egislation that would strip local vacation rental control won’t cross the finish line this session, state Sen. Anitere Flores says.

Senate Bill 1128, as proposed by Sen. Manny Diaz Jr., and House Bill 1011 would preempt all regulation of vacation rentals to the state, including, but not limited to, the inspection and licensing of vacation rentals. Implications of a preemption by the state governing vacation rentals goes beyond fear of a Keys homeowner dealing with nightly, rowdy parties at a vacation rental next door; it also has impacts on home values and taxes.

While the House bill is on the special order calendar for Friday, March 6, legislation was postponed on the Senate side in the Rules Committee.

“The bill that was relating to vacation rentals that had some language that would have been pretty detrimental to the Keys, that bill seems to be done for session,” Flores told the Weekly.

“That’s something that I think is good. You can cross that off the plate this session.”

While legislation appears to be done this year, Flores says the matter will likely come up again.

Flores, who’s in her last year as senator, says she hopes whoever’s elected next year will push to get the carve-out for the Keys.

“I think there are certainly some parts in the state where there isn’t a good relationship with the vacation rental community and the local government,” she said. “I do think there will eventually be a bill that will try to bring a little more statewide regulation.

But again, the unique nature of the Keys is going to be something that’s important to protect.”

Current Keys laws state there shall be no rentals of less than seven days in Islamorada and Marathon, or 28 days in unincorporated Monroe County.

In 2011, those rules were “grandfathered,” or allowed to stay on the books. However, state law says no municipality may change its vacation rental law — at all — without losing its grandfathered status and reverting to state law.

Since 2018, Monroe County has been pushing for an amendment to any bill that addresses vacation rentals. In essence, officials want a “carve-out” that would exempt state Areas of Critical Concern, which includes the Keys. (There are four Areas of Critical Concern in Florida, but only Monroe County has a substantial population.)

Even if legislation advanced and passed, it didn’t appear to have the backing of Gov. Ron DeSantis. When asked by reporters, DeSantis said while he hadn’t made up his mind, he was “leaning against” it.

“We have 22 million people almost. We are a very diverse state,” he told reporters. “For us to be micromanaging vacation rentals, I am not sure that is the right thing to do.”

New emergency management director starts job with coronavirus coordination SARA MATTHIS

s it an omen? When Marty Senterfitt took over as Monroe County’s Emergency Management Director, bam, Hurricane Irma. And just a few weeks after taking his spot, Shannon Weiner finds herself talking about coronavirus.

When the Keys Weekly newspaper asked if this was some type of precedent setter, Weiner said, “I hope not!”

Coronavirus, though, is no cause for undue alarm, Weiner said. (It’s pronounced “winer,” not like the hot dog).

It is, she said, like any other potential disaster.

“Just like with hurricanes, we go through the four phases — mitigation, preparation, response and recovery,” she said, adding that her department and the state Department of Health in Monroe County have been monitoring the situation closely since January. Now, the efforts are beginning to encompass a wider circle of agencies. “Coronavirus is the flu, although it is a strain we’ve never had before.”

Here’s a little bit more about the Keys’ emergency disaster manager: Are you a born-and-raised Florida girl? Pretty much. I was born in Italy when my dad was deployed over there with the U.S. Army as an explosive ordnance disposal specialist. When he came back, he wanted to work where he would eventually retire — Florida. So we lived in Boca Raton, Daytona, Sarasota, etc.

Where did you go to school? I received both my undergraduate degree in history and master’s degree in business administration from the University of Tampa.

How did you come to work in emergency management? Well, I had no concept of the career beyond an understanding of what FEMA does. So I took a job with the Sarasota County Sheriff’s Office and I literally got a call from that county’s emergency management director. He said, ‘I’ll give you all the training you need.’ Sometimes career opportunities just fall out of the sky like that. And I love the career. It’s amazing.

Where did you go to next? I worked in the Sarasota Emergency Management Department from 2002 to 2005, and then I moved over to Lee County and worked there until 2011. That’s when we moved to the Keys. There weren’t any jobs in my field, but I knew I wanted this to be home.

So, I took a job as an intelligence analyst with the Monroe County Sheriff’s Office and then was able to move to Emergency Management in 2016 as deputy director.

What was your first experience with disaster management? In 2004, I was assigned to help in Charlotte County after Hurricane Charley struck. It was only about a half-hour drive from my house but it was incredible to watch the landscape change from a viable life, viable business and viable economy to utter destruction. It was the first time I experienced that type of dichotomy.

What was it like after Hurricane Irma? First, let me say that the professionals of emergency management are a tight-knit group. But it’s one thing to walk into somebody else’s emergency operations center, or somebody else’s disaster, than your own.

What’s it like directing emergency management in the Keys? The geography makes it a unique challenge. Sometimes I think it would be much easier to work in a square county, surrounded on every side by another county instead of the ocean. In another respect, though, it’s easier because of our small-town culture.

We regularly work with law enforcement, utilities, schools, health agencies, hospitals, etc. We know each other already.

What brought your family to the Keys? Oh, definitely the water. We enjoy boating, swimming and spearfishing. My husband retired after a 33-year career in law enforcement and now works part-time with the MCSO in the major crimes division. My oldest daughter is at University of Tampa getting a degree in international studies and my youngest is at Sugar-

loaf School. I have two stepsons, also in Florida, one working as a lineman and the other in product development.

What’s your favorite disaster movie? “Sharknado.” Just kidding! Probably “The China Syndrome.” It’s sort of a what-not-to-do guide in a nuclear disaster.

What types of books do you like to read? I love the Mitch Rapp books written

by Vince Flynn.

When you’re not working, or not boating, what do you do? I run to clear my head. I try to sign up for one or two races a year, so that I have something to train for. But it really helps me deal with stress.

What’s something most people don’t know about you? I play the piano.

What’s something you would be terrible at? Anything mechanical; I drop stuff all the time, which you wouldn’t think because of the dexterity required by the piano.

What’s three things you would take to a deserted island? Bread, I love to eat bread. A satellite phone? Can I take that?

And my husband, he’s a handy guy.

What do you want the Keys’ public to know about the coronavirus? We are leaning forward. There are plans in place.

The most important thing that the public can do is keep themselves healthy. Take the preventative measures — if you’re sick, stay home; cover your cough; wash your hands; and stay tuned. We will be communicating everything you need to know.

he U.S. has a standard disaster plan. Everyone who lived through Hurricane Irma knows it: the incident command system.

Within that plan are types of incidents — like hurricanes or pandemics.

“It’s part of our plan for the county, and the state and our federal government,” said Bob Eadie, head of the Florida Department of Health in Monroe County. He said he regards the possible spread in hurricane terms, as well.

“Right now, we are in the cone of uncertainty.

We know something is headed our way, but we don’t know what the final outcome will be. And we also know there are some things we need to be prepared for.”

Monroe County’s Emergency Management Director Shannon Weiner and Eadie have been meeting weekly since January. This week, the conversation widened to include hospitals and county officials and other agencies to ensure all partners have the staff, training and supplies to respond.

And, if not, the specifics of their needs.

W

hat’s all the hype surrounding coronavirus? A local doctor says it’s the transmission more than anything.

Coronavirus, specifically COVID-19, can go undetected for two weeks. In some settings, the virus has an 85% chance to pass from an infected host individual or group to a particular individual or group. The virus spreads from person to person, primarily from close contact when people touch an "infected" object then touch their mouth or eyes.

Dr. Tom Morrison, emergency room director at Mariners and Fishermen’s hospitals, said there are some respiratory droplets produced when an infected person coughs or sneezes, but it is not the principal mode of transmission. Also, masks do not prevent exposure and can make the situation worse, Morrison said.

Reports are increasing across the country over possible and confirmed cases from Washington state and New York to Florida. Reports out of China say around 2 million have been affected. According to Morrison, COVID-19 has spread much more than is commonly realized. He said the World Health Organization estimates 10 million people have been affected by COVID-19 and the Centers for Disease Control and Prevention has a more conservative estimate of 6 million.

Is it the next worldwide plague? Morrison says “no.”

“The reality is the influenza virus remains a more sinister and serious outbreak,” he said.”In regards to treatment, the only treatment for COVID-19 is supportive care. For influenza, we do have the flu vaccine, which reduces symptoms and if you get the flu, Tamiflu to shorten the lifespan of the disease. Remember that other strains of coronavirus are known principally as the common cold and run with rhinovirus.”

As to where people could be more susceptible to coronavirus, Morrison said reports show that just over 40% of coronavirus transmissions have occurred in a hospital or health care setting. The CDC’s most recent report says that number could be as high as 60%, Morrison said.

When or how will the pandemic end?

John Nicholls, a professor of pathology at the University of Hong Kong, told CNN that the SARS pandemic ended in part because of environmental factors such as high temperatures and humidity. Scientists who have studied similar recent pandemics say the spread of the virus can end because enough people have become infected and then immune.

“When you look at where people are getting the virus from, they’re getting it from nursing homes, urgent cares, emergency rooms and hospitals,” he said. “Coronavirus requires a certain type of seclusion and a steady amount of presence for you to acquire it.”

Along with education about coronavirus, Morrison emphasizes the importance of hand-washing.

“Everybody is wearing masks, but they also need to be washing their hands after touching door knobs or shaking hands,” he said. “Only very certain types of masks are effective.

Most I see utilized in social media or the news are ineffective. Nothing can replace keeping your hands clean.”

What is Coronavirus?

Coronavirus (COVID 2019) is a respiratory illness that can spread from person to person. The virus that causes COVID-19 is novel, meaning new , first identified during an investigation outbreak in Wuhan, China. The Centers for Disease Control and Prevention says the virus that causes the illness probably emerged from an animal source, but now is spreading person to person.

onroe County School Superintendent Mark Porter said he is working closely with the Florida Department of Health in Monroe County and doesn’t know whether a local school will have to close down if a student or staff member contracts coronavirus.

“The Florida Department of Health has the lead role here, and we’re in constant communication,” said Porter.

Two schools in suburban Seattle, Washington, closed for a day or more for “deep cleaning.”

Two other schools — one in Washington and the other in Oregon — closed after students or staffers contracted the disease. In Japan and Hong Kong, classes have been suspended, in some cases, until mid-April, and school districts and parents are home-schooling with the help of technology.

“That’s one of the things we’ve been looking at,” said Porter of the Keys school district plans. “We have devices that we can loan to students, but not every student has internet connectivity.”

Another concern? Spring break. It’s set for March 16-20.

“For many families, spring break is a time for travel outside the Keys. And we know that limiting travel decreases your chances of contracting coronavirus. Personally, I’ve canceled some long-standing plans to travel to Italy,” said the superintendent, who will step down at the end of the academic year.

On the bright side, Porter said, the coming break does give school officials some time to consider more preventive measures.

During a March 3 board meeting at the College of the Florida Keys, officials assured faculty and the board that the college has a plan in place to monitor and react appropriately to any new developments in the ongoing public health situation.

“With next week being spring break, we have plenty of students and staff with travel plans,” board member Kevin Madok said, recommending that everyone remain in close contact with airlines and destinations.

“Our insurance companies have already informed us that they will not cover school-sponsored travel to no-fly destinations,” college president Jonathan Gueverra said.

here’s no such thing as a minor sniffle aboard a cruise ship these days, and individuals planning to embark on a cruise vacation in the coming weeks, and possibly months, are being warned of additional screening and health precautions being taken to protect the traveling public.

Although the port of Key West remains open and receiving cruise ships, as of March 4, the behemoth people movers are under intense scrutiny and strict regulations.

The industry is taking direction from the Centers for Disease Control and Prevention and the Office of Customs and Border Protection, said Greta PhillipsFord of Caribe Nautical ship’s agents, which provision and supply cruise ships in Key West.

The CDC is telling travelers to reconsider cruise ship trips to or in Asia and warns travelers that they might find travel restrictions that will affect their ability to disembark and, possibly, may subject them to a quarantine imposed by local authorities.

Phillips-Ford pointed out that the cruise industry has dealt with contagious illness aboard ships before.

“Remember, there was the H1N1 virus and the highly contagious Norwalk virus,” she said.

“There’s a lot going on behind the scenes with regard to these ships. They’re probably the most vetted industry in the world right now, answering to the CDC and Customs and Border Protection.”

cruise ships when they arrive have their temperature and will be turned away if they have even a slight fever, Phillips-Ford said.

“We get it,” she added. “Strict precautions are being taken. Fortunately, we don’t receive ships that have recently been to China, so that hasn’t been an issue.”

No garbage from a cruise ship is permitted to come ashore in Key West, and anyone exhibiting flu-like symptoms is being quarantined to their cabins, usually identified to authority by an alert cabin steward.

She also emphasized Key West’s designation as a port of call rather than a home port such as Miami, where cruise ships load and unload passengers and do a turnaround.

“Those turnaround ports are taking the brunt of the vetting,” she said.

As of March 4, there were no plans to close the port of Key West to cruise ships. The CDC website (cdc.gov) has several pages of information specific to controlling the virus on board ships.

Monroe County Airports Director Richard Strickland said there has been no noticeable difference in the number of passengers arriving in Key West.

He said the airport is following industry standards applicable to the pandemic and put out extra hand sanitizer. No U.S. airports have been closed down, but most international airlines have suspended flights to China, including American, Delta and United.

ith coronavirus leading every news report in the nation, “this is at the top of consumers’ minds, and the travel industry is poised to be hit the hardest,” Stacey Mitchell, director of the Monroe County Tourist Development Council, said on March 3.

She made the decision last week to cancel a TDC trip to Italy for an international travel conference when health officials elevated the threat level for that country. A week later, the largest international travel show in the world — ITB Berlin — was canceled due to coronavirus, Mitchell said.

“Cruise lines are probably taking the hardest hit, but I’m also concerned about the psychological effect this virus will have on consumers,” she said, adding that most parents with small children “won’t feel comfortable getting on a plane right now.”

What does all this mean for the Keys, where a majority of residents depend on tourism, directly or indirectly, for their livelihoods?

“I think it’s too soon to say how our hotels will be affected. I think our March bookings will hold and be OK, but I’m very concerned about April bookings,” Mitchell said, adding that the alarm on Wall Street could also affect travel to the Keys.

“I’m certainly not saying that this is happening, or even that it will definitely happen, but if people see another financial crisis coming, they’re going to reduce their discretionary spending and financial exposure.

“This virus could trigger several months of lowered consumer spending,” Mitchell said. “And vacation travel is certainly discretionary.”

Mitchell also has asked her team of advertising and public relations experts to “treat this situation like a hurricane, as in, something’s brewing out there. We don’t know how bad it will be, where specifically it’ll hit or how long the hurt will last.”

The TDC director has asked her team to start thinking about April tourism bookings and putting together messaging and media campaigns to bring people to the Keys.

She used a relatively recent example to highlight the trickle-down financial effect she fears.

“Remember when Hurricane Dorian threatened the Keys in September? It never got here, but our occupancy dropped off a cliff when we lost our Labor Day weekend and the week after,” Mitchell said. “In that two-week time period, restaurants made no money, restaurant supply companies didn’t have a reason to come to the Keys and hotel housekeeping staff didn’t have any rooms to clean and turn over.

“This is about more than heads in beds and passengers on an airplane,” she said. “This is about our community and its livelihood.”

Marathon Chamber of Commerce CEO Dan Samess said he intends to disseminate messages from the Tourist Development Council and Department of Health.

“Like storm season, we will take an informational approach,” he said, “an open, honest and data-driven approach to inform and educate visitors and locals.”

He said it’s important to get information from reliable sources, not Facebook.

“And, as the CDC has been preaching, we encourage our business members and their staff to wash their hands frequently, routinely clean door handles and other areas with heavy (hand) traffic,” he said.

On March 1, Leslie Christiansen fielded her first call from a client concerned about her upcoming vacation rental in the Middle Keys.

“She wanted to know about our cancellation policy, especially as it pertains to the coronavirus,” said Christiansen, who owns American Coastal Vacation Rentals. “I was honest with her. I told her we would monitor the situation and adjust as needed. I told her that the Tourist Development Council was neither discouraging nor prohibiting travel to the islands.”

On the other side of the equation, Christiansen said she has picked up some new clients who intended to take a cruise, but changed their minds and want to rent homes in the Keys.

“They already have flight plans to Miami, but aren’t sure about boarding cruise ships,” she said. Christiansen also said that from her business perspective, March and April are the most sensitive as most of the people who visit arrive via air.

“I don’t think it will affect our summer market because most of those people drive,” she said.

Mitchell echoed the point. She said the Keys remain accessible via car, and the bulk of Keys visitors from May to September drive from elsewhere in Florida.

“I think that will help us,” Mitchell said.

CANDIDATES TALK DEVELOPMENT, TOP CONCERNS THEY’D BRING TO TALLAHASSEE Editor’s note: This is part two of the debate among Republican candidates for board of county commissioners seeking the District 5 seat, which extends from Tavernier to Ocean Reef. Read part one at www.keysweekly.com.

hree Republican candidates for board of county commissioner debated for close to an hour and a half on Feb. 25 inside the Coral Shores Performing Arts Center. Hosted by the Upper Keys Republican Club, the inaugural debate featured Mike Forster, Islamorada mayor; Robby Majeska, Keys Kritters owner and Key Largo sewer board member; and Jose Peixoto, longtime Key Largo resident who previously ran for Congress and state representative.

Developing and maintaining the Keys were at the heart of several questions toward the middle and later parts of the debate. Last year, county commissioners agreed to allow structures within Ocean Reef to exceed the maximum height limit to 60 feet. Candidates were all on the same side when asked whether it’s acceptable for one community to build higher than the rest of the county.

“Not at all,” Peixoto said. “We should have the same standards for all of the Keys from Ocean Reef to Key West.”

In general, Majeska acknowledged that he isn’t a fan of the height restriction. “They made every house go fat. Now, it doesn’t matter if they’re a one or two-story, you can’t see through it,” he said. “I’d be more for a setback that’s smaller so people can see through houses.”

An arduous building permit process also took center stage. Building and remodeling in the Keys can be quite challenging at times with all the hurdles to overcome. When asked how they’d streamline the system and bring accountability back to the department, candidates all acknowledged that it must be user-friendly first and foremost.

“There’s a law and there’s either a lenient style or there’s a more aggressive style,” Forster said. “What’s wrong with being more lenient as long as it’s in the law? Why not say, ‘What can I do today?’ as opposed to saying, ‘No you can’t do this.’ We need to take a look at the building department to make sure it’s more friendly.”

Majeska said the department is totally funded by fines and fees they collect, and he can’t understand how that’s allowed to happen.

“Now, the more fees and fines they get, the more people they can hire and the bigger salaries and the bigger department they can build,” he said. “It should be when you go to the building department, they should say, ‘Hey, how can I help you?’”

Candidates also addressed top concerns they’d incorporate into the county legislative agenda during the state legislative session in Tallahassee. Peixoto and Forster noted during their responses that they’d like to have a state representative and senator representing Monroe County solely.

“Fortunately for the last eight years, we have had Holly leading us,” Peixoto said. “Before, we had someone else from Florida City.

They only come down here when it’s time for election and then they forget. I ran for Congress before, and I’d hear candidates. They don’t care about the Keys. They care during elections.”

In his explanation, Forster noted that Monroe is a donor county, contributing in excess of $200 million a year in sales tax to the state. He said only a little of that returns to the islands.

“I don’t know if I will ever see that day, but it makes more sense that we have someone deal with our interests only and not worry about Florida City, Homestead and Dade County because we are unique and we are in an area of state critical concern. Our carveouts are different than others.”

Majeska said the Keys give more tourism money to the state budget than any region except Orlando and Disney attractions.

“We need to be able to get a bigger chunk of that money back,” he said.

“Number 1, we need to work out ROGO; No. 2, we need to worry about sea level rise; and No. 3, we need to worry about our roads.”

onroe County voters may vote early, but not often, at the county’s election offices — in Key West, Marathon and Key Largo — as well as at Big Pine Community Park and the Islamorada library.

Early voting in the Florida Keys started on March 2 and is open from 8:30 a.m. to 5 p.m. until Saturday, March 14.

As of March 3, the second day of early voting, 579 of Monroe County’s 53,568 registered voters had cast ballots. Coupled with the 4,386 vote-by-mail ballots that were returned to the elections office, 4,965 total votes, representing 9.3% of voters, had been cast, according to records from Monroe County Supervisor of Elections Joyce Griffin.

Florida’s official Election Day for the presidential primary is Tuesday, March 17. The last day to request a vote-by-mail ballot from the county elections office is Saturday, March 7, Griffin said.

The Democrats’ ballot for the presidential primary lists 16 names of candidates vying to be the nominee. But several — including, in the last week, billionaires Mike Bloomberg and Tom Steyer, former South Bend, Ind. mayor Pete Buttigieg and Minnesota Sen. Amy Klobuchar — have dropped out of the race since the ballots were printed.

Four names appear on the Republican ballot: Bill Weld, Joe Walsh, Rocky de la Fuente and incumbent Donald Trump.

All ballots, including the one for voters unaffiliated with a specific party, include a question about the Monroe County School District’s flexible funding tax program that requires approval by voters every four years.

The flexible funding initiative, first approved by voters in 2008, now provides the school district with $15 million a year that can be spent on teacher salaries and other operational costs. In exchange for the 1 mill of property tax levied for operations, the school district reduces the amount it levies for capital, or construction, projects by the same amount.

“It’s a wash,” school board member Andy Griffiths has said, encouraging all voters to answer “yes” to the Flexible Funding question. “There’s no net increase in taxes, but losing that $15 million for salaries would be devastating to our teachers and other employees.”

The nationwide general election takes place on Tuesday, Nov. 3.

hen it came to career trajectory, a young George Thorogood found himself divided.

“When I was growing up, I wanted to be a poet or a comedian. That put the hook in. To this day, I don't care if I’m playing a car wash or Carnegie Hall, if there’s not a star on my dressing room door, I’m not playing.”

Star-studded doors notwithstanding, Thorogood and his band, The Destroyers, have been bringing their brand of blues to live audiences for over 45 years. The band is currently commemorating the anniversary with its "Good To Be Bad" world tour. Thorogood credits the longevity of his decades-long career to sheer good luck. “It's a wonder we lasted all this time. It’s a wonder we didn’t quit or worse. We were very fortunate to be at the right place at the right time with the right material and we have incredible fan support that's never let us down.”

For Thorogood, timing and material have always taken precedence over tenor. “I can't sing, but you don’t have to be a great singer.

If you can admit your limitations, then you know your strengths. Look how far Tom Waits and Johnny Cash went with their voices. People would rather have a really great song sung really badly than a really awful song sung really well.”

How does touring at age 70 compare to life on the road as a younger man? “Playing at this age as opposed to playing at the age of 35?

It’s twice as good. Things couldn’t be better,” Thorogood said with a laugh.

Thorogood said of his string of successful renditions, “I'm more of a person who covers obscure material than a songwriter. I'm like the Indiana Jones of rock n’ roll: I dig up these rare things.”

When Thorogood does pick up the pen, it’s with a simple goal in mind, “With my songwriting, I try to do something that sounds familiar but that nobody's done before.

Something that will never go out of style.” Who would Thorogood like to see cover one of his songs?

“I’ve been waiting around for Paul McCartney to do ‘Born To Be Bad.’ I don’t know what the hold-up is.”

Thorogood also has been waiting for a good excuse to return to Key West, though he plays coy when pressed for any standout memories of his time on the island. “There might be certain sensitive things that I am not at liberty to repeat, if you know what I mean.”

And speaking of liberty, Thorogood’s inaugural trip to Key West came soon after the Conch Republic’s brief, but storied secession from the United States in 1982. “You guys were your own country for one day. What spirit! That’s my kind of place.” A dedication to defiantly doing things your own way strikes a chord with Thorogood. “With music, from the beginning, I've said I'm going to do this for a living even if I’m not any good at it. Even if I only make five bucks a day this is what I'm going to do. I’m never going to get on the level of a Jeff Beck or a Roger Daltrey, but I’m still doing it.

CFFK accepting applications for local grants The Community Foundation of the Florida Keys (CFFK) is accepting applications for its 2020 grant program to support projects and services to benefit residents and visitors throughout the Florida Keys. The foundation will award grants up to $10,000 each, to 501(c)(3) charitable nonprofits in Monroe County for programs in all areas.

Tax help available to Keys residents Legal Services of Greater Miami is coordinating with the Taxpayer Advocate Service (TAS) to host a tax clinic for the residents of the Keys on Thursday, March 12 at the Marathon Government Center, 2798 Overseas Highway.

Volunteers will be available to assist taxpayers with tax problems they've been unable to resolve on their own with the IRS. Their goal is to provide personalized, step-by-step guidance.

If the tax problem meets their criteria, a case advocate will be assigned to work directly with the taxpayer.

Watercolorist holds workshop in Marathon in March Florida watercolorist Charles Passarelli will hold his eighth annual workshop in Marathon on Thursday and Friday, March 12-13 at San Pablo Church’s parish hall. ocal youngsters, ages 8-17, will have a chance to take to the skies on Saturday, March 21, as Experimental Aircraft Association (EAA) Chapter 1241 hosts a Young Eagles Flight Rally at Marathon Airport.

The rally is part of the EAA Young Eagles Program, created to interest young people in aviation. Since the program was launched in 1992, Volunteer EAA pilots have flown more than 2 million young people who reside in more than 90 countries. Pilots volunteer their time and aircraft so the flights can be provided free for interested young people.

“Free airplane rides are just part of the Flight Rally,” said Fred Fink, spokesman for the event.

“We hope to build one-to-one relationships between pilots and young people, giving a new generation a chance to learn more about the possibilities that exist in the world of aviation.”

Pilots at the event will also explain more about their airplanes, allowing young people to discover how airplanes work and how pilots ensure safety — the prime concern before every flight.

Following the flight, each young person will receive a certificate making them an official Young Eagle. Their name will then be entered into the “World’s Largest Logbook,” which is on permanent display at the EAA Air Adventure Museum in Oshkosh, Wisconsin and accessible at www.youngeagles.org.

In addition to the certificate, each new Young Eagle will be given a Logbook with an access code for a complete free online flight training course offered by Sporty’s.

Other activities scheduled for the Flight Rally include free tours of the EAA Air Museum.

Those attending the flight rally on March 21 are asked to come to the EAA Air Museum at the Marathon airport, starting at 10 a.m., to register for their flight. Flights will begin at 10 a.m., with registration closing at 3 p.m.

Your Marathon Chamber Board of Directors wishes to bring to your attention an important ballot item that will continue to give our school district much needed flexibility to shift funding from their capital fund to the operating fund.

The Monroe County School District was first permitted to do this in 2004, with the Florida legislature requiring the district go to the voters every four years to continue this transfer of funds.

Thus far this same ballot item/ request has successfully been passed by Monroe County voters in 2004, 2008, 2012 and 2016; now the same question is being asked again in 2020.

This ballot item is not recommending a new or increased tax, it simply allows our school district to continue to shift a set amount of money from one pot to another. In this case, it will (as always) go to school district employees’ salaries, which includes our local teachers and educators, as well as to much needed student-resources.

We are asking and imploring you to keep our local educators and students in mind when you go to the polls.

Absentee ballots are currently out, and early voting starts March 2 and runs until March 14.

Election Day is Tuesday, March 17 during Spring Break.

LAW ENFORCEMENT INSPECTS LIVEABOARDS

ecently, three agencies cooperatively inspected 75 liveaboard vessels in the Upper, Middle and Lower Keys. The task force included personnel from all three Coast Guard bases in the Keys, plus officers from the Monroe County Sheriff's Office and FWC. The mission was to check liveaboard vessels for compliance with Coast Guard safety equipment, registration requirements, nighttime anchor lighting, marine sanitation device compliance, and other law enforcement issues within the Florida Keys National Marine Sanctuary’s “No Discharge Zone.”

In the Upper Keys, officers wrote one citation for an at-risk vessel (considered to be in danger of sinking) and one written warning for an at-risk vessel.

In the Middle Keys, there was one physical arrest for failure to transfer title, no visible hull numbers and derelict vessel. In addition, there were two citations for an at-risk vessel, and one written warning for a boat with an open sanitation valve.

In the Lower Keys, there was one citation for a marine sanitation device violation and another for an at-risk vessel.

An additional 49 citations and 37 warnings were issued for a number of other minor violations.

Apply now for reentry placards The application period for Monroe County Emergency Management’s 2020 Business Placard Reentry Program runs through May 31. Applications are now available at www.monroecountyem.com/placardprogram. The program ensures that personnel who are essential to the recovery of the Florida Keys can quickly return after a

mandatory hurricane evacuation.

Placards are only valid in the year they are issued. Businesses approved for the 2019 hurricane season may use the shortened renewal form on the website. Applications will be reviewed

by Emergency Management within 21 days. In 2019, more than 200 Monroe County businesses and organizations qualified for early reentry.

“Disaster response takes the effort of an entire community,” said Emergency Management senior planner Valeri Kolessar. “Sharing your business’ skills and resources when needed most contributes to a swift recovery for all.”

n Saturday, March 7, hundreds of local and visiting runners will take to the beach and golf course for the 14th annual Sombrero Beach Run. In past years, up to 500 runners have participated in the event, which is co-organized by Key West Southernmost Runners.

Race director Donald Nelson explains the different courses his group has laid out. “Runners have the option of two different distances, a shorter 5k which allows walkers to enter the race too, and a 10k run.”

The races will run consecutively and on the same course, with 10k runners completing a loop that goes along the golf course and onto the islands around Sombrero Beach and 5k runners turning around at the 1.5 mile point. The 10k begins at 8 a.m. and the 5k at 9:15 a.m. Ambitious competitors can partake in the 15k challenge, which combines the results from both races.

All races will be chip-timed.

As they challenge themselves to compete in our tropical environment, runners also raise critical funds for Keys Area Interdenominational Resources (KAIR), a nonprofit serving those in crisis. KAIR aids people and families in need, providing food, clothes, rent and utility payments, medical bills and school supplies, explains Nelson.

“Life happens, and people get sick, their kid gets sick, they lose their job or their family becomes separated and

now they’re a single parent,” said KAIR director Marj Roberts. “People run into crisis in their lives, and we think it’s worthwhile to keep those people stable so they can move forward and raise their families in our communities.”

Roberts has been at the helm of KAIR since 2005 and recalls its modest beginnings. The organization began as a collaboration between all the churches and has grown from there, she said. While they primarily focus on the Middle Keys, KAIR does reach out to help those in need around the Keys.

Here’s where the run comes in.

The annual event raises critical funds that allow KAIR to do what it does best: help people.

“When people have a problem, they come to KAIR and we try to help them figure it out,” said Roberts.

“Sometimes crazy things happen and then domino and suddenly you can’t get out of it.” The director offers an example of someone with a suspended driver’s license. If they try to drive to go to work, they get arrested. If they don’t go to work, they can’t pay their rent. KAIR helps manage challenges like these which prevent citizens from moving forwards in their lives.

Roberts estimates that 40 to 50 people a day come to KAIR for assistance daily and that 30,000 pounds of food are given out monthly.

That’s why the funds raised through the race help so much.

“Cumulatively over the last 13 runs, we’ve raised three-quarters of a million dollars through the run only,” says

Roberts. “It’s a huge boost for us. Every penny goes to client services and the food pantry.”

Nelson hopes the race will raise upwards of $20,000 for KAIR through sponsorships and runners fees.

The entire weekend is dedicated to raising money, friends and awareness for KAIR and its mission. The Friday night registration party and race package pickup at the beach includes a DJ, wine, beer and snacks as the sun goes down. Saturday race day includes a runner’s breakfast, the races and medal ceremonies and finish line village including a DJ, cold beer and refreshments and a silent auction. Sunday will be an afternoon at the beach, enjoying beach games, watermelon-eating contests and good friends.

The 10k run, 5k run, 5k walk each cost $25 and the kids’ fun run is free.

Original work goes to new dimension, on display at seafood festival

F

or the first time ever, the Keys Weekly featured a piece of original art on the cover of its special guide to the Marathon Seafood Festival.

What’s not immediately obvious is that it’s 3-D art — a specialty of artist Thomas Florez.

“We’re going to have the canvas on display at the Weekly booth near the gate,” said Publisher Jason Koler, “along with a box of 3-D glasses so viewers can get the whole effect.”

The canvas has a special frame that incorporates black light.

Once the glasses are on, the mahi mahi fish appear to jump off the page. It’s one of Florez’s signature techniques. Other pieces have a 3-D volume component, such as a marlin fin extending beyond the confines of the frame.

While new to the Keys, Florez has had a long and thriving career in art in his native country of Colombia. With his three brothers and one sister, they ran a successful commercial art studio for seven years. This is his second visit to the U.S., this time a two-month stay with relatives in Marathon with an eye on expanding his artistic vision.

“I’ve been drawing since I was 15 years old, and working in commercial art with my family since I was 18,” he said. “I think all of my brothers and my sister inherited the ability from our father, who worked first as a professional typesetter and then making gift cards by hand, that kind of thing.”

After increased competition dissolved the family business, he and his siblings struck out independently, focusing mainly on custom art — be it a mural for the home or custom art for a motorcycle. Florez said he’s intrigued

by the type of art he’s found in the Keys — and made it a point to travel to Key West and Islamorada to visit galleries.

“Galleries devoted to one artist … that’s something new to my experience,” he said.

His current work is more detailed and realistic, and he favors human and marine subjects.

Florez’ cover artwork will be on display at the Keys Weekly booth located next to the main gate. Interested parties can bid on the work. Proceeds will benefit Upper Keys Weekly editor Jim McCarthy’s bid for Big Kahuna, a fundraiser for the Good Health Clinic.

t’s almost here. The biggest event in the Middle Keys, hands down, is the Original Marathon Seafood Festival.

It takes place next weekend, Saturday and Sunday, March 14-15 at Marathon Community Park.

It takes about 300 volunteers to make it happen, and the coordination of its dual hosts: the Marathon Chamber of Commerce and the Organized Fishermen of Florida. The efforts result in many good works in the Middle Keys: scholarships for graduating high school seniors to funding the purchase of equipment for intramural sports.

The centerpiece of the festival is, of course, the seafood. Guests line up carefully to sample the many delicacies — the lobster dinner, conch fritters, shrimp (both peel ’n’ eat or fried), Key lime pie, etc. But there’s also two solid days of live music. The headliners of the 2020 Marathon Seafood Festival are the Tobacco Rd Band, a country music outfit from west and north Florida with some rockin tunes.

The festival also features a games corner for kids and kidlike adults. This year, there will be a “stunt jump,” where the reckless can hurl themselves off a high platform onto a huge inflatable bag … safely.

There are many, many vendors and most of them have a flare for what’s known as “ The Salt Life.” Whether it’s a special spice rub for fish, or customized engraved insulated cup with the boat’s name, a new fishing rod, or nautical antiques, shoppers will find it all. There are also many artists who come to sell their wares in many forms — canvases, T-shirts with custom designs, home decor and more.

The City of Marathon Parks and Recreation Department is running a five-day camp, beginning Monday, March 16. The hours are from 8:30 a.m. to 5 p.m on weekdays and camp is run from the main pavilion in Community Park. The camp is for children ages 5-12 and the cost is $80 for the entire week. Campers bring their lunches and snacks, as well as a water bottle. On Tuesday and Thursday, campers will go to Jacobs Aquatic Center in Key Largo to swim.

On Wednesday, they will visit the Sheriff’s Animal Farm on Stock Island. On Friday, they will visit the Dolphin Research Center in Grassy Key. Download registration and health forms by visiting the City of Marathon’s website at ci.marathon.fl.us. Although advance registration is encouraged, campers may also sign up on the first day. arry Hribar from Florida Keys Mosquito Control explains: These are the caterpillars of the infamous Io moth (Automeris io) — one of the giant silk moths. This moth is very common in South Florida although its numbers are declining.

The attractive hair-like bristles are called setae but touching these caterpillars can give you a nasty rash. Some caterpillars may be covered with urticating spines that contain a venom and can produce a welt, as well as an itchy reaction.

These caterpillars have a very broad host range and can feed on an amazing number of plant species, hence capable of making significant damage in one's yard. In the north, they spend winter as pupae and there is only one generation per year.

But, in South Florida, they can be found year-round. Adults are nocturnal and find some place to hide during the day. They have large eyespots on the hind wings and they flash them at predators.

(The hind wings are found on the adult stage of the moth, not the caterpillar).

Females are darker in color than males and are brown whereas males are reddish brown to yellow. The female releases a chemical called phero-

mone. The male follows the scent trail to find her. They mate and then she looks for a suitable plant on which to lay her eggs.

They appear in your yard when a female lays her eggs there. As for predators, wasps will attack the caterpillars, as will parasitic flies. Parasitic wasps could attack the eggs.

No one has really worked out control methods of how to keep the caterpillars from devouring the foliage in your yard. Generally they do not cause enough damage to make it financially worthwhile. The University of Florida advises that products labeled for control of other caterpillars would probably work for Io moth.

Marathon plays Palmer Trinity at home on Friday, March 6 at 7 p.m. The Fins are 7-2 overall, and 4-0 in the conference.

The things that people believe…

A

merican Exceptionalism is a concept that can easily be defended by America’s scientific, technological, and social advances over the past couple of centuries. We built great cities, cured diseases, sent men to the moon, and made strides (sometimes grudgingly) toward social equality (and yes, we still have work to do).

From the Transcontinental Railroad that took people across America to the Saturn V rocket that took Apollo astronauts to the moon, American ingenuity spanned the continent and made our solar system a little smaller.

Our “can do” spirit combined with our technological advances solved problems and broadened horizons.

The one thing that was supposed to level the playing field worldwide was the easy accessibility of information. If everyone had the same information, then that knowledge would enable and accelerate positive social change and advancement, while contributing to understanding among different people and cultures.

The Internet sure didn’t work out that way.

We now live in a Post-Truth Era — where debate is “…being driven by a combination of the 24-hour news cycle, false balance in news reporting, and the increasing ubiquity of social media and fake news websites.” (Wikipedia) One of my favorite Internet memes was a photo of our 16th President with this quote: “Don’t believe everything you read on the Internet just because there’s a picture with a quote next to it. – Abraham Lincoln.”

A couple of very recent online events have reinforced this in spades.

Country superstar Garth Brooks performed a concert in Detroit; at one point, he appeared on stage wearing Barry Sanders’ #20 Detroit Lions jersey. Well, the Twitterverse exploded.

People on all sides of the political spectrum were delighted or agitated that Garth Brooks was supporting Bernie Sanders in ’20. Everything from, “We knew you feel the Bern,” to, “I can’t believe you’re a socialist,” to, “Just stick to music.”

In a totally unrelated development, a recent survey of beer drinkers found that 38% of them said they “would not buy Corona [beer] under any circumstances now.” According to the Dallas Morning News, their fear of Corona is linked to the coronavirus making headlines worldwide. The survey also showed that 16% of those studied “were confused about whether Corona beer is related to the virus.”

Most of us know that drinking Corona won’t get you infected with this

virus, although you might get sick from overconsumption of any beer.

It comes down to the seeming need for mass quantities of information, with the veracity JOHN of the information BARTUS often secondary.

One of the anchors offered up, “Since we haven’t heard from the Keys, we have to assume they were destroyed.”

Obviously, the Keys suffered very little damage from Andrew. But that bad information likely affected a lot of people wondering about their homes.

When dealing with crises like the coronavirus, it is essential to get accurate verified information. As of my deadline, there have been 92,871 coronavirus cases worldwide, with 3,168 deaths. That’s a death rate of 3.4%, and that is significant. Compare this, however, to flu cases in the US this season: At least 14,000 people have died and 250,000 have already been hospitalized during the 2019-20 flu season, according to the U.S. Centers for Disease Control. More than 26 million Americans have fallen ill with flu-like symptoms. Flu is a very serious disease that affects a lot of people every year. We remain vigilant, but we still travel and live our lives.

The takeaway from all this is to stay aware, keep up with accurate information, wash your hands (!), and don’t panic. You may wish to enjoy a Corona as well.

ike a fine wine or cheese, the City of Key Colony Beach (KCB) is aging with style. And, the city is throwing one heck of a party to celebrate. KCB was incorporated in 1957, and citizens have been celebrating its birthday during March in some form or another ever since.

Officially called “KCB Day,” the birthday bash will take place this year on Sunday, March 8. As with any good Keys party, there will be food, drink, fun and sun.

Mayor John DeNeale invites everyone to join in. “Once again, we will have food, fun, music, arts and crafts and a host of other vendors all day around our City Hall, starting with the Shriners’ pancake breakfast,” DeNeale said.

As usual, the barracuda races will thrill, and the Marathon Zonta Club will oversee the Rubber Duck Race.

Gail Cortelyou, president of the KCB Community Association, is thankful for the more than 50 volunteers who step up and work the booths for everyone to enjoy.

She says, “My favorite part? The way the community comes together to make it happen.”

Fun and games start at 8 a.m. with the pancake breakfast, peak at 11 a.m. with the fun parade, and continue rocking into the afternoon with live music and tons of vendors.

COLLEGE PRESIDENT RESPONDS TO LABOR COMPLAINT

T

he president of the College of the Florida Keys this week denied allegations of retaliation against a pro-union faculty member whose Jonathan employment contract Gueverra. with the college was not renewed.

A discussion started in October 2019 among some faculty members who expressed interest in union representation, and on Oct. 23, United Faculty of Florida, the statewide union that represents college faculty members, filed a petition with the state labor commission to represent College of the Florida Keys faculty.

“Computer science professor Steve Prettyman was the first to inform Gueverra that faculty wished to unionize and he has been a target ever since,” states the unfair labor practice complaint that United Faculty of Florida filed March 2 on behalf of the CFK faculty.

The complaint claims that Gueverra, who said he has worked with unions throughout his career as a college administrator, “has taken unlawful and increasingly desperate acts to prevent faculty from forming a union. Gueverra has forced faculty to sit through anti-union propaganda meetings; threatened to withhold faculty raises and benefits; and now terminated the contracts of faculty who spoke out in favor of the union. These actions have stunned CFK faculty and staff.”

Prettyman, who has been with the college for four years, states in the complaint, “The poor treatment of faculty has been going on for many years. Faculty have in the past voiced their grievances and attempted to unionize. The administration uses the same tactics, releasing those of us who are the most vocal, and using threats and intimidation to discourage others.

That must end.”

UNION VOTE MAY DIVIDE FACULTY Prettyman also spoke at the March 3 college board meeting, along with Marshall Ogletree, executive director of UFF. At the meeting, Ogletree asked the college board to rescind the college’s termination of Prettyman. “I’d ask you to stop these retaliatory actions,” Ogletree said.

In an interview with The Weekly after the college board meeting, Gueverra and Brittany Snyder, vice president of academic affairs, had a different explanation for the decision not to renew Prettyman’s contract, and it had nothing to do with retaliation for Prettyman’s pro-union position.

“Every year as we look at our budget, we have employees whose contracts will not be renewed,” Gueverra said. “When Professor Prettyman was hired four years ago, he said he had a national reputation and could help the college get its numbers up in the computer science arena.”

But after two years, Gueverra said, “the computer programs, as they existed under Prettyman, were not meeting the industry’s needs and we realized we weren’t graduating students out of these programs.”

College administrators, including Snyder, decided two years ago to end the computer science program and develop a “teach-out program” to wrap it up and ensure all participating students received the classes and credits they had planned.

“Professor Prettyman knew at least two years ago that there was a plan to finish out the program,” Snyder said. “He even helped us to develop the teach-out program to ensure students got what they needed before it ended.

“Then this year, Prettyman became president of the faculty council despite Gueverra’s request for some senior faculty members to step up and fill that leadership position,” Snyder said.

When reached by The Weekly on March 4, Prettyman said, “the computer science program was scheduled to be

completed this spring. However, there was no indication that I would not have a job after the end of my contract this year, until I was told on Feb. 14 or 15, which clearly looks like retaliation for my support of the faculty union.

“In the summer and fall of 2019, all indications were that I would go under a different dean after the program was completed and be similar to an English or Math Professor. I would be teaching some computer science courses..., but there would no longer be a degree.”

The faculty vote over whether to unionize will take place this month.

In order for the unionization to pass, a majority of those who cast ballots must be in favor of the measure, Gueverra said.

“It’s not a majority of the faculty, but a majority of those who vote,” he said, adding that in his own personal experience, unionized faculty often have “more stringent” working conditions than nonunion faculties.

“Despite not having a union, we’ve given a higher percentage of raises than unionized faculties,” Gueverra said. “We’ve also had faculty members who have been dealing with personal family issues, and we, of course, have stepped in to help them without batting an eye. But the language in some union contracts would prohibit me or another administrator from covering that faculty member’s class while they dealt with family situations.

“There’s just a lot of misinformation out there, and this is just a distraction by a few people who are unhappy with circumstances they themselves created.”

Ballots will be mailed this month to faculty members’ home address and will have to be returned to the state labor commission by April 9, according to the UFF grievance.
