icture this: Tropical Storm Eta’s track is like a backward “s” — it leaves Honduras, crosses over Cuba and heads toward Florida.

First it will move northeast and then it’s going to take a sweeping turn to the west.

“We don’t know when that turn takes place,” said Jon Rizzo, warning coordination meteorologist for the National Weather Service in Key West. He said if the turn happens when the majority of the storm is to the west of the Keys, it will be a relatively brief storm over the island chain. If the turn happens when the storm is to the east of the Keys, residents will have hours of heavy weather and more rainfall.

Rizzo said it’s unlikely that Tropical Storm Eta will reform with a defined core. “It’s going to be a sloppy, large, messy system. That means rather than sustained wind and rain, we might have squalls of rain and gusts of wind for localized wind damage, even the possibility of a tornado,” Rizzo

said. Because of the unformed nature of the storm, Rizzo warns that the heaviest weather may not be located near its center.

In preparation, locals should secure loose objects in the yard and on decks. That includes Halloween decorations and campaign signs. Tropical force winds (39 to 73 mph) could arrive as early as late Saturday night, but most likely around dawn on Sunday morning.

The Weather Service is predicting between 5 and 12 inches of rainfall, and coastal flooding of up to a foot on the oceanside of the Keys.

Tropical Storm Eta is the 28th named storm in the Atlantic this season, tying the record for the number of named storms in a single season, set back in 2005. Eta jumped from a tropical storm to a category 4 in about 24 hours before landing on the Atlantic coast of Nicaragua and hooking over Honduras and back into the ocean.

FLORIDA KEYS TURN RED HOT — UNOFFICIALLY MARTINEZ UPSET OVER CARRUTHERS PROMPTS RECOUNT

T

he results of the Florida Keys election are not yet certified, and one race was close enough to prompt a mandatory recount, but the island chain turned red hot on Election Day. The most surprising upset was Republican Eddie Martinez’s defeat of incumbent Democrat Heather Carruthers in the County Commission District 3 race.

Only 141 votes separated the two candidates, with Martinez receiving 50.15% and Carruthers’ getting 49.85%, according to the Supervisor of Elections office.

“The only race we’ll do a recount for is the Carruthers-Martinez race,” Supervisor of Elections Joyce Griffin told the Keys Weekly on Nov. 4.

The recount starts Thursday, Nov. 5, “and will take a couple days,” Griffin said. “It’s hard; I’d rather not have to do any recounts. People say it must be harder to lose by a landslide than only a few votes, but I don’t think so. When it’s so close, there’s always that hindsight and second-guessing about what someone could have done differently.”

Keys Weekly spoke with several local election watchers and political pundits, who had the following reactions to the all-Republican wins in each partisan race in the Florida Keys: TODD GERMAN, CHAIRMAN OF HOMETOWN “What a night,” said Todd German, chairman of Hometown, which hosts several candidate forums throughout the campaign. “The Republican sweep really happened yesterday. The Republicans had 3,000 more voters than the Democrats on Election Day.

“Obviously, the Eddie Martinez upset over Heather Carruthers was the biggest surprise. Up until Election Day, based on the early voting and vote-by-mail results, Heather was handily in the lead. I don’t think anyone is more surprised than Heather and her team.

“Debbie Mucarsel Powell being defeated by Carlos Gimenez was another big surprise.”

STATE SEN.-ELECT ANA MARIA RODRIGUEZ “It was a great night,” said State Sen.-elect Ana Maria Rodriguez, who replaces termed-out Sen. Anitere Flores, also a Republican. “Now we all have to work together for the best interest of the Keys and our community and move beyond the election. We need to bring home the resources, as well.”

Rodriguez will be working handin-hand with U.S. Rep.-elect Carlos Gimenez, who flipped the Democratic seat held by Debbie MucarselPowell. Rodriguez said she’s known the Gimenez family for decades.

“They are a decent, hard working family,” Rodriguez said. “I don’t think there is a better person to represent us in Washington, D.C. than Congressman-elect Gimenez.”

She attributed the overall Republican win in Florida to the number of Latinos in the state.

“I think the vast majority of the state population, particularly Latinos who immigrated to the U.S. because they were oppressed by socialism, definitely tilted the scales,” Rodriguez said. “They don’t want the same thing to happen in this country that they saw in their homeland.

So, that was a big factor. That had a big play in all of this.”

JOSH MOTHNER, MARATHON RESIDENT AND OCCASIONAL CAMPAIGN MANAGER “Lots of money was spent on races big and small,” Josh Mothner said. “Our congressional district was targeted by the GOP to flip and Democrats spent money and resources on the Forster race.”

Mike Forster, a Republican, ran for and won a seat on the Monroe County Commission, but withstood a disproportionate number of attack ads in a local race.

Mothner also noted the defeat of Carruthers.

“GOP voters turn during presidential elections. Independents must have broken for GOP candidates as well. The voting patterns for this race are interesting and will undoubtedly ignite questions about at-large voting for county commission races,” he said.

NICK MULICK, CHAIRMAN OF THE REPUBLICAN PARTY OF MONROE COUNTY “We were confident. We had a strategy, and we knew the Democrats’ focus was on early voting and vote by mail,” said Nick Mulick, Republican Party of Monroe County chairman. “We focused on getting out the vote on Tuesday. We knew Republicans tend to vote at the polls, as well as NPAs (non-party affiliates).”

With Republicans in federal, state and county seats, Mulick said there’s a unified force.

“It’s a lot easier to go to Congress when you have a Republican representative and a county dominated by the Republican Party to ask for more funding to get more attention to issues here like water quality and reasonable development,” he said. “It’s really an amazing opportu-

HOLY TURNOUT, BATMAN!

KEYS HAVE HIGHEST PERCENT OF VOTERS SINCE AT LEAST 2004

T

he Florida Keys have consistently had a high voter turnout, but 2020 set a new record. According to the Monroe County Supervisor of Elections office, the turnout was 84.8%.

Monroe County Supervisor of Elections Joyce Griffiths sent out an email on Nov. 4 announcing the huge number.

“That crash you heard is the record being broken,” she wrote. “Vote by mail + Early Voting + Polls as of 2 p.m. (on Nov. 3) = 84.28 percent.” In fact, the number would climb a little higher to the aforementioned 84.8% The Keys has always had high turnout at the polls, however. Consider: • In the 2016 general election (Trump vs. Clinton): 79.17% • In the 2012 general election (Obama vs. Romney): 76.3% • In the 2008 general election (Obama vs. McCain): 81% • In the 2004 general election (Bush vs. Kerry): 77.17% • In the 2000 general election, the one with the “hanging chads” (Bush vs. Gore): 70.43% The Monroe County Supervisor of Elections has a very, very comprehensive record of voting in the Florida Keys.

Under the election data button on the election site, clicking on the detailed results button will open an archive that dates all the way back to 1932. It’s hard to decipher the copies of faded, type-written pages, but it’s possible that turnout in that year was as high as 78%.

So, yes, turnout in Monroe County has always been high.

“I think that’s fantastic. I am encouraged by the turnout.

With all the money and the advertising spent on political campaigns, I think that the best way to get around it is turnout,” said Josh Mothner of Marathon, who has worked as a campaign advisor.

In the Keys, Republicans outnumber Democrats 23,631 to 18,855. There is also a large number of independent voters — 14,962. According to polling data submitted by Monroe County to the state, more Democrats voted via absentee ballot than Republicans (9,512 to 8,126). But more Republicans voted early when compared to Democrats (7,503 to 4,413). Of those who were provided absentee ballots, there were more outstanding (not yet returned as of Nov. 3) Republican ballots than Democrat ballots.

If 2020 had a theme, it was definitely early voting. According to floridapolitics.com, about 71% of ballots nationwide were cast before election day.

In Florida, that number was 62%, or about 2 million more than early or absentee voted in 2016.

In Florida, any ballots that are not received by 7 p.m. on election day will not be counted, with the exception of overseas votes that were postmarked by election day (this usually applies to military personnel serving in other countries).

HOW WE VOTED ON AMENDMENTS

n 2020, Florida voters checked the boxes on six amendments. In order to pass, the amendment must have more than 60% of the vote in Florida. Here are the state totals.

AMENDMENT 1: Citizenship requirement to vote in Florida elections A “yes” vote supports amending the Florida Constitution to state that “only a citizen” of the U.S. who is 18 years old or older can vote in Florida.

AMENDMENT 5: Limitation on homestead assessments A “yes” vote supports extending the period during which a person may transfer Save Our Homes benefits to a new homestead property from two years to three years.

MOVES AND PROMOTIONS SHERIFF’S OFFICE ANNOUNCES COMMAND LEVEL CHANGES

S

heriff Rick Ramsay announced changes at command levels in the Upper, Middle and Lower Keys as the agency says farewell to some long-standing members due to retirement while welcoming new members up the chain of command.

“I am saddened to say goodbye to some of the hardest working law enforcement officers a sheriff could ask for,” said Ramsay. “But, at the same time, it’s always exciting to see those with that same commitment be rewarded for their hard work and rise up through the ranks. So, these announcements are bittersweet for many of us within the agency. I offer my sincere gratitude to those entering retirement and an equally loud congratulations to those moving up.”

The following members will be promoted by Ramsay on Monday, Nov. 16. Those retiring will do so at various dates in the weeks ahead.

• Lower Keys Commander Capt.

Donnie Catala is retiring after decades of service to Monroe County.

The native Key Wester has been with the sheriff’s office for more than 30 years. He has served a litany of roles, including as a Lower Keys general crimes detective and then sergeant over that unit as well as on the sheriff’s office SWAT Team.

• Executive Director Patricia Thompson will move in as the new Lower Keys commanding officer.

Thompson formerly supervised detectives with the Special Operation Unit and Major Crimes Division and as such oversaw the most important counter-narcotics and serious crimes investigations in the Keys. Thompson has a law enforcement career spanning decades, including time as a special agent with the FBI. Before retiring from the FBI, Thompson worked some of the biggest criminal federal cases in Miami-Dade and Monroe counties. Thompson retired from the FBI and later joined the sheriff’s office in 2018.

• Major Crimes Unit Detective Vince Weiner will move in as the new director of the Special Operations Unit and Major Crimes Division.

Weiner spent decades with the Florida Department of Law Enforcement, many of those years as a supervisor in Monroe County, investigating serious crimes at the state level.

Weiner resigned from the FDLE as a regional agent in charge. He then came on board at the sheriff’s of-

fice in 2012 as a road patrol deputy and eventually became a major crimes detective. He also served as school resources officer at Sugarloaf School, before going back to the Major Crimes Unit where he solved two longstanding cold murder cases.

• Islamorada Commander Capt. Corey Bryan and his wife, records assistant Peggy Bryan, will both soon be retiring after more than 30 years of service each with the sheriff’s office. Corey Bryan has been an active member of the Islamorada community as a member of the Upper Keys Rotary Club.

The couple were usually spotted leading parades and public events at Founders Park. He took a leading role working with the village on everything from school safety to traffic concerns on the Old Highway to activity in the Indian Key Fills.

The Bryans have a son, Lt. Spenser Bryan, who continues to work for the sheriff’s office.

• Middle Keys Lt. Derek Paul is heading to the Village of Islamorada where he will serve as the new captain or commanding officer. Paul is a Marathon native and a 23-year member of the sheriff’s office who started work in the Bureau of Corrections at the main jail on Stock Island, before moving over to road patrol. He’s also served in the Upper Keys while on road patrol and it was there when he was last promoted before he returned to his home community.

• Soon-to-be promoted to lieutenant as second-in-command in the Middle Keys, Sgt. Mark Jones will take Paul’s spot in the Middle Keys.

Jones was born on mainland Florida and has 32 years of law enforcement experience, including time with the Marion County Sheriff’s Office. Jones worked as an undercover officer and also worked with the High Intensity Drug Trafficking Area (HIDTA) task force, where he participated in some of the most notable drug interdictions in the Keys.

• Middle Keys Detective Leon Bourcier will be promoted to sergeant and fill Jones’ role in Middle Keys road patrol. Bourcier has been with the sheriff’s office since 2008 and has worked in Marathon in road patrol and as a general crimes detective. He has worked as a detective since 2016.

College graduates 74th law enforcement academy class

T

he College of the Florida Keys (CFK) held a graduation ceremony for Basic Law Enforcement Academy #74 completed through its Institute for Public Safety recently at its Upper Keys Center in Tavernier. A total of 17 cadets successfully completed the 770-hour training program. Upon passing the state certification exam, each will be eligible to become a Florida law enforcement officer.

Cathy Torres, director of CFK’s Institute for Public Safety, recognized top performing graduates with special accolades. Class Captain Jimmy Franceschi earned a leadership award. Diamond Goodman was recognized for academic achievement.

“Top Gun” honors for superior shooting skills went to Meghan Foster. Foster and Giovanni Bustamante received physical fitness awards. The “PIG” award, which recognizes pride, integrity and guts, went to Juan Noyola.

CFK’s law enforcement officer program satisfies the training requirements of the Florida Department of Law Enforcement and the Criminal Justice Standards and Training Commission. CFK is accepting applications for two upcoming basic law enforcement academies that begin in January.

One will be held at CFK’s Key West Campus and the other at its Upper Keys Center in Tavernier. All of the classes are part-time, in the evening. Applications are due Dec. 4. More information is at www. cfk.edu.

Longtime landscaper at The Reef makes paradise look even better The Dominicanborn Lorenzo Rodriquez had a career in the New York Yankees’ minor league ball club before settling in Marathon.

L

ocals can spend decades whizzing past The Reef time share resort in Marathon, never giving it a second thought. From Overseas Highway, it looks like a small pod of alien ships — octagonal structures lifted into the air on pedestals.

The grounds, though, are a beautifully groomed paradise with quirky touches.

“People drive by all the time and I don’t think they understand the time and attention Lorenzo has put in this,” said Laz Flores, the manager.

Lorenzo Rodriguez has been the head landscaper at The Reef for more than two decades. He’s quiet and has a big smile and best known around Marathon for his prowess on the softball field.

He said growing up on a Dominican Republic “finca” — or farm — that anything green has always held his attention.

Rodriguez has created vignettes throughout the property. In one spot, Spanish moss grows out of a rescued tiki head. Colorful buoys and lures hang from transparent fishing line tied to the boughs of a massive mahogany tree.

“Our guests find things when they go out fishing and then bring them to me,” Rodriguez said.

The most magical spot, though, may be his nursery. It’s a carefully edited vignette complete with bleachers of new and healthy sprouts, driftwood, worn boat line and blooming orchids. It’s a workspace for sure, but disguised as another beautiful piece of landscaping.

GEORGE GARRETT OFFERED CITY MANAGER POSITION Council skips over ‘interim’ option and offers permanent job

I

n a special call meeting to decide on an interim city manager on Oct. 29, the Marathon City Council agreed to offer current Planning Director George Garrett the permanent position. The vote was 3-2, with Mayor Steve Cook and Councilman Dan Zieg dissenting.

Garrett was offered the position without the nationwide search for a leader that GEORGE GARRETT Marathon has conducted in the past.

Councilman Luis Gonzalez made the motion, and he was seconded by Councilman Mark Senmartin. Both men said they favored Garrett for the position because he’s a local with local ties and institutional knowledge.

“He can offer continuity, expertise, local knowledge of Marathon and the county, he understands the complex relationships we have with the county, state and federal governments and he’s someone we can all trust,” Gonzalez said.

Zieg and Cook said while they appreciated Garrett’s commitment and service to the community, they questioned how the other councilmen arrived at this decision.

“The rush to put Garrett as city manager doesn’t pass the sniff test. This smacks of a backroom deal where people only had their own self interests in mind,” said Zieg. “I thought we had moved forward out of the mud and into the sunshine. If he is half the man you say he is, (Garrett) would recognize this maneuver is simply that. He would request the job be posted and put his resume into the mix with all the others and let the best man win.”

Garrett was invited to speak before the vote.

“I appreciate this honor. I simply appreciate the council and its consideration. It’s an honor, honestly,” Garrett said.

Twice, Garrett has served as deputy manager for the City of Marathon — once under former City Manager Mike Puto and once under current, but retiring, City Manager Chuck Lindsey. In addition to his full time position as Marathon’s City Planner, Garrett is very involved in the community at large serving on various charitable boards.

“If at some point in the future, if George ends up being named manager and decides after a little while to go back to being just the planning director, I don’t want to see that avenue closed on him,” Barttus said.

The next regularly scheduled meeting of the Marathon City Council is on Tuesday, Nov. 10. At the meeting, the council is expected to review the formal job offer contract and vote on it.

Our lazy city council I was disappointed in our city council when they gave a permanent contract to George Garrett to be our city manager. Do not misunderstand. George Garrett is a competent, experienced, honest and conscientious member of our city staff. He will be a good city manager.

That is not the point.

Our city council chose not to learn whether there were other candidates out there, maybe some with a fresh perspective, or with ideas to renew, revitalize and reinvigorate our city and its government. They missed the opportunity to see what other options there were that might serve our city.

Case in point: It is no secret that the present council has been wrestling with trying to improve the building department. For a year now the building department has been the subject of discussions, hirings, firings, transfers and promises of improvement while apparently earning the distrust of the people having to deal with that department.

There has been little or no improvement while complaints from customers and contractors fester.

If the city needs improvement, is it smart to try to solve problems with the same cast that either created them or perpetuates them?

It is important to remember that the building and planning department is the only agency of the city that is continually dealing with the future, what Marathon will be in 3 or 5 or 10 years from now. It is the crucial interface between the city government and development, where regulations, incentives and disincentives, and negotiations can and do shape what the future will be for our city. But this city council has shown little interest in planning for our future. It is another missed opportunity.

When you don't know where you are going, any road will take you there.

Another example of missed opportunities is our highway, the only unifying architectural element in our city. The landscaping of U.S. 1 is bland, unimaginative and interspersed with dead areas. A metaphor perhaps. Why can't we have bright colorful tropical landscaping that pleases our citizens and impresses our visitors? If the city will not undertake this simple improvement, why don't they ask the help of our numerous master gardeners, the garden club, and local landscapers for ideas to improve the visual signature of our roads and bike paths?

Why does it feel that we should be grateful if they cut the grass?

And there is so much more that could be done.

We have continuing problems with vacation rentals in residential areas. Our wonderful parks are underutilized. They add to our attractiveness but aren't used in our marketing. There are inadequate services for our teenagers and young adults. Code compliance needs improvement. Who sets the goals for this department — neighbor's complaints or objectives based on needed improvements to the city?

Is anyone setting goals and objectives to lead our city into the next decade? What kind of city do we wish to be?

Our present council is not serving us. Their indifference is exemplified by reducing their meetings to once a month and having meetings that consist of rote reports and paying bills, usually by consent without discussion. That does not require management; it requires purpose, vision and energy.

I do know we can do better, and while I hope George Garrett will improve things, and I wish him the best, if this decision results in more of the same old, same old, we have missed another opportunity and we are the poorer for it.

This city needs help. It needs to renew its commitment to serving its citizens, it needs to be transparent about what it is doing, and what needs to be done. It must do better. It is not using the resources available, in funding, or expertise. It isn't even asking the question of where we are heading, and what will we be when we get there. It is, in fact, in a rut, and has been there since the aftermath of Irma. We need new leadership, and leadership with initiative; and we may not have found it.

HOLISTIC HEALTH Marathon woman sets out to help women help themselves

S

ummer Herd is a self-described holistic health coach. Plus a women’s wellness advocate, concerned with empowering her clients. She helps women find answers, feel better connected to themselves and become healthier overall.

For example: “Okay, Client A wants to lose weight. By the way, I am not a diet coach,” said Herd. “What we do is figure out the reason why the weight is there; we figure out how it became a problem. For example, was it a lack of movement, the wrong food … where is the disconnect?”

Another client, we’ll call her Client B, lost her job mid-pandemic. “We focused on staying mentally strong. We focused on the qualities she wanted in a new job and not settling,” said Herd, adding that her client put in a lot of effort with resumes and interviews, and resisted settling for just any job.

The pandemic offered Herd a similar opportunity. As she eased away from teaching yoga in group classes, she said, she had the opportunity to teach the same principals but off the mat, in a broader way. “I want to help women with their whole life, not just their bodies,” she said.

Herd is teaching virtual seminars, plus offering one-onone sessions with clients. She recently finished a six-week program co-hosted by the City of Marathon called “The Art of Healthy Living.” She's also offered a seven-day “Vibrantly You” program to help women connect with themselves by exploring selfcare methods, foundations of health and personal core values. (She plans to offer another in December that is similar.) And she has an ongoing program called “Sanctuary” where the group covers all aspects of health. Herd said the classes have three components: community, or roundtable discussions; a teaching topic; and health work, or homework.

One-on-one sessions are available as add-ons. Some of the classes above are free; some require paid membership.

Here’s more about Summer Herd:

Where were you born and raised? Born in Alabama and raised in St. Augustine.

How did you get to the Keys? By sailboat in 2013. Before we moved here permanently in 2015, we also took an RV trip across the United States to Oregon, where we thought we would settle. My husband and I were looking for a lifestyle that was compatible with homeschooling for our daughter Chloe, now 14. When we decided that Oregon wasn’t a good fit, we all wrote the name of a place on a slip of paper and put it in a jar.

We all chose to return to Marathon.

What started you on this holistic health path? Without going into too much detail, I had a health issue that the doctors said could only be solved with surgery or a lifetime of hormones. I chose to educate myself about nutrition, following the old adage that “food is medicine.”

What are some of the jobs you’ve had? I’ve worked in a women’s boutique, in the restaurant business as a server and bartender to put myself through school, an English teacher, a yoga teacher and at the Florida Keys Aquarium Encounter.

Now, I do this.

MESSAGE FROM THE SHERIFF Many residents may have noticed an increase on the Sheriff’s Office social media pages as well as reports in the press of mandatory notice to appear citations being given to anglers with over-the-limit or undersized fish or lobster.

This isn’t a coincidence. Deputies have been going after these violators at my instruction and with the help of our partners with the Florida Fish and Wildlife Conservation Commission and State Attorney’s Office.

We are seeing more and more visitors return to the Keys and that includes anglers on the fishing bridges along U.S. 1.

Unfortunately, my agency is also seeing too many anglers — mostly from mainland Florida — who believe they can fish here while ignoring wildlife laws.

The Sheriff’s Office has been citing people far too often lately who either claim ignorance of the law or chose to casually break it.

The good news: We have made many good cases in recent months and continue to do so. I want everyone in this community and to those who visit us to know that this behavior will never be tolerated while I am Sheriff.

Help me spread the word.

If you are in possession of too many or undersized fish, you can expect to be given a citation that makes your appearance in court mandatory. Additionally, you will face the appropriate fines.

Some people may say most of these incidents are minor violations and no big deal. I disagree. These resource violations when viewed in total have a large impact on the fishery and future generations’ ability to enjoy it.

I continue to ask for the public’s help in curbing this activity.

A crowd of more than 50, socially distanced of course, occupied tables in the backyard and watched the comedy-drama-horror movie unfold on a huge screen. Volunteers needed to ring the bell The Salvation Army Red Kettle campaign is looking for volunteers to “ring the bell” during this holiday season. Helpers are needed for two locations in Marathon and shifts will be two hours. Volunteers can sign up for a single or multiple shifts and are required to wear masks and maintain social distance.

Funds collected stay in the local community and help to provide food, shelter, rehabilitation, disaster relief and much more to people and families in crisis. The Salvation Army contributed $2 million to more than 400 families in Monroe County alone specifically to Hurricane Irma recovery.

ey West voters handily approved three changes to the city’s charter that will significantly reduce the number of cruise ships and people that can visit Key West once the industry again gets underway.

The amendment limiting the number of people who can disembark from cruise ships each day in Key West passed with 63% approval. The amendment prohibiting ships with a capacity of 1,300 or more people passed with 61% approval and the amendment giving priority to cruise lines with the best health and environmental records secured an 81% approval.

“This historic vote shows that regulating cruise ships is an issue that unifies Key West, bringing together Republicans and Democrats, young and old, black and white,” said Arlo Haskell, treasurer of the Key West Committee for Safer, Cleaner Ships, which led the cruise ship reduction movement by securing 2,500 signatures on petitions to have the questions placed on Key West ballots.

WHAT’S NEXT? And now come the lawyers.

“Unfortunately there’s going to be some legal action against the city pertaining to these amendments. This got dumped in the city’s lap and there’s a lot of confusion out there,” Key West Chamber of Commerce President Greg Sullivan said Wednesday morning on U.S. 1 Radio.

The city of Key West is bound by the voter-approved charter amendments to change the city’s charter and limit the ships that can dock at the city’s cruise port facilities.

But what about the privately owned cruise ship dock at Pier B, behind Margaritaville Key West Resort & Marina?

The owners of that facility have joined one existing lawsuit that questions the city’s authority to mandate costly reductions to its business operations and officials expect them to file their own suit. In addition, several local businesses that depend on revenue from cruise ships and their passengers also had retained the Horan Law Firm to represent them even before voters approved the amendments on Nov. 3.

The time for discussion and compromise has passed due to the binding nature of the referendums, Sullivan said.

City Manager Greg Veliz told the Keys Weekly the morning after the election, “Obviously this will go to court, which could take years, and we’ll have to defend the amendments to our city charter. I’m sure Pier B will file suit.”

When asked whether he’s met with cruise industry representatives about whether they’ll send “smaller, safer ships” to Key West rather than the larger ones that have come since the 1980s, Veliz said, “I have met with the cruise industry officials, and the same companies that own the smaller ships also own the bigger ships. I don’t mind telling you guys exactly what they told me, which is, that inviting the smaller ships to come to Key West, but not the big ones is like inviting me to your dinner party, but not my wife and kids.”

“This is a business decision that became a political decision,” Veliz said.

The city manager said he wasn’t sure what, if any, role the committee will play for here forward.

“The process is pretty straightforward and governed by the charter,” said Arlo Haskell. “Once the supervisor certifies the vote, then the mayor and city clerk simply sign off on it and the amendments become part of the charter. We’re monitoring to make sure everything happens as prescribed.”

Veliz said the discussion is not immediately urgent until the cruise ships resume sailing. They stopped in the early days of the coronavirus pandemic.

T

he Florida Keys Council of the Arts and the City of Key West Art in Public Places Committee recently announced the installation of five new sculptures at the Duval Street Pocket Park, all created by artists from Monroe County.

The works were selected from a competitive application process, and are available for purchase from the individual artists while they’re on display.

“This is a wonderful asset to our community, which truly allows everyone access to the arts,” said arts council executive director Liz Young.

The following artists and their works are all on display: Adam Russell created “Red Obelisk”; Trish Pleasant created “Hawksbill Reef”; Bill Lorraine created “Ann’s Girl”; Tim Marshall Curtis created “Cetacean {Fishtrick)” and Paola Effio created “Catfish.”

There are plans to add a sixth sculpture by artist John Martini at a later date. Also gracing the pocket park is a series of artistic benches, created by artist Colin Selig, made from recycled propane tanks. The benches are brightly colored, adding a whimsical, tropical splash of color to the public seating.

The new art is at the pocket park that was sponsored by business owner Michael Halpern at 1400 Duval St., between the Southernmost House and Southernmost Beach Cafe.

ENOC CAMPOS Senior Football What do you enjoy about playing football? I love the companionship all the guys on the team share. We work hard for each other and with each other. I am happy I’ve played football, because I've gotten a family out of it.

How long have you been playing on the team? I had previously played football, but I had to come out and play one last time as a senior. This is only my second year playing football, but hopefully it doesn't end here.

Describe one of your best moments in athletics. After weeks of practice, full of putting all our teams hard work in and several difficult games, we scored our first touchdown. Even though it wasn’t me who literally scored those points, it was one of my best moments. We scored that touchdown as a family.

Coach Childress says … "We’re getting better and better every week!” Our team has obviously been having a tough season, and it is easy to get down about the scores. When Coach yells this out to us at practice every week, it gives us all that little encouragement we need. It pushes me to work harder, because I want to be better.

BRIEFLY Second round of Keys’ CARES grants closed The second round of the Monroe County CARES Act Business Assistance Program is now closed to accepting applications for funding. The program was created with CARES Act funding to assist Monroe County businesses who were negatively impacted by COVID-19.

The CARES Business Assistance Program consisted of a one-time fixed amount grant to qualifying Monroe County-based small businesses with up to 25 employees. The program application period opened on Friday, Oct. 30 with $1 million to allocate.

More than 350 applications were received.

Fully completed applications received will be processed for grants until the $1 million allocation is exhausted. Grants will be made on a first-eligible firstserved basis.

College to hold virtual session for future students The College of the Florida Keys (CFK) invites prospective students to learn more about the various academic and career training opportunities available locally at CFK through a virtual information session on Tuesday, Nov. 10 at 5:30 p.m. CFK’s spring semester begins Jan. 8 and will include on-campus and online classes.

Life does indeed go on after elections

“I

t’s the end of the world as we know it, and I feel fine.” – R.E.M. “Every generation thinks it’s the last, thinks it’s the end of the world.” –

Wilco As I write this column, Election Day — Election Season — is grinding to its inevitable end.

By the time this is published, we’ll (hopefully) know who won. And maybe, just maybe, life can get a bit more back to normal.

People have been predicting the end of the world since there have been people making predictions. In 66 A.D., the Jewish Essene sect of ascetics saw the Jewish uprising against the Romans in 66–70 in Judea as the final end-time battle.

Since then, there have been numerous doomsday predictions and forecasts, and they all have one thing in common: none of them came true. From Pat Robertson’s prediction that the end would come in 1982, to Jerry Falwell’s belief that we were all doomed on January 1, 2000, to psychic Jeane Dixon’s forecast of the Final Day in 2020 (she was wrong when she said it would happen earlier in 1962) — it seems Armageddon is harder to happen than many believe.

So when this election season is over, and the end of the world doesn’t happen, what do we do?

How about we just keep on living?

We have had more than a few elections in the history of these United States. Somehow, the republic has survived. If your state of physical and mental well-being rests solely on the outcome of this election, then you may be doing life wrong.

Detroit Free Press columnist Mitch Albom wrote, “To be honest, I am less concerned with what we do Tuesday than what we do Wednesday, Thursday and every day thereafter. My biggest fear isn’t who sits in the Oval Office come January; if the rest of us keep conducting ourselves the way we have been the last six months, it won’t make a difference.”

Albom continues, “We’ve lost friends, alienated families, split our communities by lawn signs. We have hurt one another, emotionally and even sometimes physically. Yet far from looking at our guilty hands in regret, we continue to make fists and shake them across the great divide.

“Is this who we want to be?”

Two years ago, I wrote these words: “We have lost sight of the abundant majority of the things we all have in common over the

issues that divide us. We have forgotten that we are Americans first.

“If you believe that someone is less American than you are because of his or her vote in the last election, you are part of the problem. America was the melting pot, the Great Experiment, the shining beacon on the hill. Our values, our compassion, our fighting spirit and our humanity were ideas to which people around the world aspired. We achieved great things. Created technological marvels. We even invented rock and roll and

went to the moon!

“All of these achievements were created with the can-do attitude that we were America, and we could do anything if we came together and just did it. Our great legislators knew when to fight and when to compromise to solve problems and work toward that Greater Good.

Partisans like Ronald Reagan and Tip O’Neill fought hard for their issues, but still worked together and had a cocktail together at day’s end. Neither doubted how American the other was.

“Barry Goldwater and Hubert Humphrey knew that. Dwight Eisenhower and John Kennedy knew that. John McCain and John Kerry knew that. Barack Obama and George W. Bush knew that. But if we, as a people, don’t start remembering it quickly, then the enemies we do have, from without and within, will win.”

Perhaps now that this election is over, we might take our first steps toward bridging that great divide. We are Americans first — and no matter who won or lost, Armageddon is not upon us.

I’ll leave you with another lyric from a song that has been of comfort to me this year, written by Paul Simon: “We come on a ship that’s called the Mayflower, we come on a ship that sailed the moon. We come in our age’s most uncertain hour, and sing an American tune.”

LOIS FOLEY 1930-2020 Lois Foley of Marathon passed away on Oct. 27, 2020 in Marathon. She was born in Sandusky, Ohio, on Feb. 18, 1930 and has lived in the Middle Keys for the past 36 years. She was a homemaker and very involved in the Marathon Community Theatre and local duplicate bridge circle.

She is survived by her husband, Richard Foley of Marathon; sons Bruce and Gregory Todd, both of Detroit; and her siblings John Wagner, Bill Wagner and Sally Burger.

Of course, the main fun in the neighborhood behind the airport still happened, as did the trunk or treat at Gulfside Village, and the City of Marathon threw its annual costume contest. MEET THE DIVER WHO CHANGES THE U.S. FLAGS ON THE SPIEGEL GROVE AND DUANE

hen longtime diver Lew Bellows moved to Port Largo nine years ago, he began diving the Keys working for Ocean Divers (now Rainbow Reef Dive Center). It bothered him that the U.S. flags on the famous shipwrecks were tattered, and he decided to do something about it.

“Someone told me the guy who used to take care of it had moved away, so I took it upon myself to do it, and I enjoy doing it,” he said.

Bellows has changed the flags on Key Largo’s two most famous shipwrecks and dive sites, the USS Spiegel Grove and the USCGC Duane, ever since.

“I came out of the Vietnam era,” Bellows told Keys Weekly. “Didn’t volunteer, didn’t get drafted. Just wandered through.

But I had friends of mine that went and never came back, and I had friends who went and didn’t completely come back.”

Those memories prompt Bellows to refresh the flags about four times a year to ensure there’s always a crisp, clean flag “flying” on both military wrecks.

“I like to get clean flags up for Veterans Day and Memorial Day, at least. That’s the reason I do it, really,” Bellows said. “The algae gets going really fast, and it doesn’t really matter if it’s polyester or nylon, the algae always gets it,” Bellows said.

The Duane sits in 100 to 130 feet of water and is Bellows’ favorite place to dive in the Keys. The second-longest serving military ship in history, it was also a U.S. Coast Guard ship during the Vietnam War. In the 33 years since its intentional sinking, it’s become an artificial reef, teeming with soft corals, bull sharks, goliath groupers and tons of fish, he said.

The Spiegel’s crane arms have some of the prettiest soft corals and sponges in all of the Caribbean, Bellows continued. The Navy ship was intentionally sunk into 60 to 135 feet of water in 2002.

Bellows loves seeing the flags on both.

When the current catches them, they’re “as pretty as seeing a flag in the breeze” above the surface, he said.

He hopes the flags serve as unifying symbols especially in this time of “struggle.”

He also emphasizes that he is proud to

complete the changes for many reasons, none of which is political.

“I don’t think about pride for myself. I feel pride for the United States,” Bellows said. “I realize there’s a whole lot of neat people who gave their lives and served so that I can be a bitchy liberal. All my rightwing friends know exactly what I am; we still agree 100% on the flag.”

The actual changing of the flags is a one-man job, but Bellows takes coworkers from Rainbow Reef as dive buddies and “trainees” of sorts. He attaches the flags with plastic zip-ties and collects all the old ones to prevent plastic pollution. The currents on both ships are notorious, and the deep dives mean that he has to work efficiently.

“When I go down there, I say a prayer of some sort to those who gave their lives,” he said. “There’s nothing to interfere — just me, the flag and the pole.”

Over nine years, he’s amassed fun stories like learning the hard way not to straddle the flagpole without a wetsuit (fire coral, ouch!) and befriending a curious golden grouper on the Duane.

“For years, he’d chase the other fish away and just watch me change the flag.

It was the coolest thing. Then he disappeared. Probably onto someone’s dinner plate,” Bellows chuckled.

Bellows absorbs the cost of the flags himself and is honored to do so. The newest flags, which were changed within the past month, cost around $40 each.

The old flags are ceremoniously retired either at an American Legion or the Boy Scouts Base Camp and then usually incinerated.

After nine years, Bellows is ready to pass on the duty to Rainbow Reef, where he still works. He predicts Memorial Day 2021 will be the last flag change where he’s in charge.

“Thanks to Rainbow Reef for allowing me to have the honor of changing those flags,” he said. “I feel like I’ve done a pretty good job of it. And I’m sure someone will carry on well after me.”

Rainbow Reef always gives active military and veterans 10% off diving. On Veterans Day, both dive for free.

A FAREWELL MESSAGE FROM In 2003, fresh from completing my degree at Florida State University, I moved to the Upper Keys to begin a job as aide to Representative Ken Sorensen that would indelibly shape my entire professional life to this point. After Ken termed out, Representative Ron Saunders, a Democrat, kept me on as his aide, despite my Republican affiliation. I served him even as he was Minority Leader, which I credit for my ability to understand and work with both sides of the aisle. From both men I learned the intricacies of helping our unique area in Tallahassee. We are too often forgotten in this southernmost district, and policies that may work well in other parts of the state may not be well-suited to our community and way of life. With this knowledge and experience, I was able to hit the ground running when you honored me with election as your state representative in 2012.

I am incredibly proud of what we accomplished for this district across my four terms in office, from sponsoring the state’s first agritourism legislation to the landmark Florida Keys Stewardship Act, to safeguarding our lobster and stone crab fisheries for future generations. This area generates a great deal of revenue for the state, so I was also laser-focused on bringing those dollars back home. I know that the hundreds of millions of dollars we secured for critical needs such as water quality, hurricane recovery and other major infrastructure projects had a big impact on our local governments and local communities.

The eight years I’ve spent in office have also been the first eight years of my son, Drake Thomas’s life. To Drake- I know that serving in this role has resulted in me missing so much – baseball games, fishing trips, movie nights – and that’s been hard for you to understand. But what drives me is the hope that when you scuba dive amongst our coral reefs in Pennekamp State Park, or fish off our dock in Key Largo – and when you do that with your own children decades from now, you will know that it was your mom that helped protect it for you and for them. The work I’ve done is because I love you. But there is nothing I have ever done and nothing I ever will do that is more important than being your mom.

To the amazing people who entrusted me with this role – the voters of district 120, and particularly of my adopted home, Monroe County. The contrasts between my childhood home of Alaska and the Keys could not be greater physically nor could they be further apart, but the people within could not be more similar – resilient people of strong character who love where they live and are at one with our natural environment. You have blessed me by allowing me not just to serve you, but to represent you in the truest sense of the word. To bring your values and priorities, goals and dreams to Tallahassee.

To each of you, I hope I have exceeded your expectations in serving this unique district.

A new representative will be sitting in the District 120 chair when the House organizational session convenes in just a few short weeks. To my successor, I offer some light-hearted words of advice. When in the Capitol, you will be sitting a lotmeetings in your office, committee meetings, and late-night floor sessions. Elevators can also be extremely difficult to come by, so if you are only going one or two floors, take the stairs! Also, walk fast, because not only does it help your body counteract the sitting, the lobbyists can’t keep up! But in all seriousness, you will face your fair share of difficult decisions, just try to keep the people of this district in the forefront of your mind, over everything and everyone else, and you will find your way.
