MONROE HAS HIGHEST RATE OF EMPLOYEES ASKING FOR ASSISTANCE IN FLORIDA

bout 8.4% of Monroe County is unemployed.

According to the state of Florida, there have been 3,936 claims filed by the 46,755 people employed in Monroe County.

“But that percentage is based on the number of claims that have been received, not verified,” said a spokesperson from state Rep. Holly Raschein’s office. “Some of our constituents took multi-pronged approaches. For example, they applied online and also submitted a paper application.”

Typically, Monroe County has the lowest unemployment figures in the entire state — about 2.3%.

Among the 67 counties in Florida, the stay-at-home order has hit the Keys the hardest.

Osceola County is in second place, with about 8.1% of its labor force also unemployed.

Although MiamiDade has the most number of initial claimants by county (67,000), it has a workforce of 1.3 million.

In the Keys, most unemployment applicants are in the accommodation or food services industry (1,587). The next highest industry category is “none given” (958). The next highest categories of unemployed in Monroe County were in retail or administration or transportation. Interestingly, 54 applicants who work in health care, or social assistance, also applied for unemployment benefits.

The health care workers who have been unemployed in the Keys may mirror what is happening nationally: as non-essential health care services are delayed until the pandemic is over, many of those workers are being laid off.

On April 21, the state had only paid benefits to 6.3% of its 1.7 million applicants. As of April 27, that number was up to 25% of its 1.9 million applicants. The state is working through its backlog with the help of

extra funding, more call centers and better hardware, but it may take up to four weeks or more before some applicants get a check.

On Wednesday, the state announced that anyone who has lost a job since March 9 will receive retroactive payments, regardless of when their application was successfully submitted. Whether that means extra money up front, or extra weeks of benefits tacked on to the claim, is still unknown.

The state has also said it has a way for independent contractors — gig workers or self-employed persons — to apply for federal CARES Act benefits (up to $600 a week) through the state portal.

Raschein’s office said employees who are furloughed — for example, working a four-day week instead of a five-day week — and making more than $275 per week are ineligible for state or federal unemployment. The spokesperson said it was one of the pre-pandemic unemployment restrictions that has yet to be lifted.

partial reopening of Florida set for May 4 will be “safe, smart and step-by-step.”

At a press conference on April 29, Gov. Ron DeSantis unveiled the first phase of a plan to reopen Florida on Monday, May 4. DeSantis said the plan aims to protect the elderly and a vulnerable population from coronavirus, increase testing, promote social distancing, support hospitals and protect health care workers and prevent a reintroduction.

Specifically, phase one will allow outdoor seating at restaurants following social distancing guidelines and 6-feet spacing per table, and 25% capacity indoors following CDC-recommended spacing. The Florida ReOpen Task Force recommended that restaurants reopen at 50% capacity, but DeSantis said he wanted to start out at 25%.

“I think being outside, if you’re 6 feet away, it won’t be risky as opposed to going to Costco. It may even reduce density at grocery stores by giving people another option,” he said.

Retail stores will be able to operate at 25% capacity. Bars, gyms, theaters and personal services such as hairdressers will remain closed, per DeSantis’ phase one plan.

As for schools, DeSantis said they’ll remain virtual for the rest of the school year.

Also, no visitors will be allowed in long-term care facilities. DeSantis said he’s willing to reevaluate and let family members in once there’s enough rapid testing.

Elective surgeries may resume statewide, so long as hospitals don’t

see a surge of patients and have adequate personal protective equipment.

Phase one of DeSantis’ plan continues to urge those 65 and older and those with significant underlying conditions to avoid crowds and close contact. Gatherings will continue to be under 10 people and face masks are “recommended for those in faceto-face interactions.”

Under phase one, DeSantis said walk-up and drive-through testing will not only continue, but expand statewide. No new sites were announced in the Keys during his press conference. DeSantis also said the state’s secured a mobile lab that will travel across Florida and rapidly test workers in health care settings.

“When you have the testing it matters,” DeSantis said. “As you expand testing, more people have access.”

DeSantis said the shutdown has thrown millions into economic and social turmoil, with millions losing jobs through no fault of their own.

Small businesses were devastated overnight and children stuck at home for schooling and away from their friends.

“It’s been a tough two months for our country. We have lost Floridians, which is never an easy thing,” he said.

But DeSantis said there’s light at the end of the tunnel with decreases in hospital admissions and percentage of positive cases. The first priority in reopening is maintaining the health and safety of Floridians, he said.

The first phase is statewide, but DeSantis said the plan in Miami-Dade, Broward and Palm Beach counties will be a little different.

COVID-19 OVERTIME REQUESTS COULD BREAK COUNTY BUDGET

onroe County officials were looking to save $733,000 over 16 weeks, or eight pay periods, when they decided to furlough 61 employees, who initially were put on temporary paid leave and then encouraged to apply for unemployment or use whatever vacation or sick time they had to continue being paid.

During that paid leave, the remaining county employees were still working fulltime, with more than 400 of them accruing a total of $1.5 million in emergency response overtime pay.

Some of those working employees were making significantly more than their usual salary due to the emergency response overtime pay policy, County Commissioner Craig Cates said on April 27.

Cates will introduce a resolution at the BOCC meeting Thursday, April 30, that would rescind the authorization for emergency response overtime pay and would effectively eliminate the bulk of that $1.5 million overtime total, representing 28,822 hours of work.

The county signed an emergency pay policy to cover the COVID-19 response at 1.5 times the employee’s salary effective March 17 (much as it does during a hurricane).

Then, on April 15, the BOCC voted to stop paying overtime effective April 12. Cates’ resolution would revoke overtime pay for the entire four-week period.

Monroe County Administrator Roman Gastesi told The Weekly the pay plan is a “work in progress.”

“No one has gotten paid that money, and they’re not going to get paid that money,” Gastesi said on April 28, estimating that the actual amount of total overtime pay will be a third of what has circulated on a spreadsheet.

“And if it takes two or three commission meetings to figure it all out, then that’s what we’ll do. We recognized early on that the hurricane pay plan was not applicable to this event. We brought in another plan that’s basically a ‘blue sky’ plan. It pays anybody normal pay and time and a half if you work over 40 hours a week. But this is a work in progress. We’ve never been here before.”

County Commissioner Michelle Coldiron said she expects it “to be a robust discussion” at the April 30 BOCC meeting.

Weiner also noted in response to questions from The Weekly that it is not a conflict of interest for her to collect the emergency response pay at a rate of 1.5 times her regular salary, while also being responsible for declaring when the state of emergency will be over. The decision to end the emergency, she said via email, is a collective decision among the county administrator, county mayor, Monroe County sheriff and Monroe County’s fire rescue chief.

EMPLOYEE PAY

Gastesi has estimated the coronavirus pandemic could cost the county $5 million to $10 million in revenue.

Although Cates’ proposed resolution states that Monroe County is the only county in Florida enacting its emergency response pay, Weiner said, “This varies across the state.”

Madok said he polled about 20 county clerks and “almost all said (they weren’t offering emergency response pay), but there are 67 counties in Florida.” He added that he has significant concerns about Monroe County’s financial situation, particularly due to the $11.8 million debt that remains following Hurricane Irma in 2017, much of which is tied to reimbursements from the Federal Emergency Management Agency.

Coldiron said she expects the county to be reimbursed for overtime pay by FEMA in the same way it was following Hurricane Irma, but that has not been confirmed.

Coldiron said she will not vote to rescind the overtime pay for county employees.

“I am only as good as my word,” she said. “I can’t tell someone I am not going to honor a contract. That’s not how I operate.”

Many of the workers who logged overtime are salaried employees who aren’t typically eligible for overtime without the special emergency authorization.

There are 102 county employees who logged $5,000 or more in overtime since March 11, when it became clear the pandemic would significantly affect Monroe County and the entire nation. Thirty-one county employees logged $10,000 or more in overtime since the pandemic began to affect the Florida Keys, according to a spreadsheet provided by Kevin Madok, Monroe County’s Clerk of Court.

Neither Gastesi nor County Attorney Bob Shillinger is eligible for overtime pay because both are contract employees, rather than salaried employees, according to Kristen Livengood, the county spokeswoman.

The five highest overtime amounts are attributed to Shannon Weiner, director of emergency management, who logged $26,457 in overtime; Sheryl Graham, director of social services, who logged $21,518; William DeSantis, director of facilities and maintenance, who logged $18,232; Bryan Cook, director of employee services, who logged $18,924; and Livengood, public information officer, who logged $17,428 in overtime, under the emergency response pay policy.

Weiner told The Weekly she will decline the emergency response pay if it ends up being approved for payment.

“I’m not confident the county has the ability to pay this overtime,” Madok told The Weekly on April 28.

He said he is accruing the overtime pay requests, but will not pay them unless specifically directed to do so by the Board of County Commissioners at their meeting on Thursday, April 30.

“As long as I don’t violate the law, I have the authority to not pay something,” Madok said. “And if the County Commission directs me to pay this overtime, then I’ll have to ask them to tell me where to take that money from, because the general fund doesn’t have the liquidity to pay it.”

The overtime pay requests and signed time cards were submitted as usual to Madok with the intention that they be paid, and although Madok said no county officials have pressured him to pay the overtime, he has heard “secondhand grumbling from county employees wondering where their overtime is.”

Madok said he conducted “a deep dive” into the county’s finances “when it became apparent that this pandemic was going to impact Monroe County, and I realized Monroe County is not as financially sound as we had thought, especially since Hurricane Irma. I’ve repeatedly raised these concerns in meetings with the county administrator and the county mayor.”

Monroe County Mayor Heather Carruthers, like Gastesi, emphasized that the pandemic is uncharted water for governments, businesses and everyone else.

“The personnel pay document is not appropriately geared to this pandemic and needs to be amended,” Carruthers said. “I thought we already had addressed this and taken care of this issue. I thought the elimination of the emergency response pay was retroactive to the beginning of this pandemic and would thus have eliminated the bulk of that $1.5 million overtime accrual.”

Carruthers added that she had not, as of Tuesday, looked closely at the overtime spreadsheet, but was meeting with Madok on April 29 to discuss it.

THE DATA THE CURVE REPORTS, UPDATES NOW ONCE A DAY

rom the local level to the state, task force groups are forming to examine reopening plans and the easing of restrictions, which have been in place for some time to combat a serious coronavirus pandemic and crush an upward swing in positive cases.

Members of the task forces are about to face a momentous task, as pleas to reopen a bleeding economy grow while reports of positive COVID-19 cases continue. Local parks and beaches are welcoming locals only back, but such reopenings like allowing visitors to the Keys and other major tourist attractions in the state will likely hinge on a continued downward spiral in new cases.

County officials have said that two weeks of no cases must be witnessed before the flow of visitors comes back to the island chain.

So, what’s key in making these major determinations? Data. Those throughout the state working to gauge the magnitude of the pandemic need to break down pieces of information, like testing numbers, which are taken with a grain of salt since roughly 1.4% of the Florida population has been tested — 1.6% in Monroe County. Other data, such as those who have recovered from COVID-19, isn’t being tracked.

CASE UPDATES NOW ONCE A DAY, AND A NEW COUNTY REPORT

COVID-19 cases were formerly updated two times a day — one in the late morning and the other late afternoon. Numbers of those tested and new cases fluctuated once or twice daily, a byproduct of labs issuing results.

On April 25, the health department announced that dashboard figures and a lengthy state report are being updated once per day. And with a change in the reporting comes the addition of a comprehensive county-by-county report. Visiting the Florida Health Department’s COVID-19 page at floridahealthcovid19.gov, users can delve a little deeper into the number of positive and negative cases over the last two weeks, cases by ethnicity, percentage of positive cases and emergency department admission percentages for common symptoms of coronavirus: shortness of breath, fever or cough.

As the Centers for Disease Control and Prevention announced April 27, six new symptoms are being added to its existing list for COVID-19: chills, repeated shaking with chills, muscle pain, headache, sore throat or loss of taste or smell. That could bring some new visits.

POSITIVE CASES IN THE COUNTY 20.

• The first case was reported on March

• On March 31, the percentage of tests coming back positive peaked at 14%.

• Positive percentages started declining, from 10% on April 7 to 8% on April 14, 7% on April 21 and April 26.

• As of April 28, the county reported 78 cases. The day before it was 79, but investigation revealed that one of those was from a different county.

Has Monroe County flattened the curve?

Drops in percent positives appears to show that, in terms of the percentage of cases testing positive in the weeks after March 31.

Those testing positive for COVID-19 overall were 8.9% statewide as of April 26.

The county last saw saw a noticeable jump in cases, five, from 68 on April 17 to 73 on April 18. Days passed, however, with no new cases, until one positive was reported on April 23, then three on April 24 and one between April 25 and 27, bringing the total to 78. Was it a matter of the county health department waiting on tests from labs? Or were tests coming back negative?

In that span of no new reported cases, April 19 to April 23, 104 new test results were reported. Of those, 103 came back negative and one positive.

In the state, confirmed cases among Floridians reached 31,986 and 860 nonFlorida residents as of April 28. Roughly 1 in 700 Floridians have been infected. The number of cases reflects the total over time from when the first case hit the state in early March. That means a number of these cases have entered recovery, but that number isn’t being tracked (more on that later).

On April 27, the health department reported a new case to bring the number to 79. The next day, however, the case count dropped back to 78. The health department attributed the drop in case numbers to an address that was given at the time of testing that showed the Florida resident wasn’t from Monroe County. Upon investigation, it’s sometimes realized that the person may have used a post office box instead of a home address, the health department said.

It could be a second-home address and not the primary residential address. Or, the person could have been visiting. The data will continue to change as needed to ensure it’s as accurate as possible, the health department said.

Unlike Miami-Dade, the state of Florida and the nation as a whole, Monroe County never experienced an exponential spike in COVID-19 cases. Since March 28, 2020 the amount of infections in the Keys grew by about 20 cases a week for three weeks until the curve began to “flatten” around April 11.

Since then the amount of those infected with the virus has only grown by about 5 cases a week. Currently, less than one one thousandth (.001) of the county’s population has tested positive for the COVID-19.

TESTING… WHERE ARE WE WITH IT?

• As of April 28, a total of 1,179 were tested in Monroe County. Of those, 1,101 were negative and 78 positive. The health department was awaiting results on 23 tests.

• With a population of around 74,200, about 1.6% of county residents have been tested so far.

• Statewide, a total of 367,435 tests have been conducted, or a little more than 1.7% of the population, as of April 28.

Some 200 to 300 new tests were conducted per week from the end of March to mid-April. The latter half of April has seen around 200 tests conducted per week. Per Bob Eadie, health officer for Monroe County, logistics are improving and more test kits are coming into Monroe County.

Keep in mind that a little over 1% of the population has been tested in Monroe County. It’s unknown how many will be tested. But data has shown that a majority of the tests are coming back negative.

Based on the level of current testing, however, Dr. Aileen Marty, infectious disease expert at Florida International University, said there must be strict rules in place to maintain social distancing if communities start to open up in a limited way.

“When we have the right testing, when we start testing every contact of every positive person and every symptomatic person and properly isolating them … and we have a community that is ready psychologically to understand if we open up slowly, we have to really seriously understand these social distances have to be maintained until we can get there,” she said.

Statewide, tests that were conducted daily were hovering around 12,000 the past several weeks. That number has since increased to about 15,000 per day in the last week or so. On April 25, results of more than 19,000 tests were received — the second most since testing began.

With nasal swabs to determine if a person has the virus, there’s also testing to see whether people have developed antibodies. Doctors from Key West to Key Largo are beginning to administer those. (Check with your doctor.)

Key West physician John Norris took to Facebook on Monday and showed that four negative COVID-19 tests came back from people who thought or believed they had been sick with the virus in the past.

“The people I’ve tested who I knew had COVID came back positive for antibodies,” he said. “People who thought they were sick?

Nope. Tested a few of those too.”

A Key West partnership is finalizing plans to roll out a massive effort to test thousands of residents for COVID-19 and the associated antibodies that provide evidence of a past infection. Key West’s One Clean Island committee, in partnership with Dr. Bruce Boros and Advanced Urgent Care, performed 10 preliminary rapid-result, finger-stick antibody tests on Monday afternoon, April 27, at Two Friends Patio Restaurant.

The One Clean Island committee sponsored the first round of test kits and is now working on securing a much larger order of 10,000 or so kits and establishing multiple testing sites for Key West residents.

“Hopefully, that will be done through a public-private partnership for the massive testing effort,” Boros said. “These testing capabilities will allow us to have specific knowledge about our population and eventually our arriving visitors, once we open the Keys.”

HOW MANY HAVE RECOVERED?

That figure remains elusive in Florida, as daily reports and dashboard updates don’t say how many are back to being healthy after a battle with COVID-19. Eadie told county officials in early April that the health department isn’t tracking that information.

“Part of it is we just don’t have the staff to get it done,” he said. “Tallahassee is trying to find a program to do that. Right now, we’re stretched pretty thin.”

The state health office in Tallahassee further explains why it doesn’t measure recovery and doesn’t expect to have such a designation anytime soon.

“Currently, there are multiple ways for recovered cases to be recorded, and several methods are used by different countries and states,” the health department says.

“Some states and countries measure a case as recovered when a person has had COVID-19 for more than 14 days, while others

upon hospital discharge data — neither of which completely capture recovery of the full COVID positive population. The Florida Department of Health will continue to provide information on hospitalizations and deaths to keep the public informed about the threat of the virus.”

HOSPITALIZATIONS

Nine county residents and two nonresidents have been hospitalized for coronavirus since the pandemic began. That’s 13% of all cases. Statewide, 16% of cases were hospitalized.

Hospitalization counts include anyone who was hospitalized at some point during their illness. It does not reflect the number of people currently hospitalized.

Dr. Tom Morrison, emergency room director at Mariners and Fishermen’s hospitals, told the Weekly on April 28 that he personally hasn’t seen any COVID-19-related hospitalizations for the past 11 days. All tests sent out by the hospitals in the last two weeks have come back negative, he said.

“The ones I saw over the past three weeks got to go home and get better,” he said. “I think we’re definitely at the other side of this, which is good.”

Morrison said resurgence in communities that could be seen when reopenings begin is because “people who are carriers who don’t know they’re carriers are exposed to people who haven’t been exposed.”

“That’s going to happen, but it’s going to happen to a very, very small extent. I don’t believe it’s going to be as overwhelming as suggested,” he said.

THE OUTLOOK

Locally, residents are urged to continue their social distancing and practice protective measures to prevent any potential spread of the coronavirus. Meanwhile, Eadie and county officials are keeping a close eye on what’s happening in neighboring counties.

“We want to be sure they won’t have any adverse effects here in Monroe County.

I think the informational checkpoint has done a great deal to keep infection out of the Florida Keys,” he said. “The worst thing we could do is to reintroduce infections to the Keys and have to do this all over again.

That would be devastating. If we do our jobs correctly, we won’t see any high spikes of infection that other places have dealt with.”

his past week, Monroe County announced it will not reopen to visitors until June, possibly. In the meantime, it plans gradually to reopen nonessential businesses to locals, which means more people will be getting back to work, IF they have child care.

Child care is considered an essential business but many in the Keys closed their doors at the beginning of the quarantine.

Marathon’s Grace Jones Day Care closed more than a month ago — on March 17.

Normally it serves 66 children; about 90% of those are preschool age.

“We’re hoping to open by the middle of May,” said Iris Coe of Grace Jones Day Care. “But that will depend on CDC guidelines.”

Islamorada Day Care plans to reopen on May 4 for children of first responders and health care workers and essential businesses. Owner Linsey Alba has been closed since April 6 and normally serves 32 children.

“I am in the final stages of my PPP loan and my teachers are eager to get to work,” she said.

Both women have been in contact with Florida’s Early Learning Coalition, which oversees funds for the federal school readiness program and the state’s VPK (Voluntary pre-kindergarten) program. Florida’s budget for this program is just over $1 billion. According to MiamiDade and Monroe County ELC, 85% of day cares serving 45,000 children in South Florida are currently closed.

Until the rules are relaxed, day cares must operate like any other essential business — spread out and masked if there are more than 10 people present.

Evelio Torres, CEO of the Early Learning Coalition of Miami-Dade/Monroe, said reopening under current state and federal guidelines will present a challenge.

“More staff is needed to care for the same number of children with decreased revenue,” he said. “I don’t think it comes as a surprise to anyone that full social distancing is practically impossible in a child care setting. The programs that remain open may not have personal protective equipment due to shortages, but they have been creative and are making do with what they have available. As programs reopen we should help them with safety measures so they can reassure their staff and parents that their children will be safe in a child care setting.”

Maria Vaillant and her team at Kreative Kids in Marathon have been meeting on Fridays to do deep cleans. She’s ordered masks and gloves for when they do re-open. And she’s also looking at touchless drop-off and pick-up procedures that rely on technology.

“I don’t know when we will reopen,” said Vaillant, “but I do know the staff and I miss our children and families very much.”

Normally, Kreative Kids serves 62 children, of whom less than a third are after-school pupils. The Inez Martin Child Development Center in Key West normally serves 75 children. Right now, it has about 12 students, all children of frontline workers or first responders.

“It’s a big reduction,” said Aleida Jacobo, the new director of Wesley House, which oversees the Inez Martin day care. She said the staff is considering opening for longer hours, until early afternoon, and enrolling more children.

“Right now we’re only serving the children of essential employees who were already registered,” she said. “But we want to open it to new enrollees.”

In the Middle Keys, Grace Jones Day Care is continuing its backpack food program, and that offers a good gauge of which families are still in town. Packages are meant to last two weeks, placed on the day care’s front porch, and families are notified to retrieve them.

“Based on the pickups, that tells me that most of our kids are still here, just waiting for us to reopen,” Coe said.

WHY ARE THERE NO CASES ON BIG PINE KEY?

here’s a glaring anomaly in the health department’s daily case count of COVID-19 in the Keys. There are no cases reported on Big Pine Key, despite the fact that it’s one of the largest population centers in the Florida Keys, like 5,000 people. So … why is that?

“We were just talking about that! I don’t know,” said Sarah Maschal, who is quarantining at home on Big Pine Key and teaching virtual classes for Key West High School.

She noted that all Piners shop at the one grocery store, Winn-Dixie.

“Maybe we’re all crazy and people don’t want to come near us?”

Dave Turner is the executive director of the Lower Keys Chamber of Commerce. He’s quarantined and working from home.

“People keep to themselves on Big Pine Key. Our postal lady drives up the street every afternoon, drops her stuff off and waves. We’re not really seeing anybody else,” Turner said. Meanwhile, he reports that his yard is spotless, the boat is waxed, and the cars have been washed at least three times since it all started, despite the fact that the vehicles haven’t gotten much wear and tear.

Chuck Meier, known locally as the Iguana King, is married to a born-and-raised Piner, though they currently live on Geiger Key. The Weekly asked him … why no cases on Big Pine Key? “I’ll tell you why, because Piners don’t go anywhere. They’ve got a grocery store, a post office and Looe Key Reef out front. You can fish, pet a Key deer … hell, life’s good!” (Don’t pet a Key deer, please.)

Maschal agrees. “Yeah, we’re not exactly known as world travelers.”

Travis Livengood lives on Big Pine Key. He’s a man of few words.

He chalks up the islanders’ health to one simple thing: “We hang out at Coconuts; we’re immune to anything. If you Marathoners hung out more at Brass Monkey you’d be in better shape yourselves.”

(The Weekly is not disparaging either establishment and has, ahem, frequented both with hearts and livers full of love.)

Kimberly Matthews also lives on Big Pine Key. She said she would like to know more about this “quarantine” she hears so much about.

“I hear that it gets boring after a while, but I haven’t had the opportunity to experience it yet,” said Matthews. “I am the Monroe County’s liaison officer in the Emergency Operations Center, so I go to work every day and come home.”

Every part of the Florida Keys has its own reputation, but Big Pine Key … is special. It’s probably even fair to call them benignly weird isolationists.

“Piners are really self-sufficient.

When this quarantine became a thing, they all went to the grocery store, got what they needed and went home,” said Matthews. “Anyone who knows me knows that I have a proclivity for zombie apocalypse stuff. And all I can say is that if there were a zombie apocalypse, Big Pine is where I would want to be.”

In COVID-19 times, Big Pine Key residents have nailed it and won first place in the contest of stopping community spread. Congratulations.

Key West partnership is finalizing plans to roll out a massive effort to test thousands of residents for COVID-19 and the associated antibodies that provide evidence of a past infection.

Key West’s One Clean Island committee, in partnership with Dr. Bruce Boros and Advanced Urgent Care, performed 10 preliminary rapid-result, finger-stick antibody tests on April 27 at Two Friends Patio Restaurant.

The more widespread, massive testing effort is expected to launch in the coming weeks, depending on how long it takes to receive thousands of test kits and establish locations, said Jim Gilleran, a founding member of One Clean Island.

All 10 people tested, including County Commissioner Craig Cates; restaurant owners Danny and Maura Hughes; Robert Spottswood Jr.; Jim Gilleran (and Key West Weekly editor Mandy Miles), tested negative for COVID-19 antibodies.

“The next step will be for Dr. Boros to do the same test on 10 people who are known to have had the virus in order to confirm the validity of the test,” Danny Hughes said.

The One Clean Island committee sponsored the first round

of test kits and is now working on securing a much larger order of 10,000 or so kits and establishing multiple testing sites for Key West residents.

“Hopefully, that will be done through a public-private partnership for the massive testing effort,” Boros said. “These testing capabilities will allow us to have specific knowledge about our population and eventually our arriving visitors, once we open the Keys.”

“The sooner, the better, as long as it’s safe,” Cates added. “We have to get people back to work.”

The testing sites would remain active after visitors are allowed to return to the Keys and would be able to test visitors who have symptoms as well as the people in their travel group to prevent asymptomatic carriers from spreading the virus, Boros said.

If the antibody test comes back positive for an active infection, that result would be confirmed with a nasal swab test, Boros added.

Boros acknowledged the efforts by Walgreens nationwide to offer testing, but pointed out that those results take a few days to obtain, and “the results are entered into a nationwide database rather than a specified county database that will help officials know and track specifics about our population here in Monroe County.”

he Florida Keys are still closed to visitors and will be throughout May. Despite miscommunications otherwise about internal openings, nothing has changed, county spokeswoman Kristen Livengood said late April 27.

The county is re-emphasizing the point after Key West opened its beaches, parks and outdoor recreational spaces on April 27 to residents only. Some visitors mistook the internal opening as a sign that the Keys were opening again. This is not the case, not yet.

“The checkpoints on U.S. 1 at Mile Marker 112.5 and State Road 905 remain in effect,” Livengood said.

Monroe County Sheriff’s Office spokesman Adam Linhardt added, “The sheriff’s office continues to work with Monroe County and the Office of Emergency Management in terms of following and keeping their policy at the checkpoint in place. That remains unchanged.” Linhardt emphasized that the Keys are still closed and that openings are for locals only.

“The entire state of Florida remains under a ‘Safer-at-Home’ order,” added Livengood.

Monroe County Mayor Heather Carruthers reiterated how Gov. Ron DeSantis’ order and the county and municipal emergency directives are still in place, meaning everyone should be staying home and in their home counties for anything other than essential business.

Key West opened its recreational spaces “in an effort to loosen protective measures” for residents only. Carruthers noted the many benefits to residents of having places to recreate. “Exercise. Sunlight. Fresh air.

Relief from cabin fever,” she said.

“When there are any openings of outdoor recreation, they will be internally for residents and property owners only, to be able to utilize outdoor space for physical and mental health,” Livengood added. “Also, these areas will still need to observe physical distancing from others of at least 6 feet.”

The village council of Islamorada opened the Plantation Yacht Harbor boat ramp at Founders Park to village residents on April 20.

The City of Marathon has indicated it is waiting for DeSantis’ comments expected on Thursday, April 30 after he reviews his reopening task force’s recommendations.

The informational checkpoints on U.S.1 and State Road 905 remain in place as of Tuesday, April 28.

Motorists who cannot prove they live or own property in the Florida Keys, or cannot prove they are performing essential work in the Florida Keys, should not attempt to come through the checkpoints. Officials need to see continued declines in infections and good results from increased testing to start opening more businesses internally in the Keys, Carruthers said.

Key West City Manager Greg Veliz said, “We are closely monitoring all announcements from the governor so that we can respond in a manner that reflects the unique needs of Key West. We anticipate that we will soon have the ability to lift the closure of non-essential businesses for Keys residents.”

While various task forces are being assembled to explore the if, how, where and, most importantly, when of reopening the Keys to visitors, we’re not there yet, Livengood and Carruthers emphasized.

“The county takes its guidance in terms of opening up businesses again from health officials and local stakeholders and business owners, in conjunction with municipal, other county and state governments,” Carruthers said.

So, for now, it’s still business as “usual” for these unusual, coronavirus times. The directives and “Safer-at-Home” orders are still in place. The checkpoints are still active.

And the Keys are closed.

HOUSE CANDIDATES WORK TO COMPLETE PETITIONS Candidates running for political office are usually out getting petitions signed, attending festivals and debating on various stages by now. It’s a bit different this year, however, for three Republicans and one Democrat currently running for the Florida State House District 120 seat.

epublicans Rhonda Rebman Lopez, Jim Mooney and Alexandria Suarez were scheduled to take to the stage for a debate at Coral Shores High School in late March. That’s currently on hold.

Democrat Clint Barras, a first-time candidate and web developer from Key West who entered the race about nine months after some of his opponents, normally would be attending luncheons and knocking on doors to collect the required 1,013 signatures each candidate in the race needs to get his name on the ballot. Alternatively, candidates can pay an $1,800 filing fee.

Candidates must submit their petitions by May 11. To make it easier for them, Secretary of State Laurel Lee signed an emergency rule in early April allowing candidates to scan, fax or upload petitions.

“But the signatures have to be images of someone’s actual signature that matches someone’s voter registrations,” Barras said. “I ended up putting on my website three different ways for people to submit signed petitions. I still need a few hundred signatures.”

When not out working and securing petitions, candidates are mobilizing to assist the community during a time of need. Lopez has been making her rounds around the district helping feed community members in the Lower and Upper Keys and delivering diapers to Wesley House in Key Largo. She said she’s also been sending hand-written cards to the elderly who don’t have much social interaction and supporting farmers in Homestead who are selling their produce.

A North Key Largo resident, Lopez filed for state representative in September. She said she continues to secure petitions via mail and online. She also said she’s not soliciting campaign donations at this time.

“I prefer them to give it to a charity.

Fundraising-wise, I did well in the beginning to be able to do what I need to do,” she said. “I think that any money people have, I think they should go to

people who don’t have food on the table or don’t have transportation. Or give it to that business that’s opening and help their employees.”

Barras, too, has shifted the focus of his campaign call from fundraising to “health checks,” he said. “Now more than ever, we have to put people’s health and science before business and special interests. I had only started fundraising a month before the shutdown. But it is what it is, and at least all candidates are dealing with the same challenges and restrictions. This whole pandemic has really changed the way we reach voters, so we’re relying more on digital platforms and social media, whereas the door-knocking and signature-gathering was always a more organic way to meet voters and introduce yourself.”

Hometown Key West political action committee will post video introductions of each candidate on its website next week, Barras said. “They’ve asked each candidate to submit a three-minute video, and those should be online by Monday, May 4.”

Despite all the shake-up from the pandemic, Islamorada councilman Mooney said he’s sticking to his schedule and making more of a presence on social media.

“We’re sticking to our program and how we’re going to finish, and we plan to finish at the finish line first,” he said.

Mooney announced his intention to run for the seat, which will become vacant with Rep. Holly Rachein terming out, in May 2019. He too, is securing signatures.

“We’ve submitted well over 500,” he said. “We’ve got it on email and Facebook and individual people sending it out and about. I think we’re well covered. It’s tough to walk up now and give out petitions with the social distancing. The rules have been relaxed, but the date for petitioning hasn’t changed from May 11. As for fundraising, Mooney said it’s not the right thing to do at this time. “I

don’t care how wealthy someone is.”

Suarez joined the State Attorney’s Office in Monroe County in February as an assistant state attorney just before the pandemic outbreak hit in February.

She handles misdemeanors and fish and wildlife violations, and she’s working remotely and going into the office when necessary for hearings.

On the campaign side, Suarez says she’s had to be a little more creative since she can’t knock on doors and meet people in person — something she enjoys doing. Suarez filed for candidacy last May. “I rely more on social media and email blasts to people,” she said. “The sole priority right now is qualifying my petition. It’s getting all our petitions by May 11. It was fine when you got to meet people and knock on doors. This was a complete gamechanger.”

Regardless of politics, Suarez says she’s also been one to give back. She’s a member of the business recovery task force in Key Largo. She’s also participating in farm shares and Feeding Florida in Homestead. Suarez says there’s so much excess produce even after handouts that it’s been left to rot.

She is bringing that leftover produce to the Keys.

“I took it to the Burton Memorial Methodist Church in Tavernier, so I’m able to extend the food distribution from the mainland to Monroe County.

Let me tell you, I learned that produce is a hot commodity in the county,” she said.

Now more than ever, Suarez said, people are realizing that leadership matters.

“We need someone who is not the status quo and is willing to bring a fresh perspective and look at options we have to get back on track,” she said.

“I am eager and ready to help Monroe County, and even the northern end, with doing what we need to do to recover as quickly as possible from all of this.”

Applicants must complete a state Reemployment Assistance benefits form before applying for PUA. Applicants will be asked if their employment was impacted by COVID-19.

If the state determines the applicant is ineligible, then they will be prompted to file a PUA application.

To be eligible for PUA, applicants must be unemployed, or must have been scheduled to begin work but cannot.

SCAVENGER HUNT GETS LOCALS OUT

or the past week, residents in the Upper Keys have left their homes to participate in an exciting new scavenger hunt created by a local doctor. Instead of flipping through the channels on their remote or swiping down on their Facebook feeds at home, those signing up for the challenge are getting out to seek iconic spots around town.

Participants are also showcasing their creativity in the photos they take — including dressing up in the style of the Netflix show “Tiger King.”

The Keys Scavenger Hun is a sociallydistant community event and photo challenge created by Dr. Derek Papp, orthopedic surgeon with Baptist Health South Florida and contestant for the 2020 Big Kahuna, a fundraiser that benefits Dr. Derek Papp, orthopedic surgeon Good Health Clinic. and 2020 Big KaMore than 40 teams huna candidate, is the have joined in on the creator behind the action.

“My friend Claudia Stober deserves all the credit,” Papp said. “We were brainstorming how to do something during these times and she suggested a scavenger hunt. We started talking about logistics and it evolved into this.”

The hunt officially began April 24.

Since then, couples and families have been able to grab their partner, roommates and pets and get outside for a little adventure. With some transportation and a camera, Papp said the free scavenging challenge is designed to give people a thrilling experience to break away from the current coronavirus pandemic.

Many teams completed the scavenger hunt on April 28, while several others were still finishing up as of April 29.

Points are generated based on seeking spots on the scavenger list and snapping pictures with a little creativity. Participants have also had to find hidden easter eggs.

“The competition at the top is fierce,” Papp said.

Businesses throughout the Upper Keys have pitched in to provide prizes like gift cards, jewelry and a three-night stay at Dream Bay Resort. A party will be scheduled at a later date.

“Blue Marlin donated a necklace, Ankle Deep donated a half-day fishing trip and the Key Largo Laser Removal donated laser hair removal,” Papp said.

Those wanting to help during the current pandemic can do so by donating to Good Health Clinic, Papp said. The number of uninsured continues to rise during what’s been a challenging time for many, and help for those in need is greatly appreciated, he said.

“More Keys residents qualify for our services than ever before, and we encourage them to come access the medical care they need,” said Kate Banick, executive for Good Health Clinic.

“More of those who are able and looking for a meaningful way to help impacted Keys residents are donating as well, so we can continue to provide this essential service.”

Banick said Papp found a way for the community to get and do something together without “physically being together.”

“Connectivity is imperative for our mental health as humans, especially as each of us deal with our current socially distant lifestyles,” she said.

It’s been a tough start to 2020. And there’s no way to spin it — the COVID-19 pandemic continues to test even the strongest among us.

Our children remain at home with regular school on hiatus. Many of you remain out-of-work. Businesses remain shuttered. Fishing fleets remain docked.

Despite these challenges, I want you to know that I remain committed to keeping you safe. I am honored to work alongside the men and women of the Sheriff’s Office, who not only continue to meet the unique challenges facing them, but rise above them.

I can’t stress how challenging working the two checkpoints at Mile Marker 112.5 and State Road 905 are for our staff. It’s hot and buggy work.

But when I see them arrive smiling underneath their face masks, I know this county is in good hands.

I’m happy to report that we have not seen an increase in crime during these past few months.

THEN WHERE ARE WE? Facts need to be applied about where we were “Then”, where we are “Now”, and where we “Need To Go”.

Early estimates of the Coronavirus Death Toll were terrifying: Those estimates ranged from 100,000 to 240,000 lives lost, and death rates were anywhere from 1.5 to 5%, depending on the news outlet. Compare that to the CDC’s Conclusion of the 2018-2019 Flu Season: “CDC estimates that influenza was associated with more than 35.5 million illnesses, more than 16.5 million medical visits, 490,600 hospitalizations, and 34,200 deaths during the 2018–2019 influenza season. This burden was similar to an estimated burden during the 2012–2013 influenza season” (see: www.cdc.gov).

Plus, there would be a shortage of invasive ventilators, ICU beds, testing, etc.

According to www.covid19.healthdata.org run by the Institute for Health Metrics and Evaluation (IHME), the new estimate for CV-19 deaths is 72,860; still 113% higher than the 2018-2019 Flu. Unlike 2018-2019, the use of Nationwide Social Distancing is acknowledged as the key factor in the declining estimates with Coronavirus. However, similar to 2018-2019, there is an end in sight. The IHME Site is very useful because it tracks not only Coronavirus Cases, but also Resources; and you can track in any State or Country (if you have Relatives Abroad).

The U.S. has an estimated Death Toll of 72,860, a shortage of 2,899 beds, 8,785 ICU beds, and 16,972 invasive ventilators.

Florida has a very different story to tell: An estimated Death Toll of 1,921, no shortage of beds or ICU beds, and a shortage of 417 invasive ventilators. As of this writing, there are -0- people hospitalized due to Coronavirus in Monroe County.

6 weeks ago, even taking into account mitigation strategies, there were predictions that Florida would see 465,000 people who needed hospitalizations this week. Those models were thankfully grossly inaccurate.

Currently, there are about 2,200 hospitalizations, about 1/200th what was predicted. Florida has now tested nearly 360,000 people and more than 90% of those tested came back negative. In the past 4 days, of all the tests performed, about 95% came back negative. That continues to be a positive trend for Florida. In MiamiDade, Broward, and Palm Beach, we have tested about 1 in every 40 people, which is 5 times more than the 1 in 200 gold standard the CDC noted was set by South Korea. Florida continues to increase its testing capacity, but it was reported that demand is not even being met.

People are just not showing up to get tested, which is a good sign. So while the CDC initially had narrow criteria for who could get tested, those days are gone. Florida has supply and access to testing and if you want to get tested, you can get tested, particularly at any of the state drive-through sites, even if you have no symptoms.

Over the past three days, we have heard from doctors at Cleveland Clinic in South Florida, Orlando Health in central Florida and Tampa General on the west coast.

Cleveland Clinic reported a 50% drop in hospitalizations from their peak and are now down to only 20 total inpatients. Orlando Health reported a peak of 54 patients on April 8; as of yesterday there are only 13 patients in their 2,200 bed facilities. Regarding Hillsborough County, with a population of about 1.5 million people, has just 35 patients in the hospital today. For Tampa General, the peak hospitalization was April 8th. They have admitted a total of 57 patients, 52 recovered, 50 discharged and only 8 total are in the entire hospital at this time. Doctors all noted the state has been "remarkably unaffected by the Covid-19 virus." The state currently has nearly 6,500 ventilators on stockpile sitting idle. The total number in use last evening for the entire state was just 400. Even Miami-Dade which has seen the most cases by far, has incredible hospital capacity. 45% of adult ICU beds available, which is nearly 4 times the normal availability when Covid was not here.”

We need to continue to practice Social Distancing until a vaccine is developed, and people with an underlying medical issue need to stay home.

We need to have a uniform, Statewide Reopening; NOT a situation where a short car ride gets groups to a less-restricted or less policed Jurisdiction.

We need to stop relying on the SOS and other food pantries: SOS usually gives out 15 tons/week; that is now 45 tons/week.

We have no way to weigh the emotional & psychological impacts, much-less the economic impacts, which will worsen. Imagine “Home” with an Abuser.

We, People of the State of Florida and The People of Monroe County, have clearly shown our Government that We “Get It”: We Care, We are Disciplined, We have proved the pundits wrong, and…

PETER WORTHINGTON SR.

1934-2020

O

n Wednesday, April 15, 2020, Edward (“Ed”) Peter Worthington Sr., husband and loving father of six children, passed away in Lehigh Acres, Florida at age 86.

Ed was born on March 10, 1934 in Philadelphia, Pennsylvania to John and Mary Worthington and was the youngest of four children (Jean, Chuck, Jack). He married Gwendolyn Marie Fowler and they had six wonderful children together.

Ed’s career began as a teen, working at his parents’ boutique hotel in Ocean City, New Jersey, and lifeguarding in Beach Haven, New Jersey.

He spent his early years as a butcher, then became a beef broker in Philadelphia, and raised veal calves on his farm in New Jersey.

Ed’s greatest passion however, was for the ocean.

He was an avid fisherman and had many entrepreneurial pursuits from owning and operating marinas in the 1970s in the Keys (Longhorn Lodge, Tarpon Lodge and Halls Camp), to commercial fishing ventures with his son, restoring and selling boats, ships and other large commercial fishing vessels.

Ed held a 100-ton captain’s license. He was also a pilot and had a passion for flying much of his adult life.

Ed was very connected to his Catholic faith and attended church regularly at San Pablo Church, Marathon, Florida and St. Raphael Catholic Church, Lehigh Acres, Florida. As a eucharistic minister, Ed was known for his devotion to Christ, his kind spirit and never passing up an opportunity to share the rich details of his life.

Ed was preceded in death by his father John and his mother Mary; brothers, Chuck and Jack; his former wife Gwendolyn Marie; his daughter, Debra Sue; and his son, William. He is survived by his estranged wife, Alena Worthington of Lehigh Acres; his sister, Jean Flynn of Wayne, Pennsylvania; his four children, Edward Peter Worthington Jr. (Trich) of Marathon, Florida; Barbara W. Lindtner (Jeff) of Quakertown, Pennsylvania; Richard S. Worthington (Diane) of Las Vegas; and Diane M. Worthington of Seal Beach, California.; his stepdaughter, Mary Lou Molid of central Florida; seven grandchildren and eight great-grandchildren.

A service will be held to honor him at a future date when the environment exists for a public gathering of friends and family.

In lieu of flowers, donations are encouraged to Hope Hospice of Lehigh Acres, 1201 Wings Way, Lehigh Acres, Florida, where the staff cared for Edward as if he was one of their own loved ones.

FREE FOOD DISTRIBUTION IN MARATHON ON APRIL 30 A free drive-through food distribution will take place at Marathon Community Park on Thursday, April 30 from 11 a.m. to 1 p.m. The move is a collaboration among Feeding South Florida, Monroe County, the City of Marathon, Keys Area Interdenominational Resources (KAIR) and United Way of Collier and the Keys. The food distribution is available to all who have lost income as a result of the COVID-19 pandemic and multiple families may be represented in each vehicle.

Drivers should enter on the north end of the park, near the skate park. All passengers in the vehicle must have a nose/mouth covering and a box should be placed in the vehicle trunk in which the volunteers will place the food.

UWCK Keys Area President Leah Stockton said, “We are pleased to be a part of this collaborative effort to help our Keys friends and neighbors in need during this crisis. If you live in the Middle Keys and are struggling due to the pandemic, please participate to ensure your family has enough to eat.”

SANTIAGO NAMED PRINCIPAL OF HOB SCHOOL Monroe County Schools Superintendent Mark Porter recently named Denise Santiago as the new principal of Key West’s Horace O’Bryant School, which serves 1,150 students in pre-kindergarten through eighth grade.

Currently the school’s assistant principal, Santiago has spent her entire 31-year career in a variety of positions at HOB. “Her 31 years of experience, along with her close relationships with students, parents and staff, make her the ideal candidate to lead the next generation of HOB learners,” Porter said.

She has been a student there, a teacher, team leader, site coordinator, assistant principal and will now serve as principal in the coming school year.

IT’S GETTING HOT DOWN HERE Stricter measures for landscape watering are in place TIFFANY DUONG

efore you go water your lawn and garden to pass the quarantine days, make sure you check what time and day it is. Due to hot weather and drought conditions, the South Florida Water Management District (SFWMD) has set strict guidelines for landscape irrigation.

The water conservation measures urge property owners to follow additional steps beyond the year-round lawn watering restrictions, including: Water lawns only two days per week between 7 p.m. and 7 a.m.

Apply no more than 3/4 -inch to 1 inch of water per week on lawns and landscapes and only as needed to supplement rainfall.

SFWMD’s order makes an exception for plants watered using low volume irrigation, micro-irrigation, low volume hand watering methods, and rain barrels, cisterns, or other similar rain harvesting devices and irrigation using treated reclaimed water. Those are not restricted by watering days or times.

The restrictions are a common tactic used to conserve water.

Every year, South Florida goes into “drought” during the dry season, said Chris Rothwell, a meteorologist with the National Weather Service in Key West. How bad it gets depends on “regional to sub-planetary scale phenomena such as El Nino and La Nina, Arctic Oscillation, North Atlantic Oscillation,” he said.

In hotter, drier years, stricter limits are necessary. Rothwell noted that 2020 is the 15th driest four-month start to a calendar year (January through April) since Key West started keeping records in 1871. That’s the 15th driest out of 149 years of data.

“The United States Drought Monitor currently classifies portions of South Florida as ‘Severe Drought,’” Rothwell said. Tom Walker, executive director of the Florida Keys Aqueduct Authority (FKAA), added that portions of many counties, including Monroe, are “abnormally dry.”

FKAA is the potable water supplier for the Keys. More than 90 percent of FKAA’s water supply source comes from the Biscayne Aquifer in southern Miami-Dade County, Walker said, which is fed by Lake Okeechobee.

FKAA also uses reverse osmosis treatments to convert salty brackish and seawater from the Floridian Aquifer, the Atlantic and the Gulf of Mexico into fresh drinking water, Walker said.

“In emergency situations, FKAA also has two seawater plants, one in Marathon and one in Stock Island, to supply additional water,” SFWMD’s Mark Elsner explained.

The current guidelines are published and implemented through public information and education, Walker said. “Significant abuse by overirrigating can be handled through code enforcement,” he added. “Code enforcement has latitude to charge fees that match the level of abuse. We currently do not shut off supply for excessive use.”

“If the drought continues, the SFWMD will need to implement more stringent restrictions,” Walker said, “from 2 days/week to 1 day/week and possibly time limitations.” Elsner said SFWMD would do so “to curb demands further and prevent serious harm to the water resources.”

Elsner alluded to potential saltwater intrusion into aquifers if groundwater levels drop too low. He said, “If saltwater intrudes into the aquifer, it is difficult to push it back eastward, and it could take years, if at all. Water shortage restrictions are used to minimize the potential for this occurring.”

Walker was quick to add that, while current conditions are “of concern” and create a “need for action,” we’ve experienced much worse even within the last 20 years.

“The current dry spell has been relatively short-lived and the wet season typically begins sometime in May,” said SFWMD lead meteorologist Eric Swartz. “So the combination of our recent rains and water conservation measures should enable South Florida to reach the end of the current dry season without having its water supply threatened.

“The long-term question will be to see how much rain the coming wet season produces,” he added. “If the wet season as a whole underperforms, we could find ourselves in a much more significant water shortage situation next spring.”

The SFWMD order does not restrict residents from following CDC guidelines to prevent the spread of coronavirus, such as frequent hand washing.

Hand washing uses very little water and is encouraged, the order said. “This order does not focus on water used inside a home,” SFWMD’s Lawrence Glenn added, saying residents do not need to worry about using more resources during the shutdown period to wash hands, clothes, dishes, etc.

Box out Residents can also conserve water by following SFWMD’s simple water conservation tips, including: Ensuring rain sensors are operating properly. Irrigating during or after significant rainfall is a major cause of outdoor water waste and can cost you money.

Replacing aerators in kitchen and bathroom sinks with models rated for 1.5 gallons per minute or less.

Switching to WaterSense or other high-efficiency products, including indoor showerheads, bathroom faucets and toilets, to save hundreds of gallons of water a week.

Implement Florida-friendly landscaping and principles by using low maintenance plants and environmentally sustainable practices.

Consider updating appliances like dishwashers and washing machines to Energy Star-rated products.

Using the shortest clothes washing cycle for lightly soiled loads; normal and permanent press wash cycles use more water.

Thawing frozen food in the refrigerator or microwave, not under running water.

Scraping your dishes before loading in the dishwasher without rinsing.

hen Bum Farto’s name appeared in a 1965 FBI file alongside the name of reputed Tampa mafia don Santo Trafficante, many who worked with the iconic fire chief were shocked.

Now, another government document reveals a family connection that makes us ask, “Was Bum Farto married to the mob?”

In the late 1950s, Key West was an alleged drop point for Trafficante’s heroin shipments. Shipments were reportedly brought by speedboat from Havana, Cuba, loaded in an unassuming van and taken to Miami for distribution across the United States in Jimmy Hoffa’s Teamster union trucks.

The dangerous party ended with the rise of Fidel Castro in Cuba, and it left everyone who had been involved looking for new sources of income.

Trafficante and Hoffa recognized the opportunities Key West presented, so they wasted no time making inroads with money from Hoffa’s Teamsters union fund, and help from a former Key West patrolman named Sam “The Fat Man” Cagnina.

In 1961, the Teamsters union pledged $3 million to build Key West’s first shopping center. At the same time, Sam Cagnina and Raimundo Beiro worked feverishly behind the scenes to bring a local construction company that employed them under Teamster control. The company fired both men, and the National Labor Relations Board launched an extensive investigation.

Hoffa associates bought the Casa Marina and La Concha hotels, in a transaction that would later land Hoffa in prison. Trafficante surveillance reveals him teaming up with the brother of the sheriff to run a gambling operation out of Key West’s Holiday Inn. Hoffa’s group attempted to open a competing Conch Tour Train, and even contributed $1.5 million toward the construction of the new Memorial Hospital.

Organized crime was expanding in Key West, and some of the moves made people wonder if members of the Key West City Commission were involved. The associated activity left a tangled web of dealers, doctors, developers and dopers woven together through a toxic triangle created by the transit lines connecting Havana, Tampa and Key West.

The organization’s grasp continued to grow, and in 1978, The Tampa Tribune reported on a “crime corporation” of “allegedly organized criminals who specialize in contract murders, hijacking, narcotics, loansharking and counterfeiting.” The report names the leader of the group as former Key West patrolman Sam “The Fat Man” Cagnina and identifies him as the nephew of reputed mob boss Santo Trafficante.

The 1962 National Transportation Safety Board report on Teamsters union activity connects Sam Cagnina and Raimundo Beiro as cousins.

Raimundo Beiro’s sister, Estelle Beiro, married Bum Farto in 1955.

It is essential to point out that on an island like Key West, only a few degrees separate any individual from another, and using Bum’s wife to link him to the Tampa mafia would be a stretch.

More appropriate evidence of Bum’s mafia connections comes from a 1995 interview with Farto’s close friend and attorney, Manny James, reported in The Sun-Sentinel. “I admit he had some very close friends in Tampa with a lot of crooked noses,” James said.

This statement leaves no doubt that Bum Farto was connected. The big question is, “Did everyone live happily ever after? Or in death did they part?”

n 2019, the motto of the annual Marathon Offshore Bull & Cow Dolphin Tournament was “the more the merrier” — as the number of boats fishing the tournament increased, so did the pot. In 2020, it’s “the show will go on.” Despite the COVID19 quarantine, the tournament will kick off on Friday, April 30 with a non-mandatory captain’s meeting, followed by two days of fishing ending on Sunday, May 3.

Due to the pandemic, there will be no awards banquet, but prizes and trophies will still be handed out.

“We just decided to go ahead and have it,” said tourney founder and director Jack Carlson. “And, you know what? It feels good to have an event on the calendar.”

The tournament, which started in 2006, usually attracts lots of out-of-towners. The playing field in 2020 will have a distinctly local advantage — either full-time residents or visitors with long-term leases, as the Keys are still closed to visitors.

Organizers are keeping the entry fees and the prize money the same. The jackpot for largest bull

and cow combined weight is a guaranteed $10,000, but can increase as more boats participate in the tournament.

Because the grand prize is based on the combined weight of the largest bull and cow, it’s a very competitive tourney. Sometimes first and second place are separated by as little as one ounce.

The structure of the tournament, sponsored by Tom Thumb, has made it popular since its inception.

Weigh-ins will be staged from 4 to 6 p.m. May 2-3 at the Big Time Bait & Tackle located at 1149 Overseas Highway in Marathon. The contest also emphasizes conservation.

“While the Marathon Offshore Tournament supports the legal and ethical harvesting of fish during our tournaments, we’re steadfast in our pledge to the conservation of our marine eco-system. Our commitment continues through our support of organizations like CCA Florida, the Billfish Foundation and by setting an example for other anglers,” Carlson said.

Comic commentary LOCAL CARTOONIST RELEASES ‘KEY WEST FUNNYBOOK’

an Schwab was one of those kids in school who was always drawing — quick doodles, cool lettering, caricatures and cartoons. His locker, textbook covers and notebooks looked cooler than everyone else’s. And still do. That talented kid is now a Key West cartoonist. “I tried calling myself a comic stripper, but that seemed to send the wrong message,� said Schwab, whose comic commentary has appeared in newspapers, magazines and books

by Key West author (and Weekly columnist) David Sloan.

It’s also now collected in Schwab’s own first book, “The Key West Funnybook,� which has been 10 years in the making. Schwab describes the book — available as a $10 digital download, with a paperback edition coming soon — as “a collection of cartoons, parodies, comedy essays and other general nonsense from the Southernmost City.�

Although the title ties in nicely with the world’s Facebook habit, it was actually inspired

by Schwab’s father. “I used to read a ton of comic and cartoon books and MAD Magazine as a kid,� he said. “I’d have them spread all over the living room floor,

and when my dad got home, he’d gripe at me, ‘Danny, get these funnybooks out of here.’�

After moving to the Keys in 2006, first to Big Pine, then Key West in 2008, Schwab discovered an island hotbed of artistic inspiration with its assortment of characters, comedy and occasionally hilarious criminals. He also met Sloan, without whom the book would not have happened, Schwab said. “Many artists are blessed with talent and creativity,� Key West author David Sloan writes in the foreword of “The Key West Funnybook. “Schwab adds to these blessings with a twisted sense of humor, and an honesty that promoters of tourism strive to avoid. The result is an authentic look at Key West that will offend, educate, delight and make you LOL.�

The book contains a series of comic strips, song parodies, lists and hilarious observations.

There is a page dedicated to “Hints Your Bartender Doesn’t Like You,� and “What Your T-shirt Says about You,� taking aim at the crass T-shirts in downtown shop windows.

Schwab tells stories, develops characters and makes people laugh, then think. “Key West is inherently funny,� Schwab says. “Educated people with advanced degrees who can’t operate a rental bike, snorkel or parking kiosk? The dichotomy is delicious.

t seems as if the world has taken on Key West’s coconut telegraph mentality.

This test. That treatment.

What does it all mean? And whom do we believe?

One of the problems: So much changes as our knowledge of COVID-19 expands that much of what I could write today might be a little dated or, worse, simply untrue by the time it’s in print — or, possibly, by the time I finish writing this article.

That said, antibody testing for the disease has been a hot news item of late. It’s an area of active research, and at this writing, I can’t tell you what having an antibody to COVID-19 will mean. But to get some perspective, it’s worth saying a few words about antibodies, their role in immunity and what they’ve meant for a few, more established diseases.

First off, a little Immunology 101 (probably more like 100 ½): we make antibodies in response to an invasion of our bodies by something foreign. Commonly, those invaders are viruses and bacteria.

Antibodies are just one component of our immune defenses, although they often help to rally other components. But regardless, once they’ve done their work, as far as many illnesses are concerned, we’re recovered. In many cases, we’re not only recovered, but less likely to get a specific illness again. That’s what’s known as immunity, which is more than a term used on “Survivor.”

Another benefit of antibodies is they tend to stick around in one form or another after an illness, meaning blood tests can tell us if someone has been exposed to a germ by looking for an antibody that the body formed in response to that germ.

But there’s a problem: Different antibodies mean different things, depending on the illness.

Some childhood diseases that have become quite rare — measles and

mumps, for example — are illnesses you can only get once. (And once you’re out of the transmission period around the time of that illness, you can’t transmit those viruses.)

We can measure those antibodies, and doctors sometimes do so to prove the immune system is working.

On the other hand, the HIV antibody test tells us we’ve been exposed, all right. But in this case, the antibody doesn’t act to eliminate the virus, which stays hiding in cells.

So from a health point of view, having an HIV antibody isn’t the same good news as having, say, a measles antibody.

These examples just go to show you that having an antibody means different things for different diseases.

So the question with COVID-19: Does having an antibody mean you’re finished with the illness?

Like so many things with this new disease, we simply don’t know.

A third possibility is that having the antibody means you’re done with COVID-19 for a little while, but could get it again. That often happens with the common cold: you get antibodies, but they wane. Another possibility is that there’s more than one strain, or type, of COVID-19 virus.

There are four strains of dengue, for example, and if you get the disease, you’re only immune to the strain that infected you.

We haven’t even gone into the problems associated with the testing itself — accuracy, overlap with other coronaviruses and the fact that historically, you could send an antibody test for a baby and get the results when the baby was in college.

Bottom line: there is much work to do — so much so that the World Health Organization came out with a statement (I knew it! This is hot off the press since I started writing this article) cautioning against using the presence of antibodies as an “immunity passport” to go out and do anything.

The protective measures in place that have made the Florida Keys relatively successful to date in reducing infection are, for better or worse, going to be important for a while longer.

AVOIDING QUARANTINE BOREDOM Dealing with too much time and not enough to do?

(If you’re lucky.) The same essential trips to Publix, Walgreens and your favorite neighborhood package store.

What is a stay-at-home person to do?

If I were to imagine Hell, it would be the place where you were continually bored.” – Erich Fromm, “The Dogma of Christ” Many of our locals have creative ways of battling boredom. If you are a painter, a sculptor, a solo musician, a writer — and your work does not need collaborators — you think this extra time is a gift. Writers have the time necessary, often without deadlines, to write the pages and chapters that may become the next Great American Novel. Painters have time to gesso the next canvas or ready their watercolors for action. Photographers can organize their libraries or go out and take new sea/wildlife/sunset photos (while remaining socially distant, of course).

Being a creative type myself, the one thing I’ve wished for forever is more time. Now that I have a little extra time, I’m using it to record songs I’ve written for eventual new CDs and downloads.

I’ve previously mentioned some of my musician friends who are doing regular online concerts. I can tell you from personal experience that the one thing we all miss is sharing our music in front of a live audience. Until then, virtual it is!

One of my favorite new pastimes, illustrated with revealing photos on social media (and certain other musings in this publication), is the rise of the amateur hairdresser. Born out of a need to keep oneself groomed (sort of), people are sharing their photos and videos of

haircuts gone horribly wrong. Usually, it’s the style victim’s loved one who perpetrates the “creative coifJOHN fures” that require BARTUS professional help … or downright is a City of Marascalping and thon councilstarting over. From getting exercise, to eating right, to reading more and developing new skills, this kind of time may never come again (hopefully). After a few weeks of corona-inspired eating whatever, I’ve gone back on the lowcarb program that has helped me out big time in the past. A bit of exercise to top it off, and just maybe I’ll be in better shape once we open back up.

Being able to spend time with our loved ones and families is very special. And almost no one ever said on his deathbed, “I wish I’d spent more time at the office.” As an example, I’ve learned the game of cribbage, and now get my behind kicked on a regular basis by Sarah.

But it’s quality time, and it’s time that neither of us had before our new reality came to pass.

IT’S TIME TO REOPEN THE FLORIDA KEYS

T

here isn’t much anyone can do to fight back against a hurricane like Irma, but it is time that we all stood up and said “enough” when it comes to the fear, panic and unnecessary economic psychological trauma and harm the media and our local, state and federal government has caused over the CV19.

It is time for everyone to recognize that the national mainstream media has continuously overstated just how dangerous the CV19 really is.

Think about it: Originally, millions of us were going to perish. Then it was a million, then 200,000, then 100,000 and now it is down to 60,000.

According to the CDC, 45 million Americans caught the flu in 2017, 21 million were seen by medical staff, 810,000 were hospitalized and 80,000 people died from the flu in 2017. We didn’t shut down the entire economy. We didn’t cause panic and fear across our state or nation over it.

The reality here is that we have 78 positive cases and only 3 deaths as of today with most recovering at home. No one has died in what, 3 weeks or more? The fact from CDC states that 20 people died in Monroe County in 2017 from the flu.

The City of Key Colony Beach has closed the “short term vacation rentals” down since March 23. As of April 30 that will be a total of 39 days, or almost 6 weeks. I’m okay with that and accepted as a good idea.

However, now at the end of April we only have 1 CV19 case and no deaths in Key Colony Beach. It’s time to reopen the Florida Keys.

For the very first time in my life, I feel like my business is held under a hostage situation and the worst gut feeling is

that it’s my own government in the United States of America.

Most nights I only sleep 2 to 3 hours and wake up like it’s a nightmare and our Florida Keys was taken over by the Cuban dictatorship government. I did my best in writing and talking to the Monroe County Mayor in asking for a favorable date to reopen all small businesses and our vacation rental business. The Monroe County Mayor told me, and I quote, “We will not be reopening the Florida Keys until we have 2 weeks without any new CV19 cases.” That answer to me is a “mission impossible.”

The Mayor says they want more testing before reopening the Florida Keys. If they could not get adequate testing kits in January through March, what makes our governor believe they will have enough test kits now? Another “mission impossible.”

We have to reopen our economy and open it very soon, as it is the least of the two evils. We cannot live without a livelihood and means of support for your family. CV19 has not even killed half a percent of the population of the USA and is currently at 0.007%.

We can live with CV19, but we cannot live without a livelihood and means of purchasing food and paying our bills.

Everyone has the right to voice your opinion and cause to your local government and the right to protest should your voice be ignored. I believe if our government continues to not do what the majority of its constituents are asking it to do, then perhaps — yes, perhaps — “Paul Revere will ride again.”

This time it will be the Americans who are coming.
