Better, safer, cleaner neighborhoods. Those were Monroe County Sheriff Rick Ramsay’s words as he reported a 13.6% reduction in crime for 2019 to community leaders in Key Largo recently.

In the past two years alone, Ramsay said, crime went down 30 percent.

“This is the safest it’s ever been,” he said. “Crime still exists. But overall, this is one of the safest places to live, work and play.”

Ramsay attributes the downtick in crime to several factors, including the community policing approach among the men and women who patrol the streets and neighborhoods. Through-

out the year, deputies will take part in community cleanups, interact with youth at local schools and volunteer at events.

“First off, there’s got to be a vision from the CEO of where you want to go and what your goals and objectives are,” he said. “Those goals and objectives focus on community policing and reducing crime.”

“Another factor is we have some of the best men and women in law enforcement in Monroe County,” he continued. “We are so blessed. You know a lot of our staff from the captains to the lieutenants. These people are your friends, and that’s part of our community policing program — to be involved in the community.”

jor index crime, or felonies. The state averages around 25% to 26% in solving the worst crimes. In 2019, Ramsay said the sheriff’s office had a 43 % solvability rate — up from 38.3% the year before.

“We’re evaluated by the Florida Department of Law Enforcement about our effectiveness. They evaluate police departments and sheriff’s offices across the state to see how effective you are,” he said. “The things we’re doing to work hard to focus on you — the quality of life — and focus on proactive policing versus reactive. A lot of agencies are reactive. They wait for the call. We try to prevent and ensure and focus to try to stop it before it happens. If it does happen, we stay aggressive to solve it.”

The Monroe County Sheriff’s Office holds five professional accreditation certifications, including both national and Florida state law enforcement accreditations. By being accredited, Ramsay said the office lives by the best standards and practices in the industry.

“We take a lot of pride in that, and we think you should too,” he said.

“These are our efforts to make sure you have the best law enforcement agency anywhere, and you feel confident about this agency and where we’re headed.”

With effective policing and top accreditations, the sheriff also takes his fiscal responsibility seriously. Last year, Ramsay gave back $5.7 million to the county commission. It’s due in part to programs like Trauma Star, which flies 1,000 missions and saves many lives each year. The flights generated $1 million to the county.

Space at the Stock Island Corrections Facility is rented to jail federal inmates. As a result, the jail made $2.2 million last year.

“This year, we negotiated with the feds, and we’re expected to make about $3 million, which I give back to the county,” he said.

BRIEFLY Gigantic Nautical to affect U.S. 1 traffic Motorists on U.S. 1 should give themselves extra time to get through Islamorada this weekend as the Nautical Flea Market at Founders Park will impact traffic on U.S. 1. The event is scheduled to run 8 a.m. to 5 p.m. on Saturday, Feb. 22 and from 9 a.m. to 3 p.m. on Sunday, Feb. 23. Weekend traffic through Islamorada is typically heavy and this weekend should be even more so near MM 87 and the park. Deputies will be assisting with the flow of traffic.

BOCC candidates debate Monday The Upper Keys Republican Club is hosting a debate among the candidates for Monroe County Board of County Commissioner District 5 on Monday, Feb. 24. The forum held at the Coral Shores Performing Arts Center goes from 5:30 to 8 p.m. The candidates are Robby Majeska, Mike Forster and Jose Peixoto. The debate is open to the public. The debate will be moderated by Jack Bridges.

Creating beautiful, low-maintenance gardens The seventh lecture of the season in “The Delicate Balance of Nature” series, set for Feb. 26, will be “Marrying Beauty and Sustainability in Creating a Garden” presented by garden designer Ann Lucey. She will give tips on how you can create a Florida Keys garden that is functional, ecologically balanced and inviting. The talk will be at the Visitor Center and Aquarium building inside John Pennekamp Coral Reef State Park, located at Mile Marker 102.5, oceanside. There is no cost to enter the park for the lecture series.

Trolley through time this weekend The Matecumbe Historical Trust continues the historical “Trolley Tour through Time” on Saturday, Feb. 22.

The first tour will start at 10 a.m. from the Whale Harbor Restaurant, located at 83413 Overseas Highway. A monitor is located at the front of the trolley showing over 90 photos of the past as you see them as they are today. Tours take approximately one hour. Call for reservations as seating is limited. hen I packed up my backpack and left Southern California, this is not exactly how I pictured my life developing. For $100, I bought a one-way ticket from Los Angeles to Miami from the classified section of the Los Angeles Times. I had to borrow the $100 from a friend as the budget for my big plan was razor-thin. When I landed at Miami International Airport in October 1989, I had about $300 in my wallet, no credit card, no job and no place to go.

That first night, I slept in the airport, on the floor, using my backpack as a pillow. The next morning, I brushed my teeth in the airport bathroom, found my way to the Greyhound bus terminal, and bought a ticket to Fort Myers. From there, I hitchhiked out to Captiva Island and the rest is, as they say, history.

Since I was 16, the only things I ever wanted were to drive a Jeep, live on an island and write. Back in 1989, I was a fiction writer, writing short stories and submitting them to magazines and journals. Rejection letters were routinely delivered to my mailbox. For those trying to get published, rejection is a constant reality for writers. But, I did manage to buy my first Jeep in 1992.

Unhappy with my performance as a writer, I packed up the Jeep in 1993 and moved back to Southern California where I enrolled at California State University, Long Beach. I earned my bachelor’s degree in English and graduated in 1996. After, I packed up the Jeep again, drove back across the country to South Florida, and continued my pursuit of the writing life. This time, I was living in Fort Myers and waiting tables out on Sanibel Island.

I continued to write fiction, crafting short stories, submitting them to magazines and being rejected. Now, some of the rejection letters were notated with positive comments from editors. One day, I received an acceptance letter that had a check with a $5 payment inside. I was a paid writer. I never cashed the check and still have it in a small box filled with special things.

But, because I wanted to make sure I was doing everything I could to be successful, I applied to graduate school.

The University of Miami accepted me and I was awarded a James A. Michen-

er Fellowship. I earned my master’s in creative writing, graduated in 2001, and moved to Plantation Key. I continued to write every day, working on short stories and several versions of a novel. In 2004, I met my future wife, the beautiful Michelle Bertelli, hair stylist extraordinaire and one of the top bridal specialists in the Florida Keys. I also bought my second Jeep. In 2007, I won the Key West Writers Guild award for a novel-in-progress. Shortly thereafter, I stopped writing fiction. The metaphoric road down which I had been traveling forked and I ventured down my current historic path.

Beyond the occasional late night dabble in the world of fiction, I have not played with those kinds of words in more than a decade. My world has been drawn around the history of the Florida Keys in general and the Upper Keys in particular, which I study and write about nearly every single day. In addition to my current gig, I have published several books and have been writing a history column in the local newspapers since 2012.

After working in the hospitality industry for 25 years, waiting on tables and bartending, I was able to hang up my apron in 2014. I was afforded the opportunity to curate the Keys History & Discovery Center, to build a museum about Florida Keys history from scratch. Working at the Discovery Center is a lot like writing a big book of Florida Keys history, but one where I get to incorporate images, artifacts, interactive features and the coolest model of Indian Key ever made.

At the end of the day, at the end of every day, I live on an island, in a house we bought on Plantation Key in 2013, and make my living writing. In 2017, I bought my third Jeep. Last year, we celebrated our 10th anniversary with a vacation at the place I had hitchhiked out to 30 years prior with nothing but a backpack, $300, and a dream – Captiva Island. No, the life I set off to find more than three decades ago is not exactly the life I uncovered, but it simply could not have turned out better.

RESTORATION BLUEPRINT Stakeholders weigh in on Sanctuary proposal NOAA’s Restoration Blueprint was introduced at the Sanctuary Advisory Council’s meeting in August, and the community has been buzzing about it since.

The proposal seeks to balance the need to bring our marine environments back to health while still promoting the economies and industries depending on those resources.

Four alternatives were presented, but constituents were invited to comment upon as much or as little of the proposals as they wanted – whether that be a specific reef, certain regulations, or an entire alternative. Alternative 3, the sanctuary’s preferred plan, would result in major changes in terms of expanded boundaries, additional zoning, tighter regulation and a new management plan.

Keys Weekly spoke with environmentalists and stakeholders in affected industries about NOAA’s Restoration Blueprint.

Dear Sanctuary Officials …

T

hose of you involved with the proposed expansion of the Florida Keys Marine Sanctuary will likely remember I served on numerous NOAA and Coral Reef Sanctuary committees.

In 1975 I became a GS 15 research employee of the U.S. Geological Survey. During my tenure, FKNMS, along with the U.S. EPA, funded several of my geological research projects. During that time I cooperated with and worked with the many sanctuary managers and personnel who cycled through the Florida Keys.

In an early self-funded study in 1966, I transplanted staghorn coral to determine growth rate and the reasons why this species does not live near shore in the Florida Keys.

I clearly recall when disease began affecting staghorn and elkhorn coral both in the Keys and most of the Caribbean. The peak year of coral death was 1983. Black Band disease in massive corals began later in 1986. Together with several colleagues I unsuccessfully lobbied the Sanctuary Program to fund research into the causes of coral diseases. During that time, sanctuary management remained focused mainly on anchor and boat damage.

Since those early days coral both on Florida reefs and the Caribbean continued to decline.

Today, live corals only occupy approximately 2 % of the Florida reef tract. I watched and photographed the decline each year from 1960 to 2015 as shown at: archive.usgs.gov/archive/ sites/coastal.er.usgs.gov/african_dust/images/ CoralSequencePoster.jpg> The live corals remaining are generally referred to as small, “weedy species.” The huge 100- to 200-year-old massive species are essentially gone. They are presently being consumed and converted to reef sand by boring sponges and parrotfish.

The various causes of coral decline in the Keys remain controversial but can be correlated with increasing Keys-wide population growth.

Remember, correlation is not causation, but sometimes it is. My USGS groundwater studies conducted during the early 1990s most everywhere in the Keys revealed net seaward movement through the permeable island limestone.

Our analysis also discovered fecal bacteria in

the groundwater being upwelled mainly on the Atlantic side of the keys. Our studies also confirmed the reason groundwater moves seaward.

I am gratified that our monitoring studies helped justify installation of the sewage system and additional treatment plants, of which some are still under construction. However, it concerns me that treated fresh water-based effluent from treatment plants is being injected into the underlying saline water table through disposal wells little more than 100 feet deep. That effluent, and all it contains, floats back up to the shallow water table just below the surface and moves seaward on the underlying saline water.

In summary, if one flushes a toilet, takes a shower, or fertilizes a lawn, nutrients (including chemicals such as Oxybenzone from sunscreens and other cosmetics) move seaward and eventually upwell offshore. The sanctuary program cannot prevent these bacteria and toxic chemicals from entering our coral reef areas.

For that reason I suggest continued management of reef fish and lobster without enlarging management areas. Enlarging boundaries will not rectify the situation described here.

Resources should therefore be focused mainly on determining which toxins and microbes have caused coral diseases. Excellent research into causes of coral disease is currently being conducted at the University of Miami Rosenstiel School of Marine and Atmospheric Science. Dr. Baker and his team are conducting the kind of science under controlled conditions that some of us lobbied for in the 1970s. We are very pleased that such research is now being conducted. Such research is needed before corals are transplanted to the offshore waters in the Florida Keys.

Coral transplanted under present conditions (including rising temperatures) will likely succumb to the same diseases and chemicals that led to their demise in the first place. In addition, justifying coral transplanting to encourage more tourism and residents seems counterproductive. The Florida Keys I know so well has been, and remains, overpopulated. Do we need more people?

TYING UP LOOSE ENDS BOCC VOTES TO REMOVE OLD PROVISION ALLOWING SOME LOWER ELEVATIONS TIFFANY DUONG

n January, the BOCC took the last required step to upgrade to a Community Rating System (CRS) Class 4 designation -- or so they thought.

The Community Rating System (CRS) recognizes communities that manage their floodplain risk which, in turn, earns the entire community a flood insurance discount off their premium. The upgrade from a Class 5 to a Class 4 will save flood insurance policyholders an additional $1 million annually.

During reviews for the upgrade, an old provision in the Land Development Code was discovered allowing manufactured and mobile homes to rebuild on 36-inch piers rather than elevating completely to minimum base flood elevations, said Assistant County Administrator Christine Hurley.

“This is considered by ISO (Insurance Services Office Inc., which works with FEMA and insurance companies to review CRS applications) and FEMA to be not 100% in compliance with having regulations that eliminate flood risk,” said Hurley. “Therefore, if we do not eliminate this allowance, we will likely not be classified into a Class 4.”

Staff were surprised by this “holdover from decades ago,” when mobile homes were given special exceptions as affordable housing, said Hurley.

“They’re still affordable housing, but we all know how they survived Irma. They did not, and allowing them to be built on 36-inch piers is not in the best interest of public safety,” she said.

Commissioner Craig Cates agreed. He said, “At 36 inches above grade and with no height requirement for grade to be set, this could be just 2 feet above sea level. That’s dangerous.” He added, “I don’t know how this passed years ago, but it’s time we change it.”

Commissioner David Rice incredulously said, “As is, we’re taking the most vulnerable in Monroe County and putting them in the most vulnerable place. We can’t do that.”

Hurley requested moving forward with a code amendment to eliminate the exception for these mobile home parks. In order to achieve a CRS Class 4 rating manufactured and mobile homes must be compliant with everyone else. She noted that any code changes would be open for public input and would come back to the BOCC for final approval.

Mayor Heather Carruthers was quick to point out that the change would only apply for new repairs or replacements and would not require current homes to be retrofitted.

“This only applies when a mobile home is damaged beyond 50% of its value or if someone wants to voluntarily change,” said Carruthers. Commissioner Michelle Coldiron added, “Yes, they don’t have to do anything today. It’s only if they’re under repair or if they choose to change.”

The commission voted unanimously for the amendment. Coldiron said, “This will impact our mobile home parks in the county. What it will do, though, is make them flood-proof.”

Coldiron acknowledged that some might be upset by the decision, which could make it harder for an elderly person to climb up steps to their unit. “It gets offset, though, when the first flooding happens, and they’re high and dry and can move back in right away.”

n the bayside in Lower Matecumbe, a sandbar is growing in popularity. As a result, residents living near White Marlin Beach are expressing concern over a situation that’s getting out of hand with drunks hopping off their boats, venturing away from the sandbar and coming onto private property.

It’s also become a safety issue on the water with the number of boats frequenting the sandbar, and jet skis zooming as snorkelers explore the waters.

Before speaking to Islamorada council members on Feb. 13, Port Antigua resident David Petkovich played a 4-minute clip with pictures of numerous boats on the sandbar and trashing from all the activity. Video during the clip showed disorderly people trespassing onto private property — and even becoming physical with property owners.

“When you watch this, if i told you that I had 20 people coming onto my yard in one day at a time, you may not believe this,” he said. “I’ve had people sitting on my stairs at night who come off the boat party.”

Over the past months, petitions have been going around within the community. Petkovich said a majority on White Marlin want a swim zone.

“People who watch this day in and day out, we think if we do it at 300 feet, we think it will curb 6090% of the problem,” he said. “We really think it’ll break it up. Then what we’ll have there is a tradition in the Keys of people coming with kids and enjoying the sandbar.”

Village Attorney Roget Bryan said meetings with residents, Florida Fish and Wildlife and council were held in 2014 when matters out on the sandbar were getting out of hand. Talks swirled around a swim zone that would essentially ban boats as well as kayaks and paddleboards.

“Our legislation here, if we do something, will target the water side,” he said. “The trespassing issues on land, that’s another problem. There’s multiple tiers to this issue. If council desires to re-explore this area, there’s a couple pieces we should revisit, one being distance and how this thing looks. Three hundred feet is a very enforceable and almost standard for this type of swim zone.”

Councilman Jim Mooney said the ball should get rolling sooner than later on a solution..

“It’s nothing outside the norm of what’s being done now with buoy and/or signage of slow speed only,” he said.

Council unanimously approved a resolution encouraging Florida legislators to repeal state preemption of local laws regulating plastics and polystyrene products. Senate Bill 182 and House Bill 6043 look to remove state preemption and passage of these bills would allow the village and other cities and counties to regulate use of plastic shopping bags and other products.

ive years ago, Craig and Cheryl McBay opened Florida Keys Brewing Company (FKBC), the first and only 100% locally owned and operated brewery in Islamorada. On Feb. 16, they celebrated their milestone in true FKBC style – with iguana races, axe throwing, live music, and, of course, lots of beer. The McBays bought the original warehouse at the Morada Way Arts & Cultural District in 2014 and celebrated their grand opening in March 2015. Subsequently, they opened the Beer Garden, dedicating the OG taproom primarily to tours, special events and, well, brewing the beer. Offering delicious, local and unique brews, FKBC has also grown to fill an entertainment gap in the Upper Keys by hosting fun and frequent events. In honor of their special five-year occasion, FKBC opened the original taproom for the day and featured their unofficial anniversary beer “Big Dick,” a stout aged in Jack Daniel’s barrels and named after the late Jack Snipes – a local musician known for his band Big Dick & The Extenders (or for some – Big Richard & the Family Fun Band). There were dedicated iguana racing pit crews (like Team Lighting McGreen), brew-serving mermaids and Iguana Bait-yielding Mr. Iwanna Iguana.

T

he first Monroe County-approved tiny home received a permit this week in Key Largo.

The pilot project is one of two planned homes the Monroe County Board of County Commissioners approved in December 2018 to serve as code-compliant models for residents who are rebuilding after losing their homes during Hurricane Irma. The commissioners wanted to be creative and find products that are wind- and flood-resistant that homeowners can consider as replacements after Irma.

The home will be delivered to Jenny Lane in Key Largo in about three weeks and will be open to the public to view and tour after it is

hooked up to utilities and inspections are finalized. This home is one bedroom and one bathroom, a little less than 400 square feet, code compliant, and starts at $85,000.

“I am very excited about this project,” said Monroe County Assistant County Administrator Christine Hurley. “More than 4,000 homes throughout the Keys were destroyed or majorly damaged by Hurricane Irma, and these tiny home prototypes are code compliant, more resilient alternatives to mobile homes.”

The county solicited proposals to design and build different resilient code-compliant prototype tiny homes on county-owned land. Cornerstone

Tiny Homes owners Kim and Brett Hiltbrand had a vision to create safe, small-footprint homes that would be a viable option for those struggling to own or rebuild their home. They provide their clients several floorplan options, which all meet Florida’s building code and can withstand winds up to 180 mph. “The officials in Monroe County are forward thinking and we appreciate how proactively they’re working to solve the affordable housing dilemma,” said Kim Hiltbrand. “The Cornerstone team is honored to place one of their homes in Key Largo and hopefully many others once the tiny home pilot program in Monroe County proves successful.”

RAS Engineering also developed plans and is in the permitting stage for an elevated storage container-type tiny home on Big Pine Key. The homes will be used as affordable housing after being opened to the public for viewing.

The county may reissue a solicitation to build another tiny home project later this year.

The group of 12 people from across the country will work to streamline mitigation grants, study obstacles, make recommendations and give their perspectives on ways to improve community abilities to leverage grant funds to rebuild their structures and infrastructure to be more resilient when storms affect the physical environment.

SOCCER STANDOUT TAKING TALENTS TO NORTH CAROLINA

oral Shores senior Kyla Catarineau inked her women’s soccer National Letter of Intent with Greensboro College on Feb. 5 — the first date to sign national letters of intent.

A three-year standout in the Hurricanes program, and a former Monroe County Player of the Year, Catarineau has also excelled at the club level for more than 10 years. She currently plays for Cutler Ridge Soccer Club in Miami. She selected Greensboro over a number of other attractive offers in large part because of her familiarity and respect for the “Pride” soccer program.

Kyla’s older sister Keeley, a 2018 Hurricane grad, is a rising senior and captain of the team at Greensboro.

“Kyla has worked hard and sacrificed to earn this opportunity for herself,” said Missy Catarineau, Kyla’s mother. “The fact that she and Keeley will be teammates in college is a unique situation we are excited to witness. We are so proud of Kyla’s accomplishments and look forward to the 2020 season of Greensboro College women’s soccer.”

Kyla said she's excited to play with her sister at the college level.

“This is a dream come true,” she said. “I’ve worked my whole life for this and now not only do I get to play soccer in college, but I get to play one more year with my older sister. I also want to use this opportunity to thank my dad and mom for their dedication to my goal.

I think they have been at every match I’ve ever played and they’ve constantly provided me encouragement and support.”

Jordan May, Greensboro head soccer coach, expressed his excitement for Kyla.

“We feel strongly in her ability to contribute to our program on the field, in the classroom, and being a positive member in our campus community. We look forward to welcoming her to campus in August,” he said.

Coral Shores athletic director Rich Russell said Kyla combines superior talent and intellect with model passion and commitment to the game of soccer.

“We are all thrilled for Kyla and realization of her dream. I can’t wait to follow Keeley and Kyla’s combined exploits next year,” he said.

he 2020 year has started out to be a good one for the Key Largo Wastewater Treatment District’s Plant Operations Department.

Recently, the district was selected to receive a 2019 Domestic Wastewater Plant Operations

Excellence Award for the South District from the Department of Environmental Protection (DEP) in recognition of outstanding treatment plant operation, maintenance, and compliance. In addition, the district’s Adam Baptiste was recognized at the Jan. 21 Key Largo Wastewater Treatment District's board meeting for successful completion of the wastewater treatment plant operator class C exam.

he second graduating class of the Monroe County “Hot Shots” training program at the county’s Joe London Fire Training Academy wrapped up on Jan. 17 with 27 new graduates successfully completing the 456 hours of intensive classroom and rigorous practical training over the past 3-1/2 months.

This program – approved and funded by the Monroe County Board of County Commissioners – provides free firefighting and first responder training for qualified Monroe County residents in exchange for a commitment to work or volunteer as a firefighter anywhere in the Florida Keys for three years.

The program waived the $2,200 curriculum fee for qualified local residents – 18 and older with a minimum of a high school diploma or GED – to take the Firefighter I and II courses at the county’s Joe London Training Facility on Grassy Key. The students successfully completed 17 performance objectives of the firefighter program and are now prepared to take the state Firefighter I and II examination. To be hired at Monroe County Fire Rescue, a candidate must also complete EMT training.

“I would like to thank this group of individuals who came together as one and chased the dream of becoming a firefighter,” said Charlie Mather, Monroe County Fire Rescue training chief.

“I have challenged you and pushed you this entire program and I have one more challenge for you: I challenge you to be the best you can be.”

The purpose of the program is to lower the high turnover rate of firefighters, which is costly and disruptive.

Due to the high cost of living, Monroe County Fire Rescue routinely hires firefighters who live on the mainland and commute to their assigned stations throughout the Keys.

t’s the biggest shopping event of the year, and it all happens this weekend at Founders Park in Islamorada.

This year’s 25th annual Upper Keys Rotary Club Gigantic Nautical Flea Market, presented

by Richard C. Fox Plumbing, brings just over 270 vendors from around the state, as well as North Carolina, New York and Texas, for two days of shopping, eating, drinking and activities. From boats and fishing gear to artistic creations and honey, there’s something for everyone during this year’s “Boat Show with a Beach” event Saturday and Sunday, Feb. 22-23.

Rotary members will be serving up all-you-caneat breakfast for $5. Lunch is served from 11 a.m. to 4 p.m. on Saturday and from 11 a.m. to 3 p.m. on Sunday. Choose from a menu that will be sure to satisfy everyone’s hunger.

“We start off with our famous all-you-can-eat breakfast including sausage, hash browns, scrambled eggs and pancakes,” said Don Horton, Rotarian and grillmaster. “Then we transition to the best burgers in town, fried fish, conch fritters and hot

dogs. We throw in some of Eddie’s famous paella, chicken fingers, sausage and fries. Who knows?

There might be a few other surprises in the mix!”

With waves of shoppers entering the park, the annual event has raised millions in direct scholarship aid that’s helped local graduating students from Coral Shores High School and current scholars for decades. Ninety-three percent of students graduating go on to some form of higher ed, whether that be technical school, a state college or university.

“How do they afford that? One way is scholarships given out by many organizations in this community. Another route I am considering is to attend Army-Baylor University for my DPT program, so then I can work with military personnel on active or reserve duty.

On their last clean-up dive, Key Dives hit 9,431 pounds of debris removed from local reefs. Cortney Benson, the marine conservation coordinator, said, “We are extremely close to picking up our 10,000th pound of marine debris and I could not be more proud of the people I am surrounded by for getting that done.” The difference can be seen in how much less debris there is. The dive shop used to remove 500 to 700 pounds on a trip, but now they find 100 to 200 pounds. Benson added, “This is the start of a long and ongoing process.

We need to remove the debris that is already there, utilize education to reduce what is ending up on our reefs in the first place, and replant the corals we have damaged through mis-anchoring, ghost fishing gear and other debris. I hope everyone had a great holiday season and I’m happy to report that we had few reports of any serious incidents. I continue to attribute that to all of you who work alongside our Deputies in keeping our community safe. We can’t keep our neighborhoods clean and safe places to live, work and play without your help.

Though we had a positive holiday season, unfortunately, we have seen a recent spike in vehicle burglaries, mainly in the Upper Keys. Most of these cases involve unlocked vehicles. Unlocked doors make whatever is inside easy prey for thieves. In two of these vehicle burglaries, firearms were stolen.

PLEASE HELP THE SHERIFF’S OFFICE IN SPREADING THE WORD: LOCK YOUR VEHICLE DOORS! It’s an easy and effective way of curbing crime. I know that we can make a difference when we work together.

I’m excited to report that overall crime was down 13.6 percent for 2019 in Monroe County, while the clearance rate of crimes in 2019 was 43 percent, up from an outstanding 38.3 percent for 2018.

Put another way: The instances of reported crime has never been lower while our ability to solve crime has never been higher. And for perspective: The Sheriff’s Office has a clearance rate that is approximately 70 percent higher than the state average (the state average is 25.3%).

T

he Good Health Clinic is excited to announce this year’s 2020 Big Kahuna contestants. Every year, the clinic selects exceptional individuals from a pool of nominees in Monroe County to compete and raise funds while spreading the word about Good Health Clinic services.

“Through these individuals’ amazing efTHE CONTESTANTS DEREK PAPP Orthopedic surgeon, Mariners Hospital Dr. Derek Papp moved to Key Largo after Hurricane Irma and immediately fell in love with the community. He’s an orthopedic surgeon who attended Johns Hopkins for medical school and residency, and completed a sports medicine fellowship with his current partners at Doctors Hospital in Coral Gables.

He also works as a team physician/consultant for the Baltimore Orioles and spends much of his free time helping the team out wherever asked — and he traveled to Korea and Mexico as a MLB physician during the World Baseball Classic. Papp recently organized an international conference for orthopedic surgeons in Antarctica.

"The Good Health Clinic provides an important and amazing service to the Keys community,” Papp said. “They’re easily some of my favorite and most thankful patients. It’s an honor to be asked to help this year and it was very easy to say ‘yes!’”

DANISE “DEEDEE” HENRIQUEZ Monroe County Tax Collector Henriquez has been at the tax collector’s office serving Monroe County for 31 years, and 20 years as Monroe County tax collector. She has seven offices throughout the Keys. She has been married for 37 years and has two adult children, Ralph and Ashley.

“I am running to be crowned as the next ‘Big Kahuna’ because the Good Health Clinic provides health services to low-income and uninsured residents in the Keys, and this is a charity that greatly benefits our community,” she said. “I am honored to be asked to be a part of this event.”

ith care from Good Health Clinic, a housekeeper who just made ends meet was able to get the insulin she needed for her Type 2 diabetes. A boat captain received the screening and cataract surgery needed to extend his career.

Good Health Clinic is a charitable organization that provides health care to low-income, uninsured residents in the Keys. Those who meet the eligibility requirements can use the Good Health Clinic as their primary care home.

“People can come for wellness and things like annual exams and more specialized care like chronic and acute disease management,” said Kate Banick, executive director. “Many people also will register and get an annual wellness exam, and that’s great.

They’re being proactive about their health, and if they get sick, they’re already registered and there’s no delay in care.”

Banick said Good Health Clinic has an extended network, known as the volunteer provider network, that includes more than 100 doctors and medical personnel in the Keys and South Florida who donate time to patients in need. From oncologists to optometrists, Banick said, there are services for almost all the patients’ needs.

“This extensive network of people have come together and give comprehensive health care in our office because they care and see the importance of it,” Banick said.

Good Health Clinic has seen patients since 2004.

Banick said the clinic is helping many in the workforce who are just making ends meet.

“Over 65 percent of patients work full time, have jobs, but they can barely afford to pay basic living expenses in the Keys” she said. “We’re aiming to have a healthier community and support the working class in the community by providing them an option for health care.”

Last year, just over 890 adults and children received the care they needed, and nearly $5 million in donated services was provided. At the end of 2018, with support of Direct Relief International and United Way of the Florida Keys, Good Health Clinic opened a satellite clinic in Marathon to offer services to residents in the middle and lower Keys.

“Since 2004, Good Health Clinic’s mission of providing free access to primary health care, diagnostic, preventive and wellness services to the uninsured low-income resident population, has served our community well. But this service is as needed as it is expensive,” said Roberto Alonso, chairman for Good Health Clinic. “Every year, the clinic holds its biggest fundraising event, and with the receipts from the competition and Luau event we raise approximately 20% of next year’s operating budget funds, which are essential to the clinic and its mission.”

e’s a third-generation Rotarian and makes a damn good Bloody Mary.

Haven’t tried one of Joe Roth’s concoctions? Well, you better do so while out shopping at this weekend’s 25th annual Gigantic Nautical Flea Market presented by Richard C. Fox Plumbing at Founders Park.

A Rotarian since age 29, Roth is in his second go-around as president of the 80-plus member Upper Keys Rotary Club. He’s lived in the Keys most of his life, having graduated from Coral Shores and venturing back following college. He owns and operates Regan Roth Insurance Agency in Tavernier.

Roth serves as treasurer for the Islamorada Chamber of Commerce’s board of directors. He also sits on the Florida Keys Electric Cooperative’s board of directors.

Roth’s not only ready to dish out the best Bloody Marys around, he’s also excited to be joining the many other Rotarians and volunteers who give back to the community.

“The camaraderie of the people you like and respect, and being able to do something meaningful to give back, it checked all the boxes,” said Roth when asked what led him to join Rotary.

I’m most looking forward to spending time with fellow Rotarians, working side-by-side and having a lot of fun and working hard at the event. I’m also looking forward to seeing crowds of people come and be a part of this successful event.

What about this annual event is so fascinating to you?

I think what’s fascinating is that it not only brings local people, but it's amazing to see how visitors come and make it a part of their vacation experience. Year after year, people come down this weekend to the Keys to be a part of this event. They’re buying food and items and drinks and having a good time.

What does it take to put on such a big event? It takes a group of committed folks. We’re fortunate enough with our club that we’ve had people who’ve been doing it for so long.

We've got people with long tenure who are very seasoned who understand how it runs. Couple that with assistance from the other two clubs, Key Largo Rotary and Key Largo Sunset Rotary; it takes a group effort and it takes a lot of volunteers to make it happen.

The flea market enters its 25th year … what kind of impact has this annual event had on the community and its young scholars? I would say over 25 years, the community’s benefited directly from the event. We’ve been able to inject $2.5-3 million in the form of scholarships and in the form of assistance. That doesn’t count the all nonprofits we give space to. There’s an ancillary offshoot from the event with other nonprofits. You got PKS doing raffles and drives. The impact is great.

I hear there are some good Bloody Marys at this flea market… is that true?

Yes... Bloody Marys will be flowing. They’ve become pretty popular. It usually starts relatively early and goes throughout the day. We also do rum punch and have a full bar, and we have a couple different locations for it.

How did the Bloody Mary-making come to be? It started from the fact that I was in the kitchen cooking breakfast.

One year, I brought a small cooler with a Bloody Mary mix and made some for people in the kitchen. We’d start cooking at 5 a.m. By 10 a.m., everyone had worked for 4 to 5 hours already, so they’d be dragging a little. I came up with the idea to take a Bloody Mary break and have one. It got so popular they kept talking about it. We thought ‘Why don’t we do it for everybody?’ So we bought the tiki hut, and it took off immediately.

Without giving up your secret, what’s the key to mixing up a good Bloody Mary?

Use a good mix; if you’re going to use pre-made mix, use one that’s not too spicy. The secret is to have condiments like horseradish and Worcestershire sauce there to make your own.

What Rotarian stops by the Bloody Mary booth the most? I consume my fair share. It’s hard to tell. They all stop by.

How many do you think you serve up during the weekend? Out of my booth? I’d say we probably do about 3,500 drinks out of there. Of those, probably 2,000 are Bloody Marys.

Have a favorite vendor(s)? Anything nautical is really what I’m looking for. I’m a boater. There’s a guy who has a pocket knife tent. You can’t leave the flea market without picking one up.

Have a fond flea market memory?

One of my fondest memories was very early on. We had a past president and one of the founders of the flea market in Sam Wampler. One year, early on in my Rotarian career, we were talking. He said, ‘You know it’s not about the money, it’s not about the event, it’s about the camaraderie. It’s about coming together to have a good time and doing good for other people.’ That always struck me. We make a lot of money for the community, but at the end of day, it’s about being together and enjoying the time together.

What do you enjoy most about being a part of Rotary, and being Rotary prez? Rotary gives you such an easy opportunity to give back, and you know where the efforts and money are going.

You know there’s no overhead. We’re all volunteers. As far as being president, it’s really just a title. I'm fortunate enough to have a great club and a board that is very talented, and you know, it’s all about who you surround yourself with. I’m blessed to have a great group on my board.

When not working and not tending to Rotary business, what are you doing? I really like to be out on the water.

I like boating and free diving.

Have a favorite spot to hangout when you’re free? Anywhere out on the reef.
