hen the 14 candidates for local election gather on Tuesday, Oct. 13, it will be the 10th anniversary of the inaugural Keys Weekly Newspaper and Marathon Chamber of Commerce forum. Every year it has been held at the Marathon Government Center, except last year when only Marathon Council candidates debated at Marathon City Hall.

“I’m grateful to our citizens that stand up to run for office,” said Keys Weekly publisher Jason Koler. “It’s an important element of the democracy that we live in.”

“Jason and I look forward to this collaboration every year, because it matters, just like every vote matters,” said the chamber’s CEO, Daniel Samess.

Koler and Samess will moderate the event. It will be broadcast live on Comcast Channel 76, AT&T U Verse Channel 99, Roku (search for the Monroe County channel) and Monroe County TV (MCTV). The forum runs from 6 to 9 p.m.

FDOT: PEDESTRIAN BRIDGE PROJECT TO BREAK GROUND BY YEAR’S END

A

n elevated pedestrian bridge over U.S. 1 near Founders Park in Islamorada is nearing groundbreaking with project plans almost finalized, according to Florida Department of Transportation officials.

Islamorada Village Council kicked off its Oct. 1 virtual meeting with a project update on the Founders Park pedestrian bridge by Sergies Duarte, senior community outreach specialist with FDOT. With the design phase kicking off in May, final plans are under review in anticipation of installation of piles for the foundation by the end of the year, he said.

Bridge construction isn’t the only facet of FDOT’s $4.68 million project. Realigning the Florida Keys Overseas Highway Trail, widening the shoulders and constructing wall barriers will also take place. Concrete sidewalk will be installed along Old Highway, as Duarte said there’s no pedestrian connection from the bridge site to Treasure Village Montessori. Chevron pavement markings will be added to replace plastic poles on Old Highway between East Ridge Drive and South Drive.

Project completion is expected in early 2022. Duarte said the bridge will allow pedestrians to travel along Overseas Highway without interrupting traffic flow, reducing congestion.

“It will enhance the mobility and overall safety, emergency evacuation and truck movements along the Overseas Highway,” Duarte said.

Candidates running for village council seats in the November election joined the meeting to chime in on the project. Buddy Pinder said he’s opposed to the bridge construction.

“This doesn’t belong in Islamorada as far as the preservation and character of Islamorada,” said Pinder, who’s running for seat 3. “This needs to be somewhere else. …

Jenny Bell-Thomson, who’s running against Pinder, said she started a petition on change.org to gauge what the public thought about the bridge. She said the petition was viewed more than 1,000 times. Around 200 people signed in opposition, she said.

“It’s anecdotal because I can’t confirm all the signatures are Islamorada residents,” she said.

Bell-Thomson went on to ask whether village taxpayers would face financial liability from the work that’s already done and underway if a mandate from Islamorada voters wanted the project stopped. Duarte said communication would take place between the FDOT executive team and the village if there’s any discussion regarding a petition or wish to stop the project.

“I think that’s the best channel to answer any questions regarding a petition to stop the project,” he said. “Our main goal is to provide an update on where we are with the project. FDOT is moving forward at the request of Islamorada via two resolutions passed several years ago.”

In February 2018, council approved the selection of the proposed pedestrian bridge crossing over U.S. 1 at Founders Park and maintenance responsibilities for the elevators. In December 2018, village council was unanimous in supporting a resolution for a design variation to the project in order to stamp the village seal on the bridge’s elevator towers.

Costs at the outset were around $2 million, but rose through time to more than $4 million today.

The project stemmed from a meeting Keys officials had with FDOT in 2016 over a possible mobile pedestrian bridge for safe crossing during large public events. The decision was made, however, that it wasn’t feasible. A permanent bridge was the other option.

A location was chosen in Founders Park, where large events like the Gigantic Nautical Flea Market are held.

Duarte said traffic lanes will remain open in both directions on Overseas Highway during construction.

our seats are up for grabs on the Islamorada dais in this year’s election with current council members either running for other offices, terming out or choosing not to seek re-election.

As a result, new faces will be seen come November.

Each week, the Upper Keys Weekly will pose a question to each candidate in the race on a village issue. Candidates have the opportunity to respond to the question in 100 words or less.

This week, the question surrounds one of the major problems seen in the village during the busy months, holidays and weekends out of the year — traffic.

Backups in the village are witnessed as far north as Plantation Key, where two lanes of traffic merge into one near MM 90, and as far south as the Fills, where people pull off or look out at the pristine water.

With lines of traffic come impatient drivers, who jump off U.S. 1 onto the Old Highway to cut the line, only to get back onto the main highway to create more problems. Monroe County sheriff’s deputies stay busy on the Old Highway as they pull over cars for speeding, passing illegally and blowing through stop signs.

SEAT 1 PETE BACHELER The question of lessening traffic congestion in Islamorada is difficult because of the linear layout of our islands. We can't add feeder roads to one side or the other of U.S. 1. The "old road" should have signs saying "Local Traffic Only." As long as the tourist advertising agency for Key West and the Florida Keys continues with the ads, we will have traffic issues. Five-and-a-half million people travel to the Keys each year, which will only increase. After all, we are a tourist economy.

FRANK LAVIN The safety of residents and prevention of accidents should be our priority. The main traffic congestion usually occurs between MM 85 and MM 90, our schools, many of our churches, the weight station, drawbridge are all in this area of Plantation Key. I would propose to work with federal and state agencies, in creating turn lanes into and out of neighborhoods, which would have a calming effect on the traffic and congestion. Possibly more stop signs throughout our islands, in addition to slowing down, also staggers the clumps of traffic, giving drivers safer opportunities to make those left turns. A water taxi service would be a great way for both residents and visitors to get around and enjoy the beautiful marine environment.

SEAT 2 CHERYL MEADS We must leverage state and federal relationships to incentivize bringing more flights from the mainland into Marathon and Key West so that more cars can be taken off the road. It may also be prudent to explore the feasibility of water taxi services or alternative modes of mass transportation; and make the necessary changes to our zoning code to restrict high-density projects and vacation rentals that increase traffic and activity.

MARK GREGG I would like to designate each of the three sections of the Old Highway on Plantation, Windley, and Upper Matecumbe Keys for "Local Traffic Only" to prevent traffic delays and hazards caused by pass through drivers who use the Old Highway as a shortcut around slower traffic on U.S. 1. This would require an enforcement plan, especially during periods of heavy use, and the expenses would be paid for by violators. Also, adding a deceleration lane for popular destinations, such as World Wide Sportsman, would prevent continued on page 32

A

state project currently in the design phase aims to address a roughly 4-mile stretch of road on Lower Matecumbe Key prone to flooding and washouts from major storms.

Officials with the Florida Department of Transportation say they’re in the early design stages of a road improvement project from south of Toll Gate Boulevard, MM 73.7, to Lignumvitae Channel, MM 77.5 in Islamorada. The road and shoulders targeted within the project would be elevated by an average of 1.5 feet. A portion of the highway by Sea Oats Beach would be raised by 2 feet, said Favio Laverde, consultant project engineer.

Roads in the area by Caloosa Cove Marina, Florida Sea Base and Iroquois Drive would be raised anywhere from 1 to 1.5 feet. Project costs are around $10 million to raise roads and shoulders, improve drainage and tie into a shoreline protection system along Sea Oats Beach.

Milling and paving is also expected, as well as the installation of audible and vibratory edgelines to prevent motorists from veering. Guardrails and signage will undergo improvements in certain locations.

Laverde told Lower Matecumbe property owners during an Oct. 6 virtual meeting that initial engineering was submitted on Sept. 23. Final

plans aren’t expected to be submitted until September 2021, however.

Construction is expected to start around the spring and summer of 2022.

“This will be in design for another year,” he said.

Laverde acknowledged that part of the reason the project won’t start sooner is that another project is underway to repair embankment washout and existing shoulder pavements. Crews are working to restore and repair the shoreline on the Fills.

They’ll also be working to reestablish the wall block on Sea Oats Beach damaged by Hurricane Irma, but no groundbreaking has occurred.

The road elevating project will affect some wetlands on Lower Matecumbe. Laverde said the South Florida Water Management District and Army Corps of Engineers will determine the mitigation efforts required to address that.

Any additional runoff created as a result of the project will be caught to avoid adding more water to neighborhoods and private lands already inundated with water. Drainage inlets, swales, trenches and underground piping will be installed.

“We don’t plan to worsen any conditions that you all are currently experiencing,” Laverde said. “I’m not going to lie and pretend we’re going to solve issues along city roads. If water is draining there today, it will be draining there tomorrow.”

Laverde said project information will be presented to the public sometime this fall.

A

master plan aiming to reshape the future of the Fills will be sent to state transportation officials by the end of the year, Islamorada village officials say.

A plan for Tea Table, Lignumvitae and Indian Keys, MM 77.5 to MM 79.8, would examine possibilities for parking, a fencing system and other amenities in a bid to improve what’s long been a chaotic situation during weekends and busy holidays. Issues have been addressed through limited parking and staff directing trailer traffic at Indian Key Fill where boats launch.

Issues at the Fills came to a boiling point during Memorial Day Weekend in 2019 when village residents took their frustration to council members over the mayhem, trashing and degradation along the nearshore waters. That led to a temporary agreement that gave the village the ability to control parking and maintenance on state-owned property.

Last April, village council approved a five-year sublease with FDOT to maintain the Fills. A few months later, council members said “yes” to move forward with a master plan.

During an Oct. 1 village council meeting, Interim Village Manager Maria Bassett told members the village is seeking engineers to develop a schematic for FDOT’s review. Bassett said it will include preliminary information on a cable barrier system the village is proposing for the Fills.

In August, Public Works Director A.J. Engelmeyer presented three fencing options – cable, timber with rope, and guardrail – along the three islands for council to discuss. The cable option was the least expensive at an estimated cost of $322,000.

“Once FDOT approves the master plan, then we can move forward

with going out to bid for a contractor to provide a cable barrier system, as that’s the first step that we want to move forward with,” Bassett said.

A new barrier wouldn’t go up, however, without approval from a new council. Based on the cost for the cable barrier, Bassett said the dais would need to approve the expenditure.

In the meantime, Bassett said village staff will maintain presence at the Fills during weekends and holidays.

A 2020-21 adopted budget shows $49,100 in personnel costs at the Fills and $159,000 between rentals, leases and operating supplies. A Fills master plan engineering and construction project for $350,000 is among the items listed in the capital projects fund.

Construction crews are currently working to restore and strengthen the shoreline along the Fills after damage from Hurricane Irma in 2017. The state-funded project that’s restored the shoreline up and down the Keys is also restoring the sea wall at the Fills.

“They (construction crews) are doing it in phases, so we’re keeping certain areas on the Fills closed because they’re construction zones,” Engelmeyer told council members. “We’ll keep shifting that as they progress through the project.”

Engelmeyer said there are roughly 50 parking spaces at the Fills, and that includes boat and trailer parking.

As for the master plan, resident Sue Miller said she hopes the public gets another opportunity to look at it before FDOT’s review. Mayor Mike Forster said that’s up to the next council to decide.

Village Attorney Roget Bryan said amendments have been drafted to increase penalties for violations such as illegal parking at the Fills. Bryan said staff intends to bring that before the new council before the end of the year.

he Battle of the Propagules is on, and the Conch Republic Marine Army (CRMA) wants your help.

“Mangroves are huge!” said CRMA president and founder Brian Vest.

“They’re the No. 1 carbon sequesterer on the planet and also provide an ungodly amount of habitat for everything in the Florida Keys.”

Vest explained how the three coastal habitats of the Florida Keys – the mangroves, the grassy flats and the coral reefs – work together to support the biodiversity of the Keys.

“If the mangroves are the nursery, grass flats are elementary school and the reefs are college,” Vest said. “Baby fish, crabs and lobster live in mangroves until they move out to the grass flats to grow bigger and then the reefs to graduate. If you take away any one of those ecosystems, we’re in trouble.”

The CRMA was founded just after Hurricane Irma as a reaction to the furniture, paint cans, motorcycles and shopping carts floating in the mangroves and the water, Vest told the Weekly. He’s since amassed close to 3,500 volunteers who have worked to pull 152 tons of trash out of the water.

As they’ve worked over the past three years, Vest noticed miles and miles of dead mangroves.

“The hurricane got them. Piled trash and debris all over them,” Vest said.

Vest always had a vision of replanting mangroves as the CRMA cleaned up the back islands, he said. He got in contact with West Palm Beach-based mangrove restoration company Mang Gear, and the great Battle of the Propagules was born.

“Our volunteers collect propagules (baby mangroves) while we’re out cleaning up, and Mang will take those to their nursery in West Palm and grow them,” Vest said. “Then, when we need trees, they’ll bring them to us. No charge to them and no charge to us.”

The effort has been open for three weeks, and the CMRA has been “collecting props hand over fist,” totaling nearly 23,000 propagules in that short time.

The goal is to collect at least 50,000 propagules by the time the mangrove season ends. The Mang nursery can handle over 1 million, and the company has set that as its restoration goal.

Red, green or black propagules are all wanted.

Things to note: • Collect propagules in the water or along the shoreline on foot or by kayak or paddleboard. Avoid refuge land.

• Store them dry in buckets out of the sun for up to two weeks.

id you know horseshoe crabs were around 200 million years before the dinosaurs, but are not actual crabs? They’re related to spiders, ticks and mites. And their pointed tail, or telson, is not a stinger. Horseshoe crabs are harmless to humans. While scientists know a great deal about them as animals, very little is known about the horseshoe crab population or the location of nesting beaches in the Florida Keys.

Beachgoers regularly report seeing mating couples and quartersized babies, so experts suspect horseshoe crabs are breeding year round in the Florida Keys.

Shelly Krueger is a marine biologist and the Monroe County coordinator of the Florida Horseshoe Crab Watch. The project is looking for volunteers to collect data for the first horseshoe crab stock assessment in Florida.

A

group boating off Key Largo was found and rescued safely after their vessel sank a few miles offshore.

A 911 call came in to Florida Fish & Wildlife officers around 11 a.m. on Oct. 5 regarding a boat sinking with five people on board.

The recreational, 25-foot center console sank in less than a minute, according to the captain.

The vessel captain had a personal EPIRB – emergency position indicating radio beacon – which helped officers and the U.S. Coast Guard in locating the people in the water off Molasses Reef. The five individuals were in the water for over an hour, clinging to two bean bags used for seating on the boat before FWC located them adrift in 6- to 8-foot seas.

FWC officers Billy Thompson, Paige Pestka and Ethan Coger brought all passengers in to shore to Pilot House Marina. Besides being a little shook, no one was injured in the incident. FWC says the vessel that sank will be located once the weather subsides.

FWC says boat passengers should always wear a life jacket, as instances like these leave passengers little to no time to grab one.

“Luck was on their side today,” said Bobby Dube, FWC officer and public information officer. “The captain remained calm and immediately got that important 911 call off before the vessel sank, and they had an EPIRB on board the vessel to assist with the search and rescue.”

Fun facts about horseshoe crabs: • Some people think their tail is a stinger, but that is false – since they do not have arms they use their tail (called the telson) to turn themselves right side up when they get flipped over. Horseshoe crabs are harmless to humans.

• At 8 to 10 years of age, the males and females have one final molt, where they shed their old carapace to grow larger. The males grow “boxing gloves” on their front claws, which they use to hold on to the female during mating season. Sometimes the smaller male will stay attached to the larger female for several weeks at a time, and the female drags him behind her up to the beach to lay eggs and then back underwater to eat clams and worms.

AMENDMENT COULD HIT SERVERS HARDEST MINIMUM WAGE MEASURE ON BALLOT

I

n the Oct. 1 issue of the Keys Weekly, an article laid out information about five of the six state constitutional amendments on Florida ballot in November. The last, the one about minimum wage, warrants a more detailed explanation, especially in the Florida Keys, where much of the workforce is in the hospitality industry and relies on tips.

Amendment 2 — “Raising Florida’s Minimum Wage” — is on the ballot due to a petition drive by Florida For A Fair Wage, sponsored largely by Orlando attorney John Morgan.

The proposal would gradually increase Florida’s minimum wage from the current $8.56 an hour (or $5.54 for tipped employees) to $15 an hour by 2026. And while many see an increase in minimum wage as either necessary or inevitable, this amendment would affect tipped employees dis-proportionately.

Daniel Samess, CEO of the Greater Marathon Chamber of Commerce, cautions, “Most folks don’t understand what’s going on. The devil is in the details, and we’re being sold a Trojan horse.”

Samess is referring to the interplay of minimum wages and tips under Florida law. Currently, employers deduct a $3.02 “tip credit” from the state-mandated hourly minimum wage for tipped employees. Servers are paid $5.44 per hour ($8.46 minimum wage minus $3.02 tip credit), and all tips (before taxes) are theirs to keep. It works out well for them because they usually earn more than $3.02/hour in tips, resulting in a much higher total income than minimum wage.

On average, servers in the Florida Keys earn between $25 and $35 an hour.

Under the proposed initiative, minimum wages increase but the tip credit remains constitutionally frozen at $3.02. This results in doubled labor cost to employers ($15 minus $3.02 = $11.98/ hour). To offset higher costs, the Florida Restaurant and Lodging Association says, businesses will respond by raising prices,

adding automation, cutting employees, lessening hours, and/or replacing tipped workers with hourly employees. The FRLA says it adds a 77% increase in labor costs to affected employers.

Supporters of the amendment say a higher minimum wage benefits everyone, as employees have more security and buying power. Some consumers say they will continue to dine out with the same frequency and tip with the same largesse, but the initiative puts tipped employees in the most vulnerable position.

This could happen to “A,” a full-time server at an upscale Marathon restaurant. He estimates that tips make up 90% to 95% of his income. A only works nights. “I want to sit in my backyard and read a book; I value this. I’m enjoying the Keys,” he said. The shifted model could force A to take on more hours and daytime work to make up for lost gratuities.

He says, “I just don’t think the proposal is a good idea. If it ain’t broke, why fix it?

or the first time in memory, there will be new rules governing stone crab fishery in Florida when the harvesting starts on Thursday, Oct. 15. Fishermen will be searching out bigger claws (1/8th larger, but still) and the season is two weeks shorter, now ending on May 2.

For consumers, it means there will be fewer “medium” claws to be had.

Stone crabs are grouped by size for sale by the pound: medium, select, large, jumbo and colossal.

“Medium stone crab will likely be more scarce this year, but maybe by the end of the season they will come back,” said Mike Priebel, manager of Keys Fisheries, a commercial fish house and retail operation. “There might not be as many ‘budget’ mediums that we used to sell in the past.”

Other regulations affect commercial fishermen only: a regulated size of “checker” boxes (where crabs are stowed alive until declawed and returned to the water) and new trap ring sizes coming before the 2023/2024 season.

The Fish and Wildlife Commission (FWC) said the changes to the fishery are to help revitalize what it says is a declining resource. According to the FWC, it has been steadily declining since 2000, and some have calculated the decrease at 20 percent.

spokesperson, Bobby Dube. “Biologists and researchers feel that the stone crab fishery is a little stressed, a little overfished. This small measure will increase the population.”

What do the new rules mean for recreational stone crab fishermen? In Florida, recreational fishermen who have a current saltwater fishing license can have up to five traps per person. Previously, recreational fishermen needed to put ID on the traps, but this year, it’s more official. Stonecrabbers are required to register for stone crab trap registration numbers at gooutdoorsflorida. com. Then they must affix the numbers permanently to the trap.

Recreational harvesters’ daily bag limit is one gallon of claws per person, or 2 gallons per vessel.

State officials are still encouraging — not requiring — the removal of only one claw, rather than both. Leaving the crab one claw increases its chances of thriving and more quickly regenerating the missing claw.

None of the laws is expected to affect the market price of stone crab per pound, other than that the smallest of legal crabs — the medium size — won’t be as readily available.

In 2019, stone crabs cost anywhere from $17 to $42 depending on the size.

Commercial fishermen’s stone crab catch is boiled as soon as it reaches the dock every afternoon and then flash frozen.

“If the boats come back in the early afternoon, we could have them for sale on Thursday, Oct. 15 at the Clawsa Blanca, the upstairs bar at Keys Fisheries,” said Priebel. “If not, definitely the next day.”

One thing’s for sure: everyone is going to need a new stone crab gauge.

What is something most people don’t know about you? Most people don't know I love going to school.

As much as I complain about difficult assignments or being overwhelmed, I look forward to going back after every break we have.

Who is your all-time favorite teacher and why? Mrs. Welch is my favorite teacher of all time. She's super creative and all around a kind person. My first AP class felt easier than it actually was because of her.

What does “a good education” mean to you? In order to have a good education, the teacher and the student both have to put in effort.

Your teacher must be understanding and resourceful, while also keeping their students engaged. On the other hand, as a student you must stay focused and be respectful or else it wont work.

What is the best rule at school? I think the best rule is off campus lunch for juniors and seniors; it gives them more freedom.

What is something you know now that you didn’t know when you were a freshman? As a freshman I didn't realize how easy it was to fall behind grades-wise, until I started to. I was able to catch up and maintain a good GPA but I could see how simple it was to not care about your grades until it came back to bite you.

What organizations and activities are you involved with at Coral Shores and why are they important to you? As of this week, I am the sophomore class president; a design editor for the yearbook; and I recently joined the swim team which was new to me. These organizations and activities are important to me because I love to stay involved in our school.

What are your plans after high school? Ideally, I would like to go to college for fashion design or fashion marketing.

What do you hope to be remembered for at CSHS? I’d like to be remembered as a kind and positive person who contributed a lot to our class.

What is one favorite way to spend your spare time? I love to sew or paint during my free time.

Will you make the Keys your permanent home? Why or why not?

No, it’s a unique place to live and grow up in but I couldn't see myself living here after college. I’d like to move somewhere that has seasons other than summer.

What three things would you like to accomplish before your 10-year reunion? Before the 10-year reunion I’d like to graduate from college with a design degree, have my own personal clothing line released, and have a job in the fashion industry.

ith 2.5 acres of manicured gardens, guests turning off U.S. 1 into Bay Harbor Lodge & Coconut Bay Resort in Key Largo for a stay enter an intimate and peaceful place. Orchids, hibiscus, bougainvillea and other tropical plants make the bayside resort not only a popular waterfront paradise, but also a getaway from the busy world.

The resort’s grounds are finely tended — not to mention the beautiful bayside views and homey cottages where guests stay. With all the amenities of a warm pool and leisure on the water comes a special treat proprietress Peg Mullin Laron crafts every morning for her guests. A former Key Largo School teacher, Laron and Jo Courtney, her soonto-be daughter-in-law, whip up a variety of fresh warm scones to go with a cup of coffee as visitors rise with the sun in the Keys.

“We bake at least three kinds each day to give people choices,” Laron says as she holds a basket of blackberry almond, guava cream cheese and banana walnut scones on a Monday morning.

So, how did the scone become a supreme morning sweet at the bayside resort? Laron said it all stemmed from a complaint she received back in 2010 from a guest who was upset because no coffee was available.

“I decided when I retired from teaching that I would brew up coffee,” she said. “If you’re going to have coffee you have something with it. I tried different things but was horrified by the fact people would pick pieces of cake up with

their hand, even though the spatula was there for them.”

Laron wanted to find an individual morning treat that people could enjoy. She started out with rock bottoms, an English cake made with lard. Laron then moved to scones, which evolved quite rapidly over time to more than 25 different varieties in Laron’s recipe list.

“They’re nice and warm and flavorful. They’re not like the traditional bullet when you think of a scone,” she said.

Scone flavors come from Laron’s experiences. Take the honey lavender: Laron said the idea originated from a lavender ice cream she had in France. The amaretto scone came to be after Laron and Courtney were trying flavors for her wedding cake.

“They evolve from things we’re exposed to and say, ‘oh, we can make a scone out of that,’” she said.

Before Laron set out as a teacher, resort owner and scone maker, she lived her young life in Paris as a student, spoke fluent French and spent time traveling throughout the continent where she’d visit small hotels.

Laron lived in a small town called Addington, a northern suburb of Philadelphia. She got married in 1977 and subsequently moved to Florida. In 1983, they came to Key Largo. She spent 25 years as a Key Largo School teacher, and much of that time was with kindergartners. She retired in 2011.

“I loved every minute of it,” she said.

During her years as a school teacher in Key Largo, she and her husband managed the waterfront Howard Johnson in Key Largo (now a Hampton Inn). In 1994, the dream of owning a resort became reality with the purchase of Coconut Bay, a five-unit bayfront motel that Laron promptly began updating. In 1997, the motel next door, Bay Harbor, was added with a “tear-down-the separatingfence” celebration – to create the current full two-and-a-half-acre waterfront resort property. Laron took over the business in 2000.

Today, she runs the resort with her son, Jonathan.

“I love meeting the guests and seeing that they are satisfied with their stay,” she said. “I think with so much lately, we have lost the joy. Once they get here and see the foliage and see how we treat them, it’s relief.”

Scones are served every morning for resort guests out of Peg’s Scone truck. When asked if the truck might venture to other locations in the Keys, Laron joked, “unless Jo decided she wants to cart it from one place to another.”

Outside her resort business and scone making, Laron is an active member in the community. She served on the Key Largo Chamber of Commerce board.

She’s a current member of the Monroe County Tourist Development Council’s DAC 5, Take Stock in Children board and Key Largo Community Preservation Association.

Laron’s resort has received quite the distinction from TripAdvisor as No.1-rated specialty lodging in Key Largo.

he race to represent District 1 on the Monroe County Commission pits incumbent appointee Crag Cates against Annalise Mannix, a professional engineer who has worked to lower escalating windstorm insurance rates in the island chain.

Republican Gov. Ron DeSantis in December appointed Cates, also a Republican, to fulfill the term of former Commissioner Danny Kolhage, who retired before his term ended.

Cates is now running in District 1, which includes the east side of Key West, as well as Stock Island and Key Haven.

1. Our tourism economy requires a highquality environment. If we as a destination want to maintain a tourism base that cares for the environment and wants a quality stay, then we need to search for that clientele, and be prepared to provide the destination they expect. The Keys are arguably the premier eco-tourism and watersports destination in the United States, and it will take great effort to maintain our environment over time. We have allowed our ecosystem to deteriorate for years. It is time for the TDC to spend more funds on maintenance of environmental areas, including the shorelines and mangroves, and spend more money on community bricks and mortar and arts projects.

1. As a former representative on the TDC advisory board I am very familiar with the budget and will use this experience to benefit the citizens of Monroe County.

Our primary focus right now must be to keep our residents safe and protect our quality of life in the Florida Keys. Refocusing our advertising dollars to reflect this mission is important and is something I will support as your county commissioner. Of course it makes sense to direct our spending towards domestic travelers as international travel is likely to be impacted for some time, and we must make sure that we educate our visitors on the importance of social distancing and proper protective protocol.

2. Having worked on sea level rise since the 1990s, I am very concerned with its impact on the Keys. Not only will “sunny day” flooding become worse, but when it rains at high tide, our homes, vehicles, sewer systems and roadways are horribly impacted. Dealing with this issue will take much more than what the Army Corps will be able to deliver in time to save some of our neighborhoods. Unfortunately, the creation of federal “Projects” does not provide “funding.” so we cannot count on it. This is a big-ticket item requiring multiple funding sources, including federal funds, South Florida Water Management District funds, state transportation and environmental protection funds and with dedicated local skin in the game.

2. While the Army Corps of Engineers’ preliminary plan does address sea level rise in the Keys and offers several different plans, I am not certain the plan “tentatively selected” by the Army Corps of Engineers is proven to be cost effective for the County and the municipalities.

Before any decisions are made on such a significant issue throughout the Florida Keys, a breakdown of the economic analysis should be presented to not only the County but also the municipalities as well as completion of the remaining studies that have yet to be done, such as evaluation of vehicle traffic benefits.

onroe County’s District 3 includes the western portion of Key West, where Democrat incumbent Commissioner Heather Carruthers is seeking another four-year term.

Republican Eddie Martinez, a professional surveyor, is challenging Carruthers, who has served this year as the county mayor, an administrative title that changes hands each year among the five county commissioners.

In other words, no one runs for the position of county mayor. The seated commissioners take turns serving as mayor.

County commissioners are paid $46,851 per year.

The Keys Weekly asked Carruthers and Martinez to answer the following two questions in 100 words or less (answers are as submitted, edited for length):

The idea of a toll on U.S. 1 at the top of the Florida Keys has been discussed, off and on, for more than 20 years, but never seems to progress. If elected, how would you pitch the idea to the state Department of Transportation to make it more palatable?

In 2023, the state will no longer issue market-rate building rights to Monroe County. Do you favor holding onto affordable housing building rights to mitigate possible takings lawsuits from property owners who will not be able to acquire building permits? Why or why not?

HEATHER CARRUTHERS (incumbent) Political party: Democrat Age: Older than I look, I hope Current job: County Commissioner and Realtor 1. First, we need to change Title 23, Chapter 301 of the United States Code prohibiting tolls on federal roads to include our road in the “exceptions” per section 129 of the code. This overcomes one FDOT objection. Then we need to demonstrate to the State/FDOT the extraordinary cost of mitigating sea level rise impacts on our infrastructure, and remind them that we will be asking the State to help pay for it.

We will make this case to the FDOT secretary and governor, reminding them that we are a donor sales tax county and an unparalleled state and national asset.

2. No. The BOCC adjusted the ROGO allocation system by reducing the number of permits issued annually, thereby extending the deadline to 2026 to give us more time to develop strategies and identify revenue sources to mitigate takings lawsuits. We do not have enough workforce (affordable) housing in the Keys. Only 21% of our ad valorem revenue comes from homesteaded properties. As a Realtor, I see second home-ownership increasing, exacerbating the workforce housing crisis.

Using affordable ROGOs for takings may still leave us vulnerable to Burt Harris claims and won’t solve the crisis for which affordable ROGOs were created.

EDDIE MARTINEZ Political party: Republican Age: 45 Current job: Professional surveyor and mapper, paralegal, merchant marine captain, technical scuba dive instructor, chief range safety officer, firearms instructor. First aid, BLS instructor.

1. Simple... go around them. We do not need their permission, contrary to my opponent’s opinion. The expert on this subject is me. I’ve gone up against FDOT many times and I never lost a case. I certainly will not lose this one where there is case law in Florida. I’ve been saying how to do it for over 15 years. Everyone knows it.

2. We should be in charge of our own destiny when it comes to land rights in Monroe county. All you need is someone who actually understands them, that someone is me!

ith current commissioner Sylvia Murphy electing not to re-run for office, the race for Monroe County’s District 5 pits Mike Forster against Jose Peixoto.

The district covers North Key Largo to Tavernier.

Forster has lived in Monroe County since 1990. He’s the current mayor of Islamorada and owner of Mangrove Mike’s Cafe and Mangrove Mike’s Cafe at Bud N’ Mary’s Marina. Whether it’s helping disadvantaged children or working to preserve and restore the environment, Forster says he’s dedicated to improving quality of life for all who visit and reside in the Keys.

Peixoto, a non-party affiliated candidate, is a 27-year Key Largo resident.

Peixoto says he’s running as an independent because he believes the issues he will fight for are important to everyone.

Tidal flooding is a serious problem for communities in Key Largo including Twin Lakes and Stillwright Point. If elected, what actions would you take in budget season to set aside funding, or what specific revenue streams would you pursue to pay for road elevation?

MIKE FORSTER Political party: Republican Age: 60 Current job: owner and operator of Mangrove Mike’s Cafe 1. Budget season 2021 has already been passed by the BOCC, and there was no funding allocated for these Upper Keys projects. After meeting with both homeowners associations they cannot endure another year of kicking the can down their flooded roads. I would advocate that the BOCC work on bonding the project with a private/public partnership. It just makes sense for both the homeowners to protect their real estate investment and quality of life now, and for many years to come. And for the BOCC it will only enhance and increase the property taxes for future budgets.

2. During the pandemic and looking into the immediate future of the TDC budget, I would recommend that they stay the course of advertising that we are open for business, and advise tourists of our guidelines that we have adopted by the CDC of wearing masks in confined spaces, washing your hands and avoiding crowded places. We are a water based economy and we can’t make up for lost revenue due to the shut down, but we can responsibly move on to whatever is the new acceptable norm, and we could use the TDC for that very important messaging.

JOSE PEIXOTO Political party: No party affiliation Age: 59 Current job: General housing maintenance 1. Politicians use the same canned answers, I prefer practical solutions. No. 1, quickly implementing the toll system will bring revenues that should be directed to deal with this issue. No. 2, the TDC has a gigantic budget, and frankly, we do not need more advertising for the Keys. At this point we should direct some of the funds raised by the TDC to solve other challenges, such as tidal flooding. No. 3, this is a large scale challenge and there are funds available on a state and federal level and we should go get it.

2. Right now is 100% the time to change and scale down the TDC. The world has already discovered the Florida Keys.

Marketing the Keys should still be done, but perhaps the Chamber of Commerce is better suited. The $59-million-plus funds raised by the TDC via hotel taxes and other allocations should be directed to solve the challenges that our residents face, plain and simple. Most residents support that and vote for me will make that happen.

SEAT 3 JENNY BELLTHOMSON For local traffic, and for those visiting Islamorada, encourage alternative means of transportation, like the Freebie, and investigate the feasibility of a park and ride program at the DOT property across from PostCard Inn. FDOT is already planning to replace Snake Creek bridge with a fixed span.

At my request, they are reviewing making the light at Woods Avenue pedestrian-activated when school is out, eliminating part of the reason southbound traffic backs up there. This will also make it safer for people to cross the highway afternoons and weekends. Limit the Old Road to local traffic only. A toll on U.S. 1.

BUDDY PINDER The problems are the worst by far on weekends… especially southbound on Friday and northbound on Sunday. Perhaps we can work with the chamber, TDC and resorts to find a solution to the weekend tourists and day trippers… 4-day minimums? The school buses cause significant backups and the MDT buses from Florida City. We need safe areas where buses can pull off to allow traffic to pass in our twolane part of town, like the pull off near Publix. A fixed bridge at Snake Creek may help but I hate to think of the years of construction back-

ups. No passing on the Fill would reduce accidents.

SEAT 5 LARRY ZETTWOCH Part of the traffic problem in Islamorada is created by motorists using the Old Road as a bypass for U.S. 1, creating additional choke points when the roads remerge (seen regularly by Puerto Vallarta Restaurant.) Nationwide DOT studies have shown the efficacy of speed humps to reduce speed by 40% for most vehicles. Making the entire Old Road a no-passing zone with permanent and consistent strict enforcement signage, and installing speed humps, would make travel animated and uncomfortable at speeds more than 3-4 mph above the posted 30 mph limit. These actions should reduce choke points and remind motorists to Respect Islamorada.

DAVID WEBB The maddening traffic congestion routinely experienced by village residents is generated by multiple sources. The most significant source of our local traffic is the revolving door of visitors staying in legal and illegal residential rentals. Typically, renters make numerous daily trips to provision for their stay, eat out, visit attractions, frequent the bars and shop for souvenirs. The village council has the ability to reduce traffic by addressing the residential rental issue by either limiting or eliminating the practice. The Islamorada residents have the ability to select candidates for the council that will accept the challenge to do so.

FREE PUMPOUT SERVICES EXPAND TO UPPER KEYS

County contracts with temporary mobile company

M

onroe County officials say temporary mobile vessel services are back in the Upper Keys.

County commissioners voted in June not to renew a contract with Pumpout USA that expired on June 30. Instead, the county decided to seek bids for a new Keyswide mobile vessel sewage pumpout service.

While the county continues to seek a new vendor to provide long-term mobile pumpout services to vessels anchored in the Keys, a temporary agreement is in place with On The Hook Marine Services for mobile vessel pumpouts. That service started Oct. 1 in the following anchorages: Little Basin, Windley/Wilson Key, Community Harbor, Tarpon Basin, Big Basin, Windley/OV Basin, Buttonwood Sound and Jewfish Creek.

The service is free and registration can be done at www.monroecounty-fl.gov/pumpout or by calling 305-833-1978.

Upon first service, vessels will be provided an orange pumpout flag to be flown when service is requested. This flag shall be flown from a visible location aboard the vessel. Service will be provided only when the pumpout flag is properly displayed. Vessels will also receive a monthly endorsement sticker that will serve as documentation for compliance with the Monroe County Proof of Pumpout Ordinance 015-2017.

A weekly service schedule can be found at www.onthehookmarine. com. Every effort will be made to provide vessels with a routine, weekly pumpout service, if requested. However, weather, safety or other scheduling considerations can affect the schedule. Shoreside pumpout stations are also available throughout Monroe County; a list is at www. monroecounty-fl.gov/pumpout.

Village council sets special meeting The Islamorada Village Council will hold a virtual special call village council meeting on Thursday, Oct. 8 at 4 p.m. The brief agenda contains time-sensitive items for council action, including extending a reservation of building permit allocations for the development of affordable and employee workforce housing projects on Plantation Key and the continuation of utilizing 2007 assessed property values for vacation rental licenses through the 2022 licensing period to allow properties additional time to return to pre-recession property values.

Coral Shores football has attendance policy The Coral Shores football team will play its first home game on Friday, Oct. 9 at 7 p.m. as they take on True North Classical Academy. (Last Friday, the Canes opened their 2020 campaign on the road with a 41-0 win over rival Marathon.) Seating will be very limited due to social distancing enforcement; there will be 372 bleacher seats plus an allotment for 30 “standing room” tickets. Seating areas in the bleachers will be outlined in blue tape.

Players and game performers will be allowed four tickets each for their family and friends. Opposing players will be allotted two tickets each for their family and friends. Any remaining seats will be sold starting at 6 p.m. on a “first come, first serve basis” until the seating limit is reached.

Masks must be worn at all times except if eating, and eating must be done away from the stands. Youth games typically played behind the bleachers will not be allowed.

he Marathon Dolphins hosted the Hurricanes of Coral Shores High School for their 2020 season opener. The Hurricanes got off to a fast start against a young Dolphin team and went on to win in a shutout, 41-0. “We have over 30 kids on the roster but are very inexperienced for a varsity team,” said Fins head coach Mac Childress. “I believe our team will vastly improve over the course of this season.” Canes’ sophomore standout Chris Cooper had more than 150 yards rushing and an interception to propel the Canes.

Rescued sea turtle with tumor likely linked to human pollution euthanized TIFFANY DUONG tiffany@keysweekly.com

D

espite heroic efforts by local dive shops and nonprofits dedicated to sea turtle rescue and rehabilitation, issues of pollution made it difficult to save “Tenora,” a green sea turtle who was rescued near Eagle Ray Alley on Molasses Reef with a large external tumor on her left shoulder. CT scans and radiographs revealed similar tumors on her lungs, and she was ultimately humanely euthanized to end her suffering.

Tenora was rescued on Saturday, during a rainy dive at the ten ball on Molasses Reef (hence her name). The rescue team was led by Rainbow Reef instructor Josh Phillips, who had made it his “personal mission” to rescue Tenora after seeing her on the reef with the softball-sized tumor for the last few months.

“I’ve dealt with a few different types of rescues but this is the best one,” Phillips said. “Turtles are one of the most amazing creatures, and I cannot even express the joy I feel right now. It’s a great day.”

Phillips had seen Tenora on his dives at Molasses Reef and engaged with the Turtle Hospital for permission to rescue her and for proper handling techniques. On their second dive of the day, he and other Rainbow Reef customers and crew successfully rescued Tenora from a ledge 30 feet underwater and brought her back to shore.

Right after the rescue, Phillips was still on a high, talking about passions and reasons for living.

“When I was underwater after the dive, it made me think that wildlife conservation is something I should look into,” he said. “This is the most amazing day of my life. It’d be life changing for anyone to be involved in an experi-

ence like this. It certainly was for me.”

Shelby Ferguson of the Turtle Hospital in Marathon was on hand and explained how green sea turtles are the species most susceptible to the virus that causes fibropapilloma (FP) tumors like the ones Tenora had.

“Green sea turtles are the ones that get the virus the most and have the tumors the most because of what they eat,” Ferguson said. “They eat a lot of seagrasses and algae, and those are the natural filters of the ocean, so they filter the pollutants. Unfortunately, the turtles eat those, which depresses their immune system, and the virus is able to take over and the tumors really explode.”

Generally, she said, the more pollution present, the more tumors the Turtle Hospital sees. Bette Zirkelbach, manager at The Turtle Hospital, explained why.

“Fibropapillomatosis is found in and around developed islands around the world in warmer climates. This tells us everything we need to know,” said Zirkelbach. “Many variables affect this disease, including water quality, temperature and life stage of the animal.”

External FP tumors are surgically removed with a CO2 laser, but there is currently no treatment for internal ones in sea turtles, Zirkelbach said.

Animals like Tenora with internal masses are euthanized to minimize their suffering.

Zirkelbach warned that “sea turtles are an indicator species for our marine ecosystems” and that “what we see happening to sea turtles’ health will eventually affect all life on earth.” She urged everyone to pay attention and do better managing land and marine ecosystems to ensure that the ancient mariners do not go extinct “on our watch.”

EXTREME ELECTRICITY ENDEAVOR Aerial linemen replace insulators, conduct repairs The Florida Keys Electric Cooperative contracted crews to conduct some maintenance work that required a helicopter and dropping linemen from the air onto high voltage transmission poles. Insulators were replaced on some 469 transmission poles from Marathon to Islamorada. Preventative repairs were done on 130 pole tops identified as needing maintenance during a systemwide inspection. To reach the pole tops, aerial crews either work from the helicopter or swing onto poles. To replace insulators on poles in water, linemen hang on a rope from the helicopter, which drops them onto the 80-foot or taller structures. Once the two-person team secures themselves to the pole, the pilot sets off to retrieve and deliver equipment and tools needed to replace the insulators, long-beveled looking apparatus that holds the conductor line to a pole. To do the job without interruption, the linemen work while the 138,000-volt transmission line remains energized. While working on live equipment, linemen energize themselves to the same potential as the electrical circuit, allowing them to sit like a bird on a wire. — Contributed

The Florida Keys History and Discovery Foundation’s fourth annual signature event has been reinvented! While it won’t be at the museum, it will remain for the museum! The all-virtual fundraiser features micro-events leading up the main event, A Night for the Museum: Together From Home, on Nov. 14, 2020, as well as an online silent auction.

Participate in the gala finale from the comfort of home while enjoying a program featuring exciting special guest appearances and a live virtual auction. While the program is free to view, for a $125 donation guests can upgrade to a “Gala-ToGo” experience! This package includes a four-course gourmet meal, as well as a specialty cocktail, wine, and a floral centerpiece.

THURSDAY, NOV. 5, 6:30 P.M. Enjoy an evening with Sommelier Thomas Smith tasting you through six bold red wines from the premier regions from around the world. The educational adventure reviews the history of these regions and pair with select charcuterie from each region.
