TAXES AND RAISES Marathon Council focuses on dollars and cents

xecutives from Baptist Health South Florida showed up in force at the Marathon Council meeting on April 13. The new CEO of Fishermen’s Community Hospital and Mariners Hospital, Drew Grossman; Baptist Health South Florida board chairman Jay Hershoff; and a handful of others were there to encourage the council to renew the special taxing district.

“I got you your numbers to the city manager, I hope you realize, within 24 hours,” said Hershoff. He was referring to the March 9 meeting of Marathon City Council when council members reiterated a desire to see detailed information about Fishermen’s Hospital accounting data for treating uninsured and underinsured patients before renewing the special taxing district.

“We will get you these numbers every single quarter. It’s not a big deal, and had I known we were expected to be here (at last month’s meeting), I would have been. I promise that in the future, every single quarter, you will have this information which is the same information that goes to the county,” Hershoff said.

The council voted 4-1 (Councilman Mark Senmartin dissenting) to approve the Middle Keys Health Care Municipal Services Taxing Unit (MSTU) for another year. The taxing district was conceived in 2018 when it was clear that Fishermen’s Community Hospital was completely destroyed by Hurricane Irma and needed to be rebuilt. The City of Marathon officially supported the taxing district, which was then created

by Monroe County.

Every year, the county cuts a check to Baptist — not for the cost of the rebuild, because that would have required a voter referendum, but the cost of treating the Middle Keys’ underinsured and uninsured — via the special taxing district. The district runs from MM 47 to MM 63, which includes Marathon, Key Colony Beach and Duck Key. The county said the goal was to raise about $10 million over 10 years.

Baptist Health South Florida has billed Monroe County $2,258,598 for services rendered since the taxing district was created. In the same period, the Monroe County Tax Collector has collected $1,905,082 from property owners in the district. The health system will only be repaid the $1.9 million, according to the laws governing the tax district.

Councilman John Bartus relayed a question from a constituent who asked for the definition of underinsured and learned it means patients who have a shortfall in Medicaid coverage. He also asked whether patients in the taxing district could expect to see a break on a hospital bill and was told that the hospital follows charity care guidelines tied to income. Senmartin said he was in favor of the hospital and praised the quality of care by Baptist, but asked for a more complete set of numbers — not only the losses incurred by the hospital but also the profits.

“Where are the income statements? How about the people that came (to Fishermen’s) and paid like

they were supposed to? And there’s nothing in here about private donations,” Senmartin said.

Hershoff responded that a complete set of figures, including profit and loss, was provided to City Manager George Garrett. Councilman Steve Cook said those numbers were in the council’s digital agenda. (Those numbers were not in the regular agenda available to citizens.) Hershoff said, regardless, all those numbers are part of the public record via Internal Revenue Service filings because Baptist Health is a non-profit.

Hershoff also said Fishermen’s was the only rural hospital built in the U.S. in the past 10 to 15 years.

“We’ve done what we said we were going to do. I ask you to continue the taxing district,” Hershoff said.

Initially, the hospital construction was set to cost $40 million. Baptist Health executives told the council on April 13 that the total cost will be more like $57 million. According to Baptist Health, the nonprofit has spent $71 million in the Middle Keys including the initial acquisition of the hospital, its debts and continued operation of the temporary facility and construction of the new facility.

“We will be over $71 million in two months with losses continuing,” said Hershoff.

The hospital is set to open by June 2021.

In other news: The council also discussed raises for city council, Fourth of July festivities and passed a new irrigation law.

• The council, voting 3-2 with Bartus and Senmartin dissenting, declined to give council members a pay raise from $18,000 (or $21,000 with no benefits) to $25,000 a year. Senmartin continued on the next page

rom a final field of three, Dave Turner was offered the position to become Key Colony Beach’s new city manager.

“After nearly three years as executive director of the Lower Keys Chamber of Commerce, I wanted to return to a government setting to better serve the community,” Turner told the Keys Weekly. “With my previous 30 years as a public servant in a government setting, I will hit the ground running.”

He said the Middle Keys municipality has several exciting projects on the horizon, including “a large construction project that is about to come online.”

City of Marathon makes facility improvements SARA MATTHIS

he “bowl” disappeared from the City of Marathon’s skate park adjacent to the Community Park on April 7.

“It was a safety issue, but honestly it’s been an issue for some time now,” said Marathon’s Parks and Recreation Director Anthony Paul Davis.

The skate park feature was rotted to the point that it could no longer be repaired because there was nothing to its structural integrity. The demolition was handled by Discount Rock and Sand.

Davis said he expects the skate park to reopen sometime this week, or before April 16. There are still some metal fasteners that need to be removed from the concrete. Skaters will be able to use the open space at the back of the park.

Turner said Key Colony Beach is facing many of the same challenges as other municipalities in the Keys. He cites sea level rise, storm mitigation and infrastructure hardening, increasing traffic and the effect of tourism on residents’ quality of life.

Steve Miller has agreed to step into Turner’s former position as acting executive director of the Lower Keys Chamber of Commerce.

The former manager of Key Colony Beach, Chris Moonis, stepped down in October 2020.

Prior to hiring Moonis, the little village in the Middle Keys had a strong-mayor form of government. The top elected official received an additional $2,000 in salary on top of the base $8,000 that all commissioners receive. The council voted in 2018 to amend its charter to allow for a city manager.

Moonis was hired in January 2017 at $60,000 a year for part-time management, described as 80 hours a month, and subsequently saw his salary increase to $130,000 plus benefits with an estimated value of $200,000.

Turner will earn $80,000 annually.

Retired attorney Frank Greenman, also a founding father of the City of Marathon, supported the raise.

“Within the first 90 days after the city was created, we passed the ordinance for an $18,000 salary for Marathon council members. The idea was that the council of Key West and Islamorada were dominated by retired folks, and we didn’t want that for Marathon.”

• The city approved moving forward with Fourth of July festivities at Sombrero Beach, provided the COVID-19 pandemic doesn’t worsen.

• Mayor Luis Gonzalez nominated Chad Neller to sit on the code board currently being configured to serve in addition to the special magistrate. The board will have seven members total — with each councilman nominating a member and the other two agreed upon by the council as a whole.

• Bartus asked for council’s thoughts on amending Marathon’s Lobster Mini-Season rules to more closely resemble those of Key Colony Beach, the municipality with the most restrictive rules. The suggestion originated with the countywide taskforce that seeks to make rules uniform across the Keys.

• Zieg added a last-minute item to council discussion regarding the city’s IT department, just after the meeting was paused for a few minutes to work out audio issues. “Residents complain they can’t see or hear the meetings or our machinery fails. On our website, it still shows Michelle Coldiron as our mayor and meetings from 2018. It’s a very shabby product,” Zieg said. “What can we do?”

Garrett said he understood the council’s frustration and promised immediate action.

• The council passed two ordinances regarding water conservation — one with strict regulations regarding citizen irrigation, and another outlining the city’s water supply plan. Going forward, residents will only be able to water their lawns on certain days of the week based on street address, and could be subject to citations. Planning Director Brian Shea said the law would be enforced by the city’s code officers, who would seek compliance first.

T

his week is national public safety telecommunications week and during that week, the Monroe County Sheriff’s Office will be recognizing the diligence and professionalism of the communications officers who serve in the communications center in Marathon.

Communications officers are the first ones to receive emergency calls and what they do with those calls can often greatly influence the outcome of an event. The pressure and responsibility are high; they not only dispatch law enforcement, but also fire departments, paramedics and the Trauma Star helicopter — the last of which also requires a dedication as telecommunicators are required to keep track of the helicopters and their location in the air.

Since 1968, 911 has served as the vital link between the American public and emergency services.

“Our communications officers are critical in keeping the community safe,” said Sheriff Rick Ramsay.

“These officers have one of the most stressful jobs in law enforcement in terms of dealing with people in times of crisis, making sure our deputies and detectives stay connected, which often ensures their safety, and they do it all so well that sometimes residents may forget these unseen ears of law enforcement.”

The Sheriff’s Office joins public safety agencies nationwide one week a year — the second full week in April — to recognize the pivotal role played by telecommunicators, dispatchers, communications operators, communications officers, radio control personnel — all those people, by whatever job title, who use telephones, radios, computers and technical skill to provide support to law enforcement, fire services, emergency medical services and other governmental field personnel.

EX-DEA AGENT RUNS FOR OFFICE TOM RAFFANELLO FILES FOR COUNTY COMMISSIONER DISTRICT 4 CHARLOTTE TWINE

ast week, Tavernier resident Tom Raffanello announced his candidacy for Monroe County Commissioner, District 4, to challenge incumbent David Rice in 2022. Rice is a longstanding member of the BOCC, with four four-year terms under his belt. Both Rice and Raffanello are registered as candidates with the Monroe County Supervisor of Elections.

The district includes part of Marathon, through Plantation Key with a small west end of Tavernier.

“I’m excited about it,” Raffanello told Keys Weekly. “I’ve got a lot of energy, and I want to learn more and listen to the people.”

“A lot of energy” is right. When he ended his 32-year career with the Drug Enforcement Administration in 2004, he was a special agent in charge, Miami Field Division. He commanded the DEA’s largest field division, which includes 22 offices throughout Florida and the Bahamas; directed the activities of 900 special agents, task force officers, intelligence analysts, diversion investigators and administrative employees; and oversaw a discretionary budget of $15 million.

Other career highlights: “I served for Congress in the ’90s as the DEA’s chief of congressional affairs. I worked with Joe Biden’s office on the crime bill.

It’s when I got hooked on politics. I was there during Waco, through Nicaragua, several intense situations. I learned a lot and met wonderful people. And a lot of people who weren’t so wonderful. I learned how laws are passed, how the budget process is done, and how influential lobbyists can be. And I learned that people shouldn’t be in offices for most of their adult life.”

During his DEA career, Raffanello moved to Florida several different times, including once during the early ’80s on temporary duty during the Mariel boatlift, then as a supervisor investigating Colombian cartels and Miami drug trafficking.

“I worked as chief investigator in the Noriega case,” he said. “It was something.”

He was transferred for a time to Washington, D.C., then back to Miami in 2002 as special agent in charge of Florida and the Bahamas.

He landed in the Florida Keys 12 years ago as a retired family man. He had a mandatory retirement at age 56 from the DEA.

“I got married at 60. And even though I’m 73, I have a 12-year-old daughter and a 10-year-old son.

The school system here is one of the best in the state. We love the Keys.”

Raffanello describes himself as a conservative. “I’m a registered Republican. I worked for Ronald Reagan,” he said. “I think you need to participate at the local level to affect good, positive change in the community. For me, running for county commissioner was the next logical step.”

He sees affordable housing, traffic and safety as crucial issues.

“We need to make sure affordable housing is for the workforce and citizens with limited income. I’m not sure we’re doing that right now.

What I would do is see what issues have not been resolved, such as affordable housing, safety and hurricane evacuation. I want to talk to the people. I’m a decision maker and a problem solver. If you have a problem, I see my responsibility is to offer suggestions of how to solve it. I have a track record of 20 years as an executive manager.”

And Raffanello wants everyone to know he’s not a fan of raising taxes. “I’ve handled budgets over 200 million dollars, and I had to make decisions all the time. Being a conservative, I think low income taxes are imperative. ... If I had seen that there was a proposed tax increase, I would question it. It’s incumbent on you to figure out a different way.”

BRIEFLY April 17 events will affect traffic The Seven Mile Bridge Run returns on Saturday, April 17, after a hiatus due to COVID-19. Motorists and residents need to plan accordingly and help spread the word as the bridge will be shut down in both directions for three hours between 6 a.m. and 9 a.m. that morning.

Officials advise being across the Seven Mile Bridge by 6 a.m. to avoid being stuck on one side or the other.

Traffic flow will resume at about 9 a.m.

Delays are expected, so motorists should travel accordingly and with patience. This year, runners will start from the west side of the bridge, then run toward the east side of the bridge.

No spectators will be allowed. For more information go to www.7mbrun. com.

Key West Transit has said the closure of the Seven Mile Bridge will affect the Lower Keys Shuttle. Shuttle service will be delayed until after 9 a.m., when the bridge reopens. Service leaving Marathon, heading south, will begin at 9:21 a.m. starting at the Fairfield Inn at MM 53.5 and continue its scheduled route. Service leaving Key West, heading north, will begin at 9:26 a.m., starting at Whitehead & Eaton Streets and continue its scheduled route.

Also scheduled for Saturday, April 17: the Bike to the Beach event for autism awareness. About 50 bicyclists will depart Miami at 5 a.m. and finish at the Islander Resort in Islamorada.

Organizers expect the bicyclists will be spread out by the time they reach the 18-Mile Stretch and the Keys, and that they are not expected to cause traffic congestion. The bicyclists should be in the Keys between noon and 4 p.m.

Marathon theater holds auditions for showcase Marathon Community Theatre is holding open auditions for this year’s annual “Tah-Dance” showcase, to be presented Friday and Saturday, June 11 and 12. To strengthen civic education in schools and communities and educate youth on the role of county government, the National Association of Counties (NACo) launched the “I Love My County Because” art contest in conjunction with the National County Government Month celebration taking place this April.

NACo is spreading the word about how counties operate to children and young adults across the country ages 18 and under by inviting them to create artwork for a 2021-22 “Counties Matter” calendar to celebrate April as National County Government Month.

“We encourage all students across Monroe County to submit their artwork to the ‘I Love My County Because’ contest,” said Monroe County Mayor Michelle Coldiron. “By participating, we hope to raise awareness about county programs and services that impact people’s lives every day in the Florida Keys.”

Winning artwork will be featured in an 18-month NACo calendar, which will be distributed to NACo members nationwide. Winners will also be announced in the NACo publication “County News” and their artwork will be displayed at NACo’s headquarters in Washington, D.C. The competition submission period closes May 31. A

s usual, Colorado State University issued its hurricane forecast first. Phil Klotzbach is calling for 17 named storms, eight hurricanes, and four major hurricanes. In 2020, the team called for 8 hurricanes but 13 developed.

The university experts say it will be another abovenormal hurricane season.

The university’s research team also calculated the probability a major hurricane would hit Florida: • U.S. East Coast including peninsula Florida: 45% (average for last century is 31%) • Gulf Coast from the Florida Panhandle westward to Brownsville: 44% (average for last century is 30%) The National Oceanic and Atmospheric Administration (NOAA) will release its hurricane forecast at the end of May. But NOAA has made a change to what it means to have an “average” hurricane season. The old average was derived from the number of named storms during the 30-year period between 1981 and 2010, or 12. The new average of named storms calculates the average between 1991 and 2020, or 14.

NOAA’s new average reduces the number of hurricanes from seven to six, and major hurricanes (Category 3 or higher) stays the same at three.

2021 will not be the year that the hurricane season begins two weeks early — May 15 instead of June 1. And no final decision has been made whether that will happen ever. However, beginning on May 15, NOAA will begin issuing normal tropical weather outlooks — two weeks earlier than usual.

Last year was a phenomenally active hurricane season. There were 30 named storms, including 13 hurricanes and 6 major hurricanes .

In 2020, the World Meteorological Organization resorted to naming the “extra” nine tropical storms with letters from the Greek alphabet, such as Zeta.

That won’t happen again, as officials said it was too confusing. Instead, officials have an extra 21 regular names set aside, just in case, ranging from Adria to Will.

According to AccuWeather, Florida faces a heightened risk of hurricanes this year. That weather service said the Bermuda High is weakening, which may cause storms to curve north, instead of swing under Florida into the Gulf of Mexico.

How long have you been playing on the team? This is my second year playing on the MHS tennis team. I’ve been playing tennis since I was little, and so when I was in eighth grade I wanted to put my skills to the test and compete at a higher level.

Describe one of your best moments in athletics. One of my most memorable moments was when I won my first game. It was against a girl from Westminster.

I had my first win and my first game all in one. It really set the stage for what I wanted to do as a tennis player.

n April 12-13, the girls and boys tennis players from MHS went on a quick overnight trip to Miami where they played in their district matches at the Crandon Park Tennis Center.

The girls competed in the morning against five other teams from the district. The girls didn’t come home with any wins, but collectively agreed that they had played some of their best matches against the hardest opponents.

“Lilian (Guo) has possibly played one of the best matches of her season,” said coach Richard Lorenzo of the team’s top ranked girl player. She finished with a score of 6-8.

The senior boys were all glad they were able to attend one last trip as a team before concluding the season.

Doubles partners Mathias Trujillo and Patrick Crews also stood their ground as they finished strong with a score of 8-5.

The year was cut short for senior Celine Ponzoa, who suffered some minor injuries that left her out for the remainder of the season, but who nevertheless was able to travel to districts as a spectator.

“This year had lots of potential; we had many new team members who came out and worked their butt off,” said Ponzoa, who has been on the team for three years. “Everyone remained optimistic regardless of the challenges they faced on the court as well as the precautions we were attentive to because of COVID-19.”

Freshman Marquisha Abraham says about her team, “My teammates and I have all done a terrific job of keeping everyone's spirits up, we showed a lot of team spirit. Everyone encouraged everyone, regardless of who you were and what grade you were in. We truly all became a team who was a family, a family full of jokes.

I am really looking forward to next year.”

M

onroe County school officials say they are undecided about whether to seek the annual letter grade assigned to the district by the state, until they see what other districts plan to do. The district’s letter grade affects staff bonuses and state funding.

At the April 13 meeting, the school board also heard that the long-awaited renovation of Key West High School’s Tommy Roberts Memorial Stadium is still a year away.

Sstate Education Commissioner Richard Corcoran told school districts in an April 9 emergency order that the state is waiving some course requirements due to the pandemic: High school seniors in Florida will be able to graduate this year and third graders can move on without passing the normally required state assessments.

The order also gives districts the choice to keep the pre-pandemic letter grades given to individual schools, on which staff bonuses and state funding are based, unless the district wants to apply to the state for new grades.

The state order is intended to address a wide range of pandemic-related setbacks students have faced over the past school year.

In March, Monroe County announced there will be no midterms and no final exams for high school seniors this year.

At the April 13 meeting, board chair John Dick asked Superintendent Theresa Axford, “What about the school grades? What do you think you’re going to do with that?”

“I’m going to listen to other superintendents from around the state,” Axford told the board. “We’re going to get our score reports on our school grades and then we have 30 days to decide whether we want to opt in and get a school grade or not. So I want to hear what other superintendents are doing and look at what our performance is. I just know that there’s been nothing consistent this year. ... We need to look at that very carefully. I would not like to lose our A-rated district status because we plunged in and decided to opt in for a grade when all other districts in Florida don’t do it.”

Patrick Lefere, the executive director of operations and planning for the school district, made a presentation about the Tommy Roberts Memorial Stadium renovation, a project that has been long in the works. The proposed schedule: bids will be opened May 6, interviews on May 13, recommendation to award June 1, board approval June 22, with construction to commence in spring 2022.

Regarding the construction start date, District 1 board member Bobby Highsmith said, “It seems like a long time to wait.”

Lefere replied, “We wanted to get baseball season down and then roll in.”

“I don’t understand why we are not starting in the fall?” asked District 3 board member Mindy Conn.

“We need time to get through the design process,” said Lefere.

He also explained the scope of the work: a new football/baseball field with artificial turf; bleachers with new concrete pads and additional seats; an athletic building with new bathrooms, weight rooms, athletic equipment storage; two concessions; new entrances; environmental remediation; and stormwater management.

yland Sifford of Duck Key recently achieved the rank of Eagle Scout. Ryland is the son of Justin and Kristy Sifford and the brother of Wyatt, also a Boy Scout. He is an active member of Boy Scout Troop 901 in Marathon. To earn the rank of Eagle, a Scout must earn at least 21 merit badges and demonstrate leadership and community service by organizing and carrying out an Eagle project. Ryland built organizers for the baseball fields at the community park for the players’ helmets and bats. Ryland is a senior at Marathon High School where he is a member of the boys weightlifting team, having just won Districts and placing 3rd at Regionals for his weight class. NOAA reminds locals fireworks require permits The National Oceanic and Atmospheric Administration wants to remind locals that in the Florida Keys, fireworks displays require permits from several jurisdictions, including the Florida Keys National Marine Sanctuary.

If fireworks will be discharged over water, the sanctuary requires a special use permit that includes a review of potential impacts on the sensitive marine ecosystem. If fireworks will be discharged from a floating platform, the U.S. Coast Guard also must review and approve the activity. Monroe County and the municipalities place restrictions on how close displays can come to buildings, hospitals, power lines and wooded areas, with windspeed being a determining factor. In all jurisdictions, operators must be properly licensed, certified and insured. Under Florida law, it is illegal for individuals to use exploding or flying fireworks. Only sparklers are approved for consumer use. Possession of illegal fireworks is a misdemeanor punishable by up to a year in prison and a $1,000 fine.

Documentary film focuses on Keys historian Director J. Brian King of Sun King Studio and producer Laura Albritton of Magic Kumquat Productions have begun production on the documentary short “Adventures in History.”

It’s an important thing that needs to be said, although many don’t want their name attached to this column for good reason — it looks like we’re complaining about the so-called “first world problems,” i.e., we’re doing TOO well at a time when many are struggling.

The reality is much more nuanced, of course.

While the pandemic didn’t wipe out the Middle Keys’ physical infrastructure like Hurricane Irma, it did do damage. There were some scary months in there when businesses didn’t know if the PPP check was coming, or if tourists were ever coming back. During April and May 2020, employees’ entire worlds changed overnight — furloughed, laid off, or what’s the difference? Our beaches and roads were beautifully empty — but so were our wallets.

One local therapist explained the pandemic’s traumatic effect this way: “Your assumptive world is turned upside down and you are very busy just surviving it. But it’s always darkest before dawn and I think right now that’s where we are.” The same therapist said that in some ways now is better than the beginning of the pandemic because we understand more about the coronavirus, how to treat it and how to save lives. But questions like “When will it be safe to gather again?” persist.

So, we’ve made it a year. The tourists came back. The businesses survived, mostly. Vaccines are being distributed. But cases that were trending downward are now trending up again. There is no celebrating in the streets. We just get out of bed and do it again — pour a beer, make a hotel bed, fix an engine, ring up a purchase and show visitors where to find the bread aisle at the supermarket.

A too-thin workforce has always been an issue in the Florida Keys. Unemployment is almost non-existent here and always has been for one simple reason: If you don’t work, you can’t afford to live here. Also, if you don’t work two or three jobs, you can’t afford to live here. Add in a pandemic and now business owners are trying to recoup their losses while struggling to keep the employees they do have from burning out.

This is what is going on behind the scenes: Some restaurants are closing on certain days of the week, with the purpose of giving staff a needed break. Think about that: business owners are leaving money on the table in order to preserve their own well-being and that of their employees. Another local employer is offering a housing credit of $250 per month to employees who agree to work a certain number of shifts per week. Another employer is authorizing an extra tip-out to its cashiers. Businesses are running out of supplies, whether that’s construction lumber or tubs of ice cream. Businesses and employees are just overwhelmed.

We’re stretched really, really thin right now but staying silent about it. Again, we don’t want to ruin a tourist’s vacation or seem like we’re kvetching about our good fortune.

So, locals, give yourself a break.

Do your best to continue to make the Keys a wonderful place to visit, but also take really good care of yourself and your loved ones. Be good to one another.

Visitors, please look twice: we’re doing the best we can on shaky legs to make your visit lovely.

HELP WANTED? HELP NEEDED Keys businesses have more job openings than applicants

S

ervers, retail associates, dockhands, front desk associates — the list of employment opportunities goes on and on in the Florida Keys.

“Now Hiring” signs and Facebook posts seeking job candidates aren’t new to the island chain — with living costs soaring and burnout among those working more than one job.

But workforce shortages are becoming so severe that some employers are offering more pay and added benefits. The availability of affordable housing remains a challenge.

“I think it’s probably our biggest problem for our businesses,” said Judy Hull, executive director of the Islamorada Chamber of Commerce. “Everyone’s looking for workers, but there’s no employee pool.”

The same is true for many businesses at the other end of the island chain in Key West, where it’s not feasible for workers to live in Homestead or Miami and commute to jobs in the Upper Keys.

“What workers?” asked bar owner and former Key West city commissioner Mark Rossi, who employs about 80 people in various positions at his Rick’s/Durty Harry’s entertainment complex on Duval Street. “You can’t find staff. There’s no one here, and it’s gotten worse since the pandemic started, much, much worse.”

Job postings in the Upper Keys reached into the hundreds for April. Resorts are seeking everything from front desk associates

to maintenance workers, while Starbucks needs baristas and stores like Winn Dixie search for customer service employees.

Hotels need everything from food and beverage managers to bartenders and front desk attendants. Around 100 restaurant jobs are open in the Upper Keys.

As of April 13, the employment website Indeed.com showed listings for 663 full-time jobs within 10 miles of Key West. Positions run the gamut from police dispatchers and pool attendants to boat mates, bartenders, art framers, receptionists, front desk agents and lab technicians.

“It’s pretty much across the board,” Hull said. “If you called almost any business from banking, lodging, water sports and insurance, everyone is searching.”

At Key West’s Casa Marina and The Reach resorts, managing director John Trovato and HR director Greer Cornell acknowledged the staffing challenges that followed employee furloughs during the COVID shutdown. As part of the Hilton Worldwide network, Cornell said, the company offers “excellent health benefits” and employee housing based on availability.

“We also have a very aggressive recruiting program underway that includes a signing bonus for new hires and a finder’s fee bonus for team members that refer a new hire – both of which are paid out after 90 days of successful employment,” Cornell said.

Key Largo Chamber of Commerce president Elizabeth Moscynski related similar workforce shortages in Key Largo, especially within the lodging industry, where more than 60 jobs await applicants. Moscynski attributes the workforce crisis in the Keys to several factors.

“After the COVID exodus last year, many folks left the area and they’re not coming back. The cost of living is too high,” she said. “And some folks are opting to stay on unemployment.”

Robert Goltz took the helm of the Key West Chamber of Commerce this week, and said he is still educating himself about the workforce challenges, “but it’s absolutely on my radar as a top priority.”

Marathon Chamber of Commerce CEO Dan Samess said he doesn’t see unemployment benefits having a big impact on the Keys’ lack of employees; rather, he said, he thinks the workforce has shrunk.

“I feel like it’s more of a supply issue rather than people sitting at home because they are collecting unemployment,” Samess said. “And I do think we lost some people when COVID-19 hit, especially when we shut down. People went back to the mainland to live with family or friends rather than continue to pay high rents and expenses down here.”

Samess said he believes that of the workers who did leave, most were younger.

“Younger people were less in a position to weather this unique storm,” he said. “It’s still eerie.

After Hurricane Irma, we could see the destruction; but with the pandemic, the effect on our economy is invisible.”

Johnny Maddox, who has a charter fishing fleet in the Middle Keys, said many captains and mates went back to the mainland at the height of the pandemic shutdown.

“The ones that are still here are running double duty on a couple of boats,” Maddox said.

He said it’s not uncommon to schedule a mate to work, only to have him cancel because “he’s got a better offer down the street.”

Maddox said he’s going out of his way, literally, to get helpers on the boat, including offering transportation. He said he’s posted many want ads for captains and mates on Facebook and industry websites. One consistent worker spends a week in West Palm and comes down to the Keys the following week.

“I get five charters back to back and it’s worth his while. Plus, he has friends in town so he can

stay with them,” Maddox said. “We are blessed with the amount of business we have right now.

I just feel that the struggle to find good help is always going to be there because of the cost of living in the Keys.”

Chris Gratton of Keys Contracting Services said the lack of employees is responsible for the entire company’s pivot over the last two years.

And though COVID-19 played a role, the overriding cause is a lack of qualified employees.

“We’re becoming more and more of a management type company, where we oversee the project and hire the subcontractors from the mainland,” said Gratton. He said the company went from a high of 65 employees to the 20 it has now. He said Keys Contracting Services is steering away from the smaller one- and two-day jobs, such as replacing doors or building a deck, for bigger projects because he just doesn't have the staff.

“This employee shortage isn’t just in my line of work, it’s everybody,” Gratton said. “My wife and I just returned from a trip and on the drive down the Keys we saw it. Listen, restaurants have always had signs out front looking for wait staff. But now the sign lists hostesses, line cooks, servers, bartenders. This is going to get really tough.”

Ocean Studies Charter School principal Trisha Woods said it’s often difficult to find teachers, given the cost of housing and availability of a place that’s more than one bedroom and one bathroom.

Woods said the majority of the teachers are coming back next year. The school in Key Largo is expanding with new sixth grade classes, and the challenge to find two teachers is on.

“The pandemic hasn’t affected that,” she said.

“It’s an ongoing problem because rent is so high.”

Flowers and bouquets fill Maria Estrada’s Upper Matecumbe shop. While she’s out delivering, her husband is usually in the back room preparing flowers. And that’s pretty much it in the way of workers at the moment for Estrada.

“You can see I have no employees,” she said.

“I need someone to work in the flower shop, but I can’t find anyone.”

Dawn Basler, owner of Island Time Day Spa in Tavernier, has been trying to hire a massage therapist for eight weeks now. No applications have come in yet.

“It’s very frustrating,” she said. “It’s like everyone is on unemployment. Unfortunately, if we don’t find a therapist, our company won’t make it.”

BOAT ON BRIDGE SAFELY REMOVED

O

n the morning of April 12, a sailboat struck the 7 Mile Bridge and a Keys Energy Service tieline about a halfmile from the north end. The fault triggered a system-wide power outage for all 30,000 KEYS customers in the Lower Keys and Key West.

“My officer is still investigating, but it seems several boats in Boot Key Harbor broke loose and dragged anchor.

It’s possible that’s what happened here,” said Fish and Wildlife Capt.

Officers from the U.S. Coast Guard and Fish and Wildlife Commission were able to launch a rescue mission immediately, requesting that the utility not be re-energized until an assessment was performed. A rescue boat nosed up to the sailboat and was able to remove the passenger and take him to the Coast Guard Station Marathon

where he was met by paramedics from Marathon Fire Rescue. The sailboat was then secured to a bridge piling.

Energy was fully restored to KEYS customers about two hours after the sailboat struck the 7 Mile Bridge.

Dipre said the removal of the boat from the bridge was delayed by a day because the mast had begun to bend.

“We were worried that it might hit the power lines again, as it was being dragged off the bridge,” Dipre said. “Fortunately, the stanchions and guide wires supporting the mast had already begun to break, so nobody had to cut anything.”

The boat was secured on the west side of Boot Key Harbor, Dipre said.

“The good part is that the owner has taken responsibility. He hired Tow Boat U.S. to get the boat off the bridge,” said Dipre.

DON’T MISS THE BOAT — LITERAL PAINTINGS OF FIGURATIVE LANGUAGE HELEN SANDOW’S WHIMSICAL PAINTINGS ILLUSTRATE IDIOMS

A

fun distraction recently became an obsession for watercolor artist Helen Sandow, who took a break from her self-described “serious paintings” to create a series of “Illustrated Idioms,” combining figurative language with literal images.

“Idioms often pepper our conversations, adding color and description to our speech,” said Sandow, whose Illustrated Idioms series will fill the display window at Artists in Paradise gallery on Big Pine Key April 15 through May 15.

“We’ve all heard expressions like ‘two peas in a pod,’ ‘cold feet,’ or ‘bite the bullet,’ but many people don’t know they’re called idioms,” Sandow said. “I don’t even know if schools are teaching the term anymore.”

A 5-year-old boy in Sandow’s neighborhood helped inspire her Illustrated Idioms series.

“He’s a bright, outgoing and friendly child, and we often talk while I walk my dog, Peaches,” Sandow said. “One day, he showed me two leaves he had picked up and asked which was prettier. They looked nearly the same to me, so I told him the leaves were almost two peas in a pod. He asked me

what that meant, and it occurred to me as a watercolor artist that I could paint a literal picture of the figurative language. I wanted to interpret what the idioms say in a humorous way.”

Sandow also adds a three-dimensional element to every painting, including real eggshells in her painting of “walking on eggshells,” and broken miniature dishes under the feet of a bull in a china shop.

Sandow has won numerous awards for her realistic paintings and is compiling the Illustrated Idioms into a colorful children’s book, with a foreword written by an English professor at University of South Florida who specializes in idioms.

“I want to encourage parents and their children to see how valuable idioms are to our language and to teach children that laughter and learning can go hand in hand,” Sandow said.

Each 11- by 14-inch painting in the Illustrated Idioms series is an original painting in a colorful matte and white, metal frames. They sell for $135 and will be available at Artists in Paradise Gallery, 221 Key Deer Blvd., Big Pine Key.

HAWKS CAY BRINGS NATIONAL ACTS TO MIDDLE KEYS

‘LET’S DO IT’ I

n late February, Lee Brice, one of country music’s most transcendent stars, performed live at Hawks Cay Resort’s “Keys To Country Live Music Series.” Just over 200 fans sat in lawn chairs under a picturesque island sky, as moonlight bounced across the glassy waters of Tom’s Harbor on Duck Key. But for Hawks Cay, and much of the Middle Keys, hearing one of the biggest stars in the nation was more than just a memorable evening. It was proof that Marathon and the Middle Keys can, and do, showcase world-class music in the Florida Keys.

Brice’s performance was the second installment of “Keys To Country.” A month prior, Easton Corbin, another country icon, headlined the inaugural event, immediately raising eyebrows across the Keys and beyond.

“We decided back in December to make ‘Keys To Country’ happen,” said Sheldon Suga, vice president and managing director at Hawks Cay Resort. “Our team witnessed the success of our Heroes Salute and we have a special group of people here.

So once it was proposed in December, I said ‘let’s do it!’”.

The resort’s Heroes Salute, an annual outdoor tribute to military, fire and rescue, law enforcement and all medical personnel, has raised tens of thousands for Firehouse Subs’ public safety foundation, which provides vital equipment to local fire stations in Islamorada and Conch Key. “This is a wonderful community. I live in it and always want to be a part of it,” said Suga. “We take a lot of pride in supporting local charities. Producing Keys to Country can be a delicate balance, particularly with limited seats during social distancing.

We want to offer locals and our guests an opportunity to attend, but during these difficult times we are trying to figure it out like everyone else.”

Suga says the Keys to Country series is more of an “adultcentric” event that celebrates the unique bond among the 280 employees at Hawks Cay — all of whom Suga is proud to say he knows by name.

For now, the event offers about 200 seats, but without social distancing restrictions, the Hawks Cay event lawn can accommodate up to 500 seats. And while the series doesn’t necessarily share the same philanthropic vein as their Heroes Salute, Suga says bringing national country music stars to the Middle Keys will only help bolster the Middle Keys.

“It’s not just about us,” said Suga. “It’s about bringing attention to the Keys and putting eyes on us as a destination.”

The next Keys to Country shows take place Friday, April 23 and Saturday, April 24, featuring The Warren Brothers, who have written hits for the likes of Tim McGraw, Dierks Bentley and Blake Shelton. Their songs have also been recorded by Luke Bryan, Cole Swindell, Billy Currington and many others.

No matter how bright the star power from the Hawks Cay stage, Suga maintains it all comes down to his workers.

WHAT ARE THE ‘D’ NAMES IN THE FLORIDA KEYS? I’ll take Dump Key for $300, Alex

F

or those who have spent time driving up and down the Keys, they have seen the green and white road signs announcing the names of the scores of islands stitched together by the asphalt and bridges used to build the Overseas Highway. Some of the islands are better known than others.

Anyone with even a whiff of familiarity with the Keys recognizes names like Key West and Key Largo.

Islands connected by the highway like Knights Key, Big Pine, Bahia Honda, maybe even Ramrod Key, have less familiar names.

That last one, Ramrod Key, found in the area of MM 26, was named after the ship Ramrod that wrecked on the reefs offshore in the early 1800s. Certainly, Marathon and Islamorada are familiar names, but no matter how many travel writers label them keys, Marathon Key and Islamorada Key are not real places. Marathon and Islamorada are both umbrella terms for collections of islands.

Considering the long, long list of islands making up the Florida Keys archipelago, and there are hundreds of them, some interesting name choices have been made. Concentrating on just those islands beginning with the letter “d,” some prime examples are the Desolation, Don Quixote, and Dildo keys.

The Desolation Keys are located northwest of Boca Chica Key. Boca Chica is the second to last island along the highway before reaching Key West — Boca Chica, Stock Island, Key West.

The Desolation Keys are 2.5 miles north of the road. As is the case with nearly every island in the chain, Desolation was not their only name.

On an 1861 U.S. Coast Survey, the islands were identified as the Dissolution Keys. The U.S.

Coast & Geodetic Survey Chart no. 169, dated 1878, noted Desolation Keys. In 1909, U.S. Coast Survey Chart no. 585, “Key West Harbor & Approaches” also designated the islands as Desolation Keys.

They have also been BRAD called the Grassy Keys. The BERTELLI name Grassy Keys should not be confused with ... is the curator the more familiar Grassy for Islamorada’s Key. Grassy Key is one of Keys History & the islands linked by the Discovery Center.

Mitzi, by the way, is buried on the grounds of the Dolphin Research Center.

Another curious choice of names is Don Quixote Key, located about one mile north of Horseshoe Beach. The beach is one of those places that locals have been chilling at for decades. It is found on West Summerland Key. In terms of the Overseas Highway, West Summerland is the island between Bahia Honda and Big Pine Key. In a 1935 report to The U.S. Coast & Geodetic Survey, “This small key lies to the south of No Name Key. The origin of the name is obscure, and the name is rather unusual. It is fairly well established locally.”

One of the more attention-grabbing names of all the Florida Keys is Dildo Key. Located seven miles south-southeast of Flamingo, the provocative name might not stem from the

first thought that jumps to mind. An interesting thing about the word dildo is that it is a surprisingly old word that has been used to describe a phalliclooking object used for its imagined purpose all the way back to 1598.

In the case of Dildo Key, the name is based on something of a pricklier nature — Cerus pentagonus, a cactus sometimes called the triangle cactus, Night-Blooming Cerus, or the dildo cactus. The climbing cactus, readily found on the island, produces small, red fruits about two inches long that are a kind of dragon fruit. High in magnesium and fiber, dragon fruit is also known as pitahaya and strawberry pear.

Not to end this in the dumper, but the Dump Keys cannot be ignored for reasons Upper Keys backcountry fishing guides have understood for decades. The Dump Keys are between Plantation Key and Snake Bight and are, apparently, great places for fishing guides making the run to Flamingo and Cape Sable to make a comfort stop.

Appropriately, the two islands were known as the Sh*t Keys for years. The name changed to the more readerfriendly Chit Keys, and is now marked on maps and charts as the Dump Keys.

FREAKY WEATHER EVENTS Strange atmospheric phenomena all around us

T

his past Monday morning, just after the freaky wind and rain event that propelled a sailboat into the tie lines near the Seven Mile Bridge, I got a call from Sarah to check out the fish in the parking lot of the Town Square Mall. (Please remember that the April Fool’s column was two weeks ago.)

When I got there, I noticed a dozen or so little fish strewn about a parking space. A few things went through my mind, the first of which was that there was no way any high tide would have reached this far inland and deposited these little fish. The second was that they looked awfully small for Keys baitfish, and likely didn’t spill over the edge of someone’s bait bucket at a commercial retail and office space not usually known for its fine sportfishing.

Under the theory of Occam’s Razor, where the simplest explanation is usually the right one, this can mean but one thing: Sharknado!

Well … Little Fish-Nado. Maybe.

Someone posted a photo of menacinglooking swirling clouds and wondered if a tornado had hit. And while we had a lot of wind and rain, the gustiest of winds won’t send a small school of little fishies out of the water and over decent-sized buildings so they can come to their final resting place in the Town Square Mall parking lot. Gusty winds wouldn’t, but a waterspout would. It’s not unprecedented: according to the BBC, “Scientists say that ‘fish rain’ usually occurs when swirling whirlwinds over relatively shallow water develops into waterspouts and sucks in almost anything in the water including fish, eels and even frogs.”

And maybe sharks.

While embracing the sheer terror in acknowledging that sharknados are technically possible, let’s move on and explore some other mind-boggling and potentially scary weather phenomena!

One actually terrifying weather event is the fire tornado! Spawned by wildfires like the Carr wildfire in California in 2018, fire tornados are terrible and ferocious. “These systems begin to dominate the large-scale fire dynamics. They lead to extreme hazard and control problems. In size, they average 100 to 1,000 feet in diameter and have rotational velocities up to 90 mph.” (wunderground.com) And the less said about volcanic tornados or volcanic lightning (they really exist), the better.

Lightning is a scary phenomenon in and of itself. When one considers that a bolt of electrically charged plasma can heat the surrounding gas to 50,000 degrees Kelvin and can contain up to 120,000 amps of current, it’s not surprising that golfers with bags

of lightning rods scramble to find safe shelter as a storm approaches.

Perhaps the strangest form of lightning is ball lightning — a spitting, sparking, sputtering orb of electrically charged plasma that bounces off objects, burns things and leaves a sulfuric smell in its wake. That’s all we really need — a hot little sun zig-zagging randomly and leaving charred remains

behind.

A nightmarish, yet less hazardous, weather event is the phenomenon known as blood rain. Originally thought to be a bad omen from the gods, blood rain is usually caused by airborne spores of the microalgae Trentepohlia. Some theorize that it can be caused by dust as well. And this red rain has nothing to do with what causes blood falls in Antarctica.

A hypersaline lake is trapped under Taylor Glacier, and as water from this lake flows through cracks in the ice, interaction with air turns it the color of blood. It looks as if a wounded Earth is bleeding all over the ice.

Truly terrifying is the dreaded sinkhole! They happen semi-frequently up in Central Florida, where underground caverns form in the porous limestone rock. The ground above gives way, and suddenly: Whoomp! There it’s not. In March 2013, a sinkhole formed under the floor of a bedroom in a house near Tampa, killing a 37-year-old Florida Man. A 1981 sinkhole near Orlando grew to 400 feet across and claimed five sports cars, most of two businesses, a three-bedroom house and the deep end of an Olympic-size swimming pool. In the Sunshine State, when you feel the ground underneath you giving way, it’s not your imagination.

Scary stuff indeed, this spectrum of natural phenomena. Whether it’s weather, geology or simply wondering how fish found their way to an inland parking lot, I just hope our future doesn’t include a sharknado. Or a sinkhole. Stay safe!
