n a unilateral move, Key West’s mayor has ruled that the party will end at 10 p.m. on New Year’s Eve and the ensuing weekend. However, for many business owners and constituents within the city, two looming (and possibly costly) questions are now boiling above the surface. First, is Mayor Teri Johnston’s decision to impose a New Year’s Eve curfew legal without a majority vote from the full city commission? And if not, why has no commissioner called for a special meeting on the issue?

As of now, not long after the sun sets on Dec. 31, non-essential businesses, including bars and restaurants, must close at 10 p.m. Furthermore, no one will be permitted on the streets and sidewalks past 10:30 p.m. unless they’re headed to or from work at an essential business, the directive states.

The announcement of a 10 p.m. curfew for the entire New Year’s weekend came the morning after a three-hour discussion by the city commission that ended without consensus. At least three commissioners — Billy Wardlow, Sam Kaufman and Clayton Lopez — questioned the value and enforceability of a 10 p.m. curfew when an estimated 50,000 people will have to be somewhere on the island.

Attorneys and business owners are questioning the mayor’s authority to unilaterally enact such directives without a vote of the full city commission.

“The City of Key West’s charter and code enumerate the powers of the mayor and the commission,” Key West attorney Bart Smith told the Keys Weekly on Wednesday, Dec. 9. “Nowhere in Key West’s charter or code of ordinances is there language that allows the mayor to act unilaterally in times of emergency. Only the city commission has that authority. Other places, like

Miami-Dade, have provisions that allow the mayor to act in a time of emergency and enact a curfew. Key West doesn’t have that. So the question is, where does the mayor of Key West get the authority to enact emergency directives, like the New Year’s curfew?”

Keys Weekly emailed the same question to City Attorney Shawn Smith late on Wednesday, Dec. 9, but received an automated response saying Smith is “out of the office until Monday, Dec. 14.”

Keys Weekly also asked each commissioner by email on Dec. 9 whether they plan to call for a special meeting at which the full commission could vote on a potential curfew.

Commissioners Kaufman and Jimmy Weekley responded to the last-minute question before presstime.

“Because the majority of my colleagues voiced support for the mayor’s emergency directive, it is not apparent to me that convening a special meeting would have a different outcome. My preference is that such policies be voted upon at a city meeting with a proposed ordinance properly noticed in advance. Too often recently, the city has adopted directives or ordinances without the proposals being published as an action item in advance of a city meeting....”

Weekley said he supported the mayor’s position that she would issue a directive following the discussion at the meeting.

LEGAL CHALLENGES? Two Friends Patio Restaurant owner Danny Hughes and his attorneys put the city on notice with a Dec. 9 letter that challenges the mayor’s authority to enact the curfew and emphasizes their willingness to sue the city for financial damages related to the curfew. Hughes also offered to help any other business file similar lawsuits for damages.

“Two Friends will heed the advice of our counsel, and not rely upon, much less be bullied, by anyone undertaking to support what are unreasonable, arbitrary and capricious policies,” Hughes’ letter to the city commissioners states. “If Two Friends is damaged by the actions of the city, and it is determined by a court that the city’s actions were invalid and/or unlawful, Two Friends will seek damages from the city.

Two Friends will also assist any other business; be it restaurant, hotel, guesthouse, night club, entertainment venue, watersports, etc., in collecting damages from the city for actions deemed invalid and/or unlawful.”

Hughes’ email to city officials also includes a letter from the Orlando-based law firm of BakerHostetler that echoes Bart Smith’s statements about the mayor’s authority, or lack thereof, to issue such a directive, based on the powers outlined in the city’s charter. In his email, Hughes compares the mayor’s directive, without the consent of the full commission, to “martial law,” while arguing it will be illegal for New Town residents to leave their home for a burger past 10:10 p.m. on New Year’s Eve. “By the commission not agreeing to meet on this important issue, they are abdicating their duties to the mayor,” said Hughes. “That is clearly not the purpose or the language of the city charter. The constituents in each district deserve and should expect to be represented by their commissioner on this issue.”

The annual conch shell, drag queen and pirate wench “drops” have been canceled, but hotel bookings are near capacity for the holiday weekend that is typically one of the busiest of the year.

Several questions plagued the city commission discussion that ended without agreement.

How many people will stand in a shoulder-to-shoulder New Year’s Eve crowd if there’s nothing to watch drop during the countdown to midnight? Will a curfew effectively protect a crowd that size? What happens at 9 p.m. when people learn that alcohol sales will end in an hour? How will hotels and guesthouses be impacted by guests forced to remain on the properties as of 10 p.m.?

All these and more questions were asked and argued during the Dec. 3 city commission discussion about New Year’s Eve crowd control.

Officials were as divided as the community over what actions can or should be taken.

Kaufman applauded the city’s Health & Business Advisory Committee and called for the commission to support its recommendations of a 1 a.m. curfew; increased outdoor dining; drop cancellations; increased mask signs and advice to elderly and vulnerable residents to remain home that night.

Wardlow and Lopez emphasized that the crowds are already booked and coming.

“I think they’re already coming,” Wardlow said. “We’ll send them off Duval Street at 10 p.m. and into the hotels? They’re gonna go somewhere. I say we cross our fingers and hope for the best.”

Business owners and workers disagreed vehemently with a 10 p.m. curfew.

“If there’s no attraction to watch on Duval Street, people will spread out; they won’t stand shoulder-to-shoulder without something to watch,” event promoter Louie C. Rock pointed out.

“A 10 p.m. curfew puts staff in the precarious position of kicking people out at 10 p.m. This is a grave mistake,” restaurant owner Bill Lay said.

“Commencing on Thursday, Dec. 31, 2020 at 10 p.m. and terminating on Sunday, Jan. 3, 2021, at 6 a.m., a curfew is hereby imposed for the City of Key West, effective from 10 p.m. each night through 6 a.m. the next morning. All non-essential businesses shall close on or before 10 p.m. each night. Persons shall be in their residences or lodging establishments no later than 10:30 p.m. each night. During the period of such curfew, no person shall make use of any street or sidewalk for any purpose, except police, fire rescue, first responder, medical, health care, media, and utility repair service personnel.

ey West’s last New Year’s Eve curfew ended in a riot.

It was late on Dec. 31, 1975, or very early Jan. 1, 1976, when police closed bars two hours before the legal closing time, then used fire hoses to disperse angry crowds and arrested 114 people.

Eight people were injured in the melee that prompted the governor to launch an investigation into reports that police officers and firefighters had been drinking on duty that night, according to reports from the Palm Beach Post in 1976.

The fire hoses pummeled revelers who were slow to disperse and tear gas was released into the crowd.

Eight people were injured, although Police Chief Winston James later claimed the tear gas was accidentally deployed, the Palm Beach Post reported on Jan. 4, 1976.

“It hurt our business,” Colleen Sytek, manager of the Boat Bar, told the Palm Beach Post in the days following the chaos. “Everybody was beautiful all night … and then the police said to get everyone out of here,” the Palm Beach Post reported.

After arresting 114 people, police came under investigation themselves, when Gov. Reubin Askew ordered an inquiry by the state Department of Criminal Law Enforcement.

Emory Major, a prominent Key West resident, testified at the time that some police officers had been drinking on duty before the confrontation. He said alcohol had been served at a party for police and firefighters in the fire station at City Hall, in violation of city laws, the Palm Beach Post reported.

Police Commissioner William Gamble testified during the inquiry, “When you can’t break up a crowd, it’s better to wet them up,” the Palm Beach Post article states.

“Much of the criticism stemmed from police action in clearing revelers out of bars two hours before legal closing time and in failing to barricade the streets. Critics said that two years ago, when the streets were barricaded and revelry unrestricted in the streets, the only incident reported was the accidental breaking of a show window. Last year and this year violence erupted when police attempted to keep the street open,” the newspaper article states.

The police commissioner’s response in 1976 shows how times — and tourism — have changed in Key West: Commissioner Gamble responded at the time by saying, “A lot of local people like to drive through on New Year’s Eve. Why should we change for a few people?” the Palm Beach Post reported.

Investigators subpoenaed the activity records of 13 police officers who were present for the uprising on New Year’s Eve, according to reports in the Miami Herald. Public Defender Nancy Linnan testified at the time that two police officers had fired warning shots to disperse the crowds.

Twenty-one people testified at a city-run inquiry in January 1976, with nearly all of them saying they had witnessed “acts of police brutality including clubbings of revelers in the early-morning hours of New Year’s Day.” The state investigation “reached no conclusive results,” but investigators turned their findings over to a Monroe County grand jury, according to a Jan. 7, 1976 Miami Herald article.

The results of that grand jury inquiry are unknown.

ear Community Members: I feel it is my duty to shed some light on how we can do better with the COVID-19 surge in our community. Although masking, distancing, and washing are extremely important in prevention, more is needed to mitigate the increased community spread. We are nine months into this pandemic and our community lacks adequate testing, contact tracing, and quarantine resources to reduce the spread. Local government is underprepared for the current surge of COVID-19 virus cases. We can and must do better.

We need much more testing for the virus. Asymptomatic household members and close contacts of a positive person are not currently required to test. The total number of positive cases with some level of immunity to the virus is unknown because of the lack of testing. How many who go untested may be spreading the virus?

How many have immunity and can safely navigate and help others?

Who are currently reporting to work that are positive?

We will not know the answers to these questions without much more testing. We need to employ testing strategies known as “pooling” or “screening” to provide greater coverage of the workforce and community tested. In addition, we can identify resources to pay for rapid testing (currently $95 each) in order to get our residents back to work more quickly.

We need a more robust contact tracing program. Currently, the health department has four contact tracer positions working daily. For more than one month now, our community in Key West and the Lower Keys have had dozens of daily new cases. The contact tracers have struggled to keep up with the contact tracing to identify, interview and advise close contacts. Also, currently the health department has no Spanish-speaking or Creolespeaking contact tracers – potentially negatively affecting important segments of our most vulnerable and underserved communities.

We need policies to support COVID-19 positive patients to be able to safely isolate. Due to the local housing crisis, inadequate unemployment benefits and the overall economic challenges we face, some asymptomatic COVID-19 patients and many close contacts of positive cases are reluctant to isolate or simply do not have space to do so properly. Many are worried about losing their jobs, losing childcare, paying for rent, food and medicine. Close contacts and household members are not required to test for COVID-19 but have been required to isolate for 14 days (note: COVID-19 positive persons have been required to isolate for 10 days). Many families are unable to support themselves while going without a paycheck for 14 days. No one agency is coordinating the effort to provide support to those required to isolate.

The local government and private sector must work closer together to be sure that our workforce is supported adequately so they can safely isolate and help to reduce the spread.

Thankfully, a local volunteer health & business advisory committee has just been convened this month (December) to guide the city and other local agencies. We have lots of catching up to do. We need policies to be vetted by our local experts now more than ever.

I am optimistic that the health & business advisory committee will do just that. This private group includes the administration and medical directors from the health department, medical director from the hospital, the CEOs from the chamber of commerce, the lodging association and the restaurant and bar association, a contact tracer from the health department, nonprofits and the chief of police.

We should look through the lens of our working families who are worried about paying rent, for food and medicine. If we adequately address these unmet needs, then we truly can say that we “are all in this together” as one human family.

here is no doubt that COVID-19 is the most serious medical emergency we have faced in our lifetime, rapidly spreading and causing countless deaths. While science is divided as to the effectiveness of any stopgap measures, short of total isolation, as shown effective in New Zealand and right here in Monroe County, nothing has thwarted the spread of the virus.

Logic, however, has been ignored, especially in the City of Key West. The biggest spikes we’ve experienced in the Conch Republic occurred in July and November. The July spike occurred while our bars were totally shut down and restaurants were operating at the skeletal capacity of 25% indoor dining.

Yes, Madame Mayor, the virus is community-acquired at this point, but not exclusively in those businesses that serve food and drink to locals and tourists.

The same 2,000 students from one of our universities that surprised us on Halloween weekend, definitely visited our landmarks on Duval Street in the evenings and also bought “supplies” at Publix, Fausto’s and Winn-Dixie during the day.

Has anyone suggested that our big box stores and grocers be closed every third hour for a “sanitizing” break? Armed with antiviral spray misters that cost about $100, we could sanitize the merchandise on the shelves that has been touched and examined and put back by countless hands.

Next time you buy an avocado, think about who has already checked its firmness. But that would cost money and be inconvenient, so let’s just shut the bars!

Those same students gassed up at Circle K, Citgo, and Dion’s. Has anyone seen any gas station employee wipe down the pump handles or credit card touch screens after repeated uses? Why not install a dispenser with antiviral wipes on each pump so that individually we can disinfect these disease carriers before we are forced to touch them? Or perhaps these establishments should hire personnel to pump our gas until the crisis is abated.

But that would be difficult and costly, so let’s regulate barstools.

And speaking of touch screens, I’ve watched every weekend warrior in their rented Mustang convertible spend enough time at our parking meters to cough, sneeze, swear at or otherwise infect the screen, so that it becomes a

petri dish for COVID. How about suspending metered parking for all residents with stickers so we are safer? Even now, although I’ve bought multiple stickers, I take my chances on a ticket, rather than expose myself to what may be living on that screen. But again, this would be costly and the city is already feeling the COVID money squeeze, so let’s just cut restaurant hours!

Certainly, people visit our island to fish, dive and enjoy our beaches. They enjoy sunset at Mallory Square or the Southernmost Point. It’s all a waiting game until the festivities start.

There are better waters to fish in nearby; divers have countless options for cleaner, more vibrant reefs and almost everywhere has better beaches than ours of imported sand, rock and E. coli.

No, they come here because it is Key West! The name carries with it the history of pirates, treasure hunters, drug runners, the debauchery of Hemingway, the music of Jimmy Buffett and the freedom to be who you want to be. The 12 hours a day of live music on Duval, a dog with sunglasses, the party! Yes, people come to Key West to escape reality.

On my first visit to Key West in 1986 we fished all day, as we had throughout the Caribbean and Central America, and it was a good trip — nothing compared to say, Costa Rica, but pleasant.

That was not what brought us back.

The choice of three world-class restaurants with impeccable service steps from our hotel, the Lobster “Tango Mango,” the walk up a bustling street with varied music and a different scene in every doorway.

We stayed until closing, at which point our taxi driver explained that Key West never sleeps and we joined a procession of at least 50 cars and taxis heading to the Conch Flyer for nightcaps and breakfast.

This is Key West! I now live here with my wife and our 7-year-old daughter. With this in mind, I implore our mayor and city commissioners to broaden their scope when looking for potential remedies to rising statistics. As previously stated, our worst outbreak came with shuttered bars and crippled restaurants, so it is happening elsewhere. Please do not take away our lifeblood, our uniqueness, our KEYWESTNESS! LITTLE WHITE HOUSE ACQUIRES ONE OF TRUMAN’S LIMOUSINES

H

arry Truman’s Little White House museum recently acquired one of Truman’s presidential limousines, a 1949/50 Lincoln Cosmopolitan that was used whenever the president was in New York City. The mint-condition, stretch limousine has 320,000 miles on the odometer, said Chris Belland, CEO of Historic Tours of America, which operates the Little White House museum.

“President Truman used a Lincoln limo instead of General Motors Cadillac because General Motors didn’t think he would win the election,” Belland said.

“Ford Motor Co. was more than happy to provide the new president with the Lincoln limousine.

The roof was made “bulletproof” with Kevlar, a new material at the time, Belland said.

Rides in the limousine will be included in the new White Glove Tour of the Little White House. Stay tuned for details.

A

new website is helping Monroe County residents cope with the impacts of the pandemic and apply for various assistance programs.

United Way of Collier and the Keys, working with the Florida Keys Outreach Coalition, has launched KeysHelp.org to help people apply for relief in English, Spanish and Creole.

Keys families and individuals affected by COVID-19 can apply for up to $250 per month for assistance with food, prescriptions, medical bills, childcare, communication and transportation costs by connecting with case managers at the Florida Keys Outreach Coalition (FKOC).

The system enables clients to apply for assistance from the safety of their homes, using mobile phones, tablets, or computers, and enables case managers to help them while working remotely, at a safe social distance.

Residents can securely fill out an online application including uploading needed documents to complete the process quickly and safely. Additional community resources and information are available at KeysHelp.org, with more being added in the coming months.

“We could not be more grateful to our local United Way

for helping us find a solution,” said Stephanie Kaple, executive director of FKOC. “The need has been so great; we just didn’t have the manpower to meet it as quickly as we would like. But now we have this amazing tool that is going to help us not only now in this moment but also in the future.”

Since March, the number of residents seeking assistance with critical needs more than doubled.

Calls for help have grown dramatically, as the ALICE (AssetLimited, Income Constrained and Employed) families that United Way of Collier and the Keys serve have been heavily affected by the economic toll.

“These households live paycheck to paycheck, with very little or no savings to help them deal with unexpected expenses or loss of income like those incurred during COVID-19,” said Leah Stockton, UWCK Keys area president. “Requests for assistance are at an all-time high, including in the wake of Hurricane Irma. We are also seeing many callers who have never needed to seek assistance before.”

A quick drive throughout the island reveals the efforts that businesses, families and individuals put into their decorations for the delight of others.

The city’s Christmas tree at Bayview Park was lit during a virtual program that was broadcast online, and the virtual menorah lighting at the park will take place at 5:30 p.m. on Sunday, Dec. 13.

ANOTHER LOOK AT THE NUMBERS DON’T LOCK IN ON THE NUMBER OF NEW CASES REPORTED IN YOUR AREA

E

very day, the stats roll in: “Since Friday (12/4/2020), 89 cases have been added to Monroe County, including 34 in Key West, 16 in Key Largo, 14 in Marathon …”

The Monroe County Health Department has added an introductory paragraph to the COVID-19 positive cases it reports each weekday. On Mondays, it reports a three-day tally — Saturday, Sunday and Monday — like the one above.

It’s human nature to look at the numbers in a parochial way: “Oh, Key West’s numbers are twice as high as Marathon’s, therefore I am safe in Marathon.” That is incorrect. While the simple numbers are a good starting point for data, they don’t tell the whole story, without including population data.

According to the U.S. Census, Key West has about 24,000 residents, Key Largo about half that with approximately 10,500 residents, and Marathon about 8,500 residents. So while, yes, Key West has the most cases reported on Dec. 7 with 34, Marathon’s infection rate for that day, with 16 counted, actually represents a larger percentage of Marathon’s population testing positive than Key West’s. So for that DAY, Key West’s percentage of positive residents was 0.14%, Marathon’s was 0.16% and Key Largo’s was 0.15% Many times, national and state news reports talk about COVID-19 cases per capita, or per 100,000. For example, earlier this week Florida published its per capita rate of COVID-19 infections to date at 5,127 per 100,000; roughly 1 million out of 20 million Floridians have tested positive for COVID-19 since the state began keeping track at the beginning of the pandemic.

The Keys’ snapshot from Dec. 3, a one-day tally, tells a different story about infection rates in Monroe County. On that day, the Health Department reported 37 new cases in Key West, 7 cases in Marathon and 2 cases in Key Largo. Calculated by population (as described above), Key West had a rate of 148 positive patients per 100,000 population,

Marathon had 84 positive patients per 100,000, and Key Largo just 20 per 100,000.

Health experts say the best rough calculation of how many residents in your area are positive with COVID-19 is to count the rise in cases over a two-week period, the same period medical experts say patients are actively sick or contagious.

On Nov. 23, there were 3,140 cases reported since the beginning of the count. Two weeks later, on Dec. 7, there were 3,604. That means that there are about 464 Monroe County residents who are actively carrying the virus. Again, that’s a rough estimate.

According to the most recent COVID-19 reports from the county health department, the Keys has a positive test rate of 9.53% over the past two weeks and the median age of the person infected is 41.

ower Keys Medical Center said the increase in COVID-19 cases in the Keys is affecting the hospital too.

“Community spread is the most common way people, including our employees, are becoming exposed.

We have had some out in quarantine or in self-isolation in accordance with CDC guidelines,” said LKMC’s David Clay. “This has not impacted our ability to care for patients. Our hospital remains prepared to care for patients needing medical care, whether for COVID-19 or other medical conditions.”

Clay said staff are following CDC guidelines — wearing personal protective equipment while caring for patients, including medical masks, face shields and gowns.

“We are extremely proud of the many ways our staff and physicians have risen to the challenges presented by COVID-19. They continue to work tirelessly to care for our patients, each other, and our community. Each of them deserves our endless gratitude.”

WORKIN’ FOR A LIVING SUMMER JOBS PROGRAM LOSES FUNDING MANDY MILES

or some teens, summer jobs are a way to earn some pocket money and keep boredom at bay. For others, though, it’s a crucial contribution to their families’ limited resources and a way to break a cycle of low expectations.

Since 2010, Billy Davis, founder of A Positive Step of Monroe County, has coordinated the Idle Hands summer jobs program for low-income teens in Key West. A Positive Step of Monroe County works in various capacities with the highest-risk kids in Key West, working to break generational cycles of poverty, crime, lack of education, teen pregnancy and absent fathers.

Through the Idle Hands program, high school students ages 16 to 18 interview for and receive jobs working in various departments for the City of Key West. A two-week orientation precedes their first day of work and includes discussion with city officials about expectations, professional skills, work attire and communication.

“Some of these kids won’t be going away to college, so this program teaches them interview, resume and job skills that they wouldn’t get anywhere else,” Davis said.

“They get a regular paycheck and make connections with a potential future employer.

But unfortunately, the funding we’ve typically received from the city — $35,000 a year —

has been canceled due to budget cutbacks, and we’re hoping the community will contact their commissioners to let them know how critical this program is for the teens.”

Idle Hands since 2010 has provided jobs with the city for 20 to 25 kids each summer.

“That’s 25 kids who were introduced to the workforce, who earned a bi-weekly paycheck, who had less time to get in trouble because they were busy working, and who were able to help their families by buying their own clothes or school supplies,” Davis said.

The city has historically contributed $35,000 to the program, while David raises another $35,000 from private donations, Rotary clubs and the Community Foundation of the Florida Keys. But without the city’s contribution for summer 2021, the program cannot survive, he said.

The $70,000 is used to pay the students for their six-hour work days throughout the summer and also funds one facilitator or “job coach,” who keeps up with each student and their supervisor to prevent or address any issues that may arise.

Davis is seeking the community’s support for the program and is asking residents to contact Mayor Teri Johnston and their city commissioners, who could direct the city manager to restore funding for the Idle Hands program.

ey West police and city code officers arrested multiple people last week on Duval Street for not wearing masks, then obstructing justice by refusing to sign the citation or striking the officer.

When the Keys Weekly requested arrest information for all mask violations stemming from Dec. 2, Key West police spokeswoman Alyson Crean provided information about two women who were taken to jail after their encounters with officers escalated. However, further investigation by Keys Weekly revealed at least one additional arrest that also stemmed from mask violations.

“Officers can’t take people to jail just for not wearing a mask,” Crean told Keys Weekly on Dec. 3. “The officer warns them, then offers them a mask, and if they still refuse to wear one, they’re cited. When people refuse to sign or accept the citation, or when the situation escalates somehow, that’s when a person is arrested.”

Crean said officers took two women to jail the night of Dec. 2 for mask violations in separate incidents that had escalated. The women are facing charges of battery for allegedly striking a code compliance officer in the shoulder as well as obstruction of justice for refusing to accept the citation.

Further investigation revealed a fire commissioner from Palm Harbor, Florida was arrested near the intersection of Duval and Caroline streets in an incident that started with a mask warning.

A Key West police officer is heard telling the man that he refused to wear a mask. When Dalrymple said he didn’t have a mask, the officer says he offered him a mask and Dalrymple refused to wear it. The officer then says that Dalrymple was under arrest for obstruction of justice by refusing to identify himself to a law enforcement officer.

Dalrymple then told the officer that his wife had his identification.

Dalrymple’s friend, Kim Adams, who filmed and posted the video, is heard repeatedly saying, “But we’re

“He is sitting in a jail cell right now and all he was doing was walking outside without a mask on,” Adams wrote in the video description on YouTube.

Key West police and sheriff’s office jail records confirmed Dalrymple’s arrest.

Dalrymple was released to pretrial services shortly after his arrest, according to employees at the Monroe County Detention Center.

When asked whether the city’s increased enforcement of its mask mandate was related to heightened COVID sensitivities surrounding the passing of Cheryl Cates early on Dec. 2, Crean said the two were unrelated.

“This was not related to the passing of Cheryl Cates,” Crean said. “As we’ve gotten busier, we’ve stepped up enforcement. Officers handed out 20 masks on Dec. 2 and issued several citations that did not end in arrest. If someone refuses to accept the citation, that’s an arrestable offense.”

ome kids in the Florida Keys have given up writing letters to Santa because he’s never answered. They no longer compile a Christmas wish list, because Santa doesn’t always show up at their house.

But Roxanne Posada has been making Christmas miracles — and everyday essentials — happen in the island chain for about a decade.

She lives by three words: Kids Come First, which also happens to be the name of the nonprofit organization Posada runs for Monroe County kids.

“I’m all about making sure the littlest kids we serve have no idea their Christmas gifts came from a generous person in the community.

They come from Santa and that’s all there is to it,” Posada said.

Throughout the year, Kids Come First provides new clothes, shoes, school supplies and other items for students whose families can’t afford the essentials, much less any extras.

But come Christmastime, Posada moves mountains to make magic happen. She’s in touch with every school in Monroe County, getting referrals from teachers and counselors who know which kids don’t bother writing out a wish list.

“Every kid in need gets to fill out a wish list for three or more items,” she said. “Then, I have sponsors within this amazingly generous community who get them what they want — without taking any credit for it.”

The big guy in the red suit gets all the credit.

Kids Come First started as an effort to provide needy kids with new school supplies — folders that match notebooks, the trendiest pens kids are using, brand new crayons, name brand sneakers, and everything else that symbolizes a new school year.

That effort grew to include clothing and personal hygiene items when teachers and counselors noticed a need. Posada has established “closets” at every school in the county, where brand new shirts, jeans, shorts and shoes

“The kids who need help don’t usually ask for it,” Posada says. “But we have great teachers and counselors at each school who always make referrals for kids they know are struggling,” Kids Come First makes simple necessities and milestone memories possible for more than 200 students throughout the county every year.

Sadly, the pandemic has canceled those.

Here’s the next best thing: Put on a sparkly blouse or light a stogie and park yourself in front of the computer to do some online shopping for exactly the same people.

Increasingly, Keys nonprofits are turning to Amazon wish lists to fill organizational needs.

“The wish list is a great way for animal lovers to help the Florida Keys SPCA,” said executive director Tammy Fox. “And I think our supporters like the idea of being able to personalize their donations. They might want to buy a warming pad for the Marathon shelter’s spay and neuter clinic or purchase a stuffed animal with a ‘beating’ heart to comfort kittens and puppies in Key West.”

The best way to find out about a wish list is to visit the organization’s website. Click through the donate buttons until you find the wish list and then purchase as normal. Amazon removes items as they are purchased, to avoid the charity from receiving duplicate (unneeded) gifts.

A

local shuttle company recently returned its door-to-door service from the Keys to airports in Fort Lauderdale and Miami following a temporary closure.

Keys Shuttle resumed operation on Nov. 15 in the lead-up to what’s usually one of the busier times for traveling by air for the holidays. But that’s changed with the ongoing pandemic and the Centers for Disease Control stating that traveling may increase exposure to COVID-19, and that the safest thing to do is stay home.

A lack of air passengers resulted in fewer people using the local transportation service Keys Shuttle, which led owner Raul Cisneros to close Aug. 8 as COVID cases grew and uncertainty remained over flying. The shuttle service, like other businesses, reopened and resumed when checkpoints in Key Largo came down on June 1. But calls for service never came.

Now, Keys Shuttle is back online, albeit on a limited basis, with one van making one daily run beginning in Key West at

5:30 a.m. and driving up the islands to the two large air hubs in South Florida. Keys Shuttle has picked up residents and tourists from doorsteps since 2000.

As more calls for the service come in, Cisneros said more vans will return to service. That hasn’t happened just yet, however. In normal times, vans run to and from the airports six times a day, seven days a week.

“A lot of people are not flying and that’s where our business is,” Cisneros said. “It’s not anywhere near as many before the pandemic, but still, people need to travel. And the price of a private trip to the airport is very expensive.

“I can’t come back from doing nothing to anywhere near a full schedule,” he continued. “I need the drivers. I have to start gradually.”

Christmas is approaching and New Year’s Eve isn’t far away. Cisneros said it’s a time to gauge air travel and demand for transportation service to airports.

“We want to be ready and we just keep an eye on what’s going on,” Cisneros said. “We’re getting ready and wishing we could get more trips. But we will be adding them as they are needed.”

According to the latest air traffic reports, just over 785,809 passengers on domestic flights and 386,265 international passengers departed and arrived at Miami International Airport in October. That’s down from the previous year when more than 1.7 million domestic passengers and 1.6 million international passengers flew in and out of the busiest South Florida airport. A little over 1 million domestic passengers and 203,000 international passengers enplaned and deplaned at Fort Lauderdale-Hollywood International Airport in October.

Beginning Dec. 9, the Broward County Aviation Department (BCAD) will begin offering a COVID-19 virus testing service at Broward County's Fort Lauderdale-

Hollywood International Airport (FLL) as an additional amenity for the traveling public. The opening of the on-site testing service comes as more international and domestic destinations require travelers to present a negative COVID-19 test as part of their entry requirements and/ or submit to quarantine restrictions.

The rapid antigen with results in 30 minutes will be offered, as well as the polymerase chain reaction (PCR) test with results within 48 hours. Test costs are $69 for rapid antigen and $99 for the PCR test.

Cisneros said the ultimate goal would be returning the fleet of vans to service, but that will take time.

“I really wish I could get everything back to normal, but it’s not going to pick up overnight,” he said.

PANDEMIC BABIES SEEMS LIKE A BABY BOOM IS GOING ON IN THE KEYS

At the start of the pandemic back in March, there were lots of smirks and tongue-incheek comments about how the quarantine would produce the next baby boom in the U.S. However, think tanks said the coronavirus would produce the exact opposite — a decline in birth as families worried about the economy and struggled to homeschool the children they already had.

In the Keys, we do things a bit differently. Throw a baby rattle in Marathon and you’re going to hit a pregnant lady.

Or, at least, it seems like that.

Plus, it’s too much fun to dream up names for this baby boom — “coronials” or, when they hit puberty, “quaranteens.”

It’s an odd time to be pregnant, for sure. Jeanine D’Amico said she’s gone so long without seeing people that the next time she meets them she will be a mother.

“All of the sudden I am going to be holding a baby and some of them didn't even know I was pregnant,” said D’Amico.

The Keys Weekly caught up with these five to take a picture of the burgeoning bumps and ask some questions.

onroe County commissioners made no changes to an ordinance that remains in place regarding the wearing of masks when people can’t social distance or when they’re inside a business or restau-

rant.

No discussions were had on any added restrictions with New Year’s Eve approaching.

Commissioners and a few county staff members met in person for a regular scheduled meeting at the Murray Nelson Government Center in Key Largo. Remaining staff and departments tuned into the meeting via Zoom. County Attorney Bob Shillinger said the agenda item, a public hearing to consider revisions to ordinance No. 32 of 2020 regarding the county’s mask ordinance, is placed on every agenda to be “nimble and respond to any needed changes.”

“We don’t have any particular changes to recommend at this time,” Shillinger told commissioners. “The process of scheduling a hearing and whatnot, we put it on so that we can respond if necessary. If there’s no desired changes, we just let it sit. We don’t take action.”

A brief discussion followed, which ended with commissioners agreeing to keep the ordinance as is. Commissioner Eddie Martinez asked if anything at the county has superseded any of the governor’s orders. Shillinger replied that the county isn’t doing anything contrary to that.

An executive order by Gov. Ron DeSantis in late September that entered Florida into a phase 3 recovery made it so local governments couldn’t collect fines for COVID-related violations against individuals. But he did not preempt the ability to have those violations or to charge for them. And businesses could be held liable if they’re found to be in violation of the mask rule.

Commissioners’ decision in maintaining the mask order comes as county emergency operations related to COVID-19 enters its 44th week. The county’s still operating under a statewide and local state of emergency. Confirmed cases in Monroe County since March total 3,641, or roughly 4% of the total population. Weiner said new cases for December are averaging 32, which is around the same number seen the month before.

In October, average new cases were around 14.

“We continue to see an upward trend in new cases right now,” county Emergency Management director Shannon Weiner said.

Percentage of positive tests in the county is 9%, which is also the statewide rate. In November, percent positive tests were 11% and 8% in October.

Weiner also reported 31 new COVID positive cases among students, in addition to positive cases for four teachers and 10 school staff, the past eight days.

Lower Keys Medical Center had two patients with COVID in-house, while Mariners and Fishermen’s had none as of Dec. 9. Average COVID hospital counts for the last week is five, she said.

he College of the Florida Keys will hold its 61st commencement exercises for the graduating Class of 2020 in an outdoor ceremony beside the Gulf of Mexico on the Key West Campus on Friday, Dec. 11 at 4 p.m.

Fifty graduates will don masks with their caps and gowns to walk across the stage to receive their diploma. Some of the graduates participating in the ceremony completed their studies earlier this year but were unable to formally celebrate their achievement as the college’s spring graduation exercises were cancelled. The college expects to award more than 200 bachelor’s degrees, associate degrees and certificates in 2020.

Graduation ceremony attendance will be limited to ticketed guests.

The event will be streamed live to reach a broader audience on

the college’s Facebook page, at facebook.com/TheCollegeoftheFloridaKeys.

Former state representative Holly Raschein will deliver the keynote address. Carrie Groomes, who earned a bachelor’s degree in supervision and management and retired from a 20-year career at CFK this year, will present the student address.

Earlier in the day, the college will hold a virtual ceremony for 11 students who completed their associate’s degree in nursing this fall semester. Upon passing the national NCLEX-RN licensure exam, each will become a registered nurse.
