COUNTY AND CITIES DISCUSS PAY POLICIES DURING COVID-19 CRISIS JIM McCARTHY

onroe County employees currently at home with no available work could be furloughed, while others could be partially laid off, as officials align operations with current revenue projections as a result of COVID-19.

It could result in anywhere from 30 to 100 employees being fully or partially furloughed, and between $500,000 and more than $1 million in savings during a 16week period.

On Wednesday, April 15, Monroe County Administrator Roman Gastesi will place a resolution before commissioners on pay policies that establish compensation and employment practices. The resolution addresses four specific work scenarios and how employees would be compensated.

“This is such a unique event that our emergency pay plan resolution that we have during other emergencies just simply doesn’t apply to this … especially with the ‘Safer at Home’ directive,” Gastesi said in a press conference late Tuesday afternoon.

Employees who are currently home and have no work would be placed on full furlough, meaning they would be unpaid and have no administrative leave applied to make their pay whole. They may use earned leave to receive full compensation. Employees would be able to apply for unemployment benefits.

Those placed on partial furlough with some work available would be paid for work performed at their regular rate and have no administrative leave applied to make their pay whole for unworked time. They may use any form of earned leave to receive compensation for the remainder of their weekly schedule.

Bryan Cook, employee services director, said the county will keep medical insurance and other

benefit coverage for employees who are fully or partially furloughed. Employee portions of monthly premiums will be waived for those individuals as well.

County personnel working at home Roman Gastesi who are performing emergency response or regular work would be compensated their regular rate and per regular pay policies.

Employees required to work out of the home, whether performing emergency response work or regular work, will be compensated at one-and-a-half times their regular rate for time required to work away from home. They include public works and parks and rec staff; road and bridge workers; project managers who are watching active construction sites such as Plantation Key Courthouse; building inspectors; biologists; social services employees; and fire rescue.

“It’s a hazard to leave your house during a directive to stay home, so we feel it’s fair to pay those employees who have to go out there and frankly risk more than the other employees,” Gastesi said.

The county workforce in total is around 565. With temporary workers, that number is closer to 600. The county’s overall operating budget is around $173 million.

The county could save around $500,000 over a 16-week period by furloughing and partially furloughing 30 employees. Around $1.7 million in savings would be reflecting in furloughing and partially furloughing 100 positions during that same time period.

Gastesi said more accurate figures will be available next week. He said he isn’t sure how long the new pay policy will be in place.

“It all depends on the flattening of the curve of course,” he said.

The county is also implementing hiring and purchasing freezes. Gastesi said they’ll also cut travel expenditures and forgo capital projects that haven’t started.

Proposed pay policy wouldn’t be

fully implemented until commissioners approve it. But with current emergency orders, the county can initiate the plan April 13, which is the start of a new pay period, and have it retroactively approved.

In the memo, Gastesi states that a decision to reduce workforce or suspend jobs is very difficult. He said employees were made aware of the proposed policy on Tuesday afternoon.

“Our employees are the foundation of everything we have achieved, and we place the highest value on the commitment and hard work that you have dedicated to Monroe County. But we must make these adjustments now,” he said. “With these changes in place, I feel confident that we will be able to absorb this economic downturn and come out of it a stronger organization.”

KEY WEST

Key West City Manager Greg Veliz told The Weekly on April 8 that he has no current plans to furlough or lay off any city employees.

“For right Greg Veliz now, I’m trying to maintain everyone,” Veliz said. “Finance Director Mark Finigan assures me we’re OK for now, and we’re right in the middle of a payroll. Of course, that could change in 10 days, but for now, we’re holding everyone in place.”

Veliz said the coming budget year could get interesting.

“Right now, I don’t have parking revenue, cruise ships or city rent payments,” Veliz said, adding that he has already spoken with the various unions that represent city employees and has asked that they potentially forgo raises next year to keep people working now. continued on page 14

T

here’s a checkpoint turning motorists around. There’s a ban on all vacation rentals.

But airports are still open, and the bus from Miami-Dade continues to transport passengers to the islands.

Marathon City Manager Chuck Lindsey said as far as he’s concerned, the Miami-Dade bus need not stop in Marathon anymore.

On Sunday, one of the bus passengers disembarked at the Kmart in Marathon and called 911 because he was in medical distress. “We received the call early Sunday morning and transferred the patient to Fishermen’s Hospital in Marathon,� said Marathon Fire Chief John Johnson. Johnson said the passenger had no legitimate reason to be in the Keys. “To our knowledge he does not work, to our knowledge he was a homeless individual, and not somebody we’ve seen before,� Johnson said.

The passenger received a rapid COVID-19 test and was determined to be virus-free four hours later, Johnson said. He was released into the community.

Starting at midnight on April 8, passengers aboard both commercial and private flights were to be screened at Key West International Airport and Florida Keys Marathon International Airport,

according to a new executive order from Monroe County. Passengers will have their temperature taken, and provide contact information and be ordered to self-quarantine for 14 days. Violators can be jailed for up to 60 days and fined $500.

The screens will be performed in a separate area by personnel from the health department, county fire rescue or personnel from any municipal fire department.

Previously, private planes were met with paper copies of Gov. Ron DeSantis’ executive order regarding protocols for air passengers arriving from “hot spots� instructing them to self-quarantine for 14 days.

Last week, Monroe County Airports Director Richard Strickland said the county has interpreted the governor’s screening order to apply only to commercial flights, not general aviation. Monroe County does not have the authority to close airports; that must be approved by the Federal Aviation Administration. “Some of this we have jurisdiction over, and some we do not. But we do have a significant number of general aviation, or private planes, arriving at both Key West and Marathon airports,� said Key West Mayor Teri Johnston recently.

On April 7, Strickland said that’s not the case. “We have 10 a week landing at each airport -- Key West and Marathon airports, and all of

those are from out of state. I am not counting flights that originate within Florida,� he said.

At Key West airport, it’s possible to identify the exact number of flights arriving because it has a manned air tower. Marathon does not have one, although the local Fixed Base Operator, a private business, does keep records on fuel sales, etc. Not all general aviation pilots file flight plans.

Local marinas that rent slips are not immune from the short-term vacation rental ban. (It also applies to time shares and RV spots.) And yet, as of April 5, five groups of renters in Key West had been sent home, according to Key West code compliance director Jim Young. They had arrived by air and by boat, he said. “We have one guy at a Key West marina who came down on his yacht from Fort Lauderdale and is staying at a Key West marina,� Young said. “We quarantined him to his boat, and told him he had to go. He was dragging his

feet, and then City Manager Greg Veliz interceded and directed the marina owner to ensure that he leaves.�

Boats that are anchored out, however, are a different story. Locals in the Middle Keys are reporting a surge in liveaboard vessels that are anchored out, with sailors coming ashore to provision. While it’s not technically against the law, local officials are monitoring the situation. In fact, they’re counting.

There are 115 boats anchored out, that are not on a city mooring ball.

The city marina is at 92% occupancy, and not accepting any new customers since the vacation rental ban went into effect. “We’re working with the marine patrol and Coast Guard to address the challenges presented by maritime law,� Lindsey said. “In many instances, they are asked to leave.� — Mandy Miles and Jim McCarthy contributed to this report.

FAKE RE-ENTRY STICKERS DRAWING CONCERN AT CHECKPOINT

t's the latest problem witnessed at checkpoints at MM 112.5 and Card Sound Road in Key Largo. On March 22, the county closed the island chain to visitors and those who have no residency or business. It followed with the establishment of two checkpoints on March 27.

Now, residents coming through the checkpoint won’t be able to get through with just a re-entry sticker. They must also show local identification, a utility bill, a deed, a lease or tax bill.

This past weekend alone, Sheriff Rick Ramsay said, hundreds of fake stickers were ripped from cars that were forced to turn back around. Ramsay, who requested the county stop issuing hurricane re-entry stickers on Monday morning, said he was shocked to see the number pulled from cars “who had nothing to do with the Keys.”

“Once we found that one Saturday, we found about 10 that day that were fake and had been made on printers,” he said. “We spoke to some people, and a couple told us they were making them out of Miami and selling them.”

“Some looked better than other ones,” he continued. “Some you could see they were made on a bad printer. They had white lines going through. Some you could see the 3, which is for the Upper Keys, it was varied in design.”

Stickers for residents to re-enter following a storm are generally applied inside the car. But Ramsay said some stickers were placed on the outside of the window.

With the anomaly witnessed Saturday, Ramsay instructed checkpoint staff to flag every hurricane re-entry sticker from the Upper Keys. It led to many cars flagged and counterfeit stickers ripped. There were also motorists who had legitimate re-entry stickers, but no residency or business in the Keys.

own property and had no business with the sticker,” he said. “They had a variety of answers from ‘I don’t know where I got it,’ to somebody gave it to them to someone had a bunch. All the ones we took were fake or they were not a resident and not entitled to one. Some said they worked in the Keys but couldn't prove it.”

Those who don’t have a legitimate reason to be in the Keys, whether it be residency or employment, are committing a second-degree misdemeanor for violating the governor’s executive order to stay at home. Ramsay said the drivers officers were stopping, who wanted to come down for the day, are blatantly disrespecting and disobeying orders.

“If you don’t live here, don’t own property and don’t have lawful business here, why are you coming into this county?” he said. “The checkpoint is designed as part of public health to try to limit those who come.

All they’re doing is creating a public health emergency for Monroe County and our citizens.”

So far, checkpoints have turned away more than 2,000 cars. Traffic flow was at 25% of normal volume on Saturday. On Sunday, it was at 21% of normal volume. By the beginning of the week, traffic flow was 40% of the norm at this time of year.

Overall, Ramsay estimates that 20,000 people a week aren’t coming into the Keys as a direct and indirect result of the checkpoints.

“That continues to make this county safer as an overall aggregate,” he said.

So far, Ramsay said officials were seeing issues only with the yellow Upper Keys re-entry stickers. But counterfeit stickers in areas further down in the Keys could be coming next.

“We’re going to have to do a full remake of what our plan is overall to avoid this occurring in other geographic areas. We are going to be working to have a plan to curb this the best we can,” he said.

All residential reentry sticker distribution has been suspended in Monroe County, including at Monroe County Fire Rescue stations and the Monroe County Tax Collector’s offices.

WEAR A MASK, SAVE A LIFE! CDC recommends everyone cover nose, mouth in public and even some who eventually develop symptoms (“pre-symptomatic”) can and do transmit the virus to others before showing symptoms.

This means that the virus can spread between people who look, seem and even feel healthy when they interact in proximity — for example, speaking, coughing, or sneezing — even if those people are not exhibiting symptoms.

The interactions could be the basis of community spread of the virus, and become dangerous when exposed individuals unknowingly return home and expose others.

The CDC’s new recommendation is especially pertinent in areas of significant community-based transmission.

The best method to prevent transmission is to follow the State of Florida’s “Safer at Home” directive, in which Gov. Ron DeSantis directed all Floridians to limit their movements and personal interactions outside the home unless they are providing or seeking essential services.

If you must leave home, the CDC says it is “critical” to maintain 6 feet of social distancing to slow the spread of the virus and now advises everyone to use simple cloth face coverings that cover the mouth and nose. The face masks can help keep people who have the virus and do not know it from transmitting it to others.

During the initial shortage of masks, local groups have been sewing homemade masks for healthcare workers.

While the cloth face coverings are not surgical masks or N-95 respirators, they do serve a few purposes. Widespread use could

help “flatten the curve” and slow the spread of the virus through the community. They’re also a great visual reminder to keep social distance and be more aware of not touching common surfaces. Most importantly, when people use cloth masks, critical supplies of medical-grade masks can be conserved for healthcare workers and other medical first responders.

Cloth face masks can be fashioned from household items or made at home from common materials at low cost and can be used as an additional, voluntary public health measure, the CDC adds.

A

fter a slow start over the past two weeks, coronavirus testing is ramping up with more than 144,570 tested in the state and 600 in Monroe County as of Wednesday afternoon.

As testing expands statewide, instant tests with results in just minutes are being introduced at Florida hospitals — some finally making their way to the Keys this month.

Created by Abbott, the tests haven’t been widely accessible nationwide, or statewide, as much as health professionals want. It’s left testing centers sending sample collections to labs, whether public or private, for analysis.

At the outset, test results weren’t coming back for three to five days. That’s improved with more private labs like Quest and LabCorp coming online to assist public health labs.

“In fact, private labs have done more testing than the health departments’ public labs right now,” said Bob Eadie, administrator and health officer for the health department in Monroe County.

Gov. Ron DeSantis said the emergence of rapid testing is a “game changer” when it comes to protecting people in nursing homes and health care workers — all while conserving hospital space.

“I talked to Abbott labs directly, and said ‘Look, let us buy some of this,’” he said. “Fortunately, those machines are in Florida now with a number of hospital systems. Doctors just started using them. They didn’t send to every major hospital system, so what we’re doing is we’re working some of the ones that have a number of these machines and seeing if they can shift them over so every hospital system has some access to rapid testing.”

The ability to conduct rapid testing in-house throughout Baptist Health South Florida’s network began this week. Spokesman Georgi Pipkin said it’s currently available on a very limited basis in the Keys at Mariners and Fishermen’s hospitals.

“We expect to be able to increase our capacity for in-house testing soon as additional equipment and supplies become available,” Pipkin told the Weekly.

Lower Keys Medical Center will also be receiving rapid tests.

Lynn Corbett-Winn, director of marketing, told the Weekly that the center expects to receive tests by the end of the month.

“When patients requiring hospital treatment are determined by a physician to meet the criteria for COVID testing, the rapid tests will allow our healthcare providers to provide test results very quickly,” she said.

Eadie said that in addition to tests, the health department is receiving a shipment of test kits for use in public labs. Eadie has maintained that there are enough tests for those who have symptoms or have a doctor’s order.

“The good news is more tests are coming online and more rapid tests are coming online,” Eadie said. “It would be helpful to reassure the county population as to exactly what we’ve got and what their condition is.”

A total of 616 tests have been performed so far in Monroe County as of April 8. Of those, 445 have come back negative.

Eadie said he wants to open up testing sites in the Upper and Lower Keys. To make that happen, he acknowledged a need for more manpower and supplies. CHI is conducting tests in Marathon every Saturday and Advanced Urgent Care has three sites in the Keys, testing almost daily by appointment.

75-year-old male resident with underlying chronic conditions passed away on April 7, bringing the number of COVID19-related deaths in Monroe County to three as of the afternoon of April 8.

According to health officials, the man was transported to Baptist Health in Miami where he died. Details on where he was transferred from and where he lived weren’t made available

by Baptist Health officials by press time.

The man didn’t travel, nor was he in contact with a confirmed case, per the health department. The case was reported on March 25.

Two 55-year-old men passed away from health problems related to COVID-19 at Lower Keys Medical Center, the first on March 25 and the second on March 26. Both men are said to have suffered from additional, underlying health problems, the health department said.

Forty-five Monroe County residents and six non-state residents were confirmed with COVID-19 as of the afternoon April 8. A majority of the cases are in Key West, 24, followed

by Key Largo, nine. Three Marathon residents have tested positive, while Islamorada, Summerland Key and Key Colony Beach each have one resident confirmed. Two cases are listed in the “missing city” category, meaning that the city is not always received as part of the initial notification. Therefore, it may be missing while the case is investigated.

Of the cases, 21 are travel-related and 18 are community-acquired.

Twelve are under investigation.

Figures related to those who’ve recovered from COVID-19 aren’t being tracked by the health department.

That’s what Bob Eadie, administrator and health officer, told leaders on a Wednesday morning call.

“I found out from our epidemiologist that part of it is we just don’t have the staff to get it done,” he said.

“Tallahassee is working to try to find a program that could do that. But right now we’re stretched pretty thin.”

KEYS OFFICIALS TARGET ILLEGAL RENTALS TO BANNED TOURISTS

T

here are tourists in the Florida Keys.

The above statement wouldn’t make headlines on a typical day in our thriving island chain. But these days are anything but typical.

Visitors have been banned from the Florida Keys since the governor issued an order on March 27, and a checkpoint at the entrance to the island chain was implemented to help limit “community spread” of the coronavirus.

Officials in Key West and Monroe County and other local municipalities are working together to find those unwelcome, shortterm guests and send them packing.

Key West code compliance and police officers on Monday made the first arrest for illegal rentals during the pandemic.

“Michael McMahon, who owns three properties in Key West, was arrested and presented a notice to appear for illegally renting through AirBnB,” states a city press release. “He is charged with violating Governor Ron DeSantis’s Order 20-87 prohibiting vacation rentals in the state of Florida. He is also charged with a city ordinance violation because he was operating without a transient rental permit.”

McMahon is a repeat offender who owes the city about $1.2 million in fines, the release states.

More than 250 calls have come into the countywide tax collector’s transient rental hotline. That’s not counting the number fielded by local municipalities and the county’s code compliance office.

dozens of available rentals. A “fake” attempt to book one of the listings allows one to proceed with nearly the entire booking process.

“That’s where the investigative challenge starts,” Key West Code Compliance Director Jim Young told Keys Weekly on Sunday, adding that many amateur investigators who have contacted him about the listings on that type of website understandably haven’t finished the process by entering a credit card number to reserve the rental.

The Key West page of VRBO.com does include a COVID-19 travel restriction warning: “This county or area currently has travel restrictions, including preclusion on lodging, due to COVID-19. Check travel advisories from health officials and local orders.”

Once an address is identified by the office, Henriquez said, an investigation determines if the property has an account or local business tax.

“If they have an account with us, we have the information. We’re able to tell them that they are not allowed to rent due to the executive order,” she said. “If they don’t have an account with us, then we automatically go about our normal procedures, and we will send letters stating that we have identified they are on AirBnB trying to rent a vacation rental and they need to cease right away.”

“This has become the top priority for code enforcement both in the city of Key West and throughout Monroe County,” Young said. “Here in Key West, we have our own code officers doing investigations, and are working with Key West police, along with Steele and Henriquez in the tax collector’s office as well as County Mayor Heather Carruthers’ office to pool our efforts and resources.”

Where are the illegal rentals? Steele said many calls regard illegal rentals in unincorporated Monroe County. And who’s trying to enter these short-term rentals? He said a majority are coming from Miami, but others from hot-spot states including New York and Illinois.

At the Monroe County Code Compliance Office, 45 complaints were received as of April 6. Of those, 43 were compliant with two awaiting re-inspection on Wednesday.

Cynthia McPherson, senior director for code compliance, said the compliant cases were closed.

“Twenty-five of the properties had longterm leases. Re-inspections will be conducted upon expiration dates to confirm departure,” she said. The remaining 20 were either short-term rentals and have vacated or were empty, or unfounded, upon inspection.

Key West Mayor Teri Johnston said Keys residents have been extremely helpful, using Facebook and other avenues to monitor and report the situation.

“I’m not always a huge fan of Facebook, but when the information shared is accurate and up to date, it can be of real assistance,” Johnston said. “We’ve essentially deputized 25,000 residents to help us patrol these situations. We’re working very hard to try to close all the loopholes we encounter on a daily basis.”

Henriquez shared the same sentiments.

“They do not hesitate to call the anonymous hotline, and they will give us the address and any information with the vehicles, letting us know their license plate numbers,” she said.

Young said most people his team has investigated have complied with orders to leave the Florida Keys and said he emphasizes the fact that property owners, property managers and renters all can be held liable for rental violations. However, he urges residents to call one of the hotline numbers, and avoid confronting alleged illegal renters face-to-face.

STATE OF THE CITIES KEY WEST As of April 8, the City of Key West had no plans to lay off or furlough any city employees, City Manager Greg Veliz told Keys Weekly.

The city held its first virtual City Commission meeting on April 7, with all elected officials and department heads participating via remote video conferencing. Interested viewers could watch the meeting online or television and submit comments and questions via the city’s e-comment function. All questions and comments were read aloud during the meeting.

The city continues to extend its emergency declarations each week, and strongly urges everyone to wear masks in public, particularly in grocery stores, where social distancing becomes more difficult.

City officials are considering forming a COVID-19 Task Force to address long-term economic, social and mental health needs of the community.

“I’d like us to start thinking about and talking about economic recovery,” Mayor Teri Johnston said during the meeting. “We need the brightest minds in our community and elsewhere to start weighing in on our financial recovery.”

— Mandy Miles MARATHON All City of Marathon employees are still working full time — either from home or on special projects, said City Manager Chuck Lindsey.

The corner of Aviation Boulevard and U.S.1 is still under construction, and the city plans to remill the curbs and work on the right-of-way on 107th Street and Sombrero Beach Road.

“And, all the parks are getting a facelift — there’s a lot of painting and cleaning going on,” Lindsey said.

He said the building department is getting caught up on permits, and the code department is working full time inspecting projects and managing vacation rental violations.

“We are still conducting inspection services so that our construction businesses can continue to operate,” Lindsey said.

Lindsey said the city has found 8 vacation rentals that were out of compliance, and the occupants asked to leave.

“So far, everyone has complied and we have not had to utilize the Sheriff’s Department,” Lindsey said.

— Sara Matthis ISLAMORADA Village council members and staff are set to convene for a meeting on Thursday, April 16. But members won’t be gathering at the Founders Park Community Center. Instead, they will be inside their homes and offices for a virtual meeting on Zoom.

“IT has been working the technology to that, and we’re going to have a staff test on Thursday and probably a second test on Friday,” said Mary Swaney, public information officer.

Swaney said the agenda won’t contain any quasi-judicial or controversial items.

“They are just going to take care of business that needs to happen and that they don’t see as something the community is going to oppose,” she said.

Open spaces and trails at Founders Park remain available for individuals and small groups who live in the same household for walking, biking and other recreation. People using open spaces are urged to continue practicing social distancing.

Last week, the village made the move to close tennis and pickleball courts inside the park. The dog park also remains closed.

The Islamorada Administrative Center remains closed to the public through at least April 19. That will be reevaluated. Most employees are working remotely from home. Village inspectors aren’t currently performing inspections.

The public works department is using additional vehicles so no two workers are in the same one. “Everyone is in their own vehicle,” Swaney said.

ISLAMORADA In Islamorada, most employees are taking phone calls, conducting conference calls and emailing while they work remotely at home. While there were some initial layoffs with parttime parks staff, no discussions have ensued yet over furloughs. The village Administrative Center is closed to the public through April 19. The closure will continue to be re-evaluated.

“We’ve got everybody working from home. The closure with full pay is through April 19,” said Mary Swaney, Islamorada public information officer.

“Most people have something they can do at home.”

MARATHON The City of Marathon has not furloughed any employees, nor does it have any immediate plans to do so unless the current virus situation changes. Still, as a precaution, city officials are crafting a plan should the need occur.

“Since Hurricane Irma, Marathon has been forced to operate very thin without complete reimbursement,” said City Manager Chuck Lindsey. “We have left many positions vacant and while this has been frustrating for some who experience slower services, it has been a necessity to remain economically viable and protect us for the future.

“Because of this we are able to continue operating and have no immediate plans to furlough employees.

However, we are planning should that need occur, or the situation changes.”

The City of Marathon employs about 100, including the Fire EMS employees. Lindsey said a large percentage are working from home, while others are working on special projects (see sidebar).

W

hen the rent or mortgage came due at the beginning of the month, many across the U.S. didn’t have the money to pay it.

In order to be legally evicted or foreclosed upon, there are a series of things that needs to happen — a notice to the tenant to vacate, the tenant is served legal paperwork, the tenant is allowed to respond, the court then denies or grants the eviction, and then a writ is posted.

But both the state of Florida and the federal government have taken steps to block parts of this process from happening.

On March 24, the Florida Supreme Court suspended clerk of the courts’ ability to issue writs, and also closed the courts to non-essential proceedings. This essentially pauses evictions through April 17. Then, on March 27, the federal government created a moratorium on evictions for nonpayment of rent in properties with federally backed mortgages (FHA, Fannie Mae, Freddie Mac, etc.) through July 24.

The federal moratorium applies to about 80% of all mortgaged properties, but not all.

“Call, call, call,” said Marathon Realtor and developer Joshua Mothner. “The first thing anybody who can’t pay the rent should do is get on the phone. Whoever you make your payment to, that is who you need to call.”

Then ask what your options are.

For homeowners, Freddie Mac is offering mortgage forbearance for up to 12 months — that means the homeowner has the missed payments tacked onto the “back” of the loan.

“If you have a 30-year fixed mortgage rate, your mortgage is almost surely backed

by Freddie Mac or Fannie Mae,” said Jeff Smith, a longtime Keys banker, “even if the mortgage envelope has the name of another company; they have just bought the rights to service a portfolio.”

Smith said most local banks’ portfolios will offer a standard three-month deferral.

“But each bank will have their own policy,” he said.

For renters, the path forward is not so clear cut.

“It’s up to the landlord to offer relief to the tenant,” Smith said. “But a lot of landlords are working with their tenants because it is in their financial interest to do so. There is still a governing lease, however, that will need to be modified and agreed upon.”

According to nasdaq.com, the CARES act gives consumers some credit score protections. “It dictates how companies that send data to credit bureaus will report accounts for which consumers have payment accommodations in place.” Those with accommodations, who pay on time, won’t be affected negatively, the organization said.

All of the above applies to tenants and homeowners, but what of commercial property holders or leasees who can’t make the payments? According to Florida Trend, the eviction and foreclosure protections in the governor’s executive order do not extend to businesses in Florida. Businesses will be protected from eviction so long as the courts are closed to non-essential business, but no longer than that.

UTILITIES The Florida Keys Electric Cooperative and Keys Energy have announced they are suspending disconnections for nonpayment and offering customized payment plans. The Florida Keys Aqueduct Authority has said that, at this time, it is suspending disconnections and late fees/ penalties. Residents should continue to check back with the utilities and monitor the policies. Residents have been advised to make at least partial payments in the meantime.

KEEPING PEOPLE IN, VIRUS OUT Keys jails free from COVID-19 so far MANDY MILES

ocial distancing isn't entirely possible inside a jail, where, by definition, people are confined in close quarters.

But by implementing comprehensive prevention and protection measures, Monroe County's three jails have thus far reported no COVID-19 cases among their 420 countywide inmates.

With 392 inmates currently in the Stock Island jail, the highly contagious virus could spread like a Key West rumor.

As jails and prisons in the hardesthit areas of the nation struggle with what some have called “a ticking time bomb” of community spread, Monroe County’s corrections officers are working double time to keep the virus out.

“We’ve had three arrestees who were showing symptoms when they came in, so we quarantined them in a separate unit until we got their test results. Fortunately, they all came back negative,” said Major Tim Age, bureau of corrections commander at the Monroe County Sheriff’s Office. “The inmates feel that they’re relatively safe from the virus, at least while they’re here, because we haven’t had any cases. Now our job isn’t just to keep people in, but also keep this virus out.”

To do that, the jail building is closed to all but employees, inmates, attorneys and delivery workers, all of

whom have their temperature checked before they’re able to access the building, Age said.

All new arrestees are screened before they enter the jail. A nurse meets the incoming inmate at the patrol car that’s bringing them in. They take their temperature and other vital signs and ask them about recent travel activities.

“If they have traveled someplace, then they’re placed in 14-day quarantine in our Alpha Unit, which has been designated for that use,” Age said. “If they are symptomatic when they arrive here, we send them to the hospital for clearance. So far, all three people we’ve sent to the hospital have come back negative for COVID-19.”

In addition, Sheriff Rick Ramsay issued an order for all law enforcement personnel in Monroe County, including Key West Police, to replace arrests with a notice to appear in court whenever possible for nonviolent and more minor offenses, Age said.

“It’s at the deputies’ and officers’ discretion, but everyone’s arrests are way, way down,” Age said, adding that, so far, Ramsay has not had to ask the state for permission to release some nonviolent inmates in an effort to increase social distancing inside a jail.

“We haven’t had to do that as of now, because our arrest numbers are so low,” Age said. “Unfortunately, inmates are still kept two to a room, but we no longer move large groups of inmates among various units in the jail, and corrections workers are now wearing masks in order to protect the inmates, because with no cases inside the jail, our employees would be the ones most likely to introduce it to the inmate population.”

Court appearances and hearings are being conducted via video conferencing to ensure no one has to remain in jail any longer than is necessary.

“We’ve always done first appearance hearings via video conferencing, but now the judges are doing all arraignments and other types of hearings the same way,” Age said.

Age also commended the entire corrections bureau staff and Capt.

Jonathan Crane, who have been going above and beyond the call of duty to keep others safe during the pandemic.

“Capt. Crane and his staff have met with the inmate population and are answering any questions they have,” Age said. “The staff’s attitude and morale really need to be complimented. They’re really taking this all in stride and proudly doing the job they’ve sworn to do. The sheriff is also always open to ideas, suggestions and concerns, and the health department has really been a great partner with us in these unprecedented times.”

EASTER SUNDAY DRIVE-IN SERVICE AT BLUEWATER IN THE KEYS

Pastor Phil Underwood is finding a unique way other than going virtual for Easter mass. Located at MM 86.4, bayside, in Islamorada, Bluewater In The Keys will be holding a 45-minute, drive-through service at noon. Underwood said there’s enough space in the front yard for some 30 cars to park facing the front porch, where he will be delivering the service.

Parking attendants will be on hand to assist. A sound system will be placed so everybody can hear, and people can bring chairs if they want to get out and sit by their cars. Underwood said everyone will be distanced away from each other. “We’re even going to do communion with these pre-packaged, sanitized communion cups that have the wafer and the juice in the same cup,” he said.

“Somebody will be handing them out with gloves.” WIth the yard being rather small, Underwood said cars will have to stay until the end of service before leaving.

MORE STATE HELP DIVERTED TO HANDLE UNEMPLOYMENT CLAIMS JIM McCARTHY

he state of Florida handled and processed 307,000 unemployment claims in 2019.

In the past two weeks alone?

More than 348,500 claims have been filed due to numerous business closures as a result of the coronavirus pandemic.

From March 15 to April 5, a total of 520,000 applications for reemployment assistance were submitted.

“In less than a month, we’ve received more applications (than) in a year,” said Ken Lawson, executive director of the state Department of Economic Opportunity (DEO).

With increasing unemployment throughout the state, Gov. Ron DeSantis issued an executive order in early April directing all state agency heads to comb through their workforce to bring more manpower to deal with claims at DEO. What began as a couple hundred claims quickly escalated into tens of thousands of claims as the coronavirus pandemic shut down the state’s tourism sector and small businesses. The state unemployment system struggled to keep up due to lack of manpower to answer calls and equipment to keep the website from crashing.

“We’re in a situation where the system is not handling the needs of Florida in an adequate way,” DeSantis said. “People who’ve lost their job and are looking for relief, they’re having a lot of difficulty. It was just totally unacceptable. We want this system to be accessible to people.

We needed to change this.”

Assisting the more than 200 DEO employees now are 500 new individuals who were recently trained to provide support for claims processing. This includes 280 individuals contracted at call centers and employees from Career Source Florida.

By next week, Lawson said, more than 1,000 individuals will be helping Floridians process claims.

The governor, in addition, made an “all hands on deck” call to state agencies whose employees are considered non-essential and working at home. More than 2,000 employees in state government have offered to help with unemployment compensation claims.

“We are in the process of setting up a virtual desktop for remote

state employees to take calls and data entry. We will determine the exact number needed to ensure Floridians receive the best service possible,” DeSantis said.

With abrupt changes to the employment status of many people, DeSantis said it’s nice for those who are filing for assistance to talk to someone on the other end of the line.

“If you could have a system where people can get in touch with somebody, I think it will give people peace of mind,” he said.

“We want the processing to be much quicker than it has been in the past, so we’ll put more manpower there as well.”

For the past two weeks, the website has been crashing due to the sheer number of those applying for assistance. DEO and the state Department of Management Service brought in 72 new servers from Orlando to increase capacity on the website, allowing up to 120,000 individuals at a time to log on and file a claim.

As an alternative to online submissions, the governor is allowing paper applications. They can be found at www.floridajobs. org/covid-19. They can also be found outside all public libraries in the county, Marathon Government Center, Gato Building and Harvey Government Center in Key West, the UPS Store in Marathon and the office of County Commissioner Michelle Coldiron, 25 Ships Way, Big Pine Key. Stimulus checks to start hitting bank accounts April 13 Government checks for couples and individuals with bank information on file with the IRS will start hitting bank accounts the week of April 13, according to Politico.

Individuals who earned less than $75,000 annually will receive $1,200. Couples who made less than $150,000 will receive $2,400, plus $500 for each dependent.

Paper checks will go out in May to 100 millions Americans with no deposit information on file. People with the lowest incomes will get checks first.

KEY WEST • Off the Hook provides daily lunches Off the Hook restaurant on Caroline Street prepares and gives away a free daily hot lunch from 11 to 11:30 a.m.

“Everyday is a different meal: pasta, taco, burger, pizza, breakfast sandwich, etc.,” said co-owner Patricia Cassavell. “It’s first come, first served, and we feed anywhere from 60 to 80 people each day.

For some people, it's their only meal for the day.”

• Garbo’s Grill gives away food The little lunch truck that could is still thriving on Caroline Street, and the staff is accustomed to serving long lines of people. But on two recent Thursdays from 2 to 4 p.m., Garbo's Grill has given away hot lunches to a very different type of line, as grateful diners maintained social distancing and took their donated food home to eat.

“As much as we love you all, we need to keep everyone safe and cootie-free, so we would like you to honor the 6-feet-apart rule and take your grub to go,” the owners posted on Facebook.

• Strunk Ace Hardware gives $10,000 to Sister Season Fund Volunteers from Key West’s Sister Season Fund on April 4 delivered homemade face masks to workers at Strunk Ace Hardware — and picked up a $10,000 donation from the store’s owner.

Owner Andy Strunk said he had a figure in mind to donate to a local charity, “then when I spoke with my father, he doubled that figure, so, here you go,” he said, handing over the check and accepting a bag filled with masks made by local volunteers.

The 15-year-old nonprofit Sister Season Fund helps service-industry workers who are temporarily unable to work due to illness or injury pay their rent or utility bills. The Fund is now providing $1,000 grants to applicants who are now out of work due to coronavirus. Applications for funds from Sister Season Fund are available at SisterSeason.com.

KEY LARGO • Arthur’s Island Kitchen provides meals Arthur Patterson, the owner and head chef at Arthur’s Island Kitchen in Key Largo, is offering the community some comfort food during these uncomfortable times. Arthur’s began offering free lunches at the restaurant every day from 11 a.m. to 1 p.m. The VFW post and Arthurs’s is located next to the KLI Hardware store in Key Largo.

“We hope to do this for three weeks,” Patterson said. “We’re doing it with vets in mind, but everybody is welcome, of course. If you need a hot meal, come on down!”

Peter Riveiro, from The Firm Realty Group, suggested the idea to Patterson, his neighbor.

Riveiro confesses, “I wanted to do something good, but Arthur executed everything!”

ISLAMORADA • Moose Lodge and SOS provide groceries Groceries were handed out for the greater good beginning April 2 in front of the Islamorada Moose Lodge. Teaming up with The SOS Foundation and United Way of the Florida Keys, members and volunteers loaded groceries into vehicles, two bags at a time.

Set up as a drive-through model, cars lined the Old Highway as members and volunteers grabbed grocery bags from the table and placed them into trunks. In all, 200 bags were packed.

“They offered us their site to do this, so we’re partnering with them to provide food to the community,” said Natalie Nites, of SOS, who runs services in the Upper Keys “This is a way we can help the community out,” said Tony Corallo of the Islamorada Moose Lodge.

The food drive is held each Thursday from 10 a.m. to 1 p.m. at Islamorada Moose Lodge. In Key Largo, the food pantry at St. Justin’s, MM 105.5, is open each Monday from 3-5:30 p.m.

• Local biz gives away 2,000 buffs In five days, Onboard Band-it gave away 2,000 buffs. The face coverings, very popular with local fishermen, have found new uses in the COVID-19 era.

“We decided to do our part and donate all our face masks, or buffs, to any medical facilities or first responders in need of personal protective equipment,” said Josh Gratton, who co-owns the five-year-old business with J.P. McCabe. Onboard Band-it even covered the shipping in some cases.

The company shipped to medical facilities around the country, as well as dropping supplies to the Monroe County Fire Department, Mariners Hospital, Key Colony Beach building officials, the Dolphin Research Center, The Turtle Hospital, local Walgreens employees, taxi drivers, Food for Thought and Driftwood Pizza restaurant employees. The buffs normally retail for $10 each.

When the spread of COVID-19 closed offices in Key West and Marathon, Dr. Michelle Couture-Souvenir called her staff together. The answer came quickly: mail out free hearing aid batteries.

“Maybe it’s not earth shattering, but it’s something, especially for our patients who are immunocompromised and can’t get out of the house,” Couture-Souvenir said. The offer extends not only to patients of Hear 4U Audiology, but to anybody.

The landmark hotel opened its doors, free of charge, to medical personnel actively involved in fighting COVID-19’s devastating surge. Now the two Marathon men are doing the same with Siesta Motel in Marathon.

“We thought, ‘Well, we’re not the Four Seasons, but we can certainly do the same,’” Catchpole said.

The (extra clean) rooms are free to frontline medical personnel who don’t want to face a long commute, or want to be physically separated from their friends and families so as to reduce the spread of the virus.

• Marathon makes masks This past week, Marathon residents Riet Steinmetz and Marija Schissler started a sewing circle to create facemasks that includes five other seamstresses in the Middle Keys.

The women are passing along tips and tricks to one another and figuring out creative work arounds like using strips of stretchy T-shirts in place of elastic, or, Janet Oechle’s idea, making masks out of repurposed cloth wine bags.

“Right now we need 200 for a local health care facility whose employees go into the homes of mentally disabled patients to care for their medical needs,” Schissler said. “They are running out of their regular masks.”

She hasn’t let stage three breast cancer slow her down, so she certainly doesn’t intend to let “some nasty little bug” (her pet name for the coronavirus) do so either.

The light-hearted jokester shares some of the thoughts she has on having cancer in the time of coronavirus. “I will sometimes think, ‘Damn, universe, you’re throwing me a whole new ballgame. I am just at the end of chemo. I lost my boob, my hair and my tooth. I’ll be damned if I’m taken out by a little bug.’” Laughing, she adds, “We’re not going there. It’s not happening.”

This week, Trainer finishes her last of 10 rounds of chemotherapy at Mariners Hospital in Tavernier. In true artist fashion, she’s celebrating by giving the place a makeover.

“I decided last week as I was sitting in the chair for many hours facing a blank wall that I was going to change that,” the painter tells the Weekly. “I want to put some of my paintings in, and I want people to see them and feel uplifted, taken away from their current situation.”

“I am not in control of the cancer, so I have to put that aside. I’m not in control of this corona. I can control what I think and feel, how I live my life and what I produce. So, I make what makes me feel good.”

Trainer is best known for her vibrant paintings of rescue dogs. With painted-on frames that say “Rescue is the new purebreed,” Trainer highlights not just the animals that are rescued, but also the heroes who rescue them. She includes the rescue stories on the back of each painting.

“They’re always happy endings. They give the message of hope over fear. My work is a celebration of what people do to help these pups,” she said. “And color does everything for me and for a lot of people.”

She specifically selected these pieces for the infusion rooms. “When you’re sitting in that chair watching that drip go down and down and down, it’s like watching the second hand of a clock go around for six hours,”

she said. “It happened to me too, and that’s when I thought ‘No, we need to be redirected.’” Trainer hopes her pieces will help refocus patients’ attention on happy, colorful and positive feelings.

A self-described “hurricane (category) 5” pre-cancer, Trainer now admits she’s probably operating closer to a category 3. Still, she finished hanging her canvases in three infusion rooms last week and will finish the other three this week, during her last treatment.

“I have my machines going and I just go around putting my paintings up,” she laughs, “while getting my infusion. When I step back, I feel amazing thinking people will come in and be affected by this.”

And they have. Her nurses called her to share everyone’s positive response. As predicted, the colors and the positivity are working their magic.

“I loved this,” she said. “It brought joy to my heart. For now, my job is done.” With gratitude, she realizes, “Maybe this is where my whole journey has been going towards, to make this difference in someone’s life even for a few minutes. It’s a huge privilege.”

BEN HARRISON MAKES (FREE) MUSIC

t’s day 19, or maybe 742 — it’s difficult to be sure — of our COVID-19-induced isolation. Fortunately, today my morning holds the perfect punctuation point: A chance to catch up with Key West storyteller, musician and playwright Ben Harrison.

Harrison has been a fixture of Key West since the late 1970s when he arrived with his wife, artist and gallery owner Helen Harrison. The creative couple cozied into island life, bringing their own brand of lovable quirk to the already endearingly oddball community.

Eventually, Ben’s name became synonymous with the idea of barefoot success. A troubadour who rarely rests, Harrison has written and produced a play, published five books and recorded five albums of original songs. His most recent, “Side Effects,” is arriving at the perfect moment, the comfortable charm of a familiar voice telling everyone it’s going to be OK. With its strong musicality, wink-wink humor and disarming honesty, that’s exactly what the album delivers.

Since the stay-at-home directive prevents me from sitting with Harrison under the tropical foliage for our interview, I settle for a phone conversation. He answers with trademark charm, and within seconds we’re laughing as he gives me the number of his “fish guy” on Stock Island, a local who’s still supplying a steady stream of fresh seafood.

I realize before we’ve even started any semblance of a formal conversation, this is the precise appeal of Harrison’s work. You don’t have to be on the phone with him, or even know him personally, to feel this connection. There’s a generosity that comes across in his music and books. “Side Effects” is no exception.

For starters, the album is streaming freeof-charge on online music services Spotify, Pandora and Amazon Music. No need to plunk down any money or find a place to play a CD. It’s just there, waiting to be heard.

Beyond the lack of any financial obstacles

though, the songs share a generous breadth of emotions, tales and musical styles.

The idea for “Side Effects” came when Harrison was watching the news. The pharmaceutical commercials playing during the breaks warned of all kinds of reactions, but Harrison thought the news itself probably carried the most severe side effects. Harrison, with fellow music man Larry Baeder, decided to pen lyrics that were “fun and funny and wouldn’t really piss off either side.” Humor, with a little spike, is par for the course for the man who wrote a fullscale musical based on the true story of a man who kept his departed wife around the house for years after her death because of their “Undying Love.”

For Harrison, humor is an absolutely essential ingredient, but it’s not everything. The project began as a riff on the current political culture, but evolved into a reflective tribute to some of Harrison’s greatest influences, particularly Spade Cooley and Bob Wills, the “Kings of Western Swing.” After World War II, the country was in the mood to dance and band leaders like Cooley and Wills happily provided the soundtrack.

“As a songwriter, it can be difficult to pay tribute to other musicians because the work has already been done. But, while people may not recognize the titles, they recognize the sounds. So, Larry and I recorded the song ‘Shame and Roses’ as a tribute.” The song title refers to the title of a Cooley song merged with the title of a Wills song.

Anyone who’s listened to Harrison’s work expects creativity. They expect compositional skill. What they may not expect is vulnerability. It’s there, though, in the making of the music and in the refreshing honesty of the final product.

And it’s there in our conversation. Harrison walks through the process of recording “Side Effects” in New York and Nashville. In Nashville, he recorded with session players from the Grand Ole Opry — musicians who regularly play with industry giants like Reba McEntire, Dolly Parton and Lady Gaga.

They’ve spent years honing their skills and can jump into any situation almost instantly.

“They give it their all,” said Harrison.

“They’re just … good.”

When he stepped into that space, he said he felt as if he’d wandered into the room “emotionally stark naked.”

“For session players, it’s home, but for me, I went from the couch to the recording studio. I had plenty of time to refine the songs before recording — you have to be very deliberate with timing and tempo — but once you get in the studio, all of a sudden this music is exploding around you — pedal steel, bass. You’re listening and trying to make sure it’s capturing what you want.”

After all the hard work, “Side Effects” is now out in the world and despite everything going on, Harrison is pleased with the timing.

“Your biggest fear when you start promoting a project is that no one will pay attention to it. But I think it’s a good time — people are ready to hear something different.

“They’re tired of the shows they’re watching. And this album is more introspective. The songs are pleasant to listen to...

It’s kind to your ears.”

VIRTUAL STEM KEYS WEEKLY CELEBRATES STUDENTS WHO QUALIFIED FOR CANCELED STATEWIDE STEM FAIR

W

hen the March 24 Florida State Science and Engineering Fair (SSEF) was canceled, the kids from Monroe County School District who were supposed to present their projects were “really devastated,” said Eli Jannes, principal of Sigsbee Charter School in Key West.

The science fair typically brings students from all over the state to Lakeland to compete against each other. It’s a really big deal to earn a spot, said Melissa Alsobrooks, science K-12 coordinator for Monroe County schools.

Students had to top their school and regional

science fairs, where they were judged on project quality and how they respond to interview questions about their project, Alsobrooks says.

Projects that earn top scores are selected for the state competition.

Because SSEF (and much of the school year) have been canceled, the Weekly is hosting a “virtual STEM Fair” here to showcase our students and their accomplishments.

In total, nine students from Monroe County qualified for this year’s SSEF. Those students are eligible for next year’s fair.

In no particular order, here are some of the qualifying projects:

HANNAH “NESLO” ATILLA, 13 Grade, School: 7, Sigsbee Charter School ROBERT ALEMAN, 13 Grade, School: 7, Key Largo School SYDNEY EYSENBACH, 12 Grade, School: 7, Treasure Village Montessori Charter School Project: Build an electric bike with storage capacity and a motor that doesn’t emit carbon dioxide as a reliable way to get to school without adding to climate change.

Why it will change the world: My project is about finding a better way to get kids to school that’s environmentally friendly, so we’re not releasing as much carbon into the atmosphere.

Also, it’s just fun!

How do you feel? I was nervous when I found out I was going, but I hid my nervousness with my excitement. Next year, I want to build on my project and use solar panels on the roof of my house to charge the bike with no carbon footprint. If we scaled it to replace buses, solar panels on school roofs could charge bikes during daylight hours. There would be enough charge to get bikes back home and then back to school.

Project: Testing how long it takes for bisphenol A, a deadly chemical in plastic, to leach into soil under heat.

Why it will change the world: My research can bring light to the fact that every time you drink out of a plastic water bottle or buy your lunch in a plastic bag, there can be many negative consequences to your health such as changes to brain development, fetal development and adult ovarian function. If plastic leaches into areas where food is grown, you can ingest these chemicals. With my research, people can understand that there are things they may be doing that can cause very serious damage to their health and hopefully make positive changes.

How do you feel? When I learned I was advancing to the state STEM fair, I was beyond thrilled. Six months of hard work had paid off and I was very glad that it had.

Project: Testing how “maglev” (magnetic levitation) train speeds are affected by different objects placed on the track. Maglev trains use magnets that repel each other on the bottom of the train car and the track, making the trains essentially float. They can travel up to 375 miles per hour.

Why it will change the world: This would change American public transportation for the better. The main obstacle to building maglev trains in America is lack of funding, because we don’t know enough about how maglev trains work. With my experiment to test how different objects affected the speed of a maglev train, we would learn more and be able to build one with more confidence sometime in the near future.

How do you feel? When I learned I was advancing, I felt surprised but also really happy.

I advanced to the regional STEM fair last year and didn’t place at all, so I was expecting the same thing this year. When they called out my name, it was kind of surreal.

How do you feel?

William: It’s an achievement and a privilege to be able to compete in this highly in tellectual and interactive event. ood news from the Florida Keys National Marine Sanctuary: A mother and calf right whale (Eubalaena australis), which were spotted March 26 in the Gulf of Mexico north of Marathon, have safely traversed the Florida Keys.

Biologists concerned about the whales getting stuck in shallow water around the Keys had requested help from the public to boat with

caution, stay 500 yards away and immediately report sightings to the dedicated hotline 1-877-WHALEHELP. A day later, the momma and her baby were spotted safely back in deeper water south of Key West, navigating around the Keys to head up the East Coast.

On April 7, the marine sanctuary posted an “encouraging update” — the traveling pair were spotted off Cape Lookout, North Carolina, traveling north. The pair are likely headed toward Stellwagen Bank or Cape Cod Bay.

Hello, my masked friends.

I need to start this week by thanking the funny folks on Facebook who have provided countless hours of hilarious GIFs, memes and sarcasm to keep us all entertained.

On the other hand, to the angry mouth-breathers born tragically with no sense of humor and a hypersensitive chip on their shoulder, I have to say, sometimes a joke is just a joke.

A GIF of a cat wearing sunglasses is not animal abuse.

There’s no need to call PETA and it does NOT require a condescending lecture. Feel free to simply enjoy a joke (or not) and we can all move on with our lives. While we’re increasing our social distance, let’s decrease the self-righteous lectures and unnecessary injections of negativity that always end with, "just sayin'."

No one needs that — or your humorless venom — in these unprecedented times.

Moving right along, I fully understand — and support — the ongoing “safer at home” directive. And I can happily report that I’ve abided by it for all things other than work and essential errands. (Yes, the liquor store is an essential errand, in case anyone was wavering on that.)

I’ve snapped the hell out of my right ear with the elastic from my face mask.

I’ve dumped myself quite unceremoniously out of the new hammock my sweet husband installed on our back deck.

She’s married to a saintly — and handy — fisherman, and has been stringing words together in Key West since 1998.

I’ve rolled my wheeled, adjustable, work-at-home desk over my pinkie toe — twice.

I've trimmed my own bangs, which was not so much unsafe as it is unsightly for the time being. (Granted, perhaps I should have completed that task BEFORE heading to the aforementioned liquor store.)

I spilled half a bag of Jolly Rancher jelly beans — on the hardwood floor, just to be sure they skittered under the couch and covered as large an area as possible. Then I picked up the TV remote to call my parents.

I’ve stabbed myself with tiny but sharp and pointy nail scissors. Of course, this didn't happen while I was actually doing my nails. I was instead using them to cut open a novelty anniversary gift from my parents.

Stan and I will celebrate our 10th wedding anniversary on Friday, April 10. To help keep us entertained during this health crisis, my mom sent us a nostalgic favorite game — Bop It. Perhaps you’ve heard of it. Within 15 minutes, we were in a heated battle for the high score that could have led to divorce. (I held the title for all of six minutes until Stan bested my score of 54 with his own 72).

Bop-It or not, it’s tough to believe a decade has passed since I spent the happiest day of my life exchanging vows in front of relatives and friends at the Key West Garden Club.

And I can’t imagine spending this time of isolation with anyone but my best friend, now and forever.

MUSIC SOOTHES… Soundtrack of Social Distancing

O

ne of my favorite things on this here planet is music — live music played with joy and spirit. There is nothing better to me than sharing my songs for an appreciative audience, or watching my musical heroes inspire me with their music. I have been blessed to see most of my heroes in concert, and I wouldn’t trade those memories for anything.

But in these Social Distancing/ Safer at Home days, musicians and performers don’t have the audiences they once had — everything from local gigs to world tours has been canceled or postponed. It’s disheartening to musicians, as I well know from personal experience. But many of us, from big stars to local players, have found ways to share our talents, and in doing so, lift the spirits of all of us safe at home.

Elton John hosted the iHeart Concert for America featuring artists like Alicia Keys in their homes, and will be part of the Global Citizen One World concert event with Paul McCartney, Lady Gaga, Stevie Wonder, Lizzo, Billie Eilish and more. In his spare time, Sir Elton’s AIDS Foundation launched a $1 million COVID-19 relief fund to prepare for and respond to the pandemic and its effects on HIV prevention and care.

James Taylor posts recent live performance videos on his website under the hashtag #SongsOfComfort. He also donated $1 million to Massachusetts General Hospital’s emergency preparedness fund to help it in its battle against COVID-19.

Country music stars all “got together” in the recent ACM Presents: Our Country event from the homes and studios of artists like Keith Urban, Brad Paisley, Darius Rucker, Miranda Lambert, Blake Shelton and Gwen Stefani, and more.

Mary-Chapin Carpenter, who was scheduled to appear in Key West last Saturday with Shawn Colvin, is posting new solo acoustic performances on her YouTube channel — they are recorded in her house as she stays at home (and off the road). Most of these big events and performances are available streaming or on YouTube.

Additionally, so many local Keys musicians are posting videos and hosting Facebook Live concerts. Brian Roberts hosts weekly Facebook Live concerts from his home. Tim Dee and Jim Hill play a selection of their Trop Rock sounds “on the waterfront.” Gary Hempsey does really nice acoustic sets on his Facebook page. Scott Youngberg

For those of us who miss our favorite performers, it’s a great way to see and interact with them and our fellow music lovers also tuning in. While nothing beats actually being there at a live show, these Facebook Live Events are a cool way of connecting with listeners near and far.

Lida Holden

Rick Margiotta

Lida Pearl (Bateman) Holden, of Umatilla, Florida, passed away March 19, 2020.

Born July 25, 1937, Lida, the oldest of four girls, was raised in the Florida Keys by Brooks and Lida Bateman. They were the first family to live on Pigeon Key. A swimming and diving champion, Lida attended the University of Mississippi on a partial swimming scholarship. She graduated in 3-1/2 years with a degree in teaching.

Her first teaching job was in Ocala, where she met Thomas Cleary "T.C." Holden on a blind date. Their wonderful 52-year marriage ended with T.C.'s death in 2014.

The couple moved to Orlando, Florida, where they adopted four children — three sons and a daughter — and became foster parents to another son. An avid fisherwoman, Lida encouraged her family's love of the outdoors.

Lida was a stay-at-home mom, returning to teaching after her youngest entered elementary school. She taught English at Maynard Evans High School in Orlando, Florida.

Her retirement years were spent in Church Hill, Tennessee, and in Lake County, Florida.

She will be missed by many.

Lida is preceded in death by her husband, T.C. Holden, and her son, John Holden. She is survived by her children, Michael Holden; Mary Christine "Tena" (Holden) Kurtz; Thomas "Tud" Holden; and Jeff Kotz; her grandchildren, Mark, Kevin and Kenny ONeal; Brian Ervin; B.J. Sharp; Brooke Holden; Tommy Holden; Sydney Kurtz; and Kristen Arant, her great-grandchildren, Oliver Sharp; Liam Lester; and Oscar Arant. In addition, she is survived by her sisters, Bettye Chaplin, Gloria Davis, and Mollie Dodson.

A Celebration of Life will be held this summer.

Mark R. “Rick” Margiotta Jr., 63, of Vero Beach, Florida and formerly of Marathon, Florida and Massachusetts, passed away on Feb. 27, 2020.

He was the devoted husband of Sonya and beloved father of Mark and Michael and was raised in Reading, the son of Dr. Mark and Anne (Bossidy) Margiotta.

A successful restaurateur early in his life, Rick’s years in the Keys were truly the best he ever had. To him, he was already in heaven among great friends, warm weather and the wife he adored. There was no other place he would have rather been.

Rick is survived by his siblings Susan, Terese and husband David Zingg, Steve and wife Shanley, Kevin and wife Gail Mocklin and Julie and husband Noah Lawrence, stepmother Pamela Margiotta, and many nieces and nephews. A celebration of life will be held at the Key Colony Inn soon. In lieu of flowers, memorial donations may be made to the Florida Keys SPCA, 10550 Aviation Blvd, Marathon, FL 33050.

o ensure that all Monroe County School District students can receive a free lunch and breakfast to-go, the district has expanded the number of locations it is available. In addition to the 11 permanent sites previously reported (see bottom list), it has started delivering the lunches to “mobile” sites at specific times.

“Our school principals were telling us that many families couldn’t come to pick up a meal,” said Superintendent Mark Porter. “And we said, ‘If that’s the case, we’ll take it to them.’”

Now in its second week, the rules guiding the lunch program have relaxed. Students do not need to pick up from “their” school site, but can pick up anywhere in the county. And parents and students need not be together to receive the free food — kids can pick up their own food, and parents can pick up for their child.

“With students now in online learning, it wasn’t always possible for the students to ride along with the parents to pick up lunch,” Porter said.

School officials said they are working on a plan to provide extra food on Friday, so students can have breakfast and lunch on Saturdays and Sundays, too.
