You came here a few years ago because you believed in “One Human Family, and now you want to prohibit “lower income” cruise ship passengers to create “One White Family.”

We are not elitist, racists or entitled—nor do we want to “reimagine” our historic town into where you came from.

This is Key West. It was built on diversity, inclusion, harmony and love for all people.

And while places like Martha’s Vineyard and the Hamptons are lovely areas, you came to Key West to get away from there. And yet, now you want to change here, into there.

To borrow a concept from our friends in Montauk, New York: You are welcome here, but please stop trying to make here into the “there" you came from.

There are many of us who are from here or moved here well before you did.

Please leave Key West alone.

You are welcome to stay, but instead of reimagining our town— try to imagine why you came in the first place.

Or better yet, ask a local, who has lived here far longer than you, how they would reimagine the town their ancestors built.

We understand no town is perfect, but Key West was doing just fine before you came.

If you want to change Key West into where you came from, would it not be easier for you to go back there.

And when you do go, we promise not to come there and try to diversify or change the place you call home.

C

andidates running for political office have faced some hurdles due to the ongoing coronavirus pandemic — one being collecting petition signatures.

To appear on the ballot, candidates must either collect signatures from 1% of registered voters in the district, 539 in Monroe County, or pay the filing fee, with a formula based on voter totals, out of their campaign war chests. State and local candidates had until May 11 to collect signatures, and no extension was given by the state despite the coronavirus pandemic, which halted the door-knocking and signature collecting.

“I don’t really think this is a negative thing of people not trying, especially in the COVID-19 pandemic,” said Joyce Griffin, Monroe County supervisor of elections.

Florida Secretary of State Laurel Lee provided some leniency in the petition process, however, as she signed off on an emergency rule in April that allowed a voter’s digital signature instead of people having to put pen to paper.

“Permitting circulation and submission of qualifying items by means other than personal contact stops the spread of the virus, while otherwise maintaining the qualifying process for candidates and supporting the state’s important interests in the process as well,” Lee’s order reads.

In the Monroe County State Attorney’s race, Republican incumbent Dennis Ward, Republican challenger Mark Kohl and Democratic challenger Don Barrett all collected the necessary signatures to appear on the ballot.

Republican incumbent Craig Cates secured enough signatures to appear on the ballot for District 1 covering Key West,. In the race for the District 3 seat covering Key West, Democratic incumbent Heather Carruthers obtained the required signatures, while Republican challenger Eddie Martinez paid the $2,811 filing fee to qualify.

In the race for the county commission’s District 5 seat covering Tavernier to North Key Largo, Republican Robby Majeska qualified with the securing of petition signatures, while Republican Mike Forster paid the $2,811 filing fee.

Republican candidate Jose Peixoto will need to pay filing fees in order to

qualify, Griffin said. The seat is currently held by Sylvia Murphy, who is not running for reelection.

Candidates running for county positions have until June 12 to qualify.

In the state representative contest, which covers Monroe County and south Miami-Dade, Rhonda Rebman Lopez was the only candidate to collect the required 1,013 signatures to appear on the ballot. Republican Alexandria Suarez collected 989 signatures, while Republican Jim Mooney gathered 413 and Democrat Clint Barras collected 601. Filing fees were paid by those who didn’t secure enough petitions. That total amounted to around $1,781.82.

In the state Senate race, Republican Ana Maria Rodriguez and Democrat Javier Fernandez both paid the qualifying fee. Democrat Daniel Horton-Diaz must pay the filing fee in order to qualify. The Senate District 39 seat, which covers the Keys and portions of Miami-Dade, is currently held

by Anitere Flores. She will be terming out at the end of the year.

Candidates for state seats have until Friday, June 12 to qualify.

HENRIQUEZ DROPS OUT OF COUNTY RACE

Current Monroe County Tax Collector Danise “DeeDee” Henriquez has dropped out of the county commission District 1 race.

Henriquez withdrew from the race against Republican Craig Cates on June 10. She filed for candidacy last summer.

Monroe County Supervisor of Elections Joyce Griffin acknowledged Henriquez's withdrawal. If Henriquez, a Democrat, wants her old job back as tax collector, Griffin said, then she has until Friday to enter that race against Republican Sam Steele.

"But I didn't get the impression that's her intention," Griffin told Keys Weekly.

The Keys Weekly reached out to Henriquez on June 10 and didn’t receive a response by presstime.

ey West High School Principal Amber Archer Acevedo retires June 30 after 36 years with the Monroe County School District. She leaves the county’s largest high school in the “good and capable hands” of Christina McPherson, who leaves her post as principal of Horace O’Bryant School to handle the high school, where she previously served as assistant principal. Keys Weekly asked Acevedo to share some of her best memories and biggest challenges.

Give us a little background about yourself. I was born and raised in Key West. I attended Poinciana Elementary, where I later became principal, Horace O’Bryant Middle School and Key West High School, where I also became principal. I have a bachelor’s degree in elementary education and a master’s degree in educational leadership.

When did you know you wanted to go into education?

I always loved playing teacher when I was young, and I come from a family of educators. My grandfather, Glynn R. Archer, was chairman of the school board, and had the school on White Street (now Key West City Hall) named for him. My dad, Glynn R. Archer Jr., was principal of KWHS and assistant superintendent. My mom, Sandy Archer, taught for over 25 years.

So I always saw education as a way to make a difference in kids’ lives and the community.

What was the most difficult event/decision you faced as a teacher and/or principal?

Before March, I would have said hurricanes Wilma and Irma – both times, my schools and students were severely impacted. But this pandemic is definitely the most difficult event. Thrusting everyone into a world of isolation and virtual education overnight changed everything and required a true team effort. I must commend my amazing staff and dedicated parents for pulling together to make it happen.

What are some of your most cherished memories? On my first birthday as a teacher, my mom and dad brought a cake to share with my class, a tradition my mom continued for 35 years.

Cherished memories could fill a vault: Coaching my two girls in cheerleading; working with talented educators and dearest friends; giving a diploma to a student in the Detention Center to provide hope for a better future; presenting awards and scholarships; being named Principal of the Year; winning the Key West Weekly’s Bubba Award for Best Educator; and most recently my send-off videos and gifts from my KWHS faculty truly made me feel that I had made a difference.

What’s the biggest change you witnessed in your career?

Technology. When I started teaching, there were no computers in any classrooms. The rapid evolution of technology has restructured how we teach and learn. While it’s great to be able to connect so effortlessly, it also has led to challenges: cyberbullying, improper internet use, cell phones in the class, emotional well-being.

If you had total control over the American education system, what change would you make immediately? I would adequately fund education. Our kids and staff are worth it. While our county and district consistently work to give our students the best, more could be done at the state and national level.

What’s one thing you wish parents better understood about the school system and/ or its role in students’ lives?

Students who have success in school are better equipped to take on the challenges of adulthood. I would encourage parents to always be involved.

Read those newsletters, listen to the phone calls, ask the daily question of how did school go today.

What’s the most difficult part of being a teacher? A principal? The first priority in both positions is what’s best for the students. If you focus on that, decisions become easier. The difficult part of teaching was tailoring instruction to all levels.

Kids don’t all learn in the same way on the same day. And as a principal, you have to focus on overall goals and make everyone part of the decision-making process so they feel positive about their school community.

What are your plans for retirement? I hope to spend more time with my family and friends without having to worry about the school calendar. I want to finish some home projects, then I’ll look for a job and volunteer opportunities, because I still feel I have a lot to contribute to the community I love.

Answer any question you wish I had asked. It takes dedication to really make an impact and my daughters, my husband, Randy, and my family have allowed me to give it my all. It’s a bittersweet end, because I still love what I do and who I work with, but they say it’s good to retire when you still love it, so this is my time. Lastly, I want to thank everyone who has touched my life – you helped me face every challenge and bring about every success.

3 KEYS HEALTH CENTERS JOIN FORCES T

hree Monroe County non-profit health centers have joined forces to create a health care collaborative with the goal of increasing access to and expanding primary care for low-income children, pregnant women and adults. The new partnership, made possible by a nearly $1 million grant from the Health Foundation of South Florida, will also help the health centers coordinate services better serve patients.

Keys AHEC Health Centers, Good Health Clinic in the Upper Keys and Womankind in Key West will be working closely together to deliver a plan that better serves low-income patients.

“Efforts in developing this plan will have a tremendous impact on access to primary, specialty and ancillary care services for patients,” said Michael Cunningham, CEO of Keys AHEC. “Patients will be able to better manage and understand available health care resources to them, and honestly, it’s about time.”

Health Foundation of South Florida’s leadership team and board were pleased to see this collaboration among agencies and recognized it as a model program.

“One of our principal strategies as a foundation is bringing together partners and fostering collaboration from across communities and sectors to find innovative, impactful ways of addressing our most entrenched health challenges,” said Steven E. Marcus, president and CEO of Health Foundation of South Florida.

“The Monroe County collaborative is a wonderful example of this, one that demonstrates that, by joining forces, we can accomplish far more than we would individually.”

“Ensuring health care access for our low-income and working class is essential to maintaining a healthy, productive community here in the Florida Keys. This collaborative work is a major step in facilitating comprehensive access for all our residents from Key Largo to Key West,” said Kate Banick, executive director of Good Health Clinic.

The efforts are expected to result in a countywide coordinated network of care for the uninsured and the medically underserved, where providers will work more closely together to achieve efficiencies both for patients and for their operations by creating interoperability among providers. Cali Roberts, executive director of Womankind, said she’s excited for the progress in providing safety-net services. “Our agencies have always been supportive of one another and worked closely side-by-side,” she said. “The opportunity to formalize overlapping services will be a tangible benefit to the underserved populations in the Keys.”

The mission of Health Foundation of South Florida is to invest in and be a catalyst for collaborations, policy and systems change that improves the health of South Florida communities, with a focus on vulnerable, low to moderate income populations. INCUMBENT STATE ATTORNEY FACES 2 CHALLENGERS Republican primary winner will face lone Democrat in November

T

he race for State Attorney, or top prosecutor, of the 16th Judicial Circuit includes two challengers — Democrat Donald Barrett and Republican Mark Kohl — facing incumbent Republican Dennis Ward.

All three candidates are familiar with each other and the state attorney’s office. Kohl and Ward have both served as state attorney and have campaigned against each other in recent history. Barrett has served as chief assistant state attorney.

There’s no love lost between Ward and Kohl, who will go head to head in the August Republican primary. That winner will face Barrett in the November general election.

The state attorney’s salary for the 16th Circuit is $169,554, as set by the Florida Legislature’s Office of Economic and Demographic Research.

2. While it is critical that we preserve our natural resources, the current policy of seeking jail time for all such offenders is misguided and ineffective. Whereas a jail sentence may be appropriate in some cases (large illegal catch, repeat offenders, protected species, etc.), education and more proportional punishment are appropriate in other cases (first-time offenders, catch returned alive, unlikely to reoffend, etc.). In many instances where the State Attorney’s Office reflexively seeks jail time in these cases, the judges do not impose it – which demonstrates the ineffectiveness of the current policy.

Blanket policies, of any type, typically don’t do justice.

3. The current administration has shown a lack of zeal in prosecuting domestic violence cases. The current state attorney is too quick to dismiss domestic violence cases when the victim recants or is otherwise uncooperative. There are ways to successfully prosecute such cases under these circumstances – I have done it, and my office will aggressively prosecute such cases within the bounds of the law. My office will focus our resources on violent crimes, crimes against persons and career criminals. With other petty offenses, which often stem from mental illness or substance abuse issues, the focus will be on education and rehabilitation.

4. It is important to differentiate between a drug addict and a drug dealer. An addict – who is typically only harming themselves – should be provided ample opportunities at rehabilitation. Addicts may be our loved ones, friends or neighbors. They need our help and compassion, not incarceration. However, in cases where people are selling dangerous drugs – particularly fentanyl, which can be deadly – successful prosecution will often lead to a prison term. Elsewhere in Florida, people have been prosecuted for murder for providing drugs that caused a fatal overdose. Prevention efforts should also be made to educate people on the dangers of such drugs.

2. Every case is different and needs to be handled with common sense. I find it impossible to believe that it is more important to ask for jail time on a first offender with two barely short lobsters, but not ask for jail time on domestic battery or other violent offenses. The objective of our criminal justice system is to convince people to obey the laws. The majority of first-time offenders will be cured of their illegal behavior with probation, fines and community service. Repeat offenders and major offenders should be punished more harshly with jail time.

3. All crimes created by the legislature should be prosecuted. It is the job of the State Attorney to enforce the laws created by the legislature.

The State Attorney should not second-guess the legislature and decide which laws they will not enforce. That being said, repeat offenders should be pursued more aggressively. A large number of offenses are committed by a small number of people. It is those repeat offenders who need to be more aggressively pursued. About 25 years ago the legislature recognized this and created the habitual offender laws that have resulted in a crime rate that has gone down continuously since those habitual offender laws were enacted.

4. The unfortunate truth is that many of the offenders do not want help. It is not until they reach rock bottom that they are even willing to consider changing their destructive habits. The use of pre-trial intervention programs and drug courts has been fairly successful because of the threat of incarceration. Pushing these offenders into those programs will help many of those people.

2. I agree with the policy 100%. Our natural resources are a very valuable commodity. The commercial fishing industry alone generates $900 million into our communities. This industry also supports 1,600 families. Charter boats and backcountry guides generate millions more.

Bag and size limits are so very important to the preservation of fish, lobster and stone crab.

Look what happened to the conch, which used to be prevalent in Florida, but decades of over harvesting nearly wiped them out. Harvesting was outlawed in the ‘80s — they still have not recovered. Enforce the bag and size limits now.

3. The concern is not which crimes should be prosecuted more often or less often. When there is evidence a crime was committed, the culpable party should be prosecuted. Here, the concern is the penalty that serves the ends of justice for the victims and the safety of the public. I will continue to seek harsh penalties for all crimes of violence, sexual assault against adults and minors, marine and wildlife violations, illegal contracting and crimes committed during a state of emergency.

4. My office continues to prefer drug rehabilitation programs over incarceration for most opiate cases involving illegal possession of user-level amounts. For those who are guilty of selling these deadly drugs, I continue to believe incarceration is the appropriate sanction.

ack in February, Monroe County’s Board of County Commissioners learned about a $3.1 billion plan by the U.S. Army Corps of Engineers.

Named the “Coastal Storm Risk Management Feasibility Study,” it addresses strengthening the Keys’ infrastructure including roads, municipal facilities, commercial buildings and residences. The county asked the Corps to brief the cities on the plan for feedback. On June 9, the Marathon City Council expressed alarm at the part of the plan that calls for “mandatory acquisitions,” or forced buyouts.

The report to the council included a chart listing 84 buildings for mandatory acquisitions and 1,004 for elevation in Marathon. The addresses have not been provided to the city, although they are a matter of public record.

The problem, council agreed, is with the word “mandatory” and that the $3.1 billion plan is unfunded.

“I don’t care for the words ‘mandatory’ or ‘eminent domain,’” said Councilman Dan Zieg.

“I am very much opposed to this.”

The plan’s preliminary $3.1 billion cost will be covered 65% by the federal government.

Local governments will cover the remaining 35%.

Councilman John Bartus was skeptical about the likelihood that the federal match dollars for this program would ever “show up down here and I would be flabbergasted if we got every dollar up front.”

Councilman Mark Senmartin said he worried about real estate values of the yet unidentified properties.

“They will take a hit,” he said.

The Marathon City Council told staff to draft a letter to the county saying that if the word “mandatory” is not excised from the

plan, the city would opt out of the program and instead support something called the “locally preferred plan.”

Monroe County Commissioner Michelle Coldiron suggested that the county opt to move the mandatory acquisitions into the home elevation portion of the program at the May meeting. However, the BOCC voted to delay until Keys municipalities could weigh in.

IN OTHER NEWS: • The City of Marathon advertised for an in-house attorney and received three complete applications, although others applied with incomplete applications.

• Planning for the Fourth of July festivities at Sombrero Beach are underway, with the understanding that modifications will be necessary if there is an uptick in COVID-19 cases.

• The city council approved a $50,000 purchase of surplus heavy equipment from Monroe County.

• Noe Martinez is the city’s new building official. He is a contract employee employed

by M.T. Causley. Some council members expressed interest in interviewing him as an in-house building official. “It seems that Noe can get us over the hump with some of the issues we’ve encountered,” said Councilman Luis Gonzalez. “We have plans in the works for getting this position in-house.”

• Council approved changes to its Comprehensive Plan and Land Development Regulations to allow for construction heights of up to 43 feet to compensate for elevations in the new FEMA maps.

• Council approved changes to its Comprehensive Plan and Land Development Regulations to allow lots designated as “permanent RVs” to be changed to “transient residential units.” The latter are spaces that can be rented weekly or monthly, but cannot be sold as a transient unit, or a hotel building right.

• Bartus drafted a proclamation condemning racism and reaffirming Marathon’s commitment to fight for racial justice and human and civil rights for all. It was unanimously approved.

n Islamorada, the Freebee ridesharing program resumed service on June 5 with new rules, limited rider capacities and enhanced cleaning practices to ensure everyone’s safety.

Freebee is running from the north end of the village to the south end in the new larger vehicles that were delivered at the beginning of March — just a few weeks before service was discontinued due to the coronavirus.

All Freebee drivers are required to wear face coverings and gloves while driving passengers from hotels to restaurants, shops and other businesses. Riders are also required to wear face coverings; those who don’t won’t be allowed to board.

Freebee service is limited to single trips and not multiple trips (No pooled rides). Riders are not allowed to sit next to the driver and the number of riders is limited to a maximum of four per group.

The Freebee vehicles are wiped down with disinfectant after each rider drop-off. Riders will not be allowed to have open containers of food or drinks within the Freebee vehicle. Riders will not be allowed to board the Freebee if they are sick or have flu-like symptoms.

The Freebee vehicles are disinfected to begin and end the day.

Operating hours are: Tuesdays and Wednesdays, from 10 a.m. to 10 p.m.; Thursdays, 11 a.m. to 11 p.m.; Fridays, 11 a.m. to midnight; Saturdays, noon to midnight; and Sundays, 11 a.m. to 8 p.m.

John Janusz, director of economic development for Freebee, told the Weekly in March that feedback from riders dating back to services in the village last year had been “extremely positive with glowing reviews for drivers.” The free electric vehicle ridesharing service began operation in November 2018.

“We are beyond excited to be able to now provide Freebee service from Lower Matecumbe to Plantation Key and everywhere in between,” he said. “Same as before, the rides are free and the vehicles are 100% electric. Transportation is door-to-door and on-demand.

The difference now is that we are adding two Freebee XL vehicles to the Islamorada fleet in addition to one Freebee Mini that will continue to provide service on Upper Matecumbe.”

t was a bold move. Messing with Marathon institutions is inherently risky, especially for the Middle Keys’ favorite late-night spot. But in this case, it’s paid off. When the Brass Monkey Lounge reopened on June 5, it banned smoking. “I was a little nervous, but the comments have been overwhelmingly positive,� said owner Judy Sorenson.

The news was posted on Facebook. “This is a decision that I am making to safeguard not only my awesome employees, but my customers as well,�

Sorenson wrote. “This whole crazy COVID-19 situation has made businesses have to make some hard choices. My sincere apologies to my great customers who do smoke, we want you all

back, not trying to make you mad. To those who have complained about the smoking in the past, no excuses not to come and see us.�

At 5 p.m. on June 8, it certainly wasn’t a problem. The regulars assumed their seats at the bar, which has been updated with new flooring.

Occasionally, a patron would slip outside to light up and then re-enter. The assorted monkey statues have their normal place behind the bar and the $5 lunch specials continue to kill it. “Have you tried their burgers?� asked Gabriel, a regular. He was sitting with Chelsey from Colorado, who also knew (already!) about the lunch specials. “I was in here before they closed down for quarantine and a buddy of mine told me it was open again, all cleaned up, and to check it out.�

2020 marks the 40th year of business for the Brass Monkey. Sorenson’s parents bought the place in 1979 after moving to the Keys from the Midwest.

Judy is the youngest of six siblings and the only one who took an interest in the family business that is ‌ dun, dun, dun ‌ up for sale. “Forty years is enough, I think, but I’m not in a hurry to sell,â€? she said.

What’s next? “I have no idea. I’ve been doing this for so long ‌ when you own a business it’s always at the front of your brain.â€?

he wearing of masks when entering restaurants, retail stores and other establishments will be up to Keys business owners to decide — if those businesses are outside of Key West. In the Southernmost City, masks are still required inside any business except while a person is eating or drinking.

While a majority of Monroe County commissioners decided against an ordinance requiring facial coverings inside business establishments during a June 4 special meeting, they are urging owners and the public to take protective measures as the pandemic continues and visitors are welcomed back to the island chain.

In early April, Monroe County emergency directive 20-05 required all employees and customers of grocery stores, pharmacies and food distribution points to wear covering over the mouth and nose at all times. That directive was rescinded, so it’s no longer in effect.

Many shops and stores in the Keys took initiative when they reopened their doors by requiring people to wear masks upon entry.

It’s only a recommendation by the Centers for Disease Control and Prevention, or the state of Florida, which led to the proposed county ordinance outlining a requirement that masks be worn inside any business establishment. It was voted down 3-2 by Monroe County commissioners, and it will come back up for discussion at the regular meeting set for June 17. Commissioners opposed to the ordinance were David Rice, Michelle Coldiron and Craig Cates.

“I’m going to wear my mask because I understand that it’s what the CDC guidelines outline, but I think each individual business can establish that rule, and then their patrons will either come in because they feel safe to go inside that establishment because they’re wearing a mask. Or, if they don’t feel it’s necessary to wear a mask, they’ll go to those businesses that don’t require them to wear a mask,” said Coldiron.

Mayor Heather Carruthers and commissioner Sylvia Murphy voiced favor for the ordinance. “There are some counties that have no cases at all, so there’s no way that (Gov. Ron DeSantis) could make it a statewide requirement,” said Carruthers. “My concern is not so much with our locals. My concern is with people from someplace else.

Us not having the teeth to say, look, please protect people who live here and work in this establishment…”

At the beginning of the shutdown, the Monroe County Sheriff’s Office did see a spike in 9-1-1 calls regarding lack of masks, according to spokesperson Adam Linhardt, but those have tapered off. It is not appropriate to call 9-1-1 about masks.

“Please do not call 9-1-1 unless someone is in imminent danger,” he said.

The only time to involve law enforcement in Monroe County is if a customer isn’t wearing a mask required by the business owner and refuses to leave. At that point, the business owner can call the non-emergency number of the nearest substation.

“Then it becomes a trespassing issue and a criminal matter,” Linhardt said.

MUNICIPALITY MEASURES

The city of Key West has enacted tighter mask requirements than the governor and the rest of the Florida Keys, requiring masks to be worn indoors except by children younger than 2 and while people are eating or drinking. Key West officials recently backed down from requiring temperature checks of customers at Key West businesses. Temperature checks are still required for most Key West employees.

A sign at the entrance to the island reminds visitors “Masks required indoors,” and signs in several business windows state, “No shoes, no shirt, no mask, no service.”

The village of Islamorada is staying in step with county and state guidelines and doesn’t plan to implement more restrictive

measures when it comes to masks. So far, the Florida Health Department has reported just two positive cases of COVID-19 in the village.

“It’s important for people to know that businesses can require masks in their establishments,” said Mary Swaney, public information officer. “People should still have a mask with them, and we’re recommending people wear masks.”

Vice Mayor Ken Davis he’ll be wearing his mask when he goes to restaurants and stores, and encourages those in the village to do the same.

“Whenever possible, go the safest route,” he said. “Just because the rules are relaxed doesn’t mean people should relax it.

So far from what we’ve seen, we’re a population that understands the importance, and we don’t want to put any others at risk.”

The City of Marathon will require its employees and patrons to wear masks at city hall and maintain social distances. As for the general public, Marathon is following state guidelines.

“However, being geographically located below the three counties that are still under heavier restrictions and with the amount of visitors from them, it is even more important to be cautious here in the Keys,” said City Manager Chuck Lindsey, adding that business owners and residents must safeguard themselves. “Should we see an increase in cases, or violations to the current orders, we can adjust and consider issuing measured and appropriate city directives at that time” The City of Marathon currently has logged seven cases and Key Colony Beach has one case.

CHAMBERS, BUSINESSES REACT

Business has no doubt picked up since visitors were welcomed back to the Keys on June 1. Islamorada Chamber of Commerce Executive Judy Hull said activity grew gradually throughout the opening week. Hotels have met, and in various cases, exceeded the recommended 50% capacity. On the morning of June 6, 18 people were waiting to enter the visitor’s center.

“It built slowly and just kept on rolling,” she said. “With our visitor’s center, you have to wear a mask to come in.”

Hull said she’s received thanks from a number of visitors stopping by. And with the decision up to businesses, she said that it’s going to be a mixed bag in mandating masks.

“Stores will find two different groups of people: ones who don’t want to wear the mask and ones who feel it’s safe,” she said. “If a customer is more comfortable with the safety precautions, then I believe businesses will do it because they want them in stores.”

The Marathon Chamber of Commerce board of directors did not endorse the county ordinance that would have required masks.

“Because of an already very compliant business community that desires what is best and safest for its staff and patrons, the chamber board did not feel it was necessary to impose additional regulations on businesses that would also be extremely cumbersome for city/county code staff to enforce,” said Marathon Chamber

CEO Daniel Samess. “With vacation rentals and everything else ramping back up, we need our code staff dealing with illegal rentals and other important code issues. Should COVID-19 cases take a change for the worse, our local governments and state can make the adjustments as needed.”

The Key West Chamber of Commerce has not taken an official position on the city’s mask regulations, but chamber CEO Scott Atwell acknowledged the confusion and lingering questions about mask requirements in Key West and beyond.

“No question there has been confusion over these requirements and I think each of the candidates for elected office this fall should spell out how they are going to help bridge the gaps between the disconnect,” Atwell said. “While this pandemic is new, the problem is a recurring one for our citizens.”

At Keys All Area Roofing, office employees — seated a good distance apart — aren’t wearing masks unless a customer comes through the door in Marathon. The roofing crews wear masks when they interact with the customers, but not while they are working.

“Personally, I am wearing mine any time I am out,” said owner Dion Watson.

Chris Holland, owner of Ibis Bay Resort in Key West, said his business certainly will comply with the city’s requirements to keep staff and guests safe.

“The big issue is a lack of clarity,” Holland said. “The CDC, Mayo Clinic and many more tell us masks are our most effective tool to stop the spread of COVID-19. The president, who should be a model of proper behavior, refuses to wear a mask. Lack of clarity at the very top means confusion all the way down.”

MASK REQUIREMENTS A NEW BUSINESS OPPORTUNITY

eys entrepreneurs wasted no time turning masks into merchandise, as a branding initiative or a sales opportunity. And while there are many types of masks on the market, buffs seem to be very popular in the Florida Keys.

Craig McBay, owner of Florida Keys Brewing Co. in Islamorada, said, “We had always wanted to add buffs to our merchandise lineup, but never got around to it. Once the shutdown started, we saw a good opportunity to start.”

“I think people will be more likely to cover their faces and be safe if they like what they are wearing, so we came out with some great designs,” the brewer added.

McBay noted that while face covers are useful right now as mask-alternatives during the pandemic, many already use them for sun protection.

He anticipates the new product will always be able to sell. The masks have been popular, selling out in person and online with back orders in place.

The Caribbean Club in Key Largo is also selling branded buffs on its Facebook page. The iconic bar began selling fishing buffs online before getting the green light to open the bar back up.

The Hemingway Rum Co.’s Key West flagship location is selling buffs featuring its Papa’s Pilar Rum logo, and the legendary Sloppy Joe’s Bar is featuring face masks with the bar’s logo that declare it “Still the Best Party in Key West.”

The at-home vendors on Etsy have included Key West in their online offerings of face masks and buffs. Current inventory includes buffs with the Conch Republic flag as well as a traditional face mask with a photo of Key West’s iconic Southernmost Point.

At Grassy Flats Resort, a shipment of buffs has arrived featuring the hotel logo. Managers passed them out to owners and are selling them to guests, much like a souvenir T-shirt of yesteryear.

COUNTY, AQUEDUCT, FISHING GUIDES CHALLENGE PERMIT AT TURKEY POINT

A

dd Monroe County to the growing number of challengers to a proposed permit renewal for Florida Power and Light’s nuclear reactors at Turkey Point Nuclear Plant on Biscayne Bay in MiamiDade County.

Approval of operating licenses could jeopardize the Florida Keys drinking water even more, local officials say.

Monroe County commissioners were unanimous in the decision during a June 4 special meeting to join the Florida Keys Aqueduct Authority’s petition for an administrative hearing, which challenges Florida Department of Environmental Protection’s notice of intent to issue a new permit for the continued operation of the units. Renewal of operating licenses for units three and four at the plant, which are the nuclear pressurized water reactors, would allow an additional 20 years of operation beyond the current licensed operation periods.

If renewed, unit three’s operating license would expire at midnight on July 19, 2052, while unit four would expire at midnight on April 10, 2053.

The nuclear power units have operated since 1972.

Last December, the U.S. Nuclear Regulatory Commission approved FPL’s application for an additional 20 years of operation. It’s the first time NRC has issued renewed licenses authorizing reactor operation from 60 to 80 years. Last month, DEP issued a notice of intent to issue the permit unless a petition for an administrative hearing is filed.

In recent talks with FKAA, County Attorney Bob Shillinger said the county was asked to intervene in the authority’s challenge to the permit FPL must obtain from DEP. Several discussions were had in years past regarding concerns over Turkey Point Nuclear Plant. CONTRIBUTED the cooling canal system and continued westward movement of hypersaline water toward wells that supply drinking water to the Keys.

The movement westward could lead to contamination of the water supply, while eastern movement will affect natural resources, officials say.

“The environmental concerns are broader than just the well fields; it involves Florida Bay and Biscayne Bay,” Shillinger said. “It would be a more comprehensive approach to challenging the permit if the county were involved.”

The cooling canals are about 2 miles wide by 5 miles long, or roughly 5,900 acres. Turkey Point nuclear units use this system like a radiator, discharging heated condenser water at one end and withdrawing cooled water at the other end for reuse. The discharge canal receives heated water from the plant and distributes flow into 32 feed canals.

Water in the feeder canals flows south into a single collector canal that distributes water to seven return canals. Water in the return canals flows north to the intakes. Flows attributable to nuclear units three and four amount to around 1.3 million gallons per minute, according to the applicant’s environmental report to NRC. Cooling canals receive inflow and outflow from the Biscayne Aquifer because of the exceptional porosity of the underlying rock, according to

the environmental report. Turkey Point does not directly discharge to fresh or marine surface waters; however, because the canals are not lined, groundwater does interact with water in the canals.

FPL is currently under an enforcement action via DEP consent order and Miami-Dade County consent agreement to retract the hypersaline plume and prevent continued pollution.

However, there is no evidence that the efforts have been or will be successful under that consent order, FKAA officials said.

“The existing consent order requires FPL to clean up pollution it has caused to water quality in the Biscayne Aquifer and in Biscayne Bay,” said Tom Walker, FKAA executive director.

“There is no reason to issue a permit to discharge industrial wastewater into the system until FPL has complied with the order.”

Monroe County and FKAA are retaining the firm of Lewis, Longman & Walker in the matter. Combined, legal costs to the county and the authority

could be from $100,000 to $500,000.

Seepage from the cooling canals also jeopardizes clean water and the 100-plus fishing guides in the Upper Keys area who depend on a healthy ecosystem for their livelihood. Laura Reynolds, representative for the Florida Keys Fishing Association, said the permit as written does not provide reasonable assurances that the beneficial uses of the bay, Florida Keys Marine Sanctuary and other places affected by the seepage from the cooling canals are protected.

“The fishing guides have decided to join the Florida Keys Aqueduct Authority in also filing a petition so that we can make sure that the beneficial use of the bayside equation is there,”

she said.

A South Florida nonprofit, Miami Waterkeeper, is also involved in a challenge to the operating license extension, with a focus on clean water, habitat protection and sea level rise resiliency. Executive Director Rachel Silverstein said the proposed license extension envisions continued operation of the cooling canals despite obvious issues of contamination of the surrounding environment and groundwater. It also ignores flood projections from sea level rise that predict the area of the cooling canal to be underwater by 2040.

“It’s extremely appropriate and necessary for Monroe County to step in at this point and to protect their drinking water supply. This is the utmost importance to the community,” she said. “This permit, one of the major issues we have with it is that it seems too far from stopping the movement of the plume. It actually allows seepage from the cooling canal system, particularly into the surface waters. It was our hope that a permit would seek to stop that.”

Commissioners were in consensus with the speakers.

“They’re going to push, push, and I know it’s expensive to push back, but we may end up with no drinking water and that is going to be one hell of a mess because we have nowhere else to go,” said commissioner Sylvia Murphy.

Mayor Heather Carruthers said FPL is aware of saltwater intrusion issues like the saltwater plume that has leaked from the plant into the Biscayne Aquifer. As for a remediation plan, she said it hasn’t been effective so far.

“We need assurance that the saltwater plume will not compromise our drinking water and wells,” Carruthers said. “This will be a great impact on our residents and our community is highly supportive of making sure we continue to have clean drinking water.”

Commissioner Craig Cates said he supports challenging the permit.

“I want to stand side-by-side with the aqueduct authority to make sure this doesn’t happen,” he said.

More than 60 organizations making up the Everglades Coalition say the excess salt concentrated in the plume and the excessive water use nuclear power generation requires are in conflict with Everglades restoration efforts underway in adjacent wetlands called the ”model lands basin.” The addition of excess nutrients into Biscayne Bay and Biscayne National Park could kill seagrass and allow it to be displaced by fast-growing noxious seaweed, as well as stimulate algal growth, which could lead to persistent algal blooms and could affect wildlife.

On Friday, the chant could be heard from across U.S. 1 echoing from in front of the Murray Nelson Government Center in Key Largo, and alternated with call-and-response cheers of “Say his name: George Floyd” and “Say her name: Breonna Taylor.”

The peaceful protest brought together many groups in solidarity with the international Black Lives Matter (BLM) movement, including Sheriff Rick Ramsay and officers in his department.

Many wore wooden hearts painted with “Peace for All” and stood alongside protesters with signs decrying police brutality and “white silence.” Everyone wore masks and stayed in socially-distant groups, for the most part.

Protest organizer Ciera Cox asked, “Have you ever seen this many people at a protest? And in Key Largo?”

Protesters lined the lawns in front of the government center for 2-1/2 hours, chanting and waving at honking motorists showing their support. At the end of the scheduled time, Cox addressed the crowd.

“We vote this out,” she said.

“We are the keys to change. Thank you all for coming.”

“It’s my first protest,” she said. “I came to stand with people who support the same cause as I do because silence is not an option in a matter like this.”

“The reception has been great.

We’ve had a steady flow of walk-ins and those on bikes stopping in,” Mientkiewicz said. “We’re really humming with energy.”

he race for three open seats on the Key Largo Wastewater Treatment District Board of Commissioners has three candidates running so far. Qualifying ends on Friday, June 12.

Commissioners are paid per board meeting they attend. The rate for FY 2020 is $444.47 per meeting and is adjusted annually based on the Consumer Price Index (CPI). Board meetings are scheduled for twice a month.

Alphabetically, the candidates are Kay Cullen, Sue Heim and Nicholas Rodriguez. Each candidate was asked the following three questions, and their answers appear below their pictures and information.

1. A few years ago KLWTD lowered rates.

How did you make that happen? Are further rate cuts planned, and, if so, where will necessary budget cuts come from?

2. If elected, do you plan to connect the rest of the people in the Upper Keys who have not yet been sewered?

3. The county’s climate resilience plan to raise roads to combat saltwater intrusion could involve having to modify or move utilities. What timeline and budget would you recommend for accomplishing this necessary work?

With the exception of those parcels of land that may have a DEPapproved septic system, or are, in any other way, exempt from connection, all remaining parcels should be connected to the sewer once a building permit has been granted for that parcel. If elected, I will work with staff to ensure that all parcels that are required to be connected to the sewer system get connected.

3. At this time, Monroe County has not released its design plans for raising roads in the low-lying areas of the Upper Keys. Without access to the county’s plans, it is impossible for the wastewater board to make any decisions concerning a timeline or budget requirements for this much-needed work.

I am committed to finding and implementing other cost-saving measures for the benefit of the district’s customers.

2. I am proud to say that over 99 percent of KLWTD customers are now connected to our wastewater collection system. The subdivision located in Cross Key is expected to be served by a decentralized plant constructed and operated by the FKAA by the end of the year.

3. The KLWTD is working closely with Monroe County to develop plans to protect our sewage collection and treatment infrastructure.

Long-term, responsible financial planning by the District led to the ability to be able to lower rates and maintain high-quality service to our community.

We will continue in our fiscal diligence and are pursuing several environmentally friendly projects including solar power and re-use water, that will assist the district in long-term expenses through utility and chemical savings.

The district’s success in obtaining grant funding has allowed these cutting-edge projects to generate immediate savings for our customers.

2. We connect new customers as necessary, several a month. By yearend, we hope to be 100% compliant.

3. We are engaged and communicating with the county and are reviewing their plans as they develop.

FREEBURG ACHIEVES TENURED STATUS ON LOCAL HABITAT BOARD

abitat for Humanity of the Upper Keys recently recognized Rick Freeburg, of the board of directors, as having achieved tenured status.

The recognition was given for his commitment and dedication for 10-plus years of serving on the affiliate’s board of directors. A tenured director is still invited to attend and participate as a voting member of any meeting; however, the attendance requirement placed on regular directors is not applicable to those with tenured status.

“Rick Freeburg has been an important part of the growth of the Upper Keys affiliate as it has gone from building one to two affordable homes a year to 20 affordable homes currently under construction,” Niedbalski said. “I look forward to Rick’s continued contributions to the board of directors.”

Habitat for Humanity of the Upper Keys is a locally run affiliate of Habitat for Humanity International, and a non-for-profit organization. Habitat for Humanity is dedicated to the elimination of poverty and substandard housing worldwide.

New amphitheater honors Key West legend MANDY MILES

he new sign declaring the city’s new amphitheater at Truman Waterfront the Coffee Butler Amphitheater took nearly a year to install, given the ongoing construction at the new park — and the global pandemic that changed every project schedule and timeline.

But the results have impressed residents and visitors, and the venue appropriately honors its namesake musician.

The Key West City Commission unanimously approved, in August 2019, Commissioner Greg Davila’s proposal that the venue be named for the musical island ambassador.

Davila’s resolution calls Butler a “music icon,” and “an exceptional resident, whose talent and passion for entertainment is deserving of lasting recognition. … Coffee Butler and his extended family have been an instrumental part of

the cultural evolution of Key West into the ‘island of the arts’ as it is known today.”

Butler, who was 90 at the time of the commission’s vote, has famously played for visiting dignitaries, including President Harry Truman and even the Beatles. For years, he presided over the piano at the Hukilau restaurant on North Roosevelt Boulevard.

His legacy lives on through the people whose lives he continues to touch through his charitable giving and his music.

Butler continues to play at local venues, including Key West Theater. His music, including “The Beautiful Isle of Key West,” and some additional lighthearted tunes, is familiar to residents and visitors alike.

The newly dedicated Coffee Butler Amphitheater offers impressive views of the Gulf of Mexico from the top of the lawn as well as a grassy general admission lawn, reserved seating and a scenic backdrop. The amphitheater hosts national performing acts as well as local concerts and other events.

The Rams Head Group manages the amphitheater and works with local groups to reserve the space as well.

Mango Fest Key West celebrates the sweetness of summer MANDY MILES

s the relentless summer begins its searing assault, the island’s mango trees are bending with the weight of their bounty, as the juicy fruits go from green to gold and finally acquire that fiery red ripeness.

Like most events scheduled prepandemic, Mango Fest Key West was forced to “go virtual.” But unlike many others that were reduced to simple squares on a Zoom screen, the creative team from Dolce Events is serving up something as fresh and enjoyable as the island’s favorite fruit — and one need not be in Key West to partake while supporting the Key West Police Athletic/Activities League.

“We used 360-degree photography down at Key West’s Truman Waterfront to design the graphics and make our Virtual Vendor Village appear as it would have in person,” said organizer Mark Certonio, who owns Dolce Events. “The Vendor Village officially opens Monday, June 15 and runs through June 28, featuring booths from all sorts of local businesses. Visitors can click on the links at those booths to buy merchandise or order food and drink specials that, of course, feature the main ingredient — mangoes.”

“The virtual booth space is only $100 per booth, with all proceeds going to PAL,” Certonio said.

Now in its fourth year, Mango Fest Key West benefits the Key West Police Athletic/Activities League. The organization, headed by Key West Police Detective Jesse Hammers,

“provides local kids with focus and direction to help them become responsible citizens within our community. We provide quality youth sports, activities and educational programs to develop their skills, trust, discipline, self-esteem and respect. The goal is to create positive relationships among the youth, police and community.”

Members of the Key West Police Department volunteer their time to facilitate programs such as mixed martial arts, boxing, computer classes, basketball and educational camps after school, on weekends and throughout the summer. The organization is headquartered at the new PAL gym behind Key West City Hall on United Street.

In addition to the high-tech Virtual Vendor Village, Mango Fest Key West includes a photography contest that urges the public to vote for their favorite fruitful images. An online art sale splits the proceeds from the sale of each original painting between the artist and PAL. There are also a poetry and prose contest, recipes featuring mangoes in everything from tropical drinks to tacos and guacamole, and culinary demonstrations.

Turning Mango Fest Key West into a virtual event means that people in Minnesota can participate and enjoy the fruits of our labors, while also getting a glimpse of our sunshine, water and blue sky down at Truman Waterfront, Certonio said, encouraging everyone everywhere to celebrate the sweet summer season of the mango in Key West.

REIMAGINING KEY WEST One Human Family is under fire MICHAEL HALPERN www.keysweekly.com

O

ne Human Family is more than a slogan to our community. It is our defense against ignorance, bigotry and intolerance. One Human Family recognizes the unique value of every individual: white, brown or black, Christian, Islamic or Jew, poor, middle class or rich, gay or straight. One Human Family is our statement that no lives are insignificant.

This window into the soul of Key West was shattered by the Key West Citizen last week with the printing of an anonymous, blatantly racist and false rant in the Citizen’s Voice forum that read as follows: “The guy with the five ‘apparel’ shops on Duval lawsuit to open roadblocks is an Israeli with five T-shirt shops cheapening our main drag even more. His money is just heading overseas.”

While racist posts printed in the Citizen remain unacceptable at any time, this unprovoked racism attacked a man dedicated to preserving our One Human Family.

The “Israeli with five T-shirt shops cheapening our main drag” is an American Jew who served honorably as a United States Marine. During Operation Enduring Freedom, this “guy” whose “money is just heading overseas” was fighting for the United States in Afghanistan and was injured in the line of duty.

The irony is unmistakable. A belligerent racist — and the newspaper that printed his message of hate — are being protected by an American freedom this Marine hero fought to defend: freedom of speech.

It has never been more important in our nation and in our community to rise up and defeat “haters.” Newspaper columns, like the Citizens’ Voice,

that allow anonymous personal attacks without any verification of truth provide a forum for “haters” without recourse.

Voices of hate are nothing new to Key West. In my 45 years building a life here, I have heard messages of hate against Jews, African Americans, Latins, Conchs, Israelis, Indians and even inanimate objects like T-shirt shops and cruise ships.

The voices of hate have recently become louder and harder to ignore.

And this recent trend could not have come at a more inopportune time.

As our nation seeks to heal from racism, injustice and economic disparity, the island of Key West is fighting to revive itself, our businesses are struggling to remain open, and our residents are grappling with uncertainty.

Clearly, this is the time for the reimagining of Key West.

However, this reimagining must be free of its current tones of subtle racism that disturb and denigrate Key West’s most core beliefs.

The call for “boutique” cruise ships that carry “upscale tourists” reflects the racist rhetoric of job applications in the Jim Crow era. The vision of “tourists with more disposable income” and “high end tourists” mirrors the white flight that has segregated our urban communities. A referendum abolishing the more affordable cruise ships that carry racially and economically diverse passengers is an imagination that shatters our belief that we are One Human Family.

In 20 years working on Duval Street, I have observed passengers coming off the less expensive, bigger cruise ships that would be banned by the upcoming referendum. I have watched the joy of the African American, Latino and other families of color

discovering the wonders of Key West.

These big ships provide the diversity of tourists that represent the diversity of our community. Unfortunately, the same cannot be said for the “boutique” upscale expensive cruise ships.

As we seek to define what the future will hold for our community, as we are reimagining Key West, it is critically important that One Human Family does not become “One White Rich Family.”

Now is the time in the history of our nation that we must send a message loud and clear. Key West must send the message that tourists of all races, religions and economic backgrounds are welcome.

Jane Dawkins wisely spoke on the reimagining of Key West as follows: “I think this is a golden opportunity for Key West and we shouldn’t waste it. It’s not enough to complain about cruise ships and T-shirt shops; we have to come up with solutions to replace them, solutions that our city and environment can sustain responsibly, and a blueprint for the future.”

The City of Key West awaits those solutions. But let us make sure that those who arrive do not rob our dear island of the charm and quirky nature of our community. Newcomers to Key West regularly seek to “reform” our island ways to reflect the world they came from. These attempts to remove the Key West spirit from our island remind me of another town — Montauk, New York — whose city proclaimed, “You are welcome here, but please stop trying to make ‘here’ like ‘there.’

If you want here to be like there you should not have left there to come here, and you are invited to leave here and go back there at your earliest convenience.”

Let me reiterate: I strongly support

Now is the time in the history of our nation that we must send a message loud and clear. Key West must send the message that tourists of all races, religions and economic backgrounds are welcome.

the reimagining of Key West. Now is the time to create a Key West of the future — free of racism, hatred and prejudice. Now is the time for Key West to lead our island and our country with our community effort to reflect One Human Family.

Our family must: Agree that on social media — specifically Facebook, Twitter and more — we will encourage and praise people.

We should never use public forums to attack people or tear them down. The only time you should be looking down on anyone is when you are helping them up.

Eliminate newspaper columns that allow anonymous public personal attacks without regard for fairness or truth.

End the relentless and prejudicial attacks on the “Conchs” and complaints about the “Bubba System.”

Stereotyping and labeling a person’s quality based solely on where a person was born or raised are equally discriminatory as stereotyping and categorizing based upon race or religion. The “Conchs” built and developed this community into the remarkable place you couldn’t wait to move to. The “Conchs” practiced “Live and Let Live” and embraced One Human Family long before most of us moved here.

If you are a recent arrival to Key West with plenty of time and money on your hands, please use your resources to create jobs, feed hungry people, educate those who thirst for knowledge and — most importantly at this time — fight economic and racial injustice. All such pursuits are far more valuable to our community than the creation of an upscale enclave.

Any person suffering with the urge to change Key West into the Hamptons or Martha’s Vineyard, take a nap until the urge goes away.

We are 2020’s incarnation of Key West. It falls on our shoulders to represent One Human Family to the world. As we reimagine Key West, we must remember that the true definition of “sustainable tourism” is an economic approach for everyone. It is an approach where everyone who lives here — of all economic levels — is free to pursue a livelihood of their choice.

It is an approach where families of all races and economic levels can visit Key West by boat, car or plane, and learn to love our island community. These visiting families can return generation after generation to support our community, provide jobs and allow us economic security. These tourists are welcome to join our One Human Family.

hree of the seven seats on the Key West City Commission dais are now being contested by challengers who have filed paperwork to run against the incumbent mayor and two sitting commissioners.

Chiropractor Ryan Barnett, who owns Key West Chiropractic, is running against longtime District 6 Commissioner Clayton Lopez, whose district includes Bahama Village and other parts of Old Town. John Wilson Smith also filed to run against Lopez, but has not submitted a candidate statement or reported any campaign finance activity.

Lopez is still working on his campaign platform and information, but has said he welcomes the challenge and hopes for a clean and respectful race.

Barnett, who was born in Key West, says on the elections website, “Community service is important to me and servant leadership is my core value. …

I’m also passionate about speaking to our youth about mental health and wellness. As a Conch, I love Key West. I represent the future of leadership. I have family and friends here; my business and my heart are here. My goal is to see Key West thrive as a community while embracing our unique One Human Family culture. We are in this together.”

In the New Town District 3, Kimball Ingram, who owns Aqua nightclub and the SideBar, is challenging incumbent Billy Wardlow.

This will be Lopez’s and Wardlow’s final term if they keep their seats in the coming election.

Ingram says in his campaign statement that he is running for the community and to gain a voice on the commission, not against any one person.

“No candidate should run unopposed and term limits should matter,” he states on the Monroe County Supervisor of Elections website. “Without opposition we have no opportunity to challenge the status quo. Normally, the commissioner would be termed out after 12 years.

This year, because of a change in dates for the election, the term limit that should be imposed was suspended.”

Wardlow, who has served on the City Commission since 2009, says in a campaign video that he has worked to improve communication among the city management, staff and the public, giving everyone a voice in the community.

“We’ve also added numerous parks, including Cozumel Park with a splash pad, in our district, and the Coffee Butler Amphitheater at Truman Waterfront. City taxes haven’t gone up in years — it’s the property values that have gone up. And now we’re working to improve our streets and sidewalks.”

In the Key West mayor’s race, incumbent Teri Johnston faces former commissioner and bar owner Mark Rossi as well as Key West native and real estate broker Rick Haskins.

Key West commission seats are non-partisan, so the city elections could be decided in the August primary if one candidate garners 512% of the vote.

Leagues resuming, nearing return

ejoice, sports fans. Live competition is on its way back, albeit in a different format than we’ve experienced before.

Sporting events have been on a hiatus for a while now, leaving many to watch reruns of old PGA tournaments and past NBA finals. Thankfully, those who have ESPN or ESPN+ have been able to get by with documentaries like

UFC One of the first live-action sports events to return, mixed martial arts has treated fans to some pretty stacked cards for more than a month now. Look no further than UFC 249 last month inside an empty arena in Jacksonville when Justin Gathje methodically picked apart a tough Tony Ferguson for the interim lightweight title. The action won’t let up going into the summer with welterweight champion Kamara Usman and Gilbert Burns set to meet next month, while heavyweight champion Stipe Miocic and No. 1 challenger Daniel Cormier square off for the third time in August.

NASCAR Fans were delighted to see the return of racing in late May when NASCAR made its way to Bristol Motor Speedway. Drivers enter their fourth race since returning with the Xfinity Series and Cup Series coming to HomesteadMiami Speedway on June 14. The races can be viewed Saturday and Sunday on FS1 and Fox.

“Last Dance” and “30 for 30” films like the new “Be Water,” about the life of martial arts trailblazer Bruce Lee. A few sports leagues have already commenced, while others are close to resuming. While it’s unlikely that stadium seats will be filled by fans anytime soon, here’s what to expect when the live competition returns to the television.

NBA A 22-team, eight-game wrap-up of the 2019-20 season tentatively will start July 31 inside Walt Disney World's ESPN Wide World of Sports complex. That will be followed with round 1 of the postseason on Aug. 18. The top nine teams in the east, including the Miami Heat, 41-24, and the top 13 teams in the west make up the 22 teams. The season will end in late August, with the draft lottery set for Aug. 25.

NHL Twenty-four teams will compete in seeding round robins, a qualifying round and conference-based Stanley Cup playoffs in two cities. Training camps are set to begin next month, but it’s unknown when the season would begin. Timing and sites will be determined and will be dependent on COVID-19 conditions.

MLB Major League Baseball is proposing a 76-game season that would see the season start on July 10 and end Oct. 11. It would also expand the postseason to 16 teams, eight in each league, for the 2020 season. Talks are ongoing between the league and the players association.

PGA The PGA returns with the Charles Schwab Challenge at Colonial Country Club in Fort Worth, Texas, on Thursday, June 11. The Charles Schwab Challenge, which can be viewed on CBS and The Golf Channel, is the first of five tournaments that will be played without spectators. The John Deere Classic was scheduled to be the first event with spectators (July 9-12), but announced it would be taking this year off and has been replaced by another tournament in Columbus, Ohio.

HALL’S CLOSING AFTER 47 YEARS

R

etiring business owner Bob Brayman is first and foremost a diver, his passion since childhood, inspired by the television show “Sea Hunt,” starring Lloyd

“Scuba diving IS flying,” said Brayman. “It’s weightlessness, it’s freedom, it’s the ability to be uninhibited by gravity.”

But as he deconstructs his Marathon business of 47 years, Hall’s Diving Center & Career Institute, he’s most proud of the unique business model: teaching the next generation of dive instructors not only in the underwater science of the job, but also the business side of the industry.

Every year, Hall’s took in anywhere from 80 to 200 students. They were instructed in a 14week class how to pass their master-level dive certifications, but also in equipment repair, how to make a brochure, keep the books, customer service and how to close the deals.

“I became a dive instructor when I was 17 or 18 years old, but back then, there was no money in it,” said Brayman. And so after a varied career in retail, insurance and owning his own company (building metal horse corrals), he relocated to the Keys in 1973. His first stop was the old Hall’s Fish Camp, located in front of what is now the Blue Green Hammocks Resort in Marathon.

“I think I inherited a cardboard box of broken regulators and a couple of tanks,” he said of the former business owners who declared bankruptcy. “But what I did have was the gift of gab and the ability to manage things and myself.

I just simply set out to outwork everybody else, including the ‘hobbyists’ I saw at local dive shops — employees sitting on a stool behind the counter of dive shops reading a magazine.”

From the beginning, Brayman conceived of marrying the vocational school and tourist excursions to the reef. It was, and is, a unique hands-on learning experience. And as one friend pointed out, he was training the competition, as former students struck out to become dive instructors and possibly shop owners.

“I never bought into that concept,” said Brayman. “What I did believe was in the prize at the end of the course: jobs, good jobs. And I saw the opportunity in this niche market.”

General manager Randy Botierri has worked at Hall’s for about a quarter of a century.

“Our training was always one step above what the rest of the industry was providing. It’s based on developing professionals who know how to make people comfortable in the water and we even addressed the psychological aspects of divers’ behavior,” Botierri said. “We’ve had 7,000 students come through the doors who are working all over the world. And it was never just diving; it was always career-based diving that made this school so unique.”

Wendy Hall (no relation) of Tilden’s Scuba Center and Dive Isla Bella is a former student.

She said she learned how to dive safely in “heinous conditions.”

“Every time we go out in heavy seas or with nervous students, I feel confident we are going to make it back simply because of the training at Hall’s,” she said.

In her travels, Hall said she has met many of the school’s former students in the better dive shops of the Bahamas and Caribbean who have entered successful scuba careers.

“The first day I went to work, I jumped into teaching like I had been doing it for years. The same with shop operation. On the first day I was ready to manage a shop,” she said. “You know, I will miss not having Hall’s pool of instructors to employ myself.”

For Brayman, the prize will be yet another career … in something. He said he’s thinking of getting back into sales, where his gift of gab has always served him best. In the meantime, he’s selling off the shop’s inventory, the boat and the building located in the center of town which will become the newest branch of Keys Federal Credit Union. The doors of Hall’s Diving Center & Career Institute will officially close at the end of August, but the impact of this institution will live on for generations.

NO SHIRT, NO SHOES, WHAT’S THE RISK? ( ) MUSINGS ON COVID 19 TRANSMISSION

don’t know whether it’s the relative lack of people or less wild weather (until reDr. Stanley Sack cently, anyway), but the poincianas on our island have looked particularly resplendent in the last week or two.

Lately, however, they’ve been joined by some competition: seaaqua posters all over town proclaiming in large letters: “No Shirt, No Shoes, No Mask, No Service.”

Of course, given my moniker, you know something like that is going to catch my eye. And to be absolutely clear, there is larger type at the head of one version of the poster that offers the apparent intended message: “Mask Up, Key West!” Given that NS x 3 message, however, it’s worth talking a bit more about what we know about COVID-19 transmission and its prevention.

First off, I took a peek at the wording of Emergency Ordinance 20-05, the law on which the poster is based. It’s all about wearing a mask, not about covering other body parts. Nor is there any existing municipal, county, state or federal law affecting Keys denizens and their footwear or lack thereof.

Now that we have that legalese out of the way, let’s attempt to unmask some of the mysteries of COVID cohabitation. We know the novel coronavirus lives in — and travels to — the noses and mouths of infected individuals.

And we know how it’s primarily transmitted: either by “droplets,” large particles produced by sneezing, coughing and some talking, or “aerosols,” smaller particles in the air. This supports the effectiveness of the mask in reducing its transmission. And while there are probably other ways of getting it in (eyes) and out (our “bathroom

products”), it’s mostly the respiratory route that appears to blame.

Absorbing it directly through skin doesn’t seem to be happening.

What about picking it up from a surface? We have few studies that have nailed down how long COVID-19 hangs out on surfaces.

What we do have is research regarding similar viruses, including some other coronaviruses.

One study was published as late as January 2020, just as COVID-19 was coming to a nose near you.

Taken together, it appears the virus survives longer on hard surfaces and perhaps just an hour or two on human skin. Touching one of those hard surfaces where the virus survives and then putting your hand near your nose and/or mouth shortly thereafter would seem to be one mode of transmission.

But back to the no-shoes question. Although many of us, including me at times, have managed figuratively to put our foot in our mouth during this pandemic, there’s probably a low risk of COVID-19 acquisition unless we do so literally. The jury’s still out on whether the virus lives longer on the sole of a shoe or a rubber flip-flop, but one reason gloves are not recommended for everyday use is that the virus appears to live longer on them than on human skin. It’s not much of a stretch, then, to figure out it might be easier to get the virus from our footwear than our feet.

Sign or no, based on my limited population sampling, most people seem to get that it’s all about the mask. Kudos to the people I’ve run into, in and out of establishments, who are on board. And I’m all for a catchy slogan to hammer home the point. I think, however, I would have preferred a more accurate one that pays homage to our sometime Key West resident and country singer Kenny Chesney: No Shirt, No Shoes, No Problems, but please wear your mask!

WHAT CAN I SAY?

I’m supposed to know the right words.

I’ve been stringing them together professionally for nearly a quarter-century.

But in today’s times, I just don’t know what to say about the continuing pandemic, the economic disaster, racial injustice, peaceful protests and inexcusable violence, Perhaps more accurately, I don’t know what I can say.

I’d like to say I can see and sympathize with both sides of the debate over the pandemic: protecting the public’s health versus putting people back to work. I’ve seen the desperation of people who lost their jobs on March 17 and then waited in an hours-long line behind the local Catholic church to get boxes of food for their families.

And I’ve watched the coronavirus case count in the Keys grow since mid-March. I’ve spoken with our community’s most vulnerable residents and their loved ones who would do everything in their power to protect them.

But I can’t say any of that, certainly not on any social media forums.

Someone may have the best of neutral and empathetic intentions when they say, “I can see both sides of the reopening question. I can’t imagine losing both incomes overnight. This is as much an economic disaster as a health crisis.”

That may be what they say, write or type, but it’s not what some people see, read or hear.

Nope. In those people’s minds, anyone who was eager for visitors to return to the Keys wanted their friends and neigh-

It’s impossible to say anything without setting someone off these days, however innocuous our comments are meant to be. They’ll be misconstrued, misinterpreted and used against us in the court of public opinion.

If today’s current events have taught us anything, it’s that for some, ignorance is chronic, incurable and often contagious.

But I’ve learned a few additional lessons in the past four months that I’ll value forever: I’ve learned how obnoxiously some people assert their First Amendment right to speak their mind and post uninformed and irresponsible conspiracy theories on MY Facebook page.

Perhaps not surprisingly, that lesson quickly led to another: I learned how pissy that person gets upon learning they’ve been blocked — from MY page.

On a lighter note, I’ve also learned: I should have learned to sew, cook and paint long before this pandemic.

It’s possible to “lose” a remote control more than seven times during a single recorded hour of programming.

And finally, above all, I’ve learned how much good a community newspaper can do for its community when it adapts quickly, transparently and with solid leadership to a rapidly changing world. All my thanks to our fearless leaders, Britt Myers and Jason Koler, and to every one of my Keys Weekly colleagues. You make me proud to be a part of everything we do.

he ravages of Hurricane Irma are still being repaired in Marathon, almost three years after the storm swept the islands.

One of the most recognizable photos of the destruction was the former Nick’s Gym complex, missing half of its roof, near Vaca Cut. The building has sat half-empty until it was recently purchased by Andrew George of Royal Crest Builders and Design Center companies. He said it will be renovated into retail spaces.

“I’m shooting for six tenants, but the space can be configured for as little as 800

square feet up to 6,800 square feet,” he said. Construction will begin in about three months and the work will take about six months to complete.

On the other side of Vaca Cut is a new concrete block building going up next to San Pablo Catholic Church. The almost 5,000-square-foot building will be two stories — administrative offices on the bottom and a new rectory on the top floor. The original buildings sustained wind and flood damage in Hurricane Irma. The construction is set to be complete by early fall.

Key West Fire Chief Joseph “Bum” Farto disappeared on Feb. 16, 1976, while awaiting sentencing for a drug trafficking conviction stemming from Operation Conch – a sting operation that found Farto allegedly selling cocaine from the city’s fire station. Bum became the Jimmy Hoffa of Key West, and the island has swirled with rumors of his fate since he disappeared.

an a smoldering pillow change your life forever? It can if you are sleeping on it and don’t wake up, but Bum Farto was wide awake when he answered a report of smoke emerging from the Key West apartment of Terrel Spence on May 14, 1971. The chief extinguished Spence’s smoking pillow, but on his way out the door, Farto noticed an open box in Spence’s room that contained five cigarettes. Farto suspected these cigarettes contained marijuana and called in the law. Detectives arrived and Spence, 22, was arrested for illegal possession

of marijuana. But Bum Farto wasn’t the only person reporting the presence of drugs in Key West that year.

Around the same time, Detectives Charles Major Jr., Lawrence Meggs and David Stewart of the Monroe County Sheriff’s Department launched a secret investigation into local drug trafficking operations. Corruption was so rampant in town that they didn’t even tell their boss, Sheriff Bobby Brown. Instead, they took the years-long collection of evidence off-island to Special Agent Larry Dollar at the Florida Department of Criminal Law Enforcement. Larry set his sights on Bum Farto, and the Dollar dance began.

Dollar came to Key West in 1975, claiming to be a cousin of Titus Walters.

Sources say Bum knew Titus through youth sports, and though Titus had a string of arrests and an alleged heroin habit, Bum felt he had no reason to distrust him. Titus was acting as a confidential informant when he introduced Dollar and Farto in late July 1975. When they met, Dollar offered Farto a gold ring set with diamonds in exchange for an ounce of cocaine. Farto told Dollar he would contact Key West’s city attorney, Manny James, for the drugs. A month passed, but Farto failed to obtain cocaine for the undercover agent.

By late August, Dollar was anxious for a transaction to go down. Farto loved gold and didn’t want to lose the deal on

the ring, so he arranged a meeting with Dollar at the city’s central fire station on Simonton Street. Bum explained that he could not get the cocaine yet, and gave Dollar a bag of marijuana as a gesture of good faith. Court records indicate Manny James was in the Bahamas at the time.

On Sept. 3, 1975, Farto called Dollar to meet him at the city fire station on Kennedy Drive, saying he “knew a man at the station who sold cocaine.”

Dollar arrived at the station, and Farto passed him a small plastic bag containing a white powder. Two days later, they met at the same station. An undercover FDCLE agent snapped photographs as Farto handed Dollar a second bag of white powder, and Dollar gave Farto the gold and diamond ring. Dollar called in the D.E.A. and arrested Farto, 56, outside of his home four days later.

Those who believe in karma might see Farto’s arrest as poetic justice, a karmic twist on the day in ‘71 when Farto had Terrel Spence arrested for a small amount of marijuana.

Key West isn’t fond of snitches. That’s a lesson some people would learn the hard way.

n Monday, World Oceans Day, coral restoration took center stage in Islamorada. With the announcement of two innovative partnerships, the Upper Keys village will become a new hub of coral restoration.

Mote Marine Laboratory & Aquarium kicked off the announcements, as president and CEO Michael P. Crosby said, “The Islamorada community has a rich history of world-class fishing, diving and ocean recreation and in many ways is the heartland of the Florida Keys. Mote is honored to establish Islamorada’s first sciencebased coral nursery as part of our broader strategic reef restoration and science education mission.”

Mote plans to build a land-based coral nursery − the first of its kind in Islamorada − on the beach at Bud n’ Mary’s Marina. The new coral nursery will supplement Mote’s in-water Looe Key and land-based Summerland Key nurseries.

The new nursery partnership will focus restoration efforts on Cheeca Rocks, a prominent reef near Islamorada and one of the National Oceanic and Atmospheric Administration’s (NOAA) seven “iconic reefs.” The goal of the massive undertaking is to bring the coral reefs back to healthy coral coverage through targeted restoration efforts such as the new nursery in Islamorada.

Crosby reminded the audience that a $6 billion economy and 72,000 jobs in the Keys are built on the coral reefs, before reminiscing about the 60% living coral cover he enjoyed in the Keys as a kid. Today, that cover is less than 5% because “we’ve done everything we can in the ensuing decades to assault the reefs,” he said.

“Our reefs are in trouble. They won’t recover on their own. Innovative science is the way out ... but we also need significant community involvement,” Crosby said. “That’s why we’re here today.”

Sarah and Nick Stanczyk, representing the legendary Bud n’ Mary’s Marina, said they were “proud to partner.” Sarah, who is pregnant with the couple’s second child, especially noted that she wants her kids to be able to jump in the water and see coral.

CARING ABOUT CORAL

PARTNERSHIPS BRINGS SCIENCE AND CITIZENS TOGETHER In the second partnership reveal of the day, Michael Goldberg and Kylie Smith announced their new citizen-science restoration organization, Islamorada Conservation and Restoration Education (I.CARE).

Goldberg, the lead and co-founder, also owns Key Dives at Bud n’ Mary’s Marina. A selfproclaimed “coral person,” he was catalyzed to act by the deadly stony coral tissue loss disease that has ravaged Florida’s coral reef.

“I’ve been diving these reefs for 20-something years, and in the last few, I’ve heard them crying out,” an emotional Goldberg said. “It’s hard to talk about because I know what I used to see. I want to say to our reefs, ‘We hear your cry, and we’re gonna do something about it.’”

The National Marine Sanctuaries Foundation is I.CARE’s fiscal sponsor, but Islamorada businesses are also putting some skin in the game. Dive and snorkel shops, fishing charters and hotels voluntarily contribute to I.CARE. Restaurants and the Islamorada Village Council are also considering making donations or matches.

“Every business down here needs a healthy reef,” Goldberg emphasized. “It’s not a contract, but a commitment they make to I.CARE.” I.CARE takes a community-based approach to coral restoration. The organization is partnering with local dive shops and Mote to “transform visitors into volunteer divers with a hands-on experience in restoration,” Goldberg said. Divers will take part in coral restoration and monitoring to bring the reef back with their own two hands. The land-based nursery at Bud n’ Mary’s Marina will provide the corals.

Smith, the project manager and co-founder of I.CARE, will oversee the science behind the effort.

4 “The reason what Mote is doing is working is because of the science behind it. They’re taking the corals that have been able to survive the bad conditions – high temps, acidity, pollution – and those are the corals they’re trying to reproduce or microfragment, and then they’re putting them through additional experiments for pH and temperature for what we think will be out there in 10 years,” Smith said. “Now, I.CARE is going to build off what Mote is doing, here in Islamorada. I’m excited.”

Smith explained how the coral transplanting changed her and how she hopes to affect citizen-divers. She said, “You become invested!

The ones that survive, you fight for. The ones that don’t, you cry for. It becomes a very personal experience. It changed my life, and it’s hard to go back to anything else.”

Crosby concluded with a quote from Bill Mote, the namesake of Mote: “We’ve taken from the sea for generations. Now, it’s time to give back.”

PRIDE IN A PANDEMIC

lthough the majority of Key West Pride events — parties, plays, comedians, concerts, art exhibits and, yes, cocktails — were postponed until November, a miniature parade took place June 7 on Duval Street.

Gay pride events typically occur in June to commemorate the Stonewall riots that occurred at the Stonewall Inn, a gay bar in New York City’s Greenwich Village neighborhood.

On June 28,1969, police raided the Stonewall Inn. The customers stood their ground and fought back when police became violent. The rebellion is widely considered one of the most important events leading to the gay rights movement in the United States.
