nostrils, much like Afrin or other sinus sprays, Sheagren said. “It often takes two doses, one up each nostril, to revive a patient, but it works. I’ve seen people sit straight up, when 30 seconds before, they were purple and unresponsive.” The AEDs are now included in every patrol car. The sheriff’s office has about 150 of them, while the school district and Key West police and fire/rescue units all have them as well. “We used to have to switch out the AEDs when we came on duty, but that meant we wouldn’t have access to one if we came upon an emergency on our way to or from work,” Sheagren said, adding that all deputies have been trained on the AEDs, which include detailed and easy-to-follow instructions about where to place the adhesive pads on a patient’s chest. The kits also come with scissors in case clothing needs to be cut off, and a razor to shave a man’s chest. “These units also recognize the weight of the patient, so they can be used on kids and adults. They basically jump start the heart to ‘reset’ it, like unplugging a computer and plugging it back in.” As part of the negotiations for the AEDs, Ramsay also received — at no additional charge — 10 new mobile rescue boxes that contain dozens of first aid items to treat everything from a heart attack to a broken bone. The boxes also contain a talking touchscreen tablet that asks questions of the user about the emergency situation and directs them to a specifically labeled item in the box.

“For example, if someone has a severely bleeding injury, we open the box and click on the diagram of the body to show where the injury is located, and we indicate whether it’s a broken bone or a bleeding injury,” Sheagren explained. “The screen will ask questions about the injury, then direct the user to one of the tourniquets that’s included in the box. It will speak aloud instructions and show diagrams about how to properly position and tighten a tourniquet. And if the tourniquet doesn’t stop the bleeding, it will direct you to use a QuikClot specially treated bandage, which is also labeled and included in the box that can be refilled regularly with whatever items need to be replenished.” The mobile rescue boxes have been placed at each sheriff’s substation, the three jails, courthouses and other facilities Keyswide. “These AEDs, NARCAN and rescue boxes will help deputies get a head start on life-saving actions,” Sheriff Ramsay said. “We certainly can’t replace our friends at fire/rescue, but often a deputy is the first on the scene of any incident, and in these situations, every minute counts.” Ramsay emphasized that the $130,000 spent on the new safety gear came from seized drug money, and not the taxpayers. “Our goal continues to be to provide the best level of service to all our citizens, not just in terms of criminal investigations, but in life-safety situations as well,” Ramsay said.

The user-friendly Mobilize Rescue System emergency boxes use a touchscreen to walk a user through treatment of any traumatic injury or emergency, from a heart attack to a gunshot wound. The screen then shows which item in the box should be used for each application.

t was a “no,” but not a “hard no.” On April 19, Marathon’s Planning Board voted down a hotel project proposed for Crawl Key between Marathon and Grassy Key. For the board, it was a first look at a very detailed, very upscale project called Valhalla Resort, put forward by Johnny Morris Signature Resorts. Morris is the founder of Bass Pro Shops, which also owns Cabela’s sporting stores. Although the board voted 4-1 to deny the project (see opposite page), some of the board members were nevertheless impressed with the project. “It’s a magnificent project,” said Planning Board member Mike Leonard. “I love this project, it’s like putting Palm Island Resort at Valhalla.” Planning Board member Matt Sexton agreed. “It’s a stunning project,” said Sexton. The development has been in the works for more than 15 years. Property records show that Floridian Holdings LLC bought up most of the properties where the resort is planned in 2005. At the time, there were a handful of houses accessible by Banana Boulevard off Overseas Highway. Now only one of those parcels is privately owned by someone else. Those homeowners spoke in favor of the project on April 19, with the provision that they would be able to access their property conveniently. The proposed layout of Valhalla Resort has operations clustered near U.S.1 — the check-in desk as well as housing for services like laundry and delivery. That is also where guests would park vehicles — the rest of the resort would be traversed by golf carts and pedestrians. Currently, that land is designated as a conservation area and is the main concern of the planning board (see opposite page). Most of the resort would be clustered on the acreage closest to the ocean on land that

is already properly zoned. That includes the former Valhalla motel on the tip of Ocean Drive, and Valhalla Island — the two areas are bisected by a canal. In all, developers are proposing to build a 110-unit resort. Of those, 29 are standard hotel rooms in the proposed lodge, and the rest are split among 50 villas, cottages and homes. The resort has eight different standalone unit configurations ranging from studios with 379 square feet of interior space to two-story homes with four bedrooms and four baths of 3,700 square feet. All of the models have at least one porch and most have an outside shower, while most have both aft and forward decks, making the unit’s footprint roughly twice as large. The different models are scattered throughout the resort, so as not to have clusters of large homes stacked together, but a range of options side by side. The design was presented by Nunzio Marc Desantis Architects of Dallas, Texas. (There is no apparent relationship between the architectural firm and Florida Gov. Ron DeSantis.) The resort plans call for a 12,000-squarefoot spa that includes retail space, a hair salon, jacuzzi, steam rooms, saunas and “cold pools.” There is also a women’s locker room and men’s lounge. The one-story building is a courtyard design, with a long pool in the center. The proposed lodge is three stories tall with 29 rooms. It’s a 30,000-square-foot space, which also includes a 1,000-squarefoot service yard. In addition, there’s a plan for a fitness building to occupy 3,400 square feet with space for free weights and cardio. The developer has made room for 163 parking spaces, which are required by the city. The proposed resort buildings meet the height requirements in the Florida Keys

Area of Critical Concern, except the lodge. As designed, it measures 54 feet tall, although the added height only encompasses architectural design features and can be waived by the order of the city manager. As with any new development in the City of Marathon, the resort must provide workforce housing that equals 20 percent of the square footage devoted to hotel rooms and cottages. The developer has more than 8,000 square feet of workforce housing that must be increased by more than 5,000 square feet to meet the city requirements. In the middle swath of acreage (60 acres, total), the wetland would be left largely alone, although the developer proposes to build some raised boardwalks. The resort appears to have most of the transient rental unit (hotel room) building rights, but not all. Neither approval by the planning board nor the Marathon City Council guarantees those rights and the developer must buy them on the open market. Johnny Morris founded Bass Pro in 1971 in Springfield, Missouri. Currently, the company’s holdings include Bass Pro Shops and its flagship shop known as Outdoor World. In 2017, Bass Pro bought Cabela’s, another outdoor retailer, for $5.5 billion. Forbes estimates Morris’ net worth at about $4.1 billion. There are about 170 retail shops — including Bass Pro shops and Cabela’s — in the U.S. and Canada. Bass Pro’s holdings also include two resorts and a nature preservation area, also in Missouri. Big Cedar Lodge and the Lodge at Top of the Rock were built within the past decade. Bass Pro Shops also owns White River Marine Group, which manufactures and distributes boats under nine brand names, including Mako, which is popular in Florida. Bass Pro also owns the Dogwood Canyon Nature Park, where guests pay admission to enjoy daily adventures.

THE FLORIDA KEYS NAME GAME: THE STATE’S EDITION

A look at how various islands got their names

M

issouri and Ohio keys are situated in the Lower Keys and, at least in terms of the Overseas Highway, are linked one after the other. Missouri Key is in the area of MM 39 and sandwiched between Ohio Key and Little Duck Key. Railroad workers reportedly named both during the construction of the first conduit to connect Key West to the Florida mainland, Henry Flagler’s Over-Sea Railroad. Workers hailing from those particular states likely chose the names. The islands have known other names. Missouri Key has been called Little Grassy Key and Grassy Island. Ohio Key is sometimes called Sunshine Key because the Sunshine Key RV Resort and Marina occupies much of the island. After Ohio Key, there is something of an anomaly in the Florida Keys, Bahia Honda. While the island chain is not BRAD world-renowned for its beaches, BERTELLI most rules have exceptions, and ... is the curator Bahia Honda’s Sandspur Beach is for Islamorada’s nothing short of exceptional. MIGRATION IN THE KEYS: A PRIMER

MARK HEDDEN ... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.

You want to see signs of rain when you wake — puddles that weren’t there the night before, maybe wet streets. You don’t want it to have rained too early in the evening. Sometime between 11 p.m. and 3 a.m. is best, though later still works. You want the birds that left Cuba and parts south just after sunset to have hit the weather over the Keys, to know their migration was done for the night, and to set down. You want it to rain enough that, after the birds have given up on the evening’s long-haul flight, they don’t keep moving forward on short hops. That’s how it works in my head, at least. The birds may not feel the same way. From mid-April to mid-May is prime migration time on planet Earth. Hundreds of millions of birds are moving themselves across the planet, trying to get from their winter habitat to their breeding habitat to secure real estate, find a mate (could be their steady from last year, could be someone new), build a nest and hatch some chicks. In the New World, some of these birds take the land route from South America, up through Mexico, to California, Texas, Arizona, dispersing across the continent, some going as far as Alaska, the Northwest Territories and the Arctic. But some veer off from the Yucatan and shoot out over the Gulf of Mexico, aiming for Louisiana and Mississippi. If the wind is blowing hard from the north or from the northwest, some of those birds get pushed east and, if they’re lucky, end up here. Nobody really knows what percentage of ill-fated birds are doomed to end up in the ocean — 10%? 50%? — although there are people with strong opinions and solid theories as to why they are right. Most of the birds we see here start in Cuba. They may have island hopped up from South America or the Southern Caribbean islands recently, or they may have wintered in Jamaica, Puerto Rico or even Cuba. But they gather up most visibly in Cuba. Every night just after sunset, masses of birds take off from our southernmost neighbor and fly across the Florida Straits. If the weather is clear, a few come down, but most of them keep going, flying as far as they can up the Florida Peninsula, the risks greatly reduced once they clear the ocean. But if the weather is bad, many will come down in Key West and the Keys. Other than the geographical postage stamp that is the Dry Tortugas, we’re the first place of safety. They guide themselves by the stars or by dead reckoning or by the feel of the earth’s magnetic field pulling at the iron deposits in their skulls, and sometimes by a combination of all those things.

In the earliest days of radar, blips appeared on the screens that were neither weather nor airplanes. In tribute to their ethereal and undefined nature, technicians just called them angels, letting the mystery be. Eventually they realized they were mostly birds, though also sometimes insect swarms or dust storms. With the birds, it was often mass migration in action. In the 1990s the NEXRAD system came along — 160 highly refined doppler radar stations spread around the country, with data feeds that could be accessed online. The science got a lot more precise. You can now track migrating birds on radar. Occasionally the Key West bureau of the National Weather Service will post an animated image of it on their Facebook page — a cloud of birds forming over Cuba just after sunset, and then moving en masse across the Straits. A few websites and blogs offer good tutorials on how to read the radar yourself. (See markhedden.com/radar for links.) A few years ago, the National Audubon Society, the Cornell Lab of Ornithology, and several other scientific entities created BirdCast (birdcast.info) that linked the data from NEXRAD stations across the country to show real-time radar images of bird migration and predict where the birds might travel. At 12:55 a.m. the other evening, an estimated 244.8 million birds were in flight across the country. “Whoa,” I said aloud, though no one was in the room. If you enter your town or ZIP code into the BirdCast site, it will predict how busy the migration is likely to be in your area for the next three nights. While we’re getting to the point of being able to predict when, where, and how many birds will migrate, it is still essentially a grab bag of which species will migrate when. Mostly you’ll see wood warblers — small, often-brightly colored songbirds that flit about on the ground and in the bushes and trees. (There are 39 species of warblers that have been seen in the Keys, so I’m not going to list them.) But there are also plenty of swallows, thrushes, buntings, vireos, cuckoos and the occasional Caribbean rarity, such as a Bahama mockingbird or Western spindalis. The technology is great, but there are few things better in the birding world than waking up to a wet sidewalk and heading to a place like Fort Zach or Indigenous Park, and letting yourself be gobsmacked by the wonder of it all. There’s no substitute for ground truthing.

By Grey Frandsen 10 years after the Florida Keys Mosquito Control District (FKMCD) first invited Oxitec to the Keys, and in efforts to find effective methods for controlling the invasive, disease-spreading Aedes aegypti mosquito, FKMCD and Oxitec are for the first time preparing to release Oxitec’s safe and environmentally sustainable non-biting male mosquitoes in a field project approved by the United States’ Environmental Protection Agency (EPA) and State of Florida authorities. The project was commissioned by FKMCD, approved by the elected commissioners of the FKMCD and is managed by a joint steering committee comprising government and Oxitec scientists. We’ve established a project independent advisory board made up of local leaders and global experts and have support from the U.S. Centers for Disease Control and Prevention (CDC) in evaluating plans and data. Most importantly, we have support from residents in the Florida Keys. In fact, we have far more requests from residents to participate in this project than we have spaces for! It isn’t a surprise. Having carried out an unprecedented level of public engagement, and after a majority of Keys residents voted in favor of the project in 2016, this collaboration represents the best of

what public-private collaborations can do to solve growing challenges to public health in our country. ey bills await consideration as legislative session in Tallahassee draws to a close. The last day is scheduled for April 30, and the race is on to get bills approved for Gov. Ron DeSantis’ signature. Members in the House and Senate continue to mull funding requests for key environmental projects to measures that create civil liability protections for individuals and businesses against COVID-19-related claims. Among the notable requests is $20 million for the Florida Keys Stewardship Act, which supports ongoing water quality projects and land acquisition in the island chain. Passed by the legislature and signed into law in 2016, the state’s investment in the Keys environment totals more than $30 million. Last year, however, $10 million in stewardship funding was cut by Gov. Ron DeSantis to offset the state’s financial losses due to the COVID-19 pandemic. Not only did DeSantis’ budget proposal include full funding for the Stewardship Act this year, it’s also garnering support from members in the House and Senate, said state Rep. Jim Mooney. He said a lot of work went on in both chambers to get funding into the budget. “At first, we had nothing. It’s a matter of being persistent with the right tone and the right attitude,” Mooney said. “We hope the governor will sign it.” Language within a House bill that proposed to designate Monroe County as an anchoring limitation area was removed during an April 19 meeting of the State Affairs Committee. An initial draft proposal of House Bill 639 had it so vessels could only anchor in the same location for a maximum of 90 days. The rule proposal would not apply to vessels anchored in an approved and permitted mooring, but it would have significantly affected boats outside Keys mooring fields, such as those that have long been anchored around Wisteria Island off Key West.

“For Monroe County, my take on it was that there’s workforce housing out there and buoy systems. I think it’s a heavy lift to accomplish all the goals at once,” Mooney said. Language was also added to the House bill that would have overturned a decision last year by Islamorada Village Council to create a vessel exclusion and swim zone off Islamorada’s White Marlin Beach. Enacting a boating-restricted area off the beach addressed ongoing issues associated with party boats anchoring in shallow water near Port Antigua and White Marlin Beach where homes and private property sit. Language was included in the House bill authorizing municipalities and counties to establish a boating-restricted area by ordinance within the portion of the waterway within their jurisdiction. It stated, however, that a municipality or county could not establish a “vesselexclusion zone for public bathing beaches or swim areas within the waterway.” “I got that squashed,” Mooney said. “Ana Maria (Rodriguez) is still working to get that taken out in the Senate. I think when it’s all said and done we’ll be OK on the Senate side.” The bill, which also created a derelict vessel prevention program through Florida Fish & Wildlife Conservation, was laid on the table for first reading on April 20. Wind insurance legislation also remains a key concern among Keys officials. Specifically, House Bill 305 proposes to remove the Citizens 10% rate cap and cost to consumers for reinsurance, whether purchased by Citizens or not. Senate Bill 1574 bill removes the rate cap on policies with more than $700,000 in coverage. A 2013 bill reduced Citizens coverage from $1 million to $700,000 except for Monroe County, where the Office of Insurance Regulation determined there is no reasonable degree of competition. According to FIRM, not only does the legislation not exempt Monroe County, but it also targets policyholders who already pay the highest rates in the state. “During the period from 2003-2020 Monroe County has had in-force premiums of $1.3 bil-

lion and losses of $4.9 million, generating a loss ratio of 37.25%,” FIRM states. “The gross annual profit that Monroe County has paid to Citizens is over $44 million for the last 17 years.” FIRM and the Monroe County legislative team have shared their concerns with Rodriguez and Mooney on such bills. In talks with fellow members and groups, Mooney said rates will likely hold steady or see a slight increase. “It won’t be astronomical,” he said. As for funding requests, Mooney continues the push to secure $500,000 for the Monroe County Mobile Vessel Pump-Out Program. Awaiting consideration in the House Appropriations Committee, funding assists sewage pumpout service to vessels anchored in the waters of the Florida Keys. Funding also helps boaters comply with state and federal no-discharge laws. Mooney said a request of $1 million for Mote Marine Laboratory to develop successful coral restoration technologies won’t see passage this year. A request of $500,000 for Key Colony Beach’s city hall complex repair from Irma also won’t get through, Mooney said. “This is the third session since Irma. Their ask wasn’t out of line,” Mooney said regarding Key Colony Beach’s request. “Maybe with the federal funds coming in for infrastructure, they’ll get some chance to get some grant money at the top.” ONLINE SALES TO BE TAXED Approved by the House and Senate on April 8, Senate Bill 50 requires out-of-state retailers to collect and remit sales tax on purchases made by Floridians. The bill adds a 6% tax on online purchases, and it’s estimated to bring in $1 billion in revenue annually. The bill passed through the House via a 93-24 vote and a 27-12 vote in the Senate on April 8. State Rep. Jim Mooney and state Sen. Ana Maria Rodriguez voted “yes.” Signed by the governor on April 19, the bill goes into effect July 1.

The Aedes aegypti makes up just 4% of the mosquito population in the Keys, but is responsible for virtually all of the disease transmission. Aedes aegypti mosquitoes transmit dengue, Zika and other diseases in people and heartworm and other deadly diseases in our animal family.
