n March 9, the Marathon City Council directed staff to bring two ordinances back for the April meeting — one in support of the special taxing district in support of Fishermen’s Hospital, and one in opposition.

Councilman Dan Zieg added the taxing district as a discussion item, but there was no corresponding ordinance listed on the agenda at the Tuesday meeting. He said the council had asked for a more detailed accounting last year, when it was time to renew support for the taxing district that it has yet to receive, and also that it has no updated information for this year.

“We were promised a full accounting from the hospital by May of 2020 and that report is still absent and evidently has not come forward on any level. We reminded the hospital representatives that this has to be reviewed on an annual basis. It’s been on the agenda for two weeks without response from Baptist,” Zieg said, adding that the Middle Keys has done much to support the hospital not only through taxes, but also via private donations to the hospital foundation.

“We need to reconsider withdrawing the tax district.”

The hospital system did not have representation at the March 9 meeting. And the only documentation in the council’s agenda packet was the same information from last year, a summary of hospital costs for fiscal year 2019, and the first quarter of 2020, to care for the uninsured and underinsured in the Middle Keys.

Jay Hershoff is the chairman of the Baptist Health South Florida board of directors and a Tavernier resident. He said no one from the city told him the item was up for discussion.

“Had anybody called to remind us, or told us to be there, we would have been there to answer any questions. We will definitely be at the next meeting with all the answers because we have them,” Hershoff said.

The taxing district was conceived in 2018 when it was clear that Fishermen’s Community Hospital was completely destroyed

by Hurricane Irma and needed to be rebuilt from the ground up. Baptist Health South Florida, the parent company, estimated it would cost $40 million. The City of Marathon officially supported the taxing district, which was then created by Monroe County.

Every year, the county cuts a check to Baptist — not for the cost of the rebuild, because that would have required a voter referendum, but the cost of treating the Middle Keys’ underinsured and uninsured — via the special taxing district. The district was created by the Marathon City Council and Monroe County for properties between MM 47 and MM 63, which includes Marathon, Key Colony Beach and Duck Key. The county said the goal was to raise about $10 million over 10 years.

In FY 2019 Baptist submitted a bill for $1.8 million. In FY 2020, the estimated costs are $1.4 million. According to Monroe County, $2.25 million has been paid to Baptist Health from the Middle Keys Health Care taxing district since its inception.

The numbers for FY 2020 were obtained by the Keys Weekly Newspaper by calling the Monroe County Clerk of the Court and the Monroe County Department of Finance.

In addition to the $2.25 million in taxes, the Fishermen’s Community Hospital Foundation, its charitable arm, raised more than $15 million in private donations, according to the continued on page 8

STATE EDUCATION CHIEF ORDERS KEYS SCHOOLS TO FULLY OPEN SCHOOLS

Schools, students, parents react to state mandate

he state’s top education official last week ordered Florida Keys schools to offer full-time, face-to-face instruction for all students by the end of the month, despite the school district’s and the health department’s continuing concerns about community spread of the COVID virus.

In his directive, Commissioner of Education Richard Corcoran indicated that the Monroe County School District will face “significant financial penalties if we do not comply with his order,” Superintendent Theresa Axford told the county’s teachers in an internal email on Saturday.

In her email, Axford apologizes to teachers.

“It is with a heavy heart that I write to you this afternoon,” Axford writes. “I received a letter from the Commissioner of Education on Friday (March 5) at 5:09 p.m., which requires us to offer five days of in-person instruction to all students who want it.

“We have been aware of a group of parents who have been pursuing this five-day, in-person option, but we believed that we were working with them to resolve their concerns. They apparently have been calling the commissioner on a regular basis to complain.

“We were using an A/B day based on our health department’s recommendation that our community spread of the virus was too high to bring all of our students in. Apparently the commissioner does not believe that the level of community spread of the virus is an acceptable reason to not offer five days of face to face instruction. He has sent a clear directive that indicates there will be significant financial penalties if we do not comply with his order.”

School board members respond The mandate confounded Monroe County school board members Sue Woltanski, John Dick and Bobby Highsmith, especially as it concerns advice from the state Department of Health in Monroe County. “(The state) acts like we did something wrong, but in their executive order it states that school districts should be open for every student five days a week ... with the approval of the local health department,” board chair Dick said. “We still have concerns from the local health department. How are they alleviated now? But to act like we did something wrong is incorrect. I will challenge them at any time.”

Woltanski said the state wanted schools open “subject to the advice of local health departments. Now the commissioner of education wants us to ignore our health department’s advice.”

The entire board said if all the students elect to come back to school for five days a week of instruction, it will be impossible to maintain social distance in the classroom or on buses.

“I am pleased for those students and families that are in need of our schools five days a week. I also understand that this mandate is not necessarily what is best for everyone in the district,” board member Mindy Conn said.

She also said the full reopening of school will help improve the “high number of absenteeism … and improve student grades and prepare for testing season.”

Board member Andy Griffiths, however, said the Keys’ rate of attendance is better than the state average. He called the state’s mandate, and a corresponding reduction in funding if the district doesn’t comply, a threat. “They can legally withhold funding. We could go it alone; we wouldn’t have to listen to them. But we are going to do what they say because they have what we want,” Griffiths said. At a March 9 school board meeting, Griffiths asked the board attorney to explore the possibility of the school district withdrawing from the Florida Education Finance Program, as the state’s school funding formula punishes Monroe County, whose high property values and corresponding property taxes fund the lion’s share of its schools, not state money.

“Our students have been suffering and failing at unprecedented levels,” said board member Bobby Highsmith.

“Perhaps if we found a more effective way to implement the A/B schedule, we wouldn’t be where we are today.”

Teachers respond The Keys Weekly spoke to two teachers in the Middle Keys, both of whom declined to be identified. A high school teacher said the implications of the state mandate for Keys schools change minute to minute. Mostly, though, the teacher said, it will affect middle school students.

“They have the smaller classrooms and more parents are eager to send their middle school students back to school. I don’t think we will see as many high schoolers return to five days a week in the classroom.”

A middle school teacher said colleagues have legitimate concerns, especially due to the vaccination rollout. The teacher added that she is traveling to the mainland this week for her first shot.

If Keys students return to fully open schools after spring break on March 29, that only means five or six remaining weeks of school for seniors, who typically end the school year first in midMay. Coral Shores High School teacher Jennifer Webb recently received her first dose of the COVID-19 vaccine at the CVS in Homestead last weekend.

“I am so excited that vaccines finally became available for all teachers. I will feel so much more comfortable being at school every day after I get my second shot and it takes full effect,” Webb said.

Parents, students respond Mandy Rodriguez has two kids in the school system. He’s delighted they are being invited back full time.

“I wasn’t a super A student,” said the Dolphin Research Center leader. “For those like me, going to school every day is a challenge.” And while the kids are doing their work on the virtual days, many are cutting corners. “Are you going to spend eight hours on it, or are you going to do it as fast as possible?”

The district is conducting a three-question survey right now. Parents are asked to input their school; whether the child will return to school, stay on the A/B schedule, or stay completely virtual; and whether the student needs transportation to school.

Although Rodriguez is able to bring his children to the Dolphin Research Center, not every parent can do that. “So, do the kids stay home alone? It’s a difficult thing to balance.”

Jordan Rodriguez is a senior at Marathon High School. He’s not enthused about a five-day schedule, but sees the advantage.

“Honestly, I wouldn’t like going to school every day. But it will help me with my academics.

Mostly likely I will go every day, but I am not looking forward to it,” he said.

How many have been infected at schools?

Since August 2020, when the Monroe County School District started keeping track, 197 students have reSuperintendent portedly tested positive Theresa Axford for COVID-19, as well as 33 teachers and 39 staff members. School officials have said there has been a recent outbreak among bus drivers in the Middle and Upper Keys, further complicating matters, as officials have to revise the bus routes to enable every child to come to school five days a week. Since Feb. 25, 28 new infections have been reported among students, staff and teachers.

Axford added that even if staff members haven’t tested positive, they often have to quarantine if they are found to have been in close contact with someone who tests positive.

Teachers and vaccines Superintendent Axford told the Keys Weekly that as of Tuesday, March 9, she believed “between 80 and 100 school teachers in the Keys have been vaccinated,” but she added that the number increases exponentially each day as teachers pursue shots wherever they can get them.

Florida is following federal guidelines by allowing vaccinations among teachers, day care and preschool workers of all ages. Several pharmacies are participating in the federal guidelines, including 67 CVS pharmacies in Miami-Dade. No CVS pharmacies in Monroe County are administering vaccines just yet. Publix officials said their stores are following guidelines laid forth by the president’s administration, meaning stores in Islamorada and at the Key Plaza Shopping Center in Key West are opening vaccination appointments to teachers and childcare workers. Booking opportunities for the Johnson & Johnson vaccine begin on Wednesdays at 7 a.m. for appointments on Saturdays and Sundays. Registrations for the Moderna vaccine can be made on Mondays and Fridays beginning at 7 a.m. (Register at https://www. publix.com/covid-vaccine/florida).

Winn Dixie announced it would be following guidelines to vaccinate K-12 school employees and childcare workers. Stores on North Roosevelt Boulevard in Key West and at MM 92, bayside, in Tavernier are taking appointments.

COUNCIL PUTS BAPTIST ON NOTICE foundation’s chairman, Mike Leonard. The foundation’s capital campaign for the construction of the new hospital is closed. They are currently raising funds for local nursing scholarships and future expansion in Marathon — which may include a medical arts building.

Whether or not Marathon City Council decides to support another year of the taxing district will be determined at council meeting on Tuesday, April 13. Then, the council will also have to call a special meeting for the second reading of the ordinance in order to ratify it before May 1, the well-established and well-publicized start of next year’s tax collection.

Fishermen’s Community Hospital continues to operate a temporary facility on the Marathon campus while the new hospital is under construction. The new hospital is set for a soft opening on July 1. The date is significant as the four-year anniversary of Baptist Health South Florida acquiring the facility from the former community foundation.

“The purpose of the special taxing district was for the construction of the hospital,” said Marathon Councilman Mark Senmartin. “Most people understand the bait and switch to indigent care (for uninsured and underinsured medical costs) was to move monies around. Bottom line, the hospital is near completion and they’ve gotten a decent chunk of money from Marathon, Monroe County and pledged privately. They’ve even acquired the county land next door to the hospital where the library is now. At this point we’ve fulfilled our obligation.”

Hershoff said Baptist has made a significant investment in the Middle Keys even though the hospital continues to lose money to this day. He said Baptist support has reached $55 million. In 2018, the Keys Weekly reported that Baptist acquired $24 million in debt when it purchased the brick-and-mortar structure from the community, ending a management lease with a company called Quorum. That included the cost of renting the “mash” tent hospital, then acquiring the hard-sided temporary hospital costing $3 million, a $5.8 million bank mortgage and $4.1 million to vendors. In 2018, Baptist said the hospital was losing about $1 million a month.

“Even when the doors to the new hospital open, we are not going to come up to speed right away. We might not need the taxing district in the future, but right now our losses continue,” said Hershoff.

Mayor Luis Gonzalez and Councilmen John Bartus and Steve Cook urged patience. All three pointed to the pandemic and recent change in leadership for Fishermen’s Hospital, as well as Mariner’s Hospital in Tavernier, now under the guidance of Drew Grossman since the retirement of Rick Freeburg.

“I share the frustration that we were not provided the financials we wanted to see, but I would like to give (Baptist) the benefit of the doubt,” said Bartus.

In addition, the council directed staff to ask Baptist for the financials at least two week prior to the April meeting in order to have time to review them.

oughly a year ago marked the beginnings of COVID-19 in the Keys. The course of the year drastically changed, with a checkpoint that kept tourists away for some time, a mask mandate and capacity limits inside businesses.

School closures forced a full-on virtual instruction format for a time.

In-person class resumed eventually, with K-5 students returning to school full-time. Meanwhile, some middleand high-school students enter the classroom on A days while others go on B days.

With a recent order by Florida’s education commissioner, parents who want their children back full-time will

Dunleavy has spent her career working with the young population as a licensed mental health counselor.

Along with the coronavirus, Dunleavy notes that high crisis time usually occurs between spring break and the end of the year.

“It’s also testing season. I think people get anxious,” she said. “There are a lot of factors in play affecting their anxiety and stress levels, and of course that’s going to have an impact on their health.”

Despite the developments that look to get students back in the classroom full time, grade struggles and motivation problems have been apparent among the student population.

Health officials usually assess how a community is affected following natural disasters like hurricanes. Studies have shown that chronic depression and anxiety last long after the event.

Look no further than Hurricane Irma.

Working closely with Monroe County schools is Guidance Care Center, which provides services from counseling to therapy for students inside school facilities. Maureen Dunleavy, area director for the Guidance Care Center, said they are seeing more anxiety and depression among students and adults due to less social interaction among classmates and friends.

“And that is also a predictive factor when we look at suicide risk and mental health,” she said. “Not only are we having more anxiety and more depression, but we’ve had less social connectedness because they’ve been on A/B, for the older kids. They’ve been away from doing social things, and that also has had an impact. It’s almost like a double whammy.”

Sixteen school-based counselors and therapists employed by the Guidance Care Center are in Monroe County Schools providing support to families and students. In collaboration with school counselors and school

related to isolation and lack of contact with others. Zuba said the cases are typically referred to Guidance Care Center or private counselors for further help.

“We try to give them those referrals as needed,” he said. “We also try to get them to exercise as much as possible. Exercise and moving around does help.”

Zuba said he and other pediatricians are following guidance put out by the American Academy of Pediatrics on supporting emotional and behavioral needs of children, adolescents and families during the pandemic. The report, which came out in January, states that older children and adolescents may find the social isolation related to the pandemic overwhelming, as socializing with peers is a mainstay of child and adolescent development.

“School-aged and older children have had their social needs disrupted significantly,” the report reads. “They also may have heightened fears about

the virus, which can result in exaggerated estimation of risk and excessive worry about themselves or their families, especially in families of essential workers.”

Caregivers should be mindful of their sense of loneliness and uncertainty as they try to develop self-efficacy and confidence in their position in the world, the report says.

In many cases, quarantine increased the time that families are together. Woody Hanford, program manager with the juvenile division for the Monroe County Sheriff’s Office, acknowledged that it partly explains the drop in juvenile crime. Twelve kids are currently in the juvenile program. Of those, six were the result of incidents in school.

“Kids were home and forced to sit down and talk with their parents and have dinner with their parents,” said Hanford, who has spent his life working with juveniles. “They weren’t running off getting in trouble. During COVID, the family returned in some cases.”

And even with kids confined to the home for the better part of last year, Hanford said the division did not see any noticeable increase in domestic violence arrests. Hanford also attributes drops in juvenile delinquency to the school resource officer program.

Dunleavy said she is offering a 60-minute webinar on Friday, March 12 at 12:30 p.m. that delves into everything from suicide prevention to the impact of COVID-19 on mental health and coping methods.

“I’m doing this training in order to help people get the skills to be able to know what to watch for and to know when they need assistance,” she said.

On Feb. 3, the office became an official passport acceptance facility after receiving final approval from the U.S. departments of Homeland Security and State in Washington, D.C. Newly-elected Tax Collector Sam Steele said the office became the second tax collector’s office in Florida to provide this service.

“It is very exciting,” Steele said, “I have been working with the U.S. Department of State on receiving approval for this high-demand service “I have been since November. Depending on the program's success, Steele said his office will explore the opportunity of implementing the service at the Plantation Key Office in the future.

Customers looking to get a passport at the Key West office must call for an appointment (only applications for original passports will be processed, not renewals). The passport agent will verify the identity of the customer, ensure the proper forms have been filled out correctly and the required documents have been submitted.

The customer will write a check or money order directly to the U.S. Department of State for their fees and a separate payment to the Tax Collector’s Office (check or credit/debit card only). The agent will mail the applications daily to the Department of State via priority mail with a tracking number and the agent has a responsibility to track the package for seven days until it is received at the lockbox.

The Tax Collector’s Office will charge a required $35 processing fee, an optional $20 photograph fee, and an optional $25.50 expedite fee. Steele said that, “with the potential of collecting up to $80.50 per transaction, this is a great way to grow our bottom line, generate more revenue for the county, and provide an essential service for the public. We are now a one-stop-shop for original passports.”

Original passport services will be offered in the Harvey Government Center, located at 1200 Truman Ave., Suite 101.

KEY WEST’S CRUISE SHIP VOTE HITS ROUGH WATER STATE BILL TO VOID KEY WEST’S REFERENDUM PASSES COMMITTEE MANDY MILES

A

state legislator’s attempt to nullify a Key West referendum on cruise ships moved a step closer to passage on March 10.

A majority of Key West voters elected in November to reduce Key West’s pre-pandemic cruise ship industry by about 92%, compared to pre-pandemic port visits.

With ballots as their voices, those voters — about 62% of them — told city lawmakers to change the city’s charter so it would prohibit cruise ships that carry more than 1,300 total people, not just passengers, from docking in Key West. The charter change would also mean no more than 1,500 people can come ashore in Key West on a given day and gives docking priority to ships with the best environmental records.

Then the Florida legislature convened on March 2 and Sen. Jim Boyd, a Republican from Bradenton, filed Senate Bill 426, which would nullify the Key West charter changes by taking away port cities’ authority to turn away certain ships, based on size, passenger count or other characteristics.

Boyd’s bill also expressly nullifies any local ballot initiative to change a city’s port operations. The bill applies to Key West, Pensacola, Panama City and St. Petersburg.

Senate Bill 426 states, “a local government may not restrict or regulate commerce in the seaports of this state ... including, but not limited to, regulating or restricting a vessel’s type or size, source or type of cargo, or number, origin, or nationality of passengers. All such matters are expressly preempted to the state.”

The bill also specifies, “A local ballot initiative or referendum may not restrict maritime commerce in the seaports of this state, including, but not limited to, restricting such commerce based on any of the following: 1. Vessel type, size, number, or capacity. 2. Number, origin, nationality, embarkation, or disembarkation of passengers or crew or their entry into this state

or any local jurisdiction. 3. Source, type, loading, or unloading of cargo. 4. Environmental or health records of a particular vessel or vessel line. (b) Any local ballot initiative or referendum, or any local law, charter amendment, ordinance, resolution, regulation, or policy adopted in a local ballot initiative or referendum, in violation of this subsection which was adopted before, on, or after the effective date of this act is prohibited and void.”

The Florida senate transportation committee on Wednesday morning passed Senate Bill 426 with a 5-2 vote. Senator Keith Perry was absent for the vote.

Florida Keys state Sen. Ana Maria Rodriguez, who sits on the transportation committee, voted against the bill after it was made clear the bill would pass the committee based on members’ comments before the vote.

Two more Senate committees and two state House committees must approve the bill before it goes to the full floor of the state congress for a final vote.

Sen. Rodriguez told the Keys Weekly on March 9, the day before the committee meeting, “I don’t know for certain that this bill stems from the Key West vote. It’s possible that’s what prompted Senator Boyd to file it, but I’m still going to give it my all with regard to my amendment.”

Rodriguez was hoping to get support for an amendment she had proposed that would exempt Key West due to its designation as an Area of Critical State Concern.

But Rodriguez withdrew her proposed amendment before the vote on March 10.

Lawmakers and other officials acknowledged during the transportation committee meeting that the bill was expressly written to address Key West voters’ attempt to limit cruise ships.

“It’s no secret that this was because of what was going on in Key West,” Sen. Boyd

said at Wednesday’s meeting.

Warren Husband of the Florida Harbor Pilots Association spoke in support of Boyd’s bill, saying, “The state is investing millions in these ports based on economic projections of traffic in those ports. A municipal government that goes rogue could jeopardize those plans.”

Joseph Salzberg, a lobbyist representing the City of Key West, spoke against the bill, saying “The city is opposed to any legislation that attempts to thwart the direction of its voters. The city has to oppose anything that infringes on a nearly 200year history of local port operation.”

Key West business owner Danny Hughes flew to Tallahassee to speak in favor of the bill. No one from the Safer Cleaner Ships Committee, which led the Key West voter referendum to limit cruise ships, spoke at the meeting. But opposition did come from the Surfrider Foundation and from lobbyist Josh Aubuchon of Florida Ports for Economic Independence.

The Key West City Commission and the Islamorada Village Council have passed resolutions opposing SB 426 and its identical companion bill in the state House of Representatives, House Bill 267, filed by State Rep. Spencer Roach, a Republican from the Fort Myers area.

Monroe County Commissioner Craig Cates, also a Republican, is expected to bring forth a similar resolution opposing the bills at the next county commission meeting.

“It’s been made very clear that the bill is targeting Key West and that they’re trying to punish Key West specifically,” said Arlo Haskell, treasurer of the Safer Cleaner Ships Committee. “They’re trying to undo the Key West vote. It’s ripping control away from the voters and the city.”

OBITUARY

Scott Phipps Scott Pearce Phipps passed away on Feb. 19, 2021 at Kendall Regional Medical Center in Miami.

Born in Greensboro, North Carolina on Feb. 12, 1957, he was the first child of Hilary and Fred Phipps. Scott grew up in Dania as his family moved to Florida when he was just 4 years old. Growing up in such proximity to the ocean fit Scott like a glove, as he demonstrated at an early age that he was most in his element when immersed in the elements of nature, most specifically the irresistible draws of fishing and the ocean.

Scott’s second defining characteristic was his intellectual horsepower. The fact that he excelled in the classroom with relative ease was a source of envy and perhaps even a little jealousy from friends and siblings alike. He graduated with honors from South Broward High School in 1975, and his overall academic performance led to multiple offers to continue his formal education at a number of attractive institutions of higher learning. However, Scott’s heart was leading him down a different path.

Another of his prominent characteristics was a passion to help and provide care for people, regardless of how challenging or dangerous the environment. This was evident from his early days as a lifeguard, and is what led him to become a firefighter for the City of Dania, an EMT with the City of Hollywood and ultimately to go back to school at Broward Community College to earn a degree in nursing.

His pursuit of the ideal combination of location and the opportunity for professional growth eventually led Scott to the Florida Keys, where he was able to live on his sailboat and work as an emergency room nurse at Fishermen’s Hospital in Marathon. As if that work environment wasn’t intense enough, he then became a flight nurse on Monroe County’s Trauma Star helicopter. The intellectual and physical demands of this position, along with the nature of the patients he cared for, made it a logical culmination of his professional life’s work.

The most important of Scott’s gifts, however, was his capacity for compassion, kindness and love. Unfortunately, true authenticity has become a rare commodity in recent years, but Scott had it in abundance. To meet Scott was to like him, and to know him was to love him. It was fitting that when he followed his heart to Marathon, it was there that he met the love of his life, Donna Angrick, whom he married on Feb. 12, 2013 and in whom he finally found his soulmate.

In addition to his wife Donna, Scott is both survived, and will be dearly missed, by his mother Hilary, brother Jeffrey, sister Leslie Kern, nieces Skylar Phipps, Lindsey Kern, Melissa Kern Griswold, nephews Brendan Kern, Dalton Kern, mother-in-law Phyllis Angrick, father-in-law Al Murphy and brother-in-law Allen Kern. However, Scott will always have a special place in the hearts of all those who were blessed to have known him.

In lieu of flowers, the family requests donations be made to the Turtle Hospital in Marathon, Florida.

A celebration of Life will be held at the American Legion Post 154, Saturday, March 20, 2021 at 1 p.m.

FLAG RETIREMENT

This past weekend, Boy Scout Troop 901 held its annual ceremony to respectfully retire about 200 U.S. flags. According to the U.S. Flag Code, “The flag, when it is in such condition that it is no longer a fitting emblem on display, should be destroyed in a dignified way, preferably by burning.” The ceremony took place in Oceanfront Park behind City Hall at dusk.

The event was attended by city officials, the Marathon Fire Rescue department and many veterans.

In the past, the Boy Scouts have retired up to 600 flags in one year.

B

eing an art teacher is one of the most rewarding jobs any person can have, especially if you are an artist at heart.

Marathon Middle High School art students enjoy the benefits of having a loving mentor and an accomplished artist, Kristi Ferrise, to connect with daily.

She said she enjoys depicting everything from animals to architecture, botanicals to landscapes. She never stops smiling when immersed in the joy of painting and her love for art is bested only by her love for teaching.

A symbiosis exists between her and the budding artists sharing her studioclassroom.

“Sometimes, we get in the zone, where everyone is painting and the conversation is easy and fun. That’s my favorite time,” she said.

Ferrise studied communications in college, but from a young age alongside her grandmother, she began experimenting with charcoal drawing and it became her chosen medium. She later found watercolors and honed her skills, sponsored by formal instruction from the Florida Keys Watercolor Society where she signed on as a member.

She also paints now in acrylics, and prides herself on developing her skills as her students do the same.

It’s hard not to see the correlation between Ferrise’s bubbly, outgoing personality and the vibrant artwork she creates. Ferrise is a native of California who spent time in Colorado and New York. Her desire to work with dolphins is what originally brought her to the Keys, where she spent a great deal of time working at Dolphin Research Center on Grassy Key before becoming a teacher.

Ferrise said, “What I love most about teaching art is that my students learn that it’s okay to make a mistake.

After trying again, and again, they create art they are proud of. I am often told I need to sell my own work more,

but I really just enjoy making art and sharing it, whether with my students or with the people I paint something for.”

Ferrise’s quick wit and use of humor lends itself quite well to the age group she now teaches. Her students seem to form a fast bond with her and find themselves deeply inspired when she takes time to draw and paint alongside them in class, something she does quite often.

ith the pandemic, both Marathon and Key West high schools are switching things up a little this season. This past week, Marathon hosted Key West for a track and field meet.

“It’s great to get good competition from Key West on a weekly basis. Many schools are unable to find meets due to COVID-19 protocols on the mainland, so we are lucky,” said Marathon’s athletic director, Lance Martin.

Dave Perkins, Key West coach, added “It’s great to have the athletes back since we had a shortened season last year. I think they all are excited to be back to normalcy.”

Marathon’s next home meet is against Coral Shores on Tuesday, March 16 at 3 p.m. and Key West will host Archbishop McCarthy on Friday, March 19 at 3 p.m.

MUSIC I ACTUALLY LIKE There really is good music out there!

A

fter the seventh installment of Songs I Never Want To Hear Again, perhaps it’s time to give props to some of the really good music being made out there. We are blessed to have some really talented songwriters and musicians who continue to release really good music.

Here are a couple of them.

Jason Isbell — his music has been categorized as Americana and alt-country. Getting past the genre descriptions, Isbell just writes and plays damn good music. Along with his band, The 400 Unit, Isbell rocks as hard as anyone. He also can mellow out and tone it down with his acoustic material.

Isbell’s songs are among the best ever written, and I’m not exaggerating. His wife (and bandmate) is Amanda Shires, a great singer-songwriter-fiddle player in her own right — and she provides a great musical and vocal counterpoint to his melodies.

A former hard-partying member of Drive-By Truckers, Isbell found sobriety and has become one of our best living songwriters. His breakout 2013 album, “Southeastern,” saw Isbell gain welldeserved recognition as one of our finest talents out there today. Songs like “Cover Me Up” and “Elephant” are masterworks in their beautifully and realistically descriptive stories of love and loss. And “Super 8” from the same album is a hard-rocking cautionary tale about really bad things that can happen on the road (“I don’t want to die in a Super 8 Motel…”). The “Southeastern” album led to Isbell’s sweep of the 2014 Americana Music Awards. It won Album of the Year, Isbell was named Artist of the Year, and “Cover Me Up” was named Song of the Year.

While Isbell writes a good bit about himself and his family, many of his characters are people, often from the Deep South, who are down on their luck and (think they) are making the best of things in their lives. His lyrics are so descriptive, the imagery and situations so vivid, you feel like you know his characters.

Isbell seriously writes the best songs. He plays some amazing guitar.

And he sings with a powerfully emotive voice. The best introduction to his work is “Live From The Ryman.”

Isbell and the 400 Unit tear through the rockers and flow gently through the acoustic numbers, the arrangements serving the songs perfectly.

Highlights include the three previously mentioned songs from “Southeastern,” along with 10 other classics from other albums. Buy or stream this album and you’ll likely get sucked in to buying the rest of his catalog.

Bruce Springsteen — his recent

album with the E Street Band, “Letter To You,” is another solid chapter in the Springsteen collection of great music.

He also is interesting to hear a musician who Springsteen’s take performs around town. Ghosts of the Boss’ old bandmates inhabit the tracks on the album as he looks back at the journey he’s taken.

And at 71, Springsteen faces his mortality with the same attitude he faced his youth with songs like “Born To Run” back in the 1970s. Rock and roll is still his church; guitars and drums and saxophones are still sacramental. And even though he realizes there may not be as many years left, he’s approaching them with the same spirit of better days ahead that he’s always had.

In “Last Man Standing,” Bruce reflects on old his Castiles bandmates he lost along the way, remembering youthful gigs at places like the Knights of Columbus and the Legion Hall where the old men would remember the missing and gone: “You count the names as we count off the time.”

Acknowledging that he’s older now just like they were, Bruce now counts the names of his missing as he still counts off the time. But Springsteen knows he still has gas in the tank, and there are miles left to travel on this journey.

Several years back, Kiss bassist (and reality TV star) Gene Simmons declared rock to be dead, accusing young fans of not supporting worthwhile acts. He asserted that streaming, file sharing and the new music business model mean artists can’t make an income from recorded music — and that’s true. (Let’s not forget COVID-19’s toll on live music, either.) As long as there are artists like Isbell and Springsteen still around, however, the report of rock’s demise is a bit premature.

I don’t often get thrown off-guard in conversations, but his comment put me on the precipice. It hit me then and there that I’m not modern. I’m prudent and experienced enough to not be completely old-school either. In a flash my entire personal identity had a title: I’m “Simple School!”

I have spent years endeavoring to simplify, getting rid of one more switch, a yardarm of wire, a through-hull, length of plumbing, and anything else that will consume me with maintenance or repair jobs. Yes, I have electric lights onboard, but every space also still has a brass oil lamp. Yes, I have a small GPS plotter (3- by 5-inch screen), emergency battery-operated GPS, but I also use a sextant, paper charts and bearing compass. I have pressurized water and a hand pump. I have electric bilge pumps and hand pumps. I have a water filtration system, but I carry a manual Survivor 35.

It’s simple. If the water pump fails my response is: “Ok, foot pump still works”. If the GPS fails mid-ocean, I still have a course, dead reckoning plot and paper trail so I’ll worry about the GPS when I have a chance. Modern stuff is convenient; much of the old stuff is easy to use and keep up. Part 2

From arsenic poisoning to a move to Indian Key BRAD BERTELLI

r. Henry Perrine never fully recovered from the accidental arsenic poisoning. He felt fine during warmer months, but once the seasonal temperatures began to drop, his body would break down. Accepting the position of consul representing the United States on the tropical Yucatan Peninsula became a health-based decision. The 10-year assignment began in 1827.

The doctor’s primary responsibility at Tabasco, Mexico, was checking cargo being imported from, or exported to, the United States. His schedule offered ample time to explore the local villages, where he provided whatever medical assistance he could. He discovered that much of the medicine used was the product of local plants. Once the villagers understood the doctor’s interest in the local botanicals’ healing nature, and his willingness to help the villagers in need, they began to bring him samples. This root soothes stomach pains. This leaf is used for aches.

The villagers surprised him one day with a colorful parrot. The bird had been taught to say, “Dr. Perrine, Dr. Perrine!” Tickled by their gift, he sent the parrot home to his family in New York so they could hear his name echoing through their house in his absence, “Dr. Perrine, Dr. Perrine!”

When the parrot arrived, the family wanted to give it an appropriately colorful red cage. The parrot, as the birds do, chewed and chewed on the cage’s lead-based painted bars. On the third day in its new home, the parrot fell to the cage’s floor and, as it convulsed, cried out, “Dr. Perrine, Dr. Perrine!”

Meanwhile, President John Quincy Adams sent a letter to each of the newly appointed consuls, requesting they document any plants that might prove beneficial to the United States.

Perrine was the one in 100 consuls who took the directive seriously. Not only did Perrine compile copious notes about the local flora, he noted seasonal weather patterns.

He also shipped seeds and samples to horticulturallyminded friends in America, including the Florida Territory’s John Dubose and Charles Howe. Dubose, the lighthouse keeper at Key Biscayne’s Cape Florida Lighthouse, was sent more than 100 boxes of botanical samples.

In 1833, Perrine wrote, These are the children of Henry Perrine: Sarah, Henry “We have testimony of the Jr., and Hester. The family would take up residence on healthiness of Cape Florida Indian Key in 1838. CONTRIBUTED in its most unequivocal form. The family of J. Dubose, consisting of eleven whites, and several negroes, has not had a case of sickness during the last seven years. The tenderest and most productive vegetables of the tropics are flourishing under his care. … The harbor at the cape … is easily accessible and a voyage to and from the northern states can be made easily. … Humanity requires that Key Biscayne should be made an available resort as soon as possible. … At Cape Florida, an association might be readily formed with a capital of a hundred thousand dollars which would furnish the buildings, gardens, and other conveniences requisite for the most squeamish visitor, and keep a packet running every month with passengers and effects from the north. The most luxurious accommodations could be profitably afforded at half the price paid in Havana.”

As he had with Dubose at Cape Florida, Perrine sent crates of botanical samples to Charles Howe at Indian Key. A hurricane in 1835 destroyed many of Perrine’s plants at Cape Florida. At Indian Key, the damage was estimated at $500 and included the destruction of citrus trees. The 1835 storm is particularly notable because it became the first hurricane recorded at Key West. Two additional events of note occurred in 1835. Halley’s Comet burned a fiery line across the Florida Keys’ skies, and hostile engagements sparked the second escalation of the Seminole War. At the end of his 10-year post at Tabasco, Perrine returned to New York to be with his family. In December 1838, Perrine, his wife Ann, and their three children, Hester, Sarah, and Henry Jr., set sail for Indian Key. They arrived on Christmas Day. In a memoir written by Hester Perrine, she recorded her first impression of Indian Key: “I cannot forget our delight on first seeing this beautiful little island of only 12 acres. It was truly a ‘Gem of the Ocean.’ The trees were many of them covered with morning glories of all colors, while the waving palms, tamarinds, papaws, guavas, seaside grape trees and many others too numerous to mention made it seem to us like fairy land, coming as we did from the midst of snow and ice.”
