Just this week, the Centers for Disease Control and FDA announced they are reviewing data involving six reported U.S. cases of a rare and severe type of blood clot in individuals who received the J&J vaccine. As a result, a pause in the use of the vaccine was recommended.

Army Corps: Home elevations and floodproofing around $2.6 billion A study by the U.S. Army Corps of Engineers nears completion as various governments confront coastal storm and flood vulnerability in the Florida Keys.

With recommendations for shoreline stabilization along U.S. 1, voluntary home raising and structure floodproofing, fortifying the Keys from future storms and flooding is estimated at $2.6 billion.

Monroe County Board of County Commissioners recently gave the go-ahead to sign a letter of support to accept the $3 million, federally-funded feasibility study, which started in 2018. A final version of the study was presented to government officials from the county, and more recently, Islamorada village council members. Rachel Haug, senior planner for the USACE, joined the village council’s April 8 meeting via Zoom to outline recent notable changes, costs and a timeline for the project.

One of the bigger changes, as seen in the final plan, surrounds mandatory structure acquisition.

While included in earlier versions, Haug said the measure isn’t in the final plan.

“It was a sticking point for folks,” she said.

Nearly 4,700 homes in the Keys are recommended for elevation, while a little over 1,000 commercial structures and 53 critical infrastructure buildings were identified for floodproofing.

In total, 208 Islamorada homes are recommended for raising and 90 structures identified for floodproofing. Elevating homes in the village is estimated at $102 million, while floodproofing is expected to cost around $30 million. Critical infrastructure projects are around $4 million.

Countywide, elevating Keys homes is expected to cost more than $2 billion, with floodproofing projects estimated at more than $400 million.

Haug said the federal government is expected to fund 65% of project costs, and that equates to $1.7 billion. The remaining $893 million will need to be funded by the state, county, local municipalities and other non-federal sources.

With Congressional authorization of the project anticipated within the Water Resources Development Act of 2022, Haug said the plan is to garner funding to start pre-construction and engineering design for U.S. 1 shoreline revetment.

By 2025, a first construction contract would be awarded for building. Projects identified within the study will be phased through 10 years, with completion expected in 2035.

“Obviously for a project this big, we will need to phase that construction,” Haug said. “We’re not just going to elevate thousands of homes and floodproof in a year.”

Councilman David Webb asked if there are any shoreline stabilizations planned along U.S. 1 in the Islamorada confines. While Haug said there are no plans within the project to conduct revetment work in the village, she acknowledged the Florida Department of Transportation’s project to elevate the road near Sea Oats Beach. It’s expected to start in June 2022. Costs are around $12.4 million for the raising of shoulders and road from MM 73.9 to MM 76 and improved drainage, among other work.

In addition, FDOT is working to repair the shoreline along Sea Oats Beach as part of a larger $6 million, Hurricane Irma repair project up and down the Keys. Work at Sea Oats Beach started around August.

“We don’t have recommendations for Islamorada at this point for U.S. 1, because FDOT said they’re going to be doing improvements there,” Haug said.

EX-DEA AGENT RUNS FOR OFFICE TOM RAFFANELLO FILES FOR COUNTY COMMISSIONER DISTRICT 4 CHARLOTTE TWINE

ast week, Tavernier resident Tom Raffanello announced his candidacy for Monroe County Commissioner, District 4, to challenge incumbent David Rice in 2022. Rice is a longstanding member of the BOCC, with four four-year terms under his belt. Both Rice and Raffanello are registered as candidates with the Monroe County Supervisor of Elections.

The district includes part of Marathon, through Plantation Key with a small west end of Tavernier.

“I’m excited about it,” Raffanello told Keys Weekly. “I’ve got a lot of energy, and I want to learn more and listen to the people.”

“A lot of energy” is right. When he ended his 32-year career with the Drug Enforcement Administration in 2004, he was a special agent in charge, Miami Field Division. He commanded the DEA’s largest field division, which includes 22 offices throughout Florida and the Bahamas; directed the activities of 900 special agents, task force officers, intelligence analysts, diversion investigators and administrative employees; and oversaw a discretionary budget of $15 million.

Other career highlights: “I served for Congress in the ’90s as the DEA’s chief of congressional affairs. I worked with Joe Biden’s office on the crime bill.

It’s when I got hooked on politics. I was there during Waco, through Nicaragua, several intense situations. I learned a lot and met wonderful people. And a lot of people who weren’t so wonderful. I learned how laws are passed, how the budget process is done, and how influential lobbyists can be. And I learned that people shouldn’t be in offices for most of their adult life.”

During his DEA career, Raffanello moved to Florida several different times, including once during the early ’80s on temporary duty during the Mariel boatlift, then as a supervisor investigating Colombian cartels and Miami drug trafficking.

“I worked as chief investigator in the Noriega case,” he said. “It was something.”

He was transferred for a time to Washington, D.C., then back to Miami in 2002 as special agent in charge of Florida and the Bahamas.

He landed in the Florida Keys 12 years ago as a retired family man. He had a mandatory retirement at age 56 from the DEA.

“I got married at 60. And even though I’m 73, I have a 12-year-old daughter and a 10-year-old son.

The school system here is one of the best in the state. We love the Keys.”

Raffanello describes himself as a conservative. “I’m a registered Republican. I worked for Ronald Reagan,” he said. “I think you need to participate at the local level to affect good, positive change in the community. For me, running for county commissioner was the next logical step.”

He sees affordable housing, traffic and safety as crucial issues.

“We need to make sure affordable housing is for the workforce and citizens with limited income. I’m not sure we’re doing that right now.

What I would do is see what issues have not been resolved, such as affordable housing, safety and hurricane evacuation. I want to talk to the people. I’m a decision maker and a problem solver. If you have a problem, I see my responsibility is to offer suggestions of how to solve it. I have a track record of 20 years as an executive manager.”

And Raffanello wants everyone to know he’s not a fan of raising taxes. “I’ve handled budgets over 200 million dollars, and I had to make decisions all the time. Being a conservative, I think low income taxes are imperative. ... If I had seen that there was a proposed tax increase, I would question it. It’s incumbent on you to figure out a different way.”

NO GMO RELEASES. YET. Trial will start with six locations

T

he Keys Weekly Newspapers checked in with the Florida Keys Mosquito Control District (FKMCD) to ask for an update on the Oxitec mosquito trial set to begin soon.

According to the agency, the boxes of genetically modified mosquito eggs have yet to be deployed.

In late February, the Keys Weekly reported on FKMCD’s plan to use 15 sites between MM 10 and MM 93. Now, the rollout will begin with six locations, the agency said in an April 5 email.

Previously, the FKMCD has said it will not release the specific physical location of the trial sites.

“Since most will be situated on private property at owner request, FKMCD-Oxitec will NOT be providing specific addresses due to privacy concerns and protection of project integrity.”

Both Andrea Leal, executive director of the FKMCD, and Phil Goodman, chairman of the FKMCD, said one reason to keep the locations private is to protect the integrity of the trial. Goodman said he doesn’t want “unruly” opponents of the trial to disrupt the experiment. “We want to get meaningful data to regulators so they can determine if it works or not,” he said.

Oxitec and FKMCD employees are partnering on the trial release of the mosquito, beginning with a list of homeowners who have volunteered to have a “box” installed on their property. Oxitec and FKMCD personnel have been going door-todoor in neighborhoods to gauge interest. Leal said those who have been selected to have a box on the property, and neighbors, will be notified before the start of the trial.

“We have heard from many residents who want to host a box, and a few who do not want to host a box, but not from residents who are concerned about a neighbor’s property,” said FKMCD spokesperson Chad Huff.

NO DECISION YET ON TERM LENGTH CHANGE REFERENDUM Three-year terms favorable among Islamorada council

T

here’s no ordinance yet on a proposal to send term length changes to referendum in Islamorada, but a majority of the dais believe they should extend beyond two years on a staggered basis.

An April 8 hybrid meeting of village council brought additional discussion over the idea of increasing term lengths beyond the current two years.

Changing village council members’ terms first requires approval of an ordinance to amend the village charter.

If approved by council, it would then go to a referendum either at the next general election or a special village election.

Terms of village council members also aren’t staggered. As emphasized in the March 18 meeting of council, Bacheler acknowledged that staggering elections for seats will avoid a complete change on the dais — as witnessed in the village’s last election.

“Some ideas we have, as farfetched as they seem, might take more than two years,” he said. “Three years, staggered terms is what I’d like to recommend.”

the idea, and that comes with education on the intent and benefits of such a move.

“There’s some emotion-packed resistance to this,” he said. “To me, it’s the obligation of the constituency to choose wisely, not to have some fail-safe mechanism like a term limit, which takes them off the hook for being accountable for finding out what the candidates are about, finding out what they really stand for, what their character is and integrity.”

Webb went on to take issue with those who say politicians do nothing but raise money during campaigning, yet want to “inappropriately restrict somebody to two years.”

“We’re all up for election at the two-year point no matter what happens with these terms,” he said. “If people don’t like us for recommending staggered and increased terms, they got an opportunity to get rid of us and put a whole new cast of characters in here.”

Among the council members who have served a four-year term is Mark Gregg. Elected from 2000-04, Gregg came on as the lone freshman on the dais. Gregg said he had great comfort in looking up to his fellow council members for their historical knowledge.

“That gave them the vision to see where we needed to go,” he said. “The five of us have been on the job for about five months. I don’t know if you have felt a sense of anxiety as I have felt for (the) wish of having someone here to help us.

“Fortunately, there are still some former council members that I have made a few phone calls to,” he continued. “And I have relied upon them. I’m not going to try to hide that. I’m very grateful to those who’ve spoken to me.”

Councilman Henry Rosenthal said three-year, staggered terms is a reasonable way to go.

Mayor Buddy Pinder also sided with fellow council members, but acknowledged that it’s up to the residents.

Capt. Ed Davidson, chairman of the Florida Keys Citizens Coalition, said voters have turned down four-year terms repeatedly not because of the current council, but due to former councils that “squandered public credibility by pretty much ignoring public sentiment and catering to other influenced groups.”

“Every one of you got elected by promising to be reformers. If any one of you campaigned to do what your previous council was doing, you wouldn’t have gotten elected,” Davidson said. “That’s the problem; it’s a perception problem.”

Davidson went on to commend council members for their work specifically related to the canceled Founders Park Pedestrian Bridge project in February.

Key West commissioners serve four year terms, while Monroe County commissioners also serve four-year terms. Marathon council members serve for three years, which means the election is no longer in sync with the normal county election cycle. As a result, the city pays the elections supervisor out of pocket to hold the election.

Islamorada Village Council’s next meeting is Thursday, April 29 at 5:30 p.m. Capacity of the Founders Park Community Center for village council meetings will be limited indefinitely due to the coronavirus pandemic. The public can attend the meeting via Zoom or by watching Monroe County’s MCTV Comcast channel 77.

HELP WANTED? HELP NEEDED Keys businesses have more job openings than applicants

S

ervers, retail associates, dockhands, front desk associates — the list of employment opportunities goes on and on in the Florida Keys.

“Now Hiring” signs and Facebook posts seeking job candidates aren’t new to the island chain — with living costs soaring and burnout among those working more than one job.

But workforce shortages are becoming so severe that some employers are offering more pay and added benefits. The availability of affordable housing remains a challenge.

“I think it’s probably our biggest problem for our businesses,” said Judy Hull, executive director of the Islamorada Chamber of Commerce. “Everyone’s looking for workers, but there’s no employee pool.”

The same is true for many businesses at the other end of the island chain in Key West, where it’s not feasible for workers to live in Homestead or Miami and commute to jobs in the Upper Keys.

“What workers?” asked bar owner and former Key West city commissioner Mark Rossi, who employs about 80 people in various positions at his Rick’s/Durty Harry’s entertainment complex on Duval Street. “You can’t find staff. There’s no one here, and it’s gotten worse since the pandemic started, much, much worse.”

Job postings in the Upper Keys reached into the hundreds for April. Resorts are seeking everything from front desk associates

to maintenance workers, while Starbucks needs baristas and stores like Winn Dixie search for customer service employees.

Hotels need everything from food and beverage managers to bartenders and front desk attendants. Around 100 restaurant jobs are open in the Upper Keys.

As of April 13, the employment website Indeed.com showed listings for 663 full-time jobs within 10 miles of Key West. Positions run the gamut from police dispatchers and pool attendants to boat mates, bartenders, art framers, receptionists, front desk agents and lab technicians.

“It’s pretty much across the board,” Hull said. “If you called almost any business from banking, lodging, water sports and insurance, everyone is searching.”

At Key West’s Casa Marina and The Reach resorts, managing director John Trovato and HR director Greer Cornell acknowledged the staffing challenges that followed employee furloughs during the COVID shutdown. As part of the Hilton Worldwide network, Cornell said, the company offers “excellent health benefits” and employee housing based on availability.

“We also have a very aggressive recruiting program underway that includes a signing bonus for new hires and a finder’s fee bonus for team members that refer a new hire – both of which are paid out after 90 days of successful employment,” Cornell said.

Key Largo Chamber of Commerce president Elizabeth Moscynski related similar workforce shortages in Key Largo, especially within the lodging industry, where more than 60 jobs await applicants. Moscynski attributes the workforce crisis in the Keys to several factors.

“After the COVID exodus last year, many folks left the area and they’re not coming back. The cost of living is too high,” she said. “And some folks are opting to stay on unemployment.”

Robert Goltz took the helm of the Key West Chamber of Commerce this week, and said he is still educating himself about the workforce challenges, “but it’s absolutely on my radar as a top priority.”

Marathon Chamber of Commerce CEO Dan Samess said he doesn’t see unemployment benefits having a big impact on the Keys’ lack of employees; rather, he said, he thinks the workforce has shrunk.

“I feel like it’s more of a supply issue rather than people sitting at home because they are collecting unemployment,” Samess said. “And I do think we lost some people when COVID-19 hit, especially when we shut down. People went back to the mainland to live with family or friends rather than continue to pay high rents and expenses down here.”

Samess said he believes that of the workers who did leave, most were younger.

“Younger people were less in a position to weather this unique storm,” he said. “It’s still eerie.

After Hurricane Irma, we could see the destruction; but with the pandemic, the effect on our economy is invisible.”

Johnny Maddox, who has a charter fishing fleet in the Middle Keys, said many captains and mates went back to the mainland at the height of the pandemic shutdown.

“The ones that are still here are running double duty on a couple of boats,” Maddox said.

He said it’s not uncommon to schedule a mate to work, only to have him cancel because “he’s got a better offer down the street.”

Maddox said he’s going out of his way, literally, to get helpers on the boat, including offering transportation. He said he’s posted many want ads for captains and mates on Facebook and industry websites. One consistent worker spends a week in West Palm and comes down to the Keys the following week.

“I get five charters back to back and it’s worth his while. Plus, he has friends in town so he can

stay with them,” Maddox said. “We are blessed with the amount of business we have right now.

I just feel that the struggle to find good help is always going to be there because of the cost of living in the Keys.”

Chris Gratton of Keys Contracting Services said the lack of employees is responsible for the entire company’s pivot over the last two years.

And though COVID-19 played a role, the overriding cause is a lack of qualified employees.

“We’re becoming more and more of a management type company, where we oversee the project and hire the subcontractors from the mainland,” said Gratton. He said the company went from a high of 65 employees to the 20 it has now. He said Keys Contracting Services is steering away from the smaller one- and two-day jobs, such as replacing doors or building a deck, for bigger projects because he just doesn't have the staff.

“This employee shortage isn’t just in my line of work, it’s everybody,” Gratton said. “My wife and I just returned from a trip and on the drive down the Keys we saw it. Listen, restaurants have always had signs out front looking for wait staff. But now the sign lists hostesses, line cooks, servers, bartenders. This is going to get really tough.”

Ocean Studies Charter School principal Trisha Woods said it’s often difficult to find teachers, given the cost of housing and availability of a place that’s more than one bedroom and one bathroom.

Woods said the majority of the teachers are coming back next year. The school in Key Largo is expanding with new sixth grade classes, and the challenge to find two teachers is on.

“The pandemic hasn’t affected that,” she said.

“It’s an ongoing problem because rent is so high.”

Flowers and bouquets fill Maria Estrada’s Upper Matecumbe shop. While she’s out delivering, her husband is usually in the back room preparing flowers. And that’s pretty much it in the way of workers at the moment for Estrada.

“You can see I have no employees,” she said.

“I need someone to work in the flower shop, but I can’t find anyone.”

Dawn Basler, owner of Island Time Day Spa in Tavernier, has been trying to hire a massage therapist for eight weeks now. No applications have come in yet.

“It’s very frustrating,” she said. “It’s like everyone is on unemployment. Unfortunately, if we don’t find a therapist, our company won’t make it.”

This last week, the seas were a bit angry, and conditions were rough. The dives themselves, however, were fantastic.

ERIC BILLIPS is the owner, captain and instructor at Islamorada Dive Center. He specializes in scuba, rebreather, spearfishing and captaining in the Florida Keys.

This week’s dive report On Friday, Islamorada Dive Center held our Shark Awareness Dives. Nicole and Matthew Mcaleer not only swam with the sharks, but also earned new certifications at the same time — congratulations!

On Saturday, we had the “Old Boys Dive Club” join us for a double dip on the wreck of the Duane. John El Koury, Scott Black and Marvin Chanes came aboard to enjoy what Mother Nature had in store for us.

When conditions are right, the Duane is an amazing dive because the crow’s nest on the ship is so beautiful.

We saw tons of goliath groupers on the wreck. One had to be close to 900 pounds! I mean, he was a goliath of a goliath — the granddaddy of them all. There was also a massive school of permit so large it blocked out our

On Thursday morning, we’re heading to the wreck of the Eagle. Saturday, we’ve got our amazing coral restoration planting on Rocky Top Reef.

This will be our 16th coral restoration dive, and they’re always fantastic.

We’ll also probably do a drift dive on Crocker Ledge.

I.CARE will host a shoreline beach and mangrove cleanup on Sunday, April 18, from 8 to 11 a.m. at Founders Park.

Closed-toed shoes, hats and water in a reusable bottle are highly recommended.

I.CARE will provide bags and gloves. On Thursday, April 22 from 5 to 7 p.m., come to Bud N’ Mary’s for an Upcycled Marine Debris Paint & Sip. RSVP to Key Dives and create some art out of marine debris taken off Islamorada reefs! Event is free and BYOB. Paints, brushes and canvas provided. Donations support I.CARE.

WHAT ARE THE ‘D’ NAMES IN THE FLORIDA KEYS? Alex, I’ll take Dump Key for $300

F

or those who have spent time driving up and down the Keys, they have seen the green and white road signs announcing the names of the scores of islands stitched together by the asphalt and bridges used to build the Overseas Highway. Some of the islands are better known than others.

Anyone with even a whiff of familiarity with the Keys recognizes names like Key West and Key Largo.

Islands connected by the highway like Knights Key, Big Pine, Bahia Honda, maybe even Ramrod Key, have less familiar names.

That last one, Ramrod Key, found in the area of MM 26, was named after the ship Ramrod that wrecked on the reefs offshore in the early 1800s. Certainly, Marathon and Islamorada are familiar names, but no matter how many travel writers label them keys, Marathon Key and Islamorada Key are not real places. Marathon and Islamorada are both umbrella terms for collections of islands.

Considering the long, long list of islands making up the Florida Keys archipelago, and there are hundreds of them, some interesting name choices have been made. Concentrating on just those islands beginning with the letter “d,” some prime examples are the Desolation, Don Quixote, and Dildo keys.

The Desolation Keys are located northwest of Boca Chica Key. Boca Chica is the second to last island along the highway before reaching Key West — Boca Chica, Stock Island, Key West.

The Desolation Keys are 2.5 miles north of the road. As is the case with nearly every island in the chain, Desolation was not their only name.

On an 1861 U.S. Coast Survey, the islands were identified as the Dissolution Keys. The U.S.

Coast & Geodetic Survey Chart no. 169, dated 1878, noted Desolation Keys. In 1909, U.S. Coast Survey Chart no. 585, “Key West Harbor & Approaches” also designated the islands as Desolation Keys.

They have also been BRAD called the Grassy Keys. The BERTELLI name Grassy Keys should not be confused with ... is the curator the more familiar Grassy for Islamorada’s Key. Grassy Key is one of Keys History & the islands linked by the Discovery Center.

Mitzi, by the way, is buried on the grounds of the Dolphin Research Center.

Another curious choice of names is Don Quixote Key, located about one mile north of Horseshoe Beach. The beach is one of those places that locals have been chilling at for decades. It is found on West Summerland Key. In terms of the Overseas Highway, West Summerland is the island between Bahia Honda and Big Pine Key. In a 1935 report to The U.S. Coast & Geodetic Survey, “This small key lies to the south of No Name Key. The origin of the name is obscure, and the name is rather unusual. It is fairly well established locally.”

One of the more attention-grabbing names of all the Florida Keys is Dildo Key. Located seven miles south-southeast of Flamingo, the provocative name might not stem from the

first thought that jumps to mind. An interesting thing about the word dildo is that it is a surprisingly old word that has been used to describe a phalliclooking object used for its imagined purpose all the way back to 1598.

In the case of Dildo Key, the name is based on something of a pricklier nature — Cerus pentagonus, a cactus sometimes called the triangle cactus, Night-Blooming Cerus, or the dildo cactus. The climbing cactus, readily found on the island, produces small, red fruits about two inches long that are a kind of dragon fruit. High in magnesium and fiber, dragon fruit is also known as pitahaya and strawberry pear.

Not to end this in the dumper, but the Dump Keys cannot be ignored for reasons Upper Keys backcountry fishing guides have understood for decades. The Dump Keys are between Plantation Key and Snake Bight and are, apparently, great places for fishing guides making the run to Flamingo and Cape Sable to make a comfort stop.

Appropriately, the two islands were known as the Sh*t Keys for years. The name changed to the more readerfriendly Chit Keys, and is now marked on maps and charts as the Dump Keys.

OBITUARY

ALMA DALTON Alma Dalton passed away on April 3, just shy of her 97th birthday. She was born in Key West on April 24, 1924, the oldest daughter of James Bertram Pinder and Ida Elizabeth Cothron.

Grade school was a oneroom affair in Upper Matecumbe. She went to high school in Key West and later in Georgia living with family.

Alma is one of the last two survivors of the Labor Day hurricane of 1935 that devastated Islamorada and blew Flagler’s railroad into the sea.

Married in 1942 to Jack Dalton, who was stationed on Alligator Lighthouse, she had two daughters. On his passing, she spent the rest of her life with her sister, Dolores Pinder Brothers, and brother Joe Pinder.

Many remember Alma or “Mimi” from Theater of the Sea, Public Gas and The Trading Post where she ran the kitchen like a tight ship surrounded by her aunts and friends.

Her time was also devoted to Matecumbe United Methodist Church, which was founded by her grandfather. She was in the choir most of her adult life, and she helped with stained glass and all annex activities.

Alma is survived by Marge, daughter; Teddy, son-in-law; Corie, granddaughter; Terry, grandson-in-law; Allison, stepgranddaughter; and Caitlyn and Emma, great-grandchildren.

Pop culture exhibit at History of Diving Museum The History of Diving Museum in Islamorada features its newest exhibit, “Diving in Pop Culture,” beginning Wednesday, April 21.

The exhibit, which runs through December, includes representations of diving in literature, advertising, film, games, music, collectibles and more, from “Reap the Wild Wind” to Wes Anderson’s homage to Jacques Cousteau in “Life Aquatic.”

Whether in “Frogmen,” “The Abyss,” or “Sealab 2020,” popular culture’s depictions of diving inspire, encourage and sometimes terrify divers and non-divers alike. Artifacts on display include a scuba regulator with a Star Wars backstory, Van Halen’s 1982 record Diver Down, and a variety of gear and equipment seen in films and television shows like “Sea Hunt,” “Jaws” and “Men of Honor.”

Pop culture also will be part of the museum’s virtual Immerse Yourself presentation on Wednesday, April 21 at 7 p.m. The museum will host William Yanni as he discusses aspects of diving tied to theatrical productions.

Yanni was part of the dive safety crew for Cirque Du Soleil's aquatic show "O." This Vegas-based, contemporary circus is performed in and around a 1.5 million gallon tank, with the help of numerous divers.

Two contracts approved for marine debris clearing The Monroe County Board of County Commissioners recently approved two contracts that will benefit nearshore water quality in unincorporated Monroe County. The first contract is with Adventure Environmental and subcontractor Monroe County Commercial Fishermen to remove manmade marine debris along publicly owned shorelines and nearshore waters between Marathon and Sugarloaf Key. The county received a $1.3 million grant from the Florida Fish and Wildlife Conservation Commission (FWC). This area was the hardest hit by Hurricane Irma in 2017 and has the highest density of remaining debris, including trap gear and entangled trap rope. FWC requires the vendor to use local commercial fishermen to perform the work

The Florida Powerboat Club President Stu Jones and Gilbert’s Resort owner Elina Weisberg handed the check to Ramsay and Maj. Chad Scibilia at the resort in Key Largo.

“I was excited to accept this check on behalf of the Special Olympics from our community partners,” said Ramsay. “This generous donation is going to a great cause.”

Jo Socha, Florida Keys Special Olympics representative for law enforcement, said the donated funds will help pay for Special Olympians’ health bills as well as exercise and wellness programs. Socha also raised approximately $2,400 for the Special Olympics from the Cudjoe Gardens March Madness Yard Sale.

While the FWC grant does not include marine debris removal in canals, the commissioners additionally approved a contract with Adventure Environmental to remove marine debris from 108 canals affected by Hurricane Irma in unincorporated Monroe County. The additional canals were not covered by the $49.2 million USDA Natural Resources Conservation Service grant that funded the clearing of 249 canals following Hurricane Irma. Adventure Environmental completed the original grant work ahead of time and under budget. The funding for the additional canals is from a Florida Department of Environmental Protection Stewardship grant.

National Marine Sanctuary Advisory Council set to meet The Florida Keys National Marine Sanctuary Advisory Council will meet virtually from 9 a.m. to 1 p.m. on Tuesday, April 20. Council members will hear updates from sanctuary agency partners about recent regulatory changes and from sanctuary non-profit partners about new operations. The council will also receive an update from the Florida Keys and South Florida Ecosystem Connectivity team, and hear about results from a visitor use study completed by West Virginia University. Public comment will be accepted via email to floridakeys@noaa.gov during the meeting. An agenda and supporting materials will be posted at floridakeys.noaa.gov/ sac.

ASHLEY HILSON A senior, Hilson is closing out her high school athletic career with the lacrosse team — a sport she’s played for four years and calls her favorite, between her love for the team and the new friendships she’s made. After dancing her whole life, Hilson says she wanted to try a new sport like track and field. Her favorite moment in her sports career was sprinting back to the school from Old Road in the pouring rain. As for accomplishments, Hilson is set to attend High Point University, where she plans to participate in club sports like lacrosse, dance and cross country. She owes all her success to her mom Kim, dad Stephen, teacher Tracy Dobson, running coaches Herbert James and Gabriel Suarez and dance teacher Stephanie Zlockie. Hilson said her advice to younger athletes is “try to join as many sports as possible, even if you haven’t played that sport because you’ll learn so many life lessons.”

Among the stops is Cheeca Lodge & Spa in Islamorada.

Not only does she make deliveries to the resort, but she also tends to the orchids at the lobby and casita rooms.

Estrada’s orchids are so beautiful that they attracted the resort general manager’s attention one day. That led to the creation of the first Cheeca Lodge & Spa Orchid Celebration, set for Sunday, April 25, from 9 a.m. to 5 p.m.

“He said he had an idea of an orchid show. I said ‘Yeah, sure. But you know my company is a nonprofit organization.

We need to help the children,’” Estrada said.

Proceeds from the event, which will include orchid specialists from South Florida, will go to Maria’s Hope & Prosperity Foundation. Dedicated to helping families and children in Monroe County, Estrada said September will mark 48 years of her nonprofit’s work to get school supplies for students.

Cheeca Lodge & Spa is focused on bringing more charitable events to the community, especially those that emphasize the natural surroundings in the Florida Keys, said resort manager Bill Coteron. And with many students not having access to personal computers during the time of online learning, he said it’s crucial to partner with organizations like Maria’s Hope and Prosperity Foundation to support underprivileged families.

“Being a staple of the community for 75 years, our goal at Cheeca Lodge & Spa is to consistently support our incredible local community that has kept us going all these years,” he said.

“We are excited to keep building on the Orchid Celebration for many years to come.”

Estrada said she’s hoping to raise enough money to buy 90 laptops.

Estrada’s nonprofit supports children as far north as Key Largo and south to Sugarloaf.

“We help with the basic things the schools ask for, like pencils and paper and backpacks and laptops,” she said.

Estrada said the vendors at the upcoming orchid show are specialists who know quite a bit about orchids.

“It’s going to be a very nice event.

I’m hoping that thousands will show up,” she said.

COOL CATS VOLUNTEERS SEEK SOLUTION FOR COUNTY’S HOMELESS CAT PROBLEM CHARLOTTE TWINE

or decades, Sharon MahoneyEllenwood has been working tirelessly through her nonprofit Casting for Cats to raise money with fishing tournaments and use the funds to control feral/abandoned cat populations.

Her partner has been Margie Schwartz of Whiskers & Paws Forever of Monroe County, another charity. For the past 20 years, this dynamic duo has been joining forces for one goal: stabilizing the vulnerable cat population through spaying and neutering.

“This method works,” Mahoney told Keys Weekly. They have stabilized groups of cats at many locations up and down the Keys.

“There used to be 50 cats behind the Trading Post. Also we’ve helped Enchanted Forest, Smuggler’s Cove, behind Chef Michaels. ... I can go on and on and on,” said Schwartz.

“Winn-Dixie is now stable,” agreed Mahoney. “If you trap the cats, spay and neuter them, then release them, the group will stabilize and eventually dissolve. There are different fields of thoughts. Some people feel feral cats should be euthanized. But I believe they should have a chance.”

The sheer numbers that the pair have taken care of speak for themselves: “Over 20 years, we have spayed and neutered 5,000 cats. Easily,” said Schwartz.

Unfortunately, the number of cats behind the Key Largo Publix has grown exponentially during the pandemic, so much that locals have called Mahoney and Schwartz for help.

“That’s the bad area right now,” said Mahoney. “People have been calling us like, ‘Where have you ladies been?’

But we’ve never stopped. It’s just that during the pandemic, people have been dumping cats behind Publix.”

In fact, last year during the pandemic, the women spayed and neutered 283 cats.

But the duo has hit a stumbling block. First off, the job is physically demanding. The two women — many times alone — trap the cats; take them to vets for shots, tests and spay/neuter; then transport them back to Schwartz’s house for surgery after-care, hopefully leading to adoption at stores such as Keys Kritters in Key Largo and Whalton’s Pet Shop in Marathon.

And money is becoming a problem. The duo are extremely grateful for all the help from veterinary clinics over the years. In the past, local clinics have been able to give Casting for Cats and Whiskers & Paws a discounted price. But, according to Mahoney, recently the clinics have been bought out by big chains, and though they still generously provide help, the discounts aren’t as low as they used to be.

The women have come to a realization about the feral/homeless cat population. “This is Monroe County’s problem,” said Mahoney. “This is not our problem. If I had to describe it, it’s like a hamster wheel. But we’re still at the same point we were at 20 years ago.”

Schwartz and Mahoney emphasize that they are very grateful for all the help from Monroe County and give special props to Marsha Garrettson, manager of the Key Largo Animal Shelter for Monroe County. They feel they’ve also been able to have discussions with Assistant County Administrator Kevin Wilson about this issue, as well as County Commissioner Mike Forster.

But Schwartz and Mahoney need still more help. “We’re at our wits’ end about what we’re going to do,” said Mahoney. “I’d like to pass the torch with somebody. I’d like to sit down with Marsha Garrettson, Kevin Wilson and county commissioners and figure out a solution. We don’t need to partner with them. I’m trying to find a path that keeps everyone happy.”

One solution that the women have thought of is raising money through the Casting for Cats fishing tournaments to buy a truck or a van, fitting it out with spay and neuter equipment,

and hiring a vet team to run the temporary clinic. This may be a more cost-effective solution than hunting down lower spay/neuter discount rates, which are ever more difficult to find.

“If you have a dedicated container or a mobile unit that is strictly for what we are trying to take care of — abandoned and feral cats — we’re not looking to take business away from vets,” said Schwartz. “We’re looking to take care of the feral population.”

“I have no problem raising money for a unit like this,” said Mahoney. “But physically, it’s becoming overwhelming.”

Casting for Cats is now in its 20th year of its twice-a-year women’s tournaments. And now Mahoney has opened a resale

store called Casting for Cats Second Chance on the same premises as her floral shop, the Enchanted Florist, at 82897 Overseas Hwy., Islamorada.

All money from the sale of items like new and gently used fishing poles, kitchen appliances, clothes and home decor goes to spaying and neutering cats.

But the hamster wheel has started to spin again. Last week, Schwartz put a post on her Facebook page: “And so it begins. It’s kitten season.”

by Hurricane Irma in 2017. The group focused on removing plastic debris, which is often laced with chemicals and is frequently eaten by animals. The staff reported about 245 pounds of trash collected from the environment.

MarineLab, located at 51 Shoreland Dr., uses education and adventure in the Keys ecosystem to foster environmental awareness and stewardship on a local, regional and global scale.

The new permanent exhibit will be on the second floor of the museum and will feature a series of free-standing interpretive panels and additional historical stories about Indian, Lignumvitae, Windley and Tea Table keys. The existing Indian Key model 1840 will move to the second floor to better tell the intertwined relationship among the significant keys.

Why Housman? “He holds a special place in the history of the Florida Keys” said Brad Bertelli, curator of the Discovery Center. “Once considered the Wrecker King of Indian Key, local history cannot be told without including his story. Born on Staten Island, New York, in 1799, he sailed into the Keys in 1822.

Running afoul of the Florida Reef, the encounter would forever alter the history of Florida wrecking, Monroe County and Indian Key. The rest of the story, well, will be part of the new permanent exhibit.”

The tombstone has been stored for decades at Lignumvitae Key Botanical State Park and will become part of the permanent collection of the Discovery Center.

In addition to the capital campaign with a goal of $75,000, the new addition to the museum is made possible through a partnership with the Florida Department of State, Islamorada Area State Parks and Florida Keys History and Discovery Foundation, the not-for-profit organization that operates the Discovery Center located in Islamorada on the property of the Islander Resort, as well as anticipated funding from the Monroe County Tourist Development Council.

The new exhibit is expected to be installed in September 2021.

The Upper Keys Weekly is proud to partner with Ocean Studies Charter School faculty and staff in choosing “The Student of the Week.” Recipients are chosen on qualifications including academic standing, outstanding achievements, community involvement, individuality and moral fortitude. We thank our future leaders and Ocean Studies for allowing us to share in a weekly dose of school pride and for giving us a glimpse into their world.

What do you like about Ocean Studies Charter School? It’s kind of more peaceful than other schools I’ve been at. It’s pretty fun because we get to go on field trips on Thursdays and Fridays. It brings me joy.

What is your favorite subject and why? My favorite subject is writing because I really like to write a lot and we usually get to write a story about a game or something in life. The last time we got to write about Fortnite.

What is the best rule at school? Not touching since we’re in a pandemic.

What’s your favorite food for lunch?

A sandwich with chicken and burger buns and biscuit things.

What do you want to be when you grow up? I want to work at a church to help the homeless.

What is one favorite way you like to spend your spare time? I usually just hang around in my room, talking to my friends and playing video games.

Sometimes I just need a breath of fresh air, so I practice soccer and make some new friends in the neighborhood. I always have dog treats in my pocket in case I see a lost dog or see someone walking their dog.

Who is your favorite teacher? My favorite teacher is Ms. Chandler. She’s very funny and she’s really smart and she’s very confident when there’s a lot of students watching her. It’s kind of like a stage for her. She performs on a stage and she has confidence to sing songs. For mornings, she plays songs and is always in a good mood.
