SCHOOL DISTRICT OFF THE HOOK IN CHILD ARREST LAWSUIT CASE AGAINST POLICE CONTINUES MANDY MILES

A

federal judge on March 2 dismissed a case against the local school district and three of its employees with regard to the arrest of an 8-year-old student who was accused of striking a teacher in December 2018.

The case is still pending against the Key West Police Department and three officers who were involved in the incident.

In August 2020, the boy’s mother, Bianca Di Gennaro, sued the school district, three employees of Gerald Adams Elementary, the Key West Police Department and three of its officers who were called to the scene.

In her suit, Di Gennaro alleges that the school district defendants and/or the school resource police officer “summoned (two additional police officers) to the school...for the purpose of teaching (the boy) a lesson and trying to scare him into ‘behaving’ in the future,” Judge K. Michael Moore writes in his 17-page order granting the school district’s motion to dismiss the case against them.

The police officers attempted to handcuff the boy, but removed them because they were too big for the boy’s wrists. The boy’s father had been called to the school and was reportedly in the building when police placed the boy in the back of a patrol car and told him he would be arrested.

Di Gennaro’s lawsuit claims that as a result of the incident, the child “suffered a psychological injury that manifested itself physically, i.e., loss of breath, hives, stomach aches, headaches, insomnia, nightmares, and refusal to sleep alone,” Judge Moore writes.

“Plaintiff has failed to demonstrate that the school district defendants’ action of involving law enforcement was wrongful, much less unlawful,” Moore’s order states.

“The Florida Statutes plainly authorize law enforcement intervention under the factual circumstances here. There was a report that (the student) struck his teacher, and the school district defendants summoned law enforcement to the school accordingly.”

The judge’s order granting the school district’s motion to dismiss ends the case for the school district unless Di Gennaro’s attorneys Ben Crump and Devon Jacob appeal, which is not likely at this point, Jacob told Keys Weekly on Wednesday morning.

“I’m not disappointed with this ruling at all,” Jacob said when reached by phone. “This tells us which defendants were appropriate to be targeting.”

Jacob said that while the school district had filed a motion to dismiss, which was granted on Tuesday, the police department filed a response to the lawsuit, meaning it will proceed as usual through the courts.

“We’re doing discovery now and are about to launch into depositions.”

Gaelen Jones, an attorney with Vernis & Bowling of the Florida Keys, representing the school district, said on March 3, “Effectively, this ruling means that all school board defendants have been dismissed from the case for now while all City of Key West defendants remain.”

Jones represents the school district on the case, along with lead counsel Dirk Smits, also of Vernis & Bowling and head legal counsel for the school district.

BRIEFLY KEY WEST HONORS WOMANKIND FOR ITS 20TH ANNIVERSARY Mayor Teri Johnston and Key West city commissioners honored the 20th anniversary of Womankind with a proclamation during the March 2 commission meeting.

Founded in 2001, Womankind has provided affordable health care to more than 21,000 local women, men and teens. In 2020 alone, Womankind provided care to 2,250 patients during 5,365 visits. They welcomed over 600 new patients and assisted patients with nearly $250,000 worth of expenses.

“We believe that the dignity of good health care should be accessible to everyone,” said Womankind executive director Cali Roberts. “Our founders saw that wasn’t happening in our town, especially for women of color and teenagers. And they set out to rectify that. In doing so, they swept up a whole community of women.”

BODY OF MISSING DIVER FOUND OFF KEY WEST The body of a 50-year-old female diver who went missing March 2 while diving the Vandenberg wreck off Key West was recovered on March 3, Local 10 News reports.

“Monroe County Sheriff’s Office spokesman Adam Linhardt confirmed that the body of Jordan Jay Fisher was found on … the seafloor near the wreck around 10:30 a.m.

Wednesday by divers from the Sea Eagle dive boat,” the report states.

A Coast Guard vessel brought her body ashore. Autopsy results are pending, but foul play is not suspected.

Fisher and her husband went diving on the wreck Tuesday morning with two other people and a divemaster. Linhardt said the divemaster signaled for everyone to surface, but the group lost sight of Fisher. Linhardt said the divemaster told authorities he made several searches around the wreck until he was short on air.

hat’s going on with the construction next to the airport?”

People keep asking the question as they collect friends and relatives from Key West International Airport, or pass by on South Roosevelt Boulevard.

The work doesn’t involve the airport at all. Rather, the newly raised and graded field area behind Fort East Martello Museum — right in front of the airport — is being renewed to bring back East Martello Park, which was established in 1983 as an outdoor venue for various community events.

“This project reclaims the former East Martello Park, dedicated in 1983, that was initially proposed, funded and developed by Margo Golan and the McKee family,” said Michael Gieda, executive director of the Key West Art & Historical Society, which operates East Martello Museum. “By dealing with sealevel rise and flooding issues, KWAHS will be in a better position to host more community events moving forward.”

The event lawn will not feature an amphitheater, as people are saying around town, Gieda said.

It will be a park and field that can be used for a variety of outdoor events, including concerts, for up to 3,500 people.

“But there won’t be a permanent stage, seats or covered area,” he said. “We’ll erect a stage and bring in a sound engineer and system for concerts. The park will also be available for wedding rentals, and will be used by our education programs.”

Monroe County is managing the project with about $500,000 in funding from the Tourist Development Council.

“This project will not only rejuvenate the area visually, but it will now have the infrastructure to support community events like concerts, art in the park events, maybe even a Royal Poinciana Festival at some point,” said Monroe County project management director Cary Knight. “This field is the first and last thing someone sees when they fly in and out of Key West, and the upgrades will complement and protect Fort East Martello for generations to come.”

The project has raised the field by a few inches in some areas to two feet in other areas to combat flooding that in the past had forced the cancellation of several events, Gieda said.

“By raising the field, we’re also protecting the fort from standing water, and enhancing an already existing venue,” he said.

“So far the ground elevation was raised, an exfiltration and drainage system has been installed, and electrical lines have been run.

Still to come is the upgraded power to the entire property, installation of light and electrical posts, sod, perimeter event fencing, and a lot of planting.”

The KWAHS is partnering with Save a Tree Foundation in Key West to raise money and replant the field with biodiverse, salt-tolerant native plants and trees, including royal poincianas, Gieda said.

“Monroe County was in discussions with KWAHS during the design phase and it was decided by both entities that the existing foliage was unlikely to survive the grading and trenching process,” he said, adding that the field is slated for completion in June or July 2021.

“It is our intention to rededicate the field, recognizing past and present donors, and for it to be used as a venue for our programs, concerts, rentals and other community events,” Gieda said.

HOMEBOUND SENIORS TO GET SHOTS MONROE COUNTY WORKING TO INOCULATE MORE RESIDENTS SARA MATTHIS

n Thursday, March 4, the Marathon Fire Rescue will be picking up its allotment of COVID-19 vaccine to inoculate homebound seniors. The list of seniors who cannot leave their home due to physical limitations, or do not have transportation to a vaccination site, will be provided by the Monroe County Health Department working off data it has collected from local agencies. Homebound seniors are usually receiving home health or skilled nursing care. Current estimates are 100 homebound persons in the Keys.

County emergency management staff, the county health department, and county and municipal fire rescue staff have been working on the plan for weeks, according to Monroe County Emergency Operations Director Shannon Weiner.

“We are in the process of pulling data from various sources to make sure we have a comprehensive and verified list of the homebound throughout the county,” said Weiner.

A spokesperson from the Monroe County Health Department said it is receiving about 500 doses a week currently, up from the 100 doses a week it was distributing in late January.

Marathon Fire Rescue Chief John Johnson said his paramedics have been tasked with administering the vaccine to homebound seniors in Marathon. He said he will wait until he has a list of 10 people who can be inoculated on a single day so as not to waste the vaccine.

“Once I open a vial, the doses must be used within 6 hours,” Johnson said.

Vaccinations for the Keys’ homebound are being administered by municipal and county paramedics and the shots come from the health department.

Mass vaccinations In another project, the county has also partnered with nursing students from the College of the Florida Keys to administer vaccines to eligible seniors, health care workers, and school personnel and law enforcement officers who are 50 years old or older. That program is being administered by ShareCare, an outside consulting firm responsible for contacting residents and scheduling appointments.

On Feb. 28, 300 Keys residents were vaccinated at the Marathon airport. Only those with an appointment were able to get the shot; walk-ups were not allowed. More mass vaccination dates are scheduled, including one in Key Largo at the Murray Nelson Government Center on Saturday, March 6.

Again, the vaccinations are by pre-arranged appointment only.

arlier this week, the National Oceanic and Atmospheric Administration said it will meet this spring to decide whether or not to start the Atlantic hurricane season — which typically begins on June 1 — earlier.

Insiders say the idea being considered is for a May 15 start.

It makes sense. Over the past six years, the first storms of the season have formed before June 1. In 2020, Tropical Storm Arthur formed on May 16. In 2019, Subtropical Storm Andrea got its act together by May 20. In 2018, Tropical Storm Albert came to life on May 25.

National Weather Service’s Jon Rizzo said NOAA can’t just “call it,” the agency needs buyin from other countries that will be affected and the supervisory agency of the World Meteorological Organization.

“This shift is going to take a little time,” said Rizzo.

What will happen this year, though, is an earlier start to Tropical Weather Outlook reports. Those will begin May 15 and are designed to keep tabs on disturbances that might develop. In 2020, NOAA issued 36 of those.

And then there are space hurricanes. Oh, yes. Earlier this week, a Chinese scientist released modeling of observations taken in 2014 over the North Pole. The storm they analyzed was reportedly 1,000 kilometers across and was “raining electrons” as it turned counterclockwise.

This ought to be pretty exciting news at NOAA’s Space Weather Center in Colorado.

Yes, it exists. According to Rizzo, their job is to monitor the sun, watching for solar flares that can cause electromagnetic storms. The discovery of the space hurricane has the same implications on Earth as solar flares — messed-up electric power transmission, plus jinky radio, satellite and GPS connections.

The good news, Rizzo said, is that those stellar disruptions don’t have as much affect in the Keys. The impacts, he said, are felt more in the upper part of the U.S. and Canada. No word yet on the formation of a space hurricane season.

F

or years, the Monroe Compute$ program has been paying Florida Keys high school students cash incentives when they earn various computer certifications.

Key West philanthropist and education activist John Padget founded Monroe Compute$ and funds the incentives through the Golden Fleece Foundation he created with his late partner Jacob Dekker.

This year, Padget has doubled the incentives from $250 to $500 to reward all students who excel in AP computer science or who attain the Microsoft Office Specialist (MOS) certification.

Monroe Compute$ is making extra funding available to reward students who earn the MOS industry certificate or pass the AP computer science exam with a score of 3 or above during the 2020-21 school year.

“Students who persist during this challenging school year deserve the increased award,” Padget said. “Studying remotely requires extra effort and dedication. We want to reward the students who put in the time and achieve success.”

Sibba Mira, the school district’s career and technical education coordinator, added, “Students will be very happy with this exciting news.

Many are studying at their own pace, and these increased awards will motivate them to redouble their efforts.”

Superintendent Theresa Axford also shared her support for the program during a recent school board meeting.

“Monroe students earning skills in computer science can look forward to bright careers,” Axford said. “Students have a tremendous opportunity to enhance their skills for post-secondary choices based on gaining certifications.”

Monroe Compute$ prizes range from $50 to $500 depending on the difficulty of the certification exam, and Padget has pledged over $100,000 in incentives to students earning Microsoft, Adobe, Autodesk, QuickBooks, and Digital Literacy certifications in grades 4-12. “Students can earn hundreds of dollars, while learning valuable computer skills necessary to compete in today’s global economy,” said Padget.

THE STORY OF 1 DR. HENRY PERRINE

A MAN IN SEARCH OF A WARMER CLIMATE

Editor’s note: This is the first installment in a four-part series.

I

f it hadn’t been for arsenic poisoning, Henry Perrine probably would have never ended up in the Florida Keys. Unfortunately, the poisoning happened.

He was born Henry Edward Perrine in one of New Jersey’s oldest towns, Cranbury, on April 5, 1797. The oldest of six children, Henry was an inquisitive child who liked to learn. Unexpectedly, his father died in 1813. Henry was 16. In order to help support his family, he dropped out of school, BRAD entered the workforce, and transitioned from BERTELLI student to teacher in a one-room schoolhouse. The doctor also experimented with plants and herbs.

One of those botanicals was Peruvian tree bark. He used the bark to make a tincture, and whenever he called on a sick patient, he would take a shot of the tincture to fortify his immune system. In addition to the tree bark, Perrine was experimenting with arsenic.

It was not long until the young doctor needed an assistant. In 1821, Perrine was called away on a medical emergency. As was customary, he went to his office, poured a shot of his tincture into a glass, and drank it before climbing on to his horse and riding away. Returning to the office, the assistant recognized the tragic mistake immediately. Perrine had taken his medicine from a glass used in an arsenic experiment. It had yet to be cleaned. The assistant saddled his horse and raced after the doctor.

Though Dr. Perrine was found in time, he never fully recovered. All was good as long as the weather was warm, but once the temperatures began to drop, his compromised system would begin to break down. It did not take long to realize he needed to move to a warmer climate. The first stop was Natchez, Mississippi, where he spent much of his time in the riverboat town setting the bones of those engaged in fisticuffs. While in Natchez, he contracted malaria, also known as yellow fever.

As he recovered from the illness, Perrine experimented with a new drug called quinine that was derived from the bark of the cinchona tree native to Central and South America. He took copious notes and, after recovering from the disease, submitted his work to the Philadelphia Journal of Medical and Physical Sciences in 1826. It became the most important paper on the use of quinine for 100 years.

Continuing to move south, Perrine went to Louisiana, but the winters were still too cold, and the doctor decided to go to his wife and growing family in New York. What was clear was that he needed to live somewhere warm that did not experience extreme seasonal temperature fluctuations. He needed to be in the tropics or, at the very least, the sub-tropics. At about the same time, the government announced it would seek applications to fill 100 consul positions representing the United States around the globe.

Based on climate, Dr. Henry Perrine applied to be the consul at Campeche on Mexico’s Yucatan Peninsula.

After waiting for a response for several months, Perrine was offered the job. His post would be stationed at Tabasco, Mexico, where his primary responsibility was documenting cargoes either being imported from or being exported to the United States. Perrine’s 10-year post at Tabasco began in 1827. Though Perrine and his family did not arrive at Indian Key until Christmas Day, 1838, his association with the Florida Keys began years earlier.

SALLY BINARD DISCOVERED HERSELF IN HER NEW ARTWORK

S

ome time after Hurricane Irma in 2017, artist Sally Binard found herself sitting on the floor of her new place, chisel in hand, staring at a two-foot chunk of Dade County pine with a mortise hole squared out at the top, trying to figure it all out.

She’d never really done mixed media before. Everything so far had been painting, sketching, pottery, maybe a little embroidery.

But so much was in flux. Her marriage had just ended. Irma had destroyed her Summerland Key studio, flooding it with 4 or 5 feet of water, destroying her kiln, her paints, brushes, blank canvases. And all those paintings, so much work, warped, stained, covered in dirt and mold. Ruined.

After years of being able to retreat to the quiet up the Keys, she was living in the never-ending bustle of Key West, renting space from Michel Delgado – a painter and sculptor who doesn’t make much distinction between his studio life and his home life. The place looked a bit like a Senegalese bazaar, she thought, or what she imagined a Senegalese bazaar looked like, anyhow.

“Things just got different. Real different,” Binard said.

She started chiseling out shapes in the wood, then hammering in nails, screwing down the slide from a deadbolt, painting a female figure that turned out to be herself – her face and her neck, her hand holding several small feathers.

“I was not at my best,” she said. “But the piece just came out so fluidly.”

On the lower half of the board, inspired by the work of Lauren McAloon, she created a series of boat shapes and lined them with gold leaf.

The result was, “Afraid to Launch,” and it marked a departure for her. It was the beginning of an exploration of her racial identity — her father was from Belgium, her mother Haiti — and an analysis of things that didn’t

bother her when she was young — living in a mostly white world — but had begun to trouble her in recent years, and in the different racial context of Florida and the Keys.

A few months after the storm, Binard saw an ad on the Florida Keys Council of the Arts webpage seeking submissions from artists from Florida and the Caribbean who were affected by recent hurricanes. She applied largely because it came with a small stipend, a hotel room, and round-trip tickets to Charlottesville, Virginia, where her sisters lived. (She hadn’t seen them for a while.) But she found herself profoundly changed by the arts conference, which included other artists from St. Croix and Puerto Rico.

“I just learned so much from the other artists and saw the power of what they – and now I can include myself – were doing. It was a conversation that was not just about hanging a pretty picture on the wall. And that’s just when I was hooked on art being something bigger than aesthetics and pretty stuff, and about the function that we can play in social change or environmental change,” Binard said.

She began creating the pieces that would become the basis for her show “None of the Above,” which was on display at The Studios of Key West in January of this year.

Binard grew up in a military family, much younger than any of her five step-siblings, the only one who wasn’t blonde-haired

and blue-eyed. They moved every few years: Wisconsin, Virginia, Puerto Rico, Iceland, Washington, D.C., Belgium…

“You just learn how to entertain yourself when you’re constantly in a new environment,” she said. Mostly she did it by hiding under desks and drawing.

“You could kind of drop me anywhere and I’d be fine. My dad would send me to Belgium at 13 by myself. I was running around Europe on trains and, like, Paris, at 15 by myself,” she said.

“I didn’t find anything scary because you just adapt.”

Binard came to the Keys because she wanted to make art and live on a boat. But she was also pragmatic.

“I started college as a math major and then realized that wouldn’t get me on a boat.

So I switched to marine science, figuring I could work on a boat that way,” she said.

She graduated from the University of South Florida and took a contract job with the Florida Fish and Wildlife Conservation Commission doing fish surveys out of Marathon. She ended up buying a sailboat, but living on a different boat.

After the FWC contract, she took up graphic design and bartending, working at Rick’s on Duval Street for six years while earning a master’s degree in psychology from a low-residency program at Vermont College of Fine Arts.

She also began taking art classes at what was then called Florida Keys Community College – sculpture, pottery, figure drawing. She took some private classes with wildlife artist Cynthia Kulp on how to work with oil paints.

She did some illustration work – wildlife drawings for Bill Keogh’s Florida Keys Paddling Guide, scientific illustration-themed Christmas cards for Mote Marine Laboratory, technical illustrations of artifacts for the Mel Fisher Maritime Museum.

She had her first solo show at The Art of Elton, a hair salon in Bahama Village. There were six pieces, she recalls, three of which sold.

She painted portraits of chickens for a while for the Funky Chicken shop on Duval Street, and showed her work in several other Keys galleries.

She built up an Instagram account, @ flamingoandflower, with close to 6,000 followers, through which she sold tiny handmade pots filled with tiny succulents, but has since let the account go fallow. (It’s hard to gain much traction in the world making tiny pots.)

“None of the Above” was booked at TSKW two years ago, pushed back on the calendar, like so many things, by the exigencies of COVID-19, given a deeper resonance during the delay, like so many things, by the death of George Floyd and the summer’s Black Lives Matter protests.

Everyone’s work, to a degree, is about their identity. You can’t paint, sculpt, write, take a picture, sing, whatever, without leaving traces of who you are. But “None of the Above” wasn’t sidelong or incidental. It was head-on, a heterogeneous deconstruction and a reconstruction all at once.

In “One or the Other / Choose, and Choose Now” Binard paints two figures, one white, one black, and eventually it dawns on the viewer, perhaps not quickly enough, that apart from skin tone and eye color, the two figures are essentially identical.

In “Reclamation,” Binard returns the viewer’s gaze from a piece of oriented strand board riddled with neat holes, her head haloed by screws from an old hard drive, her arms wide, resting on a long bar, a posture that is simultaneously cruciform, confident and defiant.

Nails are used repeatedly throughout the works in disconcerting ways, piercing the plane of the art, piercing the skin of the subjects, their exit points sometimes encircled in more goldleaf.

Arguably the most unsettling piece is “1000 cuts, 1001 heals,” a painting of the back of her legs overlaid with the appraisals people have made of her body, her race, her personhood: “You’re the kind of black I can bring home,” “Curly hair, curly brain,” “There’s black and there’s Halle Berry black.” In the lower left corner a small girl in a blue dress looks on.

You can see the images on The Studios of Key West website at tskw.org, and several works are now on display at Harrison Gallery on White Street.

Binard has moved on, creating more paintings of chickens, though this time with a feminist bent. (There are a lot of roosters involved.) She’s also working on a project creating visual Back stories for the lives of people often depicted as little more than stick figures on slave ships.

I asked Binard if “None of the Above” had been cathartic for her.

“I thought at the end, I’d be like, all right, I solved this thing. I’m good. And I know enough, with therapy and psychology, that there’s really no end. You resolve things, but they will come in another layer or in a different form and you’ll have to deal with it again,” she said.

“The realization I came to is, the inner conflict I have with this dynamic of my racial makeup – sometimes I’m cool with it, sometimes I’m not. And I just keep walking. It’s a really simple realization. But it felt good to get it out on paper.

T

he board of directors of the Greater Key West Chamber of Commerce announced on March 3 that Robert Goltz had been selected as the chamber’s new executive vice president. Goltz will assume the role on Monday, April 5.

He has over 20 years working in the industry, serving chambers in Michigan, New Jersey and will be leaving his current position as president/ CEO of the Miramar Pembroke Pines Regional Chamber of Commerce, where he helped lead it to achieve its second U.S. Chamber’s five-star accreditation. There are 202 accredited chambers out of more than 7,000 in the country.

Goltz will oversee a staff of six and will report to the chamber’s board of directors. He will also report to the chamber’s foundation board.

“I am excited about joining the Key West Chamber of Commerce,” he said. “I am looking forward to working with the members, business leaders, elected officials and the organizations serving the community.

I know that working together there is nothing impossible to continue the growth and quality of life that Key West is known for. I look forward to bringing my experience and skills to the table.”

Goltz earned a bachelor’s degree in broadcast & cinematic arts from Central Michigan University. He also graduated from the U.S. Chamber Foundation’s Institute of Organization Management at the University of Wisconsin and served on the board of regents and faculty for the Midwest Institute of Organization Management. He was voted the 2018 Executive of the Year by the Florida Association of Chamber Professionals. He will be joining the Key West community with his wife Melissa and his two daughters, Lily and Jessica.

PARENTS FRUSTRATED AS STUDENTS NOT BACK TO SCHOOL FULL-TIME DISTRICT SAYS MITIGATION EFFORTS KEEPING COVID SPREAD DOWN

K

-5 students in Monroe County have been back in the classroom full-time, but those in grades 6-12 continue to attend on an alternating A/B schedule.

That has Upper Keys parents, like Stephanie Ganim, growing frustrated as they await the day their middle and high school kids return five days a week.

Monroe County Superintendent of Schools Theresa Axford said during a recent board meeting that the district is still in the “red zone” when examining new cases per 100,000 people the past seven days. And while a discussion is likely with health officials at the March 9 school board meeting, Axford acknowledged that low cases among students, teachers and staff are a byproduct of the district’s mitigation efforts.

“It’s on my mind every day,” Axford said to school board members on getting all students in the classroom. “I’m thinking about it all the time.”

A guidebook for reopening schools in Monroe County was approved by the board last July.

Currently the district allows students in pre-K through fifth grade to attend face-to-face for instruction each day. But class sizes are reduced with some students in a classroom and others stationed elsewhere like gyms.

As for grades 6-12, which sees more movement in halls with period schedules, students are attending every other day with virtual asynchronous work on alternating days. In an interview last week, Axford told the Weekly that additional students who need support due to poor performance or inability to use technology successfully have been attending five days. As for the number of Keys students in danger of failing, Axford said they don’t have a figure yet.

A school teacher herself, Ganim has a junior who attends Coral Shores. He holds a 3.5 grade point average all while taking honors and AP courses and working two restaurant jobs. He always planned to follow his brothers’ footsteps in attending a four-year college, but decided a couple months ago to attend community college. The reason? “He doesn’t feel prepared,” Ganim said.

Speaking to board members during the Feb. 23 school board meeting, she relayed that while kids are allowed to engage in activities, clubs and sports after hours, they still aren’t allowed back into school five days a week.

“Why is it OK for A day and B day students

to commingle at a school-sanctioned event after school hours, but not during school?” she said. “How is this fair or helping our kids?”

A change.org petition created by Ganim, urging to get students back to school five days a week, garnered more than 300 signatures as of March 3. Among those supporting the petition is Denise Cano, mother of a freshman and junior who attend Coral Shores.

While her younger child is pulling a 4.6 grade point average, she said he complains about his learning drive being low. Her older child is barely passing. And his motivation, too, is falling.

“It takes a village to raise a child, and I personally have had many conversations with other parents, teachers, school administrators and counselors. And they all know our kids are suffering and suffering bad,” Cano said.

CDC guidelines for school operations, which were updated Feb. 26, recommends administrators work with local public health officials to assess the level of risk based on the level of community transmission. It recommends they examine the number of cases per 100,000 in the past seven days.

CDC indicators deem more than 100 new cases per 100,000 in the past seven days as “high transmission,” while 0-9 new cases are characterized as “low transmission.” Per data from the Florida Health Department of Monroe County, for the week spanning Feb. 23 to March 2, 194 new cases of COVID-19 were reported for an average of 27 cases a day.

But with a district of about 8,700 students, 187 students have been confirmed with COVID-19 since tracking started in late August.

Of those, 44 are from Key West High School, 24 from Coral Shores High School, 21 from Plantation Key School in Tavernier and 20 from Marathon High School.

Thirty-three teachers and 38 staff members were also confirmed to have COVID since the tracking, per the most recent district data.

“Our mitigation efforts have really worked very well. That could be because we have 6 feet distancing in all of our classrooms,” Axford said.

“That definitely has to be one of the reasons for that.”

Axford went on to acknowledge that bringing back all students full-time wouldn’t allow adequate social distancing.

“We have social distancing right now, and we would have to collapse that from 6 feet to between 3 and 6 feet in order to bring all the students back,” she said.

Ganim said she doesn’t see why the high school can’t convert the gymnasium into classrooms similar to what Plantation Key School did. Ganim said she’s asking the board to send home a survey asking parents if they want their child in school full-time.

“I was in support of being closed at the beginning of the school year just to see how things went, but after Labor Day I really began to feel that the kids needed to go back,” she said. “I hope to hear that they finally agree to do what is best for the children of our community and bring these kids back to face to face instruction full time.”

Cano said watching children shift from a daily routine of waking up, getting dressed for success and getting to school on time has all been lost.

“The point is that they had a routine … a consistent routine that supplements those in their personal lives and completes the whole picture,” she said.

In a March 2 Facebook post, the school district said it appreciates the cooperation during the school year with all its efforts to keep students and staff safe. In keeping with those efforts, the district asked everyone to avoid unnecessary travel over the upcoming spring break holiday, which begins March 22.

“It is particularly crucial that everyone stay home and stay safe because we have important academic testing when students return.

If a student travels and, upon return, has to go through the process of COVID testing and reducing contact with others, it may have an impact on their ability to test and may mean participating in make-up testing instead,” Axford said in a statement.

wo boats blown ashore near the gulfside of 7 Mile Bridge are examples of what the Florida Wildlife Commission calls “derelict vessel.”

The two boats blew onshore about two weeks ago and it will be weeks more before they are removed.

“We are conducting two criminal investigations right now,” said FWC Capt. David Dipre. “We are looking for the person who is responsible for the boat, or owns the boat. Then they will be criminally cited.”

Typically, Dipre said, even with a criminal judgment, it’s difficult to recoup costs. “Often, the boat owners have no financial resources. It’s like trying to get water from a rock.”

Once the owner is identified, there is a 35-day waiting period while officials attempt all means of communication. Then, either Monroe County or FWC will step in to get the removal process and eventual destruction of the vessel started. It can take up to 90 days for the derelict vessel to be removed.

Dipre said in most cases the boats are abandoned and then drag anchor.

In the case of the two boats near 7 Mile Bridge, the damage occurs to the boat, not the shoreline. There’s a greater danger of environmental damage if the boat sinks and fuel leaks into the ocean (in which case the Coast Guard gets involved) or the boat is tossed by a hurricane — colliding with another boat or even houses on shore.

Dipre said the two boats had been anchored near the 7 Mile Bridge for months.

“We see dinghies going back and forth and then one day you stop seeing the dinghies. That’s not a crime.

Boat owners go out of town to visit friends, for example, but then they never return and the boat becomes derelict,” Dipre said.

According to Dipre, there are about a dozen derelict vessels noted in Boot Key Harbor, the two near 7 Mile Bridge and several others in the Middle Keys that look derelict, or in danger of becoming so.

THE SUBTLE GENIUS OF SWALLOW-TAILED KITES

T

he kite shot out from nowhere, just above the road, doing something of a bootlegger turn, its face angled one way, its body sliding another. Its wings were spread wide and kind of locked in place, but its long v-shaped tail was canted at about 45 degrees, working hard to stabilize the bird in the heavy wind.

The bootlegger turn was accompanied by the sound of screeching brakes, though they were MARK mine, not the bird’s, as I locked the car up, swung HEDDEN the door open, and groped around for my camera without losing track of the bird. The bird circled around, into the sun and out, behind the tree, then out from behind it, because that’s what swallowtailed kites do most often when you see them.

I did manage to get the camera to focus and captured a few frames. Nothing genius, but functional enough to show that it was, in fact, a swallow-tailed kite.

The bird did two loops, staying close for maybe 30 seconds, then tilted a wing and shot half a mile across the sky, almost as if it had been raptured.

I might have said “Welcome back” out loud as it went.

Swallow-tailed kites are just damn cool birds. There’s that long, v-shaped tail, the forward sweeping wings, the sharp black-and-white plumage, the old soul face. Plus, they give a dog-like yip sometimes when they fly. They spend their lives in the treetops and in the air, and don’t find much occasion to come down to the ground and slum with the likes of us flightless bipeds.

But they’re also some of the most casually bad-ass migrants around.

The American population of swallow-tailed kites lives mostly in Florida, but their range extends up to Georgia, South Carolina, Alabama, Mississippi and Louisiana. Their range used to extend as far north as Minnesota and Wisconsin, but habitat loss – they need tall trees in swamps to nest – has greatly curtailed that.

When they get ready to migrate south they gather in huge roosts of hundreds of birds, gorging themselves for a month on insects and the occasional unsuspecting lizard snagged from the treetops. Then they head for South America.

Most raptors, when they migrate, follow the same energyefficient pattern, finding hot air thermals to ride up on, then gliding forward toward their destination until they find the next

good thermal. This will get them across an entire continent without exhausting them. But when they need to cross a body of water, their methods change. Thermals weaken dramatically over water, and since they won’t survive landing in the ocean, they rely on powered flight, flapping to get where they’re going.

It’s the reason we get so many raptors migrating through the Keys every fall – the birds want to stay over land as long as possible and minimize the risk that comes with flying over water.

Swallow-tailed kites don’t really do the whole powered-flapping thing, at least not for any sustained period. They’re good at riding the wind and finding thermals other birds can’t. I always think of the rock climbers who can find the most subtle foot- and fingerholds on a sheer granite face. It’s a whole different level of reading the physical world.

As a result, swallow-tailed kites are less particular about their routes. If they fly over land, great.

If they fly over water, that’s fine, too.

Some years we see a lot of them in the Keys; some years, hardly any. We see many more of them in the fall than spring, making the bird I saw a near rarity, season-wise.

The folks at the lean, mean, ornithological studies machine that is the Avian Research and Conservation Institute in Gainesville have been using satellite trackers to follow migrating swallow-tailed kites for nearly 25 years. (Check out arcinst.org if you really want to go down the rabbit hole on swallow-tailed kite migration.)

While swallow-tails are incredibly good at making their way across the ocean, they do occasionally get caught by unfavorable winds and stuck out there. ARCI has never seen a bird fly for three or four days over the water before losing the signal, presumably because of mortality. At least not until last August, when a bird they’d dubbed Sanibel South made it to within 50 miles of the Mexican shoreline before getting blown off course. The bird stayed aloft for five-and-a-half days, traveling over 1,200 miles, before finally making it to Texas.

It would be impossible to say which route was taken by the bird I saw on Big Pine the other day. It may have crossed the 90 miles from Cuba. It may have made a 400-mile arc across the Gulf of Mexico. But it was in the last stretch of a 10,000-mile migration loop.

It didn’t look tired at all.

A

former Key West city commissioner who accused the mayor of Key West of reneging on a prommised board appointment in exchange for political support is now saying there was “absolutely no” promise of political favors.

In a Feb. 25 email to the mayor, all city commissioners and the city attorney, former city commissioner Harry Bethel alleges the mayor promised him a seat on the Key West Housing Authority board in exchange for his personal and financial contributions to her 2018 mayoral campaign. The email starts with Bethel criticizing the mayor for not returning his calls or emails.

Bethel’s email then discusses the Key West Housing Authority board of directors. Bethel writes: “Now let’s go back in history when you first ran for mayor, you, myself and another gentleman friend... had lunch at Antonia’s and we told you we would support you in the election and financially. I asked you at that meeting, if, when you had the opportunity, would you appoint me to the Key West Housing Authority board of directors, and your response was YES,” Bethel’s email states. “That right there shows me your word is WORTHLESS...Every commissioner that sits with you has returned my calls. MAYBE YOU WILL RESPOND TO THIS EMAIL….

LET’S SEE.” Online records show that Bethel and his wife, Faye, each donated $100 to Johnston’s 2018 mayoral campaign.

When Bethel spoke with the Keys Weekly by phone on March 1, four days after he sent the email, Bethel said Johnston “absolutely” had agreed to put him on the housing authority board, and that the other person who was at the 2018 lunch would attest to it. “I supported her, yes, ma’am. I held up my end,” Bethel told the Keys Weekly.

“But that’s OK. She has to run for re-election. And we’ll see what happens then.”

Joe Moore asked Bethel if any potential bribe was discussed at the 2018 meeting. “Absolutely not,” Bethel said on the radio.

“I don’t do that. I know better than that, for crying out loud. I’ve been in politics too many years.

I told Teri, if you’re elected and have the opportunity to appoint someone to the housing authority board, I would appreciate it if you could appoint me because I’d like to end my public service career where I started, which is on that board.

Johnston told Keys Weekly she is exploring the possibility of expanding the all-volunteer housing authority board to seven members from its current five, and that she has been approached by “20 or so people who have asked to be considered for that highly respected board position. What better way to add ideas and expertise to that prominent board than by expanding it rather than replacing anyone currently on it?”

“There is no back-room deal,” Johnston told Keys Weekly. “I quite frankly don’t remember exactly what was said during that lunch meeting more than two years ago, but Mr. Bethel has asked to serve on every board.

He’s been on the warpath, and I hate to even give him any air time with this. My obligation to this community is to pick the most qualified people who can effectively serve our needs.”

Johnston said she is looking for people with an understanding of the current state of affordable housing, available funding sources and the potential for “infilling,” meaning adding units to existing housing authority sites such as at Poinciana Plaza and Porter Place.

Since her husband received his Florida Keys assignment, Danica has volunteered with military children, raised money for Christmas gifts for foster kids and helped collect more than 600 pounds of food for needy residents.

Danica personally sewed more than 100 COVID masks and helped organize a community sewing effort that resulted in 900 masks.

How many years has your spouse (and your family) been in the military? Just over 18 years and it has flown by so quickly. We’ve been stationed in California, Michigan, Virginia, Alabama, Connecticut, Puerto Rico and now Florida.

My dad served in the Air Force my entire childhood so I’ve been fortunate to have lived in so many different places. My childhood experiences prepared me for life as a military wife.

Had you ever been to Key West and the Florida Keys before your current assignment? Never! My husband went to Key West years ago for temporary duty and really enjoyed it. Before this assignment, the farthest south in Florida I had ever been was Cocoa Beach during high school.

Did you choose Key West or were you assigned here? Key West was our top pick. We fell in love with warm weather and the island lifestyle while in Puerto Rico for three years. We wanted to continue that lifestyle.

What were your first thoughts when hearing you were coming to the Keys? We were excited and started extensively researching the area. We were happy to learn we could live in base housing, which enabled our young children to have safety and security while running freely with neighborhood kids.

Hobbies? Women’s Bible studies, interior design, sewing, organizing

and helping my children with baseball and softball.

Favorite things to do? Drinking coffee, long talks with friends, spending time with my family, going to the beach.

What do you like most about the Keys? The laid-back lifestyle and small-town feeling. I didn’t think Key West would be so familyoriented, but once we got involved in local sports and church, we discovered that Key West is actually very family-centered and there is always something to do. The wildlife and water activities are endless and there is always a beautiful sunset to enjoy. I love the baseball and softball programs that are offered in Key West. Our children are so fortunate to be involved in such dedicated and well-coached programs.

What would you change about life in Key West if you had the power to do so? I would love to see more shopping choices. While it’s great to support local businesses, there’s no replacing Target.

Any advice for other military spouses? Enjoy where you are!

There is always going to be something you can complain about, but that just ruins the time you’ve been given. You can always find the good in every place you live. Get involved and pour yourself into the local community. Try to do at least one great, lasting thing in each place you are stationed.

vents and festivals in the village of Islamorada won’t happen any time soon. The village council decided recently not to issue any special event, or temporary use, permits until early summer.

Concerns over the upcoming spring break and the influx of visitors, as well as the percentage of people vaccinated in the county so far, led to the 5-0 vote on Feb. 25. The county’s top health officer, Bob Eadie, addressed the council via Zoom before their decision. While he acknowledged the optimism of Monroe County having one of the lowest infection rates in Florida, he said precautions need to continue with infections still occurring throughout the islands.

Of some concern was the increased number in pediatric cases in the recent week or so, Eadie said.

“I don’t know whether that means anything at all right now, but it does serve as a reminder that we need to be, as a community, cautious and conservative as far as what our next moves will be.”

More vaccinations are coming into the county, as more sites are coming online by the day. Eadie said the Florida Health Department in Monroe County receives around 500 doses a week, up from the 100 it was initially receiving. Publix and Winn Dixie stores are obtaining shots through the federal pharmacy program, although it’s unknown how many they receive each week.

Eadie said he believes doses will significantly increase in the next four to six weeks throughout the country.

“I’m optimistic that we’re moving in the right direction,” he said. “Six months from now, I think our world will be vastly different in a positive way.”

Councilman Pete Bacheler asked Eadie if it’s too early to allow events like flea markets. Eadie said he’d like municipalities to stay the course for at least four more weeks.

“It’s obviously working; look at our numbers and trends compared to other parts of Florida and the country.

I think being conservative is the right thing to do,” Eadie said.

Councilman David Webb asked Eadie what percentage of the county is vaccinated. Eadie’s reply was 10.7%.

“A lot of people are acting like because the vaccine is available and distributed that it’s over. We have a very, very small percentage of people that are actually vaccinated,” he said. “All the spring breakers coming from all over the United States, the likelihood is none of them have been vaccinated.

While the impact might not be critical to them, they can infect anybody else.”

Webb subsequently proposed halting village-sanctioned events until June 1. The motion passed unanimously.

“People can do whatever they want in their homes, and people can do what they want with private property and bars and everything else,” Webb said. “What I'm concerned about is us sanctioning something that is not in our best interest. I know people aren’t going to be happy with it, but I’d rather take the criticism and be conservative and do the right thing than be second-guessed if we had some kind of a super spreader event.”

Supporting the motion, Bacheler said it’s better to be prudent than to “make a mistake and get a lot of people sick.” Councilman Mark Gregg agreed, stating that it’s smarter to telegraph an expectation to the community rather than “bread crumb them along a week or a month at a time.”

here’s a fresh new restaurant in Old Town Key West. Southernmost Fresh Co. just opened Feb. 8, but is already welcoming back regulars who are making their way through the menu, a few dishes at a time.

There’s the most popular Hogfish, Snapper and Lobster Oscar that are topped with a mound of lump crab meat. There’s three types of ceviche with flavors brighter than the new white paint on the building’s exterior; and there’s a seafood paella that overflows with flavor, homemade sauce and seafood in every bite, including local fish, jumbo shrimp, jumbo New Zealand mussels, and calamari cooked in a homemade Junkanoo island spice sauce served with sweet maduros.

There are also plenty of options for the meat-and-potatoes crowd. Southernmost Fresh Co. takes great pride in its scratchmade burgers, grilled steaks and West Indian stir fry with or without chicken.

Open for lunch and dinner, the new restaurant is a homecoming of sorts for chef and co-owner Marko Palazon, who started his cooking career in the same building — 532 Margaret St.— 20 years ago, when it was Michaels restaurant, which closed more than two years ago.

But don’t call Southernmost Fresh Co. “the old Michaels,” because everything about the place is new and different, from the inside dining room and the tile-topped tables, to the outdoor bar, the menu and yes, the prices.

“You won’t leave here hungry and we’ve really tried to keep the prices accessible to both locals and visitors,” said Mario Palazon, co-owner and father of chef Marko Palazon.

“We know if we can get the locals in here and keep them happy, then they’ll recommend it to our visitors.” Dinner entrees typically range from $17 to $27, with a $42 surf and turf.

Some members of the Michaels staff have also returned, including bartender Ricky Quezada, who brought his own loyal customers back to the bar.

Father and son Mario and Marko Palazon were born and raised in Key West before moving to Miami. They opened the original Fresh Co. Market & Grill on the mainland nearly two years ago after owning previous

4 restaurants and a seafood wholesale company. Mario Palazon’s niece, Lissette Cuervo Carey, is the general manager at Southernmost Fresh Co. Chef Marko has cooked in kitchens throughout the United States and Caribbean, including New York City.

“My cuisine concept comes from the different restaurants and cultures I’ve worked in for the past 18 years,” Chef Marko Palazon said. “You’ll find South American, Caribbean and French flavors in our dishes. It’s not necessarily fusion, but it’s a combination of all the things I’ve cooked in New York, Miami and elsewhere.”

“He cooks with such a passion, it’s magnificent to watch him create something,” said proud father Mario Palazon. “Our menu features flavors from Jamaica, Cuba, Peru and the Dominican Republic.”

Southernmost Fresh Co. is currently open weekdays 11 a.m. to 9 p.m. and weekends until 10 p.m. Happy hour starts next week, featuring drink specials and ceviche shots, Mario Palazon said.

Southernmost Fresh Co. offers online ordering for takeout and will soon begin delivery. A private dining room is available for special occasions and indoor and outdoor dining is available. SCIENCE & ART ‘MOTHER EARTH’ ARTWORK AT MOTE MARINE LABORATORY ADDED TO FLORIDA KEYS SCULPTURE TRAIL

O

n Thursday, March 4 at 5 p.m., Mote and the Florida Keys Council of the Arts will host a free, virtual event to unveil a nature-inspired sculpture located at Mote’s Elizabeth Moore International Center for Coral Reef Research and Restoration in Summerland Key. This sculpture, named after Greek mythological goddess of Mother Earth, Gaea, serves as a visual representation of the blended courtship of science and art.

Gaea, created by Italian-born artist Gaia Grossi, was created originally as a part of the “Model to Monument” program, a partnership between the Art Students League of New York and the New York City Department of Parks and Recreation. The “Model to Monument” program nominates advanced sculpture students to design, engineer, fabricate and install a sculpture that will be exhibited in New York City parks for about a year. Gaea was displayed at Riverside Park in New York City prior to being selected by Key West philanthropists John Padget and the late Jacob Dekker, to add to the growing display of public art being placed throughout the Keys as part of the Florida Keys Sculpture Trail.

Elizabeth Young, executive director of the Florida Keys Council of the Arts, initiated the collaboration with Mote Marine Laboratory’s director of regional operations, Allison Delashmit.

The connection between the motherearth origins of the sculpture and the scientifically-driven restoration actively happening on our coral reef was “immediate and profound” for both Young and Delashmit.

Young said, “the vastness of the Cat. 5 laboratory only complemented the robustness of the sculpture. It adds an element of beauty in the bustle of hard ground-breaking scientific work happening at Mote.”

The sculpture, a massive concrete structure weighing around 30,000 pounds, sits next to a land-based coral nursery and outdoor classroom that hosts education groups from around the world at Mote.

“Mote’s coral reef science is adding a beautiful sculpture trail of sorts underwater throughout Florida’s Coral Reef, while the Florida Keys Council of the Arts is weaving art through the unique landscapes of our above-ground communities. Mote is honored to be part of this collaboration,” Delashmit said.

olling Stones fans in the Florida Keys should be prepared to “Get Yer Ya-Ya’s Out.” Torn & Frayed, an acoustic Rollings Stones tribute band, is coming to Key West for a one-night performance on Friday, March 12 from 6 to 8 p.m. at Lost Boy Creations surf shop, 417 Southard St. Torn & Frayed is celebrated for its deep dive into the Stones catalog, delivering “folked up” acoustic interpretations of Mick Jagger-Keith Richards classics, including audience favorites, deep album cuts and a variety of obscure Stones-related gems.

Key West’s gifted musical maestro Larry Baeder will accompany Torn & Frayed.

For those who can’t make it to Key West, the entire concert will be live-streamed on Facebook, with a multi-camera shoot produced and directed by Greg Rue of Filmic Live Stream Productions. A video recording of the concert will be posted to YouTube following the live event.

Dennis McJagger (aka “Frayed”) was ecstatic upon hearing that the concert in Key West was confirmed.

“That’s fantastic! I’m so psyched. I’ve been shoveling snow and dealing with frozen gutters here in New Jersey for the past two weeks.” Duo partner “Chicago” Mike Beck (aka “Torn”) added, “This is going to be an unforgettable evening of music and revelry.”

Lost Boy Creations’ founder Matt Atkinson Is excited to welcome the duo, as his very first concert was the Rolling Stones at Rentschler Field in Hartford, Connecticut in 2005.

lease be advised right at the outset of this column that I’ll never be playing any of these songs at my gigs. Ever. That being said, when I write one of these “Songs I Hate” missives, I must state beforehand, for your own protection: WARNING — this column may induce your brain to remember potentially unpleasant and cheesy music! And remember, these are only my opinions — your mileage may vary!

“Bang A Gong (Get It On)” – T. Rex. I know I’m going to get a lot of grief from classic rock aficionados who love this song. They’re going to tell me how talented Marc Bolan was as a guitarist and artist.

They’ll put forth how he pioneered glam rock and helped make glitter and feather boas de rigueur on stage starting in 1971. They’ll opine about the tragedy of his way-too-young death and dream about the music that might have been. I’ll just say that I’ve heard “Bang A Gong” two thousand too many times.

Let’s look at the insightful lyrics: “Well you’re slim and you’re weak / You’ve got the teeth of the hydra upon you.” And these: “Well you’re built like a car / You’ve got a hubcap diamond star halo / You’re dirty, sweet and you’re my girl.”

So what does this actually mean?

She’s slim and weak — but she has the teeth of the hydra. Is she an emaciated malnourished patient who also needs to visit an orthodontist? And then this non sequitur: first, she’s slim; next, she’s built like a car. And has a hubcap diamond star halo (whatever piece of headgear that might be). She needs a bath, but she’s nice. This song is chock full of contradictory metaphors and (I assume) euphemisms about a woman’s sexiness. It just goes to show that modern hip-hop does not have a monopoly on hideous lyrics. And it brings us to our next alleged song…

“WAP” – Cardi B. The less written about this “song,” the better. Actually, I really can’t cite any of the “WAP” lyrics in a column that’s destined for a newspaper that’s published as a local family-friendly publication. This aural garbage is one of the most popular “songs” of the past two years. That says something about the modern music listener, although no one really just listens to music any more.

Back in music’s Golden Era, we would buy records and have album listening parties where people actually listened to the music! What a concept! Why anyone, however, would actually want to hear this detritus is beyond me. Although Richard Cheese’s version does have a couple of redeeming qualities…

“Cotton Eye Joe” – Rednex. Based on the old song “Cotton-Eyed Joe” that’s older than the American Civil War, this techno-popped-up version is about as annoying a waste of sound waves as

one can find. While the song’s origins are lost to history, the meaning of how one gets to be “cotton-eyed” is quite interesting. From Wikipedia: “A list of the possible meanings of the term ‘cotton-eyed’ that have been proposed includes: to be drunk on moonshine, or to have been blinded by drinking wood alcohol, turning the eyes milky white; a black person with very light blue eyes; someone whose eyes were milky white from bacterial infections of trachoma or syphilis, cataracts or glaucoma; or the contrast of dark skin tone around white eyeballs in black

people.”

The song remained popular for way more than 100 years, with different recorded and live versions inspiring couples to hit the floor in barn dances throughout the South. It certainly inspired Swedish Eurodance group Rednex to mix traditional American country and folk music with modern dance music. While sometimes these fusion experiments work, this certainly was not one of those times. Who could have foreseen that this mix just might not work? Hmm… “Tie Me Kangaroo Down, Sport” – Rolf Harris.

Just the mere mention of this should probably send you into uncontrollable spasms.

“She Bangs” – Ricky Martin. The William Hung

version was more entertaining.

“Rico Suave” – Gerardo. Sorry — you were neither.

“MMMBop” – Hanson. Let’s, just for a moment, ponder these weighty lyrics: “Mmmbop, ba duba dop, Ba du bop, ba duba dop, Ba du bop, ba duba dop, Ba du, oh yeah.” This makes Stevie Nicks’ “Edge of Seventeen” sound like freakin’ Shakespeare.

If you lasted this long, congratulations. You’ve reached the end, for now. There are still so many more songs like this that will have to wait for a future column. Until then, let’s all sing a rousing chorus of “Achy Breaky Heart.”

UNCONVENTIONAL COLLABORATION CLEANS UP KEY WEST WATERS

ast week, U.S. Army Green Berets joined the Florida Keys National Marine Sanctuary and the U.S. Coast Guard in a first-ever, joint underwater cleanup in the waters off Key West.

As the Army’s most specialized experts in unconventional warfare, Green Berets training sometimes includes time at the Special Forces Underwater Operations School (SFUWO) in Key West. Since the 1960s, the location has been the Army’s only educational facility of the sort.

SFUWO divers navigate on sections of seafloor as part of their underwater training.

Last summer, a contractor looking for Civil War munitions between Fort Taylor and the reef found potentially dangerous materials in the areas used for SFUWO training, and the “perfect opportunity” for this unique collaboration presented itself.

The cleanup was organized under Florida Keys National Marine Sanctuary’s Goal: Clean Seas Florida Keys and Blue Star Dive programs, which provide grants to local dive operators to remove marine debris safely. Under the programs, tens of thousands of pounds of debris have already been removed from Keys waters.

“Florida Keys National Marine Sanctuary educates Blue Star dive operators on best practices for debris removal and over 50,000 pounds have been retrieved from Keys’ waters to date,” said Sara Rankin, local chapter director for National Marine Sanctuary Foundation, which funds the programs. “Pairing Blue Star divers with U.S. Army Special Forces and the U.S. Coast Guard is the most genuine representation of how a community-led program flourishes. It was a great day for our community above and below the water.”

Bob Holston, a past member of the foundation board and currently of Dive Key West,

a Blue Star operator, noted how divers will be the “canary in the mine” for problems in the sanctuary and highlighted how they can also be part of the solution, with programs like the Blue Star Diving Program.

“We get to see the changes that are happening on the reef way before the average person does,” he said. “Any operator that does not take part in the Blue Star program is contributing to the demise of their industry. What we want to do is get these people involved, get their customers involved.”

Holston realized that he wanted to take part in the cleanup when he realized the special forces train with such obstructions.

“A diver who is on closed circuit leaves no bubbles, so it’s very hard to track them,” he explained. “We did not want them to get tangled up in something.”

The novel mission resulted in the removal of more than 1,200 pounds of debris from SFUWO training waters. The special team of divers worked two locations off Truman Annex, bringing to the surface an array of cables and pipes for safe disposal. The cables were very much embedded and had clearly been there for a long time, SFUWO’s CW2 Nate Tiffany told the Keys Weekly.

“Our students do numerous dives throughout the year in that specific training area and we were able to clean it up,” said Tiffany. “Not only does it help us safety-wise for dives in that area but it helps divers in Key West in general and we were able to do this alongside our NOAA brethren.”

Tiffany said that it “meant a lot” to hear that NOAA would help clean up the SFUWO training area and that they would continue to work with the governmental organization in the future to recover additional debris in and around the training areas near Key West.

LEAF BLOWER BAN & SPRING BREAK PLAN CITY OFFICIALS UNSURE OF COLLEGE CROWDS MANDY MILES

ith the one-year anniversary of COVIDrelated closures just days away, and the city’s mask mandate being increasingly ignored, Key West officials are concerned about potential spring break and St. Patrick’s Day crowds.

Commissioner Mary Lou Hoover asked city manager Greg Veliz about Key West’s plans for potential St. Patrick’s Day crowds, given word of an out-of-town group planning a gathering here.

The annual and locally produced St. Patrick’s Bar Stroll is also planned for Saturday, March 20, although this year it is specifically named the Masked Bar Stroll.

“We’re hoping not to repeat last year, which was a really dark day,” Veliz said of St. Patrick’s Day during the March 2 city commission meeting.

It’s the day, one year ago, that Florida Gov. Ron DeSantis ordered the closure of all bars and ended indoor dining at restaurants throughout the state, beginning the extended COVIDrelated closures of all non-essential businesses.

“Right now we’re dealing with spring break,” Veliz said. “We’re monitoring the beaches and are prepared to close Duval Street to cars as needed to let the crowds spread out.”

Veliz said he’s heard “everything from colleges having no spring break, to some schools having only virtual classes during that week, which means students can attend from anywhere. So we’re dealing with it as it comes each day.”

A short time later during the meeting, officials approved a 60-day extension to the city’s mask mandate with no changes to the emergency ordinance. All but Commissioner Billy Wardlow approved the mask extension.

In other activity, commissioners approved with no discussion the second and final reading of a

new ordinance that bans the use of gas-powered leaf blowers in most of the city’s historic district.

The ban goes into effect at 8 a.m. April 5. The ordinance states, “The use of gasoline-powered leaf blowers is prohibited on any property less than a 1/2 acre in size which is located within the (historic district). … No fuel-powered blower shall be used within 50 feet of a residence located within the [historic district] at any time.”

The new law also prohibits anyone who operates any type of leaf blower from allowing “any leaves, dirt or any other debris blown to enter the storm drain system. All leaves, dirt, or any other debris blown on to public property or in the public rightof-way must be cleaned up and removed. … A person shall not be in violation of this section of blowing debris on any public property or in the public rightof-way if they remove the debris within 30 minutes of deposit and dispose of the debris in a sanitary manner which will prevent dispelling by wind, vandalism, or similar means. This exception shall not apply to any deposits into the storm drain system. Deposits into the storm drain system are not allowed at any time.”

Finally, the commission postponed a vote to accept a $522,000 grant from the Florida Department of Transportation to continue the expansion of the Mallory Square T-Dock.

The expansion project started five years ago when the city was still considering upgrading Mallory Square to accommodate larger cruise ships, a justification that directly opposes the November referendum to limit the size of cruise ships that can visit Key West.

With a bill pending in Tallahassee that would nullify the Key West cruise ship reduction, commissioners decided to wait to accept the FDOT funding until after a legislative meeting in Tallahassee scheduled for 3 p.m.

f Duval Street is at the heart of Key West’s tourism economy, North Roosevelt Boulevard is the artery that carries the island’s lifeblood to it.

At least one city commissioner wants to start designing a plan to improve the boulevard upon which residents, visitors and businesses depend.

“North Roosevelt Boulevard is the primary gateway for all who enter the island and I don’t think we’ve given it the attention it deserves,” Commissioner Mary Lou Hoover said during the March 2 city commission meeting, floating a concept that would start with a survey of residents and business owners about their vision for the boulevard. “I do think this part of our island deserves some attention, and I think the time is now to start making progress.”

Hoover outlined a possible three-phase plan that would start with a survey and continue with what she called “low-hanging fruit,” or short-term, low-cost improvements, before any larger projects are started, approved or budgeted.

“These initial upgrades could possibly include shade trees on the business side of the boulevard; updated signage so it looks less like a highway,” Hoover said. “I’d also like to encourage our planning staff to reach out to the owners of the three shopping plazas to discuss

possible redevelopment. We should bring these folks into the discussions early.”

Commissioner Sam Kaufman, who lives about two blocks from the boulevard, agreed that “it’s an underutilized asset and it does need improvement.”

But he cautioned against “lofty aspirations,” saying, “It’s a stateowned road; some of the sidewalks are privately owned and our planning department is woefully understaffed,” Kaufman said. “I just want to be realistic about what can actually get done.”

Kaufman then suggested the formation of a Business Improvement District “to take some of this off the city’s plate and get the businesses involved. We also have plenty of residents interested in bike and pedestrian safety. Let’s focus on bringing in the talents of our residents and business owners.”

Mayor Teri Johnston said she supports a survey of residents and businesses, and added that a Business Improvement District is an interesting idea, compared to a consultant that’s hired by the city. Johnston said she, like Hoover, believes some “low-hanging fruit” improvements are possible. “I’d like to see all those palm trees along the boulevard lit up at Christmas, for example,” the mayor said.

Hoover plans to work with the city’s planning staff to create and circulate the survey to gauge residents’ priorities.
