he state’s top education official last week ordered Florida Keys schools to offer full-time, face-to-face instruction for all students by the end of the month, despite the school district’s and the health department’s continuing concerns about community spread of the COVID virus.

In his directive, Commissioner of Education Richard Corcoran indicated that the Monroe County School District will face “significant financial penalties if we do not comply with his order,” Superintendent Theresa Axford told the county’s teachers in an internal email on Saturday.

In her email, Axford apologizes to teachers.

“It is with a heavy heart that I write to you this afternoon,” Axford writes. “I received a letter from the Commissioner of Education on Friday (March 5) at 5:09 p.m., which requires us to offer five days of in-person instruction to all students who want it.

“We have been aware of a group of parents who have been pursuing this five-day, in-person option, but we believed that we were working with them to resolve their concerns. They apparently have been calling the commissioner on a regular basis to complain.

“We were using an A/B day based on our health department’s recommendation that our community spread of the virus was too high to bring all of our students in. Apparently the commissioner does not believe that the level of community spread of the virus is an acceptable reason to not offer five days of face to face instruction.

He has sent a clear directive that indicates there will be significant financial penalties if we do not comply with his order.”

School board members respond The mandate confounded Monroe County school board members Sue Woltanski, John Dick and Bobby Highsmith, especially as it concerns advice from the state Department of Health in Monroe County.

“(The state) acts like we did something wrong, but in their executive order it states that school districts should be open for every student five days a week ... with the approval of the local health department,” board chair Superintendent Dick said. “We still have Theresa Axford concerns from the local health department. How are they alleviated now?

But to act like we did something wrong is incorrect.

I will challenge them at any time.”

Woltanski said the state wanted schools open “subject to the advice of local health departments.

Now the commissioner of education wants us to ignore our health department’s advice.”

The entire board said if all the students elect to come back to school for five days a week of instruction, it will be impossible to maintain social distance in the classroom or on buses.

“I am pleased for those students and families that are in need of our schools five days a week. I also understand that this mandate is not necessarily what is best for everyone in the district,” board member Mindy Conn said. She also said the full reopening of school will help improve the “high number of absenteeism … and improve student grades and prepare for testing season.”

Board member Andy Griffiths, however, said the Keys’ rate of attendance is better than the state average. He called the state’s mandate, and a corresponding reduction in funding if the district doesn’t comply, a threat. “They can legally withhold funding. We could go it alone; we wouldn’t have to listen to them. But we are going to do what they say because they have what we want,” Griffiths said. At a March 9 school board meeting, Griffiths asked the board attorney to explore the possibility of the school district withdrawing from the

Florida Education Finance Program, as the state’s school funding formula punishes Monroe County, whose high property values and corresponding property taxes fund the lion’s share of its schools, not state money.

“Our students have been suffering and failing at unprecedented levels,” said board member Bobby Highsmith.

“Perhaps if we found a more effective way to implement the A/B schedule, we wouldn’t be where we are today.”

Teachers respond The Keys Weekly spoke to two teachers in the Middle Keys, both of whom declined to be identified. A high school teacher said the implications of the state mandate for Keys schools change minute to minute. Mostly, though, the teacher said, it will affect middle school students. “They have the smaller classrooms and more parents are eager to send their middle school students back to school. I don’t think we will see as many high schoolers return to five days a week in the classroom.”

A middle school teacher said colleagues have legitimate concerns, especially due to the vaccination rollout.

The teacher added that she is traveling to the mainland this week for her first shot.

If Keys students return to fully open schools after spring break on March 29, that only means five or six remaining weeks of school for seniors, who typically end the school year first in mid-May. Coral Shores High School teacher Jennifer Webb recently received her first dose of the COVID-19 vaccine at the CVS in Homestead last weekend.

“I am so excited that vaccines finally became available for all teachers.

I will feel so much more comfortable being at school every day after I get my second shot and it takes full effect,” Webb said.

Parents, students respond Mandy Rodriguez has two kids in the school system. He’s delighted they are being invited back full time.

“I wasn’t a super A student,” said the Dolphin Research Center leader.

“For those like me, going to school every day is a challenge.” And while the kids are doing their work on the virtual days, many are cutting corners.

“Are you going to spend eight hours on it, or are you going to do it as fast as possible?”

The district is conducting a threequestion survey right now. Parents are asked to input their school; whether the child will return to school, stay on the A/B schedule, or stay completely virtual; and whether the student needs transportation to school.

Although Rodriguez is able to bring his children to the Dolphin Research Center, not every parent can do that.

“So, do the kids stay home alone? It’s a difficult thing to balance.”

Jordan Rodriguez is a senior at Marathon High School. He’s not enthused about a five-day schedule, but sees the advantage.

“Honestly, I wouldn’t like going to school every day. But it will help me with my academics. Mostly likely I will go every day, but I am not looking forward to it,” he said.

How many have been infected at schools?

Since August 2020, when the Monroe County School District started keeping track, 197 students have reportedly tested positive for COVID-19, as well as 33 teachers and 39

staff members. School officials have said there has been a recent outbreak among bus drivers in the Middle and Upper Keys, further complicating matters, as officials have to revise the bus routes to enable every child to come to school five days a week. Since Feb. 25, 28 new infections have been reported among students, staff and teachers.

Axford added that even if staff members haven’t tested positive, they often have to quarantine if they are found to have been in close contact with someone who tests positive.

Teachers and vaccines Superintendent Axford told the Keys Weekly that as of Tuesday, March 9, she believed “between 80 and 100 school teachers in the Keys have been vaccinated,” but she added that the number increases exponentially each day as teachers pursue shots wherever they can get them.

Florida is following federal guidelines by allowing vaccinations among teachers, day care and preschool workers of all ages. Several pharmacies are participating in the federal guidelines, including 67 CVS pharmacies in MiamiDade. No CVS pharmacies in Monroe County are administering vaccines just yet. The nearest CVS pharmacy administering shots is in Homestead. (Learn more at https://www.cvs.com/immunizations/covid-19-vaccine).

Publix officials said their stores are following guidelines laid forth by the president’s administration, meaning stores in Islamorada and at the Key Plaza Shopping Center in Key West are opening vaccination appointments to teachers and childcare workers.

Booking opportunities for the Johnson & Johnson vaccine begin on Wednesdays at 7 a.m. for appointments on Saturdays and Sundays. Registrations for the Moderna vaccine can be made on Mondays and Fridays beginning at 7 a.m. (Register at https://www.publix. com/covid-vaccine/florida).

oughly a year ago marked the beginnings of COVID-19 in the Keys. The course of the year drastically changed, with a checkpoint that kept tourists away for some time, a mask mandate and capacity limits inside businesses.

School closures forced a full-on virtual instruction format for a time.

In-person class resumed eventually, with K-5 students returning to school full-time. Meanwhile, some middleand high-school students enter the classroom on A days while others go on B days.

With a recent order by Florida’s education commissioner, parents who want their children back full-time will

response via their mobile response team, said Becky Herrin, communications coordinator for the district’s COVID-19 response.

Dunleavy has spent her career working with the young population as a licensed mental health counselor.

Along with the coronavirus, Dunleavy notes that high crisis time usually occurs between spring break and the end of the year.

“It’s also testing season. I think people get anxious,” she said. “There are a lot of factors in play affecting their anxiety and stress levels, and of course that’s going to have an impact on their health.”

have that choice available (see page 4 for more). And teachers of all ages are able to get vaccinated.

Despite the developments that look to get students back in the classroom full time, grade struggles and motivation problems have been apparent among the student population.

Health officials usually assess how a community is affected following natural disasters like hurricanes. Studies have shown that chronic depression and anxiety last long after the event.

Look no further than Hurricane Irma.

Working closely with Monroe County schools is Guidance Care Center, which provides services from counseling to therapy for students inside school facilities. Maureen Dunleavy, area director for the Guidance Care Center, said they are seeing more anxiety and depression among students and adults due to less social interaction among classmates and friends.

“And that is also a predictive factor when we look at suicide risk and mental health,” she said. “Not only are we having more anxiety and more depression, but we’ve had less social connectedness because they’ve been on A/B, for the older kids. They’ve been away from doing social things, and that also has had an impact. It’s almost like a double whammy.”

Sixteen school-based counselors and therapists employed by the Guidance Care Center are in Monroe County Schools providing support to families and students. In collaboration with school counselors and school social workers, they provide crisis

with others. Zuba said the cases are typically referred to Guidance Care Center or private counselors for further help.

“We try to give them those referrals as needed,” he said. “We also try to get them to exercise as much as possible. Exercise and moving around does help.”

Zuba said he and other pediatricians are following guidance put out by the American Academy of Pediatrics on supporting emotional and behavioral needs of children, adolescents and families during the pandemic. The report, which came out in January, states that older children and adolescents may find the social isolation related to the pandemic overwhelming, as socializing with peers is a mainstay of child and adolescent development.

“School-aged and older children have had their social needs disrupted significantly,” the report reads. “They also may have heightened fears about

the virus, which can result in exaggerated estimation of risk and excessive worry about themselves or their families, especially in families of essential workers.”

Caregivers should be mindful of their sense of loneliness and uncertainty as they try to develop self-efficacy and confidence in their position in the world, the report says.

In many cases, quarantine increased the time that families are together. Woody Hanford, program manager with the juvenile division for the Monroe County Sheriff’s Office, acknowledged that it partly explains the drop in juvenile crime. Twelve kids are currently in the juvenile program. Of those, six were the result of incidents in school.

“Kids were home and forced to sit down and talk with their parents and have dinner with their parents,” said Hanford, who has spent his life working with juveniles. “They weren’t running off getting in trouble. During COVID, the family returned in some cases.”

And even with kids confined to the home for the better part of last year, Hanford said the division did not see any noticeable increase in domestic violence arrests. Hanford also attributes drops in juvenile delinquency to the school resource officer program.

Dunleavy said she is offering a 60-minute webinar on Friday, March 12 at 12:30 p.m. that delves into everything from suicide prevention to the impact of COVID-19 on mental health and coping methods.

“I’m doing this training in order to help people get the skills to be able to know what to watch for and to know when they need assistance,” she said.

PARKING FINES GOING UP IN ISLAMORADA JIM McCARTHY

ines for illegal parking are going up in the village of Islamorada following council members’ recent approval. A social media outreach program also garnered support to showcase to the public what village government is doing.

The council voted 5-0 at its most recent meeting to approve an ordinance raising fines for illegal parking. As recommended by the council, cars that illegally park on rights-of-way and streets in the village will face a $200 fine. That’s up from what was originally a $30 penalty. If unpaid after 30 days, that penalty goes up to $250. It was originally $50.

“The fine will be posted along with the signage for no-parking areas,” Village Attorney Roget Bryan said.

Councilman Pete Bacheler said fines will only apply to areas that have no-parking signs posted.

“If it’s not posted, you’re not going to get a ticket,” he said.

Sheriff’s deputies will issue the tickets, and the village’s code-enforcement staff will be trained to do so as well. Village staff will handle administration.

In other matters, an agreement was approved between the village and Carlos Garcia, creative director with Attention Media, for a social media outreach pilot program. On Feb. 4, the council proposed and discussed a social media project to promote transparency within village An aerial of the parking situation at the government. An agreement Fills in June 2020. Bachelor took issue with the way the terms were reduced to prevent it from going out to bid.

“I’m just uncomfortable with the technique used,” he said. “It’s sloppy and it doesn't take into account what our citizens are electing to take care of.”

Through the agreement, Garcia will be working with the village council to develop content for viewing on media platforms like Facebook and Instagram. Garcia produced content for the campaigns of Mayor Buddy Pinder and Councilman David Webb.

“It’s not only going to be us,” said Pinder. “It’s going to be staff members. We want people to know what’s going on in this village. As far as I’m concerned, to me, even at the one-year mark at $5,000 a year, I’ll say I was OK with that.”

Garcia said his company creates awareness for clients and noted the importance of content distribution. He stated the company networked with other cities to glean best practices; that they would create content and produce it on a weekly basis; that the goal was to reach more people and create a greater awareness.

Village council is set to convene for a regular meeting on Thursday, March 18 at 5 p.m. Only council members and essential staff members required to conduct the meetings will be in physical attendance.

KEY WEST’S CRUISE SHIP VOTE HITS ROUGH WATER STATE BILL TO VOID KEY WEST’S REFERENDUM PASSES COMMITTEE MANDY MILES

A

state legislator’s attempt to nullify a Key West referendum on cruise ships moved a step closer to passage on March 10.

A majority of Key West voters elected in November to reduce Key West’s pre-pandemic cruise ship industry by about 92%, compared to pre-pandemic port visits.

With ballots as their voices, those voters — about 62% of them — told city lawmakers to change the city’s charter so it would prohibit cruise ships that carry more than 1,300 total people, not just passengers, from docking in Key West. The charter change would also mean no more than 1,500 people can come ashore in Key West on a given day and gives docking priority to ships with the best environmental records.

Then the Florida legislature convened on March 2 and Sen. Jim Boyd, a Republican from Bradenton, filed Senate Bill 426, which would nullify the Key West charter changes by taking away port cities’ authority to turn away certain ships, based on size, passenger count or other characteristics.

Boyd’s bill also expressly nullifies any local referendum or ballot initiative to change a city’s port operations. The bill applies to four of Florida’s 15 ports that are owned by cities and not counties — Key West, Pensacola, Panama City and St. Petersburg.

Senate Bill 426 states, “a local government may not restrict or regulate commerce in the seaports of this state ... including, but not limited to, regulating or restricting a vessel’s type or size, source or type of cargo, or number, origin, or nationality of passengers. All such matters are expressly preempted to the state.”

The bill also specifies, “A local ballot initiative or referendum may not restrict maritime commerce in the seaports of this state, including, but not limited to, restricting such commerce based on any of the following: 1. Vessel type, size, number, or capacity. 2. Number,

origin, nationality, embarkation, or disembarkation of passengers or crew or their entry into this state or any local jurisdiction. 3. Source, type, loading, or unloading of cargo. 4.

Environmental or health records of a particular vessel or vessel line. (b) Any local ballot initiative or referendum, or any local law, charter amendment, ordinance, resolution, regulation, or policy adopted in a local ballot initiative or referendum, in violation of this subsection which was adopted before, on, or after the effective date of this act is prohibited and void.”

The Florida senate transportation committee on Wednesday morning passed Senate Bill 426 with a 5-2 vote. Senator Keith Perry was absent for the vote.

Florida Keys state Sen. Ana Maria Rodriguez, who sits on the transportation committee, voted against the bill after it was made clear the bill would pass the committee based on members’ comments before the vote.

Two more Senate committees and two state House committees must approve the bill before it goes to the full floor of the state congress for a final vote.

Sen. Rodriguez told the Keys Weekly on March 9, the day before the committee meeting, “I don’t know for certain that this bill stems from the Key West vote. It’s possible that’s what prompted Senator Boyd to file it, but I’m still going to give it my all with regard to my amendment.”

OBITUARY

Scott Phipps Scott Pearce Phipps passed away on Feb. 19, 2021 at Kendall Regional Medical Center in Miami.

Born in Greensboro, North Carolina on Feb. 12, 1957, he was the first child of Hilary and Fred Phipps.

Scott grew up in Dania as his family moved to Florida when he was just 4 years old. Growing up in such proximity to the ocean fit Scott like a glove, as he demonstrated at an early age that he was most in his element when immersed in the elements of nature, most specifically the irresistible draws of fishing and the ocean.

Scott’s second defining characteristic was his intellectual horsepower. The fact that he excelled in the classroom with relative ease was a source of envy and perhaps even a little jealousy from friends and siblings alike. He graduated with honors from South Broward High School in 1975, and his overall academic performance led to multiple offers to continue his formal education at a number of attractive institutions of higher learning. However, Scott’s heart was leading him down a different path.

Another of his prominent characteristics was a passion to help and provide care for people, regardless of how challenging or dangerous the environment. This was evident from his early days as a lifeguard, and is what led him to become a firefighter for the City of Dania, an EMT with the City of Hollywood and ultimately to go back to school at Broward Community College to earn a degree in nursing.

His pursuit of the ideal combination of location and the opportunity for professional growth eventually led Scott to the Florida Keys, where he was able to live on his sailboat and work as an emergency room nurse at Fishermen’s Hospital in Marathon. As if that work environment wasn’t intense enough, he then became a flight nurse on Monroe County’s Trauma Star helicopter. The intellectual and physical demands of this position, along with the nature of the patients he cared for, made it a logical culmination of his professional life’s work.

The most important of Scott’s gifts, however, was his capacity for compassion, kindness and love. Unfortunately, true authenticity has become a rare commodity in recent years, but Scott had it in abundance. To meet Scott was to like him, and to know him was to love him. It was fitting that when he followed his heart to Marathon, it was there that he met the love of his life, Donna Angrick, whom he married on Feb. 12, 2013 and in whom he finally found his soulmate.

In addition to his wife Donna, Scott is both survived, and will be dearly missed, by his mother Hilary, brother Jeffrey, sister Leslie Kern, nieces Skylar Phipps, Lindsey Kern, Melissa Kern Griswold, nephews Brendan Kern, Dalton Kern, mother-in-law Phyllis Angrick, father-in-law Al Murphy and brother-in-law Allen Kern. However, Scott will always have a special place in the hearts of all those who were blessed to have known him.

In lieu of flowers, the family requests donations be made to the Turtle Hospital in Marathon, Florida.

TAX COLLECTOR’S KEY WEST OFFICE ADDS PASSPORT SERVICES

dd passports to the list of services offered at the Monroe County Tax Collector’s Office. Beginning Monday, March 15, residents can stop by the office inside the Harvey Government Center in Key West to

apply.

On Feb. 3, the office became an official passport acceptance facility after receiving final approval from the U.S. departments of Homeland Security and State in Washington, D.C. Newly-elected Tax Collector Sam Steele said the office became the second tax collector’s office in Florida to provide this service.

“It is very exciting,” Steele said, “I have been working with the U.S. Department of State on receiving approval for this high-demand service “I have been since November. This service will currently only be offered at the — Sam Steele Key West Main Office in the Harvey Government Center.

Depending on the program's success, Steele said his office will explore the opportunity of implementing the service at the Plantation Key Office in the future.

Customers looking to get a passport at the Key West office must call for an appointment (only applications for original passports will be processed, not renewals). The passport agent will verify the identity of the customer, ensure the proper forms have been filled out correctly and the required documents have been submitted.

The customer will write a check or money order directly to the U.S. Department of State for their fees and a separate payment to the Tax Collector’s Office (check or credit/debit card only). The agent will mail the applications daily to the Department of State via priority mail with a tracking number and the agent has a responsibility to track the package for seven days until it is received at the lockbox.

The Tax Collector’s Office will charge a required $35 processing fee, an optional $20 photograph fee, and an optional $25.50 expedite fee. Steele said that, “with the potential of collecting up to $80.50 per transaction, this is a great way to grow our bottom line, generate more revenue for the county, and provide an essential service for the public. We are now a one-stop-shop for original passports.”

Original passport services will be offered in the Harvey Government Center, located at 1200 Truman Ave., Suite 101.

From arsenic poisoning to a move to Indian Key BRAD BERTELLI

D

r. Henry Perrine never fully recovered from the accidental arsenic poisoning. He felt fine during warmer months, but once the seasonal temperatures began to drop, his body would break down. Accepting the position of consul representing the United States on the tropical Yucatan Peninsula became a health-based decision. The 10-year assignment began in 1827.

The doctor’s primary responsibility at Tabasco, Mexico, was checking cargo being imported from, or exported to, the United States. His schedule offered ample time to explore the local villages, where he provided whatever medical assistance he could. He discovered that much of the medicine used was the product of local plants. Once the villagers understood the doctor’s interest in the local botanicals’ healing nature, and his willingness to help the villagers in need, they began to bring him samples. This root soothes stomach pains. This leaf is used for aches.

The villagers surprised him one day with a colorful parrot. The bird had been taught to say, “Dr. Perrine, Dr. Perrine!” Tickled by their gift, he sent the parrot home to his family in New York so they could hear his name echoing through their house in his absence, “Dr. Perrine, Dr. Perrine!”

When the parrot arrived, the family wanted to give it an appropriately colorful red cage. The parrot, as the birds do, chewed and chewed on the cage’s lead-based painted bars. On the third day in its new home, the parrot fell to the cage’s floor and, as it convulsed, cried out, “Dr. Perrine, Dr. Perrine!”

Meanwhile, President John Quincy Adams sent a letter to each of the newly appointed consuls, requesting they document any plants that might prove beneficial to the United States.

Perrine was the one in 100 consuls who took the directive seriously. Not only did Perrine compile copious notes

about the local flora, he noted seasonal weather patterns. He also shipped seeds and samples to horticulturally-minded friends in America, including the Florida Territory’s John Dubose and Charles Howe. Dubose, the lighthouse keeper at Key Biscayne’s Cape Florida Lighthouse, was sent more than 100 boxes of botanical samples.

In 1833, Perrine wrote, “We have testimony of the healthiness of Cape Florida in its most unequivocal form. The family These are the children of Henry Perrine: Sarah, Henry of J. Dubose, consisting of Jr., and Hester. The family would take up residence on eleven whites, and several Indian Key in 1838. CONTRIBUTED negroes, has not had a case of sickness during the last seven years. The tenderest and most productive vegetables of the tropics are flourishing under his care. …

The harbor at the cape … is easily accessible and a voyage to and from the northern states can be made easily. … Humanity requires that Key Biscayne should be made an available resort as soon as possible. … At Cape Florida, an association might be readily formed with a capital of a hundred thousand dollars which would furnish the buildings, gardens, and other conveniences requisite for the most squeamish visitor, and keep a packet running every month with passengers and effects from the north. The most luxurious accommodations could be profitably afforded at half the price paid in Havana.”

As he had with Dubose at Cape Florida, Perrine sent crates of botanical samples to Charles Howe at Indian Key. A hurricane in 1835 destroyed many of Perrine’s plants at Cape Florida. At Indian Key, the damage was estimated at $500 and included the destruction of citrus trees. The 1835 storm is particularly notable because it became the first hurricane recorded at Key West. Two additional events of note occurred in 1835. Halley’s Comet burned a fiery line across the Florida Keys’ skies, and hostile engagements sparked the second escalation of the Seminole War. At the end of his 10-year post at Tabasco, Perrine returned to New York to be with his family. In December 1838, Perrine, his wife Ann, and their three children, Hester, Sarah, and Henry Jr., set sail for Indian Key. They arrived on Christmas Day. In a memoir written by Hester Perrine, she recorded her first impression of Indian Key: “I cannot forget our delight on first seeing this beautiful little island of only 12 acres. It was truly a ‘Gem of the Ocean.’ The trees were many of them covered with morning glories of all colors, while the waving palms, tamarinds, papaws, guavas, seaside grape trees and many others too numerous to mention made it seem to us like fairy land, coming as we did from the midst of snow and ice.”

A JOURNEY UNLIKE ANY OTHER Coral Shores grad overcomes hurdles, works to support community in time of need

G

oing from high school to the real world can carry a host of challenges, but it tends to also see triumphs. In the Upper Keys, look no further than Coral Shores High School 2012 graduate Anouk

Bellion.

Despite the struggles she faces when it comes to staying in the states, the licensed nurse is chasing her dreams and working on the front lines, testing and vaccinating community members during the COVID-19 pandemic.

Born in France, Bellion came to the U.S. and the Florida Keys in 2008 with her mom, Alex, and dad, Pierre-Marc, and her sister, Emma. Bellion says it wasn’t an easy move, having not spoken English before. In due time, however, she’d become fluent in the language — a welcoming Keys community would be the impetus behind her desire to quickly learn.

“I could tell the Keys community was strong and close,” Bellion said. “I wanted to get to know everybody.”

Upon graduation, Bellion entered a college search process that was unfamiliar to her. She applied to several places and ended up choosing the University of Florida.

With interests in science, medicine and children, she prepared to declare nursing as her major. She couldn’t start nursing studies until her junior year, however, so she chose to pursue an education in family youth and community science, with a plan to eventually get into accelerated nursing program.

“I always had an interest in medicine,” Bellion said.

“When my sister was little and sick, I always knew what to give her. My mom would supervise me, but she always allowed me to help out.

“I thought about pharmacy, but I knew I wouldn’t get the interaction with kids and patients,” she continued. “I thought about maybe becoming a teacher, but I realized I could do that later on. My roommate was a nursing student and told me what she was learning. I thought it was something I’d enjoy since you’re helping people.”

Bellion started her college career at the University of Florida on her parents’ visa they had through their business in Cafe Moka, but she was kicked off once she turned 21. She secured a student visa through graduation in 2017. She then received a work visa upon taking a position as a paraprofessional at Key Largo School.

“They actually wanted to keep me as a kindergarten teacher full-time. I thought about doing that to make more money for nursing school, but my visa seemed to catch up with me again,” she said.

“I was allowed a work visa for a year for something I studied. Teaching went with the social science part, so I was able to do that.”

Her paraprofessional career lasted a year with the visa.

Pursuing a nursing degree was back in Bellion’s mind as she applied to a number of programs. Another hurdle came about for Bellion: many accelerated programs were not accepting student visas. While frustrated, she was told to look into nursing school at the College of the Florida Keys. Sure enough, she was able to apply right away and start in fall 2018.

While residing in the Keys, Bellion’s college career was subject to exorbitant out-of-state tuition costs since she was technically an international student. Help from then-state Rep. Holly Raschein and assistant at the time, Erin Muir, allowed Bellion to pay the in-state rate while attending the University of Florida.

“That’s a big part of the Keys community,” she said. “I didn’t ask for help. I don’t know who told who, but it was amazing to have this happen to me.”

At 24, Bellion couldn’t claim residency with her parents, thus forcing her to pay out-of-state tuition during her education at the College of the Florida Keys. But her parents assisted along the way though as she helped out at the cafe in exchange.

Having graduated from the nursing program in May 2020, Bellion again had the need for a work visa. She searched for a job and was set to work with the travel nursing company ADEX Medical Staffing at a hospital in Rockville, Maryland last fall.

Not only was she on the way to securing a work visa, but after two-and-a-half years, she’d be able to be sponsored for a green card by ADEX. She signed the paperwork last summer to begin.

An immigration freeze hit not a week later. It not only put a halt to green cards for new immigrants, but it also put a temporary stop to work visas for skilled workers like Bellion.

“They said they couldn’t file a visa and hire me right now. It was terrible. I was getting ready to move,” she said. “They told me to find another job until April 2021, and hopefully the freeze will end.”

With a freeze in place, she searched for work and a visa. That’s when she decided to work with the Florida Department of Health in Monroe

County last November. Since then, she’s conducted COVID-19 testing on county residents from Key West to Key Largo.

She also supervised a mass vaccination clinic on March 6 at the Murray Nelson Government Center. Some 400 vaccines were given to residents.

“I actually used to come into the health department as a patient. I didn’t have health insurance being international,” she said. “I have interest in public health and helping people like me who don’t have access to insurance and health care.”

“I always had an interest in medicine,when my sister was little and sick, I always knew what to give her. My mom would supervise me, but she always allowed me to help out.”

The freeze on temporary work visas is set to expire March 31, meaning Bellion will be able to retrieve the visa she needs to continue her work.

Unfortunately, Bellion says she can’t stay in the Keys with her visa expiring next month. She’s set to go to Maryland to begin her work. As much as she’d love to stay here, she said it’s been a pleasant experience in the Keys.

“I’m glad I was able to help the community like this,” she said.

Bellion said her goal is to become a pediatric or a neonatal nurse.

Like many Upper Keys students, Bellion was able to receive financial assistance through the Upper Keys Rotary Club. Through its signature event in the Gigantic Nautical Flea Market, around $200,000 is raised to support students’ next journey, whether it be college or trade school.

“It helped me a lot,” she said. “When I was on my parents’ visa, I wasn’t allowed to work at all. I used it for books, housing and anything I could use it for.”

For the first time in 26 years, the Gigantic Nautical Flea Market wasn’t held in person due to the ongoing coronavirus pandemic. A fundraising effort continues, however. our-year volleyball standout for the Coral Shores Hurricanes Riley Dobson has signed a scholarship letter of intent to play at Louisburg College in North Carolina.

Dobson, who was named Monroe County Player of the Year in volleyball last December, chose Louisburg from a number of colleges vying for her services.

“It was a tough decision, but I ultimately felt best about the direction their (Louisburg’s) program is going and I also fell in love with the area” Dobson said.

Coincidentally, Louisburg’s nickname is also the “Hurricanes.”

Louisburg head volleyball coach Haley Price said she is excited about adding Riley Dobson to the Hurricane roster.

“She is an explosive player who we think can assist us right away,” Price said.

Dobson has been a three-sport standout since entering Coral Shores as a ninth-grader. She was a force on the basketball team, which finished first in its district for regular season play. She led the team in blocks and rebounds and finished seventh in the

state in rebounding average. Last week, she set a new school standard in track with a discus throw of 88 feet, 2 inches.

“I have watched Riley play sports since she was 4 years old,” said Hurricanes head volleyball coach Kathy Ets-Hokin. “She was always a natural athlete, but she has emerged into an elite athlete at Coral Shores. She is a leader who is committed, competitive, and perseveres until she has reached her goal for that day.”

Ets-Hokin said Dobson is ready to move to the next level of play, as she thrives for higher level drills, games and teams.

“She is known as ‘the beast’ in our county for a reason. I wish her the best in her new school with her new team. I know Riley will be a great asset to Louisburg,” Ets-Hokin said.

Basketball coach Pat Meyers said Dobson is an incredible athlete and truly is a leader.

“She has something you can't teach and that is heart and desire. Riley will never give up on a play and always plays the game like it should be played,” he said.

Mom Tracy Dobson said her daughter has always been able to pick up a ball and know exactly what to do with it.

“And being active and remaining upbeat and positive is just who she is. She loves to make herself and others laugh; she is just so much fun to be around and I’m so proud of her for brightening my life and I look forward to watching her grow and brighten others’ lives in her path,” Dobson said.

Coral Shores athletic director Rich Russell said Dobson is one of the best all-around athletes ever at Coral Shores.

“She brings an infectious upbeat approach with all her involvements and has a ‘servant’s heart’ when it comes to helping others. She has been and will continue to be a great source of pride for her family, Coral Shores, and all of the Upper Keys,” he said.

live panel discussion set for Wednesday, March 24 features three women whose efforts have been focused on saving the Everglades.

Hosted by the Keys History & Discovery Center, the “Women on a Mission: Saving the Everglades” panel includes Mary Barley, founding director for the Everglades Foundation; Elizabeth Jolin, captain and board member of Florida Bay Forever; and Chloe Vorseth, ForEverglades Fellow for the Everglades Foundation. Jill Miranda Baker, Keys History & Discovery Center executive director, will moderate the discussion.

BRIEFLY ‘The Connections Project’ touring the Keys “The Connections Project: A Mosaic of the Florida Keys” is on display at the Roberto Russell Galleries at Ocean Sotheby’s through Sunday, March 14. “The Connections Project” is run by the Florida Keys Council of the Arts to raise money for local artists and arts organizations. “It’s the project’s ninth year, and it’s become our signature project,” said executive director Elizabeth Young. “I’m thrilled at how many people participate. It’s really joyful and whimsical. Every year it’s different.” Around 250 artists participated this year, and through May, the project will next make stops in Marathon, Big Pine Key, and Key West. For a fee of $50 for one canvas and $125 for three canvases, donators get entered in a lottery to win a randomly selected canvas. CORAL SHORES’ COOPER SELECTED AS SUNSHINE SCHOLAR Key West’s Lainey Cabanas and Marathon’s Leonard Volchek are runners-up Coral Shores High School junior Gage Cooper has been selected as Monroe County School District’s Sunshine State Scholar for the 2020-21 school year.

The program, sponsored by Gage Cooper the Florida Education Foundation, is designed to bring together scholars from around the state, connect them with employers that specialize in the STEM fields, and create a networking opportunity between the scholars and schools from Florida’s College and State University System. Cooper will join a pool of 103 high school juniors, each selected as one of their district’s top 11th-grade STEM students, for the exciting program which will feature a collaborative student “think tank” on tough Florida challenges.

Cooper’s teachers describe him as a creative, insightful and forward thinking individual who asks thought-provoking questions and is always willing to help another student.

“Gage has an outstanding ability to connect all the branches of science into a deep understanding of the world around us,” stated Coral Shores High School Advanced Placement Environmental Studies teacher, Natalie Ledoux. “His willingness to learn and his heartfelt concern for the Earth drive his passion for success in all of his classes.

His strong work ethic and dedication to his studies will surely pave the way for this future environmentalist to change the world for the better.”

The Sunshine State Scholars program will take place in June. The two-day program will honor the scholars for their significant academic accomplishments and celebrate the potential they represent for our communities and state. In addition to the honor the scholars receive from the commissioner of education, the chancellor of K-12 public schools and the chancellor of innovation, representatives from Florida’s colleges and universities meet with the students to discuss higher education opportunities available to them in Florida.

ngrid Brooks, the publicity chair of the Art Guild of the Purple Isles, expressed wonder that so many artworks were submitted during these pandemic times for the group’s 28th annual “Birds of the Keys” exhibit, at the Roberto Russell Galleries at Ocean Sotheby’s International Realty.

“Normally, it’s a big brouhaha, catered and with wine. It’s so sad that all we can do is show and we can’t promote it in the way that we’d like to. Maybe next year,” Brooks told Keys Weekly wistfully.

The subject matter of the show has taken a spotlight in the media during this past year. The Cornell Lab of Ornithology said that on its annual bird-spotting event called Global Big Day on May 9, during the depths of the Covid-19 health crisis, a record-breaking 2 million observations noted 6,479 species on their online platform — the most documented bird sightings in one day.

This probably would not come as a surprise to the group of artists who submitted work to the “Birds of the Keys” exhibit, some of whom gathered at the show’s opening day at Ocean Sotheby’s on March 8 to discuss their work with Keys Weekly.

They all described the pleasure of slipping a kayak through a mangrove tunnel and photographing a roseate spoonbill to remake into a work of art at home.

“We all are inspired by birds,” said photographer Kelly Walkotten. “Birding was one of the reasons that brought me this way to Florida.”

The other artists all nodded their heads vigorously and traded stories about their latest birding escapades. “You have to go out in their environment,” said painter Yvette Cotera. “I’ve driven to Flamingo Park to see a specific osprey.”

“People plan vacations for bird watching down here,” said Carlene Shedd, co-chair of the exhibit and artist.

“And it’s especially good during Covid,” agreed Shirley Abraham, also a co-chair of the exhibit and an artist with work in the show.

Painter Mariela Estevez said the rich variety of species locally has compelled her to document them in mixed media such as metal and fabric. “I wasn’t interested in birds till I moved to Key Largo.”

“During lockdown, everything changed. The animals emerged,” Shedd said. “From an artist’s eye, with the birds, you’re looking at form and flight. Their grace and color.

That will trigger something to try to express that in art so that other people can see it.”

“It’s also so that people can appreciate them and take care of them,” said Cotera. “If we don’t take care of the environment, they will disappear one at a time.”

Abraham said most of the artworks in the exhibit are for sale, and that the first show in 1994 was inspired by esteemed wood sculptor and former AGPI member Joe Cella, who delighted in making carvings of birds; he died in 1993.

“Birds of the Keys” will be held at Ocean Sotheby’s, 81888 Overseas Hwy, bayside, Islamorada, through March 21. This show is open Monday through Friday from 10 a.m. to 4 p.m. and by appointment only on Saturday and Sunday by calling exhibit curator Maria Perez at 305-7128888.
