he eighth annual Connections Project brings people together from across the Keys by literally weaving their works together into a mosaic of paintings representing life on the rock. Four hundred paintings are contributed by professional artists and community members. A $50 donation gets you a tile chosen at random and delivered in May, and money raised pays for scholarships and grants for art education in the Florida Keys. “Think of it as awarenessraising, friend-raising, and fundraising for our local grant program,” said Liz Young, executive director of the Florida Keys Council of the Arts. Young loves how the art gets better and more creative each year and how more people get involved. The project moves to Ocean Sotheby’s on Feb. 27, Marathon on March 6, Big Pine on April 3 and Key West on April 23. NUMBER OF THE WEEK The number of Coronavirus cases in Florida is zero, at presstime. The state health agency has declined to publish how many patients are being tested for Coronavirus, as it did during the Zika outbreak a few years ago. On Feb. 25, a cruise ship from Miami with 4,500 passengers aboard was turned away from Jamaica over allegations that a crew member had the disease. According to the Centers for Disease Control and Prevention, as of Feb. 25, there were 57 cases in the U.S.

hree Republican county commissioner hopefuls took to podiums inside the Coral Shores Performing Arts Center on Feb. 25. Fifty-plus attendees listened intently to opening remarks and responses to various pressing topics facing the Keys.

Hosted by the Upper Keys Republican Club, the inaugural debate for the Board of County Commissioners’ District 5 seat featured Mike Forster, Islamorada mayor; Robby Majeska, Keys Kritters owner and member of the Key Largo sewer board; and Jose Peixoto, longtime Key Largo resident who previously ran for Congress and state representative.

Kicking off the debate, Forster relayed his passion for serving the public, having spent eight years on the Islamorada dais. He serves on the board of the United Way and was a MARC House board member. He’s a founder of Florida Bay Forever, and said he believes in home rule.

Forster said he started off his life in the Keys in Key Largo, serving up beverages at Hobo’s back in the day on the bayside. Forster, who moved to the Keys for the laid-back lifestyle, said things have changed a bit since first coming down.

“As everything evolves, and people have found paradise, we have to somehow adjust our sailes and try to

create a balance of life,” he said. “I do believe in property rights, but I also believe in quality of life.”

Forster said he bought a house in Harry Harris Park and plans on living there if it’s the “will of the people to elect me.”

“I’d love to serve with some of the new commissioners and see if we can get a new culture, maybe some help in the planning department and address sea level rise,” he said.

Before getting into his statements, Peixoto took a moment to thank Forster and Majeska for all their efforts serving the community, as well as the sheriff and the county commissioners who were in attendance. One of Peixoto’s messages to the crowd revolved around the fact that residents care about their communities.

“We have a lot of problems here.

People say, ‘Why does your sign say “Make the Florida Keys Great Again?”’

(The) Florida Keys are still good,” he said. “The people are still wonderful and compassionate. Our waters are still beautiful. But we have stuff that needs to be changed.”

Peixoto said there’s a huge workforce housing demand for sheriff’s deputies, teachers and firefighters and bartenders who are just making ends meet. Many come down from Homestead to work, he said.

“I understand a lot of people don’t want that in my backyard — the housing — but we have to work together,” he said. “We need those workers.

Born in New York, Majeska came to Key Largo, a small community where everyone’s friends, with his wife and kids. He ended up opening Keys Kritters Pet Store, a place he calls “your community pet store.” Majeska has lived in the community for more than 20 years, and he’s not only a big animal supporter, but he’s also an advocate for the environment in the classroom. “(Principal) Lisa Taylor and I put together a classroom for kids so they can learn respect for life,” he said, adding that marine biology classes are offered at Coral Shores continued on page 06

ahia Honda’s Sandspur Beach is an award winner. It was ranked, twice, as the best beach in America. The magazine Condé Nast Traveler named it America’s number one beach in 1992. The same year, Dr. Beach, Stephen Leatherman, awarded it his Best Beach winner. What makes for an award-winning location? According to Dr. Beach, each locale is judged on a list of 50 criteria that includes size of breaking waves, water temperature, softness of sand, number of sunny days annually, smell, public safety, accessibility and bugs.

Bahia Honda has been a popular destination for hundreds of years, and not just because of the lovely natural sand beaches.

In the late 18th century, George Gauld, a Scottish-born surveyor sent to map the difficult Florida waters, wrote: “The Harbour of Bahia Honda may easily be known by the tall palmetto cabbage-trees of the Long Island on the right hand coming in; they make it the more remarkable, as there are no cabbage-trees to the westward of it, on any of the Kays that are on the Reef.”

At 30 feet, the island’s deep bay, or bahia honda, is one of the deepest natural harbors in the whole of the island chain. Gauld also remarked, “Bahia Honda, like Cayo Hueso is much frequented by the Turtlers and Wreckers from Providence and by the Spanish vessels from Havana, of which there are about 10 annually employed in fishing among the Kays on the coast of Florida, where

there is sufficient quantity of fish to supply the West Indies.”

What also made Bahia Honda such a popular locale was that, as Gauld described it, the island was a source for “very good fresh water.” In John Lee Williams’ book, “The Territory of Florida, Or, Sketches of the Topography, Civil and Natural History” (1837), it is suggested a small settlement existed on the east end of the island during the 1820s and 1830s. Williams wrote, “There is a small, but pleasant settlement on the east side of the harbor, with a well of good water.” F.H. Gerdes indicates in his work, “Reconnaissance of the Florida Reef and All The Keys,” that the island’s fresh water supply was turned into a brackish water source by an 1846 hurricane.

and, by 1908, construction of the Over-Sea Railroad had reached the island. Having completed the series of bridges collectively recognized as the Seven Mile Bridge, railroad workers must have looked at the 5,055 feet separating Bahia Honda Key from Spanish Harbor Key as a somewhat narrow expanse. But, of all the bridges that had to be built to link the Florida peninsula to Key West, the Bahia Honda Bridge was one of the most difficult to construct.

Workers were housed in twostory dormitories. The work was hard, the heat oppressive and the marauding hordes of mosquitoes thirsty. Also, there was the matter of bahia honda. During the periods of tidal change, the currents created by the depth of the water became dangerously swift. For safety reasons, work days were cut to two 45-minute shifts during slack tide, the short time between the high and low tides when the water becomes still. Also, because of the depth of the pass, the support beams needed to bridge the expanse required a great deal of materials. A single piling in the center of the structure required an entire boatload of sand, gravel and cement to construct.

It was Jan. 22, 1912 when the Key West Extension officially opened and Henry Flagler rode his train all the way to Key West. From that point forward, Bahia Honda became a regular stop where passengers would disembark to picnic and swim in the warm, clear waters.

Back on board, when the train would pass through the camel-trestle bridge, passengers were told to keep their hands and heads inside the train as it rambled and roared 25 feet above the pass.

After the Overseas Highway reached Bahia Honda in 1938, there was a time when the residents of Marathon had been instructed by the county to use the east end of the island as a dump. Between 1953 and 1957, the land was signed over to Monroe County. In 1961, countyowned land on the island began to be turned over to the Florida Board of Parks and Historic Memorials.

It would not be until 1963 that Monroe County officials decided that Bahia Honda could no longer live a dual existence and decried the dumping of trash on the island as unlawful. It can be assumed that old habits died hard for some residents.

ATTORNEY EYES HOUSE SEAT Suarez one of three in GOP primary

A

Homestead attorney — who’s now an assistant state attorney for the State Attorney’s Office in Monroe County — wants to bring her education and health care background to the Florida House seat up for election in November.

Republican Alexandria Suarez officially filed May 31, 2019 for District 120 state representative, which Rep. Holly Raschein terms out of at the end of the year. The mother of four started her career as a teacher at Glades Middle School before entering an eight-year career as a pharmaceutical representative, which took her to places throughout the district, from south Miami-Dade to Key West.

At age 45, Suarez stepped away from the pharmaceutical job and pursued a lifelong dream to become a lawyer. Passing the bar in 2016, she opened her own practice specializing in civil litigation and defense, family and immigrant law and fraud claims.

Just last week, Suarez started her new job handling misdemeanors and fish and wildlife violations out of the State Attorney’s Office in Marathon.

She said she’ll work out of the Marathon office and will be living in the Upper Keys.

Suarez said it’s a switch of her day job as she goes from private to public practice. And she said it has nothing to do with the state office seat.

“I’m happy and excited,” she said.

“I’ve been on the civil side, but I do have some experience on the criminal side being in health care. I handled fraud claims on the defense side, and I dealt with the State Attorney’s Offices in Miami-Dade and throughout the state.”

As for her state rep candidacy, Suarez said she wasn’t planning a career in politics. With Raschein exiting, Suarez said she’s got the background and skills to continue the work in Tallahassee.

“With Holly leaving the office, there are big shoes to fill. But I realized I have the feet to fill them. I’m new to politics, but I’m not new to hard work and success,” she said. “I’ve lived in the district for a long time. I haven’t physically been in the Keys.

I’ve been in Homestead, but I’ve been in the Keys for work numerous times.

My roots are here in the district.”

Educationally, Suarez stressed

the importance of getting students back to the basics of what to think, not how. As a former educator within the Miami-Dade Public Schools, Suarez said it’s something she wants to implement across the board in schools.

“There was a lot of teaching them what to think, how to take a test and solve a problem and working their way through it,” she said. “Those are the best governing standards, focusing on math and history and getting rid of Common Core because it was not working.”

As for health care, Suarez said many can’t afford the hundreds of dollars a month for insurance. A pharmaceutical specialist and an attorney who’s practiced in health law, Suarez said she understands the mechanics behind it all.

“There are a lot of challenges in trying to improve health care,” she said. “Many can’t afford the cost of medications and health insurance, and we’re paying a lot more for a lot less,” she said. “I want to help to ensure we improve the situation.”

Overall, Suarez said she understands the issues in the sprawling district, from farming and a development frenzy in south Miami-Dade to preservation and the heavy tourist flow in the Keys.

“Every area is unique. North of the 7-Mile Bridge is very different than south. In Key West, they care about the historical preservation and the pride in being a Conch,” she said. “You go to Islamorada, there’s a lot of recreation and people coming down, which creates bumper-to-bumper traffic.”

Despite the differences, Suarez said both regions, from the islands to the mainland, rely on one another, from Homestead’s fresh produce to evacuating people out of the Keys.

“You can’t just stay in a bubble.

That’s what sets me apart,” she said.

“You need to look at the whole district, and Miami-Dade is a part of that equation. The Keys relies on the mainland to get out, and now you have this mandate that you have to get out within 24 hours. Well, we’re not going anywhere if Homestead continues with its mass development.”

Suarez is joined in the state representative race by Republicans Jim Mooney, Islamorada councilman, and Rhonda Rebman Lopez, business owner and North Key Largo resident.

Clint Barras, vice president of Two Oceans Digital in Key West, is the only candidate who’s thrown his name into the race on the Democratic side.

and Plantation Key schools. “By teaching kids marine biology, we’re going to teach them about the environment and respecting the environment.”

When Majeska’s son was in fifth grade, he wanted to be a boy scout. Majeska ended up becoming a boy scout leader for nine years. Starting out with 16 kids, almost all of them became Eagle scouts.

“One of the things I drilled into their head is leave no trace behind and clean up the environment,” he said.

Majeska was also elected in Key Largo to what he tells strangers “is an environmental water quality project.” Locally, it’s called Key Largo Wastewater District Treatment Board of Commissioners.

“This project in this office let me go to work for the county and citizens in Tallahassee and D.C., and it’s helping save our reefs,” he said.

CANDIDATES TOUCH ON TRAFFIC Majeska said the Army Corps of Engineers showed what they need to do to bring roads up with sea level rise and climate change. Now, costs are up to $1 billion or more over 10 years, he said.

“Where’s this money going to come from?,” he questioned.

“We have to find partners to come up with this money. We can’t just wave a wand and do these road projects. We can work in increments. We just finished a billion-dollar sewer project. Now we want to put in a $1 billion stormwater project and $1 billion road-raising project.”

Forster said he supports a toll in Monroe County where visitor dollars are collected to help pay for Keys infrastructure.

As for residents, Forster said the system could be similar to that of Key West for parking permits. Forster said he brought the matter up with then-U.S. Rep Carlos Curbelo and current U.S. Rep. Debbie Mucarsel-Powell.

“I don’t think it’s gone and it’s something that’s not doable,” he said. “I believe I have one person in support in Heather Carruthers. Hopefully I can find one more seat, if elected, to explore that. Let the tourists pay impact fees and let them pay for housing for the sheriff’s (deputies) and get more patrols on the highway.

Peixoto said the biggest problem is the federal and state government have no idea what’s going in the Keys when it comes to traffic.

“I think we should be stronger when we let the state and the federal laws come and close on us. That’s a DOT problem.

It’s not Monroe County.”

Joshua Brady, who was a detective with major crimes, will be overseeing the Key Largo district. The two have a combined 22 years on the Monroe County Sheriff Office’s force.

“It’s always tough to choose who will be recognized, get promoted,” said Sheriff Rick Ramsay, “but these men have distinguished themselves.”

Both Elmore and Brady say they are eager to mentor the next generation of law enforcement officers.

“I get to be supportive of their goals, just like others were for me,” Elmore said.

“I’m looking forward to the mentorship aspect,” Brady said.

Brady started his career as a corrections officer. Ramsay said he remembers when the young man was working at Domino’s Pizza, and would declare that one day he would be an officer, just like his dad, Sgt. Jake Brady. He was present at the ceremony, and gave his son his own chevron insignia.

Elmore started in dispatch.

“He was a great friend to the officers on the other side of the radio,” said Ramsay.

oss Boucek, Florida Keys initiative manager of Bonefish & Tarpon Trust (BTT), joined a group of local fishermen and community members at the Florida Keys History & Discovery Center recently to discuss the significance of flats fisheries in the Florida Keys and what is being done to ensure their health. A second-generation Floridian, Boucek delved into what flat fisheries mean to the Florida Keys as a culture, what has happened to the fishery in the last 30 years and what it’s going to take to revitalize world class fishing.

Flats fishing happens in clear, warm waters where anglers can see a fish before they catch it. It is a catchand-release sport centered around three main fish: bonefish, tarpon, and permit.

Bonefish are known for their long shiny tails that stick high in the sky on the flats. They are a fast and almost transparent saltwater trophy fish that have quite the reputation throughout the Florida Keys fishing community.

Considered the ultimate game fish and nicknamed the “silver kings,” tarpon are the largest fish on the flats, reaching upwards of 100 pounds and known for their violent, jumping behavior. Permit are unpredictable, tough fighting fish proven to be the most captivating fish on the flats and often caught using a fly rod. These fish call the seagrass habitats and shallow bottoms that surround the Keys ecosystem home.

What makes flats fishing in the Keys so special? The sport has historical and cultural significance, bringing people from all around the world for days at a time. A no bycatch and catch-

and-release sport, it has proven to be a sustainable asset to the community that is worth keeping.

In the last 30 years, Boucek said, these fisheries have been in steep decline, with bonefish first in the mid-1990s and permit becoming less abundant and smaller in recent years.

Tarpon are not where they used to be and have changed their behavior to become harder to catch.

What can people do to bring these fisheries back to world-class status?

Boucek said flats fisheries, unlike coral reefs, have very fixable problems that can be addressed if the work focuses on different stressors to make sure the fishery is robust and healthy.

With the number of visitors to the Keys increasing each year, so has the influx of boat operators who are unfamiliar with the shallow waters. The number of flats affected by propeller scars doubled in the last 20 years.

Boucek said the flats and water quality of the local marine ecosystem are suffering from infrastructure not keeping pace with population growth in Florida.

This was evident in the recent 73,000 gallons of wastewater leaked from St. Petersburg city pipes in 2018 when pollutants were brought into Keys waters with favorable ocean currents.

Much to the surprise of many in the room, Boucek described one of the biggest local natural stressors as having more sharks than ever before. Sonar has shown that sharks are starting to associate boats with food, lurking nearby ready to snatch flats fish as they are lured to the bait or waiting for the fish to be released by the angler.

Through acoustic tagging, BTT follows the highly migratory path of Keys tarpon as far as Virginia to identify national stressors. Once one of the 170 tagged tarpon passes by a receiver, it records the tag number and time, watching day-to-day movement to see where the fish go when they leave the Keys. These silver kings leave the Keys skinny to migrate north to the Carolinas to feed and gain the weight they need to come back to the Keys to spawn.

However, with unregulated commercial bait fishing of menhaden fish in North Carolina and less stringent catch-and-release practices, many Keys tarpon are not returning from their migration north. As bonefish migrate in large aggregations to the Caribbean to reproduce, hurricanes and ocean currents also make it more challenging to maintain single bonefish populations and to keep larvae population healthy.

So what can the Keys do? To have a healthy and prosperous flats fishery, Boucek said, people must treat more fish with respect and spread awareness. This means ensuring the fish caught are released healthy and properly by reducing fight time and handling. For bonefish and permit, keep them in the water and minimize air exposure to increase their chance of survival. Tarpon should be held up right in the water and not dragged by the mouth.

What action is being taken now? Boucek interviews local anglers to identify hot spots where idle zones should be established.

BTT is working with the Florida Keys National Marine Sanctuary to put idle speed and poll troll zones on these important flats to protect fish and the arena of the fishery.

By working on these different stressors and increasing community education on the fishery, Bonefish & Tarpon Trust is taking steps to invest in a sustainable fishing industry in the sport fishing capital of the world for generations to come.

he Keys Marine Laboratory (KML) will host its annual open house event — free and open to the public — Saturday, March 7 from 1 to 3 p.m..

Located on Long Key at MM 68.5 bayside, KML will have marine animal displays, including live coral from the Florida Coral Reef Rescue Project and a sponge restoration demonstration.

There will be researchers and representatives from KML, Florida Fish and Wildlife Conservation Commission/ Fish and Wildlife Research Institute, NOAA, Nova Southeastern University, ICARE, and Keys Dives to explain and answer questions on a variety of marine science, restoration and cleanup projects happening throughout the Keys.

Topics will include the Florida Coral Reef Rescue Project, organized

by NOAA, FWC and their partners in response to stony coral tissue loss disease currently affecting the entirety of the Florida Reef Tract.

NOAA National Marine Sanctuary personnel will be onsite to explain Mission: Iconic Reefs project. ICARE, Islamorada’s new coral restoration initiative, will present its plan to restore Alligator Reef and several other reefs of Islamorada. Researchers from Nova Southeastern University will be available to answer questions about treating diseased corals in the field. Additionally, representatives from Key Dives will talk about marine debris cleanup opportunities in Islamorada.

“Our annual open house is always a great opportunity for the public to come and ask questions about the interesting science taking place right in our very own backyards,” said Cynthia Lewis, KML deputy director.

“Come join us for a fun, educational afternoon and learn how you can get involved in local marine restoration and cleanup projects.”

KEY BILLS UPDATE 30-HOUR EVAC TIME NO LONGER IN TAKINGS BILL

A

mended legislation upping the mandatory evacuation time for Keys residents to 30 hours was struck by Judiciary Committee members last week.

House Bill 587, sponsored by Rep. Holly Raschein, looks to codify a long-standing agreement between the state and local municipalities regarding takings cases in Monroe County. Legislation was originally put forth to split judgment in cases 50-50 once building permits are gone and property owners begin to sue.

During a House Civil Justice Subcommittee meeting on Jan. 29, members agreed to add language that the state wouldn’t be held liable for half the cost of certain takings liability. Language was also added to increase the evacuation time from 24 hours to 30 hours to allow for more development permits. But those provisions were struck during a Feb. 18 House Judiciary Committee meeting.

Now, bill language is back to a 24hour evacuation time and a share of potential takings liability between the state and local governments. Legislation also directs the state land planning agency to update a hurricane evacuation model after the 2020 census.

Raschein spoke to the committee during the meeting about the bill and the strike-all amendment. Rep. Joseph Geller, who sits on the Judiciary Committee, said legislation finds balance, protects the environment and splits the cost.

“You’ve done a great job on this, and this is the balance,” Geller said to Raschein. “Sometimes people get confused on these issues. When people acting through their government say we’re going to take this action to protect this area, someone has to pay for that. I think this bill gets it right.

We want to protect the Keys. We have to be tough in doing so. Both the local government and the state should bear financial responsibility to keep a Florida Keys and a Florida Everglades.”

There’s still an uphill battle, however, to get legislation to the finish line due to the large price tag associated with liability costs. The bill was referred to the House Appropriations Commit-

tee on Feb. 21.

Per a bill analysis, the state would be required to pay half of propertyrelated liability costs in the Keys. The latest estimate provided by the Monroe County Board of County Commissioners projects that, in a worst-case scenario, after the 1,421 remaining permits are allocated, there will be 8,269 parcels left whose owners could bring lawsuits based on the denial of a development permit. The total value of those parcels is estimated at $846,961,269.13.

Since state and local governments in an area of critical concern are involved in land planning regulations, both can be sued as defendants in property rights litigation. For example, a 2018 circuit court entered judgment against Monroe County and the state, finding that both defendants were responsible for “taking” the plaintiff’s property.

MOSQUITO BILL MOVES FORWARD Legislation revising requirements for the Florida Keys Mosquito Control District’s board of commissioners to borrow money was unanimously passed in the House and sent to the Senate on Feb. 20. Current legislation allows a $1 million limit on the district’s borrowing authority of a 5-year period. With the bill’s passage, restrictions would be lifted to bring borrowing of the board of commissioners in line with other agencies, allowing the district to purchase helicopters for its mosquito control operation.

PLASTIC BAG LEGISLATION STALLING Legislation in the House and Senate pertaining to plastic bags and single-use straws has yet to gain traction. House Bill 6043 would remove prohibitions of local laws relating to regulation of auxiliary containers, wrappings and disposable plastic bags, as well as repealing preemptions of local local laws related to use or sale of polystyrene products. Senate Bill 182, which would delete preemptions of local law related to regulation of auxiliary containers, wrappings and plastic bags, also hasn’t gained any movement.

LACROSSE TEAMS CLEAN TAVERNIER CREEK

T

he boys and girls lacrosse programs at Coral Shores High School teamed up for the second year in a row to clean up Tavernier Creek. Last year, the coaches, Dominique Hickory and Jonathan Lindback, wanted to do something that would allow their student-athletes to come together for some team bonding while doing good for the community.

Last year, the lacrosse programs were able to fill a truck bed with trash pulled from Tavernier Creek. This year, they well exceeded that, taking two trips to the dump.

Athletes had the chance to go out on the water via kayaks and used reusable buckets to collect the trash gathered in the mangroves and under Tavernier Creek Bridge.

"We are really looking forward to making this a yearly event,” said boys lacrosse coach Lindback. “It is a great way for our new players to bond with the team, and also brings into perspective the environmental side of our community."

The teams thanked the local businesses that made this cleanup possible. Paddle the Florida Keys donated 20-plus kayaks and paddle boards that allowed the students to get on the water and scan the mangroves for trash. Coral Shores High School donated 30 buckets to be used for holding the trash to eliminate the unnecessary use of plastic trash bags. Atlantic Trash & Transfer allowed all of the waste to be disposed of at no cost. Island Key Largo Pizzeria donated pizzas to make sure everyone was fed at the event.

“This is such a great event for the athletes and the coaches.

Each year, we get to watch our teams bond together as a lacrosse family and get to witness the impact the kids make for their environment,” said girls coach Hickory. “When they see how badly this area is trashed each time we come back, it makes them more eager to continue this tradition to make a difference on their local waters. “ — Contributed

IN SPLIT VOTE, BOCC DECIDES TO ACCEPT STATE’S 300 AFFORDABLE ROGO TIFFANY DUONG

o take or not to take? That’s been the perennial question before the Monroe County Board of County Commissioners when discussing the county’s share of the 1,300 affordable ROGO allocations from the state of Florida.

In May 2018, as a response to Irma and the shortage of workforce housing, then-Gov. Rick Scott allocated 1,300 new affordable housing building permits to local governments.

Marathon, Key West and Islamorada each accepted their 300 allocations and began amending their respective comprehensive plans to allow for the additional permits.

These municipal decisions were challenged by residents on the basis of safety during hurricane evacuations and environmental carrying capacity in a hearing that finished December 2019. A final decision is expected to come from the secretary of the Department of Economic Opportunity later this year.

The BOCC hadn’t taken a formal stance on its 300 allotments, deferring to the judicial outcome and requesting more information about potential takings liabilities. All that changed at the February meeting in Key West, where they voted 3-2 to begin the process of accepting the 300 allotments for unincorporated Monroe and to initiate the requisite text amendment to the county’s comprehensive plan and codes. Commissioner Craig Cates advocated in favor of accepting the 300.

“It may increase traffic, but we know the amount it will increase, and it’s very important for the survival of the Keys to take this affordable housing,” he said, noting that if the cities win their case and if the county rejects its share, the former would gladly get together and split the 300 amongst themselves. Commissioner David Rice was persuaded. “If we think that will happen, then I agree with you: the net benefit of us not taking them is negated,” he said.

Commissioner Michelle Coldiron agreed, saying, “What Commissioner Cates said is spot on: if we do not take the 300, the municipalities will go back and ask for them, so they will be in the county regardless of whether we own them or not.”

Two public speakers, as well as Mayor Heather Carruthers and Commissioner Sylvia Murphy, disagreed.

In addition to the 300 allotments, the BOCC heard an update on the possibility of converting some market rate allotments to affordable units. Assistant County Administrator Christine Hurley offered to come back to the BOCC in March with a “menu of options.” TIFFANY DUONG/Keys Weekly

Murphy referenced the number of concerned constituents who ask her not to take the 300. She warned, “We’re packing in like sardines, and the net will be closing one of these days.”

Carruthers felt it was premature for the commission to discuss and vote on the issue before the litigation had played out. Unlike her fellow commissioners, she was “all for it” if the county’s 300 went to the cities. She said, “That’s where the employment centers are. Why wouldn’t we want the density concentrated in our municipalities? For that reason, I cannot support it at this time.”

After hearty discussion, the commission voted 3-2 in favor of accepting the 300 and beginning the text amendments, with Carruthers and Murphy voting against.

On Feb. 19, family and friends of Given gathered with school officials, coaches and players for a special ceremony. With her No. 4 jersey retired, the Coral Shores softball field is now dedicated in her name. Holly, a standout softball pitcher for the Canes, passed away in a tragic murder-suicide in December 2017.

In attendance were Holly’s mom Lucy Doyle Given, brother Jack Given, grandmother Liz Waller, and uncle John Doyle. Joining in the dedication were coach Lesa Bonee and her entire softball team, the baseball team and staff and the lacrosse teams.

Bonee and five senior leaders from her defending conference championship team — Lexy Brito, Jena Jones, Shelby Walker, Emma Lovell and Amaya Dostaler — joined Given’s softball coaches, Paul Grewe and Mike Young in presenting Holly's jersey, in a decorative shadow box, to the family.

Grewe and Young addressed the crowd and referenced Holly’s unequaled passion for the game, her endearing personality and her four consecutive MVP awards — a distinction that separates her from all other Coral Shores athletes. Bonee spoke of how honored she and her team are to use Holly as a softball role model.

"Our goal as a team will be to live up to the standards established by Holly,” Bonee said.

Another touching moment was the reuniting of Holly’s coaches and softball family. Former teammates who shared in the ceremony included Michelle Sexton, Shelby (Gentes) Price, Lauren Sanchez, Stephanie Lietaert, and Cortney Molnar. The 2008 softball team placed an honorary wreath at home plate.

Special thanks went out to schools superintendent Mark Porter and the entire Monroe County school board for supporting the "naming rights" initiative. Those participating in the celebration included school board vice chair John Dick; executive director of assessment and accountability David Murphy; Coral Shores principal Blake Fry; CSHS assistant principal Kristy Bedell; Plantation Key School Principal Lisa Taylor; and Holly’s softball coach Tracy Dobson.

M

ireya Mayor has led an unconventional life — even for a National Geographic explorer — and she wants to tell people all about it.

Her story includes a Fulbright scholarship, National Science Foundation fellowship, a stint as an NFL cheerleader with her hometown Miami Dolphins and co-discovering the world’s smallest primate. She’s also mom to six kids and FIU’s new director of exploration and science communications initiative.

Mayor’s life has been shaped by her love of the wild and her drive to protect it.

“Being out in the wild is my favorite thing about any expedition — being out in nature and unlocking a possible mystery. That motivates me,” she said.

That propensity for exploration was what first inspired her to “hang up my pom poms and take up a pair of hiking boots and a backpack,” a journey she talks about in her memoir, “Pink Boots and a Machete: My Journey From NFL Cheerleader to National Geographic Explorer.”

She traveled to Madagascar, where in 2000, she co-discovered a species of microcebus, or mouse lemur. Her work with the rare primate inspired the prime minister of Madagascar to establish a national park conserving the last 10 percent of the island nation’s once vast forest to help protect the new species.

“Most of the animals that I work with are critically endangered and at risk of going extinct within our lifetime,” she said. “Some places I’ve been to are rare and unexplored regions that people don’t know much about.”

Mayor discusses her exploits to captivate and inspire her audiences to care about animals and places they may never see. Her goal is to inspire them through behind-the-scenes stories and vivid images and videos to care enough to want to protect them.

“We scientists need as much help from everyone to take on all the challenges we are facing from the climate crisis to the extinction crisis, because once those species are gone, they’re gone forever,” she says.

She feels a responsibility as a scientist to communicate information and to connect to people in more than just a superficial way. She wants to inspire change, and believes that the power of science communication lies in its ability to transform data into action.

“I’m a scientist and a science communicator,” she says. “I don’t think one can live without the other.” The primatologist and wildlife correspondent agrees that science is of the utmost importance but also asserts that without science communication, “it’s just language and files.”

“I want people to walk away inspired,” she says. “There’s hope in spite of the challenges we’re facing.”

Mireya Mayor will share her personal journey Thursday, March 5 at the Florida Keys Brewing Company (81611 Old Hwy., Islamorada). The talk is part of FIU’s monthly Ocean Life series and will be hosted by FIU and the Friends of the Cultural Center. The talk is free and open to the public. he Islander Resort hosted a sold-out seaside soirée, raising funds for the College of the Florida Keys on Feb. 15. Amid pirate swords and mermaid tails, attendees helped raise money for the college, which is celebrating its expansion into the Upper Keys with a new campus as well as its growing degree offerings. Jonathan Gueverra, president of the college, was grateful and excited. He said, “I had no clue how we were going to make the new campus, but today, we’re days away from breaking ground!” Gueverra expects the building to finish construction around August 2021. “It’s the realization of a dream a long time coming,” he added. Party-goers were treated to dinner and dancing under the stars as well as a live collaboration painting that was then auctioned at the event.

MARINE LIFE LESSONS COLLEGE OFFERS NEW BACHELOR’S DEGREE

n its continuing effort to expand its education offerings, while shedding the label of “community college,” the College of the Florida Keys recently announced the coming addition this August of its third bachelor’s degree program, in marine resource management.

The degree is the first of its kind in the nation, with a curriculum that emphasizes the development of technical skills required for a career in marine resource management.

“Field experience in marine settings will enable students to integrate theory with practice,” said Amber Ernst-Leonard, spokeswoman for the college. “Students in the hands-on program will acquire specialized skills in restoration and conservation biology/ecology, extensive practical skills in data collection techniques and technology, and an understanding of best management practices and policies for both biological and submerged cultural resources.”

The college will hold an information session for prospective students interested in applying to the new program at 5:45 p.m. on Tuesday, Feb. 25 at the Tennessee Williams Theatre on the college’s Key West campus.

Attendees will receive a code to apply to the program at no charge, a $30 savings. More information about the marine resource management program can be found on the college’s website at fkcc.edu/marinescience.

The school worked with its marine science advisory board, along with other partners that include: Florida Keys National Marine Sanctuary, Florida Fish and Wildlife Conservation Commission, NOAA Fisheries, National Park Service, Mote Marine Lab, Rising Tide Conservation, Reef Relief, Coral Restoration Foundation, Key West Aquarium, and the American Academy of Underwater Sciences.

The newest bachelor’s program is the third now offered through the College of the Florida Keys. A bachelor of applied science in supervision and management launched in 2017 and a bachelor of science in nursing began in 2019.

Beyond Key West The new marine resource management bachelor’s program will not be exclusive to the Key West campus, College President Jonathan Gueverra said in September 2019, as plans for a new Upper Keys campus were being finalized.

The new Upper Keys facility is slated to open in summer 2021.

The new bachelor’s program is one of several new and emerging programs in the works for both Key West and the Upper Keys campuses, including construction technologies and a pharmacy technician program.

The new facility will replace the college’s increasingly limited space at Coral Shores High School and allow the college to double its capacity, to serve more than 300 students annually.

The 2.12 acres will be home to a twostory, 38,000-square-foot facility that’ll accommodate community education, as well as workforce and apprenticeship training programs.

“We’ll be able for the first time to offer programs in Key West in our Upper Keys facility and not have it cost us a whole lot more in time and effort and resources, because we should be able to attract people who want to go to school who aren’t from the Keys,” Gueverra said. “They might move from any other part from the state of Florida and move to Key Largo to attend classes. It’ll be a small enough campus that they’ll have the same sense of being that a student here has, where it’s small and we get to know who they are.”

EYE ON THE PRIZE MARKETING MAVEN CREATES VISION BOARDS TO TURN DREAMS INTO REALITY

E

TIFFANY DUONG is a self-made mermaid who loves all things cheesy (romantic and dairy) and thrives in the 3 am hour. She believes in leaving it all on the field and has never met a (mis) adventure she didn’t love.

arlier this year, I made my first vision board. It sits at my writing desk immediately behind my laptop screen, and any time I look up — tired, frustrated, stuck or otherwise — it’s there. It’s also the first thing I see after I finish something I’m proud of.

It reminds me — with its colorful yogis in headstands and directives to “wear confidence” and “align myself” — what I’m working toward. In those quiet moments of pause, my vision board is working its magic.

A vision board is a physical collage of pictures, affirmations and things that represent your goals. It can express what you want to do, have, learn, be and feel. The creation process results in a physical “sacred space” that visually displays what you want your life to look and feel like. And, when you look at that board every day, it helps realign your choices — big and small — toward that goal life.

Marketing maven Nikki Bussard has been making vision boards for 15 years and leading workshops like the one I attended for 12 years. Bussard uses her vision boards as the marketing arm for her brand strategy business, Marketing Bodega, and helps others create boards that turn their dreams into reality.

“Vision boards allow you to keep your eye constantly on the prize, so you don’t just write down your goals and put them away,” says Bussard. “It keeps them in front of you when you set your intentions every day and keeps you accountable to meet those goals.”

Vision boards work through the interplay of visualization and manifestation. Every time you look at your board, you’re doing a short visualization exercise.

For decades, Olympic athletes and powerhouse CEOs alike have used visualization to activate brain patterns that improve performance. Psychology Today reported that similar brain patterns are activated when weightlifters lift heavy weights and when they just imagine doing so. The visualizations are “mental rehearsals” which affect many cognitive processes in our brains, like motor control, attention, perception, planning and memory.

Because of that, they can also affect the outcomes of some actions. Consciously and subconsciously, when you look at your vision board often, you realign your decisions and actions with what you see. You begin working toward your dreams instead of just working, transforming the theoretical pictures into your real life.

“Most business people are into it because they understand the power of manifesting and creating goals. People who are passive about goal setting and intentions might think it’s woo woo, but you can’t just sit around and wait for your goals to come true,” says Bussard.

“That never works, for anyone!”

Bussard’s past clients and workshop participants include Realtors, doctors, small businesses, financiers and even her own kids. Some make separate personal and business boards or layout strategies for an account they want and sales targets. It’s a tool for anyone who wants to see things come to fruition, she said.

Bussard also notes, “You can add stuff, take away stuff, and change what’s on your board any time, as what you think you want changes — because we change and so do our aspirations.”

Amazingly, everyone Bussard knows who uses vision boards has had things come true. Rapunzel Maurice, one of Bussard’s workshop participants, cut out a beautiful island house on her board, knowing nothing about it. Maurice’s husband was transferred to the Bahamas, and to her shock and joy, that exact house was up for sale. Bussard smiles, “They bought it! Rapunzel came back into the office screaming and telling everyone that her vision board had come true.”

In Bussard’s own life, she’s manifested her first book. She wrote the manuscript in 201415, put on her vision board this year that it would be a New York Times bestseller and had it accepted by the first publisher she sent it to in October 2019. It comes out this spring.

“We have the ability to create our own destiny through how we think,” explains Bussard. “When you define what you want for yourself, the vision board becomes a path to help you get there. You have the ability to change your life and create a life that you want.”

hoppers filled Founders Park as they eyed bargains and sought out boat vendors, drank Bloody Marys and rum punch and ate sandwiches and turkeys legs during the 25th annual Upper Keys Rotary Club’s Gigantic Nautical Flea Market on Feb. 22-23. More than 270 vendors with fishing gear, arts and crafts and nautical items filled the Great Lawn. Nonprofits lined the beach, while a dunk tank entertained crowds and raised money for Good Health Clinic. Over at the food tent, Rotarians and high school students were busy preparing breakfast during the morning and burgers and sandwiches throughout the afternoon. Around $200,000 is generated from the annual shopping event, and it goes to support graduating seniors’ next journey, whether it be a technical school, college or university.
